No sexy issues to fuel Owen Sound campaigns; Polls open until 8 p.m. tonight JIM ALGIE Local News - Monday, November 13, 2006

Polls are open today until 8 p.m. at 29 locations in Owen Sound following a relatively quiet campaign for city council. Both Mayor Ruth Lovell and Grey County council representative Arlene Wright were acclaimed in late September, and they've both laid low during the campaign, avoiding clashes and alliances with the remaining candidates. All current members of city council are running again as part of a field that includes just three new challengers for the remaining seven council positions. Even those challengers have campaigned on staying the course. It's a sleepy election compared to 2003, which featured a hot, two-way, mayoral race fueled by a now-dead city plan to blend fire and ambulance services. The combination of familiar faces with limited dissent may mean relatively low voter turnout, although Lovell maintains that a traditional interest among city residents in municipal politics will keep voting active.

The fact that everyone is running is an indication that they're all finding satisfactions with the job, particularly when you look at other municipalities, for example in Meaford where no one (incumbents) is running, Lovell said in an interview. The last three years have been very fulfilling for the council, Lovell said. We have had our challenges along the way but when we leave council, we're friends at the end of the evening and that makes my job easy. Advance polls conducted Oct. 28 and Nov. 8 have essentially kept pace with 2003, city clerk Glen Henry said in an interview. The first advance poll attracted 223 voters, down from 2003 when 246 people voted.

The second poll drew 383 voters, up from 2003 when 346 people voted. However, that may reflect a decision by city electoral officials to encourage 150 election workers to vote in advance, Henry said. Including the advance polls, there are a total of 69 polls for eligible voters who should have been notified by mail about polling locations. Others may qualify by completing a revision form at the polls. Eligible voters must be Canadian citizens, at least 18 years old and a city resident or the owner of city property.

Moderate quake hits near Papua New Guinea

A second moderate earthquake in as many days rattled the coast of Papua New Guinea on Monday, the US Geological Survey said.No tsunami warning was issued and there were no immediate reports of injuries or damage.

The magnitude 6.0 quake struck at 2351 IST, 162 kilometers east of Kandrian on Papua New Guinea's island of New Britain and 35 kilometres under the Earth's crust. Charles McCreery, Director of the Pacific Tsunami Warning Center at Ewa Beach, Hawaii, said the quake was too small to trigger a tsunami.An official at the Geophysical Observatory in the national capital Port Moresby said, on condition of anonymity because he was not authorised to speak to the media, the tremblor was felt 260 kilometres away at the city of Rabaul on the coast of New Britain but no damage was reported. A magnitude 5.9 quake struck on Sunday 94 kilometres northwest of Kandrian and 51 kilometres under the seabed, causing no injuries or damage.The archipelago nation is part of the Pacific Ocean's ring of fire, where earthquakes of this magnitude are common and rarely cause serious damage. Snowfalls hit Tasmania

Tasmanians are rugging up with for snow as a trough in the Tasman Sea amplifies cold fronts crossing the state.

Residents of Hobart awoke to a light dusting of snow on Mount Wellington this morning after temperatures dropped to -1.5 degrees celsius overnight.But meteorologist Ray Evans said heavier falls were expected overnight tomorrow.(Today's fall is) nothing to write home about ... the stuff coming Tuesday and Wednesday looks to be far more significant, he said.The Bureau of Meteorology was still finalising its forecast for the week but Mr Evans said early models indicated snow down to the 500 metre level.Today's falls follow a freak dumping to sea level in late October.Senior forecaster Barry Becker said at the time it was unusual for such a cold change so late in the year.

In Tasmania it can snow at just about any time of the year, he said.But for it to be falling this low, especially in October, is quite unusual.Last month's snowfall was the most significant fall since August 2005.AAP

NAIROBI (AFP) - At least 21 people have been killed and 60,000 displaced by massive flooding in northern and coastal Kenya, triggered by three weeks of unusually heavy seasonal rains. As downpours continue, officials warned of further devastation, while delegates meet in Nairobi at a UN conference on climate change that many blame for altering weather patterns and causing deadly drought-flood cycles.Ironically, at the conference on Monday, the United Nations was presenting a report on harnessing the massive potential of rainwater harvesting in Africa, which it said could supply more than enough of the continent's needs.Kenyan emergency workers were meanwhile struggling with the effect of torrential, unharvested rains and floodwaters on an impoverished population.

We have floods across the country and, since it is still raining, we fear the situation will deteroriate, said Abdi Ahmed Monday, the acting disaster response chief at the Kenya Red Cross Society (KRCS).In addition, the Kenyan health ministry issued an alert for possible outbreaks of water-borne diseases, notably cholera, in the affected regions.

At the weekend, at least six people, including a schoolgirl, were swept away and drowned by raging waters around the Indian Ocean port of Mombasa and the northeastern town of Garissa, officials said. Two others are missing.The fatalities brought Kenya's flood death toll to 21 since October 25, when the first damaging effects of the unusually heavy October-to-December short rains season were reported by authorities.Since then, at least 60,000 Kenyans 50,000 on the coast and 10,000 in the northeast have been forced from their homes by flood waters that have washed away crop fields, bridges and roads and destroyed numerous buildings.

All these people are directly affected or completely cut off and we cannot access them, Ahmed told AFP.On Saturday, the main road linking Mombasa, about 500 kilometers (300 miles) southeast of Nairobi, to Tanzania was cut off with four bridges washed away, a local official said.Delivering food to the 50,000 people who are in need of urgent supplies is the main problem, said Moffat Kangi, the commissioner of Kwale district just south of Mombasa.We are looking for water, shelter and medicine for the affected people, but in the long run we will be required to assist up to 200,000 people here, he told AFP. Any help we can get will be appreciated.In the capital, municipal officials said flood waters had blocked the city's drainage system, causing floods in some residential districts.But the recent floods are not limited to Kenya, which is being hit as it hosts 6,000 international delegates to the UN Framework Convention on Climate Change (UNFCCC) that ends this week.The onset of rains has compounded problems across the Horn of Africa region already brought by a recent killer drought, since parched soil inundating the worst-affected areas is unable to absorb the water, officials said.In neighboring Somalia, floods have killed at least 42 and displaced 10,000 people over the past two weeks, compounding the misery affecting millions in the lawless Horn of Africa nation.In neighboring Ethiopia, flooding from late October rains that burst the banks of several river has killed at least 68 people and affected some 280,000 people, according to officials there.

70 firefighters battling Hawke's Bay fires

About 70 firefighters remained at the scene of several apparently deliberate Hawke's Bay fires in the past 24 hours.Firefighters were first called to Mohaka, between Napier and Wairoa, about 1.45pm yesterday.Wairoa principal rural fire officer Te Aroha Cook said there were several fires in the Mohaka area yesterday afternoon and overnight.The biggest was a forest blaze over a 25ha block which closed State Highway 2 and caused a house to be evacuated.Seven helicopters, four appliances and two tankers battled the flames.Today, about 70 firefighters were still at the scene damping down the remains of the earlier fires and containing new outbreaks.Wairoa police were investigating the possibility of arson.Eastern region fire manager Trevor Brown said the fires were being treated as suspicious because of the significant number in the last couple of weeks.You can never be certain about this but you have to say yes conditions aren't that extreme at this stage.- NZPA

TEHRAN (AFP) - Iran has vowed it would deliver a destructive response to any Israeli military attack on its atomic sites and said it would continue trying to boost its capacity for sensitive nuclear work. Foreign ministry spokesman Mohammad Ali Hosseini said Iran was still seeking to install 3,000 centrifuges by March 2007 at an atomic plant to enrich uranium, a process the West fears could be diverted to make nuclear weapons.His comments came after a top Israeli official refused to rule out a strike on the Islamic republic to halt the progress of its atomic programme, with the United Nations still unable to agree on sanctions against Tehran.

Israel does not have the means and the capability to dare threaten Iran.if it commits such a stupidity the Islamic republic and its defenders will give a destructive response within a second, Hosseini said Sunday.Israel widely considered to be the Middle East's sole nuclear power is within the range of Iran's ballistic missiles and sees Tehran as its chief enemy, after President Mahmoud Ahmadinejad called for the Jewish state to be wiped off the map.I am not advocating an Israeli preemptive military action against Iran... Israeli Prime Minister Ehud Olmert in an interview published Sunday branded Ahmadinejad a dangerous man, saying Iran must start to fear and understand it will pay dearly if it does not compromise.Despite the looming threat of sanctions, Hosseini indicated that Iran intended to press on apace with its nuclear drive.Iranian officials and experts are seeking to install 3,000 centrifuges reaffirming a target which would allow Iran to enrich uranium on an industrial scale.He added that the work would take place under the supervision of the UN's nuclear watchdog, the International Atomic Energy Agency (IAEA).Enriched uranium lies at the center of the dispute over Iran's nuclear program, as it can be used both to make nuclear fuel and the core of a nuclear bomb.

Tehran vehemently rejects US allegations that its nuclear program is aimed at making nuclear weapons, saying the drive is solely aimed at providing energy for civilians.At present Iran has two cascades of 164 centrifuges on a research level enriching uranium to levels up to five percent rich enough for nuclear fuel but way off the 90 percent levels required for a nuclear bomb.Major powers at the UN Security Council are mulling a resolution that would impose sanctions on Iran after it refused to suspend enrichment in return for an international offer of incentives.The Security Council's five permanent members Britain, China, France, Russia and the United States plus Germany will resume talks Monday on how to censure a defiant Iran.Iran's chief nuclear negotatior Ali Larijani, on his return from talks in Moscow, said adopting a resolution against Iran would show a change of direction and that world powers had no desire for negotiations with Iran.If the Westerners show another behavior regarding Iran's nuclear issue, it should be made clear who is renouncing on their commitments, the IRNA agency quoted him as saying.

The passing of a resolution of the nature that is being discussed means a disruption of talks and it is the Westerners who have disrupted the talks. This means saying no to the talks.Ahmadinejad on Sunday called the United Nations Security Council incompetent, and pressured by domineering powers. It is disgraceful that the UN Security Council, which must defend countries rights and interests, threatens and makes a dossier against the states that are legally seeking nuclear fuel, he said on state television. World powers will be discussing a European-proposed draft resolution mandating nuclear industry and ballistic missile-related sanctions against Iran. But Russia and China, which have major energy and trade ties with Tehran, view the European draft as too tough and unlikely to bring about Iranian cooperation.

BETHLEHEM, West Bank -- The death threat came on fliers blowing down the streets at dawn. A group calling itself Friends of Muhammad accused a local Palestinian Christian of selling mobile phones carrying offensive sketches of the Muslim prophet.
The message went on to curse all Arab Christians and Pope Benedict XVI, still struggling to calm Muslim outrage from his remarks on Islam.While neighbors defended the merchant, saying the charges in the flier were bogus, the frightened phone dealer went into hiding, feeling less than satisfied with authorities' conclusion that the Oct. 19 note was probably a harmless rant.

Now the dealer is thinking of going abroad.

Call it part of a modern exodus, the steady flight of the tiny Palestinian Christian minority that could lead, some predict, to the faith being virtually extinct in its birthplace within several generations a trend mirrored in many dwindling pockets of Christianity across the Islamic world.

Vatican seeks reciprocity

This is one of the major themes the pope is expected to carry to Turkey for a four-day visit beginning Nov. 28 his first papal visit to a predominantly Muslim nation. The Vatican calls it 'reciprocity: Muslim demands for greater sensitivity from the West must be accompanied by stronger protections and rights for Christian minorities.In some places, such as Pakistan, it means more safeguards from extremist attacks. In Indonesia and elsewhere, it touches on appeals to quell growing sectarian clashes. In Turkey, Iraq and the rest of the Middle East, it seeks to preserve communities dating back to the time when Jesus and his apostles preached.But nearly everywhere in Muslim lands, Christian populations are in decline.

No place is this more striking than the Holy Land.

For decades, it was mostly economic pressures pushing Palestinian Christians to emigrate. The Palestinian uprisings and the separation barrier started by Israel in 2002 accelerated the departures by turning once-bustling pilgrimage sites such as Bethlehem into relative ghost towns.The growing strength of radical Islamic movements has added distinct new worries. During the protests after the pope's remarks in September, some of the worst violence was in Palestinian areas, with churches firebombed and hit by gunfire.

Faiths rarely mix now

The native Palestinian Christian population has dipped below 2 percent of the West Bank, Gaza Strip and Arab east Jerusalem, down from at least 15 percent in 1950 by some estimates. Meanwhile, the Muslim Palestinian birthrate is among the highest in the world.Dire predictions abound. The Franciscan Foundation for the Holy Land said Christians could become 'extinct' in the region within 60 years.

Shock announcement: Olmert still determined to realign

Israeli Prime Minister Ehud Olmert, en route this week for a meeting with US President George W. Bush in Washington DC, announced Friday his intention to, after all, implement the re-alignment plan that will facilitate the creation of a State of Palestine on ancient Jewish lands.News outlets in Israel all carried the story Sunday: Although he had earlier let it be known that he was no longer able to implement the platform on which he was elected to the premiership at the head of his Kadima Party last March, Olmert has now revealed that he is in fact still determined to try and carry it out.Realignment calls for the uprooting of as many as 100,000 Jews from their homes in Samaria and Judea the biblical heart of the Jewish homeland and the surrender for all time of that territory to the rabidly antisemitic Palestinian Arabs.It is not known whether the reason for Olmert’s return to his plan is at least partially because of the hammering the Republicans received at the hands of the American electorate last week.The results of those mid-term elections have, according to many pundits, signaled Israel that the USA will from now on expect more concessions from Israel, and a greater willingness for the Jewish state to take risks for peace.

Whatever the motivation, Olmert’s announced intention to move ahead with his plan comes despite the painful facts:That Israel’s withdrawals from southern Lebanon led directly to the painful war Israel fought in July, when the Lebanese Hizb’allah kidnapped Israeli soldiers and poured rocket fire down on northern Israel for weeks on end.That Israel’s withdrawal from the Gaza Strip in August 2005 led directly to the establishment of the un-police-able terrorist mini-state whose killers kidnapped an Israeli soldier and from which multiple rockets are launched daily at Jewish civilian targets in the south of the country.That popular support has swung strongly away from the realignment plan and from the Kadima Party, with polls showing consistently that by far most Israelis have woken up to the folly of pursuing disengagements from the Arabs.That relinquishing Samaria and Judea would cede to the Arabs the high-ground overlooking Israel’s densely-populated coastal plain, in easy rocket-range from the Palestinian state that would be established.That Iran is a mushrooming threat with its Hitler-like leadership which is already sponsoring proxy forces north and south of Israel, and whose regional Islamic interests will be further served by Palestine And, most significantly:

That the land Olmert believes he has the right to barter away is Israel’s national cradle. It was the hope of return to these very areas Shechem, Shiloh, Bethel, Bethlehem, Hebron, and the Old City in Jerusalem with its Temple Mount, the holiest site for the Jews that kept Jewish identity, hope and faith alive during their centuries in exile.

Olmert’s plan imperils Israel on every front.It will play straight into the hands of the Arabs, multiplying and accelerating the militarily threat against the Jews.It will tear even more deeply at the national divide, driving those Jews who can see the existential threat it poses to acts of desperation to resist it.It will sever Israel from its national roots.For Israel, realignment spells national suicide. Diplomats: PA accepts peace conference proposal

Palestinian FM accepts call by Arab foreign ministers to convene conference ‘to reach just and comprehensive settlement to Arab-Israeli conflict; Arab diplomats lift financial blockade on PA in response to US veto Palestinian Foreign Minister Mahmoud Zahar accepted an Arab proposal on Sunday for a peace conference to resolve the Palestinian-Israeli conflict, Arab diplomats said.

Zahar, of the ruling Hamas party, endorsed a statement by Arab foreign ministers calling for the peace conference during a meeting in Cairo, said the diplomats, who spoke on condition of anonymity because they were not authorized to speak to the media.

The ministers call to convene a peace conference attended by Arab parties, Israel and the permanent members of the UN Security Council in order to reach a just and comprehensive settlement to the Arab-Israeli conflict on all tracks according to international resolutions and the principal of land for peace, the statement said.

No international siege

The Top Arab diplomats decided to lift the financial blockade on Palestinians in response to a US veto on a UN Security Council draft resolution condemning Israel's military offensive in the Gaza Strip. We decided not to cooperate with it (the blockade). There will no longer be an international siege, said Bahrain's Foreign Minister Sheik Khalid bin Ahmed Al Khalifa. On Saturday, the US Vetoed the Security Council draft resolution that condemned the Israeli military offensive and demands that Israeli troops pull out of the territory. Sunday's discussions on the offensive were attended by 11 Arab foreign ministers and other senior officials and diplomats at the Cairo headquarters of the Arab League.

(CBS/AP) President Bush will not relent in his defense of John Bolton, his nominee for U.N. ambassador, despite unwavering opposition from Democrats who view Bolton as too combative for international diplomacy, aides said Sunday. Two of President Bush's top advisers said the White House is not backing down from a fight to win Senate approval for Bolton to continue in the job.

Mr. Bush gave Bolton the job temporarily in August 2005 while Congress was in recess. That appointment will expire when Congress adjourns, no later than January.White House counselor Dan Bartlett said Bolton has done a remarkable job. He's proven the critics wrong on all the charges they've leveled against him, Bartlett said.So let's have a conversation about it. We'll see.

The White House resubmitted Bolton's nomination on Thursday, though it has languished in the Senate for more than a year. Finding a replacement for Bolton would come at a sensitive time for the Bush administration. It is counting heavily on U.N. diplomacy to help confront North Korea and Iran over their nuclear programs and to end fighting in Sudan's Darfur region. With Democrats capturing control of the next Congress, Bolton's chances of winning confirmation appear slim at best. In fact, last week the incoming chairman of the Senate Foreign Relations Committee, Sen. Joe Biden (D-Del.), said he saw no point in considering Mr. Bolton's nomination again. Sen. Harry Reid (D-Nev.) was more succinct: Forget about John Bolton, he told CBS chief Washington correspondent Bob Schieffer on Face the Nation. The Republicans didn't have enough votes to get the guy out of committee [before the Democrats take control]. So I think we should go to things that we can work together on. In spite of the lack of committee votes, White House chief of staff Josh Bolten said Sunday that We're putting him up for confirmation. I think if he actually was able to get a vote in the full Senate, he would succeed, he said.

Yet Sen. Lincoln Chafee (R-R.I.), who lost on Election Day, said he would not end his opposition to Bolton. That probably would deny Republicans the votes needed to move the nomination from committee to the full Senate. Republicans now lack the 60 votes needed to force a vote. Democrats say Bush should alter course now and nominate someone less hard-charging, with greater finesse in handling sensitive diplomatic matters.There's a lot of competent people. Send someone new up, Mr. President, Biden said Sunday.He doesn't even have the votes in the committee. He doesn't even have the votes of a Republican-controlled committee today, Biden said. We're going to have a hearing on him. There is going to be a vote on him. He's going to lose. Sen. Carl Levin (D-Mich.), who is in line to head the Armed Services Committee, agreed. We would rely very heavily upon the Foreign Relations Committee, and they have not decided that he is the appropriate person for that job, Levin said.

In the president's view, however, Bolton has turned out to be a very effective representative at the U.N. and, in fact, has turned out to be something his critics expected him not to be, Bolten said. He's turned out to be a good consensus builder, and it's been reflected on resolutions on North Korea, in Lebanon, in other ways. Bush's chief of staff played down speculation the administration might go around the Senate and allow Bolton to somehow continue to represent the U.S. at the United Nations by finding an alternative means of paying his salary or appointing him to serve as an acting or deputy U.N. representative. I don't know about that, Bolten said. Our effort is going to be to try to get him confirmed in the ordinary course. The time has come when no one can give any more guidance to Abbas, neither Damascus nor anyone else,Olmert asserted. Olmert went on to say that he would be prepared to speak to Hamas if the group were to accept the preconditions set out by the international community - recognizing Israel, renouncing violence and accepting existing peace deals.

I don't think it is necessary to investigate the records of the (Hamas) ministers, Olmert said, pointing out that Israel negotiated with the Palestinian Liberation Organization even though it was long considered a terrorist group. Olmert also called on Egypt to improve the performance of its troops patrolling the Philadelphi corridor. The prime minister said that he was interested in the presence of Egyptian forces along the Gaza-Egypt border route, but believed that the forces could operate with greater efficiency, Israel Radio reported. November 13, 2006 We may have a nuclear-arms race on our hands in the Middle East.

Last week, four key Arab states, including Egypt and Saudi Arabia, told the International Atomic Energy Agency (IAEA) that they were launching their own nuclear
programs.

Sure, these are officially peaceful energy programs but everyone and his brother will suspect that they'll be accompanied by some sort of covert nuclear-weapons research. After all, Iran the Middle Eastern state that virtually the entire word believes is on a beeline to nukes has long insisted its program is purely for power generation, too. And, of course, the seeming lack of progress in getting Iran to curtail its nuclear quest gives nearby states serious motivation to get nukes of their own. Saudi Arabia, Egypt indeed, every Arab regime except Syria see Iran as an implacable rival. (And some claim even Syria wants out of its alliance with the mullahs.) Plus the region's Sunni Arab regimes fear the rise of Shia Persian Iran. Iran aspires to dominate the region and achieve superpower status, placing itself squarely atop the Muslim world - no doubt in large part at the expense of the region's current Sunni Arab rulers.

Then, of course, there are the multiple reasons everyone else doesn't buy Iran's atomic denials. For instance, Tehran:
* Had a relationship with A.Q. Khan, father of Pakistan's bomb and proliferator extraordinaire.
* Kept its nuclear program hidden away from the IAEA for 20 years.
* Refuses to allow the thorough inspections the IAEA wants to conduct now.
* Has a growing arsenal of ballistic missiles of ever-greater range and capability.

Tehran's threat last Friday to cut ties with the IAEA if the United Nations passes another resolution against Iran doesn't help matters, either. Nor do its recent war games - or its October decision to put more uranium-enrichment centrifuges online at Natanz.

No wonder Egypt, Saudi Arabia, Algeria and Morocco all of a sudden expressed interest in nuclear power last week. Or that Tunisia, the United Arab Emirates, Turkey and Yemen have openly talked of going nuclear in recent months, too. Interest in Egypt, the Arab world's first nuclear power state, is advanced. Just last week, President Hosni Mubarak discussed restarting Cairo's nuclear program while in China. (Egypt closed its nuclear program after the 1986 Chernobyl disaster.) Mubarak also recently visited Russia to discuss the purchase of nuclear reactors. Moscow - which built Iran's reactor at Bushehr - is keenly interested in contracts to build the three-plus Egypt's planning along the Mediterranean Sea.

OK, with oil and gas prices still high, perhaps these states just want to diversify their energy sources. But Saudi Arabia? Does the king of the oil world really think it's going to run out? Note that the Saudis have already started a conventional military buildup, to balance the growing clout of Iran which sits just across the Persian Gulf (which some Arabs think is a misnomer, by the way). And, of course, there are those persistent rumors that Saudi Arabia is involved with the Pakistanis on nuclear issues indeed, Riyadh may have helped finance Islamabad's 1998 nuclear breakout. The problem is that every state that goes nuclear gives its neighbors strong reason to do likewise as a hedge against uncertainty. Hence the alarm over the Arab states' sudden, simultaneous announcement.

Their peaceful nuclear intentions might be above reproach, but it's hard to predict how their nuclear know-how and material (some supplied by the IAEA) will be used down the road. Nor do we know how their non-nuclear neighbors will react to their nuclear programs.

There is little doubt that these states' decisions to start or restart nuclear programs were guided and tempered at least in part by their plummeting faith in the United Nations' ability to rein in Iran's nuclear program. Building a nuclear program takes six to 10 years and considerable expense (e.g., $1 billion-plus per reactor). Eyeing Iran's strategic resurgence, these leaders may well think they don't have a moment to waste. The question is: In a number of years, if these programs go forward, will we see a map of the Middle East dotted with new peaceful nuclear-power reactors - or a map dotted with new nuclear-weapons states?

Flood clean up continues and questions remain about who will pay for it

The B.C. government is offering compensation to flood victims in Chilliwack, the rest of the Fraser Valley, and other areas with damaged property after the record rainfall. They can apply for funding assistance if losses are not insurable. Safety Minister John Les is also rebuffing claims by the NDP that the government hasn't spent enough on flood prevention, pointing out the $10 million spent in recent years. But the minister admits more money is needed for dykes and levee improvements and that means lobbying the federal government for more cash. © Information Source: News1130

Huge power outages due to snow storm in Northern BC

An early season snow storm has knocked out power to nearly 10,000 people in Northern BC. Over 30 centimetres of snow has been reported in some areas. The outage is affecting all 3,700 customers in Burns Lake, and has spread all the way to Houston. BC Hydro says the power should be restored around 6pm tonight. © Information Source: News1130

What started Tuesday innocently enough as a moderate tropical storm has become a small, but potent, typhoon east of the Philippines. Typhoon Muifa (Moy-fa) became worthy of its prefix today when winds were estimated at near 105 mph. Muifa is at best meandering to the north while churning in the Philippine Sea just east of Manila. In fact, for all intents and purposes, the typhoon has stalled. Though forecast to move west over the islands, forward progression will be slow. Bad news for the island chain as flooding and mudslides will result from the copious amounts of rain expected to fall over the next 48 hours. There is no doubt that the large and powerful waves have been battering the eastern coast of the northern Philippines. The system is forecasted to weaken gradually over the next 5 days as it heads towards southern Vietnam.The Atlantic and eastern Pacific Basins remain quiet.

Canadians honour war dead

Silver cross mother Alice Murphy of Conception Harbour, N.L., laid a wreath in Ottawa on behalf of mothers who have lost a child in the military or merchant navy. Murphy's son, Cpl. In Kandahar, Afghanistan, about 500 Canadian soldiers marked Remembrance Day with a poignant ceremony.

Bush: Terror Fight Unchanged by Election Results

The elections will bring changes to Washington. But one thing has not changed: America faces brutal enemies who have attacked us before and want to attack us again, said Mr. Bush. I have a message for these enemies: Do not confuse the workings of American democracy with a lack of American will. Our nation is committed to bringing you to justice, and we will prevail.In his weekly radio address, the president said he looks forward to hearing from new congressional leaders about their ideas for supporting U.S. troops in the fight against terrorism.He also reflected on the resignation of Defense Secretary Donald Rumsfeld who many Democrats and some Republicans blame for what has gone wrong in Iraq.Mr. Bush wants former CIA Director Robert Gates to replace Rumsfeld at the Pentagon.

Iran’s top nuclear negotiator meets with Russian president

MOSCOW - Russian President Vladimir Putin met with Iran’s top nuclear negotiator Saturday, indicating a strong Russian diplomatic push to get Iran to shift its position on its nuclear program. After the meeting, Russian Foreign Minister Sergey Lavrov voiced hope for a quick resumption of international talks on Iran’s nuclear program, news reports said.

We will push for our common goal the resumption of talks with six nations, Lavrov said after the meeting with the Iranian nuclear negotiator, Ali Larijani, according to the ITAR-Tass and Interfax news agencies.Lavrov said Russia and Iran would work to restart talks between Tehran and the five permanent U.N. Security Council members plus Germany.

We think it’s possible, if there is a goodwill, to find mutually acceptable basis for the resumption of talks on the basis of the proposals of the six and Iran’s response to them, Lavrov said. Larijani, said Friday that Tehran would push ahead with its nuclear program, and suggested it could break off ties with the U.N. nuclear watchdog if the world inflicts punishments proposed by European nations. In a familiar mix of threats and offers, Larijani said Iran wanted negotiations to ease the mounting standoff over fears it is seeking nuclear weapons, but that it would not abandon what he insisted was a peaceful nuclear energy program.

Moscow is seeking to revive its proposal to move Iran’s uranium enrichment work to Russian soil to assuage international concerns that Iran could use the process to develop weapons. Larijani said Friday that the proposal remains on the table, but there was no evidence of movement toward Iranian acceptance.

We want to use our rights under the Nuclear Nonproliferation Treaty, and in this context there will be no retreat, but we are ready for negotiations, Larijani said Friday. He said Iran was prepared to renew negotiations with the European Union’s top diplomat, Javier Solana, or to hold talks in any other format, according to Russian news agencies. The European draft resolution that would impose U.N. sanctions on Iran will not promote a political solution of the problem, Larijani said. Those who support adopting the resolution want to aggravate the problems of the region. With Russia calling for major changes that would water down the proposed sanctions, the visit appeared to highlight divisions among the five permanent Security Council members over how to deal with Iran’s refusal to halt its enrichment program. In comments that dovetailed with Russia’s warnings that too much pressure could deepen Iran’s defiance, Larijani warned that Tehran would reconsider its ties with the International Atomic Energy Agency if the council adopted the European proposal. We will reconsider relations with the IAEA if the United Nations passes the ... resolution ignoring Russia’s amendments, Russian news agencies quoted him as saying. Iran has repeatedly threatened to respond to sanctions by blocking IAEA inspections of its nuclear facilities.

While they recently agreed in principle on sanctions, both Russia and China have continued to publicly push for dialogue instead of U.N. punishment, despite the collapse last month of a European Union attempt to entice Iran into talks. Both countries have major commercial ties with Iran and can veto U.N. Security Council resolutions as permanent members. The five permanent U.N. BAGHDAD, Iraq -- The leader of Al Qaeda in Iraq claimed in a new audiotape Friday to be winning the war faster than expected in Iraq and said it had mobilized 12,000 fighters who had vowed to die for God's sake.The U.S. military, meanwhile, reported three U.S. soldiers and a Marine were killed Thursday in Iraq, the U.S. military said, bringing the number of Americans who have died in the country so far this month to 25. At least 105 U.S. service members died in October, making it the fourth-deadliest month of the war for U.S. forces.On the audiotape on militant Web sites, the Al Qaeda in Iraq leader also welcomed the Republican electoral defeat that led to the departure of Defense Secretary Donald Rumsfeld. He added that the group's fighters would not rest until they had blown up the White House.

The Al Qaeda army has 12,000 fighters in Iraq, and they have vowed to die for God's sake, said a man who identified himself as Abu Hamza al-Muhajir.Al-Muhajir, also known as Abu Ayyub al-Masri, also urged the United States to stay in Iraq so his group would have more opportunities to kill U.S. troops. UNITED NATIONS /The United States vetoed a U.N. Security Council draft resolution Saturday that sought to condemn an Israeli military offensive in the Gaza Strip and demand Israeli troops pull out the territory.

U.S. Ambassador John Bolton said the Arab-backed draft resolution was biased against Israel and politically motivated.

This resolution does not display an evenhanded characterization of the recent events in Gaza, nor does it advance the cause of Israeli-Palestinian peace to which we aspire and for which we are working assiduously, he told the Security Council.The draft received 10 votes in favor and four abstentions, along with the U.S. vote against. Britain, Denmark, Japan and Slovakia all abstained.

It was the second U.S. veto this year of a Security Council draft resolution concerning Israeli military operations in Gaza. The U.S. blocked action on a document this summer after Israel launched its offensive in response to the capture of an Israeli soldier by Hamas-linked Palestinian militants.In Jerusalem, Israeli Foreign Ministry spokesman Mark Regev said the resolution was very one-sided.It's good that it wasn't accepted by the Security Council, he said.Palestinian U.N. observer Riyad Mansour said he was disappointed by the vote.

For the Palestinian people, you have conveyed that justice is not being dealt with in a proper way.Qatar's Ambassador Nassir Al-Nasser said the failure of the Security Council to act on the draft will lead to continued Israeli violence against Palestinians.

Any lukewarm reaction or response on our part gives the impression we are shirking from our humanitarian responsibilities, said Al-Nasser, who sponsored the resolution on behalf of the Palestinians.Palestinians strengthened calls for Security Council action earlier this week after an early morning Israeli artillery barrage in the northern Gaza town of Beit Hanoun killed 19 people Wednesday.In an open session of the General Assembly on Thursday, Mansour called the attack state terrorism and said the perpetrators should be held accountable under international law for war crimes.

Israel has expressed regret for the loss of life in Beit Hanoun but has said it will continue operations to stop militants from launching rockets into Israel. Prime Minister Ehud Olmert is scheduled to visit Washington on Sunday to meet with President Bush.

The draft resolution had been weakened slightly in recent days to help improve its chances of passage. A section was added demanding the Palestinian Authority take immediate action to bring an end to violence, including the firing of rockets into Israel.

It also called for the U.N. secretary-general to establish a fact-finding mission to probe Wednesday's attack in Beit Hanoun, a step below ordering a full investigation.In addition, it backed off calls for U.N. observers to be placed on the Gaza-Israel border, asking instead for the possible establishment of an international mechanism for protection of the civilian populations.But in his remarks to the Security Council, Bolton said the draft was still too one-sided. He said it compared legal Israeli military operations with the firing of rockets into Israel an act of terrorism. He called the fact-finding mission unnecessary and said the text failed to condemn the ruling Hamas party's refusal to renounce terrorism.

Both Bolton and Deputy British Ambassador Karen Pierce voiced support for returning to the internationally backed road map peace plan, which has been stalled for years.But Michael O'Hanlon, a senior fellow at The Brookings Institution, said the fact that the council allowed the draft to go to a vote showed the world's frustration with the U.S. not involving other members of the so-called Quartet of Mideast mediators in recent decisions on Israel.

The other members are the U.N., the European Union and Russia.They don't have a stake in the talks and they are more willing now to force our hand, he said. A lot of times the world has felt (the U.S.) has been too pro-Israel, but in this case, people are just fed up.
