Moderate quake hits Tokyo Thu Aug 31, 8:19 AM ET

TOKYO (AFP) - A moderate earthquake with a magnitude of 4.8 on the Richter scale has jolted Tokyo, just one day before nationwide drills to mark the anniversary of the city's collossal 1923 tremor. The quake hit at 5:18 pm (0818 GMT) in Tokyo Bay at a depth of 70 kilometers (43 miles), the Japan Meteorological Agency said on Thursday.The tremor was felt in the heart of the Japanese capital, although there were no reports of damage.The meteorological agency said the quake was felt most strongly in Kanagawa prefecture facing the bay. There was no danger of tsunami waves.Japan lies at the junction of four tectonic plates and endures about 20 percent of the world's powerful earthquakes, frequently jolting Tokyo and other major cities.

Another moderate quake later struck near the Russian-ruled Kuril Islands off Japan's northern coast, which Moscow seized at the end of World War II.The earthquake, measuring 5.1 on the Moment Magnitude scale, struck 45 kilometers (28 miles) below the surface at 0941 GMT, according to the US National Earthquake Information Center.A Japan Meteorological Agency spokesman said it had no information on the quake due to its location in Russian-controlled territory but that there were no reports of damage in Japan.The tremors come one day before the anniversary of Tokyo's last major earthquake in 1923, which left more than 142,000 people dead or unaccounted for. Japan holds nationwide disaster preparation drills each September 1.Japan is on constant guard for another Big One and designs buildings to withstand tremors.

A study by the Tokyo Metropolitan Government in March said an earthquake of 7.3 on the Richter scale at 6:00 pm would kill 5,600 people, damage 440,000 buildings and leave thousands of other people trapped in elevators.Leading companies have come out with new technology to help residents better prepare for earthquakes on the anniversary of the 1923 Great Kanto Earthquake.

Electronics company Hitachi will put on line Friday a free website which gives Tokyo residents advice on where to place furniture, where people should position themselves and which escape routes to rely on during an earthquake.Developed by a researcher at Nagoya University in central Japan, the site, www.hitachi-to.co.jp/bousai, relies on data of tectonic plate movements in the Tokyo region and historical information on past earthquakes and tsunamis.Separately, mobile phone operator KDDI announced Tuesday it would start a new service based on the Global Positioning System (GPS) satellite technology which will help people return home in the event of a natural disaster.KDDI's rival NTT DoCoMo has said it is setting up its third-generation system to filter voice and data traffic so as to improve the reliability of communication during an earthquake.

PUERTO VALLARTA, Mexico - Hurricane John churned along Mexico's Pacific Coast on Thursday, lashing beaches with winds and rain but staying just far enough offshore to prevent major damage. The storm was expected to make a direct hit Friday in the resorts of Los Cabos, where government officials rushed to prepare.Fifteen shelters to house up to 15,000 people were being opened in Cabo San Lucas, and officials were stocking up on water and food, but no evacuations have been ordered, said Red Cross spokeswoman Teresa Ortiz.In the resort of Puerto Vallarta, officials urged residents and tourists to take precautions, but emergency shelters were mostly empty under cloudy but dry skies.The Category 3 hurricane had yet to pass Puerto Vallarta on its march up the coast. Thursday morning, it was about 110 miles to the southwest, with top sustained winds of 125 mph and stronger gusts capable of damaging small buildings and ripping off roofs.

Most of its fury was felt out to sea, with the most damaging winds failing to touch the mainland.John was expected to strengthen Thursday, and Mexico issued hurricane warnings for about 300 miles of coast, from the port of Manzanillo to the fishing and shipping community of San Blas, an area encompassing the bay that holds Puerto Vallarta. The warning also included Cabo San Lucas' twin resort town of San Jose del Cabo.The storm was moving northwest at 14 mph and aimed directly at the tip of the Baja California peninsula.With the storm still a day away, it was sunny in Los Cabos, and while some fishermen tied down their boats, there were few signs of other preparations. Cabo San Lucas Port Captain Everardo Jimenez said he had ordered a tourist boat out of the water.

Forecasters at the U.S. National Weather Center in Miami warned John could drop up to 18 inches of rain in some places and create up to a 5-foot storm surge. The weather center warned of life-threatening flash floods and mudslides in mountain areas.

Forecasters said John wasn't likely to affect the United States — cooler Pacific waters tend to diminish storms before they reach California.In Puerto Vallarta, skies were cloudy but no rain was falling as local residents walked to work and a handful of tourists strolled along the waterfront promenade in front of a calm sea.Officials postponed the arrival of a Carnival cruise ship, prohibited tours of the bay and closed public schools. Mayor Gustavo Gonzales said 50 shelters were ready.Most businesses along the waterfront were closed, and employees moved merchandise away from the windows, but only a few bothered to board up or tape over their storefronts. As a precaution, however, civil protection authorities urged people to leave the waterfront avenue by late morning.

Still, most remained calm.

HONOLULU - The Air Force plans to fly planes over Wake Island after Typhoon Ioke passes, to see how much damage the storm inflicted on the mid-Pacific U.S. military refueling outpost. Air Force planes evacuated all 200 of the island's residents on Monday in preparation for what forecasters are calling the most powerful central Pacific tropical storm in a decade.Visual reconnaissance planes will head out after Ioke clears, said Maj. Clare Reed, spokeswoman for the 15th Airlift Wing at Hickam Air Force Base.

We're hoping everything turns out well,Reed said. But she said senior Air Force officers would decide what to do with the facility if Ioke causes so much destruction that troops and workers couldn't return immediately.Forecasters have predicted the storm would submerge the 2.5-square-mile island and demolish any non-concrete structures.

This thing is so strong that it's just going to clean things out, unfortunately,said Tim Craig, National Weather Service lead forecaster in Honolulu.The typhoon has lost little of its strength in recent days, packing winds of 155 mph and gusts of 190 mph as it headed toward Wake Island Wednesday.Ioke was expected to pass closest to the isle around 8 p.m. Thursday. Hurricane force winds will likely start battering the island several hours before.Forecasts called for the storm to head northwest toward Japan over the open ocean after it passes over Wake Island. It is likely to gradually lose some of its power in coming days. No populated islands lie in Ioke's immediate path.Wake Island, 2,300 miles west of Honolulu and 1,510 miles east of Guam, is a U.S. military refueling outpost run by the Air Force.Ioke is the first Category 5 hurricane to develop in the central Pacific since record keeping began in the early 1960s.It also is the most powerful storm to pass through the central Pacific since hurricanes Emilia and Gilma, both in July 1994.

MIAMI (Reuters) - A hurricane watch was issued on Thursday for a portion of the East Coast as Tropical Storm Ernesto strengthened on a path toward the Carolinas, threatening to bring heavy rains and large waves. Ernesto, which sloshed its way feebly through Florida on Wednesday after having briefly become the Atlantic storm season's first hurricane near Haiti, was not actually expected to regain hurricane strength with 74 mph (119 kph) winds, the U.S. National Hurricane Center said.But the Miami-based center posted a precautionary hurricane watch from South Santee River, in South Carolina, to Cape Lookout, in North Carolina, noting that predicting a storm's intensity was difficult.Ernesto had at one point been forecast to reach Florida as a potential Category 3 storm on the five-step Saffir-Simpson scale of hurricane intensity, and its arrival south of Miami as a weak tropical storm puzzled meteorologists.

There was little to clean up in Florida, where Ernesto proved a far cry from hurricanes Wilma and Katrina of last year.Wilma knocked out power to millions in Florida in October and caused $12 billion in damage. BIG TIMBER, Mont. - Firefighters faced strong winds but cooler temperatures Thursday as they battled a wildfire in southern Montana that nearly doubled in size and prompted officials to urge several hundred of residents to leave their homes. The evacuation orders cover about 250 homes in Stillwater and Sweet Grass counties, fire information officer Pat Cross said Thursday. The wildfire was about 100,000 acres, or about 156 square miles.Some structures have burned, but authorities don't know if they were homes or outbuildings, said Dixie Dees, another fire information officer.The temperature Thursday was expected to stay in the 60s and low 70s, much cooler than Wednesday's windy 80-degree weather, but wind gusts around 20 mph were possible.

The good news is that it is cooler, finally,Cross said. So we hope the burning will be a little less active.The Stillwater Mine called off its night shift Wednesday and Thursday day shift for about 200 workers because of smoke from the fire and concern about traveling conditions. Interstate 90 was temporarily closed between Livingston and Columbus.The fire camp used as a base of operations was evacuated at 4 p.m. Wednesday because of encroaching flames, Cross said.People who had not already left Wednesday were being called by emergency services and told that the situation was deteriorating, Sweet Grass County officials said.We're not going to take you out in handcuffs,Undersheriff Jerry Mahlum told residents at a public meeting. We are going to ask you to sign a waiver that you've been warned and to let us know the next-of-kin you want notified.

Weather conditions were better at a wildfire in Washington.

Wet and cool weather helped slow the growth of a large wildfire in southeastern Washington and winds spawned by a cold front helped push some smaller fires back on themselves, but a windy forecast may make the reprieve short-lived.Rainfall was reported Wednesday near a 67,000-acre fire complex in the Blue Mountains. The fire was 20 percent contained, and 1,175 firefighters were on the job. But a warmer, drier weather forecast, with highs rising into the 90s by Sunday, could refuel the blaze.In California, firefighters made progress Thursday in battling a 2,000-acre wildfire in the San Bernardino National Forest.About 1,230 firefighters took advantage of mild winds and an increase in humidity overnight by building lines and setting backfires.The pre-dawn weather conditions really helped slow down the fire,said U.S. Forest Service spokeswoman Carol Beckley.The blaze was 60 percent contained Thursday morning, with full containment predicted by early Friday evening.

Armed Palestinian Infiltrates British Embassy in Israel

Police in Israel say an armed Palestinian has breached security at Britain's embassy in Tel Aviv and is demanding asylum.

Israeli media reports say the man, from the West Bank town of Ramallah, infiltrated the embassy's parking lot Thursday and threatened to kill himself if Britain does not grant him asylum. Israeli security forces have taken up positions around the embassy.

News reports say the man claims to have been an informer for Israel's security service, Shin Bet. In the Israeli-occupied West Bank, Palestinians say Israeli troops killed a commander of the Palestinian al-Aqsa Martyrs Brigades during a brief firefight in Nablus early Thursday.

In other news, the Israeli army says it is withdrawing from the outskirts of Gaza City. Palestinian witnesses say at least 18 people have been killed in Israeli air strikes and artillery fire since Israeli forces entered the area Saturday. The army said on Wednesday that searches in a section of the city turned up a 150-meter-long underground tunnel leading to the Karni crossing point into Israel.

Also on Wednesday, U.N. Secretary-General Kofi Annan called for an end to Israel's offensive in the Gaza Strip, which began in late June. Mr. Annan spoke after meeting with Palestinian President Mahmoud Abbas in Ramallah.Some information for this report was provided by AP and Reuters.

EU's Solana, Iran's Larijani to hold talks soon

BRUSSELS (Reuters) - European foreign policy chief Javier Solana and Iran's chief nuclear negotiator, Ali Larijani, agreed on Thursday to meet soon to discuss Iran's response to incentives to curb its nuclear activities, Solana's spokeswoman said.
Today they spoke by telephone. They agreed they will have a face-to-face meeting soon,Cristina Gallach said, adding the exact date and venue were undecided.Gallach said the conversation lasted about 30 minutes but she gave no further information on it, or any indication as to whether Larijani had raised the possibility of Iran halting uranium enrichment.

She said Solana would brief European Union foreign ministers on his contacts with Larijani at their meeting in Finland starting on Friday.They will discuss among themselves how they see the way forward,she said.The U.N. Security Council has given Tehran until Thursday to suspend its uranium enrichment program, suspected by the West of being part of a clandestine nuclear weapons program, or face possible sanctions. Iran has shown no sign that it will halt enrichment.EU diplomats, however, have said the bloc is prepared to keep talking to Iran beyond that deadline.A European Union diplomat said France, Germany and Spain were among the EU countries that are worried the United States wants to rush into sanctions before making a last effort aimed at avoiding an escalation of the crisis.

It pains me to write this. But it is becoming increasingly clear to me that Israel, in so many ways on the front lines in the fight against Islamo-fascism, is actually a force promoting it.At least the misguided, corrupt governments of Israel have managed this mission impossible. I don’t make this statement rashly. I’ve considered what I’m saying for a long time. I’ve hesitated to say it before because I have endeavored to give the Jewish state the benefit of every possible doubt.Many in the Arab and Muslim worlds consider me an outright apologist for Israel. I have been caricatured as a Zionist apparatchik. I have been accused of being a Mossad disinformation specialist. So, when I criticize Israel, what I say ought to be at least considered – especially by Israelis and Jews.

It is not just Prime Minister Ehud Olmert’s bizarre behavior and irrational policies with respect to Iran-directed Hizbullah attacks from Lebanon. But I will concede that my efforts at trying to comprehend the incomprehensible in this case led inescapably to this conclusion.Like it or not, Israel is fostering Islamo-fascism.It is not doing so because of its aggressiveness, as some claim. It is not doing so because of its retaliations against attacks, as some claim. It is not doing so because of its heavy-handedness or brutality, as some claim.On the contrary, it is doing so by sending all the wrong signals to its mortal enemies.This is not a new phenomenon. I’ve written about it frequently. We witnessed it just last year with Ariel Sharon’s forced disengagement from Gaza. We witnessed it years earlier with Ehud Barak’s unilateral, middle-of-the-night withdrawal from southern Lebanon.

And we witnessed it 40 years ago at the conclusion of the 1967 Six-Day War – reborn Israel’s crowning military achievement, a miraculous drubbing of its imposing enemies who outnumbered the Jews in the region about 100 to one.What happened at the conclusion of that war in which Israel conquered the Golan Heights from Syria, Judea and Samaria from Jordan, Gaza and Sinai from Egypt and, most important of all, the Old City of Jerusalem, including the Temple Mount, from Jordan? The Israeli government gave the Temple Mount, inarguably the most holy site in Judaism, back to the hostile Muslim Arabs to administer – effectively agreeing to ban Jews and other non-Muslims from a religious site of deep significance to Christians as well. This may not have been the first example of Israeli enabling of Islamo-fascism, but to me it is the biggest, the worst, the most egregious, the least forgivable.

A mere 12 years later, in 1979, Ayatollah Khomeini took power in Iran, an event seen by many as the birth of the modern Islamo-fascist movement. While that is overstating the case, it is absolutely true that the mullahs in Iran and the other radical Islamists around the globe watched what happened in June 1967 in Jerusalem in awe and amazement.First they saw their hated enemies, the Jews, overpower and overrun much bigger armies in convincing fashion. Then they saw a rabbi ascend to the top of the Western Wall of the newly captured Temple Mount and blow the shofar, or traditional ram’s horn. Many Jews believed these developments signaled the imminent coming of the Messiah. These events made the Islamo-fascists question – at least momentarily – what was happening to them. Was Allah abandoning them? Had they been unfaithful? Was it a judgment? How was it possible that the Jews’ faith was being rewarded while their faith was being denied?Then Moshe Dayan announced that the Temple Mount would be handed over to the Muslim authorities to administer.

It was the ultimate appeasement. Oh, he had his religious justifications for the move. Some rabbis insisted Jews could not step foot on the Temple Mount for fear of contaminating the Holy of Holies. Presumably they had no fears the place where the glory of God is manifested physically would be contaminated by the control of Muslims who denied the historic fact that a Jewish temple ever existed on the mount.Such an unexpected turnaround was perceived as it could only be understood in the Islamic world. It was both an Israeli capitulation – the first of many – and an act of Allah.No matter how hard the Israelis try to demonstrate such random suicidal acts of compassion, they will only be rewarded with more hatred, more violence and more intransigence. What they are doing is reaffirming the Muslim zealots’ faith in Allah. They are reaffirming the Koran’s contempt for Jews and other infidels.
Israel may have won three major wars in its 60-year history, but it will be lucky to survive another decade of morally bankrupt leadership. It’s not just former prime minister Ariel Sharon who is comatose. It seems the whole current Israeli government is brain dead.

How else can one explain Israel’s agreement to Lebanon cease-fire terms that amount to unconditional surrender? Let’s review what Israel has done:It launched a war on Iran-directed Hizbullah terrorists after they kidnapped two Israeli soldiers, killed eight others and rocketed northern Israel towns. From the beginning, Israel demanded the return of its troops and the disarming of the terrorists. What did Israel get in the cease-fire deal? No return of the kidnapped troops and Hizbullah terrorists remain under arms. How can you ask soldiers to kill and die for a simple objective that is later abandoned without explanation or reason?Does Olmert not understand what his surrender means? It means he has given aid and comfort to Israel’s enemies. He has handed Hizbullah its biggest victory since former prime minister Ehud Barak unilaterally withdrew from Lebanon, handing the southern part of the country to Iran’s proxy army and positioning it to claim it had defeated the Jewish state.

He has also proved to Israel’s other terrorist enemies – those in Hamas and the Palestinian Authority – that rocket attacks, assassinations and kidnappings are winning tactics against the Jewish state. Prepare to see more of them under the terms of this cease-fire.Hizbullah has won. That’s the unimaginable bottom line after this conflict. The terrorists have won – not in the battlefield, mind you. But they won before the war ever began because weak-kneed, cowardly, morally unfit leaders in Jerusalem would never permit Israel to win.With Hizbullah’s victory, Iran and Syria have been emboldened as well. This is bad news not just for Israel, but for the entire world.If you think I overstate the case, ask yourself this fundamental question: Is Israel more secure after abandoning its conflict in Lebanon or less secure?You know the answer. Everyone knows the answer.

Israel may have one of the greatest military machines in the world. It may have an intelligence apparatus that is the envy of superpowers. It may even have right on its side. But Israel is being led by men unworthy of its history, unworthy of its sacrifices, unworthy of its hard-fought victories of the past and unworthy of God’s sovereign promises to bless the Jewish state forever.It’s clear the only enemy that could ever destroy Israel is the kind of internal moral rot we are witnessing today in Jerusalem. Israel has just one shot at surviving its terminal illness – cutting out the cancer that is the Olmert government.

Hurricane John menaces Mexican resorts By Karina Tejada

ACAPULCO, Mexico (Reuters) - Hurricane John grew into a dangerous Category 4 storm just off Mexico's Pacific coast on Wednesday, threatening beach resorts with heavy rain and searing winds and blowing down trees in Acapulco. Home to some 1 million people, Acapulco had sea surges of up to 10 feet. Emergency workers were on alert for mudslides and flash floods as John trekked along the coast, packing winds of 135 mph (215 kph), with higher gusts.The Miami-based National Hurricane Center upgraded John to Category 4, the second-strongest hurricane grade and capable of extensive damage if it hits the coast directly.

It said John had drifted slightly closer to the coast and could gain even more punch over the next 24 hours.Emergency workers were most immediately worried about Ixtapa, Zihuatanejo and Manzanillo, which are popular with U.S. and Canadian sailfish fishermen.

Nadya Velas of the civil protection agency in Guerrero state, said there were no plans to evacuate tourists or residents for the moment.But we are ready for any scenario.On its current track, John could slam directly into the plush beach and golf resort of Los Cabos on the tip of Mexico's Baja California peninsula later this week.We're watching it real closely. Everyone's taking it very seriously,said Minerva Saenz, who charters boats out to tourists in Los Cabos for deep sea fishing trips.Although there has been no major damage so far, hotels warned guests of the possible dangers.

REFUGEES

If a hurricane comes, they are no longer guests, they are refugees,said Jean Louis Magron, the resident manager of the Dreams Los Cabos Suites, a big hotel on the beach.Last October, Hurricane Wilma smashed up Cancun and other beach resorts on Mexico's Caribbean coast, causing massive damage, sucking away large stretches of beach and stranding tens of thousands of tourists in makeshift shelters for several days.A hurricane warning was in effect on Wednesday from the steel-making port of Lazaro Cardenas to Cabo Corrientes, further northwest.While the center of John is forecast to remain just offshore, hurricane force winds are still expected to reach the coast within the warning area,the National Hurricane Center said.John was moving slowly northwest parallel to the coast on Wednesday afternoon, about 70 miles southwest of Lazaro Cardenas.

Category 4 hurricanes can destroy mobile homes, deal major damage to lower floors of structures close to the shore. Land lower than 10 feet above sea level may be flooded and require massive evacuations.Rainfall of 4 to 8 inches, with isolated deluges of 12 inches, was possible along the coast in the warning areas.The U.S. hurricane center warned that rain could cause life-threatening flash floods and mudslides over areas of mountainous terrain. MIAMI (Reuters) - Ernesto plodded across Florida on Wednesday, soaking a state relieved that the once-menacing cyclone had fizzled a year after destructive Hurricane Katrina. With its winds flagging as it limped northward over the Florida peninsula, the U.S. National Hurricane Center stripped Ernesto of tropical-storm status and downgraded it to a tropical depression.Ernesto, the 2006 Atlantic hurricane season's fifth storm, could regain some strength when it moves off northeast Florida into the Atlantic Ocean.

Forecasters expected it to curve back into land along the South Carolina coast on Thursday.A tropical storm warning was in effect from central Florida to Cape Lookout, North Carolina, but a hurricane watch for coastal areas of the Carolinas was lifted as the storm appeared incapable of regaining the 74 mph (119 kph) winds needed for hurricane status.At 5 p.m. (2100 GMT), Ernesto's sustained winds were about 35 mph (56 kph), the hurricane center said. The center of the system was still over Florida, about 55 miles south-southwest of Cape Canaveral.

Ernesto has the potential to regain tropical storm strength on Thursday over the Atlantic,the hurricane center said.North Carolina Gov. Mike Easley activated 150 National Guard soldiers and said two rescue helicopters were standing by in case of flooding.

Neighboring South Carolina activated 240 National Guard troops on Tuesday.One of the greatest dangers will be flooded roads, Easley said.Do not drive in flood waters. Most deaths from flooding occur in automobiles.

FAR CRY FROM KATRINA

There appeared to be little cleanup needed in Florida. Tourists were allowed to return to the Florida Keys on Wednesday and state parks were reopened.Florida Power & Light, the state's largest electric company, said it had 7,500 customers without power and had restored service to 10,000 others. Schools across the region were set to reopen on Thursday.It was a far cry from encounters with hurricanes Wilma and Katrina last year. Wilma knocked out power to more than 90 percent of south Florida residents in October and caused $12 billion in damage.Katrina caused more than $500 million in insured losses in Florida before slamming into the Gulf coast on August 29, where it killed about 1,500 people, swamped New Orleans and caused $80 billion in damage.Ernesto's weakened state as it hit Florida was a puzzle to forecasters, who had predicted it could become a hurricane over the warm waters of the Florida Straits after bashing Cuba.

Despite sophisticated computers, storm-tracking aircraft, satellites and radar, forecasting the intensity of tropical storms and hurricanes lags 10 or 15 years behind forecasting a storm's future track, National Hurricane Center director Max Mayfield said.

The intensity forecast is almost like putting a million-piece jigsaw puzzle together and some of those pieces to the puzzle don't have any color on them and some of those pieces are missing, he said. It's very, very difficult.Before hitting Cuba and Florida, Ernesto lashed Haiti, where officials blamed it for two deaths.

DAMASCUS (Reuters) - Venezuelan President Hugo Chavez pledged solidarity on Wednesday with Syria in its struggle against Israel and the United States and predicted the demise of U.S. imperialism. Chavez, a harsh critic of U.S. foreign policy, also said he would seek a front-row seat if President George W. Bush accepted an invitation from Iran's Mahmoud Ahmadinejad to a televised debate, adding he would be cheering on the Iranian president.Syria and Venezuela share the same firm positions and a resistance to imperialism and imperialist aggression,Chavez told a news conference after talks with Syrian President Bashar al-Assad, speaking in Spanish through an Arab interpreter.This age will witness the end of American imperialism,he said, pointing a laser pen at a map of the world showing countries where Washington has intervened militarily or whose governments it has helped to topple over the last 50 years.

Chavez denounced what he called Israel's Nazi crimes in Lebanon during the recent war and said the Jewish state should pull its remaining troops out of that country and also out of the Golan Heights, which it captured from Syria in 1967.Nothing equals the Nazi crimes Israel has committed in Lebanon and against the Palestinians, said Chavez, who arrived in Syria on Tuesday evening from Malaysia.Chavez's popularity shot up across the Arab world after he ordered Venezuela's envoy to Israel home earlier this month to protest Israel's military offensive against Hizbollah guerrillas in Lebanon. Many civilians died in the fighting.He has threatened to break off diplomatic ties with Israel.

FIGHTING IMPERIALISM

Commenting on Iranian President Ahmadinejad's challenge to Bush on Tuesday to discuss the world's problems in a televised debate, Chavez said: I wish I could be sitting at the front row and watch Ahmadinejad deal Bush a knock-out blow.The White House has called the proposal a diversion.The U.N. Security Council has given Iran until Thursday to suspend its uranium enrichment program or possibly face sanctions.Ahmadinejad has shocked the West with his calls for Israel to be wiped off the map. He and Chavez established a warm rapport when the Venezuelan leader visited Tehran last month.Chavez, a robust ex-paratrooper, has courted other anti-U.S. leaders from Belarus to Cuba in recent months as he tries to build a broad global coalition against imperialism.After Chavez's talks on Wednesday with Assad at a hilltop palace overlooking both Damascus and the Golan Heights, the two countries signed a raft of deals on cooperation in sectors ranging from agriculture to oil.The United States imposed sanctions on Syria in 2004 for allegedly backing terrorism. Israel First in Multiple Births; Moslem Births - Down

The Central Bureau of Statistics has found that some 100,000 Jewish babies were born in Israel in 2005, maintaining a steady rate, while some 34,000 Moslems were born - a drop of some 5.6%.

Other findings:
Israel is in first place in the world in multiple-baby births, largely because of the high rate of fertility treatments in the country. In 2003, 5% of all Jewish babies were born in multiple-baby births, compared with only 3.4% of Moslems. The number of such babies born in Israel has risen 29% over the past decade.

Moslem Births - Down
Of the 143,913 babies born in Israel in 2005, 70% were born to Jewish mothers, 24% - Moslem, 2% - Druze, and 1% - Christian Arab. The nearly 1% drop in births from the previous year was largly due to the 5.6% drop in Moslem births. After remaining at a
steady 4.6 or 4.7 births per Moslem woman for some 15 years, this rate has dropped sharply over the past five years to 4. The Jewish sector has remained steady for more than a decade at around 2.6-2.7 births per woman. The number of Druze births has dropped over the past 15 years from an average of 4.1 babies per woman to 2.6. The number of Christian births dropped from 2.7 per woman in 1996 to 2.2 last year.

Single Mothers
Among the Jewish births, 5.5%, or 5,498, were born to single mothers. In 2004, there were 6.6 births for every 1,000 single women, up from 3.6 fifteen years ago.

More Boys
For every 200 baby girls born in 2005, 211 male babies were born.

Young Mothers
In the past decade, the fertility of mothers under the age of 20 dropped by 19%, to a total of just over 4,100 births.In the past decade, the average age in Israel of a mother at her first birth rose by 17 months, to 26.6 years old.

EU suffering from 'general fatigue', says France

France's Europe minister has given a strongly pessimistic view of the state of the European Union suggesting it is suffering from general fatigue.Speaking at the annual gathering of French ambassadors on Tuesday (29 August), Catherine Colonna said the functioning of the union – and more generally the state of the union – appears worrying to me.It is not that there is a crisis, that is not the case, the European Union is rather suffering from a sort of illness of apathy, from general fatigue.

She went on to say that this does not augur well for its future capacity to respond to the needs of its people.Nobody can understand why the Europeans are unable to help one another in an organised fashion in fighting forest fires or in coordinating the evacuations of their nationals from Lebanon,she pointed out.Ms Colonna, who used to be president Jacques Chirac's spokesperson, suggested three reasons for Europe's current situation.

Enlargement and globalisation

The first is the bloc's enlargement to take on countries from central and eastern Europe which has profoundly changed…the nature of the European project.She said that member states are happy to continue to pretend that the same European project is being pursued but just with more countries.Ms Colonna also highlighted globalisation – being a destabilising element for the classic European model – as another reason and a change in what is expected from the EU as the third reason.

There is practically no problem that arises that does not result in people turning towards Europe to see what it can do to resolve it,said the minister adding that the EU is not ready to respond.Can the European Union carry on at this pace for long? Can Europe even take crucial decisions any more,she asked before concluding: We need a more fundamental start, if we are to avoid the risk of the European Union
collapsing.Ms Colonna's warning comes just a day after president Chirac criticised Europe's foreign policy saying that it failed when it came to its response to Lebanon.The future of the European project is today predicated on Europe's ability to be a leading political player, the president told the same audience of ambassadors.

France's role in the EU

Their words also reflect a greater unease and lack of satisfaction with France's overall role in Europe.A founding member of the EU, it has been perplexed by the addition of the economically liberal new member states making it have to fight to preserve the French social model.It has also seen a decline in its overall influence as the EU expanded and a reduction in the use of the French language - which is strongly tied to the perception of the country's status.French voters last year also rejected the European Constitution, with fears about jobs and job security - embodied in an EU law on opening up the services market - seen as a large contributing factor to the vote.

US housing slump fuels crash fears

The downturn in the US housing market will force businesses to slash 73,000 jobs a month in the new year and could be more damaging to the world economy than the dotcom crash, economists have warned.After official figures last week showed that the number of new homes sold in July was 22 per cent lower than a year earlier, while prices were almost flat, fears are mounting that the 'orderly' housing slowdown predicted by the Federal Reserve will become a full-blown crash.Things do seem to be getting worse very quickly. Freefall is a strong word, but I think it's the right one to use here,' said Paul Ashworth, chief US economist at Capital
Economics.House prices have been rising at unprecedented double-digit rates in recent years, giving homeowners massive windfalls and supporting a wave of investment in new construction. However, the number of unsold new homes is now at a 10-year high.

Ashworth reckons 30 per cent of all the jobs created since the end of the last recession in 2001 - 1.4 million - have been in sectors related to the housing market boom, from construction to DIY stores. As the boom runs out of steam, Capital calculates that 73,000 jobs a month will be lost.The Federal Reserve left interest rates unchanged for the first time in 18 meetings earlier this month, as chairman Ben Bernanke weighed the risks of high inflation and the threat to growth from the long-expected housing market crunch.

Stephen Roach, chief economist at Morgan Stanley, predicts that the property slowdown will shave at least 2 percentage points off GDP growth next year, taking the US perilously close to recession, as construction spending plummets and homeowners lose the cushion of extra wealth that comes from rapid price rises.For a wealth-dependent US economy, the bursting of another major asset bubble is likely to be a very big deal,he said, warning that, with US fiscal and trade imbalances now larger than five years ago, the fallout for the rest of the world could be more devastating than the aftermath of the dotcom boom. poses equally serious risks for America's key trading partners and for the rest of an increasingly integrated global economy,he added.

Anxieties about the fragile US housing sector come as analysts in the UK debate whether this month's rise in interest rates will dent prices here. Property website Hometrack will warn tomorrow that the so-called mini-boom that has buoyed the market in London over the past few months will be snuffed out by higher mortgage costs.Fionnuala Earley, group economist at Nationwide, said she believed the market could ride out the rate hike, but expects it to slow going into the new year. There are supportive factors: buy-to-let figures are strong, and immigration suggests there's going to be tenant demand, and there are property supply constraints,she said. 'But if the MPC's raising rates, it's a warning shot, and people are going to think again about whether they should move and whether they should stretch themselves.

Christian Zionism is a modern theological and political movement that embraces the most extreme ideological positions of Zionism, thereby becoming detrimental to a just peace within Palestine and Israel. The Christian Zionist programme provides a worldview where the Gospel is identified with the ideology of empire, colonialism and militarism. In its extreme form, it laces an emphasis on apocalyptic events leading to the end of history rather than living Christ's love and justice today. We categorically reject Christian Zionist doctrines as false teaching that corrupts the biblical message of love, justice and reconciliation.

We further reject the contemporary alliance of Christian Zionist leaders and organizations with elements in the governments of Israel and the United States that are presently imposing their unilateral pre-emptive borders and domination over Palestine. This inevitably leads to unending cycles of violence that undermine the security of all peoples of the Middle East and the rest of the world. We reject the teachings of Christian Zionism that facilitate and support these policies as they advance racial exclusivity and perpetual war rather than the gospel of universal love, redemption and reconciliation taught by Jesus Christ. Rather than condemn the world to the doom of Armageddon we call upon everyone to liberate themselves from the ideologies of militarism and occupation. Instead, let them pursue the healing of the nations!

We call upon Christians in Churches on every continent to pray for the Palestinian and Israeli people, both of whom are suffering as victims of occupation and militarism. These discriminative actions are turning Palestine into impoverished ghettos surrounded by exclusive Israeli settlements. The establishment of the illegal settlements and the construction of the Separation Wall on confiscated Palestinian land undermines the viability of a Palestinian state as well as peace and security in the entire region.

We call upon all Churches that remain silent, to break their silence and speak for reconciliation with justice in the Holy Land. Therefore, we commit ourselves to the following principles as an alternative way:We affirm that all people are created in the image of God. In turn they are called to honor the dignity of every human being and to respect their inalienable rights. We affirm that Israelis and Palestinians are capable of living together within peace, justice and security. We affirm that Palestinians are one people, both Muslim and Christian. We reject all attempts to subvert and fragment their unity.

We call upon all people to reject the narrow world view of Christian Zionism and other ideologies that privilege one people at the expense of others. We are committed to non-violent resistance as the most effective means to end the illegal occupation in order to attain a just and lasting peace. With urgency we warn that Christian Zionism and its alliances are justifying colonization, apartheid and empire-building. God demands that justice be done. No enduring peace, security or reconciliation is possible without the foundation of justice. The demands of justice will not disappear. The Middle East Newsline reports: The Gulf Cooperation Council has been drafting a plan to respond to a nuclear disaster in neighboring Iran.

Officials said the Bahrain-based Marine Emergency Mutual Aid Center [MEMAC] has headed an effort to draft responses to a leak from Iran's nuclear reactor at Bushehr, about 120 kilometers from the Gulf Arab kingdom. They said the center has established a task force that would include representatives from all six GCC states as well as Iran.

Over the next few months, the center plans to send experts to Iran to inspect Bushehr. The 1,000 megawatt light-water reactor was expected to begin full operations by July 2007.The problem with nuclear radiation is that it spreads very quickly and lasts a long time,MEMAC chairman Abdul Munim Janahi said. An action plan is needed to limit any effect that it may have, just as we have a regional action plan for the oil and chemical industries.

International concerns about a possible North Korean nuclear test increased today with reports that Kim Jong-il may have crossed the border into China to explain his military provocations to uneasy allies in Beijing.According to the South Korean media, satellites have tracked a special North Korean train, the usual form of transport for Mr Kim, entering Chinese territory. If confirmed, it would be his second trip to Beijing in less than a year - an unheard-of flurry of diplomacy for a notoriously travel-shy figurehead.The reports are impossible to verify, but they come amid growing signs of Chinese anger with Mr Kim over last month's missile tests, and regional anxiety about his next move. Earlier this month, the South Korean president, Roh Moo-hyun, requested an emergency summit with Beijing's leaders.

For the past two weeks, Washington and Seoul have been buzzing with speculation that Pyongyang may be preparing to test a nuclear bomb. North Korea has frequently boasted it possesses such a weapon, but has never proved it. Testing a nuclear weapon would be seen as a dangerous escalation of the crisis.Mr Kim hopes to frighten Washington into making concessions, particularly lifting the financial restrictions on North Korea's overseas deposits. The choking of Pyongyang's foreign accounts, initiated by Washington in the name of an anti-money laundering campaign, has put Mr Kim under more pressure than any previous measure.

China has also demonstrated its frustration with the North Korean leader. Although the two countries were once described as being as close as lips and teeth, there have been several signs of a rift in the past year.

According to customs figures, China's exports of rice, maize and wheat to North Korea have slumped by more than two thirds in the first seven months of this year to 102,000 tonnes, compared with 331,000 tonnes in the same period last year. South Korea's Chosun Ilbo newspaper has reported a significant decline in oil exports. Chinese financial institutions are also said to have cooperated with US moves to freeze North Korean accounts.It's quite clear that relations between China and North Korea are tense now, said Shi Yinhong of Renmin University in Beijing. Since the North Korean missile test, China has been indirectly supporting US sanctions on Pyongyang. If today's visit is confirmed, it may show that Kim Jong-il wants to complain about this.

Mr Kim is said to have expressed his distrust of his country's traditional allies after Beijing and Russia supported a United Nations security resolution criticising Pyongyang for the missile tests. According to a report by the Kyodo news agency, Mr Kim said China and Russia were unreliable at a meeting of North Korea's ambassadors, all of whom were hastily recalled to Pyongyang and instructed to prepare for a strengthening of the country's deterrent power.It is a critical time for North Korea. They are clearly frustrated. The financial restrictions are getting tighter and the Bush administration is showing no sign of flexibility,said Peter Beck,
a North Korea expert at the International Crisis Group in Seoul. If North Korea wants to do a nuclear test, they would want to consult with China first.But he said Beijing was already unhappy with its neighbour and a test would make relations worse. China's leaders want a stable buffer, but they also want a stable region and right now North Korea is threatening that stability. I don't know at what point Chinese leaders would start to think that North Korea is acting in such an irresponsible way that they cannot support it any more.

Quake rocks Yogyakarta again

Yogyakarta (ANTARA News) A tectonic earthquake measuring 2.2 on Richter Scale (SR) again rocked Yogyakarta and its surrounding areas at about 14:53 local time on Tuesday, a local Meteorology and Geophysics official said.

Dian, the official of the Meteorological and Geophysic Office (BMG) here told Antara that the epicenter of the quake was on the Parangtritis coastal area in the Bantul district.Lasting only for a few seconds, the tremor made some residents in the city shock, but not panic.In the meantime, a similar quake with a magnitude of 5.8 on Richter Scale was reported to have also hit the province of Gorontalo in Sulawesi at about 06:53 pm local time on Tuesday.

The meteorological office in Gorontalo said that the earthquake was located at 0.27 decrees southern latitude and 125.30 decrees eastern longitude at a depth of 59 km under the Maluku sea.It said that the quake which lasted for ten seconds had no potential to provoke tsunami tidal waves and material losses.No immediate reports on casualties and material losses.Indonesia with more than 17,000 islands, lies in a zone known as the Pacific ring of fire, which is prone to earthquakes and volcanic activity.Among the worst earthquakes hitting the country was the 8.9 magnitude temblor followed by subsequent tsunami in Aceh Province and Nias, North Sumatra in December 2004 which killed over 168.000 people, and the 5.9 magnitude quake hitting Yogyakarta last May, killing at least 5,700 people.

TRENTON - United States Secretary of Agriculture Mike Johanns has designated 17 New Jersey counties as natural disaster areas, following heavy rains, flooding and other severe weather conditions that led to crop and livestock losses during the month of June. Excessive precipitation, high winds, hail, and high humidity that occurred June 1 and on led New Jersey Gov. Jon S. Corzine to seek a disaster declaration to assist farmers affected by the weather by providing them with low-interest emergency loans.

In the past 14 months, New Jersey farmers have been hit hard with harsh weather everything from damaging hail and wind, to floods and even drought,said Corzine. Farming businesses are dependent upon the weather, and the federal loan program can
provide much needed assistance when the weather doesn’t cooperate.The counties included in the primary disaster designation are: Atlantic, Bergen, Burlington, Camden, Cape May, Cumberland, Gloucester, Hunterdon, Mercer, Middlesex, Monmouth, Morris, Ocean, Salem, Somerset, Sussex and Warren. Essex, Hudson, Passaic and Union Counties were named as contiguous disaster counties. Field to field, farm to farm, region to region, we have experienced everything from some of the most dramatic losses to some very high quality yields this season, said New Jersey Secretary of Agriculture Charles M. Kuperus. This disaster declaration will help ensure that New Jersey’s agriculture industry is strong and thriving now and in the future.

The disaster designation makes farm operators in both primary and contiguous counties who suffered 30 percent or more on losses directly due to the harsh weather eligible to be considered for low-interest emergency loans from Farm Services Agency (FSA), provided eligibility requirements are met. The loans can cover as much as 100 percent of the dollar value of the losses. FSA State Executive Director Paul Hlubik said farmers lost millions of dollars in crops this year due to hail storms, localized flooding, excessive rain and subsequent insect and disease damage. He said heat and wet conditions also caused accelerated maturing of crops and other problems.

Although the weather affected farmers individually, consumers will still find quality Jersey Fresh produce available in abundance throughout the state, said Hlubik. The Secretarial Disaster Designation makes farmers eligible for low-interest loans and restructuring of debt. I’m grateful to Secretary Johanns for providing this assistance and to Gov. Corzine for seeking this aid on behalf of the farmers I serve.

Farmers in Mercer, Hunterdon and Warren Counties as well as the contiguous counties already were eligible for assistance based on a Presidential disaster declaration due to flooding in June. Exorcist says demonic influence is strong in today's world

VATICAN CITY (CNS) -- An Italian exorcist said demonic influence is strong in today's world, affecting individuals and sometimes entire societies.While it is very rare for a person to be possessed by a demon, history reveals some likely examples --including Adolf Hitler and Joseph Stalin, said Pauline Father Gabriele Amorth.Father Amorth, who works as an exorcist in the Diocese of Rome, made the comments in an interview with Vatican Radio Aug. 27.Father Amorth said every culture in history has shown an awareness of the existence of evil spirits. With the Bible, he said, these spirits were identified as rebellious angels who tempt man to evil out of hatred for God.

The devil can possess not only individuals but also entire groups and populations. For example, I am convinced that the Nazis were all possessed by the devil, he said.If one thinks of what was committed by people like Stalin or Hitler, certainly they were possessed by the devil. This is seen in their actions, in their behavior and in the horrors they committed,he said.Therefore, society also needs to be defended against the devil,he said.Father Amorth said he thought one reason why the devil's influence was high today is that Christian faith has weakened, replaced in many cases by superstition and an interest in the occult, which he said open the way to demonic influences.He said the church teaches that the devil is a pure spirit; he is not seen, but his effects can be seen, he said.

Exorcism, he said, is a prayer made in the name of the church to liberate people stricken by the devil or by his evil influences.Father Amorth gained notoriety in 2000 when he revealed that Pope John Paul II had performed an impromptu exorcism on a young woman who flew into an apparent rage at the end of a general audience at the Vatican.In 1999, the Vatican issued a revised Rite of Exorcism, cautioning that cases of actual possession by devils were probably very rare. The church also has emphasized that before an exorcism is performed, it is important to make certain one is dealing with the devil and not a psychological or other illness.END

German chancellor Angela Merkel has suggested Europe needs a constitution that makes reference to Christianity and God following her audience with Pope Benedict XVI on Monday (29 August).The German leader, the daughter of a protestant pastor, visited the Pope at his summer residence in Castel Gandolfo, Italy, to discuss several issues in European and international politics, ahead of the Pope's September visit to Germany, his homeland.We spoke about freedom of religion, Ms Merkel told journalists following the 45-minute meeting.She added I underlined my opinion that we need a European identity in the form of a constitutional treaty and I think it should be connected to Christianity and God, as Christianity has forged Europe in a decisive way,according to press reports.

JAKARTA (Reuters) An undersea earthquake struck near Indonesia's Moluccas islands on Tuesday, but officials said its strength was moderate and there was no risk of a tsunami. There were no reports of any casualties or damage.

The tsunami warning has been canceled. The epicenter of the quake was 33 km (21 miles) in the sea with a magnitude of 5.4 on the Richter scale,Subagio, an official at the state meteorological agency, said.Earlier, the agency had pegged the magnitude at 6.4.The quake was centered southwest of Tual island under the Banda Sea, due east of East Timor and north of Darwin in northern Australia, the agency said.

People went out of their homes and some are still standing outside their homes. The quake was not very strong but people are afraid that there will be a tsunami, Ahmad Bugis, an official at state oil firm Pertamina in Tual, told Reuters.Indonesia, which lies in the so-called "Pacific Ring of Fire, has been on edge since a tsunami struck the southern coast of Java island last month killing more than 600 people.It was the second tsunami to hit the country in less than two years.On December 26, 2004 a devastating tsunami left up to 232,000 people dead or missing in a dozen Indian Ocean nations, including nearly 170,000 in Indonesia's Aceh province.

MEXICO CITY (Reuters) - Tropical storm John turned into a hurricane off Mexico's Pacific Coast on Tuesday, threatening to trigger dangerous flash floods and mudslides as it neared Acapulco and other tourist resorts. The Miami-based National Hurricane Center said John was packing maximum sustained winds of almost 80 mph (130 kph) with higher gusts.Storm warnings were posted for a long stretch of coastline from Acapulco to the steel-making port of Lazaro Cardenas, as John became the sixth hurricane of the east Pacific season.Rainfall of 2 to 4 inches and isolated deluges of 8 inches were possible along the coast.These amounts could cause life-threatening flash floods and mudslides over areas of mountainous terrain, the hurricane center said.

John, a category one hurricane on the Saffir-Simpson scale which goes up to a top notch of five, is located about 190 miles southeast of Acapulco and is slowly moving northwest parallel to the coast.John is expected to pound Acapulco with wind and rain from Tuesday and then batter other coastal resorts like Puerto Vallarta and Los Cabos in the Baja California peninsula in coming days.The nearby port of Salina Cruz, which exports crude oil to Asia, was open but on alert, with the port authority reporting wind and choppy seas.State oil monopoly Pemex also has a refinery at Salina Cruz, southeast of Acapulco, with refining capacity of 330,000 barrels per day. KEY WEST, Fla. - Rain from Tropical Storm Ernesto swept across parts of the vulnerable Florida Keys on Tuesday morning as residents hurried to fill gas tanks, gather emergency supplies and board up windows before the main body of the storm strikes.

The storm has a chance of regaining hurricane strength before it makes landfall as early as Tuesday night, forecasters at the National Hurricane Center said.On the anniversary of Katrina's devastation of New Orleans, and with memories still fresh of the seven hurricanes that have hit Florida since 2004, state officials urged residents not to wait for Ernesto to strengthen again.

Tourists were ordered out of the Keys. Mainland Broward and Miami-Dade counties urged residents of mobile homes and homes still damaged from previous storms, including roofs protected only by tarpaulins, to evacuate early Tuesday.

If your home currently has a blue tarp, it is not safe, Miami-Dade Mayor Carlos Alvarez said.Ernesto had sustained wind of 45 mph shortly before noon, with higher gusts, and the hurricane center said it was likely to grow more powerful as it crossed the warm Florida Straits between Cuba and the peninsula.Forecasters put the chance of tropical storm-force wind of at least 39 mph hitting Florida at about 70 percent. The number was only 5 percent for hurricane-force sustained wind of at least 74 mph, but forecasters warned Floridians to pay attention even if it doesn't become a hurricane.A strong tropical storm is certainly capable of producing wind gusts to hurricane force and those winds can cause power lines to go down and can cause roof damage, senior hurricane specialist Richard Knabb said.

Tropical storm warnings were extended Tuesday along the East Coast from the Florida Keys to Altamaha Sound, Ga., about halfway up the Georgia coast, and a tropical storm watch was extended along Florida's Gulf Coast north to Tarpon Springs, just

Mike Easley urged residents to make preparations.After crossing Florida and hitting open water again, Ernesto was expected to make landfall along the South Carolina coast Thursday afternoon as a tropical storm, the National Weather Service said Tuesday morning. In an unusual recognition of the quiet cooperation that has long existed between American and Cuban meteorologists, an advisory from the hurricane center expressed special thanks to the government of Cuba for permitting reconnaissance aircraft to fly right up to their coastline to gather this critical weather data. The Bahamas on Monday ordered boats in southern islands to stay in port. The island chain had a tropical storm warning and a hurricane watch in effect for western islands close to Florida's coast.

Spain calls for collective effort to achieve Mideast peace

Spanish Foreign Minister Miguel Angel Moratinos on Monday called for a collective effort to achieve an efficient result in the Middle East peace process. The influence of Europe is perhaps more effective than the simple power shown by the United States for achieving peace between Israel and three other parties in the region -- Lebanon, Palestine and Syria, Moratinos said in a public lecture at Menendez Pelayo International University. Military power has not managed to solve the problems of Lebanon, but perhaps political influence can guarantee Israel's security against the katyusha rockets fired by Lebanon-based guerilla group Hezbollah, he added.

Moratinos urged the European Union to act on its own initiative as the United States could not solve the problem even at the best of times for the U.S. administration. He said it was wrong of people to think that the United States only helped Israel and that Europe only helped the Arab nations. This is not the case, neither in Spain, nor in Europe as a whole, Moratinos said, stressing that Spain had first condemned Hezbollah's abduction of two Israeli soldiers.

LAS VEGAS - A polygamist Mormon sect leader who was on the FBI's Most Wanted List has been arrested and faces sexual misconduct charges for allegedly arranging marriages between underage girls and older men, authorities said Tuesday.Warren
Steed Jeffs, 50, was taken into custody after he and two other people were pulled over late Monday by a Nevada Highway Patrol trooper on Interstate 15 just north of Las Vegas, FBI spokesman David Staretz said.The leader of the Fundamentalist Church of Jesus Christ of Latter-day Saints was wanted in Utah and Arizona on suspicion of sexual misconduct for allegedly arranging marriages between underage girls and older men.

Since May, Jeffs has been on the FBI's Ten Most Wanted list, with a $100,000 reward offered for information leading to his capture.

The other two people in the vehicle were identified as one of Warren Jeffs' wives, Naomi Jeffs, and a brother, Isaac Steve Jeffs, both 32, Staretz said. They were being interviewed by the FBI in Las Vegas but were not arrested.Jeffs was in federal custody in Las Vegas pending a court hearing on a federal charge of unlawful flight to avoid prosecution, Staretz said. It was not immediately clear if Jeffs would face extradition to Arizona or Utah.Jeffs was indicted in June on an Arizona charge of arranging a marriage between a 16-year-old girl and a married man, and unlawful flight to avoid prosecution.

The Security Council has given Iran until Thursday to suspend enrichment, a process that can produce either fuel for a reactor or material for weapons.The U.S. and Britain are the source of many tensions, Ahmadinejad said at a news conference. TAIPEI, Taiwan A strong earthquake struck off Taiwan's east coast Monday, the Central Weather Bureau said.

No damage or injuries were immediately reported. The magnitude 6.1 quake was
centered under the Pacific Ocean 80 miles east of Suao in northeastern Taiwan, the weather bureau said.Suao is a coastal city about 75 miles southeast of the capital of Taipei. The quake, which struck before dawn, was felt across the island but did not appear to cause major damage because of its distance, the bureau said.Quakes frequently rattle the island, but most are minor and cause little or no damage. However, a magnitude-7.6 earthquake in central Taiwan in September 1999 killed more than 2,300 people.

HAVANA (Reuters) - Tropical Storm Ernesto drenched eastern Cuba on Monday and headed for the Florida Straits, where it could regain hurricane strength and hit Florida's most populous region. Ernesto, which briefly became the Atlantic season's first hurricane on Sunday, killed two people in impoverished Haiti.It then faded to a mass of showers and thunderstorms with 40 mph (64 kph) winds as it moved over Cuba, dumping up to seven inches of rain and filling reservoirs to the brim, but packing few gusts.

Forecasters said it would likely gather force from the warm waters of the Gulf Stream and be just below hurricane strength by the time it neared the Miami-Fort Lauderdale-West Palm Beach area, home to about 5 million people.The intensity forecast is for Ernesto to be very near hurricane strength at landfall,on Tuesday or early Wednesday, said Florida meteorologist Ben Nelson.

Battered by eight hurricanes in two years, Florida prepared for a pounding one year after Hurricane Katrina smacked the state on its way to the U.S. Gulf coast, where it swamped New Orleans, killed 1,500 people and caused $80 billion in damage.Hour-long lines formed at gas stations and people shopped for plywood, batteries and water across a region where Hurricane Wilma knocked out power to millions and caused $12 billion in damage just 10 months ago.

Just prepare. CUBANS RETURN HOME

Ernesto is but a shadow of its former self,Cuban weather forecaster Jose Rubiera said shortly before Cuba lifted a hurricane warning in the provinces of Guantanamo, Santiago and Granma.

Evacuees from those areas were being returned home.Cuba had evacuated more than 600,000 people, many in buses and trucks. Cattle and crops were protected and domestic flights to eastern Cuba suspended.Ernesto's center was close to the north coast of Cuba and 60 miles east of the city of Camaguey at 5 p.m. EDT (2100 GMT), moving northwest at 13 mph (20 kph), the U.S. National Hurricane Center said.The storm's center should emerge into the Florida Straits on Monday night, the Miami-based center said.National Hurricane Center director Max Mayfield warned Floridians not to take the storm lightly even if it doesn't reach hurricane force again.It's a little academic whether you have 70 mph (113 kph), that's what we're forecasting, when you have a tropical storm, or 75 mph (120 kph) and you have a hurricane,he said. And let's not forget Katrina last year.

Katrina caused $572 million in insured damage when it crossed Florida as a Category 1 storm, according to the Insurance Information Institute. Ernesto provided a sharp reminder to residents of vulnerable U.S. coastal areas that the peak of the hurricane season, which runs from June 1 to November 30, was upon them. Florida's government declared a state of emergency and television stations cranked up coverage with reminders to fill bathtubs with water and to put up hurricane shutters. Florida Gov. Jeb Bush reassured residents there would be no fuel shortages and urged them not to overreact by rushing to the pumps. Tourists were ordered out of the Florida Keys and schools and courts were closed in the low-lying, 110-mile (177-km) island chain off Florida's southern tip.

Ernesto was downgraded to a tropical storm after pounding Haiti, the poorest country in the Americas. BARMER, India (AFP) - At least 150 bodies have been recovered since last week following flash floods caused by heavy monsoon rains in India's desert state of Rajasthan, officials said Monday. In 11 districts of Rajasthan 150 bodies have been recovered so far, state public works minister Rajendra Singh Rathore told AFP.The toll has risen sharply since Sunday as rescue workers continue to find more bodies as flood waters fell in the normally drought-prone area, where about 100 people were still missing.The majority of the flood-related deaths occurred in Barmer district, with local police chief N.R.K. Reddy saying the toll was expected to rise.

The district, which experienced unusually heavy rains in the last 10 days, is near the border with Pakistan, or about 887 kilometres (549 miles) west of the Indian capital New Delhi.In more than a dozen villages pools of water reached depths of 18 metres (30 feet), leading state officials to ask the central government to send a task force to examine how to help drain the water.As many as 47,000 animal carcasses have been found raising fears of water-borne disease in the region, Rathore said.Earlier this month, hundreds were killed and more than 10 million people in four states were affected by floods caused by monsoon rains that sweep India from June to September and are crucial for the farm-dependent economy.Western Gujarat state faced the brunt with its diamond-polishing hub of Surat remaining under water for five days.

FORT WORTH — The skies opened up Sunday on the Metroplex, dropping rain throughout Tarrant County and putting an end to 19 consecutive 100-degree days and could be the first signs of fall, a National Weather Service meteorologist said.

If you call Aledo right now, they’ll tell you that they are getting drowned, meteorologist Vick Corbelli shortly after 3 p.m. Fort Worth might get it in the next hour or so.The storm system, which has dumped a half-inch to an inch of rain, has been moving slowly from the northwest bringing the first drops of rain to the area since August 7th, the last day the high temperature was below 100 degrees, Corbelli said.

With the dark clouds hovering above, the Metroplex has cooled down to the lower 90s at Dallas/Fort Worth Airport. Today’s high topped out at 96, Corbelli said.This is the cool wave that is definitely going to break the back of this heat wave,said meteorologist Jesse Moore.There is still hot weather to come, but we’ve gotten through the worst of it now.The cooler weather might be here to stay, Corbelli said, as a northwest flow should bring lower temperatures to the Metroplex every seven to ten days.

It looks like fall might be coming out, he said.The rain is predicted to continue through the evening. There is a 60 percent chance of rain Monday with a high in the low 90s.

Chirac calls for rapid meeting of Mideast quartet

Paris- French President Jacques Chirac on Monday called for a rapid meeting of the so-called Mideast quartet to relaunch the peace process between Israel and the Palestinian Authority. To resign oneself to the status quo is to risk a spiral of violence that will go out of control, Chirac warned French ambassadors meeting in Paris. The French president said that just as Israel had a right to live in peace and security, the Palestinians had the right of their own state with stable and secure borders. The realization of the legitimate rights of the Palestinians would justify neither the intolerable denial of Israel's right to exist nor the recourse to terrorism, Chirac said.

Noting that a relaunch of the peace process was vital, Chirac said: In this perspective I call for a rapid meeting of the quartet, which consists of the United States, the European Union, the United Nations and Russia. After meeting with Chirac last week in Paris, German Chancellor Angela Merkel also called for a meeting of the Mideast quartet to revive the flagging peace process.

6 p.m.: Italy approved sending 2,500 soldiers to the peacekeeping mission, and the government approved a $38.4 million aid package for Lebanon. In the coming hours we will initiate the complex logistics for the deployment of the Italian forces in the region, Foreign Minister Massimo D'Alema said. The Italian Defense Ministry said a naval task force was already being assembled to move about 1,900 soldiers to Lebanon.

5 p.m.: Annan faulted both Israel and Hezbollah for not living up to key sections of the cease-fire resolution.

1:30 p.m.: Indonesia's foreign minister repeated the nation's offer to send 1,000 soldiers in the first wave of new U.N. peacekeepers for south Lebanon, although Israel opposes troops from countries that don't recognize the Jewish state.

12:45 p.m.: Olmert said he accepted full responsibility for the government's decision to go to war against Hezbollah guerrillas in Lebanon. The decision .. was entirely mine, he said in a speech in the northern city of Haifa, where he addressed leaders of northern communities damaged by Hezbollah rocket fire.

10:55 a.m.: Israeli Foreign Minister Livni said a resolution of the conflict must include the release of the two Israeli soldiers kidnapped by Hezbollah. From our side, so long as this issue with the two soldiers is not solved, the whole thing is of little significance, Livni said in Berlin after meeting with Germany's foreign minister.

10:30 a.m.: Kofi Annan said the Lebanese government assured him it would faithfully implement the U.N. ceasefire resolution, and the U.N. chief said he saw an opportunity for long-term peace. 5:45 a.m.: Annan arrived in Beirut at the start of a Mideast tour to strengthen the cease-fire in Lebanon, saying it was a very critical time for the country. I think it's important that I come here myself to discuss with the Lebanese authorities the aftermath of the war and the measures we need to take to implement U.N. Security Council Resolution 1701 and to underscore international solidarity, Mr. Annan said.

3:15 a.m.: Germany hopes for the release of two Israeli soldiers captured by Hezbollah militants, a senior official said, but stopped short of confirming that Berlin is negotiating for their freedom. Israeli Foreign Minister Livni was in Berlin for talks with German intelligence chief Ernst Uhrlau as well as Chancellor Angela Merkel and Foreign Minister Frank-Walter Steinmeier.

Besides the fanatical frenzy, which is as dangerous in a man as hydrophobia in a dog, there is this fearful fatalistic apathy. The effects are apparent in many countries. Improvident habits, slovenly systems of agriculture, sluggish methods of commerce, and insecurity of property exist wherever the followers of the Prophet rule or live. A degraded sensualism deprives this life of its grace and refinement; the next of its dignity and sanctity. The fact that in Mohammedan law every woman must belong to some man as his absolute property - either as a child, a wife, or a concubine - must delay the final extinction of slavery until the faith of Islam has ceased to be a great power among men.

Individual Moslems may show splendid qualities. Thousands become the brave and loyal soldiers of the Queen; all know how to die; but the influence of the religion paralyses the social development of those who follow it. No stronger retrograde force exists in the world. Far from being moribund, Mohammedanism is a militant and proselytizing faith. It has already spread throughout Central Africa, raising fearless warriors at every step; and were it not that Christianity is sheltered in the strong arms of science - the science against which it had vainly struggled - the civilization of modern Europe might fall, as fell the civilization of ancient Rome.
