Quake near Pacific island of Vanuatu 2 minutes ago

SYDNEY, Australia - A magnitude 6.2 earthquake rumbled deep below the earth's surface off the Pacific island of Vanuatu on Wednesday, but no damage or injuries were reported. The quake struck 86 miles below the seabed off the coast of Vanuatu at 9:45 p.m., according to the U.S. Geological Survey. It was centered about 195 miles northwest of the capital, Port Vila. No tsunami warning was issued.Vanuatu, formerly the New Hebrides Islands, is made up of 13 main islands located about 1,400 miles east of Australia.The archipelago nation is part of the Pacific ring of fire, and earthquakes of this magnitude are common in the region.

Earlier this month, another magnitude 6.2 earthquake struck near Vanuatu, but caused no damage or injuries.

Small quake rumbles north Calif. coast Wed Oct 18, 12:21 AM ET

EUREKA, Calif. - A small earthquake about 90 miles off the northern California coast Tuesday generated no reports of damage or injuries, the Humboldt County Sheriff's Department said.

We didn't feel a thing, said Brenda Godsey, a sheriff's department spokeswoman in Eureka.The magnitude-4.9 quake's epicenter was located about 260 miles northwest of San Francisco, according to a preliminary report issued by the U.S. Geological Survey.The USGS said it received reports from people who felt the temblor in the San Francisco Bay area, including San Jose.

Two Greek islands declared disaster areas after night of floods

ATHENS (AFP) - Two Greek Aegean islands and an entire prefecture in northwestern Crete were in a state of emergency after overnight storms flooded homes, businesses and hotels across the region, the Greek Civil Protection Authority has said. The Greek fire department was called out Wednesday to drain water from dozens of buildings and rescue people trapped inside their cars in Hania prefecture on Crete, a major tourist destination attracting thousands of visitors every year.Flood-related damage was also reported across the northern coast of Crete in the cities of Heraklion and Rethymnon, and on the islands of Astypalaia and Leros, the civil protection authority told AFP.

With the amount of mud that washed down, it is fortunate that we do not have any victims, Aegean Minister Aristotelis Pavlidis told NET state television.On Astypalaia, local police rescued an elderly man carried away by rushing water, and local authorities said landslides had clogged some of the island's roads.The road network has been damaged, some parts are actually dangerous to drive on,Astypalaia mayor Panormitis Kontaratos told NET state television.A planned damage-assessing visit by the minister was delayed on Wednesday because of poor weather, which also forced the cancellation of a local flight between the islands of Rhodes and Kastellorizo, NET reported.The southern Aegean was struck by a storm front on Tuesday with gale-force winds that reached 10 points on the Beaufort scale, disrupting traffic between the Greek islands and forcing many ships to port.Most scheduled services from the Athens ports of Piraeus and Rafina were cancelled on Wednesday, with an exception made for ships sailing to the Saronic Gulf islands a short distance from the capital, the merchant marine ministry said.

HAWAI'I BRIEFS,Severe storms hit Big Island, Kaua'i


Flooding forced the partial closure last night of a section of the Big Island's Akoni Pule Highway, the major coastal roadway in North Kohala.Troy Kindred, Hawai'i County Civil Defense administrator, said at 8:45 p.m. there was 3 feet of water on the highway at the 5-mile marker, where a bridge was damaged in Sunday's earthquake. Officials kept one lane of the highway open.Hilo and Puna, meanwhile, were experiencing heavy rains and lightning.At 10:43 p.m. last night the weather service issued a severe thunderstorm warning for Kaua'i. The warning said the storm could produce nickel-sized hail and winds of more than 60 mph.The weather service said the storm would affect Kaua'i from Barking Sands to Polihale.

When Michael Ignatieff recently described an Israeli bombing that killed at least 28 civilians in the Lebanese village of Qana as a war crime, he launched another row about Israel in the midst of the Liberal leadership race. The leadership front-runner had earlier aroused a controversy by saying the deaths in Qana wouldn't cost him any sleep. Then he made the war crimes comment during an interview with Radio-Canada, the CBC's French-language network. Although he apologized for it repeatedly, the comment was to say the least insensitive towards Israel and the Canadian Jewish community that so consistently supports it. Prime Minister Stephen Harper called Ignatieff on it, alleging that most of the candidates vying for the leadership of the Liberal party hold an anti-Israeli position.

Harper is right.

Catering to Liberal party's left wing

Ignatieff made the comment to cater to the left wing of the federal Liberal party, where he doesn't have strong support. That wing is definitely not pro-Israel it sees Israel as being in bed with U.S. President George W. Bush to the tune of billions in aid and high-tech weaponry.

The left wing feels Israel was way too disproportionate in launching weeks of air strikes and land invasions in Lebanon in the summer in response to the shelling of its own towns and cities by the Lebanon-based militant organization Hezbollah These left-of-centre Liberals feel Israel is not doing enough to help create a Palestinian state. It is the left wing of the Liberal party that is most similar to the NDP, whose bias against Israel is blatant. To the New Democrats, everything Israel does is wrong. The NDP and these left Liberals see Israel not as a democracy but as an American branch plant in the Middle East.

Bashing Israel to expand his Quebec base?

Ignatieff may also have been catering to another group with his comment, albeit perhaps subconsciously. Ignatieff has been campaigning hard on a pro-Quebec ticket, where his policy to recognize Quebec as a nation has put him in the lead. And anti-Israel feelings are extraordinarily high in Quebec. Many people in the province seem to view Israel as a Bush puppet state and sympathy for Lebanon during the Israel-Hezbollah conflict was high in the province, with anti-Israel feelings bordering on the anti-Semitic.

Ignatieff may be unconsciously playing crude, crass politics with Israel and with the Jewish Canadian community that supports it, bashing Israel to help expand his Quebec base.

Harper a true friend of Israel

Viewed from that perspective, Harper's comments about the Liberal left and Israel make sense. Harper is a true friend of Israel. To Harper, there is a difference between terrorists like Hezbollah and Hamas, which have both been listed by Canada as terrorist organizations, and the democratic state of Israel. Harper was once again merely rising to the defence of Israel as he had recently done at the La Francophonie summit when he opposed a proposed resolution that would have recognized the suffering of only the people of Lebanon. He forced the organization to adopt a resolution that also recognized Israel's suffering. Harper is doing more than just playing politics. Certainly, by attacking Liberals on their soft stand on Israel, the prime minister is painting the Conservatives as the only party that truly recognizes Israel's worth and welcoming the Canadian Jewish community to join them.

Harper understands and agrees with the Canadian Jewish community's loyalty toward Israel and its outrage at Ignatieff's remarks. Harper agrees with Israel that the attack on Qana was a mistake the Israeli military later admitted it had made an error and thought all the civilians had fled the village and was anything but a war crime.

Harper not afraid to take unpopular stance

Israel's linkage with Bush and Harper in the war against terrorism and its massive bombing of Lebanon has not made Israel popular in Quebec and other parts of Canada but Harper has embraced Israel nonetheless. What Ignatieff and the left Liberals have proved to the Canadian Jewish community and Israel is that Harper and Bush are really Israel's best friends. The outraged cries of the Liberal candidates Harper has described as mostly anti-Israel are really the cries of a party that has played fast and loose with Israel.

Unlike Ignatieff, who is bending himself into a pretzel over his Israel fiasco, Harper has never played fast and loose with Israel and the Canadian Jewish community.Unlike Ignatieff, Harper does not have to plan sudden trips to Israel and Palestine as a fact-finding, face-saving exercise. Harper is a man of his word. Harper's friends and allies are his friends and allies. Israel is Canada's friend and ally and Harper is not afraid to say so.

No Agreement on Lieberman´s Five Points

Foreign Minister Tzippy Livni said Tuesday that Jewish unauthorized outposts will be destroyed, regardless of demands by prospective coalition partner Avigdor Lieberman. Destroying the outposts is on the government's agenda and Lieberman must come to terms with that,Livni told reporters. While she said she would be happy to see the government widening and becoming more stable, it would have to be based on its own principles.Not uprooting the outposts is one of five preconditions Lieberman's Yisrael Beiteinu party has laid down to joining the Olmert government. The othera of his five points are:

- Changing the government to one of direct presidential elections, including a constitution;

- Establishing a state commission of inquiry to investigate what is felt to be the mismanagement of the recent war with Hizbullah terrorists in southern Lebanon;

- Officially ending Olmert's convergence (unilateral withdrawal) plan; and

- Passing a law that would allow civil marriage.

Yisrael Beiteinu's bill calling for election reform and a change in the structure of government will undergo a preliminary vote in the Knesset plenum next Wednesday. Lieberman has said that his party would not enter the coalition government if the bill does not pass.There is no doubt that if the bill passes it will eliminate many points of contention [with coalition leaders],Lieberman told reporters on Monday. However, he added that there are no negotiations currently underway between his party and the Kadima-led coalition: We have no ideology to sit in the coalition. and I am not looking for excuses to sit in the opposition. Everything is open.

Meanwhile, the Shas party has threatened to quit the coalition if Olmert agrees to Yisrael Beiteinu's precondition regarding a change in the current marriage laws to permit civil administrative marriages.Vice Premier Shimon Peres (Kadima) said Sunday that he is not opposed to Yisrael Beiteinu joining the government as long as there are no changes to the government's coalition guidelines.

In an interview with Arutz-7 Hebrew Radio on Tuesday, MK Rabbi Yitzchak Levy (National Union-NRP) said he was convinced Lieberman's party would not enter the government, particularly in light of the prime minister's comments yesterday that he is committed to the current coalition guidelines. I am surprised at Lieberman, who wants to be a national-camp leader. It looks like he is rushing and crawling to get in, and that he wants to be on the inside.MK Levy added that the discussion of Yisrael Beiteinu joining the coalition appears to him to be more of a political manipulation than a serious plan. If Lieberman were to join the government, Levy added, it would only harm him, because within a year, there will be reports from the committees investigating the war [in Lebanon], which will obligate everyone sitting in the government. Furthermore, MK Levy estimated that if Labor remains in the coalition, Lieberman's influence in such a coalition would be minimal. This government is unfit to lead the country, Levy said, and we must wait for further developments and create a better government.

PM Sets His Sights on Nobel Laureate Wiesel for the Presidency

In a surprise move, Prime Minister Ehud Olmert is suggesting a new candidate for president not an Israeli, but Nobel Prize Laureate Elie Wiesel.In a surprise move, the prime minister suggested Wiesel as a possible candidate to replace President Moshe Katzav.

While Mr. Olmert has been careful not to publicly undermine the president, it is now apparent that Mr. Katzav will likely be compelled to step down from office in the near future. Katzav will likely be facing a multi-count criminal indictment and his future will be determined by the outcome of the judicial proceedings against him.Olmert has made it clear that he prefers a president who does not emerge from the ranks of the political arena, as was the case with Katzav and others. Wiesel, who is internationally acclaimed, has been awarded the prestigious Nobel Peace Prize and is widely respected internationally.

Wiesel, a Holocaust survivor, would be compelled to move to Israel if he accepts the nomination and is elected, and would immediately be granted Israeli citizenship. Olmert pointed out that selecting a non-Israeli for the post is not without precedent; Albert Einstein was encouraged to move to Israel to serve as Israel's president in its early days, but he turned down the offer.Mr. Wiesel speaks Hebrew, along with a number of other languages, making him even more suited for the post, the prime minister explains.Mr. Olmert is also considering throwing his support behind former Prisoner of Zion Natan Sharansky, who recently announced his resignation from politics. He has accepted a position in Jerusalem’s prestigious Shalem Center.

Sharansky served in the past as a cabinet minister and is respected worldwide for his published views regarding issues of human rights and terrorism. He sat in Soviet prison for close to a decade because of his struggle to emigrate from the former USSR to Israel.Other candidates on the horizon include Tel Aviv Chief Rabbi Yisrael Meir Lau. A child survivor of the atrocities of the Holocaust like Wiesel, Rabbi Lau is perhaps best know for his ability to articulate traditional Jewish views and his tenacious efforts to bridge the gap between Jews. While identified with the ultra-Orthodox world and uncompromising in his observance, Rabbi Lau continues to exhibit a policy of tolerance and respect, preferring to utilize dialogue and understanding as his weapons.

Other names of likely candidates include former Knesset Speaker Reuven Rivlin, who enjoys wide support in the Knesset. However, the prime minister is unlikely to support Rivlin, who remained in the Likud Party when Olmert and his supporters left to join Ariel Sharon’s Kadima Party. Since the break-away from Likud, Rivlin and Olmert have been political rivals. Senior Labor Party official Minister Binyamin (Fuad) Ben-Eliezer is also a candidate, but few believe he has a realistic chance.Vice Premier Shimon Peres has already signaled he too may run for the post. Peres lost to Katzav six years ago in the secret Knesset vote.

Many analysts believe that despite being among the most respected politicians in the world, Peres would not take a chance on running once again for office. Peres, 83, is widely known in Israel as The Loser, barely ever having won an election. The president, Israel’s head of state, is elected to a five-year term by a majority of the Knesset in a secret ballot. The president can be reelected for only one more consecutive term.

North Korea calls UN sanctions a declaration of war

MARK COLVIN: There's a growing fear among North Korea's neighbours that the world's newest nuclear power is about to conduct a second atomic test.The US, using what's assumed to be sensitive chemical-sniffing satellite technology, has now let it be known that last Monday's underground blast was indeed a nuclear device.But there's been persistent speculation that it didn't deliver the explosive power that the North Korean leadership had been hoping for.While diplomacy continues, an official statement from North Korea called the UN Sanctions Resolution a declaration of war.

SHANE McLEOD: Intelligence sources in the United States quoted by the New York Times say last week's test was a nuclear device, and most likely used plutonium.

That's given some analysts cause for hope because plutonium would have come from North Korea's older nuclear program, and not enriched uranium process it's believed to have started using technology imported from Pakistan.But the news came along with reports that North Korea may be planning another test of its nuclear capability.

US intelligence sources have spotted truck movements near a site in the northern Hamyong province that could be preparations for another test.Secretary of State Condoleezza Rice is heading for Tokyo today and she says another test would be provocative.

But I think in the context of a nuclear crisis, probably a second nuclear test will be most probable and likely option that North Korea can do.

SHANE McLEOD: The diplomatic effort is focused on a united approach to implementing the Security Council sanctions on Pyongyang.China's opposition to a cargo inspection regime is well known but reports out of China suggest that Beijing may be imposing other controls aimed at punishing North Korea.One news agency says that banks in areas along the border have told customers they've stopped all foreign exchange with North Korea.And there have been signs of stepped up inspections of trucks heading across the border.The US chief negotiator on North Korea, Christopher Hill, has set out what the diplomatic deal making is now focused on.Not North Korea's return to the six country talks on its nuclear programs, but for Pyongyang to start implementing a deal it agreed to at those talks more than a year ago.

CHRISTOPHER HILL: We want this Security Council resolution to be effective in bringing North Korea around to implementing its obligations under the joint statement.

Many individuals and organisations are concerned about the privacy implications of radio frequency identification (RFID) tags, according to the European Commission.

A six-month study into RFID, which culminated on Monday, found that people worry their privacy may be infringed through loss of control of the data collected via the use of radio tags.Information and Media Society Commissioner Viviane Reding said Europeans needed assurance that radio tags would not be used for large-scale surveillance, and said she would consider legislation concerning RFID andprivacy.The overriding message that comes out of the consultation is that citizens have concerns over privacy issues,said Reding, in a speech on Monday.

The large majority are willing to be convinced that RFID can bring benefits but they want to be reassured that it will not compromise their privacy. This is the deal that we have to strike if we want RFID to be accepted and widely taken up. This is the deal I am looking to make,Reding added. Almost 2,200 people took part in the survey. Seventy percent thought it was important to label tags and give consumers the opportunity to disable or destroy them. RFID tags can be used in supply chains to help companies track their stock from the supplier to the shop floor, and possibly beyond. They are being tested by many retailers, and are also being trialled in a range of environments. One kind of tag has been recently developed to track passengers at airports.

The RFID industry has argued that self-regulation will prevent radio-tagging being abused. But this has not inspired confidence in the survey participants, with just 15 percent of respondents believing industry would do well to regulate its use of RFID.Over half of survey participants said that legislation was needed to that ensure RFID tags and any information harvested by governments and organisations were not misused.

EU Foreign Ministers Approve 2007 Entry for Bulgaria, Romania

European Union foreign ministers have formally endorsed the entry of Bulgaria and Romania into the bloc on January 1, 2007.The ministers, meeting in Luxembourg, urged Sofia and Bucharest to continue judicial reforms and improve efforts for dealing with organized crime and corruption. Earlier this year, the European Commission suggested what it called a series of safeguard measures,which give the 25-member bloc financial leverage over the two countries. The measures will allow the EU's top executive body to limit Bulgarian or Romanian access to European funds if they lag in implementing reforms.The entry of the two countries will enlarge the European Union to 27 members.

UNITED NATIONS, Oct 17 (IPS) - The United Nations is responding positively to a call from peace activists and human rights organisations for a new international treaty to monitor the world's growing 1.1-trillion-dollar global arms trade. A resolution calling for the creation of a group of governmental experts to explore the feasibility of starting work on such a treaty has been gathering strong support.

As of last week, more than 80 governments (out of 192) have co-sponsored the resolution, and many more are telling us they will support it, Anna Macdonald, the manager of the Control Arms Campaign for Oxfam International, told IPS.

The momentum behind the arms trade treaty is building.The lobbying is being led by Oxfam International, Amnesty International and the International Action Network on Small Arms (IANSA). The campaign, which is supported by 20 Nobel Peace laureates, has been working towards this vote for three years.The world's major arms manufacturers described as the worst culprits are also the most powerful in the United Nations, namely the five permanent members (P-5) of the Security Council: the United States, Britain, France, China and Russia.Asked what support the campaign has from the P-5, MacDonald said: The permanent five are split on the treaty.She pointed out that Britain and France are 100 percent behind the treaty.Although Britain has been described as the world's second biggest arms exporter after the United States, it is also one of the resolution's co-sponsors.

However, Russia, China and the United States are among the key sceptics on the treaty, she added.Macdonald also said that three emerging arms exporters Serbia, Bulgaria and Romania have come out in support of the arms trade treaty for the first time.Other first time supporters include countries that have been devastated by armed violence, including Colombia, East Timor, Haiti, Liberia and Rwanda, she added.

The resolution will come up for a vote sometime next week in the U.N.'s committee on disarmament and international security, and will later go before the 192-member General Assembly for ratification, perhaps by late November or early December. Clearly, there's another week of discussions to go,Macdonald told IPS, But as it stands, the groundswell of support for the resolution is growing with every day that passes.In a statement released Monday, IANSA's U.N. Representative Mark Marge said: Since we started the Control Arms Campaign three years ago, it is estimated that over a million people have been killed by guns and other small arms. Governments must get behind the Arms Trade Treaty.The Stockholm International Peace Research Institute (SIPRI) said in June this year that U.S. military spending in both Iraq and Afghanistan is expected to push global military expenditures to a new high in 2006: far above the current 1.1 trillion dollars.According to SIPRI, the United States accounted for 48 percent of total military spending worldwide in 2005.The United States, France and Britain, three of the big powers at the United Nations, are all involved in costly overseas military operations, while the fourth big power, namely China, is modernising its armed forces.In these circumstances, there is a strong likelihood that the current upward trend in world military spending will be sustained in 2006,SIPRI said.Meanwhile, in a report released Monday, the London-based Amnesty International said that lax arms controls fuel conflict and suffering worldwide.

U.N. arms embargoes are like dams against tidal waves; alone they cannot stop weapons flooding in. Only a tough global Arms Trade Treaty could stem the flow of arms to the world's war zones, said Jeremy Hobbs, Director of Oxfam International. The study points out that bullets from Greece, China, Russia and United States have been found in rebel hands in Democratic Republic of Congo (DRC).This is believed to be the first time that U.S. and Greek bullets have been recovered from rebel groups in eastern DRC, highlighting the global sources of the arms fuelling fighting in the region, AI said. AI's research, conducted last month, also reveals the origins of a sample of arms and ammunition recovered from rebel groups since the imposition of the U.N. arms embargo in 2003.

Small arms made in Russia, China, Serbia and South Africa were also found.

The study also said an estimated 3.9 million people have been killed as a result of conflict in the DRC since 1998.

Fighting continues in eastern DRC despite a peace deal in 2002, fuelled by weapons and ammunition from around the world. Irene Khan, secretary general of Amnesty International, said that rebel groups in the eastern DRC have an appalling track record of rape, torture and killing of civilians as well as a history of using children as soldiers.That bullets from so many countries have fuelled these abuses is yet another indication that an Arms Trade Treaty must become a reality, Khan added.

WELLINGTON, New Zealand - A strong earthquake struck in the ocean southwest of New Zealand late Tuesday, the U.S. Geological Survey reported, but police said they had no immediate reports of injury or damage. The agency did not mention any tsunami alert. The quake, which registered magnitude 5.8, struck at 11:35 p.m. (6:35 a.m. EDT), and was located 165 miles west of the uninhabited sub-Antarctic Auckland Islands and 506 miles southwest of the city of Dunedin on New Zealand's South Island, the geological service said. The epicenter was 6.3 miles below the surface, the USGS said.In Dunedin, police said there were no immediate reports of injuries or damage.

The quake was not immediately reported by New Zealand's geological agency, GNS Science.New Zealand sits astride the colliding Australian and Pacific tectonic plates, and experiences more than 14,000 earthquakes each year.Some 150 of those quakes are felt by residents, while fewer than 10 do any damage.

SYDNEY (AFP) - A strong earthquake with a magnitude of up to 6.8 has struck the New Britain region of Papua New Guinea, sparking a tsunami warning in a region recently shaken by a violent volcanic eruption.

The US-based Pacific Tsunami Warning Centre warned regional authorities Tuesday to stay alert after reporting the temblor which it rated at 6.8 struck to the south of the island of New Britain in the Solomon Sea at 0125 GMT.Earthquakes of this size sometimes generate local tsunamis that can be destructive along coasts located within 100 kilometres (60 miles) of the earthquake epicentre,the bulletin warned.No immediate reports of casualties or damage were received after the quake, Geoscience Australia seismologist Phil Cummins told AFP.

The US Geological Survey rated the earthquake at a magnitude of 6.5 and said it struck at a depth of 58 kilometres, about 167 kilometres from Kandrian, New Britain.In Rabaul, about 229 kilometres northeast of the quake's epicentre, David Loh, owner of the New Britain Lodge, reported strong earth tremors lasting up to 10 seconds.But no one got their feet wet, he told AFP.Loh said he saw no change in the behaviour of Mount Tavurvur, a volcano whose activity had been subsiding since its spectacular eruption on October 7 forced residents to flee the town.A series of aftershocks continued throughout the day, ranging from 5 to 5.4 in magnitude, the US Geological Survey reported.

Hawaii's Big Island is rattled by thousands of minor earthquakes a year, mainly from volcanic eruptions. But the strongest and most destructive types like Sunday's magnitude-6.7 that caused blackouts and landslides are rare and are caused not by eruptions, but by the buildup of stress deep in the crust as volcanoes grow and spread, experts say. The Big Island is the youngest in a ring of volcanoes stretching some 3,500 miles across the Pacific Ocean. As new island volcanoes form and old ones are carried away, the process can sometimes release pent-up pressure in the form of quakes.If you think of it as piling up more and more dirt, it's eventually going to slide,said seismologist Kate Hutton of the California Institute of Technology.

The Big Island is commonly rocked by quakes in the 3- and 4-magnitude range that are triggered by volcanic eruptions. Prior to Sunday's shaker, volcanic activity in the area had been relatively quiet, according to the U.S. Geological Survey's Hawaiian Volcano Observatory.Since January 2005, scientists have recorded fewer than 10 quakes a week beneath the summit of the world's largest volcano, 13,677-foot Mauna Loa. As for Mauna Loa's neighbor, Kilauea, scientists recorded no significant change in seismic activity before or after Sunday's quake.Volcanic earthquakes those triggered by eruptions are usually detected by the hundreds of swarms of temblors that occur several hours or days before an eruption. HOUSTON - The unrelenting rain that flooded southeast Texas, killing four motorists and sweeping two children down a drainage ditch, moved into Tennessee with less of a punch early Tuesday, headed for the East Coast. The heaviest rainfall Tuesday morning was in the Chattanooga area, where about 1.5 inches of rain fell, well short of the 10 inches that swamped parts of Houston on Monday, said National Weather Service forecaster Shawn O'Neill in Morristown, Tenn.Radar showed 50 mph wind gusts in the higher elevations of the Great Smoky Mountains along on the Tennessee-North Carolina line.The storm had put a damper on the Arkansas State Fair Monday as it dumped more than 6 inches of rain in parts of the state, prompting flash flood watches. But it was Texas that was hardest hit.

In Houston, the flooding and storm damage closed numerous roads and some public school systems. The rain was expected to taper off Tuesday morning, although more flooding was likely for the San Jacinto River near Humble, which could affect 150 to 300 homes.It's scary looking at all this water like this. It concerns me a whole lot, Charles Smith said as he looked at his submerged front yard south of Houston on Monday. If we get any more rain, it will be in my house.Official rainfall totals for the 24 hours ending at 7 p.m. Monday included 11.71 inches in Conroe, 9.69 inches at Houston's Hobby Airport and 6.52 at Houston's Bush Intercontinental Airport.

At least four people died in the storm.

Houston residents Patricia Gutierrez, 36, and her daughter Melissa Rojas, 16, died in their submerged sport utility vehicle in an underpass where 8 to 12 feet of water accumulated near Interstate 45. James Johnston, 56, of Needville, was found dead in his car southwest of Houston. A 54-year-old woman died when a pickup lost control on a slick farm road and hit her head-on, the Houston Chronicle reported.Water exerts such strong pressure on submerged vehicles, said Sgt. P.E. Ogden III with the Houston Police Department, that Arnold Schwarzenegger couldn't get out.In the Brazos Valley, several children were swept away as they played in swift-moving waters. None was harmed.Authorities found a 14-year-old boy and a 10-year-old girl walking on a Madison County road about 1 1/2 miles downstream from where they had been playing in a drainage creek, the Bryan-College Station Eagle reported.

They were a little scared and cold, but they were fine, Sheriff Dan Douget said.
Parts of Interstates 10 and 45 were shut down around Houston on Monday, and the University of Houston and several other schools were closed. Twenty bayous overflowed their banks, but county officials said no evacuations were ordered.In Hitchcock, near the Gulf Coast, a tornado tore the roof off a mobile home, but no one was injured. Two other mobile homes sustained minor damage.

Another tornado struck near the Jefferson County town of China, near the Louisiana line, said emergency management spokeswoman Darlene Koch. Storms alter canyon in southern Arizona 2 hours, 58 minutes ago

TUCSON, Ariz. - Aravaipa Canyon, a coveted southern Arizona hiking spot, is no longer what it used to be. The area's wet summer dramatically altered the wilderness area about 50 miles northeast of Tucson, creating possibly record creek flows that scoured vegetation from the stream bed of Aravaipa Creek and flooded homes and ranches at the mouth of its 11-mile wilderness canyon.

Now most of the towering cottonwoods and creekside willows that made Aravaipa Canyon one of Arizona's most gorgeous wilderness hikes are gone.It doesn't look at all like it did,said park ranger Patrick O'Neill, who lives at the mouth of the canyon and walked the stretch of wilderness after the floods tore through it July 28 and Aug. 1.

O'Neill said it was fortunate the floods came at the end of several rainy days. The creek had risen too high to cross and there were no hikers in the canyon.It was really lucky, because it came up in the middle of the night, higher than any flood in anyone's memory. It roared through some campsites that I would consider pretty safe in flood conditions,he said.People could have been hit in the dark in their tents, somebody certainly would have been killed that's speculation but it's good speculation.Scientists are still measuring the flood. The streamflow gauge recorded 6,000 cubic feet per second before it was washed away. The preliminary estimates of the U.S. Geological Survey were between 18,000 and 25,000 cubic feet of water per second, but O'Neill and the residents are certain it's far more than that.It might have been 20,000, might have been 80,000, O'Neill said.You're talking about flows the size of the Colorado River and this is just a little creek.

Chris Smith of the U.S. Geological Survey, said his agency will attempt a more accurate reading of the peak flows in response to reports from residents who say the creek was 1- to 3-feet higher than it had been in the record flood of 1983, which the USGS estimated at 70,000 cubic feet per second.While the numbers may be in flux, the devastation is obvious.The stream bed has widened tremendously in spots and cut deep in others. It is littered with the remains of cottonwoods and other trees, in addition to vehicles and portions of homes and other buildings.David Rychener, whose family and partners have spent the past five years developing their acreage along the creek into a spiritual retreat center, said only one home in the canyon was completely washed away. About eight canyon residents had water flow through their homes and just about all of them lost lawn, pasture or orchards.

Rychener said he's saddened more by the loss of his trees than by the loss of his possessions or the damage to his center. It has helped me realize my own smallness in all this and taught me the impermanence of things. I'm learning to let go,he said.

Rains slow final phase of Brazil CS cane harvest Mon Oct 16, 12:15 PM ET

RIO DE JANEIRO, Brazil (Reuters) - Wet weather this week is expected to slow Brazil's center-south cane harvest, which is more than 80 percent completed, private forecaster Somar said on Monday. A cold front will bring about 30 millimeters of rain to Parana on Monday and Tuesday and 40 mm to Sao Paulo state on Wednesday and Thursday as the weather system moves north.

Rains will ease on Friday and the weekend will be hot and dry, said Somar's Cassia Beu.But another cold front will bring more rain to cane areas from October 25 and make field work difficult.

Wet weather could delay completion of this year's harvest by a couple of weeks until end-November and Unica's forecast of a record 370.6 million tonnes crush may be revised down slightly with more cane than expected left uncut.Some analysts and brokers expect only around 360 million tonnes to be harvested.Plentiful rain since September reduced the saccharose content in cane but aided growth for next year's harvest.

EU's Mandelson defends plans for African free trade pacts

Luxembourg /European Union trade chief Peter Mandelson on Monday defended his plans for market-opening free trade deals with African nations, saying the accords would spur development and economic progress across the continent.

Independent development agencies, including Oxfam and ActionAid, have warned that a too-rapid opening up of African economies to more competitive EU products will increase poverty in the region. But rejecting such 'scaremongering,' Mandelson said all 25 EU foreign ministers, meeting in Luxembourg, had backed the free trade blueprint, including provisions for more EU aid and the introduction of more flexible EU import rules for African states.

Mandelson also underlined that he was willing to give African nations more time to liberalize their trade regimes. African countries were not being asked to immediately overhaul their import policies and slash tariffs on European products, Mandelson insisted.

There will be long transitional periods and increased development cooperation to smooth the adjustment process,he said. The EU trade chief added that the so-called 'economic partnership agreements' being offered to ACP states were more modern than the current system under which the EU gives special tariff preferences to African exports. We aim to create prosperous trading partners out of development recipients, moving progressively, over time from dependence to opportunity,he said.

The EU's current trade preference-based Cotonou Agreement with 75 African, Caribbean and Pacific (ACP) countries has been criticized by the World Trade Organization which says the deal discriminates against other developing nations. Under WTO pressure to revamp the system by January 2008, the EU has opened free trade negotiations based on a reciprocal opening up of markets with six ACP regional groupings. But the four-year old talks have stalled because of ACP fears that too-rapid trade liberalization will lead to increased competition with EU goods. In a report called Unequal Partners issued last week, Oxfam said the EU plan could bankrupt fledgling industries in poor countries because of stiff competition from European multinationals.

Unless there is a radical shift in approach from the EU, these negotiations will produce free trade deals that jeopardise jobs and entire industries in developing countries,' said Oxfam campaigns and policy director Phil Bloomer. Oxfam said the EU should drop its ambition to have reciprocal market access in ACP countries and instead, further open its own market to ACP exporters. Ahmadinejad says he has inspirational links to God Iran's President Mahmoud Ahmadinejad has reportedly delivered a scathing attack on US President George W Bush, saying he is inspired by Satan. Speaking to a group of supporters, Mr Ahmadinejad said he himself had inspirational links to God, Iranian media reports. He was talking to supporters at a mosque in the capital Tehran.

The reports come as Iran is facing the prospect of UN sanctions over its nuclear programme.The president has been making light of the risk of any confrontation with the outside world. According to the Iranian media, Mr Ahmadinejad said he had inspirational links to God, and went on to say that if you were a true believer, God would show you miracles.Then the Iranian president said Mr Bush was similar to him.According to Mr Ahmadinejad, the US president also receives inspiration but it is from Satan. He repeated: Satan inspires Mr Bush.

Mr Ahmadinejad also reiterated that Iran would not suspend its nuclear programme, even for one hour, and said there would be no retreat, even one millimetre back.He dismissed talk about possible war breaking out over the nuclear issue as nonsense, saying some people were making an unnecessary fuss about US naval ships reportedly sailing towards the region.

GAZA CITY (AFP) - The ruling Palestinian Islamist movement Hamas has vowed to teach the Israeli military a lesson it will not forget should the army intensify an offensive in the Gaza Strip as promised. Its armed wing, the Ezzedine al-Qassam Brigades, declared it had the means and arms necessary to confront the Zionist enemy with all our force if it proceeds (further) with military operations in the Gaza Strip.Israel has repeatedly threatened to step up an offensive in the Palestinian territory, where 22 people have been killed since Thursday and more than 250 since late June, in a bid to stop rocket attacks and arms smuggling from Egypt.

Defence Minister Amir Peretz reiterated that, if necessary, Israel would extend its military activity in Gaza and vowed to weaken Hamas militarily.I will not allow the Gaza Strip to turn into south Lebanon. We intend to take all necessary action to prevent Hamas's strengthening. We intend to act in ways to prevent it from strengthening and to weaken Hamas's ability to carry out attacks,he told reporters.We have considerably increased the military activity in Gaza. If we are required to extend it further, we will do so,he added.Hitting back at accusations of militants amassing stockpiles of smuggled arms, Hamas's armed wing accused Israel of using such allegations to justify criminal operations it seems to have decided to wage in the Gaza Strip.

It is our right to hold whatever weapons (we need) to defend our people since the enemy does not hesitate before using all sorts of weapons, banned by international conventions, against innocent Palestinian civilians.If the enemy decides to go towards a large confrontation with Hamas, we will be up to this challenge and are totally ready to resist. Hamas has resolutely refused immense pressure from the international community for any Palestinian government to recognise Israel and past Israeli-Palestinian agreements, and to officially renounce violence.Nevertheless its hardline stance has deadlocked efforts to form a national unity government with the moderate Fatah party in order to escape the crushing international boycott and witnessed the rise of inter-factional clashes.Haniya urged Palestinians to keep such clashes at bay in order to confront the outside aggression.Israel has waged a massive offensive in Gaza since June 28, three days after Gaza-based militants, including the Hamas armed wing, abducted one of its soldiers on the border with the Palestinian territory.

According to an AFP count, more than 250 Palestinians and two Israeli soldiers have been killed inside Gaza since then.

The captured soldier has been neither found nor returned and rocket attacks continue to strike Israel.

JERUSALEM (AFP) Israel has ratcheted up threats of a massive ground offensive in the Gaza Strip, amid an ongoing war of words with the ruling Hamas movement that has vowed to teach the army a harsh lesson.

Gaza should not become a second Lebanon, said Immigrant Absorption Minister Zeev Boim on Tuesday, reiterating a phrase used by Israeli leaders recently to mean the territory should not become a bastion of militant resistance.Apparently we will not have any other choice but to launch an expanded operation, like Defensive Shield, in order to destroy the stockpiles of weapons and to hit the terrorist organizations, said Boim, a close ally of Prime Minister Ehud Olmert.

Defensive Shield, the largest military operation in the West Bank since the 1967 Six Day War, was launched by Israel in 2002. It left more than 200 Palestinians and 29 Israeli soldiers dead and some 5,000 Palestinian detained.We have to completely stop the rocket fire and not to allow the terrorists to smuggle modern arms that would upset the balance of power between the forces, Boim told public radio.Israel has already been pounding Gaza for nearly four months after militants, including those from the armed wing of the Islamist party Hamas, seized a soldier and killed two others in a cross-border raid in late June.More than 250 Palestinians as well as two Israeli soldiers have been killed in the territory since June 28. Nevertheless, militants have continued to fire rockets into the Jewish state and, according to Israel, have accumulated vast stockpiles of arms via tunnels dug to Egyptian territory.

GREENWATER, Wash. - Two small earthquakes were recorded today south of Greenwater, near Mount Rainier.The Pacific Northwest Network recorded a 2.7 magnitude earthquake at 8:30 a.m. 20 miles south of Greenwater. The quake occurred over an hour after a 2.6 magnitude earthquake in the same location.There were no reports of people feeling the earthquakes and no damage was reported.These micro quakes come one week after 4.5 magnitude earthquake struck the same area, seven miles east of Mount Rainier's summit.(The Associated Press contributed to this story.)

Tropical depression drenches Mexico Sun Oct 15, 7:28 PM ET

MEXICO CITY - A former tropical storm regained strength Sunday and lashed southwestern Mexico with heavy rains, forecasters said.The weather system, which had been named Tropical Storm Norman before disintegrating last week, strengthened back to a tropical depression Sunday, with maximum sustained winds near 35 mph.The government had issued a tropical storm warning Sunday for a swath of the Pacific Coast from the port city of Lazaro Cardenas to Cabo Corrientes, but discontinued it about 12 hours later.The storm was centered about 30 miles west of the resort town of Manzanillo late Sunday afternoon. It had been speeding toward Mexico's coast earlier, but slowed down rapidly before becoming stationary and starting to dissipate again.

The U.S.National Hurricane Center in Miami said the depression could drop 6 to 12 inches of rain over some areas, with isolated accumulations of 15 inches, threatening flash floods and mudslides.Mexico was hit by two hurricanes last month. Hurricane John battered a remote section of Baja California, killing five people and destroying 160 homes, while Hurricane Lane struck the resort town of Mazatlan, causing relatively minor damage.

The Succot (Feast of Tabernacles) Holiday was observed in excellence throughout Israel. All Israeli communities provided occasions for observance. Jerusalem of course was the center, with a million visitors each day. The special Cohanim (Priestly) blessing day at the Kotel (Western Wall) had some 3,000 Cohanim participating and over 100,000 receiving the blessings.The annual Sukkot parade had close to 17,000 marchers, including some 5,000 Bible-believing Gentile Zionists who came from abroad to support Israel. The Chief Rabbis had receptions in their Succot at the Kotel. Many attended the Succah reception of Jerusalem Mayor Uri Lupolianski. President Moshe Katzav had his traditional reception for foreign diplomats as well as for the public, in the huge Succah of the Presidential garden.

The traditional Simchat Beit HaShoevah (Water Libation Ceremony) with the ample supply of water as needed, was observed throughout the country with women in the top level balcony, and the men in the lower level as performed at both the First and Second Temples, and as will be performed soon in the Third and Final Temple. In addition, many Israelis toured the country in organized tours as well as visiting the 49 national parks where the Jewish National Fund provided full facilities and refreshments. Virtually all Israeli communities provided programs with participation of both adults and children. B'nei Akivah had many functions throughout the Land as did other youth organizations.We had three outstanding festive dinners during the Hol HaMoed (Intermediate Days) period of Succot.The first was the traditional annual dinner of Sha'are Zedek Medical Center held in the huge Teddy Kollek Hall of the International Conference Center in Jerusalem. Over 600 participated in honoring Israel's Nobel Prize Laureates. Professor Avraham Hershko received the Chemistry Nobel Prize for discovering one of the cell's most important cyclical processes, regulated protein degradation. Professor Aaron Ciechanover worked together with Professor Avraham Hershko in the research. Professor Robert J. (Yisrael) Aumann received the Nobel Prize Laureate in Economics for "having enhanced our understanding of conflict and cooperation through game-theory analysis".

Sha'are Zedek Director Professor Jonathan HaLevi conducted the dinner program, acknowledging all friends of Sha'are Zedek. Sha'are Zedek, celebrating its 104th birthday, is a 500 bed hospital, with 45,000 admissions and 125,000 outpatients visits and more than 60,000 emergency visits annually. Some 12,000 women a year give birth at the Woman and Infant Center. The hospital has 350 physicians and 740 nurses on staff and its total work force is 1,850 and 700 volunteers. The Emergency Department has treated many thousands of victims of terror attacks and has been designated as a regional center for emergency treatment.We are a Sha'are Zedek Board member for some 40 years and Board Chairman for 10 years. We began the dinner function for fund raising and for outreach to communities at Sha'are Zedek. By now there must be over 100 organizations holding annual dinners, with much success.

The next annual dinner was that of Yeshivat Kerem BeYavneh, celebrating their 54st year of success. They were the first to introduce the "hesder" program by which military service is combined with yeshiva education. The graduates of some 60 yeshivot have proven to be excellent soldiers in tanks, paratroops and other elite combat units. The dinner was held at the Jerusalem Renaissance Hotel in a huge Succah accommodating 560 guests, mostly alumni and friends of the Yeshiva.Honored with much sentiment was retiring Sha'are Zedek Director Eli Klein after 40 years of excellent service. It also was his 80th birthday. Rosh Yeshivah Rabbi Mordchai Greenberg (a Kerem BeYavneh graduate) blessed and thanked Eli for his dedication to the Yeshiva all the years. A Chassidic Concert followed. We joined Bernard Hochstein as Co-Chairman.

The third dinner was the 36th Anniversary of Yeshivat Dvar Yerushalaim at their own Succah with some 200 in attendance Patrons were Rav and Mrs. Shalom Mark. Honored was Cantor Sidney Selig. The guest speaker was the outstanding Rabbi Dr. Avram Yehoshua Twerski, emphasizing the concept fully of joy: Yiddishkeit is Simcha. Yeshivat Dvar Yerushalayim is unique and its Rosh Yeshiva Rabbi Baruch Horovitz outstanding in the difficult task of outreach to Jews who have strayed or those with little learning. We chaired the evening. They concluded with Simchat Bet HaSoevah.The Shemine Atzeret (Eighth Day of Assembly) and Simchat Torah (Rejoicing of the Torah) celebration for Israelis was one day with very festive Hakofot (dancing with the Torah) and completing the reading of Devarim (Deuteronomy) and the beginning of Bereshit (Genesis). Visitors divided the prayers and reading in two days. The Heichal Shlomo organization annually has provided a special second night Hakofot in Jerusalem.

The Holidays were outstanding, enjoyed by all. MK Avigdor Lieberman, head of the Yisrael Beiteinu party, has pushed off the presentation of his legislation for a presidential political system by a week. The government will support the bill. The revolutionary legislation received the support of the ministerial committee for legislation yesterday, largely at the behest of Prime Minister Ehud Olmert, who would like Lieberman to join his government coalition. The Kadima ministers voted in favor, while Labor and Shas voted against. Health Minister Yaakov Ben-Yizri of the Pensioners Party, who objects to the bill, could have been the deciding vote but he caved in to Olmert's pressure and did not show up. By a 5-4 vote, therefore, it was decided that the government would support the bill when it comes up for a Knesset vote.

This is no guarantee of its passage, however, and in fact, at present, the bill in its current state does not appear to have a chance of being legislated into law.

What the Bill Says

The legislation was proposed by Lieberman and several of his party colleagues. Its purpose, as explained in the bill itself, is to enact a presidential system with total separation of powers between the executive and legislative branches... The ministers will not be Knesset Members, and the Knesset will thus be able to dedicate its work to legislation and parliamentary review over the government... The Knesset will be able to fire the Prime Minister by a 2/3 Knesset majority (80 MKs), but will not be able to dissolve a sitting government thus guaranteeing governmental stability for four years. The proposed legislation also states, however, that the Prime Minister will be able to call new Knesset elections if he sees that he does not enjoy the support of a Knesset majority.

In addition, the legislation would raise the minimum vote threshold for parties to enter the Knesset. Only parties that receive at least 10% of the popular vote will be able to be represented in the Knesset, in order to prevent the current situation in which small parties have power above and beyond their electoral representation. In the current Knesset, only Kadima, Labor, the Likud, Shas and Yisrael Beiteinu surpassed this minimum or came close. The three Arab parties even taken together as one bloc as well as the Pensioners, Meretz, National Union-National Religious Party, and United Torah Judaism (Agudat Yisrael-Degel HaTorah) did not receive this minimum. Some MKs of Yisrael Beiteinu have already indicated that 10% might be a bit high, and that they would be willing to agree to a lower minimum rate.

Lieberman: No Coalition Talks

In a press conference this afternoon, Lieberman said that there are currently no negotiations underway regarding the entry of his party into the government coalition. Such negotiations were one of the main news items of last week.A survey carried out by pollster Mina Tzemach over the past several days shows that if elections were to be held today, Yisrael Beiteinu would become Israel's second largest party. The poll shows the Likud jumping from 12 Knesset seats to 22, and Yisrael Beiteinu climbing from 11 to 20. It further indicates that Kadima would be halved in size from 29 to 15, and Labor would drop from 19 to 15.

Prof Yunus for EU-type Saarc union

Nobel Peace Prize winner Muhammad Yunus has forcefully suggested the creation of a European Union (EU)-type union in South Asian Association for Regional Cooperation (Saarc).In an interview to The Economic Times, a leading Indian economic daily, he said, In the road ahead, as I see it, the formation of a EU-like union in Saarc is a must. It is only an integrated economic system in which Saarc members can cooperate and collaborate with each other and start moving forward. Micro-financing will have to be a part of it.If this model can be evolved, common place political issues like in Kashmir or the problems in Nepal will no longer be relevant, Yunus said.

He said the policy support for microcredit must come in the form of availability of wholesale funds, as this will enable everybody to take part freely in the overall system.I have mentioned this to Dr Singh [Indian Prime Minister Manmohan Singh] and he has promised to pay attention to the requirements of the sector. If Bangladesh can do it, why can't India? Yunus asked.He said if necessary India would have to create an independent regulatory body to monitor the micro-finance sector and it will also perhaps bring in legislation for formation of a microcredit bank.In all this effort, large scale support from NGOs needs to be harnessed. Don't forget that at the end of the day, this is a business just like any other business. We have proved it to the world and there is a message in it for everybody, the Nobel winner said.The situation in Bangladesh is similar to that in India. But I would like to see this whole thing in a broader regional context,he added.

BEIRUT: Italy turned over command of the naval contingent of the United Nations Interim Force in Lebanon (UNIFIL) to Germany on Sunday. Italian Admiral Giuseppe De Giorgi passed command of the beefed-up force to German Admiral Andreas Krause during a ceremony aboard Italy's flagship Guiseppe Garibaldi aircraft carrier at the Port of Beirut.The naval patrols were instituted under the terms of UN Security Council Resolution 1701, which ended the war with Israel on August 14.The ceremony was also attended by UNIFIL's commander, Major General Alain Pellegrini, who hailed the Italian-led mission - which helped end an economically crippling two-month Israeli blockade on Lebanon as a real success.

For the first time, UNIFIL had to include a naval component and it was organized very rapidly ... but thanks to the professionalism and dedication and the feeling of confidence of De Giorgi and his crew this has paved the way to a new and efficient task force, the UNIFIL commander said.The Italians took command of the task force on September 8, five days after arriving in Lebanon, transporting Italy's contribution to the ground contingent of UNIFIL after Resolution 1701 was passed. Due to Italy's advanced naval technology, the country accepted a Lebanese invitation to lead the maritime task force until the German ships arrived.Germany agreed to send up to 2,400 military personnel to Lebanon in the country's first mission in the Middle East since World War II.

Krause expressed gratitude for the foundation laid by the Italian Navy.They collected a tremendous amount of information and built a strong relationship with the Lebanese Navy. The enhanced UNIFIL mission is enforcing a cessation of hostilities which ended fierce conflict between Israel and Lebanon over the summer, by deploying forces in Southern Lebanon and out at sea. De Giorgi, who commanded Task Force 425 for over 40 days while the German Navy prepared for its mission, spoke proudly about his team's time in Lebanon's waters. We have accomplished our mission, we answered your call when you came to Rome, asking not only for relief and support but crying out loud for your nation's right to life. Lebanon has overcome wars and destruction over the ages. Do not allow desolation to prevail,Di Giorgi said.

Since September 8, the naval unit has assumed the responsibility, endorsed by Lebanese authorities, for conducting maritime surveillance activity and overseeing the termination of the Israeli blockade. The Italians were assisted by English, French and Greek warships.

The Italian Navy leaves the amphibious warship San Marco off the coast of Lebanon, with the responsibility to provide full medical and logistic support to the Italian ground contingent serving with UNIFIL in the South.The German-led Maritime Task Force 448 will be supported by naval assistance from Bulgaria, Denmark, Greece, Norway, Sweden and Turkey.This is a difficult and complicated task,Krause told members of his crew as part of the change-of-command ceremony.
