For God says, Do you hear and understand that this shall not be a time of labor. Labor is over.God says, This is a time of authority, where you will speak and the waters will come forth. You will not need to dig a well any longer. Even though tonight you have dug a well for yourself.God says, You will speak, Spring up o' well, you will not need to dig anymore, for God says, Out of your mouths shall flow the issues of life, out of your mouths shall flow the very thoughts and very purposes of God.

This is a time of resurrection. Rejoice, for now you shall hear the sounds of abundance. For today, even as I sent you the rain and it was an outpouring, God says, This is symbolic of a rain that is coming of a kind you have never had. Do not say, We are the Bible belt. God says, I unbuckled the Bible belt, and I revealed your nakedness, and for a season you were naked and retched, but God says, now I have buckled you up and I am ready, says the Lord, to do what I said I would do in the late 1950's, in 1957, in '58, in 59, I said that I would do something in this region, now look at it.

For God says, Even as they are surrounded by houses and by land, this place shall once again venture forth, this place shall once again prosper. Let the prophet prophesy, for surely he is plowing in a soil that they said, is a soil that is hardened and it can never bring forth. It is being plowed right now, at this very moment, so it will bring forth a harvest, and it will bring it forth quickly. This is not going to be a small work, this is going to be a huge work. This is not going to be a small thing, not just another poor little thing that could hold on for dear life. I have a purpose, and I breathe upon you, on you, and I say that Jehovah shall rein in this place, says the Lord.

What is in the Earth Shall Heal and Bring Forth a Quick Cure

God says, I will take medical science, and I will once again prove what I have said before, what is in the earth shall heal, and what is in the earth shall bring forth a cure and a quick cure. Therefore allow Me to build a medical center where I will bring forth the greatest of scientists, where they shall say, We have discovered.' Why, because the Spirit of the Lord shall place Himself upon these, and they will come across the cures, and they will say, 'Are they not Christians?' And they will give favor and give honor to the Lord Christ. Say that this is not impossible, for I am going to take over, and I'm going to show medical science that God is the source of healing, and I shall bring it to pass rapidly,says the Spirit of the Lord.

Insurers Study Implanting RFID Chips in Patients

Hackensack University Medical Center and Horizon Blue Cross Blue Shield of New Jersey are recruiting volunteers to have an RFID device implanted under the skin. The chips, made by VeriChip Corporation, will contain a 16-digit identifying number that can be used to bring up medical and family contact information stored electronically in a database.The chips will be tested in patients with chronic conditions who are more likely to need care in hospital emergency rooms. In the two-year trial, the insurance company will pay about $200 for the chips to be implanted, plus $80 a month for a subscription fee, according to reports in the RFID Journal.

Horizon will then assess whether the devices lower health care costs by reducing duplicate lab tests, drug interactions or misdiagnoses.Horizon will invite patients with conditions like diabetes and heart disease to participate and hopes to enroll about 300 volunteers.Though non-implanted devices, like bracelets or dog tags, could also provide the identifying numbers, chip proponents said that the implanted tags are less likely to be removed or damaged and that scanning for implants will take less time than looking for other means of identification. Earlier this year, four hospitals in Puerto Rico announced plans to implant chips in patients with Alzheimer's Disease and other memory problems. VeriChip has given several New Jersey hospitals—Beth Israel, Clara Maass, Columbus, Hackensack, Kimball, Newark, Ocean and PBI Regional—equipment to read the chips and access the company's database.

Across the country, about 100 hospitals have the appropriate scanning equipment, according to VeriChip. The chip, about the size of a grain of rice, was approved by the FDA as a medical device in 2004. But critics, including the authors of SpyChips, argue against the technology, citing everything from loss of privacy to signs of the apocalypse. Once implanted, people cannot control who reads the identifying number from the chip, and critics worry the chips could be used to track people's movements and behavior.

That ability is limited, however, because the chips can only be read from a distance of a few centimeters. However, VeriChip itself has said that the chips could be used to control access to secure areas. And news reports state that the Department of Homeland Security has considered using the chips to track people. According to the New Jersey study, patients will be able to approve information that is stored in the database that medical workers would access using the chip. Critics also argue against the chips on technical grounds, saying that they could be useless if computers crash, too many radio signals confuse readers, and even that the chips are vulnerable to viruses. However, some health IT advocates have come out strongly in favor of the chips. CIO of Harvard Medical School John Halamka had one implanted last year.

Pope Condemns Violence in Name of God

At a morning mass, he rejected the use of God's name to justify hatred and fanaticism. Historically, he said, spreading the faith through violence is something unreasonable and therefore, ungodly.

The pope said violence is incompatible with the nature of God and the nature of the soul. God is not pleased by blood, he added, and not acting reasonably is contrary to God's nature.The pope said reason and faith must come together in a new way in order to achieve that genuine dialogue of cultures and religions that is so urgently needed today. The world's deeply religious cultures, he added, see the exclusion of the divine from the universality of reason as an attack on their most profound convictions. A reason, the pope said, which is deaf to the divine and relegates religion into the realm of subcultures, is incapable of entering into the dialogue of cultures.

Earlier Tuesday, the pope celebrated an outdoor mass outside of Regensburg attended by over 250,000 people. He rejected the use of God's name to justify hatred and fanaticism.Benedict also restated his position that science could not provide an explanation of the origins of the world that would exclude God's role. He dismissed the notion that man and reason could be nothing more than a chance result of evolution.

Speaking of the relationship between science and religion, the pope said that since the enlightenment in the 18th century, some sectors of the scientific world had tried to seek an explanation of the world in which God would be unnecessary.But he said, When God is subtracted, something does not add up for man, the world, the whole vast universe.

U.S. seeks Iran sanctions now, EU stress talks first

VIENNA (Reuters) - The United States said on Wednesday Iran was aggressively pursuing atom bombs and should face sanctions now, but EU allies stressed it was not too late for talks on a negotiated solution to its disputed nuclear work. The Western partners in a big power group of six dealing with Iran appeared to differ over the urgency for sanctions in statements to the U.N. nuclear watchdog's board of governors on the eve of crunch talks between Iran and the European Union.

European Union foreign policy chief Javier Solana was likely to try to pin down Iranian negotiator Ali Larijani on what EU diplomats said was a tentative offer from him to consider temporarily halting enrichment of uranium for nuclear fuel and a British minister suggested sanctions would not work.

The United States, Iran's arch-adversary and spearheading efforts to draw up punitive U.N. sanctions against Tehran over suspicions it is secretly trying to build atom bombs, has said it has no knowledge of any such offer. Solana's spokeswoman, Cristina Gallach, said the meeting would be held on Thursday and was intended to prepare the conditions in order if possible to start negotiations.
An EU diplomat said the talks would be in Paris. The last round of talks was in Vienna on Saturday and Sunday. Western leaders condemned Iran's disregard of an Aug. 31 U.N. Security Council deadline to suspend its uranium enrichment programme, which Iran insists is meant only to make electricity. The Islamic Republic, while indicating openness to negotiate on a timing and duration of suspension, refuses to take that step before negotiations on a big power offer of trade incentives not to develop nuclear fuel.

Washington made clear to the IAEA board that Iran's defiance should trigger steps to sanctions but EU3 allies Britain, France and Germany omitted mention of punitive action and championed last-ditch talks despite the violated deadline. Given Iran's history of deception, lack of transparency, provocative behaviour and disregard for its international obligations, we must take further steps to persuade Iran to abandon its nuclear weapons ambitions,U.S. envoy Gregory Schulte told the 35-nation board in Vienna.

U.S. SAYS SANCTIONS NOT BAR TO DIPLOMACY

We are convinced that Iran is aggressively pursuing the technology, material and know-how to build nuclear weapons. The time has come for the (U.N.) Security Council to back international diplomacy with international sanctions,he said. Sanctions will not signal an end to diplomacy aimed at getting Iran to stop enriching uranium in exchange for trade incentives meant to further persuade Iran not to pursue a nuclear fuel programme, he said. (But) Iran's leaders must understand that their choices have consequences..., Schulte added. But Washington's fellow veto-holders on the Council, China and Russia, as well as Germany and France and other EU nations are wary of cornering the world's No. 4 oil exporter and, to varying degrees, want more time to find a diplomatic compromise. A foreign office minister from Washington's staunchest ally Britain said Tehran probably had the resources to endure United Nations sanctions.

I can't see a military way through this and I'm not sure that even there's an easy way for the U.N. to impose sanctions,Kim Howells told his parliament's Foreign Affairs Committee. The EU3 statement said that although Iran had not suspended enrichment activity by the deadline, it is still not too late to do so. We continue to extend an open hand to Iran. It said the EU3 welcomed the recent Larijani-Solana meetings that helped clarify misunderstandings impeding negotiations and looked forward to the next one, expected to be held in Paris.

The U.S., British, French, German, Russian and Chinese foreign ministers will meet on the fringes of the U.N. General Assembly in New York next week to discuss proceeding to sanctions if there has been no diplomatic breakthrough by then.

We want to hear one very clear message coming back through the line of communications, and that is that Iran is suspending... If we don't hear that, we are moving forward with the sanctions resolution,Schulte told Reuters earlier. Big power divisions over how to handle Iran has spurred its plans to expand the pilot enrichment operation and has hindered IAEA probes into the programme.

Diplomats said the six major powers could not agree on a joint statement to the board, pointing to continued divergences between Washington's sanctions push and those keen on dialogue. WASHINGTON If there ever was any doubt that the Bush administration and the Israeli government are of one mind on Mideast peacemaking and Iran's nuclear programs, it is fading during talks Israel's foreign minister is holding here. Both the minister, Tzipi Livni, and Secretary of State Condoleezza Rice have issued identical demands that any Palestinian unity government renounce violence against Israel and accept its right to exist.And Livni and Rice are on the same page in their distrust of Iran's intentions. The world cannot afford a nuclear Iran,Livni said Wednesday after meeting with Rice at the State Department.While Rice did not repeat the long-held belief within the administration that Iran is on a fast track to building nuclear weapons, Rice said Iran's cancellation of talks this week with the Europeans is further reason for the United Nations to consider applying sanctions on Tehran.That is topic A on Rice's agenda for her meetings at the United Nations beginning next week.It is a natural time to see where we are,Rice said as American diplomats try to pull the Europeans, Russia and China together to punish Iran with a series of increasingly harsher economic and political sanctions unless it suspends uranium enrichment.

Iran says it needs uranium enrichment to fuel electric power plants. Enrichment also can create material for atomic bombs.The end of the conflict between Israel and Hezbollah militants in Lebanon, meanwhile, has renewed interest in prospects for peace between Israel and the Palestinians.Mahmoud Abbas, the president of the Palestinian Authority, is trying to work out a unity government that would include Hamas and possibly other militant groups in a power-sharing arrangement.

Stagnation is not the Israeli government policy, Livni said, in registering Israel's intention to move ahead toward an accord with the Palestinians that would ensure them a state.We will take all of the efforts,she said, while also reaffirming Israel is interested in dealing with Abbas, who is considered a moderate.But, she said, any Palestinian government must fully and completely meet international demands that it recognize the existence of Israel and renounce violence or terrorism. These requirements are not negotiable, Livni said.Rice, while cautious about how the unity negotiations might turn out, was emphatic that a new Palestinian government must meet those requirements.They embody the very essential elements of how we would get eventually to a two-state solution, she said.

It is hard to have a partner for peace if you don't accept the right of the other partner to exist, Rice said, referring to Hamas' hard-line stance against Israel.Like Livni, Rice spoke positively of Abbas. He has accepted those important principles, Rice said, and is someone with whom we can work and with whom we are working.

Before meeting with Rice, Livni called on Stephen Hadley, the national security adviser, at the White House.President Bush dropped in unexpectedly. According to Hadley's spokesman, Frederick Jones, the president assured Livni of his strong support for Israel's security and discussed with her the threat posed by the Iranian and Syrian regimes.Thursday was Livni's day to spend on Capitol Hill, meeting with Democratic and Republican members of Congress and later with Vice President Dick Cheney.

No Lebanon-Israel contact possible: Siniora by Jailan Zayan

CAIRO (AFP) - Lebanese Prime Minister Fuad Siniora has said that no contact is possible between Lebanon and Israel, which have had no relations since the creation of the Jewish state in 1948. There is no contact and no possibility at all for contact with Israel, he said after meeting with Egyptian President Hosni Mubarak in Cairo, a month after the end of Israel's 34-day devastating offensive against Lebanon.The last war proved that Israel cannot be trusted, Siniora said Thursday.It does not take a real step towards a full and just peace and the application of United Nations and Security Council resolutions and the application of the Arab initiative, Siniora said, referring to a plan proposed by Arab countries in 2002 to normalise ties with Israel in exchange for a return to 1967 pre-war borders.Lebanon works for peace and Lebanon wants peace but because of its nature, its structure, and its circumstances, it can only be the last Arab country to enter the peace process after the Arab countries enter,he added.

Siniora, who was on his first trip to Egypt after the lifting of the crippling Israeli blockade on Lebanon, made similar comments on August 30 when he said Lebanon would be the last Arab country that could sign a peace agreement with Israel.Siniora also said Thursday that his government planned to stay in power as long as it had the approval of parliament, following criticism by the Shiite group Hezbollah.Hezbollah leader Hassan Nasrallah has accused Siniora's government of being an American tool and of failing to protect the country. A Hezbollah MP has also called on Siniora to resign.The current government will remain as long as it receives the trust of parliament,Siniora said. Criticisms are normal. Our country is a democratic country.Israel's month-long offensive on Lebanon was unleashed after the capture of two of its servicemen by Hezbollah on July 12.

The war killed more than 1,200 people and displaced almost a quarter of Lebanon's population.The UN resolution which put a stop to the war in Lebanon calls for disarming Hezbollah and the deployment of Lebanese and international troops in south Lebanon to monitor the border with the Jewish state.South of the Litani (river), we are keen for the Lebanese army to cement its presence, Siniora said.All those Lebanese who fought Israel are Lebanese and they have all the respect,he said, referring to Hezbollah fighters.But at the same time we want that area to be under the authority of the Lebanese army and Lebanese authority,he said.

When the Lebanese army sees weapons it ... confiscates them,Siniora said despite Hezbollah claims that its fighters still maintain a presence in south Lebanon, the hardest hit part of the country.In an interview aired on Al-Jazeera television Nasrallah insisted that Hezbollah's presence in the south had not been shaken.
The resistance is present south of the Litani River and in the whole south of Lebanon,he said. We are present at the border,nobody can prevent us from being present on our territory or from defending our territory, our honour and our homeland,he said.

Following the August 14 UN-brokered ceasefire, the Lebanese army began deploying soldiers in the south of the country to retake control of a region in which it had no presence for many years. A total of 15,000 Lebanese soldiers will be deployed in south Lebanon under UN Security Council Resolution 1701, supported by up to 15,000 UN peacekeepers of the United Nations Interim Force in Lebanon (UNIFIL), expanded from its 2,000-strong pre-war complement. After his talks in Egypt, Siniora landed in Jordan for talks with King Abdullah II to bolster support for his country after the Israeli offensive.

Prodi proposes to chop down EU constitution

Italy's prime minister Romano Prodi has called for a slimmed-down version of the EU constitution, echoing proposals for a mini treaty made by French presidential hopeful Nicolas Sarkozy.

In an interview with French daily Le Monde on Wednesday (13 September), Mr Prodi said the lengthy text of the EU constitution which was rejected by French and Dutch voters last year should be trimmed down in order for it to have a second chance. In my opinion it is possible to restart the constitutional project, but in a greatly simplified form, the Italian leader stated. The third chapter cannot be approved in its current state,he said, referring to Part III of the document which is a detailed description of EU policies and decision-making methods.

The third part of the EU constitution is seen by experts as a major reason why the French referendum on the charter failed, with the no campaign arguing the Part III provisions cemented a free market economic course for the union. One of France's top presidential candidates, interior minister Nicolas Sarkozy, last week also proposed to ditch the whole third part of the constitution, pleading for a mini treaty instead. Mr Sarkozy's mini treaty would include key provisions of Part I of the constitution such as member states' voting weights provisions and plans to create an EU foreign minister, on which there is a large consensus.But simply skipping Part III of the constitution is seen by experts as problematic, as this chapter also includes a list of policies where the constitution proposes to improve decision-making in the EU by lifting the national veto.

We have to take another look at operational aspects too, said Mr Prodi. In a Europe of 25, and then 27, unanimity means a complete blockade.

Debate re-opened

On top of this, not all member states are likely to be happy with a simple sizing-down of the current text to parts I and II, defining the EU's institutions and values. PETROPAVLOVSK-KAMCHATSKY, September 13 (RIA Novosti) - Three powerful earthquakes have been registered off Russia's Pacific coast, local officials said Wednesday. Two quakes measuring 4.7 and 4.8 on the Richter scale were registered at 6:54 p.m.

local time Tuesday (5:35 a.m. GMT) and 11:59 p.m. (10:59 GMT), respectively, 220 kilometers (140 miles) to the east of the Kamchatka Peninsula at a depth of 33km (21 miles), seismologists said.

Another quake, with a magnitude of 4.6 was registered at 1:39 p.m. local time (2:39 a.m. GMT) in the Sea of Japan 125km (78 miles) to the northeast of the city of Nakhodka in the Primorye Territory, a spokesman for local emergency services said. A 4.6-magnitude earthquake occurred at a depth of the 450km (280 miles), he said.No tremors were felt in the territory's coastal regions. No casualties, destruction or threat of tsunamis have been reported. Powerful quakes have hit Russia's Pacific for years.

Over 2,000 people were killed when a devastating earthquake destroyed the town of Neftegorsk on the island of Sakhalin on May 28, 1995. This year more than 1,200 people, including 542 children, were evacuated from the north of the Kamchatka peninsula after a series of major earthquakes. The first 7.8-magnitude quake, the strongest in the Koryak Autonomous Area since 1900, injured 31 people on April 21 and had an epicenter about 30 kilometers (18 miles) from the town of Khailino. It also damaged about 380 houses and 25 administrative facilities in four other towns.

MANILA, Philippines - A strong undersea earthquake shook the southern Philippines Tuesday, close to an area struck by a stronger tremor last week, the government's earthquake monitoring agency said. No damage or injuries were reported. The magnitude 5.3 quake occurred at 11:56 p.m. Tuesday and was centered about 36 miles under the sea, according to he Philippine Institute of Volcanology and Seismology.The tremor, which struck about 65 miles east of the town of Prosperidad, was felt in Bislig and Butuan in the east of the main southern island of Mindanao, the institute said.

Seismologist Romy Tabanlar said the earthquake was caused by the movement of the Philippine Trench, a major fault line that runs along the east of the country.A week ago Tuesday, a magnitude 5.4 earthquake struck about 120 miles south of Tuesday's tremor without causing any damage or injuries.The Philippines is part of the Pacific Ring of Fire,where volcanic activities and earthquakes are common.

ST. JOHN'S, N.L. (CP) - Tropical storm Florence walloped southeastern Newfoundland on Wednesday, lashing the south and east coasts with sheets of heavy rain, high tides and hurricane-strength winds. Early in the day, the storm was blamed for causing power outages in the west end of St. John's and the Burin Peninsula along the province's south coast, affecting 1,600 customers. By noon local time, the sprawling storm was about 172 kilometres southwest of Cape Race, which is near the southern tip of eastern Newfoundland's Avalon Peninsula - the most populated part of the province. Satellite imagery indicated the storm centre would come very close to the peninsula, bringing more heavy weather.

In the waters off southern Newfoundland, two weather buoys recorded peak gusts at 122 kilometres per hour amid 10-metre waves. In Fortune Bay, on the west side of the Burin Peninsula, the wind hit 133 kilometres per hour on Sagona Island. The storm, downgraded from hurricane status, was blamed for forcing David Wilkins, the U.S. ambassador to Canada, to cancel a trip to Gander, N.L., where he was expected to take part in an ecumenical service commemorating the 9-11 terrorist attacks. Meanwhile, tropical storm warnings were issued for the island's south coast and along its east coast from Cape Race to Bonavista. Those areas were warned to expect sustained gale-force winds at 65 kilometres per hour. Madrid/Rainstorms claimed a second life in Spain on Wednesday when a homeless man was swept away by a current near Barcelona, news reports said.

The previous day, a 83-year-old woman was killed on the Balearic Island of Majorca when a rainstorm caused a wall of her home to collapse. Heavy rains hit especially the northeastern region of Catalonia, where a whirling storm knocked parked cars over, uprooted trees and tore roofs off houses. No injuries were reported. Local and long-distance train services suffered interruptions or delays, and roads were under water in several places. Some Barcelona underground stations were inundated, and power cuts extinguished traffic lights in parts of the city. Storms piling up in Atlantic

As Florence becomes extratropical and the National Weather Service reports it will give no more updates on the storm, one other has become a 90-mph hurricane and a depression behind it is churning its way westward. Florence is expected to bring rain to eastern Canada as it moves northeast at about 20 mph. Maximum winds are about 75 mph and little change is expected over the next day as it becomes an extratropical cyclone. Winds extend about 105 miles from the storm’s center. Gordon, located about 600 miles southeast of Bermuda at 11 a.m., is moving about 9 mph with sustained winds of 90 mph, making it a Category 1 hurricane.

The National Weather Serivce predicts there will be some strengthening, possibly making it a Category storm later today or tonight.

That is a storm with 105 mph sustained winds.

Hurricane force winds come out about 25 miles from the center and tropical storm forc winds extend 90 miles from the center. The next forecast on this storm is expected at abut 5 p.m. from the National Weather Service. The third active Atantic storm Tropical Storm 8 -does not have a name as it moves with 35 mph sustained winds behind Gordon. At 11 a.m. the NWS was predicting some slow strengthening and expects it to become a tropical storm in the next 24 hours. That happens when sustained wins reach 39 mph. It is still far from the east side of the ocean, about 335 miles southwest of the southernmost Cape Verde Islands.The NWS expects to give its next update on that storm at 5 p.m.

700 leave homes as Ontario forest fires burn

Hundreds of people have left their homes in bone-dry northwestern Ontario, where fire crews are struggling to control more than 300 fires burning in the region.

Ontario Thunder Bay Deer Lake Sandy Lake Lightning strikes have caused most of the fires burning in the area northwest of Thunder Bay, including the 60 new fires that started on Tuesday, said Debbie MacLean, with the Ontario Ministry
of Natural Resources.

Currently, there are about 300 fires burning,she said of the region north of Lake Superior, stretching from Thunder Bay to Rainy River.About 700 people have left their homes in the northern communities of Deer Lake, Sandy Lake and Keewaywin because of heavy smoke from the fires.

The evacuees, who include children, seniors and people with respiratory problems, are being housed in various communities in the municipality of Greenstone, said its mayor, Michael Power.It's a terrible thing to say but we're old hands at this,said Power.For many years the community of Geraldton in Greenstone has been doing this, acting as a host to people who flee their homes from fires.Power said nurses from the various communities travelled to Greenstone with the evacuees to look after their daily needs.

The influx is a challenge for Greenstone's resources and public employees, he said, but it's something they feel they have to do.You can't stand by and see your fellow human being in a time of need not being welcomed and not do everything you possibly can to ease the stress they face when they flee their home and they don’t know what they're going back to,said Power.

Power said the municipality is expecting additional evacuees as emergencies are called in other communities.MacLean said fire crews are working long hours to battle the dozens of small blazes popping up daily. Firefighters are managing to contain about 40 fires per day, but anywhere from 60 to 100 new fires start daily, she said.The sheer number of fires is outpacing the resources we have,said MacLean.With files from the Associated Press.

Europe seen easing, not ending Palestinian embargo

JERUSALEM, Sept 13 (Reuters)European states are willing to begin loosening an embargo of the Hamas led Palestinian government if a new unity administration takes steps toward meeting international demands, diplomats said on Wednesday.

But the new government would need to be far more explicit in renouncing violence, recognising Israel and abiding by interim peace deals if it hoped to restore full diplomatic and economic ties with Europe, they said.Resuming some diplomatic contacts would be the first step toward easing an embargo now that Hamas and moderate President Mahmoud Abbas have agreed to set up the unity government.

But the diplomats cast doubt on prospects for a quick resumption in direct aid to the Palestinian Authority that might ease the crippling economic damage the embargo has brought.

They said EU states would first need to assess the new cabinet and its policies, a process that could be delayed by objections by the United States and Israel as well as the time it takes the Palestinians to put together a government.We can't go all the way, but we can go part of the way,said one senior European diplomat based in the region.Little immediate change is expected in the economic situation, but one interim measure could be to channel increased funds from European and Arab donors through Abbas's office or a European aid mechanism set up to bypass Hamas.

European willingness to loosen the embargo reflects public sentiment at home and fears the embargo, spearheaded by Washington, has pushed the Palestinian Authority near collapse blocking salary payments to 165,000 government workers.

A World Bank report said on Wednesday that the crisis risked reversing all the economic gains since Palestinians gained a measure of self-rule 13 years ago.Diplomats said European policymakers intend to draw a distinction between the new government and Hamas, giving the Islamic militant group room to deny changing its policies.

COMPLICATIONS

But this could create political complications over diplomatic contacts with Hamas ministers if their group has not renounced violence. Hamas advocates destroying Israel.

Nils Eliasson, Sweden's consul-general in Jerusalem, said renewed diplomatic
contacts were the most likely starting point for a change in policy, but it was still early to say exactly what would happen.

It depends on the composition of the government and the programme of the government,he said, adding that it would also take time for any countries to resume direct budgetary support for the Palestinians.Such support from European and Arab donors was vital for the Palestinian Authority before Hamas took office in March.Although the United States would rather that Abbas had sacked the Hamas government than joined with it, diplomats said it was unlikely the Bush administration would try to force the Europeans to maintain the embargo as-is.

Abbas wants to revive road map peace talks at UN

Palestinian Authority Chairman Mahmoud Abbas said Wednesday that he planned to send a Palestinian delegation to the United Nations General Assembly session next week to revive the long-stalled road map peace plan.

The internationally backed road map, a staged plan that calls for the creation of a Palestinian state alongside Israel, was launched by US President George W. Bush with great fanfare at a summit in Aqaba, Jordan, in June 2003. We want to revive the road map at the United Nations,Abbas said during a televised news conference with Polish President Lech Kaczynski in the West Bank city of Ramallah.

We're all for the restarting of the road map,Israeli government spokeswoman Miri Eisin said, adding that Prime Minister Ehud Olmert spoke about revitalizing the peace plan over the weekend with visiting British Prime Minister Tony Blair.

German cabinet backs historic Mideast force

Berlin - The German government approved plans on Wednesday to send up to 2 400 naval and air force troops to Lebanon, underscoring Germany's increasingly prominent role in foreign peace-keeping missions.The German contingent will help enforce a truce between Israel and Hezbollah after a month-long war that killed nearly 1 200 people in Lebanon, mostly civilians, and 157 Israelis, mainly soldiers.The question of dispatching German troops to the Middle East nearly 60 years after the Nazis wiped out six million Jews has divided a country which only recently shed its post-war reluctance to participate in foreign combat missions.

The mission must now be approved by the Bundestag

I am always careful about using grand words, but I think we can say that this mission is not like any other,Merkel told a news conference. Sending troops to the Middle East is for us a historic decision.Partly out of concern that German soldiers might be drawn into battle with Israeli forces, the government refused to send ground troops. Instead, the Germans will focus on patrolling the Lebanese coast to prevent arms from reaching Hezbollah.The German contribution is the second largest for the so-called UNIFIL II force after Italy, which is sending 3 000.The mission must now be approved by the Bundestag lower house of parliament in a vote which is likely to take place at the end of next week.The governing coalition of conservatives and Social Democrats (SPD) enjoys an overwhelming majority in the Bundestag and approval is not in doubt.

But the debate on the mission is likely to be fierce with the liberal Free Democrats (FDP) and Left Party opposing it. If a large number of governing party MPs defect and vote against the deployment, it would reflect badly on Merkel's government, which is already suffering from declining popularity.Ahead of the vote, Foreign Minister Frank-Walter Steinmeier warned against misusing Germany's historic responsibility towards Israel to justify opposition to the mission.The conflict in the Middle East is not a distant one. Germany currently has about 7 700 soldiers in global hotspots, most of them concentrated in Afghanistan and Kosovo. Just seven years ago Germany engaged in its first combat operations since World War 2, taking part in Nato air strikes in Yugoslavia.The cabinet decision was delayed while German and Lebanese officials haggled over the details of the naval mission.

The German government has called repeatedly for a robust mandate that would allow its troops to effectively monitor the coast and engage opposing forces if attacked. Berlin successfully resisted a Lebanese proposal for it to keep its frigates six miles from the coast at all times.Israel invaded south Lebanon after Hezbollah fighters captured two Israeli soldiers in a cross border raid on July 12. A UN-brokered truce halted the war on August 14.Separately on Wednesday, the government agreed to extend its 2 900-strong mission in northern Afghanistan by another year. Pakistani President seeks closer economic ties with EU


Pakistani President Pervez Musharraf on Tuesday called on the European Union (EU) to allow more market access for Pakistani goods and invest more in his country, saying this will help Pakistan better fight terrorism. More investment and trade with Pakistan would help eradicate poverty and create new jobs, which will eventually contribute to the battle against terrorism, Musharraf told reporters after meeting European Commission President Jose Manuel Barroso in Brussels. With trade our industry expands and creates jobs and when it creates jobs it strikes at the root of poverty and also strikes at the root of extremism and terrorism,said the president, who is on his first visit to the EU headquarters.

Barroso said the EU greatly appreciates Pakistan's role in acting against terrorist networks,such as Pakistan's role in helping foil the British airline bomb plot in August. He said the two sides had agreed to step up ties and the EU's executive arm pledged a substantial increase in development funds for Pakistan's education and rural development from next year. On Tuesday, Musharraf also spoke to EU parliamentarians about the fight against terrorism in his country. He said Pakistan had not created any terrorist group but that terrorism had been imported to our country" by regional conflicts in the last 26 years. He described Taliban as a
threat more dangerous than Al-Qaeda as the former has regrouped in the south of Afghanistan and gained strength.

Al-Qaeda is not rooted in the masses but some Afghan people are sympathetic with Taliban, he said. Musharraf said Al-Qaeda leader Osama Bin Laden could be hiding in either Pakistan or Afghanistan. We will continue our search for Mr. Bin Laden, he said.

A spokesman for the Hamas-led Palestinian government said on Tuesday that the European Union (EU) and Arab nations had promised to support the new national unity government when it is formed.

Calling the news as good and assuring,government spokesman Ghazi Hamad said that it would be the beginning of breaking the siege on the Palestinian people. He disclosed that the new coalition government would be announced in a short period. Although it has not been confirmed whether all Palestinian factions would join the new government, the talks between Palestinian President Mahmoud Abbas and the factions indicate seriousness, Hamad told local radio Voice of Palestine. On Monday, Abbas and Hamas agreed on a new moderate political program, which called for forming a new national unity coalition government to replace the incumbent Hamas-led government.

As for the formation of new coalition government, the spokesman said that the ministers would come from Hamas, Fatah and Palestinian private sectors. However, he dismissed the reports saying that the names and portfolios of the new government has
been decided.

So far only incumbent Prime Minister Ismail Haneya had been nominated as the prime minister of the coming government, said Hamad. Mustafa Barghouti, a well-known lawmaker representing the National Initiative party, welcomed the agreement on the coalition government in an interview with Voice of Palestine,saying that the new government could establish a united Palestinian leadership for the first time in years.

Barghouti voiced hope that the new government would be able to break the siege imposed on the Palestinians by accepting the Arab peace initiative and formulating it as a Palestinian political model. Ivory Coast poisoning cases rocket to 16 000

Over 47 pct of Cambodian hookers suffer from sexual diseases


Some 47.1 percent of Cambodia's prostitutes were contaminated with sexual diseases mainly because they only asked 80 percent of their clients to wear condoms while rarely adopting any protective measures when they had sex with lovers or husbands, a local media reported here on Wednesday. Around 90 percent of the hookers with STD (sexually transmitted diseases) had been hospitalized and 47 percent of them still provided service to hustlers after they had STD, the Huanshang Dailu quoted a census as saying. Prostitutes from 20 to 24 years old were the most vulnerable ones to STD, as they had much more active sexual lives than other age groups, said the census conducted by the Cambodian government.

The ratio of STD spread among this specific group of women was almost the same as that of 2000, said the census, for which 1081 hookers, 623 policemen and 547 gays were interviewed. Meanwhile, 25 percent of the policemen had the experience of visiting prostitutes and only 49 percent of those contaminated with STD dared to go to hospital, said the census conducted in eight provinces.In addition, around 50 percent of the gay people had more than one sexual partners and 63 percent of them were in the business of selling their bodies, it said. Rare earthquake shakes southwest Florida

MIAMI — No hurricanes. No tornadoes. No sweeping wildfires. It was a pretty nice weekend in Florida. Except, you know, for the 6.0 magnitude earthquake.A rare and unusually strong quake in the Gulf of Mexico rocked southwest Florida on Sunday, provoking worried calls from more than 3,000 people in the state and elsewhere in the Southeast.No damage or injuries were reported, though many Floridians experienced dishes that rattled all by themselves, swimming pools that suddenly developed waves, and terra firma that wasn't quite as firm as they thought.

It's always something,said Mike Stone, a spokesman for the state's Division of Emergency Management.The quake, thought to be the strongest in the area in 30 years, struck at 10:56 a.m. and was centered 397 miles from Miami.

Experts said it was too small to generate a tsunami, though the U.S Coast Guard issued a mariner's warning, advising boaters to exercise caution in the area.In the Miami area, the event passed virtually unnoticed, though Mary Scottoline, 82, who lives along the Venetian Causeway between Miami and Miami Beach, said she felt her bedroom tremble around 11 a.m. A former resident of San Francisco, she said she knows about these things.My bed shook and probably the whole room,Scottoline said.

It shook once and then it shook again.Guy Urban, an expert at the West Coast and Alaska Tsunami Warning Center in Palmer, Alaska, said an earthquake was reported in the same part of the Gulf in February, and the causes are not clearly understood.

Quakes often occur in subduction zones,places where two tectonic plates meet, forcing one to slide under the other. Sunday's quake occurred at a depth of about 6.2 miles.As far as a fault area, there are no major subduction zones in that region of the Gulf, he said. It's a rare place historically for an earthquake.Experts at the U.S. Geological Survey described it as an uncommon midplate quake, meaning that it occurred far from a place where two plates meet. In a preliminary report, they said it probably resulted from the release of long-term tectonic stresses that ultimately originate from forces applied at the plate boundary.In any event, it made quite an impression along Florida's Gulf Coast.Mary Ruiz, 67, of Holmes Beach, was leaving a supermarket when she felt an extraordinary change in motion.

She feared it was caused by an explosion, and was relieved to learn it was
produced by a natural event, especially at this particular time.

Said Ruiz: Got the 9/11 jitters, I think.Ronnie Mason, a Coast Guard petty officer in St. Petersburg, said he saw computer monitors in the command center shake for 10 to 15 seconds.He received numerous calls from boaters and from residents more than 80 miles inland.The earthquake likely did not have any effect on oil operations in the Gulf of Mexico, according to Ray Connolly, a spokesman for the American Petroleum Institute, the trade association for the U.S. oil and natural-gas industry.Only one of Florida's rare earthquakes caused significant damage. BEIJING A magnitude-5.4 earthquake shook northwestern China early Tuesday, but there were no deaths or damage in the remote, thinly populated area, the government said.

The quake struck the western territory of Xinjiang at about 2 a.m., said an
official of the Xinjiang Seismological Bureau. He would give only his surname, Dai.Xinjiang regularly suffers earthquakes, but injuries and damage are usually limited in the sparsely populated area.A magnitude-6.8 quake that struck the region in February 2003 killed 268 people.

HAMILTON, Bermuda Thousands of Bermudians were still without power Tuesday in the wake of Hurricane Florence, which knocked down utility poles and damaged roofs but caused far less damage than feared.

The storm, which caused no major injuries, damaged about 10 homes and garages in the wealthy British island territory before it headed north over the open Atlantic Ocean, said Deputy Governor Nick Carter. A few people were hurt by broken glass but none required hospitalization, he said.It's too early to estimate insured losses on the storm but I would guess it's pretty light, Carter said. The major issue was the downing of the power cables.

At one point during the storm, the power was out to more than half the small island chain, which has one of the highest per capita incomes in the world and enforces strict building codes to ensure that homes can withstand intense weather.The government, which discontinued its tropical storm warning late Monday, planned to reopen the territory's airport Tuesday and to resume bus and ferry service.Strong winds, rains and white-capped waves started hammering the island Sunday, when Bermuda, home to about 60,000, began to feel the effects of Florence, the second hurricane of the Atlantic season.

The storm also generated waves up to 17 feet off the off parts of the eastern U.S. coast, about 640 miles west of Bermuda, said Hugh Cobb, a meteorologist with the U.S. National Hurricane Center in Miami.

After Florence moved away from Bermuda Monday night, it headed toward Atlantic shipping lanes and was expected to weaken further as it passes over cooler waters. If Florence stays on its forecast track, it would pass just southeast of Newfoundland in the next day or so, the hurricane center said.At 11 a.m. EDT, Florence had top sustained winds of 75 mph and was centered about 715 miles southwest of Cape Race, Newfoundland, the hurricane center said. The hurricane was moving northeast at 23 mph.Meanwhile, Tropical Storm Gordon formed in the Atlantic northeast of the Leeward Islands and was expected to head in the general direction of Bermuda, forecasters said. The seventh named storm of the 2006 Atlantic hurricane season, Gordon was much smaller in size than Florence and was expected to remain over open water away from Bermuda, forecasters said.

At this point it looks like it will recurve out into the Atlantic, said Jamie Rhome, a hurricane specialist at the center in Miami. However, people should be reminded that we are at the peak of hurricane season and they should be updated on hurricane supplies and have a hurricane plan.Gordon had top sustained winds of about 60 mph. It could become a hurricane, with sustained winds of 74 mph or stronger, as early as Wednesday, the hurricane center said.At 11 a.m. EDT, Gordon was centered about 490 miles north-northeast of the Leeward Islands and moving northwest near 9 mph, forecasters said. A gradual turn to the north was expected.The eighth tropical depression of the Atlantic season also developed Tuesday from showers and thunderstorms that moved off the coast of West Africa. The depression had 30 mph sustained winds and was centered 185 miles south-southeast of the southernmost Cape Verde islands.

The depression was moving toward the west near 18 mph, and it could become a named tropical storm Tuesday or Wednesday, the hurricane center said. Helene is the next name on the list.The Atlantic hurricane season began June 1 and ends Nov. 30.

JERUSALEM - Palestinian Authority President Mahmoud Abbas and Prime Minister Ismail Haniyeh agreed Monday to form a new Palestinian unity government, a move Palestinians hope will bring an end to the economic boycott and political isolation of the current Hamas-led government.Under the agreement, the Hamas-led Cabinet will be dissolved within 48 hours, Palestinian officials said, clearing the way for Haniyeh, as prime minister, to create a coalition government composed of Fatah, Hamas and other political factions.The apparent breakthrough comes after months of negotiations between Abbas' secular Fatah movement and Haniyeh's militant Islamic group, Hamas, who have been bitterly divided over how to solve the Palestinian crisis triggered by Hamas'rise to power earlier this year.

And it suggests that the Hamas government initially defiant toward Western donors may have finally succumbed to international and domestic pressure.Details of the deal reached between the two sides remained unclear Monday night. Palestinian officials said that negotiations were continuing over which political representatives will have a seat in the new government.We have finalized the elements of the political agenda of the national unity government. Hopefully, in the coming few days we will begin forming the government of national unity,Abbas said, speaking on Palestine TV with Haniyeh beside him.Palestinians hope the new government will lead to the easing of the tight international economic blockade that has left the Palestinian Authority broke and the economy in tatters.

Hamas, which has been responsible for scores of attacks against Israel and remains dedicated to Israel's destruction, gave no indication Monday that it would make any concessions to Israel.Hamas will continue to have its political agenda. We will never recognize the legitimacy of the occupation,Sami Abu Zuhri, a spokesman for Hamas, told reporters.But Palestinian officials said it's not necessary for Hamas to recognize Israel so long as the new unity government does.Officials said the new government's political program would be based on a document written by Hamas and Fatah political prisoners earlier this year, which calls for a two-state solution outlined in a calling for a Palestinian state within 1967 borders, including Gaza, West Bank and East Jerusalem.

The political program would also incorporate the 2002 Arab Peace Initiative, which not only seeks an end to the Israeli-Palestinian conflict but also an Israeli withdrawal from all Arab land captured in the 1967 Mideast War including the Golan Heights and a just solution to the issue of Palestinian refugees.Whether the new government's program will be enough to satisfy Western donors so aid can flow again to the Palestinian Authority is not clear.

For its part, Israel says it is open to working with a new government if it meets all the benchmarks set by the Western countries and the U.N. and the release of Cpl. Gilad Shalit, the Israeli soldier who was abducted by Palestinian militants June 25.

U.S. says Hamas-led Palestinian authority must renounce violence


The United States reiterated on Monday that the Hamas-led Palestinian government must renounce violence and accept Israel's right to exist to qualify for a resumption of full Western aid. The Palestinian government must accept the three principles of peace, namely disavowal of terror and violence, recognition of Israel and acceptance of previous agreements between the two sides, including a peacemaking process, State Department spokesman Gonzalo Gallegos said.

Those principles are the only internationally approved basis for moving toward a negotiated end to the Israeli-Palestinian conflict, Gallegos said. They have been accepted by the United States, the United Nations, the European Union and Russia. The United States made the statement followed a meeting Sunday between British Prime Minister Tony Blair and Mahmoud Abbas, leader of the Palestinian Authority. Prime Minister Blair rightly stressed these points, Gallegos said. Washington provides humanitarian aid to the Palestinians, but no direct aid to the Palestinian Authority. Qaeda leader claims beheading of Sudan editor

KHARTOUM (Reuters) - A man purporting to lead an African branch of al Qaeda claimed responsibility on Tuesday for the beheading of a Sudanese newspaper editor who was found dead last week. The man, in a statement distributed to Sudanese newspapers, called editor Mohamed Taha a dog of dogs from the ruling party, and accused him of insulting the prophet Mohammad.

The statement was signed by Abu Hafs al-Sudani, who said he was the leader of al Qaeda in Sudan and Africa.Taha, an ally of the government who was himself an Islamist, was reported kidnapped from outside his home in the capital Khartoum a week ago, and was found dead on Wednesday.Three individuals from this organization undertook this operation ... and they are now outside Sudan,said the statement, a copy of which was obtained by Reuters.

Taha's killing heightened political tensions in Khartoum as the government headed on a collision course with the international community over its rejection of a U.N. Security Council resolution to deploy more than 20,000 troops and police to war-ravaged Darfur.Taha had drawn protests from Islamic groups last year by reprinting a series of articles questioning the roots of the Prophet Mohammad. Colleagues say Taha had also begun to criticize the government's policy on Darfur and recent price rises to fill a budget gap.Mainly Muslim Sudan is under sharia Islamic law in the north, but while it has suffered multiple regional civil wars, it has not seen the extremist violence that has surfaced elsewhere in the Middle East.Al Qaeda leader Osama bin Laden lived in Sudan in the 1990s until Khartoum expelled him in 1996 under U.S. and Saudi pressure.

Catholic high-level group could fuel EU God debate

EUOBSERVER / BRUSSELS European bishops have commissioned a high-profile group of thinkers to draft a report on the EU's common values, in a move which could spur the debate on the need to include Christianity in a new EU treaty text.

The group of wise men and women held its first meeting on Monday (11 September) at the initiative of the Commission of the Bishops'Conferences of the European Community (COMECE). The experts group consisting only of Roman Catholics notably includes three members of the previous European Commission Mario Monti, Franz Fischler and Loyola de Palacio as well as Jacques Santer, who led the EU executive from 1995-1999 and former European Parliament president Pat Cox.

Former Belgian ambassador to the EU, Philippe de Schoutheete, who also has a seat in the group, said the aim of the project is to raise awareness of European values among the public at a time when most people are totally ignorant or unaware that there is something more to the EU than the single market or agricultural policy. The EU process has clearly been based on a certain number of values, but in the course of the process they have been largely forgotten,he said. A COMECE spokeswoman added that the initiative is also indirectly aimed at influencing a political declaration on the EU's values and ambitions which the bloc's leaders are planning to adopt on 25 March 2007 - the EU's 50th anniversary date.

The member states' EU birthday declaration is likely to spark fresh debate on Europe's Christian heritage as the basis of its common values - a debate which was recently re-opened by the German chancellor Angela Merkel who made a plea for including God in a new EU treaty text. The text of the EU constitution, which was put on ice after French and Dutch voters rejected it last year, does not include a reference to Christianity, despite strong lobbying by COMECE during the drafting of the text in 2003-2004.

After visiting the Pope in August, Mrs Merkel said I underlined my opinion that we need a European identity in the form of a constitutional treaty and I think it should be connected to Christianity and God, as Christianity has forged Europe in a decisive way.

Mr De Schoutheete said that the newly launched experts group is not a fresh Catholic attempt to get God into a new EU treaty text as such. We have no mandate to draft a constitution or a preamble of a constitution, he said. The group will instead identify the values that drove the EU's founding fathers and which can be linked to Christian faith such as peace, freedom, a rejection of extreme nationalism, solidarity, respect for diversity and subsidiarity (the idea that political decisions should be taken at the lowest possible level).

But COMECE's secretary general Noel Treanor said that apart from the work of the experts group, European bishops are themselves set to discuss their stance on God in a new EU treaty, now that Ms Merkel has re-opened the debate.

But, the most glaring ones, Darfur, Rwanda and the Food For Oil Program in Iraq, come to the forefront. The same Kofi demanded that Israel open the fences from Gaza because they affected human lives, yet ignored the thousands of Rwandans murdered by death squads! There wasn't enough cash to be made in Rwanda or Darfur for Kofi and The Family,so there was little time spent on them!

The Security Council members include some of the biggest back-stabbers (France) and liars on the planet (Russia and France). At least the Chinese will usually just abstain from voting now (they like capitalism). The United States can go through the diplomatic dances, only to find, when the time comes to act, that the rug is pulled out from under them.The countries like Iran, Syria and North Korea know that the United Nations is as worthless as its resolutions! Ask Hezbollah how well Resolution 1559 contained them from arming and attacking Israel, as the UN forces watched and documented it!You probably will not see a resolution levied against Iran at all.

Russia (who is building Iran's largest reactor) is not going to vote for sanctions, which will cost them money and endanger oil supplies to them. China will abstain because they sell more arms to Iran than anyone except the Russians, and they need oil for their booming economy as well.

So I ask you, What exactly is the purpose of the UN? Who needs the UN? A humanitarian organization could be formed to handle those needs, and we could end this charade once and for all! For the United States to foot the bill for this den of thieves is ridiculous! When nations no longer stand for or act in a manner which is relevant to the Charter of the United Nations, it is time to dissolve it! The decisions which are made, are driven by money and greed, from the bottom dwellers to King Kofi himself! The millions he and his family made in the Oil for Food program alone should have gotten him a jail sentence. But King Kofi knows his court, and the jesters in it. He knows that the UN is powerless, and on he goes!

King Kofi comes out of his ivory tower when he feels the world needs his advice. He spreads words of wisdom and demands that countries do what he says! Or what? The UN will place one of its powerful sanctions on them? I will guarantee if Kofi could have his way Israel would be sanctioned into non-existence. If that man is not an anti-Semite, I don't know who is! From the time Israel was attacked, you could tell that Kofi wanted Israel restrained, while not being interested or concerned about Israel being attacked and her people killed! It is time for the king to be dethroned and his court dissolved. The world would be a better place. There would be a lot of time and effort saved, that could really be spent on making the world a safer place to live for our children and grandchildren!

Terror Attack on US Embassy in Damascus

Syrian sources say they rebuffed a terrorist car-bomb attack upon the US Embassy in Syria. Diplomats and embassy employees are safe. Western sources are not convinced the incident was not staged. Syrian security forces were reported to have taken quick control of the situation, surrounding the embassy complex.Sounds of shooting and an explosion were heard around 10 AM from the area of the US Embassy complex in the Syrian capital of Damascus. Syrian security forces prevented access to the area for close to two hours afterwards.Syrian government sources say the attack was repelled, and that three gunmen were killed in a gun battle with security guards. A security guard was reported dead as well. Remnants of a blown-up car, with unexploded gas canisters, were shown on television footage.

Some analysts have said that today's events work in Syria's favor, as it is thus able to show the U.S. that it, too, is fighting against terrorism.The United States has not had an ambassador in Syria for a year and a half. Ambassador Margaret Scobey was ordered back to Washington in February 2005 for urgent consultations after the killing of former Lebanese prime minister Rafik Hariri in a car bomb attack.

Humans causing stronger storms

Katrina drew attention to a possible link from emissions to storms Increases in hurricane intensity are down to humanity's greenhouse gas emissions, according to new analysis. Scientists calculate that two-thirds of the recent rise in sea temperatures, thought to fuel hurricanes, is down to anthropogenic emissions. Research published last year found there had been a sharp rise in the incidence of category 4 and 5 storms the strongest in recent decades. But other scientists caution there may be errors in historical storm records.

Sea surface temperature and hurricane strength vary naturally, and deciphering a clear impact of human greenhouse gas emissions has been difficult.

However, the last two years have seen several major pieces of research which have at least increased understanding of the issue, without settling it conclusively.

Peak of intensity

In July last year, Kerry Emanuel, from Massachusetts Institute of Technology, published research showing that the duration, maximum wind speeds and energy released in tropical storms has increased markedly in both the North Atlantic and the North Pacific oceans since the mid-1970s. A few months later Peter Webster from the Georgia Institute of Technology documented a rise in the incidence of category 4 and 5 storms; the 15-year period from 1975 to 1989 saw 171 severe hurricanes, but the number rose to 269 for the subsequent 15 years. He told the BBC News website at the time: What I think we can say is that the increase in intensity is probably accounted for by the increase in sea surface temperature, and I think probably the sea surface temperature increase is a manifestation of global warming.

Then in June this year, Kevin Trenberth of the US National Center for Atmospheric Research analysed the exceptionally active 2005 North Atlantic hurricane season. Sea surface temperatures (SST) had been 0.9C above the long-term average, he found; and by comparing the North Atlantic with other regions of the ocean, he deduced that human greenhouse gas emissions accounted for about half of this rise.

The latest research takes things another step further, using 22 computer models of climate to examine a possible link between SSTs and human-induced global warming. These models typically deal in projections and probabilities, which is inevitable with a huge and chaotic system such as global climate. Benjamin Santer, Tom Wigley and colleagues conclude: There is an 84% chance that external forcing [human activities] explain at least 67% of the observed SST increases in the Pacific and Atlantic zones where hurricanes form. The important conclusion is that the observed SST increases in these hurricane breeding grounds cannot be explained by natural processes alone,said Dr Wigley. The best explanation for these changes has to include a large human influence.

Stormy times

On a political level, the debate over hurricane intensity has become a poster child for climate sceptics. They object to what they regard as overblown, opportunistic links made by some commentators between the devastation of Hurricane Katrina, in particular, and rising greenhouse gas concentrations. Their arguments are given scientific underpinning by problems which some researchers have identified in historical records of storms.

Before that, researchers have to rely on written records from observations on land and at sea. The hurricane now approaching Bermuda [Florence] struggled and struggled to get to hurricane intensity; so there will be year-to-year differences, and even storm-to-storm differences. Sceptical observers also maintain that computer models are far from perfect.But as Benjamin Santer and Tom Wigley point out, what other tools are there for projecting the future? In the real world, we are performing an unprecedented and uncontrolled geophysical experiment, they write. We know, beyond a shadow of doubt, that [human] activities have changed the chemical composition of the Earth's atmosphere. In a post-Katrina world, we need to do the best job we possibly can to understand the complex influences on hurricane intensity.
