Russian navy conducts major maneuvers near Alaska-[Associated Press]-VLADIMIR ISACHENKOV-August 28, 2020

MOSCOW (AP) — The Russian navy conducted major war games near Alaska involving dozens of ships and aircraft, the military said Friday, the biggest such drills in the area since Soviet times.Russia's navy chief, Adm. Nikolai Yevmenov, said that more than 50 warships and about 40 aircraft were taking part in the exercise in the Bering Sea, which involved multiple practice missile launches.“We are holding such massive drills there for the first time ever,” Yevmenov said in a statement released by the Russian Defense Ministry.It wasn't immediately clear when the exercises began or if they had finished.Yevmenov emphasized that the war games are part of Russia’s efforts to boost its presence in the Arctic region and protect its resources.“We are building up our forces to ensure the economic development of the region,” he said. “We are getting used to the Arctic spaces.”The Russian military has rebuilt and expanded numerous facilities across the polar region in recent years, revamping runways and deploying additional air defense assets.Russia has prioritized boosting its military presence in the Arctic region, which is believed to hold up to one-quarter of the Earth’s undiscovered oil and gas. It took three days, an outpouring of anger in the streets and a NBA boycott before authorities investigating the police shooting of Jacob Blake in Kenosha, Wisconsin, started answering some of the most basic questions about what happened.And still, many key pieces of information have yet to be released, fueling speculation over why a white officer shot Blake in the back at close range Sunday as the Black man leaned into his SUV.Police maintain they are not hiding information but can't reveal other details while the case is under investigation. But the near-silence from the Kenosha department and state authorities is at odds with what an increasing number of American police forces are doing in the wake of high-profile shootings with the potential to cause unrest.“The times have changed. What you may have done even a year ago doesn’t work now. We need to recognize the public outcry that is taking place and the need for information,” said Chris Burbank, a former police chief in Salt Lake CityEven as new questions surfaced about the delayed arrest of a white teenager suspected in the shooting deaths of two protesters, police took no questions Thursday at a news conference where they focused on the response to the unrest.Investigators haven’t explained why police drew guns on Blake and why the officer opened fire. They say a knife was found in the SUV, but they have said nothing about what role it may have played.As for why officers came to the scene in the first place, the Wisconsin Department of Justice, which is investigating, said in a news release Wednesday that a woman had called about a boyfriend who wasn't supposed to be there. But investigators haven't said whether Blake was that boyfriend.Blake survived but is paralyzed, and it would “take a miracle” for him to walk again, family attorney Ben Crump said Tuesday.Crump has said Blake was trying to do the right thing by intervening in a domestic incident. It was state officials who on Wednesday released the information about the knife and identified the police officer for the first time.“I can’t answer questions about the investigation. ... I wasn’t there, I’m not privy to those reports," Miskinis said, adding: “We’re not hiding behind a blue line of silence. Kenosha police do not have body cameras.In Atlanta, for example, after the shooting of Rayshard Brooks at a fast-food drive-thru on a Friday night in June, police released body camera video, identified the officers and disciplined or fired them before the weekend was over. Charges were filed a few days later.In the 2019 killing of Atatiana Jefferson, who was up late playing video games at home in Fort Worth, Texas, when an officer fired through her back window, police offered a detailed account of the shooting and partial body camera video the same day. The officer resigned and was charged with murder within two days.This week in Minneapolis, police released surveillance video within 90 minutes of a confrontation with police that ended with the death of a Black homicide suspect. While the case sparked protests, the video showed that the man himself fired the fatal shot.American law enforcement agencies vary widely on how much they release and how quickly, though. Other experts caution that airing too many details too soon can undermine a case.If details are released before all the witnesses have been interviewed, for example, that can influence what the others say, said David Klinger, a criminologist and former police officer.“We have to be very, very careful about protecting the integrity of the investigation,” said Klinger, a professor at the University of Missouri-St. Louis.Contracts with police unions can also affect how much information officers are required to give, and when. UNITED NATIONS — The UN Security Council is voting on a resolution that would extend the mandate of the UN peacekeeping mission in southern Lebanon for a year but reduce its troop ceiling from 15,000 to 13,000 in response to US pressure.The French-drafted resolution also makes another concession to the Trump administration and its close ally Israel. It calls on the Lebanese government to facilitate “prompt and full access” to sites requested by UN peacekeepers for investigation, including Hezbollah tunnels crossing the UN-drawn Blue Line between Lebanon and Israel.The draft urges freedom of movement for UNIFIL and unimpeded access to all parts of the Blue Line, and condemns “in the strongest terms” all attempts to restrict UN troop movements and attacks on mission personnel.The resolution, if approved, would give the United States a symbolic victory, but it would also almost certainly be welcomed by many countries that view UNIFIL as critical to maintaining peace in the volatile region and strongly support its current mandate which is largely maintained.Secretary-General Antonio Guterres wrote to the council on July 29 recommending a 12-month renewal of UNIFIL’s mandate, stressing the importance of maintaining high troop strength.While the resolution’s adoption would reduce the troop ceiling from 15,000 to 13,000, it would not require any cuts in the current peacekeeping force. Ten children have been killed by lightning in the north-western Uganda city of Arua after sheltering in a hut during a storm.The children were playing football when heavy rain forced them to take a break in a nearby grass-thatched structure which was struck by lightning.Nine children, aged 13 to 15, were killed on the spot while another died on the way to hospital.Three survivors are receiving treatment at the regional hospital.Uganda's north-western region has been experiencing severe rains coupled with thunder and lightning.This is the worst accident of its kind in Uganda since 2011, when 18 children were killed at a school in the mid-western region.That year, 28 people also died from lightning strikes in a single week.

WASHINGTON (AP) — U.S. officials vowed to “maximize federal law enforcement presence” in the nation’s capital on Monday night after days of violent demonstrations led to fires across Washington and left scores of businesses with broken windows and dozens of police officers injured.In a call with governors, President Donald Trump and Attorney General William Barr also encouraged more aggressive action against those who cause violence during protests across the country following the killing of George Floyd, a handcuffed black man who died after a white Minneapolis policeman pressed his knee into his neck for several minutes even after Floyd stopped moving and pleading for air. The demonstrations have turned violent in several cities, with fires ignited in Lafayette Park across from the White House.The comments from Trump, Barr and other federal officials appeared aimed at avoiding similar scenes on Monday night, when protesters are expected to gather again. In the country, it allegedly arranged their living situations and ferried them from customer to customer at a number of “discreet houses” masquerading as massage services.Police said that the ring, which they claim has been operational for “a number of years,” was run by a 51-year-old woman from the central city of Ramat Gan. The Ynet news site reported that she is a former Israeli athlete who has competed for Israel on an international level and, after retiring from competition, worked as a trainer.Her husband was also arrested along with five other women and another man, the police statement added.The group is also suspected of a slew of tax offenses including money laundering. Pimping, sex trafficking, and running a brothel are punishable under existing Israeli law. Its gaping mouth leaves room for a 2-centimeter diameter pipe, from which water would have splashed in a drinking fountain or bathhouse. It is formed from marble, likely imported from Turkey, according to the Parks Authority. Similar gargoyles have been discovered in the Hamat Gader, Beit She’an and Caesarea national parks.Ornately decorated drain spouts were usually formed into the images of animal heads or characters from mythology. And it's not just in the U.S. — London hosted a large anti-racism protest Sunday that certainly violated government social distancing rules.Atlanta Mayor Keisha Lance Bottoms warned that “there is still a pandemic in America that’s killing black and brown people at higher numbers.”“We have two crises that are sandwiched on top of one other,” Minneapolis Mayor Jacob Frey said.Violent protests over the death of George Floyd by police have shaken the country from Minneapolis to New York, from Atlanta to Los Angeles. Some protests have turned into riots and clashes with police, leaving stores in flames and torched cars in the streets. Unidentified aircraft bombed Iran-backed militias in northern Syria in the predawn hours of Sunday morning, Sky News Arabia reported.According to the Abu Dhabi-based outlet, the Tehran-linked forces were targeted in the Raqqa area.The website did not identify who was behind the reported airstrike nor did it provide information on what specifically was hit in the attack.The alleged airstrike came after a lull in reports of Israeli activities in Syria.On May 16, seven Iran-backed fighters were killed in airstrikes by unidentified aircraft in the eastern Syrian town of Boukamal near the Iraqi border, according to the Britain-based Syrian Observatory for Human Rights, an opposition war monitor.Omar Abu Laila, a Europe-based activist from Syria’s eastern Deir el-Zour province, confirmed at the time that a strike hit Iran-backed Iraqi fighters in the area, but had no exact word on casualties. What’s more, countries around the world are facing the coronavirus pandemic and an economic freefall, with markets plunging, businesses collapsing and the world driven into crisis.The US Congress has already passed nearly $3tn in emergency response packages to the Covid-19 pandemic, as the Trump administration’s 2021 budget sharply increases spending on nuclear weapons, including a new low-yield submarine-launched nuclear weapon and a spending surge on intercontinental ballistic missiles.With the 2019 demise of the INF treaty, the US withdrawal from the Iran nuclear deal, growing worries that the US appears poised to abandon the bilateral New Start treaty, which might not be renewed in 2021, and the US Missile Defense Agency seeking new ways to use BMD systems, PMRF’s role appears likely to grow.William Hartung, the director of the arms and security project at the Center for International Policy, worries about the lack of public awareness of dramatic policy shifts or scrutiny of emerging technologies, such as hypersonic weapons, that reduce an already short response time to missile launches, as well as the further weaponization of space.“I think the economic impact of these military facilities all over the country is a big obstacle to changing how we spend our money, what kind of weapons are pursued, what nuclear policy we have, how we approach space,” Hartung said.“Because these places become entrenched, local communities depend on them economically and then there’s less inclination to question the value or the danger of the activities that are going on.”In the face of institutionalized military opacity, Hartung said there was an incentive for the military to avoid openness because “transparency can lead to criticism, criticism can lead to changes in policy, and so if they can stick to generic language and general boilerplate it may serve their interests. But they’re sort of short-term interests, they’re parochial interests.”
