Saudi crown prince to visit France, Spain in whirlwind global tour-Mohammed bin Salman looks to forge new partnerships with the West while projecting a new liberal image of his conservative kingdom-By AFP-APR 8,18

RIYADH, Saudi Arabia — Saudi Arabia’s crown prince travels Sunday to France on the next leg of his global tour, extending his diplomatic charm offensive as he seeks to project a new liberal image of his conservative kingdom.Prince Mohammed bin Salman’s two-day official visit, which starts Monday, comes after a weeks-long tour of the United States, Britain and Egypt, where the self-styled modernizer courted business leaders and signed a host of multi-million dollar deals. In Madrid, the royal palace announced that the crown prince will also travel to the Spanish capital on Thursday to meet with King Felipe VI.For France, President Emmanuel Macron treads a delicate line as he hosts the king-in-waiting in a visit expected to focus on cultural ties and investments, as well as the long-running war in Yemen, dubbed the world’s worst humanitarian crisis.“This is not a traditional state visit,” a source close to the crown prince’s delegation told AFP.“It is about forging a new partnership with France, not just shopping for deals.”More than a dozen memorandums of understanding in tourism, energy and transportation are set to be signed between French and Saudi organizations, another source close to the delegation told AFP.A Franco-Saudi cooperation deal to develop Al Ula, a Saudi city richly endowed with archeological remnants, is also expected to be a central highlight of the visit, he added.-‘Enduring skepticism’-Prince Mohammed’s first visit to France as the heir to the Saudi throne comes after a tumultuous period at home that saw a major military shake-up and a royal purge as he consolidates power to a level unseen by previous rulers. His global tour is meant to “garner recognition and acceptance as the de facto leader and next king of Saudi Arabia,” Bernard Haykel, a professor at Princeton University, told AFP.“This is a signal both to domestic as well as international observers that he is in charge and can leave the country for several weeks without any challenge to his authority,” he added. The 32-year-old prince, well-known as MBS, has used his global tour to project his dazzling reforms including the historic lifting of a ban on women driving, cinemas and mixed-gender concerts, following his public vow to return the kingdom to moderate Islam.“There is little genuine affection for Saudi Arabia across the West,” Kristin Diwan, of the Arab Gulf States Institute in Washington, told AFP.“MBS’s clear break with Saudi taboos on women and religious tolerance have been welcomed, but with a fair amount of enduring skepticism.”-Underlying tensions-Saudi officials project strong ties between Prince Mohammed and Macron, both young leaders undertaking the difficult task of reforming their countries, but the trip follows a period of underlying tensions.Macron waded into a regional crisis last November when Lebanon’s Prime Minister Saad Hariri tendered his resignation on live television from Riyadh, apparently under pressure from the crown prince.Macron invited Hariri to Paris for talks and he has since rescinded his resignation.“There were tensions when MBS reportedly attempted to challenge Macron in his role in the Hariri episode, but later MBS had to back down,” said Abdullah Alaoudh, a Saudi scholar at Yale Law School.“It’s never easy for an authoritarian like him to accept that.”In another embarrassment, a French arrest warrant was issued in December against the crown prince’s sister for allegedly ordering her bodyguard to beat up a worker at her Paris apartment in 2016.Macron also faces the challenge of bolstering ties with the world’s top crude exporter while managing other regional relationships in the Middle East. The crown prince has emphasized closer ties with US President Donald Trump just as Macron has sought to improve relations with Iran, Saudi Arabia’s arch-nemesis.Trump has threatened to abandon the 2015 nuclear cooperation deal with Iran unless improvements are proposed by May 12.The challenge for Macron is to convince the crown prince that “it is better to have the 2015 nuclear agreement with Iran than no deal at all,” Denis Bauchard, of the French Institute of International Relations, told AFP.Macron also faces seething criticism from over the export of arms to Saudi Arabia, including Caesar artillery guns, sniper rifles and armored vehicles despite the kingdom’s role in the Yemen crisis.Three out of four French people believe it is “unacceptable” to sell weapons to Saudi Arabia, according to a poll last month by independent research group YouGov.And this week, 10 international rights groups implored Macron to pressure Prince Mohammed over the Saudi-led bombing campaign in Yemen. But there are several areas of convergence, including anti-terrorism cooperation as France mourns the latest jihadist rampage in the towns of Carcassonne and Trebes last month where a 25-year-old Islamist killed four people. The incident triggered a new debate in France over radical Salafist interpretations of Islam which originated in Saudi Arabia.

9 killed, scores wounded by Israeli fire in Gaza protest-[The Canadian Press]-YAHOO20NEWS-April 8, 18

KHUZA'A, Palestinian Territory — Thousands of Palestinians protested along Gaza's sealed border with Israel on Friday, engulfing the volatile area in black smoke from burning tires to try to block the view of Israeli snipers and cheering a Hamas strongman who pledged that the border fence will eventually fall.Israeli troops opened fire from across the border, killing at least nine Palestinians and wounding 491 others — 33 of them seriously — in the second mass border protest in a week, Gaza health officials said. A well-known Palestinian journalist was among the dead, and hundreds of others suffered other injuries, including tear gas inhalation, the officials said. The deaths brought to at least 31 the number of Palestinians killed by Israeli fire since last week.Early Saturday, Palestinian health officials confirmed that Yasser Murtaga had died from a gunshot wound sustained while covering demonstrations near the Israeli border in Khuzaa. The area was the scene of large protests Friday, and was covered in thick black smoke.Murtaga was over 100 metres (yards) from the border, wearing a flak jacket marked "press" and holding his camera when he was shot in an exposed area just below the armpit. Journalists were in the area as protesters were setting tires on fire. The Israeli military has said it fired only at "instigators" involved in attacks on soldiers or the border fence. It had no immediate comment.Murtaga worked for Ain media, a local TV production company that has done projects, including aerial drone video, for foreign media. He was not affiliated with Hamas or any other militant group. The latest casualties were bound to draw new criticism from rights groups that have branded Israel's open-fire orders on the border as unlawful, after Israel's defence minister warned that those approaching the fence were risking their lives. The U.N. human rights office said Friday that it has indications that Israeli forces used "excessive force" against protesters last week, when 15 Palestinians were killed or later died of wounds sustained near the border. An Israeli military spokesman defended the rules of engagement."If they are actively attacking the fence, if they are throwing a molotov cocktail that is within striking distance of Israeli troops or similar activities, then those persons, those rioters, become, may become, a target," said Lt. Col. Jonathan Conricus.Friday's large crowds suggested that Hamas, the Islamic militant group that has ruled Gaza since a 2007 takeover, might be able to keep the momentum going in the next few weeks. Hamas has called for a series of protests until May 15, the anniversary of Israel's founding when Palestinians commemorate their mass uprooting during the 1948 war over Israel's creation.Israel has alleged that Hamas is using the mass marches as a cover for attacking the border fence, and has vowed to prevent a breach at all costs. The military said that on Friday, protesters hurled several explosive devices and firebombs, using the thick plumes of smoke from burning tires as a cover, and that several attempts to cross the fence were thwarted.Gaza's shadowy Hamas strongman, Yehiyeh Sinwar, told a cheering crowd in one of the protest camps Friday that a border breach is coming. The world should "wait for our great move, when we penetrate the borders and pray at Al-Aqsa," Sinwar said, referring to the major Muslim shrine in Jerusalem. He was interrupted several times by the crowd, who chanted, "We are going to Jerusalem, millions of martyrs!" and "God bless you Sinwar!"The mass protests are perhaps Hamas' last chance to break a border blockade enforced by Israel and Egypt since 2007, without having to succumb to demands that it disarm. The blockade has made it increasingly difficult for Hamas to govern. It has also devastated Gaza's economy, made it virtually impossible for people to enter and exit the territory, and left residents with just a few hours of electricity a day.Israel argues that Hamas could have ended the suffering of Gaza's 2 million people by disarming and renouncing violence.Friday's marches began before Muslim noon prayers when thousands of Palestinians streamed to five tent encampments that organizers had set up several hundred meters (yards) from the border fence. In one camp near the border community of Khuzaa, smaller groups of activists moved closer to the fence after the prayers. Demonstrators torched large piles of tires, engulfing the area in black smoke meant to shield them from Israeli snipers; the faces of some of the activists were covered in black soot.Israeli troops on the other side of the fence responded with live fire, tear gas, rubber-coated steel pellets and water cannons. After the first tires started burning, several young men with gunshot wounds began arriving at a field clinic at the camp.Mohammed Ashour, 20, who had been among the first to set tires on fire, was shot in the right arm."We came here because we want dignity," he said resting on a stretcher before paramedics transported him to the strip's main hospital.Yehia Abu Daqqa, a 20-year-old student, said he had come to honour those killed in previous protests."Yes, there is fear," he said of the risks of advancing toward the fence. "We are here to tell the occupation that we are not weak."The death toll since last week includes at least 24 people killed during the two Friday protests at the border, as well as one killed during a protest on Tuesday. The six other deaths include three Palestinian gunmen killed in what Israel said were attempts to attack the border fence and three men who were struck by Israeli tank fire.Speaking at U.N. headquarters in New York, Palestinian U.N. Ambassador Riyad Mansour put the death toll for Friday's protest at nine; the discrepancy between that figure and the death toll provided by the Gaza Health Ministry could not immediately be explained.More than 1,000 people suffered a range of injuries on Friday, including those hit by live fire and those overcome by tear gas, the Gaza health ministry said. Twelve women and 48 minors were among those hurt, the officials said.At the United Nations, Secretary-General Antonio Guterres urged all parties to exercise maximum restraint, said U.N. spokesman Stephane Dujarric. He said U.N. Mideast envoy Nickolay Mladenov had been in touch with Israeli and Palestinian officials to reinforce "the need to allow people to demonstrate peacefully." Mladenov stressed the need to ensure that "excessive force is not used, and the need to ensure that children are not deliberately put in harm's way," Dujarric said. For a second week in a row, the United States blocked a U.N. Security Council statement supporting the right of Palestinians to demonstrate peacefully and endorsing Guterres' call for an independent investigation into the deadly protests in Gaza.Palestinian U.N. Ambassador Riyad Mansour told reporters at U.N. headquarters in New York Friday evening that 14 of the 15 council nations agreed to the statement, but the U.S., Israel's closest ally, objected.A White House envoy urged Palestinians to stay away from the fence. Jason Greenblatt said the United States condemns "leaders and protesters who call for violence or who send protesters — including children — to the fence, knowing that they may be injured or killed."Hamas has billed the final protest, set for May 15, as the "Great March of Return" of Palestinian refugees and their descendants, implying they would try to enter Israel. Two-thirds of Gaza's residents are descendants of refugees.Palestinians commemorate May 15 as their "nakba," or catastrophe, when hundreds of thousands were uprooted from homes in what is now Israel.__Daraghmeh reported from Ramallah, West Bank. Associated Press writers Karin Laub in Ramallah, Ian Deitch in Jerusalem, Josef Federman on the Gaza border and Edith M. Lederer at the United Nations contributed to this report.Fares Akram And Mohammed Daraghmeh, The Associated Press.

Gaza buries journalist killed while covering mass protests-[The Canadian Press]-YAHOONEWS-April 7, 2018

GAZA, Palestinian Territory — Hundreds attended the funeral of a well-known Palestinian journalist in Gaza on Saturday who was killed while covering mass protests along the Israeli border the previous day.Yasser Murtaja died from a gunshot wound he sustained while filming Friday in an area engulfed in thick black smoke from protesters setting tires on fire. Israeli troops opened fire from across the border, killing at least nine Palestinians and wounding 491 others in the second mass border protest in eight days. The deaths brought to at least 31 the number of Palestinians killed by Israeli fire since last week. The border area appeared calm Saturday.Witnesses said Murtaja was over 100 metres (yards) from the border, wearing a flak jacket marked "press" and holding his camera when he was shot in an exposed area just below the armpit. The Israeli military has said it fired only at "instigators" involved in attacks on soldiers and was investigating Murtaja's death amid a very hectic environment."The IDF (Israeli Defence Forces) uses means such as warnings, riot dispersal means, and as a last resort firing live rounds in a precise, measured way," it said Saturday. "The IDF does not intentionally target journalists. The circumstances in which journalists were allegedly hit by IDF fire are not familiar to the IDF, and are being looked into."Hamas, which has ruled Gaza since a 2007 takeover and calls for Israel's destruction, has called for a series of protests until May 15, the anniversary of Israel's founding when Palestinians commemorate their mass uprooting during the 1948 war over Israel's creation. The Islamic group hopes the mass protests can create pressure to break a border blockade enforced by Israel and Egypt since 2007, without having to succumb to demands that it disarm. The blockade has made it increasingly difficult for Hamas to govern. It has also devastated Gaza's economy, made it virtually impossible for people to enter and exit the territory, and left residents with just a few hours of electricity a day.Israel argues that Hamas could have ended the suffering of Gaza's 2 million people by disarming and renouncing violence. It says Hamas is exploiting the mass marches as a cover for attacking the border fence, and has vowed to prevent a breach at all costs. The military said that on Friday protesters hurled several explosive devices and firebombs, using the thick plumes of smoke from burning tires as cover, and that several attempts to cross the fence were thwarted.Colleagues said Murtaja was not affiliated with Hamas or any other militant group, and there were no Hamas symbols normally seen at the funerals for militants. In an apparent sign of solidarity, Hamas chief Ismail Haniyeh attended the funeral Saturday."The Return March is a battle of truth and awareness," Haniyeh said of the protests. "Yasser held his camera to direct the arrows of truth to convey the image of the besieged people."At the funeral, Murtaja's body was draped in a Palestinian flag with his flak jacket reading "press" placed upon him as he was carried through the streets of Gaza. The drone he had used for shooting footage of Gaza hovered above to film his funeral. Dozens of his close friends and colleagues were sobbing after the coffin was taken out of the morgue.Murtaja, 30, was the co-founder of Ain media, a local TV production company that has done projects, including aerial drone video, for foreign media clients such as the BBC and Al Jazeera English. He was one of the first to bring a drone camera into Gaza and his images captivated many of its residents who have never seen Gaza from above since it has no airport or skyscrapers. His death, along with the other recent casualties, seemed likely to draw renewed criticism from rights groups that have branded Israel's open-fire orders on the border as unlawful, after Israel's defence minister warned that those approaching the fence were risking their lives.Three other journalists sustained tear gas injuries and at least one cameraman a gunshot in his leg, health ministry and media activists reported.AIDA, a network of more than 70 non-government organizations operating in the Palestinian territories, condemned Saturday what they called "the unlawful killing of civilians" Friday. It follows accusations from the United Nations' human rights office that it has indications of Israeli forces using "excessive force" the previous week. The European Union on Saturday issued a statement saying Friday's violence "raises serious questions about the proportionate use of force which must be addressed."Witnesses described the area in which Murtaja and others were shot as a chaotic scene in which protesters torched large piles of tires, engulfing the area in black smoke that was meant to shield them from Israeli snipers. Footage showed that visibility was limited and the faces of some of the activists were covered with black soot.Israeli troops on the other side of the fence responded with tear gas, rubber-coated steel pellets and water cannons, as well as occasional live fire. Footage taken of the wounded journalist shortly after he was shot shows medics frantically bandaging his chest and trying to connect an IV drip. Murtaja himself is seen moving his head from side to side and talking to those around him before he is placed on a stretcher and taken to an ambulance.Just two weeks ago, Murtaja posted a drone photo of Gaza's seaport at sunset on his Facebook page with the following caption: "I wished I could take this photo from the sky, not from land. My name is Yasser Murtaja, I am 30 years old. I live in Gaza City. I have never travelled ."Friends say it reflected his greatest wish — to escape Gaza's isolation.Hana Awad, his colleague and close friend, said he had long dreamt of travelling and was recently granted an Al Jazeera scholarship for training in Doha. She described him as active and friendly and not at all interested in politics."We didn't know his political views, he was passionate about his job and wanted to travel and learn," she said of Murtaja, who was the father of a 2-year-old boy.____Mohammed Daraghmeh contributed from Ramallah, West Bank.Fares Akram, The Associated Press.

Mount Kilauea sputtering lava from summit lake-[CBC]-YAHOONEWS-April 8, 2018

Mount Kilauea, the most active of the five volcanoes that together form the island of Hawaii, is spraying lava, but the activity does not pose a threat to nearby communities at this time, the U.S. Geological Survey says. The USGS has described it as spattering and captured video of the event this week on the surface of Kilauea's lava lake within the Halemaumau Overlook vent. The video shows the rare spattering on the north side and centre of the lake's surface, which happens only occasionally when the surface flow direction reverses, the USGC said on its website.Spattering, which is triggered by gas bubbles bursting within the lake, typically occurs near the southeast rim of the Halemaumau crater.Last month, cameras captured another rare Kilauea phenomenon — landspouts whirling above the volcano.Columns of steam were seen rising high above an area of the volcano known as the East Rift Zone, as a result of high winds and humidity.

THE EU WORLD DICTATOR

ISAIAH 57:20
20 But the wicked are like the troubled sea, when it cannot rest, whose waters cast up mire and dirt.

REVELATION 6:1-2,13:1-3,7-9,16
1 And I saw when the Lamb opened one of the seals, and I heard, as it were the noise of thunder, one of the four beasts saying, Come and see.
2 And I saw, and behold a white horse:(EU WORLD DICTATOR) and he that sat on him had a bow;(PEACE) and a crown was given unto him:(WORLD LEADER) and he went forth conquering, and to conquer.(THIS IS THE EU DICTATOR)
1 And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy.(7 HEADS ARE THE 7TH WORLD EMPIRE IN HISTORY (THE EU) AS WELL AS THE VATICAN WHICH IS BUILT ON 7 HILLS. 10 HORNS ARE 10 KINGS THAT ARISE FROM THE EU, THEN #11 COMES ON THE SCENE BECOMES THE HEAD OF 3 OUNTRIES AND THEN THE EU DICTATOR, COMES FROM 1 OF THE 3 COUNTRIES THAT RULE FOR THIS TERM. I BELIEVE THE 3 COUNTRIES RULING AT THE TIME ARE SPAIN AND 2 OF THE ORIGINAL 6 THAT STARTED THE EU. FROM 1 OF THESE 3 COUNTRIES COME THE FUTURE EU DICTATOR PRESIDENT OF THE EUROPEAN UNION WHO GUARENTEES ISRAELS SECURITY FOR A LAND FOR PEACE 7 YEAR TREATY.
2 And the beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority.(THE JEWISH EU DICTATOR GETS HIS POWER FROM SATAN,HE COMES FROM THE OCCULT).
3 And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast.(THE DICTATOR HAS A FALSE RESURRECTION. JUST LIKE JESUS HAD A LITERAL RESURRECTION THIS DICTATOR GETS MURDERED AT THE 3 1/2 YR MARK OF THR 7 YEAR TREATY AND COMES BACK TO LIFE. THIS IS HOW HE CAN CLAIM TO BE GOD AND GET AWAY WITH IT AND CONTROL THE WHOLE EARTH.
7 And it was given unto him to make war with the saints, and to overcome them: and power was given him over all kindreds, and tongues, and nations.
8 And all that dwell upon the earth shall worship him, whose names are not written in the book of life of the Lamb slain from the foundation of the world.
9 If any man have an ear, let him hear.
16 And he (FALSE POPE) causeth all,(WORLD SOCIALISM) both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:

DANIEL 11:36-40
36 And the king shall do according to his will;(EU PRESIDENT) and he shall exalt himself, and magnify himself above every god, and shall speak marvellous things against the God of gods, and shall prosper till the indignation be accomplished: for that that is determined shall be done.
37 Neither shall he regard the God of his fathers,(THIS EU DICTATOR IS A EUROPEAN JEW) nor the desire of women, nor regard any god: for he shall magnify himself above all.
38 But in his estate shall he honour the God of forces:(HES A MILITARY GINIUS) and a god whom his fathers knew not shall he honour with gold, and silver, and with precious stones, and pleasant things.
39 Thus shall he (THE EU DICTATOR) do in the most strong holds (CONTROL HEZBOLLAH,AL-QUAIDA MURDERERS ETC) with a strange god, whom he shall acknowledge and increase with glory: and he shall cause them to rule over many,(HIS ARMY LEADERS) and shall divide the land for gain.
40 And at the time of the end shall the king of the south(EGYPT) push at him:(EU DICTATOR PROTECTING ISRAELS SECURITY) and the king of the north(RUSSIA) shall come against him like a whirlwind, with chariots, and with horsemen, and with many ships; and he shall enter into the countries, and shall overflow and pass over.

We shall have World Government, whether or not we like it. The only question is whether World Government will be achieved by conquest or consent.James Paul Warburg appearing before the Senate on 7th February 1950

Like a famous WWII Belgian General,Paul Henry Spock said in 1957:We need no commission, we have already too many. What we need is a man who is great enough to be able to keep all the people in subjection to himself and to lift us out of the economic bog into which we threaten to sink. Send us such a man. Be he a god or a devil, we will accept him.And today, sadly, the world is indeed ready for such a man.

Facebook account of data breach disappoints EU commissioner By Peter Teffer-EUOBSERVER

Brussels, 6. Apr, 17:00-Vera Jourova, the European Commissioner for justice and consumer affairs is not yet satisfied with Facebook's action following the data breach of 2.7 million users in the EU, she told EUobserver via a spokesman on Friday (6 April)."I appreciate that they are trying to be more transparent," she said about the US social media giant in a written statement."Unfortunately some explanations fall short of my expectations. It's clear that data of Europeans have been exposed to a huge risk and I am not sure if Facebook took all the necessary steps to implement change," she noted.Jourova commented about a letter she received on Thursday by Facebook chief operating officer Sheryl Sandberg. The commission spokesman said the Facebook letter itself could not be made public. The letter reportedly explained that data from possibly up to 2.7 million users from the EU may have been "improperly shared" with Cambridge Analytica, a UK consulting firm accused of having used that data in an attempt to sway the US elections and the Brexit vote."As I already said, for me this story is not only about data protection," said Jourova on Friday."This is a threat to our democracy and electoral processes. I would like to speak with Ms Sandberg about how they intend to ensure transparency and respect the rules of our democratic debate and how they plan to change once the GDPR is in place."The GDPR is the general data protection regulation, a new piece of EU legislation that is expected to have severe ramifications on the relationship between companies that process personal data and their customers."This story is too important, too shocking, to treat it as business as usual," added Jourova."The internet is not a space free of rule of law. The rules that apply offline also need to be respected in the online world," she noted."Those companies have a great power; I want them to also bear great responsibility," the Czech commissioner said.-Mistakes were made-Earlier this week, Facebook CEO Mark Zuckerberg said in a conference call with press that the company had made mistakes and that it was trying to improve security on the social media platform."We didn't take a broad enough view of what our responsibility is. That was a huge mistake. It was my mistake," he said."The reality of a lot of this is that when you are building something like Facebook that is unprecedented in the world, there are going to be things that you mess up," said Zuckerberg."If we had gotten this right, we would have messed something else up. I don't think anyone is going to be perfect. What I think people should hold us accountable for is learning from the mistakes, and continually doing better and continuing to evolve what our view of our responsibility is," he added.Next week, Jourova will speak to Sandberg by phone.

Opinion-Opportunity not to be missed in Greece-Macedonia row By Augustine Zenakos-EUOBSERVER

Athens, 6. Apr, 17:55-The naming dispute between Greece and the Republic of Macedonia that has raged for almost three decades must be resolved. There are several reasons why the current opportunity, presented by the renewed UN-mediated negotiations between the two countries and encouraged by the US and the EU, should not be missed.Firstly, Greece's contentions in the dispute are or have become illegitimate.Greece continues to argue, on the official level, that its major objection is Macedonia's "irredentism".While it is true that several statements by Macedonian officials, as well as certain provisions in the Macedonian constitution, did justify such a concern in the past, this is no longer the case. The current government in Macedonia has gone to great lengths to dismantle the so-called 'Antiquisation' programme that was pursued by its predecessor, and has openly repudiated any claim on the history that Greece considers its own heritage. As for the constitution, it is simply not true that it continues to include irredentist references. On the contrary, after its amendments, it includes an explicit rejection of any claim to foreign territory.Greece has in substance accepted that its neighbour's "composite name" will include the term "Macedonia".Therefore, continued insistence on a non-existent "irredentism" serves no purpose except pandering to a nationalistic segment of Greek public opinion. The same is true about denying the existence of a Macedonian nation. The Macedonian national movement has been documented since the last years of the 19th century, and people that self-identify as ethnic Macedonians have been around for at least as long.Secondly, Greek policy towards its northern neighbour through the years - including a trade embargo in the 1990s - has been devastating to Macedonia's economy, and continually hinders its chances for stability and prosperity.Greece has in reality no reason to consider the Republic of Macedonia as a threat.A country that has only 20 percent of the population of Greece and virtually no military forces cannot reasonably be considered a security concern.-Immoral-Continuing to obstruct Macedonia's prospects of development and international relations is simply a re-channeling of other threats and humiliations (for example, dissatisfaction with EU-imposed austerity or concern over the deteriorating relationship with Turkey) into a conflict with a weaker adversary that Greece feels it has the power to bully with impunity. This is immoral.Thirdly, the current government of the Republic of Macedonia has come to power through a process of public involvement and through the disillusionment of a large part of the voters with the extreme nationalist policies of the past.A failure in the negotiations now will be a severe blow to the momentum that more moderate and more democratic policies currently enjoy. And it is not just international relations that will suffer as a result. The internal progressive policies with regard to civil and minority rights, that this government was elected to promote, will also be endangered. Greece has no reason, as a democratic country, to wish for that to happen. It is true that the main thrust behind the restart of the negotiations now has not been the desire of either Greece or Macedonia to correct past mistakes, but rather the on-going project of NATO consolidation in the Western Balkans. It started with the admission of Slovenia into the alliance, and continued with Albania and Croatia, and finally with Montenegro. Macedonia has long endeavoured to be admitted to NATO, and it seems that this is now the next step, provided that Greece lifts its objections, which it will only do if the naming dispute is resolved. It is no secret that this euro-Atlantic policy is pursued with some urgency in the face of deteriorating relations between the West and Russia, as well as increasing Chinese economic expansion. This is also reflected in the European Commission's determination to integrate the Western Balkans into the Union by 2025. Greece has aligned itself with these policies. Some argue that small countries have no reason to get involved in the grand designs of major powers, and that an entanglement with NATO's anti-Russian preparations brings the threat of war closer, rather than ensure security. While this can be a legitimate discussion - particularly considering the track record of past Nato intervention - it should be disconnected from the issue of the naming dispute with Macedonia.Nato has its reasons for encouraging a resolution, but Greece should have its own reasons, which I briefly set out here, for ending the dispute. An insistence on discussing the issue under the weight of concerns about Nato policy leads to a curious coupling of anti-imperialism and nationalistic chauvinism that is regressive and reactionary. It should not be allowed to dominate the public debate.Augustine Zenakos is a journalist based in Athens.

Opinion-EUvsDisinfo site must be strengthened, not abolished By Willem Aldershoff and 16 others-EUOBSERVER

BRUSSELS, 5. Apr, 09:15-There is reason for great concern about the harsh criticism of the EUvsDisinfo unit of the European Union in the resolution the Dutch Parliament adopted on 6 March. The resolution seems to be the result of incomplete information about and an erroneous appreciation of the work of the service. In the past few years it has become ever more clear that disinformation, and 'post-truth', technologies worldwide constitute a serious threat to the values of the democratic rule-of-law-societies as they exist in western Europe. This is attested by research in a large number of countries.See the reports and studies by Pomerantsev/Weiss, Chatham House and the Legatum Institute (United Kingdom), Center for European Policy Analysis (CEPA), RAND Corporation (United States), StopFake, Words and Wars, A Guide to Russian propaganda (Ukraine), UCMC, Detector Media, Kremlin Influence Index, Kremlin Watch (Czech Republic), Deutsche Gesellschaft Auswertige Politik, Bundeszentrale fur Politische Bildung (Germany), Finnish Institute of International Affairs and StratCom Laughs (Nato). In order to do justice to reality one has to speak of a Russian "information-war", an essential element in Russia's 'hybrid' forms of warfare.Hereby the current Kremlin-leadership mobilises a wide spectrum of subversive instruments, including non-military ones, to promote Russia's national interest as they define it.Examples of non-military means are the TV channel RT (Russia Today), the radio and internet channel Sputnik, LifeNews, the military owned Zvezda and the channels of Rossiya TV.-Troll factory-And then there is of course and the 'troll-factory' in St Petersburg where many hundreds of employees spread false messages on international social media 24/7.This explains why in March 2015 the European Council (the EU heads of state and government) decided on an action plan to "counter Russia's continuing disinformation campaigns".One of the first results was the unit EUvsDisinfo in the EU's External Action Service. It was given the task to analyse and report on disinformation-trends, to explain and correct concrete disinformation narratives and to raise awareness of the disinformation phenomenon. The unit started in 2015 with one full-time staff-member and now counts three. It cooperates closely with EU member states. The team operates in full transparency, all its research and activities are immediately posted online. Via a special link citizens can complain when they observe mistakes in a unit's product. The three erroneous notices of non fact-based news in Dutch media that led to the Dutch parliament' resolution were all made in the first year of EUvsDisinfo's existence. They were immediately admitted and corrected.Out of a total of 3,800 correct examples over the past thirty months that is a pretty good score. To use the three bloopers as argument to abolish EUvsDisinfo is strained.Since when does a west European government abolish a government body after making such foul-ups? What responsible governments do in such cases is to draw lessons from the mistake so as to prevent them from occurring again. There remains the principle point in the parliament's resolution, namely that EUvsDisinfo "meddles with the free press in the Netherlands …and that it is not up to government bodies to label free press publications as fake-news".It is a misunderstanding that EUvsDisinfo interferes with the media in the EU.Its task is to find concrete cases of Russian disinformation and to explain why the information is erroneous.Virtually all cases of factually false information are found on the sites of the above-mentioned Russian information-channels.It does occasionally happen, however, that such information finds its way into Western media. When EUvsDisinfo notices this it is obliged to make it public. Its close cooperation with the EU member states and full transparency guarantee a speedy correction if it makes a mistake.-Exposure not censorship-Under such conditions it is unproblematic that a government-service is responsible for tracing disinformation originating outside the EU.The bloopers which the Dutch parliament's resolution mentions are the result of the difficult starting phase of EUvsDisino and its flagrant lack of financial means and manpower.Compare that with the hundreds of million of dollars and the thousands of persons the Kremlin has working for its propaganda, disinformation and fake-news.In view of the serious threat of Russian disinformation to Western democracies the parliament would do better by making more funds so that the EU and its member states can counter it effectively. This opinion piece was written by Willem Aldershoff, an international affairs analyst in Brussels, and co-signed by 16 other like-minded experts on Russian affairs from around Europe:Roman Shutov (Baltic Centre for Media Excellence, Riga) Jakub Janda (Head of Kremlin Watch Program) Stefan Meister (German Council on Foreign Relations, Berlin) Kataryna Wolczuk (Chatham House, United Kingdom) Volodymyr Yermolenko (Internews Ukraine) Philippe de LARA (professor of political science, Université Paris 2, France) Nataliia Popovych (Ukraine Crisis Media Centre) Jacek Kucharczyk (Institute of Public Affairs, Warsaw), Willem Aldershoff (analyst international affairs, Brussels) Oleksiy Matsuka (Donetsk Institute of Information) Heikki Hakala (Senior Contributing Editor, Helsinki) Mykola Riabchuk (Ukrainian PEN Center) Danilo Elia (Rai - Radiotelevisione Italiana Rome) Sergiy Sydorenko (European Pravda, Kiev) Melinda Haring (Atlantic Council, Washington) Alya Shandra (Euromaidan Press, Kiev) Halyna Coynash (Kharkiv Human Rights Group, Poland).

Yukon government sheds light on carbon tax plan, but questions remain-[CBC]-YAHOONEWS-April 8, 2018

The Yukon government presented its first look this week at the expected impact of a carbon tax on the territory. But how much the tax will cost Yukoners, and how a rebate would work when it's implemented, is still unclear. The Yukon government held a briefing Thursday to explain a federal government study that looked at how carbon pricing will affect Yukon. The carbon tax puts a price on carbon in an effort to reduce greenhouse gas emissions. The federal study suggests that, with the tax, Yukon could reduce its greenhouse gas emissions in 2022 by 32 kilotonnes — about the same mass as 46,000 moose.Household impacts-Some of the costs of a carbon tax won't be entirely new.Yukoners are already indirectly paying a carbon tax on goods imported from four provinces — B.C., Alberta, Ontario and Quebec — that already have the tax, said Carol MacLellan, with the Yukon government's department of finance. The federal government study examined both the direct and indirect costs of a carbon tax. Indirect costs — those associated with imported goods — account for about 75 per cent of the cost of carbon tax, while direct costs — like carbon taxes on gasoline and home heating fuel — make up the rest. The study was based on projections for 2018, however, the tax is not expected to be implemented until Jan. 1, 2019.The study estimated the average cost to a Yukon household in 2018 would have been $260, but that will increase each year to 2022, when carbon dioxide emissions will be priced at $50 a tonne. In 2022, carbon pricing will cost the average household about $760, according to a spokesperson for Environment and Climate Change Canada.Households with higher incomes will feel more of an impact because "higher income households spend more on average, both on carbon-based fossil fuels and on goods and services with embedded carbon pricing," the study states. But the Yukon government says those costs don't reflect the revenues that will be returned to Yukoners and businesses."Nearly all of those impacts will be offset by the returning of revenues," said Kirsten Burrows, senior analyst with Yukon's environment department.Industry impacts-Carbon pricing will also impact the larger Yukon economy. The transportation sector will feel the biggest impact, according to the federal study. It estimates a carbon tax will cost freight and other transportation (except air) $2.3 million in 2018, with that number increasing to $12.3 million by 2022.Carbon pricing will cost air transportation, which only accounts for travel within the territory, $1 million in 2018 and $4.9 million in 2022, the study states. Those two sectors are also projected to have the largest reductions in greenhouse gas emissions by 2022 — 22.7 kilotonnes for the freight and transportation sector, and 5.6 kilotonnes for air. What about those rebates? During the 2016 territorial election campaign, Yukon Premier Sandy Silver promised that all money collected from a carbon tax would come back to Yukoners in the form of rebates. The details of how that will work are still being figured out, said MacLellan."There is one unknown that we need to confirm with the federal government, which is how the revenue will be transferred back to the territory and what the timing of that will be," she said. "Until we actually have money to rebate, there's not a lot we can do."She expects the rebates would happen some time after carbon pricing comes into effect. The carbon tax is expected to generate about $26 million in revenue in Yukon by 2022.Study leaves Opposition with more questions-How a rebate program would work is just one question the opposition is raising. The Yukon Party's Finance critic Brad Cathers said the study didn't provide a lot of details on how the tax would reduce greenhouse gas emissions. He is also critical of how the carbon tax will impact air travel."Air transportation is such a big part of the economy here and it has an impact on other sectors," said Cathers. He says there's an impact on mining, big game tourism and wilderness tourism if there's an increase in the cost of aviation services, especially if competitors in other jurisdictions don't have similar increases.Meanwhile the NDP's Environment critic Kate White says a five per cent emissions reduction by 2022 is not enough."One of the things I want to know from government is how they're going to help people make choices and help people make the choices that are better for the environment," she said.

Canada-wide wireless emergency alert system now in place-[CBC]-YAHOONEWS-April 8, 2018

Canadians with LTE-compatible phones can now receive public alerts and safety information in the event of life-threatening emergencies. The National Public Alerting System, known as Alert Ready, provides a standardized system that sends out localized alerts."By adding smartphones to our emergency alert system, we will be able to reach more Canadians, faster, in times of crisis," said Public Safety Minister Ralph Goodale.Provincial testing of the system will begin in May. Users in Ontario and Quebec will get test alerts May 7, and in the rest of the provinces a test will take place on May 9. Yukon and Nunavut have yet to announce testing dates.Wireless alerts will appear like a text message and will be have a distinct sound and vibration meant to reinforce the alert message.According to Public Safety Canada, wireless public alerting is geo-targeted and can be very specific to a limited area of coverage, unlike radio and television broadcasting, which often has broad areas of coverage.A wireless device that is turned off will not display an alert until it is turned back on, if the emergency alert is still active in the area.Wireless users can't opt out of the system, and the CRTC has said wireless providers cannot charge a separate fee on consumers' bills for participating in the alert system. To test if your phone is capable of receiving alerts visit AlertReady.

Trump threatens more China tariffs, Beijing ready to hit back-[Reuters]-By Michael Martina and Steve Holland-YAHOONEWS-April 8, 2018

BEIJING/WASHINGTON (Reuters) - China warned on Friday it was fully prepared to respond with a "fierce counter strike" of fresh trade measures if the United States follows through on President Donald Trump's threat to slap tariffs on an additional $100 billion of Chinese goods.Trump, in light of what he called China's "unfair retaliation" against earlier U.S. trade actions, had upped the ante on Thursday by ordering U.S. officials to identify extra tariffs, escalating a tit-for-tat confrontation with potentially damaging consequences for the world's two biggest economies.China's Commerce Ministry spokesman, Gao Feng, calling the U.S. action "extremely mistaken" and unjustified, said the spat was a struggle between unilateralism and multilateralism and that no negotiations were likely in the current circumstances."The result of this behavior is to smash your own foot with a stone," Gao told a news briefing in Beijing. "If the United States announces an additional $100 billion list of tariffs, China has already fully prepared, and will not hesitate to immediately make a fierce counter strike."The dueling trade threats rattled Wall Street on Friday, ending a volatile week with major indexes closing down more than 2 percent on the day. The dollar also fell, while safe havens such as the Japanese Yen and gold futures rose. The week started with China imposing $3 billion of tariffs on U.S. fruits, nuts, wine and pork, and rapidly escalated to threats that could seriously curtail hundreds of billions of dollars in trade between the world's two largest economies. While U.S. officials said they were prepared to talk the issues through with China, there was no clear path to negotiations. Both Treasury Secretary Steve Mnuchin and Trump economic advisor Larry Kudlow were on television to promote the idea of talks, with Mnuchin telling CNBC "we are in communication regularly".Gao's comments came shortly after Trump defended his proposed tariffs, saying the move might cause "a little pain" but the United States would be better off in the long run.Asked in an interview with New York radio station WABC about the effect on U.S. stock markets, Trump said the market has gone up (since he took office) "so we might lose a little bit of it.""So we may take a hit and you know what, ultimately we're going to be much stronger for it."Kudlow told Bloomberg Television Trump and America's top trade official Robert Lighthizer were "thinking about submitting a list of suggestions to the Chinese."On Wednesday, China unveiled a list of 106 U.S. goods including soybeans, whiskey, frozen beef and aircraft targeted for tariffs, just hours after the Trump administration proposed duties on some 1,300 Chinese industrial, technology, transport and medical products.Washington called for its initial $50 billion in extra duties after it said an investigation had determined Chinese government policies are designed to transfer U.S. intellectual property to Chinese companies and allow them to seize leadership in key high-technology industries of the future.China said it was not afraid of a trade war, even though it did not seek one, and accused the United States of provoking the conflict. Gao said comments from U.S. officials about ongoing talks about trade issues were incorrect."Under these conditions, the two sides cannot conduct any negotiations on this issue," Gao said, without elaborating.Kudlow, who has repeatedly sought to soothe markets with mention of possible talks, told Bloomberg Television there were always ongoing bilateral discussions on trade but that negotiations on tariffs had not begun.Seeking to tamp down alarm, he told reporters outside the White House, "so nothing's happened. Nothing's been executed ... There's no 'there' there yet, but there will be."CHINA'S ROLE-While Beijing calls Washington the aggressor and says it is spurring global protectionism, China's trading partners have complained for years that it abuses World Trade Organization rules and propagates unfair policies that lock foreign firms out of some sectors. China has promised repeatedly to open up sectors such as financial services.President Xi Jinping is expected to unveil reform measures next week and his country's opening up while attending the Boao Forum, China's equivalent of Davos, in the southern island province of Hainan. So far, U.S. information technology products from mobile phones to personal computers have largely escaped the ire of Beijing, as well as telecoms equipment and aircraft larger than the equivalent of a Boeing 737.Among sectors most affected by a trade war could be technology, particularly chipmakers. The U.S. semiconductor industry relies on China for about a quarter of its revenue. It also remains to be seen if the dispute would trigger a nationalistic backlash. When ties between Beijing and Seoul chilled, Chinese tourism to South Korea plummeted and Chinese consumers shunned Made-in-South-Korea products. On Chinese social media on Friday, among the most searched phrases were "China hasn't grown up afraid" and "China will follow through to the end."The China Chamber of International Commerce said the Chinese business community would firmly support government efforts to counter "irrational and erroneous" U.S. words and actions, the official Xinhua news agency reported, and urged Washington not to go "further and further down the wrong path."DAMAGING CONSEQUENCES-Analysts at Oxford Economics, referring to the fact that the tariffs are not yet in effect, said in a note to clients that, "Importantly, these threatened tariffs will be subject to negotiation, and therefore shouldn't be considered as final."However it added a full-blown trade war "would have a more pronounced effect. The U.S. and China would suffer significant slowdown in real GDP growth – a cumulative loss around 1.0 percentage point." It cut global economic growth to 2.5 percent in 2019 from 3.0 percent in its baseline scenario."This is what a trade war looks like, and what we have warned against from the start," said National Retail Federation President and CEO Matthew Shay."We are on a dangerous downward spiral and American families will be on the losing end," Shay added in a statement, urging Trump "to stop playing a game of chicken with the U.S. economy."(Reporting by Tom Daly, Michael Martina and Min Zhang in BEIJING and Steve Holland, David Lawder and Doina Chiacu in WASHINGTON; Additional writing by Ryan Woo, Alex Richardson, Lindsay Dunsmuir and David Chance; Editing by Frances Kerry and James Dalgleish)

Turkey says 108 Kurdish militants 'neutralized' in past week-[Reuters]-YAHOONEWS-April 7, 2018

ANKARA (Reuters) - Some 108 Kurdish militants have been "neutralized" in operations targeting southeast Turkey and northern Iraq over the past week, Turkey's armed forces said on Saturday. The military uses the term "neutralized" to refer to operations in which opposition forces have been killed, wounded or captured. In a weekly roundup, it said it had neutralized 31 militants from the outlawed Kurdistan Workers Party (PKK) in the southeastern provinces of Tunceli, Mardin, Diyarbakir and Sirnak. It said 77 other militants had been neutralized in cross-border operations.Earlier on Saturday, the military said it had neutralized six militants in an air strike targeting northern Iraq's Hakurk region.Turkey regularly carries out air strikes against PKK targets in northern Iraq, where the group is based in the Qandil mountains, but has also recently threatened to push its operations to Sinjar.Ankara has long complained that PKK fighters are being given free rein to operate out of Sinjar against Turkish targets.President Tayyip Erdogan said Turkey would do "what is necessary" if an Iraqi operation against the militants failed, raising the prospect of a possible direct Turkish military operation.Turkish forces are currently waging a full-scale military operation in the Afrin region of northern Syria against the Syrian Kurdish YPG militia, which Ankara sees as an extension of the PKK.The PKK, considered a terrorist organization by Turkey, the United States and the European Union, has waged a three-decade insurgency in Turkey's largely Kurdish southeast that has killed some 40,000 people.(Reporting by Tuvan Gumrukcu; editing by Jason Neely)

Afghan air strike kills Islamic State commander-[Reuters]-By Hamid Shalizi-YAHOONEWS-April 8, 2018

KABUL (Reuters) - Afghanistan forces killed an important Islamic State (IS) commander in an air strike, one year after he defected from the Taliban and established a new IS foothold in the country, security officials said.Qari Hekmat was killed in a drone strike on Thursday afternoon in the Darz Aab district of Afghanistan's northern Jawzjan province, said Hanif Rezaee, spokesman for the Afghan National Army Air Corps. He said Mawlavi Habib Ur Rahman has been appointed as his IS successor in the north of the country. The militant group, also known as Daesh, established a new foothold in the province last year when Hekmat defected from the Taliban, attracting the attention of U.S. forces.IS claimed responsibility for suicide bombs last month near Shi'ite mosques in Herat and Kabul. Both the Western-backed government in Kabul and the main Islamist militant group, the Taliban, fight Islamic State. The militant group first appeared in Afghanistan three years ago. As well as its main stronghold in the eastern province of Nangarhar, on the border with Pakistan, its fighters have been active in northern Afghanistan. While sectarian violence in mainly Sunni Muslim Afghanistan was previously rare, a series of attacks over recent years, many claimed by IS, have killed hundreds of Shi'ites.(Reporting by Hamid Shalizi in Kabul; Writing by Rod Nickel in Kabul; Editing by Michael Perry)
