Raytheon SM-6 intercepts ballistic missile target in key test-Reuters-AUG 3,15-YAHOONEWS

WASHINGTON (Reuters) - Raytheon Co's Standard Missile-6 intercepted and destroyed a short-range ballistic missile off the coast of Hawaii last week, the Pentagon said on Monday, paving the way for the SM-6 to be deployed on U.S. Navy Aegis ships next year. The test was one of four successful tests completed last week by the U.S. Missile Defense Agency, U.S. Pacific Command and the crew of the USS John Paul Jones, a Navy destroyer, which showed the ability of SM-6 and SM-2 missiles to destroy enemy cruise and ballistic missiles."This important test campaign not only demonstrated an additional terminal defense layer of the (Ballistic Missile Defense System), it also proved the robustness of the multi-use SM-6 missile on-board a Navy destroyer," Missile Defense Agency Director Vice Admiral James Syring said in a statement. The SM-6 missile intercepted a ballistic missile target in its final seconds of flight on July 28, followed by three more tests over the next days. MDA fired two more SM-6 missiles in anti-air warfare roles to engage cruise missile targets and an SM-2 Block IV missile was fired against a ballistic missile threat. All the tests occurred at the Pacific Missile Range Facility in Kauai, Hawaii. The MDA said it would used the test results to improve and enhance the multilayered U.S. missile defense system, which defends against a range of ballistic missile threats in all phases of flight.Taylor Lawrence, president of Raytheon Missile Systems, said the SM-6 missile offered the Navy greater flexibility to address a broad range of threats."SM-6 is the only missile in the world that can do both anti-air warfare and ballistic missile defense from sea," Lawrence said in a statement.Raytheon said the SM-6 missile would be integrated into MDA's Sea-Based Terminal program on board U.S. Navy ships as part of the Aegis missile defense system, and was on track to be ready for combat use in 2016.(Reporting by Andrea Shalal; Editing by Dan Grebler)

Darren Wilson opens up a year after Michael Brown’s death-Former Ferguson officer wants to return to policing — but no one will hire him-Dylan Stableford By Dylan Stableford-AUG 3,15-YAHOONEWS

A year after fatally shooting Michael Brown, an unarmed black teenager, in Ferguson, Mo., Darren Wilson says he and his wife and baby daughter have to be careful when they go out.“We try to go somewhere — how do I say this correctly? — with like-minded individuals,” Wilson told the New Yorker for an extensive profile published online Monday. “You know. Where it’s not a mixing pot.”The 29-year-old former Ferguson police officer, who received death threats following the 18-year-old’s death on Aug. 9, 2014, lives in relative seclusion on the outskirts of St. Louis.Wilson, who was not indicted in Brown’s killing, told the magazine’s Jake Halpern he hadn’t reflected much on who Brown was because he had been preoccupied with the waves of protests in Ferguson and the civil lawsuit Brown’s parents filed against him in May.“You do realize that his parents are suing me?” Wilson said. “So I have to think about him.”He added: “Do I think about who he was as a person? Not really, because it doesn’t matter at this point. Do I think he had the best upbringing? No. Not at all.”Later, Wilson was asked if he thought Brown was a “bad guy,” or “just a kid who had got himself into a bad situation.”“I only knew him for those forty-five seconds in which he was trying to kill me,” Wilson said. “So I don’t know.”Halpern also detailed some of Wilson’s and his wife's thoughts in the immediate aftermath of the shooting:- At the Ferguson police station, Barb Wilson wondered why her husband hadn’t showed up for lunch. Then, she told me, “he just walked in and was, like, ‘I just killed somebody.’” Barb noticed that Wilson’s “face was flushed and red — it didn’t look right.” She decided that he needed space and, not knowing what else to do, took care of some paperwork. Wilson went to the hospital with his superiors, and debriefed them while he was examined for injuries. He returned to the station, and he and Barb headed home. “Neither one of us knew what the reaction was going to be the next day,” Wilson said. “You know, a typical police shooting is: you get about a week to a week and a half off, you see a shrink, you go through your Internal Affairs interviews. And then you come back.” Barb told me, “I didn’t think it would be a big weight on his shoulders. This is kind of what we signed up for.” Later that night, however, they turned on the television and watched live coverage of unrest in Ferguson. Barb recalled, “We stayed up all night watching, like, ‘Oh, my God—what’s going on? What are they doing?’ ”Barb’s younger son, who was then six, asked why there were images on television of Ferguson burning. Wilson told me, “I said, ‘Well, I had to shoot somebody.’ And he goes, ‘Well, why did you shoot him? Was he a bad guy?’ I said, ‘Yeah, he was a bad guy.’”  [...]-A few days after the shooting, the Wilsons, worried that their address was about to be leaked online, fled to the house of a relative: “We ran through the house, grabbed all our guns, and put some bags together.” Wilson contemplated leaving St. Louis for good, then reconsidered. He told me, “At least here I’d know where I’m welcome and not welcome.”In March, the Justice Department issued a scathing report on the city of Ferguson, concluding that “a culture of systemic racial bias” permeated the police department. But Wilson said he has not read the report.“I don’t have any desire,” he said. “I’m not going to keep living in the past about what Ferguson did. It’s out of my control.”In 2009, when Wilson was in police training in Jennings, a predominantly black town bordering Ferguson, he admitted to a field officer that he felt out of place.“I don’t know what I’m doing,” he recalled saying. “This is a culture shock. Would you help me? Because you obviously have that connection, and you can relate to them. You may be white, but they still respect you. So why can they respect you and not me?”But Wilson said race did not play a part in his shock.“I never looked at it like ‘I’m the only white guy here.’ I just looked at it as ‘This isn’t where I grew up,’” he said. “When a cop shows up, it’s, like, ‘The cops are here!’ There’s no ‘Oh, s---, the white cops are here!’”“Everyone is so quick to jump on race,” Wilson continued. “It’s not a race issue.”In late November, five days after the grand jury's decision not to indict him was announced, Wilson resigned from the Ferguson police force. He told the magazine that he’s interviewed for a few police positions, but the Brown case is “too hot an issue, so it makes me unemployable.”If Ferguson offered him his old job back, would he take it?“I would want to do it for a day,” Wilson said.

Families of Newtown massacre victims in $1.5 million settlement-Reuters By Richard Weizel-AUG 3,15-YAHOONEWS

MILFORD, Conn. (Reuters) - The families of 14 people killed in the 2012 massacre at Connecticut's Sandy Hook Elementary School, and two survivors reached a $1.5 million legal settlement on Monday against the gunman's mother's estate, according to court records. The families of victims and two school employees who survived the attack will each receive a $93,750 share of an insurance policy on the Newtown, Connecticut, home where Nancy Lanza lived with her son, gunman Adam Lanza, according to filings at a Bethel, Connecticut, probate court. The 20-year-old gunman began his rampage on Dec. 14, 2012, by shooting and killing his mother with a Bushmaster AR-15 assault rifle before driving to his former elementary school, where he gunned down 20 first-graders and six educators. He killed himself as police arrived.A probate court clerk said Monday the settlement must still be approved by Probate Court Judge Joseph Egan. The claims were made in two separate lawsuits filed against Nancy Lanza's estate. Newtown obtained possession of her home and tore it down this year, leaving it as open space for the near future, town officials said.Attorney Samuel Starks, the estate's administrator, declined to comment on Monday.Attorney Joshua Koskoff, who represents some of the plaintiffs, also declined to comment.Earlier this year he said any monetary award or settlement "serves as an important reminder that people who keep firearms in the home must be scrupulous about securing their weapons."The lawsuits claim that Nancy Lanza obtained the Bushmaster and kept it in her home, where her son had access to it despite a history of mental health problems.State police reports indicate the gun was stored in a gun safe that was in a room adjacent to Adam Lanza's bedroom, and that he had "unlimited access to it."The lawsuits contend Nancy Lanza "knew or should have known that (her son's) mental and emotional condition made him a danger to others." One of the lawsuits stated that while the assault weapon used by Lanza was legally sold in Connecticut, the weapon should not have been available to him.(Editing by Scott Malone and Doina Chiacu)

Jury keeps death penalty as option for Colorado movie gunman Holmes-Reuters By Keith Coffman-AUG 3,15-YAHOONEWS

CENTENNIAL, Colo. (Reuters) - James Holmes, the Colorado movie massacre gunman, could face the death penalty after jurors found on Monday that aggravating factors including the cruel nature of his crimes counted for more than mitigating ones such as mental illness. The panel of nine women and three men will now hear from victims of the July 2012 rampage at a midnight screening of the Batman film "The Dark Knight Rises." They will then deliberate on whether the 27-year-old shooter should be executed by lethal injection. After cautioning members of the public not to make any emotional outbursts in the small, windowless courtroom near Denver, Arapahoe County District Court Judge Carlos Samour began reading the jurors' forms.Holmes, who killed 12 people and wounded 70, showed no reaction as the verdicts were delivered, staring straight ahead, hands in pockets. He has been mostly expressionless throughout the trial, which began in late April.Sitting in the public gallery, Holmes' father, Bob, put an arm around the shoulders of his wife, Arlene, and the couple bowed their heads together. The jury had deliberated for less than half a day on whether mitigating factors outweighed aggravating ones.If just one member of the panel had found that they did, the former neuroscience graduate student would have received a life sentence with no possibility of parole."The handwriting is on the wall for James Holmes, and the writing says 'execution,'" said Denver-based legal analyst and defense attorney Scott Robinson."He faces an uphill battle from here on in. That was the last best chance for him to be spared capital punishment," Robinson added.VICTIMS TO TESTIFY-The jurors had already rejected Holmes' insanity plea and found him guilty on all 165 counts of murder, attempted murder and explosives charges relating to the mass shooting inside the Century 16 multiplex in the Denver suburb of Aurora. They had also determined there were proven aggravating factors that could justify the death penalty. During the next phase of the trial, prosecutors have said they expect to call 15 victims to testify over two or three days.Sandy Phillips, whose daughter Jessica Ghawi was among the dozen whom Holmes killed when he opened fire with a semiautomatic rifle, shotgun and pistol, is due to testify on Tuesday."We're very happy the outcome came as quickly as it did," Phillips told reporters outside court after the verdict.Throughout the trial, she has carried a green shawl that belonged to her daughter. She said she will have it with her when she takes the witness stand."My job is to share Jessi with the jury," Phillips said.During closing arguments by both sides last Thursday, the defense had argued that Holmes is "obviously" mentally ill and that his delusions, not hatred or a lust for notoriety, led him to plan and carry out the rampage. The prosecution said Holmes took a decision to massacre, then hid his preparations from everyone. He must not be allowed to use mental illness as a "shield," the district attorney said. The jurors found the prosecution proved Holmes' crimes were committed in a particularly cruel, depraved or heinous manner, including that he carried them out from a position of "ambush," using teargas to try to stop his victims leaving the theater. They then heard mitigating witnesses who were called by the gunman's attorneys and who described him as a quiet child who was never in trouble growing up.They also heard from Holmes' sister and his parents, who said they still loved him and blamed mental illness for what he did.(Reporting by Keith Coffman; Additional reporting and writing by Daniel Wallis; Editing by Frances Kerry and Leslie Adler)

Greek stock market plunges by a fifth upon reopening, surveys point to dramatic economic slump-The Canadian PressBy Derek Gatopoulos And Nicholas Paphitis, The Associated Press | The Canadian Press – aug 3,15-yahoonews

ATHENS, Greece - Greece suffered its worst stock market bloodbath in decades on Monday, when it opened after a forced five-week closure, and new data showed a dismal outlook for the bailout-dependent country's shrinking economy. The main stock index shed over 22 per cent just minutes into the opening, as investors got their first opportunity since late June to react to the latest twists in the country's nearly six-year economic drama. The index closed 16.2 per cent lower, with bank shares hitting or nearing the daily trading limit of a 30 per cent loss. Collectively, Greek-listed companies lost about a sixth of their market value — almost 8 billion euros ($8.7 billion)."There's a sense of panic," said Evangelos Sioutis, financial analyst and head of equities at Guardian Trust. He noted some traders are selling stock merely to raise cash because there is so little liquidity in the Greek economy."There are no buyers," he said. "The outlook is not clear."The last comparable plunge was in 1987, when the main index lost 15 per cent.Markets in the rest of the world, however, were largely unaffected, a sign that investors outside Greece have now largely cut off ties with the country. European shares closed higher. The Athens stock market and Greek banks were closed on June 29, when the government put limits on money withdrawals and transfers to keep a run on the banks from bringing down the financial system. People were panicking over the prospect that the country could fall out of the euro after its talks with international creditors broke down. The country's radical left-led government has since then capitulated to creditors' demands for new austerity, and resumed talks on a new bailout — the third since June 2010 — worth 85 billion euros over the next three years. Banks have reopened, however strict limits on cash withdrawals remain.Three surveys published Monday illustrate the extent of the damage wreaked on the Greek economy in July by the bank closures, money controls and general uncertainty over the country's future.Financial information company Markit said its gauge of manufacturing activity in Greece plummeted during the month to 30.2 points, its lowest ever reading, despite improvements across the rest of the 19-country eurozone."Manufacturing output collapsed in July as the debt crisis came to a head," Markit economist Phil Smith said."Factories faced a record drop in new orders and were often unable to acquire the inputs they needed, particularly from abroad, as bank closures and capital restrictions badly hampered normal business activity."Despite a brief spell of weak growth last year, the economy is now shrinking again after a punishing recession that wiped off more than a quarter of output, cost over a million jobs and prompted mass emigration of skilled professionals.Meanwhile, a monthly survey of business and consumer confidence, the Economic Sentiment Indicator, fell for a fifth consecutive month in July to its worst level since October 2012.And a federation representing small businesses said their average turnover dropped 48 per cent in July, as consumption fell by about 3.8 billion euros. The Gsevee federation said the next six months could see small businesses hit even harder as a result of the capital controls.Greece is currently in intense negotiations with bailout lenders to negotiate the terms of the new rescue package in the next two weeks. The country needs to complete the talks and get more loans before Aug. 20, when it has to repay more than 3 billion euros to the European Central Bank.Deputy Finance Minister Dimitris Mardas did not comment on reports that Athens could seek a short-term loan to tide it over in case the talks have to be extended."The (negotiation) timetable is truly pressing ... We are preparing for what has been agreed upon, correcting any gaps that may appear," Mardas told private Skai television.Negotiators from the European Union and International Monetary Fund are seeking faster cuts in early retirement plans set out by the government, and stricter conditions for a tax arrears payment program. On Tuesday, they are due to meet the ministers of finance and economy to discuss new taxpayer-funded cash injections for Greece's banks, as well as plans for large-scale privatizations of state-owned assets.Prime Minister Alexis Tsipras is facing strong opposition to the new bailout from within his left-wing Syriza party that could force him to call an early election in the fall.Nearly a quarter of his lawmakers rejected or refused to back creditor-demanded tax hikes and reforms in key votes last month. Although Tsipras nominally retains a parliamentary majority — as the rebels remain within his party — he depends on opposition support to pass new legislation.Syriza dissenters are openly calling for a return to the country's old drachma currency, but failed last week to force an emergency party conference before the bailout negotiations are completed."The government has to choose between a humiliating agreement to sign a third bailout, or abandon the agreements reached in Brussels and seek alternatives for a positive course out of this crisis," former welfare minister and prominent dissenter Dimitris Stratoulis said.___Paris Ayiomamitis in Athens contributed to this report.___Follow Gatopoulos at https://www.twitter.com/dgatopoulos

Slide in oil prices deepens as production rises and weak economic data point to weaker demand-The Canadian PressBy Alex Veiga, The Associated Press | The Canadian Press – aug 3,15-yahoonews

The slump in oil prices deepened Monday, pulling down the price of U.S. crude to the lowest level in more than four months. The move came as traders braced for softer demand amid an increase in the number of active rigs and signs of weakness in U.S. construction spending and manufacturing.Benchmark U.S. crude fell $1.95, or 4.1 per cent, to close at $45.17 a barrel in New York. U.S. crude has been declining since reaching a high this year of $61.43 a barrel on June 10. It's down 15 per cent so far this year.Brent crude, a benchmark for international oils used by many U.S. refineries, was declined $2.69, or 5.2 per cent, to $49.52 a barrel in London. It's down 13.5 per cent this year.Several factors have put pressure on oil prices.Oil production companies have been increasing the number of rigs they have drilling for crude in recent weeks. The number of rigs exploring for oil in the U.S. rose by five last week to 664, according to oilfield services company Baker Hughes Inc. All told, the rig count has increased in four of the past five weeks. That contributed to a 21 per cent decline in the price of oil last month. On Monday, a couple of economic reports weighed on oil prices, adding to growing speculation that global demand is set to weaken. The Institute of Purchasing Managers' manufacturing index slipped to 52.7 last month from 53.5 in June. The latest reading, which economists had expected to remain unchanged from the previous month, signals that U.S. factories were a little less busy in July.Meanwhile, the Department of Commerce said construction spending rose just 0.1 per cent in June from a month earlier."Some of the economic numbers that came out today were not supportive of an increase in demand," said Robert Yawger, director of energy futures at Mizuho Securities USA. "It's a headline market and the headlines have all been negative."In other futures trading on the New York Mercantile Exchange, wholesale gasoline fell 9.8 cents to $1.675 a gallon, heating oil fell 5.8 cents to $1.531 a gallon and natural gas rose 3.2 cents to close at $2.748 per 1,000 cubic feet.

Puerto Rico confirms it failed to make $58M debt payment-Associated Press-AUG 3,15- YAHOONEWS

SAN JUAN, Puerto Rico (AP) — The government of Puerto Rico confirmed Monday that it failed to make a $58 million debt payment in a significant escalation of the debt crisis facing the U.S. island territory.Puerto Rico made a partial payment of $628,000 in interest but could not afford to make the remainder, which was due Saturday, because the legislature did not appropriate the funds, said Melba Acosta Febo, president of the Government Development Bank. The government had warned on Friday that it would not make the payment and argued that it should be considered a default under a technical definition of the term, an argument rejected by Moody's Investor Service and others."This event is consistent with our belief that Puerto Rico does not have the resources to make all of its forthcoming debt payments," said Emily Raimes, a vice president at Moody's. "This is a first in what we believe will be broad defaults on commonwealth debt."Gov. Alejandro Garcia Padilla warned in July that the government and state agencies cannot repay the $72 billion in public debt that hangs over the U.S. territory, which is struggling with a nearly decade-long economic slump.Garcia's administration has pushed for the right for Puerto Rico public agencies to file for bankruptcy under Chapter 9, which officials say would allow an orderly restructuring of the debt, but the proposal has not drawn any Republican co-sponsors in the U.S. Congress. The White House has said that no federal bailout is planned.

Gulf Arabs say they welcome Iran nuclear deal, would like further assurances-The Canadian PressBy Matthew Lee And Adam Schreck, The Associated Press | The Canadian Press – aug 3,15-yahoonews

DOHA, Qatar - Gulf Arab states on Monday welcomed the nuclear deal negotiated between Iran and world powers but said they would like further assurances that the U.S. would help them counter increasing Iranian assertiveness in the region.Speaking for the six-member Gulf Cooperation Council, Qatar's top diplomat said Monday that the bloc had been impressed by U.S. Secretary of State John Kerry's presentation of the agreement and explanations of how it will be verified and enforced."Consequently, the GCC countries have welcomed on this basis what has been displayed and what has been talked about by His Excellency Mr. Kerry," said Foreign Minister Khalid al-Attiyah, whose nation currently chairs the group."He let us know that there is a going to be live oversight over Iran," al Attiyah said of Kerry's presentation. "This is reassuring to the region."Kerry had come to Doha seeking to ease such fears and said the United States would continue to expand security co-operation with the Gulf states to counter any destabilizing activities from Iran or others."Once fully implemented, the (Iran deal) contributes to the region's long-term security, including by preventing Iran from developing a military nuclear capability," Kerry said, reading from a joint U.S.-GCC statement to be issued later. He said that the nuclear deal might or might not affect Iran's behaviour but that the U.S. and its allies must plan as if it would not."Every state in the region hopes that there could be a change but we have to prepare for the possibility and eventuality that it won't," he said.Among the steps under discussion are developing a ballistic missile defence capability, expediting arms transfers, special forces training, maritime and cyber security programs and a significant boost in intelligence sharing, Kerry said. Working groups on those issues will begin meeting next week in Saudi Arabia, he added. All of those are part of a package of programs that he said would build "stronger and more enduring strategic partnership with particular focus on counterterrorism and countering the destabilizing activities taking place in the region," he said.During his visit to the sweltering Qatari capital, Kerry met separately with Russian Foreign Minister Sergey Lavrov and Saudi Foreign Minister Adel al-Jubeir to discuss Syria and other regional issues. The three-way meeting is unusual, because Russia has backed Syrian President Bashar Assad, while Saudi Arabia and the United States have called for his removal.Lavrov gave no indication to reporters after the meeting that Moscow was preparing to shift its support for Assad as he called for dialogue between opposition groups and Assad's government. Although he met during his trip with Mouaz al-Khatib, a former president of the Syrian National Coalition opposition group, he denied the meeting marked a shift in policy.Lavrov also held talks with Hamas leader Khaled Mashaal, who lives in exile in Qatar. The two leaders have met previously in Russia, in 2007 and 2010.Al-Attiyah, the Qatari foreign minister, said the Gulf Arabs ultimately would like to see a ban on nuclear weapons in the entire Middle East — a pointed jab at Israel which is widely believed to have the bomb — and that the Iran deal could be the first step in a process to bring one about. At the same time, he said GCC members remained concerned about Iran's possible designs in the region. While Monday's talks touched on a range of topics including conflicts in Syria, Iraq, Yemen and Libya, Kerry's main goal during the trip was to follow up on a May meeting that President Barack Obama hosted for Arab leaders at Camp David. At that meeting, Obama promised Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates enhanced security co-operation and expedited defence sales to guard against a potential Iranian threat."Today we made progress on what we laid out at Camp David but clearly there is more work to do," Kerry said.Just last week, the State Department authorized the sale to Saudi Arabia of $5.4 billion in Patriot missiles and related equipment along with $500 million in ammunition. Saudi Arabia is the largest and most influential member of the council and has been publicly supportive of the Iran deal, albeit with reservations.Kerry's visit to Qatar follows one last week by Iranian Foreign Minister Mohammad Javad Zarif, who also stopped in Kuwait and Iraq to present Tehran's side of the nuclear deal.In a column published Monday in Lebanon's Arabic daily As-Safir, Zarif called on Arab countries to work with Tehran for the good of the region. He said the Vienna agreement "does not hurt our neighbours but is rather a gain for all our region by putting an end to needless tensions that lasted 12 years.""Permanent security cannot be achieved by endangering the security of others," he wrote, proposing setting up a regional gathering for dialogue whose aim would be to respect each country's sovereignty and independence.____Associated Press writers Bassem Mroue in Beirut and Vladimir Isachenkov in Moscow contributed to this report.

Iran plans to buy 80-90 Boeing, Airbus planes a year, post sanctions-ReutersReuters – Sun, 2 Aug, 2015-YAHOONEWS
DUBAI (Reuters) - Iran plans to buy as many as 90 planes per year from Boeing (NYSE:BA - News) and Airbus (Paris:AIR.PA - News) to revamp its antiquated fleet once Western sanctions are lifted, its state news agency IRNA quoted a senior aviation official as saying on Sunday."Iran will buy a total of 80-90 planes per year from the two aviation giants in the first phase of renovating its air fleet," said Mohammad Khodakarami, the caretaker director of Iran’s Civil Aviation Organization, according to IRNA.Last month's nuclear deal between Tehran and world powers has raised the prospect of banking and trade sanctions on Iran being lifted, perhaps around the end of this year, which would mean a chance to renew a fleet of commercial aircraft whose average age of 23 years is almost twice the international average."We will purchase planes from Boeing and Airbus in equal numbers," Khodakarami was quoted as saying, adding that Iran would initially need to add at least 80 planes to its fleet each year. That would mean a total of 300 planes within five years, he added.Iran will finance the purchases through mechanisms including leasing, foreign loans and state funds, Khodakarami said.Iranian and Western industry officials had earlier estimated that Iran, a country of 80 million people, would need a total of 400 aircraft in the next decade, assuming implementation of the nuclear deal proceeds smoothly and the sanctions are lifted.(Reporting by Dubai newsroom; Editing by Andrew Torchia)

U.S. to defend Syrian rebels with airpower, including from Assad-Reuters By Phil Stewart-AUG 3,15-YAHOONEWS

WASHINGTON (Reuters) - The United States has decided to allow airstrikes to defend Syrian rebels trained by the U.S. military from any attackers, even if the enemies hail from forces loyal to Syrian President Bashar al-Assad, U.S. officials said on Sunday. The decision by President Barack Obama, which could deepen the U.S. role in Syria's conflict, aims to shield a still-fledging group of Syrian fighters armed and trained by the United States to battle Islamic State militants -- not forces loyal to Assad. But in Syria's messy civil war, Islamic State is only one of the threats to the U.S. recruits. The first batch of U.S.-trained forces deployed to northern Syria came under fire on Friday from other militants, triggering the first known U.S. airstrikes to support them.U.S. officials, speaking on condition of anonymity to confirm details of the decision, first reported by the Wall Street Journal, said the United States would provide offensive strikes to support advances against Islamic State targets. The United States would also provide defensive support to repel any attackers.U.S. officials have long played down the idea that Assad's forces - which have not fired on U.S.-led coalition aircraft bombing Islamic State targets in Syria - would turn their sights on the U.S.-backed Syrian rebels. But they cannot rule out the possibility, perhaps in an unintentional clash. The Pentagon and the White House declined to discuss the decision on rules of engagement or confirm comments by the unnamed U.S. officials.White House National Security Council spokesman Alistair Baskey said only the U.S.-trained forces were being provided a wide range of support, including "defensive fires support to protect them" and pointed to Friday's U.S. airstrikes as proof."We won't get into the specifics of our rules of engagement, but have said all along that we would take the steps necessary to ensure that these forces could successfully carry out their mission," Baskey said.Pentagon spokeswoman Commander Elissa Smith also declined comment on the rules of engagement, saying only that the U.S. military's program focuses "first and foremost" on combating Islamic State militants."We recognize, though, that many of these groups now fight on multiple fronts, including against the Assad regime, (Islamic State) and other terrorists," Smith said. The U.S. military launched its program in May to train up to 5,400 fighters a year in what was seen as a test of Obama's strategy of getting local partners to combat extremists and keep U.S. troops off the front lines. The training program has been challenged from the start, with many candidates being declared ineligible and some even dropping out.Obama's requirement that they target militants from Islamic State has sidelined huge segments of the Syrian opposition focused instead on battling Syrian government forces. The United States has sought to avoid a direct confrontation with Assad.Once the Syrian rebels have returned to the battlefield, the U.S. recruits and other fighters aligned with them have turned into targets of rival militants.Al Qaeda's Syria wing is suspected of being behind the attack on Friday against them at a compound in Syria, which was also being used by members of a Western-aligned insurgent group, known as Division 30.U.S. recruits have hailed from Division 30. Nusra Front last week claimed to have abducted Division 30's leader but U.S. officials, speaking on condition of anonymity, said he had not undergone U.S. training One of the most powerful insurgent groups in northern Syria, Nusra Front has a record of crushing rebel groups that have received support from Western states, including the Hazzm movement that collapsed earlier this year.(Reporting by Phil Stewart; Editing by Andrew Hay)

US to speed up arms sales to Gulf after Iran deal: Kerry-AFP By Nicolas Revise and David Harding-AUG 3,15-YAHOONEWS

Doha (AFP) - Washington has agreed to speed up arms sales to Gulf states, US Secretary of State John Kerry announced Monday after talks in Doha on their concerns over the Iran nuclear deal.At the same time, his Qatari counterpart, Khalid bin Mohammad Al-Attiyah, told a joint press conference with Kerry that the nuclear deal was "the best option among other options".Asked what he could offer Gulf states, Kerry said the United States "agreed to expedite certain arms sales that are needed and that have taken too long in the past".The US would also step up efforts to share intelligence and increase the number of joint military exercises with its Arab allies, Kerry said following talks with foreign ministers of the six-nation Gulf Cooperation Council. He travelled to the Qatari capital for meetings with the Sunni monarchies of the GCC in a bid to calm their fears over the nuclear accord with Shiite Iran. The GCC groups Qatar with Bahrain, Kuwait, Oman, Saudi Arabia and the United Arab Emirates.Gulf countries have expressed concerns that the July 14 deal between Iran and world powers would allow greater regional interference by the Islamic republic."We talked about the possibility, not the possibility, the reality of increasing the number of exercises that we are conducting together," Kerry said."These are a few examples and ways in which we believe the security of the region can be strengthened and cooperation will be enhanced."Kerry added that there was also agreement to "talk about how to integrate the region's ballistic missile defences based on some of the activities of other countries".Attiyah said there was support for the nuclear deal among countries in the Gulf, despite their cautious reaction."This was the best option among other options to come up with a solution to the nuclear weapons of Iran through dialogue and this came up as a result of the efforts exerted by the United States of America and its allies," the Qatari minister said, speaking in Arabic.- Qatar urges nuclear ban -Attiyah also called for a ban on all nuclear weapons not only in Iran but "all the Middle East".As well as his talks with Attiyah, Kerry also met Saudi Arabia's foreign minister, Adel bin Ahmed al-Jubeir, and Qatar's emir, Tamim bin Hamad Al-Thani.Before leaving Qatar late Monday, Kerry also held a three-way meeting with Russian Foreign Minister Sergei Lavrov and Jubeir, with discussions expected to centre on Syria. However, those talks may not have been so convivial.Afterwards, Lavrov told reporters that an announced US willingness to take extra measures to defend allied fighters in Syria was "counter-productive".In a Doha news conference alongside Attiyah, Lavrov said: "We believe it's counterproductive to announce publicly that some US-trained armed groups... will be under the protection of the coalition's air forces," Lavrov said."And that to protect these groups this air force would be authorised to strike at any forces which may -- may -- be considered a hindrance to the work of this group."Lavrov said the matter had been raised with Kerry in the meeting.Russia's top diplomat was responding to remarks from White House spokesman Josh Earnest who said Syria "should not interfere" with operations by US-trained forces, warning that "additional steps" could be taken to defend them, raising the prospect of strikes against the regime.Kerry flew to Qatar on Sunday from Egypt, where he also sought to assure Cairo that the landmark Iran deal signed in Vienna would bring greater security to the Middle East.He said Washington recognised that "Iran is engaged in destabilising activities in the region -- and that is why it is so important to ensure that Iran's nuclear programme remains wholly peaceful"."If Iran is destabilising, it is far, far better to have an Iran that doesn't have a nuclear weapon than one that does," he said.

Fears grow over Nepal's 'anti-women' constitution-AFP By Paavan Mathema-AUG 3,15-YAHOONEWS

Kathmandu (AFP) - Nepal's proposed new constitution has sparked fury from women who say their citizenship, property and other rights are being curtailed by the document designed to draw a line under centuries of inequality.Lawmakers tabled a draft in parliament in June shortly after bickering political parties struck an historic deal on the long-awaited charter, spurred to negotiation by an earthquake in March that killed more than 8,800 people. But a series of sometimes violent protests have since hit the impoverished, Himalayan nation, with activists saying the charter has failed to address a string of concerns.Forty-year-old shop owner Rama Bista says the charter poses a major step back for women, in a country that has long favoured men.Bista, who is married to an Indian man based in Nepal, has spent the last four years trying to secure citizenship for her two sons -- their legal right under the current constitution."I cannot even speak of some of the things I've been told. They tell me my children are not Nepali, that I should go to my husband's country," Bista told AFP.But Bista's already tough struggle is set to become impossible under the new charter which bars single parents from passing on their citizenship to their children and additionally says both parents must be Nepalese. It will overturn a 2006 act that says children are eligible for citizenship as long as one parent is Nepalese.Activists say the move could leave a million people stateless and will disproportionately affect women, who account for the vast majority of single parents in Nepal.Bista says she is anxious about the future for her sons since citizenship is needed to get anything in Nepal from a driving licence to a bank account. The draft also makes it easier for a Nepalese man to confer citizenship on his foreign spouse, while a Nepalese woman needs to be married 15 years to her foreign husband before even being allowed to apply.Campaigners fear provisions could also be used to prevent Nepalese wives or widows from inheriting property unless stipulated in the deceased's will.Instead of specifying that daughters can inherit ancestral property, the draft vaguely says "all children". Activists are concerned this could be interpreted as sons and unmarried daughters only -- the wording used in the country's civil code. The draft removes the explicit reference in the current constitution to "sons and daughters"."The draft dismisses the identity of a woman and reflects our country's patriarchal mindset that seeks to maintain discriminatory practices," said Sapana Pradhan Malla who heads pressure group the Forum for Women, Law and Development.- Right to abortion fears -Campaigners are also concerned the draft will be misused to restrict a woman's right to abortion which was legalised in 2002 in the socially conservative country. The charter bans sex-selective abortions, but activists say the provision is unnecessary since the practice is already illegal. They fear the charter will be used as a powerful tool to deny women abortions, by falsely accusing them of trying to abort girls in a country where boys are preferred."This issue should not be dealt with in the constitution," said Sonali Regmi, Asia regional manager for the Center for Reproductive Rights."We fear that the clause can be misused to limit a woman's right to safe abortion, a key reason for the decrease in Nepal's maternal mortality rates." Parliament is expected to eventually vote on the long-awaited constitution which had promised to end years of political limbo in the impoverished nation.Lawmakers were tasked with drafting the charter after a decade-long insurgency ignited by deep-rooted social, political and economic inequalities.A committee is now set to draw up recommendations for changes to the draft, following a series of public consultations around the country. In recent weeks, violence has marred the consultations, especially in the southern plains, home to the historically marginalised Madhesi community, many of whose members marry into families living across the border in India.Lawmakers have brushed off the protests and campaigners' concerns, saying the draft is not intended to discriminate against anyone."The constitution is not anti-women," said ruling coalition lawmaker Bhim Rawal, who helped draft the document."Every country has provisions to protect its nationality and sovereignty," Rawal told AFP.But Bista and others remain fearful the charter will close the door on rights they had fought years to get."We call our country our motherland, and yet a mother's identity has no value," she said.

Israel ex-security chiefs urge Netanyahu to accept Iran deal-AFP-AUG 3,15-YAHOONEWS

Jerusalem (AFP) - Many Israeli ex-generals and former security chiefs have signed a petition urging Prime Minister Benjamin Netanyahu to accept the nuclear deal between world powers and Iran, which he strongly opposes.A petition signed by the former officials and made public Monday calls the July 14 accord a "fait accompli".It urges the government to pursue a policy that would "restore trust and reinforce security and diplomatic cooperation with the American administration".Doing so would "allow us to prepare to face the numerous challenges that will result from the agreement", the petition says. The signatories include two former heads of the Shin Bet internal security agency, Ami Ayalon and Carmi Gillon; a former deputy director of the Mossad intelligence agency, Amiram Levin; the ex-chief of the Atomic Energy Commission Uzi Eilmann; and dozens of former generals and senior officers. The deal, aimed at curbing Iran's nuclear programme in return for international sanctions relief, has been welcomed by world powers as a historic chance to set relations with Tehran on a new path. However, Netanyahu has called it a "historic mistake" and argues that it will not block Iran's path to nuclear weapons. He also says sanctions relief will allow Iran to increase support for proxy militants, which would lead to further destabilisation of parts of the Middle East. His government has been lobbying the US Congress to reject the deal, with lawmakers in the United States given 60 days to review it. The review period expires in September. While some members of the security establishment have called on Netanyahu to accept the deal, others as well as politicians from across the political spectrum have spoken out against it.

EXODUS 15:1-4
1  Then sang Moses and the children of Israel this song unto the LORD, and spake, saying, I will sing unto the LORD, for he hath triumphed gloriously: the horse and his rider hath he thrown into the sea.
2  The LORD is my strength and song, and he is become my salvation: he is my God, and I will prepare him an habitation; my father's God, and I will exalt him.

EZEKIEL 29:1-12-put russia-arab-muslims in place of egypt-their judgements here.
1 In the tenth year, in the tenth month, in the twelfth day of the month, the word of the LORD came unto me, saying,
2  Son of man, set thy face against Pharaoh king of Egypt, and prophesy against him, and against all Egypt:
3  Speak, and say, Thus saith the Lord GOD; Behold, I am against thee, Pharaoh king of Egypt, the great dragon that lieth in the midst of his rivers, which hath said, My river is mine own, and I have made it for myself.
4  But I will put hooks in thy jaws, and I will cause the fish of thy rivers to stick unto thy scales, and I will bring thee up out of the midst of thy rivers, and all the fish of thy rivers shall stick unto thy scales.
5  And I will leave thee thrown into the wilderness, thee and all the fish of thy rivers: thou shalt fall upon the open fields; thou shalt not be brought together, nor gathered: I have given thee for meat to the beasts of the field and to the fowls of the heaven.
6  And all the inhabitants of Egypt shall know that I am the LORD, because they have been a staff of reed to the house of Israel.
7  When they took hold of thee by thy hand, thou didst break, and rend all their shoulder: and when they leaned upon thee, thou brakest, and madest all their loins to be at a stand.
8  Therefore thus saith the Lord GOD; Behold, I will bring a sword upon thee, and cut off man and beast out of thee.
9  And the land of Egypt shall be desolate and waste; and they shall know that I am the LORD: because he hath said, The river is mine, and I have made it.
10  Behold, therefore I am against thee, and against thy rivers, and I will make the land of Egypt utterly waste and desolate, from the tower of Syene even unto the border of Ethiopia.
11  No foot of man shall pass through it, nor foot of beast shall pass through it, neither shall it be inhabited forty years.
12  And I will make the land of Egypt desolate in the midst of the countries that are desolate, and her cities among the cities that are laid waste shall be desolate forty years: and I will scatter the Egyptians among the nations, and will disperse them through the countries.

ISAIAH 9:11-14
11  Therefore the LORD shall set up the adversaries of Rezin against him, and join his enemies together;
12  The Syrians before, and the Philistines behind; and they shall devour Israel with open mouth. For all this his anger is not turned away, but his hand is stretched out still.
13  For the people turneth not unto him that smiteth them, neither do they seek the LORD of hosts.
14  Therefore the LORD will cut off from Israel head and tail, branch and rush, in one day.

ISAIAH 30:28-30
28  And his breath, as an overflowing stream, shall reach to the midst of the neck, to sift the nations with the sieve of vanity: and there shall be a bridle in the jaws of the people, causing them to err.
29  Ye shall have a song, as in the night when a holy solemnity is kept; and gladness of heart, as when one goeth with a pipe to come into the mountain of the LORD, to the mighty One of Israel.
30  And the LORD shall cause his glorious voice to be heard, and shall shew the lighting down of his arm, with the indignation of his anger, and with the flame of a devouring fire, with scattering, and tempest, and hailstones.

7  Therefore thus saith the Lord GOD; I have lifted up mine hand, Surely the heathen that are (Round) about you,(ARAB-MUSLIMS) they shall bear their shame.(AND BE NUKED)

7 Be thou prepared, and prepare for thyself, thou, and all thy company that are assembled unto thee, and be thou a guard unto them.
8 After many days thou shalt be visited: in the latter years thou shalt come into the land that is brought back from the sword, and is gathered out of many people, against the mountains of Israel, which have been always waste: but it is brought forth out of the nations, and they shall dwell safely all of them.
9 Thou shalt ascend and come like a storm, thou shalt be like a cloud to cover the land, thou, and all thy bands, and many people with thee.(RUSSIA-EGYPT AND MUSLIMS)
10 Thus saith the Lord GOD; It shall also come to pass, that at the same time shall things come into thy mind, and thou shalt think an evil thought:
11 And thou shalt say, I will go up to the land of unwalled villages;(ISRAEL) I will go to them that are at rest, that dwell safely, all of them dwelling without walls, and having neither bars nor gates,

4 Thou shalt fall upon the mountains of Israel, thou, and all thy bands,( ARABS) and the people that is with thee: I will give thee unto the ravenous birds of every sort, and to the beasts of the field to be devoured.

8 Behold, it is come, and it is done, saith the Lord GOD; this is the day whereof I have spoken.
11 And it shall come to pass in that day, that I will give unto Gog (RUSSIA/ARAB/MUSLIMS) a place there of graves in Israel, the valley of the passengers (EAST OF THE DEAD SEA IN JORDAN VALLEY) on the east of the sea: and it shall stop the noses of the passengers: and there shall they bury Gog (RUSSIAN) and all his multitude:(ARAB/MUSLIM HORDE) and they shall call it The valley of Hamongog.(BURIEL SITE OF THE 300 MILLION,RUSSIAN/ARAB/MUSLIMS)

1 The burden of Damascus. Behold, Damascus is taken away from being a city, and it shall be a ruinous heap.

Russia's Lavrov meets Hamas chief, invites him to Moscow: official-Reuters-AUG 3,15-YAHOONEWS

GAZA (Reuters) - Russian Foreign Minister Sergei Lavrov met Hamas leader Khaled Meshaal in Qatar on Monday and invited him to visit Moscow, a Hamas official said, extending a diplomatic welcome to the Palestinian group shunned by the West.Meshaal, who is based in Doha, last traveled to Moscow in 2010, four years after his first official visit to the Russian capital. In a statement released in Gaza, the Hamas official said a delegation led by Meshaal briefed Lavrov on conditions in the Gaza Strip, which the Islamist movement rules, in the aftermath of last summer's war with Israel.Meshaal also discussed with Lavrov "Zionist terrorism in the West Bank and its assaults on Muslim and Christian sites in Jerusalem", the official said, three days after an arson attack by suspected Jewish militants killed a Palestinian toddler."The (Russian) foreign minister extended an invitation to the leadership of (Hamas) to visit Moscow and the movement accepted the invitation and the date will be determined later," the official said.Russia is one of the four international sponsors, along with the United States, the European Union and the United Nations, of an Israeli-Palestinian peace process opposed by Hamas. Peace talks have been suspended for more than a year.Hamas is shunned in the West over its refusal to recognize Israel, accept existing Israeli-Palestinian interim peace deals and renounce violence. Russia says it should not be isolated. In Doha, Lavrov was to meet U.S. Secretary of State John Kerry, who is in Qatar for talks with the six countries of the Gulf Cooperation Council on the nuclear agreement Western powers reached last month with Iran.U.S. officials said Kerry's meeting with Lavrov, which will also be attended by Saudi Foreign Minister Saudi Foreign Minister Adel al-Jubeir, will focus on the civil war in Syria.Russia has been trying to bring about rapprochement between the Syrian government and regional states, including Saudi Arabia and Turkey, to forge an alliance to fight Islamic State militants who have taken large amounts of territory in the Syrian conflict.(Writing by Nidal Almughrabi; Editing by Jeffrey Heller, Larry King)

Turkey's Erdogan says Putin may 'give up' on Assad-AFP-AUG 3,15-YAHOONEWS

Istanbul (AFP) - Russian President Vladimir Putin is having a change of heart on the Kremlin's wholehearted support for Syrian leader Bashar al-Assad and may "give up on him" in the future, Turkish President Recep Tayyip Erdogan was quoted as saying Monday. When asked if Putin could be persuaded not to support Assad, Erdogan said he saw his counterpart as "more positive" during a face-to-face meeting in the Azerbaijani capital of Baku in June and in subsequent telephone talks."Putin's current attitude toward Syria is more encouraging than before," Erdogan told a group of journalists on his presidential jet as he returned from a trip to Asia."He is no longer of the opinion that Russia will support Assad to the end. I believe he can give up Assad," he was quoted as saying by the Daily Sabah and Sabah dailies.Turkey and Russia stand on opposing sides over the crisis in Syria, with Ankara one of the fiercest critics of Assad and Moscow one of his few remaining allies.Putin and Erdogan last met in Baku on June 13 during talks on the sidelines of the European Games that were held in the Azerbaijani capital.Relations between Turkey and Russia have become increasingly robust in recent months, with Russia's relations with the West at a post-Cold War era low and Turkey's bid to join the European Union at a standstill.Analysts say that Moscow and Ankara have managed to compartmentalise disputes over the Syria conflict and Russia's annexation of Ukraine to work for wider ties.Notably, Russia and Turkey have agreed to begin work on a new pipeline underneath the Black Sea. But reports in recent days have suggested the Turk Stream project has hit trouble due to a dispute over the price Turkey should pay for Russian gas.Erdogan's comments come as Ankara wages a two-pronged "anti-terror" offensive against jihadists in Syria and Kurdish militants based in northern Iraq after a wave of attacks inside Turkey.

US-China nuclear agreement passes congressional review-Associated Press By MATTHEW PENNINGTON-AUG 3,15-YAHOONEWS

WASHINGTON (AP) — An agreement allowing American involvement in China's civilian atomic industry is set to be renewed for 30 years despite some stiff criticism from lawmakers over the Asian nation's record on nuclear proliferation.A 90-day congressional review period expired on Friday without legislative action or a joint resolution to block or alter the agreement. The State Department said Monday that the U.S. and China will decide "a suitable time in the near future" when the agreement will enter into force. The current 30-year agreement expires at the end of the year. The Obama administration had warned that ending U.S.-China nuclear cooperation would be devastating to the U.S. nuclear industry and would hurt bilateral relations and diminish American leverage on non-proliferation and nuclear safety.China has the world's fastest-growing atomic industry. Four American-designed reactors worth $8 billion are under construction in China, and dozens more are planned or proposed that, industry advocates say, could support tens of thousands of U.S. jobs.Daniel Lipman, vice president at the Nuclear Energy Institute, said Monday he was pleased the agreement is "almost complete." He said China will be the single largest market for U.S. nuclear technology, goods and services for the foreseeable future. Both Republicans and Democrats, particularly in the Senate, had aired concerns that U.S. civilian nuclear technology may have been adapted for use in Chinese nuclear submarines, which is forbidden by the agreement. Despite some improvements in the Chinese government's record on nuclear non-proliferation since the 1990s, Chinese entities, including those facing U.S. sanctions, are still accused of transferring sensitive military technology to Iran and North Korea. China has also decided to help build more power reactors in Pakistan, although the country's facilities are not under international safeguards.Republican Sen. Marco Rubio of Florida, a 2016 presidential hopeful, had co-sponsored a resolution last month seeking to block the agreement, but it failed to galvanize action.China has had the bomb for 50 years and has a stockpile of perhaps 250 weapons. The U.S. has forged civilian nuclear pacts with two dozen countries — including its other main strategic rival, Russia.

China wants no talk of South China Sea at ASEAN meeting-Reuters By Amy Sawitta Lefevre and Trinna Leong-AUG 3,15-YAHOONEWS
KUALA LUMPUR (Reuters) - Chinese Vice Foreign Minister Liu Zhenmin said on Monday the disputed South China Sea should not be discussed at a meeting of the Association of Southeast Asian Nations (ASEAN).Liu, speaking to Reuters on the sidelines of the 48th ASEAN Foreign Ministers Meeting, which kicks off in Kuala Lumpur on Tuesday, said the meetings should avoid all talk on the sensitive issue, adding that countries outside ASEAN should not interfere."It should not be discussed," said Liu. "This is not the right forum. This is a forum for promoting cooperation. If the U.S. raises the issue we shall of course object. We hope they will not."But in Washington, State Department Deputy spokesman Mark Toner said tensions in the South China Sea would be discussed as part of regional security concerns."This is a forum in which critical security issues need to be brought up and discussed, and frankly, ... we believe that the developments in the South China Sea meet that criteria," Toner told a daily briefing. The issue was not on the official agenda, but expectations were high that it would be discussed against a backdrop of increasing tensions and overlapping claims in the potentially energy-rich South China Sea.The United States, worried about China's increasing assertiveness in the region, is expected to repeat a call for Beijing to halt land reclamation on islands in disputed waters.Neither the United States nor China are members of ASEAN but have been invited to participate alongside other countries outside the group. U.S. Secretary of State John Kerry will be in Kuala Lumpur on Wednesday and Thursday.A draft of the joint statement to be issued at the end of the ASEAN meeting, seen by Reuters, said leaders were concerned with recent developments "which have the potential to undermine peace, security and stability in the South China Sea."It added that there was a need urgently to address the erosion of trust among parties on these matters.China claims most of the South China Sea, through which $5 trillion in ship-borne trade passes every year, and rejects the rival claims of Vietnam, the Philippines, Brunei, Malaysia and Taiwan.-"FREEZE" PROPOSAL "UNREALISTIC"-Speaking to reporters in Singapore, Chinese Foreign Minister Wang Yi dismissed a proposal to freeze provocative activities in South China Sea."What to freeze? Every country has a different consideration," he said ahead of his visit to Malaysia."What's the standard for freezing? Who is to judge the process of the freezing activity? These are very complex questions. So the freeze proposal may seem even-handed, but it's actually unrealistic and will not work in practice," said Wang.China has repeatedly urged Washington not to take sides in the escalating maritime dispute over the area.Last week, China accused the United States of "militarizing" the South China Sea by staging patrols and joint military drills there. With the disputed area becoming Asia's biggest potential military flashpoint, China and Southeast Asian nations have agreed to set up a foreign ministers' hotline to tackle emergencies in the South China Sea, a senior official of the ASEAN grouping said on Friday.(Additional reporting by Rujun Shen in Singapore; Writing by Amy Sawitta Lefevre; Editing by Mike Collett-White and Cynthia Osterman)

ISAIAH 30:26-27
26 Moreover the light of the moon shall be as the light of the sun, and the light of the sun shall be sevenfold,(7X OR 7-DEGREES HOTTER) as the light of seven days, in the day that the LORD bindeth up the breach of his people,(ISRAEL) and healeth the stroke of their wound.
27 Behold, the name of the LORD cometh from far, burning with his anger, and the burden thereof is heavy: his lips are full of indignation, and his tongue as a devouring fire:

MATTHEW 24:21-22,29
21 For then shall be great tribulation, such as was not since the beginning of the world to this time, no, nor ever shall be.
22 And except those days should be shortened, there should no flesh be saved: but for the elect’s sake (ISRAELS SAKE) those days shall be shortened (Daylight hours shortened)
29 Immediately after the tribulation of those days shall the sun be darkened, and the moon shall not give her light, and the stars shall fall from heaven, and the powers of the heavens shall be shaken:

7 And I heard another out of the altar say, Even so, Lord God Almighty, true and righteous are thy judgments.
8 And the fourth angel poured out his vial upon the sun; and power was given unto him to scorch men with fire.
9 And men were scorched with great heat, and blasphemed the name of God, which hath power over these plagues: and they repented not to give him glory.

Iranian city feels like 73 C as heat wave smothers Middle East-CBC – Fri, 31 Jul, 2015-YAHOONEWS

While the dog days of summer have triggered heat alerts in many Canadian cities, the weather woes are much worse half way across the world. In the Iranian city Bandar Mahshahr, the mercury soared to 46 C on Friday as an unprecedented heat wave enveloped much of the Middle East. With humidity, however, the air felt more like 73 C, according to AccuWeather.A port city located in Khuzestan province in southwestern Iran, Bandar Mahshahr has its proximity to the Persian Gulf to blame for the incredible temperature readings, AccuWeather meteorologist Anthony Sagliani said."Around the Persian Gulf, where water temperatures are in the lower to middle 90s [30s C], the extreme heat combines with incredibly high humidity to produce astounding apparent temperatures," he said.A strong ridge of high pressure has hovered over the Middle East through much of July, resulting in the heat wave, Sagliani said.Iraq sizzles-To the west, temperatures also reached above 50 C this week in Iraq, with a reading of 52 C in Baghdad on Thursday. The relentless heat prompted the Iraqi government to implement a mandatory four-day holiday starting on Thursday. Residents were also urged to stay out of the sun and drink plenty of water.Unlike other countries in the region, Iraq lacks beaches, and travel restrictions make it difficult for people to escape the sweltering heat, leaving many — even those fortunate enough to live in their homes — with limited options for cooling off. Some swim in rivers and irrigation canals, while others spend the days in air-conditioned shopping malls.Chronic electricity and water cuts in Iraq and other conflict-ridden countries make heat waves even more unbearable — particularly for the more than 14 million people displaced by violence across the region. In the southern Iraqi city of Basra earlier this month, protesters clashed with police as they demonstrated for better power services, leaving one person dead. Social media users saw some relief when comparing the weather in their hometown to the scorching heat in Iraq.

12 And I beheld when he had opened the sixth seal, and, lo, there was a great earthquake; and the sun became black as sackcloth of hair, and the moon became as blood;
13 And the stars (POSSIBLY 7 OF PLIEADES AND ORION) of heaven fell unto the earth, even as a fig tree casteth her untimely figs, when she is shaken of a mighty wind.
14 And the heaven departed as a scroll when it is rolled together; and every mountain and island were moved out of their places.
15 And the kings of the earth, and the great men, and the rich men, and the chief captains, and the mighty men, and every bondman, and every free man, hid themselves in the dens and in the rocks of the mountains;
16 And said to the mountains and rocks, Fall on us, and hide us from the face of him that sitteth on the throne, and from the wrath of the Lamb:
17 For the great day of his wrath is come;(LAST HALF OF THE 7 YR TRIB) and who shall be able to stand?

8 And the second angel sounded, and as it were a great mountain burning with fire was cast into the sea: and the third part of the sea became blood;
9 And the third part of the creatures which were in the sea, and had life, died; and the third part of the ships were destroyed.
10 And the third angel sounded, and there fell a great star from heaven, burning as it were a lamp, and it fell upon the third part of the rivers, and upon the fountains of waters;
11 And the name of the star is called Wormwood:(bitter,Poisoned) and the third part of the waters became wormwood; and many men died of the waters, because they were made bitter.(poisoned)
12 And the fourth angel sounded, and the third part of the sun was smitten, and the third part of the moon, and the third part of the stars; so as the third part of them was darkened, and the day shone not for a third part of it, and the night likewise.
13 And I beheld, and heard an angel flying through the midst of heaven, saying with a loud voice, Woe,(1) woe,(2) woe,(3) to the inhabiters of the earth by reason of the other voices of the trumpet of the three angels, which are yet to sound!

AMOS 5:7,18-20-6:1
7  (WOE 1) Ye who turn judgment to wormwood,(POISON) and leave (CAST) off righteousness in the earth,(GROUND)
18 (Woe 2) unto you that desire the day of the LORD! to what end is it for you? the day of the LORD is darkness, and not light.
19 As if a man did flee from a lion, and a bear met him; or went into the house, and leaned his hand on the wall, and a serpent bit him.
20 Shall not the day of the LORD be darkness, and not light? even very dark, and no brightness in it?
AMOS 6:1
1 (Woe 3) to them that are at ease in Zion,(JERUSALEM) and trust in the mountain of Samaria, which are named chief of the nations, to whom the house of Israel came!(WOE 3 IS THIRD WAVE OF WW3 WHEN ALL NATIONS MARCH TO JERUSALEM FOR BATTLE)

JOB 9:6-9 (COMPARE TO REV 6:12-17)
6 Which shaketh the earth out of her place,(QUAKE) and the pillars thereof tremble.
7 Which commandeth the sun, and it riseth not;(THE SUN BLACKEND) and sealeth up the stars.(WHICH NOW FALL FROM HEAVEN)
8 Which alone spreadeth out the heavens, and treadeth upon the waves of the sea.(THESE SAME MEORITES MIGHT POISON ALL THE EARTHS WATERS ALSO)
9 Which maketh Arcturus, Orion, and Pleiades, and the chambers of the south.(AND IT IS INTERESTING GOD THRONE IS IN THE NORTH.AND FROM THE SOUTH THESE METEORITES WILL BE FALLING ON EARTH)

Historically, the Pleiades were seen as a group of seven stars – its brightest stars: Alcyone, Atlas, Electra, Maia, Merope, Taygeta and Pleione are visible to the keen naked eye. However modern observations show that this most famous of open clusters is comprised of several hundred stars wreathed in intricately structured nebulosity. As the Pleiades cluster is close to the ecliptic (within 4°) in the constellation of Taurus it is a spring and autumnal 'seasonal' object in both the northern and southern hemispheres. Being close to the ecliptic, there are frequent occultations of the cluster with the Moon and planets. To our superstitious ancestors these were, no doubt, portentious events. Likewise, the apparent annual motion of the cluster would have been highly significant. The heliacal (near dawn) rising of the Pleiades in spring in the northern hemisphere has from ancient times augured the opening of the seafaring and farming season: while its dawn autumnal setting marked the season's end.And also Spring and fall are Bird migration seasons in Israel. It would not surprise me if Israeli wars are not fought around the time of the Pleiades-Orion happenings. The Bible contains three direct references to the Pleiades in Job 9:9 and 38:31, and Amos 5:8, and a single indirect reference in the New Testament. This latter passage (Revelation 1:16) describes a vision of the coming of the Messiah – who holds, in his right hand, seven stars.Well since the meteors do hit the earth in the last 6 months of the 7 year tribulation period.I believe.Jesus' return will be only 6 months or so from happening. So this Pieades (meteorites) earth hit would be warning the world that Jesus is about to return to earth literally.
8 Seek him (GOD) that maketh the seven stars (plieades) and Orion, and turneth the shadow of death (darkness) into the morning, and maketh the day dark with night: that calleth for the waters of the sea, and poureth them out upon the face of the earth: The LORD is his name:

JOB 38:31-33
31 Canst thou bind the sweet influences of Pleiades, or loose the bands of Orion? (BIND AND LOOSE THESE STARS)(GOD GIVES US A HINT-THESE ARE THE ONES THAT FALL TO EARTH)
32 Canst thou bring forth Mazzaroth in his season? or canst thou guide Arcturus with his sons?
33 Knowest thou the ordinances of heaven? canst thou set the dominion thereof in the earth? (GOD TELLS US-I CAN THROW THESE STARS TO EARTH-I AM IN CONTROL OF ALL THINGS)

HOSEA 4:1-3
1 Hear the word of the LORD, ye children of Israel: for the LORD hath a controversy with the inhabitants of the land,(EARTH) because there is no truth, nor mercy, nor knowledge of God in the land.
2  By swearing, and lying, and killing, and stealing, and committing adultery, they break out, and blood toucheth blood.
3  Therefore shall the land mourn, and every one that dwelleth therein shall languish, with the beasts of the field, and with the fowls of heaven; yea, the fishes of the sea also shall be taken away.

2  I will utterly consume all things from off the land, saith the LORD.
3  I will consume man and beast; I will consume the fowls of the heaven, and the fishes of the sea, and the stumblingblocks with the wicked; and I will cut off man from off the land, saith the LORD.

EZEKIEL 32:6-9
6  I will also water with thy blood the land wherein thou swimmest, even to the mountains; and the rivers shall be full of thee.
7  And when I shall put thee out, I will cover the heaven, and make the stars thereof dark; I will cover the sun with a cloud, and the moon shall not give her light.
8  All the bright lights of heaven will I make dark over thee, and set darkness upon thy land, saith the Lord GOD.
9  I will also vex the hearts of many people, when I shall bring thy destruction among the nations, into the countries which thou hast not known.

8 And the second angel sounded, and as it were a great mountain burning with fire was cast into the sea: and the third part of the sea became blood;
9 And the third part of the creatures which were in the sea, and had life, died; and the third part of the ships were destroyed.
10 And the third angel sounded, and there fell a great star from heaven, burning as it were a lamp, and it fell upon the third part of the rivers, and upon the fountains of waters;
11 And the name of the star is called Wormwood:(bitter,Poisoned) and the third part of the waters became wormwood; and many men died of the waters, because they were made bitter.(poisoned)

3 And the second angel poured out his vial upon the sea; and it became as the blood of a dead man: and every living soul died in the sea.(enviromentalists won't like this result)
4 And the third angel poured out his vial upon the rivers and fountains of waters; and they became blood.
5 And I heard the angel of the waters say, Thou art righteous, O Lord, which art, and wast, and shalt be, because thou hast judged thus.
6 For they(False World Church and Dictator) have shed the blood of saints and prophets, and thou hast given them blood to drink; for they are worthy.

Qu'Appelle Lakes Chair wants Regina to 'stop dumping raw sewage'-CBC – AUG 3,15-YAHOONEWS

The chair for the Calling Lakes District Planning Commission, Ken Hutchinson, says the City of Regina needs to stop dumping raw sewage into the water system."We've been arguing and discussing with the city and government for years to stop the practice of dumping raw sewage — sewage of any type — into Wascana and the Qu'Appelle, and therefore through the valley.""Raw sewage — it's just unbelievable that they would do that."The city released strained sewage into Wascana Creek following heavy rains last week in an effort to avoid a back up of the city's sewer system.Lack of communication about bypass, claims Calling Lakes chair-Hutchinson's organization is a regional planning group, sanctioned by government, that works to preserve the Qu'Appelle Valley. He said he and other locals who live in the area are frustrated they were not notified about the bypass into the river system and only heard about it through media reports."I would have appreciated the communication. I would have [told Regina Mayor Michael Fougere], 'We have to stop this. We have to sit down and have a meeting.'"He says the timing could not have been worse. With more tourists in the area and summer residents returning to their cabins this holiday weekend, the number of people on the lakes grows significantly."If I look out at [Pasqua Lake] right now, there are not many people on the lake," said Hutchinson, though he did not know if that was a direct result of the bypass. Hutchinson said the City of Regina and the Water Security Agency are monitoring the water quality, but locals do not know if the water is safe."We have no idea how much fecal, how much sewage is in there. I suppose if the dogs get sick or the kids get sick, we'll know, 'Gee that's too much.'"The City of Regina could not provide someone to answer questions until Tuesday, but did say in an email that it "is concerned about the water downstream and is working with the Water Security Agency." Diluted waste could arrive in lakes by Monday, says WSA-In an email response to CBC News, Patrick Boyle, spokesperson for the Water Security Agency (WSA), said based on the travel time, the agency expects the waste to arrive in the lakes by Monday. But he expects the waste will be significantly diluted by then. The Regina Qu'Appelle Health Region said it is not anticipating health concerns over the weekend for the Qu'Appelle lake system, but will re-evaluate Tuesday. The City of Regina has a permit through the WSA to operate and within the permits there is an emergency provision for a bypass in extreme events."It's a very difficult situation because the risk in not having a bypass could be severe and run the risk of permanently damaging the system or losing it all together, that combined with the human health impact from sewage backing up into houses also adds to the urgency," read the email from Boyle, in part.Wastewater treatment plant a long-term solution, says WSA- Boyle explained that the city is already working on a long-term solution by building the new wastewater treatment plant."I believe the city is also planning to upgrade some of their lift stations. This combined with the treatment plant upgrade will increase capacity for the city and should help to prevent events like this in the future."But Hutchinson says the city needs to find an immediate solution, and he has some suggestions."Take some preemptive actions. If they know a big rainstorm is coming, ask the citizens to cut back on the use of water, and that's easy to do.""And I understand they can bypass one lagoon to another lagoon."Hutchinson said he has spoken with the provincial government and asked officials to put pressure on the city to avoid bypassing the waste year after year."Until the media pick it up as an important issue to be dealt with, it's just going to be shuffled off down the line," said Hutchinson."We're immediately affected by it, but we are all affected by polluting these rivers and lakes," he added.

Brazilian universities to help with dirty water cleanup-Associated Press By JENNY BARCHFIELD-AUG 3,15-YAHOONEWS

RIO DE JANEIRO (AP) — Rio de Janeiro Governor Luiz Fernando Pezao signed a deal Monday with several Brazilian universities and research institutes to develop a plan for cleaning up the polluted waters of the city's sewage-strewn Guanabara Bay, where Olympic sailing events will be held.Pezao hailed the deal as a "very important step" toward the long-promised cleanup, which has dragged on for more than 20 years with little progress. As part of Brazil's Olympic project, authorities pledged more than six years ago to drastically cut the amount of raw human sewage in the bay before the 2016 games. But only one of the eight promised treatment plants aimed at filtering much of the waste out of the rivers that have become open-air sewage ditches has been built, and the bay's once-crystalline waters remain fetid. An Associated Press investigation published last week revealed high counts of disease-causing viruses directly linked to human sewage in Olympic waters. In a statement from his office, Pezao was quoted as saying that since Rio won its Olympic bid in 2009, the city has boosted the treatment of sewage that once flowed into the bay from 17 percent to 49 percent. The original promise was to treat 80 percent of sewage that ends up in the bay by the 2016 games, but state and municipal officials have repeatedly acknowledged there's no way that pledge will be met.Internet portal UOL quoted Pezao as saying "we made a mistake. We can't continue to make more mistakes." He added that the government wouldn't commit to any further cleanup targets before the necessary studies had been done, the UOL report said.It also quoted Rogerio Vale, who was representing Rio's federal university at Monday's signing event, as saying, "We're working toward a gradual plan and a long-term recuperation of the bay."We're talking about 20 years. The bay can be in good shape in 2025, 2030 or even 2035."Seven universities — six of them public institutions — as well as several research institutes will develop the new cleanup plan.

California water officials seek penalties in Santa Barbara oil spill-Reuters By Sharon Bernstein-AUG 3,15-YAHOONEWS

SACRAMENTO, Calif. (Reuters) - California water quality regulators have asked Attorney General Kamala Harris to consider enforcement action against the owner of an oil pipeline that ruptured near Santa Barbara in May, spilling petroleum onto beaches and the Pacific Ocean. The Central Coast Regional Water Quality Control Board said Monday that it had referred the incident near Refugio State Beach to the state's top prosecutor, who under the law could seek penalties of up to $25,000 per day of violation, plus $25 for every gallon of oil spilled."The Water Board will work closely with the Attorney General's office to make sure all those responsible for the Refugio spill face the strongest enforcement measures allowed by law," the Board chair Jean-Pierre Wolff said in a press release. The owner, Plains All-American Pipeline, could not immediately be reached for comment.Refugio State Beach, about 20 miles (32 km) west of Santa Barbara, was closed along with nearby El Capitan State Beach after they were fouled when an underground pipeline that runs along the coastal highway burst on May 19. Both have since been reopened. After the spill, federal inspectors determined that the section of pipeline owned by Texas-based Plains All American Pipeline that ruptured had been badly corroded and was degraded to 1/16th of an inch (1.6 mm).The spill dumped as much as 2,400 barrels (101,000 gallons or 382,000 liters) of crude onto a pristine stretch of the Santa Barbara coastline and into the Pacific, leaving slicks that stretched over nine miles (14 km) along the coast and closing the two state beaches. The spill zone lies at the edge of a national marine sanctuary and state-designated underwater preserve teeming with whales, dolphins, sea lions, some 60 species of sea birds and more than 500 species of fish. The surrounding waters are shared by nearly two dozen offshore oil platforms.Wolff said that the water board has the authority to impose its own penalties, but that the attorney general's office had the power to order higher ones, should they be warranted.

Obama: Power plant emissions limits most important step US has taken to combat climate change-The Canadian PressBy Josh Lederman, The Associated Press | The Canadian Press – aug 3,15-yahoonews

WASHINGTON - Calling it a moral obligation, President Barack Obama unveiled the final version of his plan to dramatically cut emissions from U.S. power plants, as he warned anew that climate change will threaten future generations if left unchecked.Touting the plan at a White House event on Monday, Obama said the unprecedented carbon dioxide limits are the "the single most important step" America has ever taken to fight climate change. He warned that because the problem is so large, if the world doesn't get it right quickly, it may become impossible to reverse, leaving populations unable to adapt."There is such a thing as being too late when it comes to climate change," Obama said.Opponents immediately announced they would sue the government to stop the rules from taking effect. West Virginia Attorney General Patrick Morrisey, speaking at a summit of Republican state attorneys general, said West Virginia would be among a group of states "launching an aggressive legal campaign.""They're legal foundation is very, very shaky," Morrisey said of the Obama administration. "We are confident that we will prevail."The final version of Obama's plan imposes stricter carbon dioxide limits on states than was previously expected: a 32 per cent cut by 2030, compared with 2005 levels, the White House said. Obama's proposed version last year called only for a 30 per cent cut.It also gives states an additional two years — until 2022 — to comply, yielding to complaints that the original deadline was too soon. States will also have an additional year to submit their implementation plans to Washington.Obama was joined in the East Room by Environmental Protection Agency Administrator Gina McCarthy and by parents of asthma patients. The Obama administration has sought to draw a connection between climate change and increased respiratory illness in vulnerable populations."This is an especially wicked-cool moment," said McCarthy, wielding a colloquialism from her hometown of Boston. As they prepared to sue the government, states and energy companies asked the EPA to put the rules on hold while legal challenges play out — a notion that White House press secretary Josh Earnest dismissed. In the absence of a voluntary delay, opponents planned to ask the courts to issue a stay. Many Republican-led states have said their states simply won't comply. Senate Majority Leader Mitch McConnell, who has encouraged GOP governors to take that step, vowed to use legislation to thwart the president's plan. The pollution controls form the core of Obama's ambitious and controversial plan to drastically reduce overall U.S. emissions, as he works to secure a legacy on fighting global warming. Yet it will be up to Obama's successor to implement his plan, which has attracted strong opposition from the field of Republican presidential candidates.Power plants account for roughly one-third of all U.S. emissions of the heat-trapping gases blamed for global warming, making them the largest single source. The Obama administration estimated the emissions limits will cost $8.4 billion annually by 2030. The actual price won't be clear until states decide how they'll reach their targets. But energy industry advocates said the revision makes Obama's mandate even more burdensome, costly and difficult to achieve.Another key change to the initial proposal marks a major shift for Obama on natural gas, which the president has championed as a "bridge fuel" whose growing use can help the U.S. wean itself off dirtier coal power while ramping up renewable energy capacity. The final version aims to keep the share of natural gas in the nation's power mix at current levels.___Reach Josh Lederman at https://twitter.com/joshledermanAP

Obama's War on Coal-Conn Carroll | Apr 01, 2014-Conn Carroll

President Obama promised to send electricity prices skyrocketing, and his minions at the EPA are delivering on that promise. Americans for Tax Reform’s Chris Prandoni takes a detailed look at how Obama is using the power of the regulatory state to wipe out the coal industry.Campaigning in San Francisco, California, in 2008, then-Senator Obama promised to send electricity costs “skyrocketing” by making life difficult for coal power plants. Since assuming office, President Obama has made good on that promise by methodically dismantling America’s coal industry.Using the Environmental Protection Agency as its primary means of assault, the Obama administration has undermined every phase of the coal production process. This president doesn’t want Americans to mine coal, transport coal, or export coal. And they definitely do not want utilities burning it so you can turn on your lights. At first blush, it might seem like these policies only affect the small mining towns in Western Kentucky or the South Carolina factory workers that make excavation equipment. But the implications of Obama’s War on Coal are far reaching: 300 of America’s coal plants will close due to EPA policies by 2025. That’s 44,000 megawatts of generating capacity in 33 states gone. Electricity rates will “necessarily skyrocket” and grid stability may be threatened. Most troubling, these dramatic changes to American energy policy are being implemented by lawyers and unelected bureaucrats in federal agencies. Congress has passed no new laws ordering Americans to consume less coal. In fact, the last time Democrats tried to legislate these anti-energy policies they were run out of town. The Failed Legislative Front-When Obama assumed office in 2009, many feared that legislation designed to increase your electricity bills and gasoline prices was inevitable. Democrats had a huge majority in the House and a filibuster-proof 60 votes in the Senate. The White House, and even the 2008 Republican presidential nominee John McCain had endorsed a cap-and-trade program. Democrats calculated that a McCain-endorsed cap-and-trade style program represented their best chance to inflate the cost of energy; of course, such legislation was sold under different, false pretenses. After carving out provisions for essential industries, thus gaining their support or silence, Democrats thought they had a bill that could become law. On May 15, 2009, months of negotiating and legislative bribery culminated with the introduction of the American Clean Energy and Security Act by Reps. Ed Markey (D-MA) and Henry Waxman (D-CA). On June 26, 2009, ACES passed the House of Representatives by a vote of 219 to 212.Passage of ACES put enormous pressure on Senate Majority Leader Harry Reid (D-NV) to get the legislation out of the upper chamber and onto Obama’s desk. But then a funny thing happened, the 111th Congress came and went without the Senate voting on the House-passed ACES. Despite overseeing an astounding Democrat majority, Reid didn’t even have enough votes to bring the bill to the floor. On November 6, 2010, the American people let Congress know what they thought about Washington D.C. trying to pick their pockets. Of the 19 freshman Democrats who voted for the Waxman-Markey legislation, 12 were sent packing. All in all, a total of 41 Democrats who voted for the bill lost their seat or retired. West Virginia Senate Democratic candidate Joe Manchin even ran a television ad where he literally shot the Waxman-Markey legislation and told viewers “I’ll take dead aim at the Cap and Trade Bill.” Candidate Manchin would go on to win his race as would 63 new House Republicans. The people had spoken; efficient, reliable energy was a voting issue. Politicians that embraced artificial scarcity and expensive electricity bills would be punished. The Bureaucrats Strike Back-Days after President Obama’s agenda took a self-admitted “shellacking,” he revealed his intent to continue to push restrictive energy policies, saying “cap-and-trade was just one way to skin the cat. It’s not the only way.” Indeed, if Congress was not willing to drive up the cost of energy and unemployment rates, the EPA would. Following the president’s lead, this seemingly innocuous agency has been busy the past five years, amassing unprecedented powers through political maneuvering, increased regulation, and usurpation of congressional powers. And while many businesses have felt the weight of the EPA, none have been squeezed quite like America’s coal industry.-Front One: The War on Mining-In order for coal developers to begin extracting coal out of the ground, they are required to obtain a number of federal and state permits. One requisite authorization is the Clean Water Act’s 404(c) permit, which is officially granted by the Army Corps of Engineers but still requires EPA approval. Without this permit, miners cannot mine, construction workers cannot construct, and businesses cannot create jobs.Mining is a complicated, expensive industry that requires years of preparation and investment. In the 1990s, Arch Coal identified a massive coal deposit in West Virginia, the Spruce Mine site. Officially beginning the burdensome permitting process, Arch received its first mining permit in 1998. Millions of dollars later, Arch received its 404(c) permit in 2007 and began mining. Then the Obama administration came to town and flexed its muscles by revoking Arch’s 404(c) permit. Never before had the EPA retroactively pulled a permit from a project in operation. In fact, in the past 40 years, it has only used its veto authority 12 times. But these are different times.Arch immediately challenged the unprecedented move in court and won the support of a federal district court judge that wrote, “[EPA] exceeded its authority under section 404(c) of the Clean Water Act when it attempted to invalidate an existing permit by withdrawing the specification of certain areas as disposal sites.” Unfortunately, an appeals court sided with the EPA and wrote that the Clean Water Act “empowers [the EPA Administrator] to prohibit, restrict or withdraw the specification ‘whenever’ he makes a determination that the statutory ‘unacceptable adverse effect’ will result.”Arch Coal and a number of other parties have petitioned the Supreme Court to take up this case. The outcome of this court battle is of paramount importance. Allowing the EPA to pull the rug out from any mining project, at any point during the production process, would freeze investment. What reasonable businessman would be willing to spend hundreds of millions of dollars procuring mineral rights, commissioning expensive geological studies, and go through the permitting process just to have the EPA swoop in and kill the project after production has begun?Even scarier, this seemingly narrow assault on one mining project is not narrow at all. Nearly every construction project requires a 404(c) permit and 60,000 404(c) permits are issued annually.-Front Two: War on Exports-If coal producers can get coal out of the ground without EPA meddling, other Democrat interests are trying their best to ensure that miners cannot sell their product overseas. This is a shame because the U.S. has the largest coal repository in the world. More than one-fourth of the world’s economically recoverable coal reserves are located here in America. This abundance has historically meant big profits for Americans. In 2011, coal exports contributed an estimated 141,270 jobs to the U.S. economy with more than 107 million tons being sent abroad to Europe and developing countries. Needing to fuel their growing economies, China and India are planning to build hundreds of new coal-fired power plants over the next 50 years. In order to supply this enormous expansion abroad, American companies have applied to build four coal export terminals in the states of Washington and Oregon. You would think the governors of Washington and Oregon would cheer export terminals that provide jobs, not only onsite, but for coal miners whose livelihood depends on finding a market for coal. But no, in a joint letter to the White House Council on Environment and Quality Chair Nancy Sutley, Govs. Jay Inslee and John Kitzhaber (both Democrats) all but urged the White House to deny the export terminals requisite permits.“It is hard to conceive that the federal government would ignore the inevitable consequences of coal leasing and coal export,” Kitzhaber and Inslee wrote. “We believe the decisions to continue and expand coal leasing from federal lands and authorize the export of that coal are likely to lead to long- term investments in coal generation in Asia, with air quality and climate impacts in the United States that dwarf those of almost any other action the federal government could take in the foreseeable future.”Kitzhaber and Inslee are asking for new, never before considered material to be used as an excuse to kill coal export sites. If coal producers are not allowed to export coal, and utilities are not allowed to burn it, then mining it is fruitless, which is exactly what leftists want.Front Three: War on Burning Coal-In order to really stifle American coal consumption, the EPA has to make sure that the American people cannot use it to power their homes. The genesis of the EPA’s recent power grab stems from a 2007 Supreme Court decision, Massachusetts v EPA. The suit against EPA, brought by several liberal state attorneys general and radical environmental activists including GreenPeace and Friends of the Earth, was intended to classify greenhouse gases emitted from vehicles as pollutants. That these state attorneys general were so openly working with radicalized interest groups did raise some eyebrows, but nonetheless, the Supreme Court issued a 5-4 decision ordering the EPA to determine whether motor vehicles are covered under Section 202 of the Clean Air Act. Much like pushing over the first domino in a long line, categorizing greenhouse gases as pollutants would catalyze a series of disastrous actions. On the heels of the Supreme Court decision, the EPA released the infamous “endangerment finding” in December of 2009. Using now thoroughly questionable scientific justification, the EPA declared that carbon dioxide, yes, the stuff you exhale, was a pollutant. Once the EPA ruled that CO2 and other GHGs endangered the public’s health and welfare, carbon was subject to numerous controls under the Clean Air Act. Now compelled to regulate GHGs, the EPA would unleash a torrent of new regulations.EPA's Lawless Rewrite-Everything from factories to hospitals to restaurants to elementary schools all emit enough CO2 to be considered a “major source” of the gas under the Prevention of Significant Deterioration and Title V permit programs. The EPA is now required by law to regulate nearly everything. If this sounds untenable, it’s because it is. In order to enforce the EPA’s new findings, the EPA said it would need an additional $21 billion per year and hire 320,000 more bureaucrats. Instead, the EPA unilaterally redefined legal statute and directly amended the Clean Air Act by only regulating certain emission sources. The EPA’s decision to avoid this self-made bureaucratic nightmare is referred to as the “tailoring rule.” The tailoring rule reveals the EPA’s hubris. Congress has the authority to amend laws, not the EPA. Imagine if every federal agency, staffed with political appointees, began tinkering with federal laws? Simply put, the tailoring rule is indicative of the EPA’s selective enforcement of laws. When a law supports the EPA’s agenda, like regulating greenhouse gases, the agency enforces it to the fullest extent. But when a law, or in this case, a portion of a law, inconveniently undermines or hamstring the agency’s goals, it is immediately discarded. Impelled by radical environmentalist litigation, the EPA’s numerous advances led the agency to control and regulate greenhouse gases in America, authority Congress never intended the EPA to have.Regulations for New Coal Plants-Now with the supposed authority to regulate carbon, the EPA promptly banned the construction of new coal-fired power plants by requiring them to implement carbon capture and storage technology. The EPA pushed forward with this rule despite the administration’s own interagency task force saying that CCS technologies “are not ready for widespread implementation.” And that is exactly the point. If the EPA is to stop construction of new coal-fired power plants, the agency had to write regulations that “are not ready for widespread implementation.”The EPA’s new technology mandate is so untenable that there is currently no full-scale coal-fired power plant operating with CCS anywhere in the world. That’s because the capital costs of installing CCS are enormous, at least $1 billion. While three CCS projects have been proposed in the U.S., only one is under construction. The anomaly that is the Kemper County, Mississippi CCS coal-fired power plant is proceeding due to a confluence of unique circumstances.Taking some of the sting out of the enormous cost of CCS, the Department of Energy gave the plant a $270 million grant. The plant is also eligible for an additional $133 million in federal tax credits. The economics of the Kemper County CCS plant is predicated on the facility’s ability to sell its carbon emissions credits to a nearby oil production site. The other two CCS projects “under development” in the United States, should they actually be built, would each receive more than $400 million in federal grants and also sell their carbon emission credits to fertilizer producers. The EPA extrapolated on one coal plant, which is only viable because of federal grants and extraordinary geological circumstances, and is requiring all new coal-fired power plants to meet these standards. The EPA is currently writing more GHG regulations for coal-fired power plants already in operation. It is likely that this regulation, expected later this year, will force even more coal plants to turn off the lights. Speaking about these regulations, Senate Minority Leader Mitch McConnell (R-KY) said, “It’s just the latest administration salvo in its never ending War on Coal. A war against the very people who provide power and energy for our country.”Stepping up to the plate, McConnell has introduced a parliamentary tactic known as the Congressional Review Act to overturn the EPA’s GHG regulation for new power plants. The best part about the CRA is that Reid cannot block a vote on the floor, as he so often does. McConnell has ensured that the American people will know if their senator is for reliable, affordable electricity, or if they take their orders from the EPA.Unfortunately, even if McConnell’s resolution is successful, it will require a Republican Senate and control of the White House to begin to roll back the damage done by Obama’s bureaucrats. The plight of the coal industry is symptomatic of the effects of an out-of-control regulatory state: lawyers and unelected bureaucrats by and large run the country. In 2008, when Obama was first running for president, he candidly announced that under his administration “if somebody wants to build a coal plant, they can. It’s just that it will bankrupt them.” Much to the detriment of the American people, President Obama has made good on that promise.

Alpha Natural seeks bankruptcy protection as natural gas, pollution rules hit coal producers-The Canadian PressBy Michelle Chapman, The Associated Press | The Canadian Press – aug 3,15-yahoonews

NEW YORK, N.Y. - Alpha Natural Resources Inc., one of the country's biggest coal producers, became the latest in a string of coal companies to seek bankruptcy protection amid an historic shift in the electric power sector brought on by cheap natural gas and stricter pollution regulations.Alpha operates about 60 coal mines, many in parts of Appalachia that have seen the sharpest declines in coal demand and coal prices as electric power customers have switched to natural gas. It is the fourth U.S. coal company to seek bankruptcy protection in the last 15 months. The bond rating agency Fitch expects coal companies to struggle in the future. "The sector default rate is likely to increase further in the near term," its analysts wrote in a note to investors Monday. The boom in natural gas production in the U.S. brought on by improved drilling techniques and hydraulic fracturing has ushered in a period of sharply lower natural gas prices. At the same time, clean air regulations are dimming the future for coal-fired power because coal emits about twice as much carbon dioxide as natural gas, and far more pollutants such as soot and mercury. The average price of coal used for electricity from Central Appalachia is 20 per cent lower than last year, according to Platts. In June, the price hit an eight-year low.President Barack Obama on Monday will announce the first ever set of rules limiting greenhouse gas emissions from existing power plants, a move that will likely reduce demand for coal even further.Alpha, like many of its peers, is also struggling with a large debt load. Many coal producers borrowed money to fuel growth on the expectation that demand would soar around the world, especially in China, as hundreds of millions of people gained access to electricity.Alpha took on debt, for example, to fund its $7.1 billion acquisition of Massey Energy in 2011. The company had approximately $3.14 billion in long-term debt for the quarter ended March 31, according to a regulatory filing. But clean-air concerns are pushing countries around the globe to look for alternatives to coal, and coal production in developing countries has also increased, reducing the need for U.S. coal. Also, a slow-down in construction growth in China has depressed prices for coal used to make steel.Alpha, based in Bristol, Virginia, was founded in 2002 and it went public three years later. It grew into one of the biggest companies in the sector through acquisitions that have left it with mines throughout Virginia, West Virginia, Pennsylvania, Kentucky, and Wyoming. The company has approximately 8,800 employees, according to its website, though it has announced the elimination of more than 800 jobs this year. Coal jobs are being lost nationwide. Through the end of June, U.S. coal industry employment was down 24 per cent since late 2011, according to the Labor Department, a decline of 21,000 jobs.Back in August 2008, a share of Alpha Natural Resources sold for $104. On Monday, a share was worth about 4 cents. The company's bankruptcy case is being closely watched by local officials in areas where the company has mining operations."I guess we will have to wait and see how it does affect us," said Donald Baker, mayor and town manager of Clintwood, Virginia. "The coal business has not been good for a long time. These EPA rules just about killed coal.""It's a tough time for anybody in the coal industry, not just Alpha."Alpha rivals Patriot Coal Corp., Walter Energy Inc. and James River Coal Co., have also sought bankruptcy protection since the start of 2014.In Logan County, West Virginia, coal will continue to have an important role in the county's economy. But efforts are underway to diversify, including increasing tourism and using previously mined land for agriculture, Logan County Commission President Danny Godby said.Alpha made its bankruptcy filing with United States Bankruptcy Court for the Eastern District of Virginia in Richmond. The company said that is seeking protection from creditors to allow its normal business operations to continue uninterrupted. In a letter to employees posted on Alpha's website on Monday, Chairman and CEO Kevin Crutchfield said that the restructuring process will likely last more than a year. The company's current management team is expected to stay in place through the process. It has secured a debtor-in-possession financing package of up to about $692 million that will help it to reorganize.Last month Alpha said that its shares were going to be delisted from the New York Stock Exchange. The company will no longer report its second-quarter financial results as scheduled on Wednesday.______AP Energy Writer Jonathan Fahey in New York and Associated Press writer Pam Ramsey in Charleston, West Virginia, contributed to this report.

India retains monsoon rain forecast in drought territory-Reuters By Rajendra Jadhav and Krishna N. Das-AUG 3,15-YAHOONEWS
NEW DELHI (Reuters) - India has retained its forecast for this year's monsoon rains at 88 percent of the long-period average as a strengthening El Nino weather pattern is likely to trim rainfall in August-September to 84 percent, raising fears of the first drought in six years. In a country where nearly half of farmland lacks irrigation, poor rainfall in the second half of the June-September monsoon season may stoke food inflation and limit ability of India's central bank to cut lending rates.Food prices are a politically sensitive issue in India, where more than a quarter of its population of 1.2 billion people live on 74 cents or less each day. Rising food prices have already pushed the country's June consumer inflation to an eight-month high."Poor rainfall in southern and western parts of the country has affected the planting of pulses, sugar cane and vegetables," said Harish Galipelli, head of commodities and currencies at Inditrade.India has received 6 percent lower rainfall than usual, but in some areas rainfall deficit is as high as 57 percent, India Meteorological Department (IMD) data showed.Skymet, the country's only private weather forecaster, has forecast a normal monsoon season this year, although its chief meteorologist, G P Sharma, expects poor rains in August."In August we are estimating the country will get 92 percent rainfall due to the El Nino effect," Sharma told Reuters.El Nino, or a warming of sea-surface temperatures in the Pacific, can prompt dry spells in Southeast Asia and Australia and heavy rains in South America, curbing food crop output.Rainfall of less than 90 percent is considered to result in a drought year, although the latest prediction has an error margin of 4 percentage points.Although agriculture accounts for around 15 percent of a $2 trillion economy, three-fifths of India's population depend on farming for their livelihoods. The country has ample stocks of rice, wheat and sugar, which will limit the impact of poor rains, industry officials said."The government has enough tools to control food prices," said A. Prasanna, economist at ICICI Securities Primary Dealership Ltd.Monsoon rains covered the entire country ahead of schedule this year, accelerating the sowing of summer-sown crops. But a prolonged dry spell in some regions has threatened to wilt planted crops.Farmers depend on September rainfall for the cultivation of winter crops."Poor rainfall in September can hit sowing of winter crops like wheat, rapeseed and chickpea," said a Mumbai-based dealer with a global trading firm.(Additional reporting by Suvashree D Choudhury)

Hundreds dead, millions displaced as monsoon heaps misery on Asia-AFP By Nan Tin Htwe-AUG 3,15-YAHOONEWS
Yangon (AFP) - Monsoon rains have claimed hundreds of lives across Asia, authorities reported Monday, as rescuers scrambled to reach remote areas of India, Pakistan and Myanmar after flash floods and landslides.Authorities in India say more than 120 people have died across the country in recent days, while more than a million have been displaced by rains worsened by a cyclone that barrelled through the Bay of Bengal last week.On Monday rescuers resumed their search for villagers after downpours caused a landslide in India's remote northeastern state of Manipur, where an official said four bodies have so far been recovered from a hamlet buried by a collapsed hill.In neighbouring Myanmar heavy seasonal rains -- augmented by Cyclone Komen -- have killed 46 people so far and affected more than 200,000, with swathes of the country hit by rooftop-high floods. The government has designated four "national disaster-affected regions" in central and western Myanmar, where villagers have been forced to use canoes and makeshift rafts to escape the rising waters.Thousands of others are already in camps for the displaced including in the Kalay district of Sagaing region, where residents told of unusually powerful floodwaters swamping homes in hours."We've lost all that we have. Our house is still under water," Htay Shein, 62, told AFP from a temporary shelter in Kalay."We have seen floods, but never anything like this before."An AFP photographer in the area said floodwaters remained stubbornly high earlier Monday, with many people making their way to safety in rafts cobbled together from old tyres, salvaged wood and large plastic bottles. The United Nations said swollen rivers threaten more areas of the country, adding it could be days before the true extent of the disaster emerges."Logistics are extremely difficult. Assessment teams are having a hard time reaching affected areas," said Pierre Peron, Myanmar spokesman for the United Nations Office for the Coordination of Humanitarian Affairs.Myanmar's previous junta government was accused of callous indifference in its sluggish response to Cyclone Nargis in May 2008, which left nearly 140,000 people dead or missing. But the current quasi-civilian government has seemed eager to show it is mobilising.President Thein Sein promised authorities would do their "utmost" to provide relief, according to the state-run Global New Light of Myanmar. Landslides in Chin state -- south of Sagaing -- have destroyed 700 homes in the state capital Hakha, which is completely cut off from surrounding areas, the report added.Rains have also battered the western state of Rakhine which already hosts about 140,000 displaced people, mainly Rohingya Muslims, who live in exposed coastal camps following deadly 2012 unrest between the minority group and Buddhists.A consortium of 60 local aid groups meeting in Yangon Monday criticised the government response to the flooding.- Monsoon misery -"People are trapped, they have no way out," said Aung Myo Min, one of the coordination committee members, adding that government warnings had come "very late".The annual monsoon is a lifeline for farmers across the region but heavy rains and powerful cyclones can also prove deadly.Poor infrastructure and limited search and rescue capabilities routinely hamper relief efforts across the region, with roads, phone lines and electricity often knocked out by rising waters.India, which receives nearly 80 percent of its annual rainfall from June to September, sees tragedy strike every monsoon season. This year West Bengal has been hit hard with 48 people killed, according to state management minister Javed Ahmad Khan."More than 1.8 million people in 5,600 villages have been affected by the flooding... nearly 1.1 million have been moved to camps," Khan told AFP.Pakistan has seen 116 people die so far.Ahmed Kamal, spokesman for Pakistan's National Disaster Management Agency, said more than 850,000 people had been affected by this year's floods.Dozens have also perished in Nepal and Vietnam following floods and landslides. In Vietnam toxic mudslides from flood-hit coal mines in the northern province of Quang Ninh, home to the UNESCO-listed Halong Bay tourist site, claimed the lives of two families and spewed coal into town centres.

Crews begin to gain ground against fierce northern California wildfire-Reuters By Curtis Skinner-AUG 3,15-YAHOONEWS

SAN FRANCISCO (Reuters) - A fierce wildfire that has devoured drought-parched terrain in northern California with remarkable speed raged on for a sixth day on Monday as evacuations expanded and firefighters began to gain some ground against the flamesThe blaze, dubbed the Rocky Fire, has scorched some 60,000 acres and destroyed two dozen homes since erupting last week in the canyons and foothills along the inland flanks of California's North Coast Ranges, quadrupling in size over the weekend. The flames raced through 20,000 acres in one five-hour stretch on Saturday night, a growth rate that officials from the California Department of Forestry and Fire Prevention (Cal Fire), described as "unprecedented."They said the biggest single factor has been the extremely desiccated condition of the thick chaparral and scrub oak fueling the fire, a natural tinder box created by four years of drought and stoked by gusty winds. What sparked the Rocky Fire remained under investigation, but Cal Fire Chief Ken Pimlott said on Sunday that the blaze was one of more than 20 large conflagrations across the state following thousands of lightning strikes in recent days.He said more than 9,000 firefighters, many of them reinforcements from out of state, were on the lines in California. A third of that force was assigned to the Rocky Fire alone, along with 19 water-dropping helicopters and four airplane tankers, Cal Fire said. The blaze erupted on Wednesday in ranch country near the town of Lower Lake, about 110 miles (177 km) north of San Francisco.Despite growth in the size of the blaze overnight into Monday morning, Cal Fire reported ground crews had managed to carve buffer lines around 12 percent of the fire zone, more than double the containment during the two previous days."Yes, we are gaining some ground," Cal Fire spokesman Jason Shanley said. Some 6,300 structures - a combination of homes, barns, sheds and other buildings - remained under threat after the loss of 24 dwellings and 26 outbuildings last week.More than 13,000 people, about 1,000 more than on Sunday, have received mandatory evacuation orders or advisories, Cal Fire said.No serious injuries have been reported. But a Forest Service firefighter from South Dakota died on Thursday in a separate, smaller fire roaring through Modoc National Forest near California's border with Oregon.(Writing and additional reporting by Steve Gorman from Los Angeles; Editing by Cynthia Osterman)
