Raytheon SM-6 intercepts ballistic missile target in key test-Reuters-AUG 3,15-YAHOONEWS

WASHINGTON (Reuters) - Raytheon Co's Standard Missile-6 intercepted and destroyed a short-range ballistic missile off the coast of Hawaii last week, the Pentagon said on Monday, paving the way for the SM-6 to be deployed on U.S. Navy Aegis ships next year.The test was one of four successful tests completed last week by the U.S. Missile Defense Agency, U.S. Pacific Command and the crew of the USS John Paul Jones, a Navy destroyer, which showed the ability of SM-6 and SM-2 missiles to destroy enemy cruise and ballistic missiles."This important test campaign not only demonstrated an additional terminal defense layer of the (Ballistic Missile Defense System), it also proved the robustness of the multi-use SM-6 missile on-board a Navy destroyer," Missile Defense Agency Director Vice Admiral James Syring said in a statement.The SM-6 missile intercepted a ballistic missile target in its final seconds of flight on July 28, followed by three more tests over the next days. Where it’s not a mixing pot.”The 29-year-old former Ferguson police officer, who received death threats following the 18-year-old’s death on Aug. 9, 2014, lives in relative seclusion on the outskirts of St. Louis.Wilson, who was not indicted in Brown’s killing, told the magazine’s Jake Halpern he hadn’t reflected much on who Brown was because he had been preoccupied with the waves of protests in Ferguson and the civil lawsuit Brown’s parents filed against him in May.“You do realize that his parents are suing me?” Wilson said. “So I have to think about him.”He added: “Do I think about who he was as a person? Not really, because it doesn’t matter at this point. Do I think he had the best upbringing? No. Not at all.”Later, Wilson was asked if he thought Brown was a “bad guy,” or “just a kid who had got himself into a bad situation.”“I only knew him for those forty-five seconds in which he was trying to kill me,” Wilson said. “So I don’t know.”Halpern also detailed some of Wilson’s and his wife's thoughts in the immediate aftermath of the shooting:- At the Ferguson police station, Barb Wilson wondered why her husband hadn’t showed up for lunch. Wilson went to the hospital with his superiors, and debriefed them while he was examined for injuries. He returned to the station, and he and Barb headed home. “Neither one of us knew what the reaction was going to be the next day,” Wilson said. “You know, a typical police shooting is: you get about a week to a week and a half off, you see a shrink, you go through your Internal Affairs interviews. And then you come back.” Barb told me, “I didn’t think it would be a big weight on his shoulders. This is kind of what we signed up for.” Later that night, however, they turned on the television and watched live coverage of unrest in Ferguson. Barb recalled, “We stayed up all night watching, like, ‘Oh, my God—what’s going on? What are they doing?’ ”Barb’s younger son, who was then six, asked why there were images on television of Ferguson burning. (Reuters) - The families of 14 people killed in the 2012 massacre at Connecticut's Sandy Hook Elementary School, and two survivors reached a $1.5 million legal settlement on Monday against the gunman's mother's estate, according to court records.The families of victims and two school employees who survived the attack will each receive a $93,750 share of an insurance policy on the Newtown, Connecticut, home where Nancy Lanza lived with her son, gunman Adam Lanza, according to filings at a Bethel, Connecticut, probate court.The 20-year-old gunman began his rampage on Dec. 14, 2012, by shooting and killing his mother with a Bushmaster AR-15 assault rifle before driving to his former elementary school, where he gunned down 20 first-graders and six educators. He killed himself as police arrived.A probate court clerk said Monday the settlement must still be approved by Probate Court Judge Joseph Egan.The claims were made in two separate lawsuits filed against Nancy Lanza's estate. (Reuters) - James Holmes, the Colorado movie massacre gunman, could face the death penalty after jurors found on Monday that aggravating factors including the cruel nature of his crimes counted for more than mitigating ones such as mental illness.The panel of nine women and three men will now hear from victims of the July 2012 rampage at a midnight screening of the Batman film "The Dark Knight Rises." They will then deliberate on whether the 27-year-old shooter should be executed by lethal injection.After cautioning members of the public not to make any emotional outbursts in the small, windowless courtroom near Denver, Arapahoe County District Court Judge Carlos Samour began reading the jurors' forms.Holmes, who killed 12 people and wounded 70, showed no reaction as the verdicts were delivered, staring straight ahead, hands in pockets. Collectively, Greek-listed companies lost about a sixth of their market value — almost 8 billion euros ($8.7 billion)."There's a sense of panic," said Evangelos Sioutis, financial analyst and head of equities at Guardian Trust. He noted some traders are selling stock merely to raise cash because there is so little liquidity in the Greek economy."There are no buyers," he said. "The outlook is not clear."The last comparable plunge was in 1987, when the main index lost 15 per cent.Markets in the rest of the world, however, were largely unaffected, a sign that investors outside Greece have now largely cut off ties with the country. European shares closed higher.The Athens stock market and Greek banks were closed on June 29, when the government put limits on money withdrawals and transfers to keep a run on the banks from bringing down the financial system. WASHINGTON (Reuters) - The United States has decided to allow airstrikes to defend Syrian rebels trained by the U.S. military from any attackers, even if the enemies hail from forces loyal to Syrian President Bashar al-Assad, U.S. officials said on Sunday.The decision by President Barack Obama, which could deepen the U.S. role in Syria's conflict, aims to shield a still-fledging group of Syrian fighters armed and trained by the United States to battle Islamic State militants -- not forces loyal to Assad.But in Syria's messy civil war, Islamic State is only one of the threats to the U.S. recruits. Kathmandu (AFP) - Nepal's proposed new constitution has sparked fury from women who say their citizenship, property and other rights are being curtailed by the document designed to draw a line under centuries of inequality.Lawmakers tabled a draft in parliament in June shortly after bickering political parties struck an historic deal on the long-awaited charter, spurred to negotiation by an earthquake in March that killed more than 8,800 people.But a series of sometimes violent protests have since hit the impoverished, Himalayan nation, with activists saying the charter has failed to address a string of concerns.Forty-year-old shop owner Rama Bista says the charter poses a major step back for women, in a country that has long favoured men.Bista, who is married to an Indian man based in Nepal, has spent the last four years trying to secure citizenship for her two sons -- their legal right under the current constitution."I cannot even speak of some of the things I've been told. They tell me my children are not Nepali, that I should go to my husband's country," Bista told AFP.But Bista's already tough struggle is set to become impossible under the new charter which bars single parents from passing on their citizenship to their children and additionally says both parents must be Nepalese.It will overturn a 2006 act that says children are eligible for citizenship as long as one parent is Nepalese.Activists say the move could leave a million people stateless and will disproportionately affect women, who account for the vast majority of single parents in Nepal.Bista says she is anxious about the future for her sons since citizenship is needed to get anything in Nepal from a driving licence to a bank account.The draft also makes it easier for a Nepalese man to confer citizenship on his foreign spouse, while a Nepalese woman needs to be married 15 years to her foreign husband before even being allowed to apply.Campaigners fear provisions could also be used to prevent Nepalese wives or widows from inheriting property unless stipulated in the deceased's will.Instead of specifying that daughters can inherit ancestral property, the draft vaguely says "all children". Activists are concerned this could be interpreted as sons and unmarried daughters only -- the wording used in the country's civil code.The draft removes the explicit reference in the current constitution to "sons and daughters"."The draft dismisses the identity of a woman and reflects our country's patriarchal mindset that seeks to maintain discriminatory practices," said Sapana Pradhan Malla who heads pressure group the Forum for Women, Law and Development.- Right to abortion fears -Campaigners are also concerned the draft will be misused to restrict a woman's right to abortion which was legalised in 2002 in the socially conservative country.The charter bans sex-selective abortions, but activists say the provision is unnecessary since the practice is already illegal. They fear the charter will be used as a powerful tool to deny women abortions, by falsely accusing them of trying to abort girls in a country where boys are preferred."This issue should not be dealt with in the constitution," said Sonali Regmi, Asia regional manager for the Center for Reproductive Rights."We fear that the clause can be misused to limit a woman's right to safe abortion, a key reason for the decrease in Nepal's maternal mortality rates." Parliament is expected to eventually vote on the long-awaited constitution which had promised to end years of political limbo in the impoverished nation.Lawmakers were tasked with drafting the charter after a decade-long insurgency ignited by deep-rooted social, political and economic inequalities.A committee is now set to draw up recommendations for changes to the draft, following a series of public consultations around the country.In recent weeks, violence has marred the consultations, especially in the southern plains, home to the historically marginalised Madhesi community, many of whose members marry into families living across the border in India.Lawmakers have brushed off the protests and campaigners' concerns, saying the draft is not intended to discriminate against anyone."The constitution is not anti-women," said ruling coalition lawmaker Bhim Rawal, who helped draft the document."Every country has provisions to protect its nationality and sovereignty," Rawal told AFP.But Bista and others remain fearful the charter will close the door on rights they had fought years to get."We call our country our motherland, and yet a mother's identity has no value," she said.

The heliacal (near dawn) rising of the Pleiades in spring in the northern hemisphere has from ancient times augured the opening of the seafaring and farming season: while its dawn autumnal setting marked the season's end.And also Spring and fall are Bird migration seasons in Israel.It would not surprise me if Israeli wars are not fought around the time of the Pleiades-Orion happenings.The Bible contains three direct references to the Pleiades in Job 9:9 and 38:31, and Amos 5:8, and a single indirect reference in the New Testament. Iran has confirmed that a meteor has hit somewhere in the northern part of the country.The meteor landed in Avaj in the province of Qazvin, Mohammad Ali Ahani, director of Qazvin Crisis Management Staff said, Mehr news agency reported July 31.Also, there have been reports that some pieces of rock have hit areas in Eshtehard, Alborz Province, Arsalan Qasemi, governor of Boeen Zahra, county in Qazvin Province, said.Another local governor of Takestan County, Qazvin Province, said that the area witnessed the passing of the meteor, but nowhere in the district under his supervision had been hit.

The chair for the Calling Lakes District Planning Commission, Ken Hutchinson, says the City of Regina needs to stop dumping raw sewage into the water system."We've been arguing and discussing with the city and government for years to stop the practice of dumping raw sewage — sewage of any type — into Wascana and the Qu'Appelle, and therefore through the valley.""Raw sewage — it's just unbelievable that they would do that."The city released strained sewage into Wascana Creek following heavy rains last week in an effort to avoid a back up of the city's sewer system.Lack of communication about bypass, claims Calling Lakes chair-Hutchinson's organization is a regional planning group, sanctioned by government, that works to preserve the Qu'Appelle Valley.He said he and other locals who live in the area are frustrated they were not notified about the bypass into the river system and only heard about it through media reports."I would have appreciated the communication. I would have [told Regina Mayor Michael Fougere], 'We have to stop this. We have to sit down and have a meeting.'"He says the timing could not have been worse. With more tourists in the area and summer residents returning to their cabins this holiday weekend, the number of people on the lakes grows significantly."If I look out at [Pasqua Lake] right now, there are not many people on the lake," said Hutchinson, though he did not know if that was a direct result of the bypass. Hutchinson said the City of Regina and the Water Security Agency are monitoring the water quality, but locals do not know if the water is safe."We have no idea how much fecal, how much sewage is in there. I suppose if the dogs get sick or the kids get sick, we'll know, 'Gee that's too much.'"The City of Regina could not provide someone to answer questions until Tuesday, but did say in an email that it "is concerned about the water downstream and is working with the Water Security Agency." (Reuters) - California water quality regulators have asked Attorney General Kamala Harris to consider enforcement action against the owner of an oil pipeline that ruptured near Santa Barbara in May, spilling petroleum onto beaches and the Pacific Ocean.The Central Coast Regional Water Quality Control Board said Monday that it had referred the incident near Refugio State Beach to the state's top prosecutor, who under the law could seek penalties of up to $25,000 per day of violation, plus $25 for every gallon of oil spilled."The Water Board will work closely with the Attorney General's office to make sure all those responsible for the Refugio spill face the strongest enforcement measures allowed by law," the Board chair Jean-Pierre Wolff said in a press release.The owner, Plains All-American Pipeline, could not immediately be reached for comment.Refugio State Beach, about 20 miles (32 km) west of Santa Barbara, was closed along with nearby El Capitan State Beach after they were fouled when an underground pipeline that runs along the coastal highway burst on May 19. West Virginia Attorney General Patrick Morrisey, speaking at a summit of Republican state attorneys general, said West Virginia would be among a group of states "launching an aggressive legal campaign.""They're legal foundation is very, very shaky," Morrisey said of the Obama administration. "We are confident that we will prevail."The final version of Obama's plan imposes stricter carbon dioxide limits on states than was previously expected: a 32 per cent cut by 2030, compared with 2005 levels, the White House said. Obama's proposed version last year called only for a 30 per cent cut.It also gives states an additional two years — until 2022 — to comply, yielding to complaints that the original deadline was too soon. President Obama promised to send electricity prices skyrocketing, and his minions at the EPA are delivering on that promise. Americans for Tax Reform’s Chris Prandoni takes a detailed look at how Obama is using the power of the regulatory state to wipe out the coal industry.Campaigning in San Francisco, California, in 2008, then-Senator Obama promised to send electricity costs “skyrocketing” by making life difficult for coal power plants. Since assuming office, President Obama has made good on that promise by methodically dismantling America’s coal industry.Using the Environmental Protection Agency as its primary means of assault, the Obama administration has undermined every phase of the coal production process. This president doesn’t want Americans to mine coal, transport coal, or export coal. And they definitely do not want utilities burning it so you can turn on your lights.At first blush, it might seem like these policies only affect the small mining towns in Western Kentucky or the South Carolina factory workers that make excavation equipment. But the implications of Obama’s War on Coal are far reaching: 300 of America’s coal plants will close due to EPA policies by 2025. That’s 44,000 megawatts of generating capacity in 33 states gone. Electricity rates will “necessarily skyrocket” and grid stability may be threatened. Most troubling, these dramatic changes to American energy policy are being implemented by lawyers and unelected bureaucrats in federal agencies. Congress has passed no new laws ordering Americans to consume less coal. In fact, the last time Democrats tried to legislate these anti-energy policies they were run out of town.The Failed Legislative Front-When Obama assumed office in 2009, many feared that legislation designed to increase your electricity bills and gasoline prices was inevitable. Democrats had a huge majority in the House and a filibuster-proof 60 votes in the Senate. The White House, and even the 2008 Republican presidential nominee John McCain had endorsed a cap-and-trade program. Democrats calculated that a McCain-endorsed cap-and-trade style program represented their best chance to inflate the cost of energy; of course, such legislation was sold under different, false pretenses.After carving out provisions for essential industries, thus gaining their support or silence, Democrats thought they had a bill that could become law. On May 15, 2009, months of negotiating and legislative bribery culminated with the introduction of the American Clean Energy and Security Act by Reps. Ed Markey (D-MA) and Henry Waxman (D-CA). On June 26, 2009, ACES passed the House of Representatives by a vote of 219 to 212.Passage of ACES put enormous pressure on Senate Majority Leader Harry Reid (D-NV) to get the legislation out of the upper chamber and onto Obama’s desk. But then a funny thing happened, the 111th Congress came and went without the Senate voting on the House-passed ACES. Despite overseeing an astounding Democrat majority, Reid didn’t even have enough votes to bring the bill to the floor.On November 6, 2010, the American people let Congress know what they thought about Washington D.C. trying to pick their pockets. Of the 19 freshman Democrats who voted for the Waxman-Markey legislation, 12 were sent packing. All in all, a total of 41 Democrats who voted for the bill lost their seat or retired. West Virginia Senate Democratic candidate Joe Manchin even ran a television ad where he literally shot the Waxman-Markey legislation and told viewers “I’ll take dead aim at the Cap and Trade Bill.” Candidate Manchin would go on to win his race as would 63 new House Republicans. The people had spoken; efficient, reliable energy was a voting issue. Politicians that embraced artificial scarcity and expensive electricity bills would be punished.The Bureaucrats Strike Back-Days after President Obama’s agenda took a self-admitted “shellacking,” he revealed his intent to continue to push restrictive energy policies, saying “cap-and-trade was just one way to skin the cat. It’s not the only way.” Indeed, if Congress was not willing to drive up the cost of energy and unemployment rates, the EPA would. Following the president’s lead, this seemingly innocuous agency has been busy the past five years, amassing unprecedented powers through political maneuvering, increased regulation, and usurpation of congressional powers. And while many businesses have felt the weight of the EPA, none have been squeezed quite like America’s coal industry.-Front One: The War on Mining-In order for coal developers to begin extracting coal out of the ground, they are required to obtain a number of federal and state permits. One requisite authorization is the Clean Water Act’s 404(c) permit, which is officially granted by the Army Corps of Engineers but still requires EPA approval. Without this permit, miners cannot mine, construction workers cannot construct, and businesses cannot create jobs.Mining is a complicated, expensive industry that requires years of preparation and investment. In the 1990s, Arch Coal identified a massive coal deposit in West Virginia, the Spruce Mine site. Officially beginning the burdensome permitting process, Arch received its first mining permit in 1998. Millions of dollars later, Arch received its 404(c) permit in 2007 and began mining. Then the Obama administration came to town and flexed its muscles by revoking Arch’s 404(c) permit. Never before had the EPA retroactively pulled a permit from a project in operation. In fact, in the past 40 years, it has only used its veto authority 12 times. But these are different times.Arch immediately challenged the unprecedented move in court and won the support of a federal district court judge that wrote, “[EPA] exceeded its authority under section 404(c) of the Clean Water Act when it attempted to invalidate an existing permit by withdrawing the specification of certain areas as disposal sites.” Unfortunately, an appeals court sided with the EPA and wrote that the Clean Water Act “empowers [the EPA Administrator] to prohibit, restrict or withdraw the specification ‘whenever’ he makes a determination that the statutory ‘unacceptable adverse effect’ will result.”Arch Coal and a number of other parties have petitioned the Supreme Court to take up this case. The outcome of this court battle is of paramount importance. Allowing the EPA to pull the rug out from any mining project, at any point during the production process, would freeze investment. What reasonable businessman would be willing to spend hundreds of millions of dollars procuring mineral rights, commissioning expensive geological studies, and go through the permitting process just to have the EPA swoop in and kill the project after production has begun?Even scarier, this seemingly narrow assault on one mining project is not narrow at all. Nearly every construction project requires a 404(c) permit and 60,000 404(c) permits are issued annually.-Front Two: War on Exports-If coal producers can get coal out of the ground without EPA meddling, other Democrat interests are trying their best to ensure that miners cannot sell their product overseas. This is a shame because the U.S. has the largest coal repository in the world. More than one-fourth of the world’s economically recoverable coal reserves are located here in America. This abundance has historically meant big profits for Americans. In 2011, coal exports contributed an estimated 141,270 jobs to the U.S. economy with more than 107 million tons being sent abroad to Europe and developing countries. Needing to fuel their growing economies, China and India are planning to build hundreds of new coal-fired power plants over the next 50 years. In order to supply this enormous expansion abroad, American companies have applied to build four coal export terminals in the states of Washington and Oregon.You would think the governors of Washington and Oregon would cheer export terminals that provide jobs, not only onsite, but for coal miners whose livelihood depends on finding a market for coal. But no, in a joint letter to the White House Council on Environment and Quality Chair Nancy Sutley, Govs. Jay Inslee and John Kitzhaber (both Democrats) all but urged the White House to deny the export terminals requisite permits.“It is hard to conceive that the federal government would ignore the inevitable consequences of coal leasing and coal export,” Kitzhaber and Inslee wrote. “We believe the decisions to continue and expand coal leasing from federal lands and authorize the export of that coal are likely to lead to long- term investments in coal generation in Asia, with air quality and climate impacts in the United States that dwarf those of almost any other action the federal government could take in the foreseeable future.”Kitzhaber and Inslee are asking for new, never before considered material to be used as an excuse to kill coal export sites. If coal producers are not allowed to export coal, and utilities are not allowed to burn it, then mining it is fruitless, which is exactly what leftists want.Front Three: War on Burning Coal-In order to really stifle American coal consumption, the EPA has to make sure that the American people cannot use it to power their homes. The genesis of the EPA’s recent power grab stems from a 2007 Supreme Court decision, Massachusetts v EPA. The suit against EPA, brought by several liberal state attorneys general and radical environmental activists including GreenPeace and Friends of the Earth, was intended to classify greenhouse gases emitted from vehicles as pollutants.That these state attorneys general were so openly working with radicalized interest groups did raise some eyebrows, but nonetheless, the Supreme Court issued a 5-4 decision ordering the EPA to determine whether motor vehicles are covered under Section 202 of the Clean Air Act. Much like pushing over the first domino in a long line, categorizing greenhouse gases as pollutants would catalyze a series of disastrous actions.On the heels of the Supreme Court decision, the EPA released the infamous “endangerment finding” in December of 2009. Using now thoroughly questionable scientific justification, the EPA declared that carbon dioxide, yes, the stuff you exhale, was a pollutant. Once the EPA ruled that CO2 and other GHGs endangered the public’s health and welfare, carbon was subject to numerous controls under the Clean Air Act. Now compelled to regulate GHGs, the EPA would unleash a torrent of new regulations.EPA's Lawless Rewrite-Everything from factories to hospitals to restaurants to elementary schools all emit enough CO2 to be considered a “major source” of the gas under the Prevention of Significant Deterioration and Title V permit programs. The EPA is now required by law to regulate nearly everything. If this sounds untenable, it’s because it is. In order to enforce the EPA’s new findings, the EPA said it would need an additional $21 billion per year and hire 320,000 more bureaucrats. Instead, the EPA unilaterally redefined legal statute and directly amended the Clean Air Act by only regulating certain emission sources.The EPA’s decision to avoid this self-made bureaucratic nightmare is referred to as the “tailoring rule.” The tailoring rule reveals the EPA’s hubris. Congress has the authority to amend laws, not the EPA. Imagine if every federal agency, staffed with political appointees, began tinkering with federal laws? Simply put, the tailoring rule is indicative of the EPA’s selective enforcement of laws. When a law supports the EPA’s agenda, like regulating greenhouse gases, the agency enforces it to the fullest extent. But when a law, or in this case, a portion of a law, inconveniently undermines or hamstring the agency’s goals, it is immediately discarded. Impelled by radical environmentalist litigation, the EPA’s numerous advances led the agency to control and regulate greenhouse gases in America, authority Congress never intended the EPA to have.Regulations for New Coal Plants-Now with the supposed authority to regulate carbon, the EPA promptly banned the construction of new coal-fired power plants by requiring them to implement carbon capture and storage technology. The EPA pushed forward with this rule despite the administration’s own interagency task force saying that CCS technologies “are not ready for widespread implementation.” And that is exactly the point. If the EPA is to stop construction of new coal-fired power plants, the agency had to write regulations that “are not ready for widespread implementation.”The EPA’s new technology mandate is so untenable that there is currently no full-scale coal-fired power plant operating with CCS anywhere in the world. That’s because the capital costs of installing CCS are enormous, at least $1 billion.While three CCS projects have been proposed in the U.S., only one is under construction. The anomaly that is the Kemper County, Mississippi CCS coal-fired power plant is proceeding due to a confluence of unique circumstances.Taking some of the sting out of the enormous cost of CCS, the Department of Energy gave the plant a $270 million grant. The plant is also eligible for an additional $133 million in federal tax credits. The economics of the Kemper County CCS plant is predicated on the facility’s ability to sell its carbon emissions credits to a nearby oil production site. The other two CCS projects “under development” in the United States, should they actually be built, would each receive more than $400 million in federal grants and also sell their carbon emission credits to fertilizer producers. The EPA extrapolated on one coal plant, which is only viable because of federal grants and extraordinary geological circumstances, and is requiring all new coal-fired power plants to meet these standards.The EPA is currently writing more GHG regulations for coal-fired power plants already in operation. It is likely that this regulation, expected later this year, will force even more coal plants to turn off the lights. Speaking about these regulations, Senate Minority Leader Mitch McConnell (R-KY) said, “It’s just the latest administration salvo in its never ending War on Coal. A war against the very people who provide power and energy for our country.”Stepping up to the plate, McConnell has introduced a parliamentary tactic known as the Congressional Review Act to overturn the EPA’s GHG regulation for new power plants. The best part about the CRA is that Reid cannot block a vote on the floor, as he so often does. McConnell has ensured that the American people will know if their senator is for reliable, affordable electricity, or if they take their orders from the EPA.Unfortunately, even if McConnell’s resolution is successful, it will require a Republican Senate and control of the White House to begin to roll back the damage done by Obama’s bureaucrats. The plight of the coal industry is symptomatic of the effects of an out-of-control regulatory state: lawyers and unelected bureaucrats by and large run the country. In 2008, when Obama was first running for president, he candidly announced that under his administration “if somebody wants to build a coal plant, they can. It’s just that it will bankrupt them.” Much to the detriment of the American people, President Obama has made good on that promise.

It is the fourth U.S. coal company to seek bankruptcy protection in the last 15 months.The bond rating agency Fitch expects coal companies to struggle in the future. "The sector default rate is likely to increase further in the near term," its analysts wrote in a note to investors Monday.The boom in natural gas production in the U.S. brought on by improved drilling techniques and hydraulic fracturing has ushered in a period of sharply lower natural gas prices. At the same time, clean air regulations are dimming the future for coal-fired power because coal emits about twice as much carbon dioxide as natural gas, and far more pollutants such as soot and mercury.The average price of coal used for electricity from Central Appalachia is 20 per cent lower than last year, according to Platts. In June, the price hit an eight-year low.President Barack Obama on Monday will announce the first ever set of rules limiting greenhouse gas emissions from existing power plants, a move that will likely reduce demand for coal even further.Alpha, like many of its peers, is also struggling with a large debt load. Many coal producers borrowed money to fuel growth on the expectation that demand would soar around the world, especially in China, as hundreds of millions of people gained access to electricity.Alpha took on debt, for example, to fund its $7.1 billion acquisition of Massey Energy in 2011. The company had approximately $3.14 billion in long-term debt for the quarter ended March 31, according to a regulatory filing.But clean-air concerns are pushing countries around the globe to look for alternatives to coal, and coal production in developing countries has also increased, reducing the need for U.S. coal. Also, a slow-down in construction growth in China has depressed prices for coal used to make steel.Alpha, based in Bristol, Virginia, was founded in 2002 and it went public three years later. It grew into one of the biggest companies in the sector through acquisitions that have left it with mines throughout Virginia, West Virginia, Pennsylvania, Kentucky, and Wyoming. The company has approximately 8,800 employees, according to its website, though it has announced the elimination of more than 800 jobs this year. Coal jobs are being lost nationwide. Through the end of June, U.S. coal industry employment was down 24 per cent since late 2011, according to the Labor Department, a decline of 21,000 jobs.Back in August 2008, a share of Alpha Natural Resources sold for $104. Yangon (AFP) - Monsoon rains have claimed hundreds of lives across Asia, authorities reported Monday, as rescuers scrambled to reach remote areas of India, Pakistan and Myanmar after flash floods and landslides.Authorities in India say more than 120 people have died across the country in recent days, while more than a million have been displaced by rains worsened by a cyclone that barrelled through the Bay of Bengal last week.On Monday rescuers resumed their search for villagers after downpours caused a landslide in India's remote northeastern state of Manipur, where an official said four bodies have so far been recovered from a hamlet buried by a collapsed hill.In neighbouring Myanmar heavy seasonal rains -- augmented by Cyclone Komen -- have killed 46 people so far and affected more than 200,000, with swathes of the country hit by rooftop-high floods.The government has designated four "national disaster-affected regions" in central and western Myanmar, where villagers have been forced to use canoes and makeshift rafts to escape the rising waters.Thousands of others are already in camps for the displaced including in the Kalay district of Sagaing region, where residents told of unusually powerful floodwaters swamping homes in hours."We've lost all that we have. Our house is still under water," Htay Shein, 62, told AFP from a temporary shelter in Kalay."We have seen floods, but never anything like this before."An AFP photographer in the area said floodwaters remained stubbornly high earlier Monday, with many people making their way to safety in rafts cobbled together from old tyres, salvaged wood and large plastic bottles.The United Nations said swollen rivers threaten more areas of the country, adding it could be days before the true extent of the disaster emerges."Logistics are extremely difficult. Assessment teams are having a hard time reaching affected areas," said Pierre Peron, Myanmar spokesman for the United Nations Office for the Coordination of Humanitarian Affairs.Myanmar's previous junta government was accused of callous indifference in its sluggish response to Cyclone Nargis in May 2008, which left nearly 140,000 people dead or missing.But the current quasi-civilian government has seemed eager to show it is mobilising.President Thein Sein promised authorities would do their "utmost" to provide relief, according to the state-run Global New Light of Myanmar. Landslides in Chin state -- south of Sagaing -- have destroyed 700 homes in the state capital Hakha, which is completely cut off from surrounding areas, the report added.Rains have also battered the western state of Rakhine which already hosts about 140,000 displaced people, mainly Rohingya Muslims, who live in exposed coastal camps following deadly 2012 unrest between the minority group and Buddhists.A consortium of 60 local aid groups meeting in Yangon Monday criticised the government response to the flooding.- Monsoon misery -"People are trapped, they have no way out," said Aung Myo Min, one of the coordination committee members, adding that government warnings had come "very late".The annual monsoon is a lifeline for farmers across the region but heavy rains and powerful cyclones can also prove deadly.Poor infrastructure and limited search and rescue capabilities routinely hamper relief efforts across the region, with roads, phone lines and electricity often knocked out by rising waters.India, which receives nearly 80 percent of its annual rainfall from June to September, sees tragedy strike every monsoon season.This year West Bengal has been hit hard with 48 people killed, according to state management minister Javed Ahmad Khan."More than 1.8 million people in 5,600 villages have been affected by the flooding... nearly 1.1 million have been moved to camps," Khan told AFP.Pakistan has seen 116 people die so far.Ahmed Kamal, spokesman for Pakistan's National Disaster Management Agency, said more than 850,000 people had been affected by this year's floods.Dozens have also perished in Nepal and Vietnam following floods and landslides.In Vietnam toxic mudslides from flood-hit coal mines in the northern province of Quang Ninh, home to the UNESCO-listed Halong Bay tourist site, claimed the lives of two families and spewed coal into town centres.

SAN FRANCISCO (Reuters) - A fierce wildfire that has devoured drought-parched terrain in northern California with remarkable speed raged on for a sixth day on Monday as evacuations expanded and firefighters began to gain some ground against the flamesThe blaze, dubbed the Rocky Fire, has scorched some 60,000 acres and destroyed two dozen homes since erupting last week in the canyons and foothills along the inland flanks of California's North Coast Ranges, quadrupling in size over the weekend.The flames raced through 20,000 acres in one five-hour stretch on Saturday night, a growth rate that officials from the California Department of Forestry and Fire Prevention (Cal Fire), described as "unprecedented."They said the biggest single factor has been the extremely desiccated condition of the thick chaparral and scrub oak fueling the fire, a natural tinder box created by four years of drought and stoked by gusty winds.What sparked the Rocky Fire remained under investigation, but Cal Fire Chief Ken Pimlott said on Sunday that the blaze was one of more than 20 large conflagrations across the state following thousands of lightning strikes in recent days.He said more than 9,000 firefighters, many of them reinforcements from out of state, were on the lines in California. A third of that force was assigned to the Rocky Fire alone, along with 19 water-dropping helicopters and four airplane tankers, Cal Fire said.The blaze erupted on Wednesday in ranch country near the town of Lower Lake, about 110 miles (177 km) north of San Francisco.Despite growth in the size of the blaze overnight into Monday morning, Cal Fire reported ground crews had managed to carve buffer lines around 12 percent of the fire zone, more than double the containment during the two previous days."Yes, we are gaining some ground," Cal Fire spokesman Jason Shanley said.Some 6,300 structures - a combination of homes, barns, sheds and other buildings - remained under threat after the loss of 24 dwellings and 26 outbuildings last week.More than 13,000 people, about 1,000 more than on Sunday, have received mandatory evacuation orders or advisories, Cal Fire said.No serious injuries have been reported.
