Iran test-fires missiles near Strait of Hormuz

TEHRAN, Iran (AP) — Iran's navy said Monday it test-fired a range of weapons during ongoing maneuvers near the Strait of Hormuz, the passageway for one-fifth of the world's oil supply.IRNA quoted Adm. An attorney for Hobby Lobby Stores said Thursday that the arts and crafts chain plans to defy a federal mandate requiring it to offer employees health coverage that includes access to the morning-after pill, despite risking potential fines of up to $1.3 million per day.Hobby Lobby and religious book-seller Mardel Inc., which are owned by the same conservative Christian family, are suing to block part of the federal health care law that requires employee health-care plans to provide insurance coverage for the morning-after pill and similar emergency contraception pills.The companies claim the mandate violates the religious beliefs of their owners. They say the morning-after pill is tantamount to abortion because it can prevent a fertilized egg from becoming implanted in a woman's womb.On Wednesday, Supreme Court Justice Sonia Sotomayor denied the companies' request for an injunction while their lawsuit is pending, saying the stores failed to satisfy the demanding legal standard for blocking the requirement on an emergency basis. She said the companies may still challenge the regulations in the lower courts.Kyle Duncan, who is representing Hobby Lobby on behalf of the Becket Fund for Religious Liberty, said in a statement posted on the group's website Thursday that Hobby Lobby doesn't intend to offer its employees insurance that would cover the drug while its lawsuit is pending."The company will continue to provide health insurance to all qualified employees," Duncan said. "To remain true to their faith, it is not their intention, as a company, to pay for abortion-inducing drugs."In ruling against the companies last month, U.S. District Judge Joe Heaton said churches and other religious organizations have been granted constitutional protection from the birth-control provisions but that "Hobby Lobby and Mardel are not religious organizations."

Assad's forces battle to retake Damascus suburb

AMMAN (Reuters) - Elite Syrian government troops backed by tanks battled on Monday to recapture a strategic Damascus suburb from rebels who have advanced within striking distance of the center of Syria's capital.Five people, including a child, died from army rocket fire that hit the Daraya suburb during the fighting, opposition activists said. Daraya is part of a semi-circle of Sunni Muslim suburbs south of the capital that have been at the forefront of the 21-month-old revolt against President Bashar al-Assad."This is the biggest attack on Daraya in two months. An armored column is trying to advance but it is being held (back) by the Free Syrian Army," said Abu Kinan, an opposition activist in the area, referring to a rebel group.
Clashes were also reported near the airport in Aleppo, Syria's largest city, which is in the north. Insurgents have made that airport a target in the hope of limiting government access to Aleppo, which is largely under rebel control.Rebels have taken much of the north and east of Syria over the past six months, but government forces still hold most of the densely populated southwest around the capital, the main north-south highway and the Mediterranean coast.Government forces scored a victory on Saturday, pushing rebels out of Deir Baalbeh, a district in Homs, an important central city that straddles the highway linking Damascus with the north and the Mediterranean.Some opposition activists have said scores or even hundreds of people were executed in Deir Baalbeh by troops that seized it after several days of fighting. However, reports of killings there on a large scale could not be verified.More than 45,000 people are estimated to have been killed in the 21-month war, the longest and deadliest of the revolts that began throughout the Arab world two years ago. Mainly Sunni Muslim rebels are fighting to topple Assad, a member of the Alawite minority sect whose family has ruled Syria since his father seized power 42 years ago in a coup.The opposition refuses to hold peace talks unless Assad relinquishes power, and military successes over the last six months have reinforced its belief it can drive him out by force.However, government troops still heavily outgun the fighters and maintain air bases scattered across the country.The Damascus suburbs have become one of the major fronts of the war, with the rebels hoping to finally bring their uprising to the capital, heart of Assad's power.Activist Abu Kinan said that tens of thousands of civilians had fled Daraya during weeks of government assault on the suburb, but that 5,000 remained, along with hundreds of rebels. Daraya is located near the main southern highway connecting Damascus to the Jordanian border 85 km (50 miles) to the south.Activists said Republican Guard forces are trying to push back rebels who have been slowly advancing from the outskirts of Damascus to within striking distance of government targets and central districts inhabited by Assad's Alawite minority sect.Assad's forces have mostly relied on aerial and artillery bombardment, rather than infantry. Rebels have been able take outlying towns and have clashed with government troops near Damascus International Airport, halting flights by foreign airlines.Another activist in Damascus with links to rebels, who did not want to be named, said Daraya has been a firing position for rebels using mortars and homemade rockets. From it, they have been able to hit a huge presidential complex located on a hilltop overlooking Damascus and target pro-Assad shabbiha militia in an Alawite enclave nearby known as Mezze 86."So far they have missed the palace but they are getting better. I think the regime has realized that it no longer can afford to have such a threat so close by, but it has failed to overrun Daraya before," he said.
"HELL OR THE POLITICAL PROCESS"
The opposition is backed by most Western and Arab states, while Assad has enjoyed the diplomatic protection of Moscow, which sells arms to his government and maintains a naval base in one of his ports.
Western countries have been searching for signs that Moscow is lifting its protection of Assad, hoping that would bring him down much as Russia's withdrawal of support heralded the fall of Serbian leader Slobodan Milosevic 12 years ago.Moscow said on Saturday that it has no power to make Assad leave office, and accused the rebels of prolonging the bloodshed by refusing to negotiate with him.U.N. envoy Lakhdar Brahimi has called on outside powers to push all sides to talk, arguing that Syria faces a choice of "hell or the political process".Brahimi is touting a peace plan agreed to in principle by international powers six months ago, but the plan does not explicitly call for Assad to be excluded from power, which the opposition regards as a precondition to any talks.The opposition-linked Syrian Observatory for Human Rights said that rebels clashed with government troops near Aleppo's international airport. Rami Abdelrahman, the British-based Observatory's director, told Reuters by phone that fighting flared on Sunday night and continued into Monday morning.He said no flights were departing or arriving from the airport. Syria's state airline canceled at least one flight there over the weekend.Nevertheless, the government's seizure of Deir Baalbeh in Homs is a reminder that its forces are still capable of recapturing territory from the lightly armed rebels. India rape sets off debate over women's rights

NEW DELHI (AP) — India's army and navy canceled New Year's celebrations on Monday out of respect for a New Delhi student whose gang-rape and murder has set off an impassioned debate about what the nation needs to do to prevent such a tragedy from happening again.Protesters and politicians have called for tougher rape laws, major police reforms and a transformation in the way the country treats its women.
"To change a society as conservative, traditional and patriarchal as ours, we will have a long haul," said Ranjana Kumari, director of the Center for Social Research. "It will take some time, but certainly there is a beginning."The country remained in mourning Monday, two days after the 23-year-old physiotherapy student died from her internal wounds in the Singapore hospital where she had been sent for emergency treatment. Six men have been arrested and charged with murder in the Dec. 16 attack on a New Delhi bus. They face the death penalty if convicted, police said.The army and navy canceled their New Year's celebrations, as did Sonia Gandhi, head of the ruling Congress party. Hotels and clubs across the capital also said they would forego their usual parties."She has become the daughter of the entire nation," said Sushma Swaraj, a leader of the opposition Bharatiya Janata Party.Hundreds of mourners continued their daily protests near Parliament demanding swift government action."So much needs to be done to end the oppression of women," said Murarinath Kushwaha, a man whose two friends were on a hunger strike to draw attention to the issue.
Some commentators compared the rape victim, whose name has not been released by police, to Mohamed Bouazizi, the Tunisian street vendor whose self-immolation set off the Arab Spring. There also have been signs of a change in the public debate about crimes against women.Other rapes suddenly have become front-page news in Indian newspapers, and politicians are being heavily criticized for any remarks considered misogynistic or unsympathetic to women.A state legislator from Rajasthan was ridiculed Monday across TV news channels after suggesting that one way to stop rapes would be to change girls' school uniforms to pants instead of skirts."How can he tell us to change our clothes?" said Gureet Kaur, a student protester in the Rajasthani town of Alwar. "Why can't girls live freely?"Some activists have accused politicians of being so cossetted in their security bubbles that they have no idea of the daily travails people are suffering.Kumari said the country was failing in its basic responsibility to protect its citizens. But she was heartened to see so many young men at the protests along with women."I have never heard so many people who felt so deep down hurt," she said. "It will definitely have some impact."In Geneva, the U.N. human rights chief called Monday for fundamental change in India."Let us hope that 2013 will be the year the tide is turned on violence against women in India and all women can walk free without fear," said Navi Pillay, the U.N. high commissioner for human rights. Daily, there are security incidents that do not make it to the media, but that doesn't make them less serious, according to a top security officer in the Binyamin region. Taken together, he told Arutz Sheva, these incidents could amount to the opening of a new Arab intifada uprising.According to the officer, who is responsible for security in the town of Horsha in Binyamin, Arabs have in recent months greatly increased their attempts to attack Jews. The attacks have consisted of brick and stone attacks by Arabs against Israeli drivers, attempts to kidnap Israelis, riots and unrest, and Arab destruction of Jewish farms and fields.
The most serious incident recently, the officer said, was a major riot that occurred near the town of Neria. Arab youths gather near one of the town's neighborhoods almost daily to throw rocks, when they get out of school, the officer said.With that, the officer said, he has noticed an increased IDF presence in the area in recent days, and more confrontations between rioters and soldiers. The army, he said, should not minimize the importance of nipping “small incidents” in the bud. “Our experience showed that the first and second intifadas started with 'small things' like rock throwing. I served in Gaza during the first intifada, and I personally observed how the 'kids' throwing rocks grew up to be full-grown terrorists, who today are firing Fajr rockets at us. The army must intervene and stop these incidents now, when they are still 'small.'”

Clinton admitted to hospital with blood clot

John Kerry to replace Clinton as the nation's top diplomat.

Senate report faults State Department, intelligence on Benghazi

WASHINGTON (Reuters) - The State Department's decision to keep the U.S. mission in Benghazi open despite inadequate security and increasingly dangerous threat assessments before it was attacked in September was a "grievous mistake," a Senate report said on Monday.The Senate Homeland Security Committee's report about the September 11 attacks on the U.S. mission and a nearby annex, which killed four Americans, including the U.S. ambassador to Libya, faulted intelligence agencies for not having enough focus on Libyan extremists. It also faulted the State Department for waiting for specific warnings instead of acting on security.The assessment follows a scathing report by an independent State Department accountability review board that resulted in a top security official and three others at the department stepping down.The attack, in which U.S. Ambassador Christopher Stevens died, has put diplomatic security practices at posts in insecure areas under scrutiny and raised questions about whether intelligence on terrorism in the region was adequate.The Senate report said the lack of specific intelligence of an imminent threat in Benghazi "may reflect a failure" in the intelligence community's focus on terrorist groups that have weak or no operational ties to al Qaeda and its affiliates."With Osama bin Laden dead and core al Qaeda weakened, a new collection of violent Islamist extremist organizations and cells have emerged in the last two to three years," the report said. That trend has been seen in the "Arab Spring" countries undergoing political transition or military conflict, it said.The report recommended that U.S. intelligence agencies "broaden and deepen their focus in Libya and beyond, on nascent violent Islamist extremist groups in the region that lack strong operational ties to core al Qaeda or its main affiliate groups."Neither the Senate report nor the unclassified accountability review board report pinned blame for the Benghazi attack on a specific group. Obama endorses gay marriage proposal in Illinois

(Reuters) - President Obama is endorsing a proposal by the Illinois legislature to legalize gay marriage, a White House spokesman told Reuters on Sunday.It's an unusual move by a president - most of whom rarely weigh in on state legislative matters. Obama served in the Illinois state senate.Obama, who said earlier this year that he supports same-sex marriage, believes "it's wrong to prevent couples who are in loving, committed relationships and want to marry, from doing so," said White House spokesman Shin Inouye.
"Were the president still in the Illinois State Legislature, he would support this measure that would treat all Illinois couples equally," Inouye said.Chicago state Senator Heather Steans will introduce a gay marriage proposal this week, said Rikeesha Phelon, spokeswoman for Illinois Senate President John Cullerton. She added that Democratic leaders are confident they have the votes to win approval - possibly even before the legislature's newly elected Democratic super-majority takes office on January 10.If it passes, that would make Illinois the tenth state to approve same-sex nuptials.Passage in President Barack Obama's home state would be a symbolic victory for gay rights activists, particularly after the president endorsed same-sex marriage in May.One issue to be resolved is whether Illinois should allow religious groups the option of declining to perform same-sex marriages. US Congress still divided as 'fiscal cliff' deadline looms

BRUSSELS - US lawmakers remain divided over the so-called 'fiscal cliff' which would usher in spending cuts and tax rises worth $560 billion unless a cross-party deal can be brokered to cut the US budget deficit.

Failure to reach a deal before midnight on Monday (31 December) would automatically see tax rates go up for 88 percent of Americans, with over 2 million long-term unemployed losing welfare benefits.
The tax rises would be the result of the expiration of tax cuts originally passed in 2001 by George W. Bush before being extended under the Obama Presidency, as well as an end to exemptions on employee payroll taxes.The impasse comes as Democrats and Republicans ponder the best way to cut its budget deficit and government debt pile.Although the fiscal cliff would halve the US's 8.5 percent budget deficit rate in 2013, the Congressional Budgetary Office, as well as other analysts including the IMF, say it could lead to a double-dip recession.On 17 December Democrats offered a package of $1.2 trillion in higher taxes over ten years, and public spending cuts of $925 billion over the next ten years.However, Republicans, led by House speaker John Boehner, are demanding over $1 trillion in spending cuts and have so far maintained that they will oppose any tax rises. President Obama wants those earning over $250,000 a year to pay a larger share of tax.The row over how to reduce the US debt and deficit levels comes as the fiscal compact treaty agreed by 25 of the EU's 27 member states enters into force on Tuesday (1 January).The deal commits governments to a 'golden rule' capping budget deficits at 3 percent of GDP, reducing the scope for governments to put in place stimulus measures in a recession. The treaty, agreed by EU leaders in December 2011, also includes possible fines of up to 0.5 percent of GDP if countries fail to keep to the thresholds.IMF officials are now urging France and other EU countries to rein in their deficit reduction targets, fearing that the cuts needed to meet the 3 percent benchmark would damage economic performance.Speaking to German news weekly Die Welt, IMF managing director Christine Lagarde commented that "Germany ... and others ... can allow themselves to go a little more slowly than others in the push to straighten out their public finances."Edward Gardner, head of the IMF mission in Paris, told reporters last week that the French government should focus on "the credibility of the medium-term orientation policy" rather than specific targets, adding that loosening the timetable for deficit reduction would be "more effective".Although the Socialist-led National Assembly has put through a 40 billion euro package of spending cuts and tax rises, the IMF and European Commission estimates that France's budget deficit will come in at 3.5 percent in 2013.

Worst of euro crisis over, says German minister

BERLIN - Confident that France will "fulfil its obligations" and with Greece off the hook for now, Germany's finance minister Wolfgang Schauble has cast a glimmer of hope for 2013."I believe the worst is behind us," Schaeuble told the daily newspaper Bild in an interview previewed on Thursday (27 December).
Economic projections show most of the eurozone will linger in recession next year, but Germany is likely to keep growing. "The situation is better than expected, also because trade with the US and Asia is picking up," Schaeuble said.His comments come at the end of three years of intense drama over the survival of the euro during which several red lines were crossed with Greece. It was the first country to receive a bailout and the first to have a partial debt restructuring within the eurozone."The government in Athens knows that it cannot financially overburden other eurozone countries. So they are pushing forward with the reforms," Schaeuble said.Earlier this month, the International Monetary Fund pressured Germany into accepting that Greece will need a further debt cut at the expense of eurozone governments in the coming years, but Schaeuble has managed to postpone such decision until after general elections in Germany next fall.

France falls in line

In his Bild interview, Schaeuble stroke an optimistic tone about France, the second-largest economy in the eurozone where Socialist President Francois Hollande has challenged the German austerity drive and sought to bring the public finances in order by increasing taxes rather than cutting pensions and wages."I am certain that France will fulfil its obligations," the German minister said. "The government is very much aware of the fact that every country has to permanently pursue reforms to remain competitive."The International Monetary Fund on Wednesday repeated concerns about France falling behind Spain and Italy, where market pressure has forced the governments to decrease labour costs and make deeper reforms.With Spanish exports rebounding, "pressure on France" is further increasing, Edward Gardner, the IMF director in charge of France told journalists in a conference call.But Gardner also said it would be wrong for Paris to pursue harsh austerity measures in 2013, when growth is expected to be very feeble, even if this meant to slightly miss the EU deficit target of 3 percent of GDP.This is in line with the IMF's latest change of course about the negative effects of too much austerity in recession-plagued countries like Greece, Spain and Portugal."Whether the deficit is 3 or 3.5 percent next year matters less as long as France can give reasonable and credible assurances about the direction of policies," Gardner said, noting that the EU commission has also signalled openness on this front.As for the tax-hike policy Hollande has pursued, the IMF said there should be no further tax increases but rather spending cuts once the economy is back on a solid growth rate."We think that France is hitting a limit where there is very little scope for raising taxes further without dampening initiative and economic activity," Gardner said.The message seems to have arrived in Paris."Over the next five years, there will be more cuts in spending than increases in taxes and that will bring in €60 billion,"French finance minister Pierre Moscovici wrote in the German business daily Handelsblatt.He also sought to reassure the German public that his government is serious about bringing down the deficit to 3 percent next year and reducing the country's debt."In the past 30 years, France has not been able to pass a balanced budget. State debt rose to an unacceptable €1.7 trillion in 2011. It is our duty to reverse this," Moscovici wrote.
