One dead as earthquake rocks the Caribbean

A strong earthquake struck the eastern Caribbean yesterday, damaging buildings on several islands and killing at least one person.France's overseas minister, Christian Estrosi, told French television that about 100 people on the French island of Martinique had required medical treatment for minor injuries.A woman died at an old people's home after suffering a heart attack during the quake, which measured 7.4 on the Richter scale, officials told the news agency AFP.Six people were injured when they jumped through windows, including one who was in a serious condition, according to local officials.Estrosi earlier said a British man had died from heart failure on the island during the quake, but local officials said this happened before it struck.

The epicentre of the earthquake was 14 miles (23km) north-west of Martinique's coastline. More than 31,000 people on the island were without electricity last night, said local officials.My house shook so hard I thought it was going to fall, said a caller to Radio Martinique. The door, the windows, everything shook. Buildings also collapsed in Barbados where a woman was trampled as workers fled an office building in the capital, Bridgetown. She is in hospital in a stable condition. Another woman broke her leg while trying to rush out of her home, according to a police report.

The quake, which struck at 2pm EST (7pm GMT), also slightly damaged some homes and water pipes in St Lucia, St Vincent and other nearby islands.The Pacific Tsunami Warning Centre in Hawaii said the depth of the quake, at 90 miles, was too deep to generate a destructive tsunami.I wouldn't expect major damage because the quake has some depth, said Don Blakeman, a geophysicist at the National Earthquake Information Centre in Golden, Colorado.
Scientists at the Seismic Research Unit at the University of the West Indies, in Trinidad, said the quake was the second strongest since the unit began monitoring the Caribbean tectonic plate in 1952.

ALGIERS (AFP) - A week of heavy rains in northern Algeria caused the death of 15 people, while three more people are missing feared dead, latest figures showed Saturday.In the latest incident, one person was killed and four hurt overnight when a building's floor collapsed in central Algiers, civil defence officials said.On Tuesday a child was killed in the Algiers Casbah; four people died Tuesday and Wednesday in the northwestern Mediterranean city of Oran; and on Thursday the collapse of a house in Ain Defla, 160 kilometres (100 miles) west of the capital, killed three members of the same family.East of Algiers, in the Boumerdes area, officials said two people were killed due to the floods earlier in the week.A 15-year-old boy was swept away by a flooded river and found later Tuesday at Sidi Daoud in the same region, they said.

An elderly woman was killed when her house in Oran collapsed on Monday night, said civil protection officials.On Sunday, two people died and eight were injured when a bridge at Beni Messous, in the western suburbs of Algiers, gave way during the heavy rains.
Three people are also missing feared dead in Dellys, near Boumerdes, after being carried away by floodwaters on Tuesday.The downpours, which in the north of the country have been almost continuous for days, have made it virtually impossible to use the main roads leading to Algiers.Several roads were still closed Saturday.Flooding in November 2001 in Algeria left more than 800 people dead and caused major damage in certain parts of the country.

Not since the grunge era and Brian Mulroney's days as prime minister has Canada experienced a winter quite as bitter as the one expected to creep in this December, Environment Canada forecasted on Friday.In its first winter outlook of the year, the agency predicts that until February, climates across most of the country will be the coldest in 15 years, with the exception of a small pocket in southern Ontario.Environment Canada senior climatologist David Phillips said the trend in recent years of uncharacteristically warm, short winters will be wiped out by a chilly reminder of what a real Canadian winter feels like.

Although it won't necessarily be the winter from hell or face-numbing wind chills every time, Phillips said temperature-wise, we could have conditions that would be perhaps three-quarters or a degree colder than normal.Colder air this year is expected to drive down temperatures.We think that with La Nina - which encourages more Canadian air, more Siberian air, whatever you want to call it, Alaskan air - it tends to be more of that flow, he said, referring to the phenomenon of lower-than-normal temperatures in the Pacific Ocean.The cooler climate will likely also blanket some cities with snow after years without a white Christmas, he said.Last year, a number of traditionally cold and snow-covered cities such as Quebec City, Ottawa and Timmins, Ont., had their first green Christmas in decades.There are several up-sides to the mercury dipping, Phillips said. Unclear EU treaty provisions causing nervousness

EUOBSERVER / BRUSSELS - Although the ink has barely dried on the EU's new treaty, analysts are already scratching their heads as to how the document, with its unclear division of power between the EU's top politicians, is going to work in practice.Come 2009, when the Reform Treaty is supposed to click into place, there will be three big jobs to be had in Brussels - the president of the European Commission; the president of the European Council and the EU High Representative for Foreign Affairs and Security Policy. The three have overlapping job descriptions that are set to be defined only by the strength of the personalities involved, meaning that the treaty, agreed in October after years of wrangling, could be laying the ground for a political hornet's nest.

Igor Sencar, Slovenia's EU ambassador, says there are at least 40 elements in the treaty that have to considered and understood during the course of next year.Speaking at the European Policy Centre think tank in Brussels on Wednesday, Mr Sencar – whose country will run the EU during the first half of next year – says he already feels the nervousness in Brussels about the lack of clarity in the document.The questions run from pinning down the exact powers of the EU president; agreeing who the president will be; to sorting out the funding, personnel and scope of the diplomatic service as well as looking at issues such as whether the EU's police body, Europol, needs to be adjusted and how national ministers will fit into the EU decision-making process.Mr Sencar indicated that the issues will have to be dealt with by EU leaders and that a common view should be drawn up by the end of next year.

Picking holes

Meanwhile academics and commentators in Brussels are already picking holes in the proposed political set-up contained in the new treaty.Dr Andreas Maurer from the German thinktank Stiftung Wissenschaft und Politik in a recently published paper notes that the future EU president, who can hold office for up to five years risks becoming EU leaders' play ball because the office lacks its own ministry.Does the new president have sufficient personnel, administrative and financial resources at his disposal to carry out duties such as leading, preparing and giving a sense of continuity to leading EU projects, such as on climate change and energy, asks the paper.It also questions whether EU leaders will really stand behind the president on major issues and points out that there could be a legitimacy problem because the president is not actually accountable to anyone – neither MEPs or MPs.The foreign minister post creates its own set of problems partly because it is not completely clear where his or her duties begin and that of the council president and commission president end.

Dr Maurer's paper notes that the new foreign minister, who will be both vice-president of the commission as well as chairing the regular EU foreign minister meetings, will have an unusually large range of duties.A crucial point will be whether the foreign minister assumes the trade and development aspects of EU foreign policy when chairing the foreign ministers' meeting.If the minister does, it will put into question the autonomy and the political profile of the commission – which traditionally has strong powers in this area.

Hierarchy between commissioners?

The foreign minister's possible portfolio in the trade and development area also have important implications for the hierarchy among commissioners.If it is decided that common foreign and security policy should influence these areas then it is likely to mean that the commissioners responsible for trade and development will become junior commissioners, answering to the foreign minister.The new set-up is also likely to cause all sorts of frictions concerning how the president interacts with the team presidencies of the EU, whereby three member states take charge of the EU in different sectors such as competitiveness or energy.

Meanwhile, European commission president Jose Manuel Barroso has already publicly expressed concern about the role of his institution in the future.The danger exists that the governments will handle problems among themselves, without taking into account the European institutions, he said in an interview last month.
Experts believe the answers to these questions will shape whether the EU will be a bloc of 27 member states or run according to the wishes of the big countries, such as France.Speaking to EUobserver, Dr Maurer said the questions are so sensitive that they are being largely left unspoken until after the Irish vote on the new treaty, probably in May or June.Ireland is to be the only country that has a referendum on document, which has to be approved by all member states before it can go into force.

David's Comment:Learning a Lesson From Chanukah

As the secular year rapidly approaches its end, Jewish people in Israel and around the world, are preparing to celebrate Chanukah, the Festival of Lights. This non-Levitical festival commemorates the defeat of the Greco-Syrian dictator Antiochus Epiphanes 180 years before the birth of Yeshua. Antiochus was definately an anti-Christ and earned his place in the line of evil men who attempted to destroy Israel and the Jewish people. Antiochus banned circumsion and other Jewish practices. His ultimate affront was to sacrifice a pig on the altar of the Holy Temple. The Jews were frozen in fear of the tyrant and the great majority submitted to every ungodly command of Antiochus and his soldiers.

At the height of Greco-Syrian occupation a Jewish zealot, Judah Macabee and his brothers refused to bow down to the pagan occupiers and began a revolt that ended in the defeat and subsequent departure of their far stronger and better equipped oppressors. I am not too familiar with the details of the Jewish victory, but I am sure there were supernatural beings involved, and the hand of God must surely have been the primary reason behind the Jews regaining rule over their own nation. Just to leave His mark on the defeat if His enemies, the LORD performed an undeniable miracle when He supernaturally kept the Eternal Flame burning after the Temple had been cleansed and rededicated. There was only enough oil on hand for one day, but the flame burnt for the full 8 days that it took to produce a new stock of oil. Surely YHVH had His hand on the situation - the same hand that has been on the Jewish people since the time they became a people, continuing until this very day.

As we prepare to celebrate Chanukah 2007, the Annapolis Peace Summit is now behind us. The outcome will not really be known for some time. But the object of the calls for Israel to give away her legitimate hold on Judea and Samaria (the West Bank) including East Jerusalem is not very different from the object of Antiochus 2100 years ago - - to abort the plans and purposes of God as spoken through the Hebrew prophets. The ultimate plan for the Jewish people is to welcome back the Son of God with the words BARUCH HA BAH B'SHEM ADONAI - Blessed is He who comes in the Name of the Lord - to be the King of Kings and Lord of Lords. to sit upon the Throne of David in an undivided Jerusalem, capital of the Jewish state.

Israel and Judea and Samara are the heartlands of Israel. Almost every pro Israel commentator has described the calls for Israel to give away Judea and Samaria as a veiled attempt to bring about the end of the Jewish state , thus aborting the plans of God to re-establish Jis Kingdom on the Earth. The same outcome hoped for by Pharaoh, Haman, Antiochus, Herod, Hitler, Arafat and now Armedinejhad. We, the modern day people of God, need to learn a lesson from the Chanukah story. While the unbelievers bow down, consciously or sub-consciously, to the plans of the evil one, we need to be the modern day Macabees and resist the un-Biblical demands of the Annapolis summit.

We need to rise up in prayer and intercession to meet the threat against the Kingdom of God head on ! We also need to make our voices heard in our churches, in our government halls and in our news media. This is not a short term mission, but we need to engage the enemy until the victory over his plans to destroy Israel is clearly won.As we partner with the LORD to defeat His enemies, we can look forward with renewed hope that at a Feast of Dedication not too far away we will see Yeshua walking the temple, in Solomon's porch.The Lord bless you as you bless Israel by standing in defense of her right to exist on the land given to the Jewish people by the God of Israel . Lets pray that Israel will turn back to their God. Do not be silent, but share this with your fellow Christians, share it with your pastors, and with anyone you have a chance to speak to. Lets also pray for that breakthrough to the Muslims, and please remember to pray for our son Jordan, and all of his fellow soldiers in the IDF.

A few facts and figures on uranium

WHAT IS IT:

Uranium is a naturally occurring radioactive element. It is usually found in extremely small quantities and is relatively harmless in that form because it gives off only a small amount of radiation.

ENRICHMENT:

Naturally occurring uranium is a mixture of three types, or isotopes: uranium-234, uranium-235, and uranium-238. But the mineral can be collected and processed into a silver-colored metal. If that metal is enriched, a process which involves increasing the amount of uranium-235, it becomes dramatically more radioactive.

WHEN IS IT WEAPONS GRADE:

WHO PRODUCES IT:

Nearly 40,000 metric tons (45,000 U.S. tons) of uranium was mined worldwide in 2006, according to the World Nuclear Association, a trade body which represents the civilian nuclear industry. More than half of the world's production of uranium comes from mines in Canada, Australia and Kazakhstan. Russia, Namibia and Niger are also major producers.

WHO USES IT:

Uranium is used in nuclear power plants as well as on aircraft. In addition to nuclear weapons, it is used by armies to shield tanks, and parts of bullets or missiles.

CAN IT BE TRACED?

Uranium undergoes several transformations as it is concentrated and enriched, and certain processes can leave specific signatures. Scientists can theoretically use those signatures to track where the uranium was manufactured and who enriched it. In the case of weapons-grade material, however, tracing its path can be politically fraught.

It is possible, whether it's easily done or not is another matter, said Ian Hore-Lacy, a spokesman for the World Nuclear Association. He said uranium enriched to 98.6 percent was extremely unlikely to come from a civilian nuclear program.There are some research reactors which use high-enriched uranium, but I doubt if its that high, this would sound to me as if it's almost certainly military material, he said. What actual access anybody would have to military stockpiles to check it against I don't know — I suspect very little.

Negotiators fail to lure Doomsday cult out


Authorities and Orthodox priests are failing to persuade two groups of religious fanatics to end a bizarre suicide pact in central Russia. About 30 Doomsday cultists are in an underground bunker waiting for the world’s end, while another family is locked in a local prayer house.Persuasion seems to be the only available option, as the cult, which includes children, is threatening to blow itself up if force is used.If they hadn’t threatened mass suicide we could’ve left them alone. But we realise they are very strong minded and they might just do as they say, said Father Aleksey, a local priest.It’s emerged that a family from Belarus has barricaded themselves in the cult’s prayer house in village of Nikolskoye in Central Russia.Another 30 or so people fled to a nearby underground bunker three weeks ago.Meanwhile, the cult’s leader, Pyotr Kuznetsov, is currently being held in a psychiatric hospital.

In the pre-dawn hours, my car winds its way down the streets of this historic city toward the Naval Academy and the Annapolis Summit. Precious fathers, mothers and grandmothers shiver in the cold darkness of the morning. Some of the men blow shofars and pray openly. Most hold signs printed with their pleas: Don’t touch Jerusalem, Don’t touch the Bible land,Don’t touch prophecy.

Unbidden tears slide down my cheeks for I sense how desperate and hopeless they must feel. These who love Jerusalem are overshadowed by the high and mighty of the world: President George W. Bush, Israeli Prime Minister Ehud Olmert, Palestinian Authority President Mahmoud Abbas, UN Secretary General Ban Ki-moon, former British Prime Minister Tony Blair and foreign ministers from many Arab states. Among those are known terrorists who are being treated as honored diplomats.

This is the first international peace conference since the U.S. organized-Madrid Peace Summit at the end of Operation Desert Storm in 1991. It was during that debacle that I openly challenged former Secretary of State James Baker over Jerusalem. The names change, but the desire to offer up Jerusalem as the sacrifice to appease terrorists is as passionate as ever.

The Madrid Summit destroyed the economy of Israel. It caused the overthrow of the government as literally tens of thousands of Russian Jewish immigrants were forced to sleep in tents. Why? The U.S. froze $10 billion in loan guarantees that would have provided housing for these destitute men, women and children. Israel was ultimately forced to give up more than 80 villages and towns, i.e., Jericho, Hebron, and Bethlehem.

Today, the vultures gather again, sensing that more of the City of David will be laid on the altar of sacrifice. President Bush has agreed in what is being called The Final Status Plan to divide Jerusalem before the end of his term in 2008. He has also demanded that Israel halt construction in the settlements for refugees. The plan is to turn those settlements over to the PLO.

The Saudis, of course, want the Palestinian refugees in Lebanon to be able to move into Israel, not into the Palestinian Authority land holdings. The plan calls for Palestine to be a state within one year, with East Jerusalem as the capital. This Final Status Plan calls for vigorous, unceasing, aggressive negotiations that would end in the creation of a two-state region by the end of 2008.

It seems that the participants of the summit are trying to breathe life back into the Road Map plan introduced in 2003. When Mahmoud Abbas refused to implement the very first clause of the plan – to disarm the terrorist organizations – the plan died in utero.

The Saudis, of course, were overjoyed to hear President Bush’s comments during the Summit. The Road Map, an invention of Saudi Arabia and the Arab League was designed to force Israel to the bargaining table. Then-Prime Minister Ariel Sharon related to me that he had asked for 14 amendments. Secretary of State Colin Powell flatly refused to include any of Sharon’s amendments. Phase Two of the plan as outlined was the dismantling of all terror organizations and their infrastructure. HAMAS, Islamic Jihad, al-Aksa Martyrs Brigade to name a few would have been forced to turn over all illegal weapons and stop terror incitement.

Needless to say, Phase Two was not implemented by Abbas. Quite the opposite occurred: HAMAS took over Gaza; Abbas’ own terror organization, Fatah and al-Aksa martyrs Brigade continue to kill Jews. (The latest murder was that of a 29-year old father of two from the village of Shavei Shomron, just days before the Summit in Annapolis.)

The acceptance of this vile plan would turn Israel into a living hell. The Jewish people would be forced to live next door to a state controlled by Islamic fanatics such as Hamas. I am reminded over and over of the scripture in Psalm 83:2-5: For behold, Your enemies make a tumult; and those who hate You have lifted up their head. They have taken crafty counsel against Your people, and consulted together against Your sheltered ones. They have said, Come, and let us cut them off from being a nation, that the name of Israel may be remembered no more. I stand here now with this document in my hand – this Agreement of Joint Understanding” to which both parties have pledged acceptance. This document, if followed, will result in the division of Jerusalem. I’ve asked myself how the U.S. government could partner with a terror organization responsible for thousands of terror attacks worldwide. How could President Bush cavalierly shake hands with the man responsible for the Munich massacre?

Is George W. Bush so consumed by his legacy that he would sacrifice Jerusalem and hundreds of thousands of innocent Jews to attain his goal? Israel would have to give up the Temple Mount and the Western Wall in East Jerusalem; evacuate most of the strategic West Bank which would leave it vulnerable to rocket attacks in Tel Aviv and at its international airport.

What does the future hold for Israel? President Bush has indicated that Israel had “painful compromises” to make during the negotiations that were to begin immediately. I can tell you that Israel seemed very alone during the Annapolis Summit. It greatly concerns me. Why? President Clinton attempted to divide Jerusalem in January 2001, before the end of his term of office. He almost succeeded. I believe those negotiations and Arafat’s subsequent rejection of Clinton’s offer led directly to the events of 9/11.

Now, President Bush is attempting to follow in Bill Clinton’s footsteps. I, for one, am appalled to have to admit that President Bush believes the Palestinian cause is the root of Islamic hatred for America. His advisors are likely telling him that this agreement between Israel and the Palestinian Authority will affect his legacy in a most positive way. How wrong can they possibly be? Only time will tell.

Can the Palestinian crisis be resolved? YES!

I believe that the first action that must be taken is a rehabilitation package calling for the dismantling of the 59 U.N.-maintained refugee camps. The Arab world needs to provide resettlement, employment and housing for the refugees. This would be similar to what happened to the Jewish refugees throughout Europe and the Arab world in 1948. Secondly, I would do everything to help Jordan grant citizenship to Arabs in the West bank. I believe that the Hashemite Kingdom of Jordan should serve as their representative body. Jordan granted citizenship status to West Bank Palestinians until the late 1980s. The Palestinians do not need more land; they need a life free of Islamic kindergarten camps that continue to instill hatred for the Jews into children at an early age.

JERUSALEM: A biblical wall that has eluded archaeologists for years has finally been found, according to an Israeli scholar.A team of archaeologists in Jerusalem has uncovered what they believe to be part of a wall mentioned in the Bible's Book of Nehemiah.The discovery, made in Jerusalem's ancient City of David, came as a result of a rescue attempt on a tower which was in danger of collapse, said Eilat Mazar, head of the Institute of Archaeology at the Shalem Center, a Jerusalem-based research and educational institute, and leader of the dig.Artifacts including pottery shards and arrowheads found under the tower suggested that both the tower and the nearby wall are from the 5th century B.C., the time of Nehemiah, according to Mazar. Scholars previously thought the wall dated to the Hasmonean period (142-37 B.C.).The findings suggest that the wall is actually part of the same city wall the Bible says Nehemiah rebuilt, Mazar said. The Book of Nehemiah (chapters 3-6) gives a detailed description of construction of the walls, destroyed earlier by the Babylonians.

MOSCOW — Marat Gelman was once a trusted adviser to President Vladimir Putin, until the President stopped listening. So Mr. Gelman returned to his first love, art. He thinks the President has reverted to his roots, too: jackboot law and order.Sitting in his luxurious, loft-styled apartment overlooking Moscow's magnificent gold-domed Christ the Saviour Cathedral, Mr. Gelman says he lost interest in politics when the Kremlin stopped listening to advice from intellectuals.They just need policemen and law enforcers now, said Mr. Gelman, who runs a Moscow art gallery.On the eve of a heavily stage-managed election expected to result in a landslide victory for Mr. Putin's United Russia party, Mr. Gelman reflects the views of many: Mr. Putin is a power-hungry autocrat whose only goal is to perpetuate his control over Russian affairs. He has crushed the opposition, co-opted the press and acquiesced in a growing cult of personality to seed the ground for his continued dominance.

He knew his project would take time, Prof. Dutkiewicz said.

Now, eight years later, Russian law requires Mr. Putin to step aside.But Russia still isn't nearly as stable or developed as the President hoped.The country has wealth from oil and gas reserves and its large cities have growing middle classes, but there are pockets of extreme poverty and wages have not risen substantially in the provinces. Its institutions are rife with corruption and red tape.You have to be afraid, Prof. Dutkiewicz said. Russia is a huge, complex country. … If you have this unfinished project, you are starting to worry.As a result, Mr. Putin inserted his presence into the parliamentary campaign by leading the electoral list of United Russia, telling voters that a huge vote for United Russia will be viewed as an endorsement of his leadership. A massive win would give him the leverage to maintain his grip on power and finish the job.Eventually, Prof. Dutkiewicz said, more freedom will come [to Russia] if the economic situation continues to improve.In the meantime, he says it's unfair to say Russia is a dictatorship. You can't say there is no democracy in Russia, but it's a different kind than they're used to in the West. There are limits on it.

The University of Toronto's Peter Solomon agrees. Mr. Putin has tried hard to reform Russia's ineffective institutions, but Prof. Solomon thinks his recent tactics — namely, beating and jailing demonstrators — have gone too far.I think as far as the Putin group is concerned, you built the state and the institutions first, you do the democracy second. On that they may be right. On the other hand, it doesn't mean you have to beat your opponents. But Mr. Gelman is less charitable about Mr. Putin's motives. As a former spin doctor, Mr. Gelman was involved in Mr. Putin's ascent to power and helped craft the ideology of managed democracy that fuelled the President's popularity. Mr. Gelman later ran a state-owned television station that duly delivered the President's messages while ignoring opposition parties.But in recent years, Mr. Gelman has had a change of heart. He says Mr. Putin has morphed from a crisis manager to a strongman reminiscent of past Soviet autocrats. Now he is trying to persuade the country that it can't survive without him.Mr. Gelman thinks the former KGB officer lost faith in the Russian public and decided the president alone should have the final say in how Russia is managed.He doesn't trust people to manage their own affairs, and doesn't understand that people in power can't stay in power forever.Other Putin critics agree. Presidential candidate Boris Nemstov remembers the exact day Mr. Putin abandoned all pretense of being a democrat. It was Oct. 23, 2003, when police arrested Russian oligarch Mikhail Khodorkovsky for fraud. One of Russia's richest businessmen, Mr. Khodorkovsky used his wealth to fund opposition parties in Russia.

Mr. Khodorkovsky's arrest was seen as a sign that Mr. Putin would tolerate no dissent in Russia. Mr. Khodorkovsky was sentenced to nine years in a Siberian jail in what many describe as a show trial.After this case, [Mr. Putin] changed completely, said Mr. Nemstov, himself a former Kremlin insider who was a deputy prime minister under Boris Yeltsin. He said Mr. Putin became the bronze Putin, a ruler who jailed oligarchs, harassed journalists, criticized the West and seized control of television stations.He destroyed the legal system. He established absolute control. He forgot about the constitution, human rights, everything, Mr. Nemstov said.Today, Mr. Putin is simply another veteran leader bent on keeping power, and doesn't care about the welfare of his people, he said.There are no dictators in the world that are thinking about their country, said Mr. Nemstov, founder of the Union of Right Forces (SPS), a right-of-centre opposition party. Mr. Nemstov was detained last Sunday during an anti-Putin march in St. Petersburg.Mr. Nemstov's party has been singled out for harassment during the campaign. Leaflets have been distributed in cities saying SPS canvassers have AIDS and prosecutors seized more than 15 million party newsletters.Mr. Nemstov says he thinks the dirty tricks will backfire. Mr. Putin made a huge mistake, he said. He had huge popularity and people believe he's strong, he's honest, he's popular. If he did nothing, people would have supported him, but now people are so disappointed about his behaviour.Mr. Nemstov might have a point. While opinion polls point to United Russia winning between 60 per cent and 70 per cent of seats in parliament, the same polls show widespread cynicism and indifference.

I don't know if I'll even vote, said Moscow architect Igor Vakhni, 31. The election is already decided, so what is the use of voting? Still, Mr. Vakhni said, Mr. Putin has been a strong leader, which Russia needs.Alexandra Kondratyeva, 67, said she will vote for Mr. Putin's party even though she doesn't like him personally and hasn't voted for him in the past.What other choice is there? Ms. Kondratyeva asked.As for Russia's immediate future, Mr. Gelman is not optimistic. Thousands flee as storm batters coast


MANILA Thousands of people were forced to flee their homes as storm waves battered the western coast of the Philippines yesterday. Officials said that three people were killed in Taal Lake, south of Manila, after their vessel capsized. They added that about 5,500 people from Luzon, the main northern island, had been moved to emergency shelters. MANILA, Philippines -- Typhoon Mina (international codename: Mitag) on Wednesday dissipated while tropical depression Lando (Hagibis) moved farther away from the country, but not before spawning large waves in the western coasts of Luzon and Mindanao and leaving a death toll of 22.Two small passenger ferries were crossing Taal Lake in Batangas south of the capital Manila when strong winds brought about by Mina triggered huge waves and overturned the boats Tuesday night, rescuers said.Three people were confirmed drowned, while about 30 others were rescued. Six others remain missing.The big waves that buffeted coastal villages in Pangasinan, the Zamboanga peninsula, Northern Mindanao and the Autonomous Region in Muslim Mindanao on Tuesday night were spawned by storm-induced winds, not the magnitude 6 earthquake that shook Northern Luzon earlier on Tuesday, the weather bureau said.We should have improved weather by tomorrow and up to four days, said senior weather specialist Robert Sawi of the Philippine Atmospheric Geophysical and Astronomical Services Administration.

The bureau has, however, warned fishermen and sailors of big waves, particularly in the western coast of Northern Luzon because of the prevailing northeast monsoon.The National Disaster Coordinating Council (NDCC) on Wednesday said 19 other people have been confirmed dead while eight others were missing because of Mina, which ripped through the country earlier this week, weakened to a tropical depression and had dissipated over the Philippine Sea.

Lando, which also weakened into an active low pressure area and killed 14 people last week, went west toward Vietnam and then made a dramatic U-turn over the South China Sea before returning to the Philippines.Weather branch chief Nathaniel Cruz of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said by Sunday, Mina and Lando would have exited and we will have good weather conditions in most parts of the country.He said a low-pressure area swirling east of the country is not likely to enter the Philippines.The NDCC said that of Mina’s fatalities -- from drowning, electrocution and landslides -- seven came from Camarines Sur, one from Camarines Norte, three from Palawan, two from Apayao, two from Kalinga, three from Cagayan and one from Isabela province.Included among the missing were Philippine Air Force pilots, Captains Bonifacio Soriano and Gavino Mercado, who were flying a PAF S-211 trainer jet over the Kalayaan islands in Palawan when the aircraft went missing last Monday.

The NDCC said big waves threatened coastal villages in Jolo, Sulu, Pangasinan, La Union, Misamis Oriental and Zamboanga City.In Jolo, Sulu, a 3-year-old boy was killed as strong waves hit two coastal villages on Tuesday night. The waves also destroyed at least 50 houses in the villages of Tulay and Busbus.Yusop Isnani, village chair of Busbus, said the 3-year-old boy was killed when his house was washed away by the waves.In Iligan City, residents fled their homes as huge waves hit and destroyed houses in coastal villages.

In Misamis Oriental, a storm surge inundated 53 villages in 16 towns on Tuesday night, forcing 1,160 families to flee their homes. No casualties were reported.Ten-foot-high waves struck coastal villages at 7 p.m. Tuesday, leaving 800 homes damaged and destroying a 12-meter seawall in Naawan town.Misamis Oriental Gov. Oscar Moreno declared 16 towns on alert level as PAGASA warned that more big waves could be expected.The Macalajar Bay in Misamis Oriental has been declared one of the storm surge-prone areas in Mindanao.

In Lingayen, Pangasinan, a surge of water from the Lingayen Gulf flooded homes in coastal areas, sending residents into a panic as tsunami rumors swept the province following an intensity 6 earthquake.The provincial disaster coordinating council (PDCC) said 280 families were moved to evacuation centers here and in the towns of Binmaley, San Fabian, Labrador and Bolinao and Dagupan City.Paterno Orduña, PDCC executive officer, said the water started to rise at 6 p.m. on Tuesday and subsided at about 5 a.m. Wednesday.Orduña said what worsened the situation were text messages circulating that warned of a tsunami following the earthquake whose epicenter was 86 km west of Lingayen.Renato Solidum, director of the Philippine Institute of Volcanology and Seismology (Phivolcs), explained to callers that the quake’s magnitude was not enough to trigger a tsunami and that if ever a tsunami occurs, it does so some 30 minutes to one hour after the earthquake.PAGASA blamed the huge waves on the strong winds triggered by the weather disturbances and the northeast monsoon.

Fire shuts most of main Canada-U.S. oil pipeline

NEW YORK (Reuters) - Enbridge Inc (ENB.TO: Quote, Profile , Research) has shut down four of its main pipelines that supply over 2 million barrels per day (bpd) of Canadian oil to the U.S. Midwest due to an explosion and a fire in Minnesota, the company said on Wednesday.The Calgary, Alberta-based company said all Enbridge pipelines in the vicinity of its Clearbrook, Minnesota, terminal -- Lines 1, 2, 3, and 4 -- were immediately shut down and isolated and emergency crews dispatched to the site of the fire.It did not give any further details about the total line capacity that had been shut down and said it was unable to say when the line might be able to restart.According to the Enbridge Web site, those four lines have a capacity to carry slightly over 1.7 million bpd of crude oil, natural gas liquids and oil products.

Two Enbridge workers were missing due to the explosion and fire, it said.The cause of the explosion has not been determined, Enbridge said.The explosion took place about 3.0 miles southeast of the Clearbrook terminal, Enbridge said, adding that appropriate authorities and emergency officials had been notified.Enbridge lines carry the lion's share of Canada's crude oil exports to the United States. PM: Temple Mount not negotiable

Israel's sovereignty over the Temple Mount is not up for discussion, Prime Minister Ehud Olmert said Wednesday, a day after Palestinian Authority President Mahmoud Abbas said a Palestinian capital in east Jerusalem was key to an agreement with Israel.
Prime Minister Ehud Olmert, US President George W. Bush, and PA President Mahmoud Abbas wave after a trilateral meeting wrapping up the Annapolis conference.What occurred in Annapolis and Washington over the last two days had no bearing on the situation on the Temple Mount, Olmert said. Olmert's comments came at a press briefing with reporters following his final meeting with George W. Bush in the White House, and just hours before returning to Israel.

Olmert's meeting with Bush, his third in just over 48 hours, was believed to have dealt with the Iranian nuclear situation. The prime minister said that the activities to halt Iran's nuclear program needed to continue at full force. He would not elaborate beyond that, saying only - when asked about his discussion on Iran with Bush - that he always finds his meeting with the president captivating. Although Olmert said in Annapolis on Tuesday that he hoped an agreement with the Palestinians could be reached by the end of 2008, and he said Israel would exert all efforts to achieve this, he stressed that Israel had not committed itself to any deadline whatsoever. He also stressed that it was completely clear to all parties that the agreement would not be implemented until all the Palestinian requirements under the road map - including dismantling the terrorist infrastructure - are fulfilled. He emphasized that this included both the West Bank and Gaza. Olmert took a sober look at the Annapolis conference, saying that he had said for months that it would not be a historic or dramatic event that would change the face of the Middle East, but rather something that would give a push to what had been moribund Palestinian-Israeli negotiations. We do not need to lose proportion, he said. This was not something meant to change history. At the same time, he said that the Saudis' participation at the conference should not be underestimated, even if Saudi Foreign Minister Saud al-Faisal was not willing to shake his hand.

Yesterday he sat and clapped after the speeches, Olmert said of Faisal. That is a fact clear to everyone. It is significant that the Saudis felt it important to contribute [to the process]. Regarding Syrian participation in the conference, Olmert said he was glad to hear the angry Iranian reactions to the fact that Syria sent a delegation. Olmert, relating to a decision to essentially appoint a US official to determine when the sides have implemented the road map, said that Jerusalem had no problem with the US in the role, and there was no one more suitable in that role than the Americans. Olmert said he was pleased with Bush's strong statement during his speech Tuesday at Annapolis that Israel was the homeland for the Jewish people. We will carry on the negotiations with that as a given, whether they accept it in the beginning or not. The end result will be clear, that Israel is the national home of the Jewish people, Olmert said. Olmert also said he spoke to every single major American presidential candidate in the last few days and they were all supportive of the Annapolis process, and all showed great goodwill toward Israel.

Banks scourged by falling dollar

The supply of dollars is now so profuse that it is always higher than the banks’ purchasing capacity. Banks now buy dollars in dribs and drabs, as they do not have enough VND.The volume of dollars flowing into Eximbank these days is 30% higher than the same period last year. In the first 10 months of the year, some US$2bil went in. In the last few days, the bank has purchased US$5-7mil every day.Currently, Vietcombank, the biggest foreign currency trader in Vietnam, always quotes the dollar purchase price equal to the sale price, at VND16,048/USUS$1 (as of November 27), reflecting the bank’s desire to bring as few dollars as possible.

An official from Vietincombank said that the supply of dollars is very profuse but the bank is not able to purchase dollars in large quantities, as the bank does not enough VND.The official said that banks are now incurring losses due to the devaluation of the dollar. However, banks still have to buy dollars at prices higher than the levels they want since they must adhere to the floor level set by the State Bank of Vietnam.In principle, when there is an excess of foreign currency supply, the central bank would buy, in order to prevent devaluation which harms exports. However, the central bank has yet to interfere in the market. There are no signs that the central bank will buy up dollars from commercial banks.People are now exchanging the dollar for VND at a tremendous rate to prepare for Tet shopping. Meanwhile, making dollar deposits in foreign banks is not profitable for Vietnamese banks, as the world’s interest rates are reducing due to the FED’s rate cuts.

The supply and demand imbalance of the dollar has become more serious as commercial banks cannot find borrowers. Import-export companies, the biggest clients, rarely borrow dollars at the end of the year; they need VND to pay local companies.The Vietincombank official said that the demand for VND loans is increasing, but the bank is trying to limit outstanding VND loans. Meanwhile, the bank is ready to satisfy any and all dollar loan demands.Ho Huu Hanh, Director of the HCM City Branch of the State Bank of Vietnam, acknowledged that dollars are now in excess. Nguyen Van Hung, Deputy Director of the Hanoi Branch of the State Bank, also said that banks are facing dollar abundance. However, he said that Hanoi’s banks would not bear insurmountable pressure as Hanoi is the banking centre.Mr Hung said that there would be no significant changes to the VND/USUS$ exchange rate towards year end. THE Ministry of Health has failed to establish the type of strange disease that has hit the western district of Bundibugyo.The Director General of Health Services, Dr Sam Zaramba, told Daily Monitor yesterday that more blood samples would be sent to South Africa and the Centre for Disease Control in the US for further scrutiny.We sent three different blood samples to South Africa and the US but they tested negative. But we will send more samples to help us identify this disease, Mr Zaramba said on telephone.The highly infectious strange disease was first reported in Bundibugyo in August. It has similar symptoms to the Marburg hemorrhagic fever which struck Kamwenge District in western Uganda, killing two people and infecting four others at Kitaka mine. It comes in form of a rush, severe headache, vomiting and diarrhea.

The disease has so far claimed 16 lives while over 40 people have been infected.However, both local and foreign medical experts have since failed to establish its name and cause.The first samples which were taken to South Africa and the US when the disease had just hit the district tested negative for viral hemorrhagic fever.
The disease is spread through contact with infected people or staying within close range with victims.The victims have therefore been isolated and are being given treatment.We give them general medication like antibiotics to treat things like rashes, Dr. Zaramba said.We are also concentrating on sensitising people about infection control methods , he added.Recently, the ministry of health, the World Health Organisation and Makerere Medical School dispatched a response team to trace contacts of the sick persons and carry out public awareness campaigns on preventive measures.

Dr Sam Okware -the Director of Community Health said they suspected the disease to be Leptospirosis- a rare disease caused by small mammals. The first victims reportedly fed on goat meat which infected the entire family, according to Dr. Okware.

EU ministers set to back market supervision reform

BRUSSELS, Nov 28 (Reuters) - National market watchdogs in the European Union will lose some sovereignty under a roadmap to reform financial supervision, according to a draft report by EU states set to be agreed by finance ministers next week.But there is no mention in the draft report seen by Reuters of creating a new, pan-European superwatchdog, politically a step too far for now.The rapid pace of financial integration is giving rise to cross-border groups that want to save money by reporting to just one main regulator.Maintaining a nationally based system of supervision with purely voluntary pan-EU cooperation is no longer seen as adequate to oversee a capital market without borders.

The review of the so-called Lamfalussy structure of pan-EU supervision, based on three committees made up of the bloc's 27 national banking, insurance and securities supervisors, will not spur radical change, the conclusions in the draft report reveal.
Even some more modest ideas have been diluted as smaller EU states in particular are wary of being eclipsed by London, Paris or Frankfurt, homes to many of the big cross-border groups.EU Internal Market Commissioner Charlie McCreevy wants the three supervisory committees to take all decisions by qualified majority rather than the consensus-based approach currently used.While recognising the importance to continue making their decisions by consensus wherever possible, ministers are set to agree that the committees should change their charters so they can apply qualified majority voting where necessary, it states in the conclusions.

The conclusions in the draft report include a roadmap which states:
-- the European Commission is to assess by April 2008 how to clarify the role of the three committees

-- EU finance ministry and central bank officials will examine by April 2008 how the mandates of national supervisors could include a formal objective of EU supervisory convergence and cooperation, rather than just purely a domestic focus

-- the three committees will by mid-2008 explore ways of strengthening the application of their guidelines on regulation without changing their legally non-binding nature

-- by mid 2008 the committees and the Commission should suggest a timetable for introducing EU-wide formats companies could use for data requirements.

-- EU financial laws will be examined by the end of 2008 to see if provisions could be added to introduce the voluntary delegation of tasks among supervisors overseeing the company.

Conspiracy Deniers Delight In Their Attempt to Debunk the Obvious By John F. McManus Published: 2007-11-27 20:44

ARTICLE SYNOPSIS:
Evidence that the leaders of Canada, Mexico and the U.S. are working to merge the three countries into a North American Union has alerted and alarmed many. It has also stimulated some conspiracy deniers. But their denials skip over numerous reasons for concluding that a plot, similar to the one that brought 27 nations under the rule of a European Union, does indeed exist.

COMMENTARY:
The Boston Globe's Drake Bennett provided many facts that have led to the conclusion that a conspiracy designed to merge the three nations of North America actually exists. But even though he offered some evidence that it does exist, he confidently told his readers that there is no such thing as the plot being pointed to by many. In other words, we should continue to trust our leaders who have nothing but our best interests at heart. Bennett admits that Messrs. Bush, Martin, and Fox created the Security and Prosperity Partnership in 2005. And yes, Martin and Fox have been succeeded by Calderon and Harper who have continued to meet with Bush in subsequent SPP sessions. He mentions, but refuses to consider, the hugely important significance of the Council on Foreign Relations' publication Building a North American Community that, he notes, seeks a common North American security perimeter, the development of a biometric North American border pass, and the adoption of a North American tariff.

Bennett pointed to Professor Robert Pastor, one of prime movers behind these supposedly benign initiatives, as the author of book calling for economic integration and an amero currency for the three nations. And he quotes the warning of financial analyst Steve Previs that the amero will have a big impact on everybody's life in Canada, the U.S., and Mexico.But, not to worry, it's all a paranoid conspiracy theory, says the Globe's writer. And he points to agreement about his assessment issued by professors at the University of Florida and Harvard University. That ought to do it, right? Aren't professors the final arbiters? Given the small amount of evidence supplied by Bennett, it's unlikely that anyone would agree that a conspiracy exists to merge the three nations, overturn the Declaration of Independence, and scrap the U.S. Constitution and its Canadian and Mexican counterparts. The amount of evidence needed to persuade anyone to arrive at a conclusion will vary. For those who might need a few more indications that a conspiracy does exist, we offer a few bits of evidence left out by Bennett. For instance:

No sooner had the Security and Prosperity Partnership been launched than the U.S. Commerce Department made space available in its offices for the personnel of 20 working groups to carry out the designs of the new organization. Of note is the fact that no one in Congress had been apprised of this development. Why bypass Congress if there's nothing to hide? In September 2006, high-level government officials, media heavyweights and corporate leaders met behind closed doors at a plush resort in Banff, Canada. At their gathering, labeled the North American Forum, they discussed energy, security, border infrastructure, and North American integration. We know about the secret meeting because a Canadian who attended the affair and didn't like what he heard blew the whistle and shared some of its documents. After the three-day session, attendee Thomas Shannon (a U.S. Assistant Secretary of State) told an audience in Canada, The North American Forum is a parallel structure to the Security and Prosperity Partnership. Other U.S. attendees included former Secretary of State George Shultz, Secretary of Defense Donald Rumsfeld (replaced at the last minute by Joint Chiefs Chairman General Peter Pace), former U.S. Trade Representative and NAFTA co-author Carla Hills, Wall Street Journal columnist Mary Anastasia O'Grady (who has yet to mention the meeting in her column), and several other former cabinet officers and government officials. Counterparts from Canada and Mexico represented their countries. If nothing sinister was going on at this gathering, why was it conducted in secrecy?

As far back as 2002, Mexico's Vicente Fox called for the establishment of a duplicate of the European Union for the entire Western Hemisphere. He is not alone in desiring such a momentous step. British researchers Christopher Booker and Richard North wrote in their 2003 book, The Great Deception: The Secret History of the European Union, about the false promises and incremental steps that have led to what they termed the most spectacular coup d'etat in history. Just as the people of Europe were led astray, we in America are facing similar deceitful beginnings leading to a similar coup d'etat.At the August 2007 meeting of the Security and Prosperity Partnership, hundreds of helmeted, armed, and tear-gas-wielding soldiers and police guarded the site, the Montebello Resort in Western Quebec, to assure that the public would not have access to the proceedings. U.S. Ambassador to Canada David Wilkins assured the world in the Canadian press that no one involved in these discussions is interested in, or has ever proposed, a North American Union, a North American Superhighway, or a North American currency. But Robert Pastor, who is the originator and purveyor of these very topics, was at the Montebello SPP gathering.
More evidence can be assembled for any Doubting Thomases. But space limitations must be honored. Suffice it to say that the border hasn't been secured, as journalist Jerome Corsi has indicated, because there's no intention to secure it. A single political and economic entity known as the North American Union doesn't allow for individual national border security. But a merger of the three nations requires a common security perimeter that ignores national boundaries. Which is why a growing number of Congressmen, alerted by the conspiracy theorists, have co-sponsored legislation to block the NAU and scuttle all aspects of the entire plot. John F. McManus

Tory concern at EU super-president idea

Gordon Brown has broken his promise to prevent the creation of a European Union super-president, the Conservatives have claimed, as the new treaty comes under fresh scrutiny this week.A Government White Paper on the European Treaty, published in July with a foreword by the Prime Minister, pledged that any future EU president would be ruled out of simultaneously holding the powerful job of European Commission president. But the final treaty text, agreed by Mr Brown in Lisbon last month, allows one person to hold both posts, creating the risk that power will be further centralised in Brussels.The prospect of a new super-president is already being enthusiastically discussed by many Brussels officials. Tony Blair is among the contenders for the post, to be elected by Europe's leaders in late 2008 for a two-and-a-half-year term.

William Hague, the Tory spokesman on foreign affairs, has written to David Miliband, the Foreign Secretary, asking why the Government has reneged on its promise. It is clear that there could be a new EU super-president, something Brown and Miliband promised would never happen, he said.Did they forget about their promise? Brown and his ministers have proved as poor at negotiating as they are at running anything. Labour is now running very short of public trust. While they continue to break their promise of a referendum on this treaty that trust will not be rebuilt.Mr Hague is concerned at the power one person would wield if the jobs were combined. The consequence of one person holding both posts would be an effective president of Europe, determining the EU's agenda, able to propose as well as being in charge of guiding through EU laws with real clout on the world stage, he said.The pressure on Mr Brown comes as Parliament's European scrutiny committee makes the unusual decision to publish a second report on the treaty, The Daily Telegraph has learned.

The committee's first report last month embarrassed the Government by concluding that the new treaty was substantially equivalent to the EU constitution rejected by the French and Dutch in 2005. Tomorrow, the Labour-led committee will publish a second report, casting a critical eye over the treaty negotiating tactics.

Full text of interview with Javier Solana, EU High Representative for the Common Foreign and Security Policy, ahead of Annapolis conference. EJP Updated: 22/Nov/2007 17:19

The 65-year-old Javier Solana is EU’s High Representative for the Common Foreign and Security Policy since October 1999. In July 2004he was appointed for a second 5-year mandate. Born in Madrid, the Professor of solid-sate physics entered politics in the Sixties when he joined the Spanish Socialist party. After being elected at the Parliament, he held various posts in the Spanish government, notably as Minister for Culture, Minister for Education and Science and in 1992 Minister for Foreign Affairs. In 1995 he was named secretary general of NATO.

EJP: Are you more optimistic about the Annapolis meeting than before your Middle East trip?

Javier Solana: During my recent trip to the Middle East, I met Egyptian, Palestinian and Israeli leaders and in my discussions with them I gained the clear impression that although it will be very difficult, it is possible for the international meeting in Annapolis to launch a bilateral negotiation process that will lead to the establishment of a Palestinian state. It is doable. All leaders are fully aware that a failure at Annapolis will have dramatic consequences. There is a momentum towards re-launching the peace process; the international community is behind it, with the active involvement of the international Quartet and the support of the Arab League. All parties must do their utmost to ensure that the meeting has a successful outcome because failure is not an option. The period after Annapolis will be more important than the meeting itself and it will be crucial to have a political follow-up, in which the international community will play an important role.

EJP: What was your report to the European Parliament this week?

Javier Solana: In my discussion with European Parliament Group leaders at a special conference they convened on the European contribution to the Middle East peace process, I briefed them on my recent trip, my impressions in the run-up to Annapolis and the role of the European Union in accompanying and supporting the Peace Process.

EJP: What do you expect from the Israeli and Palestinian parties ?

Javier Solana: We expect the parties to begin negotiating final status issues and to implement their obligations under Phase 1 of the Road Map in parallel. The Israelis and the Palestinians have to demonstrate their commitment to the two-state solution by taking without delay the measures needed to prepare the ground for the end-game. Israel has to freeze and then reverse its settlement policy in the Occupied Territories. The Palestinians have to demonstrate their will and their ability to assume the responsibilities that come with statehood, including the responsibility for security.

EJP: Which role should the EU play at the Annapolis meeting ?

Javier Solana: The EU will be present at the Annapolis meeting as a member of the Quartet. A number of Member States will also be present. In the run-up to Annapolis the EU has focused on creating the conditions that would allow for a successful meeting. At the meeting the EU will join the international community in supporting the bilateral talks between the parties and the final status negotiations. The EU is also ready to adapt its policies and activities in the light of progress in the peace process.

EJP: Do you think additional sanctions against Iran are still avoidable?

Javier Solana: In June 2006 the EU put forward to Iran a generous and comprehensive offer. Iran still has the option to re-enter negotiations on that basis. The international community and the European Union will continue to pursue its dual-track policy of working at UN level on measures to apply if Iran does not suspend its uranium enrichment activities and of holding out at the same time the June 2006 offer of negotiations on a broad relationship if Iran does suspend those activities. On 28 September 2007 I received a clear mandate from the five permanent members of the UN Security Council plus Germany, with the full backing of the 27 EU member States, to encourage Iran to return to talks on a long-term agreement. I have, as you know, been in regular contact with the Iranians in order to see whether we can create the conditions for starting these negotiations. After the 23 October meeting in Rome I hope to be able to meet the Iranian negotiators again very soon, preferably before I brief, at the end of this month, the permanent members of the UN Security Council plus Germany on the outcome of my contacts with the Iranians.

EJP: What is your view on ElBaradei’s report?

Javier Solana: The international community has asked the Iranians to do three things to restore confidence: deal with outstanding issues relating to the past; implement the Additional Protocol, relating to the present; suspend their uranium enrichment activities in order to enter into negotiations for an overall agreement, relating to the future. The report by Dr ElBaradei, Director-General of the International Atomic Energy Agency, deals mainly with the first issues, relating to the past. This represents a modest step forward but leaves many issues unresolved. There was some progress in dealing with the past but I would like to see more clarity about the present and the future situation.

Holy See Insists That It Has Right to Speak
Says It Participates in International Community as Guardian of Man

ROME, NOV. 28, 2007 (Zenit.org).- The human being has dignity and a transcendent dimension, and this is why an independent moral authority, such as the Holy See, has a role to play in international organizations, says an official at the Vatican Secretariat of State.Monsignor Pietro Parolin, undersecretary for relations with states, affirmed this in a conference delivered Nov. 21 to a group of ambassadors and members of diplomatic corps gathered in the Argentinian Embassy to the Holy See. The gathering marked the 150th anniversary of the establishment of diplomatic relations between the Holy See and that nation.The Catholic Church is the only religious institution that can enter into diplomatic relations and that interests itself in international rights, acting through the Holy See, an international sovereign subject of singular characteristics, Monsignor Parolin said.He explained that an adequate understanding of the Holy See, as such, requires two distinctions. First, one must bear in mind that the Holy See cannot simply be identified with the Church, as a community of believers. And second, it cannot be identified with Vatican City State, a geographical place that assures the freedom of the Roman Pontiff.

The Holy See is the Holy Father himself inasmuch as he is an independent, universal, spiritual authority, together with the organizations of the Roman Curia that collaborate with his mission, he defined. The Holy See thus requires a particular status, such as that given by the definition of subject sui juris, meaning the Holy See defines for itself its juridical organization and does not receive it from outside, and as such, can enter into relationship with other states.The Holy See currently has diplomatic relations with 176 states. It has a presence at the United Nations as an observer state, membership in seven organizations or agencies within the U.N. system, and is an observer in another eight. The Holy See also has observer status in five regional organizations.

Objective

The tenacious assertion of its own international personality and the petition of the Holy See to intervene in international policy debates in order to offer its contribution is far from an interest in safeguarding its own independence, underlined Monsignor Parolin. If the Holy See wishes to place itself as an independent interlocutor of the states and to express an authorized judgment about the problems that affect lives, it is because it thinks that it represents a dimension of man that, although decisive in the life of the societies, is not fully under the jurisdiction of the states, nor does it end in them, he said.There exists, the monsignor affirmed, something that goes above and beyond the material element.The key, he explained, is the dignity of man, which is prior to the existence of the state. Respect for this dignity is the thermometer of the legitimacy and justice of any legal norm. And “this dignity of the individual has as an essential element the transcendent dimension [of man], he said.

If man did not transcend the material dimension, there would not be sufficient reason for the respect of his dignity to be over and above national interests, observed Monsignor Parolin. This pre-existence and independence of the dignity of the individual, and more concretely, his transcendent dimension, is the ultimate justification for the existence of a sovereign moral authority independent of the states.As a consequence, the Holy See, in its international activity, without interfering in the realms and responsibilities proper to the states, proposes itself as guardian of the human person and religious liberty, Monsignor Parolin continued.

The Vatican official said that working in the Secretariat of State, especially in the section for relations with states, implies having the advantage of a unique watchtower from which to observe and know the international reality, given that one is privy to a constant overall vision formed in part by an almost daily contact with the diplomats accredited to the Holy See.And guiding the activities of the Holy See in the international realm is what Monsignor Parolin called the binomial of person-truth.

The Holy See, he said, attempts to emphasize these concepts, making use of the very tools provided by the international community, such as the manifesto of the United Nations, which solemnly declares that the organization was established in order to save future generations from the scourge of war, in order to reaffirm the faith -- a key word -- in the fundamental rights of man, in the dignity of the human person, in order to ensure the respect for international rights and to promote social progress. The significant use of the term faith in the cited context, enabled the Holy See, in the last U.N. debate, to observe that the existence of a universal, transcendent truth about man and his intrinsic dignity was affirmed, [a truth] that is not simply a historic creation, but is rather a reality that precedes and determines all political activity, such that no ideology of power can suppress such truth, the monsignor recalled.And it is this dignity of the human being, he added, that determines the just balance of national interests, which can never consider themselves absolute, and whose defense should contribute to promoting the common good of all men.The Holy See emphasizes constantly that respect for the dignity of man, therefore, is the deepest ethical foundation for the search for peace and in the building of international relations, Monsignor Parolin affirmed. The lack of, contempt for, or partial adhesion to this principle is the origin of conflicts, of environmental degradation and of injustices.
