EU needs constitution with Christian reference, Merkel says

German chancellor Angela Merkel has suggested Europe needs a constitution that makes reference to Christianity and God following her audience with Pope Benedict XVI on Monday (29 August).The German leader, the daughter of a protestant pastor, visited the Pope at his summer residence in Castel Gandolfo, Italy, to discuss several issues in European and international politics, ahead of the Pope's September visit to Germany, his homeland.We spoke about freedom of religion, Ms Merkel told journalists following the 45-minute meeting.She added I underlined my opinion that we need a European identity in the form of a constitutional treaty and I think it should be connected to Christianity and God, as Christianity has forged Europe in a decisive way,according to press reports.

The Christian Democrat leader has previously spoken out in favour of reopening the debate on religion in the constitution as the EU considers how to tackle the deadlock after the treaty's rejection by French and Dutch voters last year.Germany has been assigned by EU member states to come up with some kind of solution to the constitutional crisis during its presidency of the union in the first six months of 2007. Like Mrs Merkel, some leading figures of the European People's Party - the federalist centre-right pan-European group - have pointed out that a possible re-drafted treaty should include clear links to Europe's Christian heritage.During earlier negotiations on the content of the new EU charter, Spain, Italy and Poland were among the strongest supporters of a reference to God in the treaty.

But its opponents argued it could prove controversial in view of Turkey's potential membership of the EU as well as due to the strict separation of state and church in some countries, such as France.Currently, the preamble refers to Europe's religious heritage only in general terms.Drawing inspiration from the cultural, religious and humanist inheritance of Europe, the values of which, still present in its heritage, have embedded within the life of society the central role of the human person and his or her inviolable and inalienable rights, and respect for law, it states.

Indonesia downgrades quake 1 hour, 31 minutes ago

JAKARTA (Reuters) An undersea earthquake struck near Indonesia's Moluccas islands on Tuesday, but officials said its strength was moderate and there was no risk of a tsunami. There were no reports of any casualties or damage.

The tsunami warning has been canceled. The epicenter of the quake was 33 km (21 miles) in the sea with a magnitude of 5.4 on the Richter scale,Subagio, an official at the state meteorological agency, said.Earlier, the agency had pegged the magnitude at 6.4.The quake was centered southwest of Tual island under the Banda Sea, due east of East Timor and north of Darwin in northern Australia, the agency said.

People went out of their homes and some are still standing outside their homes. The quake was not very strong but people are afraid that there will be a tsunami, Ahmad Bugis, an official at state oil firm Pertamina in Tual, told Reuters.Indonesia, which lies in the so-called "Pacific Ring of Fire, has been on edge since a tsunami struck the southern coast of Java island last month killing more than 600 people.It was the second tsunami to hit the country in less than two years.On December 26, 2004 a devastating tsunami left up to 232,000 people dead or missing in a dozen Indian Ocean nations, including nearly 170,000 in Indonesia's Aceh province.

Hurricane John threatens Mexico's Pacific coast 15 minutes ago

MEXICO CITY (Reuters) - Tropical storm John turned into a hurricane off Mexico's Pacific Coast on Tuesday, threatening to trigger dangerous flash floods and mudslides as it neared Acapulco and other tourist resorts. The Miami-based National Hurricane Center said John was packing maximum sustained winds of almost 80 mph (130 kph) with higher gusts.Storm warnings were posted for a long stretch of coastline from Acapulco to the steel-making port of Lazaro Cardenas, as John became the sixth hurricane of the east Pacific season.Rainfall of 2 to 4 inches and isolated deluges of 8 inches were possible along the coast.These amounts could cause life-threatening flash floods and mudslides over areas of mountainous terrain, the hurricane center said.

John, a category one hurricane on the Saffir-Simpson scale which goes up to a top notch of five, is located about 190 miles southeast of Acapulco and is slowly moving northwest parallel to the coast.John is expected to pound Acapulco with wind and rain from Tuesday and then batter other coastal resorts like Puerto Vallarta and Los Cabos in the Baja California peninsula in coming days.The nearby port of Salina Cruz, which exports crude oil to Asia, was open but on alert, with the port authority reporting wind and choppy seas.State oil monopoly Pemex also has a refinery at Salina Cruz, southeast of Acapulco, with refining capacity of 330,000 barrels per day. KEY WEST, Fla. - Rain from Tropical Storm Ernesto swept across parts of the vulnerable Florida Keys on Tuesday morning as residents hurried to fill gas tanks, gather emergency supplies and board up windows before the main body of the storm strikes.

The storm has a chance of regaining hurricane strength before it makes landfall as early as Tuesday night, forecasters at the National Hurricane Center said.On the anniversary of Katrina's devastation of New Orleans, and with memories still fresh of the seven hurricanes that have hit Florida since 2004, state officials urged residents not to wait for Ernesto to strengthen again.

Tourists were ordered out of the Keys. Mainland Broward and Miami-Dade counties urged residents of mobile homes and homes still damaged from previous storms, including roofs protected only by tarpaulins, to evacuate early Tuesday.

If your home currently has a blue tarp, it is not safe, Miami-Dade Mayor Carlos Alvarez said.Ernesto had sustained wind of 45 mph shortly before noon, with higher gusts, and the hurricane center said it was likely to grow more powerful as it crossed the warm Florida Straits between Cuba and the peninsula.Forecasters put the chance of tropical storm-force wind of at least 39 mph hitting Florida at about 70 percent. The number was only 5 percent for hurricane-force sustained wind of at least 74 mph, but forecasters warned Floridians to pay attention even if it doesn't become a hurricane.A strong tropical storm is certainly capable of producing wind gusts to hurricane force and those winds can cause power lines to go down and can cause roof damage, senior hurricane specialist Richard Knabb said.

Tropical storm warnings were extended Tuesday along the East Coast from the Florida Keys to Altamaha Sound, Ga., about halfway up the Georgia coast, and a tropical storm watch was extended along Florida's Gulf Coast north to Tarpon Springs, just
north of Clearwater.

All of Florida's southern half was under a tropical storm watch or warning.Line formed across southern Florida at gas stations and groceries and home-supply stores as soon as they opened as people grabbed emergency supplies.At a Miami pharmacy,
71-year-old Migdalia Antigua was the first person in line early Tuesday, buying cholesterol medication and other supplies for her family.All of the responsibility falls on me because I'm the one in the household with my legs under me, Antigua said.The Federal Emergency Management Agency said it had 120 truckloads of water and meals stationed in Florida.

NASA started moving space shuttle Atlantis off the launch pad and back into its giant shelter at Cape Canaveral because of the storm. Cruise ship companies diverted several liners.At 11 a.m. EDT, Ernesto was centered over warm open water in the Florida Straits, about 170 miles southeast of Key West and 180 miles south-southeast of Miami, the hurricane center said. It was moving west-northwest at about 13 mph and could dump 5 to 15 inches of rain.

Northward up the Atlantic Seaboard, South Carolina was activating nearly 250 National Guard members to be ready if Ernesto reaches that state later in the week, Gov. Mark Sanford said Tuesday. North Carolina Gov. Mike Easley urged residents to make preparations.After crossing Florida and hitting open water again, Ernesto was expected to make landfall along the South Carolina coast Thursday afternoon as a tropical storm, the National Weather Service said Tuesday morning. There's more uncertainty surrounding this storm than with some of the storms last year,said Jonathan Lamb at the weather service in Charleston, S.C.

Key West streets were relatively quiet early Tuesday. Some hotels had plywood up over windows, but many homes were unprotected. Shelters opened around the area but initially were crowded. Midmorning, 27 people with special health needs, some on
gurneys, were in a shelter at Florida International University near Miami. Over the weekend, Ernesto, the fifth named storm of the hurricane season, became the first hurricane of the Atlantic season and lashed the Dominican Republic and Haiti, killing one woman on a Haitian island.

There were no immediate reports of damage or injury Monday in Cuba. In an unusual recognition of the quiet cooperation that has long existed between American and Cuban meteorologists, an advisory from the hurricane center expressed special thanks to the government of Cuba for permitting reconnaissance aircraft to fly right up to their coastline to gather this critical weather data. The Bahamas on Monday ordered boats in southern islands to stay in port. The island chain had a tropical storm warning and a hurricane watch in effect for western islands close to Florida's coast.

Spain calls for collective effort to achieve Mideast peace

Spanish Foreign Minister Miguel Angel Moratinos on Monday called for a collective effort to achieve an efficient result in the Middle East peace process. The influence of Europe is perhaps more effective than the simple power shown by the United States for achieving peace between Israel and three other parties in the region -- Lebanon, Palestine and Syria, Moratinos said in a public lecture at Menendez Pelayo International University. Military power has not managed to solve the problems of Lebanon, but perhaps political influence can guarantee Israel's security against the katyusha rockets fired by Lebanon-based guerilla group Hezbollah, he added.

Moratinos urged the European Union to act on its own initiative as the United States could not solve the problem even at the best of times for the U.S. administration. He said it was wrong of people to think that the United States only helped Israel and that Europe only helped the Arab nations. This is not the case, neither in Spain, nor in Europe as a whole, Moratinos said, stressing that Spain had first condemned Hezbollah's abduction of two Israeli soldiers.

Meanwhile, he said the Spanish government's plan to send troops to the United Nations peacekeeping mission in Lebanon needed approval from parliament. Fugitive polygamist leader Jeffs caught

LAS VEGAS - A polygamist Mormon sect leader who was on the FBI's Most Wanted List has been arrested and faces sexual misconduct charges for allegedly arranging marriages between underage girls and older men, authorities said Tuesday.Warren
Steed Jeffs, 50, was taken into custody after he and two other people were pulled over late Monday by a Nevada Highway Patrol trooper on Interstate 15 just north of Las Vegas, FBI spokesman David Staretz said.The leader of the Fundamentalist Church of Jesus Christ of Latter-day Saints was wanted in Utah and Arizona on suspicion of sexual misconduct for allegedly arranging marriages between underage girls and older men.

Since May, Jeffs has been on the FBI's Ten Most Wanted list, with a $100,000 reward offered for information leading to his capture.

The other two people in the vehicle were identified as one of Warren Jeffs' wives, Naomi Jeffs, and a brother, Isaac Steve Jeffs, both 32, Staretz said. They were being interviewed by the FBI in Las Vegas but were not arrested.Jeffs was in federal custody in Las Vegas pending a court hearing on a federal charge of unlawful flight to avoid prosecution, Staretz said. It was not immediately clear if Jeffs would face extradition to Arizona or Utah.Jeffs was indicted in June on an Arizona charge of arranging a marriage between a 16-year-old girl and a married man, and unlawful flight to avoid prosecution.

He is charged in Utah with two felony counts of rape as an accomplice, for allegedly arranging the marriage of a teenage girl to an older man in Nevada.The FLDS Church split from the Church of Jesus Christ of Latter-day Saints when the mainstream Mormon Church disavowed plural marriage more than 100 years ago.

TEHRAN, Iran (AP) President Mahmoud Ahmadinejad on Tuesday challenged the authority of the U.N. Security Council as Iran faces a deadline to halt its uranium enrichment and he called for a televised debate with President Bush on world issues.

The Security Council has given Iran until Thursday to suspend enrichment, a process that can produce either fuel for a reactor or material for weapons.The U.S. and Britain are the source of many tensions, Ahmadinejad said at a news conference. At the Security Council, where they have to protect security, they enjoy the veto right. If anybody confronts them, there is no place to take complaints to.This (veto right) is the source of problems of the world. ... It is an insult to the dignity, independence, freedom and sovereignty of nations, he said.

ON DEADLINE: How do you think Ahmadinejad would fare in a debate?

Ahmadinejad rejected any suspension of enrichment, even if U.N. Secretary-General Kofi Annan asked for it during an upcoming visit to Iran.The use of nuclear energy for peaceful purposes is the right of the Iranian nation. The Iranian nation has chosen this path. ... No one can prevent it,he said.Iran last week responded to a Western incentives package aimed at getting Tehran to roll back its nuclear program. Iranian officials said the Islamic country did not agree to halt enrichment — the key demand — before engaging in further talks.Ahmadinejad called the response an opportunity for the two sides to resolve the issue and he didn't rule out the possibility of direct talks with the United States.

The opportunity the Iranian nation has given to other countries today is a very exceptional opportunity for a fair resolution of the issue, he said.The Iranian president also called Israel a threat to peace and stability in the Middle East.The Zionist regime has deprived the Palestinian nation and other nations of the region of a single day of peace.
