On Saturday night, dozens of drones launched by Iran toward Israel were intercepted by Jordanian air force jets as they crossed the kingdom’s airspace.The military assistance provided by Amman to Israel was welcomed enthusiastically in the Jewish state, but also came as a surprise to many Israelis, since the Hashemite Kingdom has been a source of relentless criticism of Israel’s war against Hamas, and has been under intense domestic pressure to break off diplomatic relations with Jerusalem.To some commentators, however, Amman’s intervention on Saturday night did not come as a surprise. Ghaith al-Omari, a native Jordanian and a senior fellow at The Washington Institute for Near East Policy, said the kingdom’s dramatic show of support proved the strength of the security alliance between Amman and Jerusalem.“Despite all of the political tensions between Jordan and Israel, the military and intelligence relationship never stopped,” he said. “As a matter of fact, the worse the politics gets, the closer the militaries get, because they both understand the need to maintain this relationship. This is part of both Jordan’s military doctrine and Israeli military doctrine.”In 1994, Jordan became the second Arab country to establish diplomatic ties with Israel (after Egypt in 1979). Jordan sees itself as the custodian of the Muslim holy sites in the Old City of Jerusalem, including the Al-Aqsa compound, and the two countries have strong security and intelligence cooperation. But relations between Amman and Jerusalem have become markedly more tense since the start of Israel’s war with Hamas.Israel provides Jordan with gas through a multi-billion-dollar deal, and with water as part of the 1994 treaty. It also relayed a vague government statement calling “on all parties” to show “restraint amid regional tensions” in order to prevent a “dangerous escalation.” It did not specify who those parties were.The same communique fleetingly mentioned toward the end “recent incidents” involving the interception of unspecified “foreign objects in Jordanian airspace to protect citizens and residential areas,” adding that while “some fragments fell in various locations, no significant damage or injuries were reported.”Reading other Jordanian news websites on Sunday, one would be hard pressed to believe that in an act of war the night before, hundreds of projectiles carrying tons of explosives traversed the country’s skies.National newspapers limited themselves to relaying official statements formulated in vague language. In one such statement, Prime Minister Bisher Al-Khasawneh pledged to take legal action against media outlets that “do not source their information from official and credible channels,” after rumors spread that a state of emergency had been declared in the country.Staying away from Iran’s tentacles-The government’s caution in publicizing the events of Saturday night may be due to Iranian threats that Jordan will be the Islamic Republic’s “next target” if it cooperates with Israel.Later on Sunday, Safadi, the Jordanian foreign minister, reportedly summoned Iran’s ambassador to warn Tehran that it must stop questioning Jordan’s position, after it assisted Israel.In fact, Jordan has fretted over Iranian interference in its domestic affairs for years, loath to become another pawn in Tehran’s regional power games, which have already impacted the internal political landscapes of Iraq, Syria, Lebanon and Yemen.After Saturday night’s events, Amman is concerned that a possible Israeli retaliatory attack using its airspace will give Iran a pretext to target Jordan directly, or attempt to destabilize it, al-Omari said.“The Iranians have their eyes on Jordan, they look at it as the weakest link in the region,” he added. “And the Jordanian military considers Iran to be the most prominent threat in the area, due to the presence of Iran-sponsored militias on the Syrian border and the eastern border [with Iraq]. They are very concerned about the Iranian influence extending into the West Bank [which shares a long border with Jordan] through Hamas.”In an effort to prevent Iran-backed terrorist groups, be they Hamas or Shiite militias, from becoming entrenched in its territory, Jordan has conducted a series of airstrikes inside Syria in recent months targeting drugs and weapons smugglers reportedly linked to Tehran.Multiple factors indicate the recent wave of protests that has engulfed the country is likely being steered by the Muslim Brotherhood, the Islamist movement that spawned Hamas — which also receives strong backing from Iran.As for Iran-backed Shiite militias on Jordan’s borders, an official of one of those groups in Iraq revealed operative plans to establish a Jordanian militia with 12,000 armed members that would be subordinate to the Iran-led resistance axis.All of this is not a “cause for alarm, but definitely a concern for Jordan,” said al-Omari.Preventive efforts by Jordanian security forces against an Iranian encroachment are facilitated by the fact that the Jordanian public is strongly opposed to Iran, he noted. The reason is twofold.“Firstly, Jordanians see what the Iranians and their allies did in Syria – it’s hard to like Iran after that,” he said, referencing the military support given by the Islamic Republic to the Assad regime in crushing rebels in the Syrian civil war.“Secondly, Jordan is a very conservative Sunni country, with no Shiite minority. There is a strong anti-Shiite sentiment. There was a time a few years ago when Iran actually tried to apply some of its religious soft power in Jordan. It raised concerns in Jordanian society,” al-Omari said.He predicted that the more conservative camp in the Jordanian government will use the ostensible link between the demonstrators, the Muslim Brotherhood and Iran as a way to delegitimize the pro-Hamas protests.“If you look at the op-eds in the three main Jordanian daily papers in the last couple of weeks, which are not fully independent [i.e., they follow the government line], you will find a series of articles criticizing the demonstrations and drawing a link with the Iranians,” he said.“After October 7, there has been a hawkish camp in the Jordanian government saying that [pro-Hamas] protests were overstepping the line. Having rejected the terms of last week’s Cairo proposal for a hostage-truce deal, the Hamas terror group on Sunday reportedly presented mediators with a proposal of its own that requires Israel to end the war in the first, six-week phase of a three-phase process. No hostages would be freed in those first six weeks. Rather, all the hostages would be freed over the second and third phases, each of them also lasting six weeks, in exchange for large numbers of Palestinian security prisoners.The proposal, whose terms are far more demanding of Israel than those put forward by US-coordinated mediators last week, further specifies that, during the initial, six-week phase, displaced Palestinians would be allowed to return unimpeded to northern Gaza, and the IDF would withdraw from all urban centers in the Strip.According to the Qatari-funded Al Jazeera, Hamas has submitted the proposal to the mediators. As of this writing, Israel has not publicly commented on it.As reported by Al Jazeera and Israel’s Haaretz news daily, Hamas claims that it would utilize the initial six-week phase to locate all the hostages and ascertain their condition. Previous proposals since a weeklong truce in late November, during which 105 hostages were freed, have called for the release of some 40 “humanitarian” hostages — children, women, the elderly and the sick — during an initial six-week truce.Hamas has rejected all such proposals and conditioned any further hostage releases on Israel ending the war, withdrawing all IDF forces and allowing displaced northern Gazans to return to their homes — demands Israel has rejected as delusional.Hamas and other terror groups are believed to still be holding 129 of the 253 hostages abducted during its October 7 massacre in southern Israel, not all of whom are alive.Under its new reported proposal, Hamas would release elderly and sick hostages, civilian women and female soldiers in the course of the second 42-day phase. Israel would reportedly be required to release 50 Palestinian security prisoners per captive female soldier, of whom 30 would be prisoners serving life sentences.Israel would be required to complete the withdrawal of all IDF troops from Gaza as part of this second phase. The reports were not definitive as to whether the complete withdrawal would be required at the start or in the course of this phase.In the third and final stage of Hamas’s proposed deal, the rehabilitation of the war-torn Gaza Strip would begin, and all captive male soldiers and men of military age would be released, as well as the bodies of those who have died or been killed in captivity or whose bodies were abducted on October 7.The reports do not specify how many Palestinian security prisoners Israel would be required to release for each of the hostages in the final phase of the deal.Many of the demands laid out by Hamas in its proposal have previously been rejected by Israel as nonstarters, notably including a permanent ceasefire and the withdrawal of Israeli troops from the entire Gaza Strip. Israel has said it intends to resume the war once any hostage deal is carried out, in accordance with its two prime declared war goals — securing the freedom of all hostages and destroying Hamas’s military and governance capabilities in Gaza.Last week’s Cairo proposal, reportedly accepted in principle by Israel, was said to call for a temporary ceasefire of at least several weeks in return for the release of 40 living hostages. STOCKHOLM, Sweden (AFP) — The highest-ranking Syrian military official to be tried in Europe on Monday appeared before a Stockholm court accused of war crimes during Syria’s civil war.Former brigadier general Mohammed Hamo, 65 who lives in Sweden, is accused of “aiding and abetting” war crimes and could get a life jail sentence.The war between President Bashar Assad’s regime and armed opposition groups, including Islamic State, erupted after the government repressed peaceful pro-democracy protests in 2011.It has killed more than half a million people, displaced millions, and ravaged Syria’s economy and infrastructure.Wearing a dark blue shirt, jeans and sneakers, Hamo listened carefully and took notes as prosecutor Karolina Wieslander read out the charges.Wieslander said Hamo had contributed — through “advice and action” — to the Syrian army’s warfare, which “systematically included attacks carried out in violation of the principles of distinction, caution and proportionality.”“The warfare was thus indiscriminate,” Wieslander told the court.The charges concern the period of January 1 to July 20, 2012. The trial is expected to last until late May.‘Disproportionate’The prosecutor said the Syrian army’s “widespread air and ground attacks” caused damage “at a scale that was disproportionate in view of the concrete and immediate general military advantages that could be expected to be achieved.”In his role as brigadier general and head of an armament division, Hamo allegedly helped coordinate and supply of arms to units.Hamo’s lawyer, Mari Kilman, told the court her client denied criminal responsibility.“In any case, he has not had the intent towards the main charge, that indiscriminate warfare would be carried out by others,” Kilman said.Kilman said the officer could not be held liable for the actions “as he had acted in a military context and had to follow orders.”Hamo also denied all individual charges and argued that Syrian law should be applied.Several plaintiffs are to testify at the trial, including Syrians from cities that were attacked and a British photographer who was injured during one strike.‘Complete impunity’“The attacks in and around Homs and Hama in 2012 resulted in widespread civilian harm and an immense destruction of civilian properties,” Aida Samani, senior legal advisor at rights group Civil Rights Defenders, told AFP.“The same conduct has been repeated systematically by the Syrian army in other cities across Syria with complete impunity.”This trial will be the first in Europe “to address these types of indiscriminate attacks by the Syrian army,” according to Samani, who added that it “will be the first opportunity for victims of the attacks to have their voices heard in an independent court.”Hamo is the highest-ranking military official to go on trial in Europe, though other countries have tried to bring charges against more senior members.In March, Swiss prosecutors charged Rifaat Assad, an uncle of President Bashar Assad, with war crimes and crimes against humanity.However, it remains unlikely Rifaat Assad — who recently returned to Syria after 37 years in exile — will show up for the trial, for which a date has yet to be set.Swiss law allows for trials in absentia under certain conditions.In November, France issued an international arrest warrant for Bashar al-Assad, accusing him of complicity in crimes against humanity and war crimes over chemical attacks in 2013.Three other international warrants were also issued for the arrests of Bashar al-Assad’s brother Maher, the de-facto chief of the army’s elite Fourth Division and two generals.In January 2022, a German court sentenced former colonel Anwar Raslan to life in prison for crimes against humanity. This was the first international trial over state-sponsored torture in Syria and was hailed by victims as a victory for justice.

After over three hours of deliberations on Sunday afternoon, Israel’s five-person war cabinet did not reach a decision as to how the country would respond to Iran’s massive missile and drone barrage on Saturday night.Given several reports that the US is urging caution and that US President Joe Biden himself urged Prime Minister Benjamin Netanyahu to “think carefully and strategically,” the war cabinet suspended its discussions, but is expected to reconvene in short order, Channel 12 News reported.The Israel Hayom daily newspaper cited, however, an Israeli official as stating that “there will be a response,” while the NBC network quoted an official source in the Prime Minister’s Office as saying that while a decision has yet to be made, “the IDF will need to present options” and that “it is clear that Israel will respond.”Israeli officials cited by Reuters said that the war cabinet favors a retaliation against Iran, but is divided over the timing and scale of any such response.The war cabinet discussions come less than 24 hours after Iran launched an unprecedented assault against Israel in which it fired some 350 ballistic missiles, cruise missiles and drones at Israel on Saturday night, 99% of which were successfully intercepted, the IDF said.According to multiple Hebrew media reports, in light of this massive salvo, war cabinet Minister Benny Gantz and his National Unity party colleague Gadi Eisenkot, an observer in the war cabinet, both proposed striking back at Iran while the Iranian attack was still underway.This suggestion was firmly opposed by Prime Minister Benjamin Netanyahu, Defense Minister Yoav Gallant, IDF Chief Herzi Halevi, and others, Channel 12 news reported, in part because of the strain of undertaking simultaneous action, when the IAF was focused on intercepting Iran’s incoming missiles and drones.The Prime Minister’s Office denied the report, saying “the opposite was true,” although Channel 12 said it stood by the story, saying it had been confirmed by four sources.Subsequently, when the success of Israel’s air defense systems became evident and it was clear that the Iranian onslaught had caused little damage, and after Biden spoke with Netanyahu, the idea of an immediate Israeli response was set aside, both Channels 12 and 13 reported.In a separate, unsourced report, Channel 12 claimed that the US had not sought to veto any Israeli response, but that it told Israel it needed to know in advance and be coordinated, on any such reaction. REUTERS – Gulf states are pushing to stop a full-blown regional war after Iran’s unprecedented retaliatory strikes on Israel, sources in the region said, fearing new escalation could put them on the front lines of a conflagration and ruin plans to reshape the region.Saudi Arabia and the United Arab Emirates in particular may be well placed to triangulate between Iran, Israel, and the United States, after diplomatic advances in recent years that benefited all those countries.As allies of Washington, Gulf monarchies have sought to stabilize ties with Iran and Israel to resolve longstanding security concerns and allow them to focus on national projects.The UAE and Bahrain signed a normalization deal with Israel in 2020 and Saudi Arabia was considering a similar agreement also involving a US defense pact until the Gaza war torpedoed diplomacy. Riyadh also buried the hatchet with Iran last year, after years of feuding.However, the policy of detente now faces its greatest ever threat, as the risk to wider regional peace raised by Israel’s conflict with Iran-backed Hamas in Gaza since October 7 – when Hamas terrorists killed nearly 1,200 people, mostly civilians, and kidnapped 253 – comes to a head.A direct war between Israel and Iran could swiftly expand to Gulf states whose air space lies between the pair, and which host several military bases of the United States, which has vowed to defend its ally Israel.“Nobody wants an escalation. Everybody wants to contain the situation,” said a Gulf source close to government circles, adding that there was probably wide telephone diplomacy under way.“The pressure is not on Iran alone. The pressure is now on Israel not to retaliate,” said the source, adding that the fallout of an Israeli attack on key Iranian sites “will affect all the region.”Another Gulf source with knowledge of official thinking said Gulf states, Iraq and Jordan are pushing both Iran and Israel’s main backer, the United States, not to escalate. Saudi Arabia is maintaining contacts with Iran and there is an understanding to contain things,” the source said.Reuters has requested comment from both Saudi Arabia and the UAE on how they are handling the crisis.Still, both the sources as well as analysts in the Gulf believed the most dangerous moment may have passed.“The Iranians took their shot,” said Abdulaziz al-Sager, head of the Gulf Research Center close to government circles, indicating that for Tehran, the escalatory phase was over, and adding that Washington did not want an escalation from Israel.Risks-There have been many recent reminders of Gulf states’ vulnerability.Iran on Saturday seized a cargo ship in the Strait of Hormuz, the narrow stretch of water through which most Gulf energy exports pass, and has threatened to close shipping lanes there entirely.Meanwhile Yemen’s Iran-backed Houthi group, against which Saudi Arabia was fighting for years until moving towards a peace deal in December, has repeatedly attacked shipping and deployed drones towards Israel, skirting Saudi airspace in recent months.Before peace talks gained momentum last year, the Houthis had attacked in recent years key Saudi Arabian energy facilities several times and retain the capacity to do so again.In 2019, they hit key facilities in Saudi Arabia that process the vast majority of the country’s crude oil output and in 2022 they attacked three oil tanker trucks in the UAE.“A conflagration will see the price of oil shooting up.
