Israel has degraded Hamas’s combat capabilities but is not yet close to achieving its war aim of eliminating the Palestinian terror organization, US intelligence officials told members of Congress this week, according to a New York Times report on Thursday.Citing American officials, the report noted that the Biden administration has raised doubts over how realistic is Israel’s stated war goal of destroying Hamas, following the terror group’s murderous rampage across southern Israel on October 7, when thousands of terrorists killed 1,200 people and took 253 hostages of all ages.According to the NYT report, the closed-door intelligence briefing to Congress members did not include discussions on casualties in Gaza, where Hamas-run health authorities claim close to 28,000 Palestinians have been killed over the past four months of war. These figures cannot be independently verified, are believed to include fatalities caused by failed rocket fire by Gaza terror groups, and do not distinguish between civilians and combatants. WASHINGTON (AP) — A special counsel report released Thursday found evidence that President Joe Biden willfully retained and shared highly classified information when he was a private citizen, including about military and foreign policy in Afghanistan, but concluded that criminal charges were not warranted.The report from special counsel Robert Hur resolves a criminal investigation that had shadowed Biden’s presidency for the last year. But its bitingly critical assessment of his handling of sensitive government records and unflattering characterizations of his memory will spark fresh questions about his competency and age that cut at voters’ most deep-seated concerns about his candidacy for re-election.In remarks at the White House Thursday evening, Biden denied that he improperly shared classified information and angrily lashed out at Hur for questioning his mental acuity, particularly his recollection of the timing of his late son Beau’s death from cancer.The searing findings will almost certainly blunt his efforts to draw contrast with Donald Trump, Biden’s likely opponent in November’s presidential election, over a criminal indictment charging the former president with illegally hoarding classified records at his Mar-a-Lago estate in Florida and refusing to return them to the government. Despite abundant differences between the cases, Trump immediately seized on the special counsel report to portray himself as a victim of a “two-tiered system of justice.”Yet even as Hur found evidence that Biden willfully held onto and shared with a ghostwriter highly classified information, the special counsel devoted much of his report to explaining why he did not believe the evidence met the standard for criminal charges, including a high probability that the Justice Department would not be able to prove Biden’s intent beyond a reasonable doubt, citing among other things an advanced age that they said made him forgetful and the possibility of “innocent explanations” for the records that they could not refute.“I did not share classified information,” Biden insisted. “I did not share it with my ghostwriter.” He added he wasn’t aware how the boxes containing classified documents ended up in his garage.And in response to Hur’s portrayal of him, Biden insisted to reporters that “my memory is fine,” and said he believes he remains the most qualified person to serve as president.“How in the hell dare he raise that?” Biden asked, about Hur’s comments regarding his son’s death, saying he didn’t believe it was any of Hur’s business.Biden pointedly noted that he had sat for five hours of in-person interviews in the immediate aftermath of Hamas’s October attack on Israel, when “I was in the middle of handling an international crisis.”“I just believed that’s what I owed the American people so they could know no charges would be brought and the matter closed,” Biden said.The investigation into Biden is separate from special counsel Jack Smith’s inquiry into the handling of classified documents by Trump after Trump left the White House. Smith’s team has charged Trump with illegally retaining top secret records at his Mar-a-Lago home and then obstructing government efforts to get them back. Trump has said he did nothing wrong.Hur, in his report, said there were “several material distinctions” between the Trump and Biden cases, noting that Trump refused to return classified documents to the government and allegedly obstructed the investigation, while Biden willfully handed them over.Hur, a former US attorney in the Trump administration, was appointed by Attorney General Merrick Garland as special counsel in January 2023 following an initial discovery by Biden staff of classified records in Washington office space. Subsequent property searches by the FBI, all coordinated voluntarily by Biden staff, that turned up additional sensitive documents from his time as vice president and senator.Hur’s report said many of the documents recovered at the Penn Biden Center in Washington, in parts of Biden’s Delaware home and in his Senate papers at the University of Delaware were retained by “mistake.”Biden could not have been prosecuted as a sitting president, but Hur’s report states that he would not recommend charges against Biden regardless.“We would reach the same conclusion even if Department of Justice policy did not foreclose criminal charges against a sitting president,” the report said.But investigators did find evidence of willful retention and disclosure of a subset of records found in Biden’s Wilmington, Delaware house, including in a garage, office and basement den. The files pertain to a troop surge in Afghanistan during the Obama administration that Biden had vigorously opposed. He kept records that documented his position, including a classified letter to Obama during the 2009 Thanksgiving holiday.
Documents found in a box in Biden’s Delaware garage have classification markings up to the Top Secret/Sensitive Compartmented Information Level and “other materials of great significance to him and that he appears to have personally used and accessed.” Hur, though, wrote that there was a “shortage of evidence” to prove that Biden placed the documents in the box and knew they were there.Some of the classified information related to Afghanistan was shared with a ghostwriter with whom he published memoirs in 2007 and 2017. As part of the probe, investigators reviewed a recording of a February 2017 conversation between Biden and his ghostwriter in which Biden can be heard saying that he had “just found all the classified stuff downstairs.”Prosecutors believe Biden’s comment, made at a time he was renting a home in Virginia, referred to the same documents FBI agents later found in his Delaware house. Though Biden sometimes skipped over presumptively classified material while reading notebook entries to his ghostwriter, the report says, at other times he read aloud classified entries “verbatim.”The report said there was some evidence to suggest that Biden knew he could not keep classified handwritten notes at home after leaving office, citing his deep familiarity “with the measures taken to safeguard classified information and the need for those measures to prevent harm to national security.” Yet, prosecutors say, he kept notebooks containing classified information in unlocked drawers at home.“He had strong motivations to do so and to ignore the rules for properly handing the classified information in his notebooks,” the report said. “He consulted the notebooks liberally during hours of discussions with his ghostwriter and viewed them as highly private and valued possessions with which he was unwilling to part.”While the report removes legal jeopardy for the president, it is nonetheless an embarrassment for Biden, who placed competency and experience at the core of his rationale to voters to send him to the Oval Office. It says that Biden was known to remove and keep classified material from his briefing books for future use and that his staff struggled and sometimes failed to get those records back.Even so, Hur took pains to note the multiple reasons why prosecutors did not believe they could prove a criminal case beyond a reasonable doubt.Those include Biden’s “limited memory” both during his 2017 recorded conversations with the ghostwriter and in an interview with investigators last year in which, prosecutors say, he could not immediately remember the years in which he served as vice president. Hur said it was possible Biden could have found those records at his Virginia home in 2017 and then forgotten about them soon after.“Given Mr. Biden’s limited precision and recall during his interviews with his ghostwriter and with our office, jurors may hesitate to place too much evidentiary weight on a single eight-word utterance to his ghostwriter about finding classified documents in Virginia, in the absence of other, more direct evidence,” the report says-“We have also considered that, at trial, Mr. Biden would likely present himself to a jury, as he did during our interview of him, as a sympathetic, well-meaning, elderly man with a poor memory,” investigators wrote.In addition, prosecutors say, Biden could have plausibly believed that the notebooks were his personal property and belonged to him, even if they contained classified information.In an interview with prosecutors, the report said, Biden was emphatic with investigators that the notebooks were “my property” and that “every president before me has done the exact same thing.”Special counsels are required under Justice Department regulations to submit confidential reports to the attorney general at the conclusion of their work. Such reports are then typically made public. The dual appointments in the Biden and Trump cases were seen as a way to insulate the Justice Department from claims of bias and conflict by placing the probes in the hands of specially named prosecutors.Garland has worked assiduously to challenge Republican claims of a politicized Justice Department. He has named special counsels to investigate not only the president but also his son, Hunter, in a separate tax-and-gun prosecution that has resulted in criminal charges.But in this case, Biden’s personal and White House lawyers strongly objected to the characterizations of Biden in the report and to the fact that so much derogatory information was released about an uncharged subject like the president.Biden’s personal attorney Bob Bauer accused the special counsel of violating “well-established’ norms and “trashing” the president.“The special counsel could not refrain from investigative excess, perhaps unsurprising given the intense pressures of the current political environment. Whatever the impact of those pressures on the final report, it flouts department regulations and norms,” he said in a statement.But a public outcome was basically sealed once Garland appointed a special counsel.Regulations require special counsels to produce confidential reports to the attorney general at the conclusion of their work. Those documents are then generally made public, even if they contain unflattering assessments of people not criminally charged.

FIRST ANGEL: ASIA
The first angel said:" I have a message for all of Asia."When he said that, in a split few seconds, I could see all of China, India, the Asian countries like Vietnam, Laos - I've never been to those countries. I saw the Philippines, Japan,Singapore, Malaysia and Indonesia. And then the angel showed me all of Papua New Guinea, Iran, Java and down to Australia and New Zealand."I am the Angel of Asia," he said. And in his hand I saw a tremendous trumpet that he is going to blow all over Asia. Whatever the angel said - it's going to happen - with the trumpet of the Lord all over Asia. Millions are going to hear the mighty voice of the Lord. Then the angel said:“There shall be disaster, starvation - many will die from hunger. Strong winds will be blowing like has never happened before. A great part shall be shaken and destroyed. Earthquakes will take place all over Asia and the sea will cover the earth.”I saw this on June 20 (1998). Today is August 16. A few weeks ago I heard the news of villages completely wiped out and washed into the sea in Papua New Guinea. Thousands of lives in great jeopardy. That happened a few weeks ago, and the angel told me it is going to happen all over Asia."The earth will fall into the sea" I heard the angel say, "part of Australia will be shaken. Australia will be divided, and a great part will go under the ocean."This was frightening - I wondered whether I was hearing right.But the angel said: "Millions will die in China and in India. Nation will be against nation, brother against brother. Asians will fight each other. Nuclear weapons shall be used, killing millions."Twice I heard the words, "Catastrophic! Catastrophic!"Then the angel said, "Financial crisis will come to Asia. I will shake the world."I was trembling while the angel was speaking. Then he looked at me and smiled and said," There shall be the greatest spiritual awakening - bondage will be broken. Barriers will be removed. And all over Asia - China – India - people will turn to Christ. In Australia there shall be tremendous revival."I heard the angel of Asia say, " It is the last harvest."Then, as if the Lord were speaking, he said: "I shall prepare My church for the return of Christ."I was happy with such good news after the message of judgment. All the time the five angels were in my room I could feel their presence - it was tremendous.
SECOND ANGEL: MIDDLE EAST
Then I saw that the second angel had a sickle in his hand, such as is used in harvesting.The second angel said: "Harvest time has come in Israel and the countries all the way to Iran."I saw those countries in a few split seconds."All of Turkey and those [inaudible] countries that have refused me and refused my message of love shall hate each other and kill one another."I saw the angel raise the sickle and come down on all the Middle East countries. I saw Iran, Persia, Armenia, Azerbaijan, all of Georgia - Iraq, Syria, Lebanon, Jordan, Israel, all of Asia Minor - full of blood. I saw blood all over these countries. And I saw fire; Nuclear weapons used in many of those countries. Smoke rising from everywhere. Sudden destruction – men destroying one another. I heard these words:"Israel, Oh Israel, the great judgment has come." The angel said, "The chosen, the church, the remnant, shall be purified. The Spirit of God shall prepare the children of God."I saw fires rising to heaven.The angel said: "This is the final judgment. My church shall be purified, protected and ready for the final day. Men will die from thirst. Water shall be scarce all over the Middle East. Rivers shall dry up, and men will fight for water in those countries."The angel showed me that the United Nations shall be broken in pieces because of the crisis in the Middle East. There shall be no more United Nations. The angel with the sickle shall reap the harvest.
THIRD ANGEL: EUROPE
Then one of the angels with wings showed me Europe from one end to the other - from the north all the way down to Spain and Portugal. In his hand he had a scale of measurement. I saw him fly over Europe, and I heard the words: "I am grieved. I am grieved. Unrighteousness, uncleanness, ungodliness - all over Europe. The sin has risen to heaven. The Holy Spirit is grieved."I saw the rivers of Europe flooding and covering millions of houses. Millions drown. After seeing this, I read the news a few weeks ago: Czechoslovakia had the worst flooding ever. I also heard that the big river in China is in tremendous danger of thousands of houses being destroyed in flooding. I didn't know all this news until after I had seen the vision and heard what the angels told me.Suddenly I heard earthquakes all over Europe."Countries that have had no earthquakes shall be shaken," said the angel.And suddenly, in my spirit, I saw the Eiffel Tower in Paris crumbling and falling down. A great part of Germany destroyed. The great city of London - destruction everywhere. I saw floods all over Scandinavia. I looked to the south and saw Spain and Portugal passing through hunger and great destruction.Many will die from hunger all over Spain and Portugal. I was disturbed by all this news, and I said:" Lord, what about your children?"The angel said: "I shall prepare them. They shall be looking for the appearing of the Lord. Many will cry to me in those days and I will save them. I shall perform mighty miracles for them and show them My power."So in the midst of great destruction, there will be the grace of God in those countries. I was happy that God has His protection over His children.
FOURTH ANGEL: AFRICA
Now we go to Africa. I saw the fourth angel with wings fly over Africa, and I could see from Cape Town in the south all the way to the north of Cairo - I saw all the countries there, more than fifty of them. The Angel of Africa had a sword in his hand - a tremendous, sharp sword.Suddenly I heard him say: "Innocent blood has been shed. Divisions amongst the people; generations far from the Lord - they have killed one another, thousands of people. I have seen my faithful children in Africa, and I shall reward all the faithful in the continent of Africa. I shall bless them abundantly.I shall control the weather - scorching and burning of the sun in some parts. Great rivers shall dry up, and millions will die from starvation. In other parts, flooding. Foundations shall be shaken. My sword shall judge the unrighteous and the bloodthirsty. So many earthquakes shall happen that rivers shall flow in different directions in the continent,flooding many villages."I saw great pieces falling from the sky over different parts of Africa."There shall be trembling of the earth like has not been seen since the creation. None shall escape the sword of the Lord."I saw the River Nile drying up. It is the god of Egypt. Fishes dead and stinking all over Egypt. A great part of the middle of Africa will be covered with water - millions dying."Lord," I said, "It is all bad news. All destruction. Any good news?"The Lord said: "The final day has come. Judgment day is here. My love has been refused now, and the end has come."I was shaking and trembling. I thought I cannot bear it.
FIFTH ANGEL: NORTH AND SOUTH AMERICA
Then I saw the last angel flying over North and South America - all the way from the North Pole down to Argentina. From the east of the U.S.A. to California. I saw in his hand a bowl. The angel said he would pour out over these countries the judgments that were in the bowl.Then I heard the angel say: “No justice anymore. No righteousness. No holiness. Idolatry. Materialism. Drunkenness. Bondage of sin. Shedding of innocent blood - millions of babies being killed before they are born. Families are broken. An adulterous generation. Sodom and Gomorrah is here. The days of Noah are here. False preachers. False prophets. Refusing of my love. Many of them have the imitation of religion, but denying the real power.”When I heard all that, I begged the angel: "Can you not wait for a little while? Don't pour it. Give a chance for repentance."The angel said: "Many times God has spared and has spoken, but they have not listened. His patience has come to an end. Beware, the time has come. They have loved money and pleasure more than they have loved Me."As the angel began to pour from the bowl in his hand, I saw tremendous icebergs melting. When that happened, I saw floods all over Canada and North America - all the rivers flooding; destruction everywhere. I heard the world market collapsing with mighty earthquakes, and New York skyscrapers were tumbling – millions dying. I saw ships in the ocean sinking. I heard explosions all over the north country. I saw the angel pouring over Mexico and two oceans joining together - the Atlantic and the Pacific. A great part of north Brazil covered with water, the Amazon River turning into a great sea. Forests destroyed and flooded. Major cities in Brazil destroyed; earthquakes in many places.As the angel poured, great destruction took place in Chile and Argentina as never before. The whole world was shaking.Then I heard the angel say:" This will happen in a very short time."I said, "Can't you postpone? Don't pour these things out all over the globe."And suddenly I saw the five angels standing around the globe lifting up their hands and their wings towards heaven and saying:“All glory to the Lord of heaven and earth. Now the time has come and He will glorify His Son. The earth shall be burned and destroyed. All things shall pass away. The new Heaven and New Earth shall come. God shall destroy the works of the devil forever. I shall show My power - how I will protect My children in the midst of all this destruction.”Be ready for that day, for the Lord has come. My room was full of light from the brightness of the angels. Then suddenly they ascended up to heaven. As I looked up, I saw the angels go in five directions. I know they already have started their duties.For more than an hour I could not move. I was wide awake, trembling from time to time.I said: " Lord, shall I leave Patmos now?"He said: "No, I brought you here for a purpose."I said:" The message from the angels all over the world is not good news. It is judgment, punishment, destruction, devastation. What will people say about me? I've always been a preacher of love, peace and good news."The angel said: "It is our message. The Israel Defense Forces revealed on Wednesday a barred cell area in a major Hamas tunnel in southern Gaza’s Khan Younis that it said was used by the terror group to hold hostages.The military said a total of 12 hostages were held in the tunnel at different times, three of whom have already returned to Israel.In addition to the cell used to hold hostages, troops found a bathroom and a rest area for the terrorists guarding the captives.The IDF said senior Hamas officials had resided in the tunnel before it was repurposed to hold the hostages, and that troops recovered various items and weapons in the subterranean passage.The military said the tunnel was built “in the heart of a civilian area in Khan Younis” and according to its estimates, millions of shekels were invested in its construction.Troops of the elite Yahalom combat engineering unit and other special forces under the 98th Division raided the “strategic” underground network, which the IDF said was around one kilometer long (0.6 mile).“The troops battled terrorists in the tunnel, breached blast doors, and neutralized explosive devices,” the IDF said, adding that the tunnel is part of a “branching underground labyrinth” that also connects to another tunnel where hostages were held, revealed by the IDF several weeks ago.The revelation came hours after Hamas proposed a ceasefire plan that would see a four-and-a-half-month truce during which the hostages would be freed in three stages, and which would lead to an end to the war. Many farmers of rain-fed crops such as wheat and barley have been celebrating the wet weather that has drenched much of the country for the past two weeks.Around 1.1 million dunams (270,000 acres) are cultivated for wheat in Israel each year, with half of it used for hay, mainly for the dairy industry, and the other half for grain and straw, according to David Levy, general manager of the Israel Association of Field Crop Growers. An additional 50,000 dunams (12,300 acres), are used for barley, which is more drought-resistant than wheat. Barley is primarily used for animal feed.According to data from the Israel Meteorological Service, parts of the country have gotten over 700 millimeters of water so far this fall and winter, nearly double the seasonal average. In the western Negev, an area known as Israel’s breadbasket, the totals have been lower, but have still neared seasonal averages, with a large chunk of the rain coming in the last few weeks’ downpours.“There’s been some flooding, but the damage is negligible compared with the benefits,” said Levy.Roughly 400,000 dunams (just under 100,000 acres) of land in southern Israel is used for wheat cultivation, of which 120,000 dunams (30,000 acres) are within seven kilometers (4.35 miles) of the Gaza border, an area largely evacuated in the wake of the October 7 Hamas attack.Much of the barley is also cultivated in the Negev.Despite the recent rains, farmers say the showers will need to continue falling for the next two months for the crop to really benefit.“We start sowing at the beginning of November,” Levy said. “The seeds sit in the ground and wait for rain. Now we need rain in February and particularly March when the grain seeds (on the wheat) start filling out. Otherwise, they’ll be small and not in the best state for milling.”At Kibbutz Negba in the northern Negev east of Ashkelon, farmer Idan Kaufman, 49, said the wheat Negba grows in partnership with Moshav Masu’ot Yitzhak looked great.From August 1 to February 5, the kibbutz received 351 millimeters (13.8 inches) of rain, 98 percent of the average for the corresponding period. Over 40% of that total has come since January 21, according to official data. The kibbutz averages 485 millimeters (19 inches) a year.“We missed the first rains and the wheat germinated around December 20,” said Kaufman. “Then it wasn’t too hot. There were small amounts of rain, then the big downpour. There’ll probably be a bit more in a couple of weeks, and in March there are usually a few drops.”Further south, though, Yaniv Blushtein, 64, from Kibbutz Mishmar Hanegev, northwest of Beersheba, was feeling less certain.In partnership with Kibbutz Beit Kama, Mishmar Hanegev grows 20,000 dunams (just under 5,000 acres) of wheat and barley.The area had seen only 90 millimeters (3.5 inches) this season so far, down 28% from the seasonal average to this point, according to official readings in Beersheba.Blushtein said the kibbutz had received a bit more rain than that so far this winter, though only 35 millimeters (1.4 inches) had fallen over the past two weeks. On average, the kibbutz gets 220 millimeters (8.7 inches) a year, he said.“We sowed in November, there was a bit of rain, the seeds germinated and then the (rainfed) plants went yellow,” Blushtein said. “The rain of the last fortnight brought them back to life. There’s damage, but we have to see how much. There’s no rain expected for the next 10 days.”The kibbutz irrigates about half of its wheat with whatever is left over from watering other crops. It uses a mixture of drinking water, treated and recycled water from Shafdan, a wastewater treatment plant in central Israel, and recycled wastewater from the nearby Bedouin city of Rahat which is stored in a reservoir nearby.“It probably won’t be a good year,” Blushtein said. “The winter didn’t start well. It was warm. We don’t know where it will go. The uncertainty is part of growing field crops.”With climate change leading to warmer winters, fewer rain events, and periods of more concentrated, heavy rainfall when there is precipitation, farmers are wondering what lies in store for them over the coming months and years.Israel imports a million tons of wheat every year and produces 100,000 to 150,000 tons locally, according to Levy. This year, cultivation is likely even smaller due to the October 7 Hamas assault on southern Israel, in which Israeli farming communities near the Gaza border were brutally attacked, with some 1,200 people killed and another 253 kidnapped.A major factor limiting wheat-growing in Israel is access to water, especially in drier areas like the Negev and the Jordan Valley. If farmers could water their fields affordably, “we could probably double grain production in the country,” Levy said.Blushtein said bigger quantities of water, an expanded distribution network, and lower water prices (a cubic meter currently costs NIS 1.4, or 38 cents) would be needed to grow grains as the climate warms.In the meantime, scientists at Israel’s national agricultural research and development center, Volcani, are creating more drought-resistant grain varieties, as are commercial Israeli seed companies such as Hazera Seeds and Agridera Seeds.“The world population is growing, the climate situation is not getting better, the amount of arable land on which wheat can be grown is limited, and the question of agricultural commodities, and wheat specifically, will become an issue over the next two to three decades,” Levy said.Levy noted that growing wheat locally was essential for the country’s food security, adding that cutting back on imports would also reduce global warming emissions associated with shipping food, as well as the fact that most of the wheat was coming from Russia.“We’re supporting [Russian President Vladimir] Putin,” he said. “It’s crazy.”“We can be boycotted, there can be a war and the ports can be closed,” Levy said. “Thinking that everything can be taken care of by imports doesn’t make sense.”

The Biden administration is highly concerned that far-right National Security Minister Itamar Ben Gvir will try and spark tensions at the Temple Mount during Ramadan next month, in what Washington fears could drag the flashpoint issue of Jerusalem into the ongoing Middle East conflict that it’s seeking to contain, a US official and an Israeli official told The Times of Israel on Tuesday.The US is worried that Ben Gvir will again visit the Temple Mount during Ramadan, which begins around March 10, the officials said, speaking on condition of anonymity.The firebrand lawmaker has toured the site three times since becoming a minister in December 2022, drawing a flood of condemnations each time from Israel’s allies around the globe who view such a step by a politician who has long called for upending the fragile status quo at the site as provocative.Under the status quo, an arrangement that has prevailed for decades in cooperation with Jordan, Jews and other non-Muslims are permitted to tour the Temple Mount during certain hours but may not pray there. In recent years, record numbers of Jewish religious nationalists have visited the site and many have begun praying there as police have increasingly refrained from cracking down on the apparent violation. This has infuriated Palestinians and Muslims around the world who often view these measures as part of an effort to restrict their presence at the compound, which is the third holiest in Islam and the holiest in Judaism, having been the site of the two ancient Jewish temples.Those fears peak each year during the Islamic month of fasting when the holy site sees a major influx of Muslim visitors, some of whom are known to clash with police.But this year there is even greater concern due to the ongoing Israel-Hamas war in Gaza, which was sparked by the October 7 terror onslaught in which some 1,200 people were killed and 253 taken hostage. Hamas has proposed a ceasefire plan that would see a four-and-a-half-month truce during which hostages would be freed in three stages, and which would lead to an end to the war, in response to a proposed outline sent last week by Qatari and Egyptian mediators and backed by the United States and Israel.A source close to the negotiations told Reuters that the Hamas counterproposal did not require a guarantee of a permanent ceasefire at the outset, but that an end to the war would have to be agreed on during the truce before the final hostages were freed.According to a draft document seen by Reuters, the Hamas counterproposal envisions three phases, each lasting 45 days.During the first 45-day phase, all Israeli women hostages, males under 19 and the elderly and sick would be released, in exchange for female and underage Palestinian security prisoners in Israeli jails. Israel would withdraw troops from populated areas.Implementation of the second phase would not begin until the sides conclude “indirect talks over the requirements needed to end the mutual military operations and return to complete calm.”The second phase would include the release of remaining male hostages and full Israeli withdrawal from all of Gaza. Bodies and remains would be exchanged during the third phase.By the end of the third phase, Hamas would expect the sides to have reached agreement on an end to the war.The terror group, which governs Gaza, said in an addendum to the proposal that it sought the release of 1,500 prisoners from Israeli jails, a third of whom it wanted to select from the a list of Palestinians serving life sentences.The truce would also increase the flow of food and other humanitarian aid to Gaza, at a rate of no fewer than 500 trucks per day.Lebanese news outlet al-Akhbar, thought to have ties to the Hezbollah terror group, also said it had seen the counterproposal from Hamas, apparently including an addendum with far greater detail on the first phase of the proposal.According to the al-Akhbar report, the first stage would see Israeli forces withdraw from populated areas, and the United Nations would be permitted to set up tent encampments. This phase would also see the cessation of all forms of air activity, including reconnaissance, for the duration of the period.The report also said that the prisoners freed from Israeli jails would need to include Arab Israelis.The report also said that under Hamas’s framework, Gazans would be given freedom of movement, including of the sick and wounded through Rafah to Egypt; heavy equipment would enter the Strip for the removal of rubble; health ministry and civil defense equipment would be replaced; hospitals would be rebuilt; tent cities would be set up to house the population; at least 60,00 temporary homes would be supplied as well as 200,000 tents at a rate of 50,000 per week; the reconstruction of water, electricity and communications networks would start; a plan would be made for the reconstruction of homes, economic establishments and public facilities to take no longer than three years; the fuel to Gaza for the reconfiguration of power plants would resume; Israel would commit to the supply of electricity and water; there would be indirect discussions for a continued ceasefire; and humanitarian services by international organizations including the United Nations, especially UNRWA, would resume.The specific inclusion of UNRWA is significant, as Israel has said that it would not allow the Palestinian refugee agency to operate in the Strip at the conclusion of the war, after alleging that 12 of the organization’s staffers participated in the Hamas-led October 7 terror onslaught. Israel has long said UNRWA was, willfully or under threat, providing cover for Hamas terrorists.The Al-Akbar report also said that Hamas stated that the situation on the flashpoint Temple Mount in Jerusalem must return to its pre-2002 status. It is unclear which event was being referred to in that year.Notably, according to Al-Akbar, the framework has Russia and Turkey as guarantors, in addition to Egypt, Qatar and the UN.It is believed that 132 hostages abducted by Hamas on October 7 remain in Gaza — not all of them alive — after 105 civilians were released from Hamas captivity during a weeklong truce in late November. Four hostages were released prior to that, and one was rescued by troops. The bodies of eight hostages have also been recovered and three hostages were mistakenly killed by the military. One more person is listed as missing since October 7, and their fate is still unknown.Hamas is also holding the bodies of fallen IDF soldiers Oron Shaul and Hadar Goldin since 2014, as well as two Israeli civilians, Avera Mengistu and Hisham al-Sayed, who are both thought to be alive after entering the Strip of their own accord in 2014 and 2015 respectively.Hamas’s framework includes an eventual permanent ceasefire, a nonstarter for Israel, which has vowed to destroy the terror group.Unnamed Israeli officials told the Ynet news site on Wednesday that “we cannot accept a demand to stop the war,” and highlighted the “demand for the release of 1,500 Palestinian prisoners, including serious terrorists.”Nonetheless, Qatar’s Prime Minister Mohammed bin Abdulrahman bin Jassim Al Thani said Doha was “optimistic” after receiving the terror group’s “positive response.” US President Joe Biden, on the other hand, said Hamas’s reply was “a little over the top,” while noting that negotiations were ongoing.Prime Minister Benjamin Netanyahu’s office said Israel’s Mossad spy agency had received Hamas’s response through Qatari mediators and was reviewing the proposal.Hamas took over a week to respond to the framework proposal, which was formulated in Paris on January 28 by Israeli, American, Qatari and Egyptian officials, and conveyed to Hamas by Qatar. Saudi Arabia’s foreign ministry issued a stern statement Tuesday rejecting what it claimed was US National Security Council spokesman John Kirby’s suggestion that Riyadh is prepared to normalize relations before there is a ceasefire in Gaza and without progress toward Palestinian statehood.Kirby was asked during a press briefing earlier in the day whether securing a hostage deal and a Saudi normalization agreement are part of the same US effort. Kirby responded that they’re two distinct tracks, and noted that the US has held “positive” talks with Riyadh on the matter both before and after October 7.Saudi officials have publicly acknowledged their willingness to normalize relations with Israel, even after October 7, but they’ve stressed — as has US Secretary of State Antony Blinken — that no deal can be reached until there is a ceasefire in Gaza and that it must include the creation of an irreversible pathway toward a Palestinian state.Either because Kirby’s separation of the hostage talks from the normalization negotiations could be understood to mean that Riyadh would be prepared to establish relations before there is a truce, or because the White House spokesman was overly optimistic in his characterization of the talks, Saudi Arabia’s foreign ministry decided to call him out.“Regarding the discussions between the Kingdom of Saudi Arabia and the United States of America on the Arab-Israeli peace process, and in light of what has been attributed to the US National Security [Council] spokesperson, the ministry of foreign affairs affirms that the position of Kingdom of Saudi Arabia has always been steadfast on the Palestinian issue and the necessity that the brotherly Palestinian people obtain their legitimate rights,” the statement asserted.“The kingdom has communicated its firm position to the US administration that there will be no diplomatic relations with Israel unless an independent Palestinian state is recognized on the 1967 borders with East Jerusalem as its capital, and that the Israeli aggression on the Gaza Strip stops and all Israeli occupation forces withdraw from the Gaza Strip,” the statement added.While Saudi officials in recent months have moved away from their long-held position that a fully implemented two-state solution is a precondition to normalization with Israel, they hadn’t yet specified the kind of more provisional steps they would accept in exchange for an agreement with Israel, sufficing with statements regarding improving Palestinian livelihood or creating a pathway toward the establishment of a Palestinian state.Recognition of a Palestinian state on the pre-1967 lines appeared to be the most detailed stipulation that Riyadh has offered in recent months. While Prime Minister Benjamin Netanyahu has all but rejected a two-state solution and a large percentage of Israelis would oppose a framework based on the pre-1967 lines, the Saudi statement notably refrained from specifically demanding that Israel be the one to recognize an independent Palestinian state, instead placing the onus on members of the UN Security Council.“The kingdom reiterates its call to the permanent members of the UN Security Council that have not yet recognized the Palestinian state, to expedite the recognition of the Palestinian state on the 1967 borders, with East Jerusalem as its capital, so that the Palestinian people can obtain their legitimate rights and so that a comprehensive and just peace is achieved for all,” the Saudi foreign ministry added.The statement was issued just one day after Blinken met with Saudi Crown Prince Mohammed bin Salman in Riyadh, in a possible indication that the sit-down did not go well.Still, by directing the demand for Palestinian state recognition at Security Council members, such as the US, rather than at Israel, Riyadh can be seen as presenting Washington with a way around the Netanyahu government’s rejection of a two-state solution.It also came less than a week after UK Foreign Minister David Cameron said his government was considering recognizing an independent Palestinian state. Days later, the Axios news site reported that the US was weighing the same step after having long rejected it on the basis that the move should come after Israel and the Palestinians have agreed to a two-state solution.Blinken will meet Wednesday with Netanyahu, IDF chief of staff Herzi Halevi, Defense Minister Yoav Gallant and President Isaac Herzog.The meetings come a day after Hamas submitted its response to a framework for a hostage deal proposed by Qatar last month, appearing to maintain its demand for a permanent ceasefire, a nonstarter for Israel, which has vowed to destroy the terror group.Blinken is in the midst of his fifth Mideast diplomacy tour since the start of the war, which was sparked by Hamas’s terror onslaught that killed some 1,200 Israelis and saw another 253 people taken hostage.

WASHINGTON (JTA) — The US House of Representatives narrowly voted against impeaching Alejandro Mayorkas, the Jewish homeland security secretary, after a process that a number of Jewish groups and the White House said was marred by antisemitism.The vote Tuesday evening was 216 against to 214 for impeachment, a stunning loss for House Speaker Mike Johnson, the Louisiana Republican. Four Republicans voted against impeachment in the narrowly split chamber. Johnson had championed the impeachment even in the face of evidence that it might not pass.Right-wing Republicans have been agitating for a year to impeach Mayorkas, who they say is neglecting the migrant influx at the US-Mexico border to an extent that amounts to high crimes and misdemeanors — the constitutional standard for impeaching a public official. There has recently been a record number of migrants, more than 10,000 per day, crossing the southern border.The impeachment vote came as House Republicans, including Johnson, have vowed to vote against a bipartisan Senate bill that would bolster border security while providing aid to Israel and Ukraine. Republicans on the right, as well as their likely presidential nominee, Donald Trump, say their bill’s border provisions do not go far enough. The impeachment was voted down on the same night that a standalone bill on aid to Israel also failed in the House.Democrats have defended Mayorkas’ performance, and a handful of Republicans have said that while they believe his performance is subpar, impeaching officials for being bad on the job would set a precedent that would lead to chaos. Mayorkas would have been the first cabinet official impeached in a century and a half.Jewish opponents of impeachment have also said the anti-Mayorkas rhetoric has echoed antisemitism. Seventeen Jewish groups released a statement Monday, ahead of the vote, saying the impeachment process could “further normalize dangerous antisemitic, white supremacist, and anti-immigrant conspiracy theories.”The groups cited repeated allusions by Republicans to the “Great Replacement,” a theory that claims Jews are behind an effort to replace white Americans with immigrants of color.“Attacks against Secretary Mayorkas have invoked the so-called ‘great replacement’ theory, which relies on dangerous antisemitic stereotypes in alleging a vast conspiracy to support an ‘invasion’ of immigrants, ‘replace’ white voters, and seize power in the United States, while also fueling anti-immigrant bigotry and white supremacy,” said a release accompanying the statement. The groups that signed the statement included HIAS, the main Jewish immigration advocacy and refugee aid group; the National Council of Jewish Women; the Jewish Council for Public Affairs; and arms of the Reform, Conservative, and Reconstructionist religious movements.In a bid to prove Mayorkas’ intent to break the law, a key requirement in any impeachment, Rep. Mark Green, the Tennessee Republican who is the chairman of the Homeland Security Committee and who authored the impeachment charges, last month said Mayorkas wanted to “fundamentally change the population of the United States, and I believe to empower the Democrat party in perpetuity.”Rep. Marjorie Taylor Greene, the Georgia Republican who has come under fire for her association with antisemitic figures and theories, at one point filed an impeachment resolution that repeatedly accused Mayorkas of failing to protect the United States from “invasion,” although hers was not the impeachment resolution under consideration on Tuesday.The American Jewish Committee separately this week sent a letter to every House representative urging against impeachment, in part because of the rhetoric surrounding the debate.“Some assert that Secretary Mayorkas is purposefully allowing increased numbers of migrants to enter the border in order to alter the demographics of the United States, alluding to the Great Replacement conspiracy which is rooted in the belief that the white race is under threat of extinction at the hands of Jews and other minorities,” said the letter, which AJC shared with the Jewish Telegraphic Agency. “This type of dangerous rhetoric is dangerous to Jews, Latinos, and all vulnerable minorities.”Concerns about antisemitic rhetoric were compounded on Tuesday ahead of the vote when Politico reported that Green, in a heated meeting with Republicans opposed to the impeachment, called Mayorkas a “reptile without balls.” The White House condemned the statement, calling it “vile” antisemitism. Green denied antisemitic intent.Mayorkas, whose mother was a Holocaust survivor who immigrated to Cuba, and then fled to the United States with her Jewish husband, is close to the Jewish community. He had led advocacy for increased security grants for Jewish institutions, both in his current role and when he was deputy secretary in the same department under then-president Barack Obama.He has said his sensibility as the child of Jewish refugees has shaped his outlook, a factor that helps explain the outspoken Jewish defenses on his behalf.“When an antisemitic, anti-immigrant conspiracy is evoked to take down a Jewish public servant, who served on the board of the Hebrew Immigrant Aid Society, the same organization that helped bring my own family to the US after the Holocaust, the same organization evoked by the perpetrator of the largest antisemitic attack in US history, my antennae go up,” Abe Foxman, the retired national director of the Anti-Defamation League, wrote Tuesday in an op-ed for Time Magazine.Green said he would try again to impeach Mayorkas. Any impeachment would be symbolic as the Democratic-led Senate would almost certainly not convict Mayorkas.
