Questions about whether this is justified, questions around if the criteria is met, questions around what this means to Canadians’ rights and freedoms. Parliamentary approval is required in order for the prime minister to use this unprecedented sledgehammer,” said interim Conservative Leader Candice Bergen leading off question period.More than once during question period, the House of Commons Speaker interjected to address heckling, prompting the prime minister to say it’s “a time for responsible leadership, not crass partisanship.”After three weeks of what Public Safety Minister Marco Mendicino has described as “lawless” behaviour at times, the government is hoping it can move to revoke the emergency powers in less than a month.A cross-party and closed-door Parliamentary Review Committee will also be struck, that must include “at least one member of the House of Commons from each party that has a recognized membership of twelve or more persons in that House and at least one senator from each party in the Senate that is represented on the committee by a member of the House of Commons.”It’ll be the committee’s responsibility to monitor the implementation of the Act and ensure the government is using its powers responsibly.Within 60 days of the declaration of emergency being revoked or expiring, the government will have to convene an inquiry to study the use of the powers. Lawyers for indicted former Clinton lawyer Michael Sussmann accused Special Counsel John Durham of adding inflammatory accusations to a legal filing purely to 'taint' the jury pool and 'inflame' the media with claims that Clinton spied on Donald Trump, according to a court document filed on Tuesday.The allegations have electrified Trump allies who claim them as proof that the former president was the victim of subterfuge in 2016.Durham's claim is not included in an indictment but instead offered as 'factual background' in a dispute over Sussmann's choice of lawyers and whether they represented a conflict of interest.'Unfortunately, the Special Counsel has done more than simply file a document identifying potential conflicts of interest. Rather, the Special Counsel has again made a filing in this case that unnecessarily includes prejudicial—and false—allegations that are irrelevant to his Motion and to the charged offense, and are plainly intended to politicize this case, inflame media coverage, and taint the jury pool,' write four lawyers from Latham & Watkins in their response. Clinton lawyer Sussman's 27-page indictment says he told then-FBI General Counsel James Baker that he was not working for a client when he asked for a meeting in which he offered evidence of what he claimed was a secret communication channel between Donald Trump and a Russian bank. But the document goes on to allege in fact he was being paid by at least two clients - a U.S. technology executive and the Clinton presidential campaign.  'On or about September 15 , 2016, Campaign Lawyer-1 exchanged emails with the Clinton Campaign's campaign manager, communications director, and foreign policy adviser concerning the Russian Bank-1 allegations that SUSSMANN had recently shared with Reporter1,' it says.Blackburn questioned the White House's silence on the matter after the daily briefing.The foreign policy adviser is Sullivan, 44, according to Fox News, which cited two well-placed sources.In Durham's filing on Friday, he revealed how Sussmann 'had assembled and conveyed the allegations to the FBI on behalf of at least two specific clients, including a technology executive (Tech Executive 1), named as Rodney Joffe, at a U.S.-based internet company (Internet Company 1) and the Clinton campaign.' The filing also reveals how Joffe worked with Sussmann at the instruction of the Clinton campaign to 'assemble the purported data and white papers' - essentially to gather information that would tie Trump to Russia.Blackburn called the White House out over dodging questions on the matter Monday evening: 'Why is the White House refusing to comment about Jake Sullivan's role in fabricating evidence against President Trump?' Police are still searching for three men after an explosive device, "numerous" firearms and several first responder uniforms were discovered at a house in southeast Edmonton.Edmonton Police Service said officers noticed the men "loading suspicious items into a taxi" in the area of 44 Avenue and James Crescent at 3:50 a.m. on Saturday. The three men ran into a home when they saw officers, police said.Officers searched the bags left behind and found rifles with silencers, "several other firearms," and an EPS uniform.A tactical team was called in and police said they negotiated with the people inside the house."We got a call from police, nobody was supposed to come into the crescent or go out and stay away from the windows and doors," said Sant Kalirai, who lives near the scene.Kalirai believes the house is a rental and said police have been there several times recently."Kind of seemed like they were not good citizens. I kind of avoided them cause the police were coming by," he said."It was scary, we had no idea what was going on. We just saw all these SWAT team members, the canine team was there. They moved in about a year ago and the police have been there on a weekly basis," said neighbour Melissa Auchenberg.She said the police caved the garage door in, and photos of the scene confirm that. In a motion it plans to debate in the House of Commons, the Bloc says Trudeau should apologize on behalf of the federal government for “the use of the army against Quebec’s civilian population to arbitrarily arrest, detain without charge and intimidate nearly 500 innocent Quebecers.”The reference is to how Pierre Trudeau used the law to suspend civil liberties and sent in the military — uttering his famed quip “just watch me” when asked how far he would go — after members of radical separatist Front de Libération du Quebec (FLQ) kidnapped provincial cabinet minister Pierre Laporte and British diplomat James Cross. In July 1988, the War Measures Act was repealed and replaced by the Emergencies Act. The Emergencies Act authorizes “the taking of special temporary measures to ensure safety and security during national emergencies and to amend other Acts in consequence thereof.” In contrast to the sweeping powers and violation of civil liberties authorized by the War Measures Act, the Emergencies Act created more limited and specific powers for the federal government to deal with security emergencies of five different types: national emergencies; public welfare emergencies; public order emergencies; international emergencies; and war emergencies. Under the Act, Cabinet orders and regulations must be reviewed by Parliament, meaning the Cabinet cannot act on its own, unlike under the War Measures Act. The Emergencies Act outlines how people affected by government actions during emergencies are to be compensated. It also notes that government actions are subject to the Canadian Charter of Rights and Freedoms and the Canadian Bill of Rights.

The War Measures Act was a federal law adopted by Parliament-on 22 August 1914, after the beginning of the First World War. It gave broad powers to the Canadian government to maintain security and order during “war, invasion or insurrection.” It was used, controversially, to suspend the civil liberties of people in Canada who were considered “enemy aliens” during both world wars. This led to mass arrests and detentions without charges or trials. (See also: Internment in Canada; Ukrainian Internment in Canada; Internment of Japanese Canadians.) In 1960, the War Measures Act was amended by the Canadian Bill of Rights, the country’s first federal law to protect human rights and fundamental freedoms. The bill declared that fundamental freedoms of speech, religion, assembly and of the press were to be upheld regardless of “race, national origin, colour, religion or sex.” It also asserted the right to “life, liberty, security of the person and enjoyment of property, and the right not to be deprived thereof except by due process of law.”However, Section 2 of the Bill of Rights stated that Parliament could override the rights afforded by the bill by inserting a “notwithstanding” clause in the applicable statute passed by Parliament — such as the War Measures Act. This was done only once, during the 1970 October Crisis-in Quebec.The suspension of civil liberties in Quebec was politically controversial. When the crisis was over, Prime Minister Pierre Trudeau pledged to refine and limit the application of the Act in internal crises. However, by the time the final Trudeau government was defeated in 1984, the War Measures Act had not been modified. Repealing and Replacing the War Measures Act-In the decades following the world wars, Canadians who had been interned and who had their property seized under the provisions of the War Measures Act began lobbying for compensation for and recognition of their wartime treatment. Under Prime Minister    Brian Mulroney, the federal government repealed the War Measures Act and replaced it with the Emergencies Act, which received royal assent on 21 July 1988.The Japanese Canadian redress movement resulted in an official apology from Prime Minister Mulroney on the floor of the House of Commons In 1988. Financial compensation was also given to people affected by the government’s invocation of the War Measures Act. In the case of people interned during the First World War, a community settlement fund was established in 2008 to support commemorative and educational projects about Canada’s first national internment operations.Characteristics of the Emergencies Act.The Emergencies Act is different from the War Measures Act in some important ways. It also notes that government actions are subject to the Canadian Charter of Rights and Freedoms and the Canadian Bill of Rights.Canadian Charter of Rights and Freedoms-National Emergency-The Emergencies Act defines a “national emergency” as “an urgent and critical situation of a temporary nature that: a) seriously endangers the lives, health or safety of Canadians and is of such proportions or nature as to exceed the capacity or authority of a province to deal with it; or b) seriously threatens the ability of the Government of Canada to preserve the sovereignty, security and territorial integrity of Canada.”If a national emergency is declared, the Act prohibits the federal government from detaining, imprisoning or interning Canadian citizens or permanent residents “on the basis of race, national or ethnic origin, colour, religion, sex, age or mental or physical disability.”Public Welfare Emergency-The Act defines a “public welfare emergency” as one “that is caused by a real or imminent a) fire, flood, drought, storm, earthquake or other natural phenomenon; b) disease in human beings, animals or plants; or c) accident or pollution; and that results or may result in a danger to life or property, social disruption or a breakdown in the flow of essential goods, services or resources, so serious as to be a national emergency.”If a public welfare emergency is declared, the federal government is required to specify a) the “state of affairs constituting the emergency;” b) the “special temporary measures that the Governor in Council anticipates may be necessary for dealing with the emergency;” and c) the “area of Canada to which the direct effects of the emergency extend.”Under the Act, a public welfare emergency grants the federal government the right to: regulate or prohibit travel “to, from or within any specified area;”evacuate people and remove personal property from any specified area, and to make arrangements “for the adequate care and protection of the persons and property;”requisition or use property; direct any person or “class of persons” to render essential services, with “the provision of reasonable compensation;”regulate “the distribution and availability of essential goods, services and resources;”authorize and make emergency payments; establish emergency shelters and hospitals; assess “damage to any works or undertakings and the repair, replacement or restoration thereof;”assess damage to the environment; impose fines and indictments “for contravention of any order or regulation made under this section.”If a public welfare emergency is declared, the Act prohibits the federal government from assuming control of any police force that normally falls under the jurisdiction of a municipality or province. The Act also stipulates that a public welfare emergency “expires at the end of ninety days unless the declaration is previously revoked or continued in accordance with this Act.”Public Order Emergency-The Act defines a “public order emergency” as one that “arises from threats to the security of Canada and that is so serious as to be a national emergency.” The Act also stipulates that “threats to the security of Canada” are to be defined in accordance with section 2 of the Canadian Security Intelligence Service Act. Graphene and its derivatives are promising candidates for important biomedical applications because of their versatility. The prospective use of graphene-based materials in a biological context requires a detailed comprehension of the toxicity of these materials. Moreover, due to the expanding applications of nanotechnology, human and environmental exposures to graphene-based nanomaterials are likely to increase in the future. Because of the potential risk factors associated with the manufacture and use of graphene-related materials, the number of nanotoxicological studies of these compounds has been increasing rapidly in the past decade. These studies have researched the effects of the nanostructural/biological interactions on different organizational levels of the living system, from biomolecules to animals. This review discusses recent results based on in vitro and in vivo cytotoxicity and genotoxicity studies of graphene-related materials and critically examines the methodologies employed to evaluate ther toxicities. The environmental impact from the manipulation and application of graphene materials is also reported and discussed. Finally, this review presents mechanistic aspects of graphene toxicity in biological systems. More detailed studies aiming to investigate the toxicity of graphene-based materials and to properly associate the biological phenomenon with their chemical, structural, and morphological variations that result from several synthetic and processing possibilities are needed. Knowledge about graphene-based materials could ensure the safe application of this versatile material. Consequently, the focus of this review is to provide a source of inspiration for new nanotoxicological approaches for graphene-based materials.

As anti-vaccine mandate protests drag on in Ottawa and spread to border crossings across the country, threatening trade, the Canadian prime minister is facing growing pressure to step in.Before they had reached the national capital, Prime Minister Justin Trudeau referred to the convoy of truckers and their like-minded supporters as a "small fringe minority".Two weeks later, he's facing a spiralling crisis.Protesters are blocking or slowing traffic at vital border crossings - including the Ambassador Bridge linking Michigan to Ontario, where at least a quarter of annual trade between the two countries comes through, valued in the hundreds of millions of dollars.Within days, two of the world's biggest carmakers, Ford and Toyota, said plants had been forced to shut because car parts were being held up at two border points.US governors and the White House are raising alarm over the economic impact, and on Friday evening a judge granted a court order to clear the bridge.In Ottawa, the "Freedom Convoy'' that has gridlocked streets near parliament with some 500 trucks is entering its third week. Called a "siege" by overwhelmed police, the protesters, with support and funds flowing from the US and elsewhere, show no signs they plan to pack up and go home.The city is under a state of emergency. Ontario Premier Doug Ford has declared a state of emergency in an effort to put an end to the “siege” in Ottawa and Windsor as the truck convoy protests continue to disrupt traffic and prevent the transport of goods across the Canadian border.Ford made the announcement Friday at Queen’s Park, saying he will convene cabinet and “use legal authorities to urgently enact orders” that will protect international border crossings, as well as the 400-series highways, airports, bridges, ports and railways in the province.Fines for non-compliances will be severe, the premier said, with a maximum penalty of $100,000 and up to a year imprisonment.The premier said the orders will “make crystal clear it is illegal and punishable to block and impede the movement of goods, people and services along critical infrastructure.”The province will also be providing “additional authority” to take away the personal and commercial licenses of those who do not comply“While these emergency orders will be temporary, we have every intention to bring new legislation forward that will make these measures permanent in law. We are taking the steps necessary to support our police as they do what it takes to restore law and order,” Ford said at the news conference.The protests in Ottawa have surpassed the two-week mark, forcing the mayor to declare its own state of emergency last weekend, while the blockade in Windsor at the Ambassador Bridge has been ongoing since Monday.The demonstrators say they are against vaccine mandates and other COVID-19 measures currently in place.Speaking on Friday, the premier made it clear the new measures will not impede on anyone’s right to protest—but also said the protests in Ottawa and Windsor have gone on too long and are now impacting the economy of the province.“We are now two weeks into the siege of the City of Ottawa.
