Jupiter passes its neighbor Saturn in their respective laps around the sun every 20 years.But the one coming up is especially close: Jupiter and Saturn will be just one-tenth of a degree apart from our perspective or about one-fifth the width of a full moon. They should be easily visible around the world a little after sunset, weather permitting.Toss in the winter solstice in the Northern Hemisphere, the longest night of the year — and the summer solstice in the Southern Hemisphere — and this just-in-time-for-Christmas spectacle promises to be one of the greatest of Great Conjunctions.“What is most rare is a close conjunction that occurs in our nighttime sky,” said Vanderbilt University’s David Weintraub, an astronomy professor. “I think it’s fair to say that such an event typically may occur just once in any one person’s lifetime, and I think ‘once in my lifetime’ is a pretty good test of whether something merits being labeled as rare or special.”It will be the closest Jupiter-Saturn pairing since July 1623, when the two planets appeared a little nearer. Before 2020 comes to a close, Jupiter and Saturn will be so close that they will appear to form a "double planet." Such a spectacular great conjunction, as the planetary alignment has come to be known, hasn't occurred in nearly 800 years.When their orbits align every 20 years, Jupiter and Saturn get extremely close to one another. Jupiter orbits the sun every 12 years, while Saturn's orbit takes 30 years, so every few decades Jupiter laps Saturn, according to NASA.The 2020 great conjunction is especially rare — the planets haven't been this close together in nearly 400 years, and haven't been observable this close together at night since medieval times, in 1226."Alignments between these two planets are rather rare, occurring once every 20 years or so, but this conjunction is exceptionally rare because of how close the planets will appear to one another," Rice University astronomer Patrick Hartigan said in a statement. "You'd have to go all the way back to just before dawn on March 4, 1226, to see a closer alignment between these objects visible in the night sky."What is a great conjunction? In 1610, Italian astronomer Galileo Galilei discovered both the four moons of Jupiter — Io, Europa, Ganymede, and Callisto — and the rings of Saturn. Not long after, in 1623, the two planets were spotted aligning for the first time.The conjunction is sometimes nicknamed the "Christmas Star" or "Star of Bethlehem" for its connection to the Christian nativity story. In the story, the star guides the wise men to the home of Jesus, which many Christians believe was a miracle. Astronomers have attempted to link the star to several rare celestial events — including a comet, a supernova and a conjunction.Aligning with the winter solstice on December 21, 2020, the two planets will be just 0.1 degrees apart — less than the diameter of a full moon, EarthSky said. So close, that a "pinkie finger at arm's length will easily cover both planets in the sky," NASA said.However, while they may appear from Earth to be very, very close, in reality, they are still hundreds of millions of miles apart.How to watch the great conjunction-During the last great conjunction in 2000, Jupiter and Saturn were so close to the sun that the event was difficult to observe. But skywatchers should have a clearer view of the celestial event this time around. The great conjunction will be shining bright shortly after sunset, low in the southwestern sky, as viewed from the Northern hemisphere, NASA said.Through the entirety of December, skywatchers will easily be able to spot the two planets with the naked eye. You can look up each evening to watch them get closer and closer in the sky — they are so bright, they are even visible from most cities.Jupiter currently appears brighter than any star in the sky. Saturn is slightly dimmer, but still just as bright as the brightest stars, with a recognizable golden glow.Saturn will appear slightly above and to the left of Jupiter, and will even look as close to the planet as some of its own moons, visible with binoculars or a telescope. Unlike stars, which twinkle, both planets will hold consistent brightness, easy to find on clear nights."You can imagine the solar system to be a racetrack, with each of the planets as a runner in their own lane and the Earth toward the center of the stadium," said Henry Throop, an astronomer in the Planetary Science Division at NASA Headquarters. "From our vantage point, we'll be able to be to see Jupiter on the inside lane, approaching Saturn all month and finally overtaking it on December 21."The event is observable from anywhere on Earth, provided the sky is clear. "The further north a viewer is, the less time they'll have to catch a glimpse of the conjunction before the planets sink below the horizon," Hartigan said.The planets will appear extremely close for about a month, giving skywatchers plenty of time to witness the spectacular alignment throughout the holiday season. The event coincidentally aligns with the December solstice, marking the shortest day of the year in the Northern hemisphere."Conjunctions like this could happen on any day of the year, depending on where the planets are in their orbits," said Throop. "The date of the conjunction is determined by the positions of Jupiter, Saturn, and the Earth in their paths around the Sun, while the date of the solstice is determined by the tilt of Earth's axis. The solstice is the longest night of the year, so this rare coincidence will give people a great chance to go outside and see the solar system."To learn more about when and where to look up to see the conjunction, Throop will be live on NASA's website to answer questions on Thursday afternoon.This will be the "greatest" great conjunction for the next 60 years, until 2080. The rapid spread of a new variant of coronavirus has been blamed for the introduction of strict tier four mixing rules for millions of people, harsher restrictions on mixing at Christmas in England, Scotland and Wales, and other countries placing the UK on a travel ban.So how has it gone from being non-existent to the most common form of the virus in parts of England in a matter of months? The government's advisers on new infections have "moderate" confidence that it is more able to transmit than other variants.All the work is at an early stage, contains huge uncertainties and a long list of unanswered questions.As I've written before, viruses mutate all the time and it's vital to keep a laser focus on whether the virus' behaviour is changing.Why is this variant causing concern? Three things are coming together that mean it is attracting attention. It is rapidly replacing other versions of the virus-It has mutations that affect part of the virus likely to be important-Some of those mutations have already been shown in the lab to increase the ability of the virus to infect cells-All of these come together to build a case for a virus that can spread more easily.However, we do not have absolute certainty. New strains can become more common simply by being in the right place at the right time - such as London, which had only tier two restrictions until recently.But already the justification for tier four restrictions is in part to reduce the spread of the variant."Laboratory experiments are required, but do you want to wait weeks or months [to see the results and take action to limit the spread]? Probably not in these circumstances," Prof Nick Loman, from the Covid-19 Genomics UK Consortium, told me.How much faster is it spreading? It was first detected in September. In November around a quarter of cases in London were the new variant. He said this may be increasing the R number - which indicates if an epidemic is growing or shrinking - by 0.4.That 70% number appeared in a presentation by Dr Erik Volz, from Imperial College London, on Friday.During the talk he said: "It is really too early to tell… but from what we see so far it is growing very quickly, it is growing faster than [a previous variant] ever grew, but it is important to keep an eye on this."There is no "nailed on" figure for how much more infectious the variant may be. An initial analysis of the new variant has been published and identifies 17 potentially important alterations.There have been changes to the spike protein - this is the key the virus uses to unlock the doorway to our body's cells.One mutation called N501Y alters the most important part of the spike, known as the "receptor-binding domain".This is where the spike makes first contact with the surface of our body's cells. Any changes that make it easier for the virus to get inside are likely to give it an edge."It looks and smells like an important adaptation," said Prof Loman.The other mutation - a H69/V70 deletion, in which a small part of the spike is removed - has emerged several times before, including famously in infected mink.Work by Prof Ravi Gupta at the University of Cambridge has suggested this mutation increases infectivity two-fold in lab experiments.Studies by the same group suggest the mutation makes antibodies from the blood of survivors less effective at attacking the virus.Prof Gupta told me: "It is rapidly increasing, that's what's worried government, we are worried, most scientists are worried."Where has it come from? The variant is unusually highly mutated.The most likely explanation is the variant has emerged in a patient with a weakened immune system that was unable to beat the virus.Instead their body became a breeding ground for the virus to mutate.Does it make the infection more deadly? There is no evidence to suggest that it does, although this will need to be monitored.However, just increasing transmission would be enough to cause problems for hospitals.If the new variant means more people are infected more quickly, that would in turn lead to more people needing hospital treatment.Will the vaccines work against the new variant? Almost certainly yes, or at least for now.All three leading vaccines develop an immune response against the existing spike, which is why the question comes up.Vaccines train the immune system to attack several different parts of the virus, so even though part of the spike has mutated, the vaccines should still work."But if we let it add more mutations, then you start worrying," said Prof Gupta."This virus is potentially on a pathway for vaccine escape, it has taken the first couple of steps towards that."Vaccine escape happens when the virus changes so it dodges the full effect of the vaccine and continues to infect people.This may be the most concerning element of what is happening with the virus.This variant is just the latest to show the virus is continuing to adapt as it infects more and more of us.A presentation by Prof David Robertson, from the University of Glasgow on Friday, concluded: "The virus will probably be able to able to generate vaccine escape mutants."That would put us in a position similar to flu, where the vaccines need to be regularly updated. Within hours of the UK announcement on Saturday, the Netherlands said it would ban all passenger flights from the UK from 06:00 (05:00 GMT) on Sunday until 1 January.Pending "greater clarity" on the situation in the UK, the Dutch government said that further "risk of the new virus strain being introduced to the Netherlands should be minimised as much as possible".The country on Sunday reported a daily increase of more than 13,000 cases - a new record, despite tough lockdown measures being applied on 14 December.Belgium is suspending flights and train arrivals from the UK from midnight on Sunday. We have got to get it under control", admitting that this was "an incredibly difficult end to frankly an awful year".The World Health Organization (WHO) says the same mutation has also been detected in the Netherlands, Denmark and Australia.Dr Catherine Smallwood, of WHO Europe, said that as of 20 December, the numbers in those countries were small, nine in Denmark and one each in the other two nations. The United Kingdom mistakenly lost about 16,000 COVID-19 (coronavirus) test results, leading to inaccurate case figures in England.Officials with Public Health England, the agency tasked with tallying the positive cases, says the snafu stems from technical issue.Microsoft Excel limits files to just over one million rows, so any excess records are cut off—in this case, thousands of test results.Between September 25 and October 2, the United Kingdom inadvertently omitted nearly 16,000 COVID-19 records in an official database, leading to drastically inaccurate case numbers in England.The culprit, according to Public Health England (PHE)—a government body of the U.K.'s Department of Health and Social Care, which collates data from public and private labs—wasn't human, but rather ... Microsoft Excel."A technical issue was identified overnight on Friday 2 October in the data load process that transfers COVID-19 positive lab results into reporting dashboards," Michael Brodie, interim chief executive of PHE, said in a prepared statement on Sunday. Cutting-edge scientific analysis reveals secrets of ancient Jewish Purim scroll-Romanian researchers use a battery of noninvasive techniques to gain insight on production of badly deteriorated manuscript containing opening chapters of Book of Esther-By STUART WINER-DEC 20,20-Today, 6:20 pM

Romanian researchers took some of the most modern analysis tools available and directed them into the past, scanning an old, deteriorated and fragile Jewish manuscript to learn how the handwritten document was produced, and discovering the concoction used for its ink.The noninvasive exploration of the “severely degraded Jewish manuscript of unknown history” was able to comprehensively identify the materials used to produce the parchment as well as vital information on its state of preservation.As part of their research the scientists developed a method for reconstructing lettering that they hope may be applied to other similarly faded manuscripts, aiding their preservation.Maria Cortea, LuminiÅ£a Ghervase, Lucian Ratoiu and Roxana Rădvan of the National Institute for Research and Development for Optoelectronics – INOE 2000, Măgurele, Romania published the results of their work on the Frontiers peer-reviewed website on Thursday, complete with photographs.“A Jewish parchment scroll coming from a private collection was investigated using a multi-technique approach,” they wrote. “The parchment, significantly degraded, includes chapters from the Book of Esther also known in Hebrew as Megillat Esther.”The parchment, measuring 62×52 centimeters (24×20 inches), is in the form of a scroll, and contains the first three chapters of the Book of Esther and the start of chapter four.Regarding its history “not much is known, but the fact that the scroll was intended with a liturgical purpose,” they wrote, without dating the artifact.The delicate parchment was subjected to multi- and hyperspectral imaging, Fourier transform infrared (FTIR) spectroscopy, and X-ray fluorescence (XRF) spectroscopy to uncover as much as possible of its construction.Infrared light revealed that two types of inks had been used: first iron gall ink and, later, carbon-based ink, which was applied to make corrections or later additions, “most probably due to degradation and fading of the initial inscriptions.”“In accordance with ancient Jewish parchment preparation techniques, the use of calcium sulfate, vegetable tannins, and oils was also inferred from the registered infrared spectra,” the researchers found.Further analysis of the ink, using a technique known as X-ray fluorescence, revealed that in addition to iron, the authors used sulfur, potassium, magnesium and zinc in the recipe to prepare the ink. It also shone a light on the method used to prepare the skin, revealing that “a bleaching process with cooked zinc white could have been applied.”“Vegetable tannins and oils could also be inferred from the registered infrared spectra, in accordance with ancient Jewish parchments preparation techniques,” the researchers wrote.The data gleaned from the research helps provide a historic context for the undated manuscript and also information that can be used for better restoration and a long-term conservation strategy “of this severely damaged object.”The team also developed a special algorithm that showed “promising results” in guiding them toward reconstructing the faded lettering.The method provides “a potential valuable tool for the investigations of parchment manuscripts whose text is hardy visible or partially lost due to extensive degradation,” the researchers wrote.The Book of Esther, which tells the story of Jewish deliverance during the Achaemenid Persian Empire in around the 5th century BCE, is traditionally read from a handwritten scroll as part of the Purim holiday. In 2021 the one-day holiday begins on February 25 in most places, and a day later in some locations, including Jerusalem.

And there is the possibility of recounts and judicial contests of elections which could extend the time to determine an official winner of a state.

Two key dates loom in December. On December 14, presidential electors must have been selected by the states and will meet as a group in their states to cast electoral votes for president and vice president. But December 8 is also a significant date, the so-called “safe harbor” date. The Electoral Count Act sets this date as an important date for states to make their official selection of electors, as those electoral votes will be given greater protection from challenge when Congress counts the electoral votes in January. The Supreme Court in Bush v. Gore assigned great significance to this date in Bush v. Gore.

January 6 — Congress counts the votes

January 20 — Inauguration Day. The new presidential term begins at noon.

On January 3rd, the new Congress will take office, and on January 6th it will meet to count the electoral votes and declare a president- and vice president-elect. On January 20th at noon, the current presidential term will end and the next one will begin.

With Morocco becoming the fourth Arab country in three months to normalize relations with Israel, the Netanyahu Doctrine of peace through strength and peace in exchange for peace continues to bear fruit.Imagine if I had written in this space last year that tens of thousands of Israelis would be traveling for their winter vacations openly on direct flights to Dubai. That would have sounded unrealistic. Yet here we are, witnessing so much historic peace that the term “historic peace” is starting to get a little redundant.How did this sea change occur? Some 25 years ago, Netanyahu argued that peace with the greater Arab world would only be achieved by first strengthening Israel economically, militarily and diplomatically. Netanyahu’s leadership brought Israel to previously unimagined heights, laying the foundation for Arab states to orient themselves toward Israel.As prime minister and finance minister, Netanyahu revolutionized Israel’s economy with free-market reforms that transformed the Jewish state into a global technological powerhouse. He brought Israel to its position as a world leader in cyber, developed Israel’s gas reserves and turned Israel into an energy exporter. He cultivated Israeli relations with dozens of countries in Latin America, Africa, Asia and Eastern Europe, often being the first sitting Israeli prime minister to visit those nations.Over the years, Netanyahu also built relations with Arab states at times quietly and other times more openly. In one of many such examples, it was reported that Netanyahu held secret talks with senior officials from Morocco. Two years ago, he publicly visited Oman and met the Arab nation’s late ruler, Sultan Qaboos.Gulf nations rightly viewed Israel as an indispensable ally after witnessing Netanyahu’s global leadership in resisting Iran’s aggression and its attempts to acquire nuclear weapons.Netanyahu stood at times alone on the world stage exposing Iran’s support for terrorism and its illicit nuclear program. We saw it with Netanyahu’s 2015 address before a joint session of the US Congress to warn about the Iran nuclear deal and the Israeli premier’s decision to order the January 2018 raid on Iran’s secret nuclear archive that exposed the extent of Iran’s dangerous nuclear project.It is safe to say that Iran would probably have obtained nuclear weapons by now were it not for Netanyahu’s courageous actions, which led to an unprecedented sanctions regime on the tyrants of Tehran.Another force that fueled the Abraham Accords was President Trump’s reality-based approach toward Mideast peace and his intrepid leadership in the region. President Trump moved the US embassy from Tel Aviv to where it should be in Jerusalem; rightly recognized Jerusalem as Israel’s capital; and affirmed Israeli sovereignty over the Golan Heights. The Trump administration removed the loaded “occupation” label from Israel’s ancient and historic Jewish communities in Judea and Samaria. And President Trump’s Peace to Prosperity plan created a blueprint for real-world Mideast peace.It is clear many more countries in the Arab world want to sign peace deals with the Jewish state. There is every reason to be hopeful that these alignments will continue in the months and years ahead as the current deals have already blossomed into warm peace.Look at the outpourings of camaraderie on social media in Israel and so many Arab states. Jewish delegations are touring the Gulf while Arab missions are arriving here in Israel on an almost daily basis. Diplomatic deals are being signed. More direct flights are opening. Economic agreements are being forged at a fevered pitch.While the news media tend to focus on the UAE, Bahrain and Morocco deals, the Sudan agreement is a massive turning point, too. We are talking about a country that in 1948 sent army companies to a war aimed at destroying Israel. More recently, Sudan was an important ally of Iran and a base from which Iranian weapons were smuggled to Gazan terrorist groups to murder Israelis. Normalization with Sudan isolates Iran even further and brings economic benefits to Israel and Sudan.When the peace agreement with Morocco was announced on the first night of Hanukkah, Prime Minister Netanyahu captured the moment at a candle-lighting ceremony at the Western Wall. He stated: “On this Hanukkah, the light of peace has never shone brighter than today in the Middle East.” That light will only grow stronger.

The delay occurred as US President Donald Trump, whose appointee ran the GSA, refused to concede.
Yohannes Abraham, executive director of the transition, told reporters that Biden agency review teams at the Department of Defense learned Thursday of meetings “being pulled down” and immediately reported it. Abraham called for meetings and requests for information to resume immediately.“A failure to work together can have consequences well beyond January,” Abraham said.The Pentagon on Friday offered a different assessment. It issued a statement saying there was a “mutually-agreed upon holiday pause,” which begins Saturday.Defense officials said that some meetings had been postponed so that department personnel could concentrate on the issues associated with the possibility of a government shutdown Friday evening if Congress is unable to agree on COVID-19 relief legislation. The cyber-security firm that identified the large-scale hacking of US government agencies says it "genuinely impacted" around 50 organisations.Kevin Mandia, CEO of FireEye, said that while some 18,000 organisations had the malicious code in their networks, it was the 50 who suffered major breaches.The US Treasury and departments of homeland security, state and defence are known to have been targeted.US Secretary of State Mike Pompeo has blamed Russia for the hack.So too have the chairs of the Senate and House of Representatives' intelligence committees.However, President Trump cast doubt on Russia's role in two tweets on Saturday, hinting instead at Chinese involvement.Mr Mandia told CBS News that the cyber attack "was very consistent" with what US officials know about the work of Russia's foreign intelligence agency, the SVR."I think these are folks that we've responded to in the '90s, in the early 2000s. It's a continuing game in cyberspace," he said.He said the attack on the Texas-based SolarWinds Orion, the computer network tool at the source of the breach, had the "earliest evidences of being designed".It started with a "dry run" in October 2019 when "innocuous code" was changed. Jack Keane: Other countries undermining the American people’s confidence in election process-Director of National Intelligence John Ratcliffe told Fox News that China poses “a greater national security threat” to the United States “than any other nation,” detailing a web of threats that includes “election influence and interference.”Intelligence officials say they are increasingly concerned about interference in the U.S. election by China, adding to existing concerns about meddling by Russia that have been around since 2016, as well as the threat of meddling from Iran.INTEL COMMUNITY HAS DELIVERED NEARLY 20 CLASSIFIED BRIEFINGS TO TRUMP, BIDEN, DNC, RNC, CONGRESS“China poses a greater national security threat to the U.S. than any other nation – economically, militarily and technologically. That includes threats of election influence and interference,” Ratcliffe told Fox News in a statement.While Russia was widely seen as favoring now-President Trump and generally seeking to sow chaos in America during the 2016 election, the difference with China is it is seen to be seeking a Trump loss in November. Yet congressional Democrats like House Speaker Nancy Pelosi and House Intelligence Committee Chairman Adam Schiff, who ever since 2016 have issued dire warnings about Russian meddling, have not been quite so vocal about China’s potential to interfere in the 2020 election.Pelosi, D-Calif., last week said the threats of interference from Russia and China are “not equivalent,” while urging the intelligence community to put out more information about Russian efforts, saying Moscow is “actively 24/7 interfering in our election.”Ratcliffe said the threat from China is actually significant, and he is “committing the IC resources needed to fully understand the threat posed by China and provide U.S. policymakers with the best intelligence to counter China’s broad and deep malign activities.”“China is concerned that President Trump’s reelection would lead to a continuation of policies that they perceive to be ‘anti-China,’” Ratcliffe explained, noting that the intelligence community has briefed “hundreds of members of Congress” to raise their concerns about China “and its increased efforts to impact the U.S. policy climate in its favor.”“Fair and free elections are a bedrock of American democracy, and the IC remains vigilant against the various activities by China, as well as other threat countries and actors, which seek to affect our electoral process,” Ratcliffe said.ODNI 'PRIMARILY CONCERNED' WITH CHINA, IRAN, RUSSIA 'SEEKING TO COMPROMISE' 2020 ELECTION -The intelligence community has acknowledged that Russia’s meddling remains a threat in 2020, but specifically mentioned China’s efforts, which an official within the intelligence community told Fox News has been ramping up in the last several months, citing rhetoric between the U.S. and China.China’s cyber efforts, with relation to efforts to influence the election, are anti-Trump administration and largely include fake social media accounts to amplify certain anti-American beliefs.According to a report released this month by Graphika, social media accounts from the pro-Chinese political spam network Spamouflage Dragon began posting English-language videos that attacked American policy and the Trump administration in June.The report revealed that some of the accounts made on YouTube and Twitter used artificial intelligence-generated profile pictures, which is a common technique in disinformation campaigns, and did not appear to receive any engagement from “authentic users” across social media platforms.The efforts also did not appear to “seriously attempt to conceal its Chinese origin as it pivoted toward messaging related to U.S. politics,” the report stated.Specifically, the report revealed that some of the anti-Trump messaging is related to the coronavirus pandemic and racial justice protests across the U.S.A video titled “Who is responsible for this national disaster in the United States?” posted on July 12, called Trump a “firm and creative ally” of the coronavirus, according to the report. The tone, according to Graphika, “wavered between scathing criticism of the American government’s handling of the coronavirus outbreak and apparent sympathy for everyday American citizens exposed to the pandemic and the anti-racism protests.”Meanwhile, as for the intelligence community’s preparedness in the 2020 election versus 2016 to handle malign influence activities, an ODNI official told Fox News that the intelligence community is “significantly ahead of where it was in 2016 in terms of providing updates to the American people on election threats, including China.”The ODNI official also told Fox News that the intelligence community supports the Department of Homeland Security and the FBI in their efforts to support state and local officials in protecting election infrastructure.The official also said that the ODNI is working with the FBI and its field office network to bring intelligence insights to state and local officials.Earlier this month, Director of the National Counterintelligence and Security Center Bill Evanina, who is leading the intelligence community in election security, warned that rival nations once again are attempting to influence U.S. policy and elections in a variety of ways, declaring that Iran wants to “undermine” President Trump, while Russia is working to “primarily denigrate” former Vice President Joe Biden.INTEL COMMUNITY SAYS IRAN SEEKING TO 'UNDERMINE' TRUMP, RUSSIA WORKING TO 'DENIGRATE' BIDEN IN NOVEMBER-That election threat update also noted that China “prefers” that Trump “does not win reelection” in November-Evanina said earlier this month that Bejing prefers a Trump loss because Chinese officials view him as unpredictable, adding that China has been expanding its attempt to influence the general election and shape U.S. policy, by pressuring political figures Chinese officials view as opposed to their country's interests.“Although China will continue to weigh the risks and benefits of aggressive action, its public rhetoric over the past few months has grown increasingly critical of the current administration’s COVID-19 response, closure of China’s Houston consulate, and actions on other issues,” Evanina said earlier this month.China “has harshly criticized the administration’s statements and actions on Hong Kong, TikTok, the legal status of the South China Sea, and China’s efforts to dominate the 5G market," Evanina said. "Beijing recognizes that all of these efforts might affect the presidential race.”Last month, the Trump administration moved to close the Chinese consulate in Houston, Texas, partially because of the Chinese Communist Party’s targeting of U.S. energy firms.Later the same day, China ordered the closure of the U.S. consulate in the western city of Chengdu in Sichuan Province, in apparent retaliation.As for TikTok, the Trump administration has taken a tough stance on the Chinese social media platform, issuing an executive order this month that would see the platform banned in the U.S. within 45 days.The U.S. ban put pressure on the China-based company to sell the app’s U.S. platform – Microsoft is reportedly a leading contender, but the deal will be closely monitored by the Trump administration.Evanina has delivered nearly 20 classified briefings to both Trump and Biden’s presidential campaigns, political committees and members of Congress – including members of the House and Senate Intelligence Committees and congressional leadership – on election threats since mid-May.An ODNI official told Fox News that the briefings are led by Evanina and his team, but said that FBI and the Department of Homeland Security officials and other agencies often are present.As for the FBI, Director Christopher Wray has been warning of Chinese efforts to influence U.S. opinion, and economic espionage, for months.Earlier this summer, Wray told Fox News that China “certainly” has an interest “in influencing our political thought” and policies and is trying “to shift them in a more friendly, pro-China, pro-Chinese Communist party direction.” He warned that those efforts sometimes get “wrapped up in election issues.”Meanwhile, on Capitol Hill, Schiff, D-Calif., has warned that China could be using different ways of influencing the election than Russia and Iran, telling NBC News that the Chinese could use trade negotiations with the U.S.But a spokesman for Schiff did not respond to Fox News’ request for comment on whether his committee would initiate an investigation into potential Chinese election interference, as the panel did with Russian election meddling efforts – an investigation that stretched throughout the Trump administration.A GOP aide told Fox News that Republicans on the House Intelligence Committee, though, have had an investigation focused on China dating back to previous congressional sessions, noting that China is something "we're very concerned about.""We're looking at it and we've never stopped," the GOP aide told Fox News.The Trump campaign, meanwhile, said the Trump administration has been tough on Russia while claiming China and Iran oppose Trump because he's been tough with them too.“We don’t need or want foreign interference, and President Trump will beat Joe Biden fair and square,” Trump campaign communications director Tim Murtaugh said in a statement. Following the release of U.S. intelligence assessments exposing Russian, Chinese and Iranian interference in the 2020 election—as well as revelations that cyber actors from all three countries were actively targeting the Biden and Trump campaigns—Republicans and Democrats predictably wasted little time in making partisan fodder of the new information.The White House, eager to avoid new allegations about Russia's preference for President Donald Trump, used the intelligence community's findings to claim that former vice president Joe Biden was China's preferred candidate. Democrats, still frustrated about Russian interference in 2016, countered that Donald Trump and his advisers were distorting assessments about China's influence operations in an attempt to distract the public from Russia.Neither argument does China's meddling justice.Years before the advent of Facebook and Twitter, Beijing initiated a well-resourced and multi-pronged campaign to positively influence public opinion about China worldwide and neutralize potential threats to the regime's carefully crafted international image. Such efforts began with relatively benign person-to-person exchanges and the cultivation of discreet relationships with influential U.S. business executives and decision makers. In the intervening years, these efforts have expanded to include disinformation; coercion; threats of retaliation; clandestine operations and the weaponization of the West's regulatory, legal and lobbying loopholes.The goal of these interference operations extends far beyond safeguarding Chinese business interests and promoting one candidate or party over another. At their core, they seek to achieve political outcomes in the United States and other democracies that are beneficial to Beijing.On nearly every issue, from public health and commerce to global governance and even human rights, China's influence efforts have been fairly successful. In some cases, they even resulted in revisions of history, including cultural whitewashing of atrocities in Tiananmen, Tibet and Xinjiang. That is, until COVID-19, when Beijing's overt coercion and intimidation of politicians, businesses and populations alike seriously undermined attempts to repair China's international image. The message was suddenly clear—cross Beijing at your own risk.Beijing's newfound aggressiveness has resulted in surprisingly unified pushback from many unexpected corners of the world. And yet, in a trend reminiscent of 2016, the issue of China's efforts to interfere in the U.S. presidential election has divided the American political class, largely because Beijing's efforts appear on paper to be less threatening than Moscow's brutish maneuvers. In reality, of course, the threat from both Russia and China has less to do with the tactics used and more with the desired end state—undermining Americans' trust in our public institutions and form of governance.With phrases like "deep fakes" and "bot farms" now mainstays of our political lexicon, it has become easy to overlook the seemingly unsophisticated ways in which China is attempting to influence democratic elections around the world. Yes, efforts by Russia to weaponize social media platforms deserve attention, particularly in the lead up to the 2020 election. But the far simpler methods China and other authoritarian regimes use to influence electoral outcomes and shape public opinion in liberal democratic countries can be even more effective.Hasty attempts by some Democratic lawmakers to downplay China's election interference run the real risk of signaling to China—and American voters—that the U.S. government considers Beijing's meddling troublesome but not treacherous. Beyond potentially normalizing China's behavior, such a move almost certainly emboldens Beijing to continue such operations as far as it can, short of provoking direct U.S. intervention. China has of course employed similar strategies in pursuit of other geopolitical objectives, including its increasingly maximalist approach in the South China Sea.Premature remarks by executive and legislative officials about Chinese election interference also ignore the stark reality that the U.S. government's knowledge of this topic appears limited at best. Currently, the West largely lacks the ability to expose and disrupt malign Chinese actors in real time, in stark contrast to advanced technologies developed by social media and cybersecurity companies to address the Russian threat.If Chinese political interference operations in Australia—Beijing's other top interference target—are any guide, it can often take years to unravel complicated Chinese political influence operations. Worse yet, the hyper-partisan political environment in the United States does not easily lend itself to the same investigative framework employed in Canberra, which relies heavily on unbiased contributions from civil society, academia and the intelligence and business communities.In the absence of a more unified approach to China's U.S. election meddling, as well as a concerted effort by both political parties to educate the general public about the scope of the threat, it appears all but certain that the United States will find itself facing a similar situation in 2022 and 2024, if not beyond. Other democracies will be at risk of confronting similar interference. The United States of America is a federal republic[1] consisting of 50 states, a federal district (Washington, D.C., the capital city of the United States), five major territories, and various minor islands.[2][3] The 48 contiguous states and Washington, D.C., are in North America between Canada and Mexico, while Alaska is in the far northwestern part of North America and Hawaii is an archipelago in the mid-Pacific. Territories of the United States are scattered throughout the Pacific Ocean and the Caribbean Sea.States possess a number of powers and rights under the United States Constitution, such as regulating intrastate commerce, running elections, creating local governments, and ratifying constitutional amendments. Each state has its own constitution, grounded in republican principles, and government, consisting of three branches: executive, legislative, and judicial.[4] All states and their residents are represented in the federal Congress, a bicameral legislature consisting of the Senate and the House of Representatives. Each state is represented by two senators, while representatives are distributed among the states in proportion to the most recent constitutionally mandated decennial census.[5] Additionally, each state is entitled to select a number of electors to vote in the Electoral College, the body that elects the president of the United States, equal to the total of representatives and senators in Congress from that state.[6] Article IV, Section 3, Clause 1 of the Constitution grants to Congress the authority to admit new states into the Union. Since the establishment of the United States in 1776, the number of states has expanded from the original 13 to the current total of 50, and each new state is admitted on an equal footing with the existing states.[7] As provided by Article I, Section 8 of the Constitution, Congress exercises "exclusive jurisdiction" over the federal district, which is not part of any state. Prior to passage of the 1973 District of Columbia Home Rule Act, which devolved certain Congressional powers to an elected mayor and council, the district did not have an elected local government. Even so, Congress retains the right to review and overturn laws created by the council and intervene in local affairs.[8] As it is not a state, the district does not have representation in the Senate. However, since 1971, its residents have been represented in the House of Representatives by a non-voting delegate.[9] Additionally, since 1961, following ratification of the 23rd Amendment, the district has been entitled to select three electors to vote in the Electoral College.
