Israel said to let $50 million in Qatari aid into Gaza; balloon attacks to halt-The Times of Israel-Defense Minister Gantz, who railed against paying ‘protection’ to Hamas during election campaign, mum on report of such a deal under his watch-By Judah Ari Gross-JUNE 15,20-Today, 12:07 pm

Israel approved the transfer of $50 million by Qatar to Gaza as part of an apparent deal to halt escalating tensions with terror groups in the Strip, a Lebanese newspaper reported Monday. The alleged agreement came after terror groups in Gaza renewed their practice of launching balloons carrying arson devices and explosives into southern Israel. The Lebanese al-Akhbar newspaper, citing Qatari and international mediators, reported that the terror groups in the Strip had agreed to stop the balloon attacks, which have thus far caused no injury or damage. The apparent deal came despite bitter criticism of such arrangements by Defense Minister Benny Gantz throughout the past three national election campaigns, in which the opponent-turned-ally of Prime Minister Benjamin Netanyahu accused the government of paying “protection money” to the Gaza-ruling Hamas terror group by allowing the transfer of millions of dollars of Qatari aid into the Strip as part of a ceasefire agreement.Left to right: Blue and White alliance leaders Moshe Ya’alon, Benny Gantz, Yair Lapid and Gabi Ashkenazi during a tour of the border between Israel and the Gaza Strip, near Kibbutz Kfar Aza, on March 13, 2019. (Menahem Kahana/AFP)-“Netanyahu pays the Hamas murderers 15 million dollars. Every month. In cash. In exchange we got hundreds of rockets on the residents of the south, tens of thousands of dunams burned, hundreds of incendiary kites and balloons, tens of thousands of children in bomb shelters. We won’t pay Hamas protection money,” Gatnz said in one campaign video.Gantz’s office refused to comment on Monday’s al-Akhbar report. The parents of an IDF soldier whose remains are being held captive by Hamas in Gaza denounced the defense minister on Monday for apparently allowing the deal.“Benny Gantz is a huge disappointment for us. There’s an unconscionable gap between his remarks and declarations and his actions,” said Leah and Simcha Goldin, whose son Hadar was killed during the 2014 Gaza war, which Gantz led as IDF chief.Leah Goldin, right, and her husband Simcha Goldin and other family members and supporters gather outside the state memorial ceremony for Operation Protective Edge at Mount Herzl on July 23, 2019. (Noam Revkin Fenton/Flash90)“The transfer of $50 million to Hamas and the continued abandonment of our sons is a disgrace,” they said in a statement, also referring to Oron Shaul, another IDF soldiers whose remains are being held by Hamas, and to two living Israeli men, Avera Mengistu and Hisham al-Sayed, who entered Gaza and were taken captive by the terror group.“At the direction of the security cabinet and with help from the IDF, $50 million in cash in suitcases will be given to Hamas in Gaza today, an amount that has increased threefold,” they wrote. On Sunday, a cluster of balloons carrying a suspected explosive device that was apparently launched from the Gaza Strip landed outside the southern Israeli community of Tidhar, local officials said.It was the first such balloon-based cross-border attack in several months, though a small number of balloons without suspected explosives attached to them have been flown over the border during that time.IED/incendiary balloon landed near Tidhar, likely launched yesterday from Gaza pic.twitter.com/Otmu4ITHSu— Emanuel (Mannie) Fabian (@manniefabian) June 14, 2020-The incident came against the backdrop of growing threats by groups associated with terrorist organizations in the Strip to resume the practice of these airborne explosives and arson devices into Israel, having stopped in February as Israel and the Gaza-ruling Hamas terror group began negotiating a long-term ceasefire and prisoner exchange. In an interview with Palestinian television on Saturday, leading Palestinian Islamic Jihad member Ahmed al-Modallal indicated that terror groups were giving the practice a green light, saying the balloons were being launched by “youths who are letting out their emotions and responding to their distressed lives in Gaza that have no horizon.”The generally restive Gaza border has been calm in recent months, following a large flare-up in February in which Islamic Jihad fired dozens of rockets into southern Israel after the Israel Defense Forces killed one of its members as he was planting a bomb along the border. The IDF responded to the rocket attacks with a series of punishing airstrikes on the group’s bases in the Strip. In the intervening three and a half months, Israel has been negotiating a long-term ceasefire agreement with Hamas, which has reined in the Islamic Jihad and other terror groups in the Strip throughout the process as well as the often violent demonstrations along the Gaza border. In recent days, however, Gaza terror groups have indicated they would restart the low-level violence along the border, including the protests.Israel has conducted three large operations against terror groups in the Gaza Strip in the past 12 years, as well as many shorter, multi-day exchanges.

Coronavirus death toll up to 302 as Tel Aviv flagged as new epicenter-The Times of Israel-Country’s economic hub now home to more active cases than anywhere outside Jerusalem; fatalities include man, 26, who was country’s youngest victim-By Joshua Davidovich-JUNE 15,20-Today, 11:12 am

Two people died of COVID-19 overnight, officials said Monday morning, bringing the nation’s death toll to 302 as the pace of new infections appeared to continue to ramp up in Tel Aviv and elsewhere. The Prime Minister’s Office tallied 73 new coronavirus cases overnight, bringing the count to 19,128. Since Sunday morning there have been 120 new confirmed cases, according to the figures, which differed slightly from ones released by the Health Ministry.Thirty-two patients are in serious condition, including 25 people on ventilators. There are over 3,400 active cases, marking a sharp increase from earlier this month, when the number of sick dropped below 2,000.One of the two fatalities appeared to be a 26-year-old man who succumbed late Sunday, becoming the country’s youngest virus victim.Oshri Asulin (Facebook)-Oshri Asulin, from Kfar Saba, was sedated and in intensive care for over a month before his death, Hebrew media reported. He died at Sheba Medical Center in Tel Hashomer, where he was being treated after developing a rare heart condition that has been reported in a small number of cases of children who also caught the virus. There were no immediate details about the second victim. The tally of 114 new cases came hours after the ministry confirmed that only 83 new cases were found from Saturday evening to Sunday evening, the lowest tally since June 6 and second lowest since the number of new virus cases began to rebound from just a handful daily at the start of the month.Customers at cafes in Tel Aviv on June 2, 2020. (Miriam Alster/Flash90)-According to official figures, Tel Aviv is seeing the fastest spread of the virus and is currently home to more active carriers than anywhere but Jerusalem, which has long been the country’s largest pandemic epicenter.Nearly a third of the city’s approximately 400 cases have been linked to asylum-seekers in south Tel Aviv, Channel 12 news reported.Police officers arrive to close synagogues in the city of Bnei Brak on April 1, 2020. (Yossi Zamir/Flash90)-The city had largely avoided the initial wave of the virus, which struck hardest in ultra-Orthodox communities that were slow to adhere to social distancing guidelines. On Sunday, Sigal Sadetzky, the head of health services at the Health Ministry, told Knesset lawmakers that Israel was seeing the start of a second wave of the coronavirus pandemic after the government took steps over the last month to reopen the economy and roll back restrictions on movement.“We had a long period of more than two weeks with a calm of less than 20 infections a day, and it started to climb and climb, and now we are seeing close to 200 new sick people a day,” Sadetzky said.“What characterizes the wave we are seeing now is that it’s across the country. We don’t really know how to identify at-risk groups,” she said.Jerusalemites wearing face masks on June 11, 2020. (Olivier Fitoussi/Flash90)-Rather than being in a localized hotspots, “we see it running all around and spreading over a very wide geographical area,” she added.Much of the resurgence of COVID-19, the disease caused by the coronavirus, has been blamed on the education system, which has seen hundreds of cases in schools and kindergartens. The entire education system was shuttered for two months during the lockdown that began in mid-March.Times of Israel staff contributed to this report.

Senior Likud source says Netanyahu seeking to dissolve government – report-The Times of Israel-Partnership to end 'much faster than everyone thinks'-Irate at Blue and White over combative remarks, PM said to be demanding retroactive change to unity deal; tension flares as Likud tries to block law important to Gantz’s party-By Michael Bachner-JUNE 15,20-Today, 2:26 pm

Prime Minister Benjamin Netanyahu is looking for a reason to end his partnership with Benny Gantz’s Blue and White party in the near future, prompting another national election that is expected to greatly benefit him, according to a report citing senior sources in the premier’s party.“The marriage between us and Blue and White will end at the Rabbinate [with a divorce] much faster than everyone thinks,” a senior Likud source was quoted as saying by Channel 12 Sunday. “Netanyahu is trying to find the right timing and pretext to call elections.”The source said negotiations over the state budget, which must pass by the end of August, could provide such a pretext. The official claimed Netanyahu wife Sara and son Yair were pushing to dismantle the government, with Likud responding that that was an “ugly lie.”Avi Nissenkorn of the Blue and White Party attends an election campaign event in Shefayim, on July 14, 2019. Gili Yaari/Flash90)-Netanyahu has reportedly been irked by statements made recently by several Blue and White ministers, including Justice Minister Avi Nissenkorn defending the justice system from the premier’s attacks and Social Equality Minister Meirav Cohen saying her party “doesn’t believe Netanyahu or in Netanyahu.”According to recent opinion polls, Likud would easily win a potential Knesset election that would be the fourth since April 2019, with support for Gantz crumbling since he reneged on his core campaign promise and joined Netanyahu’s government. The Channel 12 report said the premier had already made a demand from Blue and White to change a key clause in the power-sharing unity deal, prompting a coalition crisis on Monday. The coalition deal agreed on by the parties stipulates that if the Knesset is dissolved and elections are called between November 2020 and November 2021 — after a six-month “emergency period” ends but before Gantz becomes prime minister as part of the power-sharing deal — Gantz would automatically become the transitional prime minister instead of Netanyahu. The clause is meant to serve as a deterrent against Likud ending the partnership before Gantz gets a chance to be premier. But Netanyahu is now reportedly demanding that the deal be changed so that he will remain prime minister if elections are called during that time.Blue and White party leader Benny Gantz after the presentation of the 35th government of Israel at the Knesset, May 17, 2020. (Alex Kolomoisky/POOL)-The deal says that if the High Court strikes down legislation passed as part of the coalition deal during the emergency period, Netanyahu will be the transitional leader. However, the premier now fears that the court could make such a decision after November, according to Channel 12.The report said Netanyahu was also demanding that the coalition deal be changed so that the government would serve for a full four-year term instead of the current three, fearing that clause would hand the court grounds to annul the deal. The High Court has dismissed petitions filed against the unity deal, but has left the option open to strike it down in the future after the various pieces of legislation anchoring it are passed into law.On Monday, Hebrew-language news outlets reported that Likud was objecting to quickly advancing the so-called Norwegian Law, which is important to Blue and White and is included in the coalition deal. The bill allows ministers to give up their positions as Knesset members in order to enable a different member of their party slate to take their spot in parliament. It has passed a first reading out of three in the Knesset, and the final two readings are scheduled for Monday evening. The reports said Blue and White was determined to put the law up for a second vote at the Knesset on Monday, while Likud wanted to wait.Blue and White chairman Benny Gantz (L) and Prime Minister Benjamin Netanyahu in the Knesset plenum on May 17, 2020. (Knesset)-Channel 12 said the reason was a tour Gantz held Sunday at the Justice Ministry, seen as a subtle rebuke of Netanyahu’s broadsides against the judiciary, which has put him on trial for corruption.Likud rejected the report, saying there was “no connection” between the issue of the Norwegian Law and Gantz’s visit.Netanyahu and Gantz were set to meet later Monday, reportedly to smooth out disagreements between the parties.Likud’s opposition to advancing the Norwegian Law has in turn caused a minor crisis with the United Torah Judaism (UTJ) party allied with Netanyahu, which also wants to advance the law and has reportedly demanded that it be passed this week. While coalition whip Miki Zohar (Likud) has said the law wouldn’t go up for a vote Monday, the delay would require the approval of UTJ’s Ya’akov Asher, chairman of the Constitution, Law and Justice Committee. Asher’s associates have said he won’t approve the delay. The unity coalition deal ended over a year of political deadlock when the most minister-rich government in Israel’s history was sworn in last month. New ministerial positions were created to accommodate the cabinet’s 33 ministers — over a quarter of the Knesset’s 120 lawmakers.Among the new offices created earlier this month was the Alternate Prime Minister’s Office, which will be held by Defense Minister Gantz for 18 months and then be transferred to Netanyahu as part of a power-sharing deal designed to allow him to keep the prime ministerial title even after vacating the post.

Nuke watchdog to meet as row brews over Iran blocking inspections-The Times of Israel-IAEA says it is unhappy with Tehran refusing to open up two sites where nuclear activity may have taken place; Tehran says request based on flawed Israeli intelligence-By AFP and TOI staff-JUNE 15,20-Today, 10:46 am

The UN nuclear watchdog’s governing body will meet on Monday as a row brews over Iran’s refusal to allow access to two sites where nuclear activity may have occurred in the past. The Vienna-based International Atomic Energy Agency (IAEA) expressed “serious concern” in a report earlier this month that Iran has been blocking inspections at the sites. The Board of Governors, one of the agency’s policy-making bodies, is expected to discuss the report during its meeting. If its members pass a resolution critical of Iran, it would be the first of its kind since 2012.Even though the two sites are not thought to be key to Iran’s current activities, the agency says it needs to know if past activities going back almost two decades have been properly declared and all materials accounted for.The report detailed efforts made by the agency’s officials to get access to the locations. In this photo released by the Atomic Energy Organization of Iran, spokesman of the organization Behrouz Kamalvandi, center, briefs the media while visiting Fordo nuclear site near Qom, south of Tehran, Iran, November 9, 2019 (Atomic Energy Organization of Iran via AP)-Iran told the agency the report was a source of “deep regret and disappointment” and hinted the queries were based on “fabricated information” from “intelligence services.”Israel has previously claimed its intelligence services unearthed information on an alleged previous nuclear weapons program in Iran. Diplomats told the Reuters news agency that the IAEA’s request to take environmental samples at the sites is at least partially based on Israeli intelligence after the Mossad clandestine service stole documents from a warehouse described by Israel as a nuclear archive.Benjamin Netanyahu addresses the United Nations General Assembly on September 27, 2018, in New York City, and holds up a picture of what he said was a secret Iranian nuclear warehouse. (John Moore/Getty Images/AFP)-An inspection last year at a “carpet-cleaning facility” that Prime Minister Benjamin Netanyahu flagged as a likely former nuclear site turned up trace amounts of fissile material.“Copies of papers presented to Iran by the agency as the basis for its requests are neither authentic nor related to the open-source, but rather claimed by the Israeli regime to have been acquired through a so-called secret operation,” Iran’s diplomatic mission to the IAEA in Vienna said in March, in a statement carried by Reuters.“The Islamic Republic of Iran believes that merely forwarding some papers based on the intelligence services’ fabricated information is not consistent with the agency’s Statute, Comprehensive Safeguards Agreement, and the Additional Protocol,” it said.Western states have voiced concern over Iran’s denial of access to the sites, with the United States and Israel being particularly vocal. The latest row over access comes as a landmark deal between Iran and world powers in 2015 continues to unravel.Under the deal, known as the Joint Comprehensive Plan of Action (JCPOA), Iran committed to curtailing its nuclear activities in return for sanctions relief and other benefits. But the country has slowly abandoned its commitments in retaliation for US President Donald Trump’s decision two years ago to renounce the deal and reimpose swingeing sanctions.Iran’s stockpile of enriched uranium is now almost eight times the limit fixed in the accord, according to an IAEA assessment published earlier this month. In this photo released by the Atomic Energy Organization of Iran, technicians work at the Arak heavy water reactor’s secondary circuit, as officials and media visit the site, near Arak, Iran, December 23, 2019. (Atomic Energy Organization of Iran via AP)-However, the level of enrichment is still far below what would be needed for a nuclear weapon. The IAEA says it continues to have access to all the facilities needed to monitor Iran’s current nuclear activity. The latest tension will further complicate efforts by the deal’s EU signatories — the so-called E3 of France, Germany and Britain — to keep the deal from collapsing.Trump has called for the E3 to follow his lead and leave the deal.In this photo released by the Atomic Energy Organization of Iran on November 6, 2019, a forklift carries a cylinder containing uranium hexafluoride gas for the purpose of injecting the gas into centrifuges in Iran’s Fordo nuclear facility. (Atomic Energy Organization of Iran via AP)-Last month, the US said it was ending sanctions waivers for nations that remain in the Iran nuclear accord — a move likely to have most impact on Russian firms working on Iran’s nuclear program. The American move brought condemnation from the E3 and was branded “unlawful” by Tehran.Iran is also concerned that the US is pushing for an extension to an international arms embargo against Tehran which is set to be progressively eased from October.Last week Iranian President Hassan Rouhani urged other UN Security Council members, especially veto-wielding China and Russia, to stand against the American “conspiracy.”

Poland invades Czech Republic in ‘misunderstanding’-The Times of Israel-Moving the Pole posts-Polish soldiers at border closed due to pandemic accidentally took up their post last month at the wrong spot, leading to diplomatic tiff-By TOI staff-JUNE 15,20-Today, 7:48 am

Poland accidentally invaded the Czech Republic in late May, in what Warsaw has described as a “misunderstanding,” according to various reports over the weekend.Polish soldiers stationed at the border in northeastern Moravia to prevent the spread of the coronavirus into the country took up their post at the wrong spot, the reports said. The incident occurred in the Czech village of Pelhřimovy, and near the Polish village of Pielgrzymów.For several days- it isn’t clear exactly how long- they prevented Czech visitors from visiting a church that is situated in their own country.Czech sources said Prague immediately notified the Polish government of the mistaken annexation, leading to the mistake being fixed.“Our Polish counterparts unofficially assured us that this incident was merely a misunderstanding caused by the Polish military with no hostile intention, however, we are still expecting a formal statement,” a Czech foreign ministry official was quoted as saying by CNN.“The Polish soldiers are no longer present and our citizens can again visit the site freely,” the official added.Poland’s ministry of defense has not issued a formal statement. However, it told CNN that “the placement of the border post was a result of misunderstanding, not a deliberate act. It was corrected immediately and the case was resolved — also by the Czech side.”Polish sources said the issue was resolved not between the governments, but between border control officials. While borders between European Union states are normally open -and often barely visible- Poland closed its border earlier this year to curb the coronavirus. It opened its border on Saturday.

Jordan king said to snub Netanyahu, refuse his calls over annexation push-The Times of Israel-Abdullah also rejecting scheduling meeting with Defense Minister Benny Gantz to discuss Israeli plans, according to Palestinian report-By TOI staff-JUNE 15,20-Today, 3:57 pm

Jordan’s King Abdullah II has reportedly refused to take phone calls from Prime Minister Benjamin Netanyahu, amid seething anger in the Hashemite kingdom over Israeli plans to annex portions of the West Bank. The report by the Palestinian Ma’an news agency would seem to mark a new low in Israel-Jordan ties, which have been tested repeatedly in recent years and which Amman has threatened to cut off if Israel goes ahead. There was no confirmation from official Jordanian or Israeli sources.According to the report, which cited a Jordanian official, Amman is also refusing to set a date for a meeting with Israeli Defense Minister Benny Gantz to discuss the annexation plans and the Trump administration’s peace plan.Gantz has sought to coordinate the move with a wider range of allies than the US, but Jordan has vociferously rejected annexation, with the king warning it could lead to a “massive conflict.”Jordan is one of two Arab countries that has official diplomatic ties with Israel, along with Egypt.Netanyahu has vowed to push ahead with plans to begin annexing swaths of the West Bank starting on July 1, under the US’s peace proposal, which envisions Israel holding onto some 30 percent of the West Bank. The plans have threatened to upend years of diplomatic work forging quiet ties with Gulf states. On Friday, the United Arab Emirates’ influential ambassador to the US, Yousef al-Otaiba, warned in an op-ed published in an Israeli paper that Abu Dhabi would freeze normalization if annexation moves ahead.Miri Regev, center, visiting the Sheikh Zayed Grand Mosque in Abu Dhabi with UAE officials on October 29, 2018. (Courtesy Chen Kedem Maktoubi)-Other Gulf states have remained mostly quiet about the plans. An Israeli diplomatic official said Monday that ties with the Gulf would be set back by annexation moves.“It’s obvious to us that the pace of relations between Israel and Gulf states will slow or be halted as a result of annexation,” the official told Army Radio.

Security forces raze 12 buildings in 2 central West Bank illegal Jewish outposts-The Times of Israel-15 hilltop youths detained at scene for clashing with troops; locals accuse border cops of excessive force; demolitions appear to be 1st in Gantz’s tenure as defense minister-By Jacob Magid-JUNE 15,20-Today, 3:17 pm

Security forces razed a dozen makeshift buildings at a pair of neighboring central West Bank outposts on Monday morning, detaining at least 15 hilltop youth residents of the wildcat communities who clashed with troops during the demolitions, according to a legal aid organization representing them.+The order to flatten six illegal structures in Maoz Esther and another six in Baladim — both next to the Kochav Hashahar settlement — appeared to be the first signed off on by Benny Gantz since he took over as defense minister last month.“Enforcement activities were carried out in accordance with the authority of the Civil Administration and were subject to operational considerations,” a defense official told The Times of Israel. Both the Baladim and Maoz Esther outposts have been razed and rebuilt several times in recent years, with the former hilltop community known for its particularly extremist residents, who have been involved in violent attacks against IDF soldiers and neighboring Palestinians.Israeli security forces raze buildings in the illegal outpost of Maoz Esther on June 15, 2020. (Geulat Zion)-The Honenu legal aid organization said in a statement that Border Police operating at the scene used excessive force to remove the five families living in the two outposts from their homes.Honenu’s Nati Rom said the forces handcuffed the residents and left them sitting in the sun for several hours by the time he arrived. The demolitions come nearly two months after similar razings were carried out in several outposts outside the northern West Bank’s Yitzhar settlement.

Taking cue from lightning, Tel Aviv University team creates power from humidity-The Times of Israel-Researchers find that voltage develops between 2 metal surfaces when humidity rises above 60%; could lead to batteries chargeable by water vapor-By Sue Surkes-JUNE 15,20-Today, 1:48 pm

Israeli scientists have already learned how to produce water from air. Now they may be poised to create power from humidity. The research — led by Prof. Colin Price in collaboration with Prof. Hadas Saaroni and doctoral student Judi Lax, all of Tel Aviv University’s Porter School of the Environment and Earth Sciences — is based on the knowledge that electricity is generated by the interaction of water molecules and metal surfaces.“We sought to capitalize on a naturally occurring phenomenon — electricity from water,” explained Price. “Electricity in thunderstorms is generated only by water in its different phases — water vapor, water droplets, and ice. Twenty minutes of cloud development is how we get from water droplets to huge electric discharges — lightning — some half a mile in length.”In the nineteenth century, English physicist Michael Faraday discovered that water droplets could charge metal surfaces due to friction between the two. A more recent study showed that certain metals spontaneously build up an electrical charge when exposed to humidity.Prof. Colin Price (right) with a student. (Judi Lax)-Building on the findings of earlier discoveries such as these, the researchers set out to test the possibility of making a tiny low-voltage battery that uses nothing but humidity in the air. They exposed two different metals to different levels of humidity, while one was grounded.“We found that there was no voltage between them when the air was dry,” Price said. “But once the relative humidity rose above 60 percent, a voltage began to develop between the two isolated metal surfaces. When we lowered the humidity level to below 60%, the voltage disappeared. When we carried out the experiment outside in natural conditions, we saw the same results.”He went on, “Water is a very special molecule. During molecular collisions, it can transfer an electrical charge from one molecule to the other. Through friction, it can build up a kind of static electricity.“We tried to reproduce electricity in the lab and found that different isolated metal surfaces will build up different amounts of charge from water vapor in the atmosphere, but only if the air relative humidity is above 60%. This occurs nearly every day in the summer in Israel and every day in most tropical countries.”According to Price, this study challenges established ideas about humidity and its potential as an energy source. “People know that dry air results in static electricity and you sometimes get ‘shocks’ when you touch a metal door handle. Water is normally thought of as a good conductor of electricity, not something that can build up charge on a surface. However, it seems that things are different once the relative humidity exceeds a certain threshold,” he said. The researchers were able to show that humid air may be a source of charging surfaces to voltages of around one volt. “If an AA battery is 1.5V, there may be a practical application in the future: to develop batteries that can be charged from water vapor in the air,” Price said.“The results may be particularly important as a renewable source of energy in developing countries, where many communities still do not have access to electricity, but the humidity is constantly about 60%.”The research, released last week by the university, was published in Nature Scientific Reports in May.

Israel’s mountain gazelles under serious threat, urgent action needed — study-The Times of Israel-Research urges refraining from encouraging human population growth, calls for stopping urban sprawl into natural areas to save endangered species-By Sue Surkes-june 14,20-Today, 7:52 pm

Mountain gazelles are under serious threat from urbanization, poaching, collisions with cars, predation by feral dogs as well as natural predators, and division of their habitats by roads, railways and fences, including the security barrier between Israel and the Palestinian Authority, a report says. The species is already listed as endangered by the International Union for Conservation of Nature, and if this species as well as others are to be protected in the long term, radical steps should be taken, including banning new building or agriculture on land still in its natural state and reviewing subsidies that encourage population growth, says the study, published last week in Oryx—The International Journal of Conservation. The research was carried out by Tel Aviv University’s Prof. Yoram Yom-Tov, Dr. Uri Roll of Ben-Gurion University of the Negev, Amir Balaban of the Society for the Protection of Nature in Israel, Gilad Weil of the Israel Nature and Parks Authority, and Ezra Hadad.Israel is the last stronghold of the mountain gazelle, which was once widespread throughout Turkey, Syria, Lebanon, Jordan, and possibly also Egypt’s Sinai Peninsula. But with just some 5,000 individuals left in Israel, some populations are in decline while others are having problems maintaining their size.Gazelles cross a field on the Golan Heights on January 14, 2019. (Maor Kinsbursky/Flash90)-The study analyzes the fragmentation between herds, and the obstacles to free movement of 41 areas where gazelles are, or have been, present. It finds that a key threat to gazelles is increasing human population growth and the rapidly expanding urbanization it spurs. The study covers the 28,000 square kilometer (10,810 mile) area that encompasses the State of Israel and the Palestinian Authority in the West Bank, but refers to the whole as Israel for convenience, without making any political statement.Today, some 15,000 square kilometers (5,800 square miles) of the 28,000 square kilometers surveyed are still in their natural state, the report says. An additional 4,000 square kilometers (1,545 square miles) are farmed and 2,360 square kilometers (910 square miles) are built up. But at 10.7 percent, the amount of the country that is urbanized is 12 times higher than the global average and rises to 18% in the area of Mediterranean climate, which runs along Israel’s north to south limestone ridge. There, no human settlement is more than 5 kilometers (three miles) from its neighbor.By 2040, Israel’s population is expected to reach around 13 million, and urbanization to increase from 10.7% to 15.3% at the expense of both agricultural and nature areas. This will mostly affect the Mediterranean part of the country, where mountain gazelles live, and where urbanized areas are projected to encompass 25% of the total area.In fact, the effects of human habitation go further than the size of actual human settlement, the researchers say, as gazelles will keep at least 700 meters (765 yards) away from the outskirts of villages and towns.
A Gazelle walks in the protected reserve of Tsvaim forest, next to Jerusalem. (photo credit: Haim Shohat/Flash90)-A gazelle in the protected reserve of Gazelle Valley in Jerusalem, which is surrounded by roads and highways. (Haim Shohat/Flash90)-“Natural habitats in the Mediterranean region of Israel are highly fragmented,” the study states. “Along the central coastal plain, where several highways cross the landscape, this is particularly problematic.“Furthermore, the security fence separating the State of Israel from the Palestinian Authority greatly limits the available habitat in this region for gazelles as it runs generally north–south.”Such human-induced fragmentation can prevent gazelles from moving seasonally in search of high quality forage. Furthermore, isolating or dividing herds can have severe effects on the health of populations, for example by reducing gene pools for reproduction.Around 1,000 gazelles live in areas where their contact with other herds is low or nonexistent, the report says. In central Israel, 11 populations are so disconnected that they live in “de facto enclosures,” while a further six populations have some contact.Road collisions are another factor keeping the gazelle population from substantially increasing. Vehicle density in Israel is the highest among OECD countries. According to Israel Nature and Parks Authority figures, 467 gazelles were found dead or wounded on or next to roads between 2009 and 2017, the researchers say. This translates into yearly numbers that have increased from 14 deaths and injuries annually to 86. It does not take account the many animals that have likely perished by the side of the road without being recorded.Predation — the hunting of gazelles for food by other animals — also has a human-induced angle. Populations of the main natural predators, the wolf and golden jackal, are mainly sustained by human trash and agricultural products, which they supplement with rodents, hares and partridges as well as gazelle fawns and sometimes adult gazelles as well, the study finds.Predation by wild animals is compounded by the presence of tens of thousands of feral dogs that roam the country. These were once culled until animal rights groups put a stop to the practice.Young gazelles are particularly vulnerable to predators. The one pictured is protected in Jerusalem’s Gazelle Valley. (Amir Balaban)Rising predator numbers endanger fawns particularly during their first month after birth when they lie on the ground for most of the day with their mothers watching from afar. The researchers note that predators have learned to chase gazelles towards fences and other barriers, causing the frightened animals to often collide with them, and die or fall stunned, making them easy prey.In all, gazelle populations in the Golan Heights are probably at a standstill because of predation, the study finds. And, despite the fact that it is against the law, gazelle hunting continues at an estimated rate of 300 to 1,300 animals annually, based on information provided by arrested poachers. The animals are shot with firearms, chased by off-road vehicles or trained dogs, caught in iron foot-traps or noose traps (the latter mainly by migrant agricultural workers) and spotted by poachers using night-vision goggles. Poachers are seldom caught and convicted, and those that are receive small fines-and are seldom jailed, despite harsh laws that allow this punishment, the report says.Invasive plant species such as the Chinese Ailanthus altissima and the Australian blue-leafed wattle pose another, although as yet less serious, threat to gazelle habitats by preventing the germination or spread of annual plants that they like to eat.“Although Israel is the last stronghold of the endangered mountain gazelle, some populations are in decline and others are unable to reach their carrying capacity [maintain herd size], despite the species’ considerable reproductive potential,” the researchers conclude.Other than calling for more data to strengthen science-based policy, the study recommends four steps to improve gazelle conservation, some of which it says are already being explored or implemented by the Israel Nature and Parks Authority. The first involves a total ban on the creation of new human settlements or agricultural fields in areas of nature and greater restrictions on urban sprawl. In principle, this echoes the approach of national planners, who envisage increasing population density in urban areas to leave as much open space as possible. In practice, however, this is by no means always the case. The Lavan Ridge, slated for residential and commercial building, is home to mountain gazelle. (Dov Greenblat, Society for the Protection of Nature in Israel)-In just one example, a plan to build 5,250 residential units, 300 hotel rooms and commercial space on the picturesque Lavan ridge in southwest Jerusalem was approved last year, even after being shelved 12 years ago in the face of massive public protest.  The ridge is home to gazelles and other wildlife and local residents and nature lovers are once again mobilizing to take the decision to appeal. The issue is set to be discussed by the Knesset Internal Affairs and Environment Committee on June 23.The second recommendation is to reconsider subsidies that promote a high human-birthrate. This idea is still controversial in Israel, but is gaining momentum among environmentalists. The study calls for more efficient wildlife crossing points and for the relocation  of some gazelles to larger groups; for the reduction of human trash that feeds predator populations and the resumption of feral dog culling; for wildlife corridors to be built into regional and national plans so that herds can move around and be in contact with one another; for INPA teams to be trained and tasked with locating and stopping poachers; and for a change in the law to include obligatory minimum prison sentences for poaching, along with more educational programs in areas where poaching is particularly prevalent.A male acacia gazelle with a new fawn. (Eran Hyams, Israel Nature and Parks Authority)-Some 3,000 gazelles live in the Golan Heights and east of the national drainage divide in the Naftali Mountains, eastern Galilee, Yavniel Mountains, Ramot Yissachar and Gilboa Mountains, all places in northern Israel where human density is relatively low and where contact between herds is generally good.A further 850 live in the Judean foothills, the Jerusalem corridor, and around the city of Jerusalem, where human density is high and where herds are more cut off from one another. In addition to the Lavan Ridge campaign, residents of the northern Jerusalem neighborhood of Ramot have been battling the planners for years to protect Mitzpeh Naftoah, another home to mountain gazelles.Last week saw publication of the biennial Environmental Performance Index, which ranks 180 countries on environmental health and ecosystem vitality. On biodiversity and habitat, Israel came 122nd, just above Bangladesh and Sudan.

Police summon Temple Mount Waqf guard who detained a woman citing Jewish history-The Times of Israel-Mohammad Sanjalawy asked to clarify conduct in incident broadcast on Facebook Live, during which he dismissed Jewish connection to flashpoint site-By TOI staff-june 14,20-Today, 7:16 pm

I am out of police custody, update coming soon. Sorry for the mix up on anything post second temple era. That’s where my hobby ends.Update is in the comments.police summoned a Waqf security guard after he detained an Israeli woman for asserting that a Jewish temple had once stood on the Temple Mount in a Facebook Live video that she broadcast during a visit to the flashpoint holy site, law enforcement confirmed on Sunday. The security guard, Mohammad Sanjalawy, was summoned for clarification of his conduct during the Wednesday altercation, a police spokesman said, adding that no additional punitive measures would be taken. The Israeli woman, Shaina Hirsch, posted a live stream of her visit during which she explained the history of the Temple Mount, the current site of the Al-Aqsa Mosque. After several minutes of talking, she was approached by Sanjalawy, who can be heard telling her that she is “not allowed to talk about [the] temple here. You’re at a mosque.”I’m not allowed to say that there was a temple here?” she responded.“Exactly,” the guard of the Islamic authority that oversees the site said, also claiming that she was also not allowed to livestream her visit. The two proceeded to argue over whether Jewish temples had once stood at the compound, with Sanjalawy insisting that there “had been a mosque [there] since [the time of] Adam.”He went on to claim that Zionists “picked a land [around] 1940… and they said, this is the place we’re going to send the Jews because they were killed everywhere.”Sanjalawy then detained Hirsch for questioning.“They told me they would release me when I would stop telling lies. But I wasn’t telling lies,” Hirsch wrote in a blog post for The Times of Israel.“They told me they would release me if I myself could prove that there was anything up there from before a mosque.”“After some questioning, I was handed off to the Israeli police, who tried to keep a straight face as they told me I did nothing illegal, but that I had to respect the site and I couldn’t say that there had been a [temple] there,” she added.Located in the heart of Jerusalem’s Old City, the compound is revered by both Jews, as the site of the two Jewish temples, and Muslims, who call is Haram al-Sharif or the Noble Sanctuary, and is a site where large numbers of Palestinians often gather, especially for Friday prayers. It has long been a flashpoint between Israelis and Palestinians.Under an arrangement in place since Israel’s victory in the 1967 Six Day War, Muslims can enter and pray at the Temple Mount while non-Muslims are allowed to sometimes visit the site but not to pray there. Jews are allowed to enter in small groups during limited hours, but are taken through a predetermined route, are closely watched and are prohibited from worship or displaying any religious or national symbols, as well as various other restrictions. The Waqf, a Jordanian-appointed council, oversees Muslim holy sites in Jerusalem. It claims exclusive authority over the Temple Mount compound and says it is not subject to Israeli jurisdiction.

Putin says US protests show ‘deep-seated internal crises’-The Times of Israel-In swipe at Trump, Russian president claims Washington’s coronavirus response is failing because governors are openly challenging the president-By AFP-june 14,20-Today, 2:19 pm

MOSCOW, Russia — Russian President Vladimir Putin said Sunday that the US anti-racism protests were a sign of deep crises in the country, in his first comments on the situation.“What has happened is a sign of some deep-seated internal crises,” Putin said in an interview with Rossiya 1 television, asked to comment on events in the US in the recent days.He linked the unrest to the coronavirus pandemic, saying: “It shows there are problems. Things connected to the fight with the coronavirus have shone a spotlight on general problems.”The Russian television channel has posted an extract from the interview, to be broadcast in full Sunday evening, billed as Putin’s first interview since the start of the pandemic. He contrasted the virus situation in the US and Russia, saying that while “we are exiting the coronavirus situation steadily with minimal losses, God willing, in the States it isn’t happening that way.”Russia on Sunday confirmed 8,835 new virus cases, taking its total to 528,964, the third highest in the world, while the US has the largest number of cases by far at 2.07 million.Illustrative: US President Donald Trump, left, and Russian President Vladimir Putin arrive for a meeting in Helsinki, Finland, on July 16, 2018. (Brendan Smialowski/AFP)-Putin criticized a lack of strong leadership on the virus situation in the US, saying that “the president says we need to do such-and-such but the governor somewhere tells him where to go.”“I think the problem is that group interests, party interests are put higher than the interests of the whole of society and the interests of the people.”In Russia, “I doubt anyone in the government or the regions would say ‘we’re not going to do what the government says, what the president says, we think it’s wrong,'” Putin said of the virus strategy.

Cluster of balloons suspected of carrying explosives from Gaza lands in Israel-The Times of Israel-After months of relative calm along the frontier, terror groups in the Strip indicate they will resume low-level cross-border attacks-By Judah Ari Gross-june 15,20-Today, 2:00 pm

A cluster of balloons carrying a suspected explosive device that was apparently launched from the Gaza Strip landed outside the southern Israeli community of Tidhar on Sunday morning, local officials said. police sapper was sent to the scene to remove the suspicious object, a police spokesperson said.“Units closed off the area to prevent any injuries,” the spokesman said.It was the first such balloon-based cross-border attack in several months, though a small number of balloons without suspected explosives attached to them have been flown over the border during that time.IED/incendiary balloon landed near Tidhar, likely launched yesterday from Gaza pic.twitter.com/Otmu4ITHSu— Emanuel (Mannie) Fabian (@manniefabian) June 14, 2020-The incident came against the backdrop of growing threats by groups associated with terrorist organizations in the Strip to resume the practice of these airborne explosives and arson devices into Israel, having stopped in February as Israel and the Gaza-ruling Hamas terror group began negotiating a long-term ceasefire and prisoner exchange. In an interview with Palestinian television on Saturday, leading Palestinian Islamic Jihad member Ahmed al-Modallal indicated that terror groups were giving the praactice a green light, saying the balloons were being launched by “youths who are letting out their emotions and responding to their distressed lives in Gaza that have no horizon.”The generally restive Gaza border has been calm in recent months, following a large flareup in February in which Islamic Jihad fired dozens of rockets into southern Israel after the Israel Defense Forces killed one of its members as he was planting a bomb along the border. The IDF responded to the rocket attacks with a series of punishing airstrikes on the group’s bases in the Strip. In the interim three and a half months, Israel has been negotiating a long-term ceasefire agreement with Hamas, which has reined in the Islamic Jihad and other terror groups in the Strip throughout the process as well as the often violent demonstrations along the Gaza border. In recent days, however, Gaza terror groups have indicated they would restart the low-level violence along the border, including the protests.Israel has conducted three large operations against terror groups in the Gaza Strip in the past 12 years, as well as many shorter, multi-day exchanges.

Iran edging closer to nuclear bomb, Israeli defense officials assess – report-The Times of Israel-Officials said to tell Gantz Tehran hasn’t increased uranium enrichment during pandemic, but is still just 2 years away from bomb-By TOI staff-junje 15,20-    Today, 11:10 am

Israeli defense officials believe Iran hasn’t increased the pace of its nuclear enrichment in recent months, but nevertheless could be just two years from producing an atomic weapon, a report said Sunday. The Walla news site quoted the unnamed senior officials as saying Jerusalem estimates the Islamic Republic continues to enrich uranium at a four percent level, the same as when the coronavirus crisis hit earlier this year. However, the report said Defense Minister Benny Gantz has been presented with an assessment that Tehran is just six months away from producing all the components of an atomic bomb, and two years away from assembling such a bomb. The sources were quoted as saying that if Iran decides to hasten its enrichment, Israel would have to “reconsider” its reaction to the development and to the crumbling of the 2015 nuclear deal, with “all options” put on the table. They said that full attention was not being currently paid to the subject by US President Donald Trump’s administration, which is preoccupied with his reelection campaign.Still, the officials added that Trump’s term was very positive toward Israel and included security cooperation at levels not seen for decades. Some officials were said to fear that a change of power in Washington would set back Israel in its struggle against Iran. The International Atomic Energy Agency said in a report earlier this month that Iran was breaching the landmark pact and has for months blocked inspections at two sites where nuclear activity may have occurred in the past. The Vienna-based agency noted “with serious concern that, for over four months, Iran has denied access to the agency… to two locations.”Iran insisted Thursday that it was ready to resolve any issues with the UN nuclear watchdog, expressing “disappointment” over the IAEA’s report.Iran argues that the requests for access are based on “fabricated information,” accusing the United States and Israel of trying to “exert pressure on the agency.”Israel has claimed that its intelligence services have new information on Iran’s alleged previous nuclear weapons program. The IAEA has said that its access requests were based on “concrete information” that had been validated. The report is expected to be discussed at a meeting of the agency’s board of governors starting Monday. In a separate report, also to be discussed during the board meeting, the IAEA warned that Iran’s enriched uranium stockpile is now almost eight times the limit set in the nuclear deal the country signed with world powers in 2015.Iran has been progressively breaking restrictions laid down in the 2015 deal in retaliation for US withdrawal from the accord in 2018 and its subsequent re-imposition of sanctions.AFP contributed to this report.

Netanyahu, Gantz, Ashkenazi meet US envoy, amid differences on annexation-The Times of Israel-Israeli leaders sit down with David Friedman as PM’s planned July 1 start date for unilateral move nears; report says partial annexation or postponement of plan being weighed-By TOI staff-june 15,20-Today, 4:36 pm

Prime Minister Benjamin Netanyahu sat down Sunday with US Ambassador David Friedman, Defense Minister Benny Gantz, Foreign Minister Gabi Ashkenazi and Knesset Speaker Yariv Levin to discuss plans to unilaterally annex parts of the West Bank in accordance with the Trump administration’s peace plan.Friedman has met with all the senior politicians several times, though this may be the first summit when they are all present together to hash out the subject.Washington has reportedly been pressuring Netanyahu to only move ahead with the controversial move if Gantz and Ashkenazi agree, lending the step extra legitimacy as representative of an Israeli consensus. Gantz and Ashkenazi both publicly back US President Donald Trump’s “Peace to Prosperity” plan, but have not endorsed Netanyahu’s planned unilateral annexation of territory allocated to Israel under the proposal. Still, Gantz was last week quoted as telling settler leaders, “What’s being offered to you, take. As for the rest, you can deal with it later.”Channel 12 said several options were being discussed in what it called Sunday’s “fateful” meeting, including partial annexation or postponing the move.Prime Minister Benjamin Netanyahu, left, US Ambassador to Israel David Friedman, center, and then-Tourism Minister Yariv Levin during a meeting to discuss mapping extension of Israeli sovereignty to areas of the West Bank, held in the Ariel settlement, February 24, 2020. (David Azagury/US Embassy Jerusalem)Policymakers and diplomats in Washington are increasingly warning that the Israeli government’s plans to annex parts of the West Bank, backed by the US, would spark a crisis and damage the possibility of a two-state solution to the Israeli-Palestinian conflict. With Netanyahu’s July 1 start date fast approaching, multiple stakeholders in the conflict pleaded with the Trump administration and members of the US Congress last week to oppose Netanyahu’s vow to unilaterally extend Israeli sovereignty to the settlements and the Jordan Valley — the 30% of the West Bank allocated to Israel under the Trump peace plan. The American Israel Public Affairs Committee (AIPAC) told members of Congress last week that it has no objection to them criticizing Netanyahu’s annexation plans, according to the Jewish Telegraphic Agency. The pro-Israel lobby usually works assiduously to discourage any criticism of Israel.Under a coalition deal between Netanyahu and Gantz signed last month, the government can pursue annexation backed by the US starting July 1. The Trump administration has indicated it will not oppose Israeli moves to annex lands that would become part of the country under its peace plan, which conditionally envisions a Palestinian state on the remaining some 70 percent of the West Bank, pockmarked with Israeli settlement panhandles and enclaves.US President Donald Trump and Israeli Prime Minister Benjamin Netanyahu arrive for an event in the East Room of the White House at which Trump presented his Israeli-Palestinian peace proposal, January 28, 2020, in Washington. (AP Photo/Alex Brandon)-Netanyahu’s declared plan has been met with vociferous opposition in Europe, the Arab world and domestically, with warnings that it could add instability in the region, lead to further international isolation and damage Israel’s democratic character.Netanyahu and many on the Israeli right have defended the annexation moves as long-sought recognition of a reality on the ground after decades of settlement building and military rule of the West Bank, with peace efforts long moribund due to Palestinian intransigence.Israel’s Washington envoy Ron Dermer has been pushing the Trump administration to give Israel the green light to carry out its plan, fearing that his rival Joe Biden might block it if he’s elected inNovember, according to a Channel 13 report in May.While the State Department has said it is ready to recognize Israel’s annexation of parts of the West Bank, an official told The Times of Israel in April that the step should be “in the context of the Government of Israel agreeing to negotiate with the Palestinians along the lines set forth in President Trump’s Vision.” Well-placed sources told the Times of Israel earlier this month that the US was “highly unlikely” to back any unilateral annexation by Netanyahu’s July 1 target date, in part because the mapping process, a precondition for the move, is weeks if not months away from completion. The move, if enacted, would be a major turning point in the Israeli-Palestinian conflict, with Palestinians, foreign leaders, US lawmakers and veteran peace negotiators saying it would severely weaken the prospects of the internationally long-endorsed two-state solution.Eric Cortellessa contributed to this report.

Cars set alight over Jaffa plan to build homeless shelter on Muslim burial site-The Times of Israel-Municipality building also damaged in reported firebombing; city vows to go ahead with construction-By TOI staff-june 13,20-Today 300pm

A number of vehicles were set on fire and a building was firebombed in Jaffa overnight Friday-Saturday, according to the Israel Fire and Rescue Services, as the unrest continued over plans to build a homeless shelter on land discovered to have been an old Muslim burial site.According to the news site N12, 13 incidents of vandalism were recorded overnight including cars and trucks set on fire and a building belonging to the Tel Aviv-Jaffa municipality hit with a Molotov cocktail.Responding firefighters put out the fires at around 4:00 a.m. on Saturday, according to the report. The municipality issued a statement condemning the attack, saying that “the perpetrators of these acts were part of a small group that does not represent most of the residents of Jaffa, who have a great deal of trust in the municipality.” The city said these acts would not affect plans to build the homeless shelter and that these would go ahead “as the court has approved.”Police said officers were working to identify the perpetrators, whose “bullying behavior disturbs the daily routines of residents, endangers human lives and damages property.”Israeli police officers at a demonstration against the decision by the Tel Aviv Municipality to demolish an old Muslim burial ground which was discovered after plans had been made to build a new homeless shelter and commercial space at the site. June 12, 2020. (Tomer Neuberg/FLASH90)-Friday’s was the third protest over the building plans this week alone. On Wednesday, dozens of protesters took to the streets in Jaffa, clashing with police, setting trash cans on fire and throwing stones at officers. Four people were arrested. The demonstrations were smaller than those that erupted Tuesday when some 300 protesters clashed with police. A video released by police showed a Tel Aviv city bus with shattered windows stopped by the side of the road and riot police using stun grenades to disperse the rioters near Jaffa’s iconic clock tower. Police said the demonstrators also burned trash cans and some cars. Some reports said the violence started when police blocked the marchers and tried to disperse them with force. The dispute is over a site, known in Arabic as Maqbarat al-Is’aaf, Tel Aviv’s only known Muslim graveyard. According to court filings, the cemetery had gone unnoticed for many years before the Tel Aviv Development Fund decided to demolish an Ottoman-era one-story home which the nonprofit Gagon was using as an improvised homeless shelter.Litigants fought in court for over a year over whether or not the planned demolition would go forward; the city hoped to build a new and improved three-story shelter in place of the old one.Muslim citizens pray prior to a protest on June 12, 2020, against a decision by the Tel Aviv Municipality to demolish an old Muslim burial ground amid plans to build a new homeless shelter and commercial space at the site. June 12, 2020. (Tomer Neuberg/FLASH90)-Once bulldozers demolished the house, though, the bones of at least 30 people were discovered to have been buried in the structure. The Antiquities Ministry determined that the cemetery contained bones from the Ottoman period all the way back to the Hellenistic period. The Islamic Council built tombstones over each of the graves.Negotiations between the Council and the city over the site proved unsuccessful. The High Court of Justice subsequently ordered the construction halted so the matter could be adjudicated in court. The battle ended in January 2020, when a Tel Aviv court rejected claims by the Council to preserve the space. Judge Avigayil Cohen stated in her decision that the cemetery had not been used by the community for at least 100 years, and had been a public space since at least the 1940s without any legal objections. Moreover, none of the plaintiffs could claim a personal or familial connection to the remains.“The project’s construction is a response to public need, and uses land which has not be used as a cemetery for over 100 years, and the Muslim community never before treated it as possessing holiness or having a religious affinity,” Cohen wrote.Cohen’s arguments, however, do not seem to have convinced some Jaffa residents, who objected strongly to the destruction of the structure from the start.“The Muslim community in Jaffa in general and all of the city’s residents have no problem with the homeless project, and it’s appropriate to find a physical location for it, but not over a Muslim cemetery,” Tel Aviv city council member Amir Badran told the Haaretz daily.Sheikh Kamal Khatib, the deputy chief of the banned Northern Branch of the Islamic Movement in Israel, addressed demonstrators at the protest. While the movement’s southern branch is seen as relatively moderate, the Northern Branch is understood to have ties to terrorist groups such as Hamas. The Northern Branch was outlawed in 2015, and Khatib has been arrested numerous times by police for incitement to violence.“Our battle for this cemetery is no different than our battle for al-Aqsa,” Khatib said at the protest, referring to the mosque on the Temple Mount in Jerusalem. “For almighty God in his wisdom made of this whole land a waqf,” or holy site.

ICC must up its game to survive after US onslaught, activists say-The Times of Israel-Criminal law professor says court’s future lies in prosecuting ‘powerful countries like the US, Israel, Russia and the United Kingdom’By Jan Hennop and Charlotte Van Ouwerkerk-june 12,20-Today, 3:19 pm

THE HAGUE, Netherlands (AFP) — The International Criminal Court must step up to ensure its survival after US President Donald Trump authorized sanctions against the tribunal over an Afghan war crimes probe, experts said Friday.Trump’s administration on Thursday unleashed an unprecedented onslaught against what it branded a “kangaroo court,” subjecting ICC officials to asset freezes and travel bans if they target US personnel. The move escalates longstanding US opposition to The Hague-based court, which is battling its own poor track record of convictions, lack of support from the world’s largest powers and internal disputes over pay.But analysts and rights groups urged the under-fire ICC — set up in 2002 to prosecute the world’s worst crimes — to continue its work with renewed vigor if it wants to cement its legitimacy.“I believe that the future of the court depends on its willingness to prosecute the ‘hard cases’ involving powerful countries like the United States, Israel, Russia and the United Kingdom,” William Schabas, international criminal law professor at Leiden University, told AFP.“For too long its work has been directed at developing countries and pariah states. Delivering equal justice for all means that it can tackle the strong as well as the weak.”‘Unprecedented’ measures-The United States — like Russia, China, Israel, Syria and a number of other countries — is not a member of the ICC, and its opposition to the court is longstanding. In 2002 the US Congress even passed the so-called Hague Invasion Act allowing the US president to authorize military force to free any US personnel held by the ICC — in theory making an invasion of Dutch shores a possibility. But the Trump administration has now gone further, preemptively targeting the court over any attempt to prosecute US personnel over alleged war crimes in Afghanistan, or its ally Israel over the situation in the Palestinian territories.US Attorney General Bill Barr said Thursday’s steps were just the first against a “corrupt” institution that he accused, without giving evidence, of being manipulated by Russia.Personal sanctions by Washington are “unprecedented,” said Carsten Stahn, program director at Leiden University’s Grotius Centre for International Legal Studies in The Hague.“They may complicate the investigations and seek to discredit not only individuals but the institution as such. It is thus important that other states speak up clearly to support the independence of the court,” Stahn told AFP.Rights groups, too, have called on the ICC’s 123 member states to reaffirm its support for the tribunal, a court of last resort for war crimes and crimes against humanity if countries were unwilling or unable to prosecute suspects themselves.“It is now upon ICC member states to translate their statements of support into action,” said Amal Nassar, the International Federation for Human Rights’ representative at the ICC.“This includes full cooperation with the court in its investigations, adequate resources, and a clear signal that ICC staff, their families, human rights defenders and legal professionals can count on their support and protection,” Nassar said.‘Wave of solidarity’But the virulent US opposition against the ICC might have a counter-productive effect, Stahn said.“Curiously, the US political attacks may backfire in the sense that they may create a new wave of solidarity at a time where the ICC is undergoing internal reform efforts,” he said. Its governing body, the Assembly of States Parties, in particular “is now asked more than ever to reaffirm the core principles of the ICC,” said Stahn.Stahn, however, said he did not believe the sanctions would threaten the court’s existence. The ICC has started a new set of prosecutions which included the surrender of Ali Kushayb, a Janjaweed militiaman accused of war crimes committed in Sudan’s Darfur region in 2003-2004.“In some situations, ICC investigations may also serve US interests,” he said.

Iconic Haifa oil refinery tower collapses-The Times of Israel-Environment minister says fall of cooling tower a ‘significant symbol’ of new beginning for Israel’s most polluted city-By TOI staff-june 12,20-Today, 2:46 pm

One of Haifa’s iconic oil refinery towers collapsed on Friday morning, taking a chunk out of the coastal hub’s industrial skyline in what the environment minister said was a symbol of a new start for Israel’s most polluted city. The BAZAN Group, the crude oil company that owns the refinery, said in a statement that the pair of cooling towers had not been used since 2009 and that the collapse of one took place after an internal wall fell down a day earlier. The group said it was “taking all steps, including consulting with engineering and planning experts, to study the event.”No injuries were reported.Environmental Protection Minister Gila Gamliel tweeted that the incident was a “significant symbol of the beginning of the end” for the factories that have polluted the Haifa Bay area for decades.“This collapse happened accidentally but next time it will be deliberate,” Gamiel vowed, saying that “Haifa’s residents deserve a healthy environment.”

UN says Iran arms used in attack on Saudis, Tehran may have breached 2015 deal-The Times of Israel-anian weapons, missile parts seized by US in recent months may have been moved ‘in manner inconsistent’ with resolution endorsing nuke deal-By Edith M. UNITED NATIONS (AP) — The United Nations says it has determined that Iran was the source for several items in two arms shipments seized by the United States and for debris left by attacks on Saudi Arabia’s oil installations and an international airport, according to a new report.UN Secretary-General Antonio Guterres said some of the items seized by the US in November 2019 and February 2020 “were identical or similar” to those found after the cruise missiles and drone attacks on Saudi Arabia in 2019.He said in a report to the UN Security Council obtained Friday by The Associated Press that some items seized by the US in international waters off Yemen are not only Iranian but may have been transferred “in a manner inconsistent” with the council resolution that endorsed the 2015 Iran nuclear deal. The secretary-general was reporting on the implementation of the 2015 resolution enshrining the nuclear agreement aimed at preventing Iran from developing nuclear weapons. It includes restrictions that took effect on Jan. 16, 2016, on transfers to or from Iran of nuclear and ballistic missile material as well as arms. The Security Council is scheduled to discuss the resolution’s implementation on June 30, and the US is expected to press for the UN arms embargo against Iran, which is part of it, to be extended indefinitely before it expires in October. In this September 20, 2019, file photo, taken during a trip organized by the Saudi information ministry, workers fix the damage in Aramco’s oil separator at a processing facility after the September 14 attack blamed on Iran in Abqaiq near Dammam in the Kingdom’s Eastern Province. (AP Photo/Amr Nabil, File)-Iran’s UN Mission responded to the report Friday saying: “Iran categorically rejects the observations contained in the report concerning the Iranian connection to the export of weapons or their components that are used in attacks on Saudi Arabia and the Iranian origin of alleged US seizures of armaments.”Its statement said the UN “lacks the capacity, expertise, and knowledge to conduct such a sophisticated and sensitive investigation,” adding that the report reproduces exact claims by the United States. “In essence, the US is sitting in the driver’s seat to shape the so-called ‘assessment’ regarding the Iranian connection to the attacks,” Iran said.President Donald Trump withdrew the United States from the nuclear agreement in May 2018 and re-imposed US sanctions that had been eased or lifted. American officials contend Iran is working to obtain nuclear-capable missiles, which the Iranians deny.US President Donald Trump signs a Presidential Memorandum withdrawing from the Iran nuclear deal from the Diplomatic Reception Room of the White House, on May 8, 2018. (AP Photo/Evan Vucci)-The nuclear agreement is still supported by the five other parties — France, Britain, Russia and China, which are all veto-wielding Security Council members, and Germany, which is currently serving a two-year term on the council.According to Guterres report, the arms shipments seized by the US were assessed by the UN Secretariat to include parts of anti-tank guided missiles from Iran with 2016, 2017 and 2018 production dates as well as thermal weapon optical sights with design characteristics similar to those produced by an Iranian company, and a computer keyboard with Farsi markings associated with an anti-ship missile.Guterres said UN experts also assessed that sections and components of cruise missiles recovered by the US from the sites of attacks on Saudi Arabia’s Abha International Airport in June and August 2019 and on Saudi Aramco oil facilities at Abqaiq and Khurays in September 2019 “are of Iranian origin.”Illustrative: The Saudi military displays what they say are an Iranian cruise missile and drones used in recent attacks on its oil industry at Saudi Aramco’s facilities in Abqaiq and Khurais, during a press conference in Riyadh, Saudi Arabia, September 18, 2019. (AP Photo/Amr Nabil, File)-As for the delta-wing drones used in attacks on Saudi oil facilities in May and September 2019, Guterres said, “the Secretariat assesses that the un-crewed aerial vehicles and/or parts thereof used in the two attacks are of Iranian origin.”The report also links Iranian material from the US seizures and the Saudi attacks.Guterres said the UN is also reviewing information in an Israeli letter last month on imagery of four Iranian anti-tank guided missiles “being employed in Libya” and information provided last month by Australia on its June 2019 seizure of arms from a dhow in international waters off the Gulf of Oman. The UN’s atomic watchdog agency said earlier this month that Iran has continued to increase its stockpiles of enriched uranium above limits in the agreement and remains in violation of its deal with world powers. In his report, Guterres reiterated strong support for the Iranian nuclear agreement and expressed regret for the US withdrawal and Iran’s actions since July 2019 to stop performing its nuclear commitments. He urged all countries “to avoid provocative rhetoric and actions that may have a negative impact on regional stability.”The secretary-general said the Trump administration’s imposition of sanctions on Iran since 2018 remains “contrary to the goals” in the nuclear deal and the UN resolution endorsing it, and may also impede Tehran’s ability to implement some provisions of the agreement and the resolution.Illegal weapons seized by the US Navy in the Arabian Sea, Feb. 9, 2020. (US Navy/Mass Communication Specialist 2nd Class Michael H. Lehman)-He urged Iran to return to the agreement’s requirements and to “urgently address” concerns raised by the United Kingdom, Germany and France in relation to the 2015 resolution. The three countries urged Guterres in a letter in December to inform the Security Council that Iran’s ballistic missile activity is “inconsistent” with a provision in the resolution calling on Iran “not to undertake any activity related to ballistic missiles designed to be capable of delivering nuclear weapons.”The provision does not require Tehran to halt such activity, and the Iranian government insists all its missile activities are legal and not nuclear-related.On Jan. 14, France, Germany and the UK announced that they had referred Iran’s actions violating limits in the nuclear agreement to the deal’s dispute resolution mechanism.Guterres urged all parties to the agreement “to resolve all differences” within that mechanism.

Iran asks France to analyze Ukraine flight black boxes, probe officials say-Accident agency denies it has been contacted, but says it is ‘ready to look at any request’; Canada has urged Tehran to hand over black boxes to Ukraine or France for analysis-By AFP-june 13,20-Today, 4:06 am

Iran has asked France to decrypt the black boxes from downed Ukraine International Airlines Flight 752, sources close to the investigation said Friday. The Iranian envoy to the International Civil Aviation Organization (ICAO) in Montreal said the Islamic Republic had enlisted the help of France’s BEA air accident agency to download and read the data on the flight recorder, the sources said.BEA denied to AFP that it had been asked — but added that it was “ready to look at any request” from Iran.Iran has admitted that it mistakenly shot down the Kiev-bound jetliner on January 8, killing 176 people. The disaster unfolded as Iran’s defenses were on high alert in case the US retaliated against Iranian strikes hours earlier on American troops stationed in Iraq — which were themselves in response to the US assassination of a top Iranian commander. The black boxes are expected to contain information about the last moments before the aircraft was struck by a ground-to-air missile and crashed, shortly after taking off from the Tehran airport. Many of the passengers were Canadians. For months, Ottawa has been calling on Iran, which does not have the technical capabilities to extract the fight data, to hand over the black boxes to Ukraine or France for analysis. The Iranian official news agency IRNA reaffirmed at the beginning of June that authorities were prepared to do so, but warned that the badly damaged devices may not advance the investigation.

Iranian authorities have escalated their persecution of the Baha’i community, targeting at least 77 individuals across the country in recent weeks, despite a potential second wave of coronavirus infections hitting the country, according to a global organisation representing the faith. At least 77 Baha’is across eight Iranian provinces have been arrested, summoned to court, tried, sentenced and imprisoned in the last month “under baseless accusations and for no reason other than a deep-seated antagonism to the Baha’i Faith”, the Baha’i International Community (BIC) said. The Baha’i faith, which was originally founded in Iran, is seen as heretical by the Islamic Republic. Baha’i shops and cemeteries have been vandalised and some of its followers blocked from universities and jobs.“Bahai’s are used to persecution, however, this is almost unprecedented numbers in the matter of a month,” Bani Dugal, Principal Representative to the United Nations for the BIC, told the Telegraph. While dozens of religious and political groups have been hurt by the Islamic Republic’s 41-year rule of Iran, the Baha’is are widely considered to be one of the most persecuted as they are not officially recognised as a religious minority.Dozens of Baha'is were killed or jailed in the years immediately following the Islamic revolution in 1979. Billions of dollars worth of land, houses, shops were seized in the following years by various Iranian organizations, including Setad, the organisation overseen by Iran's Supreme Leader, Ayatollah Ali Khamenei.“In March, 20 Baha’is were released in the wake of coronavirus," said Ms Dugal. "We wanted all of them released as they are there purely for political reasons."Now they’re resummoning a number of people to return to prison despite the situation not improving in terms of the virus. There’s absolutely no justification for these arrests - it’s just another means of harassing the Bahai’s.”New infections in the Islamic Republic averaged at more than 3,000 a day in the first week of June.“When they are summoned they have to travel on public transportation, which is subjecting them to greater risk,” she added. The prospect of imprisonments is prompting health concerns from the group as Iran is facing a severe uptick in coronavirus infections. According to Ms Dugal, some of those who have been sentenced are elderly and at great risk if imprisoned.Iran has also recently ramped up a public defamation campaign, according to the group, with an “increasingly coordinated spread of disinformation about their beliefs” across state media.
