The commander of the IDF spokesperson’s unit will enter quarantine after being exposed to a coronavirus carrier, the military said Thursday.According to the Israel Defense Forces, Brig. Gen. Israel expects a decision by the International Criminal Court in the next few days on whether it has jurisdiction to launch a war crimes probe against Israel and the Palestinians, an unnamed Israeli diplomatic official told multiple Hebrew-language news outlets Thursday.The reports said Israel had begun preparing for such an announcement, which could come as early as this weekend. The response was being overseen by a team including officials from the National Security Council, the justice and foreign ministries, and the international department of the IDF military prosecution.Israel had the option of submitting its position on the matter to the ICC but chose not to, “out of a fundamental view that the court has no authority to carry out the investigation,” the official was quoted as saying.A pretrial chamber of three judges at the ICC has been considering for several months now whether the court can legally launch a criminal investigation into suspected war crimes committed in the Palestinian territories.Israel has long argued that the ICC has no jurisdiction over the case, as there is no sovereign Palestinian state that could delegate to the court criminal jurisdiction over its territory and nationals.The court’s chief prosecutor, Fatou Bensouda, has said she believed the court does have jurisdiction. While Ireland enjoys a robust relationship with Israel, with its foreign minister visiting the Jewish state four times in the past three years, it has also gained a reputation as Jerusalem’s fiercest critic in the European Union.In 2018, Dublin’s city council passed resolutions endorsing the boycott of Israel and a year later, the second of Ireland’s two houses of parliament advanced legislation that would criminalize the import of Israeli settlement goods.The Irish public’s strong allegiance to the Palestinian people and fervent opposition to the settlement movement has made the country a top candidate to come out with one of the more forceful responses to Israeli plans to annex large parts of the West Bank.But in a Wednesday interview with The Times of Israel, Ireland’s envoy to the Jewish state rather purposefully avoided giving any ultimatums, stressing Dublin’s desire for a united international response to annexation even though it will almost certainly fall short of the unforgiving reaction many on the Irish street are seeking.“We see annexation as a breach of international law that is dangerous and requires a response,” said Ambassador Kyle O’Sullivan. “But we don’t issue threats, we don’t issue warnings.”‘We don’t rely on threat of force’Prime Minister Benjamin Netanyahu has vowed to annex as much as 30 percent of the West Bank, including all Israeli settlements as well as the Jordan Valley. Eleven months after the security cabinet, in a rare decision, approved granting 700 building permits to Palestinians in Israeli-controlled Area C of the West Bank, an examination by The Times of Israel found that only a handful of such approvals have been issued.The top ministerial body’s debate on the matter last July — under the former interim government — was highly charged, with several of its more hardline members opposing what they called a “reward” for illegal construction carried out by Palestinians in the most sensitive area of the West Bank.Palestinians say they have little choice but to build illegally in Area C, which makes up 60 percent of the West Bank because as opposed to settlers, Israeli authorities rarely grant them permits. Between 2016 and 2018, just 21 of the 1,485 Palestinian applications for construction permits in Area C were approved by the Defense Ministry.Israel is currently weighing plans to annex as much as half of Area C, where nearly all of its 450,000 settlers live, and is hoping to do so without including the long-neglected villages where some 150,000 Palestinians are believed to live.Then-Transportation Minister Betzalel Smotrich arrives for the weekly cabinet meeting, at the Prime Minister’s Office in Jerusalem, on June 24, 2019. Prosecutors on Wednesday filed charges against a Gazan electrician accused of firing missiles at Israel and supplying the power for the Hamas terror group’s cross-border tunnels into the Jewish state.

According to the indictment filed at the Beersheba District Court, Fadi Qadas, 32, was in the service of the terrorist group for 15 years, supplying it with electronic parts and guidance, including during the 2014 and 2012 wars against Israel.Qadas was arrested by Israeli forces last month, but details of his detention are barred from publication.The charges attributed to Qadas include nine counts of various terror charges, including membership in a terror group, service for a terror group and arms dealing.He is accused of firing hundreds of missiles and mortar shells at Israel on behalf of Hamas, including 107 missiles in rapid succession during a 2017 flare-up that sought to overwhelm the Iron Dome anti-missile system.Qadas was also responsible for powering the Hamas tunnels dug underneath the border with Israel, according to the charge sheet, and supplied gas balloons for airborne arson attacks on Israel in recent years.The indictment said the Gazan man was paid for his services by Hamas. Egypt initiated the meeting to discuss the crisis in Libya.Such an illegitimate step will obligate Israel to bear the responsibilities in occupied land as an occupying power according to the Fourth Geneva Convention,” Abbas said.The Geneva Conventions lay out the responsibilities of an occupying power and are often used as the legal basis for declaring Israeli settlement building illegal. They also stipulate, among other requirements, that an occupying power must provide “medical and hospital establishments and services” and take charge of providing for the education of children of those living in the occupied zone.Such a statement could mean the end of the Palestinian Authority as it is currently constituted.
