Minneapolis lawmakers vow to disband police department in historic move-[The Guardian]-Sam Levin in Los Angeles-June 7, 2020

The Minneapolis city council has pledged to disband the city’s police department and replace it with a new system of public safety, a historic move that comes as calls to defund law enforcement are sweeping the US. Speaking at a community rally on Sunday, a veto-proof majority of council members declared their intent to “dismantle” and “abolish” the embattled police agency responsible for George Floyd’s death – and build an alternative model of community-led safety. The decision is a direct response to the massive protests that have taken over American cities in the last two weeks, and is a major victory for abolitionist activists who have long fought to disband police and prisons.“In Minneapolis and in cities across the US, it is clear that our system of policing is not keeping our communities safe,” said Lisa Bender, the Minneapolis city council president, at the event. “Our efforts at incremental reform have failed, period. Our commitment is to do what’s necessary to keep every single member of our community safe and to tell the truth: that the Minneapolis police are not doing that. Our commitment is to end policing as we know it and to recreate systems of public safety that actually keep us safe.”Nine council members announced their support and represent a supermajority on the 12-person council, meaning the mayor, who earlier this weekend opposed disbanding the department, cannot override them. The remaining three council members are broadly supportive of the effort as well, but were not ready to sign on, activists said. While the mayor has oversight over the police, the city council has authority over the budget and policy, and could work to dismantle the department through cuts and ordinances.The formal effort to abolish a major-city police department in America and replace it with a different model of safety would have been unthinkable even weeks ago and is a testament to the impact of the protests that began with Floyd’s death on 25 May. The unarmed 46-year-old was killed by Minneapolis police when an officer kneeled on his neck for nearly nine minutes as he pleaded for him to stop. Four officers now face criminal charges.“This is a moment that’s going to go down in history as a landmark in the police and prison abolition movement,” said Tony Williams, a member of MPD150, a Minneapolis group whose literature on building a “police-free future” has been widely shared during the protests. “There’s a groundswell of support for this. People are grounded in the history of policing in a way that has never happened before. It’s visible that police are not able to create safety for communities.”The council members are expected to face opposition from law enforcement officials and the police union, though activists emphasize that the veto-proof majority has the authority to move forward regardless of opposition. “It’s pretty clear the political will is here, and they can’t stop it,” said Williams, noting that even if police officers opposed the move, a vast majority of them live outside Minneapolis and cannot vote on their elected leaders. Spokespeople for the Minneapolis mayor did not immediately respond to inquiries on Sunday. The police department declined to comment.After Minneapolis’s mayor, Jacob Frey, would not commit to abolishing the police at a demonstration on Saturday, protesters shouted, “Go home, Jacob!” and “Shame!” until he left. There are a handful of examples of governments disbanding troubled local police agencies in the US over the years, though the authorities have had other regional law enforcement entities take over policing.Police reforms around the country-While the effort in Minneapolis is the most radical, a number of other US mayors and local leaders have reversed their positions on police funding. The mayor of Los Angeles said he would look to cut as much as $150m from the police this week, just days after he pushed forward a city budget that was increasing it by 7%.Following days of protests and widespread accounts of police misconduct in New York City, Mayor Bill de Blasio said on Sunday that some funding would be moved from the police to “youth initiatives and social services”. Some council members and others, however, have been pushing for a $1bn divestment from the NYPD. “The details will be worked out in the budget process in the weeks ahead, but I want people to understand that we are committed to shifting resources to ensure that the focus is on our young people,” De Blasio said. “And I also will affirm while doing that, we will only do it in a way that we are certain continues to ensure that this city will be safe.” De Blasio also announced that enforcement of regulations involving street vendors – many of whom are persons of color and, or immigrants – should not be handled by police. “Civilian agencies can work on proper enforcement and that’s what we’ll do going forward,” he said. In Philadelphia, Baltimore, Washington DC, San Francisco and other cities, local policymakers have expressed support for some form of defunding or opposing police budget increases in the last week. For years, abolitionist groups have advocated for governments to take money away from police and prisons and reinvesting the funds in other services. The basic principle is that government budgets and “public safety” spending should prioritize housing, employment, community health, education and other vital programs, instead of police officers. Advocates for defunding argue that recent police reform efforts have been unsuccessful, noting that de-escalation training, body cameras and other moves have not stopped racist brutality and killings. Police in America kill more people in days than many other countries do in years. Amid the current protests, abolitionist groups have put forward concrete steps toward dismantling police and prisons, arguing that defunding police is the first move, and that cities need to remove police from schools, repeal laws that “criminalize survival” such as anti-homelessness policies, provide safe housing for people and more. Colleges, public school systems, museums and other institutions have also increasingly announced plans to divest from police.The Minneapolis announcement could inspire other cities to follow, Williams said: “I do believe we are on the precipice of a major global shift. Foreign students enrolled in Israeli universities have begun trickling back into the country under recently eased Interior Ministry guidelines, even as their counterparts enrolled in yeshivas here have had their permission to return suddenly rescinded, leading to confusion and anger.At universities across the country, administrators have established special quarantine facilities to allow returnees — primarily graduate students, postdocs and medical students with still-valid visas — to spend their government-mandated two-week seclusion period on campus in line with regulations published by the Interior Ministry on May 25.Many students had returned to their home countries during the early stages of the COVID-19 pandemic.The new regulations initially applied to universities, academic colleges and yeshivas as well as various MASA and Naaleh programs. Some students have already been through that process and have returned to their studies and their apartments/dorms.”However, because of the scarcity of international flights, he said, the university has begun shifting as much of its curriculum online as possible.At the Hebrew University in Jerusalem, administrators have turned approximately 23 rooms in the Mount Scopus campus’s Maiersdorf Faculty Club into a temporary coronavirus hotel.“We made a list of places from which they can order food and which are able to bring the food or groceries,” said Hebrew University International Liaisons coordinator Limor Levy.“The process of working with the Interior Ministry began two-three weeks ago and since they started the process it works really well.”Most of those returning are postdocs and doctoral students engaged in research and lab work which requires a physical presence on campus, she explained. BERLIN (AP) — A man has been arrested in Germany after allegedly threatening an attack on Muslims, citing the assailant who attacked mosques in New Zealand last year, prosecutors said Monday.The 21-year-old from the northern city of Hildesheim is suspected of announcing his intention to carry out an attack “with multiple dead” in an internet chat on Friday, prosecutors in Celle said in a statement.He was detained on Saturday. Investigators found weapons at his apartment that he had apparently acquired to carry out an attack and “data files with radical right-wing contents,” prosecutors said. The suspect’s name was not released.A judge on Monday ordered him kept in custody on suspicion of disturbing the peace by threatening crimes and of financing terrorism, a count that prosecutors said stems from the weapons.The investigation so far indicates that the man had long considered carrying out an attack to garner worldwide media attention, according to prosecutors.They said that, in the chat, he mentioned the man who attacked two mosques in Christchurch, New Zealand, and killed 51 people in March 2019, and said he wanted to do something similar. He said that his aim was “to kill Muslims,” according to the statement.

Cristobal finally made landfall yesterday evening in southeast Louisiana as a weak Tropical Storm with winds of up to 50 mph.The highest wind gust recorded on the surface was up to 57 mph off the coast of Alabama.The highest storm surge with this storm was 5.3 feet in Louisiana and 4.3 feet in Mississippi.The highest rainfall total was in northern Florida with up to 13 inches of rain between Tallahassee and Jacksonville. Another 7 inches of rain fell in Alabama and Mobile got 5.56 inches of rain which broke a daily rainfall record for the city.There were 9 reported tornadoes over the weekend in Florida in the outer bands of Tropical Storm Cristobal and damage was reported in Orlando after a tornado touched down in the city.This morning, Cristobal does not look healthy and is now a dying tropical system that is transitioning to an extra-tropical storm system. The National Hurricane Center is still calling it a Tropical Depression but probably for not much longer.As remnants of Cristobal move north, heavy rain will spread with it into the Mid- and Upper Mississippi River Valley as 10 states are currently under flood alerts this morning.Up to 4 inches of rain could fall in the Heartland with higher amounts are possible locally.In addition to rain, strong winds are expected in the Great Lakes on Tuesday and Wednesday as Cristobal transitions to a mid-latitude storm.Cristobal weakening as it moves inland, heavy rain and strong winds from Gulf Coast to Great Lakes originally appeared on abcnews.go.com

Police on Friday backtracked on a ban for a rally in Tel Aviv against Israel’s annexation plans, saying the protest can go ahead Saturday evening if social distancing regulations are maintained.According to the Haaretz daily, organizers have pledged to mark up the city’s iconic Rabin Square so that demonstrators stand separated, and have pledged to avoid blocking surrounding roads and to limit the number of participants to 2,000. It was unclear how this could be enforced.The event, titled, “No to the occupation, no to annexation, yes to democracy,” will kick off with a march from the Tel Aviv Art Museum to the square.The event was banned by police on Thursday, who said that current virus regulations did not permit marches despite there being no such clause in the rules. The location and condition of over 350 Jewish heritage sites in Iraq and Syria have been identified by a major new research project. But most of them are said to be ruined or nearly so, often because of neglect or redevelopment work.The 18-month study conducted by the Jewish Cultural Heritage Initiative (JCHI) catalogues and assesses sites from antiquity to the present day in once-vibrant centers of Jewish life in the Middle East.But an accompanying report published this month warns that nearly 90 percent of the sites in Iraq – and more than half of those in Syria – are beyond repair or in a very bad condition.It also identifies four Iraqi sites where it believes “emergency relief” could be critical to preserving them. They include the last functioning synagogue in the country and a Baghdad cemetery where the remains of Jews who were publicly hanged in the 1960s on charges of spying for Israel are buried.The JCHI is a collaboration between the London-based Foundation for Jewish Heritage and the American Schools of Oriental Research. The study was led by Dr. Darren Ashby and Dr. Susan Penacho of the US institution’s Cultural Heritage Initiatives. In Iraq, researchers gave 89% of sites its lowest preservation rating of “no return” or determined that nothing definite could be found on its present state. The researchers believe the overwhelming majority of heritage sites classified as “no information” are likely to be in a very bad condition or beyond repair.In Syria, 53% of sites are tagged as “no return” or “no information.”Of the 11% confirmed as still standing in Iraq, nine sites are categorized as “poor” and 12% as “very bad”, the researchers say. Ten sites are listed as in a “fair” or “good” condition.”In Syria, 27 sites are tagged as being in a “fair” of “good” condition, while six are categorized as “poor” or “very bad.”In all, 68 Iraqi sites are deemed as “no return” and no information was available for 198 sites. This, the report argues, led to “the protection of Jewish heritage in the major cities of Damascus and Aleppo despite the absence of a Jewish community dedicated to their preservation.”The picture in Iraq, the researchers continue, was somewhat different. “Nearly all Iraqi Jews left Iraq by the mid-1970s and most communal Iraqi Jewish built heritage passed into the control of the Iraqi state, which neglected it, repurposed it, or passed it on to private individuals for their own use or redevelopment.“As a result, most Iraqi heritage has deteriorated significantly, been substantially modified, or been torn down completely,” state the authors.
