As countries reopen economies, new virus cases threaten second wave-The Times of Israel-countries reopen economies, new virus cases threaten second wave-Russia begins easing lockdown rules despite reporting more than 10,000 new coronavirus cases every day for over a week; India reopens rail network despite surge in infections-By Michael MAINVILLE-MAY 12,20-Today, 4:33 pm

Moscow, Russia (AFP) — World powers including Russia and India pushed on with easing coronavirus restrictions on Tuesday, despite upsurges in infections in parts of the world and warnings of a second wave epidemic.Chinese authorities, meanwhile, moved to test the entire 11-million strong population of the city of Wuhan, cradle of the global pandemic, after new cases were reported there. In Russia, the government began to gradually ease lockdown rules, after reporting more than 10,000 new cases of the novel coronavirus every day for over a week. And in India, the giant railway network ground back to life, in defiance of a recent surge in the number of infections, with 3,600 recorded on Monday, just below Sunday’s record tally.Indians line up to board trains outside New Delhi railway station in New Delhi, India on May 12, 2020. (AP Photo/Manish Swarup) Various economic and social lockdowns have paralyzed much of the global economy, and many areas are now cautiously moving back to work, but world markets were trading cautiously amid fears of a second wave epidemic.Warning of ‘needless suffering’The United States — where at least 80,000 people have died — has the world’s highest caseload, but US President Donald Trump is keen to reopen the economy quickly amid soaring job losses. He faces resistance, however, and Washington’s top epidemiologist Anthony Fauci has warned of “needless suffering and death” if Americans return to work and group leisure activities before the pandemic is under control.

MIGRATING BIRDS IN ISRAEL EATS HUMANS FLESH FOR COMING AGAINST ISRAEL-JERUSALEM

EZEKIEL 38:1-23
1 And the word of the LORD came unto me, saying,
2 Son of man, set thy face against Gog,(RULER) the land of Magog,(RUSSIA) the chief prince of Meshech (MOSCOW) and Tubal,(TOBOLSK) and prophesy against him,
3 And say, Thus saith the Lord GOD; Behold, I am against thee, O Gog,(LEADER OF RUSSIA) the chief prince of Meshech(MOSCOW) and Tubal:TOBOLSK)
4 And I (GOD) will turn thee back, and put hooks into thy jaws,(GOD FORCES THE RUSSIA-MUSLIMS TO MARCH) and I will bring thee forth, and all thine army, horses and horsemen, all of them clothed with all sorts of armour, even a great company with bucklers and shields, all of them handling swords:
5 Persia,(IRAN,IRAQ) Ethiopia, and Libya with them; all of them with shield and helmet:
6 Gomer,(GERMANY) and all his bands; the house of Togarmah (TURKEY) of the north quarters, and all his bands: and many people with thee.(AFRICAN MUSLIMS,SUDAN,TUNESIA ETC)
7 Be thou prepared, and prepare for thyself, thou, and all thy company that are assembled unto thee, and be thou a guard unto them.
8 After many days thou shalt be visited: in the latter years thou shalt come into the land that is brought back from the sword, and is gathered out of many people, against the mountains of Israel, which have been always waste: but it is brought forth out of the nations, and they shall dwell safely all of them.
9 Thou shalt ascend and come like a storm, thou shalt be like a cloud to cover the land, thou, and all thy bands, and many people with thee.(RUSSIA-EGYPT AND MUSLIMS)
10 Thus saith the Lord GOD; It shall also come to pass, that at the same time shall things come into thy mind, and thou shalt think an evil thought:
11 And thou shalt say,(RUSSIA-ARAB-MUSLIMS) I will go up to the land of unwalled villages;(ISRAEL) I will go to them that are at rest, that dwell safely, all of them dwelling without walls, and having neither bars nor gates,
12 To take a spoil,(OIL IS IN SPOIL) and to take a prey; to turn thine hand upon the desolate places that are now inhabited, and upon the people that are gathered out of the nations, which have gotten cattle and goods, that dwell in the midst of the land.
13  Sheba, and Dedan,(SAUDI-ARABIA) and the merchants of Tarshish,(SPAIN) with all the young lions thereof,(ENGLAND,AND ALL ITS ASSOCIATES-CANADA,AUSTRALIA-NEW ZEALAND, USA, AND WESTERN ENGLISH SPEAKING NATIONS) shall say unto thee, Art thou come to take a spoil? hast thou gathered thy company to take a prey? to carry away silver and gold, to take away cattle and goods, to take a great spoil?(OIL IS IN SPOIL-I BELIEVE THATS WHY RUSSIA,ARAB/MUSLIMS MARCH TO ISRAEL)
14  Therefore, son of man, prophesy and say unto Gog, Thus saith the Lord GOD; In that day when my people of Israel dwelleth safely, shalt thou not know it?
15  And thou shalt come from thy place out of the north parts, thou, and many people with thee, all of them riding upon horses, a great company, and a mighty army:
16  And thou shalt come up against my people of Israel, as a cloud to cover the land; it shall be in the latter days, and I will bring thee against my land, that the heathen may know me, when I shall be sanctified in thee, O Gog, before their eyes.

EZEKIEL 39:11-22
11 And it shall come to pass in that day, that I will give unto Gog (RUSSIA/ARAB/MUSLIMS) a place there of graves in Israel, the valley of the passengers (EAST OF THE DEAD SEA IN JORDAN VALLEY) on the east of the sea: and it shall stop the noses of the passengers: and there shall they bury Gog (RUSSIAN) and all his multitude:(ARAB/MUSLIM HORDE) and they shall call it The valley of Hamongog.(BURIEL SITE OF THE 300 MILLION,RUSSIAN/ARAB/MUSLIMS)
12 And seven months shall the house of Israel be burying of them, that they may cleanse the land.(OF ISRAEL)
13 Yea, all the people of the land (OF ISRAEL) shall bury them; and it shall be to them a renown the day that I (GOD-JESUS) shall be glorified, saith the Lord GOD.
14 And they shall sever out men of continual employment,(NUCLEAR ATOMIC BOMB EXPERTS) passing through the land to bury with the passengers those that remain upon the face of the earth, to cleanse it: after the end of seven months shall they search.
15 And the passengers that pass through the land, when any seeth a man’s bone, then shall he set up a sign by it,(WON'T TOUCH IT) till the buriers have buried it (PROPERLY) in the valley of Hamongog.(RUSSIA/ARAB/MUSLIMS NEW BURIEL SITE)(EAST OF THE DEAD SEA IN THE JORDAN VALLEY)
16 And also the name of the city shall be Hamonah. Thus shall they cleanse the land.(OF THE ISRAEL-GOD HATERS)
17 And, thou son of man, thus saith the Lord GOD; Speak unto every feathered fowl,(500 MILLION MIGRATING BIRDS THREW ISRAEL EVERY SPRING,FALL) and to every beast of the field, Assemble yourselves, and come; gather yourselves on every side to my sacrifice that I do sacrifice for you, even a great sacrifice upon the mountains of Israel, that ye may eat flesh, and drink blood.(OF THE RUSSIAN/ARAB/MUSLIM ARMIES)
18  Ye shall eat the flesh of the mighty, and drink the blood of the princes of the earth, of rams, of lambs, and of goats, of bullocks, all of them fatlings of Bashan.
19  And ye shall eat fat till ye be full, and drink blood till ye be drunken, of my sacrifice which I have sacrificed for you.
20  Thus ye shall be filled at my table with horses and chariots, with mighty men, and with all men of war, saith the Lord GOD.
21  And I will set my glory among the heathen, and all the heathen shall see my judgment that I have executed, and my hand that I have laid upon them.
22  So the house of Israel shall know that I am the LORD their God from that day and forward.

REVELATION 19:17-18
17 And I saw an angel standing in the sun; and he cried with a loud voice, saying to all the fowls that fly in the midst of heaven, Come and gather yourselves together unto the supper of the great God;(AGAINST ALL NATIONS ARMIES THAT COME AGAINST JERUSALEM AND ISRAEL)
18 That ye may eat the flesh of kings, and the flesh of captains, and the flesh of mighty men, and the flesh of horses, and of them that sit on them, and the flesh of all men, both free and bond, both small and great.

Migratory swifts put on aerial show at Western Wall emptied of people-The Times of Israel-Monogamous (MIGRATING) birds nest in cracks of holy site (JERUSALEM)-Jerusalem Old City’s colony, populated each spring by birds arriving from Africa, dates back 2,000 years, is likely one of world’s oldest-By Aviv Lavie-MAY 12,20-Today, 5:26 pm 0Every year, at the beginning of spring, migratory swifts flock to the Western Wall in Jerusalem. This year, due to the coronavirus pandemic, the birds found the ancient site largely devoid of people, giving them free range to put on displays of balletic group flight above the plaza. Each fall, the birds migrate to Africa, and ahead of spring, end their yearly journey at its northernmost point — Jerusalem.

The Jerusalem colony is likely one of the world’s oldest, said Amir Balaban, head of the urban division at Israel’s Society for the Protection of Nature“They probably nested here already in the era of King Herod, 2,000 years ago,” Balaban said, according to Zman Yisrael, the Times of Israel’s sister site in Hebrew. “Usually at this time of year, when the worshipers arrive at sunrise, you can hear the worshipers’ voices from below and the calls of the swifts from above. It always gives me goosebumps.”Human activity can be detrimental to the swifts when the wall complex is kept bright by artificial light around the clock. The wall is home to some 90 pairs of nesters, the Temple Mount complex has several hundred, and the capital likely has tens of thousands.“This is one of the most amazing sights in the world of a mix between a heritage sight and bird watching,” Balaban said. “In China they nest in the tiles of ancient temples and here in the slits of the Western Wall and the old structures of the Old City.”Swifts are monogamous. From the time they reach sexual maturity at 3 years old until their deaths, at around age 20, they remain in pairs.Pairs of birds that have established their home at the Western Wall have a designated crack in the stones that they use for nesting season. This year’s unseasonable rains are a boon to the swifts, causing an abundance of vegetation and insects, leading to competition over nesting spaces in the crowded wall, Balaban said.Swifts spend most of their time in the air when they’re not nesting, he said.“They sleep during flight while gliding on air currents. A swift is capable of falling asleep in Jerusalem and waking up in Jordan,” Balaban said.“If we skip over the checkpoints in the guidelines to: ‘Open America Again,’ then we risk the danger of multiple outbreaks throughout the country,” Fauci told the New York Times in an email.“This will not only result in needless suffering and death, but would actually set us back on our quest to return to normal,” he warned, ahead of planned testimony to a Senate committee Tuesday. The United States logged a second consecutive day of fewer than 900 coronavirus deaths on Monday, just as the World Health Organization warned of the need for “extreme vigilance” against a second wave.Test and trace-Russian President Vladimir Putin has ordered a cautious return to work from Tuesday, but the gradual effort was overshadowed by a fire in a Saint  Petersburg coronavirus hospital that left five people dead.A Russian Emergency Situation worker disinfects people leaving a hospital near the scene of a fire at St. George Hospital in St. Petersburg, Russia on May 12, 2020. (AP Photo/Dmitry Lovetsky) Observers were also nervously eyeing Wuhan, where the virus was first reported late year, after the Chinese city registered the first cluster of new COVID-19 infections since it reopened after a 76-day lockdown on April 8.“Each district should make plans and arrangements to conduct nucleic acid tests on the entire population in its jurisdiction within a 10-day time limit,” according to an official statement.Cautious optimism in some quarters was also tempered by the increasingly dire economic situation, with Belgium’s Brussels Airlines becoming the latest carrier to warn of massive job losses. The virus has now killed more than 286,000 people around the world, according to a tally compiled by AFP. The number of infections has surpassed 4.1 million, but seems to be slowing.“The good news is that there has been a great deal of success in slowing the virus and ultimately saving lives,” WHO chief Tedros Adhanom Ghebreyesus said. But the agency’s emergencies chief Michael Ryan lamented that some governments were choosing to “drive through this blind” by not ramping up capacity to test for and trace the virus.White House fears-The virus appeared to have gained a foothold in the White House at the weekend, with a second confirmed case.West Wing staff were told Monday they had to wear masks, and Trump said he might limit contact with his deputy after an aide to Vice President Mike Pence tested positive.Trump, who is desperately seeking to reboot the economy ahead of the November election, said the US was making “tremendous strides” in ramping up testing.“The people want our country open,” he said.On Tuesday, France reported a 27 percent plunge in economic activity for April compared with pre-pandemic forecasts.Japanese auto giant Toyota said it expected a 79.5% drop in annual operating profit this fiscal year, calling the effect of the virus “wide-ranging, significant and serious.”Industry chiefs say the business landscape could look very different in the future.“It’s most likely,” Boeing CEO David Calhoun told a reporter when asked if a major US airline could go bust over the coming months.“You know something will happen in September,” Calhoun said. “Traffic levels will not be back to 100%, they won’t even be back to 25.”‘Very emotional’In Europe, where infection rates and death tolls have significantly tailed off, millions of people have begun emerging from lockdown.Spaniards reveled in being able to visit outdoor terraces and cafes after months under one of the world’s toughest lockdowns, although virus hotspots such as Madrid and Barcelona remain under wraps.“It’s very emotional, almost as if we were opening for the first time,” said a smiling Raffa Olivier after setting up tables outside his ice cream parlor in the seaside town of Tarragona.Shopping districts were once again populated in Greece, while in the Netherlands, Switzerland and Croatia youngsters headed back to the classroom after weeks at home.

Palestinian attempts to stab cops at checkpoint north of Jerusalem, is shot-Police say assailant subdued with shot to the legs; no information immediately released on attacker’s identity and motive-By TOI staff-may 12,20-Today, 2:19 pm

Palestinian assailant attempted to stab security officers at the Qalandiya checkpoint north of Jerusalem, police said Tuesday.Border Police officers at the scene opened fire on the man after he attempted to stab them, police said. The assailant was neutralized and no officers were hurt in the incident, they said.Reports said the stabber was shot in the leg or stomach. His condition was not immediately known. He was taken to hospital to receive treatment. The incident came hours after an Israeli soldier was killed in the predawn hours during an arrest operation near Jenin. Sgt. First Class Amit Ben-Ygal, 21, was hit in the head with a rock thrown from a building in Yabed as forces were wrapping up the operation.Recent weeks have seen several Palestinian attacks in the West Bank and in Israel. On Monday a 20-year-old Palestinian man was indicted on terror charges for allegedly stabbing an Israeli woman in the central city of Kfar Saba on Memorial Day last month. On April 30 a Palestinian crashed his car into a West Bank checkpoint near Jenin in a suspected attack attempt. The driver approached the Reihan checkpoint and security officials signaled he should slow for a check. Instead the man accelerated toward the checkpoint and drove his vehicle into a concrete block, officials said. There were no injuries. The man, from the village of Barta’a, was arrested by security officials on the scene and told investigators he wanted to die.A week earlier a Border Police officer was moderately injured in a combined car-ramming and stabbing attack at a West Bank checkpoint east of Jerusalem.According to police, the Palestinian assailant rammed his van into the border guard at the “Kiyosk” checkpoint near the Ma’ale Adumim settlement, then got out of the vehicle and attacked the officer with a pair of scissors before other troops at the scene shot him dead. The border guard sustained moderate wounds in the attack.

Beaches packed despite virus regulations as Israel swelters under heatwave-With mercury closing in on 40°C, residents cool off in the sea despite official closure; revelers crowd into parks, plazas instead of bars with little interference from the police-By TOI staff-may 16,20

Thousands of people visited the country’s beaches Saturday as the country sweltered in a heatwave, despite continued restrictions amid the coronavirus pandemic. The crowds hit the beaches for a second successive day, following a rush on Friday. Israel has gradually eased restrictions on outdoor activities, but beaches are only formally supposed to be open in a few days’ time. The Haaretz daily reported that some beaches had lifeguards, despite the fact that the sea is only set to be opened to bathers on Wednesday after a nearly two-month shuttering due to the coronavirus.A resident named Tamir told the newspaper that he had witnessed some police involvement in the situation, but in his opinion they had made the situation worse.“It’s strange — you can sit on the boardwalk but not the sand. It’s delusional. There were inspectors and they told us we couldn’t sit on the sand and that made us huddle up and overcrowd the promenade. They only asked that we wear masks,” he said.Israelis at the beach in Tel Aviv flouting the rules aimed at halting the spread of the coronavirus. May 12, 2020. (Miriam Alster/FLASH90)-Another beachgoer named Avigail told the Ynet news site that there were inspectors from the municipality on the beach in Tel Aviv, but they didn’t seem to be enforcing regulations, adding that in her opinion, the regulations didn’t make sense.“If we are two meters from everyone, then what is the problem? There are a lot of people and everyone will keep to the rules and everything will be great. I’m having a great time. This is the first time back to the sea and I can breathe again,” she said.In addition, with restaurants and bars remaining shut, revelers jammed into the city’s plazas, boulevards and parks, with little to no enforcement of social distancing regulations by police.pic.twitter.com/MzeZo7Eb0H  — Bar Peleg (@bar_peleg) May 14, 2020The Ynet news site said Saturday that at least one restaurant in Tel Aviv set up tables on the sidewalk for customers to eat takeaway food, pointing to the problems caused by regulations that permit them to eat on an adjacent bench but not a table supplied by the eatery.Under current regulations, restaurants are allowed to prepare food for delivery and takeaway, but customers are not allowed to eat on the premises, leaving many restaurants struggling to survive.Susu and Sons owner Omer Miler said he had not made the decision lightly: “I am ready to pay a fine because I know I am breaking the law.”@ynetalerts pic.twitter.com/yU9WFHJqK7-(ItayBlumental) May 16, 2020-Temperatures were expected to rise and potentially reach 46°C (114.8°F) in some parts of Israel in the coming days. The Health Ministry has issued a warning to the elderly and people with preexisting health conditions, instructing them to stay indoors, avoid unnecessary physical exertion and drink plenty of fluids as temperatures rise.Temperatures could reach up to 41°C (105°F) in Afula and Beersheba, 43°C (109°F) in Beit She’an, 36-37°C (96.8°F) in Jerusalem and Tel Aviv, and 34°C (93.2°F) in Safed. The high temperatures are expected to persist into next week, with Bet She’an potentially reaching up to 46°C (114.8°F) and Tiberias 45°C (113°F) by Tuesday. The number of confirmed coronavirus cases in Israel increased by 17 in the last 24 hours, Health Ministry data showed Saturday morning, after over a week of under 50 daily infections. One new death was recorded since Friday morning, bringing the nation’s toll to 267.The total number of cases was 16,606. Of them, 12,820 have recovered from COVID-19, meaning the number of active cases was down to 3,519.Of those ill with the virus, 59 were in serious condition, 49 of them on ventilators. Another 41 were in moderate condition with the rest displaying mild symptoms, the ministry said.Amid the sustained drop in infections, the government has increasingly rolled back restrictions meant to curb the outbreak, opening some schools and allowing many businesses to reopen. More such measures are reportedly in the works.Authorities were bracing for a possible second wave of infections after thousands of ultra-Orthodox men gathered Monday night and Tuesday in Jerusalem, Beit Shemesh and Mount Meron to celebrate the Lag B’Omer holiday in violation of guidelines.Hundreds also gathered at a funeral Tuesday for an IDF soldier killed during a West Bank raid.Violations have been reported across the country, including passengers crowded on a domestic flight to Eilat.

Homes evacuated as forest fire burns near Beit Shemesh amid heatwave-Residents of nearby community of Tslafon told to leave their homes; firefighting plane deployed to help control flames-By TOI staff-may 16,20-Today, 10:16 am 1

Firefighters battled to control a blaze in the Tzora Forest north of Beit Shemesh on Saturday morning as Israel was hit by a heatwave.Residents of the nearby community of Tslafon were evacuated from their homes, police said in a statement, as firefighting planes worked alongside teams on the ground to extinguish the flames.Firefighters later said they had managed to control the blaze.Last summer’s record heat was blamed for starting a massive wave of fires nationwide, burning down homes in central Israel and forcing the evacuation of hundreds.Illustrative: Firefighter planes work to put out a fire raging in near Kibbutz Harel, on May 23, 2019. Pompeo warns ICC of ‘consequences’ for potential war crimes probe of Israel-US secretary stresses, ‘We do not believe the Palestinians qualify as a sovereign state,’ issues warning if court continues ‘illegitimate’ investigations-By TOI staff-may 16,20-Today, 8:28 am

US Secretary of State Mike Pompeo on Friday warned the International Criminal Court against asserting jurisdiction over Israel, saying the United States will “exact consequences” for any “illegitimate” investigations. The ICC’s prosecutor’s recent decision to accept “Palestine” as a state with the status to file a complaint could lead to a potential investigation into alleged war crimes by Israel in the West Bank and Gaza Strip.“The International Criminal Court is a political body, not a judicial institution. This unfortunate reality has been confirmed yet again by the ICC Prosecutor’s attempt to assert jurisdiction over Israel, which like the United States, is not a party to the Rome Statute that created the Court,” read Pompeo’s statement. As we made clear when the Palestinians purported to join the Rome Statute, we do not believe the Palestinians qualify as a sovereign state, and they therefore are not qualified to obtain full membership, or participate as a state in international organizations, entities, or conferences, including the ICC,” said Pompeo, who was in Israel for a whirlwind visit on Wednesday.“The United States reiterates its longstanding objection to any illegitimate ICC investigations. If the ICC continues down its current course, we will exact consequences,” Pompeo concluded.US Secretary of State Mike Pompeo, left, with Prime Minister Benjamin Netanyahu at his Jerusalem residence, May 13, 2020 (Kobi Gideon/PMO)-This week, letters signed by senators and US House representatives from both parties urged Pompeo to protect Israelis from International Criminal Court prosecution, and an Israeli delegation traveled to the United States earlier this year for talks on coordinating a joint US-Israeli campaign against the ICC, Israeli television reported. An Israeli official told Channel 13 news the trip was timed to coincide with the ICC’s approval of a war crimes probe in Afghanistan, as American anger over the decision would underline that both the US and Israel have a common interest in opposing the court. The ICC probe in Afghanistan will include investigations of war crimes and crimes against humanity allegedly committed by Afghan government forces, the Taliban, American troops and US foreign intelligence operatives.Chief prosecutor of the International Criminal Court Fatou Bensouda at the opening of the court’s judicial year with a Special Session at the seat of the court in The Hague, January 23, 2020. (courtesy ICC)-Fatou Bensouda, the ICC’s chief prosecutor, announced in December she had concluded her half-decade long preliminary examination of the “situation in Palestine” and has “reasonable basis to believe that war crimes were committed” by the Israel Defense Forces, Hamas and other “Palestinian armed groups.”At the same time, she acknowledged that The Hague may not have the jurisdiction to deal with Israel/Palestine. Hence, she asked for a ruling by three ICC judges to determine the scope of the court’s territorial jurisdiction. The prosecutor herself believes “Palestine,” which acceded to the Rome Statute, the court’s foundational document, in early 2015, is enough of a state for the purposes of transferring criminal jurisdiction over its territory to the court.Israel has long argued that the ICC lacks jurisdiction over the case because there is no sovereign Palestinian state that could delegate to the court criminal jurisdiction over its territory and nationals. It is now up to a so-called pre-trial chamber to rule on the matter. The three judges of this chamber have no set deadline to hand down their decision but are expected to do so in the coming weeks.Raphael Ahren and The Associated Press contributed to this report.

Local health agencies struggle to ramp up virus tracking-[Associated PressCHRISTINA A. CASSIDY-May 16, 2020

ATLANTA (AP) — As state after state begins to reopen, local health departments charged with tracking down everyone who has been in close contact with those who test positive for the new coronavirus are still scrambling to hire the number of people they need to do the job. They are often hundreds — even thousands — of people short of targets for their contact tracing programs. Public health experts have consistently said robust programs to test more people and trace their contacts are needed for states to safely reboot their economies and prevent a resurgence of the virus.Cook County, Illinois, has just 29 contact tracers serving 2.5 million people living in suburban communities around Chicago. Los Angeles County, which at more than 10 million people has a population slightly greater than Michigan, has just 400 of the estimated 6,000 contact tracers it will need under California’s criteria for a broader reopening. With 2.7 million residents and roughly 100 to 300 new COVID-19 cases a day, Miami-Dade County has 175 people tracking down people who were potentially exposed to the virus.“The whole point of the lockdown was to buy time to have a better way to keep numbers down,” said Jeremy Konyndyk, who led the humanitarian response to the Ebola outbreak in West Africa during the Obama administration. “And that’s why so many of us are screaming ourselves hoarse about testing and tracing.”Public health experts say contact tracing systems should be in place before cases become widespread, so every new infection can be tracked and the person's contacts identified, tested and isolated from the rest of the community.Until recently, there had been scant federal guidance on what contact tracing should look like, and there is still no coordinated federal strategy. While other countries are taking a national approach to contact tracing, the U.S. is leaving it to states to devise their own programs. The result has been a patchwork of efforts. An AP review in late April found little consensus among states on basic questions such as how many investigators are needed.Officials in Cook County, which has the highest number of cases in Illinois outside of Chicago, have said they need at least 200 additional contact tracers and as many as 400 to supplement the work of the 29 currently on staff. Illinois has maintained a statewide stay-at-home order since late March, and Gov. J.B. Pritzker has said the state needs a “massive statewide contact tracing operation.”“The county cannot open safely if additional contact tracers cannot be hired in a timely manner,” said Hanna Kite, spokeswoman for the county health department.n Monday, Miami-Dade County will begin to allow restaurants and stores to resume limited operations, joining the rest of Florida in an initial reopening. It's unclear when the county — the state’s most populous and by far hardest-hit by COVID-19 — plans to bring on more contact tracers to assist the 175 staffers doing the work now.“In Miami, we need definitely more than we have, but so far we have been able to manage the amount of cases that we have to maintain a balanced activity in terms of contacting all the positive cases,” said Dr. Alvaro Mejia-Echeverry, a state epidemiologist for the county.Contact tracing was one of the “core state preparedness responsibilities” outlined in the White House guidelines for reopening the country, but governors have been pressing ahead with lifting restrictions without having comprehensive programs in place.Hall County, which has over 200,000 residents and the second-highest rate of coronavirus cases in Georgia, has between 30 and 40 contact tracers assigned to the local public health district, which also serves a dozen neighboring counties. It hopes to receive an additional 30 from the state.Georgia was among the first states to ease restrictions. Public health experts have expressed concern that the state was risking a spike in cases by moving too quickly. So far, the state has hired 250 contact tracers with a goal of reaching 1,000.While there is no federal formula for how many of the disease detectives are needed, public health experts have said one contact tracer is needed for every 1,000 to 3,000 residents in the U.S., or between 100,000 and 300,000 nationally. For Georgia, that would be between 3,333 and 10,000.During congressional testimony this past week, the nation’s top infectious disease expert, Dr. Anthony Fauci, reiterated his concern that parts of the U.S. might be easing restrictions too early without having the ability to respond effectively to an increase in cases with “good identification, isolation and contact tracing.”he next day, the Centers for Disease Control and Prevention released general guidance to states on contact tracing. It said the number of case investigators and contact tracers needed in each community “may be large” and will vary, in part due to caseloads. The document was released two-and-a-half weeks after Georgia and other states began lifting restrictions. It included recommendations on how to prioritize cases when staffing is limited and said communities that don't have the capacity to investigate a majority of their new cases will have to consider reinstating measures such as stay-at-home orders.Under California's criteria for a broader reopening, counties should have 15 people trained in contact tracing for every 100,000 residents. The state is helping, working to train between 10,000 and 20,000 tracers, but most large counties are falling short.San Diego County, home to 3.3 million people, had 171 contact investigators on the job with plans to have 450 as soon as possible. In Orange County, which has about 3.1 million residents, about 75 staffers are assigned to investigating cases and tracing contacts.Harris County, Texas’ most populous with more than 4.7 million residents, is working to train about 300 contact tracers by May 22. It's been two weeks since Texas reopened retail, restaurants, malls and movie theaters to limited numbers of customers.Harris County Judge Lina Hidalgo, the county's top elected official, said she is concerned the reopening is too fast and it may “make our work difficult and perhaps impossible.”In Philadelphia, the Department of Public Health has trained a small number of contact tracers and wants to hire more to be deployed once the number of new infections has dropped enough to make contact tracing practical, spokesman James Garrow said.A few states, including Utah, made contact tracing a priority before beginning to ease restrictions. In early April, Massachusetts launched a $44 million effort and enlisted Partners in Health, a Boston-based nonprofit known for its healthcare work in developing countries, to hire and train 1,600 people. They were to supplement the more than 600 case investigators already doing the work at the local level.“If anything can be learned from Massachusetts' experience, it’s that the process takes time and states need to start ramping up their contact tracing efforts well before reopening their economies,” said Dr. Joia Mukherjee, chief medical officer at Partners in Health. “We should have done this on day one.”__ Associated Press writers Kathleen Foody in Chicago; Adriana Gomez Licon in Miami; Brian Melley in Los Angeles; Philip Marcelo in Boston; Juan Lozano in Houston; Michelle R. China goes after US over more than $1 billion owed to the UN-[Associated Press]-EDITH M. LEDERER-May 16, 2020

UNITED NATIONS (AP) — China is going after the United States over more than $1 billion that the Trump administration owes the United Nations in unpaid dues for its regular operating budget and arrears for the separate budget for the U.N.’s far-flung peacekeeping operations. The unusual singling out of the U.S. non-payment by China’s U.N. mission comes as President Donald Trump continues to accuse Beijing of not being open about the coronavirus when cases were initially reported in December and early January.A U.S. Mission spokesperson said China “is eager to distract attention from its cover-up and mismanagement of the COVID-19 crisis, and this is yet another example.”U.N. Secretary-General Antonio Guterres said in early April that the United Nations faced a cash crisis because of non-payment of dues by member states, which has been exacerbated by the coronavirus pandemic. He said in a letter to the U.N.’s 193 member nations that “unpredictable cash inflows, exacerbated by the global crisis posed by the COVID-19 pandemic, seriously threaten” the U.N.’s ability to do its work. He announced a temporary hiring freeze and urged all countries to pay their past and present dues.China’s U.N. Mission said its acting deputy ambassador, Yao Shaojun, spoke at a U.N. General Assembly’s budget committee meeting Thursday titled “Improving the Financial Situation of the United Nations,” and stressed the importance of all U.N. member nations fulfilling their financial obligations, citing the U.S. arrears.“Facing tremendous economic and fiscal pressure from the COVID-19 outbreak, China, the second largest contributor to the UN regular budget and peacekeeping budget, has managed to pay all assessed contributions in full,” the mission quoted Yao as saying. “It shows China’s concrete support to the cause of the U.N. and the work of the secretary-general.”The United States funds 25% of the regular U.N. budget, while China pays 12%. Of the 193 member nations, 91 had paid their dues in full as of May 13. China paid $336.78 million for the regular budget on May 1.U.N. spokesman Stephane Dujarric said Friday there is still $1.62 billion unpaid for the U.N.'s 2020 regular budget and $2.12 billion outstanding for the peacekeeping budget. He did not give the U.S. arrears.China’s Yao called the United States “the largest debtor,” saying it owed about $1.16 billion to the regular budget and $1.3 billion to the peacekeeping budget. The U.S. Mission spokesperson, who was not authorized to speak publicly, said the United States recently made a payment of $726 million toward its peacekeeping assessment “and per practice will pay the bulk of its assessment at the end of the calendar year.”Because the U.S. fiscal year runs from October to September, not January to December, it has always paid U.N. dues late in the year. The U.S.-China dispute has been escalating over the pandemic, which has circled the globe causing over 300,000 deaths.Trump suspended U.S. funding to the World Health Organization in early April, accusing the U.N. health agency of failing to stop the virus from spreading when it first surfaced in China. He said the agency “must be held accountable,’’ accusing the WHO of parroting Beijing. The U.S.-China dispute over the WHO has blocked the U.N. Security Council, the global organizations’s most powerful body, from adopting any resolution on the pandemic.China strongly supports the WHO and has insisted the agency’s role in tackling the pandemic be included in any resolution. The U.S. insists on making no mention of the WHO and including a reference to “transparency” on the coronavirus outbreak, which China opposes.China’s U.N. Mission said Beijing has decided to donate $30 million more to the WHO in addition to the $20 million it already gave the agency to support its work on COVID-19.

Space Force unveils flag; Trump touts 'super-duper missile'-[Associated Press]-May 15, 2020

WASHINGTON (AP) — The U.S. Space Force — the newest branch of the armed services — now has its own flag.Defense Department officials presented President Donald Trump with the Space Force flag during a short Oval Office event on Friday. The dark blue and white flag includes elements intended to evoke the vast recesses of outer space. The Space Force, which was officially established in December, is the first new military service since the U.S. Air Force was established in 1947. The 16,000 airmen and civilians that make up the Space Force technically remain part of the Air Force, which previously oversaw offensive operations in space. But Trump has made clear he sees the newest service as critical to the future of American defense. The president said during Friday's ceremony that the U.S. is building a “super-duper missile” that can travel “17 times faster than what we have right now.”The flag includes a Delta Wing -- long a symbol in the Air Force -- meant to signify change and innovation. Dark and light shades of gray within the delta were incorporated in a nod to the 24/7 nature of the Space Force’s work. The flag also features a globe, for the Space Force fighters’ home turf, and an elliptical orbit around the globe was incorporated to signify the force's mission to defend and protect from adversaries and threats emanating in space. This flag was produced by artists and crafts people at the Defense Logistics Agency flag room in Philadelphia from a design finalized and documented by the Department’s Institute of Heraldry at Fort Belvoir, Virginia.

Jordan’s king warns of ‘massive conflict’ if Israel annexes land in West Bank-The Times of Israel-Abdullah does not rule out suspending peace deal with the Jewish state, insists two-state solution ‘the only way forward’-By TOI staff-MAY 15,20-Today, 3:52PM

Jordan’s King Abdullah has warned that should Israel move forward with plans to annex parts of the West Bank, it would lead to a “massive conflict” with his country, and did not rule out pulling out of Amman’s peace deal with the Jewish state. In an interview published Friday by the German daily Der Spiegel, Abdullah insisted that a two-state solution was “the only way forward” in the Israeli-Palestinian conflict.““What would happen if the Palestinian National Authority collapsed? There would be more chaos and extremism in the region. If Israel really annexed the West Bank in July, it would lead to a massive conflict with the Hashemite Kingdom of Jordan,” he said, when asked by his interviewer about Prime Minister Benjamin Netanyahu’s intention to “take advantage of the opportunity that [US President Donald] Trump has created to seize large parts of Palestine.”“I don’t want to make threats and create an atmosphere of loggerheads, but we are considering all options. We agree with many countries in Europe and the international community that the law of strength should not apply in the Middle East,” the king added, when asked if his country — one of only two Arab nations, along with Egypt, to have signed a peace deal with Israel — could suspend that treaty.Jordanian King Abdullah II delivers a speech at the European Parliament, on January 15, 2020, in Strasbourg, eastern France. (Frederick Florin/AFP)-Jordan has a large Palestinian population and is deeply invested in promoting a two-state solution. “Leaders who advocate a one-state solution do not understand what that would mean,” he told the German daily. The king’s comments echoed remarks he made in a September 2019 interview, warning that a West Bank annexation would have “a major impact on the Israeli-Jordanian relationship.” At the time, he stopped short of threatening to cut diplomatic ties.More recently, Jordanian Foreign Minister Ayman Safadi reportedly urged his counterparts in several countries to dissuade Jerusalem from its annexation plans. Implementing them would be “devastating,” would mark the death of a two-state solution, and could have explosive consequences for the region, he was said to have warned his interlocutors. But again, no word about ending the peace deal.Friday’s interview was published hours before European Union foreign ministers were set to meet virtually to consider potential measures against Israel over its plan to annex parts of the West Bank.Jordan has been lobbying the EU to take “practical steps” to make sure annexation doesn’t happen. In a statement, Safadi “stressed the need for the international community and the European Union in particular to take practical steps that reflect the rejection of any Israeli decision to annex.”European Union foreign policy chief Josep Borrell listens during a press conference after a meeting in Belgrade, Serbia, January 31, 2020. (Darko Vojinovic/AP)-Several European nations led by France, and including Ireland, Sweden, Belgium, Spain and Luxembourg, have reportedly expressed support for threats of punitive action in a bid to deter the new Israeli government — set to be sworn in on Sunday — from carrying out the move with a green light from Washington. On Tuesday EU foreign policy chief Josep Borrell said annexation plans and the union’s response to them would be “the most important item on the agenda” of the meeting. The EU bloc is Israel’s largest trading partner, grants Israel favored trading status, and helps fund Israeli scientific research and development through its massive Horizon 2020 program. As part of their coalition agreement, Netanyahu and Blue and White party chief Benny Gantz agreed that the government can begin moving forward with applying Israeli sovereignty to settlements and the Jordan Valley after July 1, a move expected to enjoy backing from a majority of lawmakers in the Knesset.Annexation of settlements and the Jordan Valley has been a key campaign promise of Netanyahu and his Likud party in recent elections. A plurality of slightly fewer than half of Israelis back the idea, and fewer than a third think the government will actually go through with it, according to a survey of Israelis released Sunday.Netanyahu’s plan to annex portions of the West Bank has been met with harsh criticism from nearly the entire international community, including Washington’s European allies and key Arab partners. President Donald Trump’s Mideast peace plan allows for the possibility of US recognition of such annexations provided Israel agrees to negotiate under the framework of the proposal that was unveiled in January.US Secretary of State Mike Pompeo, left, with Prime Minister Benjamin Netanyahu at his Jerusalem residence, May 13, 2020 (Kobi Gideon/PMO)-According to the proposed plan, the US will recognize an Israeli application of sovereignty over parts of the West Bank following the completion of a survey conducted by a joint US-Israel mapping committee and Israel’s acceptance of both a four-year freeze of the areas earmarked for a future Palestinian state and a commitment to negotiate with the Palestinians based on the terms of Trump’s peace deal.Alone among most governments, the Trump administration has said it will support the annexation of West Bank territory claimed by the Palestinians for an eventual state as long as Israel agrees to enter peace talks.US Ambassador David Friedman said last week that Washington is ready to recognize Israeli sovereignty over parts of the West Bank should it be declared in the coming weeks.

European Union foreign ministers were set to meet Friday to consider potential measures against Israel over its plan to annex parts of the West Bank. The ministers were expected to meet virtually due to the ongoing coronavirus crisis.Several European nations led by France, and including Ireland, Sweden, Belgium, Spain and Luxembourg, have reportedly expressed support for threats of punitive action in a bid to deter the new Israeli government — set to be sworn in on Sunday — from carrying out the move with a green light from Washington. On Tuesday EU foreign policy chief Josep Borrell said annexation plans and the union’s response to them would be “the most important item on the agenda” of Friday’s meeting. The EU bloc is Israel’s largest trading partner, grants Israel favored trading status, and helps fund Israeli scientific research and development through its massive Horizon 2020 program.View of the Israeli settlement of Shiloh. November 17, 2016 (Miriam Alster/Flash90)-Proposed steps include announcing that Israel would be prevented from entering into trade agreements with the bloc, receiving EU grants or participating in other forms of cooperation with the union. It is not clear if the steps would apply to future agreements or freeze existing ones.As part of their coalition agreement, Prime Minister Benjamin Netanyahu and Blue and White party chief Benny Gantz agreed that the government can begin moving forward with applying Israeli sovereignty to settlements and the Jordan Valley after July 1, a move expected to enjoy backing from a majority of lawmakers in the Knesset.Though Gantz is believed to oppose unilateral action, he acquiesced to Netanyahu’s demand to allow the matter to be brought to a vote in parliament.Borrell said that once the new government was sworn in he would speak with the new foreign minister, Gantz ally Gabi Ashkenazi, to receive information on the Israeli plans moving forward.“There is clearly a need to look at what annexation means in the context of international law and we do need to know our options,” a senior EU diplomat told Reuters earlier this week. “We also need to say what exactly the consequences of annexation would be, ideally as a way to stop any such move.”On Monday, European External Action Service spokesman Peter Stano said any EU decision on future sanctions would depend on the results of Friday’s deliberations.“Annexation is contrary to international law and if annexation goes ahead, the EU will act accordingly,” he said, according to Reuters. In February, Borrell said annexation “could not pass unchallenged.”The foreign ministers are unlikely to issue any decision on Friday. The Commission and the External Action Service, the EU’s executive and foreign service branches, have yet to propose specific options for member states to consider. Also key to the discussions will be finding potential punitive measures that would not require the unanimous agreement of all 27 bloc members, as Israel’s allies, including Hungary and the Czech Republic, would likely veto any proposals that require unanimity.“No one wants to reach the point that Israel’s relations with the union are harmed for the long term, but that’s what will happen if Israel annexes, if only because of the precedent an annexation would set for every other place” where nations are fighting over disputed land, an EU source was quoted by Haaretz as saying.Annexation of settlements and the Jordan Valley has been a key campaign promise of Netanyahu and his Likud party in recent elections. A plurality of slightly fewer than half of Israelis back the idea, and fewer than a third think the government will actually go through with it, according to a survey of Israelis released Sunday. The Arvot Hayarden settlement where the Jordan Valley Regional Council municipality is located in the West Bank (AHMAD GHARABLI/AFP)-Netanyahu’s plan to annex portions of the West Bank has been met with harsh criticism from nearly the entire international community, including Washington’s European allies and key Arab partners. President Donald Trump’s Mideast peace plan allows for the possibility of US recognition of such annexations provided Israel agrees to negotiate under the framework of the proposal that was unveiled in January.According to the proposed plan, the US will recognize an Israeli application of sovereignty over parts of the West Bank following the completion of a survey conducted by a joint US-Israel mapping committee and Israel’s acceptance of both a four-year freeze of the areas earmarked for a future Palestinian state and a commitment to negotiate with the Palestinians based on the terms of Trump’s peace deal.Alone among most governments, the Trump administration has said it will support the annexation of West Bank territory claimed by the Palestinians for an eventual state as long as Israel agrees to enter peace talks.US Ambassador David Friedman said last week that Washington is ready to recognize Israeli sovereignty over parts of the West Bank should it be declared in the coming weeks.

Congressional letters urge Pompeo to protect Israel from ICC-Documents signed by members of both parties say prosecutor’s acceptance of Palestinian claims to territories is ‘political judgment that biases any investigation or trial’-By Ron Kampeas-MAY 15,20)

WASHINGTON (JTA) — Letters signed by senators and US House representatives from both parties urge Secretary of State Mike Pompeo to protect Israelis from International Criminal Court prosecution. The letters, which have strong backing from the pro-Israel lobby AIPAC, note the recent ICC decision to accept “Palestine” as a state with the status to file a complaint.“By accepting Palestinian territorial claims over the West Bank, East Jerusalem, and Gaza, the Prosecutor is making a political judgment that biases any subsequent investigation or trial,” says the Senate letter spearheaded by Sens. Ben Cardin, D-Md., and Rob Portman, R-Ohio. “Establishing the boundaries of any future Palestinian state is a political decision that must be determined through negotiations between Israel and the Palestinians.”The House letter, spearheaded by Reps. Elaine Luria, D-Va., and Mike Gallagher, R-Wis., features similar language. Cardin and Luria are Jewish. The letters’ effect is to put on the record congressional support for positions already embraced by the Trump administration, which is committed to thwarting ICC prosecutions of Americans and Israelis. While the letters are bipartisan, more Republicans than Democrats signed on to each one. The Democrats who signed are identified with the party’s moderates, particularly on Israel policy.Separately, 11 Democrats on Thursday called on Pompeo to speak out against plans by Prime Minister Benjamin Netanyahu to annex parts of the West Bank, citing the same logic in the ICC letters: It preempts a final status deal.Four Jewish Congress members signed the statement, which also asks Pompeo “to endorse direct negotiations between the parties, reaffirming decades of bipartisan US foreign policy.”The Jewish signers are Reps. Jan Schakowsky of Illinois, John Yarmuth of Kentucky, Alan Lowenthal of California and Andy Levin of Michigan.

China uses trade as weapon to silence virus criticism-The Times of Israel-Analysis-After Australia refuses to back down from call for robust inquiry into origins of outbreak, Beijing suspends some beef imports, threatens huge tariffs on barley-By Nick Perry and Joe McDonald-MAY 15,20-Today, 3:00 pm

WELLINGTON, New Zealand (AP) — Trying to silence criticism over the coronavirus pandemic, China is deploying a well-used weapon — trade sanctions.Beijing has blocked some imports of Australian beef after Prime Minister Scott Morrison’s government, endorsed by Washington, called for a robust inquiry into the origins of the outbreak and rebuffed Chinese demands to back off.The move is the first time Beijing has used access to its huge markets as leverage in its campaign to deflect blame for the outbreak. But it has used the tactic regularly against governments from Norway to Canada in political disputes over the past decade. What China is really doing is sending a political shot across the bows,” said Peter Jennings, the executive director of the Australian Strategic Policy Institute, a think tank. “They’re saying to Australia: ‘Don’t make a fuss about an open and independent investigation.’”China has too much at stake to destroy its trading relationship with Australia entirely, Jennings said, and has left alone its biggest Australian imports like iron ore and coal because it needs a reliable supplier.Beijing has suspended beef imports from four Australian slaughterhouses, however, and is threatening huge tariffs on barley in moves it says are simply about regulations. But Australia is not backing down.“We are standing our ground on our values and the things that we know are always important,” Morrison told reporters Friday.Australian Prime Minister Scott Morrison speaks to the media during a press conference at Parliament House in Canberra, Friday, May 1, 2020 (Lukas Coch/AAP Image via AP)-He said Australia draws clear lines on certain issues “And those things are not to be traded, ever.”China’s Foreign Minister Wang Yi was quoted by the official Xinhua News Agency as saying foreign politicians had “insisted on politicizing the epidemic, labeling the virus, and smearing the World Health Organization” and that China should be lauded for bringing the outbreak there under control and helping other countries.China state-owned newspaper the Global Times this week said unfriendly moves by the Morrison government had thrown the relationship into the deep freeze.“You can’t have your cake and eat it, too, is a proverb that could be of use to some Australian officials, who continue to escalate tensions with China while hoping bilateral trade will remain intact,” the Times wrote. The relationship between the countries has been rocky since 2018 when Australia blocked Chinese-owned tech company Huawei from rolling out a new 5G network, citing security concerns. Last year, China suspended imports of Australian coal after Australia’s government rescinded a visa for a prominent Chinese businessman.Tensions have also flared over concern over Chinese political influence.Zhao Lijian, a spokesperson for China’s foreign ministry, said the suspension on the beef imports was simply to protect consumers after the Australian companies “violated the inspection and quarantine requirements.”Chinese officials routinely refuse to confirm a trade disruption is related to a political clash but make it clear Beijing wants concessions.Last year, Beijing blocked imports of canola as it stepped up pressure for Canada to release a Huawei executive who was detained on US charges. The Chinese government said it found pests in Canadian shipments, which the suppliers said was unlikely. In this file photo taken Monday, Feb. 24, 2020, Chinese Foreign Ministry spokesman Zhao Lijian gestures as he speaks during a daily briefing at the Ministry of Foreign Affairs office in Beijing (AP Photo/Andy Wong, File)China began blocking imports of Philippine bananas in 2012 in a dispute over territory in the South China Sea. Beijing lifted import curbs only after Philippine President Rodrigo Duterte launched a diplomatic campaign to increase trade, political and investment ties with China. And in 2010, China blocked imports of Norwegian salmon and canceled trade talks after dissident Liu Xiaobo was awarded the Nobel Peace Prize by an independent committee appointed by Norway’s parliament. But even as it imposes sanctions on certain Australian goods, China has been buying more of others as its factories swing back into action following lockdowns. Jennings said the bump may only be temporary and the real threat to Australian exports could come from a prolonged global recession.

Poll: US believers see message of change from God in virus-[Associated Press]-ELANA SCHOR and HANNAH FINGERHU-May 15, 2020

NEW YORK (AP) — The coronavirus has prompted almost two-thirds of American believers of all faiths to feel that God is telling humanity to change how it lives, a new poll finds. While the virus rattles the globe, causing economic hardship for millions and killing more than 80,000 Americans, the findings of the poll by the University of Chicago Divinity School and The Associated Press-NORC Center for Public Affairs Research indicate that people may also be searching for deeper meaning in the devastating outbreak.Even some who don’t affiliate with organized religion, such as Lance Dejesus of Dallastown, Pa., saw a possible bigger message in the virus.“It could be a sign, like ‘hey, get your act together’ – I don’t know,” said Dejesus, 52, who said he believes in God but doesn’t consider himself religious. “It just seems like everything was going in an OK direction and all of a sudden you get this coronavirus thing that happens, pops out of nowhere.”The poll found that 31% of Americans who believe in God feel strongly that the virus is a sign of God telling humanity to change, with the same number feeling that somewhat. Evangelical Protestants are more likely than others to believe that strongly, at 43%, compared with 28% of Catholics and mainline Protestants. The question was asked of all Americans who said they believe in God, without specifying a specific faith. The survey did not have a sample size large enough to report on the opinions of religious faiths with smaller numbers of U.S. adherents, including Muslims and Jews.In addition, black Americans were more likely than those of other racial backgrounds to say they feel the virus is a sign God wants humanity to change, regardless of education, income or gender. Forty-seven percent say they feel that strongly, compared with 37% of Latino and 27% of white Americans. The COVID-19 virus has disproportionately walloped black Americans, exposing societal inequality that has left minorities more vulnerable and heightening concern that the risks they face are getting ignored by a push to reopen the U.S. economy. Amid that stark reality, the poll found black Americans who believe in God are more likely than others to say they have felt doubt about God’s existence as a result of the virus — 27% said that, compared with 13% of Latinos and 11% of white Americans. But the virus has prompted negligible change in Americans’ overall belief in God, with 2% saying they believe in God today, but did not before. Fewer than 1% say they do not believe in God today but did before. Most houses of worship stopped in-person services to help protect public health as the virus began spreading, but that didn’t stop religious Americans from turning to online and drive-in gatherings to express their faiths. Americans with a religious affiliation are regularly engaging in private prayer during the pandemic, with 57% saying they do so at least weekly since March — about the same share that say they prayed as regularly last year.Overall, 82% of Americans say they believe in God, and 26% of Americans say their sense of faith or spirituality has grown stronger as a result of the outbreak. Just 1% say it has weakened.Kathryn Lofton, a professor of religious studies at Yale University, interpreted the high number of Americans perceiving the virus as a message from God about change as an expression of “fear that if we don’t change, this misery will continue.”“When people get asked about God, they often interpret it immediately as power,” said Lofton, who collaborated with researchers from the University of Chicago and other universities, along with The Associated Press, on the design of the new poll. “And they answer the question saying, 'Here’s where the power is to change the thing I experience.’"Fifty-five percent of American believers say they feel at least somewhat that God will protect them from being infected. Evangelical Protestants are more likely than those of other religious backgrounds to say they believe that, with 43% saying so strongly and another 30% saying so somewhat, while Catholics and mainline Protestants are more closely split on feeling that way or not. However, the degree and nature of protection that God is believed to offer during the pandemic can differ depending on the believer. Marcia Howl, 73, a Methodist and granddaughter of a minister, said she feels God’s protection but not certainty that it would save her from the virus.“I believe he has protected me in the past, that he has a plan for us,” said Howl, of Portalas, N.M. “I don’t know what’s in his plan, but I believe his presence is here looking after me. Whether I can survive it or not, that’s a different story.”Among black Americans who believe in God, 49% say they feel strongly that God will protect them from the virus, compared with 34% of Latino and 20% of white Americans.David Emmanuel Goatley, a professor at Duke University’s divinity school who was not involved with the survey, said religious black Americans' view of godly protection could convey “confidence or hope that God is able to provide -- that does not relinquish personal responsibility, but it says God is able.”Goatley, who directs the school’s Office of Black Church Studies, noted a potential distinction between how religious black Americans and religious white Americans might see their protective relationship with God.Within black Christian theology is a sense of connection to the divine in which “God is personally engaged and God is present," he said. That belief, he added, is “different from a number of white Christians, evangelical and not, who would have a theology that’s more a private relationship with God.”___Fingerhut reported from Washington.___The AP-NORC poll of 1,002 adults was conducted April 30-May 4 using a sample drawn from NORC’s probability-based AmeriSpeak Panel, which is designed to be representative of the U.S. population. The margin of sampling error for all respondents is plus or minus 4.2 percentage points.___Online:AP-NORC Center: http://www.apnorc.org/___Associated Press religion coverage receives support from the Lilly Endowment through the Religion News Foundation. Georg Gaensxein is Prefect of the Papal Household, and Personal Secretary of the Pope Emeritus Benedict XVI. It was him who withdrew the signature of Benedict XVI from the controversial book-Father Georg, the right hand of two Popes-Giacomo Galeazzi-Pubblicato il-18 Gennaio 2020-Ultima modifica
18 Gennaio 2020-7:01

VATICAN CITY. In the morning, in the audience, Georg Gaenswein sits smiling next to Pope Francis. In the afternoon, he returns as guardian angel and watchful eye of the retired prelate, Benedict XVI. The change has never frightened him.As a young man, he had long hair and listened to Cat Stevens. At 47—in not exactly in a peaceful manner—he took over from Josef Clemens, Ratzinger's historic secretary, just in time to lead him to the papal throne. Then, like a whirlwind, he emerged stronger after the Vatileaks scandal, the shocking abdication of Benedict XVI, and the election of Pope Francis. This is the story of how Archbishop Georg Gaenswein rose to the top to serve not one, but two Popes, in his time. He is both Prefect of the Papal Household, and Personal Secretary of the Pope Emeritus Benedict XVI. The "third pontiff"Endowed with acrobatic talent (otherwise demonstrated on the tennis courts and in the swimming pool built at the villa of Castel Gandolfo), Gaenswein has became a driving force in the Curia, almost like “a third pope.” This was only meant to be a characteristic and a way to normalize the fact that there were two Popes, but instead it ended up at the heart of a media frenzy. On Tuesday it was him who withdrew the signature of Benedict XVI from the controversial book on celibacy which, as already for the sacraments for the divorced and remarried at the Synod on the family, inevitably catapulted Ratzinger to the far right of the traditionalist branch, together with co-author Robert Sarah and other anti-Bergoglio cardinals such as Gerhard Müller and Raymond Burke. "The Pope Emeritus had not approved any plans to co-author book; it was a misunderstanding," said Gaenswein. Among the ultra-conservative, this is enough to believe he played both hands, by measure the access to Benedict XVI under internal opposition, and then discredit it in the face of Francis' indignation. "Given his role and abilities, [he’s] like the black box of the Vatican mysteries of the last decade. Nobody dares to touch him, at least as long as Ratzinger is alive,” Vatican insiders say. Who doesn’t question his loyalty is Benedict XVI, with whom Don Georg has never concealed an effective participation that says a lot about his personality and the alleged desire to "be as transparent as glass so as not to obscure Benedict XVI in any way". He was crying visibly on February 28, 2013 when together (like father and son), him and Ratzinger left the apartment of the Terzia Loggia.Just as he excited, three weeks later, Don Georg returned with Bergoglio, removed the seals, and helped him to push open a door and turn on the light. And while Francis said that the Holy Spirit inspired the renunciation of his predecessor for the good of the Church, Don Georg appeared truly moved. In the spotlight, he walks with Pope Francis, while behind the scenes he shares his secrets and knowledge of the eight years of Ratzinger's pontificate, including pending dossiers and financial troubles. He is the ferryman between the two popes. He occupies a unique position in ecclesiastical history: a bridge between the reigning Pope and the emeritus one. As Prefect of the Papal Household and Personal Secretary of the Pope Emeritus Benedict XVI, Don Georg acts essentially as a transmission belt in the insidious era of the two Popes. It was him, on behalf of Ratzinger, who managed the handover of the thorniest issues. In the intentions of Benedict XVI, the presence (and the advice) of the German prelate was the way to help and protect Bergoglio in the curial meanders. It was him who kept tabs on the the three cardinal investigators Herranz, Tomko, De Giorgi on the theft of documents. In the Sala Clementina, he joined the new pope in the act of tribute to the conclavists. The Archbishop of Warsaw sked him to greet him Ratzinger and introudce his compatriot Stanislao Dziwisz, former secretary of Wojtyla, but he said no.

Coronavirus could shut 70,000 Israeli businesses this year, report warns-Since start of pandemic, there has been a 70% drop in number of new businesses, mainly due to economic uncertainty, Dun & Bradstreet says-By Shoshanna Solomon-MAY 14,20-Today, 3:55 pm

Israel could see a 50 percent jump in the number of businesses shutting down this year, to some 70,000, because of the coronavirus crisis, business data firm Dun & Bradstreet forecast in a report on the pandemic and its impact on the Israeli economy. This year will thus become the first year in a decade in which the number of businesses that close down will overtake the number of businesses that have opened this year, the report said, with a net contraction of 30,000 businesses, compared to a net growth of 11,000 new businesses in 2019, the report said.In the past few years, some 55,000 new businesses were set up annually, while some 40,000 to 45,000 shut down per year. In 2019, 56,500 new businesses were set up, and 45,500 shut down.Since the start of the crisis, there has been a 70% decline in the number of new businesses being set up, the data showed, due mainly to the uncertainty over developments on the ground due to virus-related restrictions.Closed shops and restaurants in Tel Aviv, March 15, 2020. (Miriam Alster/FLASH90) “Business owners find it very difficult to make decisions in conditions of uncertainty, when there is no certainty for expected revenues and people expect cash flow management difficulties,” the report said. In addition, the high unemployment rate and lower consumption levels to which this could lead make it less attractive to open up a new business at this time. The fashion industry, already suffering from competition with online sales, will suffer even more because of the coronavirus restrictions. More than 1,000 fashion stores are expected to exit the sector during 2020, the report said, a 33% increase over the number of shores that shut last year. In 2019, some 750 fashion stores closed, the report said.In the bars, restaurants and coffee shops industry was already considered a risky business, with only 60 percent surviving beyond two years, and 66% closing or changing the way they operate within five years. Before the crisis there were some 11,500 bars and restaurants and food stalls, the report said. Some 3,000-3,500 restaurants open each year, while 2,500-3,000 restaurants close each year.In 2020, because of the pandemic, there will be a 40% increase in the number of businesses that will shut down in this sector, with more than 4,000 restaurants and eateries expected to close, accompanied by a decline in the opening of new ones. The number of active businesses in the industry will thus contract this year by some 15%-20%, the report said.In the real estate market, the report said, the coronavirus has created a shortage of some 50,000 workers, with Palestinian workers not allowed to enter Israel due to the lockdown, and a shortage of products like cement, aluminum and ceramic tiles. This has caused the construction industry to post a 50% decline in productivity, and is generating delays in the delivery and approval of new projects.Because of the high levels of unemployment, which at the height at the crisis reached 27%, compared to 3.4% pre-coronavirus, consumers are more hesitant to buy homes. The industry entered the crisis with the demand for homes exceeding supply, the report said, and in the longer term this trend is set to continue, with demand rising again.

Full text: Policy principles of Israel’s 35th government-‘An emergency unity government of national conciliation’: Official agreement on the goals of the new Netanyahu-Gantz coalition-By TOI staff-MAY 14,20-Today, 3:50 pm

The following is the full document of the “Policy principles of the 35th government of Israel,” released by the Likud and Blue and White parties on Wednesday, May 13, 2020:The State of Israel, like the rest of the world, has been hit by a medical and economic crisis of historical proportions as a result of the spread of the coronavirus, and has thus established an emergency unity government of national conciliation that will operate along the following lines:A. The Israeli government will form an emergency cabinet to deal with all issues related to the coronavirus crisis. This cabinet will take an integrative approach, overseeing measures related both to the economic-social and medical aspects of the crisis.B.In the first stage, the new government will focus on measures to defeat the epidemic, including procuring necessary equipment, coordinating between the different bodies, and bolstering the public health system during the state of emergency and generally.C. The government will lead a plan to extract Israel from the profound economic crisis and formulate and approve a state budget designed to meet the challenges posed by the epidemic. The plan will offer solutions related to employment as well as support for the business sector, the self-employed and the third sector.D. The government will roll out a socio-economic safety net for all citizens and design targeted programs to address the needs of specific populations particularly struggling financially and socially.E. The government will work to achieve these goals while boosting the economy and accelerating growth through increasing productivity, promoting investments, removing regulatory and bureaucratic barriers, advancing reforms to heighten competition and preserve fiscal frameworks.Furthermore, based on the conviction that the Jewish people has the inviolable right to a sovereign state in the Land of Israel, the national and historic homeland of the Jewish people, the government will also address all issues relating to the peace, security and prosperity of Israel, in the following areas, amongst others:1. The government will strengthen national security, strive for peace, ensure the welfare and security of the entirety of Israel’s citizens, act decisively to remove any threat to the State of Israel and its residents, and strive to constantly improve the sense of personal safety of every citizen.2. The government will aim to narrow social disparities in Israel, and will work to create equal opportunity for every Israeli citizen, regardless of ethnicity, gender or origin.3. The government will work to boost the Israeli economy, increase productivity, encourage investment in the Israeli economy, and increase competition to fuel growth.4. The government will work in principle and in practice to bridge between the different parts of the nation and the country and will operate from an overarching attitude of national reconciliation. To that end, a reconciliation cabinet will be formed to coordinate and streamline all relevant activity.5. The government will work to preserve the Jewish and democratic character of the state.6. The government will ensure that, given the attachment to Jewish tradition, the country’s Jewish character will be preserved, while respecting the religions and traditions of the different peoples, in alignment with the principles enshrined in Israel’s Declaration of independence.7. The government will place a particular emphasis on Jewish immigration and absorption and will work decisively to increase Jewish immigration from across the world and ensure the successful integration of immigrants.8. The government will act to strengthen Israel’s social and geographic periphery, the Negev, the Galil, and Jewish settlement across Israel.9. The government will act to promote conduct, discourse and activity in a statesmanlike, lawabiding manner that is respectful and unifies the different components of Israeli society in its entirety, even during times of disagreement.

Pompeo didn’t fly ‘halfway around the world to talk annexation’ – US official-Unnamed State Department officials say West Bank was not top issue but there were talks on Iranian threat, which is ‘severe and getting worse on some fronts,’ coronavirus and China-By Raphael Ahren and TOI staff-MAY 14,20-Today, 10:53 am

US Secretary of State Mike Pompeo did not make a lightning trip to Israel just to speak about West Bank annexation, an unnamed senior US official said Wednesday, following the top American envoy’s whirlwind visit to Israel amid the coronavirus pandemic. Two US State Department officials, speaking anonymously during a press briefing, said the the issue of annexation was not “the top line in Pompeo’s talks.”“We should dispel the notion that we flew halfway around the world to talk about annexation,” one official said when asked about the issue.

Pompeo was in Israel for less than 12 hours, though it took him approximately double that time to fly to Israel and back, raising questions about the point of the trip.

Pompeo met separately with Prime Minister Benjamin Netanyahu and incoming defense minister Benny Gantz, as well as with incoming foreign minister Gabi Ashkenazi. On photos distributed to the press after the meetings, the US top diplomat was not seen to have toiled over maps of the West Bank. One of the administration’s conditions for annexation is the completion of a US-Israel mapping committee working to determine the exact boundaries of Israeli sovereignty.

The officials said Iran and China had been the main issues discussed, as well as Israel’s widening air campaign in Syria.

Pompeo’s work at the State Department has focused on Iran, China, Venezuela and other issues, while the administration’s peace plan is mostly handled by a team headed by Jared Kushner, a senior aide to President Donald Trump.

Asked whether they believe Israel will go ahead with annexing parts of the West Bank, one official said that they were “working with the Israelis to implement the Vision for Peace,” referring to the Trump administration’s Middle East plan, which envisions Israeli annexation of wide swaths of the West Bank as well as efforts toward Palestinian statehood on the remaining land.“We’re supportive of their efforts. They’ve got a coalition government that has various strands. And I think it’s going to take them a while to come together with what they’re going to do,” the official said.An Israeli flag is seen in the E1 area of the West Bank on January 2, 2017. (Yonatan Sindel/Flash90)-The US administration has said it would recognize Israeli sovereignty over the entire Jordan Valley and all Israeli settlements across the West Bank in exchange for assurances that Jerusalem would be ready to negotiate a peace deal with the Palestinians based on Trump’s plan.Various reports suggested that the administration may want to ask the Israeli government not to rush into applying sovereignty, but Pompeo has repeatedly said that annexation is an Israeli decision.Pompeo said Wednesday at the conclusion of his visit to Jerusalem that the incoming Israeli government has “the right and the obligation” to decide if and how it wants to apply sovereignty over the West Bank.“We had a good conversation about how to go forward. They will need to find a way together to proceed,” he said in an interview with the Israel Hayom daily, referring to Prime Minister Benjamin Netanyahu and incoming defense minister Benny Gantz, who will also be alternate prime minister.“I reminded them that, at the end of the day, this is an Israeli decision,” the US top diplomat went on, in comments translated into Hebrew. “They will have both the right and the obligation to make a decision on how they are going to do it.”Under the coalition deal signed between Netanyahu and Gantz, the premier can bring forward legislation to annex West Bank settlements and the Jordan  Valley on July 1. The agreement says that any annexation step must be coordinated with the US while also keeping regional stability and peace agreements in consideration, but does not give Gantz veto power if the widely condemned move does not win international agreement, which he had previously said his support depended upon. k,mA document released Wednesday night outlining the new government’s basic policies listed the desire to “strive for peace” but did not explicitly refer to the Israeli-Palestinian conflict, the US peace plan or an annexation of West Bank territory. The State Department officials said that talks during Pompeo’s visit focused on other “major priorities” including the Iranian threat, which is “actually severe and getting worse on some fronts.”The officials noted that Tehran’s nuclear activities were ramping up and that it was continuing to act in Syria amid “what appears to be increased Israeli operational tempo there and broadening its target set.”A senior Israeli defense official earlier this month said that Tehran was pulling its troops out of Syria in response to airstrikes against its forces that have been attributed to Israel, a claim seemingly contradicted Wednesday by images published by a private Israeli satellite imagery analysis firm which appeared to show Iranian construction of a new underground weapons storage facility in eastern Syria at a military base under its control near the Iraqi border. In addition, the US officials said there were discussions with Israel on the coronavirus crisis and “how we can cooperate on the things we can do regionally together,” as well as Washington’s concerns over Israel’s trade relationship with China.“The Secretary doesn’t have a problem with people having relationships with China but… COVID sort of highlights the dangers of dealing with states that are not transparent, that don’t have fair trade practices,” one official said, adding that China’s strategic investment around the world is a major issue of concern. “There is no such thing as a privately owned, independent company in China,” they said.China and Israel have stepped up trade and business ties in recent years and launched free trade talks, but senior security officials have sounded alarm bells over Chinese involvement in infrastructure projects, warning they are a security risk and could jeopardize ties with the US. According to a Channel 13 news report Tuesday, ahead of Pompeo’s visit, Israel was reassessing a China-linked firm’s bid for a contract to build a desalination plant in the country. In October, under pressure from Washington over growing Chinese investments in Israeli companies, the security cabinet announced the formation of a new advisory panel that will review foreign investments in the country. In a joint press appearance with Netanyahu before their three-hour meeting at the prime minister’s residence earlier in the day, Pompeo urged “progress” on the implementation of the administration’s peace plan, but stopped short of specifically addressing the timing of Israel’s planned annexation of large parts of the West Bank.“There remains work yet to do, and we need to make progress on that. I am looking forward to it,” he said.Netanyahu, in his remarks, referred to the peace plan only briefly.“This is an opportunity to promote peace and security based on the understanding that I reached with President Trump in my last visit to Washington in January,” he said.

Israeli troops kill Palestinian driver who hit soldier-[Associated Press]-May 14, 2020

JERUSALEM (AP) — Israeli troops shot and killed a Palestinian man who allegedly rammed his car into a soldier in the southern West Bank on Thursday, the army said, the latest in a string of violence in recent days. The military said the Palestinian driver struck an Israeli soldier near the West Bank settlement of Negohot, south of Hebron. A second soldier at the scene shot the driver, who died of his wounds.Paramedics said the Israeli soldier suffered moderate injuries and was hospitalized. In recent years, Israel has seen car-ramming attacks, shootings, and stabbings carried out mostly by lone Palestinian attackers with no apparent links to armed groups. On Tuesday, an Israeli soldier was killed when a rock thrown off a rooftop struck him in the head during an arrest raid in the West Bank. The following day, Israeli forces shot and killed a Palestinian teenager during a clash with stone-throwers in the southern West Bank. The deadly violence comes as Israeli Prime Minister Benjamin Netanyahu is promising to move forward with his new government to annex parts of the West Bank. U.S. Secretary of State Mike Pompeo visited Jerusalem on Wednesday and held talks with Netanyahu about the annexation plans. The Palestinians strongly oppose annexation. Several protesters rallied in the West Bank city of Nablus on Thursday, burning a cutout image of Pompeo and denouncing President Donald Trump’s Mideast initiative, which starkly favors Israel. The violence also comes on the eve of Palestinian commemorations of their “naqba,” or catastrophe, on Friday. Every year on May 15, the Palestinians remember the uprooting of hundreds of thousands of Palestinians who either fled or were expelled from their homes during the 1948 war surrounding Israel's creation.

strong typhoon slams into pandemic-hit Philippines-[Associated Press]-JIM GOMEZ-May 14, 2020

MANILA, Philippines (AP) — A strong typhoon slammed into the eastern Philippines on Thursday, knocking out power and threatening food crops in a new emergency for a country already overwhelmed by the coronavirus pandemic.Typhoon Vongfong blew into Eastern Samar province at noon with fierce rain and wind as tens of thousands of people were being evacuated to safety in provinces along its northwestward path through the country’s most populous region. There were no immediate reports of casualties or major damage. After landfall, the storm maintained its maximum sustained winds of about 155 kilometers (96 miles per hour) but its gusts intensified to 255 kph (158 mph), weather agency administrator Vicente Malano said. The typhoon hit as the Philippines struggles to deal with coronavirus outbreaks, largely with a lockdown in the main northern region of Luzon that is to be eased this weekend, except in metropolitan Manila and two other high-risk areas. The rest of the country will be placed in less restrictive quarantines, and crucial businesses will partially reopen starting next week after the economy contracted in the first quarter.More than 11,600 coronavirus infections, including 772 deaths, have been reported in the country.“This is a double whammy,” Eastern Samar Gov. Ben Evardone said by telephone. “Psychologically, the people are already struggling with COVID and now we have this typhoon.”Evardone said the entire province lost power, apparently due to downed electricity lines. Six northern towns could not be reached by cellphone or two-way radio, and the storm hit during the harvest season for rice and corn, he said.Neighboring Northern Samar province also lost power, Gov. Edwin Ongchuan said by telephone, adding that authorities will survey the damage after the storm.Ongchuan said he asked for twice the usual number of school buildings to be turned into typhoon shelters to accommodate thousands of displaced coastal residents because of the required social distancing, which aims to reduce the chance of coronavirus infections.Overcrowding in emergency shelters has been common in an archipelago that is lashed by about 20 typhoons and storms annually and is often hit by volcanic eruptions and earthquakes. In Eastern Samar’s far-flung Jipapad town, Mayor Benjamin Ver said by telephone that social distancing is “almost impossible” to enforce, with only the town hall and a small gymnasium serving as evacuation shelters for about 8,000 residents in the flood- and landslide-prone municipality.Ver said he has secured enough face masks to protect villagers from the virus if they take shelter in the town hall.Eastern Samar, a province of half a million people, remains free of confirmed coronavirus infections, unlike neighboring regions, Evardone said. All emergency shelters have been turned into quarantine facilities with medical equipment in case of outbreaks, but may have to be turned back into evacuation centers if large numbers of people need shelter, he said.Metropolitan Manila will not be hit directly by the storm but may be lashed by strong winds. Officials were advised to remove many medical quarantine tents set up outside hospitals that could be blown away, Malano said. The impoverished eastern region initially hit by Vongfong was devastated in 2013 by Typhoon Haiyan, which left more than 7,300 people dead or missing, flattened entire villages, swept ships inland and displaced more than 5 million Us

Obama emerges as central figure in 2020 presidential race-[Associated Press]-JULIE PACE-May 14, 2020

WASHINGTON (AP) — Nearly eight years after he was last on the ballot, Barack Obama is emerging as a central figure in the 2020 presidential election.Democrats are eagerly embracing Obama as a political wingman for Joe Biden, who spent two terms by his side as vice president. Obama remains the party’s most popular figure, particularly with black voters and younger Democrats, and Biden’s presidential campaign is planning for him to have a highly visible role in the months to come. For President Donald Trump, that means an opportunity to focus the spotlight on one of his favorite political foils. In recent days, Trump and his allies have aggressively pushed conspiracy theories about Obama designed to fire up the president’s conservative base, taint Biden by association and distract from the glut of grim health and economic news from the coronavirus pandemic.“Partisans on both sides want to make this about Obama,” said Ned Price, who served as spokesperson for Obama’s White House National Security Council. The renewed political focus on Obama sets the stage for an election about the nation’s future that will also be about its past. As Biden looks to Obama for personal validation, he’s also running to restore some of the former president’s legacy, which has been systematically dismantled by Trump. The current president is running in part to finish that job.Yet Trump’s anti-Obama push also frequently takes on a darker, more conspiratorial tone that goes far beyond differences in health care policy and America’s role in the world. His current focus is on the actions Obama, Biden and their national security advisers took in the closing days of their administration, as they viewed intelligence reports about Michael Flynn. Flynn had a short-lived stint as Trump’s national security adviser before being fired for lying to Vice President Mike Pence about his interactions with Russia’s ambassador to the U.S.Trump’s own administration acknowledged on Wednesday that Obama advisers followed proper procedures in privately “unmasking” Flynn’s name, which was redacted in the intelligence reports for privacy reasons. Flynn ultimately pleaded guilty to lying to the FBI, though Trump’s Justice Department moved last week to drop the case against him.Despite there being no evidence of wrongdoing by Obama, Biden or other administration officials, Trump is eagerly pushing the notion of an unspecified crime, branding it “Obamagate.” He’s being backed up by Republican allies, including Iowa Sen. Chuck Grassley, who took to the Senate floor this week to ask of the Flynn matter: “What did Obama and Biden know, and when did they know it?”Trump’s zeal has sparked fears among some former Obama and Biden advisers about how far he may be willing to go in using the levers of government to push his case against them in an election year. The Justice Department is conducting an investigation into the origins of the Russia probe that ensnared Flynn and other Trump associates. And on Thursday, Trump tweeted that he wanted Congress to call Obama to testify before lawmakers.Trump’s renewed focus on Obama comes as Republicans grow increasingly anxious that the rising coronavirus death toll and cratering economy will damage the president’s reelection prospects in November. More than 84,000 Americans have died from the virus, and more than 30 million have claimed unemployment.Biden’s campaign drew a direct connection between the president’s attacks on Obama and the twin crises battering his administration.“It’s no surprise that the president is erratically lashing out at President Obama, desperate to distract from his own failures as commander in chief that have cost thousands of Americans their lives during this crisis,” said TJ Ducklo, a Biden campaign spokesman.Trump’s emphasis on Obama also comes as the former president begins to emerge from a three-year period of political restraint as he prepares to embrace his role as leading surrogate for Biden. Last week, Obama told a large gathering of alumni from his administration that DOJ’s decision to drop the Flynn case put the “rule of law at risk.” He also criticized the Trump White House’s handling of the coronavirus pandemic.Biden’s campaign has been eager to get Obama involved in the election, though his exact role is still forming, particularly given that the pandemic has upended the campaign’s plans for rallies and other in-person events in battleground states. The former president is also expected to campaign for Democratic House and Senate candidates across the country.Though Obama campaigned for Democratic candidates in the 2018 midterms, he has mostly tried to avoid overt politics since leaving the White House. He’s spoken out publicly against Trump on rare occasions, frustrating many Democrats who have wanted him to be more aggressive in calling out his successor. But the 2020 election has always loomed as the moment when Obama would step off the sidelines, and he’s told advisers he’s eager to do so. Despite his strident public neutrality during the Democratic primary, he spoke to Biden regularly and has continued to do so as the campaign moves into the general election, according to aides.Biden’s campaign sees Obama as a clear asset as they seek not only to energize Democrats, but also to appeal to independents and more moderate Republicans who may be wary of four more years of Trump in the White House.A recent Monmouth University poll found 57% of Americans say they have a favorable opinion of Obama. That includes 92% of Democrats and 19% of Republicans.Obama’s favorable ratings are higher than either of the men who will be on the ballot in November. The same poll showed 41% of Americans had a favorable opinion of Biden, and 40% viewed Trump in a favorable light.___Associated Press writers Mary Clare Jalonick and Emily Swanson in Washington contributed to this report.___Follow Julie Pace at https://twitter.com/jpaceDC.___Catch up on the 2020 election campaign with AP experts on our weekly politics podcast, “Ground Game.”
