High demand for women in science and tech jobs in Yukon, says report-[CBC]-YAHOONEWS-December 10, 2018

Employment for women in science, technology, engineering and mathematics (STEM) is higher in Yukon than the national average, according to a new report."Yukon is really an excellent place for women who are looking for employment in STEM fields," said RJ Smith, a co-author of the Current State of Women in Science, Technology, Engineering and Mathematics (STEM) in Yukon. The report came from the Westcoast Women in Engineering, Science and Technology Associate Chair at Yukon College.The report uses data collected from a variety sources such as Statistics Canada, Yukon College and the Yukon government among others. It looks at women and girls from the elementary school level all the way to professional employment in order to create a snapshot of the current state and the interest women and girls have in those fields.The report states there are a greater proportion of women who are educated in STEM fields employed in those industries, at 83 per cent, compared to 77 per cent for men educated for those fields in the territory. The report breaks down employment and unemployment rates by sectors, such as engineering and technology, but show that "distribution of employed women was higher" than men overall across STEM disciplines.The report states that these figures show that there is a high demand for women in these fields."If you persevere through your education or programming, you do have a future of employment, especially in the Yukon," said Smith.However, the report also notes there is a discrepancy between genders for more skilled positions."Those women are not necessarily getting managerial positions," said Smith.The report states there are almost 1.5 times as many men in higher level professional STEM positions than women in Yukon, and two times as many men in managerial positions.When it comes to funding for research projects, women received lower funding than their male counterparts on average.The highest amount of funding for a female-led project received more than $87,000 per project in 2013/14.Over a four year period from 2012 to 2016 female-led projects received $25,000 or less on average. There were no female-led projects for the 2016/17 year.Male-led projects received an average of more than $80,000 over five years surveyed from 2012 to 2017."Just because the project is male or female-led, it does not mean that is the majority makeup of the team," said Smith.Enrolment in tech programs-For women pursuing STEM in post-secondary education at Yukon College, 56 per cent of female applicants that applied to computer support technician and information technology programs did not get in. Of those accepted, 25 per cent did not enrol and only 19 per cent enrolled.For men applying to the same program 33 per cent were rejected and 43 per cent of those accepted enrolled.The report points to this discrepancy as a possible unconscious bias in the application review process."Not accepting women into programs to begin with can result in an imbalance in classroom ratios, which in turn can lead to feelings of stereotype threat in women," according to the report.The report had several recommendations including Yukon College tracking the underlying reason for why students are choosing their programs based on interest, opportunity or other reasons.They also recommended that the Yukon government address the lack of data available in high school enrolment and success rates for STEM courses.

HONG KONG/SHANGHAI (Reuters) - At a closed-door security meeting of U.S. companies in Singapore on Thursday, one topic was high on the agenda: the arrest of a top executive at Chinese tech giant Huawei [HWT.UL] and the potential backlash on American firms operating in China.Officials from major U.S. companies who attended the event, a scheduled meeting of the local chapter of the U.S. Department of State's Overseas Security Advisory Council (OSAC), voiced concerns about retaliation against American firms and their executives, two people with knowledge of the meeting said.A number of attendees said their companies were considering restricting non-essential China travel and looking to move meetings outside the country, one of the people added.Security executives for companies including Walt Disney Co , Alphabet Inc's Google, Facebook Inc , and PayPal Holdings Inc attended the meeting, according to the sources and a LinkedIn posting by one of the attendees.The companies all declined to comment or did not immediately respond to requests for comment.The discussions at the meeting underscore concerns rippling through U.S. businesses in the world's second largest economy, already facing a delicate balancing act amid a tense trade standoff between Washington and Beijing.The formal agenda for the meeting, held at Google's Asia-Pacific headquarters in Singapore, included presentations on economic crime and terrorism in the region. OSAC promotes "security cooperation between American private sector interests worldwide and the U.S. Department of State," according to its website.But conversation soon turned to possible risks in China prompted by the arrest of Meng Wanzhou, the chief financial officer and "heiress" of Chinese telecom network equipment giant Huawei Technologies Co Ltd, who was detained in Canada on Dec. 1. BEIJING/OTTAWA (Reuters) - China warned Canada on Saturday that there would be severe consequences if it did not immediately release Huawei Technologies Co Ltd's [HWT.UL] chief financial officer, calling the case "extremely nasty."Meng Wanzhou, Huawei's global chief financial officer, was arrested in Canada on Dec. 1 and faces extradition to the United States, which alleges that she covered up her company's links to a firm that tried to sell equipment to Iran despite sanctions.The executive is the daughter of the founder of Huawei.If extradited to the United States, Meng would face charges of conspiracy to defraud multiple financial institutions, a Canadian court heard on Friday, with a maximum sentence of 30 years for each charge.No decision was reached at the extradition hearing after nearly six hours of arguments and counter-arguments, and the hearing was adjourned until Monday.In a short statement, China's Foreign Ministry said that Vice Foreign Minister Le Yucheng had issued the warning to release Meng to Canada's ambassador in Beijing, summoning him to lodge a "strong protest."Adam Austen, a spokesman for Canadian Foreign Minister Chrystia Freeland, said Saturday there is "nothing to add beyond what the Minister said yesterday".Freeland told reporters on Friday that relationship with China is important and valued, and Canada's ambassador in Beijing has assured Chinese that consular access will be provided to Meng.When asked about the possible Chinese backlash after the arrest of Huawei's CFO, Prime Minister Justin Trudeau told reporters on Friday that Canada has a very good relationship with Beijing.Canada's arrest of Meng at the request of the United States while she was changing plane in Vancouver was a serious breach of her lawful rights, Le said.The move "ignored the law, was unreasonable" and was in its very nature "extremely nasty," he added."China strongly urges the Canadian side to immediately release the detained person, and earnestly protect their lawful, legitimate rights, otherwise Canada must accept full responsibility for the serious consequences caused."The statement did not elaborate."There will probably be a deep freeze with the Chinese in high-level visits and exchanges," David Mulroney, former Canadian ambassador to China, said on Friday."The ability to talk about free trade will be put in the ice box for a while. Israel says fired at Hezbollah operatives on Lebanon border-[Reuters]-YAHOONEWS-December 10, 2018

JERUSALEM (Reuters) - Israeli soldiers at the Lebanese border opened fire at suspected Hezbollah activists on Saturday, the military said, the first such incident since Israel launched a crackdown on cross-border tunnels into its territory.Lebanon's state-run National News Agency, however, said the Israeli soldiers shot into the air when they saw a Lebanese army patrol near the border demarcation, known as the "Blue Line".There were no reports of casualties.Israel said the suspects approached an area on the Israeli side of the border where its forces were carrying out an operation to shut down tunnels that were dug across the border by Hezbollah.Israeli military spokesman Lieutenant-Colonel Jonathan Conricus told reporters that three civilian-dressed individuals identified as Hezbollah operatives tried to use the heavy fog and rain in the area "to approach and interfere with, or to take, sensors" that had been deployed there by the army.But Lebanon gave a different account of the incident. "Israeli enemy soldiers shot into the air following their deployment near the Blue Line in Kroum al-Sharaqi region to the east of Meis al-Jabal village," NNA said.The Israelis "were surprised, due to thick fog, by a routine Lebanese army patrol inside the Lebanese territories," it added.Israel's military said on Tuesday it had found passages dug across the Israel-Lebanon border to be used for carrying out attacks inside Israel. It sent mechanical diggers, troops and anti-tunneling equipment there to shut them down.The situation has so far remained calm on both sides of the border. But the Israeli operation has brought renewed attention to a frontier across which Israel and the Iranian-backed Shi'ite group Hezbollah fought a war in 2006.The Israeli military has said its activity would, for now, stop on the Israeli side of the border. But a cabinet minister said on Friday that Israel was prepared to take action in Lebanon against cross-border tunnels if deemed necessary.The United Nations peacekeeping Interim Force in Lebanon (UNIFIL) on Thursday confirmed the existence of a tunnel near the Blue Line, describing it as a "serious occurrence".Conricus said the military on Saturday exposed a second tunnel that crossed from Lebanon into Israel and that it was up to UNIFIL to deal with the tunnels on the Lebanese side of the border.Asked what Israel expected UNIFIL to do, Conricus said: "To go to the locations that we have singled out and pinpointed, to locate the tunnels and then to make sure that those access points are blocked from the Lebanese side."Israeli Prime Minister Benjamin Netanyahu briefed Russian President Vladimir Putin by phone on the tunnel crackdown, the Kremlin and Netanyahu's office said on Saturday. ZURICH/BRUSSELS (Reuters) - The Swiss government will consult domestic power brokers on a draft treaty setting out ties with the European Union, it said on Friday, ignoring an ultimatum from Switzerland's biggest trading partner to sign off now or face punishment.Swiss officials said that much of the draft - demanded by Brussels for a decade and negotiated over more than four years - was in Swiss interests, but the Swiss side would refrain from endorsing the pact for now given differences that remain.The European Commission, which had set Friday as a deadline, issued a statement to call for a quick approval of the draft treaty and set Dec. 11 as the date that the executive will decide what next steps to take on Switzerland's access to EU markets for its stock exchanges.EU sources have said Brussels will ban EU-based banks and brokers from trading on Swiss stock exchanges from 2019 as a punitive measure should Bern not clearly back the deal. That would prompt Swiss retaliation."The European Commission respects the wish of the Federal Council to consult all stakeholders," the Commission said in its statement, but added that it expects "the consultation to be swift and hope that its outcome will be positive".It said the draft treaty was the best deal possible.The talks are complicated by Britain's negotiations on its EU divorce terms, with the Commission loath to be soft on the Swiss for fear of providing ammunition to Brexiteers.Some Swiss also want to see what Britain can negotiate for itself before striking Bern's own EU deal. Britain's parliament will vote on a draft EU withdrawal treaty on Dec. 11.For Switzerland, disagreements with the EU include Swiss rules that defend high wages from cross-border skilled labor and the rights of EU workers to Swiss social benefits.It would revisit the subject in spring 2019 after political consultations over the draft it published on Friday. The government said the exercise would help it analyze whether signing the pact would be in the national interest."All paths are open from a complete yes to a complete no," Foreign Minister Ignazio Cassis told a news conference in Bern.The draft treaty would have the Swiss routinely adopt EU single market rules and provide a more effective system for resolving disputes. The EU has also sought to water down Swiss labor rules protecting high local wages, angering unions.SOVEREIGNTY ISSUES-Both the traditionally pro-Europe left and the anti-EU far right say the deal infringes too much on Swiss sovereignty, leaving the four-party coalition that makes up the government short of a majority to approve it before elections next year.Swiss labor has fought tooth and nail against EU efforts to dilute Swiss labor rules, and the main union federation seized on texts published on Friday to rail against the proposed deal."The elements of the framework agreement with the EU presented by the government confirm the Swiss Confederation of Trade Unions' worst fears," it said.Swiss President Alain Berset said he broke Friday's news to European Commission President Jean-Claude Juncker in a "friendly" telephone call, but gave no details of the conversation.Swiss-EU relations suffered in 1992 when Swiss voters rejected joining the European Economic Area. BRUSSELS (Reuters) - EU governments agreed on Friday to toughen up draft rules allowing law enforcement authorities to get electronic evidence directly from tech companies such as Facebook and Google stored in the cloud in another European country.The move underlines the growing trend in Europe to rein in tech giants whether on the regulatory front or the antitrust front.The e-evidence proposal also came in the wake of recent deadly terrorist attacks in Europe, pressure on tech companies to do more to cooperate with police investigations and people's growing tendency to store and share information on WhatsApp, Facebook, Viber, Skype, Instagram and Telegram.The European Commission, the EU executive, came up with the draft legislation in April, which includes a 10-day deadline for companies to respond to police requests or 6 hours in emergency cases, and fines up to 2 percent of a company's global turnover for not complying with such orders.The proposal covers telecoms services providers, online marketplaces and internet infrastructure services providers and applies to subscriber data and other data on access, transactional and content.France, Spain, Ireland and Belgium backed the draft while Germany, the Netherlands, Finland, Hungary, Latvia, the Czech Republic and Greece had abstained from supporting it."Electronic evidence is becoming a vital element in criminal proceedings. Nowadays criminals use rapid cutting-edge communication technology which does not stop at borders," Austrian Justice Minister Josef Moser said.Tech lobbying group CCIA, whose members include Amazon, e-Bay, Facebook and Google, criticized the stance taken by EU governments, which it said was tougher than the Commission's proposal and lacks adequate checks and balances."We regret that today's Council vote increases the risks of conflicts between laws for companies and poses risks to individuals' fundamental rights," Alexandre Roure, CCIA's senior public policy manager, said.BSA | The Software Alliance, which represents the global software industry, was equally critical."We seriously doubt that the Council's approach will deliver upon the initial goal of an effective law enforcement procedure. PARIS (Reuters) - Anti-government protesters faced off with French riot police in Paris on Saturday, hurling projectiles, torching cars and vandalizing shops and restaurants in a fourth weekend of unrest that has shaken President Emmanuel Macron's authority.Authorities said there were an estimated 8,000 protesters in Paris around midday and some 90,000 across the country with more than 50 people reported injured, including three police officers.Named after the fluorescent safety vests that French motorists must carry, the "yellow vest" protests erupted out of nowhere on Nov. 17, when nearly 300,000 demonstrators nationwide took to the streets to denounce high living costs and Macron's liberal economic reforms.Demonstrators say the reforms favor the wealthy and do nothing to help the poor and billed Saturday's demonstrations "Act IV" of their protest after three consecutive Saturdays of rioting.The government this week canceled a planned rise in taxes on petrol and diesel in a bid to defuse the situation but the protests have morphed into a broader anti-Macron rebellion.The protest movement has spawned a "monster", Interior Minister Christophe Castaner said on Friday.In a massive security operation, nearly 90,000 police were deployed nationwide to forestall a repeat of last Saturday's destructive mayhem.Officers in Paris, backed up by armored vehicles, arrested more than 550 people after police found potential weapons such as hammers and baseball bats on them.Skirmishes also broke out between protesters and police in Lyon, Marseille and Toulouse.Police used tear gas, water cannon and horses to charge the protesters on roads fanning out from the Champs Elysees boulevard. A United Nations committee is recommending Canada take measures to prevent and criminalize the involuntary sterilization of women.Assembly of First Nations National Chief Perry Bellegarde is backing the recommendation, saying he wants changes to the Criminal Code of Canada to make involuntary sterilization of First Nations women a criminal offence."Forced sterilization is a gross violation of human rights and First Nations rights and it must be criminalized to help bring an end to this inhumane practice," he said in a statement.The UN Committee Against Torture has been examining reports of forced or coerced sterilization of Indigenous women in Canada dating back to the 1970s and including recent cases in Saskatchewan.This week the committee's report made two recommendations:?Ensure that all allegations of forced or coerced sterilization are impartially investigated, that the persons responsible are held accountable and that adequate redress is provided to the victims.Adopt legislative and policy measures to prevent and criminalize the forced or coerced involuntary sterilization of women, particularly by clearly defining the requirement of free, prior and informed consent with regard to sterilization and by raising awareness among Indigenous women and medical personnel of that requirement. JERUSALEM (Reuters) - Israel is prepared to take action in Lebanon against Hezbollah cross-border tunnels if necessary, an Israeli cabinet minister said on Friday.Israel's military said earlier this week that it had found a number of passages dug across the Israel-Lebanon border to be used in carrying out attacks inside Israel. The Israeli military sent mechanical diggers, troops and anti-tunneling equipment to the border to shut them down.The Israeli military, which launched the operation on Tuesday, has said its activity would, for now, stop on the Israeli side of the border.But Israeli news media on Thursday quoted a unnamed senior official saying that Israel could extend its activity into Lebanon, and on Friday Israeli Intelligence Minister Israel Katz reiterated that messages."If we think that in order to thwart the tunnels that one needs to operate on the other side - then we will operate on the other side of the border," Katz told Radio Tel Aviv 102FM.What form the action would take was not clear. NEW YORK (Reuters) - Oil prices jumped more than 2 percent on Friday as Saudi Arabia and other producers in OPEC, as well as allies like Russia, agreed to reduce output to drain global fuel inventories and support the market.The Organization of the Petroleum Exporting Countries and its Russia-led allies, referred to as "OPEC+," agreed to slash production by a combined 1.2 million barrels per day from 2019. This was larger than the minimum 1 million bpd that the market had expected, despite pressure from U.S. President Donald Trump to reduce the price of crude.OPEC will curb output by 800,000 bpd from January while non-OPEC allies contribute an additional 400,000 bpd of cuts, Iraqi Oil Minister Thamer Ghadhban said after the organization concluded two days of talks in Vienna.Russian Energy Minister Alexander Novak confirmed the combined output cuts of 1.2 million bpd, saying the market would be oversupplied through the first half of the year.Brent crude rose $1.64, or 2.9 percent, to $61.70 a barrel by 1:46 p.m. EDT (1746 GMT). VATICAN CITY (AP) — The Vatican has an unusual dilemma on its hands after nearly all the nuns in a tiny French religious order threatened to renounce their vows rather than accept the Holy See's decision to remove their superior.The sisters argue that the Vatican commissioners sent to replace their superior general, who is also the niece of the order's founder, have no understanding of their way of life or spirituality. The church's conclusion — contained in a summary of its investigation provided this week to The Associated Press — is that the Little Sisters of Marie, Mother of the Redeemer are living "under the tight grip" of an "authoritarian" superior and feel a "serious conflict of loyalty" toward her.The standoff marks an extraordinary battle of wills between the Vatican hierarchy and the group of 39 nuns, most in their 60s and 70s, who run homes for the aged in rural western and southern France. Their threat to leave comes at a time when the Catholic Church can hardly spare them, with the number of sisters plummeting in Europe and the Americas.The unlikely revolt had been brewing for years but erupted in 2017, when the Vatican suspended the Little Sisters' government and ordered the superior, Mother Marie de Saint Michel, removed. The Vatican says it took action after local church investigations in 2010 and 2016 found an excessive authoritarianism in her rule and serious problems of governance.Details of her alleged abuses of authority haven't been revealed. But within two years of her election as superior in 2000, six sisters had left, church officials say."The grave acts posed by Mother Marie de Saint Michel are denounced and the sisters are called to religious and responsible behavior," the prefect of the Vatican's congregation for religious, Cardinal Joao Braz di Aviz, wrote the nuns in July.By then, Braz had already appointed a commissioner and two deputies to run the order. But the Little Sisters refused to accept them and kept Saint Michel in place in the mother house.As the standoff escalated, 34 of the 39 nuns issued an extraordinary public declaration last month saying they had no other choice but to ask to be relieved of their religious vows."We are not making this sacrifice lightly," they wrote. "We wish to remain in total communion with the church but we cannot signify more clearly, or more painfully either, our incapacity in conscience to obey what we are commanded to do."Their plight has garnered sympathy. A French support group, the Support Association of the Little Sisters of Marie, claims to have gotten 3,900 signatures for an online petition demanding the immediate restoration of the central government of the order and removal of the commissioners."We are in a situation of blockage," said Marcel Mignot, president of the support association.The sisters downplay problems with their superior and say the real dispute is over their local bishop's decision to split up management of their elder-care homes that had been merged in recent years. The most recent Vatican statistics from 2016 show the number of sisters was down 10,885 from the previous year to 659,445 globally. "They ask you for a lot of evidence and it's impossible. It's not like they say it is."Other migrants face the same dilemma. Of 6,000 who arrived in Tijuana in the caravans last month, 1,000 have scrambled over border fences, and most of those were detained, the head of Mexico's civil protection agency David Leon told local media on Wednesday.A further 1,000 have accepted voluntary deportation, he said, while others are living on the street outside the municipal sports center where they first arrived, or in smaller shelters. Those on the list are given a number and must wait months to pass through for an interview. The list contains thousands of names from around the world.Each day, CBP officials communicate with Mexican immigration officials who then tell the migrants how many can go through, according to volunteers, who spoke on the condition of anonymity. They said between 40 and 100 per day are usually sent.At the end of each day, Mexican immigration officials guard the ledger. Lawyers have cited multiple problems with this system. MOSCOW (Reuters) - Israeli Prime Minister Benjamin Netanyahu briefed Russian President Vladimir Putin on Israel's crackdown along its border with Lebanon on tunnels it said were dug by Hezbollah, the Kremlin said on Saturday.Netanyahu said this week that the tunnels were meant for use by Hezbollah fighters to infiltrate Israel from Lebanon and carry out attacks. The Israeli military sent mechanical diggers, troops and anti-tunneling equipment to the border to shut them down.During their phone call, initiated by Netanyahu, "The President of Russia stressed the importance of ensuring stability in the region," the Kremlin statement said.Russia has links to Hezbollah's allies in neighboring Syria where it has lent President Bashar al-Assad critical support in the country's civil war. CAIRO (Reuters) - Egyptian police killed two gunmen who carried out last month's attack on a bus carrying Christians in Minya governorate to the south of Cairo, the interior ministry said on Saturday.Police, helped by the military, found the gunmen in Assiut governorate, which lies to the south of Minya, it said in a statement. They were in possession of three automatic rifles, one shotgun and an unspecified amount of ammunition.Security forces also found one of the vehicles used in the Nov. 2 attack, which killed at least seven Christians who were returning from baptizing a child at a Coptic monastery in central Egypt.The mobile phone of one of the victims of the attack, Kamal Yousef Shehata, was also found, the ministry said.On Nov. 3, a day after the attack near the Monastery of St Samuel the Confessor in Minya, security forces killed 19 militants suspected of involvement.Islamic State claimed responsibility for last month's attack, which took place at exactly the same spot as a May 2017 attack that killed 28 Christians. CAPE CANAVERAL, Fla. — NASA's new Mars lander has captured the first sounds of the "really unworldly" Martian wind.The Jet Propulsion Laboratory released audio clips of the alien wind Friday. The low-frequency rumblings were collected by the InSight lander during its first week of operations at Mars.The wind is estimated to be blowing 10 mph to 15 mph (16 kph to 24 kph). These are the first sounds from Mars that are detectible by human ears, according to the researchers."Reminds me of sitting outside on a windy summer afternoon ... In some sense, this is what it would sound like if you were sitting on the InSight lander on Mars," Cornell University's Don Banfield told reporters.Scientists involved in the project agree the sound has an otherworldly quality to it.Thomas Pike of Imperial College London said the rumbling is "rather different to anything that we've experienced on Earth, and I think it just gives us another way of thinking about how far away we are getting these signals."The noise is of the wind blowing against InSight's solar panels and the resulting vibration of the entire spacecraft. The sounds were recorded by an air pressure sensor inside the lander that's part of a weather station, as well as the seismometer on the deck of the spacecraft.The low frequencies are a result of Mars' thin air density and even more so the seismometer itself — it's meant to detect underground seismic waves, well below the threshold of human hearing. The seismometer will be moved to the Martian surface in the coming weeks; until then, the team plans to record more wind noise.The 1976 Viking landers on Mars picked up spacecraft shaking caused by wind, but it would be a stretch to consider it sound, said InSight's lead scientist, Bruce Banerdt, of JPL in Pasadena, California.The "really unworldly" sounds from InSight, meanwhile, have Banerdt imaging he's "on a planet that's in some ways like the Earth, but in some ways really alien."InSight landed on Mars on Nov. 26."We're all still on a high from the landing last week ... and here we are less than two weeks after landing, and we've already got some amazing new science," said NASA's Lori Glaze, acting director of planetary science.
