Israeli military aircraft fired warning shots Saturday near a group of Palestinians in the Gaza Strip launching incendiary devices toward Israel, Palestinian media reported.There were no reported injuries as a result of the warning shots east of Gaza City.The reports came as burning objects flown from Gaza sparked three fires in southern Israel.Firefighters were working to extinguish the blazes.On Friday, 10 fires broke out in the Gaza periphery during the day as a result of the flaming balloons and kites. All the blazes were extinguished.The fires came as Palestinians took part in clashes on the Gaza border for a thirteenth consecutive week, with the Hamas-run health ministry reporting 206 injured.The army said two grenades were thrown during the clashes toward Israeli troops at the border fence near Kibbutz Nahal Oz. No soldiers were injured.Reports put turnout at Friday’s violent protests in the low thousands, a steep drop from participation at the height of the rallies and riots, when tens of thousands took part.Since March 30, Palestinians in Gaza have launched hundreds of kites and helium balloons bearing flammable materials, and occasionally explosives, sparking near-daily fires that have burned thousands of acres of land in southern Israel.The Israeli military has carried out multiple warning strikes in recent weeks at groups of Gazans preparing to launch incendiary devices toward Israel. Broderick set an October 7, 2019 date for the Uzbek immigrant’s trial.Earlier, he had pleaded not guilty through his lawyer to the latest indictment in the October 31 truck attack near the World Trade Center. A prosecutor said the Justice Department will decide by the end of the summer whether to seek the death penalty against Saipov, who lived in Paterson, New Jersey, before the attack.Speaking through an interpreter for about 10 minutes, Saipov said the decisions of a US court were unimportant to him. He said he cared about “Allah” and the holy war being waged by the Islamic State.At the prompting of Assistant US Attorney Amanda Houle, Broderick interrupted Saipov to read him his rights, including that anything he said in court could be used against him.“I understand you, but I’m not worried about that at all,” Saipov said.“So the Islamic State is not fighting for land, like some say, or like some say, for oil. RIYADH (Reuters) - Women will hit the roads in Saudi Arabia on Sunday with the lifting of the world's last ban on female drivers, long seen as an emblem of women's repression in the conservative kingdom.The move, ordered last September by King Salman, is part of sweeping reforms pushed by his powerful young son Crown Prince Mohammed bin Salman, who aims to transform the economy of the world's top oil exporter and open up its cloistered society."We are ready, and it will totally change our life," said Samira al-Ghamdi, a 47-year-old psychologist from Jeddah, one of the first Saudi women to be issued with a driving license.The lifting of the ban, which for years drew international condemnation and comparisons to the Taliban's rule in Afghanistan, has been welcomed by Western allies as proof of a new progressive trend in Saudi Arabia.But it has been accompanied by a harsh crackdown on dissent, including against some of the very activists who previously campaigned against the ban. They will sit in jail as their peers take to the road legally for the first time.Saudi women with foreign licenses only began converting them earlier this month, so the number of new drivers is expected to remain low at first. Faith-based camps feel sting of Trudeau government's summer jobs abortion clause-[CBC]-YAHOONEWS-June 24, 2018

Daniel Peacock says this year is tougher for Camp Jordan.The small Baptist summer camp in Jordan Falls, N.S., has relied on $4,000 in federal grant money to hire a student camp counsellor for the last four years — a job that is invaluable, according to Peacock, a member of the board that oversees the camp.But this year Camp Jordan, along with at least five other faith-based camps in Nova Scotia, didn't even bother to apply for the Canada Summer Jobs program. The decision follows the federal government's controversial move to require all applicants to express support for "individual human rights in Canada" — including reproductive rights and equality of LGBTQ Canadians."The government is saying, 'We're right and you're wrong and that's it. Believe what we believe or don't bother to apply for money,'" Peacock said. "Our Baptist foundation told us that unless we check the box off, we would be ignored."CBC News also spoke with five other faith-based camps that applied but were rejected because they refused to check the required box in the application. In all, 50 applicants from various organizations in Nova Scotia were turned down, according to figures from the federal government.Federal Employment Minister Patty Hajdu has argued the attestation is simply intended to make sure organizations that receive money to hire students have core mandates that align with the Charter of Rights and Freedoms. More than 2,100 applications from Nova Scotia were approved.But the new rules, announced last December, have drawn concern from faith-based groups nationwide who say their views on abortion and marriage equality do not align with the government's, and feel the changes limit their freedom of belief. Across the country, more than 1,500 organizations have been refused grants after not checking the box."This year, most of our churches and camps were unable or unwilling to sign the attestation due to matters of conscience," said Renée Embree of the Canadian Baptists of Atlantic Canada, a ministry association of hundreds of faith-based groups in the region, including six camps in Nova Scotia."Many have simply been unable to hire students this summer," she said in an email.Apart from allowing students opportunities to build their own professional skills, Peacock said a camp counsellor plays a crucial role in helping up to 35 kids who attend Camp Jordan each week to learn team-building through fun games and campfire activities.Peacock said the camp now shares its counsellors and its cook with Long Lake summer camp, in nearby Lunenburg County, to make up for the lost funding.The new rules are "extremely disappointing" for Steve Williams, the director of Camp Evangeline, which unsuccessfully applied to the Canada Summer Jobs program. Students hired at his Pentecostal camp in Debert, N.S., help run activities for at-risk youth, single mothers and Indigenous people."It's just put us out of the ability to have a positive influence in these peoples' lives," he said.Véronique Simard, a spokesperson for Hajdu, the federal minister, said in an email that "hundreds of faith-based organizations are participating in the Canada Summer Jobs program, including many in Nova Scotia." Such groups have "always been welcome, and encouraged, to apply." She also said the "government will always stand up for the rights of women and LGBTQ Canadians," and that "federal funding should never fund work that seeks to undermine those rights."'What the government did is unconstitutional'-Rev. Jim Rhyno said he feels the government has "overstepped its bounds" by creating "parameters for Canada Summer Jobs to exclude certain faith groups," such as Baptist communities.He chairs the board of directors at Camp Peniel, a Baptist camp near Yarmouth, N.S., that's hired a summer student with federal grant money every year for the past decade."The board was unanimous that we would not be able to check the box," he said. "That would be counter to our value system in being truthful."Along with submitting a printed form with the attestation box untouched, he said the board included a letter explaining why checking the box was "inconsistent with our fundamental constitutionally protected personal beliefs."The application was turned down without any acknowledgment of the letter."What the government did is unconstitutional," said Barry Bussey, a lawyer and director of legal affairs with the Canadian Council of Christian Charities in Elmira, Ont.He said the new rules violate Section 2a of the Canadian Charter of Rights and Freedoms, which covers freedom of conscience and religion; Section 2b, which covers freedom of belief and expression; and Section 15, the equality right.Bussey said the council exists to promote and assist the best practices, including potential legal actions, of evangelical Christian charities in Canada. Many of the camps in Nova Scotia are members."We have received literally hundreds of messages from our membership who are very upset about the treatment they've received from the government with respect to this," he said. "Many of them want to pursue a court action."-Possible legal challenge-Bussey said the possibility that the council will file a lawsuit against the federal government directly is "very very conceivable," and said an official statement on the matter will be made in the coming week.Bussey said he's been rallying financial support for litigation on the council's website. PICKERING, Ont. — With the legalization of recreational cannabis now months away, Ontario's incoming premier said he wants to consult further with municipalities, stakeholders and his caucus before deciding whether to change the plan laid out by his predecessors for the sale of marijuana.The outgoing Liberals had planned to roll out 150 standalone pot stores run by the Liquor Control Board of Ontario by the end of 2020, with the first 40 scheduled to open this year.Doug Ford, who was elected this month, had previously suggested he would be open to greater privatization of marijuana sales.But when asked about his plan for pot sales on Thursday, Ford said he's focusing on the Liquor Control Board of Ontario, which he said already has infrastructure in place that would allow it to sell marijuana once it becomes legal this fall."What I said is I'd be focusing on the LCBO. I'm private sector, I don't believe government should stick their nose into everything, but again, this is a path we have never went down," he said. "We're going to tread carefully on this and we're going to consult with the local municipalities and we're going to make a decision after we talk to caucus."The Progressive Conservatives say when the premier-designate talks about focusing on the LCBO, he's referring to Ontario Cannabis Stores run by the LCBO, as the outgoing Liberal government planned.Ford also suggested Thursday that Ottawa had left the provinces with little support to prepare for legalization."This is a path that the federal government has dumped on all the provinces," he said.The federal government announced this week that Canadians will be able to legally purchase recreational marijuana starting Oct. 17. Prime Minister Justin Trudeau said legalization was pushed back at the request of several provinces who sought more time to make the transition.Preparing for legalization is a complex undertaking and it's the prerogative of a new government to reconsider how to do so, said Ivan Ross Vrana, a consultant on the cannabis industry with Hill+Knowlton Strategies.Ford will have to get up to speed with the work that's already been done by Ontario bureaucrats and what's planned in other provinces, he said."With this file I don't think anything is simple, it's really complex, but having said that I think people do know that this has been coming, I think there's public officials, civil servants, people at the (Ontario Cannabis Store) that have been working on this for a while," Vrana said.While it's not necessary to work out every detail by October, Ontario must have some sort of retail system in place by then to meet consumer demand, he said."The stated goal for everybody — whether it's federal, provincial or municipal — is to ensure that we can tackle the illegal market and the best way to do that is to ensure that there's access for consumers," he said.The New Democrats, who had criticized the Liberal plan for what they deemed to be an insufficient number of stores, said the premier-designate "needs to show Ontario a plan that fixes the one (former Liberal leader) Kathleen Wynne messed up.""As Ontario's official Opposition, we will work closely with municipalities, stakeholders, and community members to push the Ford Conservatives to roll out legal cannabis sales in Ontario in a way that promotes social responsibility and community safety, while effectively ending demand for illegal sales," New Democrat Gilles Bisson said in a statement. The diplomats noted that the move was not definitive and could change from day-to-day.Israeli diplomats have not participated in UNHRC events since a council discussion Thursday on discrimination against women, they said.Prime Minister Benjamin Netanyahu applauded the US walkout announced Tuesday. Border Police on Friday defused a pair of improvised explosive devices planted near Israeli security forces in the West Bank city of Hebron, police said.The bombs were both discovered near security checkpoints at the Tomb of the Patriarchs holy site, according to police.One device was found in a yard by a patrol. Border Police sappers destroyed it in a controlled explosion, police said.During a subsequent scan of the area officers also found a pipe bomb near a checkpoint. It was also defused by sappers, police said.The discovery of the bombs comes on a week which saw two incidents of improvised explosive devices being thrown at officers at the entrance to the Tomb of the Patriarchs — on both Tuesday and Thursday.There were no injuries in either incident and no suspects were detained.

Economic collapse or war: Hamas’s cynical, desperate bid to pressure Israel, PA-The terror group is holding its subjects in Gaza hostage in a dangerous gambit to improve their lot while retaining its military strength-By Avi Issacharoff-TOI-JUN 24,18

Israel and Hamas have been conducting negotiations in recent weeks for a ceasefire along the Gaza border — sort of.Gaza’s incendiary kites, rockets, protests and riots on the border, and the Israeli strikes in the Strip, have been the most important forms of communication in the “dialogue” forged between the sides.In addition there are diplomatic messages sent by Hamas through various channels explaining that it is interested in reaching an arrangement with Israel. But at this stage in the negotiations, it is the weapons (including the kites and balloons) that are doing most of the talking.The good news is that both Hamas and Israel appear to want a ceasefire. The less good news is that they don’t seem able to agree on what such a ceasefire would look like.The various emissaries shuttling between the sides — UN envoy Nickolay Mladenov, Qatari envoy Muhammad al-Amadi, and as always, officials from Egyptian intelligence — have told Israel more than once that Hamas is not interested in war. Hamas, rather, wants a long-term arrangement that would give Israel years of quiet. In return, it seeks the lifting of what it calls the “Israeli blockade” of the Strip, meaning the manner in which Gaza is cut off from the Israeli economy. Hamas would like to see a resumption of trade with Israel, Gazans being allowed to work in Israel, and other measures that would revive the territory’s ailing economy.There are many on the Israeli side who are advocating a similar arrangement.The problem, as always, is security. Hamas is willing to discuss a freeze on attacks against Israel, but not dismantling its military infrastructure in Gaza. It won’t destroy its rocket arsenals and it won’t stop building tunnels, including attack tunnels that reach across the border into Israeli territory and under Israeli towns.To this Hamas insistence, conveyed by the international envoys, Israel has said it views Hamas’s military infrastructure as a standing threat and will not discuss any long-term ceasefire that does not lead to the group’s disarmament.Pressure on Israel to pressure the PA-On Wednesday afternoon, a small mushroom cloud could be seen, by residents of the Israeli villages of Kissufim and Ein Hashlosha, billowing over central Gaza at the site of the Bureij refugee camp.It wasn’t garbage burning in the summer heat, but rather the remnant of an incident that took place just moments earlier – a warning rocket fired by Israel at a group of Palestinians trying to deploy incendiary kites. No one was hurt in the incident, and no kites were launched in its immediate aftermath, but the lull lasted only a few hours. By Wednesday evening, several new brush fires were burning on the Israeli side.Fires often take their toll at this time of year in the agricultural areas around the Gaza Strip, though the damage from the hundreds of incendiary devices flown over the border in recent weeks looks to the untrained eye to be immense, and many areas around Gaza still smell like smoke.Yet for Hamas, the kite and balloon initiative is less an attack on Israel than an attempt to prevent one. It’s a relatively low-impact way for young operatives to strike out at Israel and thereby let off steam that would otherwise be directed toward deadlier operations — to which Israel’s response would be far more painful.It also helps divert frustration away from the Hamas regime itself. It was Hamas that decided — in light of Gaza’s dire economic situation and the realization that continuing the border protests could lead to war — to switch to a relatively primitive means of attack that mostly damaged property. Hamas officials seem to be hoping that their kites and balloons will allow the organization to maintain its image as aggressive toward Israel, while ensuring that Israel can’t slip back into ignoring Gaza as it did before the spring protests began – and do this without drawing Israel into a conflict.There is nothing spontaneous about the kite and balloon attacks. It’s an effort arranged and managed by Hamas. Its purpose is to force Israelis to pay attention to Gaza as part of Hamas’s bid for ceasefire talks — and to pressure the Netanyahu government to, ironically, pressure the Palestinian Authority in the West Bank to lift the PA’s own blockade on Gaza, which has worsened the Strip’s financial crisis significantly in recent months.Hamas expects Israel, its greatest enemy, to cause another of Hamas’s enemies, PA President Mahmoud Abbas, to ease the economic stress in Gaza.The PA froze salary payments to its clerks in the Strip in March. In May, following an outcry, it resumed paying half the salaries. That’s about 60,000 employees who sit at home in Gaza without jobs in the Hamas-run government. Add to that the 40,000 or so Hamas employees who have been living off just 40 percent of their income for several years now and one begins to see the broader picture of an economy that isn’t just stalled; it’s collapsing.Then there’s the latest news from UNRWA, the UN’s Palestinian refugee agency, which announced it will find it difficult to pay full salaries to its employees in the coming months – that’s some 15,000 workers in Gaza alone. Before the crisis, Gaza faced an unemployment rate somewhere around 44%; with it, the situation may be becoming genuinely untenable.It is no wonder, then, that Hamas is willing to risk war to pressure Israel to, in turn, put pressure on the PA to release the salaries to its Gazan employees, most of whom are Fatah members.Abbas has so far refused to do so, and has even delayed payments to the Israeli healthcare system for Gazans who are treated in Israeli hospitals, a policy that is leading to some denials of service by Israeli hospitals and, in some cases, could lead to unnecessary deaths in Gaza. That’s happening even as Gaza is experiencing a shortage in vital medicines and while the Gazan health system is still reeling from the burden of treating the thousands who were wounded in the border clashes with IDF troops.As if that weren’t enough, Gazans continue to face chronic electricity shortages, despite the Egyptian decision to start sending regular shipments of fuel for the Strip’s power station.Here the complex nature of Hamas’s rule becomes even more evident. Something astounding has happened with each Egyptian shipment over the past month – it has disappeared. Far from the eyes of the international media, where Hamas has moaned ceaselessly about the Israeli blockade, the organization has been confiscating the diesel fuel shipments for its own purposes, including selling them on Gaza’s black market for easy cash. It is doing this even as Egypt’s own power lines into the Strip have suddenly, without explanation, stopped sending electricity to Gaza’s grid over the last month. Gazans are now left in a recurring cycle of four hours of electricity followed by 12 to 16 hours without it, day in and day out.Hamas is thus on both sides of the problem. Its organizational needs must be served, even at the cost of further draining Gaza’s economy and sending desperate Gazans into ever deeper distress, while it works hard to pressure Gaza’s neighbors – Israel, the PA and Egypt – to ease their economic pressure in exchange for quiet.Hamas’s only reprieve in recent weeks has been Egypt’s decision to open its border crossing in Rafah for the duration of Ramadan and beyond.In Gaza’s despair and under Hamas’s mismanagement, while the group conducts a low-level conflict with Israel that is meant to relieve the economic crisis but which could just as easily escalate into all-out war, that partially open western border is the pinnacle of Hamas’s achievements for its struggling subjects.

Everything was buried.And still, the volcano smoldered. THE HAGUE, Netherlands — The UN’s top court will in October hear a complex case brought by Iran against the United States seeking to recover billions in frozen assets, which US courts say should go to American victims of terror attacks.The International Court of Justice (ICJ) said in a statement Friday it will “hold public hearings in the case concerning Certain Iranian Assets (Islamic Republic of Iran v. United States of America), from Monday 8 to Friday 12 October 2018” at its seat in The Hague.The hearings “will be devoted to preliminary objections raised by the United States,” the statement added, after which judges will decide whether or not they can rule in the dispute.The case was lodged by Tehran in June 2016 accusing the US of breaking a decades-old bilateral treaty, dating from the time of the Shah, by seizing Iranian financial assets and those of Iranian companies.US courts have “awarded total damages of over $56 billion … against Iran in respect of its alleged involvement in various terrorist acts mainly outside the US,” Iran said.The case was filed just weeks after the US Supreme Court ruled in April 2016 that $2 billion in frozen Iranian assets should be paid to about 1,000 survivors and relatives of those killed in attacks blamed on the Islamic republic.These included the 1983 bombing of a US Marine barracks in Beirut and the 1996 Khobar Towers bombing in Saudi Arabia.But Tehran reacted angrily to the ruling which came almost a year after the landmark nuclear deal with world powers which led to the unblocking of other frozen funds.To the dismay of the other world powers, US President Donald Trump has since walked away from the nuclear deal, and the United States in 2017 raised objections to the court’s hearing of the case.The four days of public audiences are expected to focus on whether the ICJ judges can take up the case under the strict rules governing their procedures.Set up in 1946, the ICJ rules in disputes between states on the basis of existing treaties and international law.Iran argues that the US is breaking the terms of the 1955 Treaty of Amity signed with the then regime of the Shah long before he was ousted in the 1979 Islamic Revolution.
