MADRID (Reuters) - An urgent reform of the Spanish constitution was needed, the new Minister of Regional Administration Meritxell Batet said on Saturday, in allusion to a long-running political conflict between the central government and the region of Catalonia.The Socialists hold just 84 of the 350 seats in parliament and would need a two-thirds majority to pass any constitutional reform, giving the conservative People's Party (PP), who have balked at reform in the past, veto power over any bill."The territorial pact from the '78 constitution is in crisis, nobody can deny it," Batet said in a public appearance as minister in Barcelona.The industrious north-eastern region of Catalonia held an illegal referendum on its secession from Spain before making a unilateral declaration of independence in October, plunging the country in to its worst political crisis in decades.In response, the PP took direct control of the region and the courts have since detained politicians involved in the independence drive based on the constitutional clause that Spain is indivisible as a country.Many Catalonia civil servants in power during the push are living in self-imposed exile to escape detention orders for charges that include rebellion and misappropriation of funds.The new Socialist government took over last week after the PP's leader and then prime minister Mariano Rajoy was ousted in a vote of no confidence.On Friday, the Socialists lifted financial controls on Catalonia and said they would seek dialogue with the region's administration to relieve tensions over the independence bid.A constitutional reform is "urgent, viable and desirable" Batet said, adding she wanted to create a parliamentary commission, originally proposed by the Socialists last year, to investigate how it might be done.New Prime Minister Pablo Sanchez is likely to meet Catalonia's hard line, pro-independence leader Quim Torra before the summer, the government spokeswoman said on Friday.Former Catalan minister Clara Ponsati told Reuters at a conference of the Scottish National Party in Aberdeen that the departure of Rajoy could offer new chances for dialogue."(The Spanish government) has a great opportunity to change their strategy, but honestly I'm not overly optimistic," she said.(Reporting by Paul Day and Rodrigo de Miguel; Editing by Stephen Powell)

Israeli aircraft fires ‘warning shot’ at Gazans making incendiary balloons-Strike comes as Palestinians send over 'terror' kites and balloons, some with explosive devices, sparking fresh fires in southern Israel-By TOI staff-JUN 10,18

An Israeli aircraft on Saturday for the first time attacked a group of three Gazans preparing a store of balloons that Palestinians have been using to send incendiary devices over the border during Gaza protests, the army said.No injuries were reported in the strike near the northern Gaza town of Beit Hanoun. The IDF said the aircraft fired “a warning shot.”“We view the use of incendiary balloons and kites very seriously and will continue to act to prevent their use,” the army said.The report comes as Palestinians continued to send flaming kites into Israel, including one that was apparently carrying an explosive device, Israel Radio reported. The device was safely detonated by sappers and police warned the public not to approach the kites or balloons.Kites continued to set fires in Israeli fields and nature reserves Saturday.One of the new fires broke out near Kibbutz Ein Hashlosha, while another near the city of Sderot.Police temporarily closed Route 34 to traffic between Sderot and Kibbutz Yad Mordechai due to the fire. Firefighters were battling both blazes.Earlier, five fires broke out in the area of Kibbutz Be’eri and Kissufim near the Gaza security fence as a result of the flaming kites.All the fires were extinguished by local firefighting teams and security coordinators. No casualties were reported.Israel has been battling to combat the kites and balloons and lately has been trying to use drones to bring them down.A group of conscripted soldiers and hobbyists pressed into service have managed to bring down over 500 fire kites and balloons over the past 10 weeks, a senior officer said Thursday.The Israeli military anticipated that many more so-called “terror kites” and “terror balloons” would be flown into Israel from Gaza at the weekend as part of large-scale “March of Return” protests organized and supported by the Hamas terror group, which rules the coastal enclave.Since March 30, Palestinians in the Gaza Strip have launched hundreds of helium balloons and kites bearing flammable materials into Israeli territory, starting over 200 fires, according to authorities.The flying objects are fitted with a long string to which a Molotov cocktail, pouch of burning fuel or, in a few rare cases, an improvised explosive device is attached.Nearly 18,000 dunams (4,500 acres) of agricultural fields, forests and grasslands have been burned, causing over NIS 5 million ($1.4 million) worth of damage, officials said.In two months of mass protests at the Gaza border, over 120 Palestinians were believed killed and thousands wounded by Israeli military fire. The majority of the fatalities were members of terror groups, Hamas and Islamic Jihad have acknowledged. Israel has appealed to the United Nations to intervene in southern Lebanon, saying that the Palestinian terror group Hamas is working with Hezbollah to establish missile factories and camps to train thousands of fighters in southern Lebanon.The issue was first reported Saturday by a Lebanese daily, quoting UN sources. It was later confirmed by the Foreign Ministry, which said the issue was regularly raised at the UN.According to the Al Joumhouria report, Israel sent a letter in recent weeks to the UN Security Council and General Assembly containing intelligence on the terror groups’ efforts to set up missile factories in Lebanon for Hamas, as well as training facilities overseen by senior Hezbollah members for “thousands of Palestinian fighters.”In the letter, Israel charged that the cooperation between the Iran-backed organizations was a “blatant violation” of UN Security Council Resolution 1701, the report said, which ended the 2006 Second Lebanon War between the Israeli military and Hezbollah and mandated the disarmament of armed groups in Lebanon, such as Hezbollah.Israel requested the UN to intervene to stop the cooperation between Hamas and Hezbollah, according to the report.“The issue is on Israel’s agenda at the UN and is regularly raised in meetings, official letters and speeches, both to the UN Secretary-General and UN Security Council,” the Foreign Ministry said in response to the report.“The cooperation between Hamas and Hezbollah crosses borders. We are witnessing the results of the Hamas terror government in Gaza and now Hamas is tightening its ties with Hezbollah with the blessing and support of Iran, which is working to entrench its own forces also on Lebanese soil,” Israel’s ambassador to the UN Danny Danon said in a statement following the report.“I have recently appealed to the Security Council and warned of this cooperation between the terror organizations. I emphasized that Israel will not stand by idly in the face of new and old threats that face it,” Danon said. “Israel will do everything to safeguard its citizens.”Israel’s complaints to the UN on the cooperation in Lebanon between Hamas and Hezbollah — both of which are supported by Iran — comes as Israel also has raised concern over Iranian military entrenchment elsewhere on its northern border in Syria.Israel has repeatedly vowed it will not tolerate Iran’s military presence in Syria and has carried out airstrikes on Iranian targets in the country, including last month in response to Iran’s firing of rockets from Syria at the Golan Heights.Israel fears that as the Syrian civil war winds down, Iran, whose forces and Shiite proxies have backed President Bashar Assad, will entrench militarily in the neighboring country and turn its focus on Israel.On Friday, the Wall Street Journal reported that in a ploy to try to reduce pressure from Israel, Iranian-backed forces, including Hezbollah, have withdrawn their forces from areas in southern Syria, only to later return posing as Syrian military units.In an apparent bid to avoid further Israeli strikes, Lebanese Hezbollah troops and other Iranian-backed militias withdrew from the Daraa and Quneitra provinces in Syria’s southwest near Israel, but later returned dressed in Syrian military uniforms and under the regime flag, the report said, citing multiple rebel commanders.Asked about the report, an Israeli official declined to specifically address the allegations of uniform switching, but told the Journal: “You can be sure that Israel is very much aware of basically everything happening in our backyard.”The report said the disguise attempt was a sign of how dependent the Assad regime was on Iranian-backed forces, which include Lebanese, Iranians, Iraqis and Afghans. The rebels said the foreigners were given identity cards of Syrian soldiers killed in the seven-year civil war.Having taken control over the Damascus region in recent weeks, the regime is said to be planning an assault on rebel-held areas in the south.During his visit to Europe this week, Prime Minister Benjamin Netanyahu reportedly won a commitment to support ousting Iranian forces from Syria.German Chancellor Angela Merkel on Monday told Netanyahu that she agrees with Israel’s demand that Iranian troops be removed from Syria, especially the area close to the Israeli border.“Iran’s regional influence is worrying,” she said, adding that her government would use “diplomatic” means to counter it.Last week, it was reported that Israel and Russia had reached a deal to remove Iranian forces from southern Syria, while also giving Israel a green light to strike Iranian targets in Syria.The reported agreement would see Iranian forces leave southwestern Syria, while allowing Israel to strike Iranian assets deep in the country. Israel agreed not to attack Syrian regime targets, a report in the Arabic Asharq Al-Awsat newspaper said.Russia’s ambassador to the UN appeared to confirm the deal last week, saying “At this point, I cannot answer if it is being realized, but as far as I understand, the parties that were involved in reaching an agreement are satisfied with what they have achieved.”However, Israeli officials have denied that a deal has been done making it clear that Jerusalem wants Iranian forces — including Hezbollah and other Shiite militias — entirely out of Syria, and not just the southwestern region closest to the Jewish state.

QINGDAO, China (AFP) — Chinese President Xi Jinping will open late Saturday a two-day regional security summit attended by Russia, Iran and other allies confronting rising tensions with the US over trade and Washington’s withdrawal from the Iranian nuclear deal.Armored vans lined the streets of the coastal city of Qingdao as world leaders arrived Friday for the 18th annual summit of the Shanghai Cooperation Organization (SCO), a regional security bloc led by China and Russia.Its member states also include four ex-Soviet Central Asian republics, Pakistan and India. Iran is an observer member.Authorities emptied an entire oceanside swathe of the city — clearing out shopkeepers, residents and day-trippers to make way for Xi, his Russian counterpart Vladimir Putin and Iran’s President Hassan Rouhani.Pakistani President Mamnoon Hussain and India’s Prime Minister Narendra Modi will also attend the meeting.The leaders will be addressed by Xi this evening at an opening banquet from 7:45 p.m. (1145 GMT), according to the official schedule, before taking in a fireworks display.The SCO meeting comes after President Donald Trump controversially pulled Washington out of the 2015 international pact with Iran that placed limits on its nuclear program in return for easing economic sanctions.Though not officially on the agenda, analysts say that one key topic of discussion this year may focus on whether Iran will be allowed to ascend from its position as an SCO observer to become a full member state — a development it has sought since 2008 but has been unable to achieve while subject to UN sanctions.The 2015 nuclear deal lifted that barrier.Now in the wake of the US withdrawal from the pact, “SCO members may use granting full membership to Iran as a way to demonstrate support for (Tehran) and the nuclear agreement,” said Dawn Murphy, professor of international security studies at the US Air War College.Speaking Saturday to AFP in Lithuania’s capital Vilnius, senior Iranian official Massoumeh Ebtekar said Iran hoped European powers, Russia and China would confirm their willingness to uphold the deal “as soon as possible because Iran cannot wait forever.”“We have been a faithful player to this commitment, we’ve done our best, we’ve shown our good intentions. UNITED NATIONS  — The Palestinians and their supporters asked the UN General Assembly on Friday to hold an emergency meeting to adopt a resolution that would deplore Israel’s “excessive use of force,” particularly in Gaza, and seek recommendations to ensure the protection of Palestinian civilians.The move follows the US veto of a Kuwait-sponsored resolution in the Security Council on June 1 which United States Ambassador Nikki Haley called “grossly one-sided” for deploring the use of force by Israel while not mentioning Hamas which rules Gaza.Palestinian UN Ambassador Riyad Mansour told reporters Friday that the Kuwaiti resolution was “extremely balanced,” and he said almost the same text will be put to a vote in the General Assembly.There are no vetoes in the 193-member world body, but while Security Council resolutions are legally binding, General Assembly resolutions are not.Mansour and supporters including representatives of the Arab League and the Organization of Islamic Cooperation met with General Assembly President Miroslav Lajcak Friday afternoon to officially request a meeting to vote on a resolution.The meeting will be held Wednesday at 3:00 p.m. (19:00 GMT) following a request by a number of Arab countries, Lajcak announced Friday in a letter to the 193 member states.“We are mobilizing all of our efforts with as many as we can reach from groups and member states to receive the largest number of votes possible to support us,” Mansour said.Israeli Ambassador to the UN Danny Danon condemned the decision to hold the meeting.“It is unfortunate that instead of condemning the terrorists of Hamas, some countries are looking to satisfy their domestic political needs by bashing Israel at the United Nations,” Danon said. “We will proudly defend our right to defend our citizens time and again, and in every forum where our adversaries seek to falsely malign us.”The UN meeting took place as thousands of Palestinians protested near the Gaza border fence Friday. Israeli troops fired live rounds and tear gas and Gaza health officials said at least four demonstrators were killed, including a teenage boy, with over 600 wounded — which Mansour condemned “in the strongest terms” calling the Israelis “trigger-happy.”“What happened today adds to our argument and to the urgency of providing international protection” for Palestinian civilians, he said.The IDF said protesters hurled grenades, improvised explosives and rocks at soldiers, burned tires and flew dozens of incendiary kites and balloons into Israeli territory, sparking a number of fires.At one point gunmen opened fire at an IDF post in the north of the Strip. There were no Israeli casualties.In two months of mass protests at the Gaza border, over 110 Palestinians have been killed and thousands wounded by Israeli military fire. The protest came the day after the US opened its embassy in Jerusalem.Mansour said the resolution to be put to the General Assembly, like the Kuwaiti resolution, will ask UN Secretary-General Antonio Guterres to make proposals within 60 days “on ways and means for ensuring the safety, protection and well-being of the Palestinian civilian population under Israeli occupation.”Standing with half a dozen Arab and Islamic supporters, he said Guterres “should utilize all the tools available to him in the [UN] Secretariat and on the ground, and with all of the collective mind of all of us who are ready and willing to help in any possible way.”“Our intention and our desire is to find practical ways supported by the international community to provide protection for our civilian population,” Mansour stressed.The resolution expected to be put to a vote also demands that Israel refrain from the use of excessive force and “deplores the firing of rockets from the Gaza Strip against Israeli civilian areas.” It calls for an immediate cease-fire. The Palestinians are also strongly backing an investigation into events in Gaza by the Geneva-based Human Rights Council and a separate General Assembly investigation, Mansour said.The Palestinians and their supporters are following the same route they took last December after the United States vetoed a Security Council resolution calling on US President Donald Trump to renounce his recognition of Israel as Jerusalem’s capital.They went to the General Assembly — where they have an automatic majority —  which largely ignored Trump’s threats to cut off aid to any country that went against the United States and voted 128-9 to denounce the US president’s recognition of Jerusalem as Israel’s capital and declare it “null and void.”

Ontario's premier-designate Doug Ford plans a quick, three-week transition to power, and then swift action on some of his campaign promises.Conversations with Progressive Conservative insiders suggest that Ford could put a handful of measures in place immediately after he and his cabinet are sworn in. Ford and outgoing premier Kathleen Wynne have agreed to meet on June 29 for the transition.Here's a look at what to expect:-1. Look at the books-One of the central themes of Ford's campaign was a claim that the recently governing Liberals have "cooked the books."He promised a line-by-line audit of government spending and a commission of inquiry to investigate the difference between the $6.7-billion deficit in the Liberals' 2018-19 budget and the auditor general's view that proper accounting would put the deficit at $11.7 billion.Since many of Ford's other promises are contingent upon what the probe into the province's finances reveals, it makes sense that this would be among his first moves.  "You've got to find out what you actually inherited," said one veteran PC official, who would only freely discuss the Ford transition on the condition of anonymity. "Priority No. 1 has to be to find out just what is the state of Ontario's finances."The PCs have said the commission will cost $1 million, which would suggest it's not going to be a long and drawn out process. 2. Hydro moves-Before the campaign had officially started, Ford said the "first thing" he would do if elected premier would be to fire the CEO of Hydro One, who earned more than $6 million in salary and bonuses last year.Ford would first have to take steps to dump the electricity transmission utility's government-appointed board members, then leave it to those new board members to dump CEO Mayo Schmidt. If that happens, Schmidt is in line for a hefty severance package.The move would appeal strongly to Ford's support base and send a signal about one of the central — and perhaps fatal — acts of the Wynne government: the privatization of Hydro One.Ford could also act quickly on his promise to reduce the price of electricity.One of his proposed tactics is to put the $300-million annual dividend the government gets from its Hydro One shares to different use: instead of dumping it into provincial coffers, the PCs say they would put it back into subsidizing the province's hydro system, delivering an immediate price cut. 3. Challenge the carbon tax-Something Ford cannot do quickly is dismantle Ontario's cap-and-trade system, which requires industries to pay for their carbon emissions. The system is embedded in legislation and wrapped up in legal agreements with Quebec and California.What Ford can do immediately is make good on his vow to fight the federal Liberal government's policy of imposing a carbon tax on any province that fails to bring in its own carbon pricing.To launch the challenge, the government would file what's called a "reference question" with the Ontario Court of Appeal, asking it to rule on the constitutionality of a federal carbon tax. Whatever the court rules, the case could then be taken to the Supreme Court of Canada. (Saskatchewan has already launched such a challenge.) 4. Rewrite Ontario's sex-ed curriculum-Ford's stance on sex education helped propel him to the PC leadership. He will be under pressure from that support base to act quickly on his platform plank to revert to using Ontario's late-1990s sex-ed curriculum "until we can install a new one that is age appropriate and based on real consultation with parents."When asked about the curriculum on Friday, Ford did not lay out a time frame."I can tell you one thing: we're repealing it," said Ford. "And I'll tell you another thing: we keep our promises. What we say we're going to do, we're going to do. We aren't going to flip-flop." 5. End the York University strike-It's one of the longest strikes by university faculty in Canadian history.If there is no deal in the coming weeks, Ford could bring in back-to-work legislation so that the strike does not continue into the fall. Amanda Santizo sits on the edge of a foam mattress where her elderly mother is sleeping on Tuesday afternoon.She says her mother is trying her best to accept the family’s new reality, following the eruption of the volcano Fuego on Sunday. They lost their home, livestock, and way of life.“We had to leave everything behind when the Army evacuated the village,” Ms. Santizo says inside the crowded, noisy refuge in a Catholic church in the city of Escuintla, about nine miles from their village.The volcano’s sudden eruption left an estimated 109 people dead and another 200 or more are still missing. The death toll is likely to keep rising, authorities say.The day after the eruption, as communities at the foot of Fuego searched and hoped for signs of life, President Jimmy Morales held a press conference in an affected town.“We would like to take this opportunity to ask people living in high risk areas to help us to prevent these situations,” he said. “There are many homes located close to rivers, close to ravines, on mountain slopes. We need everyone to cooperate.”To many, his words implied that the victims of the disaster were to blame for their fate. But that assumes a level of choice in housing and living environment that experts say rarely exists. Access to land in Guatemala has long been fraught: It was at the root of the 36-year civil war, and more recently, with the introduction of monoculture farming, land has become even more scarce.The poor are frequently hardest hit by disasters around the world, often owing to factors as simple as the availability of quality housing, access to credit, and access to land. Tackling basic challenges like affordable housing, particularly within a few hours of urban areas where jobs are most prevalent, can have crucial effects on who suffers in a disaster, experts say.“Poor people trade livability for economic opportunity,” says Sameh Wahba, the global director for urban and territorial development, disaster risk management, and resilience at the World Bank. “Housing and land markets are dysfunctional. And [the poor] are unable to find affordable housing and land” within a reasonable commute to large job markets, like cities.Santizo says her parents moved to their village when she was eight years old. “My father was a peasant and he bought land [in the village of Santa Rosa] because it was cheap,” she says.Eufenia Garcia, who lived in San Miguel Los Lotes, the village closest to the volcano, lost 20 family members in the deadly avalanche of mud and volcanic matter on Sunday. Her family lived there for 32 years.Both women say they knew the volcano was active, but were so used to seeing a cloud above the crater that they didn’t fear an eruption.HIGH-RISK HOMES-According to official statistics, 52.8 percent of Guatemalans live below the poverty line, and almost half of all Guatemalans living in urban areas live in informally-built slums. In Escuintla, the department where the Fuego volcano is located, half of the population are poor, and poverty increased by nearly 12 percent between 2006 and 2014.Nationwide, 1.2 million Guatemalans don’t have access to safe housing. About 61 percent of that number live in sub-standard housing: tiny shacks with tin roofs located on mountain slopes, ravines, or urban slums, and with no running water or electricity.“Many farm workers are forced to [move] due to a lack of opportunities and land tenure issues. They don’t have title deeds and lack access to credit, among other limitations,” says Víctor Velásquez, director of the Guatemalan chapter of Habitat for Humanity, an international nongovernmental organization that seeks to provide decent and affordable housing for the poor. He says people don’t live at the foot of a volcano or in a river gulley or other risky zones by choice.Fuego’s eruption was the latest in a long series of deadly natural disasters that have claimed the lives of Guatemalans living on at-risk land.In October 2015, a landslide in El Cambray Dos, a working-class neighborhood outside of Guatemala City, left 280 people dead and 70 disappeared. Former Mayors Antonio Coro and Víctor Alvarizaes face criminal charges for ignoring reports from Guatemala’s disaster agency that said there was an imminent threat to families living in the area due to erosion. A year later, survivors were still living in an overcrowded shelter, searching for permanent housing.Marcel Arévalo, coordinator of the poverty and migration studies department of the Latin American Social Sciences Institute, blames the rapid expansion of single-crop agriculture for the displacement of peasants such as Santizo and her family.“Throughout the country’s history, the rural and indigenous population has been continuously dispossessed of its land and pushed to the mountain slopes and other high risk areas by an economic model based on agricultural exports,” says Mr. Arévalo.He says it dates back to colonial times, starting with coffee, then bananas. “Now, it’s sugarcane and African palm” that are taking over land, because of their lucrative export price, he says. According to the National Institute of Statistics, the total surface area taken up by African palm monocultures increased by 33 percent from 2013 to 2014, whereas beans, a dietary staple for the rural poor, decreased by 70 percent.Mr. Wahba from the World Bank says that as climate change continues, along with a rise in the frequency of natural disasters; governments, civil society, and local communities are trying to find solutions. His team, for example, used to work more in disaster recovery, but today are focusing largely on risk identification, mapping, and risk reduction.But “risk management will only be effective if it’s operating at various levels of society,” Wahba says. “Community-level work is increasing significantly,” such as programs in Colombia and Brazil where community members are “hired” by local governments to keep tabs on at-risk land, like steep cliffs or dried riverbeds, near where they live. They’re charged with protecting the environmental resources in their community and preventing informal housing from going up on precarious land, Wahba says.Rescue efforts are still active but have been hampered by sudden evacuations, as it is feared the volcano could erupt again any minute. Although the ground in the villages surrounding the volcano is still covered in hot ash, the air has a overpowering sulfurous odor, and the crater is still giving off thick, black smoke. Some evacuees are risking their lives to return in search for loved ones or to retrieve their animals and belongings. Faustino Pachac, a seasonal farmer, and his wife, Carmen Corado, returned to hard-hit San Miguel Los Lotes this week after hearing rumors that homes were being looted after the evacuation.“If no one helps us, we have to stay where we are,” Ms. Corado says, adding that she feels she has no other choice but to return to the village. “Where else are we supposed to go?”Whitney Eulich contributed reporting from Mexico City.
