The document promised “complete denuclearization of the Korean Peninsula” without detailing exactly what that would entail.“President Trump and Chairman Kim Jong Un conducted a comprehensive, in-depth, and sincere exchange of opinions on the issues related to the establishment of new U.S.-DPRK relations and the building of a lasting and robust peace regime on the Korean Peninsula,” the statement said, using the North’s acronym for Democratic People’s Republic of Korea.“President Trump committed to provide security guarantees to the DPRK,” it continued, “and Chairman Kim Jong Un reaffirmed his firm and unwavering commitment to complete denuclearization of the Korean Peninsula.”The pair signed the document at a ceremony where, according to press pool reports, Kim said through a translator that the pair “decided to leave the past behind” and “are about to make a historic change.” He also expressed “gratitude” toward Trump for joining the talks. With the court-ordered demolition of their homes just hours away, residents of the Netiv Ha’avot outpost say they will be returning to the West Bank hilltop. It’s a familiar refrain among outpost residents whose homes are demolished, reeling as the bulldozers close in.“Losing one’s home is incredibly painful… but we believe that we will be able to return to houses in the same location. It doesn’t really matter if they’re a few meters to the right or left,” said Itan Hay on Monday.But unlike other outposts, which are usually razed for good, the 15 families of Netiv Ha’avot who are looking at demolition likely have a case, thanks to court rulings coupled with a series of government moves aimed at legalizing their claim on the piece of land abutting the Elazar settlement south of Jerusalem.The September 2016 High Court of Justice ruling that initially sanctioned the Tuesday razing of half of the neighborhood concluded that the houses had been built without the necessary permits on parcels not considered “state land.”However, the ruling was based on a land survey, which found that — save for two narrow strips on which the 15 homes were built — the remaining acreage where more than 20 other families live is considered state land.Recognizing that it could not save the homes affected by the High Court ruling, the cabinet in February approved a proposal to begin the process of legalizing the rest of Netiv Ha’avot. The residents plan on utilizing the authorization of an official building plan to advance the construction of 350 more homes in the neighborhood.“For every home that will be demolished, we will build 30 more in its place,” said Hay proudly.A group of seven Palestinians have claimed ownership of the land on which Netiv Ha’avot was established in 2001, insisting that they were expelled by Israeli settlers. It was their petition that led to the High Court decision ordering the razing.While they possess several documents showing partial ownership of the land since the Ottoman era, the High Court has yet to grant them ownership to any of the land in question.The Peace Now settlement watchdog has backed the Palestinian petitioners, asserting in a Monday statement that the demolition will demonstrate that “anyone who builds on land without authorization or even purchasing it first will ultimately be compelled to leave.”The left-wing NGO called on the government to allow the Palestinians to return to their farms.But Hay claimed that the land adjacent to Elazar had been unworked until the turn of the 21st century. “The community was established in light of the Arab attempt to seize the land,” he said. “It was an ideological decision on our part.”He acknowledged that the Civil Administration — the Defense Ministry body that authorizes construction in the West Bank — had issued demolition orders against the first homes in the neighborhood from the moment ground was broken. However, Hay pointed out that “this is how communities (in the West Bank) were built in the past. Build first and get approval after.”Moreover, the Netiv Ha’avot resident pointed out, the Gush Etzion Regional Council — the local government — had paid for the infrastructure of the homes and told the residents that they would eventually be legalized.To the 37-year-old father of three, the Tuesday demolition is the result of a “leftist” court that “simply opposes settlement in Judea and Samaria.”“There’s a deep feeling of injustice,” he said, lamenting the judges’ refusal to accept alternative solutions proposed by the residents, which included sawing off the problematic parts of six homes which only marginally sit on the two narrow strips of acreage not considered to be state land.But Hay clarified that the feeling was not one of betrayal against Prime Minister Benjamin Netanyahu’s government, which did not prevent the demolition.“There was nothing for [the coalition] to do because of mistakes it’s made in the past,” he said, explaining that there had been a lack of urgency on the government’s part to legalize the outpost prior to the High Court petition. But he acknowledged the support received from nearly every minister who spoke out against the final ruling.-Explaining it to the children-Hay’s wife Oli was among the first residents of Netiv Ha’avot. Her parents helped establish the neighborhood, moving there with her and her siblings when she was 15 years old.“It’s a combination of personal and communal disappointment,” she summarized. “I think about my parents who helped build this place and now have to watch their daughter’s home be demolished.”She said she’s had a hard time explaining the demolition to her children ages 8, 6 and 1.“It’s hard to explain to a child, ‘look how because of our sacrifice, the settlement movement will be stronger,'” said Oli.Along with many of the other younger children in the neighborhood, the Hays’ eldest son has undergone psychological treatment to prepare him for Tuesday’s demolition.The 8-year-old has insisted on being there on the day the bulldozers arrive, which his psychiatrist has encouraged. “She worked with children during the evacuation of Gush Katif and she said that those who weren’t allowed to be there were left with scars,” Oli recalled.She added that she has been taking her children every day to visit the modular home where they will be living starting Tuesday evening.The state has built a temporary neighborhood on an adjacent hilltop for the 15 Netiv Ha’avot families, who are expected to live there for the next 2-3 years while permanent homes are rebuilt on the original hilltop where the community was founded.“We’re trying to show our kids that it’ll be okay and that we fought for the land of Israel, that we were privileged to settle the land and that we will do so again in an even greater capacity,” said Itan Hay.“We’ve been telling them that at the end of the day, the family is the most important thing. The house is really just stones.”Nonetheless, the Netiv Ha’avot resident recognized that there’s a difference between what he and his wife have told their children and what they’re going to endure.“Every room in our home is full of memories that are pretty much going to be destroyed before our eyes,” Itan lamented.The couple called on Israelis to come to the outpost and support them on the morning of the demolition, though unlike the last major demolition, of the Amona outpost, Netiv Ha’avot residents are vowing to keep their protest peaceful.“We are not calling for violence. We are normal people,” said Itan, employing a line frequently used by the Gush Etzion residents over the past year in their effort to gain sympathy from the broader public.“It’ll be  a very hard day tomorrow, but I want people to see that our dedication is toward the future and strengthening the settlement movement,” Oli said.

The piece includes revelations concerning a lengthy secret relationship between Israel and the United Arab Emirates, fresh perspectives regarding the ties between Israel and the Obama and Trump administrations, and fly-on-the-wall accounts of conversations between Trump and Palestinian Authority President Mahmoud Abbas.Here are 15 of the article’s key insights: 1. US president Barack Obama worked to counter efforts by the Palestinian Authority to join the International Criminal Court, after Prime Minister Benjamin Netanyahu, shouting in a call with advisers to Obama, likened the Palestinian bid to “a nuclear warhead aimed at my crotch!” The New Yorker notes, however, that “Netanyahu’s office disputes the American account of the call.” 2. A meeting was arranged, and this developed into an ongoing series of encounters and the gradual growth of trust. The two countries shared concerns over Obama’s Iran’s deal, though the UAE was more private in expressing its reservations to the Americans. Toward the end of the Obama era, US intelligence agencies “picked up on a secret meeting between senior UAE and Israeli leaders in Cyprus. US officials suspect that Netanyahu attended the meeting, which centered on countering Obama’s Iran deal,” the New Yorker writes, adding that neither side has confirmed this. 6. In meetings with US officials in Saudi Arabia and in the US, Saudi Crown Prince Mohammad bin Salman has “routinely remarked that ‘Israel’s never attacked us,’ and ‘we share a common enemy,'” and has “privately said that he was prepared to have a full relationship with Israel.” 7. In September 2016, shortly before the US presidential elections, Netanyahu and Dermer met with Trump, Jared Kushner, and Steve Bannon at Trump Tower, and spoke of the possibilities of Israel-Arab partnerships involving the Gulf states. Bannon was “blown away” by the vision, writes Entous, and he adds: “A former Trump adviser told me that Dermer and Netanyahu ‘had thought this through… and it dovetailed exactly with our thinking.’ The adviser credited Netanyahu and Dermer with inspiring the new administration’s approach to the Middle East. ‘The germ of the idea started in that room… on September 25, 2016, in Trump’s penthouse.’ A friend of Trump’s compared the candidate’s team to a ‘blank canvas’: ‘Israel just had their way with us.'” 8. By the time Trump met with Arab leaders in Riyadh in May 2017, Kushner and Saudi Crown Prince bin Salman “had agreed on the outlines of what they called a Middle East strategic alliance,” in which Israel, for the time being, would remain a “silent partner.” The US would take a harder line on Iran, while the Saudi prince would help ensure an Israeli-Palestinian accord. “I’m going to deliver the Palestinians,” the New Yorker quotes the Saudi prince saying, while Trump “is going to deliver the Israelis.” 9. While Israel sought to have the Trump administration broker a summit, at which Saudis and UAE leaders would also be present, the Gulf leaders firmly declined. Netanyahu, recognizing the sensitivities, stopped pressing for the meeting. 10. Pro-Netanyahu tycoon Sheldon Adelson began writing checks for the Trump campaign only after he “had received a commitment that Trump would, if elected, announce the [Jerusalem] Embassy move on his first day in office.” After Trump’s victory, Sheldon and Miriam Adelson visited Trump Tower and described his win as a “miracle.” When the president-elect said he looked forward to moving the embassy, “Miriam wept with joy. Adelson told Trump, ‘Everything else you do, a thousand years from now, you’ll be remembered for this.'” When Trump subsequently opted to defer the move, “Adelson started to complain. ‘You’re making a fool of me!’ he shouted on the phone to a senior White House aide.” Eventually, the New Yorker writes, “Adelson and others pressured Trump to stop delaying by warning him that he risked losing support among evangelical Christians.” 11. Trump’s relationship with Mahmoud Abbas started fairly well. When Trump first called Abbas two months after taking office, he asked the PA chief, “Can we do a peace deal?” and Abbas eventually answered in the affirmative. Trump then asked Abbas if he thought Netanyahu wanted a deal. “The question astonished Abbas. No American president had ever asked him to assess the intentions of an Israeli prime minister,” Entous writes. “Trump repeated the question. Abbas responded cautiously: ‘He is the prime minister of Israel. We don’t have any other option.’ Trump concurred: ‘You don’t have an option.’” 12. But things soured rapidly, in part because of the PA’s payments to terrorists and their families, and in part because Netanyahu, hosting Trump in Jerusalem, showed the president “a video with excerpts of speeches by Abbas in which, according to the Israeli government’s translations, he incited violence.” By last November, ties had nose-dived and the former Palestinian chief negotiator Saeb Erekat was accusing Kushner of “destroying the two state solution.” 13. When Trump phoned Abbas to inform him he was about to recognize Jerusalem as Israel’s capital last December, the call kept dropping. With Abbas finally on the line, “Trump told Abbas that he was keeping his campaign promise to move the embassy. Trump then launched into an impromptu monologue. One former aide described it as ‘heartfelt,'” writes Entous. “Trump told Abbas that he was committed to getting the Palestinians the best possible deal and that Israel would make real concessions that he would be happy with, if he stayed engaged. He added that Abbas would get a ‘better’ deal under his administration than under Obama’s.” Trump spoke for some 15 minutes, the New Yorker writes, and then waited for Abbas’s reply. “All he heard was silence. Exasperated, Trump asked the operator what was going on. The connection with Abbas had dropped, the operator told Trump. How long was Abbas on the call? Trump asked. The operator said he did not know and asked the president if he wanted him to try to connect the call again. Trump said he might try later.” 14. Trump did contact Abbas again, a few weeks later, in January. Abbas had made an anti-Semitic speech and Trump sent a New York Post article about it, showing Abbas with fists clenched, to the PA chief: “On a copy of the article, Trump wrote a note in large black script, ‘Mahmoud, Wow—This is the real you?’ He signed it, ‘Best Wishes, Donald Trump.'” Abbas and his aides interpreted the message “as charitably as they could,” writes Entous. “Trump’s use of Abbas’s first name and the phrase ‘Best Wishes’ indicated, Erekat said, that Trump was trying to draw Abbas into a conversation.” And so Abbas responded, “No, that’s not the real me.” The PA chief further alienated the administration with another anti-Semitic address in late April, however. 15. Now, as all sides wait for Kushner to unveil the administration’s much-anticipated peace plan, Netanyahu’s assumption is that Abbas will reject it and the question will be how the other Arab leaders with whom Israel is in contact will react. “Netanyahu hopes that Gulf Arab leaders will not disapprove of the new American offer, and opt instead to deepen cooperation against Iran and other enemies,” writes Entous. The New Yorker piece concludes by quoting an Abbas aide as having said to an Obama-era official that “‘our worst nightmare’ would be for Netanyahu to find a way to divide the Gulf states from the Palestinians.” The former US official is then quoted saying, “Bibi’s greatest dream and Abbas’s worst nightmare could be coming true.”

Lawmakers gave the go-ahead Monday for a final vote on a bill that would slash funds to the Palestinian Authority by the amount Ramallah pays out to convicted terrorists, rejecting a government request to give the top-level security cabinet the final say on whether to “freeze” the payments.The bill, proposed by Yesh Atid MK Elazar Stern and Likud MK Avi Dichter, sys that welfare payments paid out by the PA to Palestinian prisoners and their relatives must be deducted from tax revenues Israel transfers annually to the administrative body. The money thus withheld will instead go into a fund designated to help victims of terror attacks.In a dramatic vote following a tense debate between lawmakers and government officials, the Knesset Foreign Affairs and Defense Committee voted 9-1 to authorize a version of the bill excluding a clause that would have given the government the ability to effectively opt out of the law.Declaring bipartisan support for the tougher version of the bill, lawmakers from both the coalition and opposition railed against the government request for the power to override the measure, saying that including such a clause in the legislation would render it useless.“This is nothing short of neutering the Knesset,” said Jewish Home MK Moti Yogev of the request.“Why do we need a law if we are going to let the government decide anyway?” asked Likud MK Anat Berko. “They can decide now if they want to anyway. Instead, the committee accepted a request made by a representative of the Prime Minister’s Office for the terror victim fund to also go toward compensation for property damage as a result of terror attacks.The measure, which would cut hundreds of millions of shekels from tax revenues transferred to the PA, is similar to a measure recently passed in the US, known as the Taylor Force Act, withholding funding to the PA over stipends to terrorists and their families.According to the Defense Ministry, the PA in 2017 paid NIS 687 million ($198 million) to the so-called “martyrs’ families fund” and NIS 550 million ($160 million) to the Palestinian Prisoners’ Club — some 7 percent of its overall budget.Palestinian prisoners serving 20- to 30-year sentences for carrying out terror attacks are eligible for a lifetime NIS 10,000 ($2,772) monthly stipend, the Defense Ministry said, citing PA figures. Palestinian prisoners who are married, have children, live in Jerusalem, or hold Israeli citizenship receive additional payments.The Defense Ministry on Sunday released figures alleging that some terrorists who killed Israelis will be paid more than NIS 10 million ($2.78 million) each throughout their lifetimes by the PA.Critics of the current bill have warned it could bankrupt the PA, leading to its collapse.Meretz MK Issawi Frej, the only lawmaker to oppose the bill in Monday’s committee meeting, said the legislation would not quell terrorism, and may even prevent security forces from tackling it.“The government is responsible for supporting the Palestinian Authority so that it can enforce security in the West Bank. (Reuters) - Gusting winds and continued dry weather in southwestern Colorado helped to fan a largely uncontrolled wildfire that grew by nearly one-third to more than 22,000 acres on Monday, forcing the evacuation of more than 2,000 homes.The blaze, called the 416 Fire by responders and in its 11th day, is the latest in the 2018 fire season in the western United States. Last year was a near-record year as 10 million acres (4 million hectares) burned across the country, the National Interagency Coordination Center said.The team fighting the blaze said isolated showers were several days away and conditions for the fire spreading were favorable on Monday. Humidity was about 6 percent and winds were expected to gust up to 25 miles per hour (40 km per hour), responders said."Weather conditions remain critical," said the multiagency Rocky Mountain Incident Management Team that is coordinating firefighting efforts.After doubling in size from Saturday to Sunday, the wildfire, 13 miles north of the small city of Durango, grew by another 32 percent to 22,131 acres (8,956 hectares) from Sunday to Monday, the team said. One of the Hawaii Civil Defense Agency’s biggest fears about Volcano Kilauea has been realized. Puna Geothermal Venture (PGV) — Hawaii’s first and only geothermal plant — was flooded by lava, destroying two of its building and shutting down the plant.Fissures had been oozing lava dangerously close to PGV since last month, but Governor David Ige announced that the plant was “sufficiently safe” from the lava that had already claimed dozens of buildings in the nearby Leilani Estates. On Saturday, The Daily Beast reported that the geothermal power plant had finally fallen victim to the lava flows, cutting out an important energy resource for Hawaii.Part of the Puna geothermal plant, before it was destroyed-Owned by Nevada’s Ormat Technologies, PGV contributed nearly 30 percent of Hawaii Island’s electricity, according to the US Department of Energy. Geothermal energy is sourced from the Earth’s natural heat, an ideal resource for an island that can leverage magma bubbles up from a hotspot in the Earth’s crust and transform it into renewable energy. With PGV down, authorities are scrambling to cover the island’s electricity needs.To replace such a large reliance on geothermal power, Hawaii Electric Light has turned to other forms of energy generation, including the use of solar, wind, hydropower, and even fossil fuels. Hawaii was actively pushing to become reliant on 100 percent renewable energy by 2045, but the destruction of PGV is already a setback. As Hawaii Electric Light spokesperson Rhea Lee-Moku told The Daily Beast, “without PGV, Hawaii Island will go from 57 percent renewable to 37 percent renewable.”In the meantime, the US Geological Survey (USGS) headquarters’ computer systems have been down since June 8. An 18-year-old woman was stabbed and seriously wounded in the northern city of Afula on Monday in an apparent terror attack, authorities said.Police arrested her suspected attacker, who had fled the scene, after a brief manhunt.
