As private clubs go, few have managed to remain so exclusive for so long. And none has had a more profound effect on international politics: ensuring that the concluding horror of World War II, the atomic-bomb attacks on Hiroshima and Nagasaki, would not usher in an age of nuclear conflict around the world in the years that followed.Yet amid all the other uncertainties surrounding the planned US summit with North Korea, it is becoming clear that the “club” of nine nuclear-weapons states – and the wider cause of nuclear non-proliferation – are facing unprecedented new pressures. In fact, it is possible that we could be entering an age of proliferation, in which more countries will move to acquire nuclear weapons. Since one prime possibility for a new nuclear arms race is the politically unstable Middle East, there is an additional danger: that non-state groups – like Al Qaeda, its offshoots or rivals – could eventually gain access to nuclear weapons material as well.Though the non-proliferation rĂ©gime has been under growing pressure in recent years, it now faces a potentially critical challenge. This is not just because the North Koreans, despite serial international efforts to find a diplomatic way to prevent them from doing so, have succeeded in going nuclear. It is that by doing so, they have reaped palpable political benefits. North K orean dictator Kim Jong-un has gone from being derided as “little rocket man” to getting an invitation from the President of the United States to sit down face-to-face for summit talks.Meanwhile, the international agreement to freeze the nuclear-weapons program of Iran is precariously balanced, following President Trump’s unilateral withdrawal from the deal and his decision to impose tough new sanctions.The key question is how, and whether, the Americans and others in the international community can succeed in halting Iran’s drive for a nuclear weapon and convince or prevent other would-be nuclear states from following suit.In some ways, it’s amazing non-proliferation has done so well for so many decades. Although the USSR broke the Americans’ atomic monopoly several years after World War Two, by the late 1960s only four other countries had tested and developed nuclear weapons: Britain, France, China and Israel.Yet things began to change dramatically after nonaligned India tested its first nuclear weapon in 1974. By the end of the 1980s, India’s neighbor and rival, Pakistan, had gone nuclear. Even more significantly, technology and expertise from Pakistan’s clandestine nuclear program was passed on to other countries, including Libya, Iran, and North Korea. North Korea, in turn, provided key help in a bid by Syria to develop a nuclear weapon in the early 2000s.There are now twin challenges. First, the technological and scientific barriers have become easier for would-be nuclear powers to overcome or evade. And short of preemptive military action – like the Israeli air strikes which prevented first Iraq in 1981, and then Syria in 2007, from developing a nuclear weapon – it’s not clear that the mix of diplomatic carrot-and-stick that was employed in the past to limit the spread of nuclear weapons will necessarily work.Far from paying a major price for getting over the nuclear finishing line, the most recent entries to the nuclear-weapons club – India, Pakistan, and now North Korea – have reaped strategic and political benefits. And the one example of a country that did negotiate away its nuclear-weapons program – Libya – is unlikely to act as an incentive for others to do likewise. That 2003 agreement did lead to an easing of isolation and sanctions on Libya, and to active moves by major Western states to bring Libyan leader Muammar Qaddafi into the international fold. But he ultimately ended up being captured, beaten and killed in a 2011 uprising in which NATO countries sided with the rebels.The two earliest nonproliferation challenges are likely to come in Asia and the Middle East, and the first may be easier to navigate. Among North Korea’s neighbors, both South Korea and Japan are economically advanced countries that could, if they felt it necessary, develop a nuclear weapon. But like a number of West European countries in the early years of the nuclear weapons age, they have long chosen to rely on the security umbrella of the United States. Depending on the diplomatic results of the Trump-Kim summit, that arrangement could still hold.The Middle East situation is potentially more fraught. If Iran does resume, and succeed in, its effort to become a nuclear-weapons state, even Washington’s considerable diplomatic leverage in the region might not forestall one or more of the Iranians’ major Sunni Muslim rivals – Egypt, Saudi Arabia, and Turkey – from pursuing a nuclear option of their own.

The Iron Dome missile defense system succeeded on Tuesday where it had been entirely ineffective during the 2014 Gaza war: in shooting down incoming mortar shells that are in the air for just 15 seconds.“The Iron Dome has been quite effective,” IDF spokesperson Lt. Col. Israeli soldiers opened fire on the Palestinians, injuring one of them in the lower body and then capturing him. An Israeli family near the Gaza border awoke on Wednesday morning to discover their porch had suffered a direct hit from a rocket fired from the coastal enclave.Naomi and Roni Fletcher had spent the night in the fortified room of their home in the Eshkol region. When they stepped into their garden in the morning, they found a crater from a rocket that caused significant damage to a shed adjacent to the house, Naomi Fletcher told Hadashot television.The rocket impact caused a meter-wide hole in the floor and destroyed nearby garden furniture.“Sometime overnight a rocket apparently fell at my house,” she said. “My husband and I were home without the kids. At first I went to sleep in my bed, next to where the rocket fell.”“When the [rocket alert] siren went off at 11 p.m., my husband said we weren’t going to be able to sleep if we had to wake up every time [a rocket was launched from Gaza], so we went to sleep in the secure room,” she added.Fletcher told the TV station that when she opened the door at 6:45 a.m. and saw broken pottery scattered on the lawn, she initially thought that cats had caused the damage. She then saw the remains of a rocket and the crater and realized what had happened.“When I got up I wanted to see what was happening outside because I thought the cats had caused damage. With the tailing off of the Gaza conflict, and the end to the barrages into Israel and the IDF’s counterstrikes, it’s plain that the shared desire of both Hamas and Israel for a return to “normality,” and the avoidance of war, prevailed. Proof of this is that the status quo ante has been restored, with no change to the previous understandings between the sides. Israel and Hamas recommitted to their familiar formula: quiet will be met with quiet.Neither side wants an escalation. To use a boxing analogy, Islamic Jihad and Hamas, and then Israel, put on the gloves for 24 hours, but heeded the bell and retired to their corners at the end of the round.What set off the hostilities this time? Each side naturally has its version.In the days preceding the escalation, three Islamic Jihad operatives were killed in an IDF strike at Rafah, and a Hamas operative was killed in the north of the Strip in an incident in which two other Gazans cut through the border fence. Hamas and Islamic Jihad assert that the barrage of mortar and rocket fire at Israel on Tuesday was intended to convey the message to Israel that those deaths were unacceptable, and that they would not accept an ostensible new IDF equation for Gaza. In their telling, it is a breach of previous understandings when “innocent” activities — by which they also mean cutting and crossing through the border fence — are met with fatal Israeli fire.This narrative, however, conveniently neglects to mention that all four of the Gazan fatalities were terror group members operating close to the border, that Israeli troops came under fire in the incident in which the Hamas operative was killed, and that the Islamic Jihad members had placed an explosive device at the fence.Now that the flames have died down a little, these two terrorist organizations are marketing their fire into Israel as a fully coordinated, joint operation. In reality, the picture is likely more complicated: After the three Islamic Jihad operatives were killed, and it sought to respond, the group’s masters in Tehran encouraged an escalation. For its part, Hamas initially ignored the mortar fire, in order to allow Islamic Jihad to let off steam, but then joined in with the attacks on Israel so as not to lose too many points in Palestinian public opinion. At the same time, Hamas was conveying messages to Egypt within hours of the start of the barrages that it wanted a return to the previous truce.Meanwhile, on the Israeli side, various senior ministers were indicating an ostensible desire to hit the Gaza terrorists hard while also conveying a sense of “hold us back.” But in Israel, too, it was patently obvious that there was a desire to return to the familiar, if fragile, quiet.Even when hitting back, the Israeli army was careful mainly to target unmanned positions and facilities. As of this writing, there was not a single Gazan fatality reported in the dozens of Israeli retaliatory strikes.Rocket and mortar fire from Gaza was far more indiscriminate; in the first Islamic Jihad barrage on Tuesday morning a shell exploded in the yard of a kindergarten. Nonetheless, it appeared that the terror group commanders did not wish to lose complete control and to force Israel into a harsher response. That first barrage came before the children had arrived.Looking at both sides, there was almost the sense of an unseen hand coordinating where to fire and how heavily, until the previous calm had been restored.This makes for a curious bottom line. Hamas and Israel, bitter enemies, are both desperately determined to preserve the current situation with respect to Israel-Gaza. This is because the alternative to ongoing tense calm is war — which is likely to bring the fall of Hamas on one hand, and chaos and a much more complex security situation for Israel on the other.Despite this curious common interest, and even as the truce takes fragile hold, the dire economic and humanitarian situation in the Gaza Strip means that the potential for a descent into war is ever-present — even though war is something both sides so anxiously want to avoid.

HONOLULU (Reuters) - Fast-moving lava from Hawaii's Kilauea volcano forced officials to close part of a highway on Tuesday, and they warned that sharp, thin strands of volcanic glass fibers carried by the wind could injure eyes and lungs.As lava crossed Highway 132, officials shut a stretch of road from Lava Tree State Park to Four Corners and told residents who had not evacuated to leave the area immediately.The lava flow destroyed a farm where Kevin Hopkins and partners raise tropical fish and the ornamental carp known as koi. "It just came over and ate the farm, boiled the water out of the ponds," Hopkins said.Earlier on Tuesday, a small explosion of ash erupted from the summit of the volcano in a vertical plume some 15,000 feet (4,600 meters) high, the U.S. Geological Survey said, the latest outburst in a month of volcanic activity.The agency warned that ash was drifting northwest and liable to affect anyone in the summit area. Malaysia had signed a "no cure, no fee" deal with U.S. technology company Ocean Infinity to resume the hunt in January, a year after the official search by Australia, Malaysia and China was called off, and nearly four years after the plane went missing.Mahathir said Malaysia has come to a stage "where we cannot keep on searching for something we really cannot find.""If anybody has any information, we will consider resuming the search, but at the moment we have to put a stop to the search," he told a news conference. "We regret very much and we understand the feelings of the relatives, but we cannot keep on searching for this 370 forever."The plane vanished with 239 people on board on March 8, 2014, while flying from Kuala Lumpur to Beijing. ISLAMABAD — Pakistan and India have agreed to stop trading fire, including artillery and small weapons, along the highly militarized frontier in the disputed Himalayan region of Kashmir and uphold a cease-fire accord dating back 15 years.After months of routine skirmishes that have killed dozens of soldiers and civilians on both sides, the situation was calm on Wednesday.Pakistan's military said late Tuesday that local generals reached the understanding using a special hotline set up to defuse tensions in Kashmir, which is split between Indian and Pakistani zones of control. GENEVA (Reuters) - The U.N. human rights office has "strong indications" that Mexican federal security forces are behind a wave of disappearances in and around the city of Nuevo Laredo, a statement from the U.N. human rights chief said on Wednesday.Mexican officials did not immediately respond to the UN allegations.The U.N. has documented the disappearance of 21 men and two women in Nuevo Laredo in Tamaulipas State from February until May 16 this year, the statement from U.N. High Commissioner for Human Rights Zeid Ra'ad al-Hussein said.A local human rights organization put the number of disappearances at more than 40, and the U.N. human rights office received testimonies that they were allegedly perpetrated by a federal security force, often late at night or at dawn, the statement said."Many of these people are reported to have been arbitrarily detained and disappeared while going about their daily lives," the statement quoted Zeid as saying."It is particularly horrific that at least five of the victims are minors, with three of them as young as 14. These crimes, perpetrated over four months in a single municipality, are outrageous," he said.Zeid has called on Mexican authorities to end the disappearances "amid strong indications that these crimes have been committed by federal security forces", the statement said.The authorities had ample information and evidence but had made little progress in investigating. Three Israeli soldiers were wounded by shrapnel Tuesday during afternoon barrages of mortar shells and rockets launched into Israel from the Gaza Strip, in the worst flareup of cross-border violence since the 2014 Gaza war.Earlier in the day a civilian was lightly wounded by shrapnel from projectile fire, bringing the total number of injured to four.Tuesday saw at least 60 rockets and mortar shells launched into Israel from Gaza, as well as dozens of retaliatory strikes by the IDF against terror targets in the Strip, capping weeks of soaring tensions in the region stemming from weekly protests on the border. In an early morning mortar shell barrage, one shell exploded in the yard of a kindergarten shortly before children arrived.Officials said they expected the round of fighting to continue into the night at least, and Prime Minister Benjamin Netanyahu convened an emergency meeting with top defense brass.The three soldiers were hit by shrapnel from projectile attacks, apparently in separate incidents.One of the wounded was in moderate condition with injuries to his extremities, while the two others suffered light injuries only and were later released, authorities said.The three were flown by helicopter from Kibbutz Sufa near the Gaza border to Beersheba’s Soroka Medical Center.Two more people were lightly injured in Sderot Tuesday afternoon while running to shelters as rocket sirens blared.Medics from the United Hatzalah rescue service said they treated at least 10 people in communities of the Gaza periphery for anxiety.Police and the army called on the public in the Gaza periphery to remain near shelters and safe rooms. They warned civilians to stay away from rocket and mortar impact sites and to call authorities to deal with the ordnance.Netanyahu was meeting Tuesday evening with Defense Minister Avigdor Liberman, IDF Chief of Staff Gadi Eisenkot, and the head of the Shin Bet security agency Nadav Argaman to discuss the escalation in the south.Meanwhile Intelligence Minister Yisrael Katz told Army Radio the cross-border violence could potentially intensify towards the evening. He said Israel was closer to war than it had been since 2014, when the country fought a punishing 50 day war with Gaza-led fighters that the enclave has yet to recover from.“We don’t want war and neither do they, but we have our red lines,” Katz said.Rocket sirens continued to blare into Tuesday evening, capping a day that saw several volleys of mortars and missiles shot at communities surrounding the Strip starting Tuesday morning.Israeli media reported some 60 projectiles had been fired at Israel and a Palestinian website put the number at over 110. Tuesday morning’s barrages of mortar shells and rockets into southern Israel were quickly rumored in Gaza to be the work of the Islamic Jihad terror group. And hours after more than two dozen mortar shells hit Israel, the IDF carried out retaliatory strikes that were mainly directed at Islamic Jihad’s military wing.Islamic Jihad’s role indicates we are witnessing an attempt by Iran to spark a war on the southern border. And if the deterioration of the situation is not halted in the very near future, the attempt may prove successful. Already we have seen an attack on Israeli targets unprecedented since 2014’s Protective Edge conflict, with a consequent Israeli response against targets in Gaza.The Islamic Jihad barrages were ostensibly aimed at avenging Israel’s reported killing of three of its operatives, who were attempting an attack, earlier this week in the Rafah area. That was the immediate pretext. But the nature and scale of the Islamic Jihad response — heavy fire at civilian targets in Israel — indicates that revenge was not the only motivation. It is possible that this is at root an Iranian move, seeking to have Israel pay a price in the south for targeting Iran in the north — across the border in Syria.After all, it is hard to believe that Islamic Jihad, a smaller ally-rival of Hamas which is financed and trained primarily by the Iranians, would have initiated this kind of action, with its dramatic consequences for Gaza, without Tehran’s approval.Israel has been making clear of late that it operates freely in Syria against Iran’s Islamic Revolutionary Guard Corps there; it may well be that there are those in Tehran who want to counter that via the Gaza Strip, or at least to stir up Israel’s southern border and therefore distract Israel’s attention from the north.Where does Hamas, the terror group that rules Gaza, fit into this? Hamas was quick to welcome the barrages fired at Israel. And the IDF has also targeted several Hamas facilities. Hamas later acknowledged that almost all of the fatalities were its members. Hamas knows that if its forces do not prevent a continuation of Islamic Jihad fire — whether through the use of force, or threats, or both — there is a considerable likelihood that Gaza will once again find itself at war with Israel. But if Hamas does intervene against Islamic Jihad, its image as the “resistance” against Israel will be undermined. It would risk becoming perceived as another kind of “Palestinian Authority,” collaborating with the Zionist enemy in return for quiet and/or economic benefit.

(AP) -- After yet another devastating flash flood ripped apart their historic Maryland mill town, hundreds of residents and business owners are again asking themselves: Should I stay or should I go? Some people in picturesque Ellicott City — established in 1772 as a Patapsco River mill town surrounded by hills — say they're determined to rebuild after Sunday's devastation. Their hope: to pull together as a community again after the second terrible flood deluged their downtown in less than two years.Simon Cortes, owner of La Palapa Grill & Cantina, said Monday it's "a horrible time," and his business took on about a foot (30 centimeters) of water. But he says the town has been through it all before, and he'll do his part to spur another revival."I feel like it's our duty to make sure that we rebuild and open back up," said Cortes, whose restaurant is right by the spot where a 39-year-old man was swept away by Sunday's raging floodwaters.Others are stretched to the breaking point by the floods, which tore up streets and swept away dozens of cars in the quaint downtown of historic 18th and 19th century buildings, which sit in a ravine about 13 miles (20 kilometers) west of Baltimore.Now the locals face yet another massive cleanup, serious economic losses and a daunting comeback.Sunday's torrential rains came just as the town seemed to come back stronger than ever from a dreadful July 2016 flash flood that killed two people.Getting flood insurance around old Ellicott City was a pricy proposition before. It takes a lot of money and a lot of time, a lot of energy. We'll just have to assess it," he said, speaking near a bridge where several crushed cars were swept into a muddy tributary's banks.But Sowers said he saw other hard-hit locals laughing and joking about their troubles first thing Monday morning — a good sign the Maryland town will launch yet another rebirth.But the bad news just kept coming following the torrential rains: On Tuesday morning, county authorities issued what they called a "precautionary health alert" after a sewage main broke about 2 miles (3 kilometers) away from Ellicott City's historic main street.The sewage overflow, which was first noticed early Monday, has been stopped. But as much as 500,000 gallons of sewage had already spilled and residents were being told to stay away from the affected area.People were also heartbroken that 39-year-old Eddison Hermond of Severn, Maryland remains missing. He was last seen trying to help a woman rescue her cat behind a restaurant while seething brown waters surged through the downtown.Howard County Police Chief Gary Gardner said the National Guard member and U.S. Air Force veteran had been with a group at the La Palapa Grill & Cantina when a woman approached, desperately trying to rescue her pet just outside."He, along with some other folks, went back to assist her and unfortunately during that effort they saw him go under water," Gardner told reporters.Howard County Executive Allan Kittleman said his immediate priorities are finding Hermond and assessing the condition of damaged buildings that housed shops, restaurants and families."If you look at the devastation and the damage, I would certainly say it's worse than 2016," Kittleman said. TORONTO (Reuters) - Bank of Montreal and Canadian Imperial Bank of Commerce said on Monday that cyber attackers may have stolen the data of nearly 90,000 customers in what appeared to be the first significant assault on financial institutions in the country.Bank of Montreal , Canada's fourth biggest lender, said on Monday it was contacted by fraudsters on Sunday who claimed they were in possession of the personal and financial information of a limited number of the bank's customers.A spokesman for the bank said it believed that less than 50,000 of the bank's 8 million customers across Canada were hacked. He declined to say if any customers lost money as a result of the attack.The fraudsters had threatened to make the data public, the spokesman said, adding that the bank was working with the authorities and conducting a thorough investigation.Bank of Montreal said it believed the attack originated from outside the country and was confident the exposures that led to the theft of customer data had been closed off.Canadian Imperial Bank of Commerce , Canada's fifth biggest lender, said fraudsters contacted the lender on Sunday claiming they had electronically stolen personal and account information of 40,000 customers of its Simplii direct banking brand.CIBC said it has not yet confirmed the cyber breach but is taking the claim seriously. CIBC said customers at its main banking division were not affected.Both banks said they were contacting customers and advising them to monitor their accounts and report any suspicious activity.Other Canadian banks said they had not been affected.Shares in BMO were down 0.3 percent and CIBC was off 0.3 percent.Canada's six biggest banks have been collaborating along with the Bank of Canada to enhance their defenses against cyber attacks. A senior commander and other members of the Iranian-backed, Lebanon-based Hezbollah terror group were killed overnight in an Israeli airstrike, Sky’s Arabic-language channel reported Tuesday.The strikes reportedly took place near the Syrian town of Al-Qusayr in the Homs district, close to the Lebanese border.There was no Israeli comment on the report.It cited sources saying the strikes destroyed a coordination center for operations and set fire to various places.On Thursday, airstrikes attributed to the IDF destroyed Hezbollah munitions depots at the al-Qusayr airbase, the Britain-based Syrian Observatory for Human Rights monitoring group said.“Six missiles were fired at the Daba’a military airport and surrounding area in the western sector of Homs province, targeting Lebanese Hezbollah weapons warehouses,” Rami Abd el-Rahman, director of the Observatory, told AFP, adding, “The missiles would have been fired by Israel.”Daba’a is another name for the al-Qusayr airbase, and the surrounding area is known to be a stronghold for Hezbollah and Iran-backed militias. One suspect in Mississauga, Ont., restaurant explosion may be female, police say-[The Canadian Press]-YAHOONEWS-May 29, 2018

MISSISSAUGA, Ont. — One of two suspects wanted in connection with an explosion that injured 15 people at a restaurant west of Toronto may be a woman, contrary to earlier reports, police said Tuesday.Investigators originally said both suspects seen on video entering the Bombay Bhel restaurant in Mississauga, Ont., last week were men, but new video evidence and witness input suggests at least one of the suspects could be female, said Peel regional police Supt. Rob Ryan.Police have finished processing the scene of the blast and are now analysing a collection of evidence that includes fingerprints, DNA, surveillance video, interviews with people present at the restaurant that night and remnants of the explosive device itself, Ryan said."Investigators spent hundreds of hours over the weekend combing the scene for every fine detail that might help them to understand what happened that night," he said."What led the two suspects to detonate this device is still not clear," he added. "We do not have clear motive and no one has claimed responsibility."The suspects were in and out of the restaurant in a short amount of time, and fled the scene on foot before their homemade explosive device detonated, police said.Investigators have traced the suspects' escape route with drones and dogs, and believe the pair headed eastward from Bombay Bhel, cutting through a construction site and then a residential subdivision, Ryan said.Police have said they think the suspects ultimately got into a vehicle.Ryan said assistance from the community would be "critical" to the investigation, and urged anyone with information to contact police, whether they witnessed any part of what happened the night of the bombing, or know something about the suspects."We know there are people out there who know who did this and it's time for them to do the right thing and come forward," Ryan said.Ryan said investigators still don't know the motive for the attack, but said the suspects would be charged with attempted murder, among other offences, if caught.The fifteen people injured in the explosion — three of them critically — have all since been treated and released from hospital, police said.Peter Goffin , The Canadian Press.

BEIRUT (Reuters) - The Syrian army has completed preparations for an imminent offensive against rebel-held areas in southwestern Syria, a non-Syrian commander in a military alliance that backs Damascus said on Tuesday, raising the prospect of a major new escalation.However, a rebel commander in the Deraa region of the southwest told Reuters there was no sign of mobilization for such an assault and accused Damascus of waging psychological warfare. Nevertheless, rebels had prepared defenses, he said.The rebel-held southwest has come into focus after the Syrian government, backed militarily by Iran and Russia, crushed the last besieged rebel enclaves near Damascus and north of the city of Homs. Damascus has vowed to recover the whole country.The southwest is of concern to the United States, which last year brokered a "de-escalation" deal with Jordan and President Bashar al-Assad's Russian allies, which has largely contained the war near the frontier with Israel.The United States warned on Saturday it would take "firm and appropriate measures" in response to any violations of the ceasefire in that area.While Assad is militarily unassailable in the Syrian conflict, swathes of territory at the frontiers with Iraq, Turkey and Jordan and Israel remain outside his control. TOKYO — Japan's Foreign Ministry said Tuesday that a Japanese navy surveillance aircraft has spotted a suspected Chinese-flagged ship apparently transferring fuel to a North Korean tanker on the open seas.A ministry statement said that the two vessels were suspected of engaging in offshore ship-to-ship transfers banned under U.N. Security Council resolutions.It said Japan has informed the U.N. Security Council of the May 19 sighting of the North Korean-flagged tanker, Ji Song 6, moored alongside the ship carrying a flag believed to be Chinese in open seas in the East China Sea.Four photos taken by the Maritime Self- Defence Force were released, including two showing the ships alongside each other, connected by a hose.The U.N. has blacklisted the North Korean tanker.The disclosure of the alleged offshore transfer comes as preparations for an expected summit between President Donald Trump and North Korean leader Kim Jong Un appeared to be in their final stages.U.N. sanctions on the North limit energy trade and ban offshore transfers of goods to North Korean ships as part of international efforts to pressure Pyongyang into giving up its nuclear weapons.Japan and the U.S. have said the sanctions must be enforced strictly to be effective, and asked China in particular to tighten enforcement.The Associated Press.
