WASHINGTON (AP) — Three Americans detained in North Korea for more than a year are on their way back to America with Secretary of State Mike Pompeo, US President Donald Trump announced Wednesday in the latest sign of improving relations between the two longtime adversary nations.Trump said on Twitter that Pompeo was “in the air” and was with “the 3 wonderful gentlemen that everyone is looking so forward to meeting.” The president, who had been hinting about an imminent release, said he would greet them at Andrews Air Force Base at 2 a.m. local time Thursday.The release of the detainees came as Pompeo visited North Korea on Wednesday to finalize plans for a historic summit between Trump and the North’s leader, Kim Jong Un. Trump said on Twitter that there had been a “good meeting with Kim Jong Un,” adding: “Date & Place set.”North Korea had accused Kim Dong Chul, Kim Hak Song and Tony Kim, all Korean-Americans, of anti-state activities but their arrests were widely seen as politically motivated and had compounded the dire state of relations over the isolated nation’s nuclear weapons.They had been held for periods ranging between one and two years. It would be premature to celebrate what appears to have been Israel’s success in thwarting Iran’s threatened “revenge attack” on northern Israel from Syria. The Iranian missile strike intended for Tuesday night may have been prevented by means of the raid on the Kisweh base, but presumably the Iranian Revolutionary Guard Corps is not done yet.According to the London-based Syrian Observatory for Human Rights, at least 15 people were killed in the nighttime strike at Kisweh, of whom eight were Iranians. Which means the Iranian motivation for revenge has not dimmed; quite the reverse.The head of the IRGC’s Al Quds Brigades, Qassam Soleimani, will try again via his various proxies in Syria to settle accounts with Israel, whether via missiles or an attack on IDF troops in the Golan like the one in January 2015.Furthermore, keep in mind that Iran’s central goal in Syria is not a revenge attack on Israel, but rather the establishment of a permanent military presence. Iran has no intention of halting that effort, no matter how many attacks Israel allegedly carries out. The Persian empire is taking shape before our very eyes between Tehran and the Mediterranean. Any effort to strike at Israel is a marginal consideration when looked at in the context of that years-long process.Here’s how the Iranians may view the ongoing activities attributed to Israel in Syria: Israel will not agree to the transfer of “game-changing” weaponry to Syria for the use of Hezbollah or the IRGC — neither long-range Fateh-110 missiles nor attack drones entering Israel and impinging on its absolute air supremacy. Also on Israel’s red line list: an Iranian or Shiite/Hezbollah militia presence close to the Golan Heights border, and an Iranian air force presence.In other words, the Iranians will have recognized that Israel’s concern is focused on an Iranian military presence. But Iran’s ambitions in Syria are not solely military in nature. Iran wants economic and political influence in an area where its main rival is Saudi Arabia. And it is making gains. While Riyadh sustains political defeats (cf the Lebanese parliamentary elections) and military defeats (cf Yemen), Iran is deepening its hold.The Shiite crescent that Jordan’s King Abdullah began warning of a decade ago is now becoming a real monster. Iran wields growing influence in a corridor from Tehran to the sea, if not full control. Tehran will continue to win tenders to operate cellular companies, to mine phosphates, and maybe even to (indirectly) operate a naval port.Iran attempted last year to lease land near Tartus for an Iranian port, but was turned down by Damascus, which was under intense Russian pressure. But the Iranian regime believes that anything that doesn’t work via formal channels can always be accomplished through the back door. It now plans to lease the land and operate a Mediterranean port via a private company unconnected — at least not visibly — to the Iranian government.Tuesday night’s preventative action allegedly by Israel, and evidence of the immense capabilities of Israeli intelligence allegedly on display, may prompt Tehran’s leaders to think more carefully about their threatened retaliation — “revenge,” it is worth stressing, for an alleged Israeli raid on the T-4 air base from which Iran launched an attack drone into Israel three months ago.Soleimani and his colleagues will have woken up on Wednesday morning with considerable unease and some pointed questions about the vulnerability of their forces in Syria to Israeli intelligence. That could lead to a change in tactics.But make no mistake. Nothing that Iran has seen thus far, and that includes the impressive display of alleged Israeli military and intelligence capabilities inherent in the airstrikes against its forces, will alter its strategic goal of expanding its sphere of influence via an economic, political and military expansion into Syria. Iran intends to be there for the long term.

A statement from Border Police said officers were using “nonlethal measures” to disperse the dozens of demonstrators.During the riot, authorities said one officer was moderately injured after being hit with a stone.Troops arrested two Palestinians believed to have been responsible for hurling the rocks that injured the officer.Pipe bombs have been frequently used by Palestinian assailants in recent months, typically to target military courts in the West Bank.Last week, security forces arrested two Palestinians after they were caught with three pipe bombs at the entrance to the Samaria Military Court in the northern West Bank. I don’t have confidence in these three countries.”“If you don’t succeed in obtaining a definitive guarantee — and I really doubt that you can — at that moment, we cannot continue like this,” he said. “If you want to conclude an agreement, obtain real guarantees, otherwise tomorrow they will do the same as the United States.”“Their words have no value. Today they say one thing and tomorrow another. BRUSSELS, Today, 09:28-The European Commission released its proposal for the new EU Multi-Annual Financial Framework (MFF) 2021-2027 on 2 May.It proposed heavy investments in migration, border management and security, which are further steps down a worrisome road in which the EU is abandoning a sustainable and principled approach to security that supports human rights and conflict prevention, in favour of a more hard-nosed and counter-productive model.Migration and border management are areas in which the commission foresees the most significant funding increase, from the current €12.4bn to around €33bn over the 2021-2027 period.Huge injections of funds to strengthen EU borders seem set to reinforce the short-sighted migration policies adopted by several EU states.While the commission has often acknowledged that migration management requires long-term thinking, the focus on border control underlying its proposal for the next MFF points in the opposite direction.The cost of constructing 'Fortress Europe' diverts important resources away from long-term interventions that support peace, justice, inclusion and prosperity for all, and that address the drivers at the heart of forced migration and displacement.The commission has also proposed ramping up security, defence and military mobility spending.Given "external threats that no member state can meet on its own", €27bn would be set aside to "enhance the [EU's] strategic autonomy" and step up its security and defence capacities, including via the European Defence Fund.In addition, the commission proposes creating a 'European Peace Facility', an off-budget instrument slated to receive €10bn over the 2021-2027 period.Despite its name, the facility would aim to support military operations and capacity building under the Common Security and Defence Policy.Faced with complex challenges, these investments in defence and security highlight how the EU increasingly prioritises short-term, hard security approaches despite huge questions over their efficacy.Progress can only be made by doubling down in two areas: coherent, assertive diplomatic engagement; and more long-term conflict prevention and peace-building investments.-Redesign of EU external action-The commission also proposes merging existing funding instruments into a single Neighbourhood, Development and International Cooperation Instrument (NDICI).This would include the European Development Fund (EDF), which currently sits outside the EU budget.The NDICI would have three main pillars – geographic, thematic and rapid response, which would include training and equipping militaries as part of 'capacity building for security and development' measures.The proposal also sets out a flexibility cushion to address "migratory pressures, as well as stability and security needs, and unforeseen events".While the proposal stresses support for democracy, rule of law, peace, governance and human rights, it raises several concerns.First, migration is identified as "a priority which will be identified and addressed across the instrument and in the different pillars".-Counter-productive-But this is counter-productive in a range of contexts. As we, at the Saferworld NGO, were told in Lebanon: "[Seeing] refugees as a security threat generates further segregation of communities and discrimination leading to weaker social cohesion".In places like Egypt, Lebanon, Libya, Sudan as well as Turkey and the Sahel, Saferworld and others have identified that the focus on keeping migrants out of Europe has undermined the EU and its member states' work on human rights, governance and conflict prevention.Instead of building the capacities of governments which often share responsibility for causing conflict or perpetuating poor treatment of people in or passing though their territory, the EU must do all it can to encourage authorities to be more responsive to community needs and deliver services in an accountable, transparent and legitimate way.'Train and equip' support to security forces (as provided through the Khartoum Process in the Horn of Africa) cannot achieve quick wins, and needs to take a back seat.Instead, the hallmark of EU responses should be to take the longer view.The EU's best course is to understand the demands of each context, and focus on human security and human rights challenges in both source and transit countries through support for public and civil society efforts to push for rights, development and human security.To ensure this, the future external action instrument must foresee funding mechanisms that enable civil society and grassroots organisations, including women's and youth organisations, to access EU funds and support community needs and rights.It must also maximise young people's potential to create change by funding more creative and sometimes riskier grassroots initiatives.Although the commission's proposal identifies gender as a cross-cutting priority which will be integrated throughout the funding instrument, our partners working on peace and women's rights in contexts like Libya and Yemen have lamented the lack of funding for their work.They are often funded to support international security agendas (such as countering violent extremism), which exposes them to risks and undermines their ability to do what their contexts demand.If women are to "create transformation that will benefit all", the EU must provide them with the financial autonomy and sustainability to do so.The most significant evaluation of EU peace and conflict prevention efforts stressed the need to move from reactive approaches towards longer-term, preventive approaches.This goes against the proposed NDICI classification of conflict prevention and resilience building as "rapid response interventions".Long-term mechanisms with flexibility to adapt to rapidly changing contexts are crucial.Prevention costs far less than the cure, especially when it comes to conflict. A Western country is reportedly brokering talks between Israel and the Hamas terror organization on a deal for a long-term ceasefire in exchange for lifting the blockade over the Gaza Strip.The indirect talks, initiated by Hamas, are a cause for concern for Palestinian Authority President Mahmoud Abbas, who fears they could develop into political ties that would undermine demands the PA has made of Hamas, according to the report by the London-based Arabic daily Al-Hayat.Israel has promised the Western country to study the offer and respond to it, but only after May 15, when Palestinians plan to hold mass demonstrations marking 70 years since the “Nakba,” or catastrophe, of Israel’s founding, the report said, citing “diplomatic sources.”Israel said it was willing to discuss a truce, security-related issues and humanitarian issues, but “refuses to respond under the threat of marches.”The report added that Israel was likely to demand that Hamas halt its weapons development and its attack tunnels project, in addition to dismantling the weapons of its military wing, the Izz ad-Din al-Qassam Brigades.Hamas is “flexible” on the first two demands, Al-Hayat said, but is unlikely to agree to disarm the Qassam Brigades or other armed groups.Earlier this week, the Haaretz daily reported that Hamas has repeatedly in recent months expressed willingness through several channels to enter into talks with Israel over a long-term ceasefire.The report said that in return for a years-long ceasefire, Hamas wants Israel to significantly ease the blockade over Gaza, approve large-scale infrastructure projects, and possibly agree to a prisoner swap deal.It appeared Israel had not responded to Hamas’s overtures, the report said.Hamas, an Islamist terror group that seeks to destroy Israel, has made similar proposals in the past.The reports follow several indications that Hamas is deeply divided as it seeks a way out of the dire situation in Gaza, where it seized power in 2007. The Strip faces an economic crisis, sanctions from the Ramallah-based Palestinian Authority, continued pressure from the Israeli-Egyptian security blockade, and rising internal unrest.Last year, Mahmoud Abbas imposed a series of measures against the Gaza Strip that included suspending Palestinian Authority payments to Israel for electricity supplies to the coastal enclave. Abbas also cut off salaries to thousands of Gaza’s civil servants and forced many others into early retirement.Last month, the Israel Hayom daily reported that there were arguments between senior Hamas officials about whether to accept an Egyptian initiative to halt the group’s border “March of Return” protests and promote a prisoner swap deal.Hamas leader in Gaza Yahya Sinwar was interested in accepting the offer, while the group’s leader in general, Ismail Haniyeh, was vehemently opposed to it, according to that report, which cited senior Hamas and Egyptian sources. The group has subsequently been split into two opposing camps, it added.An agreement on a prisoner swap deal was reached during meetings between Egyptian intelligence officials and Hamas leaders, the Hezbollah-affiliated Lebanese newspaper Al Akhbar reported on April 18.The two sides were said to reach agreement on the number and details of the Palestinian prisoners who would be included in a prisoner swap with Israel.The Egyptians, the report said, have asked Hamas for information about two slain IDF soldiers whose remains the group is believed to be holding in the Gaza Strip. The two, Hadar Goldin and Oron Shaul, were killed during the 2014 war between Israel and Hamas, which has since refused to provide any details about them.The terror group is also believed to be holding two Israeli civilians who entered Gaza of their own volition, Avraham Mengistu and Hisham al-Sayed.Palestinians have been holding mass weekly marches in recent weeks near the border with Israel, raising tensions and leading to deadly clashes with IDF forces. Israel says the violence is being orchestrated by Gaza’s Hamas leaders, whom it accuses of trying to carry out border attacks under the cover of large protests, which it has dubbed the “March of Return.”Last Friday saw the sixth week of demonstrations as part of the “March of Return.” At least 431 Palestinians were injured, Gaza officials said, as some 7,000 took part in the demonstrations, flew dozens of kites with petrol bombs into Israel, hurled stones at soldiers and tried to breach the border fence. There were no Palestinian deaths reported on Friday, unlike in previous weeks.According to the Hamas health ministry, 48 Palestinians have been killed since protests and clashes began along the Gaza border on March 30 and hundreds of others have been wounded from gunfire. Several of those dead have been identified by Israel as members of terror groups. PAHOA, Hawaii (Reuters) - A little lava was good for business in Pahoa, Hawaii during Kalauea's frequent eruptions over the past 35 years, say people who make a living from tourists who flocked to the town to see one of the world's most active volcanoes.They mainly came to see the Kalapana flow, a stream of lava that flows from one of Kalauea's craters and cuts through an abandoned town of the same name on its way to the sea.Kerry Kelly, 70, a longtime resident of Pahoa, said the area saw a "huge" uptick in revenue as a result of the "Kalapana flow". It began in 1991, pouring into the streets, igniting homes, and burying everything in a layer of thick volcanic rock.The lava flow became a major tourist draw, pulling hundreds of visitors a day. Residents began running tours by boat, bicycle and off-road vehicles. Vendors set up food stands.Then it stopped a few months ago, Kelly said. The latest series of eruptions, quakes and clouds of toxic sulphur that has forced hundreds of people to evacuate has made things worse."Business was already dropping, and then to have this happen ... This is not just a physical disaster," said Kelly. "We're bordering on an economic disaster."Business has all but petered out, said Arianna Arakaki, 21, who manages Pele's Kitchen, a popular restaurant."As soon as the lava started going off, business dropped off because everyone started saving money," said Arakaki, a native Hawaiian who worships Pele, the Hawaiian volcano goddess.Lava tourism was essential to Pele's Kitchen, such as a flow that approached the town in 2014.
