Defense Minister Avigdor Liberman on Tuesday downplayed Israeli concerns over Russia’s purported plans to outfit the Syrian military with its powerful S-300 air defense system, but stressed that Israel would retaliate if such a battery were used against its aircraft.“What’s important is that defense systems being supplied by Russia to Syria aren’t used against us,” Liberman said during a live interview with the Ynet news site.“One thing needs to be clear: If someone shoots at our planes, we will destroy them. It doesn’t matter if it’s an S-300 or an S-700,” he said.On Monday, the Russian daily Kommersant reported that Moscow was getting closer to delivering the S-300 missile defense system to Syrian dictator Bashar Assad, despite Israel’s efforts to prevent it.The Russian Foreign Ministry later denied parts of the article, saying that a decision about the transfer of the S-300 had yet to be made.Liberman said he had seen the reports, but that “they don’t have a grip on reality.”The defense minister reiterated Israel’s stated policy as it relates to Syria, namely that Israel will not get involved in the country’s civil war, but will take military action to prevent advanced weaponry from reaching the Hezbollah terrorist group and to halt Iranian entrenchment in Syria.Israel’s focus is on ensuring that “Iran does not bring in a flood of advanced weapons systems aimed at Israel,” he said.Liberman denied that Israel’s relationship with Russia was in peril following an airstrike against Iranian facilities on a Syrian air base earlier this month, which Moscow claimed Israel had conducted. Western powers blame the attack on Assad’s regime.“A few years ago at the request of our partners, we decided not to supply S-300s to Syria,” Lavrov told the BBC last week. “Now that this outrageous act of aggression was undertaken by the US, France and UK, we might think how to make sure that the Syrian state is protected.”Russia had originally agreed to sell the system to Syria in 2010, but scrapped the plan at Israel’s behest.Lavrov’s comments to the BBC indicated that the impetus for Russia to reverse its decision and give Assad the S-300 was not the airstrike allegedly conducted by Israel on April 9, but the American-French-British attack on April 13.According to Kommersant’s report, Russia will not be selling Assad the S-300 system, but rather providing it at no cost as part of a military aid package in order to hasten the delivery.The Russian-made system, made up of radar arrays and missile launchers, offers long-range protection against both fighter jets and missiles. The system has been supplied by Moscow to Tehran, and deployed by the Russian army in Syria, alongside its more advanced iteration: the S-400.It was not immediately clear if Russia would bring in new S-300 systems to Syria or if it would simply give over control of the batteries already in the country.The Kommersant report noted that in any case it would take at least several months from its reception before Syrian soldiers would be fully trained on the system and capable of using it.In what many saw as a direct reaction to the looming proliferation of the S-300 and other missile defense systems throughout the Middle East — but especially in Iran — Israel purchased a fleet of F-35 stealth fighter jets from the American Lockheed-Martin defense contractor.The state-of-the-art planes are meant to offer a solution to the challenges posed by the S-300, whose radar systems can detect aircraft from some 300 kilometers (186 miles) away.Israel also worked diplomatically to attempt to stop Russia’s sale of the S-300 system to Iran, which after being halted for nearly a decade went through in 2016. Police in Toronto on Tuesday were still piecing together witness accounts and surveillance video in an attempt to determine why a driver plowed a rented van along a crowded sidewalk, killing 10 people and injuring 15 in what authorities said was a deliberate attack.Twenty-five-year-old suspect Alek Minassian was quickly captured in a tense but brief confrontation with officers a few blocks away from where his van jumped the sidewalk Monday and continued for a mile (one and a half kilometers), leaving a trail of bodies in its wake. But authorities so far have not disclosed a possible motive or cause even as the police chief agreed with witnesses that it seemed intentional.“The incident definitely looked deliberate,” Police Chief Mark Saunders told reporters at a late-night news conference.Saunders said Minassian, who lives in the Toronto suburb of Richmond Hill, had not been known to police previously. An online social media profile described him as a college student.Canadian media outlet CBC News reports that in a Facebook post, Minassian appears to praise Elliot Rodger, a California man who stabbed and killed three people and shot dead another three individuals in a 2014 rampage. However, CBC was unable to verify that the Facebook profile belonged to the suspect in Monday’s attack, and on Tuesday the page appeared to have been removed from the social media network.Shereen Chami, a former classmate of Minassian, told Reuters that he had attended an education program for students with special needs. She told the news agency that Minassian was not violent, but that she remembered him walking the corridors with his head down and making meowing sounds.Officials would not comment on Minassian’s possible motive except to play down a possible connection to terrorism. Alek Minassian, a 25-year-old student, was arrested after 10 people were killed by a van in northern Toronto on Monday evening. He was taken into custody after the rented vehicle ploughed into a crowd, leaving a further 15 people hospitalised.Video footage showed a suspect being handcuffed after a tense stand-off with armed police. IDF soldiers arrested two Palestinian men who crossed into Israel from the southern Gaza Strip, armed with a grenade and a knife, on Tuesday morning, the army said.The military said the suspects were picked up shortly after they entered Israeli territory.They were handed over to the Shin Bet security service for further questioning, the army said.It was not immediately clear what the suspects’ intentions were in Israel. There have been multiple cases of Palestinians from the Gaza Strip entering Israel with weapons with the goal of being arrested and sent to prison, seeing incarceration in Israel as preferable to life in the coastal enclave.The security situation along the Gaza border has been tense over the past month. Russian rocket stage with toxic fuel to fall in Canadian Arctic-[The Canadian Press]-YAHOONEWS-April 24, 2018

Another Russian rocket stage likely to be holding highly toxic fuel is slated to splash down in environmentally sensitive waters of the Canadian Arctic on Wednesday.Documents on the website of the European Space Agency say the Cold-War-era missile repurposed for satellites is to lift off from a Russian launching pad. It will drop its second stage into Baffin Bay, outside Canada's territorial waters, but within ocean it claims to regulate and control.The launch vessel, a former SS-19 intercontinental ballistic missile, is powered by hydrazine — a fuel so toxic and carcinogenic that almost every space program in the world, including Russia's, no longer uses it.The spent rocket stage is expected to contain up to a tonne of unused hydrazine.It is expected to fall into the North Water Polynya, one of the most productive and biodiverse areas of the Arctic and heavily used by Inuit hunters. The waters are considered so important to mammals such as walrus and whales that Inuit from Canada and Greenland seek to manage it as a protected area.Eleven such splashdowns have taken place over the last 15 years, said Michael Byers, a professor of international law at the University of British Columbia.Although the rocket is Russian, the launch is a commercial service paid for by the European Space Agency."The ESA prides itself on being the most environmentally friendly space agency in the world," said Byers."One of the ironies here is that the satellite is a cutting-edge climate- change monitoring satellite. It's of central importance for environmental monitoring."Agency officials have said that unused fuel is burned up on re-entry, but studies done at launch sites in Russia suggest some fuel does reach the surface.Previous launches have drawn wide protests. The federal government has filed diplomatic protests with Russia and the government of Nunavut has argued the launches put Inuit at needless risk.The Inuit Circumpolar Commission has also objected in the past to possible contamination of pristine waters.The federal government did not immediately say if it has filed a protest over the upcoming launch.Byers points out that while Canada may have little influence over Russia, it is an associate member of the European Space Agency."We have, or should have, considerable influence over the ESA," he said. WINNIPEG — Police say a warning of a nuclear threat that was broadcast in a downtown Winnipeg neighbourhood was a prank.The audio recording blasted through Osborne Village around 9:20 p.m. on Sunday and warned that a nuclear attack was occurring against Canada and the United States. It said six missiles were expected to strike in the next 15 to 25 minutes."All Canadian residents should seek out a fallout centre immediately," the recording said in a mechanical-sounding voice.It warned people to stay away from windows and to put together survival kits.Prime Minister Justin Trudeau would address the public shortly, it added.Const. Jay Murray said police received four calls about the recording before officers arrived and the broadcast stopped.An investigation determined the audio was from an online video played through a home speaker system."This is some jokester who probably thought it would be funny to play this audio and it's unfortunate," Murray said. "I don't think they probably realized the amount of fear and panic they put into some people and the stress on, not only the police system, but other systems as well."Ron Schuler, minister responsible for emergency measures, said emergency alerts in Manitoba would be broadcast on radio and television or through a message on mobile phones."It is done by proper channels. It's not done by a rusty van with speakers hanging out the side. It's not the van down by the river making these announcements," he said.There have been false alerts around the world as U.S. President Donald Trump and North Korean leader Kim Jong Un have exchanged words over the testing of nuclear weapons.In January, panic ensued in Hawaii after a false ballistic missile alert was sent out warning people to seek shelter. The employee who sent it was fired from the Hawaii Emergency Management Agency.Only a few days later, Japan's public broadcaster NHK sent a false emergency alert to subscribers of its mobile app that stated North Korea had launched a missile. The broadcaster quickly sent a retraction and apologized.On the weekend, the BBC had to issue a statement saying a video that went viral of a BBC journalist warning of thermonuclear war was false.Murray said Winnipeg police have not encountered a prank like this before, but he predicted it isn't likely to be the last. AMARILLO, Texas (Reuters) - In a sprawling plant near Amarillo, Texas, rows of workers perform by hand one of the most dangerous jobs in American industry. Contract workers at the U.S. Department of Energy’s Pantex facility gingerly remove the plutonium cores from retired nuclear warheads.Although many safety rules are in place, a slip of the hand could mean disaster.In Energy Department facilities around the country, there are 54 metric tons of surplus plutonium. Pantex, the plant near Amarillo, holds so much plutonium that it has exceeded the 20,000 cores, called “pits,” regulations allow it to hold in its temporary storage facility. There are enough cores there to cause thousands of megatons of nuclear explosions. More are added each day.The delicate, potentially deadly dismantling of nuclear warheads at Pantex, while little noticed, has grown increasingly urgent to keep the United States from exceeding a limit of 1,550 warheads permitted under a 2010 treaty with Russia. The United States wants to dismantle older warheads so that it can substitute some of them with newer, more lethal weapons. Russia, too, is building new, dangerous weapons.The United States has a vast amount of deadly plutonium, which terrorists would love to get their hands on. Under another agreement, Washington and Moscow each are required to render unusable for weapons 34 metric tons of plutonium. The purpose is twofold: keep the material out of the hands of bad guys, and eliminate the possibility of the two countries themselves using it again for weapons. An Energy Department website says the two countries combined have 68 metric tons designated for destruction - enough to make 17,000 nuclear weapons. But the United States has no permanent plan for what to do with its share.Plutonium must be made permanently inaccessible because it has a radioactive half-life of 24,000 years."A MUCH MORE DANGEROUS SITUATION" Edwin Lyman, a physicist at the Union of Concerned Scientists, a science advocacy group based in Washington, says solving the problem of plutonium storage is urgent. In an increasingly unstable world, with terrorism, heightened international tensions and non-nuclear countries coveting the bomb, he says, the risk is that this metal of mass annihilation will be used again. William Potter, director of the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies, told Reuters: “We are in a much more dangerous situation today than we were in the Cold War.”Washington has not even begun to take the steps needed to acquire additional space for burying plutonium more than 2,000 feet below ground - the depth considered safe. Much of America’s plutonium currently is stored in a building at the Savannah River Site in South Carolina - like Pantex, an Energy Department site. Savannah River used to house a reactor. Local opponents of the storage, such as Tom Clements, director of SRS Watch, contend the facility was never built for holding plutonium and say there is a risk of leakage and accidents in which large amounts of radioactivity are released.The Energy Department has a small experimental storage site underground in New Mexico. The department controls the radioactive materials - plutonium, uranium and tritium - used in America’s nuclear weapons and in the reactors of nuclear-powered aircraft carriers and submarines. In a Senate hearing in June 2017, Energy Secretary Rick Perry said the Energy Department has been in talks with New Mexico officials to enlarge the site. Environmental groups there have strongly opposed expansion.Under an agreement with Russia, the United States was to convert 34 metric tons of plutonium into fuel for civilian reactors that generate electricity. The fuel is known as MOX, for “mixed oxide fuel.” Plutonium and uranium are converted into chemical compounds called oxides, and mixed together in fuel rods for civilian nuclear power plants. The two metals are converted into oxides because these can’t cause nuclear explosions. But the U.S. effort has run into severe delays and cost overruns.The alternative method is known as dilute-and-dispose. It involves blending plutonium with an inert material and storing it in casks. The casks, however, are projected to last only 50 years before beginning to leak, and so would need to be buried permanently deep underground.THE MOX MESS-President Donald Trump has sided with the Energy Department in wanting to kill the MOX project because of the extreme cost overruns and delays. The Energy Department, beginning in the Obama administration, favored closing down the MOX project for the same reason, but Congress overruled it. The federal budget adopted in February, however, specifies a means for ending the project, if a study shows that dilute-and-dispose would be at least 50 percent cheaper than making MOX.The National Nuclear Security Administration, the part of the Energy Department that oversees the nuclear sites and materials, favors switching to the dilute-and-dispose method. In recent testimony before a House of Representatives subcommittee, Lisa Gordon-Hagerty, the new NNSA administrator, said that method would “cost billions less” than completing the MOX plant.Plutonium is a versatile nuclear bomb material. Terrorists would need only 11 pounds (5 kg) or less to make a bomb, Lyman says.Its ordinarily limited radioactivity makes plutonium safe for terrorists or other thieves to transport with little risk of radiation injury. It goes undetected by most sensors. It radiates alpha particles, relatively large on an atomic scale, which means the thin glass of a test tube, the leather of a briefcase, or even air or skin stop them. The danger from handling small amounts is inhaling plutonium dust. In that case, the dust spreads from the lungs throughout the body, causing multiple kinds of cancer.The federal government now has no solution in sight to dispose of the plutonium permanently. Its one effort to make it unusable for bombs has turned into what the White House and Energy Department say is a costly failure. The MOX project, at the Energy Department’s Savannah River Site in South Carolina, has been kept on life support by Congress thanks to the influence of South Carolina Senator Lindsey Graham and other lawmakers. The MOX plant employs about 2,000 people in Graham’s state.Graham and other Congressional backers say MOX is the best way to keep plutonium out of the hands of terrorists. They note too that the pact with Russia requires the United States to use MOX as the method for disposal.A spokeswoman for Graham declined to comment on his behalf but sent a link to a YouTube video of a Senate hearing in March. In the hearing, Graham, referring to steps already taken to limit work on the MOX plant, said: “What I think we’ve done is ended the biggest non-proliferation program in the world, and I’m going to try and fix that.”Today’s plutonium glut mainly is a legacy of the Cold War. The quantities now seem surreal. By 1967 the U.S. nuclear arsenal reached its apex, with 37,000 warheads. The Soviet Union’s peak came in the 1970s, with approximately 45,000. These were enough to destroy life on Earth thousands of times over.A RADIOACTIVE PEACE DIVIDEND-Amid the terror and aggressiveness then of government and military leaders on both sides, little or no thought was given what to do with the warheads should the risk of mass annihilation ebb.Daniel Ellsberg, best known for leaking in 1971 the Pentagon Papers about the Vietnam war, in the early 1960s was an adviser to the Air Force and White House on nuclear policy. He recently published a book detailing and criticizing the nuclear policy debates and decisions of that era. In a phone interview, he said disposal of weapons was never considered at the time.“I don’t think one person gave one moment of thought to that,” Ellsberg said. “No one thought that the Cold War would end.”Treaties that dramatically reduced U.S. and Russian nuclear arsenals were signed soon after the Soviet Union fell. It was then that the magnitude of the problem – disposing of the surplus plutonium – dawned on the two countries.Scientists proffered ideas, nearly all involving making the plutonium forbiddingly dangerous for malefactors to transport and burying it deep underground.Instead, under a 2000 treaty, the United States agreed to transform the 34 metric tons of plutonium into MOX, unusable for bombs. Russia agreed to destroy the same quantity using a special type of reactor. But the United States had never before built a MOX plant. No U.S. civilian reactor had ever used MOX as fuel.This misplaced optimism led to one of the costliest snafus ever in U.S. government construction. Work began in 2007 to build a MOX plant that was to be operational by November 2016. The Energy Department now estimates that, if allowed to proceed, it will not be finished until 2048. In 2007 the Energy Department said the total cost would be $4.8 billion. Now it estimates the cost at more than $17 billion.Building of the plant began when detailed designs were between 20 percent and 40 percent complete. But once initial construction finished, the contractor, under instructions from the Energy Department, breezed ahead without architectural plans.Reports from the Union of Concerned Scientists said rooms were built for laboratories and offices where none were needed. Ventilation ducts and electrical wiring were in the wrong places. Plumbing was a maze of misplaced pipes. The contractor later had to rip out much of its work and start over.The contractor is a consortium of companies, CB&I Areva MOX Services. It includes CB&I (formerly Chicago Bridge and Iron), based in the Netherlands, and Areva, which specializes in nuclear-related and alternative power projects, majority owned by the French government.GIVING IT AWAY-In an e-mailed statement to Reuters, the consortium said it expects to finish the facility. It said “the project is over 70 percent physically complete.”But Gordon-Hagerty, the National Nuclear Security Administration’s new chief, testified in March before a House Appropriations Subcommittee that it is “nowhere near” 50% complete. Government Accountability Office reports (https://www.gao.gov/assets/690/688369.pdf and https://www.gao.gov/products/GAO-17-651T ) criticized the Energy Department for awarding a “cost plus” contract, which guarantees a profit regardless of how much work is done.In an emailed response to questions for this article, Lindsey Geisler, a spokesperson for the NNSA, said that in 2011, after the contract had been awarded, “NNSA recognized the need to institute project management reforms.” She said the NNSA established a new office to better oversee contracting and acquisition, and that practices have improved significantly.Echoing other critics, Frank von Hippel, a Princeton University professor who researches nuclear arms control and policymaking, said weak oversight continues. “The problem at DOE is that the quality of managers, with some exceptions, is quite low,” he said. “Contractors just milk them for money.”An Energy Department panel reported in 2016 that there is no US market for MOX. To use MOX fuel rods, civilian power plants would have to modify their reactors, requiring lengthy relicensing by the Nuclear Regulatory Commission. Acting Czech Prime Minister Andrej Babis has said that his country is unlikely to follow the US and move their embassy to Jerusalem, however, they were still interested in boosting their presence in the city.The Czech Republic will open a new honorary consulate in Jerusalem in the next few months, Babis said Friday, according to Radio Prague. Babis also said that the government was considering opening a Czech center in the city during a planned visit to Israel by the Czech president, Milos Zeman, at the end of 2018.According to the Radio Prague report, Babis did not want to break with the EU position, which holds that the issue of Jerusalem needs to first be resolved in peace talks between Israel and the Palestinians.Babis believed that opening a Czech consulate would not violate those principles, the radio said.Israel had been hopeful that the Czechs would follow US President Donald Trump and several other nations who have promised to move their missions.In March an Israeli Foreign Ministry cable reportedly said that they had begun examining the practical implications of moving the embassy to Jerusalem.In a classified cable written to the Foreign Ministry, Israel’s Ambassador to Prague Daniel Meron credited Jerusalem’s diplomatic efforts for developments on the issue in the Czech Republic, which “has begun a quiet internal staff evaluation to examine the possibilities and risks regarding the transfer of its embassy.”Meron wrote that Israeli pressure following decisions from the US and Guatemala to move their respective embassies to Jerusalem have made the Czech Republic more open to following suit.However, the decision will ultimately be made by Babis, who is seen as particularly risk averse.“At the same time, the prime minister is very influenced by public opinion, which is well-known to be pro-Israel,” Meron wrote, adding that it was crucial for Jerusalem to continue its public outreach in Prague to cement that support.The ambassador argued that Israel ought to utilize Zeman, who has been a vocal supporter of the Jewish state and has recently advocated for the embassy move.While acknowledging that he plays a largely ceremonial role, Meron wrote that Zeman still has sway in Prague.Meron said Zeman had very much appreciated a letter that the American Israel Public Affairs Committee sent him earlier this month thanking him for his position in favor of the embassy move. GAZA, Palestinian Territory — Gaza's ruling Hamas militant group said Saturday that a man who was gunned down in Malaysia was an important member of the organization, raising suspicions that Israel was behind the brazen killing.Hamas said Palestinian engineer Fadi al-Batsh was a "loyal" member and a "scientist of Palestine's youth scholars." It gave no further details on his scientific accomplishments but said he had made "important contributions" and participated in international forums in the field of energy.The funeral service by the Islamic movement's militant wing, though, suggested al-Batsh was actually one of its military commanders. At a mourning house in the Gaza Strip, a banner described al-Batsh as a member of the military wing. Ten masked militants in camouflage uniforms stood in a line outside the tent in Jabaliya, the slain man's hometown, to greet mourners. The ceremony is typical for senior Hamas commanders.Hamas stopped short of blaming Israel, saying only that he had been "assassinated by the hand of treachery." But relatives of al-Batsh said they believe Israel targeted him.Malaysian police say the 34-year-old al-Batsh was gunned down early Saturday by two assailants who shot at least eight bullets from a motorbike as he was heading to a mosque for dawn prayers in Kuala Lampur. It said closed-circuit television footage showed him targeted by assassins who had waited for him for almost 20 minutes.Malaysia's deputy prime minister Ahmad Zahid Hamidi said the government was looking into the possibility of the involvement of "foreign agents" in his killing. They say that if you repeat a lie enough, it eventually becomes the truth, but the truth will always be stronger,” Liberman tweeted. “The announcement by the US state department is proof of that.”Liberman, who as defense minister is responsible for administering the West Bank, was commenting after the US State Department released its annual report on human rights violations around the world on Friday, and no longer refered to the West Bank as “occupied.”Whereas previous iterations of the Country Reports on Human Rights Practices had a section on “Israel and the Occupied Territories,” this year’s document refers instead to “Israel, Golan Heights, West Bank, and Gaza.”Israel captured The Golan, the West Bank, East Jerusalem, and Gaza in the 1967 Six Day War. It has annexed East Jerusalem and the Golan and, in 2005, withdrew from the Gaza Strip, which is now ruled by the Palestinian terror group Hamas. There is also widespread forced child labor, the report said.Another section, however, also detailed allegations against Israel, including exacting arbitrary arrests, demolitions of Palestinian homes and confiscation of Palestinian property, torturous interrogation techniques, and imposing limitations on Palestinians’ rights to peacefully assemble and protest and their freedom of movement.

Ten people were killed and 15 others were injured after a white rental van mowed down pedestrians along a busy street in Toronto on Monday.The incident happened at around 1:30 p.m. on Yonge Street, starting at Finch Avenue and ending near Sheppard Avenue, about two kilometres away, where a police officer arrested a male suspect without firing a single shot.Toronto Police Chief Mark Saunders identified the suspect as Alek Minassian, 25, of Richmond Hill, Ont.Saunders told reporters at a press conference Monday that investigators were working hard to determine a motive, and that Minassian was not known to Toronto police.“There’s nothing on our files,” he said. “There’s nothing that we have on him right now.”Minassian’s neighbours told CTV’s Peter Akman that they would see him jogging and that he kept to himself. Investigation-MEP friendship groups offer 'backdoor' for pariah regimes By Nikolaj Nielsen-EUOBSERVER

BRUSSELS, 20. Apr, 14:43-MEPs who want to circumvent public scrutiny when dealing with foreign regimes and governments are setting up so-called friendship groups.These unregulated bodies have mushroomed over the years, causing headaches for official MEP delegations, while giving shady government figures a valuable lobbying foothold inside the European Parliament.Friendship groups do not represent the European Parliament - but are sometimes quoted in local media as if they had official status, including views that can contradict official parliament lines.The issue has become so contentious that internal moves are underway to try to impose some sense of order. Earlier this year, parliament president Antonio Tajani received a letter, seen by this website, which demanded a better code of conduct rules and sanctions.It stated, among other things, that friendship groups risk conflict of interests, inappropriate behaviour, and damage to "the image and the prestige" of European Parliament.The letter was co-drafted by the head of the conference of delegation chairs, Spanish socialist MEP Ines Ayala Sender, and German centre-right MEP David McAllister who leads the committee for foreign affairs.It listed over 40 groups, ranging from pariah governments in Azerbaijan to Turkey. One of the more bizarre outfits, which is not listed, is the Judea and Samaria group. Its members count far right nationalists like Dutch MEP Marcel de Graaf and was co-founded by Yoss Dagan, who heads a virulently pro-Israeli lobby group.Among its big objectives is to "stop funding of Palestinian terrorism from the European Union budget".Its chair and fellow founder, Czech MEP Petr March, earlier this year introduced a resolution in the EU parliament in a doomed bid to get Jerusalem recognised as the capital of Israel.-Qatar, Bahrain, Morocco, Israel-People who support such groups claim that they offer a valuable conduit in the hopes of opening up greater diplomatic channels. They also say that the groups are billed to increase cultural understanding, promote values, and better inform the public.But when EUobserver asked a number of MEPs to therefore discuss them, they were either "too busy" or never responded.Romanian centre-right MEP Ramona Manescu, however invited this reporter, among others, on a government-financed trip to Qatar at the end of April to discuss "EU-Qatar relations, human rights, and the 2022 FIFA World Cup." Manescu also chairs the group for Lebanon.Three years ago, Italian socialist Pier Antonia Panzeri, who at the time led the chair of the conference of delegation chairs, raised similar complaints with European parliament president Martin Schulz. Nothing was done."These friendship groups have been used and are used today by these countries in order to avoid having formal relations with the institutional body," he told EUobserver earlier this week.He also said more serious issues like human rights are skirted or whitewashed.Such informal groups, under the parliament's own rules of procedure, "may not engage in any activities, which might result in confusion with the official activities of parliament or its bodies."It means major issues like trade, politics, security, are generally off the table.Ivo Vajgl, a Slovenian liberal MEP, chairs the friendship group for Bahrain and is planning his first trip to the country sometime this year.His office told this website that friendship groups seeks to promote a better understanding of the country in question to the wider public and to other MEPs. But when pressed, his office was also unable to give details."We don't have a website, it is quite informal let's say, between the members who are part of the friendship group, we don't communicate a lot, we don't have a website," it said.Some others are more public.French socialist MEP Gilles Pargneaux chairs the EU-Morocco friendship group and takes a pro-government position on the disputed territory of the Western Sahara to the contentious EU fishery and agricultural agreements with Rabat.Last year he drafted a letter to the EU's foreign policy chief Federica Mogherini pushing for even closer economic and commercial relations with Morocco. He then posted the letter onto the EU-Morocco friendship group website.The group, set up in 2011, has cultivated close ties with Morocco and has gained high-level access to government officials.When it visited Laayone, the biggest city in the disputed Western Sahara territory, in 2015 and 2016, they were quoted as representing a "European delegation." Pargneaux himself described it as a "trans-partisan delegation of European deputies."But those visits took place in a politically-charged context given that the European Court of Justice, in December 2015, had annulled a 2012 EU Morocco agreement over the Western Sahara.According to Morocco's ambassador to the European Union, Ahmed Chami, the friendship group is not financed by his government."The main objective, is to promote relationships, to explain more about Morocco, to do some cultural events, these are the underlying objectives of these groups," he told this website.Pargneaux, for his part, did not respond to repeated requests for comment.His financial interest declaration says in 2016 he received monthly payments for "occasional educational activities," around the same time he reportedly took over as head of the British International School in Casablanca.

BEIRUT/AMMAN (Reuters) - Syrian rebels began withdrawing from an enclave northeast of Damascus on Saturday and will go to northern Syria, state TV and a rebel official said, in a surrender agreement that marks another victory for President Bashar al-Assad.The withdrawal will restore state control over the eastern Qalamoun enclave, some 40 km (25 miles) from Damascus.Assad, backed by Russia and Iran, is seeking to wipe out the last few rebel enclaves near Damascus, building on momentum from the defeat of the insurgency in eastern Ghouta, which had been the last major opposition stronghold near the capital.The Organisation for the Prohibition of Chemical Weapons said a fact-finding mission collected samples on Saturday at an eastern Ghouta site where an alleged chemical weapons attack took place on April 7. The mission arrived in Damascus a week ago.France and the United States have accused Russia of obstructing access to the site, where medical relief agencies say dozens of people were killed. Chemical weapons watchdog: inspectors have samples from Douma-[Reuters]-YAHOONEWS-April 23, 2018

AMSTERDAM (Reuters) - A team of inspectors from the Organisation for the Prohibition of Chemical Weapons (OPCW) visited a site in Douma, Syria on Saturday to collect samples as it tries to determine whether such weapons were used there on April 7, the agency said.In a statement, the OPCW said it would now evaluate and consider whether the team needs to make a second visit to Douma.Samples will be transported back to the Netherlands and onward to the organization's network of designated labs for analysis.Based on the analysis of the sample results as well other information and materials collected by the team, the mission would compile a report and submit it to the organization's member states, the statement said.The OPCW has been investigating use of toxic chemicals in Syria's civil war since 2014. Inspectors had been trying to reach Douma for several days but were delayed after an advance security detail was fired upon on April 17.The OPCW team will attempt to determine whether chemical weapons were used and if so, which. It is the seventh such extension of emergency rule, which lets Erdogan and the government bypass parliament in passing new laws and allows them to suspend rights and freedoms.The extensions have been roundly criticized by human rights groups and Turkey's Western allies. The country's main business lobby, TUSIAD, this week renewed its call for a swift end to emergency rule."The state of emergency only affects terrorists. Now it's preventing labor strikes, such as the Bursa strike, which we stopped right away. It's a struggle against terrorism," Erdogan said in a speech to the DEIK business lobby, which represents Turkey's private sector overseas."When our business people say the state of emergency should be lifted, it upsets us... DUBAI (Reuters) - Iranian President Hassan Rouhani said on Saturday Iran's atomic agency was ready with "expected and unexpected" reactions if the United States pulls out of a multinational nuclear deal, as U.S. President Donald Trump has threatened to do."Our atomic energy organization is fully prepared ... for actions that they expect and actions they do not expect," Rouhani said, without elaborating in a speech carried by state television, referring to a possible decision by Trump to leave the accord next month.The deal reached between Iran, the United States and five other world powers put curbs on Iran's nuclear program in exchange for sanctions relief.Trump has called the agreement one of the worst deals ever negotiated. SEOUL, South Korea (AP) — North Korea announced that it will suspend nuclear tests and intercontinental ballistic missile launches ahead of its summits with Seoul and Washington, but stopped short of suggesting it has any intention of giving up its hard-won nuclear arsenal.The announcement, which sets the table for further negotiations when the summits begin, was made by leader Kim Jong Un at a meeting of the North Korean ruling party's Central Committee on Friday. It was reported by the North's state-run media early Saturday.Kim justified the suspension to his party by saying the situation around North Korea has been rapidly changing "in favor of the Korean revolution" since he announced last year that his country had completed its nuclear forces.He said North Korea has reached the level where it no longer needs underground testing or test-launching of ICBMs, and added that it would close its nuclear testing facility at Punggye-ri, which was already believed to have been rendered unusable due to tunnel collapses after the North's test of its most powerful bomb to date last year.The announcement is Kim's opening gambit to set the tone for summit talks with South Korean President Moon Jae-in, set for next Friday, and U.S. President Donald Trump, expected in late May or early June.Trump almost immediately responded with a tweet, saying, "This is very good news for North Korea and the World" and "big progress!" He added that he's looking forward to his summit with Kim.South Korea's presidential office also welcomed North Korea's announcement as "meaningful progress" toward the denuclearization of the Korean Peninsula. Presidential official Yoon Young-chan said in a statement that the North's decision brightens the prospects for successful talks between Seoul, Pyongyang and Washington.Japanese Prime Minister Shinzo Abe offered a more guarded reaction."What is crucial here ... is how this development is going to lead to the complete, verifiable and irreversible dismantlement of nuclear arms, weapons of mass destruction and missiles," he said. "And I will keep a close eye on that."Pyongyang residents, who have been largely kept in the dark about Kim's plans to meet Trump, gathered at subway stations, where newspapers are posted for the public, or around large screens in city plazas to see the reports.One resident, 34-year-old Son Kum Chol, said he read the news in the ruling party's newspaper. North Koreans are extremely cautious when speaking to the media, but Son told The Associated Press that the news made him feel the "future road will be brighter and prosperous."Some analysts believe Kim feels he is entering the summit negotiations from a position of strength and is hoping to achieve tacit recognition that his country is now a nuclear power. They believe he wants to engage in talks and make some concessions around the edges that would convince Washington and other countries to ease sanctions on his struggling economy.In his speech at the party meeting, Kim praised his nuclear policy as "a miraculous victory" achieved in just five years. A resolution passed after his speech also stressed that the country had successfully achieved its goals of obtaining a viable nuclear force and suggested it intends to keep that force.Using the acronym for North Korea's official name, it said the North would "never use nuclear weapons nor transfer nuclear weapons or nuclear technology under any circumstances unless there are nuclear threats and nuclear provocation against the DPRK.""This was a smart move by Kim," Vipin Narang, an associate political science professor and nuclear proliferation expert at the Massachusetts Institute of Technology, said in an email. "Although it largely formalizes previous pledges on the moratoria from last November and March, it still leaves a lot of wiggle room for circumventing the pledges in the future, and nothing in there is irreversible. And nothing in there mentions denuclearization, of any variety."Narang noted that North Korea has already conducted as many nuclear tests as Pakistan and India — six — and may indeed not need to conduct any more underground testing.Tossing out another nugget that could be used at the summits, Kim stressed at the party meeting his desire to shift the national focus to improving the country's economy, which has been hit hard by international sanctions and the "maximum pressure" strategy pushed by Trump.The announcement ends what had been an ominous silence from Pyongyang regarding the stunning diplomatic moves Kim has been making since the beginning of this year, including his summit with Chinese President Xi Jinping last month.It also gives the best idea yet of what Kim intends to bring with him in his summits with Moon and Trump.Seoul says Kim has expressed genuine interest in dealing away his nuclear weapons. HALIFAX — Prime Minister Justin Trudeau's government is being pushed by backbenchers and grassroots Liberals to take a more progressive stance on issues such as pharmacare, prostitution and illegal drugs.The pressure came Friday during the first full day of the Liberals' national convention and it was motivated, at least in part, by a determination not to be outflanked by the NDP in the battle for progressive voters in next year's federal election.At the same time, however, Trudeau's ministers were applying some pressure of their own —urging party faithful to get out and sell the government's support for the controversial Trans Mountain pipeline expansion in the face of opposition from environmentalists, some Indigenous groups and British Columbia's NDP government.One resolution, proposed by the national caucus, calls for the country's universal health-care system to be expanded to include coverage of prescription drugs, echoing a call by the Commons health committee last week.Finance Minister Bill Morneau's most recent federal budget announced the creation of an advisory committee, headed by former Ontario health minister Eric Hoskins, to study the implementation of national pharmacare.But Oakville MP John Oliver, a member of the health committee, warned that the fight for pharmacare is not a done deal and he urged delegates to support the resolution to send a message to the Prime Minister's Office."I think it's so important that Liberals own this issue, we don't let the NDP own it. We need to own it as Liberals, it's got to come out of this convention as the No. 1 priority."New Democrats approved a resolution on national pharmacare at their recent convention.Oliver warned that "very powerful lobby groups", including the big pharmaceutical companies and insurance companies, will fight a universal pharmacare plan. And he said there will be "all kinds of other people resisting it" — not mentioning that Morneau himself initially talked about strictly providing drug coverage for Canadians who aren't already covered by private drug plans.Another resolution proposed by the caucus calls on the government to decriminalize simple possession and consumption of all illicit drugs, adopting a model similar to that used in Portugal where the emphasis is on getting drug users into treatment.New Democrats have adopted a similar resolution.Health Minister Ginette Petitpas Taylor reiterated Friday that Canada and Portugal are very different countries. And she noted that Trudeau has been clear that legalizing recreational marijuana is as far as he's prepared to go in removing the criminal prohibition on drug use.But Toronto MP Nathaniel Erskine-Smith urged grassroots Liberals not to take no for an answer."The government is committed to the grassroots, the government is committed to evidence and if we come out of this supporting (this resolution) I think the government will change its mind," he told the workshop.At another workshop, there was little evidence of support for a resolution calling for the decriminalization of prostitution, proposed by the party's youth commission.But Young Liberal president Mira Ahmad said it's very popular among youth delegates, who make up almost one third of the roughly 3,000 Liberals at the convention."Youth have a history of challenging the party status quo and pushing for progressive policies," she said after the workshop, conceding that "Some Liberals may not like it."Justice Minister Jody Wilson-Raybould said the government is already considering decriminalization, among other options, for dealing with the sex trade.Wilson-Raybould also indicated that she's open to listening to arguments about decriminalizing all drugs, although she stressed her priority is cannabis, which is to be legalized this summer.  However, she later clarified that "we are focused on cannabis and we are not moving forward on any other decriminalization."The clarification was in line with Petitpas Taylor, the lead minister on the drug file who was decidedly cool to the idea. She warned that decriminalization "is not the silver-bullet solution" to the opioid crisis.During a panel discussion on the environment and the economy, Environment Minister Catherine McKenna appealed to delegates to back the government's determination to see the Trans Mountain pipeline expanded. Getting bitumen from Alberta's oil sands to tidewater in B.C. is part of the balance the government is trying to strike, protecting the environment and reducing carbon emissions while still growing the economy, she argued."We have to stop the polarization," McKenna said."That's why I need you to stand up and support what we are doing to take action on climate change and also support projects that make sense in getting resources to market."Outside the convention, a handful of protesters denounced the pipeline and the government's environmental policy in general. And inside, Natural Resources Minister Jim Carr acknowledged that some Liberals are also likely uneasy about the pipeline."Within our party there will be those who think pipelines are not a great idea, but when they hear the arguments about the alternatives of moving the product by rail or by pipeline ... I think they will see the position that we have taken."Carr said he's not comfortable watching the Alberta and B.C. governments duke it out in public over the pipeline. But while he understands they're standing up for their provincial interests, he said the federal government has another priority."There is only one government of Canada. SPRINGDALE, N.L. — Prominent Newfoundlanders are criticizing a town's rejection of a rainbow crosswalk sought by a high school group as a show of support for the LGBTQ community.Comedian Mark Critch and former Great Big Sea members Alan Doyle and Bob Hallett offered support for the Gender-Sexuality Alliance (GSA) at Indian River High School after Springdale, N.L., town council reportedly voted 4-3 against the crosswalk."If you're a LBGTQ kid in Springdale, please know that there are a whole lot of people in Newfoundland and Labrador that support you," tweeted Critch, anchor of CBC's "This Hour Has 22 Minutes.""Inclusion never divides. Your mayor is being a tool. You're awesome."Doyle, a successful solo artist and best-selling author, responded to Critch's tweet saying "Yes. Yes. And Yes."Hallett, a St. John's restaurateur, said he was "half tempted to drive out to Springdale and paint the crosswalk" himself in a tweet Friday morning.The Norwester newspaper reported that the GSA had asked that a crosswalk near the school could be painted in support of the LGBTQ community.Springdale town councillors refused to comment Friday. But the school's GSA issued a written statement via email that the council's rejection of its April 9 request isn't the end of the story.It said they are in the process of working together on the issue, which will come before council again on Monday.It said members appreciate the public's support but "negative comments and name-calling are not productive," and said the group is committed to a "respectful, informed discussion for the betterment" of the whole community."We enjoy our town of Springdale and have a good relationship with the mayor and town officials. We are ALL in the process of working together on this issue and are encouraged by the opportunity for further discussions," the group said."Thus far, those discussions have been very positive and we look forward to Monday's council meeting, where we will have the opportunity to provide further information and education to members on the concept of a rainbow crosswalk."Cheryl Gullage, communications director for the Newfoundland and Labrador English School District, said in a phone interview that the association is reserving further comment until after the matter is discussed with town officials.Earlier this spring, city council in Merritt, B.C., rejected a similar request from high school groups there. RIYADH, Saudi Arabia — Green lipstick, blue lipstick and 40 shades of foundation to choose from are just some of the reasons 18-year-old Shahad al-Qahtani is excited about superstar Rihanna's makeup line debut in Saudi Arabia.Rihanna, known worldwide for her chart-topping songs and daring, provocative style, is wildly popular among the Saudi women coveting her new makeup line called "Fenty." Rihanna and other celebrities like Kim Kardashian who experiment boldly with their hair colour , makeup and clothes have become household names in Saudi Arabia, where fans can follow their every move on social media sites like Instagram and Snapchat.Their styles, however, stand in stark contrast to how most Saudi women dress in public. Many cover their faces and hair with black veils. Women in Saudi Arabia must also wear long, loose black robes, known as abayas, over their clothes in public."I've tried her brand in Dubai and I came here to buy the things that were sold out there," al-Qahtani said as she selected products to put in her shopping basket from Rihanna's Fenty line that launched Thursday in Sephora makeup stores across the kingdom.Al-Qahtani said she likes to experiment with her style and bold makeup choices at parties and weddings where women are segregated from men.Even though most women will cover their face and hair in public, makeup sales are one of the biggest spends among Saudi women. This is in part because of the increasing number of Saudi women joining the workforce who now have their own salaries to spend from.The kingdom's 32-year-old Crown Prince Mohammed bin Salman has also pushed through a number of sweeping social reforms in recent months curbing the influence of ultraconservatives. Religious police, for example, no longer patrol malls looking for signs of nail polish or women's faces showing.Unlike in many Western countries where more natural makeup looks are en vogue, women across Arab Gulf countries often lean toward bright, eye-catching makeup trends and accessories that offset the utilitarianism of black veils and abayas."As Gulf women, we love beautiful things. We don't need an occasion for it," said Najla Sultan bin Awwad, a mother of two in her 30s who started working for the first time last year at Sephora."We're in an era where women are basically not even leaving the house without fake eyelashes on. It's hard to buy makeup when a man is trying it out for me, testing it on my hand or my face," said Haifa Alwathlan, who started working in clothing and makeup stores in Saudi Arabia soon after women were granted permission.She said since starting work at Sephora, not only has she learned how to apply her makeup better, but she's learned how to handle herself professionally."I'm the type who has a real temper. So when I started dealing with different types of people and customers, I learned how to manage my nerves," she said.Empowering more women to enter the workforce is seen as a necessary step toward strengthening the economy and creating millions of jobs for young Saudis who will be seeking employment in the coming years.To satiate the desires of young Saudis and to make the country more resilient in the face of lower oil prices, Prince Mohammed is trying to boost what citizens spend locally on entertainment and fun.He is also behind a decision to lift a ban on women driving, which will allow women to more easily get to work instead of having to rely on male relatives or costly personal drivers.Other reforms include the return of musical concerts and performances that were once unthinkable only a few years ago. The kingdom also recently held its first ever fashion week. Earlier this week, Saudi Arabia opened its first movie theatre , showing the blockbuster film "Black Panther" to a select audience. Fenty would be this month's splurge."I really love the foundation, but of course not for every day. And I also really love this red lipstick and these other colours . And the highlighters are amazing. India introduces death penalty for rape of young children-[The Canadian Press]-YAHOONEWS-April 23, 2018

NEW DELHI — India's government on Saturday prescribed the death penalty for people convicted of raping children under 12 to help combat an increase in violent crime against women.An ordinance was approved by Prime Minister Narendra Modi's Cabinet and was being sent to the president for approval, the Press Trust of India news agency reported.The ordinance will require the approval of Parliament within six months in order to become law. But in the meantime, suspects can be prosecuted using the ordinance.The move follows widespread outrage over the recent rape and killing of an 8-year-old girl in India's Jammu-Kashmir state, the alleged rape of a girl by a ruling party lawmaker in Uttar Pradesh state and several other rape cases involving girls in the country.Many protesters expressed particular anger at India's ruling Hindu nationalist party for initially siding with the accused in the Kashmir case. The young victim was a Muslim and the accused are Hindus.A total of at least nine suspects, including a lawmaker from the ruling Bharatiya Janata Party and four police officials, have been arrested in the two cases reported recently from Jammu-Kashmir and Uttar Pradesh states.Violent crime against women has been on the rise in India despite tough laws enacted in 2013. In 2012, the fatal gang rape of a young woman in New Delhi triggered massive protests by hundreds of thousands to demand stricter rape laws in the country.The government enacted laws doubling prison terms for rapists to 20 years and criminalizing voyeurism, stalking and the trafficking of women. Indian lawmakers also voted to lower to 16 from 18 the age at which a person can be tried as an adult for heinous crimes.Abha Singh, a lawyer, said the government's move Saturday would deter men from committing crimes against women. But she urged the government to set a time frame for bringing suspects to justice as Indian courts are notorious for massive delays, with more than 30 million cases pending.She said that "the conviction rate in rape cases in India was only 28 per cent , implying that 72 out of 100 suspects are going unpunished."The Associated Press.

Sask. flu season kills more than 3 times as many people as previous year-[CBC]-YAHOONEWS-April 23, 2018

Saskatchewan's latest flu season saw more than three times as many deaths as the previous year, along with a 68.7 per cent increase in the overall number of flu sufferers.There were 13 deaths due to influenza from Sept. 1, 2017 to March 31 of this year, compared to four during a similar span a year previous, according to a provincial government report. Overall during that period there were 3,207 lab-confirmed cases of influenza, up from 1,901.People aged 20-64 made up the most cases, but people 65 and higher had the highest number of cases per capita.There were 80 outbreaks in long-term care facilities compared to 70 from last year.The report said 48 cases this season were considered severe, compared to 21 in 2016-17.Earlier in the flu season Dr. Denise Werker, deputy chief medical officer with the government of Saskatchewan, said the only oddity about this year's season is that both A and B strains are present.H3N2 predominant flu strain-The Ministry of Health confirmed the primary strain of this year's flu season was H3N2.In a statement they said, "Hospitalizations and deaths in the 2017-18 influenza season was similar to other years where H3N2 is the predominant strain."The statement also said, "2017-18 season was similar to 2007-08 season and earlier years where Influenza B started early."Flu season numbers for this year were recorded from Sept. 1 to March 31, whereas last year's numbers were recorded from Sept.1 to April 15.The number of cases are usually underestimated as not all people who seek medical care are tested for flu. Likewise, the number of cases for recent cases will likely increase as more lab results are accounted for, according to the report.
