Explosion strikes Palestinian PM's convoy in Gaza-[The Canadian Press-YAHOONEWS-March 13, 2018

JABALIA, Palestinian Territory — An explosion struck the convoy of the Palestinian prime minister Tuesday as he was making a rare visit to Gaza, in what his Fatah party called an assassination attempt it blamed on Gaza militants.The explosion went off shortly after the convoy entered Gaza through the Erez crossing with Israel. Palestinian Prime Minister Rami Hamdallah was unharmed and went on to inaugurate a long-awaited sewage plant project in the northern part of the strip. But Fatah quickly held Gaza's Islamic Hamas rulers responsible for the "cowardly attack" on the convoy, further escalating tensions between the bitter rival factions.Three of the vehicles in Hamdallah's convoy were damaged, their windows blown out. One had signs of blood on the door.Hamdallah, who is based in the West Bank, arrived in Hamas-run Gaza to inaugurate the sewage plant and said there that the attack will "not deter from seeking to end the bitter split. We will still come to Gaza."The rival factions have been trying to reconcile since 2007 when Hamas seized control of Gaza from Fatah forces and have suffered several setbacks in their efforts since. The takeover left the Palestinians with two rival governments, Hamas in Gaza and the Western-backed Palestinian Authority governing autonomous enclaves in the Israeli-occupied West Bank.In November, Hamas handed over control of Gaza's border crossings to the Palestinian Authority. It was the first tangible concession in years of Egyptian-brokered reconciliation talks. But negotiations have bogged down since then.Hamdallah's visit comes amid a time fo crisis in Gaza. On Tuesday, the White House is hosting a special meeting to discuss Gaza's devastated economy.The plant in question was envisioned in 2007 after overburdened sewage reservoirs collapsed, killing five villagers.The World Bank, European Union and other European governments have paid nearly $75 million in funding. Hamas' takeover of Gaza from the Palestinian Authority in 2007 and the ensuing Israeli-Egyptian blockade, power shortages and conflicts delayed the opening of the project for four years.Besides the old reservoirs, the plant will receive wastewater from four towns and villages. BRUSSELS, 13. Mar, 17:42-President Trump's recent imposition of unilateral tariffs on steel and aluminium imports is extremely reckless and most likely illegal under WTO law.The fault for any potential global trade conflagration would be mainly his. But this does not absolve the European Union from maturity and strategic thinking.The United States has been Europe's only major reliable ally for at least a century. We rely on the US for protection from most dire threats. Competing centres of power already pose major geopolitical challenges and wait to pounce on any conflict between EU and US.US would be weakened without Europe, but would survive. Without US, EU in its current form would cease to exist.In this light, the EU's immediate response to president Trump's announcement on tariffs has been counter-productive, emotional, and lacking in strategic thinking.Canada and Mexico have since secured an exemption, while Australia appears to get one soon.EU made bad situation worse-Instead, the EU response has resulted in Trump twice threatening EU with additional restrictions on cars should the situation escalate. No other country has been so threatened. We made a bad situation worse.Reorganisation of international affairs and trade was president Trump's campaign promise. He pulled out of the Trans-Pacific Partnership & Paris Climate Agreement, threatened NAFTA, and blocked the WTO Appellate Body.Trump won his campaign in states where increasing mechanisation, new technologies and imports decimated manufacturing. He is fighting globalisation and WTO's inability to stop China's state capitalism.Steel tariffs are not about the EU, they are about US politics. Any real solution to them will also come from US politics.Trump's target is Chinese steel and aluminium overcapacity. He is isolating the US from global effects of Chinese distortions.The US commerce secretary observed recently that Chinese exports to third countries dislodge domestic demand, resulting in exports to US, adding: "Too much time has been spent just talking about steel overcapacity, very little time has been spent doing anything about it. We are taking the leadership […] to deal with this chronic overcapacity problem."While the EU may dislike the approach taken by the US, China is a major challenge for EU industry.Instead of a distracting trade confrontation with America, the EU should minimise its effects focusing on the real target: Chinese distortions.The EU leadership generally dismisses president Trump. But US citizens, not EU elites, elect US leaders.We owe Trump the respect we give the United States. Trump's 'Section 232' action is taken pursuant to a statutory mandate from US Congress.Until Congress intervenes, which it may, we must deal with tariffs as US policy, not some flaky whim of one unstable despot.In this context, EU retaliation list is shameful. As a US special prosecutor accuses Russia of orchestrating an attack on US election system by stocking political polarisation, EU – supposedly 'an ally' – attacks key electorates to obtain a political result? The EU claims it is not the enemy. But the US claims that the destruction of US steel industry by imports – not the EU – threatens US security.Let us imagine the unthinkable. World War III: missiles, bombing raids, submarines, torpedoes. Will Japan or Germany reliably supply the US with steel or aluminium? When the US is responsible for world order, it is not up to us – given that we rely on US defence to guarantee our own safety – to question what US needs for its defence.-Security relationship-President Trump foresees future exemptions for countries that have a "security relationship" with US if they address in other ways the impairment to US security resulting from imports.In the past, he complained of EU countries' insufficient military spending, overburdening the US, allowing these countries to focus on their domestic spending priorities.Defence funding does not go to transport infrastructure, education, research, and other things impacting the competitiveness of economy.Linking military spending to trade competitiveness, even if far-fetched, is not entirely wrong. Treating the tariff dispute strictly as a trade issue is therefore unlikely to satisfy the US.In addition, the EU institutions will not be fully impartial. The European Commission has exclusive competence on trade issues, but plays a limited role on defence.Focus on defence spending would deprive the commission of a central role in the dispute, empowering national governments, whose US security relationship and military spending levels vary.The UK government would need no help from the commission to get out of the duties, while Germany would probably need all the help it can get.This is the crux of the problem. Germany, the EU giant, is the country most endangered by Trump's tariffs and rhetoric.It is the largest EU exporter of steel and aluminium to US, has the largest surplus with the US and spends too little on defence.Two other exporters, UK meets its share, while France is almost there. But Germany, Netherlands and Spain are below the two percent NATO threshold.While Germany alone could most likely resolve this issue through direct talks with the United States, it and the commission want to keep the dispute as a strictly trade issue, pulling the entire EU into the spat.Trump's latest tweets suggest this approach is unlikely to yield good results.There is no doubt that Trump's action is hostile, ill-conceived, internally inconsistent and most likely illegal.But as it cannot be quickly reversed without escalating into a major confrontation, the key question is whether the EU – keeping its focus on Chinese distortions, revamping the WTO and geopolitical stability of the global order – should not exercise strategic patience hoping that the next occupier of the White House will be less hostile and stand down.Tomasz Wlostowski is a Brussels-based dual-trained US & EU attorney practicing regulatory and international trade law.

Mar, 09:16-As aid is increasingly spent less in the least developed countries, a new report by Concord has revealed the EU is diverting an increasing proportion of spending towards conflict and security - to the point it has in the last decade outpaced all aid growth.The amount and allocation of overseas development assistance (ODA) have always been contentious issues, but the recent Oxfam sex abuse revelations propelled the sector into the spotlight like never before.Within a sobering climate of crisis and uncertainty, leaders from across the community gathered at the London-based international development conference to exchange ideas about how the sector must move forward.UK secretary of state for international development, Penny Mordaunt, said it has been our "failure to put the beneficiaries of aid first", that has caused us to stray from delivering the Sustainable Development Goals (SDGs) by 2030.The solution she proposed, is for the department for international development (DfID) to cooperate more closely with the ministry of defence.However, this is in direct contrast to a number of international NGO leaders who disagree with further merging development agendas with military expansion.The current development model requires a radical change in approach that drives forward programmes with values of human rights, biodiversity and peace-building at their core.-Cultivate earth democracy-With an ecosystem that is already 80 percent destroyed and unprecedented widespread global displacement, it is necessary to shift towards a biodiversity paradigm that promotes what environmental activist Vandana Shiva refers to as "earth democracy", through co-empowering, co-creating and co-producing.Citing Bhutan as exemplary, the biodiversity advocate urges a greater respect for culture, protecting forests and measuring wellbeing as opposed to GDP; the most powerful number that rules our life, but increases poverty and worsens life.Shiva insists that "poverty, malnutrition and education is all achievable by respecting the earth", but if we continue to build structures by ruining the foundations, the entire system will collapse.-Centralise women's rights-Inevitably, international aid and development is a matter of transforming power relations and the distribution of power around the world, which is why the director of programmes at the African Women's Development Fund, Jessica Horn is resolute about women's rights being central to our vision in order for progress to occur.Horn asserted the need to rethink discourses of security, considering a third of women experiencing physical or sexual violence in their lifetime as a proportionately bigger issue than terrorism.It is imperative for money to be spent less on armies and more for humans, because "I can tell you as an African, we don't need any more guns", she stressed.-Prioritise peace-building-Conflicts drive 80 percent of all humanitarian needs and according to International Alert, the share of global poverty in fragile states is projected to increase to 80 percent by 2035.The organisation's chief, Harriet Lamb consequently calls on governments to establish specific funds to aid politics and economics in affected areas - emphasising that "peace impact must run through everything we do."In the alarming climate of more people dying in wars today than they have in the past 25 years, in conjunction with the ever-shrinking space for civil society particularly in fragile states, we must encourage more solidarity and less armed services delivery.Using Mali as an example of where a hard security response and exclusion of the Tuareg people prevents development, Lamb outlined the illogical spending distribution of less than one percent on peace-building in comparison to the military.-Security vs civil society-There is a clear consensus within the sector that aid and development organisational frameworks must shift away from security to a model that promotes peace, human rights and biodiversity.The UK government's pledge to strengthen military relations to improve global security demonstrates a lack of communication with the very people carrying out the work.We cannot expect to achieve a single UN Sustainable Development Goal if policymakers continue to ignore the recommendations of experts, so why are they not listening? As the Concord report outlines, aid spending is often determined by EU political leaders who implement reactive, crisis-response decisions that are results-driven – such as terror attacks or refugee movements.Consequently, donor countries are focusing more and more on national security interests as opposed to the development of insecure countries. "Only by realising development goals driven by our partner countries can we create the preconditions for long lasting peaceful societies", the report states.Moving forward, the clash in values been civil society and policymakers may present challenges for organisations who rely on government funding streams, while an increasingly military-heavy agenda is likely to further distort the public's perception of the purpose of aid.Ultimately, true global progress requires politicians around the world to understand that prioritising empowering local civil society organisations and supporting partner governments to promote human rights, is critical to improving security in all countries and relations with fragile states.After all, shifting focus away from the very people living in poverty is in direct contradiction to the purpose.Anastasia Kyriacou works for AidEx.

Draft GOP report: No coordination between Trump and Russia-[Associated Press]-MARY CLARE JALONICK-YAHOONEWS-March 13, 2018

WASHINGTON (AP) — Republicans on the House Intelligence Committee have completed a draft report concluding there was no collusion or coordination between Donald Trump's presidential campaign and Russia, a finding that pleased the White House but enraged Democrats who had not yet seen the document.After a yearlong investigation, Texas Rep. Mike Conaway announced Monday that the committee has finished interviewing witnesses and will share the report with Democrats for the first time Tuesday. Conaway is the Republican leading the House probe, one of several investigations on Russian meddling in the 2016 elections."We found no evidence of collusion," Conaway told reporters, suggesting that those who believe there was collusion are reading too many spy novels. "We found perhaps some bad judgment, inappropriate meetings, inappropriate judgment in taking meetings. But only Tom Clancy or Vince Flynn or someone else like that could take this series of inadvertent contacts with each other, or meetings or whatever, and weave that into sort of a fiction page-turner, spy thriller."Hours later, Trump tweeted his own headline of the report in excited capital letters: "THE HOUSE INTELLIGENCE COMMITTEE HAS, AFTER A 14 MONTH LONG IN-DEPTH INVESTIGATION, FOUND NO EVIDENCE OF COLLUSION OR COORDINATION BETWEEN THE TRUMP CAMPAIGN AND RUSSIA TO INFLUENCE THE 2016 PRESIDENTIAL ELECTION."Conaway previewed some of the conclusions, but said the public will not see the report until Democrats have reviewed it and the intelligence community has decided what information can become public, a process that could take weeks. Democrats are expected to issue a separate report with far different conclusions.In addition to the statement on coordination with Russians, the draft challenges an assessment made after the 2016 election that Russian meddling was an effort to help Trump. The January 2017 assessment revealed that the FBI, CIA and NSA had concluded that the Russian government, at the direction of President Vladimir Putin, waged a covert influence campaign to interfere in the election with the goal of hurting Democrat Hillary Clinton's candidacy and helping Trump's campaign.House Intelligence Committee officials said they spent hundreds of hours reviewing raw source material used by the intelligence services in the assessment and that it did not meet the appropriate standards to make the claim about helping Trump. The officials spoke on condition of anonymity because they were not authorized to speak publicly about the intelligence material.Conaway said there will be a second report just dealing with the intelligence assessment and its credibility.The Office of the Director of National Intelligence issued a statement soon after the GOP announcement, saying it stood by the intelligence community's findings. DNI spokesman Brian Hale said the office will review the findings of the committee's report.According to Conaway, the report will agree with the intelligence assessment on most other details, including that Russians did meddle in the election. It will detail Russian cyberattacks on U.S. institutions during the election and the use of social media to sow discord. It will also show a pattern of Russian attacks on European allies — information that could be redacted in the final report. And it will blame officials in President Barack Obama's administration for a "lackluster" response and look at leaks from the intelligence community to the media.It will include at least 25 recommendations, including how to improve election security, respond to cyberattacks and improve counterintelligence efforts.Democrats have criticized Republicans on the committee for shortening the investigation, pointing to multiple contacts between Trump's campaign and Russia and saying they have seen far too few witnesses to make any judgment on collusion. The Democrats and Republicans have openly fought throughout the investigation, with Democrats suggesting a cover-up for a Republican president and one GOP member of the panel calling the probe "poison" for the previously bipartisan panel.The top Democrat on the intelligence panel, California Rep. Adam Schiff, suggested that by wrapping up the probe the Republicans were protecting Trump. He called the development a "tragic milestone" and said history would judge them harshly.Republicans "proved unwilling to subpoena documents like phone records, text messages, bank records and other key records so that we might determine the truth about the most significant attack on our democratic institutions in history," Schiff said.The report is also expected to turn the subject of collusion toward the Clinton campaign, saying an anti-Trump dossier compiled by a former British spy and paid for by Democrats was one way that Russians tried to influence the election. Conaway did not suggest that Clinton knowingly coordinated with the Russians, but said the dossier clearly "would have hurt him and helped her."He also said there was no evidence that anything "untoward" happened at a June 2016 meeting in Trump Tower between members of the Trump campaign and Russians, though he called it ill-advised. Despite a promise of dirt on Clinton ahead of the meeting, there's no evidence that such material was exchanged, he said.The Senate Intelligence Committee, which is also investigating the Russian intervention, is expected to have a bipartisan report out in the coming weeks dealing with election security. The Senate panel is expected to issue findings on the more controversial issue of coordination between the Trump campaign and Russia at a later date.The Senate Judiciary Committee, also investigating the meddling, is expected to release transcripts soon of closed-door interviews with several people who attended the 2016 meeting between the Trump campaign and Russians. It's unclear if the Judiciary panel will produce a final report.The congressional investigations are completely separate from special counsel Robert Mueller's probe, which is likely to take much longer. Federal environment minister says Saskatchewan will have carbon tax-[The Canadian Press]-YAHOONEWS-March 13, 2018

REGINA — Canada's environment minister says Saskatchewan will be subject to a federal carbon tax if it doesn't sign on to a national climate change plan by the fall.Catherine McKenna says in a letter to her Saskatchewan counterpart, Dustin Duncan, that the province is best positioned to design a carbon-pricing approach that works for its situation."The other nine provinces have taken us up on that approach," she wrote. "It's unfortunate that your government has not yet chosen to do the same."I remain hopeful that you will change course ahead of the Sept. 1 deadline for all provinces and territories to submit their carbon-pricing plans."Saskatchewan Premier Scott Moe says the province has not changed its mind about being the lone holdout on Ottawa's pan-Canadian climate-change framework."We stand in exactly the same situation for quite some time now," Moe said in Regina on Monday.Moe met with Prime Minister Justin Trudeau on Friday and the two "agree to disagree" on the carbon tax, he said."We'll see where that goes."McKenna said in her letter that Saskatchewan will be subject to a carbon tax, whether it signs on to the national plan or not."To be clear, we cannot accept your request not to price carbon in Saskatchewan," she said. "In the event that your government does not adopt a price on pollution that meets our standard, we would have no choice but to ensure that a price on pollution applies in Saskatchewan, just as we would anywhere else in the country."The federal government would apply its carbon pricing in Saskatchewan and would ensure any revenues raised stayed in the province, she said.Saskatchewan has already missed one deadline to sign on to the federal plan. McKenna has said that means the province won't get $62 million in funding for emissions-reduction programs.Both Moe and Duncan have said they will still apply for the money from the low-carbon fund.In her letter, McKenna said Saskatchewan's share now will be open to provinces, territories, municipalities, businesses, non-governmental organizations and Indigenous communities across Canada — including in Saskatchewan."Funding will be awarded to projects selected under a competitive process," she said. KATHMANDU (Reuters) - At least 49 people were killed on Monday when a Bangladeshi airliner crashed in cloudy weather as it came in to land at the Nepalese capital's hill-ringed airport, officials said.The chief executive officer of US-Bangla Airlines, Imran Asif, accused Kathmandu's air traffic control for giving wrong signals.But airport general manager Raj Kumar Chettri said the pilot disregarded their messages and came in from the wrong direction.Seventyone people were on board the plane arriving from Dhaka when it clipped the fence at Kathmandu and burst into flames, Chettri said.There were 33 Nepali passengers, 32 from Bangladesh, one from China and one from the Maldives."All of a sudden the plane shook violently and there was a loud bang," one of the survivors, Basanta Bohora, told the Kathmandu Post daily. "I was seated near a window and was able to break out of the window."The accident was the latest to hit mountainous Nepal, which has a poor record of air safety. TORONTO — Public health officials are investigating after they confirmed a passenger on a flight from Switzerland to Toronto had the measles.Toronto Public Health says it's confirmed a case of the measles in a passenger travelling on an Air Canada flight from Zurich to Toronto on Tuesday, March 6.This is the second such incident in less than a month: public health officials confirmed a case of measles in an infant on a Feb. 12 Air Canada flight, also from Zurich to Toronto.That two cases of measles would surface in less than a month is unusual, says Rita Shahin, associate medical officer of health for Toronto Public Health. But she doesn't think it's cause for concern."They're rare cases when we have an imported case of measles," she says. "I think it's just coincidence."The measles virus is highly contagious, but outbreaks are rare in Canada as most people are immunized. Shahin says only five cases were reported to Toronto Public Health last year, and most of them were travel-related.Other passengers on the March 6 flight may have been exposed to the measles, but Shahin says it's unlikely the virus spread significantly.The people who are most susceptible to the infection are infants who have not yet been vaccinated, people with illnesses that weaken their immune systems, and pregnant women.Symptoms include a high fever, coughing, runny nose, sore eyes, and skin rashes.Toronto Public Health advises people exhibiting symptoms to avoid work or school, and to contact a health care provider before going in for treatment.The Canadian Press.

This year we're up to 18, so that's a pretty significant number," explained Lora Piccinin, manager of infectious disease control at the Windsor-Essex County Health Unit.The number of lab-confirmed cases of flu is also far higher than the 160 recorded last season, according to Piccinin."We're not through the flu season and we're already at 272 which is double, so the number of flu cases that we're seeing is much more significant, the impact on the homes and the facilities is much more significant, the rate of flu-related deaths has definitely increased, so it's been a very difficult flu season for our community."That same spike has been measured at Windsor Regional Hospital, where staff struggled with overcrowding and outbreaks in several units during the winter months.A report from CEO David Musyj to board members for the month of March states predictions the flu season would be "more severe than in the past and far more prolonged" was "100% accurate."Musyj credited the hospital's new Patient Flow Improvement Plan with helping staff serve the surge of patients.Piccinin said she believes the flu was so bad this year because of strain mutations and more strains of Influenza B that the vaccine is not catching."There are a few things that are different this year. Normally we see a peak of flu A and B around December and January and then we have a second wave of flu B activity in March, but we've had flu B and A acclivity all through the season, so it hasn't mimicked past historical trends," she said. Syrian army splinters rebel enclave in Ghouta onslaught-[Reuters]-YAHOONEWS-March 12, 2018

BEIRUT (Reuters) - The Syrian army broke apart the rebel enclave in eastern Ghouta on Sunday, cutting off two major towns from the rest of the area, state media said, after a fierce battle waged under cover of an unrelenting bombardment.State television on Sunday broadcast from the eastern Ghouta town of Mudeira, which state television and a war monitor said the army had captured to link up with units on the other side of the enclave.A military media unit run by the Iran-backed Lebanese group Hezbollah, an ally of the Syrian government, said the army had also entirely surrounded the town of Douma.Footage showed several massive plumes of smoke in the distance behind a war-ravaged townscape with big holes in walls and roofs, and yet more smoke wafting across the streets. The sound of blasts could be heard.More than 1,100 civilians have been killed in the onslaught on the biggest rebel stronghold near Damascus since it began three weeks ago with a withering bombardment, said the Syrian Observatory for Human Rights.It said there was intense fighting on several fronts accompanied by a government artillery barrage, continuous air raids and attacks by helicopters.The advance on Mudeira, after the capture of the neighboring town of Mesraba on Saturday, has driven a wedge deep inside the insurgent territory, leaving the major towns of Douma and Harasta cut off.Rebel groups in eastern Ghouta have vowed they will fight on. A statement issued by Free Syrian Army factions there late on Saturday said they had taken a decision not to accept a surrender and negotiated withdrawal.After the army advances split up the enclave, Jaish al-Islam emerged as the strongest group in the town of Douma, Ahrar al-Sham in the town of Harasta and Failaq al-Rahman in the new southern pocket of eastern Ghouta.Syrian state media also reported army advances near Jisreen and Aftaris in the southeastern part of the rebel-held territory.Syrian President Bashar al-Assad and his ally Russia see the rebels as terrorist groups, and say their offensive is needed to end the rebels' rule over eastern Ghouta's large population.But the violence of their assault has prompted condemnation from Western countries and repeated calls by United Nations aid agencies for a humanitarian ceasefire.Activists and fighters in eastern Ghouta in recent days have said the bombardment has included incendiary material that causes fires and burn injuries. Local doctors have also reported several incidents of bomb attacks followed by the smell of chlorine and choking symptoms.The government denies using either incendiary weapons or chlorine gas bombs, and said on Saturday it had information that the rebels were planning to stage a fake chemical attack to discredit the army.GUNFIRE-In Muscat, U.S. Defense Secretary Jim Mattis said it would be "very unwise" for Syrian government forces to use weaponized gas, citing unconfirmed reports of chlorine attacks in eastern Ghouta.Visiting Oman, Mattis stopped short of threatening to retaliate against Syrian forces if a chlorine attack were confirmed. But he noted America's cruise missile strike on April 6, 2017, on a Syrian air base over a sarin gas attack and said President Donald Trump had "full political maneuver room" to take whatever decision he believed was appropriate.While the government and Russia say they have set up safe routes into government-held territory, no civilians are known to have crossed through them yet.Damascus and Moscow accuse rebels of firing on anybody who tries to leave, something the insurgents deny though a Reuters witness said there was shelling and gunfire near one exit route on Friday.Rebels and some eastern Ghouta residents contacted by Reuters have said people there do not want to come back under Assad's rule for fear of persecution, an idea the government says is groundless.On Saturday, the army found 60 civilians cowering in a basement in Mesraba. Activists in eastern Ghouta said thousands of people from Mesraba had already fled into Douma, further into the rebel territory, before the army took it.Syrian state television reported on Sunday that rebel mortar fire had killed four people after hitting a taxi. Assad has sworn to end insurgent shelling of the capital.Defeat in eastern Ghouta would deliver the rebels their biggest blow since December 2016, when a government offensive drove them from Aleppo, their largest urban stronghold.Backed by Russian war planes and other military assistance since 2015, Assad has gained momentum on several fronts across the country, driving rebels from numerous pockets and recapturing swathes of the east from Islamic State.But he is still far from regaining control over the entire country. MANILA (Reuters) - At least 44 pro-Islamic State militants were killed and 26 more were wounded when Philippine soldiers shelled positions held by the rebels in southern Maguindanao province, the army said on Sunday.The fighting, initially with about 50 members of the Bangsamoro Islamic Freedom Fighters (BIFF), broke out in a remote village in Datu Saudi Ampatuan town from Thursday morning and lasted the following day, said Lt. Col. Gerry Besana.A soldier was slightly wounded, the army said in a separate statement.The number of BIFF members killed and wounded was based on intelligence information, Besana said. ISTANBUL (Reuters) - Turkish warplanes destroyed at least 18 targets belonging to the outlawed Kurdistan Workers Party (PKK) in northern Iraq over the weekend, the state-run Anadolu news agency said on Sunday.The strikes, carried out on Saturday and Sunday, targeted the Hakurk, Zap, Metina, Gara and Avasin-Basyan regions of northern Iraq, Anadolu said, citing the Turkish military.Turkey regularly carries out airstrikes against PKK targets in northern Iraq, where the group is based in the Qandil mountains.The PKK, considered a terrorist organization by the United States, the European Union and Turkey, has waged a three-decade insurgency in Turkey's largely Kurdish southeast that has killed some 40,000 people.Turkey in January launched a separate military operation in northern Syria's Afrin region to sweep Syrian Kurdish YPG fighters from its southern border. SALISBURY, England (Reuters) - British police have identified more than 200 witnesses and are looking at more than 240 pieces of evidence in their investigation into a nerve agent attack on a Russian ex-spy and his daughter, interior minister Amber Rudd said on Saturday.Former double agent Sergei Skripal, 66, and his daughter Yulia, 33, have been in hospital in a critical condition since Sunday, when they were found unconscious on a bench in the southern English cathedral city of Salisbury."The two victims remain in hospital and they're critical but stable," Rudd told reporters after chairing a meeting of the government's Cobra security committee.Skripal betrayed dozens of Russian agents to British intelligence before his arrest in Moscow in 2004. He was sentenced to 13 years in prison in 2006, and in 2010 was given refuge in Britain after being exchanged for Russian spies.Many in British media and politics have speculated that Russia could have played a part in the attack on Skripal, but Rudd reiterated that it was too early to say who was responsible, and police should be given the time and space to determine the facts.The Kremlin has denied any involvement in the incident and accused the British media of whipping up anti-Russian hysteria.In Salisbury, normally a quiet city, military vehicles and troops in protective suits and gas masks were seen working at several of the sites associated with the Skripal investigation.At an ambulance station a short distance from the city centre, troops in light grey overalls, purple gloves and gas masks covered ambulances with black tarpaulins as they prepared to remove them.At the hospital where the Skripals were being treated another team used an army truck to remove a police car.TRACES OF NERVE AGENT-The BBC reported late on Saturday that traces of the nerve agent had been found at Zizzi, an Italian restaurant where the Skripals had a meal before they were found unconscious. A police spokesman declined to comment on the report.The restaurant, which has been closed to the public since Sunday, was one of the sites being investigated by forensic teams. The BBC, without citing a source, reported that the authorities did not think anyone else who had been there was at risk from the nerve agent.Rudd said that Nick Bailey, a police officer who became unwell after taking part in the early response to the attack, remained seriously ill but was talking and engaging with his family.Wiltshire Police, the local force, issued a statement on Bailey's behalf in which he thanked the public for messages of support he had received."He does not consider himself a ‘hero’, he states he was merely doing his job," the statement said.Rudd said more than 250 counter terrorism police, from eight out of Britain's 11 specialist units, were involved in the investigation, which was proceeding with "speed and professionalism".The military have been providing support since Friday and Rudd said the police would continue to be given all the resources they needed to conduct the investigation.There was also a flurry of activity at the cemetery in Salisbury where Skripal's wife and son are buried, with forensic teams active in several parts of the site.Skripal's son, Alexander, died in July last year at the age of 43. British media reported that he died while in St Petersburg, Russia. Skripal's wife, Liudmila, died of cancer at 60, in 2012.British police have previously said they knew which exact nerve agent was used against Skripal and his daughter, but they have not made that information public.The attack has been likened to the assassination of former KGB agent Alexander Litvinenko, a critic of Russian President Vladimir Putin, who died in London in 2006 after drinking green tea laced with radioactive polonium-210.A British public inquiry found that Putin had probably ordered Litvinenko's murder.
