The Knesset on Wednesday enacted a law permitting the interior minister to revoke the permanent residency status of East Jerusalem residents who are found to have committed actions constituting a “breach of trust” to the State of Israel.A government bill, and a similar proposal by Likud MK Amir Ohana, sailed through the plenum in second and third readings with 48 in favor, 16 opposed, and six abstentions.The new law will give Interior Minister Aryeh Deri the authority to strip the residency of Palestinians with ties to terrorist groups, convicted terrorists, would-be attackers, or those convicted of treason, according to the proposed legal definition of “breach of trust.”It would also likely apply to East Jerusalem Palestinians who have attacked IDF soldiers, which Israeli law defines as a terror offense.The proposal came after the High Court of Justice in September ruled the Interior Ministry did not have the right to revoke the permanent residency status of four Palestinian parliamentarians with ties to the Hamas terror group, which it had done 10 years earlier for “breach of trust.” In its decision, the court also stalled the implementation of its ruling for six months, in order to give the Knesset the opportunity to pass legislation that would grant the ministry the authority to revoke residency status.The Knesset law appears to apply only to longstanding East Jerusalem residents, namely those who, upon their birth, had a parent with permanent residency, or residents who have held permanent residency for over 15 years. An interior minister decision to strip residency may be appealed, the law says.Israel annexed what had been the Jordanian-controlled East Jerusalem and Old City after 1967’s Six Day War and offered permanent residency status to the area’s inhabitants. East Jerusalem residents generally have Israeli papers that enable them to travel freely about the city and enjoy the social benefits awarded to Israeli citizens.The law would also apply to Golan Heights residents who hold permanent residency rather than citizenship.In his opening remarks upon presenting his bill, Ohana said it was meant to target Hamas members living in East Jerusalem who are eligible for Israeli welfare benefits.Interior ministers have for several years been taking action to revoke the residency of terror accomplices and suspects involved in terror activities, as well as their relatives.In January 2017, Deri said he had ordered his office to revoke the residency of 10 relatives of a Palestinian terrorist who had killed four soldiers in a truck-ramming attack in Jerusalem. A group of Palestinians in the Gaza Strip announced plans Wednesday to erect a tent city near the enclave’s border with Israel to protest Israel’s refusal to grant Palestinian refugees and their descendants a full “right of return” — permission to live in Israel.The group wants hundreds of thousands of Gazans, including families, to come join the tent city “at the nearest, safe point from the border” with Israel, the Reuters news agency reported Wednesday.That border is the site of frequent violent flare-ups between Palestinian protesters and Israeli troops.The protest organizers said their demonstration would be non-violent and “endorse peaceful resistance as a new way to win our rights, foremost the right of return” of refugees to what is now Israel.The six-week protest is scheduled to start on March 30, marked by Palestinians each year as Land Day to commemorate six Arab Israelis who were shot dead by Israeli police and troops during mass demonstrations in 1976 against plans to confiscate Arab land in Galilee.It will end on May 15 — the day after Israeli Independence Day, which the Palestinians call the Nakba, or Catastrophe, marking the displacement of thousands of Palestinians as the result of Israel’s creation in 1948.Organizers said the project was supported by several Palestinian factions, including Gaza’s ruling Hamas, a terrorist group which is dedicated to Israel’s destruction, but that none would be present at the protest. RAMALLAH, West Bank — The chief Palestinian legislative body will hold its first meeting in nearly a decade next month to elect a new leadership, officials said Wednesday, a step that could pave the way for a future successor to Palestinian Authority President Mahmoud Abbas.According to Ahmad Majdalani, a top Palestinian official, the nearly 700-member Palestine National Council will meet on April 30 in Ramallah.The purpose of the meeting would be to discuss political issues and to fill positions on the powerful Executive Committee, officials said.The 18-member committee is the top Palestinian decision-making body. But it is dominated by an aging leadership and it has struggled to function properly in recent years. One member recently died, while at least two others have been weakened by health issues.Abbas, who turns 83 this month, has never designated a successor, despite suffering from a number of health issues.Although the meeting is not meant to choose a successor, the composition of the new executive committee could give a strong indication of who the front-runners will be.During a trip to the United States last month, Abbas was briefly hospitalized for what officials downplayed as routine tests. Nonetheless, it drew attention to the looming leadership gap and what is expected to be a fierce power struggle in the future.Usually, the No. 2 in the executive committee succeeds the president when he leaves for any reason. That spot is currently held by Palestinian negotiator Saeb Erekat. But Erekat recently underwent a lung transplant, which raised questions on whether he would remain on the job.The two front-runners are believed to be Jibril Rajoub, a former security chief and current head of the Palestinian football association, and Mahmoud al-Aloul, a former terror chief in the Palestine Liberation Organization in Lebanon. Both men are on the executive committee.The April meeting will come at a difficult time for the Palestinians, who remain — 25 years after interim peace accords were signed with Israel — nowhere closer to their dream of establishing an independent state in the West Bank, Gaza Strip and East Jerusalem. Israel captured those territories in 1967, though it withdrew from Gaza in 2005.The last round of peace talks collapsed four years ago, and relations with Israel are poor.Abbas has also clashed with President Donald Trump since the US leader recognized Jerusalem as Israel’s capital in December and announced plans to relocate the American Embassy to the city.The Palestinians accused Trump of siding with Israel in the most sensitive issue in the conflict and say that the US can no longer be the sole broker in the negotiations. Trump’s Mideast team, led by his embattled son-in-law Jared Kushner, has been working on a peace proposal for over a year, but has not said when it will be completed or presented.The Palestinians are also grappling with an 11-year-old rift between Abbas’ Fatah party and the rival Islamic terror group Hamas. WASHINGTON —  Prime Minister Benjamin Netanyahu said Wednesday he wanted to be remembered for unfettering Israel’s economy during his decade-plus as the country’s leader, and also said he would call early elections if his coalition partners don’t pledge to see out the full term of this parliament through to late 2019.Speaking at the Economic Club in Washington, the prime minister also said he has had no disagreements with US President Donald Trump, and downplayed his famously prickly relationship with former president Barack Obama.Asked what he wanted his legacy to be, Netanyahu said he wished to be remembered as a “Defender of Israel. Liberator of its economy.”The comments came as Netanyahu has become embroiled in a number of corruption scandals that have threatened to topple him from power after four terms and over 12 years. During his time as premier he has pushed free-market policies and overseen a flowering of Israel’s economy, mostly thanks to a burgeoning tech sector.Asked what he liked best about being prime minister, he quipped dryly, “Investigations.”While he has been in Washington for the past several days, a coalition crisis has also threatened to fell his government and necessitate early elections. Though polls have shown him cruising to another term, many analysts predict Netanyahu would face a bruising campaign that would become a referendum on graft suspicions against him.“What I want is to be able to complete the term of this government, which is about November ’19,” he said at the event. “If the coalition agrees, that’s what we’ll do. If not, we’ll go to elections.”Netanyahu said he and Trump always saw eye to eye, though he said he had managed to have positive relationships with Bill Clinton and Obama as well.“Contrary to the general press buzz feed, I actually had very good personal relationships with all of them, but I had disagreements with them,” he said.  “The important thing is we were quite clear about that, we didn’t hide that.”“With President Trump we have fewer disagreements. In fact, we haven’t had any disagreements,” he added, answering questions from David Rubenstein, the American financier and philanthropist best known as the co-founder and co-executive chairman of The Carlyle Group.Netanyahu had a famously volatile relationship with Obama over almost eight years, with the two clashing, sometimes publicly, over how to deal with Iran’s nuclear ambitions and Israeli-Palestinian peace efforts.Speaking at the capital’s Renaissance Hotel, just blocks away from the White House where he met with Trump on Monday, the prime minister said his American counterpart asked him for advice before making his controversial decision to recognize Jerusalem as Israel’s capital and move the US embassy there.“He did ask me one time what did I think, whether there would be outbreaks of violence or massive collapse,” Netanyahu explained. “I said, ‘I can’t tell you with 100 percent certainty, but I don’t see it happening. And if it does, we’ll shoulder the risk.’ But it didn’t happen.”The December decision to move the embassy, coming after warnings of serious violence, was met with several weekends of unrest as well as riots outside American missions throughout the Muslim world, though the protests quickly faded.Rubinstein asked Netanyahu whether he now favored a one-state solution to the Israeli-Palestinian conflict, as he has wavered over the last year from his previous position, first voiced in 2009, for the emergence of a Palestinian state.“I want the Palestinians to have all of the power to govern themselves, but not the power to threaten us,” he said. “Israel must have the overriding security responsibility for the area west of the Jordan River. Does that comport with full sovereignty? I don’t know, but that’s what we need to live.”He also touted ties with the Arab world, saying the dynamics of the Middle East were changing in a way that would allow countries to forge ties with Israel even before a peace deal was struck with the Palestinians.“Because of the growing danger of Iran, more and more, I would say virtually all of the Arab countries no longer see Israel as their enemy but their vital ally in confronting militant Islam,” he said. “They used to say that if we make peace with Palestinians, we will break out and normalize relations with the Arab world. I think it’s now the other way around.”He then warned against the risk of relinquishing territory in the modern Middle East, where vacuums risk being filled by extremist forces. If Israel evacuated the West Bank, he said, “either you’ll have Hamas coming in — that’s Iran — or ISIS coming in. That’s a catastrophe.”The longtime Israeli leader said most Israelis would support a theoretical deal with the Palestinians “if they thought it would get them peace.” But then he posed the question of under what conditions that deal would transpire.“A real deal for a real peace? BRUSSELS, Today, 17:56-The EU offered a classic free trade agreement covering limited services and with zero tariffs and no quotas on goods to the UK for the post-Brexit period, in draft guidelines published on Wednesday (7 March), prepared for the next phase of negotiations.The EU's starting position on how the future relationship should look like dismisses British prime minister Theresa May's approach that the bloc should allow access to parts of the single market, and membership in its specialist agencies after Brexit.At its core, the EU is offering an "ambitious" free trade agreement to the UK as the UK wants to pull out of the single market and the customs union as it leaves the EU."It should come as no surprise that the only remaining possible model is a free trade agreement. I hope that it will be ambitious and advanced – and we will do our best, as we did with other partners, such as Canada recently," EU Council chief Donald Tusk said, adding, "but anyway it will only be a trade agreement".The EU-Canada trade deal took seven years.Tusk said the EU and UK should also maintain close cooperation on fighting terrorism and international crime, defence and foreign affairs, research and education.EU officials are arguing that the bloc cannot offer what seems to be the request from London, i.e. a "single market light" or a "customs union light", as one senior official described it."The EU cannot grant the rights of Norway, with the obligations of Canada," Tusk said, who described May's approach as "pick and mix".Norway has access to the single market, and takes most of EU regulation over as part of the European Economic Area. Canada and the EU has singed a free trade agreement that entered into force last year.EU officials however concede that May's speech last Friday on Brexit was "more realistic", but "important contradictions" remain."I fully understand, and of course I respect, Theresa May's political objective to demonstrate at any price that Brexit could be a success and was the right choice," Tusk told reporters in Luxembourg Wednesday. "Sorry, it's not our objective," he added.Officials in Brussels argue that the single market only functions with one set of rules, and with one court overseeing those rules, which the UK ruled out as a post-Brexit scenario.A free trade agreement can align two countries economically tightly close together, but it goes with the two retaining their own rules and regulations.Officials warn that because of diverging rules between the EU and the UK, frictionless trade will not be possible, border checks will have to be installed.The six-page guidelines published Wednesday will be subject to change as member states start debating them ahead of the summit of EU leaders at the end of March when they are expected to be adopted.Based on the guidelines, UK and EU officials are expected to negotiate a political framework agreement on the future relationship that will be attached to the Brexit withdrawal agreement, but actual trade talks will only start once the UK is not an EU member.Unlike the withdrawal agreement, the future trade deal or deals will have to be ratified by all the regional and national parliaments of the EU.The devil in the details -The guidelines say that as in other free trade agreements, rules of origin will have to apply, aims for a continued reciprocal access to fisheries resources, and an agreement on aviation is needed to continue smooth air travel.The EU also wants the UK to respect the 'level playing field', making sure that the UK will not undercut the EU in taxes, or massive state subsidies."The UK is big and is closer to us [EU], it is a competitive economy, therefore we believe this should be required in this particular case," one senior EU official said about demanding a level playing filed between the EU and the UK.The EU would be able to use "remedies" if the UK attempts to unfairly undercut the bloc on competition or taxes.On services, a key issue for the UK with London being a world financial centre, the EU says "host state rules" should apply. May last week proposed a "comprehensive system of mutual recognition" for financial services, which an EU official described as an unclear concept.The draft guidelines also touch on dispute settlement, arguing that if EU legal concepts are used then the European Court of Justice (ECJ) needs to have a role, which is usually a red line for the UK.EU ambassadors had their first discussion of the draft guidelines on Wednesday.To set the mood, the former Polish prime minister did not skip the opportunity to put Brexit into historical context."[…] Because of Brexit we will be drifting apart. Tax on medical marijuana 'unfortunate,' says P.E.I. grower-[CBC]-YAHOONEWS-March 6, 2018

Some members of the cannabis industry on P.E.I. are concerned with the federal government's plan to charge an excise tax on medical marijuana.The proposal to charge $1 per gram on products sold in Canada was released in the federal budget last week.It includes an exemption for cannabis that contains lower than 0.3 per cent THC, the psychoactive compound in the drug.Tommy Biggar, a co-owner at Island ReLeaf Glass in Summerside, and a medical marijuana user himself, says the plan is disappointing."The thing that bothers me is, nobody else's medication is taxed. So medical patients are going to be taxed the same as recreational [users]."He uses strains of marijuana low in THC so he won't face the excise tax, but he said most medical cannabis contains more than 0.3 per cent THC.Edwin Jewell, president of Canada's Island Garden — the province's only licensed grower — agrees with Biggar."I think it's unfortunate because if you buy any other prescription drug on Prince Edward Island … you're not paying HST on it and you're not paying an excise tax on it either," he said."I think it's unfortunate for Islanders and Canadians as a whole that they'll be well-taxed on any cannabis they buy for sure."

BERLIN — Austrian media report that several people have been injured in a knife attack on the streets of Vienna.News website heute.at reports that the attack happened Wednesday evening, when a man with a knife randomly attacked pedestrians near the capital's famous Prater park.Citing a police spokesman, the Austria Press Agency reports that three people were seriously injured and that police are still searching for the attacker.A motive for the attack wasn't immediately known.The Associated Press.

PHILADELPHIA — The second big, blustery storm to hit the Northeast in less than a week brought wet, heavy snow Wednesday to a corner of the country where tens of thousands of people were still waiting for the power to come back on from the previous bout.The nor'easter closed schools, businesses and government offices, grounded thousands of flights and raised fears of another round of fallen trees and electrical outages as it made its way up the East Coast.It also produced "thundersnow," with flashes of lightning and booming thunder from the Philadelphia area to New York City."I don't think I'm ready for this to happen again," Caprice Dantzler, 32, said as she walked through Philadelphia's snowy, rainy Rittenhouse Square. She said many trees that crashed into cars and homes and blocked streets during the last storm had yet to be removed.A mix of snow and light rain fell before daybreak in many areas, then began turning to all snow, making driving treacherous.The National Weather Service issued a winter storm warning into Thursday morning from the Philadelphia area through most of New England. Forecasters said areas west of the Interstate 95 corridor could easily get more than a foot of snow, with some places in northwestern New Jersey expected to receive up to 2 feet.More than 2,000 flights across the region — 1,700 in the New York metro area alone — were cancelled , a number expected to climb as conditions deteriorated.The morning commute went smoothly in most areas, as the storm had not yet kicked into high gear. BEIRUT (Reuters) - Syrian government forces bombarded eastern Ghouta anew on Wednesday in an effort to slice the rebel enclave in two, intensifying a campaign to deal the opposition its biggest defeat since 2016.The Syrian Observatory for Human Rights war monitor said pro-Syrian government forces had managed to bring the strip of territory linking the north and south of what remains of rebel-held eastern Ghouta within firing range, effectively bisecting the densely populated region on the outskirts of Damascus.There was no immediate confirmation of this from the rebels or Syrian government.The Syrian government onslaught on eastern Ghouta, which began more than two weeks ago, has become one of the fiercest campaigns of a war now entering its eighth year, with bombardment killing hundreds of people.Live footage broadcast by Syrian state TV from the outskirts of the town of Mesraba earlier on Wednesday showed enormous clouds of smoke rising into the sky. The sounds of explosions and jets could be heard.A state TV correspondent said militant defenses in the town were being struck by "preparatory fire" in advance of a planned infantry assault. Britain says former Russian spy poisoned with nerve agent-[Reuters]-By Toby Melville-YAHOONEWS-March 7, 2018

SALISBURY, England (Reuters) - A nerve agent was used to deliberately poison a former Russian double agent and his daughter, Britain's top counter-terrorism officer said on Wednesday, in a case that threatens to further damage London's ties with Moscow.Sergei Skripal, once a colonel in Russia's GRU military intelligence service, and his 33-year-old daughter, Yulia, were found slumped unconscious on a bench outside a shopping center in the southern English city of Salisbury on Sunday afternoon.Both remain critically ill and a police officer who attended the scene is also in a serious condition in hospital."This is being treated as a major incident involving attempted murder by administration of a nerve agent," London Assistant Commissioner Mark Rowley told reporters. "I can also confirm that we believe the two people originally who became unwell were targeted specifically."Rowley said government scientists had identified the specific nerve agent but he would not say what it was because it was part of the investigation. He also declined to give any details about how it was administered to Skripal, 66, and his daughter.England's chief medical officer said the incident posed a low risk to the wider public but anyone feeling unwell was advised to seek medical advice.While Rowley would not say any more about the investigation, a U.S. security source, speaking on condition of anonymity, said the main line of police inquiry was that Russians may have used the substance against Skripal in revenge for his treachery.Skripal betrayed dozens of Russian agents to British intelligence before his arrest by Russian authorities in 2004.He was sentenced to 13 years in prison in 2006 after a secret trial and in 2010 was given refuge in Britain after being exchanged for Russian spies caught in the West as part of a Cold War-style spy swap at Vienna airport.On Tuesday, British Foreign Secretary Boris Johnson said if Moscow were behind the incident then Britain could look again at sanctions and take other measures to punish Russia, which he cast as a "malign and disruptive" state.Russia denied any involvement, scolded Johnson for "wild" comments and said anti-Russian hysteria was being whipped up intentionally to damage relations with London."It's very hard not to assess this (speculation) as provocative black PR designed to complicate relations between our two countries," Foreign Ministry spokeswoman Maria Zakharova told reporters in Moscow on Wednesday."NEED TO DETER RUSSIA"Malcolm Sperrin, a professor at the Institute of Physics and Engineering in Medicine, said nerve agents could cause heart failure, respiratory arrest, twitching or spasms."I’m not aware of a nerve agent having been used in this way previously," he said.Britain has specifically drawn parallels with the 2006 murder of ex-KGB agent Alexander Litvinenko who was killed with the radioactive polonium-210 in London.A previous British inquiry said Russian President Vladimir Putin probably approved the murder of Litvinenko, who died after drinking green tea laced with the rare and very potent radioactive isotope at London's Millennium Hotel.Russia denied involvement in the death of Litvinenko, which the British inquiry said had been hatched by the Federal Security Service (FSB), main successor to the Soviet-era KGB.Litvinenko's murder sent Britain's ties with Russia to what was then a post-Cold War low. It is the Western city of choice for many oligarchs from the former Soviet Union.BIG OPERATION-Rowley said hundreds of detectives were now working on the Skripal case to build up a timeline of his movements over the last few days.Officers have sealed off the area of Salisbury where Skripal was found as well as the Zizzi pizza restaurant where they dined and the Bishop's Mill pub where they had a drink. They also set up cordons near Solstice Park, a business park, in the nearby town of Amesbury.Skripal's son, Alexander, died last year aged 43. British media have said his death occurred during a visit to St Petersburg, Putin's home town. Skripal's wife Liudmila died of cancer in 2012.Both Alexander and Liudmila Skripal are buried at the London Road Cemetery in Salisbury.The Skripal case has come shortly before Russia's presidential election on March 18, which Putin is expected to win comfortably, extending his rule by a further six years. Fifty-two Knesset members voted in favor of the private bill by Yesh Atid MK Elazar Stern and Likud MK Avi Dichter, which would deduct welfare payments paid out by the Palestinian Authority to Palestinian prisoners and their relatives from tax revenues Israel transfers annually to the PA.Another 10 MKs opposed the bill.  The bill would need another two readings to become law.The Defense Ministry has also submitted a softened version of the legislation, which would allow the government to either deduct the funds, which would be irreversible, or “freeze” the payments, leaving the security cabinet with the final say.That proposal — which received coalition backing — has yet to come to plenary vote and will likely supplant Stern and Dichter’s bill.Under an economic agreement signed in 1994, Israel transfers to the PA tens of millions of dollars each year in customs duties levied on goods destined for Palestinian markets that transit through Israeli ports.Defense Minister Avigdor Liberman said last month the withheld tax revenues would go toward compensating Israeli terror victims who cannot sue their attackers.“Soon, this theater of the absurd will come to an end, and the salaries of the terrorists that we will withhold from [Palestinian Authority President Mahmoud] Abbas will be used to prevent terrorism and compensate victims,” he said.Critics of the bill have warned it could bankrupt the PA, leading to its collapse.The PLO gives monthly payments to all Palestinian prisoners jailed in Israel, no matter the reason for their incarceration, and also to families of so-called “martyrs” — a term used by the PLO to refer to anyone killed by an Israeli, including in the act of carrying out an attack.A recent report published by the Coordinator of Government Activities in the Territories (COGAT), the Israeli Defense Ministry agency responsible for administering civilian affairs in the West Bank and the crossings with Gaza, said that around one-third of the Palestinian prisoners are “directly responsible for the murder of Israelis.”According to the Defense Ministry, the Palestinian Authority in 2017 paid NIS 687 million ($198 million) to the so-called “martyrs’ families fund” and NIS 550 million ($160 million) to the Palestinian Prisoners’ Club — some 7 percent of its overall budget.Palestinian prisoners serving 20-30 year sentences for carrying out terror attacks are eligible for a lifetime NIS 10,000 ($1,900) monthly stipend, the Defense Ministry said, citing PA figures. MONACO — At a conference on tolerance in Europe, a former leader of Norway said that Israel was part of the problem undermining efforts to limit the proliferation of nuclear weapons.Kjell Magne Bondevik, whose last term as Norwegian prime minister ended in 2005, singled out Pakistan, India and the Jewish state in a speech Tuesday in Monaco’s Cafe de Paris during a conference on tolerance by the European Council on Tolerance and Reconciliation — a think tank headed by European Jewish Congress President Moshe Kantor and former British Prime Minister Tony Blair.“We have used wars and occupation of Muslim countries,” Bondevik, a Lutheran pastor and founder of the Oslo Center, said in prefacing his comments about nuclear proliferation. “Of course this does not excuse terrorism but we need to be more consistent. The same can be said about nuclear proliferation, but how to approach countries like Pakistan, India and Israel? Is this a double standard? US Ambassador to Israel David Friedman on Tuesday said that it was “dangerous” to say that Israel is not committed to Middle East peace, an apparent jab at left-wing groups.“Saying that you are pro-Israel and pro-peace is disingenuous,” he told the America Israel Public Affairs Committee annual conference in Washington, DC.“Using that phrase suggests Israel is not pro-peace. Saying pro-Israel and pro-peace is a redundancy,” he told the crowd of 18,000 attendees. “If you support Israel, you support peace and it’s dangerous to suggest otherwise.“Peace is a core Israeli value and a core American value​,” he said.The comments were seemingly a dig at dovish Israel lobby J Street, whose motto is “pro-Israel, pro-peace.” Before becoming ambassador, Friedman came under fire for calling the group’s leadership “kapos,” referring to Jews who were forced to collaborate with Nazis in the Holocaust. BRUSSELS (Reuters) - A group of European Union countries agreed on Tuesday to develop their first joint defense projects under a pact that excludes Britain, giving London a taste of life outside the bloc's foreign policy decision-making process.The 25 signatories to the pact also delayed a decision on whether to let non-member states join the projects, prolonging uncertainty over any future role for Britain after it leaves the EU next year.As Europe's biggest military power along with France, Britain is central to European security efforts but has long blocked defense integration, fearing the creation of an EU army.Nevertheless, Britain is concerned about being left outside the new cooperation pact and missing out on weapons projects. Prime Minister Theresa May wants to reach a "security treaty" with the EU by 2019.Defence ministers from the pact's signatory states, which comprise all but three of the current EU members, signed off in Brussels on 17 collaborative projects. MOSCOW (AP) — A military cargo plane crashed as it was descending to land at a Russian air base in Syria on Tuesday, killing all 32 people onboard, the Russian Defense Ministry said.The Russian military said an An-26, with 26 passengers and six crew members onboard, crashed just 500 meters (1,600 feet) from the runway. The military blamed the crash on a technical error.Russia, a key ally of Syrian President Bashar Assad, leases the Hemeimeem military base in Syria, near the Mediterranean coast.The base is far from the front lines of the conflict, but came under shelling in December. The Russian military insisted the cargo plane did not come under fire, while saying it would conduct a full investigation.
