North Korea fires ICBM, splashes in Sea of Japan: Pentagon-[Reuters]-yahoonews-November 28, 2017-By Phil Stewart and Christine Kim

WASHINGTON/SEOUL-29 (Reuters) - North Korea fired what the U.S. Pentagon said appeared to be an intercontinental ballistic missile (ICBM) that landed close to Japan on Wednesday, Pyongyang's first test launch since sending a missile over its neighbor in mid-September.North Korea fired the missile a week after U.S. President Donald Trump put North Korea back on a U.S list of countries that Washington says support terrorism. The designation allows the United States to impose more sanctions, although some experts said it risked inflaming tensions on the Korean Peninsula.Trump said of North Korea's latest test missile: "It is a situation that we will handle."Trump said the launch did not change his administration's approach to North Korea, which has included new curbs to hurt trade between China and North Korea, which it sees as important to deterring Pyongyang from its ambition to develop a nuclear-tipped missile capable of hitting the United States.Pentagon spokesman Col. Robert Manning said the Pentagon's initial assessment was that an ICBM was launched from Sain Ni in North Korea and traveled about 1,000 km before splashing down in the Sea of Japan. The missile did not pose a threat to the United States its territories or allies, the Pentagon said.U.S. Defense Secretary Jim Mattis said the ICBM went higher than any shot Pyongyang has taken.Japan's government estimated that the missile flew for about 50 minutes and landed in the sea in Japan's exclusive economic zone, Japanese broadcaster NHK said. A North Korean missile on Aug. 29 was airborne for 14 minutes over Japan.Japanese Prime Minister Shinzo Abe said Tokyo was requesting an emergency meeting of the United Nations Security Council."We can never accept this violence and have strongly protested to North Korea," Abe told reporters. He called on all countries to strictly implement sanctions against Pyongyang.South Korea's Joint Chiefs of Staff said Wednesday's missile was fired from Pyongsong, a city in South Pyongan Province, at around 1817 GMT over the sea between South Korea and Japan. The South Korean military said the missile had an altitude of around 4,500 km and flew 960 km.Minutes after the North fired the missile, South Korea's military conducted a missile-firing test in response, the South Korean military said.Japanese Defense Minister Itsunori Onodera said the missile reached an estimated altitude of 4,000 kilometres and broke up before landing in Japan's exclusive economic zone. He said it was judged to be ICBM class given the missile's lofted trajectory.Japanese public broadcaster NHK reported three projectiles were fired, the nearest landing 210 kilometres west of Japan's northern mainland, suggesting the missile broke into pieces.Japan's Kyodo news agency, quoting the defense ministry, said there were no reports of any damage.U.S. stocks briefly pared gains on the news but the S&P 500 index was up almost one percent at the close.A U.S. intelligence official said the initial indication was that the engine was not significantly more powerful than the Hwasong 14 which Pyongyang tested in July.A 2,800-mile altitude, a 600-mile range, and a splash-down in the sea initially indicates that this was another test of the re-entry vehicle more than one of the missile, its engine, or its guidance system, said the official, who was studying incoming data on the launch. Two U.S. government sources said earlier that U.S. government experts believed North Korea could conduct a new missile test within days. After firing missiles at a rate of about two or three a month since April, North Korea paused its missile launches in September, after it fired a missile that passed over Japan’s northern Hokkaido island on Sept. 15.The U.S. officials who spoke earlier declined to say what type of missile they thought North Korea might test.Last week, North Korea denounced Trump's decision to relist it as a state sponsor of terrorism, calling it a "serious provocation and violent infringement."Trump has traded insults and threats with North Korean leader Kim Jong Un and warned in his maiden speech to the United Nations in September that the United States would have no choice but to "totally destroy" North Korea if forced to defend itself or its allies.Washington has said repeatedly that all options are on the table in dealing with North Korea, including military ones, but that it prefers a peaceful solution by Pyongyang agreeing to give up its nuclear and missile programs. To this end, Trump has pursued a policy of encouraging countries around the world, including North Korea's main ally and neighbor, China, to step up sanctions on Pyongyang to persuade it to give up its weapons programs.North Korea has given no indication it is willing to re-enter diplomatic talks on those terms.North Korea has said its weapons programs is a necessary defense against U.S. plans to invade. The United States, which has 28,500 troops in South Korea as a legacy of the 1950-53 Korean war, denies any such intention.Harry Kazianis, director of defense studies at Washington's conservative Center for the National Interest, said he thought North Korea might hold off on missile testing until about the time of the Winter Olympics, which South Korea is hosting next February, but added that North Korea had to keep testing to refine its weapons program."I am surprised, but not shocked," he said. "North Korea tested two missiles in the fourth quarter last year and will have to continue to test its missile capabilities for years to come if it wants a nuclear deterrent that can hit the U.S."(Reporting by Christine Kim in Seoul, Linda Sieg, William Mallard, Timothy Kelly in Tokyo, Mark Hosenball, John Walcott, Steve Holland and Tim Ahmann in Washington, Writing by David Brunnstrom and Yara Bayoumy; editing by Grant McCool)

Japan detects radio signals pointing to possible North Korea missile test: source-[Reuters]-YAHOONEWS-November 28, 2017

TOKYO/WASHINGTON (Reuters) - Japan has detected radio signals suggesting North Korea may be preparing another ballistic missile launch, although such signals are not unusual and satellite images did not show fresh activity, a Japanese government source said on Tuesday. After firing missiles at a pace of about two or three a month since April, North Korean missile launches paused in September, after it fired a rocket that passed over Japan’s northern Hokkaido island."This is not enough to determine (if a launch is likely soon)," the source told Reuters.Japan's Kyodo news agency reported late on Monday that the Japanese government was on alert after catching such radio signals, suggesting a launch could come in a few days. The report also said the signals might be related to winter military training by the North Korean military.North Korea is pursuing its nuclear weapons and missile programmes in defiance of U.N. Security Council sanctions and has made no secret of its plans to develop a missile capable of hitting the U.S. mainland. It has fired two missiles over Japan.South Korea's Yonhap news agency, citing a South Korean government source, also reported that intelligence officials of the United States, South Korea and Japan had recently detected signs of a possible missile launch and have been on higher alert.South Korean Unification Minister Cho Myoung-gyon told reporters on Tuesday there have been "noteworthy" movements from the North since its last missile launch in mid-September, but there was no hard evidence of another nuclear or missile test."North Korea hasn't been engaging in new nuclear or missile tests but recently we've seen them persistently testing engines and carrying out fuel tests," said Cho at a media event in Seoul."But we need some more time to see whether these are directly related to missile and nuclear tests."Asked about the media reports, Pentagon spokesman Colonel Robert Manning told reporters the United States continued to watch North Korea very closely."This is a diplomatically led effort at this point, supported by military options," he said."The Republic of Korea and U.S. alliance remains strong and capable of countering any North Korean provocations or attacks."Two U.S. government sources familiar with official assessments of North Korean capabilities and activities said that while they were not immediately familiar with recent intelligence suggesting that North Korea was preparing to launch a new missile test, the U.S. government would not be surprised if such a test were to take place in the very near future.Other U.S. intelligence officials noted North Korea has previously sent deliberately misleading signs of preparations for missile and nuclear tests, in part to mask real preparations, and in part to test U.S. and allied intelligence on its activities.South Korea's Cho said North Korea may announce the completion of its nuclear programme within a year, as it is moving more faster than expected in developing its arsenal.North Korea defends its weapons programmes as a necessary defence against U.S. plans to invade. The United States, which stations 28,500 troops in South Korea, a legacy of the 1950-53 Korean war, denies any such intention.(Reporting by Nobuhiro Kubo in TOKYO, Phil Stewart, Mark Hosenball and John Walcott in WASHINGTON, Soyoung Kim and Christine Kim in SEOUL; Writing by Linda Sieg; Editing by lincoln Feast and Nick Macfie)

Why hasn't North Korea tested a missile in two months?-[Christian Science Monitor]-November 28, 2017-yahoonews

It’s a bit of a mystery: Why has North Korea stopped testing missiles? Pyongyang’s last test launch was in mid-September. Prior to that they tested at a rapid pace – seven in 2017’s  third quarter. Since then, zip, zero, nada. The launch pads have been quiet. North Korean state media haven’t released new photos of leader Kim Jong-un grinning or clapping as a new missile roars into the sky. It’s tempting to speculate about possible geopolitical reasons for this interregnum. Perhaps President Trump’s rhetoric, such as his vow to use “fire and fury” to counter North Korean nuclear threats, has given Pyongyang pause. Perhaps economic sanctions are biting. Perhaps China has leaned on North Korea – finally – to rein in its impetuous behavior.Perhaps – but it’s more likely the pause has practical causes, say experts. In recent years North Korea has generally tested few missiles, if any, in the fourth quarter of the year.“North Korea tests its missiles when it’s ready to. They’ve got a program in place that probably has a schedule and a timetable for deliverables,” says Shea Cotton, a research associate at the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey, in an email response to a reporter’s inquiries.Mr. Cotton is an expert in open-source intelligence who has built and runs a North Korean Missile Test Database. He is also part of a team that uses satellite images and modeling techniques to geo-locate North Korea’s missile-test and nuclear sites, and even the exact location of Mr. Kim's propaganda photos. His data show that North Korea accelerated its missile test program beginning in 2014. It stepped back a bit the next year, then leapt ahead in 2016 with 24 major tests. So far in 2017 there have been 19 tests, according to Cotton’s figures. There have been none, so far, in the year’s fourth quarter. It’s possible that may soon change. The Japanese government on Monday told reporters it had detected radio signals indicating North Korea might be preparing a test launch. The signals were not definitive, according to Japanese media.Asked about this development, Pentagon spokesman Col. Robert Manning said the US was watching the situation carefully.“The Republic of Korea and US alliance remains strong and capable of countering any North Korean provocations or attacks,” the colonel told US reporters. But a drop-off beginning in September is common for Pyongyang. The pace for the first three quarters of the year is roughly similar, ranging from an average of 4.1 to 4.8 since 2012. The average for the quarter that stretches the last three months of the year, however, is 0.8.The consistency of this quiet period supports the idea that it is caused by circumstances that recur every year. Cotton believes one obvious and prosaic reason may be the cycle of agriculture. Harvest time starts every year in September. In North Korea, scarce personnel and fuel resources may be diverted to getting in the crops. Fields often surround military bases, for example. Troops may be used for harvest purposes. In this context North Korean tests appear less planned provocations than part of a plan for a steady march towards greater and greater ballistic missile capabilities. It is not impossible that some move on the part of the US and its allies could produce a North Korean response. Mr. Trump’s relisting of North Korea as a state that backs international terrorism could well irritate Kim, for instance. But it would have to be a final straw, something that adds to accumulated grievances and produces action, says Cotton.“I could see the regime doing a missile test or two before the end of the year, but I don’t see them returning to the rapid pace of testing missiles every other week like we saw earlier this year,” he says. “That’ll probably have to wait until next February or March.”February might be the preferred month, other experts point out. That’s when South Korea will host the Winter Olympics, in Pyeongchang, only about 60 miles from the border between the Koreas. The Olympics could showcase South Korea’s economic progress and social stability, relative to its northern neighbor. Lobbing a multi-stage missile or two into the ocean might be a way for Pyongyang to crash this international party of sport.Meanwhile, the US appears to be intent on irritating the North, rather than pulling together a comprehensive plan that might actually change its behavior, according to Anthony Cordesman, the Arleigh A. Burke Chair in Strategy at the Center for Strategic and International Studies in Washington.Relisting North Korea as a terrorism sponsor is a case in point, says Mr. Cordesman. It effectively ratchets up tensions with Pyongyang without doing anything to affect the underlying situation. Sure, it grabs headlines in the US – but it also gives Kim a reason to reply in kind.“I think the problem is [the relisting] was done without any regard to a consistent overall strategy,” says Cordesman. As the steady progress of missile tests shows, the reality is that it may be too late to stop the march of North Korea’s development of nuclear weaponry, according to Cordesman. The only viable US option may be a strategy of containment, which accepts the reality of North Korea’s new power and tries to counter it directly, as the US did with the USSR during the Cold War.

Nine dead in London, Ont., area in streptococcus outbreak: health unit-[The Canadian Press]-yahoonews-November 27, 2017

LONDON, Ont. — Health officials have issued an alert, saying nine people have died in an ongoing invasive group A streptococcus outbreak in the London, Ont., area. The outbreak was declared more than 18 months ago and the Middlesex-London Health Unit says more than 132 cases of infection have been reported since April 1, 2016.Of the cases, 22 per cent required treatment in intensive care, 15 per cent had Streptococcal Toxic Shock Syndrome and 15 per cent had necrotizing fasciitis — also called "flesh-eating" disease.Associate Medical Officer of Health Dr. Gayane Hovhannisyan says about half of the cases have been among injection drug users and/or people without access to stable housing.Symptoms depend on the site of the infection and may include fever, chills, sore throat, dizziness, confusion, severe pain, redness or swelling around a wound or injured area.Hovhannisyan says the alert has been issued because the health unit is seeing an increase in infections among people who have no connection to the outbreak in people who inject drugs or don't have stable housing."We need a better understanding of what's happening, which is why we've issued this alert," she said Monday in a news release. The bacteria are spread by direct contact with nose and throat secretions from an infected person, or by direct contact with infected wounds or sores on the skin. While the infections can occur year-round, the health unit said Monday that the number of infections tends to increase during the winter. It said the majority of streptococcus infections cause relatively mild illnesses like strep throat, but sometimes more serious and potentially life-threatening infections are able to get into muscles, blood and other organs. The health unit advises regular handwashing, covering the mouth and nose when coughing or sneezing, avoid sharing drinking and eating utensils and to not share drug paraphernalia in an effort to avoid infection. Bali volcano spits ash 2 1/2 miles in the sky, airport closed-YAHOONEWS-[The Canadian Press]-November 28, 2017

KARANGASEM, Indonesia — A volcano with a deadly history continued to erupt Tuesday on Bali, one of the world's most popular resort islands, spitting ash 4,000 metres (2 1/2 miles) high and stranding tens of thousands of tourists for a second day. Lava was welling in its crater, but it remained unclear how bad the eruption might get or how long it could last.Authorities have raised the alert for Mount Agung to the highest level and told 100,000 people to leave an area extending 10 kilometres (6 miles) from its crater as it belches grey and white plumes into the sky. Its last major eruption in 1963 killed about 1,100 people.Officials extended the closure of Bali's international airport for another 24 hours due to concerns that jet engines could choke on the thick volcanic ash, which was moving across the island.Tourists waiting for planes stared at information screens reading " cancelled " for every flight. Airport spokesman Ari Ahsanurrohim said more than 440 flights were cancelled Tuesday, affecting nearly 60,000 passengers, about the same as Monday. Without aircraft, getting in or out of Bali requires travelling hours by land and boat to an airport on another island."I don't know, we can't change it," said stranded German traveller Gina Camp, who planned to go back outside and enjoy another day on the island, which attracts about 5 million visitors a year to its famed resorts and world-class surf spots. "It's nature and we have to wait until it's over."Experts said a larger, explosive eruption is possible or Agung could stay at its current level of activity for weeks."If it got much worse, it would be really hard to think of. You've got a huge population centre , nearly a million people in Denpasar and surroundings, and it's very difficult to envision moving those people further away," said Richard Arculus, a volcano expert at Australian National University, adding that an eruption in 1843 was even more explosive than the one in 1963."There are many examples in history where you have this kind of seismic buildup — steam ejections of a little bit of ash, growing eruptions of ash to a full-scale stratosphere-reaching column of ash, which can presage a major volcanic event," he said.A NASA satellite detected a thermal anomaly at the crater, said senior Indonesian volcanologist Gede Swantika. That means a pathway from the storage chamber in the volcano's crust has opened, giving magma easier access to the surface.Indonesian officials first raised the highest alert two months ago when a rash of seismic activity was detected at the mountain. More than 100,000 people living near the volcano fled their homes, many abandoning their livestock or selling them for a fraction of the normal price. The seismic activity decreased by the end of October, causing authorities to lower the alert level.Tremors increased again last week and officials upped the alert and ordered another large-scale evacuation, with nearly 40,000 people now staying in 225 shelters, according to the Disaster Mitigation Agency in Karangasem. But tens of thousands of villagers have remained in their homes because they feel safe or don't want to abandon their farms and livestock."Ash has covered my house on the floor, walls, banana trees outside, everywhere" said Wayan Lanus, who fled his village in Buana Giri with his wife and daughter.Flows of volcanic mud have been spotted on Agung's slopes, and Arculus warned more are possible since it's the rainy season on Bali."They're not making a lot of noise. It's just suddenly coming like a flash flood out of nowhere," he said. "You do not want to be near them. Stay out of the valleys."Indonesia sits on the Pacific "Ring of Fire" and has more than 120 active volcanoes.___Mason reported from Jakarta. OECD warns of Brexit and Catalan crisis effect-nov 28,17-By EUOBSERVER

Today, 11:23-The OECD said Tuesday that the eurozone will grow by 2.4 percent in 2017 and 2.1 percent in 2018. It noted that the UK growth slowdown is expected to continue due to "continuing uncertainty" over Brexit talks - to 1.5 percent this year, 1.2 percent in 2018 and 1.1 percent in 2019. It also warned that "persistent tensions" in Catalonia could "lower consumer and business confidence significantly" in Spain.

Tax haven list to 'whitewash' EU culprits By Nikolaj Nielsen-nov 28,17-euobserver

BRUSSELS, Today, 08:27-Ireland, Luxembourg, Malta, and the Netherlands should be on the EU's upcoming tax haven blacklist, according to Oxfam, a global NGO.But the four member states will be excluded because the list, to be announced next week by EU finance ministers and to be accompanied by potential sanctions, will only cover non-EU jurisdictions. The NGO said in a report out on Tuesday (28 November) that the exclusions cast doubt on the credibility of the EU list."EU governments have a choice between ending the harmful impact of tax havens on both the EU and developing countries - or whitewashing tax havens," Oxfam's Aurore Chardonnet said.Aggressive tax planning was said to cost the developing world some €100 billion in lost revenues every year. The figure underpins a broader and separate debate on development and job growth ahead of an EU-Africa summit in the Ivory Coast this week.Earlier this month, a consortium of investigative journalists published a first series of articles following a leak of some 13 million documents from the Bermuda-based law firm Appleby, which handles offshore accounts. It showed, for instance, how Swiss commodity giant Glencore used tax tricks to shift revenues away from African national coffers.Oxfam's Chardonnet said the upcoming EU list was likely to be "empty" given its limited scope and given the political pressure from wealthy non-EU states such as Switzerland. An EU so-called Code of Conduct group, set up by member states, is currently screening the jurisdictions of 92 non-EU countries to see who should be on the blacklist. The group is using criteria based on transparency, fair taxation, and international efforts to tax profits where those profits have been made.Oxfam applied those same criteria and came up with a list of at least 35 non-EU countries as well as the four member states.Chardonnet said the secrecy surrounding the EU group's deliberations on the blacklist meant the public was largely "left in the dark".Earlier this month, Pierre Moscovici, the EU finance commissioner, demanded member states come up with a credible list following the Appleby revelations of widespread tax avoidance and evasion by some of the world's most powerful people."There is no point in just having one country on the black list of tax havens," he said at the time. The comment was largely directed towards the OECD, a Paris-based club of advanced economies, which, in July, designated Trinidad and Tobago as the world's only non-cooperative jurisdiction on tax transparency.

Opinion-The 'Soros Plan': what to keep and what to scrap By Vit Novotny-nov 28,17-euobserver

BRUSSELS, Today, 11:46-On 26 September 2015, George Soros, an American financier of Hungarian-Jewish extraction, published an article entitled 'Rebuilding the Asylum System' on the Project Syndicate website.Exactly two years later, in September of 2017, the Hungarian government opened a so-called 'national consultation'.In the 'consultation', each Hungarian household is being asked to answer seven questions about the so-called Soros Plan. The consultation cites two proposals from Soros' Project Syndicate article and it quotes other statements by the financier from a variety of sources. The claim of the Hungarian government is that George Soros is lobbying the EU institutions to adopt his "plan".Perhaps it is time to look at what policies George Soros in fact, advocates.Despite significant differences in view, at least two of Soros' recommendations chime with what the Hungarian government has been promoting in its policies. And although Soros is correct on some points, he is wrong on others.-Six points-Soros' piece in the Project Syndicate article includes the following six recommendations:Point 1. The EU should accept at least a million asylum seekers a year and pay for the upkeep of asylum seekers. This is a point of disagreement with Hungary and many other countries.Soros' piece proposes that the EU has to accept at least a million asylum-seekers annually for the foreseeable future and that it "must share the burden fairly" and that "the EU should provide €15,000 … per asylum-seeker for each of the first two years to help cover housing, health care, and education costs."George Soros was wrong on this point. In fact, the EU is not prepared to take in so many people. EU leaders are increasingly recognising that it is a much better idea to create better conditions for asylum seekers in safe havens closer to home. This is to save lives, spend taxpayers' money more effectively and encourage returns where possible.Point 2. The EU should lead the global effort to provide funding to Lebanon, Jordan and Turkey; the EU should help to create special economic zones with preferred trade status to attract investment and generate jobs for refugees and locals; and the EU should provide funds to the 'frontline countries'.This is a point of agreement. The Hungarian prime minister has promoted the externalisation of immigration control, no doubt realising that the bill for implementing the policy will inevitably be footed by Hungarian and other EU taxpayers.Point 3. The EU should build a single EU asylum and migration agency. This is a point of disagreement with the Hungarian government. In the 'national consultation' the Hungarian government objects to the creation of an EU asylum agency as it 'erodes national authority'.Indeed, the European Commission has proposed to transform the European Asylum Support Office into a fully-fledged EU asylum agency with enhanced powers. This is because the uncoordinated band of 28 systems that do not communicate with one another is patently unable to handle a massive influx of migrants.Point 4. The EU should establish safe channels for asylum seekers from Greece and Italy to their destination countries, to calm the panic; and as the next step extend safe avenues to the frontline regions, and establish processing centres there.Again, this is a point of genuine agreement between Soros and the Hungarian government. Several weeks into the European refugee crisis in 2015, Budapest eagerly participated in the creation of a corridor that allowed migrants travel via Hungary further west and north.Point 5. The EU operational and financial arrangements should become "global standards for the treatment of asylum-seekers and migrants".The national consultation does not take up the point of the EU asylum standards, so the degree of agreement or otherwise is difficult to ascertain. Nevertheless, the practical Hungarian policy has been contrary to Soros' proposal, deterring migrants and asylum seekers by sometimes brutal methods on the border and in detention camps.Point 6. The EU should mobilise "the private sector – NGOs, church groups, and businesses – to act as sponsors" to absorb and integrate more than a million asylum seekers a year.Again, this point is not included in the national consultation. The official stance of the Hungarian (and many other) governments – an opposition to accepting asylum seekers – means that there is no convergence with Soros' approach here. However, for those individuals who are granted asylum in the EU, there is little doubt that the assistance of citizen and church groups and business would assist their integration. Finally, the national consultation refers to Soros' claim that national borders are the obstacle to protecting refugees.Whatever Soros meant by this statement is not important. Reasserting effective external border control is precisely what the EU institutions, supported by the Hungarian government, are working towards. No prime minister or interior minister, and nobody in the EU Commission, would agree with an open-border policy.Irrelevant of whether Soros and the Hungarian government are right or wrong on specific points, a question remains as to whether it was necessary to attempt to mobilise a country against the opinions of one man.At a time of such deep conflicts over immigration and asylum in Europe, it is a pity that only points of disagreement are addressed in the national consultation.Vit Novotny is a senior researcher at the Wilfried Martens Centre for European Studies - this article represents his personal opinion.

Focus-China vows more investment in eastern Europe at summit By Peter Teffer-nov 28,17-euobserver

Brussels, Today, 09:20-Chinese prime minister Li Keqiang said on Monday (27 November) that there should be more Chinese investment in central and eastern Europe. He spoke at the China-Central and Eastern European Countries Economic and Trade Forum, a side-event to an annual summit in Budapest with China and sixteen central and eastern European countries – eleven of them EU members.Li also said China would increase food imports from the region."It is estimated that China will import products worth of $8 trillion (€6.7 trillion) from overseas in the next five years. … I hope central and eastern European countries will take a larger share of it," he said.Hungarian prime minister Viktor Orban said on Monday that the sixteen central and eastern European countries "always saw cooperation with China as a great opportunity"- instead of as a threat."We see the Chinese president's 'One Belt, One Road' initiative as the new form of globalisation which does not divide the world into teachers and students but is based on common respect and common advantages," said Orban. The sixteen are EU members Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Romania, Poland, Slovenia, and Slovakia; plus Albania, Bosnia and Herzegovina, Macedonia, Montenegro, and Serbia.According to a diplomat speaking to the FT, the 'sub-regional' approach is being met with "a great deal of suspicion not only in Brussels but also in the capitals of many member states".Chinese premier Li has said the summit was "not a geopolitical tool, but an incubator for pragmatic trans-regional cooperation".The summit was an opportunity for one of China's leaders to showcase the One Belt, One Road initiative, also called the 'New Silk Road'.According to Orban a key part of that trade route would be a train service between Budapest and Belgrade. The reconstruction of that railway, paid for by the Chinese, would be a "flagship project".But the project had been proposed as far back as in 2013, and is under investigation by the European Commission. The EU executive wants to know whether the project violates EU rules on public tenders.

First oil pumped at Hebron offshore platform-[CBC]-yahoonews-November 28, 2017

ExxonMobil confirmed Tuesday that the Hebron offshore oil platform has produced its first oil.Through a live video link from the platform, the company announced that first oil was pumped on Monday, Nov. 27 at 11:03 a.m.The milestone was reached a month ahead of schedule, the company said. To celebrate, all of the staff who worked on the project were served cake and given jackets during the announcement at ExxonMobil's office at Cabot Place in St. John's.The $14-billion platform was towed to its site 350 kilometres southeast of Newfoundland in June after seven years of construction at Bull Arm, Trinity Bay.The Hebron oil field was first discovered in 1980, and is estimated to produce more than 700 million barrels of oil throughout the lifespan of the project. The structure is 278 metres high, has a 130-metre diameter through the base, weighs 750,000 tonnes and has living quarters for 220 people. The platform took 40 million work hours to build, and it's expected to produce 150,000 barrels of oil per day at peak production.

Beijing evicts Chinese migrants in droves, prompting outcry-[The Canadian Press]-yahoonews-November 28, 2017

BEIJING — Zhou Xinci left her hometown in China's struggling rust belt four years ago for Beijing with little more than the clothes on her back and a dream to one day save enough money to buy a home. That dream is now fast unraveling as Zhou, 35, watches as her neighbours — other low-income Chinese migrants like her — are being hurriedly evicted from their homes on the outskirts of the capital by the government.Authorities in Beijing have launched sweeping evictions of workers who have migrated from elsewhere in the country, triggering a public outcry over the treatment of people the city depends on to build skyscrapers, care for children and take on other lowly paid work.Zhou, whose husband is a factory worker in Beijing, knows their family will soon be next and wonders how they will stay in the city and keep their 9-year-old son safe and in school."They are chasing people away from apartments and smashing things. How wouldn't a child be scared? My son is scared and can't sleep at night, of course I'm scared too," she said. Her family now pays 400 yuan ($60) a month to rent a single room big enough for their bed, a wardrobe, television set and refrigerator. But with soaring rents and rising discrimination against migrant workers, she says it will be impossible to find another room."They say Beijing people will feel heartache if they lose a dog," Zhou said. "We are living people. How could they treat us like this?"Workers interviewed by the AP say whole families have been evicted, often with little notice, leaving them scrambling to transport their belongings in the freezing weather. Many have had to pile their furniture, bags, bedding, clothes and other items into overloaded pickup trucks and vans, discarding kitchenware and other belongings that wouldn't fit."They called us at 5 a.m. and by 8 a.m. they had arrived with demolition equipment," said Bi Yan'ao, a 54-year-old migrant worker who has lived in Beijing for 13 years, describing what it was like to have to move out of his apartment in Daxing in just a few hours last week, clutching his belongings."In just one hour, they flattened a 100-meter (330-foot) -long stretch of land. How scary is that."After that, Bi went to work with his relative at a shop selling cosmetics, but then they were told this week they had a couple of days to move out. On Monday evening, Bi stood in the store surveying the piles of boxes of merchandise around him, at a loss for what to do. He teared up."I want to cry," he said. "I don't have anything left now."Last week, the city launched a 40-day campaign to clear out tenants from buildings deemed unsafe after a massive fire killed 19 people at apartments rented mainly by low-income Chinese migrant workers. The eviction drive has been met with widespread anger and criticism online, with people saying it has laid bare the stark inequality in China that prevents poorer migrants who provide essential services in cities from enjoying the same status as the cities' residents. Under China's much-criticized household registration, or "hukou," system, Chinese migrant workers who can't obtain "hukou" in the cities they work in are often denied access to subsidized health care, education and social services. Most tenants living in such homes on the outskirts of the city are factory workers, construction labourers , delivery people, drivers, cleaners, or hairdressers who come from poorer parts of China. Others run their own small wholesale businesses and shops selling cheap goods. Some have lived for years in the city with their children.Along the same street that Bi was on, the owner of a luggage store described a similar experience, saying officials came and told her family to leave within days before the area was to be sealed off and demolished."People have feelings, we cannot accept this, to be asked to leave suddenly," said the store owner, who gave only her surname, Yang. "We've lived in Beijing for a long time and it's not about how much contribution we've made. In the end, we've ended up with not even a place to live, I feel sad. So deeply sad."A group of intellectuals signing an open letter to the central government urging the city to stop the evictions and provide temporary housing for the migrants. One of the signatories, independent political commentator Zhang Lifan, said anger over the evictions showed that rapid economic growth has resulted in a massive accumulation of wealth and also rising inequality and a sense of unfairness.Zhang said many Chinese were quick to extend a hand to displaced migrants because they too had once been in their shoes, having worked their way up the socio-economic ladder to secure a decent middle-class life."When they saw that the migrants had been evicted, they realized that similar tragedies could have happened to them," Zhang said.In the wake of the evictions, individuals and organizations have offered to help displaced migrants with free accommodation.Wang Qi, an employee of a real-estate company in Langfang, a nearby city in Hebei province, said it would provide apartments as temporary homes for the migrant workers free of charge for up to three months. A posting online describing the offer said priority would be given to the sick, elderly and pregnant."Our boss himself was once a migrant worker in Beijing," Wang said. "But now that he has become wealthier, he wants to help out."The Beijing Work Safety Administration has denied that the campaign is aimed at driving out low-income migrants, saying it covers unsafe housing across the city. The Nov. 18 fire in Daxing district that killed 19 people, including eight children, was a "very painful" lesson for the government, and the cleanup campaign was aimed at not allowing such a tragedy to be repeated, a statement on the administration's website said.It acknowledged that the evictions have caused "temporary difficulties" to people who have had to leave at short notice and it pledged to fix such problems. The Beijing city government said last year it plans to cap the city's population at 23 million by 2020 and cut by 15 per cent the number of people in six main districts.China Labor Bulletin spokesman Geoffrey Crothall says the evictions are part of an ongoing effort by the government to redevelop land and capitalize on rising land prices. With the evictions, the government is effectively driving out the backbone of the city's labour force, Crothall said."Beijing needs migrant workers to do all the low-cost efficient service jobs that middle-class Beijingers depend upon," said Crothall. "But if you push them out of the city altogether, then there is going to be no one to do those jobs."___Liu reported from Hong Kong. Trudeau is apologizing to LGBT civil servants: Here's why-[CBC]-yahoonews-November 28, 2017

Prime Minister Justin Trudeau will apologize Tuesday to members of the LGBT community for actions the government took against thousands of workers in the Canadian military and public service in the Cold War era. From the 1950s to the 1990s, thousands of federal workers were fired because of their sexuality as part of a "national security" purge. Some gay members of the Canadian Armed Forces were also discharged for what was termed "psychopathic personality with abnormal sexuality."In June 2016, LGBT advocacy group Egale Canada released a report detailing the systemic discrimination and issued a number of recommendations, including that a formal apology be issued by Ottawa. It was announced in May that Trudeau promised to apologize, and the prime minister set the date of the apology for Nov. 28.Ottawa also announced Monday that the government will earmark over $100 million to compensate LGBT civil servants whose careers were sidelined or ended because of their sexuality. Here's a look at some of things for which he will be apologizing:-'Fruit machines'-Many pointed to the Cold War as the reason for the discrimination against LGBT individuals, with the RCMP and the military fearing gay and lesbian members could be open to blackmail by the Soviet Union."They were convinced that people could be blackmailed into selling secrets... that was the official party line adopted from McCarthyism in the States," Barry Deeprose, a prominent LGBT activist, told CBC in 2005.An RCMP unit was tasked with rooting out homosexual public workers, including diplomat John Wendell Holmes, who admitted his homosexuality and was quietly removed from public service in 1960 after being grilled by the Mounties. The Canadian government went so far as to commission a Carleton University professor to develop a homosexuality test — a so-called "fruit machine."In one test, subjects were shown pornographic images while cameras took pictures of their pupils to see if they dilated — the idea being that if their eyes dilated while looking at images of the same sex, it suggested excitement and therefore a same-sex attraction. The machine was used by the federal government throughout the 1960s, until the Defence Research Board — which was later folded into the Department of National Defence — pulled funding in 1967.By the 1960s, the RCMP had a database of 9,000 "expected" lesbians and gay men working across the federal government.Sanctions for their sexuality included dismissal, demotion, denial of opportunities for promotion, being forced to live a double life and other forms of systemic discrimination, according to the 2016 Egale Canada report.A class action lawsuit was filed in November 2016 against the Trudeau government in both Ontario and Quebec over the firings."It is absolutely unacceptable what some members of the Canadian Armed Forces went through," Defence Minister Harjit Sajjan at the time."Discrimination of any kind — whether it's sexual orientation, gender, ethnicity — is absolutely unacceptable and will be stamped out."'No place for the state in the bedrooms'-In 1969, the House of Commons voted 149-55 to pass an omnibus bill that, among other things, decriminalized homosexuality and allowed abortions under certain conditions."The view we take here is that there's no place for the state in the bedrooms of the nation," Pierre Trudeau, then Canada's acting justice minister, said in 1967 when he first introduced the bill."I think what's done in private between two consenting adults doesn't concern the Criminal Code [of Canada]," he said.Former prime minister and then-PC MP John Diefenbaker slammed the bill."I cannot understand why matters like legalizing adult homosexuality or extending the field of abortion will raise the moral standards of any nation," he said.Quebec became the first province to include sexual orientation in its Human Rights Code in 1977, making it illegal to discriminate in housing, public accommodation and employment based on sexual orientation. The Canadian Human Rights Commission recommended sexual orientation be added to the Canadian Human Rights Act in 1979, but that didn't happen until 1996.Discrimination persisted for decades-Despite homosexuality being removed from the Criminal Code, discrimination against LGBT military and public service members persisted for decades, particularly in the military.A military directive specifically banning homosexuality in the ranks was passed in an overhaul of the system in 1976.- TIMELINE | Same-sex rights in Canada-It wasn't until the mid-1980s that members were required to consent to being discharged because of their sexuality. Those that did not agree were allowed to remain, but had career limitations put in place. In August 1992, the Ontario Court of Appeals ruled that the failure to include sexual orientation in the Canadian Human Rights Act was discriminatory. The ban on LGBT individuals in the military was lifted in November that year.In October 2016, the House of Commons defence committee voted unanimously for the Liberal government to order the military ombudsman to amend the service records of LGBT ex-military members who were given dishonourable discharges because of their sexual orientation.Canada's military ombudsman estimated that such an order would affect up to 1,200 service members.

Hot tech: U of M prof makes the case for sexbots-[CBC]-November 28, 2017-yahoonews

A local professor says sexbots could be the key to a happier, healthier society — but could also be a liability."Sexbots aren't going to necessarily replace human partners, but I think they're potentially a powerful tool in addressing people's isolation," says Neil McArthur.McArthur is the director of the Centre for Professional and Applied Ethics at the University of Manitoba. He's also a co-editor of a new book called Robot Sex: Social and Ethical Implications. With the current rate of technology development, McArthur says sexbots are inevitable. He predicts human-shaped robots with artificial intelligence — which would provide a realistic human experience — will be available to the public within five to 10 years. And these won't be some taboo machines."I guarantee you this will not be Google Glass or something that 14 people in Silicon Valley are using," says McArthur."This will be a technology that becomes very widely adopted, so I just think that we should be ready."Human benefits-Robot Sex is an international collection of essays that details how sexbots might change the way people interact with one another — for better or worse. McArthur wrote an essay titled "The case for sexbots."He says there are several reasons a person might use a sexbot. That includes living in a place with a large gender imbalance, or a community that stigmatises LGBTTQ people. Another benefit could be for people who've had bad or traumatic experiences with sexuality. McArthur says the sexbots could be used as a tool to build trust and confidence."People who've had experience with sexual trauma may find that sexbots help them feel safe in their sexuality and possibly help as a therapeutic tool and help them transition into human relationships," he says. The dark side of sexbots-But just because technology is moving quickly doesn't mean the rest of the world is. McArthur says hacking is a potential challenge given the robots will have such private, sensitive information. There's also the complex issue of intellectual property."[People] may want robots who look like their ex-girlfriend, and their ex-girlfriend might not want that," he says."Our legal regime right now just hasn't given this any thought, so there's no protection for people of that kind."McArthur acknowledges that we might need to address the risk of enforcing the objectification of women and that they're passive objects. But restricting the development of this technology isn't the way to deal with this, he says."I think it's something we need to look at in terms of education," says McArthur."It's part of a larger project of trying to change how society does view women and making sure women are viewed more equally."Regardless of ethics or opinions, McArthur says talking about sexbots will is a good start to the future."People are concerned, they're interested, they're fascinated," he says. "So I think it's important we have this discussion."

Angela Lansbury Says Women ‘Must Sometimes Take Blame’ For Sexual Harassment-[HuffPost UK]-yahoonews-November 28, 2017

Angela Lansbury has given her take on the sexual misconduct cases that have engulfed the entertainment world, believing that women “must sometimes take the blame”.The ‘Murder She Wrote’ actress told Radio Times that women making themselves attractive had “backfired on us” but added that there was “no excuse for inappropriate behaviour”.The 92-year-old Dame says: “We have to own up to the fact women, since time immemorial, have gone out of their way to make themselves attractive.“And unfortunately it has backfired on us, and this is where we are today. We must sometimes take blame.“Although it’s awful to say we can’t make ourselves look as attractive as possible without being knocked down and raped.”She went on to say that she believed sexual misconduct in Hollywood would now stop.“Should women be prepared for this? No, they shouldn’t have to be,” she says. “There’s no excuse for that. And I think it will stop now - it will have to. I think a lot of men must be very worried at this point.”Following her comments, Rape Crisis England & Wales issued a strongly-worded statement (via The Telegraph). It reads: “It is a deeply unhelpful myth that rape and other forms of sexual violence are caused or ‘provoked’ by women’s sexuality or ‘attractiveness’.“Rape is an act of sexual violence, power and control that has little to nothing to do with sexual desire. It is as insulting to men as it is to anyone to suggest they’re unable to take responsibility for their own behaviours and that the way a woman presents herself can cause them to lose control or force them to sexually harass or assault her.“There is no excuse or mitigation for sexual violence and there is no circumstance in which it’s even partially the victim’s or survivor’s fault. Until we accept and acknowledge that, it will be very difficult for us as a society to reduce or prevent rape, sexual assault, sexual harassment or sexual abuse.”The new issue of Radio Times is out now. www.radiotimes.com

Pope demands rights for all in Myanmar, omits 'Rohingya'-[The Canadian Press]-yahoonews-November 28, 2017

NAYPYITAW, Myanmar — Pope Francis insisted Tuesday that Myanmar's future depends on respecting the rights of each ethnic group, an indirect show of support for Rohingya Muslims who have been subject to decades of discrimination and a recent military crackdown described by the U.N. as a textbook campaign of "ethnic cleansing."Francis didn't cite the crackdown or even utter the contested word "Rohingya" in his speech to Myanmar's civilian leader, Aung San Suu Kyi, and other authorities and diplomats in the capital. But he lamented how Myanmar's people have suffered "and continue to suffer from civil conflict and hostilities," and insisted that everyone who calls Myanmar home deserves to have their basic human rights and dignity guaranteed.Rohingya Muslims have faced state-supported discrimination in the predominantly Buddhist country for decades, deprived of citizenship and unable to access basic services such as adequate education and health care. In August, the army began what it called "clearance operations" in Rakhine state following an attack on police posts by Rohingya insurgents. The violence, looting and burning of villages has forced more than 620,000 Rohingya to flee to Bangladesh. In his most anticipated speech of his weeklong trip to Myanmar and Bangladesh, Francis expressed support for Suu Kyi's efforts to bring about reconciliation among different groups after decades of military dictatorship. And he insisted that religious differences in the majority Buddhist country must never be a cause for division or distrust."The future of Myanmar must be peace, a peace based on respect for the dignity and rights of each member of society, respect for each ethnic group and its identity, respect for the rule of law, and respect for a democratic order that enables each individual and every group - none excluded - to offer its legitimate contribution to the common good," he said.Francis' avoidance of the term "Rohingya" and his encouragement for Suu Kyi's government disappointed Rohingya activists and human rights groups, who have criticized Suu Kyi for what they consider a weak response to the military crackdown. Suu Kyi's supporters — including the Catholic Church — say she is limited in what she can say against the military and needs more time to bring about reconciliation. The term "Rohingya" is shunned by many in Myanmar because the ethnic group is not a recognized minority in the country. The question of whether Francis would use the term in a show of solidarity dominated the run-up to his trip."We thought that the pope was going to mention the suffering of Rohingya people, but now he cannot even use the name Rohingya and it's totally unacceptable," said Kyaw Naing, a 53-year-old Rohingya man who lives in a confined camp outside of Sittwe, in Rakhine state. "We are very sad that our identity cannot even be revealed."Phil Robertson, deputy director of Human Rights Watch's Asia division, said he hoped the pope would use the term during Mass on Wednesday."The pope missed an opportunity to reinforce his previous messages that affirmed the rights of the Rohingya to self-identify and used the name that they had chosen for themselves," he said. "The Rohingya have been stripped of so many things, but their name should never be one of them."Suu Kyi, for her part, referred to the "situation in the Rakhine" in her speech to Francis in the huge conference centre in Naypyitaw, Myanmar's new capital. But she used the conflict as an opportunity to thank those who have supported the government as it seeks to "address long-standing issues — social, economic and political — that have eroded trust and understanding, harmony and co-operation " in Rakhine. She said the government's aim is to carry forward the peace process and strengthen Myanmar's diversity "by protecting rights, fostering tolerance, ensuring security for all."Francis arrived in Naypyitaw after meeting with leaders of Myanmar's different religious groups in Yangon at the archbishop's residence, and separately with a prominent but controversial Buddhist leader who has criticized the Rohingya. The pope stressed a message of "unity in diversity" in his 40-minute meeting with Buddhist, Hindu, Muslim, Christian and Jewish leaders and told them they should work together to rebuild the country, Vatican spokesman Greg Burke said.Francis' meeting with Buddhist monk Sitagu Sayadaw was undertaken "in an effort to encourage peace and fraternal coexistence as the only way ahead," Burke said.Sitagu also met with Francis's predecessor, Pope Benedict XVI, but has been criticized for using ethnic slurs against Muslims, particularly the Rohingya. He received an award presented by Suu Kyi earlier this year.Francis dove into the Rohingya refugee crisis hours after arriving on Monday by meeting with the military chief responsible for the crackdown, Gen. Min Aung Hlaing, and three members of the bureau of special operations. The general's office said in a statement on Facebook that he is willing to have "interfaith peace, unity and justice." The general added that there was no religious or ethnic persecution or discrimination in Myanmar, and that the government allowed freedom of worship.Rohingya Muslims were stripped of citizenship in 1982, denying them almost all rights and rendering them stateless. They cannot travel freely, practice their religion, or work as teachers or doctors, and have little access to medical care, food or education.Myanmar's Catholic Church has publicly urged Francis to avoid saying "Rohingya," and they have urged him to toe a delicate line in condemning the violence, given the potential for blowback against the tiny Catholic community.Francis previously has prayed for "our Rohingya brothers and sisters," lamented their suffering and called for them to enjoy full rights. As a result, much of the debate before his trip focused on whether he would again express solidarity with the Rohingya. Any decision to avoid the term and shy away from the conflict could be viewed as a capitulation to the military and a stain on his legacy of standing up for the most oppressed and marginalized of society, no matter how impolitic.Nicole Winfield, The Associated Press.

Palestinian teen arrested in Hebron with a knife-Police search youth when he tries to dodge security outside Patriarch's Tomb, in second such incident since Sunday-By TOI staff-NOV 27,17

Border guards arrested a Palestinian teenager on Monday morning, as he tried to dodge security at a checkpoint leading to the Tomb of the Patriarchs in the West Bank city of Hebron, police said.Suspicious officers asked him to lift his shirt and saw that he was carrying a knife in his pants, police said in a statement that noted the suspect was about 16 years old.A very similar incident took place Sunday afternoon, when police arrested a 17-year-old boy at the same place, trying to do the same thing. In both cases, the youths were attempting to get through to the site, holy to both Jews and Muslims, with a concealed blade.A similar incident also occurred earlier this month. The flash point city of Hebron, where Palestinians live in close proximity to settlers who are guarded by Israeli troops, has been the scene of numerous stabbings and attempted stabbings since a wave of attacks carried out by Palestinians began in October 2015.

Security cabinet to convene on threats along northern border-Monday's meeting is first since announcement of ceasefire in south Syria, Hariri resignation crisis in Lebanon-By TOI staff-NOV 27,17

The security cabinet will convene Monday morning to discuss the situation and threats along Israel’s northern border, amidst ceasefire efforts in southern Syria and political upheavals in Lebanon.Monday’s meeting will be the first by the high-level forum since the United States, Russia and Jordan announced the agreement earlier this month, and since Lebanese Prime Minister Saad Hariri announced his resignation from Riyadh, sparking heightened regional tensions amid rumors of Saudi intervention. On Sunday night Israeli TV reported Prime Minister Benjamin Netanyahu has warned Syrian President Bashar Assad that Israel will intervene militarily in the Syrian civil war if Assad allows Iran to establish a military presence in Syria.Netanyahu conveyed the message to Assad via a third party, Hadashot news (formerly Channel 2) veteran Middle East analyst Ehud Yaari reported. The warning specified that Israel will depart from the policy of non-intervention it has maintained throughout the six years of the civil war to date, Yaari said, if Assad “invites Iranian forces to establish themselves in Syria via an agreement of any kind.” Iran has provided significant logistical, technical, training and financial support for Assad’s regime and forces, as well as deploying military advisers and some combat troops in Syria. It also arms, trains and funds Hezbollah, the Lebanese terror group that has sent thousands of gunmen to fight alongside Assad’s troops. Thus far, Israel has provided medical and humanitarian aid to victims of the war across its border, has hit back when gunfire has crossed the border, and has used air strikes to target weapons stores and convoys intended for the Hezbollah terrorist organization. But, to date, “there was no direct targeting of the Syrian Army or of Assad,” Yaari noted. The report noted tellingly that this non-intervention contrasted with previous Israeli policy. In 2006, for instance, Israeli jets broke the sound barrier flying over Assad’s presidential palace in Latakia, in what was seen as a warning to him against supporting Palestinian terrorist groups. The reference to any formal Syrian “invitation” or “agreement” with Iran, the TV report elaborated, stems from the fact that Iran and Russia have been discussing future arrangements for Syria, under which all foreign forces would have to leave the country, except those which are present by agreement with, or invitation from, Assad. Russia’s forces are engaged in Syria on the basis of such an invitation, and Netanyahu’s aim in issuing the warning “is to deter Assad from issuing” a similar invitation to Iran. The Iranians, the TV report noted, want to build “a naval base, possibly for submarines, an air base and arms factories for precision weapons.”Earlier this month, the BBC, citing a Western security official, reported that Iran was setting up a permanent base on a site used by the Syrian army near el-Kiswah, 14 kilometers (8 miles) south of Damascus, and 50 kilometers (30 miles) from the Israeli border.Sunday’s TV report came days after Netanyahu was quoted telling French President Emmanuel Macron in a phone call that Israel sees Iranian activity in Syria as “a target” for its forces, and may carry out strikes against Iranian objectives if security needs require it.Netanyahu vowed in a speech last week that Iran would not be allowed to gain a regional foothold. “We have made it clear many times that we will not accept nuclear weapons in Iran’s hands, nor will we allow the establishment of Iranian forces near our border, in the Syrian region in general, or anywhere else,” he said.On November 21, Netanyahu also spoke with Russian President Vladimir Putin by phone about the ceasefire deal in the Syrian civil war and the Iranian presence near Israel’s borders, the Prime Minister’s Office said. “The conversation lasted about half an hour and dealt with Syria, and Iran’s attempt to entrench itself in Syria,” Netanyahu’s office said in a statement. “Netanyahu insisted on Israeli security and reiterated his opposition to Iran’s entrenchment in Syria.”

Israel says it will ‘lend a hand’ in Egypt’s fight against Islamic State-Jerusalem already allows extra Egyptian forces in Sinai and, according to foreign reports, carries out its own drone strikes on terrorists there-By Judah Ari Gross-TOI-26 November 2017

Israel, according to foreign reports, has assisted Egypt throughout its fight against the Islamic State insurgency in the northern Sinai Peninsula, including intelligence sharing and even allegedly carrying out drone strikes against the terrorists. But in the wake of the deadliest terror attack ever on Egyptian soil, Israeli officials were evasive on specific actions being taken by Israel following the devastating mosque massacre on Friday that killed over 300 people, including at least 27 children.“The Israeli defense establishment expressed its sympathies and, as always, is willing to lend a hand to any country in order to help fight terror,” an Israeli security official said Sunday, speaking on condition of anonymity.“That’s how it was in this case, and how it will also be in the future,” he added.Asked specifically if Israel was cooperating with the Egyptians, Finance Minister Moshe Kahlon told Channel 13 in an interview that “this is an issue to discuss in the cabinet.”Israel has assisted Egypt throughout its fight with the Islamic State terrorist group in the Sinai, and its precursors. According to foreign reports, this has included conducting drone strikes in the peninsula on Islamic State targets. It has also reportedly taken the form of significant intelligence sharing.More publicly, since 2013, Israel has also allowed additional Egyptian forces into the peninsula, beyond the level permitted under the 1979 peace accord between the two countries. Heavy weapons, like tanks, artillery and attack helicopters, have been brought into Sinai to fight the Islamists, a sign that Jerusalem is not concerned those big Egyptian guns could be turned against it.According to Egyptian media on Sunday, the country has yet to ask Israel to permit it to bring in even more troops to the restive region. An Egyptian military spokesperson did not immediately respond to requests for confirmation. On Friday, a group of 25 to 30 armed terrorists, wearing camouflage and carrying Islamic State black flags, carried out the deadly massacre at a mosque that is associated with followers of the mystical Sufi branch of Sunni Islam outside the northern Sinai city of al-Arish, Egyptian officials said Saturday, as the death toll rose to 305, including 27 children.IS, which is conducting a deadly insurgency in the Sinai, has not claimed responsibility for the attack, but it is the main suspect as the terror group has branded Sufi Muslims “heretics.”A statement by Egypt’s chief prosecutor, Nabil Sadeq, said Friday’s attack left another 128 people wounded. It said the terrorists arrived at the mosque close to the small town of Bir al-Abd in five all-terrain vehicles and positioned themselves at the main door and the facility’s 12 windows. After setting off an explosion in the mosque, they opened fire on the fleeing worshipers.“This is a serious threat and challenge presented by people of darkness, who indiscriminately slaughter kids, families, adults and the elderly,” the Israeli defense official said Sunday. The Prime Minister’s Office on Saturday condemned the “terrible and despicable terror attack carried out on the Mosque near al-Arish and send condolences in the name of all the citizens of Israel to President (Abdel-Fattah) el-Sissi, the Egyptian nation, and the families of the victims.”In the statement, the prime minister added, “The terror will be defeated faster if all nations work together against it.”Also Saturday, President Reuven Rivlin condemned the attack as “pure evil.”In response to the gruesome attack, the Egyptian military launched a reprisal campaign, sending air force jets to destroy the vehicles used in the mosque attack and target locations where weaponry was stored, Egyptian army spokesperson Tamer el-Refai said on Friday.Israel has had relatively few direct run-ins with the Islamic State group affiliate in the Sinai Peninsula, though it had more clashes with the group’s predecessor, Ansar Bait al-Maqdis.The jihadists there have launched rockets at Israel on multiple occasions, most recently in October. The most daring took place in February when multiple missiles were fired at the southern city of Eilat, far from the terror group’s home base in the northern Sinai.Analysts say these rocket attacks against Israel are more likely a propaganda exercise than serious attempts to start a war with the Jewish state. In July, Bloomberg news reported that Israel has carried out multiple drone strikes against the Islamic State affiliate in the Sinai, citing an unnamed former senior official. The airstrikes were conducted with Egypt’s knowledge and blessing, according to the ex-official, who spoke to the US-based news site on condition of anonymity.According to foreign reports, Jerusalem and Cairo have long cooperated closely on security measures in the Sinai and Gaza. However, the report shed additional light on the countries’ covert security cooperation, which has come along with increasingly close ties on the political front.Islamists in the Sinai, who have pledged allegiance to the Islamic State in 2014, have waged an insurgency against Egyptian forces since the ouster of president Hosni Mubarak in 2011.Fighting has intensified in recent years, following a 2013 coup by current President Abdel-Fattah el-Sissi to remove Muslim Brotherhood-linked leader Mohammed Morsi from power. The two countries have entered something of a golden age in their relationship since Sissi assumed the country’s leadership.“This is one of the best times we’ve ever had,” in terms of cooperation between governments, Israeli ambassador to Cairo Haim Koren said last year. “There’s good cooperation between the armies, we have understandings about the Sinai Peninsula, and basically, we see (eye-to-eye) on development of the region.”After decades of wars followed by years of an uneasy peace, Israel has emerged as an increasingly public ally to Sissi, along with powerhouse Saudi Arabia and smaller, wealthy Gulf Arab countries.Israel often praises Sissi for his tough stance on terrorism, and considers him a key ally in what it sees as a shared battled against Islamic extremists.Agencies contributed to this report.

Turkey expects Trump to ‘keep promise’ not to arm Syria Kurds-Ankara says US president pledged to halt weapons to group; White House insists it only promised 'adjustments' to military support-By AFP-TOI-NOV 27,17

ANKARA, Turkey — Turkey expects US President Donald Trump to stick to his promise not to supply weapons to the Syrian Kurdish militia fighting Islamic State jihadists, Turkish Foreign Minister Mevlut Cavusoglu said on Saturday.“It is our most natural right to expect Trump to keep his promise,” Cavusoglu said in televised comments in the southern Mediterranean resort of Antalya.“Naturally, as I said yesterday, we want to see this applied,” he added.Ankara’s top diplomat on Friday said Trump had told Turkish President Recep Tayyip Erdogan that he has given an order that weapons should no longer be supplied to the Kurdish YPG militia, during a phone call between the leaders. The YPG is the Kurdish Peoples’ Protection Units militia in Syria, which Washington views as the most effective fighting force on the ground against the IS extremist group. However, Ankara sees the YPG and its political wing, the Democratic Union Party (PYD), as “terrorists” linked to the outlawed Kurdistan Workers’ Party (PKK).Proscribed by Turkey and its Western allies including the US as a “terror” group, the PKK has waged an insurgency inside Turkey since 1984.But the White House was less explicit about the US military’s intentions towards the YPG, only saying that Trump informed Erdogan “of pending adjustments to the military support provided to our partners on the ground in Syria.”In recent months, the YPG has recaptured territory from IS, including the former de facto IS capital of Raqa in northern Syria.Ties between Washington and Ankara have been tense since the administration of former president Barack Obama over US support for the YPG and also the failure to extradite Pennsylvania-based cleric Fethullah Gulen, who Ankara accuses of masterminding last year’s failed coup to overthrow Erdogan.Gulen vehemently denies the charges.

Russian strikes kill 53 civilians in Syria, monitor says-21 children said to be among the dead in village held by Islamic State in country's east-By AFP-TOI-NOV 27,17

BEIRUT, Lebanon — At least 53 civilians, including 21 children, perished early Sunday morning when Russian air strikes hit “residential buildings” in a village held by the Islamic State group in eastern Syria, a monitor said. The Britain-based Syrian Observatory for Human Rights said the strikes hit the village of Al-Shafah in Deir Ezzor province, on the eastern bank of the Euphrates River. The Observatory relies on a network of sources inside Syria, and says it determines whose planes carry out raids according to type, location, flight patterns and munitions used. The monitor had initially given a death toll of 34 civilians but the number spiked after more bodies were recovered.“The toll increased after removing the debris in a long day of rescue operation,” Rami Abdel Rahman, head of the Syrian Observatory for Human Rights told AFP, adding the strikes hit “residential buildings”.At least 18 people were also wounded in the air raids, he added.Russia is a close ally of Syria’s President Bashar al-Assad, and in September 2015 began a military intervention in support of his government that has gradually helped Damascus regain territory.Syria’s Deir Ezzor is one of the last places IS jihadists hold territory in the country, after being driven from their major strongholds including their one-time de facto Syrian capital Raqqa city. The oil-rich eastern province that borders Iraq was once almost completely under IS control, but the jihadists now hold just nine percent of Deir Ezzor, according to the Observatory. They have faced two separate offensives there, one led by the regime with Russian backing and the other by the US-backed Syrian Democratic Forces, an alliance of Kurdish and Arab fighters.More than 340,000 people have been killed in Syria since the conflict began in March 2011 with anti-government protests. The latest strikes come as the United Nations tries to revitalize its flagging efforts to end a six-year civil war that has left Syria devastated and huge swaths of its population refugees. On Tuesday, the eighth round of UN-brokered talks will kick off. They have achieved little so far, but may be bolstered by the opposition’s decision to bring a unified delegation to Geneva for the first time. For progress to happen rival sides will need to overcome the hurdle that has derailed past discussions: the fate of Syrian President Bashar Assad. He retains Moscow’s support but is loathed by much of Syria’s rebel opposition who want him gone.Backed by Russia’s decisive military support, Assad’s government has regained control of 55 percent of the country, including major cities Damascus, Aleppo, Homs and Hama, and around two-thirds of the population lives in regime-held areas. The rest is carved up between rebel factions, jihadists and Kurdish forces. Some experts believe that Russia has clearly put itself in the driver’s seat in recent months, especially as US President Donald Trump’s administration has pulled back from Syrian diplomatic front.Russia, fellow regime ally Iran and rebel-backer Turkey have hosted negotiations in the Kazakh capital Astana that led to the creation of four “de-escalation zones” which produced a drop in violence, though deadly air strikes and battles continue in some areas. And this week, Russian President Vladimir Putin called for a “congress” of Syrian regime and opposition figures, a move backed by Ankara and Tehran.

Trudeau calls on men to help end violence against women-[The Canadian Press]-YAHOONEWS-November 27, 2017

TORONTO — Prime Minister Justin Trudeau says men must do more to put an end to gender-based violence against women and girls.Calling such violence a human rights violation, he said men need to hold themselves and their peers accountable for behaviour that threatens women's respect, protection and freedom. He called on men to speak up on women's rights, stand against violence and promote female leadership in all aspects of society. He also says gender-based violence disproportionately affects women of colour as well as women who identify as indigenous, trans or low-income.Trudeau's comments came in a statement made to acknowledge the International Day for the Elimination of Violence Against Women. His comments also come at a time when industries ranging from politics to entertainment have been grappling with widespread allegations of sexual misconduct, commonly featuring unwanted overtures toward women.“Ending gender-based violence means transforming a culture that devalues women and dismisses their voices," Trudeau said in the statement released Saturday. "Together, we must challenge the prejudices and inequalities that allow this violence to persist. . . . To change this reality, we must actively seek out and listen to the voices and needs of women, especially those cast furthest to the margins."Trudeau's remarks come two days after members of Canada's entertainment industry called for a code of conduct to help curtail the sexual harassment they describe as a reality in the country's film scene.A dozen groups representing actors, talent agencies and other players in the national entertainment industry issued a statement saying a code of conduct would clearly define what is inappropriate behaviour as well as what the consequences would be for those who commit such actions.Their call for action followed weeks of revelations of sex-related allegations against Hollywood mogul Harvey Weinstein and other prominent celebrities.Such discussions have also spilled over into American political life, with figures ranging from Alabama senate candidate Roy Moore and sitting Sen. Al Franken facing allegations of inappropriate conduct.A recent study led by researchers at the University of Windsor also sounded the alarm on violence against women working in the health care sector. The research, released Friday, said violence against health-care workers is pervasive within the walls of hospitals across Ontario. The study examined the experiences of nurses, personal support workers and other staff. The Canadian Press.

Windows destroyed, piano smashed: St. George church targeted by vandals-[CBC]-YAHOONEWS-November 27, 2017

The ceiling has been gutted, a piano smashed, windows shattered, and doors destroyed.Nearly everything in the Church of Christ in St. George, N.B., from one end of the building to the other, was battered and broken by vandals on the weekend. The 82-year-old Minister, Dave Haddon, has been with the church since about 1990 and has a humble congregation these days. They've had similar break ins before, that's why there are screens and coverings on the basement windows. But there's never been anything like this.Haddon arrived around suppertime on Saturday to turn on the heat for Sunday's service, because it costs too much to keep the building heated during the week."When I got in, I started walking on glass and wondered where the devil that come from," he said. When he turned on the lights, the sight before him was shocking.A brand new piano destroyed-He gasped. "It was just mind-boggling."Everything that could have been thrown, he said, was thrown. Vandals ransacked his office, smashed the windows and hurled several items outside, including some speakers and other items that were even lit on fire.Inside, four glass French doors were bashed in with just the frame left. Thermostats were pulled out of the wall, wires dangling. The pulpit was also trashed with communion plates, light bulbs and other smaller items scattered in pieces on the floor."And the piano, my land! A brand new piano and they limbed that completely. Destroyed that piano," he said."Took off all the outside casing off it and all the things that work inside the piano, they cleaned it right out. You couldn't get a squeak out of it, I don't imagine."The vandalism in the church is another horrible event in what's been a tragic year for the family. Haddon said most of his time has been occupied by family and health issues lately.'If we had lost that it probably would have finished us off'-"I just lost a daughter, and my wife has cancer," he added. "I have something in my lungs and they don't know what it is."Haddon's first wife died in 1990.His late daughter, who died in August, had made a stained glass window for the church in her honour. The colourful window was one of the few items which was left whole amidst the whirlwind of destruction."I was glad for that," he said fighting back tears, knowing that the window was intact.Vicki Haddon, Dave's daughter and the church pianist, also saw the damage on Saturday. Her first thought was of relief that the stained glass window was unbroken."If we had lost that, it probably would have finished us off," she said.'We rebuild, we put it back together'-After the family discovered the destruction in the church, Vicki took to social media to share their story."Our family, and congregation would like to thank each and every one of you for your words of support and encouragement."In the hours since then, they've received hundreds of comments of support and have heard from people reaching out to help in anyway possible."It's overwhelming, the support is heartwarming," she said."To know that people stand behind us and to know that people think this is a horrific thing to happen."Other churches opened their doors to their congregation on Sunday, she said, and the community is rallying around the members of the broken church to comfort the family and piece their humble place of worship back together."We rebuild, we put it back together," she said.

Israeli cybersecurity firm Illusive gets deal with OakNorth bank-[Reuters]-YAHOONEWS-November 27, 2017

TEL AVIV (Reuters) - Illusive Networks, an Israeli cyber security firm specializing in "deception technology", said on Monday it signed a deal to provide its platform to British specialist bank OakNorth.Financial details were not disclosed.Illusive's technology lures hackers by blanketing a company’s network with booby-trapped data. Once an intruder uses this deceptive data, the company’s security is alerted and the attacker can be removed from the system."Almost all of the security solutions and companies out there have taken a reactive approach to security," Illusive founder and CEO Ofer Israeli said at a recent Reuters cyber summit. "So we built a world and reality where the attacker would need to react to us instead of us reacting to him."OakNorth last year became the first British bank to fully host its core systems on the cloud."We liked their (Illusive's) approach of exploiting an attacker’s vulnerabilities by looking at the network from an attacker’s perspective rather than trying to anticipate every weakness of an organization," OakNorth's information technology director Rui Silva said.(Reporting by Dan Pleck; Editing by Tova Cohen)

China's premier sees growing globalization in Eastern Europe-[The Canadian Press]-YAHOONEWS-November 27, 2017

BUDAPEST, Hungary — China's premier says his country's increased co-operation with Eastern Europe is part of the process of expanding globalization that will unite the two ends of the Eurasian landmass.Premier Li Keqiang, attending a summit with 16 countries from central and eastern Europe in Budapest, the Hungarian capital, said Monday that co-operation between them was based on "mutual respect and the 'win-win' principle.""This kind of co-operation makes it possible for globalization to reach every segment of the world and can be more easily customized to the reality of every country," Li said. The premier noted that his country's global imports would total some $8 trillion over the next five years."We hope the central and eastern European countries find their place in this volume and expand their presence on the huge Chinese market," Li told an economic forum being held during the summit.China's "new Silk Road" initiative to expand trade across Asia, Africa and Europe is one of the keys themes of the sixth edition of the annual meeting with the 16 European countries.Hungarian Prime Minister Viktor Orban, who has closed off his country to most migration from outside Europe, especially Muslims, said Europe needed "strong allies" to confront the "historical challenges" it is faced with."If Europe shuts itself in, it loses the possibility of growth," Orban said. "We 16 have always been open and would always like to remain so. We always saw co-operation with China as a great opportunity."Orban has been keen to pursue a policy of "Eastern Opening" for Hungary, looking to increase trade with Asia while portraying Western Europe as economically challenged and losing its global standing. His stance is seen as an effort to discredit criticism from the European Union that he is undermining democratic principles."We see the Chinese president's 'One Belt, One Road' initiative as the new form of globalization which does not divide the world into teachers and students but is based on common respect and common advantages," Orban said.He also noted that for the countries in Eastern Europe, economic co-operation with China "is not hindered by any type of political obstacle." In Hungary's case, Orban rarely mentions human rights or minority issues when dealing with countries, often non-democratic regimes, while looking to expand economic ties.Orban also said that the public procurement tenders for the reconstruction of a railway line between Budapest and Belgrade, the capital of Serbia, would be published Monday. The project is being financed mainly by China."This project is the first large investment project realized by co-operation between China, an EU member and a candidate for EU membership," Orban said, adding that the upgraded railroad line could become the fastest transport route to Western Europe of China's new Silk Road.Pablo Gorondi, The Associated Press.

Don't count on Germany's SPD to rescue Macron's euro agenda-[Reuters]-YAHOONEWS-November 27, 2017-By Noah Barkin

BERLIN (Reuters) - During Germany's election campaign, the Social Democrats (SPD) rallied behind French President Emmanuel Macron's ideas for reform of the euro zone, including the creation of a budget, finance minister and separate parliament for the currency bloc. But as momentum builds for another "grand coalition" between the SPD and Chancellor Angela Merkel's conservatives, doubts are rising about whether the center-left party will make European reform a top priority in looming negotiations.Several senior SPD officials, some speaking on condition of anonymity, said that while the party continued to support Macron's ideas, domestic reforms of health insurance, pensions and the labor market were likely to play a more prominent role in eventual talks."Europe is not a theme where we can simply push things through. We need to strive for a consensus," said Johannes Kahrs, a budget expert for the SPD in parliament and leader of the conservative "Seeheimer Kreis" wing of the party."It would be nice if the conservatives went along with the idea of a budget for the euro zone, but they need to want it. It would make no sense to try to bully them into this."The comments may come as a disappointment to Macron, who called SPD leader Martin Schulz after the collapse of three-way talks between Merkel's conservatives, the liberal Free Democrats (FDP) and Greens a week ago, and urged him to do his part to ensure political stability in Germany. The EU faces a narrow window to forge agreement on Macron's European reform proposals because, as 2019 approaches, it is expected to be consumed by the Brexit negotiations, wrangling over a new long-term budget for the bloc and EU elections. For that reason, the French president would prefer to avoid a lengthy period of political uncertainty in Germany, including new elections that could delay the formation of a government in Berlin until mid-2018.REFORM IDEAS-Macron also may be hoping the SPD -- led by former European Parliament president Schulz and Foreign Minister Sigmar Gabriel -- can convince Merkel's conservatives to embrace some of his more controversial ideas for the euro zone.Macron, a centrist, honed many of his European reform ideas with Gabriel when both were economy ministers. On page 98 of their election program, the SPD calls for many of the same measures that Macron supports: a euro zone budget, finance minister and parliament, as well as harmonized corporate tax rates and the transformation of Europe's ESM bailout mechanism into a more robust European Monetary Fund. Two months after the election, senior SPD officials say there is still broad support in the party for these ideas. But none suggest that the party is likely to insist on them in talks with Merkel that could begin next month. Several pointed to the departure of Merkel's hardline finance minister Wolfgang Schaeuble, who has shifted to the role of Bundestag president, as a significant step already."Before the election, a lot of people said we needed to get rid of Schaeuble. Now they've done that for us," said one senior party member. "Will we push for more on Europe? Yes. Will there be other priorities that are perhaps more important? Yes."Another SPD official said achieving a level playing field on corporate tax rates in Europe and introducing a financial transactions tax were just as important as Macron's plans to overhaul euro zone governance. While Merkel has shown a readiness to work with Macron, other members of her conservative bloc are skeptical about his euro zone ideas, fearful Europe could develop into a "transfer union" in which Germany pays for reform-wary southern countries.Over the past four years, the SPD struggled to put its mark on European policy, with Schaeuble, backed by Merkel, setting a strict rules-based course that emphasized structural reforms in euro member states over closer integration.(Reporting by Noah Barkin; Editing by Gareth Jones)

UK wants EU trade deal before resolving Irish border By Nikolaj Nielsen-NOV 27,17-EUOBSERVER

BRUSSELS, Today, 09:28-The UK wants an EU trade agreement before resolving a border issue with Ireland.Liam Fox, the UK's international trade secretary, told Sky News on Sunday (26 November) that the border debate will have to wait "until we get an idea of the end state".The comments follow a 10-day EU deadline for Britain to make "sufficient progress" on Brexit negotiations, including Ireland, before trade talks can begin."We don't want there to be a hard border but the UK is going to be leaving the customs union and the single market," said Fox.He noted that the UK was ready to make exceptions for Ireland to resolve the dilemma.EU leaders and heads of state are to decide at a summit in Brussels on 14 December on whether Brexit talks have progressed enough to move onto the trade phase.Northern Ireland is part of the United Kingdom and shares a 500-km border with the Republic of Ireland. The fear is that passport checks and other border obstacles and controls will reappear once the UK leaves the European Union in 2019 as Ireland remains an EU member state. Such barriers were removed following the 1998 Good Friday peace accord.Ireland is demanding that the border remains open to maintain trade relations and keep the peace amid threats to veto the next phase of Brexit talks at the December summit.Last week, Ireland's foreign minister Simon Coveney said UK "aspirations" against border check fall short of the needed "credible road map" to advance talks onto the next stage."We are not going to allow a border to re-emerge on the island of Ireland," he added.Ireland's European commissioner Phil Hogan also weighed in on the matter. He told the Observer over the weekend that the border issue would be resolved by having the UK or Northern Ireland remain a part of the single market and customs union."If the UK or Northern Ireland remained in the EU customs union, or better still the single market, there would be no border issue," he said.He said London's hope of securing future free-trade agreements (FTA) was based on "blind faith"."The best possible FTA with the EU will fall far short of being in the single market," he said. But the pro-Brexit Democratic Unionist Party (DUP) in Northern Ireland says it will not accept any deal that is different from the rest of the UK. The DUP, which is the key ally to Britain's Conservative minority government, says Northern Ireland and the UK will have to operate under the same rules following Brexit. The stand off has emerged as one of the trickiest issues between the EU and the UK negotiators. It also comes amid a police whistle-blowing scandal in Ireland that risks triggering new general elections.

EU still giving gas projects 'fast-track' status By Peter Teffer-NOV 27,17-EUOBSERVER

Brussels, 24. Nov, 13:53-The European Union will continue to provide fast-track procedures for gas projects, despite that energy source's negative consequences on climate change. The European Commission published on Friday (24 November) an updated list of so-called 'projects of common interest' (PCIs).If a project is listed as PCI, it is stamped as a priority energy project. Once on the list, governments are required to provide permits and environmental impact assessments faster than normal.Presenting the list on Friday, climate action commissioner Miguel Arias Canete said that it contained fewer gas projects than the previous version, published in 2015.He noted that in 2015, 39 percent of projects related to gas, while the new version has only 30.6 percent gas projects.According to environmental lobby group Friends of the Earth, however, that the actual number of gas plans has increased. The decrease is "only the result of the grouping and clustering of multiple projects", the group said in a press release on Friday, adding that the list showed "the extent of Europe's addiction to fossil fuels"."We should not be fooled by some clever numbering and clustering - this selection represents an increase in gas projects and illustrates the immense lobby influence of the gas industry," Friends of the Earth said.Gas is a fossil fuel that contributes to global warming, but it is often framed by industry as a "bridge fuel" that will be needed longer than coal and oil.To a certain extent, that framing argument has also been adopted by the EU."Gas PCIs are still needed to achieve diversification and to complete the integration of the energy markets in the EU and beyond, thus enhancing energy security and competitiveness," the Commission said in a press statement. In the press conference, Canete acknowledged there was a risk of "stranded assets", but did not address the criticism of Friends of the Earth.Since governments are becoming more aware that they need to phase out fossil fuels to prevent climatic disaster, there is a risk that large-scale gas projects could end up being closed before their investments are earned back, a so-called 'stranded asset'.The list also contained projects that aim to set up carbon capture and storage facilities in and around the North Sea."They are especially important for energy-intensive industry as a way to further reduce [their carbon] footprint by enabling carbon capture use and storage," said Canete.

Saudi crown prince leads Islamic military alliance meeting-[The Canadian Press]-YAHOONEWS-November 26, 2017

DUBAI, United Arab Emirates — Saudi Arabia's assertive crown prince on Sunday opened the first high-level meeting of a kingdom-led alliance of Muslim nations against terrorism, vowing that extremists will no longer "tarnish our beautiful religion."Mohammed bin Salman's words come as the Islamic State group, which sparked the creation of the alliance, has been driven out of Iraq and lost its self-described capital in Syria. However, the alliance doesn't include Iran, Iraq or Syria, while member nation Qatar sent no one to attend the one-day Riyadh gathering amid a diplomatic standoff between Doha and four Arab nations led by the kingdom.Saudi Arabia announced the alliance in December 2015, when the crown prince was still only the kingdom's defence minister. Since then, his father King Salman has elevated the 32-year-old prince to be next in line for the throne in the oil-rich kingdom. The crown prince also recently put a number of wealthy princes, businessmen, military leaders and others under arrest over corruption allegations at various luxury hotels in Riyadh. The alliance, initially announced with 34 nations, now includes 41, according the Saudi government. Addressing the defence ministers and other high-ranking officials, Crown Prince Mohammed said Sunday's meeting sends "a strong signal that we are going to work together and co-ordinate together to support each other.""The biggest danger of this terrorism and extremism is the tarnishing of the reputation of our beloved religion. ... We will not allow this to happen," he said. "Today we start the pursuit of terrorism and we see its defeat in many facets around, the world especially in Muslim countries. ... We will continue to fight it until we see its defeat."The crown prince also offered his condolences to Egypt, which suffered an attack Friday by Islamic militants on a mosque in northern Sinai that killed 305 people."This is indeed a painful event and it is a recurrent and strong reminder the dangers of this terrorism," he said. The meeting did not include Iran, which has aided embattled Syrian President Bashar Assad in his country's civil war and backed Shiite militias crucial in pushing the Islamic State group out of Iraq. The Sunni kingdom is the Shiite power's archrival in the Mideast and remains concerned about its influence in the region after Tehran's 2015 nuclear deal with world powers. Saudi Arabia also leads a coalition of nations fighting in Yemen against Shiite rebels there who have Iran's backing.Saudi Arabia also made a point to put Qatar, absent from the gathering, at the end of the list of 41 countries that belong to the anti-terrorism alliance.Saudi Arabia, the United Arab Emirates, Bahrain and Egypt cut ties to Doha in June, partly over allegations that Doha supports extremists and has too-close ties to Iran. Saudi Arabia also closed its land borders, sea ports and airspace to Qatar.___Associated Press writer Fay Abuelgasim in Dubai, United Arab Emirates, contributed to this report.Jon Gambrell, The Associated Press.

Pakistani Islamist group calls off protests in blasphemy row as govt backs down-[Reuters]-YAHOONEWS-November 27, 2017-By Asif Shahzad and Drazen Jorgic

ISLAMABAD (Reuters) - A hardline Pakistani Islamist group called off nationwide protests on Monday after the government agreed to its demands that the law minister resign in a blasphemy row, following weekend clashes with police that paralyzed major cities. The cleric-politician leading the blockade that paralyzed the capital, Islamabad, for nearly three weeks thanked the army chief for helping resolve the stand-off, raising questions about the military's role. The new ultra-religious political party Tehreek-e-Labaik Pakistan was protesting against a small change in wording to an electoral law they said amounted to blasphemy. The government climbdown will be seen as an embarrassment for the ruling Pakistan Muslim League-Nawaz (PML-N) party ahead of elections likely in mid-2018, and underlines the power of religious groups in the nuclear-armed nation of 207 million.Seven people were killed and nearly 200 wounded after a police bid to disperse protesters in Islamabad failed on Saturday, spurring demonstrators wielding sticks and iron rods to block key roads and motorways in other cities."Our main demand has been accepted," Ejaz Ashrafi, spokesman for Tahreek-e-Labaik, told Reuters, adding that part of the agreement was to free dozens of party workers arrested during the weekend crackdown."Our workers' release is in process. Once that is done, we will leave."At nightfall on Monday, the protesters were still in place.Law minister Zahid Hamid handed in his resignation to Prime Minister Shahid Khaqan Abbasi "to take the country out of a crisis-like situation", state-run news channel PTV said on Monday.Government spokesmen did not respond to requests from Reuters for comment. The government called in the military to tackle the protests after a police operation failed, but there was no sign of troops around protest camps on Sunday. The military said the army chief in one telephone call had advised Abbasi to resolve the protests peacefully.Tehreek-e-Labaik leader Khadim Hussain Rizvi on Monday described the army's role in ending the standoff."The honorable chief of army staff, General Qamar Javed Bajwa, sent his special envoys to us. We said we do not want to talk to the government; they are our murderers," Rizvi said."So the general took personal interest and sent his team, saying 'we will become the guarantors, and have your demands fulfilled'. So we said, 'All right. That is what we want.'"For more than two weeks, Tehreek-e-Labaik activists have blocked the main road into the capital, Islamabad, in a protest that blamed law minister Hamid for changing the wording in an electoral oath. The party says the words "I believe", used to replace the clause "I solemnly swear" in a proclamation of Mohammad as the religion's last prophet, amount to blasphemy. The government blamed the change on a clerical error and swiftly restored the original format.Labaik is one of two new ultra-religious political movements to reach prominence in recent months. Labaik, which campaigns to maintain Pakistan's strict blasphemy laws, won a surprisingly strong 6 percent and 7.6 percent share of votes in two recent by-elections.Islamist parties are unlikely to win a majority in the elections expected next August, but could play a major role.Giving in to the group's demands had hit the government's reputation and credibility, said political analyst Hasan Askari."These protests will have emboldened this group, and they are going to assert themselves and put up candidates wherever they can in the next general election, or at least they will oppose the PML-N," he added. The opposition Pakistan Tehreek-e-Insaf (PTI) party accused the government of bungling the efforts to remove the protesters and called for early elections.(Additional reporting by Syed Raza Hassan; Writing by Drazen Jorgic; Editing by Clarence Fernandez and Nick Macfie)

Syrian government team may be late for start of Geneva talks-[The Canadian Press]-YAHOONEWS-November 27, 2017

GENEVA — Syria's peace talks in Geneva will begin as scheduled even though the government delegation might not arrive on time, a diplomat said Monday as violence claimed more lives near the capital, Damascus, and in the east of the country. The United Nations is to resume the peace talks in Geneva between the government and the Syrian opposition on Tuesday. The opposition had announced last week it was prepared to enter into direct talks with the government without preconditions, although some opposition figures have demanded President Bashar Assad relinquish power once the country enters a transitional period. The government has not yet named its delegation to the talks and a the pro-government Al-Watan daily said the state's team is not expected to head to Geneva on Monday as scheduled, claiming the opposition demands for Assad to leave are "hidden conditions."In Geneva, a diplomatic official close to the negotiations said that despite indications the government delegation had delayed its arrival, there was nothing to suggest the talks would not start Tuesday as scheduled. The diplomat spoke on condition of anonymity because he was not authorized to speak publicly about the matter. The U.N.'s deputy envoy to Syria, Ramzy Ramzy, said after meeting Syrian Deputy Foreign Minister Faisal Mekdad on Saturday in Damascus that the talks would cover four main topics, a new constitution, governance, elections and combating terrorism.Syria's Foreign Ministry announced on Sunday that the government would attend Russian-sponsored talks in Sochi, slated for next month. Russia is a key ally of Damascus and intervened military to shore up Assad when it appeared that rebels would threaten the capital in 2015. Its intervention, along with redoubled Iranian support, turned the war in Assad's favour .On the ground meanwhile, opposition activists blamed Russia for an airstrike on a village in eastern Syria held by the Islamic State that killed at least 25 people, all of them civilians. The Deir Ezzor 24 activist group said Sunday's strike on the village of Shaafa in the Deir el-Zour hit a residential compound where scores of internally displaced people were staying. The village is near the town of Boukamal, which Syrian troops and their allies captured this month. The Britain-based Syrian Observatory for Human Rights gave a higher death toll, saying 53 people were killed, including 21 children. The Russian Defence Ministry said six Tu-22M3 long-range bombers scrambled from Russia and carried out a massed airstrike on "terrorists' objects" in Deir el-Zour.Near Damascus, government airstrike on Monday on several areas, including the suburbs of Arbeen, killed at least six people.___Associated Press writer Bassem Mroue in Beirut contributed to this report.Jamey Keaten, The Associated Press.

Australian police cut chains from immigration protesters at PM's residence-[Reuters]-YAHOONEWS-November 27, 2017

SYDNEY (Reuters) - Australian police on Monday used metal cutters to remove five protesters who had chained themselves to the gate of the prime minister's official residence over the treatment of asylum seekers detained in Papua New Guinea.Papua New Guinea police last week expelled about 400 protesting asylum-seekers from a shuttered Australian-run detention camp on Manus Island. The United Nations decried the crackdown as "shocking".The Manus Island detention camp, and another in the South Pacific island nation of Nauru, have been cornerstones of Australia's policy under which it refuses to allow asylum seekers arriving by boat to reach its shores. The policy, aimed at deterring people from making a perilous sea voyage to Australia, has been heavily criticized by the United Nations and human rights groups but has bipartisan political support in Australia. But some people, including some Christian groups, object to it."It's our hope that as church leaders we can actually respond ... in non-violent ways, in peaceful ways that actually highlight the issue and do justice to the beauty and the courage of the men on Manus Island," said one of the protesters, Jarod Mckenna, who said he was a Christian pastor.Prime Minister Malcolm Turnbull does not live in the official residence and he was not there during the three-hour protest which ended when police ordered the five to keep still while the chains were cut from around their necks. They were then taken away in a police vehicle. There were no reports of injuries, police said.Australia says allowing asylum seekers arriving by boat to reach its shores would only encourage people smugglers in Asia and see more people risk their lives trying to reach Australia.Australia closed the Manus Island detention center on Oct. 31, after it was declared illegal by a Papua New Guinea court. The asylum-seekers, who have said they fear for their safety as well as being resettled in Papua New Guinea or another developing country, were taken to transit centers.Australia has rejected an offer from New Zealand to resettle 150 of the men, and is instead aiming to sending up to 1,250 of them to the United States under a swap deal."So many people feel hopeless," Kurdish journalist and Manus Island detainee Behrouz Boochani told Reuters by text message from one of the transit centers.Papua New Guinea immigration and police officials did not return Reuters' telephone calls or emails.(Reporting by Tom Westbrook and James Redmayne; Additional reporting by James Regan; Editing by Robert Birsel)

Planes that would have flown other routes Monday are now stuck on the tarmac in Bali.Human Rights Watch Indonesia researcher Andreas Harsono said he was waiting two hours at Jakarta's terminal 3 for his delayed flight to a domestic destination. He said other flight delays have been announced at the terminal, which serves national carrier Garuda, and the departure area is filling up with many waiting passengers.___1:10 p.m.Spokesman for Indonesia's Disaster Mitigation Agency says lava is welling up in the crater of the Mount Agung volcano on Bali "which will certainly spill over to the slopes."Volcanologists say the lava's presence is sometimes reflected in the ash plume which takes on a reddish-orange glow even in daytime.Agency spokesman Sutopo Purwo Nugroho said bigger eruptions than those currently happening are possible based on the information the disaster agency is receiving from the volcano monitoring centre .He said that "since yesterday there were explosive eruptions whose sound was heard up to 12 kilometres (7.5 miles) away."Nugroho said officials are responding based on a worst-case scenario occurring because Agung has a history of violent eruptions. Its last major eruption in 1963 killed about 1,100 people. He said "We cannot be sure whether this time eruptions will be the same with 1963."___11:50 a.m.Indonesia's Disaster Mitigation Agency says as many as 100,000 villagers need to leave the expanded danger zone around the Mount Agung volcano on Bali, but that less than half that number have left.Spokesman Sutopo Purwo Nugroho told a news conference in Jakarta that the extension of the danger zone to 10 kilometres (6 miles) from the crater in places affects 22 villages and about 90,000 to 100,000 people. The volcano's alert was raised to the highest level earlier Monday and ash clouds have forced the closure of Bali's international airport.Nugroho said about 40,000 people have evacuated but others have not left because they feel safe or don't want to abandon their livestock. He said that "authorities will comb the area to persuade them. If needed, we will forcibly evacuate them."___10:50 a.m.Indonesia's Directorate General of Land Transportation says 100 buses are being deployed to Bali's international airport and to ferry terminals to help travellers stranded by the eruption of Mount Agung.Bali's international airport was closed early Monday after ash from the volcano reached its airspace. Hundreds of flights were cancelled and tens of thousands of travellers affected. The agency's chief, Budi, said major ferry crossing points have been advised to prepare for a surge in passengers and vehicles. Stranded tourists could leave Bali by taking a ferry to neighbouring Java and then travel by land to the nearest airports.Authorities say the airport closure is in effect until Tuesday morning and is being reviewed every six hours.___9:50 a.m.Video released by Indonesia's disaster mitigation agency shows water and volcanic debris flowing down the slopes of the ash-spewing Mount Agung on Bali as rain falls on the island.Spokesman Sutopo Purwo Nugroho said people should stay away from rivers and not enter the 10 kilometre (6 mile) exclusion zone around the volcano. He says lahars could increase as it's rainy season in Bali. The mudflows can move rapidly and are a frequent killer during volcanic eruptions.Mount Agung has been hurling ash thousands of meters into the atmosphere since the weekend, forcing the closure of Bali's airport and stranding tens of thousands of travellers .___8:30 a.m.Tens of thousands of travellers are stranded in Bali after ash from the Mount Agung volcano on the tourist island forced the international airport to close early Monday.Flight information boards showed rows of cancellations as tourists arrived at the busy Bali airport expecting to catch flights home.Airport spokesman Air Ahsanurrohim said 445 flights were cancelled , stranding about 59,000 travellers .Authorities say seven flights were diverted to airports in Jakarta, Surabaya and Singapore when the closure was announced early Monday.Mount Agung has been hurling ash thousands of meters into the atmosphere, which forced the small international airport on the neighbouring island of Lombok to close Sunday as the plumes drifted east. It has since reopened.Airport authorities say the decision to close Bali's I Gusti Ngurah Rai airport was made after tests showed ash had reached its airspace.___6 a.m.Indonesian authorities raised the alert for a menacing volcano on the tourist island of Bali to the highest level Monday and ordered people within 10 kilometres (6 miles) to evacuate. The National Disaster Mitigation Agency said Bali's international airport had closed for 24 hours and authorities would consider reopening it Tuesday after evaluating the situation.Mount Agung has been hurling ash thousands of meters into the atmosphere, which forced the small international airport on the neighbouring island of Lombok to close Sunday as the plumes drifted east.Geological agency head, Kasbani, who goes by one name, said the alert level was raised at 6 a.m. on Monday because the volcano has shifted from steam-based eruptions to magmatic eruptions. However he says he's still not expecting a major eruption."We don't expect a big eruption but we have to stay alert and anticipate," he says.Previously the exclusion zone around the volcano ranged between 6 and 7.5 kilometres .The volcano's last major eruption in 1963 killed about 1,100 people. The Associated Press.

Indonesia orders immediate evacuation as highest alert issued for Bali volcano-[Reuters]-November 27, 2017-By Nyimas Laula

DENPASAR, Indonesia (Reuters) - Indonesia closed the airport on the tourist island of Bali on Monday and ordered 100,000 residents living near a glowing volcano spewing columns of ash to evacuate immediately, warning that the first major eruption in 54 years could be "imminent".The airport was closed for 24 hours from Monday morning, disrupting 445 flights and some 59,000 passengers, after Mount Agung, which killed hundreds of people in 1963, sent volcanic ash high into the sky, and officials said cancellations could be extended."Plumes of smoke are occasionally accompanied by explosive eruptions and the sound of weak blasts that can be heard up to 12 km (7 miles) from the peak," the Disaster Mitigation Agency (BNPB) said in a statement after raising the alert from three to its highest level of four."The potential for a larger eruption is imminent," it said, referring to a visible glow of magma at Mount Agung's peak overnight, and warning residents to evacuate a danger zone at a radius of 8-10 km (5-6 miles).Sutopo, a BNPB spokesman, said there had been no casualties so far and 40,000 people had left the area, but tens of thousands still needed to move.Video footage shared by the agency showed volcanic mud flows (lahar) on the mountainside. Lahar carrying mud and large boulders can destroy houses, bridges and roads in its path.Bali, famous for its surf, beaches and temples, attracted nearly 5 million visitors last year, and its airport serves as a transport hub for the chain of islands in Indonesia's eastern archipelago. But tourism has slumped in parts of Bali since September when Agung's volcanic tremors began to increase and the alert level was raised to maximum before being lowered in October when seismic activity calmed."I'm not worried (but) my friends in Russia are a little bit," said a Russian tourist, who only wanted to be identified as Dmitry, at an observation post in Rendang in Bali's east.Agung rises majestically over eastern Bali to a height of just over 3,000 meters (9,800 feet). Northeastern Bali is relatively undeveloped compared to the more heavily populated southern tourist hub of Kuta-Seminyak-Nusa Dua.EXPLOSIVE ERUPTION-Indonesia's Vulcanology and Geological Disaster Mitigation Centre (PVMBG), which is using drones, satellite imagery and other equipment, said predictions were difficult in the absence of instrumental recordings from the last eruption 54 years ago.In 1963, an eruption of Agung killed more than 1,000 people and razed several villages by hurling out pyroclastic material, hot ash, lava and lahar.Recordings now show the northeast area of Agung's peak has swollen in recent weeks "indicating there is fairly strong pressure toward the surface", PVMBG said.It warned that if a similar eruption occurred, it could send rocks bigger than fist-size up to 8 km (5 miles) from the summit and volcanic gas to a distance of 10 km (6 miles) within three minutes. Some analysis, however, suggests the threat should not be as great this time because "energy at Mount Agung's magma chamber is not as big" and the ash column only around a quarter as high so far as the 20 km (12 miles) reached in 1963, Sutopo said."CHECK-INS CLOSED"-Bali airport, about 60 km (37 miles) from the volcano, will be closed for 24 hours, its operator said. The Volcanic Ash Advisory Centre (VAAC) in Darwin, Australia, said ash was "confirmed on the ground" at the airport as well as ash at FL300 (which refers to flight level at 30,000 feet) in the vicinity of the volcano.Ash is expected to cover much of Bali, parts of the neighboring islands of Lombok and Java as winds blow to the southwest, VACC maps indicated.Ten alternative airports have been prepared for airlines to divert inbound flights, including in neighboring provinces. The airport operator said it was providing buses to take travelers to ferry ports for alternative travel arrangements. The island is served by many neighboring airlines. Virgin Australia Holdings Ltd said it was cancelling flights on Tuesday, while Jetstar was offering to exchange Bali bound tickets for other destinations.Television footage showed hundreds of holidaymakers camped inside the airport terminal, some sleeping on their bags, others using mobile telephones."We have been here (in Bali) for three days we are about to leave today, but just found out our flights have been canceled. We have got no information because the gates, the check-ins, have been closed indefinitely," said Carlo Oben from Los Angeles.TRAVEL INSURANCE-Cover-More, Australia's biggest travel insurer, said on its website customers would only be covered if they had bought policies before the volcano alert was first issued on Sept. 18.Indonesia's hotel and restaurant association said stranded tourists at member hotels would get one night's free stay. The main airport on Lombok had reopened after the transport ministry said "no volcanic ash was detected".Airlines avoid flying when volcanic ash is present because it can cause significant damage to engines and can clog fuel and cooling systems and hamper visibility. In June 1982, a British Airways 747 suffered severe damage and had all four engines flame out after encountering ash from Mount Galunggung in Indonesia. It descended to 12,000 feet before being able to restart some engines and make an emergency landing in Jakarta.(Additonal reporting by Reuters Bali stringer in DENPASAR, Angie Teo, Fransiska Nangoy and Bernadette Christina Munthe in JAKARTA and Jamie Freed in SINGAPORE; Writing by Ed Davies and Fergus Jensen; Editing by Michael Perry and Nick Macfie)
