But Israel’s envoy to the organization vowed to overcome these problems and to ensure that Israel will give up its membership.Prime Minister Benjamin Netanyahu on Friday instructed Israel’s envoy to the UNESCO, Carmel Shama-Hacohen, to submit a formal letter announcing Israel’s intent to leave the organization, two months after the US formally announced its own withdrawal — partly due to UNESCO’s anti-Israel bias.In order to leave the organization at the same time as the US — at the end of 2018 — Israel would have to formally hand a letter of intent to its director-general, Audrey Azoulay at least one year ahead of time.According to article 2(6) of the UNESCO Constitution, a member state “may withdraw from the Organization by notice addressed to the Director-General. Tens of thousands of Nova Scotians are back on the electrical grid as crews worked Tuesday to repair power lines damaged by a major Christmas Day storm in Atlantic Canada.About 13,000 homes and businesses in Nova Scotia remained without electricity as of about 8 p.m. local time, the province's power utility said.Nova Scotia Power spokeswoman Tiffany Chase said about 139,000 affected customers had their power restored by late Tuesday afternoon.She said more than 700 personnel are working "around the clock" to get the rest of the province back on the grid, including contract crews from Nova Scotia and New Brunswick.The utility estimated that 90 per cent of affected customers will see their power come back on by late Tuesday evening, Chase said, and the remaining isolated outages should be resolved by Wednesday afternoon."We know it is the holidays and many people have plans for things like turkey dinners," Chase said."We do appreciate their patience as our crews continue to safely work to restore power to customers as quickly as possible."In total, approximately 158,000 Nova Scotians have been affected by the outages, Chase said, amounting to nearly one-third of the utility's 507,000 customers throughout the province. Like Guatemala, it also voted last week against the United Nations General Assembly resolution condemning the US’s December 6 decision to recognize Jerusalem as Israel’s capital and move its embassy there.Other countries — Togo, Paraguay, Romania, Slovakia — are also said to be considering following in Guatemala’s footsteps in bucking decades-old diplomatic dogma to recognize Jerusalem as Israel’s capital.But what prompted a relatively small nation far removed from the Middle East and its problems to be the first to take the plunge? There are several reasons for Guatemala’s dramatic step. The country’s well-established historic friendship with Israel and ongoing deep security and trade ties are one key part of the story. Guatemala’s Foreign Ministry said Monday it had begun working on moving the country’s embassy in Israel to Jerusalem, a day after President Jimmy Morales announced he would follow US President Donald Trump’s controversial lead on the holy city.“The Ministry of Foreign Affairs received the presidential order and is starting the process of implementing this foreign policy decision,” it said in a statement.It was not immediately clear how long the move would take. On December 6, Trump announced he would move the US embassy to the city after recognizing it as Israel’s capital, but the actual process is expected to take six years, according to US officials.Guatemala currently has an embassy in Tel Aviv suburb Herzliya, as well as consulates in Jerusalem and Haifa.The Jerusalem consulate is in an apartment building on a small residential street near the city’s Mamilla neighborhood and would likely be unsuitable to be transformed into a full-fledged embassy.Werner W. UNITED NATIONS — The US government says it has negotiated a significant cut in the United Nations budget.The US Mission to the United Nations said on Sunday that the UN’s 2018-2019 budget would be slashed by over $285 million. The mission said reductions would also be made to the UN’s management and support functions.The announcement did not make clear the entire amount of the budget or specify what effect the cut would have on the US contribution.US ambassador to the UN Nikki Haley said that the “inefficiency and overspending” of the organization is well-known, and she would not let “the generosity of the American people be taken advantage of.”She also said that while the mission was pleased with the results of budget negotiations, it would continue to “look at ways to increase the UN’s efficiency, while protecting our interests.”Last week, as the UN General Assembly voted 128-9 to reject President Donald Trump’s recognition of Jerusalem as Israel’s capital, Haley warned there could be consequences for the UN. “When we make generous contributions to the UN, we also have a legitimate expectation that our good will is recognized and respected. When a nation is singled out for attack in this organization, that nation is disrespected. What’s more, that nation is asked to pay for the “privilege’ of being disrespected,” Haley said in a speech before the vote.“In the case of the United States, we are asked to pay more than anyone else for that dubious privilege. CAIRO, Egypt — Egyptian authorities on Tuesday executed 15 prisoners convicted of attacks on security forces in the restive Sinai Peninsula, police officials said.The men were hanged in two jails where they had been held since military courts sentenced them for the attacks in the Sinai, where jihadists are waging an insurgency, the officials said.It was the largest mass execution carried out in the North African country since six convicted jihadists were hanged in 2015.The hangings come a week after the Islamic State group attacked a helicopter with an anti-tank missile at a North Sinai airport as the country’s defense and interior ministers were visiting.The ministers were unhurt in the attack but an aide to the defense minister was killed along with a pilot.IS’s Egypt affiliate has killed hundreds of policemen and soldiers in attacks in the Sinai and also targeted civilians on the mainland.Egyptian courts have sentenced hundreds to death over unrest since the military ousted divisive Islamist president Mohamed Morsi in 2013.But most defendants have appealed and won retrials.

A Palestinian group launched a project on Sunday to plant thousands of trees in strategic locations in East Jerusalem as well as Israeli-controlled areas of the West Bank in an effort to prevent the seizure of their lands for settlement expansion.In a press release announcing the project, the Union of Agricultural Work Committees (UAWC), said the program is a response to US President Donald Trump’s recognition of Jerusalem as Israel’s capital, and Israeli building plans announced for the city in the wake of the decision.The effort will “strengthen Palestinian steadfastness on the ground and preserve the lands in danger of seizure and confiscation,” the group said.The Ramallah-based NGO, which is roughly equivalent to the Jewish National Fund, works with Palestinian farmers and agricultural professionals on a host of programs and activities in the West Bank.The UAWC said the project would target East Jerusalem, where the Israeli government is planning on building 6,000 new units as part of a broader project to build 14,000 homes around the city that was launched by the Housing Ministry following Trump’s December 6 decision to recognize Jerusalem.The UAWC also said it would plant trees in a number of places in Area C of the West Bank, which is under full Israeli control under the Oslo Accords and require special Defense Ministry permission for any Palestinian agricultural activity.These include the E-1 area between Jerusalem and the Ma’ale Adumim settlement, the Jordan Valley and outside the West Bank village of Qusra, where Palestinian man Mahmoud Za’al Odeh was shot last month by an Israeli settler chaperoning a bar mitzvah hike that came under attack by Palestinian rock-throwers.Israeli officials have looked in the past to build in the E-1 corridor in order to link up the large settlement of Ma’ale Adumim to Jerusalem, but Palestinians and others have vociferously opposed building there, saying it would make a contiguous Palestinian state in the West Bank impossible.The group also announced plans to plant trees in lands surrounding the settlements of Tekoa and Beitar Illit in the Gush Etzion bloc south of Jerusalem due to what they alleged as settler attempts to prevent Palestinian farmers from reaching their fields there.The Civil Administration, the Defense Ministry body that authorizes construction and planting in the West Bank said it is aware of the program and “will act against every invasion of state land quickly and decisively.”Responding to the report, Regavim, a right-wing NGO that monitors Palestinian construction, lamented what it viewed as the failure of the Israeli government to enforce the rule of law against illegal Palestinian building.“While the Palestinian Authority is rushing forward with the help of European funding, the Israeli government and the civil administration, which is in charge of enforcement, are standing up and abandoning the land,” Regavim said in a statement.

CARACAS/CIUDAD GUAYANA, Venezuela (Reuters) - There was no way Jose Ramon Garcia, a food transporter in Venezuela, could afford new tires for his van at $350 each.Whether he opted to pay in U.S. currency or in the devalued local bolivar currency at the equivalent black market price, Garcia would have had to save up for years.Though used to expensive repairs, this one was too much and put him out of business. "Repairs cost an arm and a leg in Venezuela," said the now-unemployed 42-year-old Garcia, who has a wife and two children to support in the southern city of Guayana."There's no point keeping bolivars."For a decade and a half, strict exchange controls have severely limited access to dollars. A black market in hard currency has spread in response, and as once-sky-high oil revenue runs dry, Venezuela's economy is in free-fall.The practice adopted by gourmet and design stores in Caracas over the last couple of years to charge in dollars to a select group of expatriates or Venezuelans with access to greenbacks is fast spreading.Food sellers, dental and medical clinics, and others are starting to charge in dollars or their black market equivalent - putting many basic goods and services out of reach for a large number of Venezuelans.According to the opposition-led National Assembly, November's rise in prices topped academics' traditional benchmark for hyperinflation of more than 50 percent a month - and could end the year at 2,000 percent. The talks also involve Sudan."Egypt has recognized the importance of economic development to Ethiopia . but science should be the determining factor on how we manage this important issue," Shoukry said.He called the World Bank "neutral and decisive" and said it could facilitate negotiations "devoid of political interpretation and manipulation."Ethiopia maintains that the Grand Renaissance Dam's construction will not reduce Egypt's share of the river. It insists the dam is needed for development, pointing out that 60 million citizens don't have access to electricity.Foreign Minister Workneh Gebeyehu said Ethiopia will consider Egypt's new proposal and that "this dam is not going to cause any significant harm." ISTANBUL/KHARTOUM (Reuters) - Turkey will rebuild a ruined Ottoman port city on Sudan's Red Sea coast and construct a naval dock to maintain civilian and military vessels, Sudan's foreign minister said on Tuesday, as Ankara expands military and economic ties in Africa.The restoration at Suakin was agreed during a visit to the ancient port by Turkish President Tayyip Erdogan, Foreign Minister Ibrahim Ghandour said.Making the first trip by a Turkish president to Sudan, Erdogan said Turkey had been temporarily granted part of Suakin so it could rebuild the area as a tourist site and a transit point for pilgrims crossing the Red Sea to Mecca.He said the Suakin deal was one of several, worth $650 million in total, agreed with Sudan, which emerged from two decades of U.S. sanctions in October and is seeking to attract international investment.The countries also agreed "to build a dock to maintain civilian and military vessels," Ghandour told reporters, adding that they had signed an agreement "that could result in any kind of military cooperation".The agreements come three months after Turkey formally opened a $50 million military training base in Somalia as it exerts increasing influence in the region.Suakin was Sudan's major port when it was ruled by the Ottoman Empire, but fell into disuse over the last century after the construction of Port Sudan, 35 miles (60 km) to the north.Speaking on Monday in Khartoum, Erdogan said the refurbished port city would attract Mecca-bound pilgrims who would want to see the island's history, helping Sudan's tourism sector."Imagine, people from Turkey wishing to go on pilgrimage will come and visit the historical areas on Suakin Island," Erdogan said. MOSCOW (Reuters) - Russia has started establishing a permanent military presence at naval and air bases in Syria, the defense minister said on Tuesday as parliament ratified a deal with Damascus to cement Russian presence in the country, the RIA news agency reported.The deal, signed on Jan. 18 will expand the Tartus naval facility, Russia's only naval foothold in the Mediterranean, and grant Russian warships access to Syrian waters and ports, Viktor Bondarev, head of the upper house security and defense committee, told RIA.RIA news agency separately quoted Sergei Shoigu as saying: "Last week the Commander-in-Chief (President Vladimir Putin) approved the structure and the bases in Tartus and in Hmeimim (air base). We have begun forming a permanent presence there."The Tartus naval facility, in use since the says of the Soviet Union, is too small to play host to larger warships.According to the RIA report, the agreement will allow Russia to keep 11 warships at Tartus, including nuclear vessels.
