Prime Minister Benjamin Netanyahu is to attend a summit of European Union leaders for the first time in December, marking renewed efforts to reset frayed relations between Jerusalem and the bloc.Netanyahu, who also serves as foreign minister, will travel to Brussels on December 11 to take part in a summit of the foreign ministers of all 28 member countries of the EU, after receiving an invitation from the Lithuanian foreign minister.This will be the first time in 22 years that an Israeli leader has attended any European Union meeting.Netanyahu announced he would visit Brussels during a faction meeting Monday. Several hundred ultra-Orthodox demonstrators blocked main roads Monday in the city of Bnei Brak in the continuation of protests against the jailing of military draft dodgers.Large numbers of police, including mounted officers and water cannon vehicles, clashed with demonstrators who repeatedly regrouped and blocked Hahalutzim and Jabotinsky street in the city, which is known for its large ultra-Orthodox community.Twenty-eight people were arrested for disorderly behavior, including blocking roads to stop traffic and launching firecrackers at police, authorities said. Two police officers and 12 protesters were injured.“Israel police stress again that it will not allow violations of the law and shows of violence of any kind and will bring lawbreakers to justice,” police said in a statement. “Police allow the freedom to protest, but not to disrupt public order.”In Jerusalem, demonstrators gathered outside the capital’s army draft office near an ultra-Orthodox neighborhood and prevented entry or exit from the building, police said.The protests came the day after 32 ultra-Orthodox demonstrators were arrested during a salvo of demonstrations held in Jerusalem, Bnei Brak, Beit Shemesh, and Modiin Illit. BRUSSELS, Today, 13:14-EU Brexit chief negotiator Michel Barnier warned the UK on Monday (20 November) that it needs to come up with solutions on how to avoid a hard border between Northern Ireland and the Republic of Ireland."Those who wanted Brexit, need to come up with solutions," Barnier said at a conference at the Centre for European Reform think tank in Brussels, arguing that the UK is a co-guarantor of the Good Friday peace agreement.The Irish border is one of the key issues that needs to be unblocked for the UK to be able to get a green light from EU leaders at their summit in December to move Brexit talks onto their next phase, which focus on trade and future relations.As the UK leaves the customs union, border checks look almost unavoidable, which could have detrimental effect on communities on both sides of the border.The Republic of Ireland has recently suggested that Northern Ireland should remain in the EU customs union, or that its regulations should stay in line with the bloc's rules, something London has so far rejected, saying it would lead to double rules inside the UK.Barnier said that Northern Ireland already has specific rules that are different to the UK in over 100 areas, including preventing animal diseases and all-island energy markets.Barnier's comments mean the EU is fully backing Dublin's position, which wants written guarantees that the UK would take the necessary steps to avoid a hard border.Level playing field-The French politician also warned the EU and the UK need to establish a level playing field in the future trade deal, saying it will be a precondition for a smooth ratification process by national parliaments in the remaining EU-27.Barnier said the idea of a 'level playing field' should include state aid, tax dumping, food safety, social and environmental standards.EU countries are concerned that the UK would want to reach a free trade agreement with the US which might undermine EU rules and regulations.Barnier also warned the UK that the single market's integrity is not negotiable, and that London cannot pick parts of the single market it would like to retain.He also pointed out that one of the legal consequences of Brexit will be that the UK financial service providers lose their 'financial passporting rights' on the continent.The EU negotiator added the bloc will be ready to offer the "most ambitious" free trade agreement.The UK has a few weeks to come up with a detailed proposal what it is willing to pay as part of the divorce agreement, and on Ireland to unlock negotiations in December."The future of Europe is more important than Brexit," Barnier summed up the sentiment on the EU-27 side.

BRUSSELS, Today, 14:55-The European Asylum Support Office (Easo) in Malta is seeking to expand operations and staff as it gears up for the launch of its new mandate.Jose Carreira, the agency's executive director, told EUobserver in an interview on Friday (17 November) that he hopes to have some 500 staff on pay roll and another 500 in a pool of experts by 2020."So we are talking about a total deployment of at least 1,000 people, so that is quite new that will come with the new mandate," he said.Along with new staffing arrangements comes a budget to match. In 2015, its combined revenues and expenditures was under €16 million, which has increased to €69 million this year.Carreira, a Portuguese national who took the top Easo post in 2016, has a decentralised approach to management with a focus on delegation. It means the 500-strong workforce will not all be sent to Malta.Many will join Easo offices in Athens or in Rome where they will be in charge of regional activities. The Athens office, for instance, supervises Turkey issues.To reach the staff numbers, Easo is recruiting people from member state services, United Nations, and even other EU agencies."So it is quite amazing the success in our recruitment," he said.-Telling EU states what to do-The money and the staffing is part of a larger plan to get the agency much more involved in how EU states handle asylum claims.Easo was upgraded earlier this year following an inter-institutional agreement between the European Parliament and the Council, representing members.Although the fine print is still being sorted out, Easo was the only asylum file the EU managed to finalise so far this year.The agreement allows it to provide guidance to member states on how they should interpret asylum law.While not binding on national authorities, the guidance appears to be a step towards having the agency play an increasingly important role on the actual outcome of asylum applications.The agreement also allows Easo to monitor how EU states implement asylum standards, their capacities to handle claims, and identify areas where they might need help.Asked about his vision for the agency, Carreira said "the future had already arrived two years ago" in terms of updating its programmes like training and promotion of asylum services all over Europe."All the products that we have been developing now need to be updated with the new regulation and new decisions," he said.The training will become mandatory for national asylum services as well as for deployed experts.-Mandatory relocation-With offices in Cyprus, Greece and Italy, the agency seeks "to bring convergence" on application decisions.It will also operate the future mandatory relocation of asylum seekers. "We will be operating a key distribution mechanism in terms of solidarity in Europe," he said.Carreira described the key distribution mechanism as the evolution of the current relocation programme "with a mandatory aspect".The two-year relocation scheme broadly ended in September and was designed to move on asylum seekers from Greece and Italy to other EU states.The initial plan had called for some 160,000 to be relocated but was lowered amid political infighting among member states. The Czech Republic, Hungary and Poland flat out refused to participate. In the end, only 31,500 were relocated.The idea is to create a more permanent relocation plan within EU asylum reforms under a system known as the 'Dublin' regulation.The European Parliament is ready to negotiate but member states are far from ready given the political sensitivities over the issue. Donald Tusk, the EU's Council head, announced in October that obligatory migrant quotas had no future.-New Italy deal-Meanwhile, Carreira says Easo's impact on member states will continue to mount.He said a deal would be announced sometime this month with Italy that would "substantially increase" its operational role.While Easo will maintain its focus in Europe, it is also looking elsewhere.It recently signed an agreement with Turkey's director general for migration management.An initial phase of the agreement will run until next March in an effort to bring "the Turkish system in line with the European system as much as possible".It has also worked on asylum systems in Egypt, Jordan, Morocco and Tunisia and remains active in the Western Balkans, notably Serbia and Montenegro.An initial version of this story incorrectly stated Easo had an office in Bulgaria - it has operations there, but no offices.

BAGHDAD/ERBIL, Iraq (Reuters) - Iraq's Supreme Federal Court ruled on Monday a Sept. 25 Kurdish independence referendum was unconstitutional and the results void, strengthening Baghdad's hand in a stand-off with the Kurdish region watched closely by neighboring Turkey and Iran.The Kurdistan Regional Government did not directly say whether it accepted the effective cancellation of the vote, but its new prime minister called for a third party to oversee talks between Iraq's central government and the Kurds.The KRG also called on the international community -- including the United Nations, European Union and non-governmental organizations -- to intervene and help lift what it called "restrictive" sanctions imposed by Baghdad in retaliation for the referendum.Kurds voted overwhelmingly to break away from Iraq in the referendum, defying the central government in Baghdad and alarming neighboring Turkey and Iran who have their own Kurdish minorities."The Federal Court issued the decision to consider the Kurdish region's referendum unconstitutional and this ruling is final," a court spokesman said. "Even though if you fight all your life for that it's always hard to believe it will happen."Trudeau confirmed on Twitter he will offer the apology to lesbian, gay, bisexual, transgender, queer and two-spirited people who were forced out of the military or public service and some who were even prosecuted criminally for "gross indecency.""On November 28, the Government will offer a formal apology to LGBTQ2 Canadians in the House - for the persecution & injustices they have suffered, and to advance together on the path to equality & inclusion," Trudeau wrote on Twitter.Starting in the 1950s and lasting until 1992, thousands of Canadians in the military, RCMP, and across the civil service were fired. MAR DEL PLATA, Argentina/BUENOS AIRES (Reuters) - An Argentine military submarine reported an electrical problem and was headed back to base when it went missing last week in the South Atlantic, the navy said on Monday, while storms complicated efforts to find the vessel and its 44 crew members.Hopes for a successful search for the ARA San Juan submarine, which went missing last Wednesday off the Argentine coast, waned when the navy said satellite calls detected over the weekend did not in fact come from the vessel.More than a dozen boats and aircraft from Argentina, the United States, Britain, Chile and Brazil joined the search effort. Authorities have mainly been scanning the sea from the sky, as storms have made it difficult for boats.Gabriel Galeazzi, a naval commander, told reporters that the submarine had come up from the depths and reported an electrical malfunction before it disappeared 268 miles (432 km) off the coast."The submarine surfaced and reported a malfunction, which is why its ground command ordered it to return to its naval base at Mar del Plata," he said.The malfunction did not necessarily cause an emergency, Galeazzi added. The craft was navigating normally, underwater, at a speed of five knots toward Mar del Plata when it was last heard from, he said."A warship has a lot of backup systems, to allow it to move from one to another when there is a breakdown," Galeazzi said.One of the crew is Argentina's first female submarine officer, Eliana Maria Krawczyk, 35, who joined the navy in 2004 and rose to become the master-at-arms aboard the ARA San Juan.Crew members' relatives gathered at the Mar del Plata naval base, waiting for news. They were joined by President Mauricio Macri.The government also sent five psychologists and a psychiatrist to the base in support of the relatives. "The families are holding up well. The word 'hope' is still being used," the psychiatrist Enrique Stein told reporters.Intermittent satellite communications had been detected on Saturday and the navy had said they were likely to have come from the submarine. But the ARA San Juan in fact sent its last signal on Wednesday, navy spokesman Enrique Balbi said.The calls that were detected "did not correspond to the satellite phone of the submarine San Juan," he said on Monday, adding that the craft had oxygen for seven days. After that, he said, it would have to surface or get near the surface to replenish air supply."There is no good news," Juan Carlos Mendoza, father of crew member Fernando Mendoza, told reporters. "Hopefully they have oxygen."The ARA San Juan was inaugurated in 1983, making it the newest of the three submarines in the navy's fleet. White House: True cost of opioid epidemic tops $500 billion-[The Canadian Press]-YAHOONEWS-November 21, 2017

WASHINGTON — The White House says the true cost of the opioid drug epidemic in 2015 was $504 billion, or roughly half a trillion dollars.In an analysis released Monday, the Council of Economic Advisers says the figure is more than six times larger than the most recent estimate. The council said a 2016 private study estimated that prescription opioid overdose, abuse and dependence in the U.S. in 2013 cost $78.5 billion. Most of that was attributed to health care and criminal justice spending, along with lost productivity.The council said its estimate is significantly larger because the epidemic has worsened, with overdose deaths doubling in the past decade, and that some previous studies didn't reflect the number of fatalities blamed on opioids, a powerful but addictive category of painkillers.The council also noted that previous studies had focused exclusively on prescription opioids, while its study also factors in illicit opioids, including heroin."Previous estimates of the economic cost of the opioid crisis greatly underestimate it by undervaluing the most important component of the loss — fatalities resulting from overdoses," said the report, which the White House released Sunday night.Last month at the White House, President Donald Trump declared opioid abuse a national public health emergency. NASHVILLE — Businessman Kyle Graves shot himself in the ankle so emergency room doctors would feed his opioid habit.Ex-trucker Jeff McCoy threatened to blow his brains out if his mother didn't hand over his fentanyl patches.Bianca Knight resorted to street pills when her opioids ran out, envisioning her law career dreams crumble.These are three Americans who started using powerful painkillers legitimately but, like millions of others, got caught in the country's worst drug epidemic.Now they're fighting the same recovery battle, on anti-addiction medicine similar to pills that nearly did them in. Their doctor, Dan Lonergan, a Vanderbilt University pain and addiction physician, sometimes recommends the same drugs to pain patients that brought his addiction patients to the brink.He's heard criticism about doctors "who get 'em hooked on drugs and then turn around and treat 'em for addiction." And he's seen the finger-pointing from those who think faith and willpower are the only answer."Doctors have contributed to this problem. In the past three decades we have gotten a lot of patients on medications that can be very dangerous," he said. "The pharmaceutical industry has contributed significantly to this problem. This is a problem that we all need to own."This is a snapshot from Nashville of America's addiction crisis. More than 2 million people are hooked on opioids. Even for survivors, success can be precarious.___At 53 and on disability, Kyle Graves still feels stabbing pains that a daily handful of pills used to ease.His troubles began more than a decade ago when he sought relief for excruciating arthritis. He was prescribed oxycodone, opioid pills that can help short-term pain but can become addictive when used long-term.When he lost his finance manager job, they helped with that pain, too. When his sixth child, a baby boy, died from spinal meningitis, Graves sunk deep into addiction.He'd use up a month's supply in days, followed by terrible withdrawals — vomiting, shaking uncontrollably, intense pain.After a doctor refused more refills, Graves grabbed a pistol from his nightstand, pulled the trigger, then called an ambulance.At the hospital, two shots of morphine for the ankle wound "did the trick."Graves thinks only his wife suspected the ruse; she left with the kids."It just devastated and ruined my life," he said.Graves went to rehab, treated with hard work and prayer. It worked for a time, but after relapsing Graves sought help three years ago from Lonergan, who prescribed recovery medicine containing buprenorphine, an opioid that reduces cravings and withdrawal symptoms.He hasn't relapsed for two years, but tries not to dwell on the future."Anything could happen," Graves said.___Jeff McCoy has been a drummer, a Harley rider and long-haul trucker. These days he prefers baking cookies and doting on his wife, Joanne. Recovery from opioid painkillers prompted the turnaround.It started nearly 17 years ago, after surgery for a back injury — maybe from too much time on the road, he's not really sure, but it forced him to quit trucking. His doctor prescribed Vicodin — painkillers that contain the opioid hydrocodone. Soon he was hooked."I just went full bore," McCoy says. "I was popping pills like crazy."When those stopped working, he was prescribed powerful fentanyl skin patches that deliver medicine gradually. McCoy found that chewing them worked faster.McCoy needed ever more to avoid withdrawals.His wife would lock the patches in a safe, but when he found the key, his mother stored them at her house nearby."Got to the point where I got on the phone with mom, 'You better bring me that patch right now else I'm splattering my brains all over this living room.'"When his wife threatened to leave, he checked in to a detox centre , in 2009, enduring two hellish weeks of withdrawal.Now he calls his wife his addiction and figures he'll be on anti-craving medicine for life."I finally wanted to stop," McCoy said. "If I can survive with no life, come on, it's worth it, but you gotta want to."___After law school graduation, Bianca Knight had a nagging question: "How do I know if I have a problem?"After injuring her back carrying law books, Knight had spent the past two years medicated, on hydrocodone pills from a different doctor.They eased the pain, but "also gave me a euphoric feeling and helped me get through my long day in law school," she said.Knight is nearly blind from a rare optic nerve condition. A state program paid for a reader to help with school work.A doctor warned vaguely about addiction risks but Knight thought she'd be immune. Soon she was taking far more than the prescribed amount."Toward the end, I resorted to buying off the street," Knight said. That's when she sought out Lonergan.He explained that the average person doesn't think about opioid pain pills 24/7.Knight started buprenorphine treatment. Church and support group meetings also help, she says. For the second time in two days, an IDF tank on Sunday fired a warning shot at Syrian forces operating in the demilitarized zone between the two countries, the army said.The shelling comes amid increased tensions as Israeli officials scramble to get better conditions in a ceasefire agreement for southern Syria, specifically to keep Shiite militias and other supporters of Syrian dictator Bashar Assad away from the border.In a statement, the Israeli military said the warning shot came because Syrian forces were constructing a fortified position in the demilitarized zone that runs along the border, in violation of the 1974 truce agreement between Israel and Syria.The agreement “prohibits the entry of heavy construction tools or military vehicles into the demilitarized zone,” the army said.“In response, the IDF fired a warning shot towards the area using a tank.” A similar warning shot was fired Saturday.There were no immediate reports of casualties on the Syrian side.After Saturday’s incident, the army filed a complaint with the United Nations peacekeeper force stationed on the Golan.An army spokesperson said it had not filed a second complaint for Sunday’s alleged violation.Saturday’s shelling occurred near the Druze town of Hader on the Syrian side. The town was the site of a suicide bombing earlier in the month that killed nine Syrian Druze and then sparked clashes between Syrian government forces and rebels.That incident led to an unusual move from Israel, which said it would defend the Druze population of the village.In a series of tweets, the army’s Arabic spokesman Avichay Adraee said the IDF was prepared to “support the village residents and work to prevent any harm or the occupation of the village, out of a commitment to the Druze population.”After the incident, dozens of Druze residents of Israel protested at the Syrian border against the escalating violence in Hader.The IDF’s announcement that it would protect Hader, which lies inside Syria, constituted a very rare example of a public intervention in the Syrian civil war raging across the border.The statement reflected ongoing pressure on Israeli leaders from the Druze communities in the Galilee and on the Golan to help their coreligionists across the border who are often caught in the crossfire between Sunni rebels and Alawite and Shiite pro-government forces.Over the past six years, Israel has clung to a hands-off policy toward the war, only getting involved when one of its “red lines” is transgressed. An Israeli soldier was lightly injured when an army vehicle traveling along the border with Egypt came under fire early Monday morning, the army said.The soldier was taken to the Soroka Medical Center in Beersheba for treatment.The IDF suspects that the gunfire was “spillover” from internal fighting between Egyptian forces and a Sinai-based Islamic State affiliate, but was investigating whether it may have been a deliberate attack, the army said.Sinai borders Israel and also the Gaza Strip for a few kilometers at the northern end of the restive peninsula. Islamic State-affiliated gunmen attack Egyptian security forces, and vice versa, there on a regular basis.In 2013, a 400-kilometer (245-mile) Israel-Egypt border fence was completed at an estimated cost of NIS 1.6 billion ($400 million), one of the largest construction projects in Israel’s history.The peninsula has seen rising tensions, rampant gunfights and terror attacks as the Egyptian army battles both insurgent jihadist groups and criminal smugglers.In February this year, an Islamic State-affiliated terror group claimed an attack that saw four rockets fired at the Red Sea resort city of Eilat in southern Israel from the Sinai Peninsula.The Islamic State Sinai Province said in a statement posted online, “A military squad fired a number of Grad rockets at communities of Jewish usurpers in the town of Eilat.”Sinai Province was set up in 2011, ostensibly to attack Israel by firing rockets across the 240-kilometer (149-mile) border or sabotaging a gas pipeline that runs between Egypt and Israel.But most of the fighting, by far, has been with Egyptian government forces, and attacks on Israel have been relatively rare.Jihadists have killed hundreds of Egyptian soldiers and policemen since the military overthrow of Islamist president Mohammed Morsi in 2013 unleashed a bloody crackdown on his supporters.In 2011, assailants who came from the Sinai killed eight Israelis in a triple ambush north of Eilat. They gave no details on the ban, however.“We are not declaring war on Iran at this stage,” Arab League chief Ahmed Aboul-Gheit said. “We have not taken a decision to ask the Security Council to meet, but we are just briefing the council and maybe the next stage would be for us to meet and call for a Security Council meeting and submit a draft Arab resolution [against Iran].”Lebanon, where Hezbollah is a key member of a coalition government, and Iraq, a majority Shiite nation bound by close political and religious ties to Iran, stated their reservations about the harsher parts of the resolution, including one that branded Hezbollah a “terrorist” organization. LOS ANGELES (AP) — Charles Manson, the hippie cult leader who became the hypnotic-eyed face of evil across America after orchestrating the gruesome murders of pregnant actress Sharon Tate and six others in Los Angeles during the summer of 1969, died Sunday after nearly a half-century in prison. He was 83.Manson, whose name to this day is synonymous with unspeakable violence and madness, died of natural causes at Kern County hospital, according to a California Department of Corrections statement.A petty criminal who had been in and out of jail since childhood, the charismatic, guru-like Manson surrounded himself in the 1960s with runaways and other lost souls and then sent his disciples to butcher some of L.A.’s rich and famous in what prosecutors said was a bid to trigger a race war — an idea he got from a twisted reading of the Beatles song “Helter Skelter.”The slayings horrified the world and, together with the deadly violence that erupted later in 1969 during a Rolling Stones concert at California’s Altamont Speedway, exposed the dangerous, drugged-out underside of the counterculture movement and seemed to mark the death of the era of peace and love.Despite the overwhelming evidence against him, Manson maintained during his tumultuous trial in 1970 that he was innocent and that society itself was guilty.“These children that come at you with knives, they are your children. You taught them; I didn’t teach them. I just tried to help them stand up,” he said in a courtroom soliloquy.The Manson Family, as his followers were called, slaughtered five of its victims on August 9, 1969, at Tate’s home: the actress, who was 8½ months pregnant, coffee heiress Abigail Folger, celebrity hairdresser Jay Sebring, Polish movie director Voityck Frykowski and Steven Parent, a friend of the estate’s caretaker. Tate’s husband, “Rosemary’s Baby” director Roman Polanski, was out of the country at the time.The next night, a wealthy grocer and his wife, Leno and Rosemary LaBianca, were stabbed to death in their home across town.The killers scrawled such phrases as “Pigs” and “Healter Skelter” (sic) in blood at the crime scenes.Three months later, a Manson follower was jailed on an unrelated charge and told a cellmate about the bloodbath, leading to the cult leader’s arrest.In the annals of American crime, Manson became the embodiment of evil, a short, shaggy-haired, bearded figure with a demonic stare and an “X” — later turned into a swastika — carved into his forehead.“Many people I know in Los Angeles believe that the Sixties ended abruptly on August 9, 1969,” author Joan Didion wrote in her 1979 book “The White Album.”After a trial that lasted nearly a year, Manson and three followers — Susan Atkins, Patricia Krenwinkel and Leslie Van Houten — were found guilty of murder and sentenced to death. My father is your system,” he would later say in a monologue on the witness stand. “I am only what you made me. I am only a reflection of you.”He was set free in San Francisco during the heyday of the hippie movement in the city’s Haight-Ashbury section, and though he was in his mid-30s by then, he began collecting followers — mostly women — who likened him to Jesus Christ. Most were teenagers; many came from good homes but were at odds with their parents.The “family” eventually established a commune-like base at the Spahn Ranch, a ramshackle former movie location outside Los Angeles, where Manson manipulated his followers with drugs, supervised orgies and subjected them to bizarre lectures.He had musical ambitions and befriended rock stars, including Beach Boy Dennis Wilson. At the site where the Dead Sea Scrolls were discovered 70 years ago, new analysis of 30 recently excavated graves supports the theory that 2,200 years ago, Qumran was settled by a predominantly male sect — likely the Essenes — whose rituals were described in detail by ancient authors Josephus, Philo, and Pliny.“The People of Qumran — New Discoveries and Paleodemographic Interpretations” was presented at the annual American Schools of Oriental Research meeting last week by Israel Antiquities Authority anthropologist Yossi Nagar, and archaeologists Hanania Hizmi and Yevgeny Aharonovich and explores who dwelled in Qumran when the Dead Sea Scrolls were penned, between circa 150 BCE and the fall of the Second Temple in the Roman conquest of 70 CE.The study’s use of C14 dating of one of the bones, and further inspections of morphology and pathology of the skeletal remains, have led the team to reaffirm “the uniqueness of Qumran’s society, supporting the earliest theories, which view Qumran as a community of ideologically celibate men.”The study confirms that the overwhelming majority of the 33 skeletons found in the graves excavated in 2016 were male, and reevaluated other remains from the cemetery which had falsely been classified as female. According to the website Science News, “reexamination of 53 previously unearthed human skeletons from Qumran’s cemetery, now housed in France, found that six of seven individuals formerly tagged as women were actually men.”This new evidence, said the team, should put to rest the debate over the identity of the residents of the area, where the Dead Sea Scrolls were found, in a series of 11 caves surrounding the settlement.“I don’t know if these were the people who produced the Qumran region’s Dead Sea Scrolls,” Nagar told Science News. “But the high concentration of adult males of various ages buried at Qumran is similar to what has been found at cemeteries connected to Byzantine monasteries.” The Byzantine monks settled in remote regions such as the Judaen Desert beginning in the 4th century BCE.The settlers of the Hellenistic-Roman site of Horbat Qumran and its surrounding large cemetery “have been the subject of endless scientific publications, questioning the association of this site with an enigmatic group of people, the Essenes,” write the authors.Long before the discovery of the Dead Sea Scrolls, European explorers were aware of the massive cemetery already in the 1800s. However, since the first extensive excavations of the site in the 1950s by Roland de Vaux, more than 60 years ago, “archaeology has not supplied us with convincing proof” of the association between the residents and the Essene sect, states the paper.Due to conflicting findings in the some 1,100 graves discovered at the site, different theories have abounded about whose remains were buried there. Arguably the most popular theory is that the residents were a sect of predominantly celibate men, the Essences, whose Spartan rituals and socialist way of life explained the majority of simple burials, found at the site.According to the new study, “the excavation of 30 newly discovered graves in 2016 at Qumran’s cemetery might put an end to the debates. The skeletal remains were examined using a variety of well-established age and sex estimation methodologies, and past estimations were re-inspected.”According to the authors, “The new demographic results and interpretations are: infants and women are absent from the skeletal sample; the population is composed of adult males, and only a few children are represented; child proportion and adult age at death distribution match the common desert monasteric societies of the subsequent periods.”In other words, it was a men’s club.What does Josephus say? The first century Jewish historian Josephus Flavius (born Yosef ben Matityahu) wrote extensively on the Essenes in The Jewish War and other histories. Josephus expert, Prof. Steve Mason from the University of Groningen, wrote a literal translation of The Judean War from the Greek in a volume he published in 2008, which was excerpted on the Biblical Archaeology website.Josephus writes that the Essenes were Judaens by ancestry — but with distinctions. “There is among them a disdain for marriage, adopting the children of outsiders while they are still malleable enough for the lessons they regard them as family and instill in them their principles of character.” In this way, writes Josephus, the members of the sect “protect themselves from the wanton ways of women, having been persuaded that none of them preserves her faithfulness to one man.”The all-male society Josephus describes is strict in its pious discipline and socialist in nature: “Since [they are] despisers of wealth — their communal stock is astonishing — one cannot find a person among them who has more in terms of possessions… the assets of each one have been mixed in together, as if they were brothers, to create one fund for all.”Bodies decay, writes Josephus, but there is an indelible belief among the sect that “our souls endure forever, deathless: they get entangled, having emanated from the most refined ether, as if drawn down by a certain charm into the prisons that are bodies.”At the same time, writes Josephus, “There is also a different order of Essenes. Though agreeing with the others about regimen and customs and legal matters, it has separated in its opinion about marriage. For they hold that those who do not marry cut off the greatest part of life, the succession, and more: if all were to think the same way, the line would very quickly die out.”Josephus continues by affirming that sexual intercourse was merely a matter of procreation, and only conducted after “testing the brides in a three-year interval, once they have been purified three times as a test of their being able to bear children.” Additionally, once the woman is pregnant, sexual relations are halted, “demonstrating that the need for marrying is not because of pleasure, but for children.”These “married Essenes” could explain the outlier graves of women and children. Others have explained them, and those graves in which burial goods are found, in the belief that in later periods, Bedouins reused a portion of the grave sites — sometimes without removing the previous occupants.Scholars weigh in-While there are those, including Josephus scholar Mason, who do not believe that the historian’s testimony on the Essenes is reliable, others point to the fact that he devotes a whole lot of ink — some 43 paragraphs out of 47 — to the Essenes in his description of the major forms of Judaism in his Jewish War, according to a 2009 Biblical Archaeology Review article by archaeologists Kenneth Atkinson, Hanan Eshel, and Jodi Magness.The archaeologists quote from Josephus’s biography, in which he describes a three-year apprenticeship to an Essene called Bannus, “who dwelt in the wilderness, wearing only such clothing as trees provided, feeding on such things as grew of themselves, and using frequent ablutions of cold water, by day and night, for purity’s sake. I became his devoted disciple. With him, I lived for three years.”In an email on Sunday, Magness, a professor in the Department of Religious Studies at the University of North Carolina at Chapel Hill, said the new study supports the majority view that the residents were a male sect, likely the Essenes.“I would say that the picture obtained from the 30 newly excavated graves is consistent with the evidence from the graves excavated by de Vaux in the 1950s, specifically, that the Qumran community consisted overwhelmingly of adult Jewish men. The absence of burials of children (although admittedly the excavated sample is small), is striking in light of the high rate of infant and child mortality in the ancient world,” she wrote after speaking at a conference on the Dead Sea Scrolls in New York.“This new evidence appears to support the consensus (majority) view of Qumran, which I share — that Qumran was a sectarian settlement — and many scholars (including myself) identify that sect with the Essenes mentioned in ancient authors such as Josephus, Philo, and Pliny,” wrote Magness.
