Saudi crown prince calls Iran supply of rockets 'military aggression'-[Reuters]-yahoonews-November 7, 2017

DUBAI (Reuters) - Saudi Arabia's crown prince said Iran's supply of rockets to militias in Yemen is an act of "direct military aggression" that could be an act of war, state media reported on Tuesday.Prince Mohammed bin Salman's comments were published after Saudi air defense forces intercepted a ballistic missile that Saudi Arabia said was fired toward Riyadh on Saturday by the Iran-allied Houthi militia, which controls large parts of neighboring Yemen.Saudi-led forces, which back the internationally-recognized government, have been targeting the Houthis in a war which has killed more than 10,000 people and triggered a humanitarian disaster in one of the region's poorest countries.The supply of rockets to the Houthi movement could "constitute an act of war against the kingdom," state news agency SPA on Tuesday quoted Prince Salman as saying in a call with British Foreign Minister Boris Johnson.Iran has denied it was behind the missile launch, rejecting the Saudi and U.S. statements condemning Tehran as "destructive and provocative" and "slanders".In reaction to the missile, the Saudi-led military coalition said on Monday it would close all air, land and sea ports to the Arabian Peninsula country.The United Nations on Tuesday called on the coalition to re-open an aid lifeline into Yemen, saying food and medicine imports were vital for 7 million people facing famine."The situation is catastrophic in Yemen, it is the worst food crisis we are looking at today," Jens Laerke of the U.N. Philippines starts construction near China's manmade islands in disputed waters-[Reuters]-YAHOONEWS-November 7, 2017

MANILA (Reuters) - The Philippines has started upgrading military facilities on the biggest features it occupies in the disputed South China Sea, its defense secretary said on Tuesday, asserting Manila's claims in the strategic waterway.Delfin Lorenzana said a contractor was building a beach ramp on Thitu Island, locally known as Pag-asa (hope), the largest of nine features the Philippines holds in the Spratly islands."While construction is ongoing, albeit intermittently, depending on good weather, we expect its completion by early 2018," Lorenzana said, adding the monsoon rains have been hampering the building of the beach ramp."No construction can proceed without a good beaching ramp."China claims almost the entire South China Sea, but Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims on the waterway where more than $3 trillion worth of sea-borne goods pass every year.Recent satellite imagery has shown Chinese vessels gathering around Thitu, in what some experts say could be an attempt to deter the Philippines from cementing its claim. SUTHERLAND SPRINGS, Texas — The gunman who killed 26 people at a small-town Texas church had a history of domestic violence that spanned years before the attack, and was able buy weapons because the Air Force did not submit his criminal history to the FBI as required by military rules.If the past offences by Devin Patrick Kelley — who fired at least 450 rounds at helpless worshippers on Sunday morning — had been properly shared, they would have prevented him from buying a gun, the Air Force acknowledged Monday.Investigators also revealed that Kelley had sent threatening text messages to his mother-in-law, a member of First Baptist, before the attack, and that sheriff's deputies had responded to a domestic violence call in 2014 at his home involving a girlfriend who became his second wife.Later that year, he was formally ousted from the Air Force for a 2012 assault on his ex-wife in which he choked her and struck her son hard enough to fracture his skull.At a news conference in South Korea, President Donald Trump was asked if he would support "extreme vetting" for gun purchases in the same way he has called for "extreme vetting" for people entering the country. Trump responded by saying stricter gun control measures might have led to more deaths in the shooting because a bystander who shot at the gunman would not have been armed."If he didn't have a gun, instead of having 26 dead, you would have had hundreds more dead," Trump said.In the tiny town of Sutherland Springs, population 400, grieving townspeople were reeling from their losses. The dead ranged from 18 months to 77 years old and included multiple members of some families."Our church was not comprised of members or parishioners. We were a very close family," said the pastor's wife Sherri Pomeroy, who, like her husband, was out of town when the attack happened. "Now most of our church family is gone."The couple's 14-year-old daughter, Annabelle Pomeroy, was among those killed.Kelley's mother-in-law sometimes attended services there, but the sheriff said she was not at church Sunday.The massacre appeared to stem from a domestic situation and was not racially or religiously motivated, Texas Department of Public Safety Regional Director Freeman Martin said. He did not elaborate.Based on evidence at the scene, investigators believe Kelley died of a self-inflicted gunshot wound after he was chased by bystanders, one of whom was armed, and crashed his car.The 26-year-old shooter also used his cellphone to tell his father he had been shot and did not think he would survive, authorities said.While in the military, Kelley served in logistics readiness at Holloman Air Force Base in New Mexico from 2010 until his 2014 discharge, Air Force spokeswoman Ann Stefanek said.He was discharged for the assault involving his previous wife and her child and had served a year of confinement after a court-martial. Under Pentagon rules, information about convictions of military personnel for crimes such as assault should be submitted to the FBI's Criminal Justice Investigation Services Division.Stefanek said the service is launching a review of its handling of the case and taking a comprehensive look at its databases to ensure other cases have been reported correctly.A few months before he received the bad-conduct discharge, sheriff's deputies went to his home to check out the domestic violence complaint involving him and his then-girlfriend. People in the house said there was no problem, and no arrests were made. Kelley married the girlfriend two months later.Also in 2014, he was charged with misdemeanour animal cruelty in Colorado after a neighbour reported him for beating a dog. Kelley initially refused to speak with officers about the incident. He denied abusing the animal but complied with an order to pay almost $370 in restitution. He was also the focus of a protective order issued in Colorado in 2015.Once the shooting started, there was probably "no way" for congregants to escape, Wilson County Sheriff Joe D. Tackitt Jr. said.The gunman, dressed in black tactical gear, fired an assault rifle as he walked down the centre aisle during worship services. He turned around and continued shooting on his way out of the building, Tackitt said.About 20 other people were wounded. Ten of them were still hospitalized Monday in critical condition.Investigators collected hundreds of shell casings from the scene, along with at least 15 empty magazines that held 30 rounds each.Kelley lived in New Braunfels, about 35 miles (55 kilometres ) north of the church, authorities said. Investigators were reviewing social media posts he made in the days before the attack, including one that appeared to show an AR-15 semi-automatic weapon.Less than two months ago, Kelley had started a job as an unarmed security guard at a nearby resort.He "seemed like a nice guy" and did not cause any problems, said Claudia Varjabedian, manager at the Summit Vacation Resort in New Braunfels.On Sunday, the attacker pulled into a gas station across from the church, about 30 miles (50 kilometres ) southeast of San Antonio. He crossed the street and started firing the rifle at the church, then continued firing after entering the white wood-frame building, Martin said.As he left, the shooter was confronted by an armed resident — later identified as Stephen Willeford — who had grabbed his own rifle and exchanged fire with Kelley.Willeford had help from another local resident, Johnnie Langendorff, who said he was driving past the church as the shooting happened. The armed resident asked to get in Langendorff's truck, and the pair followed as the gunman drove away."He jumped in my truck and said, 'He just shot up the church. We need to go get him.' And I said 'Let's go,'" Langendorff said.The pursuit reached speeds up to 90 mph (145 kph). Willeford told Arkansas TV stations KHBS/KHOG that he kept a 911 operator advised of the situation during the chase. The gunman eventually lost control of his vehicle and crashed.Willeford walked up to the vehicle with his gun drawn, and the attacker did not move. A quick pop, pop, pop that was very clearly gunfire, but Terrie Smith had heard noises like that before plenty of times.It was the soundtrack of any small town here along the back roads of South Texas, where people are known to shoot rattlesnakes and other critters even in broad daylight — sometimes for safety, but more often for fun — without anyone blinking an eye.But as Smith walked into Teresa’s Restaurant, her namesake eatery inside the Valero gas station here, just off state Highway 87 a little before 11:30 on Sunday morning, the pops suddenly turned into rapid bursts that didn’t stop. “Someone’s shooting out there,” someone yelled.Running out to the parking lot, she looked across the street to the First Baptist Church, just a hundred or so yards away, where the congregants were some of her closest friends and customers. The two took off after Kelley, who, according to the account by law-enforcement officials, crashed in a field 10 miles away, and was found dead by police. In Colorado, he was charged with misdemeanour animal cruelty after someone saw him punch a dog several times. And in Texas, sheriff's deputies were called to his parents' house after his girlfriend told a friend he was abusing her.Authorities say Kelley opened fire Sunday at the First Baptist Church of Sutherland Springs, Texas, killing 26 people and wounding 20 others.According to their investigation, Kelley entered the small church during worship services dressed in black tactical gear and carrying an assault rifle. And police revealed on Monday that the 26-year-old gunman, Devin Patrick Kelley, of New Braunfels, Texas, sent threatening texts to his mother-in-law.Officials say Kelley killed 26 people and wounded 20 others in what authorities say was the worst mass shooting in state history and the deadliest at any house of worship in U.S. history. Kelley was found dead following a high-speed chase that began after he was confronted by armed neighbors and fled the scene.According her Facebook and LinkedIn accounts, Danielle Kelley (nee Danielle Lee Shields), Devin’s wife of three years, served as a vacation Bible school teacher at First Baptist Church from 2008 until 2013. TOKYO — Responding to a U.S. mass shooting for the second time in six weeks, President Donald Trump said Monday that it wasn't "a guns situation" that was behind the slayings of more than two dozen worshippers at a Texas church a day earlier.As he did following last month's Las Vegas massacre of 58 people, Trump resisted any discussion of gun control during a news conference in Tokyo, where he was beginning his first presidential trip to Asia. BRUSSELS, Today, 17:57-The UK Northern Ireland secretary was in Brussels on Monday (6 November) ahead of a new round of Brexit talks and amid a continuing political deadlock in the province.James Brokenshire said he held "positive talks" with EU Brexit negotiator Michel Barnier and updated MEPs about the situation in Northern Ireland, but gave few new details about his government's proposals.In Belfast, talks are going on between unionists and republicans to form a new shared government in the devolved assembly. The last one fell in January and negotiations started after elections in March.Last week, the UK government extended the deadline to reach an agreement. BRUSSELS, Today, 16:46-Malta's government says the country has nothing to hide after being named among a long list of offshore entities in the latest leak from an international consortium of journalists.Its finance minister Edward Scicluna told reporters in Brussels on Monday (6 November) that all the names associated with Malta in the so-called 'Paradise Papers' were listed on a public register."There was no secrecy whatsoever," he said, while noting the push for greater transparency is needed to fight tax evasion.Speaking ahead of a eurozone finance ministers' meeting, Scicluna said many of the laws that had been agreed on at the EU level have simply yet to be implemented."It takes time to implement changes, companies need to know ahead that changes are there and they need to act accordingly," he said.The comments come in the wake of the funeral of Maltese investigative journalist Daphne Caruana Galizia, who was killed in a car bomb last month.Galizia had been probing high-level corruption and was an outspoken critic of the Valetta government.She accused the wife of Malta's prime minister Joseph Muscat of having a secret bank account. She alleged the government had been profiting on the side from a Maltese passport sale scheme.Caruana Galizia's son, who helped uncover a previous leak of tax avoidance called the Panama Papers, described the country as a "mafia state" following revelations that Muscat's chief of staff had set up offshore firms.Malta is a low-tax jurisdiction, where profits earned by companies is taxed at just five percent. Scicluna had also earlier this year spoken out against EU efforts to publish a 'black list' of tax havens.Malta is also one of the few EU states that refuses to endorse an EU-level public prosecutor, charged with probing fraud.The latest cache of leaks over the weekend show how a Malta-based firm was used by U2 frontman Bono to buy shares of a Lithuanian shopping centre.-Libyan oil-But Malta has also appeared in other probes.Earlier this year, a UN security council panel on Libyan sanctions cited front companies in Malta used to shuffle assets from the fourth son of former Libyan leader Muammar Gaddafi.The same panel had also noted tanker shipments of suspected stolen fuel ferrying back and forth from Libya and Malta.Greek authorities found that a Nigerian company had subcontracted one of the suspected tankers, which belonged to Petro Plus Limited based in Malta."Petro Plus Limited has been involved on several occasions in fuel smuggling," noted the UN report.Meanwhile, the EU commission views the Paradise Papers as an opportunity to speed up tax-avoidance reforms.Valdis Dombrovskis, the vice-president of the European Commission in charge of the euro, told reporters that the revelations behind the leaks will pile on greater pressure to fight the evasion."It puts renewed emphasis on the work which the European Commission is doing to fight tax avoidance," he told reporters.Dombrovskis demanded EU states engage to complete EU-level reforms, including an overhaul of the EU's anti-money laundering directive.National governments, such as those in Germany and the UK, have balked at tax transparency proposals that would expose the identities of people behind trusts and shell firms.Dombrovskis noted further work needs to be done on public country-by-country reporting, on digital taxation and other areas. After a tight race for the mayor's seat, Valérie Plante has swooped into power as the first woman to win a municipal election in Montreal's 375 years of existence.Beating out former mayor Denis Coderre, Plante, 43, swayed voters with a platform that focused on reducing traffic, improving public transit, and making the city more family friendly.Only 42.4 per cent of eligible voters cast a ballot, compared to 44 per cent in the last election, according to Election Montreal.The day after the election, Montrealers are reacting to Coderre's loss and their brand-new mayor's win.'The people wanted a change' Four years under Coderre's leadership left some Montrealers hungry for change — but that didn't change the fact that, for some, Plante's victory was a surprise.Julie Browning, a LaSalle resident, had not yet heard the election results when she spoke to CBC this morning. The Paradise Papers were released on Sunday after reporting by an international collective of investigative journalists. Here's some facts about the fallout of a previous leak of a similar nature, the Panama Papers:The Canadian Revenue Agency launched audits into 122 Canadians and opened dozens of criminal investigations for tax evasion following the Panama Papers, the Toronto Star reported earlier this year. Experts say the number of investigations in offshore havens was an increase from previous years thanks to the leaked documents.———The Royal Bank of Canada was the only financial institution in the country to be linked to the massive leak. The bank's CEO vowed to comb through four decades of files to find any proof of wrongdoing. While the institution accepted responsibility for monitoring the global financial industry, they said they'd been "dragged into" the controversy without any allegations of wrongdoing.———The Canadian government pumped over $400 million dollars into the Canadian Revenue Agency to hunt down billions of missing tax dollars in the wake of the Panama Papers. A large part of those efforts were to look into offshore tax havens.———Bill Morneau, Canada's current finance minister, said he'd bring up the issue of tax evasion during an international summit and with provincial governments after the leak. LONDON — Leaked papers revealing investments in tax havens by the world's wealthy suggest U2 frontman Bono used a company based in low-tax Malta to buy part of a shopping mall in Lithuania.The Guardian newspaper said Monday that the "Paradise Papers" document trove, obtained by it and other news organizations, reveals that the singer was an investor in Maltese company Nude Estates, which bought the Ausra shopping centre in 2007.Bono's spokeswoman told the paper that the rocker, whose real name is Paul Hewson, was a "passive minority investor in Nude Estates Malta Ltd., a company that was legally registered in Malta until it was voluntarily wound up in 2015."The Irish band, well known for its poverty-fighting efforts, has faced past criticism over its tax arrangements.U2 was heavily criticized in 2006 for moving its corporate base from Ireland to the Netherlands, where royalties on music incur virtually no tax.In 2011, protesters inflated a giant balloon reading "U Pay Tax 2?" during U2's set at the Glastonbury Festival.The Ausra shopping centre is located in the town of Utena, some 100 kilometres (62 miles) north of Lithuania's capital, Vilnius. SUTHERLAND SPRINGS, Texas — A man dressed in black tactical-style gear and armed with an assault rifle opened fire inside a church in a small South Texas community on Sunday, killing 26 people and wounding about 20 in what the governor called the deadliest mass shooting in the state's history. The dead ranged in age from 5 to 72 years old.Authorities didn't identify the attacker during a news conference Sunday night, but two other officials — one a U.S. official and one in law enforcement — identified him as Devin Kelley. They spoke to The Associated Press on the condition of anonymity because they weren't authorized to discuss the investigation.The U.S. official said Kelley lived in a San Antonio suburb and didn't appear to be linked to organized terrorist groups. Investigators were looking at social media posts Kelley made in the days before Sunday's attack, including one that appeared to show an AR-15 semiautomatic weapon.An Air Force spokeswoman said Sunday night that Devin P. Kelley received a bad-conduct discharge from the Air Force for allegedly assaulting his spouse and child, and was sentenced to 12 months' confinement after a 2012 court-martial. Kelley served in Logistics Readiness at Holloman Air Force Base in New Mexico from 2010 until his discharge, spokeswoman Ann Stefanek said.At the news conference, the attacker was described only as a white man in his 20s who was wearing black tactical gear and a ballistic vest when he pulled into a gas station across from the First Baptist Church around 11:20 a.m.The gunman crossed the street and started firing a Ruger AR rifle at the church, said Freeman Martin, a regional director of the Texas Department of Safety, then continued firing after entering the white wood-frame building, where an 11 a.m. service was scheduled. As he left, the shooter was confronted by an armed resident who "grabbed his rifle and engaged that suspect," Martin said. A short time later, the suspect was found dead in his vehicle at the county line.Several weapons were found inside the vehicle and Martin said it was unclear if the attacker died of a self-inflicted wound or if he was shot by the resident who confronted him. He said investigators weren't ready to discuss a possible motive. Martin said 23 of the dead were found in the church, two were found outside and one died after being taken to a hospital.Addressing the news conference, Gov. Greg Abbott called the attack the worst mass shooting in Texas history."There are no words to describe the pure evil that we witnessed in Sutherland Springs today," Abbott said. "Our hearts are heavy at the anguish in this small town, but in time of tragedy, we see the very best of Texas. May God comfort those who've lost a loved one, and may God heal the hurt in our communities."Among those killed was the church pastor's 14-year-old daughter, Annabelle Pomeroy. Pastor Frank Pomeroy, and his wife, Sherri, were both out of town in two different states when the attack occurred, Sherri Pomeroy wrote in a text message to the AP."We lost our 14-year-old daughter today and many friends," she wrote. "Neither of us has made it back into town yet to personally see the devastation. I am at the charlotte airport trying to get home as soon as i can."Federal law enforcement swarmed the small rural community of a few hundred residents 30 miles southeast of San Antonio after the attack, including ATF investigators and members of the FBI's evidence collection team.At least 16 wounded were taken to hospitals, hospital officials said, including eight taken by medical helicopter to the Brooke Army Medical Center. Another eight victims were taken to Connally Memorial Medical Center, located in Floresville about 10 miles from the church, including four who were later transferred to University Hospital in San Antonio for higher-level care, said spokeswoman Megan Posey.Hunter Green, 16, normally attends the church with his girlfriend but they skipped Sunday after a late date night. Attending a candlelight vigil hours later, he described the building as having only small exits on the side and in the back that would have made it very difficult to flee a shooter entering the front door."They wouldn't have had anywhere to go," Green said.Alena Berlanga, a Floresville resident who was monitoring the chaos on a police scanner and in Facebook community groups, said everyone knows everyone else in the sparsely populated county."This is horrific for our tiny little tight-knit town," Berlanga said. "Everybody's going to be affected and everybody knows someone who's affected."Regina Rodriguez, who arrived at the church a couple of hours after the shooting, walked up to the police barricade and hugged a person she was with. She said her father, 51-year-old Richard Rodriguez, attends the church every Sunday, and she hadn't been able to reach him. She said she feared the worst.Church member Nick Uhlig, 34, wasn't at Sunday's service, but he said his cousins were at the church and that his family was told at least one of them, a woman with three children and pregnant with another, was among the dead."We just gathered to bury their grandfather on Thursday," he said, shaking his head. "This is the only church here. We have Bible study, men's Bible study, vacation Bible school. Somebody went in and started shooting."President Donald Trump, who was in Japan, called the shooting an "act of evil" and said he was monitoring the situation."We're shocked. Shocked and dismayed," said state Sen. Judith Zaffirini, a Laredo Democrat whose district includes Sutherland Springs, a rural community known for its peanut festival, which was held last month. "It's especially shocking when it's such a small, serene area. These rural areas, they are so beautiful and so loving."Later Sunday, two sheriff's vans were parked outside the gate of a cattle fence surrounding the address listed for Kelley on the rural, western outskirts of New Braunfels, north of San Antonio, preventing a group of waiting journalists from entering. Officials from the Comal County Sherriff's Office and the Texas Rangers declined to comment or say if they had raided his home.Ryan Albers, 16, who lives across the road said he heard intensifying gunfire coming from that direction in recent days."It had to be coming from somewhere pretty close," Albers said. "It was definitely not just a shotgun or someone hunting. It was someone using automatic weapon fire."The church has posted videos of its Sunday services on a YouTube channel, raising the possibility that the shooting was captured on video.In a video of its Oct. 8 service, a congregant who spoke and read Scripture pointed to the Oct. 1 Las Vegas shooting a week earlier as evidence of the "wicked nature" of man. That shooting left 58 dead and more than 500 injured.Until Sunday, the deadliest mass shooting in Texas had been a 1991 attack in Killeen, when a mentally disturbed man crashed his pickup truck through a restaurant window at lunchtime and started shooting people, killing 23 and injuring more than 20 others.The University of Texas was the site of one of the most infamous mass shootings in American history, when U.S. Marine sniper Charles Whitman climbed the Austin campus' clock tower in 1966 and began firing on stunned people below, killing 13 and wounding nearly three dozen others.
