Israel believes rocket fire from Syria may have been deliberate-Five projectiles were fired early Saturday; four landed relatively deep inside Israeli territory; Syria protests to the UN after Israel responds-By TOI staff-OCT 22,17

Israel believes five rockets fired across the border from Syria early Saturday morning may have been deliberately launched at Israel, rather than constituting errant spillover from clashes in Syria, military sources said late Saturday.Israel fired back into Syria, hitting three rocket launchers, in response to the rocket fire, and warned that further fire would prompt a more intensive response.Syria, in turn, claimed that Israel had “coordinated” with terror groups, inviting them to fire into Israel as a pretext for the IDF response, and it sent letters of complaint to the United Nations. The Israeli army said five projectiles were fired at around 5 am, and that four of them fell relatively deep inside Israeli territory. The rockets set off alarms in several locations. They landed in open ground, and caused no injury or damage. One of them landed close to an Israeli residential area.Channel 2 news reported that although the IDF officially referred to “spillover” fire in its statements Saturday, there was “a growing sense” in the army that the Syrian fire was deliberate. There was no fighting going on in Syria at the time of the fire, the TV report said. It added that the area from which the rockets were fired is under the control of the Syrian army. And it noted that the projectiles fell deep inside Israeli territory on the Golan Heights, one after the other, rather than close to the border.Tensions have been particularly high on the Israeli-Syrian front of late.Concluding a visit to Syria on Saturday, the commander of Iran’s armed forces signed a memorandum of understanding with Syrian officials in which the two allies announced plans for tighter military cooperation and coordination — notably against Israel. The sides agreed to expand cooperation on intelligence, training, technology and against what they called “Zionist-American schemes,” the Ynet news website reported.Maj. Gen. Mohammad Bagheri, Iran’s chief of staff, has spent several days in Syria, touring war zones and meeting with high-level officials, including President Bashar Assad. In what was seen as part of a determined effort to put an end to Israel’s hitherto unimpeded air superiority over Syria and Lebanon, Bagheri on Wednesday said Tehran would not tolerate violations of Syrian sovereignty by Israel and vowed that the two countries would jointly fight against Syria’s enemies. “We cannot accept a situation where the Zionist entity attacks Syria from the ground and the air,” he said.Israel’s Defense Minister Avigdor Liberman this week hosted his Russian counterpart Sergei Shoigu, and told him that Israel will take action against Iran and its proxies if they continue to entrench themselves along the Syrian border.Liberman, and IDF Chief of Staff Gadi Eisenkot, are in the US this coming week for talks with US officials, with Syria and Iran high on the agenda.Israel’s Prime Minister Benjamin Netanyahu, in a rare instance of open disagreement with the Trump administration, has warned that the unfolding situation in southern Syria does not sufficiently address Iranian military ambitions in the area.“The recent Israeli attack on the outskirts of Quneitra is a new chapter in the conspiracy between the Israeli occupation and armed terror groups, and another attempt to support these organizations,” Syria’s Foreign Ministry said in messages sent to the UN secretary general and the UN Security Council.Damascus warned of the “dire consequences of these repeated aggressive actions, which cannot be seen as anything but support for terrorism and the criminal terror groups.”It further expressed “utter astonishment at the Security Council’s inability to stop these Israeli attacks and condemn them.”The IDF vowed to intensify its responses to future fire. “Even if this is just spillover, this is an exceptional incident and the continuance of such events will be met with a more fierce Israeli response,” a statement by the IDF said.“The IDF will not tolerate any attempt to harm the sovereignty of the State of Israel and the security of its residents, and considers the Syrian regime responsible for what is happening in its territory,” the statement concluded. As a result of the projectile fire, missile warning sirens were heard in a number of local communities Saturday morning. The army fired back and hit three Syrian launchers. After the IDF strike, Syria asserted that Israel had arranged for rebels to fire across the border, in order to justify an Israeli response. The Syrian army said in a statement that the attack was proof of Israel’s “cooperation with terrorist organizations in the region.”

PM appoints new chief negotiator for release of Israelis held in Gaza-Shin Bet veteran Yaron Blum to coordinate Israeli efforts to bring back three civilians, remains of two fallen IDF soldiers-By TOI staff-OCT 21,17

Prime Minister Benjamin Netanyahu on Saturday appointed Shin Bet veteran Yaron Blum to oversee Israeli efforts to negotiate the return of the Israelis held by the Hamas terrorist group in the Gaza Strip.Blum is replacing Lior Lotan, who was appointed by Netanyahu to lead negotiations for the release of the remains of IDF soldiers Oron Shaul and Hadar Goldin, who were killed during a 50-day conflict with Hamas in 2014. The terror group is also believed to be holding three live Israeli citizens — Avraham Abera Mengistu, Hisham al-Sayed and Juma Ibrahim Abu Ghanima — who are all said to have entered the Gaza Strip of their own accord.Lotan resigned the position in August, citing both personal and professional reasons.Blum has served in the Shin Bet Security Service for many years in a senior capacity, and was instrumental in negotiating the release of IDF solider Gilad Shalit, who had been held in Gaza Strip for 5 years before being released in 2011 as part of a controversial deal with Hamas in which Israel freed over 1,000 Palestinian security prisoners.Earlier on Saturday, Netanyahu called the families of the Israeli hostages and fallen soldiers to inform them of Blum’s appointment.“In my opinion this is a national mission, and we all must do what we can do bring our boys home,” Blum told Channel 2. “I accepted the position with much motivation after being asked by the Prime Minister.”Earlier this month, the Shaul family warned they would petition the High Court of Justice if a new government negotiator was not appointed to oversee efforts to retrieve their son’s remains.Following Lotan’s resignation in August, Defense Minister Avigdor Liberman said a replacement for Lotan should not be appointed until Israel draws up “clear boundaries” for prisoner swap negotiations in order to “make clear to [Israel’s enemies] that we have no intention of compromising on the security of the people of Israel.”Liberman also said Israel must not repeat the “mistake” of the 2011 Shalit prisoner exchange deal, pointing to the high recidivism rate among terrorists released in the deal as grounds for opposing a future prisoner swap. The father of Hadar Goldin condemned Liberman at the time for his remarks, calling the defense minister “weak” and “cowardly.”On Saturday, Liberman wished Blum success in the new role, and said that Israel’s defense establishment would support him in any way.As part of the efforts to return the bodies of Shaul and Goldin, Israel has reportedly been holding indirect talks with Hamas about a possible prisoner deal.Hamas leader Yahya Sinwar reportedly said last month that Hamas has accepted an Egyptian proposal for a prisoner swap with Israel and is awaiting Jerusalem’s response to the offer. His remark came after the Palestinian daily Al Quds quoted sources in Cairo as saying the Egyptian offer would see Israel first hand over the bodies of 39 Palestinians killed in the 2014 Gaza war, 19 of whom are Hamas members, in exchange for Hamas acknowledging the fate of IDF soldiers Shaul and Goldin. In the second stage of the Egyptian plan, Israel would reportedly release the so-called “Shalit captives” — 58 Palestinians who were rearrested in the summer of 2014 after being set free in the 2011 swap for IDF soldier Gilad Shalit. Hamas will then enter into genuine prisoner exchange talks with the Jewish state, the report said. The talks would reportedly be mediated by Egyptian intelligence services.Sinwar also said at the time Lotan resigned over internal differences regarding the Israeli position toward a prisoner swap.

Huge crowds protest as Spain moves to sack Catalan government-Hundreds of thousands flood Barcelona streets in a massive show of support for regional independence-By Alfons Luna, Katy Lee and Marianne Barriaux-TOI-OCT 22,17

BARCELONA, Spain — Hundreds of thousands of protesters flooded Barcelona’s streets Saturday as Spain took drastic measures to stop Catalonia from breaking away, announcing plans to dismiss the region’s separatist government and call fresh elections.Catalan leader Carles Puigdemont and his regional executive — who sparked Spain’s worst political crisis in decades by holding a banned independence referendum — will be stripped of their jobs and their ministries taken over under measures laid out by Prime Minister Mariano Rajoy.Barcelona police said 450,000 people had joined a protest in the regional capital, many of them chanting the words “freedom” and “independence” and waving Catalonia’s yellow, red and blue separatist flag.“I feel totally outraged and extremely sad,” said Meritxell Agut, a 22-year-old bank worker.“They’ve trampled on our rights and our ideas as Catalans,” she told AFP, adding: “They can destroy everything they want but we’ll keep on fighting.”Madrid could take direct control over Catalonia’s police force and replace its public media chiefs, with Rajoy saying he had no other choice, faced with a grave threat to Spain’s national unity.Elections for the semi-autonomous region must be called within six months, he added. The measures must now pass through the Senate — a process that will take about a week — but Rajoy’s conservative Popular Party (PP) holds a majority there and his efforts to prevent a break-up of Spain have the backing of other major parties.Autonomy is a highly sensitive issue in Catalonia, which saw its powers taken away under the dictatorship of General Francisco Franco.Home to 7.5 million people, the wealthy northeastern region fiercely defends its language and culture and has previously enjoyed control over its policing, education and healthcare.-‘The game could end badly’-Puigdemont, leading the crowds spilling out from Barcelona’s Paseo de Gracia boulevard in a protest originally called to urge the release of two detained separatist leaders, was due to give his response at 9:00 pm (2100 GMT).Though she opposes the independence drive, Barcelona mayor Ada Colau also deplored Madrid’s decision, tweeting: “Rajoy has suspended the self-government of Catalonia for which so many people fought. A serious attack on the rights and freedoms of everyone.”Under Article 155 of Spain’s constitution, Madrid has the power to wrest back control of rebellious regions, but it has never used it before.Rajoy said the measure was a last resort as Puigdemont refuses to drop his threat to declare independence based on the results of the October 1 referendum, which had been ruled unconstitutional.“This was neither our desire nor our intention,” Rajoy said.“We are applying Article 155 because the government of a democratic country cannot accept that the law is ignored.”Oriol Bartomeus, politics professor at the Autonomous University of Barcelona, said the central government was taking a huge risk.“The game could end badly, very badly for Rajoy’s government,” he told AFP.“It’s going to be like a colonial administration, and independence supporters will see it as an occupation.”Allowing 54 days for campaigning, new elections would fall in mid-June at the latest.Separatists of all political stripes, from Puigdemont’s conservatives to the far-left, have dominated the Catalan parliament since the last elections in 2015, holding 72 seats out of 135.Prosecutors said Saturday they would take mop-haired former journalist Puigdemont to court for “rebellion” if he makes any attempt to declare independence, a crime punishable with up to 30 years in jail.-Football giants weigh in-The president of FC Barcelona, one of the world’s best-known symbols of Catalan identity, threw his weight behind the region’s institutions.“We must reiterate our absolute support for the democratic institutions of Catalonia chosen by its people,” Josep Maria Bartomeu said, urging a “civil and peaceful” reaction to Rajoy’s decision.Puigdemont says 90 percent backed independence in the referendum, but turnout was 43 percent as many Catalans who back unity stayed away while others were hindered from voting by a police crackdown.Catalonia is roughly evenly split over whether to break away from Spain, according to polls, with supporters saying the region pays too much into national coffers but their opponents arguing it is stronger as part of a bigger country. The crisis has worried the European Union as it struggles with Brexit and taken a toll on one of Spain’s most important regional economies, with nearly 1,200 companies shifting their legal headquarters elsewhere in a bid to minimise the instability.

WHO tries to defend ‘goodwill’ honor to Mugabe as outrage grows-Pro-Israel UN group: Ambassadorial appointment for Zimbabwe's dictatorial president is 'sickening'-By AFP-OCT 22,17

GENEVA, Switzerland — The World Health Organization on Saturday cited Zimbabwe’s anti-tobacco record and efforts against non-communicable diseases as justifications for making President Robert Mugabe a “goodwill ambassador,” as international criticism of the move mounted. The UN health agency, led since July by former Ethiopian health minister Tedros Adhanom Ghebreyesus, has asked Mugabe to serve in the role to help tackle NCDs like heart attacks, strokes and asthma across Africa. The appointment announced earlier this week in Uruguay has triggered confusion and anger by activists who note that Zimbabwe’s healthcare system, like many of its public services, has collapsed under Mugabe’s authoritarian regime.Britain on Saturday joined the widening chorus of critics, calling the decision “surprising and disappointing, particularly in light of the current US and EU sanctions against him.”“We have registered our concerns with WHO Director General Dr. Tedros Adhanom Ghebreyesus,” a foreign office spokesperson said in an email.Mugabe’s “appointment risks overshadowing the work undertaken globally by the WHO on Non-Communicable Diseases.”Zimbabwean activist and human rights lawyer Doug Coltart said on Twitter that a “man who flies to Singapore for treatment because he has destroyed Zimbabwe’s health sector is WHO’s goodwill ambassador.”Mugabe, who is 93 and has been in power since 1980, is in increasingly fragile health and makes regular trips abroad for medical treatment.UN Watch, a group primarily known for defending Israel at the world body, called the decision “sickening.”“Amid reports of ongoing human rights abuses, the tyrant of Zimbabwe is the last person who should be legitimized by a UN position of any kind,” the group’s executive director Hillel Neuer said in a statement.Speaking in Uruguay’s capital this week, Tedros had hailed Zimbabwe as “a country that places universal health coverage and health promotion at the centre of its policies to provide health care to all.”WHO on Saturday pointed to Zimbabwe’s record and Tedro’s desire to engage senior politicians.“Dr. Tedros has frequently talked of his determination to build a global movement to promote high level political leadership for health,” spokesman Christian Lindmeier said in an email.“Zimbabwe has ratified the WHO FCTC (Framework Convention on Tobacco Control) in 2014 and the government has launched a levy fund for NCDs to generate revenues for health promotion, including NCD prevention and control,” he added.Contacted by AFP in Geneva, WHO’s communications department said it was unable to comment further or respond to widening concerns about Mugabe’s role.UN agencies often name high profile personalities as goodwill ambassadors to draw attention to their work, including actress Angelina Jolie with the refugee agency UNHCR.

After strikes, Syria says Israel is backing anti-regime ‘terrorists’-In letters to UN, Damascus claims Jerusalem conspiring with rebels, expresses 'astonishment' at Security Council's inaction-By TOI staff-OCT 22,17

Syria on Saturday issued letters of complaint to the United Nations in which it denounced the day’s Israeli strikes on Syrian army targets, accusing the Jewish state of conspiring with local “terror groups,” the Ynet website reported. In the morning the Israeli army hit three Syrian artillery targets in the Golan Heights, in a response hours after five projectiles landed in open ground in Israel as a result of spillover fire from the fighting in Syria.“The recent Israeli attack on the outskirts of Quneitra is a new chapter in the conspiracy between the Israeli occupation and armed terror groups, and another attempt to support these organizations,” Syria’s Foreign Ministry said in messages sent to the UN secretary general and the UN Security Council.Damascus warned of the “dire consequences of these repeated aggressive actions, which cannot be seen as anything but support for terrorism and the criminal terror groups.”It further expressed “utter astonishment at the Security Council’s inability to stop these Israeli attacks and condemn them.”The IDF vowed to intensify its responses to future stray fire. The army fired back and hit three Syrian cannons. There were no reports of injuries or property damage. After the IDF strike, Syria asserted that Israel had arranged for rebels to fire across the border, in order to justify an Israeli response. The Syrian army said in a statement that the attack was proof of Israel’s “cooperation with terrorist organizations in the region.”

Iran, Syria pledge joint effort to counter ‘Zionist-American schemes’-Visiting Damascus, Tehran's army chief signs MOU promising increased coordination between militaries on intel and technology-By TOI staff and Agencies-OCT 22,17
Concluding a visit to Syria on Saturday, the commander of Iran’s armed forces signed a memorandum of understanding with Syrian officials in which the two allies announced plans for tighter military cooperation and coordination. The sides agreed to expand cooperation on intelligence, training, technology and against “Zionist-American schemes,” the Ynet news website reported.Maj. Gen. Mohammad Bagheri, Iran’s chief of staff, has spent several days in Syria, touring war zones and meeting with high-level officials, including President Bashar Assad.Assad’s meeting with Bagheri focused on bilateral relations in all fields, mainly military cooperation, “which has witnessed a qualitative development during the war that Syria and its allies, mainly Iran, are waging against terrorism” in Syria, state news agency SANA reported.Iran has been one of Assad’s strongest supporters since the country’s crisis began more than six years ago and has sent thousands of Iranian-backed militiamen to boost his troops against opponents.SANA quoted Bagheri as saying that the aim of his visit is to “put a joint strategy on continuing coordination and cooperation at the military level.” He also stressed Iran’s commitment to help in the reconstruction process in Syria.Bagheri met with several Syrian officials on Wednesday, including Defense Minister Fahd Jasem al-Freij, and Syrian army commander Maj. Gen. Ali Ayyoub. The meetings come after Prime Minister Benjamin Netanyahu warned that he will not tolerate an Iranian military presence in neighboring Syria.“Iran has to understand that Israel will not allow this,” Netanyahu said Tuesday after a meeting with visiting Russian Defense Minister Sergei Shoigu focused mostly on Iran’s efforts to establish a presence next door, where both Tehran and Moscow have provided crucial support to Assad’s forces.Israel fears Iran will plant itself on the country’s doorstep by establishing a Shiite “corridor,” with land links from Iran to Lebanon, allowing the movement of fighters and weapons across the region. At the heart of those fears is Hezbollah, which battled Israel to a stalemate in a month-long war in 2006.Israel has largely stayed out of the fighting in Syria but has carried out dozens of airstrikes on alleged weapons convoys bound for the Iranian-backed Lebanese Hezbollah group. On Saturday the Israeli army hit three Syrian artillery targets across the border in the northern Golan Heights, hours after five projectiles landed in open ground in Israel as a result of spillover fire from the fighting in Syria. The IDF vowed it would intensify its responses to future such stray fire. “Even if this is just spillover, this is an exceptional incident and the continuance of such events will be met with a more fierce Israeli response,” a statement by the IIDF said.Bagheri on Wednesday said Tehran would not tolerate violations of Syrian sovereignty by Israel and vowed that the two countries would jointly fight against Syria’s enemies.“We cannot accept a situation where the Zionist entity attacks Syria from the ground and the air,” he said.

Foreigners who joined IS face almost certain death in Raqqa-World governments are loathe to let jihadists come back home, and may even be encouraging local forces to see that they die in battle-By Lori Hinnant and Sarah El Deeb-OCT 22,17

PARIS (AP) — The forces fighting the remnants of the Islamic State group in Syria have tacit instructions on dealing with the foreigners who joined the extremist group by the thousands: Kill them on the battlefield. As they made their last stand in the northern Syrian city of Raqqa, an estimated 300 extremists holed up in and around a sports stadium and a hospital argued among themselves about whether to surrender, according to Kurdish commanders leading the forces that closed in. The final days were brutal — 75 coalition airstrikes in 48 hours and a flurry of desperate IS car bombs that were easily spotted in the sliver of devastated landscape still under militant control. No government publicly expressed concern about the fate of its citizens who left and joined the Islamic State fighters plotting attacks at home and abroad. In France, which has suffered repeated violence claimed by the Islamic State — including the Nov. 13, 2015, attacks in Paris — Defense Minister Florence Parly was among the few to say it aloud.“If the jihadis perish in this fight, I would say that’s for the best,” Parly told Europe 1 radio last week. Those were the orders, according to the US.“Our mission is to make sure that any foreign fighter who is here, who joined ISIS from a foreign country and came into Syria, they will die here in Syria,” said Brett McGurk, the top US envoy for the anti-IS coalition, in an interview with Dubai-based Al-Aan television.“So if they’re in Raqqa, they’re going to die in Raqqa,” he said. The coalition has given names and photos to the Kurdish fighters to identify the foreign jihadis, who are seen as a threat back home and a burden on their justice systems, according to a commander with the Kurdish-led Syrian Democratic Forces. The commander said his US-backed fighters are checking for wanted men among the dead or the few foreigners among the captured. An official with the powerful YPG, the backbone of the SDF that also runs the local security and intelligence branches, said foreigners who decided to fight until the end will be “eliminated.” For the few prisoners, the Kurds try to reach out to the home countries, “and we try to hand them in. But many would not want to take their (detainees),” he said. Both men spoke on condition of anonymity because they were not authorized to discuss the sensitive issue with reporters. No country will admit to refusing to take back citizens who joined the Islamic State, including women and their children. But few are making much of an effort to recover them.In Iraq, hundreds of Islamic State fighters have surrendered or have been taken into custody, and their families have been rounded up into detention camps. The men are put on trial and face the death penalty if convicted of terrorism charges — even if they are foreigners. One Russian fighter has already been hanged.France, which routinely intervenes when citizens abroad face capital punishment, has said nothing about its jihadis in Iraq. More French joined the group, also known by its Arab acronym Daesh, than any other European country.Foreigners captured by Kurdish forces are in a more precarious position because the SDF doesn’t answer to Syria’s government and has no state of its own. A Syrian woman whose French husband surrendered to Kurdish authorities in June said she had no access to him and didn’t know where he was 50 days after they separated. She denied her husband was an IS fighter. The camps for displaced civilians from Raqqa contain only foreign women and children. As for the fate of any French citizens there, France’s Foreign Ministry had a short response: “Our priority today is to achieve a complete victory over Daesh.” German diplomats say all of the country’s citizens are entitled to consular assistance. As the final battle in Raqqa drew to a close, Parly estimated a few hundred French fighters were still in the war zone. For Germany, about 600 men were unaccounted for.Britain has not said how many of its former citizens are believed still fighting, but at least one holdout posted a furious 72-minute monologue earlier this month from Raqqa as airstrikes and artillery fire boomed behind him. He said Muslims around the world should be outraged at the treatment of Islamic State’s followers.“This is not me being an extremist. I’m a very moderate, mild person, hamdullah (thanks to God), and I find Islamic State to be very moderate and mild,” said the man, who called himself as Abu Adam al-Britani and was identified by British media as Yasser Iqbal, a Porsche-driving lawyer who defended Islamic State’s brutal practices as ordained by God, including killing non-Muslims and dissenting Muslims. He did not mention the group’s routine public beheadings, enslavement of women or brainwashing of children to become hardened killers. At its height, between 27,000 and 31,000 may have traveled to Syria and Iraq to join the Islamic State group, according to an analysis by the Soufan Group. Of those, about 6,000 were from Europe, with most from France, Germany and Britain. A majority had immigrant backgrounds and was heavily targeted by the group’s propaganda, which highlighted the injustices they faced at home. One study found that fewer than 10 percent of the Western fighters were converts to Islam. As many as a third of the Europeans may have returned home. Many are jailed immediately and await trial in backlogged courts, but others are freed and under surveillance.Raqqa’s foreign holdouts are generally acknowledged to be midlevel IS recruits, and most are believed to have little information about the group’s inner workings. US Col. Ryan Dillon, a spokesman for the coalition, said he had no information about any “high-value targets” among approximately 350 fighters who surrendered in Raqqa in the last days, including a few foreigners. But for their home countries, they pose a risk.“The general sentiment in northern Europe is we don’t want these people back, but I don’t think anyone has thought about the alternatives,” said Pieter Van Ostaeyen, an expert on the Belgian jihadis.Among the complications are how to prosecute any returnees and how to track them if and when they leave custody.“You can see why almost the preferred resolution is that they don’t return,” said Bruce Hoffman, head of Georgetown University’s security studies program and author of “Inside Terrorism.”“What worries me is I think it’s wishful thinking that they’re all going to be killed off,” he added.Wishful thinking or not, Parly said it’s the best outcome.“We cannot do anything to prevent their return besides neutralize the maximum number of jihadis in this combat,” she said.

39 Thus shall he (THE EU DICTATOR) do in the most strong holds (CONTROL HEZBOLLAH,AL-QUAIDA MURDERERS ETC) with a strange god, whom he shall acknowledge and increase with glory: and he shall cause them to rule over many,(HIS ARMY LEADERS) and shall divide the land for gain.
40 And at the time of the end shall the king of the south(EGYPT) push at him:(EU DICTATOR PROTECTING ISRAELS SECURITY) and the king of the north(RUSSIA) shall come against him like a whirlwind, with chariots, and with horsemen, and with many ships; and he shall enter into the countries, and shall overflow and pass over.

We shall have World Government, whether or not we like it. The only question is whether World Government will be achieved by conquest or consent.James Paul Warburg appearing before the Senate on 7th February 1950

Like a famous WWII Belgian General,Paul Henry Spock said in 1957:We need no commission, we have already too many. What we need is a man who is great enough to be able to keep all the people in subjection to himself and to lift us out of the economic bog into which we threaten to sink. Send us such a man. Be he a god or a devil, we will accept him.And today, sadly, the world is indeed ready for such a man.

Trump video played at hurricane relief concert-[Reuters]-YAHOONEWS-October 22, 2017

(Reuters) - In a rare show of unity, U.S. President Donald Trump praised all five of his living predecessors on Saturday, thanking them in a video for their work helping to raise funds to aid victims of recent hurricanes. His video statement, which commends Americans for coming together in the wake of four hurricanes and the deadly California wildfires, was shown at Saturday's fund-raising concert for hurricane victims organized by the George H.W. Bush Presidential Library Foundation and former presidents Jimmy Carter, George H.W. Bush, Bill Clinton, George W. Bush and Barack Obama. All five attended the event, which features artists Alabama, Lady Gaga, the Gatlin Brothers, Robert Earl Keene and others."The heartbreaking devastation caused by hurricanes Harvey and Irma and Maria and Nate, along with the terrible wildfires in California, have impacted millions of our fellow Americans," Trump said in the video. "As a nation, we mourn for those who died, and we pray for those who lost their homes or their livelihoods."The former presidents formed the organization "One America" to help with hurricane relief after the storms left devastation and death in Texas, Florida, Puerto Rico and other parts of the U.S. Gulf Coast and Caribbean. The fund has raised more than $31 million for relief.Obama praised Americans for working to aid neighbors after heartbreaking natural disasters. Obama said the response to the storms showed "the spirit of America at its best - when ordinary people step up and do extraordinary things."About 11,000 people attended the concert, which was livestreamed on the One America Appeal YouTube channel, theOneAmericaAppeal.org website and the organization's Twitter feed, said Jim McGrath, a spokesman for former President George H.W. Bush as well as One America and the Bush Library."These were grievous storms back to back," Clinton said, noting significant work remains to be done.Dubbed "Deep in the Heart" in a dual reference to the song "Deep in the Heart of Texas" and the idea that Americans' compassion for victims runs deep, the concert is taking place at Texas A&M University in College Station, Texas.(Reporting by Sharon Bernstein and David Shepardson; Editing by James Dalgleish)

India cenbank says linking national ID number to bank accounts mandatory-By Reuters on October 21, 2017

MUMBAI (Reuters) – India’s central bank on Saturday dismissed media reports that it was not necessary to link national identity card numbers, known as Aadhar numbers, to bank accounts. It said in a statement the requirement remained in force under anti-money laundering rules.“The Reserve Bank clarifies that, in applicable cases, linkage of Aadhaar number to bank account is mandatory under the Prevention of Money-laundering (Maintenance of Records) Second Amendment Rules, 2017,” it said in a statement. The RBI also said that anti-money laundering rules announced in June 2017 have “statutory force” and banks have to implement them without awaiting further instructions. The Aadhar program, which is the world’s largest biometric identity card program, has triggered some claims that it is an infringement of privacy of citizens.India’s top court in August had said that privacy is a fundamental right and the verdict was expected to complicate efforts of Prime Minister Narendra Modi’s government to make linking of the ID card numbers with bank accounts, telephone numbers, etc.(Reporting by Promit Mukherjee Editing by Jeremy Gaunt)

Top US politicians warn of democratic values at risk-[Christian Science Monitor]-Peter Grier, Henry Gass-YAHOONEWS-October 20, 2017

They were about President Trump. They were also about more than President Trump. Much more.An extraordinary series of speeches this week from two former US Presidents and a former presidential candidate warned of the dangers to the nation and the world if divisive politics continues to cleave the American electorate into thoughtlessly hostile warring camps.Former President George W. Bush talked about a rise in bigotry and casual cruelty. Former President Barack Obama observed that public life seems to be regressing from the 21st to the 19th century. Former presidential nominee Sen. John McCain (R) of Arizona stressed the importance of an America engaged with the world and criticized “half-baked, spurious nationalism.”None mentioned Mr. Trump’s name. To do so would have been both inflammatory and limiting. Their theme was not so much the content of Trump’s tweets as long-developing cracks in the American character. If the cracks are not to widen, voters may need to reach out to each other instead of push away.“They ... talk about American ideals, they ... talk about the story of America, the American creed and the need to reinvigorate democracy and continue to be the exemplar to the world of democratic values,” says Martin Medhurst, a political scientist at Baylor University in Waco, Texas, specializing in rhetoric and communication.Professor Medhurst in the above quote is referencing Mr. Bush and Senator McCain in particular. Bush spoke at a conference in New York convened by the George W. Bush Institute to support democracy. McCain appeared Monday at the National Constitution Center in Philadelphia where he received the organization’s Liberty Medal. But the words seem apropos for Obama was well. Obama on Thursday campaigned for Democratic gubernatorial candidates in New Jersey and Virginia.MOVING BEYOND 'POLITICS OF DIVISION'-Obama’s speech was perhaps the most reserved of the three. He made mainly state-oriented political comments. At several moments, however, he referred with alarm to growing racial strife and economic inequality.“What we can’t have is the same old politics of division,” he said.McCain spoke mostly about America’s role in the world, as he has many times before. As a committed internationalist he has long been a critic of the president’s stated “America First” policies.“To refuse the obligations of international leadership ... is as unpatriotic as an attachment to any other tired dogma,” he said.Bush saw McCain and raised the ante, including wide, implicit criticism of the current president’s behavior.“Bullying and prejudice in our public life sets a national tone, provides permission for cruelty and bigotry and compromises the moral education of children,” Bush said. He also spoke more broadly about stewardship of American values. “We know that when we lose sight of our ideals, it is not democracy that has failed; it is the failure of those charged with preserving and protecting democracy.”UNUSUAL BREAK WITH TRADITION-On the surface the language all three men used is mild. No direct insults or name-calling. But taken together, especially in the context of recent criticisms of Trump by Sen. Bob Corker (R) of Tennessee and other establishment figures, they represent a highly unusual break with American political tradition. For Bush and McCain in particular to go against a president of their own party is unprecedented. That both men are not Trump fans is no surprise; that they continue to speak about what they perceive as drift in the party and the United States at large in a new president’s first term is stunning. It is yet another indication that they see Trump’s populism as a threat to change the very nature of the GOP.“It just means that, increasingly, long-time leaders of the Republican Party are beginning to think that they have to speak out before the Republican Party drifts so far from its traditional moorings that it can’t find its way home,” says Cal Jillson, a political science professor at Southern Methodist University (SMU) in Dallas.Of course, Trump supporters think that GOP drifting off its old moorings isn’t exactly a bad thing. McCain has always been a different kind of Republican, says Robert Stovall, chair of the Bexar County, Texas, Republican Party. George W. Bush and 2012 presidential candidate Mitt Romney were another approach, representing the “nice way,” he says.Trump, on the other hand, is a fighter, says Mr. Stovall.“Donald Trump exudes what the silent majority – not only Republicans but middle Americans – have been looking for. Someone who’s going to stand up for this country and stand up for its beliefs,” says Stovall.POLITICS AS USUAL, BUT UNUSUAL TIMING-In that context, will this week’s speeches from establishment figures have any effect? Or will they be a non-turning point, analogous to Mr. Romney’s March 2016 speech labeling Trump a “fraud.” Trump won the GOP nomination a few months thereafter. And like virtually all politicians, the messengers in this case are not ideologically pure themselves. Bush is decrying racial politics at the same time he is campaigning in the Virginia gubernatorial race for former Republican National Committee chairman Ed Gillespie, who has been accused of racially tinged ads and rhetoric, points out Chris Edelson, an assistant professor of government in the School of Public Affairs at American University in Washington, D.C.“It feels like a half-measure,” says Professor Edelson of Bush’s speech. “The time for half-measures is past.”That said, it is still not normal that national leaders of the recent past have moved so quickly to effectively renounce actions of the current president, particularly in foreign policy. The path ahead is thus unknown, particularly for the ruling party.“Relatively few people have broken with the Republican leadership ... but some have, and as you go forward every member is going to calculate whether or not standing with Trump and [former White House strategist Steve] Bannon is better for them than distancing themselves from that, and that calculation will differ district by district and state by state,” says Professor Jillson of SMU.

Spain PM approves taking back powers from Catalonia after independence referendum-[Sky News]-yahoonews-October 21, 2017

Hundreds of thousands of protesters have taken to the streets of Barcelona after Spain's central government announced it is set to take some powers away from Catalonia's administration.Barcelona police said 450,000 people had joined a protest in the regional capital, many of them chanting the words "freedom" and "independence" and waving Catalonia's yellow, red and blue separatist flag.Large crowds have gathered outside Barcelona's Paseo de Gracia boulevard where Catalan leader Carles Puigdemont is due to give his reaction to Madrid's decision. In an unprecedented move aimed at thwarting secession attempts, Spain's Prime Minister says he has approved implementing the previously unused Article 155 of the country's constitution to assume control of the region.Mariano Rajoy said he wants the senate to give him permission to dissolve the regional government in Barcelona and call early elections. He announced the measures to take over the regional cabinet's functions after a crisis meeting of his own cabinet in the wake of the 1 October independence referendum deemed illegal by Madrid.Under his plans, the powers of Catalan officials would be transferred to the Spanish government - but he stressed he did not want to use them to rule Catalonia directly.About 90% of Catalans who voted in the referendum backed breaking away from Spain, but only 40% of eligible voters cast a ballot, with many pro-union supporters declining to vote. The PM's move, aimed at blocking the independence movement, has sparked anger among separatists.Mr Puigdemont, who has refused to abandon his threat to declare a breakaway state following the controversial vote, is set to join a protest and then give his response.Carme Forcade, the speaker of the Catalan parliament said the move by Madrid was a "coup and an "attack on democracy".She went on: "Prime Minister Rajoy wants the parliament of Catalonia to stop being a democratic parliament, and we will not allow this to happen."This is why we want to send to the citizens of this country a message of firmness and hope. We commit today, after the most serious attack against the Catalan institutions since they were restored, to the defence of the sovereignty of the parliament of Catalonia."On the streets of Barcelona, people banged pots and pans and drivers beeped their horns.Catalonia's administration currently runs its own policing, education and healthcare.Mr Rajoy said he was concerned about the financial impact if Catalonia broke away, and claimed the latest figures on the economy were "worrying".A number of companies have already announced plans to move some or all of their operations out of the northeast region.Article 155 allows central authorities to intervene when one of Spain's 17 autonomous regions fails to comply with the law.Autonomy is a hugely sensitive issue in Catalonia, which saw its powers taken away under Spain's military dictatorship.Home to 7.5 million people, the region fiercely defends its own language and culture.:: What invoking Article 155 means for Catalonia-Meanwhile, King Felipe has said Catalonia "is and will remain an essential part of 21st century Spain".In an unusually emotional speech at a prize-giving ceremony, he said the Spanish government would resolve the fight over Catalonia's bid for independence through "legitimate democratic institutions".

Madrid to impose direct rule in Catalonia to quash independence bid-[Reuters]-By Julien Toyer and Sam Edwards-YAHOONEWS-October 21, 2017

MADRID/BARCELONA (Reuters) - The Spanish government will impose direct rule on Catalonia, it said on Saturday, in an unprecedented move that brought thousands of people who voted for independence onto to the streets against what they called a "coup".Catalan President Carles Puigdemont, who made a symbolic declaration of independence on Oct. 10 after a referendum that Madrid declared illegal, joined a peaceful demonstration in Barcelona and was due to speak at 9 p.m. (1900 GMT).Prime Minister Mariano Rajoy said he would fire Puigdemont and the rest of the regional government, hoping to end Spain's worst political crisis in four decades that prompted Madrid to reduce growth forecasts for the euro zone's fourth-largest economy and raised fears of prolonged unrest. It is the first time since Spain's return to democracy in the late 1970s that the central government has invoked the constitutional right to take control of a region.Rajoy acted with backing from the main opposition party in Madrid and King Felipe, who said on Friday that "Catalonia is and will remain an essential part" of Spain."We will ask the Senate, with the aim of protecting the general interest of the nation, to authorize the government ... to dismiss the Catalan president and his government," Rajoy told a news conference.Spain's upper house of parliament is scheduled to vote on the plan next Friday, giving Madrid full control of Catalonia's finances, police and public media and curbing the powers of the regional parliament. But the speaker of the Catalan parliament said she would not accept the measures, accusing Rajoy of a "coup" and an "attack against democracy"."Prime Minister Rajoy wants the parliament of Catalonia to stop being a democratic parliament, and we will not allow this to happen," Carme Forcadell said in a televised speech."We commit today, after the most serious attack against the Catalan institutions since they were restored, to the defense of the sovereignty of the parliament of Catalonia."The time needed to effectively enforce direct rule could give the independence movement room to maneuver. The Catalan parliament is expected to decide on Monday whether to hold a session to formally proclaim the republic of Catalonia.Catalan media have said Puigdemont could also dissolve the regional parliament and call elections by next Friday. Under Catalan law, those elections would take place within two months.-"LET'S PROCLAIM THE REPUBLIC"-Puigdemont and his cabinet marched in Barcelona on Saturday wearing yellow ribbons in support of two senior independence campaigners who have been jailed on charges of sedition."Freedom! Freedom!" protesters chanted as they waived independence flags and signs reading "Defending our land is not a crime" and "Let's proclaim the republic.""(Rajoy) triggering this article will not resolve anything," said 38-year-old builder Abel Fernandez, attending the demonstration with a pro-independence flag tied around his neck."They won't be able to keep quiet the half of Catalonia that is in favor of independence and those who favor the right to decide."Pro-independence parties said Rajoy's move showed the Spanish state was no longer democratic."The Spanish government has carried out a coup against a democratic and legal majority," Marta Rovira, a lawmaker from Catalan government party Esquerra Republica de Catalunya, tweeted.Anti-capitalist party CUP, which backs the pro-independence minority government in the regional assembly said: "Taken over but never defeated. Popular unity for the Republic now. Not a single step back."Catalan authorities said about 90 percent of those who took part in the referendum on Oct. 1 voted for independence. But only 43 percent of the electorate participated, with most opponents of secession staying at home.-TERRITORIAL UNITY-The independence push has met with strong opposition across the rest of Spain and divided Catalonia itself. It has also and prompted hundreds of firms to move their headquarters out of the region. Rajoy on Saturday urged them to stay. His center-right People's Party (PP) government received unequivocal backing from the opposition Socialist Party."Differences with the PP on our territorial unity? None!" said Socialist leader Pedro Sanchez.Rajoy said he did not intend to use the special powers for more than six months."Our objective is to restore the law and a normal cohabitation among citizens, which has deteriorated a lot, continue with the economic recovery, which is under threat today in Catalonia, and celebrate elections in a situation of normality," he said.Madrid has insisted that Puigdemont - who has threatened to press ahead with independence unless Madrid agreed to a dialogue - has broken the law several times in pushing for independence."The rulers of Catalonia have respected neither the law on which our democracy is based nor the general interest," the government said in a memorandum to the Senate. "This situation is unsustainable."Pro-independence groups have mustered more than 1 million people onto the streets in protest at Madrid's refusal to negotiate a solution.Heavy-handed police tactics to shut down the independence referendum were condemned by human rights groups, and secessionists accused Madrid of taking "political prisoners".Hacking group Anonymous on Saturday joined a campaign called "Free Catalonia" and took down the website of Spain's constitutional court.Spain's national security department had said on Friday it was expecting such an attack to take place, though nobody was available on Saturday to confirm it.(Additional reporting by Isla Binnie, Carlos Ruano and Tomas Cobos in Madrid; Editing by Angus MacSwan and Robin Pomeroy)

Oct, 17:45-A mood shift among EU leaders and heads of state against Turkey appears to have surfaced following intense talks at a summit in Brussels on future relations amid demands to reduce accession funding.European Council president Donald Tusk told reporters on Friday (20 October) that Turkey's relations to the European Union had dominated the late evening debates amid a growing chorus of complaints against Ankara."We want to keep the door open to Ankara but the current reality in Turkey is making this difficult," he said.Summit conclusions under the 'external relations' heading had dedicated only one line to Turkey, noting simply that "the European Council held a debate on relations with Turkey."But the single phrase fails to underscore the importance of the issue. One EU diplomat said the discussions took three hours, largely sidelining other agenda points on the Iran nuclear deal and North Korea sanctions.A second EU official said the Commission would put forward its proposal on cutting Turkish aid in the "next coming weeks".Another warned that Turkey's candidacy for membership may slip depending on the outcome of annual European Commission Turkey report due out early next year.Few, aside from the European Parliament, appear willing to completely cut off Turkey over broader fears it may feed into Ankara's nationalist rhetoric and undermine cooperation over preventing foreign fighters returning to Europe.-The money and the purge-Turkey has been earmarked some €4.45 billion up until 2020.The EU money is geared towards helping country on its track towards EU member state. But accession talks nose dived following Ankara's crackdown in the wake of a failed military coup early last year and the consolidation of power by Turkey's president, Recep Tayyip Erdogan.A purge has seen tens of thousands arrested, detained, or sacked from their jobs for having links to the banned Fethullah Gulen movement, which Ankara has pegged as a terrorist group and has blamed for instigating the coup."It [funding cuts] is meant to pass a message to the Turks that when you have different parts of the administration that are heavy-handed with journalists, with judges, they cannot get EU money towards the accession," noted another EU official.Taner Kilic, Amnesty International's Turkey director and chair, was arrested along with 10 other human rights defenders in June for their alleged links to the movement.Earlier this week, an Istanbul court had accepted the indictment against all eleven, possibly paving the way towards 15-year jail sentences.European Commission president Jean-Claude Juncker said the plan may include redirecting some of the Turkey funds elsewhere."What I've been told is that the European Parliament is talking about putting a rather large amount of this accession [cash] into the budgetary reserve," he said.More than a third of Turkey's €4.45 billion goes to areas like democracy and governance, empowerment of civil society, rule of law, and fundamental rights.Juncker described them as "noble causes", suggesting that other funding sectors like transport or energy may take a hit.Out of the total, only €368.3 million has so far been contracted. Payments stand at €258.4 million at the end of August 2017.Turkey's embassy to the European Union has yet to comment of the funding cut threats as of writing. But Turkey's ambassador to Belgium, Mehmet Hakan Olcay, told this website in July that his country deserved even more money than the billions offered by the European Union."Our membership process goes on since 1954, so I think we must have deserved even more funding," he said.More recently, Turkey is pressing ahead in its demands to update a customs union agreement with European Union. But member state leaders, including Germany's chancellor Angela Merkel, oppose expanding the customs union. It means the European Commission has yet to be given a mandate to enter negotiations with Turkey. Almost half of Turkey's exports are sent to the EU.

Governments shouldn't tell women what to wear and what not to wear: Trudeau-[The Canadian Press]-yahoonews-October 20, 2017

ALMA, Que. — Prime Minister Justin Trudeau again waded into the debate on Quebec's Bill 62 on Friday, saying governments should not be telling women what to wear and what not to wear."I will always stand up for Canadians' rights,' he said in Alma, Que. "I will always stand up for the Charter of Rights and Freedoms. It is what Canadians expect of me."As I've said a number of times as well, I don't think it should be the government's business to tell a woman what she should or shouldn't be wearing."Bill 62, which was adopted in the Quebec legislature Wednesday, bans people from providing or receiving public services in the province with their faces covered and is widely seen as an attack on Muslim women. It also prohibits people from taking public transit if their face is covered."We know there is going to be many weeks and many months of discussions on this, on what the implications are," Trudeau said as he campaigned ahead of a federal byelection Monday."And as a federal government, we are going to take our responsibilities seriously and look carefully at what the implications are."Asked if that means challenging the law in court, Trudeau replied, "this means looking carefully at the implications of this law and how we continue to stand up for Canadians' rights."A day earlier, Trudeau asserted it is not up to the federal government to challenge its constitutionality. On Friday morning, a group Montrealers lined up by a downtown bus station wearing surgical masks, Halloween disguises and face-covering bandanas in a protest against the law.Organizer Kathryn Jezer-Morton said the goal was to show solidarity with women who wouldn't be able to ride buses or use other services in light of the law."To not allow women who wear a niqab to access public services is so harmful, and a violation of their human rights," she told The Canadian Press in a phone interview."To think that you're doing them any kind of favour in the name of feminism, for one thing, is preposterous."She added that most passersby supported the protesters, although others suggested the law could be good for women.Quebec Premier Philippe Couillard has defended the law by saying it is necessary for reasons related to communication, identification and security. On Friday, he reiterated his belief it will withstand any legal challenge."In society, people communicate with each other, identify themselves with their face uncovered," Couillard told reporters in Mirabel, Que., where he was meeting with Bombardier Inc. employees."What surprises me is that people seem surprised this is happening."Couillard noted the Liberals under Jean Charest tabled a similar bill in 2009 but that it did not become law, and that he himself promised in the 2014 election campaign to bring in such legislation."We're doing exactly what we said we would do," he said.On Friday, the Canadian Human Rights Commission said it was "concerned" by Bill 62."It is extremely worrisome to me that any government would use the law to target and marginalize a group rather than protect those who already suffer at the hands of discrimination," chief commissioner Marie-Claude Landry said in a statement."Laws should be adopted to end discrimination — not promote it."Landry pointed out that, while Bill 62 applies to Quebec's public services, "city buses crossing provincial borders make this (the law) a federal matter."On Thursday, the law was also unanimously condemned in the Ontario legislature, with Premier Kathleen Wynne calling religious freedom "part of our identity.""Forcing people to show their faces when they ride the bus, banning women from wearing a niqab when they pick up a book from the library will only divide us," she said.— With files from Morgan Lowrie in Montreal-Caroline Plante, The Canadian Press.

Unforgiving wildfires affect vineyard workers and owners-[The Canadian Press]-YAHOONEWS-October 21, 2017

SONOMA, Calif. — When the wildfires ignited, vineyard workers stopped picking grapes and fled for their lives. Some vineyard owners decided to stay and fight back, spending days digging firebreaks and sleeping among their vines for safety. As the danger drew closer, grape pickers spread word of the threat and helped neighbours pack their homes. The owner of an elite golf resort abandoned his home to try to save his golf course. The deadliest and most destructive wildfires in California history imperiled both the low-wage workers who harvest the nation's most valuable wine grapes and the wealthy entrepreneurs who employ them. Vintners were suddenly plunged into the same desperate struggle as their labourers , with everyone fighting to preserve the things most precious to them — families, belongings and businesses. On the public beach campgrounds where hundreds of evacuees escaped the flames, the affluent slept alongside migrant workers and combed through donated supplies."We had people in Mercedes and Lexuses showing up" with soot on their faces after losing everything, said Patty Ginochio, a volunteer who helped feed, house and clothe evacuees. Even some of the well-off "had nothing but the clothes on their back. It's humbling."If anything, the fires seemed to target the affluent, blackening leafy suburban developments and hilltop estates more than the flatlands where many farm workers and middle-class families live.Winery owners with multiple houses will take vastly different roads to recovery than the grape pickers who lost the only rental home they could hope to afford. But for a short time, fire was the great leveler in a region where the wealthiest 1 per cent of people makes 20 times more than the rest.Everybody thinks the winery owners are "rich guys and rich families, and they're above everything," said Adam Mariani, a fourth-generation farmer whose family runs the Scribe Winery in Sonoma. "But the truth is people are completely bootstrapping here" and worried about the effect of the fires on their livelihood. The harvest was winding down on Oct. 8 as Gonzalo Jauregui worked an overnight grape-picking shift intended to protect workers and the fruit from the heat of the day. Around 10 p.m., a gale blew into the vineyard outside of Sonoma with a strength that the 45-year-old had never seen before."We saw the power lines bouncing against each other and trees losing their branches and sparks flying," Jauregui recalled. The grape harvesters ran to their cars.Dozens of other blazes were erupting at the same time across wine country, and Jauregui "could see the fire coming down the mountain."At the Scribe Winery, the winds disrupted a dinner among the vines, upending table settings. Diners who had hoped to linger over their meals were driven inside. Kelly Mariani, one of the family members there, recalled the ominous rattle of rattlesnakes in dry grass as the wind rose.By midnight, flames had burned a neighbour's home and were creeping down an oak ridge toward the winery buildings and family homes."There were hurricane winds. The house was rattling. The dog was barking," said Adam Mariani, whose family has worked for a decade to rebuild the winery, which was eradicated during Prohibition and turned into a turkey farm.As fires came over ridge after ridge above the wine valleys, Manuel Contreras lingered for days at a Sonoma apartment complex housing mostly migrant workers like him. He helped neighbours pack belongings and find transportation and shelters."I want to be the last person out," he said. While he spoke, firefighters and sheriff's deputies went house to house and business to business to warn people that the flames were expected to arrive within hours. But, Contreras said, authorities never came to tell the Spanish-speaking workers."We were waiting for them to come to tell us" it was finally time to go, he said. The grape workers finally joined the evacuation when they saw streams of cars racing out of town.At Napa's championship Silverado golf resort, former PGA master Johnny Miller climbed to the roof of the white-pillared country club with a garden hose to save the clubhouse himself. He taped other hoses to the rails of balconies to spray water down on embers. In one of the mansions near the course was Tim Wall, whose businesses include Rug Doctor carpet-cleaning and the golf resort. He made sure his family and animals were safe and left his home to its fate. Then he fought to save the golf course."I hadn't thought of it that way," Wall said of his decision to choose the course over his home. "If the house burned down, it wouldn't be near the impact, economically or otherwise, to myself or other people." The home survived. In Sonoma County, Jauregui and his co-workers and neighbours sped home through smoke. They woke their families, then pounded on doors of their apartment building to wake others.Adam Mariani, with help from a changing cast of relatives, friends, neighbours and passing crews of firefighters, used shovels and tractors to gouge firebreaks in the dirt.Mariana and his brother figured their homes were lost, but they fought to save the winery's restored hacienda, a landmark from the days of California's first wine makers in the 1850s. When Adam needed to rest, he drove his car to the middle of the vineyards, where the live rows would resist fire. The firebreaks, along with helicopter water drops from a reservoir maintained by the Gundlach-Bundschu winery and the vineyards themselves, helped crews finally turn the corner on the wildfires a week after the blazes began. In all, more than 100,000 acres burned in Napa, Sonoma and Solano counties, and more than 100,000 people evacuated.Even as the flames eased, winery employees and owners alike faced economic fears. Many had gone more than a week without work, and months of rebuilding lay ahead. Shelters, soup kitchens and donation centres opened. Near Jauregui's home, 2,500 returned evacuees lined up last Wednesday for free lunches. That day, he knocked on the doors of a bakery and other businesses to ask for work.Scribe employees returned Wednesday, many for the first time. The green and gold landscape was etched with dark char lines. Blackened trees surrounded the winery on three sides. But the old hacienda, the homes and the winery buildings still stood.Winery workers came back with red eyes. Adam Mariani enfolded them in his arms."It's all here," he said.Ellen Knickmeyer And Olga R. Rodriguez, The Associated Press.

Trump: Raqqa fall 'critical breakthrough', end of Islamic State in sight-[Reuters]-YAHOONEWS-October 21, 2017

WASHINGTON (Reuters) - U.S. President Donald Trump on Saturday hailed the defeat of Islamic State fighters in their self-proclaimed capital of Raqqa as "a critical breakthrough" in a worldwide campaign against the militants. On Friday, the Kurdish-dominated Syrian Democratic Forces (SDF) formally announced Raqqa's liberation from Islamic State after four months of battles and said the city would be part of a decentralized federal Syria."Together, our forces have liberated the entire city from ISIS control," Trump said in a statement."The defeat of ISIS in Raqqa represents a critical breakthrough in our worldwide campaign to defeat ISIS and its wicked ideology. With the liberation of ISIS’s capital and the vast majority of its territory, the end of the ISIS caliphate is in sight."Trump said the U.S. campaign against Islamic State, which was launched by his predecessor Barack Obama, would soon enter a new phase, in which the United States would "support local security forces, de-escalate violence across Syria, and advance the conditions for lasting peace, so that the terrorists cannot return to threaten our collective security again.""Together, with our allies and partners, we will support diplomatic negotiations that end the violence, allow refugees to return safely home, and yield a political transition that honors the will of the Syrian people," he said.Trump's statement made no mention of the future of Syrian President Bashar al-Assad. He also did not spell out how the United States would support local security forces.A White House spokesman said U.S. policy towards Assad "remains the same." U.S. officials have said Assad has no future governing Syria and U.S. envoy to the United Nations, Nikki Haley, said last month a stable Syria was not possible while he remained in place. The fight against Islamic State has taken place amid a wider, multi-sided civil war between Assad's government, which is backed by Iran and Russia, and an array of rebel groups supported by other powers, including the United States.Experts believe the defeat of ISIS at Raqqa may only be the start of a wider struggle by the United States to contain any insurgency launched by the militant group and to stabilize the region, as Washington grapples with defining a comprehensive strategy in Syria. On Friday, French President Emmanuel Macron said France's military would continue its fight against Islamic State in Syria, but that the fall of the militant group's bastion in Raqqa needed to lead to an inclusive political system to restore stability.(Reporting by David Brunnstrom and Jeff Mason; Editing by Chris Reese)

54 Egyptian police killed in ambush, say officials-[The Canadian Press]-YAHOONEWS-October 21, 2017

CAIRO — At least 54 policemen, including 20 officers and 34 conscripts, were killed when a raid on a militant hideout southwest of Cairo was ambushed, officials said Saturday. The ensuing firefight was one of the deadliest for Egyptian security forces in recent years. Two police officials told The Associated Press that the exchange of fire began late Friday in the al-Wahat al-Bahriya area in Giza province, about 135 kilometres (84 miles) southwest of Cairo. They spoke on condition of anonymity because they were not authorized to brief media. The firefight began when security forces acting on intelligence moved against a militants' hideout in the area. Backed by armoured personnel carriers and led by senior counterterrorism officers, the police contingent drew fire and rocket-propelled grenades, according to the officials. The officials said what happened next is not clear, but added that the force likely ran out of ammunition and that the militants captured several policemen and later killed them. The officials said the police force appeared to have fallen into a carefully planned ambush set up by the militants. The death toll could increase, they added. Those killed included two police brigadier-generals, a colonel and 10 lieutenant colonels.Egypt's Interior Ministry, which is in charge of police, announced a much lower death toll, saying in a statement read over state television that 16 were killed in the shootout. It added that 15 militants were killed or injured, later releasing photos of some of them. The last time Egypt's security forces suffered such a heavy loss of life was in July 2015 when militants from the extremist Islamic State group carried out a series of co-ordinated attacks, including suicide bombings, against army and police positions in the Sinai peninsula, killing at least 50. However, the army said only 17 soldiers and over 100 militants were killed. An official statement issued Saturday said Friday's incident would be investigated, suggesting that the heavy death toll may have been partially caused by incompetence, intelligence failures or lack of co-ordination . The officials said prosecutors will look into whether the police's counterterrorism agents failed to inform the military of the operation or include them. Two audio recordings purportedly by policemen who took part in the operation circulated online late Friday. One policeman, apparently using a two-way radio, was heard in the nearly two-minute recording pleading for help from a higher-ranking officer."We are the only ones injured, sir," the policeman said. "We were 10 but three were killed. After their injury, they bled to death, sir.""They took all the weapons and ammunition," he added, "We are now at the foot of a mountain."The second recording was purportedly by a policeman warning others. "I can't identify any direction. Only planes can see us. Take care every one," he was heard saying, adding that militants were pursuing them. The authenticity of the recordings could not be immediately verified. The heavy loss of life will likely lead to the restructuring and streamlining of the country's counterterrorism effort, the officials said, with better co-ordination between the police, military and security agencies high on the list of objectives. It's also likely to be cited by government critics as a vindication of their long-held argument that suppressing freedoms, jailing opponents and cracking down on civil society does not, as the pro-government media insists, help in the war against terror. No militant group immediately claimed responsibility for the attack, which bore all the hallmarks of the Islamic State group. A local affiliate of the extremist group is spearheading an insurgency whose epicenter is in the Sinai Peninsula, which borders Israel and the Gaza Strip. The United States condemned the attack in a statement issued by State Department, offering "profound condolences to the families of the deceased and the government and people of Egypt... at this difficult time."The incident comes a few days after militants staged a brazen daylight attack in the heart of el-Arish, the largest city in the Sinai Peninsula, attacking a church and a nearby bank and reportedly making away with some $1 million. Seven were killed in the Monday attack.Attacks by militants have significantly increased since the 2013 ouster by the military of an Islamist president, who was freely elected but whose one-year rule proved divisive. Attacks have also spread outside Sinai and into the country's mainland and areas close to the porous Libyan border to the west. The country has been under a state of emergency since April, following a spate of suicide bombings targeting minority Christians that have killed more than a 100 since December. The attacks were claimed by IS.Egypt blamed the attacks on the Christians on militant cells trained and armed in neighbouring Libya, where mostly Islamist militias, including extremist groups like IS, control territory or maintain a foothold in the vast, oil-rich nation. In response, Egypt has stepped up security along its desert border with Libya, where it supports an eastern-based army general fighting militant groups. In July 2014, gunmen armed with rocket-propelled grenades attacked a border guard post in Egypt's western desert in a brazen assault that killed 21 troops deployed close to the Libyan border.Associated Press writer Thomas Strong in Washington D.C. contributed to this report.Menna Zaki, The Associated Press.
