Health warnings, plain covers for pot packs under proposed regs-[The Canadian Press]YAHOONEWS-November 22, 2017

OTTAWA — Health Canada offered hints Tuesday about the government's plans for legal pot, including, plain packaging and stern, stark health warnings like those found on tobacco products. The department released a set of proposed regulations that, among other things, would limit colours and graphics on cannabis packs and establish a system to trace pot through the distribution system. It said the warnings should highlight risks, including the dangers associated with cannabis use during pregnancy, drug-impaired driving and what can happen when alcohol is mixed with marijuana. The department's so-called consultation paper is now open to public feedback for the next two months.Speaking outside the House of Commons, Health Minister Ginette Petitpas Taylor said the government is studying other proposals including a tracking system to monitor the cannabis supply chain and help prevent pot being diverted into and out of the legal market.Health Canada also said Tuesday the proposals seek to elaborate on elements including what can be displayed on a package and what can't, including anything that might entice youngsters."Text and graphics used in brand elements could not be appealing to youth and would be subject to the packaging and labelling restrictions in the proposed Cannabis Act," the department said."Health Canada is also considering establishing standards (such as limiting use of colour and size) of these brand elements."Government officials said late Tuesday the proposals attempt to elaborate on what can be displayed on a package to ensure the legal industry can keep itself distinct from the black market, while competing with it.Producers would be allowed to display brand elements, the officials confirmed, saying they are talking to legal producers about packaging. The officials also said Health Canada sees its plans as consistent with what the federally appointed task force on pot legalization recommended: plain and standard packaging. The proposed regulations would also require that cannabis workers get valid security clearances issued by the minister of health. Individuals with connections to organized crime, or criminal records or shady associates could be denied clearances.Earlier Tuesday, Statistics Canada said it plans to start measuring the economic and social impacts of recreational pot — even before it becomes legal. The agency said it wants to gradually develop the capabilities to capture and report information on non-medical cannabis. It says collecting data both before and after marijuana becomes legal will allow Canadians, governments and businesses to form a clearer picture of the economic and social consequences of lawful pot.The Liberals also faced criticism from the opposition Tuesday for limiting debate on their cannabis legislation, which is currently before the House of Commons.Justice Minister Jody Wilson-Raybould defended the move, saying the government has long been up front with the House and with Canadians about the plan to legalize pot by July 2018.—with files from Andy Blatchford-Kristy Kirkup , The Canadian Press.

Analysis-EU 'cannot afford' lengthy German deadlock By Eric Maurice-euobserver

BRUSSELS, 21. Nov, 17:56-German chancellor Angela Merkel's failure to form a coalition government has raised concerns in Europe that the EU's most powerful country will send the block into paralysis."It's not in our interest that things get tense," French president Emmanuel Macron said on Monday, adding that the situation was creating "real risks".Dutch foreign minister Halbe Zijlstra said the delay in forming a new German government was "bad news for Europe."In Berlin, even German president Frank-Walter Steinmeier warned that "incomprehension and worry would be big in particular in our European neighbours, if political powers did not meet their responsibilities."The failure of talks between Merkel's Christian Democrats, the liberal FPD and the Greens on Sunday "is clearly a problem for the EU," noted Yann-Sven Rittelmeyer, from the European Policy Centre (EPC) in Brussels."There is a need of leadership at EU level, and the EU cannot have momentum without Germany," he told EUobserver. In Brussels, officials have tried to dispel concerns that Merkel's difficulties will send the EU into a crisis.-No pause-"Europe will not pause during this period," the European Commission's spokesman said on Tuesday. He added that as planned, the EU executive will present its proposal on the future of the economic and monetary union (EMU) on 6 December, ahead of a eurozone summit on 15 December."We're not going to grind to a halt," an EU diplomat told this website. He admitted that some decisions could be delayed, on issues like migration or energy. But the diplomat said that discussions on the so-called EU leaders' agenda on the future of the EU, like the EMU roadmap at the summit, will not be blocked."There is a caretaker government in Germany," he insisted. "We know who is in charge. It's still Merkel."But behind the scenes, a high-level official from a member state admitted, "there is some concern that Germany will continue to be passive in the European debate."Recent proposals on the EU's future by Macron and from the European Commission "are waiting for an answer from Germany," Rittelmeyer noted.-'Jamaica' not dead yet-In Germany, "the show is not over and intense negotiations are going on to try to rescue the 'Jamaica' coalition," said Judy Dempsey, from the Carnegie Europe think tank in Berlin. But if the political deadlock "drags on, or even if there is new elections, or even a minority government, it's a big setback for Europe," she told EUobserver. She insisted that "it would incredibly damaging for Europe if Germany doesn't come up with a government soon.""Something has to be decided in the next two weeks," she said. "Germany and Europe cannot afford this for long.""There will be risks, there would be uncertainty, no decision would be made, unless Macron can do it with some allies," she said. With Merkel tied up by a lack of a government, "Macron is alone at the top now in Europe," she added.

Police: Woman confessed to putting babies in concrete in 90s-[The Canadian Press]-YAHOONEWS-November 22, 2017

TOKYO — A Japanese woman was arrested Tuesday after police say she confessed to putting four newborns in concrete-filled buckets two decades ago and having been filled with guilt over not caring for her babies.Human remains were identified in four buckets found in her condominium, an Osaka police official said, requesting anonymity due to department policy.Mayumi Saito, 53, was arrested Tuesday on charges of abandoning bodies, a day after she turned herself in at the police station.Saito was quoted by police as saying she put the bodies into concrete from 1992 through 1997 because she had been too poor to raise them, but she had been filled with guilt over the years.Saito had a part-time job, but details of her work, family and comments were not available. The causes of the babies' deaths were unclear. It is fairly standard in Japan for criminal charges to be added later as an investigation progresses.Although Japan is the world's third-largest economy and has a reputation as being economically advanced, poverty remains a problem, especially among women.Social support such as affordable daycare is lacking for women to work while child-rearing, as well as to get counselling and other help to cope with parenting duties and mental stress.Japanese media reports quoted the woman as saying she had no one to talk to or turn to.___Follow Yuri Kageyama on Twitter at https://twitter.com/yurikageyama-Yuri Kageyama, The Associated Press.

Interview-David Miliband: EU should take over 500,000 refugees By Nikolaj Nielsen-NOV 22,17-EUOBSERVER

BRUSSELS, Today, 17:55-David Miliband, Britain's former foreign minister turned humanitarian charity chief, is pressing the EU to accept some 540,000 resettled refugees over five years. In an interview with EUobserver on Monday (20 November), Miliband said Europe can either accept unregulated irregular migration or make a better effort of creating legal pathways."The point is that the vast bulk of refugees are in poor countries, not in European countries," he said, noting that most are stranded in places like Ethiopia, Kenya, Jordan Lebanon, Pakistan and Uganda. But his proposed figure far outstrips the recent 50,000 places floated by the European Commission over a two-year period. The EU parliament suggested 250,000 refugees. Talks are also under way among the EU institutions to create a more permanent resettlement plan. But given the political toxicity surrounding migration among some EU states, a full commitment on behalf of national governments remains far from guaranteed. Such issues have already undermined German government coalition efforts and seen a swing towards right-wing politics.War in Iraq and Donald Trump-Miliband heads the International Rescue Committee (IRC), an international humanitarian organisation based in New York. It is a post he took up in 2013 after leaving behind British politics. As a minister in Tony Blair's education department, he voted in 2003 to support the government's decision to go to war in Iraq. The same war has in part been blamed for the rise of the Islamic State, whose genesis spurred terrorists attacks in capitals like Brussels, Berlin, London, and Paris. He has since described the pro-war stand in Iraq as his "biggest mistake in government" given the lack of evidence of weapons of mass destruction.Asked if the West has played a part in creating the biggest exodus of refugees since the Second World War, Miliband laid the blame on fragile states and on the division in what he calls the international system."It is important that western nations take their own responsibilities seriously," he said.He said a crisis of diplomacy allows wars to continue, noting the US administration under Donald Trump is reducing international relations into a zero-sum game."It is impossible to overstate the significance of the shift that the Trump administration represents," he said. The end result is that some 65 million people have been forcibly displaced. But he also describes the Trump-imposed shift as an opportunity for Europe to demonstrate to the world the values it represents in terms of providing refugees a source of hope."Either it [Europe] stands up for its values and its place in the multilateral system or it sees the system whither around her," he said.-Book and Brexit-Miliband was speaking ahead of a launch in Brussels of his 160-page book entitled Rescue. The book provides an overview of the current refugee crisis and describes his experiences meeting people at the Za'atari refugee camp in Jordan, Dadaab in eastern Kenya, and elsewhere.Among the plans, he writes, is to distribute 25 percent of the IRC's international assistance in cash by 2020. It suggests giving refugees more help in terms of cash assistance in an effort to empower them.He also takes a stab at globalisation, which he says is "too unequal, too unstable, and too insecure for its own good."Asked to how to make it more equal and stable, he says the solutions are found in more employment and education. That includes allowing refugees to work in the countries they are in.The book also rings on a personal note and describes how his father fled Nazi persecution from his home in Brussels in 1940 to find refuge in the UK."My dad was born on the rue de Merode, rue Merode doesn't exist in the way that it used to, 70 or 80 years ago but of course I always feel like a European when I'm here," he told EUobserver. But being European, he notes, also has its complications given Brexit. With the United Kingdom set to leave the European Union, Miliband doubts Britain's exit will actually 'end' in March 2019."It is going to be long process, not only because of the transition but also because of the disentangling and adjustments to this enormous economic shock," he said.

EU monitoring of Libyan coastguard done by Libyans By Nikolaj Nielsen-NOV 22,17-EUOBSERVER

BRUSSELS, Today, 15:35-An EU monitoring system to ensure the Libyan coastguard treat rescued migrants with dignity is broadly run by the Libyans themselves. The system is supposed to prevent EU-trained Libyans from abusing people rescued from within their territorial waters.A European Commission spokeswoman told reporters last week that they have yet to receive any reports of abuse - despite video evidence collected by charity NGO boats that suggests otherwise."If any kind of violence was to be noticed, we would obviously condemn it," said the spokeswoman. The EU's Mediterranean flotilla Operation Sophia has trained some 142 Libyan coastguards. The same coastguard intercepted over 19,000 people trying to cross the Mediterranean since the start of the year. Those rescued end up in militia-run detention centres where they can face abuse, rape, slavery, or even death.-Libyans draft reports-A monitoring mechanism in July was set up to make sure the Libyan coastguard adhere to human rights as part of the EU-run training exercise. But in practice, it means getting the Libyans to draft reports about themselves. On the EU side, it means sending experts from Operation Sophia to Tripoli to assess the monitoring but only "when conditions on the ground allow for it".Operation Sophia is not embedded on the Libyan boats and provides no operational direction or assistance when it comes to human rights. The EU Commission's comments follow sharp condemnation of the EU training policy of the Libyan coastguard by the UN human rights commissioner Zeid Ra'ad Al Hussein.Hussein last week also said the EU and Italy are helping the Libyan coastguard intercept people in international waters.People plucked from international waters cannot legally be returned to Libya.Hussein said the EU and its member states involvement in the training "has done nothing so far to reduce the level of abuses suffered by migrants".-Italy goes to court-The EU has set aside some €46 million to help train and equip the Libyan coastguard. That money is overseen by the Italian ministry of interior. But the Italian-based Association for Juridical Studies on Immigration (Asgi) is now taking the Italian ministry of foreign affairs to court.Asgi announced its decision last week and wants to hold the Italian government accountable for the living conditions of migrants stranded in Libya."We believe it is necessary to question the policies implemented by the Italian and European authorities, which directly and indirectly finance the Libyan authorities, strengthen them with equipment and instruments," said the law makers, in a statement. The EU Commission says the EU money spent in Libya is being monitored by the Italian ministry of interior. It also says that they intend to contract a third party to the independently monitor the activities on the ground."As an extra layer of control, the surveillance of the activities may be reinforced through an ad-hoc monitoring," it says.

Air China indefinitely suspends flights between Beijing and Pyongyang-YAHOONEWS-Reuters]-November 22, 2017

TAIPEI/BEIJING (Reuters) - Air China Ltd has indefinitely suspended flights between Beijing and Pyongyang, citing poor demand as North Korea faces growing sanctions from the United States over its nuclear weapons and missile programs. An official in the company's Beijing-based press office, who only gave his surname as Ding, told Reuters on Wednesday that flights were suspended because "business was not good". He declined to comment on when flights might resume. The suspension by China's national flag carrier comes shortly after a visit by a senior Chinese envoy to the city and also coincides with a U.S. decision to put North Korea back on a list of state sponsors of terrorism.Air China flights to Pyongyang, which have traditionally operated on Monday, Wednesday and Friday, began in 2008, but have frequently been canceled because of unspecified problems, state media has said.Last year, Air China halted flights seasonally for winter but resumed them in March. So far it is not selling tickets for any 2018 flights, according to Routes Online. One staff member in the company's Pyongyang office who declined to give his name told Reuters that Air China can resume the flights whenever there is enough demand and the office will operate normally even while there are no scheduled flights between Beijing and Pyongyang.Air China's Beijing-based press office declined to provide further comment. The company canceled some flights in April but later said that it would increase their number in May.The United States has urged China to do more to press North Korea to stop what the United States sees as belligerent defiance of U.N. resolutions.China's foreign ministry on Tuesday said that it hoped all parties could contribute to resolving the issue on the Korean peninsula peacefully. It also said that it was not aware of the Air China situation, adding that airlines made their decisions based on market needs.(Reporting by Brenda Goh in TAIPEI and Se Young Lee in BEIJING; Additional Reporting by Ben Blanchard in BEIJING, Jamie Freed in SINGAPORE and SHANGHAI Newsroom; editing by Richard Pullin)

U.S. sanctions 13 Chinese and North Korean organizations-[Reuters]-YAHOONEWS-November 22, 2017

WASHINGTON (Reuters) - The United States on Tuesday imposed sanctions against 13 Chinese and North Korean organizations Washington accused of helping evade nuclear restrictions against Pyongyang and supporting the country through trade. The U.S. Treasury announced the action, one day after President Donald Trump put North Korea back on a list of state sponsors of terrorism, on its website. The new sanctions demonstrate the Trump administration's focus on hurting trade between China and North Korea, which it has said is key to pressuring Pyongyang to back away from its ambition to develop a nuclear-tipped missile capable of hitting the United States.“This designation will impose further sanctions and penalties on North Korea and related persons and supports our maximum pressure campaign to isolate the murderous regime,” said Treasury Secretary Steven T. Mnuchin. The sanctions included blacklisting three Chinese companies, Dandong Kehua Economy & Trade Co., Dandong Xianghe Trading Co., and Dandong Hongda Trade Co., which the Treasury Department said have done more than $750 million in combined trade with North Korea. The sanctions also blacklisted Sun Sidong and his company Dandong Dongyuan Industrial Co. In a June report, Washington think tank C4ADS said Sun Sidong's firm was part of an interconnected network of Chinese companies that account for the vast proportion of trade with North Korea.U.S. authorities have repeatedly targeted companies and individuals from the Chinese city of Dandong, which borders North Korea, for alleged business ties to North Korea.Anthony Ruggiero, a North Korea expert at the Foundation for Defense of Democracies, said China doesn't strictly enforce financial rules in the Dandong area. As a result, Dandong draws companies interested in making a profit by selling to North Korea, he said. The new sanctions also hit several North Korean companies that send workers to countries such as Russia, Poland, Cambodia and China. United States authorities said they are seeking to cut off the money North Korea makes from the export of labor.Along with targeting sources of weapons technology, the sanctions marked the first time the United States sought to directly attack North Korea's everyday consumer trade, said Peter Harrell, a sanctions expert at the Center for a New American Security."We are sanctioning companies involved in ordinary trade," Harrell said. "That's the logical next step of the pressure campaign."State Department spokeswoman Heather Nauert said the sanctions were part of an effort to further isolate Pyongyang and said she did not think that the targeting of more Chinese firms would lessen Beijing’s cooperation in resolving the North Korean issue.“I don’t think it jeopardizes anything. I think the world has come together on this issue,” she said. “We have a good relationship with China. That’s not going to change.”(Reporting by Joel Schectman; Editing by James Dalgleish)

Widening search finds no sign of missing Argentine submarine-[The Canadian Press]-YAHOONEWS-November 22, 2017

BUENOS AIRES, Argentina — Ships and planes combed a wider area of the frigid South Atlantic on Tuesday in a fruitless hunt for signs of a missing Argentine submarine, adding to growing concerns about the vessel not heard from in six days.Argentine navy officials have worried that if the ARA San Juan was intact but disabled underwater, its crew of 44 might have only enough oxygen to last seven days."The most critical situation would be that we are in the sixth day of oxygen," the navy's spokesman, Capt. Enrique Balbi, said at a news conference. "Obviously that is worrisome. Each time we are entering little by little a critical period."Experts, however, said it was possible that the diesel-electric submarine's oxygen supply might last as many as 10 days in the case of a battery failure as reported by the boat's captain in his last communication.Balbi agreed. "The seven days is not dogmatic. It varies according to the circumstances."Earlier, the navy said that white flares spotted by a U.S. aircraft involved in the search were unlikely to have been from the sub. The San Juan carried red and green flares, Balbi told reporters. He also said a life raft that was found in the search area early Tuesday did belong to the submarine and probably fell off another vessel."We're evaluating where the flares came from. For now, based on the colour , they don't belong to the submarine," Balbi said. "It's quite common that ships pass by that area and also common that with the waves and the rocking, they can lose a raft."The San Juan, whose crew included Argentina's first female submarine officer, hasn't been heard from since last Wednesday as it headed toward its base in the coastal city of Mar del Plata. The navy has said the submarine reported a battery failure before when it went missing-More than a dozen vessels and aircraft from several countries have joined in the search. Weather conditions that have hindered the search were expected to improve, helping search teams comb a wider area, Balbi said. The U.S. Navy has sent its Undersea Rescue Command to Argentina to support the search for the submarine. The command includes a remotely operated vehicle and vessels that are capable of rescuing people from bottomed submarines. The sub was originally scheduled to arrive Monday at the Mar del Plata Navy Base, about 250 miles (400 kilometres ) southeast of Buenos Aires. Relatives of the crew have gathered at the base to receive psychological counselling and wait for news about their loved ones. Some local residents gathered outside the base to pray Tuesday, gripping rosary beads and religious statuettes. Others hung pictures on a fence, where children from a local school had placed drawings and messages of support for the families of the missing sailors."We know that we have to give all our sustenance to the 44, all the guys and the one girl aboard," said resident Patricia Coria.Hopes were buoyed after brief satellite calls were received and when sounds were detected deep in the South Atlantic. But experts later determined that neither was from the missing sub."We have to continue to support those that are on the missing submarine as well as the families that are here, and make sure that they know that we believe that (the missing crew) will be found," said local resident Carolina Corbalan. "They're going to be here soon."___Associated Press video journalist Paul Byrne in Mar del Plata, Argentina, and AP writer Debora Rey in Buenos Aires contributed to this report.Luis Andres Henao, The Associated Press.

Mexico suffers deadliest month on record, 2017 set to be worst year-[Reuters]-YAHOONEWS-November 22, 2017-By Noe Torres

MEXICO CITY (Reuters) - There were more murders in October in Mexico than in any month over at least 20 years, according to official data, in the latest grim milestone in 2017, a year on course to register the highest homicide tally since modern records began.Mexican President Enrique Pena Nieto's failure to tackle growing drug violence is seen as a major weakness ahead of next July's presidential election, where he faces an uphill battle to keep his centrist Institutional Revolutionary Party (PRI) in power. The data, published by Mexico's interior ministry on Monday, showed there were 2,371 murder investigations opened in October. With 20,878 murders nationwide in the first 10 months of 2017, this year is on track to overtake 2011 as the most violent since the government began publishing such data in 1997.There were an average of 69 murders a day so far this year, putting Mexico on track to overtake the 2011 homicide tally before the end of November. In 2011, there were an average of 63 murders per day, according to Reuters calculations. In a speech earlier this month, Pena Nieto acknowledged that crime and violence had been rising."It has to be said, we're still not satisfied, and we still have lots more to achieve," he said. "Security needs to remain an utmost priority for the government."However, he also added that certain sectors of society are engaged in "bullying" Mexico's institutions, belittling the work of the police and military. Those comments were ridiculed online, where many criticized the rising violence and graft that have stained his administration. In further bad news for Pena Nieto's unpopular government, Silvestre de la Toba, the head of the Baja California Sur state human rights commission, was shot dead on Monday. His killing drew criticism from U.S. Ambassador to Mexico Roberta Jacobson, who tweeted that his death should be fully investigated.Baja California Sur, which includes the popular resort of Los Cabos, is one of the states that has seen the sharpest rise in murders. There were 409 in the first 10 months of 2017, up 178 percent from the same period last year.(Additional reporting by Gabriel Stargardter and Lizbeth Diaz; Editing by Frank Jack Daniel and Sandra Maler)

2nd US judge halts proposed transgender military ban-[The Canadian Press]-YAHOONEWS-November 22, 2017

BALTIMORE — Another federal judge has halted a proposed transgender military ban, expanding on an initial ruling issued last month against the plan by President Donald Trump's administration. In a preliminary injunction issued Tuesday in Baltimore, U.S. District Judge Marvin Garbis ruled that transgender service members have "demonstrated that they are already suffering harmful consequences" due to the proposed ban including threat of discharge, stigma and the cancellation or delay of surgeries related to their gender transitions. The six plaintiffs in the lawsuit he reviewed have all been receiving hormone therapy.Trump had announced on Twitter in July that the government would not allow transgender individuals to serve in the military in any capacity. The order was a proposed reinstatement of a longstanding policy that barred transgender people from joining the military and also subjected service members to discharge if they were revealed to be transgender. That policy was changed last year under President Barack Obama. But in a strongly-worded passage from his 53-page decision, Garbis wrote that the "capricious, arbitrary, and unqualified tweet of new policy does not trump the methodical and systematic review by military stakeholders qualified to understand the ramifications of policy change."Last month, another federal judge, U.S. District Judge Colleen Kollar-Kotelly in Washington, barred Trump's administration from proceeding with the plans to exclude transgender people from military service. She said the administration had provided no solid evidence for why a ban should be implemented. In a court filing Tuesday, the government said it would appeal Kollar-Kotelly's ruling.A U.S. Department of Justice spokeswoman, Lauren Ehrsam, said officials disagreed with Garbis' ruling and they are weighing their next steps."(The) plaintiffs' lawsuit challenging military service requirements is premature for many reasons, including that the Defence Department is actively reviewing such service requirements, as the President ordered, and because none of the plaintiffs have established that they will be impacted by current policies on military service," Ehrsam said in an email.Trump sent an August memo directing the Pentagon to extend indefinitely a ban on transgender individuals joining the military, and gave Defence Secretary Jim Mattis six months to come up with a policy on "how to address" those who are currently serving.A Pentagon spokesman, Mark Wright, said the Tuesday ruling will have no impact on current Defence Department policy."As directed by the DoD guidance, no action may be taken to involuntarily separate or discharge an otherwise qualified service member solely on the basis of a gender dysphoria diagnosis or transgender status," Wright said. The American Civil Liberties Union, which filed a motion for a preliminary injunction against the proposed ban in September, cheered the Tuesday ruling. The lawsuit reviewed by the Baltimore judge was filed by the ACLU on behalf of six transgender members of the armed forces."Today is a victory for transgender service members across the country," senior ACLU staff attorney Joshua Block said in a statement. "We're pleased that the courts have stepped in to ensure that trans service members are treated with the dignity and respect they deserve."The proposed ban remains unenforceable under the preliminary injunctions. The Trump administration's transgender ban was also being argued in federal court in Seattle on Tuesday in a case brought by gay rights group Lambda Legal, with a judge grilling a Justice Department lawyer over the president's intent and over how his directive has already affected transgender troops.___Associated Press writers Robert Burns and Jessica Gresko in Washington and Gene Johnson in Seattle contributed to this report.David McFadden, The Associated Press.

Netanyahu to make rare appearance at summit of EU foreign ministers-After long period of frosty relations, first time in 22 years that Israeli prime minister will attend meeting in Brussels-By TOI staff-NOV 21,17

Prime Minister Benjamin Netanyahu is to attend a summit of European Union leaders for the first time in December, marking renewed efforts to reset frayed relations between Jerusalem and the bloc.Netanyahu, who also serves as foreign minister, will travel to Brussels on December 11 to take part in a summit of the foreign ministers of all 28 member countries of the EU, after receiving an invitation from the Lithuanian foreign minister. This will be the first time in 22 years that an Israeli leader has attended any European Union meeting.Netanyahu announced he would visit Brussels during a faction meeting Monday. His spokesperson did not immediately respond to a request for comment. It will also be the first time that Netanyahu has met with all the foreign ministers of the bloc. The prime minister’s visit to Brussels will follow his Paris meeting with French President Emmanuel Macron on December 10.Netanyahu spoke with Macron on Sunday for half an hour, and discussed “the nuclear deal with Iran, Iran’s efforts to establish itself and Syria, and its [other] actions in the region,” the Prime Minister’s Office said.Netanyahu’s relationship with the European Union has been frosty for many years, though a year ago officials vowed to improve ties.In July, on a visit to Hungary, Netanyahu criticized the European Union in unusually harsh terms for its treatment of Israel, urging the leaders of four Central European countries to use their influence in the organization to ease its conditions for advancing bilateral ties.“I think Europe has to decide if it wants to live and thrive or if it wants to shrivel and disappear,” he said in a closed-door meeting whose content was accidentally broadcast to journalists outside the room. “I am not very politically correct. I know that’s a shock to some of you. It’s a joke. But the truth is the truth — both about Europe’s security and Europe’s economic future. Both of these concerns mandate a different policy towards Israel.”Last week Israel forced a group of European lawmakers to cancel their trip to Israel, explaining that the 20 participants, including French parliamentarians and mayors, and members of the European Parliament, were planning to undermine Israel’s security. The group was scheduled to visit Israel and the Palestinian Authority areas on November 19-23 and had announced that its primary purpose was to visit and offer support to Marwan Barghouti and other Palestinian security prisoners in Israeli jails.EU-Israel relations took a big hit in November 2015, when the union instructed its member states that Israeli goods made outside the pre-1967 lines could not be marked as product of Israel. Israeli officials fumed and, amid accusations of anti-Semitism, vowed to curtail ties with the bloc.“We have to reset our relationship with the EU,” Prime Minister Benjamin Netanyahu said almost two years ago. “There is a natural tendency in the EU establishment to single out Israel and treat it in ways that other countries are not being dealt with, and especially other democracies,” he said. “And I think it’s wrong. I think it should be corrected.”Raphael Ahren contributed to this report.

Dozens of ultra-Orthodox arrested in fresh anti-draft protests-Police clash with demonstrators blocking roads in Bnei Brak, Jerusalem; organizers vow to continue disruptions until call-ups end-By Stuart Winer-TOI-NOV 21,17

Several hundred ultra-Orthodox demonstrators blocked main roads Monday in the city of Bnei Brak in the continuation of protests against the jailing of military draft dodgers.Large numbers of police, including mounted officers and water cannon vehicles, clashed with demonstrators who repeatedly regrouped and blocked Hahalutzim and Jabotinsky street in the city, which is known for its large ultra-Orthodox community.Twenty-eight people were arrested for disorderly behavior, including blocking roads to stop traffic and launching firecrackers at police, authorities said. Two police officers and 12 protesters were injured.“Israel police stress again that it will not allow violations of the law and shows of violence of any kind and will bring lawbreakers to justice,” police said in a statement. “Police allow the freedom to protest, but not to disrupt public order.”In Jerusalem, demonstrators gathered outside the capital’s army draft office near an ultra-Orthodox neighborhood and prevented entry or exit from the building, police said. The protests came the day after 32 ultra-Orthodox demonstrators were arrested during a salvo of demonstrations held in Jerusalem, Bnei Brak, Beit Shemesh, and Modiin Illit. Protests were sparked after the Jaffa Military Court on Sunday sentenced 11 ultra-Orthodox draft dodgers to jail sentences ranging from 40 to 90 days. The Committee to Save the Torah World, which has been responsible for organizing recent demonstrations against the army draft, issued a call for protesters across the country to gather in Bnei Brak. The group is distinct from the Jerusalem Faction extremist group, which had also organized protests in recent months. The committee said the demonstration was under the “clear instructions” of Rabbi Shmuel Auerbach, the leader of the Lithuanian ultra-Orthodox community in Jerusalem, who is adamantly opposed to army service for members of the ultra-Orthodox community. It also issued a warning, apparently directed at ultra-Orthodox parties who are part of the government coalition.“The Israeli government should consider the fact that the Haredi Torah-abiding public in Israel is not a party to the selling-out of the Torah world that is being carried out by the representatives of the Haredi public. The entire Torah world will continue to make a racket until the full status quo is resumed with no conditions.”At issue is a decades-old debate as to whether young ultra-Orthodox men studying at yeshivas should be called up for compulsory military service, like the rest of Israel’s Jewish population. After reaching the age of 18, men must serve for 32 months and women for 24.Earlier this year, the High Court of Justice struck down a law exempting ultra-Orthodox men engaged in religious study from military service, saying it undermined social equality. The decision raises the possibility that they could be forced into service, a highly contentious proposition with political implications. However, the court suspended its decision for a year to allow for preparations for the new arrangement, giving the government the option to pass a new law.

Hamas rejects Arab League designation of Hezbollah as terrorists-Nasrallah says Lebanese terrorist group sent missiles to Gaza rulers, did not send weapons to Yemen, Bahrain, Kuwait By Marissa Newman-TOI-NOV 21,17

7:57 pm-Hamas rejects Arab League designation of Hezbollah as terrorists-Palestinian terror movement Hamas rejects on Monday an Arab League resolution labeling Lebanon’s Hezbollah a terrorist organization. In a statement, the party says it “rejects the description of the Lebanese Hezbollah resistance movement as terrorist.”Instead, it adds, Israel’s actions against Palestinians should be labeled “terrorism.”It also calls on Arab states to “support the legitimate struggle of the Palestinian people” and urges them to work together to solve their differences through dialogue. On Sunday, Arab League members adopted a resolution saying they would hold the “terrorist Lebanese Hezbollah… responsible for supporting terrorism and terrorist organisations in Arab countries, with modern weapons and ballistic missiles”.— AFP, Times of Israel staff-7:45 pm-Germany’s Merkel prefers new election to minority gov’t-German Chancellor Angela Merkel says Monday that she was “very skeptical” about leading a minority government if no coalition could be formed to run Europe’s biggest economy, and thinks a new election would be a better solution. Her comments come after the country’s president appealed to political leaders to rethink their positions and try again to form a new government, once coalition talks between Merkel’s conservatives and two parties collapsed. But there was little immediate indication that his call would be heeded, and a new election looks increasingly likely. The conservative Merkel spent four weeks haggling with the pro-business Free Democrats and the traditionally left-leaning Greens on a new, untried governing coalition until the Free Democrats walked out Sunday night. Her partners in the outgoing government, the center-left Social Democrats, said Monday they would not join a new Merkel administration, a stance the party has repeated time and again since it slumped to a disastrous defeat in Germany’s September 24 election. It passes its first reading with 53 MKs in favor, 10 opposed. In closing the facility, migrants will be given an ultimatum: Leave the country or face imprisonment.“What is wrong with you?” Meretz MK Tamar Zandberg rages against the Zionist Union party in the plenum. “Have you lost your minds? This is no longer a tactic to win votes but rather [a matter of] the most basic values. Though the state has not named the third countries, they have been identified in media reports as Rwanda and Uganda.5:49 pm-PM to discuss Iran, Hezbollah with France’s Macron-Netanyahu says he will meet French President Emmanuel Macron in Paris in early December to discuss threats against Israel from Hezbollah and Iran, and “ideas to stabilize the situation in Lebanon.”The prime minister told his Likud party at a meeting Monday that he spoke with the French president “at length” the previous day.Lebanon was plunged into crisis earlier this month by the surprise resignation of Prime Minister Saad Hariri, a Hezbollah rival. Barnier: UK must come up with Ireland solution By Eszter Zalan-EUOBSERVER-NOV 21,17

BRUSSELS, Today, 13:14-EU Brexit chief negotiator Michel Barnier warned the UK on Monday (20 November) that it needs to come up with solutions on how to avoid a hard border between Northern Ireland and the Republic of Ireland."Those who wanted Brexit, need to come up with solutions," Barnier said at a conference at the Centre for European Reform think tank in Brussels, arguing that the UK is a co-guarantor of the Good Friday peace agreement. The Irish border is one of the key issues that needs to be unblocked for the UK to be able to get a green light from EU leaders at their summit in December to move Brexit talks onto their next phase, which focus on trade and future relations. As the UK leaves the customs union, border checks look almost unavoidable, which could have detrimental effect on communities on both sides of the border. The Republic of Ireland has recently suggested that Northern Ireland should remain in the EU customs union, or that its regulations should stay in line with the bloc's rules, something London has so far rejected, saying it would lead to double rules inside the UK.Barnier said that Northern Ireland already has specific rules that are different to the UK in over 100 areas, including preventing animal diseases and all-island energy markets.Barnier's comments mean the EU is fully backing Dublin's position, which wants written guarantees that the UK would take the necessary steps to avoid a hard border.Level playing field-The French politician also warned the EU and the UK need to establish a level playing field in the future trade deal, saying it will be a precondition for a smooth ratification process by national parliaments in the remaining EU-27.Barnier said the idea of a 'level playing field' should include state aid, tax dumping, food safety, social and environmental standards.EU countries are concerned that the UK would want to reach a free trade agreement with the US which might undermine EU rules and regulations.Barnier also warned the UK that the single market's integrity is not negotiable, and that London cannot pick parts of the single market it would like to retain. He also pointed out that one of the legal consequences of Brexit will be that the UK financial service providers lose their 'financial passporting rights' on the continent. The EU negotiator added the bloc will be ready to offer the "most ambitious" free trade agreement. The UK has a few weeks to come up with a detailed proposal what it is willing to pay as part of the divorce agreement, and on Ireland to unlock negotiations in December."The future of Europe is more important than Brexit," Barnier summed up the sentiment on the EU-27 side.

Interview-EU asylum chief: The 'future' arrived in 2015 By Nikolaj Nielsen-EUOBSERVER-NOV 21,17

BRUSSELS, Today, 14:55-The European Asylum Support Office (Easo) in Malta is seeking to expand operations and staff as it gears up for the launch of its new mandate.Jose Carreira, the agency's executive director, told EUobserver in an interview on Friday (17 November) that he hopes to have some 500 staff on pay roll and another 500 in a pool of experts by 2020."So we are talking about a total deployment of at least 1,000 people, so that is quite new that will come with the new mandate," he said.Along with new staffing arrangements comes a budget to match. In 2015, its combined revenues and expenditures was under €16 million, which has increased to €69 million this year.Carreira, a Portuguese national who took the top Easo post in 2016, has a decentralised approach to management with a focus on delegation. It means the 500-strong workforce will not all be sent to Malta. Many will join Easo offices in Athens or in Rome where they will be in charge of regional activities. The Athens office, for instance, supervises Turkey issues. To reach the staff numbers, Easo is recruiting people from member state services, United Nations, and even other EU agencies."So it is quite amazing the success in our recruitment," he said.-Telling EU states what to do-The money and the staffing is part of a larger plan to get the agency much more involved in how EU states handle asylum claims.Easo was upgraded earlier this year following an inter-institutional agreement between the European Parliament and the Council, representing members.Although the fine print is still being sorted out, Easo was the only asylum file the EU managed to finalise so far this year. The agreement allows it to provide guidance to member states on how they should interpret asylum law. While not binding on national authorities, the guidance appears to be a step towards having the agency play an increasingly important role on the actual outcome of asylum applications. The agreement also allows Easo to monitor how EU states implement asylum standards, their capacities to handle claims, and identify areas where they might need help.Asked about his vision for the agency, Carreira said "the future had already arrived two years ago" in terms of updating its programmes like training and promotion of asylum services all over Europe."All the products that we have been developing now need to be updated with the new regulation and new decisions," he said. The training will become mandatory for national asylum services as well as for deployed experts.-Mandatory relocation-With offices in Cyprus, Greece and Italy, the agency seeks "to bring convergence" on application decisions. It will also operate the future mandatory relocation of asylum seekers. "We will be operating a key distribution mechanism in terms of solidarity in Europe," he said.Carreira described the key distribution mechanism as the evolution of the current relocation programme "with a mandatory aspect".The two-year relocation scheme broadly ended in September and was designed to move on asylum seekers from Greece and Italy to other EU states. The initial plan had called for some 160,000 to be relocated but was lowered amid political infighting among member states. The Czech Republic, Hungary and Poland flat out refused to participate. In the end, only 31,500 were relocated. The idea is to create a more permanent relocation plan within EU asylum reforms under a system known as the 'Dublin' regulation. The European Parliament is ready to negotiate but member states are far from ready given the political sensitivities over the issue. Donald Tusk, the EU's Council head, announced in October that obligatory migrant quotas had no future.-New Italy deal-Meanwhile, Carreira says Easo's impact on member states will continue to mount. He said a deal would be announced sometime this month with Italy that would "substantially increase" its operational role. While Easo will maintain its focus in Europe, it is also looking elsewhere. It recently signed an agreement with Turkey's director general for migration management. An initial phase of the agreement will run until next March in an effort to bring "the Turkish system in line with the European system as much as possible".It has also worked on asylum systems in Egypt, Jordan, Morocco and Tunisia and remains active in the Western Balkans, notably Serbia and Montenegro. An initial version of this story incorrectly stated Easo had an office in Bulgaria - it has operations there, but no offices.

Detained Catalan government members say they accept Madrid's control-[Reuters]-YAHOONEWS-November 21, 2017

MADRID (Reuters) - Two former members of the Catalan government held in custody over their roles in Catalonia's banned independence drive have asked to be released from custody after accepting Madrid's control of the region, according to appeals published on Monday.Prime Minister Mariano Rajoy sacked the Catalan government and took control in October, hours after the Catalan parliament made a unilateral declaration of independence in a vote boycotted by the opposition and declared illegal by Spanish courts.Lawyers for Jordi Turull and Josep Rull have lodged requests with the High Court to be released, saying they had not shown any resistance to Rajoy instigating direct rule over Catalonia by activating Article 155 of the Spanish constitution.Six other ex-members of the Catalan government and the leaders of the two main pro-independence grassroots groups are also in jail awaiting trial at the High Court on charges of rebellion and sedition.Catalonia's independence movement has deeply divided Spain, dragging it into its worst political crisis since the return of democracy four decades ago and fuelling anti-Spanish sentiment in Catalonia and nationalist tendencies elsewhere.Rajoy has called a Dec. 21 election in Catalonia, which he hopes will lead to a unionist majority in the regional parliament. Separatist parties failed to agree to run on a united ticket, knocking their chances of retaining control. In their requests to the court, Turull and Rull's lawyers said there was no risk their clients would hide or alter or destroy evidence."My client has accepted the application of Article 155 of the constitution by the Spanish Government," they said.Earlier this month, Spain's Supreme Court released the Catalan parliament speaker Carme Forcadell on bail of 150,000 euros after she agreed to renounce any political activity that went against the Spanish constitution.Ousted Catalan leader Carles Puigdemont is in Belgium, and Spain has issued a European arrest warrant for him. He said a week ago he might consider a solution to the crisis that did not involve Catalonia's secession.(Reporting by Emma Pinedo and Jesús Aguado; Editing by Angus Berwick and Andrew Roche)

Iraqi court rules Kurdish independence vote unconstitutional-[Reuters]-By Ahmed Rasheed and Raya Jalabi-YAHOONEWS-November 21, 2017

BAGHDAD/ERBIL, Iraq (Reuters) - Iraq's Supreme Federal Court ruled on Monday a Sept. 25 Kurdish independence referendum was unconstitutional and the results void, strengthening Baghdad's hand in a stand-off with the Kurdish region watched closely by neighboring Turkey and Iran. The Kurdistan Regional Government did not directly say whether it accepted the effective cancellation of the vote, but its new prime minister called for a third party to oversee talks between Iraq's central government and the Kurds. The KRG also called on the international community -- including the United Nations, European Union and non-governmental organizations -- to intervene and help lift what it called "restrictive" sanctions imposed by Baghdad in retaliation for the referendum.Kurds voted overwhelmingly to break away from Iraq in the referendum, defying the central government in Baghdad and alarming neighboring Turkey and Iran who have their own Kurdish minorities."The Federal Court issued the decision to consider the Kurdish region's referendum unconstitutional and this ruling is final," a court spokesman said. "The power of this ruling should now cancel all the results of the referendum."The court is responsible for settling disputes between Iraq’s central government and its regions, including Kurdistan. The verdict is not subject to appeal.A statement from Iraq's Prime Minister Haider al-Abadi said: "We call upon everybody to ... avoid taking any step which violates the constitution and law."FLIGHTS BANNED-The court had ruled on Nov. 6 that no region or province can secede. The Kurdistan Regional Government (KRG) said last week it would respect that verdict, signaling a new phase in efforts to restart negotiations over the region's future. The Iraqi government responded to the Kurdish independence referendum by seizing the Kurdish-held city of Kirkuk and other territory disputed between the Kurds and the central government. It also banned direct flights to Kurdistan and demanded control over border crossings.Long-serving Kurdish president Masoud Barzani stepped down over the affair and the regional government led by his nephew Prime Minister Nechirvan Barzani has tried to negotiate an end to the confrontation. In a news conference following Monday's ruling, Nechirvan Barzani said the court's ruling was reached unilaterally, without input from KRG representatives, and called for a third party to oversee negotiations between Baghdad and the Kurds."The rights of Kurds are enshrined in the (Iraqi) constitution and we seek the implementation of this constitution to resolve our issues with Baghdad," Barzani told reporters, according to Kurdish Rudaw TV."The constitution is one package and must be applied in its entirety, not selectively."However, Barzani did not directly say whether Kurdish officials accepted the effective cancellation of the referendum. The KRG had previously offered only to freeze the results. The KRG later said its chief concern was the lifting of an embargo on international flights to the region, which it said hampered foreign investment as well as humanitarian efforts for the more than 1.5 million internally displaced people currently in the region."We call on the international community to intercede in urging Baghdad authorities to lift the embargo, without condition, on international flights.""The restrictive policies adopted by Baghdad against Erbil are in violation of Iraq's obligations and responsibilities under international and humanitarian law," the KRG said in a statement.(Reporting by Ahmed Rasheed in Baghdad and Raya Jalabi in Erbil; Writing by Ahmed Aboulenein; Editing by Janet Lawrence and William Maclean)

Trump declares North Korea state sponsor of terrorism, triggers sanctions-[Reuters]-By Jeff Mason-YAHOONEWS-November 21, 2017

WASHINGTON (Reuters) - President Donald Trump on Monday declared North Korea a state sponsor of terrorism, a designation that allows the United States to impose additional sanctions and risks inflaming tensions over Pyongyang's nuclear weapons and missile programs. The Republican president, who has traded personal insults with North Korean leader Kim Jong Un but has not ruled out talks, said the Treasury Department will announce more sanctions against North Korea on Tuesday. The designation came a week after Trump returned from a 12-day, five-nation trip to Asia in which he made containing North Korea's nuclear ambitions a centrepiece of his discussions."In addition to threatening the world by nuclear devastation, North Korea has repeatedly supported acts of international terrorism, including assassinations on foreign soil," Trump told reporters at the White House."This designation will impose further sanctions and penalties on North Korea and related persons and supports our maximum pressure campaign to isolate the murderous regime.""It should have happened a long time ago," Trump said.North Korea is pursuing nuclear weapons and missile programmes in defiance of U.N. Security Council sanctions and has made no secret of its plans to develop a nuclear-tipped missile capable of hitting the U.S. mainland. It has fired two missiles over Japan.South Korea's spy agency said on Monday the North may conduct additional missile tests this year to polish up its long-range missile technology and ramp up the threat against the United States.Experts say the designation will be largely symbolic, as North Korea is already heavily sanctioned by the United States.Only three other countries - Iran, Sudan and Syria - have been designated state sponsors of terrorism by the United States. Some experts, as well as U.S. officials speaking privately, believe North Korea does not meet the criteria for the designation, which requires evidence that a state has "repeatedly provided support for acts of international terrorism."MOVE COULD BACKFIRE-A U.S. intelligence official who follows developments in North Korea expressed concern that the move could backfire, especially given that the basis for the designation is arguable. The official, speaking on condition of anonymity, said Kim could respond in a number of ways, including renewing missile or nuclear tests in "a very volatile environment."The move also could undercut Trump’s efforts to solicit greater Chinese cooperation in pressuring North Korea to halt its nuclear and ballistic missile tests, the official said.In any case, it will do little to open the way for U.S. dialogue with North Korea, which China and others have been pushing for.In February, plans for talks in the United States between former U.S. officials and North Korea were scrapped when the State Department denied a visa for a top envoy from Pyongyang after the murder of Kim's half brother, Kim Jong Nam, in Malaysia. The assassination also derailed "the first meaningful opportunity" for direct contacts between the two governments, a senior State Department official recently told Reuters.North Korea was put on the U.S. terrorism sponsor list for the 1987 bombing of a Korean Air flight that killed all 115 people aboard. But the administration of former President George W. Bush, a Republican, removed Pyongyang in 2008 in exchange for progress in denuclearisation talks. Some members of Congress had been pushing for years for North Korea to be put back on the list, but others questioned whether the reclusive regime met the criteria of actively sponsoring international terrorism.U.S. Representative Ed Royce, the Republican chairman of the House of Representatives Foreign Affairs Committee, applauded the decision, saying that the assassination in Malaysia and the government’s other actions justified it.“This designation ... rightly exposes the Kim regime’s utter disregard for human life and is an important step in our efforts to apply maximum diplomatic and financial pressure on Kim Jong Un,” Royce said in a statement.(Reporting by Jeff Mason, David Brunnstrom, John Walcott, Patricia Zengerle, Arshad Mohammed and Matt Spetalnick; Writing by Doina Chiacu; Editing by Susan Thomas and James Dalgleish)

Apology to Canadians persecuted for being gay coming Nov. 28: Trudeau-[The Canadian Press]-YAHOONEWS-November 21, 2017

OTTAWA — Martine Roy was just 20-years-old and less than a year into her chosen career as a medical assistant with the Canadian Armed Forces at CFB Borden when military police suddenly showed up at her workplace to arrest her. They brought her to an interrogation room and demanded she admit she was a lesbian. They put her through psychological testing. Within a year she had been dishonourably discharged from the army.Thirty-three years later she cannot hold back the tears as she prepares to hear an apology from Prime Minister Justin Trudeau in the House of Commons."It's amazing," Roy told The Canadian Press on Sunday afternoon, from her home in Montreal. "Even though if you fight all your life for that it's always hard to believe it will happen."Trudeau confirmed on Twitter he will offer the apology to lesbian, gay, bisexual, transgender, queer and two-spirited people who were forced out of the military or public service and some who were even prosecuted criminally for "gross indecency.""On November 28, the Government will offer a formal apology to LGBTQ2 Canadians in the House - for the persecution & injustices they have suffered, and to advance together on the path to equality & inclusion," Trudeau wrote on Twitter.Starting in the 1950s and lasting until 1992, thousands of Canadians in the military, RCMP, and across the civil service were fired. Roy refers to it as "the purge" by which the government tried to weed out people that it felt were susceptible to foreign intimidation and blackmail because of their sexual orientation. The government developed a homosexuality test known as the "fruit machine," which measured arousal to pornographic images in order to provide proof of sexual orientation to back up the reason for firing, or denying someone a promotion.Roy said when the military police showed up at her door she didn't even know what her sexual orientation was and the firing "entirely changed my life."She said she tried for five years to fight back but eventually she decided she wasn't going to put any more energy into it."You really think you did a big big crime," she said of the ordeal. "Sexual orientation has nothing to do with your skills."She said in 1992 when Canada changed the law she expected an apology but that didn't happen until now."It means a lot," said Roy, fighting tears. "It means even more coming from (Trudeau) because I know it's going to come from his heart."Trudeau promised to issue the apology more than a year ago after Egale Canada, a group that advocates for the rights of sexual minorities, released a report on the matter and made a number of recommendations including that a formal apology be issued. The government has been consulting with Egale and others to determine the best way to approach the apology.A spokeswoman for Egale said on Sunday that having a date is "exciting.""We think it's long overdue," said Jennifer Boyce.Canada is also facing a class action suit from more than 2,000 people who say they were persecuted by the federal government for their sexual orientation. Negotiations to settle that suit are underway.— follow @mrabson on Twitter.Mia Rabson, The Canadian Press.

Lebanon's Hezbollah denies sending weapons to Yemen-[Reuters]-YAHOONEWS-November 21, 2017

BEIRUT (Reuters) - The leader of Lebanon's Hezbollah said on Monday his Iran-backed group had not sent any weapons to Yemen and categorically denied that it was behind the firing of a ballistic missile that was launched at Riyadh from territory held by Yemeni Houthi rebels. In a televised address, Sayyed Hassan Nasrallah also urged followers to listen to recent comments by Israeli officials which he said pointed to ties between Saudi Arabia and Israel.Nasrallah heaped criticism on Arab foreign ministers who accused his group of terrorism at an emergency Arab League meeting convened at the behest of Saudi Arabia on Sunday. He said the accusation was unfortunate but not new and asked why Arab states were silent about what he described as the destructive war being waged by a Saudi-led coalition in Yemen."I confirm to them, no ballistic missiles, no advanced weapons, and no guns...we did not send weapons to Yemen" or Bahrain, or Kuwait, or Iraq, he said, adding that it had however sent anti-tank missiles to "occupied Palestine".Regional tensions have risen in recent weeks between Sunni Muslim monarchy Saudi Arabia and Shi'ite Iran, whose rivalry has wrought upheaval in Syria, Iraq, Yemen, and Bahrain.Saudi Arabia has accused the heavily armed Shi'ite Hezbollah of helping the Houthis in Yemen and militants in Bahrain. Riyadh accused Hezbollah of playing a role in the Nov. 4 ballistic missile attack."No man from Lebanese Hezbollah had any part in the firing of this missile or any missiles fired previously," Nasrallah said.Arab League foreign ministers held an emergency meeting on Sunday to discuss ways to confront Iran and Hezbollah over their role in the region. Riyadh has been bogged down in the war it launched against Iran-allied Houthi rebels in Yemen in 2015.Nasrallah also said Hezbollah could withdraw its large number of commanders from Iraq after Islamic State was defeated there.(Reporting by Ellen Francis and Laila Bassam; Editing by Tom Perry and William Maclean)

Missing Argentine submarine had reported electrical malfunction-[Reuters]-By Walter Bianchi and Maximiliano Rizzi-YAHOONEWS-November 21, 2017

MAR DEL PLATA, Argentina/BUENOS AIRES (Reuters) - An Argentine military submarine reported an electrical problem and was headed back to base when it went missing last week in the South Atlantic, the navy said on Monday, while storms complicated efforts to find the vessel and its 44 crew members.Hopes for a successful search for the ARA San Juan submarine, which went missing last Wednesday off the Argentine coast, waned when the navy said satellite calls detected over the weekend did not in fact come from the vessel.More than a dozen boats and aircraft from Argentina, the United States, Britain, Chile and Brazil joined the search effort. Authorities have mainly been scanning the sea from the sky, as storms have made it difficult for boats.Gabriel Galeazzi, a naval commander, told reporters that the submarine had come up from the depths and reported an electrical malfunction before it disappeared 268 miles (432 km) off the coast."The submarine surfaced and reported a malfunction, which is why its ground command ordered it to return to its naval base at Mar del Plata," he said. The malfunction did not necessarily cause an emergency, Galeazzi added. The craft was navigating normally, underwater, at a speed of five knots toward Mar del Plata when it was last heard from, he said."A warship has a lot of backup systems, to allow it to move from one to another when there is a breakdown," Galeazzi said. One of the crew is Argentina's first female submarine officer, Eliana Maria Krawczyk, 35, who joined the navy in 2004 and rose to become the master-at-arms aboard the ARA San Juan.Crew members' relatives gathered at the Mar del Plata naval base, waiting for news. They were joined by President Mauricio Macri. The government also sent five psychologists and a psychiatrist to the base in support of the relatives. "The families are holding up well. The word 'hope' is still being used," the psychiatrist Enrique Stein told reporters.Intermittent satellite communications had been detected on Saturday and the navy had said they were likely to have come from the submarine. But the ARA San Juan in fact sent its last signal on Wednesday, navy spokesman Enrique Balbi said. The calls that were detected "did not correspond to the satellite phone of the submarine San Juan," he said on Monday, adding that the craft had oxygen for seven days. After that, he said, it would have to surface or get near the surface to replenish air supply."There is no good news," Juan Carlos Mendoza, father of crew member Fernando Mendoza, told reporters. "Hopefully they have oxygen."The ARA San Juan was inaugurated in 1983, making it the newest of the three submarines in the navy's fleet. Built in Germany, it underwent maintenance in 2008 in Argentina. That maintenance included the replacement of its four diesel engines and its electric propeller engines, according to specialist publication Jane's Sentinel.(Writing by Hugh Bronstein; Editing by Lisa Von Ahn and Alistair Bell)

White House: True cost of opioid epidemic tops $500 billion-[The Canadian Press]-YAHOONEWS-November 21, 2017

WASHINGTON — The White House says the true cost of the opioid drug epidemic in 2015 was $504 billion, or roughly half a trillion dollars. In an analysis released Monday, the Council of Economic Advisers says the figure is more than six times larger than the most recent estimate. The council said a 2016 private study estimated that prescription opioid overdose, abuse and dependence in the U.S. in 2013 cost $78.5 billion. Most of that was attributed to health care and criminal justice spending, along with lost productivity. The council said its estimate is significantly larger because the epidemic has worsened, with overdose deaths doubling in the past decade, and that some previous studies didn't reflect the number of fatalities blamed on opioids, a powerful but addictive category of painkillers. The council also noted that previous studies had focused exclusively on prescription opioids, while its study also factors in illicit opioids, including heroin."Previous estimates of the economic cost of the opioid crisis greatly underestimate it by undervaluing the most important component of the loss — fatalities resulting from overdoses," said the report, which the White House released Sunday night.Last month at the White House, President Donald Trump declared opioid abuse a national public health emergency. Trump announced an advertising campaign to combat what he said is the worst drug crisis in the nation's history, but he did not direct any new federal funding toward the effort.Trump's declaration stopped short of the emergency declaration that had been sought by a federal commission the president created to study the problem. An interim report by the commission argued for an emergency declaration, saying it would free additional money and resources. But in its final report earlier this month, the panel called only for more drug courts, more training for doctors and penalties for insurers that dodge covering addiction treatment. It did not call for new money to address the epidemic.More than 64,000 Americans died from drug overdoses last year, most involving a prescription painkiller or an illicit opioid like heroin.___Follow Darlene Superville on Twitter: http://www.twitter.com/dsupervilleap-Darlene Superville, The Associated Press.

Opioids haunt users' recovery: 'It never really leaves you.'-[The Canadian Press]-YAHOONEWS-November 21, 2017

NASHVILLE — Businessman Kyle Graves shot himself in the ankle so emergency room doctors would feed his opioid habit.Ex-trucker Jeff McCoy threatened to blow his brains out if his mother didn't hand over his fentanyl patches.Bianca Knight resorted to street pills when her opioids ran out, envisioning her law career dreams crumble. These are three Americans who started using powerful painkillers legitimately but, like millions of others, got caught in the country's worst drug epidemic. Now they're fighting the same recovery battle, on anti-addiction medicine similar to pills that nearly did them in. Their doctor, Dan Lonergan, a Vanderbilt University pain and addiction physician, sometimes recommends the same drugs to pain patients that brought his addiction patients to the brink. He's heard criticism about doctors "who get 'em hooked on drugs and then turn around and treat 'em for addiction." And he's seen the finger-pointing from those who think faith and willpower are the only answer."Doctors have contributed to this problem. In the past three decades we have gotten a lot of patients on medications that can be very dangerous," he said. "The pharmaceutical industry has contributed significantly to this problem. This is a problem that we all need to own."This is a snapshot from Nashville of America's addiction crisis. More than 2 million people are hooked on opioids. Overdoses kill, on average, 120 Americans every day. Even for survivors, success can be precarious.___At 53 and on disability, Kyle Graves still feels stabbing pains that a daily handful of pills used to ease. His troubles began more than a decade ago when he sought relief for excruciating arthritis. He was prescribed oxycodone, opioid pills that can help short-term pain but can become addictive when used long-term.When he lost his finance manager job, they helped with that pain, too. When his sixth child, a baby boy, died from spinal meningitis, Graves sunk deep into addiction. He'd use up a month's supply in days, followed by terrible withdrawals — vomiting, shaking uncontrollably, intense pain. After a doctor refused more refills, Graves grabbed a pistol from his nightstand, pulled the trigger, then called an ambulance. At the hospital, two shots of morphine for the ankle wound "did the trick."Graves thinks only his wife suspected the ruse; she left with the kids."It just devastated and ruined my life," he said.Graves went to rehab, treated with hard work and prayer. It worked for a time, but after relapsing Graves sought help three years ago from Lonergan, who prescribed recovery medicine containing buprenorphine, an opioid that reduces cravings and withdrawal symptoms. He hasn't relapsed for two years, but tries not to dwell on the future."Anything could happen," Graves said.___Jeff McCoy has been a drummer, a Harley rider and long-haul trucker. These days he prefers baking cookies and doting on his wife, Joanne. Recovery from opioid painkillers prompted the turnaround. It started nearly 17 years ago, after surgery for a back injury — maybe from too much time on the road, he's not really sure, but it forced him to quit trucking. His doctor prescribed Vicodin — painkillers that contain the opioid hydrocodone. Soon he was hooked."I just went full bore," McCoy says. "I was popping pills like crazy."When those stopped working, he was prescribed powerful fentanyl skin patches that deliver medicine gradually. McCoy found that chewing them worked faster.McCoy needed ever more to avoid withdrawals. His wife would lock the patches in a safe, but when he found the key, his mother stored them at her house nearby."Got to the point where I got on the phone with mom, 'You better bring me that patch right now else I'm splattering my brains all over this living room.'"When his wife threatened to leave, he checked in to a detox centre , in 2009, enduring two hellish weeks of withdrawal. Now he calls his wife his addiction and figures he'll be on anti-craving medicine for life."I finally wanted to stop," McCoy said. "If I can survive with no life, come on, it's worth it, but you gotta want to."___After law school graduation, Bianca Knight had a nagging question: "How do I know if I have a problem?"After injuring her back carrying law books, Knight had spent the past two years medicated, on hydrocodone pills from a different doctor. They eased the pain, but "also gave me a euphoric feeling and helped me get through my long day in law school," she said.Knight is nearly blind from a rare optic nerve condition. A state program paid for a reader to help with school work.A doctor warned vaguely about addiction risks but Knight thought she'd be immune. Soon she was taking far more than the prescribed amount."Toward the end, I resorted to buying off the street," Knight said. That's when she sought out Lonergan. He explained that the average person doesn't think about opioid pain pills 24/7.Knight started buprenorphine treatment. Church and support group meetings also help, she says. Her baby girl, born this past summer, is extra incentive for her to stay clean.Still, Knight said, "For anyone in recovery, it is a daily struggle and I'd be a fool not to think so."___Follow AP Medical Writer Lindsey Tanner on Twitter at @LindseyTanner.Lindsey Tanner, The Associated Press.
