North Korea says US carrier groups raise nuclear war threat-[The Canadian Press]-YAHOONEWS-November 13, 2017

North Korea warned Monday that the unprecedented deployment of three U.S. aircraft carrier groups "taking up a strike posture" around the Korean peninsula is making it impossible to predict when nuclear war will break out.North Korea's U.N. ambassador, Ja Song Nam, said in a letter to Secretary-General Antonio Gutteres that the joint military exercises with South Korea are creating "the worst ever situation prevailing in and around the Korean peninsula."Along with the three carrier groups, he said, the U.S. has reactivated round-the-clock sorties with nuclear-capable B-52 strategic bombers "which existed during the Cold War times."He also said the U.S. is maintaining "a surprise strike posture with frequent flights of B-1B and B-2 formations to the airspace of South Korea.""The large-scale nuclear war exercises and blackmails, which the U.S. staged for a whole year without a break in collaboration with its followers to stifle our republic, make one conclude that the option we have taken was the right one and we should go along the way to the last," Ja said.He didn't elaborate on what "the last" might be, but North Korea has launched ballistic missiles that have the potential to strike the U.S. mainland, and it recently conducted its largest-ever underground nuclear explosion. It has also threatened to explode another nuclear bomb above the Pacific Ocean. The four-day joint naval exercises by the U.S. and South Korea, which began Saturday in waters off the South's eastern coast, were described by military officials as a clear warning to North Korea. They involve the carrier battle groups of the USS Ronald Reagan, Theodore Roosevelt and Nimitz, which include 11 U.S. Aegis ships that can track missiles, and seven South Korean naval vessels.Seoul's military said in a statement that the exercises aim to enhance the combined U.S. and South Korean operational and aerial strike capabilities and to display "strong will and firm military readiness to defeat any provocation by North Korea with dominant force in the event of crisis."According to the U.S. Navy's 7th Fleet, it is the first time since a 2007 exercise near Guam that three U.S. carrier strike groups have operated together in the western Pacific.U.S. Defence Secretary Jim Mattis insisted on Monday that the carrier manoeuvrs are not extraordinary."There's no big message" intended for North Korea or anyone else, he told reporters in an impromptu exchange in a Pentagon hallway. "This is what we normally do with allies."Reminded that it had been 10 years since the last three-carrier exercise, Mattis noted that the Navy has a limited number of carriers and can't often put three in the same place."It's just a normal operation," he said. The military drills come amid U.S. President Donald Trump's visit to Asia, which has been dominated by discussions over the North Korean nuclear threat.Ja accused the U.N. Security Council in Monday's letter of repeatedly "turning a blind eye to the nuclear war exercises of the United States, who is hell bent on bringing a catastrophic disaster to humanity." He said the exercises raise serious concern about "the double standard" of the U.N.'s most powerful body.He also referenced Trump's September speech to the U.N. General Assembly in which the president said that if the U.S. is "forced to defend itself or its allies, we will have no choice but to totally destroy North Korea."Trump tweeted soon after making the speech that Korea's leadership "won't be around much longer" if it continued its provocations, a declaration that led the North's foreign minister to assert that Trump had "declared war on our country."Ja said Monday the U.S. "is now running amok for war exercises by introducing nuclear war equipment in and around the Korean peninsula, thereby proving that the U.S. itself is the major offender of the escalation of tension and undermining of the peace."Ja asked Guterres to circulate the letter to the Security Council and the General Assembly, and also asked him to use his power under Article 99 of the U.N. Charter to bring to the Security Council's attention "the danger being posed by the U.S. nuclear war exercises which are clearly threats to international peace and security."___Associated Press writer Robert Burns in Washington contributed to this report.Edith M. Japan's PM says North Korea still developing missiles despite launch pause-[Reuters]-YAHOONEWS-November 14, 2017

TOKYO (Reuters) - Japan's Prime Minister Shinzo Abe on Tuesday said an almost two-month pause in North Korean missile tests was no indication that it had halted its weapons development, insisting it was too early for any talks with the regime."I believe that it continues to develop its weapons," Abe told a news conference in Manila after a series of meetings with other Asian leaders at a gathering of the Association of South East Asian Nations (ASEAN) and East Asia Forum."There is no point for talks for the sake of talks," he said.Abe's insistence that tough sanctions, including restrictions on oil sales, are necessary to soften up the North Korean regime over the coming winter could put him at loggerheads with other countries such as South Korea that might agree to open talks if approached by the North. After firing missiles at a pace of about two or three a month since April, North Korean missile launches paused in September, after it fired a rocket that passed over Japan's northern Hokkaido island.Abe said he would work closely with other countries in the region including China and Russia to persuade North Korea to halt missile development and give up its nuclear weapon ambitions.Abe, in a meeting Chinese President Xi Jinping at an Asia Pacific Economic Cooperation (APEC) summit in Vietnam on Saturday, hailed a “fresh start” to the relationship between Asia's two biggest economies and military powers, including cooperation on North Korea.Abe on Tuesday said that he wanted to deepen cultural and economic ties with China. The Japanese leader, who also called for an Indo-Pacific region that is "open and free to all" returns to Japan on Wednesday.(Reporting by Tim Kelly; Editing by Robert Birsel)

Seoul: N. Koreans fired 40 shots at defector, hit him with 5-[The Canadian Press]-YAHOONEWS-November 14, 2017

SEOUL, Korea, Republic Of — Four North Korean soldiers fired about 40 rounds at a comrade fleeing into South Korea and hit him five times in the first shooting at the jointly controlled area of the heavily fortified border in more than 30 years, the South's military said Tuesday.South Korean soldiers did not fire their weapons, but Monday's incident occurred at a time of high animosity over North Korea's nuclear program. The North has expressed intense anger over past high-profile defections. The soldier is being treated at a South Korean hospital after a five-hour operation for the gunshot wounds he suffered during his escape across the Joint Security Area. His personal details and motive for defection are unknown and his exact medical condition is unclear.South Korea's military said he suffered injuries in his internal organs but wasn't in a life-threatening condition. But the Ajou University Medical Center near Seoul said the soldier was relying on a breathing machine after the surgery removed the bullets. Lee Guk-jong, a doctor who leads Ajou's medical team for the soldier, described his patient's condition as "very dangerous" and said the next 10 days might determine whether he recovers. On Monday, he first drove a military jeep but left the vehicle when one of its wheels fell into a ditch. He then fled across the JSA, with fellow soldiers chasing and firing at him, South Korea's military said, citing unspecified surveillance systems installed in the area.Suh Wook, chief director of operations for the South's Joint Chiefs of Staff, told lawmakers that North Korea fired a total of about 40 rounds in a shooting that his office suggested started while the soldier was in the jeep. The solider was found beneath a pile of leaves on the southern side of the JSA and South Korean troops crawled there to recover him. A U.N. Command helicopter later transported him to the Ajou medical centre , according to South Korean officials. The North's official media haven't reported the case as of Tuesday afternoon. They have previously accused South Korea of kidnapping or enticing North Koreans to defect. About 30,000 North Koreans have fled to South Korea, mostly via China, since the end of the 1950-53 Korean War.The JSA is jointly overseen by the American-led U.N. Command and by North Korea, with South Korean and North Korean border guards facing each other only meters (feet) apart. It is located inside the 4-kilometre-wide (2 1/2-mile-wide) Demilitarized Zone, which forms the de facto border between the Koreas since the Korean War. While both sides of the DMZ are guarded by barbed wire fences, mines and tank traps, the JSA includes the truce village of Panmunjom which provides the site for rare talks and draws curious tourists.Monday's incident was the first shooting at the Joint Security Area since North Korean and U.N. Command soldiers traded gunfire when a Soviet citizen defected by sprinting to the South Korean sector of the JSA in 1984. A North Korean soldier defected there in 1998 and another in 2007 but neither of those events involved gunfire between the rivals, according to South Korea's military. The 1984 exchange of gunfire happened after North Korean soldiers crossed the border and fired, according to the U.N. Command. In Monday's incident, it wasn't known if the North continued firing after the defector was officially in the southern part of the Joint Security Area. The U.N. Command said Tuesday that an investigation into the incident was underway. The Joint Security Area was the site of some bloodshed during the Cold War but there hasn't been major violence there in recent years. In 1976, North Korean soldiers axed two American army officers to death and the United States responded by flying nuclear-capable B-52 bombers toward the DMZ in an attempt to intimidate the North.___Associated Press writer Kim Tong-hyung contributed to this report.Hyung-Jin Kim, The Associated Press.

South China Sea code of conduct talks to be 'stabilizer' for region: China premier-[Reuters]-By James Pomfret and Neil Jerome Morales-YAHOONEWS-November 14, 2017

MANILA (Reuters) - China's agreement to begin talks with the Association of Southeast Asian Nations (ASEAN) on the fine print of a code of conduct framework for the disputed South China Sea will help to stabilize the region, Chinese Premier Li Keqiang said."China's greatest hope is for peace and stability in the South China Sea," Li told ASEAN leaders in Manila. The Chinese and Southeast Asian foreign ministers in August adopted a negotiating framework for a code of conduct in the South China Sea, a move they hailed as progress but seen by critics as a tactic to buy China time to consolidate its maritime power. While the South China Sea was not as dominant an issue at this summit at a time of relative calm, there was an underlying acknowledgement amongst ASEAN members that the risk of a miscalculation in the disputed waterway could flare up at anytime.Li, addressing ASEAN leaders during a summit in the Philippines capital Manila on Monday, said there was a consensus on moving forward and to try to peacefully resolve the issue."We hope the talks on the code of conduct will bolster mutual understanding and trust," Li said, according to a transcript of his speech released by China's Foreign Ministry on Tuesday. He added that he hoped this would be a "stabilizer" for the region, while pledging that China would "firmly safeguard" the freedom of navigation and overflight in the strategic waterway where $3 trillion worth of goods passes every year.Critics, however, say the agreement to talk on the details of the code of conduct is only an incremental move, with a possible final agreement still years away. While Li did not give a timeframe, Philippines' President Rodrigo Duterte, who was chairing the regional summit, said China was being pressed to set a specific date and that Beijing responded it would "consider really fast-tracking" the code of conduct."China has graciously agreed to a code of conduct and it binds itself to the agreement," Duterte said. The framework seeks to advance a 2002 Declaration of Conduct (DOC) of Parties in the South China Sea, which has mostly been ignored by claimant states, particularly China, which has built seven manmade islands in disputed waters, three of which are equipped with runways, surface-to-air missiles and radars. All parties say the framework is only an outline for how the code will be established but critics say the failure to outline as an initial objective the need to make the code legally binding and enforceable, or have a dispute resolution mechanism, raises doubts about how effective the pact will be.Signing China up to a legally binding and enforceable code for the waterway has long been a goal for claimant members of ASEAN, some of which have sparred for years over what they see as China's disregard for their sovereign rights and its blocking of fishermen and energy exploration efforts.Malaysia, Taiwan, Brunei, Vietnam and the Philippines all claim some or all of the South China Sea and its myriad shoals, reefs and islands. China claims most of the waterway and has been aggressively building and militarizing artificial islands.China's official news agency Xinhua said in a commentary that the pact to hold consultations on the code of conduct was "a new starting point to jointly build a sea of peace, stability and prosperity".(Additional reporting by Karen Lema and Manny Mogato in Manila; Editing by Angus MacSwan)

Iran ends quake rescue operations, hungry survivors battle cold-[Reuters]-By Parisa Hafezi-YAHOONEWS-November 14, 2017

ANKARA (Reuters) - Iranian officials called off rescue operations, saying there was little chance of finding more survivors from the earthquake that shook parts of western Iran on Sunday, killing at least 530 people, state media said on Tuesday.Survivors, many left homeless by the 7.3 magnitude earthquake that struck villages and towns in a mountainous area bordering Iraq, battled overnight temperatures just above freezing and faced another bleak day on Tuesday in need of food and water. The death toll of 530, reported by state news agency IRNA, made it Iran’s deadliest earthquake in more than a decade. Thousands of people were injured and 30,000 homes damaged. Two whole villages were destroyed. The quake struck on the Iran-Iraq border, causing most of its damage in Iran despite an epicenter on the Iraq side of the frontier. Iraqi officials said seven people were killed and 325 injured in Iraq, all in the northern Kurdish provinces.Iran's President Hassan Rouhani arrived in the morning in the stricken area in Kermanshah province and promised that the government would "use all its power to resolve the problems in the shortest time".Thousands of people huddled in makeshift camps while many others chose to spend a second night in the open, despite low temperatures, because they feared more tremors after some 193 aftershocks, state television said.A homeless young woman in Sarpol-e Zahab, one of the hardest-hit towns, told state TV that her family was exposed to the night cold because of lack of tents."We need help. We need everything. The authorities should speed up their help," she said.Television showed rescue workers combing through the rubble of dozens of villages immediately after the quake. But by Tuesday morning Iranian officials said there was no longer any likelihood of finding survivors and called the rescue off."The rescue operations in Kermanshah province have ended," Pir-Hossein Kolivand, head of Iran's Emergency Medical Services, said.Iran's top authority, Supreme Leader Ayatollah Ali Khamenei, offered his condolences on Monday to the victims and called on government agencies to do all they could to help. The Iranian army, the elite Revolutionary Guards and forces of its affiliated Basij militia were dispatched to affected areas on Sunday night.-BITTER COLD-Hospitals in nearby provinces took in many of the injured, state television said, airing footage of survivors waiting to be treated. Hundreds of critically injured were dispatched to hospitals in Tehran.Iran's Red Crescent said emergency shelter had been provided for thousands of homeless people, but a lack of water and electricity as well as blocked roads in some areas hindered aid supply efforts."People in some villages are still in dire need of food, water and shelter," said the governor of Qasr-e Shirin county in Kermanshah province, Faramarz Akbari. The mayor of Ezgeleh, a city in Kermanshah, said 80 percent of its buildings had collapsed. Survivors desperately needed tents with elderly people and babies as young as one-year-old sleeping in the cold for two straight nights. In an interview with state television, Nazar Barani asked people to send fuel, milk, water and food as emergency services were too slow and providing limited provisions."People are hungry and thirsty," a local man told ISNA news agency. "There is no electricity. Last night I cried when I saw children with no food or shelter."Houses in Iranian villages are often made of concrete blocks or mudbrick that can crumble and collapse in a strong quake. Some people are angry that among the collapsed buildings were homes that the government has built in recent years under an affordable housing program.Photographs posted on Iranian news websites showed rescue workers digging people out of collapsed buildings, cars smashed beneath rubble and rescue dogs trying to find signs of life under the twisted ruins."More people will die because of cold. My family lives in a village near Sarpol-e Zahab. I cannot even go there. I don't know whether they are dead or alive," Rojan Meshkat, 38, in the Kurdish city of Sanandaj told Reuters by telephone.Iran is crisscrossed by major fault lines and has suffered several devastating earthquakes in recent years, including a 6.6 magnitude quake in 2003 that reduced the historic southeastern city of Bam to dust and killed some 31,000 people.(Writing by Parisa Hafezi in Ankara, additional reporting by Bozorgmehr Sharafedin in London; Editing and Nick Macfie, Richard Balmforth and Peter Graff)

B'nai Brith Canada condemns rash of pro-Nazi postering in B.C.-[CBC]-YAHOONEWS-November 13, 2017

B'nai Brith Canada has condemned the actions of whoever put up anti-Semitic posters and chalkboard drawings at the University of British Columbia over the Remembrance Day weekend in Vancouver. On Nov. 11, the student newspaper called the Ubyssey reported that the entrances to the War Memorial Gym were plastered with posters glorifying Nazi Germany. One poster touts Nazi soldiers as the "true heroes of WW2" and offers links to hateful websites. Another bore a swastika and described Nazism as "anti-degenerate."The posters were found Saturday, the same day the school hosted Remembrance Day ceremonies.Philip Steenkamp, vice-president of external relations for the University of B.C. — said campus security took down the posters as soon as they were made aware of them, and that the university takes incidents of hate and racism very seriously. Two days earlier, on the anniversary of Kristallnacht or the "night of broken glass" on Nov. 9, 1938 in Germany — the night violence broke out against Jews which resulted in thousands of businesses and synagogues trashed and looted — a chalk drawing was found in the UBC forestry building with a "Heil Hitler" message.RCMP investigated both incidents, but could not find any suspects, said UBC RCMP Const. Kevin Ray."Once again, we see anti-Semitism and neo-Nazism raising their ugly heads at a B.C. university," said Michael Mostyn, chief executive officer of B'nai Brith Canada."These disturbing incidents constitute a threat to Jewish students and other minorities on campus, as well as an unforgivable insult to Canadian veterans who made the ultimate sacrifice to defeat Nazi tyranny."Earlier in November, posters targeting Jews were found at the University of Victoria.Publicity around the removal of those posters was followed by a "tidal wave" of hateful comments on social media, according to anti-racism activists, who fear the far-right rallies seen this summer in Charlottesville, Va. — which saw similar posters plastered around many U.S. universities — may be emboldening racists in Canada.

Opinion-EU's eastern partnership needs revival-By Margot Wallstroem and Witold Waszczykowski-nov 14,17-euobserver

Stockholm and Warsaw, Today, 09:26-Eight years ago, the EU's Eastern Partnership (EaP) was launched. It was jointly initiated by Poland and Sweden, and meant that the EU deepened its relations with six of its closest neighbours, the home of 75 million people: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The EaP has been one of the most successful foreign policy initiatives of the EU. For instance, since 2009, the European Union provided €1.5 billion for the development of companies across the region.Last year, more than 4,000 students from the region received scholarships in the EU, and almost 10,000 young people took part in exchange programmes. Citizens of Georgia, Moldova and Ukraine now travel without a visa to Schengen countries.A majority of people in the region (61 percent) believe that developing stronger relations with the EU is a good thing. More than 70 percent of people in the region view the EU as a bearer of core values such as human rights, democracy and the rule of law, civil liberties and economic prosperity, peace, stability and security.-Summit in Brussels-Despite past successes, the EaP needs a revival to remain relevant in the future. On 24 November, European leaders will meet for the EaP summit in Brussels. We now want to propose a way ahead for the development of the EaP. It needs to be more focused on the needs of people, in particular young people, and produce more concrete results in the four following areas:Ownership. We believe that all countries that are engaged in the EaP policies should be mutually responsible for carrying out its goals and priorities. Those who declare higher ambitions should also deliver on the reforms they have committed to.Georgia is a good example.Resilience. The policy dialogue between the EU and the Partner countries should focus on things that make our societies stronger. This means strengthening democratic institutions, supporting human rights and fundamental freedoms, fighting corruption, increasing transparency, making bureaucracy more efficient and increasing equality between men and women. It also means focusing on environmental issues and meeting the challenges posed by climate change.Public engagement. There is a link between building more resilient societies and the level of trust people have in institutions; one cannot be achieved without the other. The EaP must make sense to people, and we must make sure that any reforms can be felt by ordinary people.Young people are particularly important here, and we have asked the European Commission for a youth package to be prepared for the Summit.Connectivity. We should give priority to all measures that bring people closer together. These could include visa-free travel, exchange programmes, roads, railroads, broadband internet and lower roaming tariffs. The EU has already decided to extend its connection grids to EaP countries. This will not only be beneficial for trade, but also for building stronger ties between people in our countries. Since infrastructure is costly, we need to combine grants and loans from European and other international financial institutions.-Stability and resilience-While the EaP does not deal with hard security, it can be instrumental in building stability and resilience. It can also be a platform for cooperation among regional partners.Next year, both Poland and Sweden will be represented at the UN Security Council as non-permanent members. We want to use this opportunity to promote conflict resolution and crisis management, especially in the EaP region.Poland and Sweden remain committed to the EaP. And, as Sweden and Poland have always emphasised, the door should be kept open to potential membership for those countries that truly transform. We take responsibility for this relationship and are convinced that building stronger relations between the EU and its Eastern Partners will lead to better lives for the people in our countries.Margot Wallstroem and Witold Waszczykowski are Swedens's and Poland's foreign affairs ministers.

Meat 'taboo' debated at Bonn climate summit for first time By Peter Teffer-nov 14,17-euobserver

Bonn, Today, 16:54-Participants at the Bonn climate change conference met on Monday (13 November) to discuss a source of greenhouse gas emissions that is reportedly doing more to damage the climate than the transport sector - yet is largely neglected by policymakers in Europe and beyond.Agriculture, and in particular animal agriculture for the production of beef and dairy, has for years been climate action's big taboo. But reducing meat consumption can significantly reduce one's carbon footprint, said researcher Helen Harwatt. She presented a study she co-wrote and which was published early this year. The study said that if all Americans were to substitute their beef consumption for beans, the United States could achieve between 46 and 74 percent of its 2020 greenhouse gas emissions reduction goal.If people care about the US leaving the Paris agreement, they should also care about the impact of their diet on climate change, said Harwatt. The most recent climate change report of the Intergovernmental Panel on Climate Change (IPCC) said the entire agriculture sector was responsible for between 10 and 12 percent of all greenhouse gas emissions. Other studies have since said this share was expected to rise. But Monday's event was still something of a novelty."I think this is the very first event that has been totally dedicated to this topic," said Cristina Tirado von der Pahlen, one of the other panellists.Tirado is one of the hundreds of authors of the IPCC report and said it was "really an achievement" that a side-event on the subject was organised at the United Nations climate summit in Bonn, known as Conference of the Parties (COP).Three other participants also said they thought it was the first time such a side-event was held at a COP, which is now held for the 23rd time.Brushed under the carpet-Given that hundreds of side-events are held at each COP, why is it that a major source of greenhouse gas emissions was kept off the table for so long? "This was an issue that was really brushed under the carpet," said Ruchir Sharma, head of communications at ProVeg International, one of the organisers of the event."Because no government wants to leave a COP and go back and tell their people what to eat on their plates."But not talking about how to reduce emissions from meat and dairy production leaves "a huge gap in our mitigation strategy", Sharma told EUobserver in an interview."It is a very big missed opportunity."Sharma at the stand of his organisation. He noted that shifting diets towards more plant-based foods will help countries to quickly reduce their carbon emissions. But that is a tricky concept. The 2015 Paris climate agreement only very carefully and very indirectly mentioned in its preamble that the signatories – which include the European Union – "[recognise] that sustainable lifestyles and sustainable patterns of consumption and production, with developing country Parties taking the lead, play an important role in addressing climate change".In the European Union, there is very little appetite to encourage people to eat less meat. Even modest proposals to do something about food waste appear to be controversial-Last September, EUobserver reported that national governments were resisting a proposal by the European Parliament to be required to set up systems to donate unsold food to charitable organisations.A classified document from October, seen by this website, confirmed that EU governments are still resisting the idea. They also do not want to lay down specific food waste reduction targets.-Agriculture lobby-Some argue that the European Union is actually making things worse, through its common agricultural policy (CAP)."The European Union through the CAP is massively subsidising the wrong sort of food, beef and dairy," said Ian Lumley of the National Trust for Ireland. He told EUobserver that the agricultural lobby "is as vicious as the oil and gas lobby and needs to be treated accordingly".Lumley, from Ireland, said politics in his country were "captured by the power of that lobby group".He was sitting in the audience at the panel discussion, modestly titled 'Reducing livestock's long shadow: Opportunities to keep warming well below 2C'."We're far too polite about this," he told the panellists and fellow audience members, and made a comparison to the role of coal in energy production.Coal is the most CO2-intensive of the fossil fuels, and several European states have planned or are considering to phase them out.Lumley said a similar phase-out should be introduced for beef."What I'm putting to you all is to get serious about the global impact of animal agriculture.""Let's come out with it. Global animal agriculture needs an exit strategy. If the target in the Paris agreement is to be met, that exit strategy should be as rapid as is needed for coal, oil, and gas," said Lumley, whose remarks were met with applause and whoops.-No forced veganism-There are some reasons for optimism that the issue is going to be taken seriously, said ProVeg International's spokesman Ruchir Sharma. He pointed to a new law that was introduced in Portugal earlier this year. The Mediterranean EU member has made it mandatory for government institutions to offer a vegetarian meal in their canteens."We don't need everyone to go vegan overnight. But give people the choice, and a fair choice, to choose food themselves," said Sharma. He noted that eating meat on a daily basis in Europe is a recent phenomenon, which flourished only since the end of the Second World War and since the CAP was introduced."If such a dramatic change could be achieved in one and a half generations, simply through an incentive structure that affects people's pockets, it can be reversed as well," the spokesman said. But there is a long way to go.The event drew less than 200 of the almost 20,000 registered COP participants. And even the canteen at the Bonn climate change venue is setting the wrong example. On the first day, Monday 6 November, the beef meal was priced at €3.50, while the vegetarian meal – pasta and a tomato sauce – was priced €6, which gave the price signal that consumers should go for the more polluting option.A week later, the meat dish was €7. Still several vegetarians complained to this website about the "uninspirational" and nutrition-poor "veggie meal" of that day – a €6 pancake with vanilla sauce.A banner showing some of the environmental impacts of meat and dairy production.

May Brexit offer would hurt, cost EU citizens: EU parliament-[Reuters]-By Alastair Macdonald-YAHOONEWS-November 14, 2017

BRUSSELS (Reuters) - British Prime Minister Theresa May's offer of "settled status" for EU residents is flawed and will leave them with fewer rights after Brexit, the European Parliament's Brexit coordinator said on Tuesday.A family of five could face a bill of 360 pounds ($472) to acquire the new status, Guy Verhofstadt told May's Brexit Secretary David Davis in a letter seen by Reuters -- "a very significant amount for a family on low income".Listing three other concerns for the EU legislature, which must approve any treaty on the March 2019 exit, Verhofstadt told Davis: "Under your proposals, EU citizens will definitely notice a deterioration of their status as a result of Brexit. And the Parliament's aim all along has been that EU citizens, and UK citizens in the EU-27, should notice no difference."Verhofstadt, a former Belgian prime minister, wrote in response to Davis, who had written to him after Parliament complained last week that there remained "major issues" to be settled on the rights of the 3 million EU citizens in Britain. On Tuesday, he told reporters that Parliament was determined that expatriates should not become "victims of Brexit".May had unveiled more details last week of a system aimed at giving people already in Britain a quick and cheap way of asserting their rights to stay there indefinitely. The issue, along with how much Britain owes and the new EU-UK border across Ireland, is one on which the EU wants an outline agreement before opening talks on the future of trade.Verhofstadt said lawmakers were not dismissing British efforts to streamline applications but saw flaws in the nature of "settled status" itself. As well as the cost, which is similar to that of acquiring a British passport, he cited three others:- Europeans should simply "declare" a whole household resident, without needing an "application" process; the burden of proof should be on the British authorities to deny them rights. more stringent conditions on criminal records could mean some EU residents, including some now with permanent resident status, being deported for failing to gain "settled status".- EU residents would lose some rights to bring relatives to Britain as the new status would give them the same rights as British people, who now have fewer rights than EU citizens.(Editing by Matthew Mpoke Bigg)

McKenna uses Twitter to troll coal from Bonn during U.S. event promoting it-[The Canadian Press]-yahoonews-November 14, 2017

OTTAWA — A U.S. effort to stoke the fires of coal-powered electricity didn't escape the attention of Canada's environment minister Monday as Catherine McKenna used her Twitter account to troll the carbon-based fuel just as American officials were extolling its virtues.McKenna is in Bonn, Germany, for the 2017 United Nations climate change talks, where the rules for implementing the 2015 Paris accord are being hammered out — and where she and British counterpart Claire Perry hope to convince the world to abandon coal-fired power.By contrast, the United States — with President Donald Trump at its helm — has famously promised to "end the war on coal."Having declared his intention to pull the U.S. out of the Paris accord, Trump dispatched George David Banks, his special assistant on energy and the environment, to Bonn to host an event promoting coal, natural gas and nuclear energy, as well as technology that can reduce their impact on the environment.Speaking in Manila Tuesday where he is attending the Association of Southeast Asian Nations summit, Prime Minister Justin Trudeau pulled no punches by calling coal the "dirtiest of all fossil fuels.""Let me be very blunt about this. Coal represents perhaps the greatest challenge to the world not meeting its climate change targets," Trudeau said. "Unless we reduce coal consumption, we are not going to be able to prevent catastrophic global warming."The International Energy Agency forecasts global demand for coal and natural gas will not diminish over the next 25 years, Banks said Monday. Coal already produces two-fifths of the worlds energy supply, and another 1,600 coal plants are in the works right now. And by 2040, Southeast Asia will get half its power from coal plants."Without a question, fossil fuels will continue to be used and we would argue that's it's in the global interest to make sure that when fossil fuels are used, that it's as clean and efficient as possible," Banks said.He acknowledged as "provocative" the decision to promote fossil fuels at an international climate change conference, but argued that while renewables have a bright future, much of the necessary innovation to store and transmit power from wind and solar sources is still in its infancy."Before that innovation is realized, the idea that the world can somehow meet ambitious mitigation goals, support development in poor countries the way we should and ensure energy access by only deploying solar and wind is naive."All the while, McKenna was on her Twitter account, extolling the virtues of alternatives to coal in a series of tweets that stood in sharp contrast to the U.S. position."Burning coal responsible for 41 per cent of our global emissions," McKenna tweeted. "The largest single source worldwide. Phasing out coal represents a massive opportunity and #ClimateAction."Coal, she continued, is "the most powerful fossil fuel in the world. We must all work together to get off fuel and transition to cleaner forms of energy."Some 23 countries, states and cities have either already phased out coal or have a plan to do so, including Canada, she further noted to her followers. "In less than a decade, solar will be cheaper than coal in China, India, Mexico, the U.K. and Brazil."Many environmental activists argue there is no such thing as clean coal, though even McKenna and Perry's alliance appears to allow for coal if it's accompanied by carbon capture and storage technology.Canada, where coal accounts for about one-tenth of the electricity supply, has committed to phasing out coal power plants by 2030, as has the Netherlands. The U.K., Italy and France all plan to get rid of it by 2025.Trudeau said in Manila that Canada has taken "significant steps" in phasing out coal and will continue to ensure those efforts are successful."We are investing in renewables, we are moving beyond it ... we are committed to working with our international partners, with our friends and allies, to reduce coal consumption, to reduce emissions related to coal and to find alternatives that are less polluting."In some ways, however, Banks's message was not entirely different from Canada's position on oil under Justin Trudeau's Liberal government.Natural Resources Minister Jim Carr has said many times neither Canada nor the world will eliminate fossil fuel use overnight, and that Canada's oil resources will be produced and transported in a sustainable way, remaining an important part of global systems for many years to come."We need to ensure we are creating much greater energy efficiencies while at the same time, ensuring the way we are extracting and processing and using these fuels has the minimal impact on the environment," Trudeau said."That's hardest to do with coal, but we recognize there is much to do to improve our efficiencies and our cleanliness or the lowering of emissions around all fossil fuels."— Follow @mrabson on Twitter.— With files from Andy Blatchford in Manila.Mia Rabson, The Canadian Press.

Saudis told Abbas to accept Trump peace plan or resign — report-During his surprise summons to Riyadh last week, Palestinian Authority chief was also ordered to avoid Iran, cut ties with Hezbollah, according to Channel 10 TV-By Sue Surkes-TOI-13 November 2017, 11:37 pm 1

Saudi Arabia last week ordered Palestinian Authority President Mahmoud Abbas to either accept an Israeli-Palestinian peace deal being put together by the Trump administration, or resign, according to an Israeli report Sunday. The Trump administration has begun drafting an Israeli-Palestinian peace proposal based on a two-state solution, officials and analysts quoted by The New York Times said on Saturday.A senior White House adviser said the plan would attempt to tackle controversial issues such as the status of Jerusalem and West Bank settlements.Abbas was called unexpectedly to Riyadh six days ago by the office of the powerful Crown Prince Mohammad bin Salman. There, in addition to being told to “accept Trump’s peace plan or quit,” he was ordered to keep away from any Iranian influence, according to the report on Israel’s Channel 10.The Saudi authorities made clear that they were dismayed by media images of Hamas’s deputy political leader, Saleh al-Arouri, visiting Tehran in October. Arouri, a Hamas terror chief, was the Hamas signatory on a reconciliation deal with Abbas’s Fatah group signed in Cairo last month. The Saudis also made clear that Lebanese activists within Abbas’s Fatah faction could no longer cooperate with the Iranian-backed Lebanese terror organization, Hezbollah.Since the reported the warnings, which could threaten the new Palestinian unity agreement signed by Fatah and the Iranian-backed Hamas in the Gaza Strip, Palestinian media displayed a rare degree of unity in recent days by coming out against Iran. The daily newspaper al-Hayat al-Jadida, for example, wrote that, “The Palestinian Authority will not allow Iran to interfere on its territory” or to try to create a Palestinian copy of the Hezbollah.Sunni Saudi Arabia has been flexing its muscles opposite Shiite Iran.Last week, Lebanese prime minister Saad Hariri turned up in Riyadh, appearing on Saudi TV to announce his resignation and prompting rumors that he was being held against his will.On Sunday night, Hariri gave his first TV interview, attacking Iran and its Hezbollah proxy, and claiming that he would return to Lebanon in the coming days to formally submit his resignation to Lebanese President Michel Aoun.

IDF chief makes secret trip to Brussels to meet NATO head-Gadi Eisenkot, with two brigadier generals, discusses recent regional developments with Supreme Allied Commander, The Times of Israel has learned-By Judah Ari Gross-13 November 2017

IDF chief Gadi Eisenkot made an undeclared trip to Brussels to speak with the top US general in Europe this weekend, The Times of Israel learned Sunday.Eisenkot traveled with two brigadier generals, Erez Maisel, the head of the Israel Defense Forces’ Foreign Relations Division, and Ram Yavne, the head of the army’s Strategic Division. In Belgium, the senior officers met with Gen. Curtis Scaparrotti, who serves as both the head of the US military’s European Command and as supreme allied commander of NATO.Hadashot news, formerly known as Channel 2 news, first reported on the unannounced trip on Sunday night.During the short visit, the Israeli generals discussed recent regional developments with Scaparrotti. This likely included Iran’s alleged construction of a military base less than 50 kilometers (30 miles) from Israel’s Golan border. On Friday, the BBC, citing Western security official, reported that Iran was setting up a permanent base a site used by the Syrian army near el-Kiswah, 14 kilometers (8 miles) south of Damascus, and 50 kilometers (30 miles) from the Israeli border. The BBC provided satellite images that show “a series of two dozen large low-rise buildings, likely for housing soldiers and vehicles.”Posted by ‎אינטלי טיימס‎ on Saturday, 11 November 2017-Video footage obtained by the Israeli military analysis blog Intelli Times showed that the buildings were being used both for transport jeeps and for trucks with attached rocket launchers. The vehicles were consistent with the types used by Iran-backed Shiite militias, according to Intelli Times.

In the town of Diyarbakir, residents also left their homes before returning.Israel is situated along the Syrian-African rift, a tear in the earth’s crust running the length of the border separating Israel and Jordan, and is part of the Great Rift Valley, which extends from northern Syria to Mozambique.Experts have warned a large earthquake could strike Israel in the near future, and the government has been funding projects for buildings to be bolstered against tremors. The last major earthquake to hit the Israel region was in 1927 — a 6.2-magnitude tremor that killed 500 people and injured another 700.

Iranians report at least 61 dead, 300 injured from quake-Head of country's medical services says electricity down in several cities as some 35 rescue teams respond to natural disaster-By AP-NOV 13,17-TOI

TEHRAN, Iran — A powerful magnitude 7.2 earthquake hit the region along the border between Iran and Iraq on Sunday, killing at least 61 people and injuring 300 in Iran, an Iranian official said.Iranian state TV said Iraqi officials had reported six deaths and 200 injuries inside Iraq, though there was no official comment from Iraq’s government. The US Geological Survey said the quake was centered 19 miles (31 kilometers) outside the eastern Iraqi city of Halabja. The Islamic Republic of Iran News Network quoted the head of the country’s emergency medical services, Pirhossein Koulivand, as saying at least 61 had been killed and 300 injured on Iran’s side of the border.Iranian state TV also said Iraqi officials reported at least six people dead inside Iraq, along with more than 50 people injured in Sulaymaniyah province and about 150 in Khanaquin city. No reports were immediately available from Iraq’s government.Koulivand earlier told a local television station that the earthquake knocked out electricity in Iran’s western cities of Mehran and Ilam. He also said 35 rescue teams were providing assistance.Iranian President Hassan Rouhani in a phone call with the Interior Ministry emphasized the need for maximum effort from officials.Iranian social media was abuzz Sunday night with posts of people evacuating their homes, particularly in Kermanshah and Ghasr-e Shirin. The semi-official Iranian ILNA news agency said at least 14 provinces in Iran had been affected by the earthquake.Officials announced that schools in Kermanshah and Ilam provinces would be closed Monday because of the tremor.Iran sits on many major fault lines and is prone to near-daily quakes. In 2003, a magnitude 6.6 earthquake flattened the historic city of Bam, killing 26,000 people.Tremors were also reported in parts of central Israel although there were no reports of damage or injuries.

Netanyahu warns terror groups: Don’t even think about it-PM says no matter what, Hamas will be held responsible for any attacks that are planned in or launched from Gaza Strip-By TOI staff-13 November 2017

Prime Minister Benjamin Netanyahu warned on Sunday that the country would respond harshly to any attack against it no matter where it comes from.Netanyahu’s comments appeared to be prompted by blustery statements from the Palestinian Islamic Jihad group in Gaza, which is threatening Israel with retaliation for the destruction of a terror tunnel it dug under the border into Israel, but they also came amid increasing tension on Israel’s northern borders.“These days, there are still those who toy with trying renewed attacks on Israel,” Netanyahu said at the start of the weekly cabinet meeting. “We will take a very strong hand against anyone who tries to attack us or attacks us from any sector.”“I say this to every entity, rogue faction, organization — every one. In any case, we see Hamas as responsible for every attack that emanates from, or is planned against us in, the Gaza Strip,” he said. The Hamas terror organization seized control of Gaza in a 2007 coup, taking over the coastal enclave from the Palestinian Authority.Islamic Jihad said earlier Sunday it would not back down on its “right” to retaliate against Israel for the tunnel explosion, which led to the death of 12 terror group members — 10 from Islamic Jihad, including two commanders, and two members of Hamas’s military wing. The “threats to target the movement’s leadership is a declaration of war, which we will confront,” Islamic Jihad said, according to a statement carried by its media affiliate Palestine Today News Agency. “We reaffirm our right to respond to any aggression, including our right to respond to the crime of aggression on the resistance tunnel.”On Saturday, Maj. Gen. Yoav Mordechai, who runs the Defense Ministry’s chief liaison office with the Palestinians, publicly warned Islamic Jihad not to try to retaliate for the tunnel destruction.Mordechai, speaking in a video posted to YouTube, addressed by name the terror group’s leader, Ramadan Shalah, and his deputy, Ziad Nakhaleh, who run the Gaza-based group from Damascus, and said they would be “held responsible” should Islamic Jihad attack Israel. On October 30, the Israel Defense Forces blew up a tunnel that originated in the Gazan city of Khan Younis and crossed into Israeli territory, near Kibbutz Kissufim.According to the army, the tunnel had been under surveillance the entire time that it was inside Israeli territory and did not pose a threat to civilians. The army said later that killing the terrorists was not the primary objective of the tunnel demolition. The bodies of five terrorists who were working on the tunnel inside Israeli territory were recovered by the IDF, the army said.According to Palestinian media, Hamas encouraged Islamic Jihad to abstain from retaliating, both in order to prevent further escalation with Israel and to prevent the reconciliation talks it has been conducting with the Palestinian Authority from falling apart.Earlier this month, a senior officer in the IDF’s Southern Command warned that the military suspected the terror group may retaliate for the tunnel demolition with attacks on soldiers serving near the border, rocket fire at southern Israeli communities or terror attacks in the West Bank.“The [Palestinian] Islamic Jihad will have a hard time holding back,” said the unnamed senior official.

Trump to host White House Hanukkah party-US president will continue annual tradition started under former president George W. Bush in 2001-By Eric Cortellessa-TOI-NOV 13,17

WASHINGTON — US President Donald Trump will host a White House Hanukkah party on December 7, an administration official confirmed to The Times of Israel on Sunday.Maggie Haberman of The New York Times broke the news on Twitter that invitations had been extended for the affair. This year’s event will mark the continuation of an annual White House tradition started in 2001 under then president George W. Bush. His successor, Barack Obama, maintained the ritual and often hosted two receptions, as invitations were in such high demand and Obama enjoyed wide support from the American Jewish community, despite an often tumultuous relationship with Israeli Prime Minister Benjamin Netanyahu.Invitees usually include the heads of American Jewish organizations, Jewish members of the Cabinet and Congress, and other prominent American Jews.Past presidents dating back to Jimmy Carter have also participated in a Hanukkah Menorah-lighting Ceremony.Since his campaign and unlikely ascension to the presidency, Trump has had a controversial — some have said paradoxical — relationship with US Jews.He earned the scorn of many Jewish leaders for releasing a Holocaust Remembrance Day statement that omitted any mention of Jews or anti-Semitism; for not immediately and unequivocally condemning the trend of bomb threats against Jewish community centers last winter; and for his response to white-supremacist violence in Charlottesville, Virginia, this summer, in which he blamed “both sides” and said “very fine people” were marching with the neo-Nazis and Klansmen.Overall, a cacophony of voices have wondered aloud why he has not done enough to spurn the endorsement of his “alt-right” backers who espouse unambiguously hateful, racist and anti-Semitic beliefs. And yet, in a first for a US president, he also has immediate family members who are Jewish.Trump’s daughter, Ivanka Trump, converted to Judaism after marrying Jared Kushner, an Orthodox Jew. They both remain observant and are raising their children Jewish. It is not yet clear what role Trump will have in this year’s White House Hannukah party, but in the past it has been customary for president’s to take part in lighting a Menorah and then to give remarks.Hanukkah begins on the evening of December 12 and will last until December 20.

Israel says US-Russia ceasefire deal in Syria does not meet demands-Ministers offer lukewarm reception to pact removing foreign fighters from Golan, hint IDF will continue to act across border-By TOI staff and AP-13 November 2017

Israel signaled Sunday it will not be bound by a reported ceasefire deal in southern Syria reached by the United States, Russia and Jordan, with ministers indicating Israel will continue to operate across the border when it deems it necessary. The agreement, announced in a US-Russian statement Saturday, affirms a call for “the reduction, and ultimate elimination” of foreign fighters from southern Syria.According to reports, the deal includes Iranian proxies fighting on behalf of Syrian President Bashar Assad’s regime, which would be required to leave the border area and eventually Syria.Israeli Intelligence Minister Yisrael Katz told The Associated Press the agreement is a positive development. But he stressed that Israel is not a party to the agreement and will defend its interests.“We have proved that before and we will prove it again in the future,” Katz said. While the agreement seeks to remove Iranian-backed militias from near the border, a key Israeli demand, Regional Cooperation Minister Tzachi Hanegbi said it did not go far enough. The pact “does not meet Israel’s unequivocal demand that there will not be developments that bring the forces of Hezbollah or Iran to the Israel-Syria border in the north,” Hanegbi told reporters Sunday, according to a Reuters report.“There’s reflection here of the understanding that Israel has set red lines, and will stand firm on this,” Hanegbi said.Although Prime Minister Benjamin Netanyahu did not address the deal, he and Defense Minister Avigdor Liberman have long said Israel will not tolerate an Iranian presence along the Golan nor allow Iran to entrench itself military in Syria.Jordanian government spokesman Mohammad Momani confirmed no non-Syrian fighters would be allowed in the “de-escalation zone” under the agreement, which he said was built on a previous ceasefire reached in July.He also said the deal was a “key step” in ending the fighting in Syria and would help lead to a political solution to the Syrian civil war, according to the country’s al-Ghad newspaper.Following the announcement of the previous ceasefire agreement in southern Syria brokered by the US and Russia, Netanyahu came out against the deal, saying it did not sufficiently address Iran’s military ambitions in the area. The prime minister said that while the plan aimed to keep Iran 20 kilometers (12 miles) away from the Israeli border, it did not address Iran’s plans to cement its presence in Syria, which, he said, included the establishment of a naval and air force bases. The reports on the new ceasefire agreement came after the BBC published satellite photos on Friday said to show the construction of a permanent Iranian military base in Syria.According to the BBC report, the base is situated at a site used by the Syrian army near El-Kiswah, 14 kilomters (8 miles) south of Damascus, and 50 kilometers (30 miles) from the Israeli border. Also over the weekend, the Israel Defense Forces shot down a Syrian drone above the Golan Heights, as it approached the border with Israel.Israeli security officials said the drone’s operators had deliberately attempted to fly the aircraft across the Israeli border from Syria, but the craft was shot down before it crossed into Israel.Alexander Fulbright contributed to this report.

TV interview with Lebanon PM fuels rumors of Saudi coercion-Full of odd moments, Saad Hariri's first television appearance since shock resignation failed to present message of calm or control-By AP-TOI-NOV 13,17

When Lebanon’s Prime Minister Saad Hariri announced his resignation in a televised speech from Saudi Arabia last weekend, it stunned his country and created a mystery that lasted for more than a week. On Sunday, another TV appearance by Hariri was filled with bizarre moments. The November 4 resignation triggered a political crisis in Lebanon, along with rumors about whether Hariri was under house arrest or being coerced to quit. Although he met with various ambassadors in the Saudi capital of Riyadh in the days that followed, no one in Lebanon was really sure what was happening to him.A much-awaited live interview was conducted with Hariri on Sunday night by Future TV, a channel associated with his political party. It sought to dispel those rumors, but also raised some new questions.-The man in the back of the room-At one point during the interview, Hariri’s eyes were wide open, moving to the back of the room. The camera caught a man in the back corner, behind the interviewer, who was holding what appeared to be a rolled paper. The man, whose face was outside the frame, soon disappeared but not before the camera moved back to Hariri, who was staring toward him with an angry and disgusted look.On Twitter, some Lebanese shared clips of the video and wondered if the man in the back had some kind of message for Hariri, fueling reports that the prime minister was being held against his will.Hariri and the interviewer, Paula Yacoubian, realized the moment was caught on camera. Hariri explained after the break that the man was one of his staff, telling him of the latest developments in Lebanon.Tired and near tears-After his belligerent resignation speech last week, Hariri looked sad and tired on Sunday, at times holding back tears in the interview that went on for over an hour. He repeatedly drank water, finishing his glass and asking for more, prompting Yacoubian to hand him her own glass of water. He pleaded with her to finish the questioning after an hour has passed. “You made me tired,” he said.He repeatedly said he was ready to die for Lebanon — his father, former Prime Minister Rafik Hariri, was killed by a car bomb in Beirut in 2005 — but he added that he didn’t want his children to go through that kind of ordeal. When asked about reports that he is not communicative and doesn’t use his phone much, he said: “I am in a reflective state,” adding that he didn’t want any distractions amid a very busy schedule. His demeanor triggered a new hashtag, #UnderPressure, reflecting that people were unconvinced he was a free man.-Keeping it real-The Future TV channel had asked its viewers to share questions for Hariri under the hashtag #AskthePM in an attempt to dispel reports that the interview was pre-recorded.“I would never say it was live, if it was a recorded episode,” Yacoubian said near the end of the interview. Throughout the interview, Yacoubian went to great lengths to prove the interview was live. She first read the time from her phone and then reported to Hariri developments in Lebanon, including protests. She also read a British Foreign Office statement on the air. Then, when an earthquake was reported in Iraq and Iran, she referenced it, telling Hariri it was to make sure people believed the interview was live.

Montrealers protest against racism and Quebec's religious neutrality bill-[The Canadian Press]-yahoonews-November 13, 2017

MONTREAL — Hundreds of protesters marched through the streets of Montreal on Sunday to denounce racism, the far right and the province's religious neutrality bill.Organizers said the main goal of the gathering was to fight what they called the rise of racism and hate.It was organized by a vast coalition of organizations that include women's groups, anti-globalization movements and student associations.Apart from a few skirmishes early on, the march was peaceful and featured demonstrators chanting and waving signs. Many protesters said they were there to protest Quebec's Bill 62, which requires anyone giving or receiving state services to do so with their faces uncovered. They argued the bill marginalizes Muslim women who wear niqabs and tacitly legitimizes Islamophobia."The government has never been able to present anything that proves that, up until now, we've had any security problems whatsoever," said Eve Torres, a feminist protester."Presently, we're putting the spotlight on a group of women who have never posed a major problem in our society. It liberates racist speech, and we don't need that in the context of the rise of the far right."The march occurred hours after a well-known statue of Sir John A. Macdonald in Montreal's downtown was found covered in red paint. An anonymous group took credit for the vandalism online, describing Macdonald as a white supremacist. The organization, which described itself as a group of "anonymous local anti-colonialist, anti-racist, anti-capitalist activists," expressed support for Sunday's march but specified that its members weren't directly affiliated with it.The Canadian Press.

John A. Macdonald statue vandalized in downtown Montreal-[CBC]-yahoonews-November 13, 2017

The John A. Macdonald monument at Place du Canada in downtown Montreal was vandalized with paint on Saturday night or early Sunday morning. The statue dedicated to Canada's first prime minister and a Father of Confederation is covered in red from his head to the base of the monument bearing his name.Montreal police say they are looking into the incident.Nicholas Clyde Griffith, who works as a security guard and caretaker for the park, said he noticed the vandalism just before noon Sunday."When I leave, any time between 5 p.m. to the next morning, they can do whatever," he said. "No one is here at two o'clock in the morning."Clyde Griffith said this isn't the first time the statue has been targeted."It's happened before," he said. "We used a special paint remover last time."The vandalism comes a day after a war memorial was defaced in Montreal on Remembrance Day. The memorial was promptly cleaned up and police have since launched an investigation.Group takes responsibility. An anonymous group has taken responsibility for painting John A. Macdonald's statue, claiming the defacing took place ahead of today's planned anti-racist demonstration — but say they are not affiliated with the protest.Protest organizers also told Radio-Canada they were not involved with the vandalism. The group posted a video online showing the act of vandalism along with a message stating that Macdonald was a "colonialist," and that he "contributed to the genocide of Indigenous peoples."The debate over Macdonald's contentious legacy resurfaced in Canada in recent months as groups in the United States have been protesting the presence of statues celebrating the Confederacy, saying they glorify the nation's history of racism. There have been calls to take statues of Macdonald down, as well as to rename Canadian schools bearing his epithet.Though Macdonald is known for his role in the creation of Canada as a country, he's been called an architect of the country's abusive residential school system and of other policies that sought to rip Indigenous peoples away from their language and culture. There has been a movement to include more of that dark past in Canadian history books. The anti-racism protest is set to end at Place du Canada, right in front of the newly vandalized monument.

US carries out 3 drone strikes against extremists in Somalia-[The Canadian Press]-yahoonews-November 12, 2017

MOGADISHU, Somalia — U.S. forces say they have carried out three drone strikes within 24 hours in Somalia, stepping up their campaign against the Islamic extremist rebels of al-Shabab and the Islamic State group. The strikes by unmanned drones killed several extremist fighters, a spokeswoman for the U.S. military command in Africa told The Associated Press Sunday. With these three attacks, the U.S. has now carried out 26 attacks in Somalia against extremist targets in 2017, she said. The latest U.S. strikes were carried out in co-ordination with Somalia's government, she said. The first strike happened Saturday at approximately 4:30 p.m. local Somalia time and it killed one fighter for the extremists group, al-Shabab, said a U.S. Africa command statement. The strike occurred near Gaduud, about 250 miles southwest of the capital, Mogadishu, it said. The U.S. strike came after al-Shabaab attacked a convoy of U.S. and Somali forces, it said."We assess no civilians were anywhere near the site," said the spokeswoman. "We take all measures during the targeting process to painstakingly ensure that civilian casualties and collateral damages are avoided and that we comply with the principles of the Law of Armed Conflict."The second strike occurred Sunday at approximately 3 a.m. against al-Shabaab, in the Lower Shabelle region about 40 miles west of the capital Mogadishu.Al-Shabab, the deadliest Islamic extremist group in Africa, has been blamed for the massive truck bombing in Mogadishu last month that killed more than 350 people. It was Somalia's worst-ever attack and one of the world's deadliest in years.Al-Shabab has pledged allegiance to al-Qaida "and is dedicated to providing safe haven for terrorist attacks throughout the world," said the spokeswoman, adding that al-Shabab "has publicly committed to planning and conducting attacks against the U.S. and our partners in the region."The third strike was against the Islamic State group in Somalia's northern Puntland area, she said. It happened at about 9 a.m. Sunday. This is the second U.S. strike against the IS group in Somalia. The first was earlier this month. The IS group has emerged in Somalia over the past two years and many of its fighters have defected from al-Shabab."U.S. forces will continue to use all authorized and appropriate measures to protect Americans and to disable terrorist threats," said the spokeswoman. The U.S. forces are working with Somalia's security forces and the 22,000-strong African Union force of soldiers from neighbouring countries and they are "targeting terrorists, their training camps and safe havens throughout Somalia, the region and around the world," she said. The Trump administration earlier this year approved expanded military operations against extremists in this Horn of Africa nation.Somalia's president has vowed a "state of war" against the extremists but concern is growing about that when the African Union force leaves Somalia, the national army will not be able to cope. The AU this week announced the beginning of its withdrawal from the long-chaotic and still heavily fractured nation, saying it will cut 1,000 troops by the end of the year. The AU pullout is set to be complete by the end of 2020.Abdi Guled, The Associated Press.

Turkey denies report of plan to kidnap cleric Gulen from US-[The Canadian Press]-yahoonews-November 13, 2017

ISTANBUL — Turkey has dismissed as "utterly false, ludicrous and groundless" a report that Turkish officials may have discussed paying millions of dollars to have a U.S.-based Muslim cleric kidnapped. The Wall Street Journal reported Friday that Special Counsel Robert Mueller was investigating an alleged plot involving former U.S. National Security Adviser Michael Flynn and his son to hand Fethullah Gulen over to Ankara for as much as $15 million.Turkey blames the cleric and his supporters for a July 2016 military coup attempt that killed 250 people. Gulen, who lives in Pennsylvania, has denied being behind it.The Turkish Embassy in Washington reiterated demands late Saturday for the United States to extradite Gulen so he can stand trial. The embassy in a statement rejected "all allegations that Turkey would resort to means external to the rule of law" to get Gulen back on Turkish soil.Flynn's lawyers also have disputed the Journal report that Mueller was looking into a meeting where Flynn allegedly discussed a plan that would pay him and his son "to forcibly remove" Gulen.Flynn, a retired lieutenant general, did lobbying work for Turkey last year."Out of respect for the process of the various investigations regarding the 2016 campaign, we have intentionally avoided responding to every rumour or allegation," the lawyers said in a statement."But today's news cycle has brought allegations about General Flynn, ranging from kidnapping to bribery, that are so outrageous and prejudicial that we are making an exception to our usual rule: they are false," they said. .Michael Flynn Jr.'s attorney declined to comment on the allegations.Gulen has been living in the U.S. for nearly two decades. He is a former ally of Turkish President Recep Tayyip Erdogan until their 2013 public falling-out led the government to declare Gulen's network a terror group.Nearly 50,000 people are behind bars in Turkey and more than 100,000 civil servants have been dismissed from their jobs for alleged links to the cleric's network in the government's crackdown after the failed coup. Also behind bars in Turkey for alleged links to Gulen is U.S. pastor Andrew Brunson, who has lived in Turkey for over 20 years. Erdogan said in September the U.S. was pressing Turkey to return a "cleric" while refusing to hand over another "cleric."The Turkish Embassy said the Turkish people find Gulen's continued refuge in the U.S. "perplexing and deeply frustrating."Complicating relations further is the case of a Turkish-Iranian businessman on trial in the U.S. for evading U.S. sanctions on Iran. A former Turkish economy minister and an executive of a state-owned Turkish bank have also been indicted. In a meeting last week, Turkish Prime Minister Binali Yildirim and U.S. Vice-President Michael Pence discussed the cases among other sources of strain, including the U.S. backing of Syrian Kurdish militants in the war against the Islamic State group.Turkey has been infuriated by the U.S. support for a group it considers an extension of the outlawed Kurdistan Workers' Party or PKK, which has waged an insurgency within Turkey for more than 30 years.By Zeynep Bilginsoy, The Associated Press.

Papua New Guinea to begin forcible removal of asylum seekers from detention center-[Reuters]-By Colin Packham-yahoonews-November 12, 2017

SYDNEY (Reuters) - Papua New Guinea Immigration Minister Petrus Thomas said authorities would take steps on Monday to forcibly remove around 450 men who remain in an abandoned Australian detention center without food or running water.Hundreds of men have barricaded themselves into the Manus Island center for more than 13 days without regular food or water supplies, defying attempts by Australia and Papua New Guinea to close the facility."We will be taking steps with relevant authorities to move the residents based on serious exposure to health risk for the food of everyone that is remaining," Thomas said in a statement issued late on Sunday. The timetable stokes fears of a potential clash between authorities and asylum seekers - drawn largely from Afghanistan, Iran, Myanmar, Pakistan, Sri Lanka and Syria - who have refused to move to three transit centers. The United Nations has warned of a "looming humanitarian crisis."The standoff has cast Australia's immigration policies into the international spotlight, triggering a rare rebuke from New Zealand, Canberra's closest international ally.Australia has used the center, and a camp on the tiny Pacific island of Nauru, to detain asylum seekers who try to reach its shores by boat. It says boat arrivals will never enter Australia, even if found to be refugees, as that would encourage people smugglers in Asia. The asylum seekers on Manus fear reprisals if they move to the transit centers, pending possible resettlement in the United States. The main camp was closed on Oct. 31 and water and power have been cut off. Australia and Papua New Guinea both insist the transit centers are safe, offering the asylum seekers the same level of care they had received before the closure of the Manus Island camp.Papua New Guinea last week removed the fences of the camp, while authorities also dismantled rainwater collection bins and makeshift shelters built to ward off the tropical sun and rain, intensifying pressure on the detainees.New Zealand Prime Minister Jacinda Ardern said she would seek a meeting on the sidelines of the APEC Summit in Vietnam with her Australian counterpart, Malcolm Turnbull, to discuss the situation."No matter what label you put on it, there is absolute need and there is harm being done," Arden told reporters.Turnbull earlier this month rejected an offer from New Zealand to resettle 150 asylum seekers as it prioritized an existing refugee swap deal he negotiated with former U.S. President Barack Obama last year.Under that deal, up to 1,250 asylum seekers could be sent to the United States and Australia will in turn accept refugees from Central America.(Reporting by Colin Packham; Editing by Jane Wardell and Peter Cooney)

U.N. evacuates first group of refugees from Libya to Niger-[Reuters]-By Aidan Lewis-yahoonews-November 12, 2017

TUNIS (Reuters) - A group of 25 refugees have been evacuated from Libya to Niger to have resettlement claims processed, in the first operation of its kind from the North African country, the United Nations said on Sunday. The move is part of efforts to provide protection for refugees and other vulnerable migrants who travel to Libya, often intending to attempt the dangerous sea crossing to Italy. Many are trapped in smuggling networks or detention centers where they are exposed to a range of abuses including rape and torture that have been widely documented by human rights organizations and U.N. agencies.About 43,000 refugees and asylum seekers registered by U.N. refugee agency UNHCR are now in Libya. It is hard to resettle refugees directly from Libya partly because most countries closed their embassies in Tripoli after fighting escalated there in 2014.The initial group evacuated by air from Tripoli to Niamey on Saturday was made up of 15 women, six men and four children from Eritrea, Ethiopia and Sudan, according to the United Nations."Today's evacuation symbolizes hope in finding safe solutions for vulnerable refugees in Libya," Roberto Mignone, the UNHCR representative for Libya, said in a statement. The operation was the result of a joint initiative by UNHCR and the governments of Libya and Niger, and Niger has agreed to host the group until their claims to be resettled in third countries are dealt with, it said."We hope to be able to carry out more evacuations in the near future," said Vincent Cochetel, UNHCR's Special Envoy for the Central Mediterranean. But he said the scheme would remain "limited in scale" as long as commitments to resettle refugees remained "insufficient"."These refugee evacuations can only be part of broader asylum-building and migration management efforts to address the complex movement of migrants and refugees who embark on perilous journeys across the Sahara Desert and the Mediterranean Sea," he said. Most migrants traveling through Libya towards Europe come from sub-Saharan African countries. Many fleeing poverty, repression or conflict journey across the desert through Niger, Algeria or Sudan. The Libya to Italy crossing has become the main migrant route to Europe since an agreement between the EU and Turkey shut down smuggling through Greece last year. More than 600,000 have crossed by boat to Italy since 2014.European states have pledged tens of millions of euros to Libya, Niger and migrants' countries of origin in an effort to stem the flows. Departures from Libya have dropped since July due to changes in smuggling activity and increased activity by Libya's European-backed coastguard.European policy has drawn criticism from human rights groups that say it traps migrants in Libya, exposing them to further abuse there.UNHCR is seeking to open a refugee transit center in Tripoli early next year to shelter some of the most vulnerable refugees as they await evacuation or resettlement. The International Organization for Migration carries out voluntary repatriations of migrants from Libya, flying home more than 10,600 so far this year.(Editing by Peter Graff)

New mass graves found in Iraq could contain up to 400 bodies-[The Canadian Press]-yahoonews-November 12, 2017

KIRKUK, Iraq — Iraqi security forces have found mass graves in an area recently retaken from the Islamic State group that could contain up to 400 bodies, an Iraqi official said Sunday. The bodies of civilians and security forces were found in an abandoned base near Hawija, a northern town retaken in early October, Kirkuk governor Rakan Saed said. He didn't say when authorities will start exhuming the bodies from the mass graves.Khalaf Luhaibi, a local shepherd who led troops to the site, said IS used to bring captives to the area and shoot them dead or pour oil over them and light them on fire. The area was strewn with torn clothing and what appeared to be human bones and skulls.Iraqi forces have driven IS from nearly all the territory it once controlled. Authorities have already uncovered several mass graves in other newly liberated areas.U.S.-backed Iraqi forces have driven the extremists from nearly all the territory they once controlled, with some fighting still underway near the western border with Syria. On Saturday, Iraq's Prime Minister announced an operation to capture a patch of territory on the western edge of the country near the border with Syria. Hours later, Iraqi Defence Ministry announced capturing Romana area, saying the troops will head to nearby town of Rawa.According to Ahmed al-Asadi, a spokesman for the Shiite-majority paramilitary forces, Rawa is the last Iraqi town held by IS who still control some scattered small villages in mainly desert areas. The Associated Press.

France frets over internal threat two years after Paris attacks-[Reuters]-By Marine Pennetier-YAHOONEWS-November 12, 2017

PARIS (Reuters) - Two years after militants killed 130 people in coordinated attacks across Paris, French officials say there remains an unprecedented level of "internal" threat from both within and outside the country. With Islamic State losing ground in Iraq and Syria, hundreds of French citizens - and in some cases their children - have started to return to France, leaving the government in a quandary over how to deal with them. For the first time as president, Emmanuel Macron will pay tribute on Monday to the victims of the mass shootings and suicide bombing that took place across Paris and in the city's northern suburb of Saint-Denis on Nov. 13, 2015.The attacks, the deadliest on French soil since World War Two, prompted the country to strike back, joining international military operations targeting IS and other Islamist militant groups in Iraq, Syria, Libya and elsewhere. There has also been the passage of more stringent French legislation, with the most recent law, effective this month, giving police extended powers to search properties, conduct electronic eavesdropping and shut mosques or other locations suspected of preaching hatred.Conservative politicians say the regulations don't go far enough, while human rights groups express alarm, saying security forces are being given too much freedom to curtail rights.Macron - often parodied for his 'on the one hand, on the other hand' policy pronouncements - has emphasized the need to balance security and liberty. While he has ended the state of emergency brought in after the attacks, heavily armed soldiers still patrol the streets of Paris daily, and barely a week goes by without a police operation to round up suspects."MORE DISAPPOINTED THAN SORRY"-According to the interior ministry, extraordinary measures have helped intelligence agencies thwart more than 30 attacks in the last two years. Last week, the police arrested nine people and another was apprehended in Switzerland in a coordinated counter-terrorism operation."What worries us are plans for terrorist attacks prepared by teams that are still operating in fighting zones in Syria and Iraq," Laurent Nunez, head of France's internal intelligence agency DGSI told French daily Le Figaro in a rare interview. The risk of a home-grown attack also remains strong, with a risk of more attacks from isolated individuals using "low-cost" methods such as cars or knives to kill, he said. The hypothesis of a car bomb attack or suicide bomber cannot be excluded either although his services had not uncovered any such plan, he said.Of particular concern is what to do about hundreds of French citizens who went to fight with IS and may now seek to return home, now that the militant group has lost nearly all the territory its self-proclaimed caliphate ruled in Syria and Iraq."We know that the will of the jihadists to take action is intact," Nunez said.Visiting Abu Dhabi last week, Macron said those returning would be studied on "a case-by-case" basis."Some of them will be coming back (by their own means), others will be repatriated and some, in specific circumstances, will be facing trial with their families in the countries where they are currently, Iraq in particular," he said."A majority doesn't want to come back to France given the legal proceedings they face upon their return. But some women, widows, with their children, are inclined to travel back," French prosecutor Francois Molins said. "We should not be naive. We are dealing with people who are more 'disappointed' than 'sorry.'"(This version of the story adds dropped words in first paragraph)(Writing by Matthias Blamont, additional reporting by Sybille de La Hamaide; Editing by Luke Baker, Peter Graff and Richard Balmforth)

Israel signals free hand in Syria as U.S., Russia expand truce-[Reuters]-By Dan Williams-YAHOONEWS-November 12, 2017

JERUSALEM (Reuters) - Israel signaled on Sunday that it would keep up military strikes across its frontier with Syria to prevent any encroachment by Iranian-allied forces, even as the United States and Russia try to build up a ceasefire in the area.U.S. President Donald Trump and Russian President Vladimir Putin on Saturday affirmed joint efforts to stabilize Syria as its civil war wanes, including with the expansion of a July 7 truce in the southwestern triangle bordering Israel and Jordan.A U.S. State Department official said Russia had agreed "to work with the Syrian regime to remove Iranian-backed forces a defined distance" from the Golan Heights frontier with Israel, which captured the plateau in the 1967 Middle East war.The move, according to one Israeli official briefed on the arrangement, is meant to keep rival factions inside Syria away from each other, but it would effectively keep Iranian-linked forces at various distances from the Israel-held Golan as well. Those distances would range from as little as 5-7 kms and up to around 30 kms, depending on current rebel positions on the Syrian Golan, the official said, speaking on condition of anonymity due to the sensitivity of the issue.Moscow did not immediately provide details on the deal.Israel has been lobbying both big powers to deny Iran, Lebanon's Hezbollah and other Shi'ite militias any permanent bases in Syria, and to keep them away from the Golan, as they gain ground while helping Damascus beat back Sunni-led rebels. In televised remarks opening Israel's weekly cabinet meeting on Sunday, Prime Minister Benjamin Netanyahu did not speak about the new U.S.-Russian arrangement for Syria. His regional cooperation minister, Tzachi Hanegbi, sounded circumspect about the deal, telling reporters that it "does not meet Israel's unequivocal demand the there will not be developments that bring the forces of Hezbollah or Iran to the Israel-Syria border in the north"."RED LINES"-"There's reflection here of the understanding that Israel has set red lines, and will stand firm on this," Hanegbi said. That was an allusion to Israeli military strikes in Syria, carried out against suspected Hezbollah or Iranian arms depots or in retaliation for attacks from the Syrian-held Golan. In the latest incident, the Israeli military said it shot down a spy drone on Saturday as it overflew the Golan. Israeli Defense Minister Avigdor Lieberman blamed the drone on the Syrian government. Damascus did not immediately respond.Repeating Israel's warnings to Iran and Hezbollah, Lieberman said: "We will not allow the Shi'ite axis to establish Syria as its forefront base".Russia, which has a long-term military garrison in Syria, has said it wants foreign forces to quit the country eventually. The U.S. State Department official, who briefed reporters on condition of anonymity on Saturday, said that goal could be served by Russia's pledge to remove Iranian-linked fighters from the truce zone in southwestern Syria."If this works, this is an auspicious signal, would be an auspicious signal, that our policy objective - the objective that I think so many of us share, of getting these guys out of Syria ultimately - that there's a path in that direction," the official said.(Writing by Dan Williams; Editing by Richard Balmforth)

Israel warns Gaza militants against carrying out attacks-[The Canadian Press]-November 12, 2017

JERUSALEM — Prime Minister Benjamin Netanyahu on Sunday warned Gaza militants against attacks as the Islamic Jihad group vowed revenge for the demolition of one of its attack tunnels that crossed into Israel. The Iranian-backed group has threatened to carry out attacks after the tunnel was demolished last month, killing a dozen militants. It was a rare flare-up along the tense border, which has remained mostly quiet since a 2014 Israel-Hamas war.Gunmen from Gaza on several occasions infiltrated Israel through a tunnel network during the fighting that year.Israel "will respond with a heavy hand to anyone who tries to attack us, or does attack us, from any front," Netanyahu said at a weekly Cabinet meeting. Israel holds Hamas, the Islamic militant group that rules Gaza, responsible for any attacks launched from the territory, he added.Earlier, Maj. Gen. Yoav Mordechai, who heads COGAT, the defence body responsible for Palestinian civilian matters, also issued a warning saying the militants "are playing with fire at the expense of the Gaza residents, Palestinian reconciliation efforts and the stability of the entire region."Toward the end of the 2014 war, Israel destroyed more than 30 tunnels that Hamas had dug under the border. Gaza militants had used the tunnels to infiltrate Israel and carry out attacks. Although they did not manage to reach civilian areas, the infiltrations by heavily armed Palestinian gunmen caught Israel off guard and terrified the local population.Since then Israel has made neutralizing the tunnel threat a top priority, and several cross-border tunnels have been discovered and demolished since the war.Daoud Shehab, an Islamic Jihad spokesman, called the comments by Netanyahu and Mordechai "a declaration of war." He told The Associated Press that his group "made a decision to respond" with "a response that Israel is not used to." He did not elaborate but said it would not be with rocket fire, hinting at possible attacks from the West Bank.Israel has indicated it will keep the bodies of five of the militants killed in the tunnel until Hamas agrees to return the remains of two soldiers killed in 2014 as well as two live Israeli civilians believed held in the Gaza Strip.Hamas is trying to reach a reconciliation agreement with the Western-backed Palestinian Authority through Egyptian mediation, and is widely believed to want to preserve the calm for now.___Associated Press writer Fares Akram in Gaza City, Gaza Strip, contributed to this report.Ian Deitch, The Associated Press.

EU agreed no sum needed to move talks forward: British Brexit minister-[Reuters]-yahoonews-November 12, 2017

LONDON (Reuters) - The European Union agreed that Britain would not have to come up with a figure for a financial deal to leave the bloc before moving talks on to discuss a trade deal, Brexit minister David Davis said on Sunday.Speaking to Sky News, Davis said Britain agreed to the sequencing of talks demanded by the EU but had told the bloc's negotiators it would not come up with a figure to push them beyond 'phase one'."We said: alright. we'll do this sequencing, but don't imagine you will have a number or a formula (for the financial settlement) at the end of it. We'll get towards that process but you won't have a number or a formula before we move on to the next stage. They accepted that," he said.(Reporting by Elizabeth Piper; Editing by Robin Pomeroy)

Spanish PM, in Catalonia, calls for big turnout at December election-[Reuters]-By Sam Edwards-YAHOONEWS-November 12, 2017

BARCELONA - Prime Minister Mariano Rajoy urged Catalans to turn out in force in a December election to "restore normality" to a region buffeted by attempts to split from Spain. In his first visit to Barcelona since Madrid imposed direct rule on Catalonia and sacked its separatist leaders, Rajoy said the Dec. 21 election would safeguard the economy and stop companies moving out of the economically important region."We want a massive turnout to begin a new political era of tranquillity, normality, coexistence and respect," Rajoy told the Catalan wing of his conservative People’s Party (PP).“We must urgently bring back normality to Catalonia ... to reduce social tension and stop damage to the economy.”Despite opposition to the early election imposed by Madrid as a way to resolve the impasse, the two leading pro-independence parties, PDeCAT of deposed leader Carles Puigdemont, and the ERC, have said they will participate. However, they failed to agree to run on a united ticket, potentially harming the separatist camp’s chances of winning a majority in the regional parliament. The far-left pro-independence CUP party, whose support was key to Puigdemont’s government, decided on Sunday to run in the-upcoming election.Madrid’s imposition of direct rule on Catalonia has widened a rift between political parties both in regional politics and at the municipal level. On Sunday, the party of Barcelona Mayor Ada Colau voted to break its pact to govern with the Catalan Socialist Party (PSC), citing the latter’s support for the application of direct rule. Some 54 percent of Spaniards evaluate positively Madrid’s handling of the Catalan crisis, but only 28 percent of Catalans share this view, according to a poll for newspaper El Pais.On Saturday, 750,000 people marched in Barcelona to call for the release of separatist leaders from pre-trial detention.(Editing by Robin Pomeroy/Richard Balmforth)
