Reconciliation talks between rival Palestinian factions Hamas and Fatah are for now ignoring the thorny issue of the future of the terror group’s military wing and weaponry, and with the help of Egypt are concentrating first on asserting the Palestinian Authority’s power in the Gaza Strip, including control over the border with Egypt, according to statements by officials and Arabic media reports.On Wednesday, Azzam al-Ahmad, the official leading the Fatah faction’s delegation, told the Pan-Arab daily Asharq al-Awsat that “Egypt has made unprecedented efforts towards the reconciliation…due to the changing regional and international political stances.”Egyptian President Abdel Fattah el-Sissi has thrown his weight behind the talks, saying last week that Palestinian reconciliation is “preparation for a just peace between Palestinian and Israeli sides.”The talks began in the headquarters of the Egyptian intelligence in Cairo on Tuesday and will last for two-three days, a Fatah spokesperson said.On Tuesday, Ahmad said “empowering the government in Gaza” would be the main point of the current talks.The Palestinian daily al-Quds reported on Wednesday that Egypt presented each side with 22 items for dealing with this stage of the reconciliation process, including a US-backed international conference in the Egyptian town Sharm el-Sheikh, with a regional presence.The Egyptians reportedly also proposed a new round of talks in Cairo in a month, which would be followed by Palestinian Authority President Mahmoud Abbas spending a a few days in his presidential headquarters in Gaza.Lastly, the al-Quds report said Egypt plans to reopen its embassy in Gaza, which will include a security attache who will facilitate solving security issues between the two sides. The Egyptian delegation in Gaza would also help facilitate movement through the Rafah border crossing, as well as help to solve the electricity and water crises currently plaguing the Strip.Gaza currently receives just several hours of electricity a day after Abbas decided in March to reduce funding to the Strip by around 22 percent, in an attempt to coerce the Hamas terror group into ceding power.According to the Asharq al-Awsat report, in this first round of negotiations, Hamas is aiming to reverse some of the measures enacted by the PA through the reduced funding, including those affecting thousands of Gaza government employees who had their salaries slashed or were fired.A Fatah official in Cairo, Samih Barzaq, told Asharq Al-Awsat that the measures taken by the PA against Gaza employees would be lifted “very soon.”The two sides remain sharply at odds, however, over the future of Hamas’s 25,000-strong armed wing, which the terror group says is nonnegotiable.Abbas has said he won’t allow any unity government to be formed without all Palestinian weapons coming under the control of the PA.Meanwhile, Hamas leader Ismail Haniyeh said the weapons of the “resistance” — referring to the terror group’s army — would not be given up until the conflict with Israel is ended.Haniyeh did say, however, that the decision of whether to go to war with Israel would be a collective Palestinian decision.On the issue of Hamas’s weapons, Ahmad, who is in charge of the reconciliation issue for Fatah, said it was not necessary to discuss the matter at this stage.“We have crystal clear agreements before and after the division, and there is no need to talk about unnecessary things such as the weapons of resistance and the employees. The United Nations cultural arm unanimously agreed to delay voting on a pair of anti-Israel resolutions on Wednesday, as the body convened at a summit this week to pick a new head.The delay of the measures was a significant diplomatic achievement for Israel, with the Foreign Ministry noting it was the first time no anti-Israel resolutions were passed at a UNESCO session since 2011.Israel’s Ambassador to UNESCO praised the decision to push off the votes and the Israeli efforts behind it, but said Israel would need to continue to be vigilant ahead of the next time the body meets.“The achievement today was the fruit of three years of hard, exhausting and frustrating diplomatic work,” Carmel Shama-Hacohen said in a statement. “From this moment on we have already turned to the next round and there is no reason to rest on our laurels.”The resolutions approved Wednesday, known as 202 EX/39 and 202 EX/38, pushed off the two anti-Israel items until UNESCO’s next session in April 2018.While Israel was concerned Iran would scupper the agreement to postpone the measures, the decision to delay them was approved unanimously.One of the resolutions postponed on Wednesday is similar to one passed in May that downplays Jewish links to Jerusalem. He pointed out that current head Irina Bokova only won seven votes in the first round of voting when she was elected.Delegates will continue to vote every day this week until one candidate receives a majority of votes. A Lebanese military source on Tuesday rebuffed claims by Israel’s defense minister that the Lebanese Army is controlled by the Hezbollah terror group, saying such a statement “cannot be taken seriously.”Defense Minister Avigdor Liberman on Tuesday said the next war in Israel will see the Israel Defense Forces fighting against a coordinated Syrian-Lebanese front as well as on the southern front with Hamas-controlled Gaza. He added that the Lebanese army has been fully integrated with Hezbollah and follows Hezbollah’s orders. “The Lebanese army has become an integral part of the Hezbollah apparatus under its command,” Liberman said.Speaking to the Lebanese daily Al Joumhouria, the Lebanese military source said Liberman’s statements were “totally contrary to reality” and “hold contradictions up to a degree that they cannot be taken seriously.”The source asserted that “the Lebanese army has total independence and is subject to the decisions of the political authority, and its leadership is the sole arbiter of its military policy.”“The United States and the United Kingdom provide generous military assistance to the Lebanese army and they ensure its continued armament and express their confidence in it. Would London and Washington arm Hezbollah, in accordance with Liberman’s words?” the source asked. “And does [Liberman] have data that these two large countries do not?”On Tuesday, the United States offered up to $12 million to whoever can help it apprehend two Hezbollah leaders. It’s either an intricate forgery, or the archaeological find of the decade. A team of scholars of the ancient Luwian language have deciphered a 29-meter-long hieroglyphic inscription from the Late Bronze Age more than 3,000 years ago, which is the only contemporary account of the fall of the Hittite Empire and the rapacious conquering of the biblical “Sea Peoples” as far south as Ashkelon.And the back story of what may prove to be a missing link in the understanding of Levantine civilization is equally interesting.Only in June of this year, Swiss geoarcheologist Dr. Eberhard Zangger, president of the Luwian Studies foundation, was made aware of a 15-centimeter stack of documents — illustrations and translation notes — about the limestone frieze which was originally found in 1878 in the village of Beyköy, approximately 34 kilometers north of Afyonkarahisar in modern Turkey.The longest known hieroglyphic inscription from the Bronze Age has disappeared, however, and is said to be under lock and key in a Turkish national collection at an undisclosed location. What remains is an illustration copy created by the French archeologist Georges Perrot based on stones retrieved by local peasants during the 1878 dig. Subsequently, the villagers apparently used the stones as the foundation of their local mosque.In the 1950s, the inscription resurfaced when a joint Turkish-United States team of Luwian scholars sat to translate the myriad inscriptions which had been found in the 19th century and had sat in the Ottoman Empire collections. The scholars’ team disbanded in 1984 and their findings were never published. As they died, their work was almost forgotten.In 2012, the final scholar, the English prehistorian James Mellaart died. While desposing of his estate, son Alan found the documents surrounding this inscription and gave them to Zangger in June. A first publication in the TALANTA archaeological journal based on initial findings is due to be published in December. There, Zangger and the Dutch linguist and Luwian language expert Dr. Fred Woudhuizen “will present a transcription, a translation, a detailed commentary, and the remarkable research history of the find,” according to a press release from the Luwian Foundation.In a brief conversation with The Times of Israel, Zangger emphasized that there’s an unfinished argument over whether the inscription is authentic or not. While more research is needed, especially since the original frieze is unavailable to scholars, he said, “We think it’s too long and complicated and grammatically correct to have been forged by anybody.”In terms of its significance, the frieze is unprecedented: “If it’s authentic, it means there is a contemporary account of what happened during the collapse of the Hittite civilization,” said Zangger.According to the scholars, the inscription was commissioned by the Great King of Mira, Kupanta-Kurunta, who ruled a Late Bronze Age state in western Asia Minor. Circa 1190 BCE, Kupanta-Kurunta ordered his armies to invade the vassal states of the Hittites in the east.According to the press release, “After successful conquests on land, the united forces of western Asia Minor also formed a fleet and invaded a number of coastal cities (whose names are given) in the south and southeast of Asia Minor, as well as in Syria and Palestine… The Luwians from western Asia Minor advanced all the way to the borders of Egypt, and even built a fortress at Ashkelon in southern Palestine.”The Sea People advanced all the way to Ashkelon and built a fortress-Zangger told The Times of Israel, “There are 150 place names mentioned in the text, 50 of those can be identified today.” Ashkelon, he said, is likely the only Palestine-based city mentioned in the inscription.“The Sea People advanced all the way to Ashkelon and built a fortress there,” he said.Who the “Sea People” are, he said, is a matter of interpretation. Some consider them the biblical Philistines. In Hebrew, they are called “Plishtim” (or invaders) in the Bible. There is a contemporary Egyptian record of an invading people called “Peleset,” said Zangger. Some scholars identify this people as the Philistines, but he is “agnostic” about this issue.“I think that the models we have used from the past [for the Philistines], we can see from the documents, are too simplistic, but we need more time to analyze,” said Zangger.Unfortunately, said Zangger, there are no other accounts after 1193 BCE of this civilization. “This the first.”But potentially not the last: the pile Zangger was given in June includes other illustrations of inscriptions which have not yet been translated. While they have no solid photographic evidence disproving forgery, “according to the sources what is shown in these documents actually exists in Turkey,” he said.If proven authentic, this trove represents “one of the most special finds in archaeology today,” said Zangger.

Dozens of rifle grenade projectiles and thousands of bullets were stolen from an IDF base in the north of the country in the second such incident since the beginning of the month.The break-in was discovered at the base’s ammunition bunker on Tuesday.An initial probe found that 24 rifle grenades and some 2,000 5.56-millimeter bullets, the kind used in the IDF’s most commonly deployed assault rifles, including variants of the M-16, the Tavor and the Galil, were missing, Channel 2 reported. The rifle grenades are designed to be launched from the M-203 grenade launcher designed to be mounted under the barrel of an assault rifle.Military police have opened an investigation into the theft.The report did not say if the theft was from the same base that was hit earlier this month.On October 2, the army said that a diverse cache of military weaponry was stolen from an armory on a base in northern Israel some time the day before or during the night.The stolen equipment included anti-tank mines, ammunition for assault rifles, explosive charges and detonators.Soldiers serving on the base discovered signs that someone had broken into the armory, and weaponry was also found to be missing.“The Military Police and [the base’s] commanders opened an investigation into the incident,” the army said at the time.For years, the army has struggled to stop thieves from making off with military-grade weaponry. (Reuters) - Fast-moving wildfires raging across Northern California's wine country have killed 17 people, left about 150 missing and destroyed 1,500 homes, wineries and other structures, state fire officials said on Tuesday.The flames from 17 major blazes have blackened more than 115,000 acres (46,500 hectares) since fires broke out on Sunday amid hot, dry conditions and high winds.The Sonoma County Sheriff's Office said 11 of the fatalities were in its jurisdiction, where 155 people were still missing, although 45 others had been found and some of those unaccounted for may be due to confusion surrounding evacuations.In Napa County, the dead included 100-year-old Charles Rippey and his wife, Sarah,, 98, according to the county sheriff's office. No other details on that incident or the other fatalities were immediately available.Crews took advantage of cooler temperatures, lower winds and coastal fog on Tuesday to make headway against the fires but cautioned that homes, wineries and other structures remained at risk."We need to jump on it and take advantage of this lull before any other wind jumps up," said Steve Crawford, a CAL FIRE operations chief, at an afternoon briefing. "There's a lot of devastation out there, people running around who just lost everything."North of San Francisco, the fires reduced houses to ashes in several communities. House after house is gone, with only brick chimneys and charred laundry machines to mark sites that were once family homes.The wildfires burned so hot that windows and tire rims melted off cars, leaving many vehicles resting on their steel axles. In one driveway, the glass backboard of a basketball hoop melted, dripped and solidified like a mangled icicle.Newly homeless residents of Northern California took stock of their shattered lives Tuesday while the blazes that have killed at least 17 people and destroyed more than 2,000 homes and businesses kept burning. Hundreds more firefighters joined the battle against the uncontained flames."This is just pure devastation, and it's going to take us a while to get out and comb through all of this," said Ken Pimlott, chief of the California Department of Forestry and Fire Protection. He said the state had "several days of fire weather conditions to come."The wildfires already rank among the five deadliest in California history, and officials expected the death toll to increase as the scope of destruction becomes clear. A maintenance worker said Wednesday he told hotel dispatchers to call police and report a gunman had opened fire with a rifle inside Mandalay Bay before the shooter began firing from his high-rise suite into a crowd at a nearby musical performance.The revised timeline has renewed questions about whether better communication might have allowed police to respond more quickly and take out the gunman before he committed the deadliest mass shooting in modern U.S. history.Worker Stephen Schuck told NBC News that he was checking out a report of a jammed fire door on the 32nd floor of Mandalay Bay when he heard gunshots and a hotel security guard, who had been shot in the leg, peeked out from an alcove and told him to take cover."As soon as I started to go to a door to my left the rounds started coming down the hallway," Schuck said. "I could feel them pass right behind my head."It was kind of relentless so I called over the radio what was going on," he said. "As soon as the shooting stopped we made our way down the hallway and took cover again and then the shooting started again."Police said Monday they believe gunman Stephen Paddock shot a hotel security guard through the door of his suite six minutes before he unleashed a barrage of bullets into the crowd of concert-goers, killing 58 people and injuring hundreds more.The injured guard used his radio and possibly a hallway phone to also call hotel dispatchers for help.That account differs dramatically from the one police gave last week when they said Paddock fired through the door of his room and injured the unarmed guard after shooting into the crowd.The company that owns Mandalay Bay has questioned the new timeline."We cannot be certain about the most recent timeline," said Debra DeShong, a spokeswoman for MGM Resorts International. WASHINGTON (Reuters) - A U.S. Navy destroyer sailed near islands claimed by China in the South China Sea on Tuesday, three U.S. officials told Reuters, prompting anger in Beijing, even as President Donald Trump's administration seeks Chinese cooperation in reining in North Korea's missile and nuclear programs.The operation was the latest attempt to counter what Washington sees as Beijing's efforts to limit freedom of navigation in the strategic waters. North Korea hackers stole South Korea-U.S. military plans to wipe out North Korea leadership: lawmaker-[Reuters]-By Christine Kim-YAHOONEWS-October 11, 2017

SEOUL (Reuters) - North Korean hackers stole a large amount of classified military documents, including South Korea-U.S. wartime operational plans to wipe out the North Korean leadership, a South Korean ruling party lawmaker said on Wednesday.Democratic Party representative Rhee Cheol-hee said 235 gigabytes of military documents were taken from the Defense Integrated Data Center in September last year, citing information from unidentified South Korean defense officials.An investigative team inside the defense ministry announced in May the hack had been carried out by North Korea, but did not disclose what kind of information had been taken.Pyongyang has denied responsibility in its state media for the cyber attacks, criticizing Seoul for "fabricating" claims about online attacks.Separately on Wednesday, cyber security firm FireEye said in a statement North Korea-affiliated agents were detected attempting to phish U.S. electric companies through emails sent in mid-September, although those attempts did not lead to a disruption in the power supply.It did not specify when the attempts had been detected or clarify which companies had been affected.Rhee, currently a member of the National Assembly's committee for national defense, said about 80 percent of the hacked data had not yet been identified, but that none of the information was expected to have compromised the South Korean military because it was not top classified intelligence.Some of the hacked data addressed how to identify movements of members of the North Korean leadership, how to seal off their hiding locations, and attack from the air before eliminating them.Rhee said the North could not have taken the entire operation plans from the database because they had not been uploaded in full.These plans had likely not been classified properly but defense ministry officials told Rhee the hacked documents were not of top importance, he said."Whatever the North Koreans took, we just need to fix the plans," Rhee later told Reuters by telephone. Defense Minister Avigdor Liberman on Tuesday said the next war in Israel will see the Israel Defense Forces facing both a unified Syrian and Lebanese foe and another front in the Gaza Strip.He also declared Tuesday that the Lebanese army has been fully integrated with Hezbollah and now operates under the terror group’s command.“When the next campaign begins, and it doesn’t matter where it begins, in the north or the south, it will immediately become a two-front campaign. There is no longer a single front, and that is our basic assumption. We are preparing the army for that,” said Liberman, addressing the Defense Ministry in Tel Aviv during an event for soldiers to mark the ongoing Sukkot festival.“And also regarding the Lebanese front we are no longer talking about Hezbollah alone,” he added. “We are talking about Hezbollah and the Lebanese army; regrettably that is the reality. The Lebanese army has become an integral part of the Hezbollah apparatus under its command.”The defense minister said that Israel’s northern front now included both Lebanon and Syria, where he predicted fighting against the Jewish state would be coordinated.“The new reality also prepares new challenges for us. If once we spoke about the Lebanese front — there is no longer such a front. There is the northern front. Iran made dozens of attempts to illicitly obtain missile and nuclear technology,  even after it was bound by the nuclear deal with world powers, according to recent intelligence assessments by German regional states, Fox News reported Tuesday.Intelligence reports from September and October from three of the 16 constituent states that make up Germany found that Iran tried 32 times to obtain related technologies.The German state of North Rhine-Westphalia found that Iran made “32 procurement attempts… that definitely or with high likelihood were undertaken for the benefit of proliferation programs.”Iran engages in “spreading atomic, biological or chemical weapons of mass destruction,” the report said, and noted that Iran used front companies in the United Arab Emirates, Turkey and China to get around international restrictions on its nuclear and missile research.The review covered 2016 and said most of the attempts were for missile technologies. It did not say whether the attempts were successful.US President Donald Trump is scheduled Thursday to make an announcement on whether the US believes Iran is in compliance with the landmark nuclear deal that aimed to stop Iran from achieving nuclear weapons capability.The Iran deal, known as Joint Comprehensive Plan of Action, or JCPOA, was signed with six global powers in 2015 and came into effect in January 2016. Iran also faces restrictions limiting its ballistic missile program, though it has continued carrying out tests.In an earlier report on 2015, the German intelligence agency found that Iran made 141 attempts to procure similar technologies.Another report from the German state of Hessen said that Iran, Pakistan, North Korea and Sudan use “guest academics” for activities connected with nuclear and weapons programs.“An example for this type of activity occurred in the sector of electronic technology in connection with the implementation of the enrichment of uranium,” the report said.The third report from state of Saxony-Anhalt, said Iran is continuing “unabated” in its missile program and could threaten Europe and beyond.In a response to Fox News about the findings, German officials said they were nonetheless satisfied that Iran is complying with the JCPOA.“We have no indication of Iran violating its JCPOA commitments,” said the officials, who were not identified by Fox News. “Quite on the contrary, the recent 2016 Report of the Federal Office for the Protection of the Constitution states that there is no evidence of Iran violating the JCPOA.”“Having said that, we remain worried by Iran’s missile program. The aforementioned report, as well as reports from regional intelligence authorities, shows that Germany is highly vigilant in this regard and will continue to do so. However, this issue is outside the scope of the JCPOA and needs to be dealt with separately.”Over the past few weeks, Trump has indicated that he would not be recertifying the Iran deal — a process required by a provision in a 2015 US law according to which he informs Congress every three months if the Islamic Republic is adhering to the terms of the agreement in exchange for broad international relief from oil, trade and financial sanctions.The deadline for recertification is October 15.Times of Israel staff contributed to this report.

The Defense Ministry body responsible for authorizing construction of Israeli settlements in the West Bank will be advancing plans for roughly 2,000 new housing units when it convenes next week, of which some 1,200 of them will be receiving final approval, and not 4,000 as previously reported.A quarter of the houses set to earn final approval are part of projects for evacuees of the illegally built outposts of Ulpana (in Beit El), Migron, and Amona, which were demolished —  in June 2012, September 2012 and February 2017 respectively — after the High Court of Justice ruled they had been built on private Palestinian land.In addition, a separate Defense Ministry body is set to advance planning for 31 housing units in the Jewish settlement in Hebron. It would be the first construction approval for the highly contentious settlement in 12 years. The city’s Palestinian municipality is expected to petition the High Court over the expansion, arguing that the settlers have no right to build in the designated area.Over half of the housing units set to be advanced would be built outside the so-called “settlement blocs” that Israel has vowed to retain under any future peace deal, with mutually agreed land swaps with the Palestinians.Despite reports of a surge in authorizations for up to 4,000 units, the exact number of housing units that the Civil Administration’s High Planning Subcommittee will be advancing during meetings next Tuesday and Wednesday will be 1,941 — with just 1,196 of them up for final approval.The committee has pushed off its scheduled quarterly meetings for several months to avoid upsetting the Trump administration. On Tuesday, it published its much-speculated-upon agendas for next week’s sessions.The plans set to be gaining final approval include 459 units in Ma’ale Adumim; 296 in Beit El, for Ulpana evacuees; 146 in Nokdim; 102 in Amichai, for Amona evacuees, the first new government-planned settlement in decades; 97 in Rehelim; and 86 in Kochav Yaakov, for Migron evacuees.Several of the building plans on the agenda are for existing housing units that the government is working to legalize.In June, the government broke ground on construction for the new settlement of Amichai for Amona evacuees, but a final approval for the homes, which the Civil Administration is expected to provide next week, was still required.Prime Minister Benjamin Netanyahu has been under fire for the past several months over his failure to keep promises to the Migron and Beit El evacuees to build them new communities after their old ones were razed.Among the plans set to be advanced through an earlier planning stage known as “deposit” are 137 units in Avnei Hefetz, 102 in Negohot, 96 in Sansana, 91 in Modiin Illit, and 30 in Alon Shvut .The latter building project is designated for the residents of the illegal Netiv Ha’avot outpost, which is set to be razed in March 2018.Responding to the building numbers Tuesday, Samaria Regional Council chairman Yossi Dagan harshly criticized Netanyahu and his government. “We need to tell the truth. The emperor has no clothes,” Dagan said in a statement, characterizing Netanyahu as dishonest for breaking previous pledges to settler leaders to advance over 3,000 housing units.“We are tired of thanking (this government) for every bone that it throws at us… The prime minister is missing a historic opportunity that won’t likely recur. There is currently a US president who, even if he does not agree (with settlement building), will not condemn it to the extent that was done during the Obama era,” Dagan said.During a closed-door meeting with settler leaders late last month, Netanyahu said that his government was slated to approve over 3,000 housing units. At the time, Netanyahu said US President Donald Trump was prepared to tolerate limited settlement building.The prime minister then added that he had successfully convinced the Trump administration to drop its distinction between settlement blocs and so-called isolated settlements, as evidenced by the reported list of construction to be approved, which includes settlements located beyond the security barrier.Efrat Mayor Oded Revivi, chief foreign envoy of the Yesha Council settlement umbrella organization, also criticized Netanyahu following the High Planning Subcommittee publication of its agenda.“Announcements are nice, but bricks and mortar are what is needed. It’s time to massively accelerate building across Judea and Samaria to accommodate the huge demand for housing… What Judea and Samaria needs is serious building,” said Revivi, referring to the West Bank by its biblical name.An official from the Prime Minister’s Office deflected the criticism and provided different numbers for the plans set to be advanced. “According to the agenda published by the High Planning Council, 3,736 housing units will be approved at various stages of planning and construction,” the official said in a Tuesday statement.The official went on to assert that building approvals in 2017 are set to be quadruple those of last year. “Those who claim that this is not a significant improvement mislead the public. Those who think that political considerations should not be taken into account are mistaken. There is no one who works more for settlements, with determination and wisdom, than Prime Minister Benjamin Netanyahu,” the official concluded.Criticizing the slated building approvals from the left was the Peace Now settlement watchdog. “This is a decision detached from reality by an irresponsible leader willing to abandon Israel’s political and security interests in order to please a small and extreme minority,” it said in a statement.

Palestinian rivals Fatah and Hamas began detailed negotiations behind closed doors in Cairo on Tuesday on ending their crippling decade-long split, a delegate said.The talks follow a key breakthrough last week when Palestinian Authority Prime Minister Rami Hamdallah visited Hamas-run Gaza for the first time since 2015 and his ministers officially took control of government departments there.“The dialogue committee for reconciliation between Fatah and Hamas started work under Egyptian sponsorship,” the delegate from the Hamas terror group told AFP.The talks “began in the headquarters of the Egyptian intelligence to examine the files to enable a Palestinian national unity government to work in the Gaza Strip,” he added.Azzam al-Ahmad, who heads the Fatah delegation, told AFP earlier that the main point of discussion would be “empowering the government in Gaza.”The Islamists of the Hamas terror group and the West Bank-based Fatah movement of Palestinian Authority President Mahmoud Abbas have been at odds since they fought a near civil war in 2007.The split has complicated any potential peace negotiations with Israel, as Hamas remains committed to the Jewish state’s destruction and has vowed it will not hand over its arsenal as part of a reconciliation deal with the PA.Multiple previous attempts at reconciliation have failed but the latest Egyptian-led push received a major boost last month when Hamas agreed to cede civil power in Gaza.The two sides remain sharply at odds, however, over the future of Hamas’s 25,000-strong armed wing, which the terror group says is nonnegotiable.Senior figures in the Fatah delegation include intelligence chief Majed Faraj and Fayez Abu Eita, a party leader in the Gaza Strip, Palestinian official news agency Wafa said.Newly appointed Hamas deputy leader Salah al-Aruri, who in recent years served as the terror group’s head of West Bank operations, and the organization’s Gaza chief Yahya Sinwar will lead the Hamas delegation, a spokesman said.
