Federal court clears way for immigrant teen to get abortion-[The Canadian Press]-YAHOONEWS-October 24, 2017

WASHINGTON — A federal appeals court on Tuesday cleared the way for a 17-year-old immigrant held in custody in Texas to obtain an abortion.The full U.S. Court of Appeals for the District of Columbia Circuit ruled 6-3 in favour of the teen. The decision overturned a ruling by a three-judge panel of the court that at least temporarily blocked her from getting an abortion. The Trump administration could still appeal the decision to the Supreme Court.Later Tuesday, in a separate order, a judge said the teen should be quickly taken to obtain required counselling and the abortion. Under Texas law, a woman seeking an abortion must have a counselling session 24 hours before the procedure with the doctor who will perform the abortion.The teen, whose name and country of origin have been withheld because she's a minor, is 15 weeks pregnant. She entered the U.S. in September and learned she was pregnant while in federal custody in Texas.She obtained a state court order Sept. 25 permitting her to have an abortion. But federal officials refused to transport her or temporarily release her so that others could take her to have an abortion.Lawyers for the Department of Health and Human Services, which is responsible for sheltering children who illegally enter the country unaccompanied by a parent, said the department has a policy of "refusing to facilitate" abortions and that releasing the teenager would require arranging a transfer of custody and follow-up care.The teenager's lawyers have said all the government needed to do was "get out of the way." An attorney appointed to represent the teen's interests said she could transport her to and from appointments necessary for the procedure, and the federal government would not have to pay for it.One of the six appeals court judges that sided with the teen Tuesday, Patricia Millett, wrote that the court's decision "rights a grave constitutional wrong by the government." All six judges were appointed by Democratic presidents.Three judges, all of whom were appointed by Republican presidents, dissented, with Judge Brett Kavanaugh writing that his colleagues' decision "is ultimately based on a constitutional principle as novel as it is wrong: a new right for unlawful immigrant minors in U.S. Government detention to obtain immediate abortion on demand."A lower court judge, U.S. District Judge Tanya Chutkan, had sided with the teen and set dates for the procedure last week, saying it should take place Friday or Saturday, but the government appealed and the three-judge panel of the appeals court blocked the abortion from occurring then. The panel ruled 2-1 on Friday that the government should have until Oct. 31 to release the teen into the custody of a so-called sponsor, such as a relative in the United States, so she could obtain the abortion outside government custody.On Tuesday, the full appeals court overruled the panel's decision and returned the case to Chutkan, saying she was "best suited" to set new dates. Chutkan responded with an order saying the teen should be taken for counselling and the abortion "promptly and without delay."The teen had been allowed under an order from Chutkan to attend a counselling session last week.But Susan Hays, legal director for the Texas group Jane's Due Process, which is assisting the teen with obtaining an abortion, said the teenager will likely need to undergo a new counselling session with the doctor who would perform an abortion. That counselling session could be scheduled for as soon as Tuesday afternoon, with the abortion on Wednesday, Hays said. EDMONTON — Alberta Premier Rachel Notley says an alternative sex education curriculum being crafted by Catholic school officials will never be taught if it arrives as previously advertised.In an interview with The Canadian Press, Notley says the health and well-being of students comes first."Nowhere do the rights of religious freedom extend to that person's right to somehow attack or hurt others — and that's what's happening here," Notley said Tuesday. "We will not use public dollars to have sexual health programs that deny science, that deny evidence, and that deny human rights."They can continue to work on (the proposal) all they want, but we ultimately approve the curriculum that goes into schools — and this kind of curriculum will not happen."Karl Germann, president of the Council of Catholic School Superintendents of Alberta, could not be reached for comment.The Alberta government is currently rewriting teaching plans across the board for kindergarten to Grade 12.Catholic school superintendents are crafting an alternative sex education curriculum that they want the province to approve for their schools.They say the government's teaching plan clashes with faith-based instruction by including, among other topics, homosexual relationships and gender identity different from one's biological sex.In documents filed with the province, the superintendents also take issue with sexual consent by a partner in marriage. They say it is only one of many factors to be considered along with morality, family and wellness.Notley said consent is paramount and there is no debate."Consent is the law in Alberta and under no circumstances will any child in Alberta be taught that they have to somehow accept illegal behaviour in a sexual relationship. The end."Notley said her government respects the role of parental choice in education."Parents have the right — and they have had the right for a very, very long time — to pull their kids from curriculum and education around sexual health. And they will continue to have that right," she said."But under no circumstances will we enforce or condone a sexual health curriculum that normalizes an absence of consent, refuses to talk about contraception and other things that protect the health of sexually active young people, or in any way marginalizes sexual minorities. That's not on."Education Minister David Eggen echoed Notley's remarks, particularly around consent."There's no (room for) negotiation for that, I can tell you," Eggen said in Calgary Tuesday. "Teaching consent is a basic health and safety issue for students in regards to sexuality, and it needs to be strengthened if anything."Notley's government plans to introduce legislation in the fall legislature sitting to strengthen protections for minority students.It would compel all schools that receive public money to establish anti-discrimination codes of conduct, adopt policies to protect LGBTQ students, and to affirm students' legal right to set up gay-straight alliances.Eggen has said many schools have been working with the province on such rules, but 20 of them, mostly private institutions, have been resisting.Private schools get 70 per cent of their funding from the government.Eggen has said the bill is also aimed at blunting a proposal from United Conservative leadership candidate Jason Kenney that school officials tell parents when their children join a gay-straight alliance, so long as it doesn't bring harm to the youngster.Advocates say there is no way to be sure that a child wouldn't be ostracized or face harm. Commission mulls 'permanent EU finance minister'-By EUOBSERVER

Barnier plays down hope of 'special' UK deal By Andrew Rettman-euobserver

Oct, 09:29-The EU's future trade relations with the UK are likely to be no deeper than those with Canada, the European Commission has warned.Its Brexit negotiator, Michel Barnier, also said any UK transitional deal must maintain the jurisdiction of the EU court in Luxembourg over the UK.His comments, voiced in an interview with European newspapers on Monday (23 October), go against British prime minister Theresa May's vision of a "new, deep, and special partnership" and against the abhorrence of the EU court among hardliners in her Conservative Party.But Barnier said the cost of a no-deal Brexit would be greater for the UK than the EU.He also said that protecting the "integrity" of the EU single market was more important to him than safeguarding British cooperation."As soon as the United Kingdom tells us that it wants to get out of the single market and the customs union, we will have to work on a model that will be closer to the agreement signed with Canada," Barnier said."We cannot imagine a system that would include the advantages enjoyed by Norway with the limited constraints of Canada," he added.The EU and Canada recently concluded a wide-reaching free-trade pact.But the deal falls far short of the full single market perks enjoyed by Norway, a member of the so called European Economic Area, which entails its full conformity with EU laws.Barnier noted that the future UK deal would have to "avoid social, environmental, tax, or consumer law dumping".He said the talks on that deal would "last several years" and would "involve risks, including about its political ratification" in each of the 27 remaining EU nations.Turning to the transitional pact, Barnier said "it makes sense that it covers the [EU budget's current] financial period, so until 2020".The UK would stay in the single market during that period, but that would mean, Barnier said: "the maintenance of all of the regulatory architecture and European supervision, including jurisdictional"."The single market is a set of rules and standards and is a shared jurisdiction. Opinion-Austria and Czech elections will change Visegrad dynamics By Wojciech Przybylski-euobserver

Warsaw, 24. Oct, 12:36-The victory of the Czech oligarch Andrej Babis in Prague is likely to further undermine the Visegrad alliance. The success of Sebastian Kurz in Vienna and a future coalition with the far-right, with their new ambition to lead in the region, will only speed up this process.Anticipating that, Poland should present a constructive position in the debate on the future of the EU and start making intensive efforts to take its full place at the EU decision-makers' table.The current Christian Democrat leader, Sebastian Kurz, is in favour of delaying further integration of central and eastern European countries. He opposes the adoption of the euro currency by new EU members due to the level of economic development and advocates limiting the competitiveness of the EU labour market.The few of his ideas which would appeal to the current Polish government would include promotion of traditional Christian values and restrictions on the power of the EU Commission – Kurz wants to reduce the number of commissioners and limit immigration from outside Europe.His coalition partner will almost certainly be the FPO – the far right – whose leader even announced his ambition for Austria to join the Visegrad Group - naturally not to comfort Polish leaders.Austrian right-wing parties want to join forces to compete for influence on the regional agenda from the perspective of their own Austrian worries, including fears of foreigners (including EU citizens) and building a strong cultural identity for the Austrian 'heimat' (homeland).However, even the foreign policy of the Austrian left has favoured the weakening of Poland's position in the region. It is not a coincidence that French President Emmanuel Macron chose Austria for his campaign against delegated [posted] workers, where he met also with Slovak and Czech partners, adversely affecting the interests of Poland.-Slavkov Triangle vs Visegrad Group-Meetings in the so-called 'Slavkov Triangle' (Austria, the Czech Republic, Slovakia) were launched in 2015 by the prime ministers of three Social Democrat parties, of which only Robert Fico remains in power. It will not be a surprise if this format survives, and is strengthened by the new heads of governments.It would then become a serious competitor to the Visegrad Group in presenting the interests of the countries of the region to the EU agenda. And it will be likely supported by Hungary as both Viktor Orban and Kurz belong to the European People's Party (EPP), and have a similar agenda regarding south-eastern neighbours.One should also not overlook the long-lasting relationship that Peter Szijjarto, the Hungarian foreign minister, has built up with Kurz, when they were just two junior conservative ministers of foreign affairs.-Weakening? Moreover, the more Poland, for seven years an informal leader of the Visegrad group, will be in conflict with the main line of the EU, the more the V4 will weaken. The Slovak prime minister Robert Fico has criticised the V4 political line as dominated by the Hungarian and Polish right.In an interview this summer Fico said that if he were to choose either the V4 or the EU, he would choose a united Europe without any hesitation. Czech diplomats are also switching to such a position.In the Czech Republic new coalition talks will soon begin between Babis – most likely the new prime minister - and a variety of coalition partners. Despite allegations of corruption and the accusation that he was a secret associate of the communist security services, he and his party ANO 2011 were the clear winners in last week's elections.Babis himself, a successful investor who owns much of the Czech media and agricultural sector, masks his political appetites under the slogan: "I do business, not politics" - which has gained sympathy from a large proportion of young voters disenchanted with previous parties.It's not entirely impossible that the coalition would remain in power, becoming a democratic anchor, but it is less probable because of scandals that surround the future prime minister. The majority of other parties are ready for a radical reconstruction of Czech politics.Expected changes may include the electoral law, the liquidation of the Senate and strengthening of the office of the president. The latter is held currently by Milos Zeman, sometimes described as a 'Russian Trojan Horse'.-Poland losing ground-Polish foreign policy is quickly losing ground. This could be reversed but not without some major changes and some may come rather soon.According to leaks from within the party, next month the PiS government is expected to change its foreign minister – Witold Waszczykowski.That would be an opportunity to gain some ground in a region soon to be dominated by other partners unlikely to rely on weak Polish diplomacy to advocate common interests in the EU.One of the obvious moves for Poland out of this dilemma would be to get involved in the preparations for the upcoming Austrian EU presidency that starts in July 2018. Kurz has set ambitious goals for reforms in the EU, and Poland should at least closely monitor those, if not get involved to find common ground with the Austrians.At the same time, it should be taken into account that many of Vienna's and Warsaw's foreign policy goals are divergent – just this week Polish President AndrejDuda has hosted Recep Tayyip Erdogan and encouraged Turkey's accession to the EU. A move Austria strongly opposes.Poland's position would certainly be strengthened was it to set a date for the adoption of the euro. This would require enough courage from the government to cross its own party lines. Without plans to join the main circle of integration the divergence in the group will only increase.There is a small chance of this, since deputy finance minister Leszek Skiba announced last week that the government is ready to consider the adoption of the euro after eurozone reforms.This signals a change - but the other V4 countries might be simply way ahead on the same track, especially after the elections this week in the Czech Republic and in spring 2018 in Hungary.Wojciech Przybylski is editor-in-chief of Visegrad Insight and president of the Res Publica Foundation in Warsaw

Focus-Ministers stress quality over speed in digital 2018 deadline By Peter Teffer-euobserver

Oct, 15:19-EU ministers responsible for telecommunications highlighted the importance of the digital single market (DSM) strategy at a meeting in Luxembourg on Tuesday (24 October), but some of them warned that speed should not trump quality."We need more ambition and faster progress in completing the DSM agenda, but nevertheless we need to make sure that we do not compromise in the quality of the legislation for the sake of speed," said Finnish communications minister Anne-Catherine Berner.Her counterparts from Ireland, Malta, Sweden, and the UK also cautioned against a 'no-matter-what' attitude towards the EU's self-imposed deadline of completing all digital single market legislative files by the end of 2018."Quality matters more than speed," said Irish communications minister Denis Naughten."This quest for speed should never come at the expense of the quality of legislation," added Maltese diplomat Lorenzo Vella, representing his minister.The meeting follows last week's summit of EU leaders in Brussels, which ended in a declaration that tasked telecommunications ministers to find out "how to speed up and prioritise the work" on the digital single market files.The EU leaders want all digital plans adopted as law by the end of 2018.Of the 24 legislative proposals tabled by the European Commission in the past two years, six have been adopted – they need approval from national governments and the European Parliament in order to become law.Also present at the meeting was Andrus Ansip, one of the commission's vice-presidents, responsible for the digital single market strategy."There is no conflict between quality and speed. SRINAGAR, India — Hundreds of young men — armed with knives, cricket bats and iron rods — patrol the nighttime streets of India-controlled Kashmir these days, hoping their ad-hoc vigilante groups will deter the mysterious bandits reportedly chopping off women's long, woven hair.In more than 100 cases confounding police over the past month, women said they were attacked by masked men who sliced off their braids.The attacks — most reportedly occurring inside people's homes — are so strange that police initially suggested women were suffering from hallucinations, until the government-run Women's Commission warned them against making dismissive comments.The region's top elected official, Chief Minister Mehbooba Mufti, tweeted recently that the braid-chopping was an attempt "to create mass hysteria and undermine the dignity of the women in the state."Still, police have no suspects and no leads, and no clue about the motives for the attacks."We're frightened," said Tasleema Bilal, a 40-year-old woman whose hair was hacked off last week while she was in her home in Srinagar, the region's main city. She said she tried to remove the man's mask, but "he was very strong, and like a commando almost snapped my neck" before escaping, leaving her hair behind.Just days earlier, Bilal's 16-year-old niece had also been knocked out by a blow to the head with a brick, only to wake up later in a hospital to find her hair also gone. Likewise, the apparent annual motion of the cluster would have been highly significant. The heliacal (near dawn) rising of the Pleiades in spring in the northern hemisphere has from ancient times augured the opening of the seafaring and farming season: while its dawn autumnal setting marked the season's end.And also Spring and fall are Bird migration seasons in Israel.It would not surprise me if Israeli wars are not fought around the time of the Pleiades-Orion happenings.The Bible contains three direct references to the Pleiades in Job 9:9 and 38:31, and Amos 5:8, and a single indirect reference in the New Testament. Bright object in sky near St. John's likely a meteor, says local astronomer-[CBC]-YAHOONEWS-October 24, 2017

A local amateur astronomer says a bright object seen falling from the sky near St. John's was likely a meteor.Video shared with CBC shows a bright light falling before disappearing in the Southside hills area near St. John's harbour. Police say several people also called and reported seeing the object.Dozens took to social media to speculate on what they had just seen, with theories ranging from landing alien spaceships to foreign missile launches.However, Garry Dymond of the local branch of the Royal Astronomical Society said all evidence points to the object being a meteor."It was a shooting star, which we would call a fireball because it was brighter than Venus," he told the St. John's Morning Show on Tuesday."On an average night you'll get to see two shooting stars an hour. This one was much brighter and it exploded, which is what caught people's eye I think."Dymond was setting up his telescope to observe the Orionid meteor shower when he noticed the exploding light over St. John's, moving west.He said it's rare to see a fireball that bright near the city, but with activity from Orionid expected to continue through late November, it's likely it was part of that meteor shower.When a meteor lands on the earth, the object is called a meteorite. However, Dymond doesn't believe the object from Monday night made contact with the ground.Dymond said they also listen for the sound of impact to determine whether the rock collided with the ground or if it burned up in the atmosphere."It didn't seem from my angle to go down, so I would assume it didn't produce a meteorite," he said. "No sound was heard, so that's another thing. Usually if you get a meteorite, and it falls near you, you'll hear a sound."The video acquired by CBC shows a flash of light as the object disappears from the sky, which Dymond suspects will result in some people searching the Southside Hills to look for a left over space rock.Despite his doubts, anyone who does find a meteorite, which would be as much as 4.6 billion years old, should report it immediately to the American Meteor Society."If it did produce a meteorite, it would be the first meteorite found in Newfoundland," he said.

Intelligence Minister Yisrael Katz (Likud) on Monday urged Japan to back revisions to the Iran nuclear deal, warning that Tehran could follow in the footsteps of rogue nuclear state North Korea if not contained.Katz met with Japanese Foreign Minister Taro Kono during an official visit to Japan.“Iran must be stopped today so that it doesn’t become the North Korea of tomorrow,” said Katz, who is also transportation minister, according to a statement from his ministry.“Japan, like Israel, stands on the front line against North Korea as Israel stands on the front line against Iran,” Katz said. “The lesson learned from North Korea is that it is forbidden to let a dictatorship obtain nuclear capabilities and Iran should be prevented from obtaining missile ability that can threaten the region and the whole world.”The nuclear agreement, known in the US as the Joint Comprehensive Plan of Action, was signed between Iran and six world powers in 2015, and saw the lifting of crippling economic sanctions in return for Tehran accepting measures to prevent it from producing nuclear weapons before the deal’s expiration in 2025.Israeli officials, led by Prime Minister Benjamin Netanyahu, opposed the deal at the time and support US President Donald Trump, who has threatened to walk away from the agreement signed by his predecessor if it was not amended.Defying international pressure, North Korea has developed nuclear capabilities and detonated six nuclear test blasts alongside a series of ballistic missile tests that demonstrated its ability to hit targets as far away as the US. Though the US prizes the close security alliance, Saudi Arabia’s restrictive freedoms, its conservative religious clergy and its human rights record made it difficult for two countries to claim they had much in common culturally.Now Saudi Arabia is under de facto control bin Salman, or MBS, as he’s known in foreign capitals. Archaeologists and preservation activists in the Gaza Strip have managed to halt the destruction of a Bronze Age site for now, but the future of what remains may still be in jeopardy.Palestinian archaeologist Moain Sadeq said the mound at Tell es-Sakan near Gaza City is a “unique” site that could offer an invaluable glimpse into the region’s ancient heritage.It is “maybe the only fortified Canaanite city in southern Palestine” occupied continuously from 3200 to 2000 BCE, he says.Since it was discovered by chance in 1998, the manmade mound has been scarred by bulldozers more than once.A few weeks ago the earthmoving equipment returned yet again, destroying a large part of archaeological excavations carried out in 1999 and 2000 by Sadeq and his French colleague Pierre de Miroschedji.The land was to be cleared for homes for public officials in the Hamas-ruled territory and later for Hamas military bases. But after a concerted effort by archaeologists, academics and those concerned with Gaza’s heritage, the work was eventually halted.Still, the activists are unsure how long the reprieve will last in a strip of land that has already seen its archaeological riches devastated by three wars fought against Israel, Palestinian infighting, overcrowding and indifference.Excavation stops-The latest attempt to build over the ancient mound was the third time the site has been threatened by bulldozers since 1998.The first building works actually helped uncover the site as vigilant archaeologists spotted traces of ancient civilization being revealed and quickly intervened to stop construction.After that French and Palestinian experts moved in, but their dig was cut short in 2000 when the second Palestinian intifada, or uprising, against Israel drove them away.Since then excavation work has remained frozen in time — with any attempt to restart it complicated by a new housing project that has cut off the north of the site.When the bulldozers recently returned, they devastated the excavation Sadeq and his colleagues had left as a work in progress.“The damage is very, very significant. BARCELONA (Reuters) - With the Spanish government ready to take over the running of Catalonia on Friday, the loyalty of the local police to Madrid or to the Catalan cause will be tested if they are ordered to drag their former political masters from office.Spanish police provoked international outcry by using batons and rubber bullets when they stepped in to try to stop an illegal independence referendum on Oct. 1 after the local Catalan force refused to prevent voting in what has become the worst constitutional crisis in modern Spanish history.Catalonia's secessionist government is intent on resisting Spain's plan to remove it from power, and there are doubts over how a divided and demoralized Mossos d'Esquadra, as the Catalan police are called, would respond if ordered to evict President Carles Puigdemont and his autonomous government by force.National police could once again be on the front line.The local police force is riven by distrust between those for and against Catalan independence and is estranged from Spain's national police forces, according to interviews with Mossos officers and national police.The Civil Guard gave evidence against the Mossos chief in a sedition inquiry after his force stood back and allowed voting to take place, court documents show. Five Mossos officers, speaking on condition of anonymity, said they believed the 17,000-strong force was split among those who wanted independence and those who opposed it, with three of those saying they would not use force to remove ministers and lawmakers from power."I'm not going to use force and beat people with my baton if they are passive," said a 15-year Mossos veteran and secessionist, who declined to be named.He said many others felt the same, but added: "I would have to obey it. The Quebec government's new face-covering law will be approached with "common sense," a spokesperson for the province's justice minister says, amid criticism, protests and confusion over how the rules will be applied.Isabelle Marier St-Onge said the provincial government has no intention of establishing a patrol unit to ensure compliance with the legislation, which effectively prohibits a Muslim woman wearing a niqab or burka from accessing public services."It's not a coercive law," Marier St-Onge said in an email, adding that there are no sanctions listed in the legislation for those who don't comply.Generally speaking, she said, the government wants people to uncover their faces when they receive a public service but, she stressed, "we will apply common sense."The rules are for communication, identification and security reasons, and will only apply when deemed necessary.The comments appear to be a departure from those made last week by Marier St-Onge's boss, Quebec Justice Minister Stéphanie Vallée.Last Monday, Vallée told CBC Montreal's Daybreak that the law would be in effect for the duration of the public service provided, including a ride on a city bus."As long as the service is being rendered, the face should be uncovered," she said at the time.-Rules fast-tracked-Premier Philippe Couillard's Liberal government has faced a flurry of criticism since the law was adopted last Wednesday.Opponents have called the bill an attack on Muslim women, while municipal politicians have said it's unfair to ask public servants such as bus drivers or library workers to decide who they serve.The premiers of Alberta and Ontario have denounced the law, and Prime Minister Justin Trudeau has said governments shouldn't tell women what they can and cannot wear.Guidelines for how the law is to be applied were originally to be released by next summer at the latest, after a round of consultations with various ministries and government agencies.- Now, in an effort to quell concerns, Vallée's office says the rules will be released this week.Already, on Monday, Health Minister Gaétan Barrette told reporters that "patients needing care in the emergency room will have care provided to them," even if they are wearing a burka or niqab.Gatineau Mayor Maxime Pedneaud-Jobin said he's anxious to see those guidelines, "because as far as we see it now, it's not applicable.""We're waiting for them," Pedneaud-Jobin, the caucus president of large cities in the Quebec Union of Municipalities, told Daybreak."Our main message in cities is that this is very at odds with our priorities to make sure people live together better, and we don't see how in any way this bill is going to help us," he said.Civil rights advocates, meanwhile, predict the law will be challenged.Marie-Claude Landry, chief commissioner of the Canadian Human Rights Commission, said it was "extremely worrisome" that the "government would use the law to target and marginalize a group rather than protect those who already suffer at the hands of discrimination.""Laws should be adopted to end discrimination, not promote it," she said.Province facing criticism from both sides-In an interview with The Canadian Press, Vallée said the province is prepared to fight "tooth and nail" to defend both the elements of the law and the province's right to legislate.She noted that most members of Quebec's legislature agree with the principle behind the bill.The two main opposition parties, the Parti Québécois and the Coalition Avenir Québec, have been pressing the government to take a hard stance on the issue.As well, an Angus Reid poll published in early October, before Bill 62 became law, showed that 87 per cent of Quebecers support the bill's objectives.Part of the reason the debate has become so heated, Vallée said, is because Quebec is trailblazing onto new legislative territory, as it did when it passed medically assisted dying legislation."It's not easy to carve a path when legislating, when presenting new law,'' she said."We get criticism both from those who say we're going too far and those who consider that we're not going far enough."

PARIS (Reuters) - French President Emmanuel Macron said on Tuesday it was not up to him to "lecture" Egypt on civil liberties, but told its visiting leader Abdel Fattah al-Sisi that strengthening human rights was in its interest.Sisi, denying accusations by human rights groups that he had allowed his forces to use torture, told a Paris news conference: "We do not practice torture and ... we must be wary of all the information published by rights organizations."With both France and Egypt concerned by the political vacuum in Libya and the threat from jihadist groups in Egypt, the two countries have cultivated even closer economic and military ties during Sisi's rise to power.But rights organizations have accused France under Macron of turning a blind eye to what they say are increasing violations of freedoms by Sisi's government as the 2018 presidential elections approach."I believe in the sovereignty of states, and therefore, just as I don't accept being lectured on how to govern my country, I don't lecture others," Macron said at a joint news conference with Sisi in Paris following talks."My deeply held conviction is that it's in President Sisi's interest to accompany the defense and consolidation of human rights by the Egyptian state, in the context that only he can be the judge of," the French president said.During their 50-minute meeting, Macron brought up the issue of a dozen cases of alleged abuses of freedoms, in particular relating to Egyptian journalists and human rights activists, sources close to Macron said.Sisi, replying to journalists' questions, said he was responsible for 100 million Egyptians who lived in turbulent times and alongside people who followed "extremist thought" and did not like to co-exist in peace."When it comes to human rights, we're not evading an answer but I hope that we understand it in its true context of a country in Egypt's situation. KIEV/MOSCOW (Reuters) - Cyber attacks using malware called "BadRabbit" hit Ukraine and Russia on Tuesday, causing flight delays at Ukraine's Odessa airport and affecting several media outlets in Russia, including the Interfax news agency.The attack appears to be one of the biggest since the NotPetya cyber attack in June that first hit Ukraine and spread around the world.Interfax, one of the largest news agencies in Russia, said some of its services were hit by an "unprecedented virus attack". The agency will be back online by the end of Tuesday, Yuri Pogorely, Interfax Deputy CEO, told Reuters.A spokeswoman for Odessa airport said a few flights were delayed because workers had to process passenger data manually. The metro system in Kiev also reported a hack on its payment system but said trains were running normally."According to our data, most of the victims targeted by these attacks are located in Russia. We have also seen similar but fewer attacks in Ukraine, Turkey and Germany," said Russian cyber security firm Kaspersky Lab.Ukraine's cyber police chief told Reuters the country was "barely affected".Security researchers said that BadRabbit appears to be a type of malware known as ransomware, which is damaging because it encrypts data on computers, making them inoperable and sometimes halting activity at organizations that use them."This ransomware infects devices through a number of hacked Russian media websites," Kaspersky said about Tuesday's attack.NotPetya in June took down many Ukrainian government agencies and businesses, before spreading rapidly through corporate networks of multinationals with operations or suppliers in eastern Europe.In May, the "WannaCry" ransomware attack forced hospitals, factories and businesses around the world to shut down because they could not access critical computer systems."Based on our investigation, this has been a targeted attack against corporate networks, using methods similar to those used during the ExPetr attack," said Kaspersky Lab, using another name for the NotPetya virus. "However we cannot confirm it is related to ExPetr. BAGHDAD (Reuters) - Iraqi pro-government paramilitaries launched an offensive against Kurdish troops on Tuesday near the Turkish frontier, pushing towards a strategic border crossing and oil export pipeline hub that Baghdad says must come under its control.The Iraqi government has transformed the balance of power in the north of the country since launching a campaign last week to seize back territory from the Kurds, who govern an autonomous region of three northern provinces and had also seized a swathe of other territory in northern Iraq.The Kurds held a referendum on independence last month that Baghdad called illegal. Baghdad responded by seizing back the city of Kirkuk, the oil-producing areas around it, and other territory that the Kurds had captured from Islamic State.Prime Minister Haidar Abadi has ordered his army to recapture all disputed territory, and has also demanded central control of Iraq's border crossings with Turkey, all of which are inside the Kurdish autonomous region itself.A Kurdish official said Kurdish security forces known as Peshmerga had successfully beaten back an advance by Iranian-backed pro-government paramilitaries in the region of Rabi'a, 40 kilometers (25 miles) south of the Fish-Khabur border area.Fish-Khabur is strategically vital because oil from both Kurdish and government-held parts of northern Iraq cross at a pipeline there into Turkey, the main route out of the area for international export, crucial for any Kurdish independence bid.Abadi told a news conference in Baghdad he will discuss the issue of the border crossing with his Turkish counterpart Benali Yildirim on Wednesday in Ankara.The fighting so far has taken place outside the Kurdish autonomous region, but Fish-Khabur is located within it, so any assault on the border crossing would mark a major escalation, bringing government troops into undisputed Kurdish territory.Crude oil flowing through the Iraqi Kurdistan pipeline to Turkey's port of Ceyhan were up slightly at 300,000 barrels per day on Tuesday, about half the level before the Iraqi takeover of Kirkuk, a shipping source in London said. Unseasonably warm weather in parts of Canada may deprive some areas of one of their trademark natural attractions — rich fall colours.A forestry expert says the vivid red leaves that draw crowds of tourists to areas of Ontario and parts of Quebec are triggered by bright sunshine combined with cold temperatures.Sean Thomas, a professor of forest ecology at the University of Toronto, says trees start breaking down the chlorophyll in their leaves in the fall in order to draw out nutrients such as nitrogen and store them over the winter.He says chlorophyll is what gives leaves their green colour, so as it is broken down, other pigments such yellow and orange are revealed.Thomas says that process can produce other chemicals that damage plant tissues if exposed to UV radiation.To protect leaves from UV rays, Thomas says red pigments — a trademark of sugar maple trees, among others — emerge as a type of "leaf sunscreen.""The need for that protection is even more acute under cold temperatures," he said. "So those things together, high light plus cold temperature, also have evolved to be the trigger for synthesis of anthocynanins (red or purple pigments)."This year, however, the weather conditions have disrupted the typical process."It's been unseasonably warm and so the trees haven't received the signal that they usually would have," Thomas said. "And it's been a bit cloudy too."Some trees were set off by a bout of cold weather in early September before the mercury rose again, but those that weren't are more likely to just turn yellow as they prepare for winter, he said.If the leaves start to die before the tree can extract nutrients from them, in case of a sudden frost for example, then they simply turn brown, he said.A drop in temperature now probably wouldn't do much to bring out the dramatic reds, Thomas said."There's kind of a time window when that can happen and that's probably passed now," he said.The lack of bright fall colours, however, doesn't indicate poor tree health, Thomas noted."The fact that the trees aren't synthesizing the red pigments, that's not necessarily a bad thing for them," he said. "It's a bad thing for tourism in the autumn, but it's not necessarily a signal that the trees are unhealthy."Trees aren't the only ones affected by the heat — bugs are also missing their normal seasonal cues.Insects that would typically have migrated south or prepared for overwintering by now, including mosquitoes and wasps, are sticking around longer, said Jeremy McNeil, a biology professor at the Western University in London, Ont.That could have a significant impact on next year's populations if some are caught unawares by a blast of cold weather, McNeil said."Whether that's good or bad will depend on what species it is and who you are," he said.We may not mourn the loss of some insects, but a sharp drop in numbers can have a ripple effect on other species that feed on them or rely on them for pollination, he said.Paola Loriggio , The Canadian Press.

American officials investigating after Air Canada flight lands without approval-[The Canadian Press]-YAHOONEWS-October 24, 2017

SAN FRANCISCO — American aviation officials are investigating after an Air Canada flight from Montreal landed on a San Francisco runway after being told not to.Federal Aviation Administration spokesman Ian Gregor says Air Canada flight 781 was inbound to San Francisco International Airport on Sunday night and was initially cleared for landing.But Gregor says air traffic control later instructed the Air Canada crew to abort the landing because the controller wasn't sure whether a previous flight would have completely cleared the runway before the Air Canada jet reached it.He says the Air Canada crew did not acknowledge any of the controller's instructions over the radio, so a supervisor then used a red light gun to alert the crew not to land.But again, the crew didn't respond, and Gregor says the flight landed immediately.After landing, the Air Canada crew told the control tower that they had a radio problem.Gregor says that a radar replay showed the previous arrival was clear of the runway when the Air Canada flight landed.Representatives from Air Canada did not immediately respond to a request for comment.The Canadian Press.

FREDERICTON — New Brunswick Premier Brian Gallant says his government will introduce carbon pricing that helps combat climate change while respecting his province's economic realities.He says the pricing model will minimize the impact on consumers while calling on industry to reduce emissions or pay its fair share.Gallant says legislation on climate change and carbon pricing will be introduced in the new session of the legislature that opened today with a throne speech read by Lt.-Gov. Jocelyne Roy-Vienneau.In the speech, Vienneau says the government plans to help grow the economy by further reducing the small business tax rate and launching a new strategy aimed at maintaining and growing New Brunswick's population.The speech also says the government plans to spend more on educational infrastructure, introduce legislation to deal with the legalization of recreational marijuana, and help seniors stay in their own homes longer.The speech makes no mention of a recent property assessment scandal, but Gallant says he's waiting for the auditor general to complete her review of the system before making any changes.The Canadian Press.
