SAN JUAN, Puerto Rico — Heavy rain and 185-mph winds lashed the Virgin Islands and Puerto Rico's northeast coast Wednesday as Hurricane Irma roared through Caribbean islands on its way to a possible hit on South Florida.The strongest Atlantic Ocean hurricane ever measured destroyed homes and flooded streets across a chain of small islands in the northern Caribbean, passing directly over Barbuda and leaving the island of some 1,700 people incommunicado.France sent emergency food and water rations to the French islands of Saint Martin and Saint Barthelemy, where Irma ripped off roofs and knocked out all electricity. Dutch marines who flew to three Dutch islands hammered by Irma reported extensive damage but no deaths or injuries.While France received no immediate reports of casualties, the minister for French overseas territories, Annick Girardin, said: "We have a lot to fear for a certain number of our compatriots who unfortunately didn't want to listen to the protection measures and go to more secure sites ... Record-breaking and "potentially catastrophic" Hurricane Irma is smashing its way into the islands of the northeast Caribbean with sustained winds raging at up to 295 km/h.The U.S. National Hurricane Center says it's the strongest hurricane on record in the Atlantic Basin (outside the Caribbean Sea and the Gulf of Mexico) and "will bring life-threatening wind, storm surge and rainfall hazards" to the northeastern Caribbean starting today.Irma is currently listed as a Category 5 hurricane, but some articles circulating on the internet claim it could become the first to reach Category 6.But those articles are fake.How do we know? Because the Saffir-Simpson hurricane wind scale, which categorizes hurricanes' destructiveness based on their wind speeds, ranges from 1 to 5.Category 3 hurricanes and above are considered major, and the worst storms are Category 5, encompassing all hurricanes with sustained winds of 252 km/h or more.When a Category 5 storm hits, you can expect "catastrophic damage," according to a National Hurricane Center backgrounder. "Most of the area will be uninhabitable for weeks or months," it says, as the winds will destroy many homes, collapsing roofs, walls, trees and power lines, causing power outages that last for weeks or months.But why is there no Category 6? "Because once you say catastrophic and there's near complete damage, why do you need a 6?" says Dennis Feltgen, a spokesperson for the National Hurricane Center.Of course, it's not wind speed alone that makes hurricanes destructive. Hurricane Harvey was just a Category 4 when it hit the coast of Texas on Aug. 25, but killed at least 60 people and left 560,000 families seeking housing assistance. Massive flooding from storm surges and more than a metre of rain caused much of the destruction."We basically have a scale for storm surge … how many feet above ground level there would be inundation." says Feltgen.But the different factors that make storms destructive are too variable to measure on a scale of wind speed, he said.Here's a list of the different hurricane categories and what they mean, according to the National Hurricane Center:- Category 1 (119-153 km/h): Very dangerous winds will produce some damage: Well-constructed frame homes could have damage to roof, shingles, vinyl siding and gutters. Electricity and water will be unavailable for several days to weeks after the storm passes. - Category 4 (209-251 km/h): Catastrophic damage will occur: Well-built frame homes can sustain severe damage with loss of most of the roof structure and/or some exterior walls. Staff at the RBC Convention Centre are using food to provide comfort for evacuees in crisis.Close to 500 people are currently at the RBC Convention Centre after being driven from their homes by a wildfire in northern Manitoba, but that number fluctuates as some people have gone home to their community, and others have found a place to stay in Winnipeg or elsewhere, says to the centre's president and CEO, Klaus Lahr.Lahr says meals are served buffet style in a dining area in a massive room typically used for graduation ceremonies."A thousand people, three thousand meals a day but during grad season we serve way more meals than that," said Lahr. "I wouldn't say we're out of our element, in fact I think this is just right up our alley, we are in the business of looking after people, we're in the business of making people happy, the situation is a little different but we adjust to it and it has worked very well."They've been very great people to have under our roof."The entire third floor of the convention centre—which is designed for 9,000 people—is the temporary home for the evacuees.In two massive rooms, Hall 'A' and Hall 'B', cots with blankets are set up grid-style.The far banquet room, otherwise known as "Hall C," has the dining area, activities for children, two movie theatres, and stations for health and social services.Pizza, perogies and now hamburger soup are on the weekly menu."Food is very important in a crisis," said Quentin Harty, executive chef for the RBC Convention Centre. "If you can imagine being flown out somewhere, and being in a surrounding with people you're not familiar with... I think that's why food is everybody's go-to."Harty said hearing from the evacuees has been crucial in meal-planning."We're getting good feedback. They have the odd suggestion that they're offering up to us and we're responding to that," he said. "We're trying to take really good care of them."He says many people have asked for hamburger soup, and now, ragout, pizza and jackfish have been added to this week's menus."No doubt it's a crisis they're experiencing, it's a life altering experience so we're trying to be as accommodating as possible," he said. "I'm happy that we were here to help and fulfil the need and serve, that's what it's all about."Don Taylor from St. Theresa Point appreciates the effort."The food is good and everything's great," said the 25-year-old, who is looking forward to getting to his community and checking on his house soon.Taylor says Tuesday's lunch—sausage and perogies—helped to relieve his stress, something echoed by his friend, Rex McDougall from Wasagamack First Nation."Food's pretty good. They got good chefs. Give 'em two thumbs up," said McDougall.Lahr says the convention centre can keep the status quo until September 12; beyond that, it will take some room re-arranging, but he adds the evacuees can stay until the end of September.He said there have been some challenges with children pulling the fire drill, but after the elders spoke to them, that stopped."If this was me I don't know whether I would be able to handle it as calmly and as civilized as they do," said Lahr. "So my feeling goes out to them and my hat goes out to them."The Canadian Red Cross is providing round-the-clock support to evacuees and buses leave the convention centre every half hour. The buses go to Walmart so people can buy their necessities, the Pan-Am Pool so people can shower, and to the other relief centre on Leila Avenue so evacuees can visit friends.

Hungary and Slovakia defiant after EU court rebuke By Eszter Zalan-SEPT 6,17-EUOBSERVER

BRUSSELS, Today, 17:38-The European Commission is working on revising rules that allow EU states to impose internal border controls and checks throughout the passport-free Schengen area.Dimitris Avramopoulos, the EU commissioner for migration, told reporters in Brussels on Wednesday (6 September) that a proposal will soon be put forward to reform the so-called Schengen Borders Code."Very soon we shall be in a position to present our proposals," he said.One EU commission official noted that a possible option for the reform would be to allow the states to use terrorism, and not migration flows, as a basis for internal controls."It [terrorism] is really not explicit, it is really not covered by the rules," she said, noting the rules are vague in regard to such serious threats to internal security."We are still exploring options whether there is [a need to make terrorism explicit in the rules] but we have said that we recognise that is one of the grey areas of the border code."A new legal basis, based explicitly on terrorism, could allow the same states to then continue the border controls after the November deadline and possibly without limits on the extensions.The announcement comes ahead of a November deadline for Austria, Denmark, Germany, Sweden and non-EU member state Norway to lift their internal checks.It also follows previous statements by Avramopoulos, who told reporters over the summer that the countries would no longer be able to prolong border controls for another six months.All five over the summer had demanded the six-month extensions, as part of a wider effort to prevent migrants from moving north of Greece and elsewhere. WASHINGTON (Reuters) - With no palatable military options, U.S. President Donald Trump may ultimately have no choice but to give diplomacy a chance to end the crisis over North Korea's nuclear and missile programs.For now, though, he is pursuing tougher economic sanctions, including an oil embargo, and opposed to making any concessions that might look like appeasement, insisting that more pressure on the regime of North Korean leader Kim Jong Un is needed before it is time to talk.North Korea seems even more opposed to negotiations until it has achieved the ability to attack the continental United States with nuclear weapons."North Korea is not interested in dialogue. ... Kim Jong Un has sent a message with this last test that he doesn't listen to anybody," said a senior official who helps coordinate the European Union's North Korea policy.So for now, despite calls from Russia, China, and others, there is no push from the United States or North Korea for direct talks, despite an escalating crisis that threatens millions of lives after North Korea conducted its sixth and most powerful nuclear test last weekend.The Trump administration says the United Nations needs to tighten economic sanctions to pressure North Korea to change its behavior and start talking. The head of American Jewry’s main umbrella group urged Prime Minister Benjamin Netanyahu to rethink his approach to the suspended Western Wall compromise, and move to “restore the confidence” of US Jewry or risk broadening the “chasm” between many American Jews and Israel.Malcolm Hoenlein, executive vice president of the Conference of Major American Jewish Organizations, noted that his group normally steers clear of such issues because “you cannot deal in consensus on religious issues, on issues of conviction like this.”Nonetheless, Hoenlein said that the government’s unexpected decision 10 weeks ago to suspend an agreement negotiated over years with Diaspora leaders “hurt a lot of people” and exacerbated what he said were already some “troublesome and troubling aspects of the relationship” between US Jews and Israel.Therefore, Hoenlein, speaking to The Times of Israel on Monday, urged Netanyahu to revisit the decision.“If we care about the US-Israel relationship, if we care about the relationship of the Jewish community to Israel, the internal support, then we cannot afford to alienate and lose significant portions of the American Jewish community,” he said.Events like the shocking display of racism and anti-Semitism in Charlottesville last month “underscore the need for us to be united and to stand together,” he said.But, he went on, for American Jews “to stand with Israel, and to feel that they are wanted, and that their concerns are taken into account, will require somewhat of a different approach. And I do think that the prime minister has to look for a resolution [to the Western Wall prayer issue] that restores the confidence, that ends the controversy… I hope in the New Year, with Rosh Hashanah coming, that everybody does the introspection that they’re supposed to do, on all sides, and that we, instead of broadening the divide, can find the way to bridge it.”Hoenlein said the bitter controversy over the government’s decision to freeze the deal — which would have ensured a permanent pluralistic prayer pavilion in the Robinson’s Arch area of the Wall, with leaders of non-Orthodox Judaism given a formal role in its oversight — had been exacerbated by the way in which the move was presented. “People thought that Reform and Conservative Jews could not pray anywhere [at the Western Wall], whereas of course, the areas remained open, Robinson’s Arch is being expanded, etc.”If Israel, God forbid, were in real peril, Hoenlein added, “American Jewry will rally behind it.” But, he warned, “we are seeing trends that are very troublesome. On the Democratic left, the support [for Israel] is weakening. We’re seeing a significant drop [of support for Israel] among young Jews… We have to do much more to reach out to those constituencies, to those that we can reach.”He highlighted the contrast between the extensive dialogue between Israel and Diaspora representatives that enabled the deal to take shape, and the lack of dialogue when it was abrogated. “There was a lot done that should have dampened, diminished, if not eliminated the possibility of this explosion,” he said. And now “it’s very hard to put the cat back in the bag… There are a lot of hurt feelings, people feel disenfranchised… and [they feel there was a] lack of consideration about their feelings.”If an Israeli government decision on an issue of such global Jewish sensitivity is “only going to be based on the political realities of the moment, and whose party you need for support for what, then it will broaden the chasm, ” he said. “American Jews don’t relate to Israel on a political basis. They don’t associate with a particular party or think in those terms.” They think, rather, that “Israel” did this to them.Turning to US Jewry’s domestic challenges, Hoenlein said the reaction to Charlottesville of the American people generally and those in office in particular indicated “that racism and bigotry and anti-Semitism are rejected.”“Every society has haters,” he pointed out. “The way you measure is by how those in authority respond to it.”For too long we took for granted that our places are safe — our synagogues, our schools, our community centers. When Jewish interests are assaulted, Jewish speakers, pro-Israel speakers are interrupted or harassed, the fact that these things take place is one thing. The question is how we respond to them.”Asked whether he considered Charlottesville an aberration or something wider, Hoenlein answered: “Both. The nature of it was somewhat of an aberration. It was shocking in the sense that people carried weapons and that the police were outgunned, literally, and therefore didn’t draw… The synagogue asking for protection didn’t get it. It had to hire an armed guard… So there were many aspects of this which were very dramatic and of great concern. But I still think that it’s contained in the United States. It’s not something that’s happening everywhere, all the time.” Still, he cautioned, “it is too frequent and I hope that Charlottesville will at least raise the level of response and awareness, of the need to stand up to it. We have to show that we will hold people to account for it.US President Donald Trump’s initial response to Charlottesville, laying blame on both sides, “was very troublesome,” Hoenlein said. “But “our relationship with the Department of Homeland Security and the FBI generally has been very good. Hundreds of people in Alberta and B.C. took to social media to report seeing a giant fireball illuminate the night sky late Monday, and the RCMP told media it received dozens of calls about what seemed to be the same event. Posting to Twitter from locations as far apart as Calgary and Hornby Island, B.C., the amazed stargazers described seeing a flaming object turn the sky an eerie green before fading into a dark orange as it approached the horizon.CBC News received multiple emails describing the flash that took place at around 10:14 pm PT. HELENA, Mont. — Firefighters across the U.S. West struggled with wind-driven flames, hot temperatures and dry conditions even after the unofficial end to a summer of devastating wildfires, including those bearing down on two popular national parks.The dozens of fires burning across the Western United States and Canada have blanketed the air with choking smoke from Oregon, where ash fell on the town of Cascade Locks, to Colorado, where health officials issued an air quality advisory alert.A fire in Montana's Glacier National Park emptied its busiest tourist spot as wind gusts drove the flames toward the doorstep of an iconic lodge.Lake McDonald Lodge, a 103-year-old Swiss chalet-style hotel, sits on a lake as the famed Going-to-the-Sun-Road begins its vertigo-inducing climb up the Continental Divide, making it an endearing park symbol for many visitors.Firefighters on Monday were keeping the blaze in check about a mile (1.6 kilometres ) from the lodge though the fire expanded elsewhere in the park and had burned 21 square miles (54 square kilometres ).Losing Lake McDonald Lodge on top of the destruction of Sperry Chalet, a historic backcountry building consumed by the fire last week, would be "unimaginably devastating," said Mark Hufstetler, a historian who worked at the lodge for several years in the late 1970s and early 1980s."These are some of the most remarkable buildings anywhere in the United States and they are an integral part of the Glacier experience and the Glacier tradition," Hufstetler said.Fire crews understood the significance of the lodge and were ready to protect it, fire information officer Diane Sine said."It's important to all of us and a very high priority to do whatever we can to preserve that," she said.Outside California's Yosemite National Park, a wind-fueled fire made its way deeper into a grove of 2,700-year-old giant sequoia trees on Labor Day. Officials said the fire had gone through about half the grove but had not killed any trees.Giant sequoias are resilient and can withstand low-intensity fires. The blaze burned brush and left scorch marks on some big trees that survived, said Cheryl Chipman, a fire information officer."They have thick bark and made it through pretty well," Chipman said.There are about 100 giant sequoias in Nelder Grove, including the roughly 24-story-high Bull Buck sequoia, one of the world's largest. Fire crews also wrapped 19th-century cabins in shiny, fire-resistant material to protect them from the flames.The fire threatening the grove was among several in the area — one of which closed some trails in Yosemite. A road leading to the park's southern entrance also shut down.Brenda Negley woke up Monday in her Oakhurst home 14 miles (23 kilometres ) away and found her truck covered with ash. "As much as Nelder Grove is my home, and I don't want to lose my home, I want to save my mom's home and everyone else's home."Elsewhere in Northern California, a fire destroyed 72 homes and forced the evacuation of about 2,000 people from their houses. BRUSSELS, Today, 09:24-Ireland cannot be part of creating a "backdoor" into the EU's single market after Brexit, Irish foreign minister Simon Coveney said on Monday (4 September).The minister - who met with the EU's chief Brexit negotiator, Michel Barnier, on Monday - criticised the UK's plan for implementing an "invisible border" between Northern Ireland and the Republic of Ireland."The response from Ireland's border customs team was one of real skepticism," Coveney said of the UK's proposals published two weeks ago, adding that Ireland is also keen on preserving an invisible border."We cannot be part of essentially creating some kind of a backdoor into the single market that is not properly regulated," he told reporters."There is more that could be done to add credibility to the solution before we move to transitional issues," he said of the UK's plans.Britain wants to keep free trade between Ireland and Northern Ireland, but its proposed methods have been met with doubts both in Dublin and in Brussels."The EU task force is not convinced the UK's approach is going to solve the issues," the minister added.The UK plans not to have any physical infrastructure at the border and wants technical solutions as a substitute, and see British authorities taking the responsibility of monitoring the border - even collecting EU duties.Ireland is also interested in maintaining the status quo on the free movement of people, goods and services, but wants to avoid creating a possible hole in the single market's borders.The minister recalled that 90 percent of Ireland's production is exported, and most of it goes into the EU market.The European Commission is expected to come out with its own proposals on the issue of Northern Ireland later this week, and Coveney praised the good cooperation between Barnier's task force and Dublin."So far we have really been in unison," he said.-Good Friday agreement-Coveney said there has been good progress made between UK and EU negotiators last week on the common travel area, which allows UK and Irish citizens to travel without passport checks across the border.But he added that there is a "lot more work" that needs to be done to make sure that the Good Friday agreement, the 1998 peace accord, is not endangered by Brexit."There is an obligation to achieve more progress to reassure people that it [Brexit] won't have damaging effect on the peace process," Coveney said, admitting that the complete solution and the final, new relationship between the UK and Ireland will not be known in detail until the future trading relationship is fully negotiated.He echoed what EU officials have been saying, that unless there is progress on the issue of financial settlement between the UK and the EU, those second phase negotiations on the the UK's future relationship with the bloc cannot begin."There is a very strongly held view that more progress needs to be made and can be made on the financial issue and Ireland," he said.

BEIRUT (Reuters) - Syrian government forces on Tuesday reached troops besieged for years by Islamic State in the eastern city of Deir al-Zor, the militants' last major stronghold in Syria, the army said.Tanks and troops pressed quickly toward a government-held enclave in the city, where Islamic State has trapped thousands of civilians and Syrian soldiers since 2014. The advance has opened a land route linking that territory to the outside.The advance into strategic prize Deir al-Zor, a city on the Euphrates river and once the center of Syria's oil industry, is a significant victory for President Bashar al-Assad against Islamic State and another stinging blow to the group.The group is being fought in Syria by government forces, backed by allies Iran and Russia, and separately by a U.S.-led alliance of Arab and Kurdish fighters. In Iraq, the jihadists were driven out of their Mosul stronghold earlier this year.Islamic State still holds half of Deir al-Zor city and much of the province, however, as well as parts of its former stronghold Raqqa to the northwest, where the U.S.-backed offensive is being fought."Our armed forces and allies, with support from Syrian and Russian warplanes, achieved the second phase of their operations in the Syrian desert," Syria's military said. "They have managed to break the siege."State media and a war monitoring group said advancing forces had linked up with the besieged troops at a garrison on the western edge of the city.Footage on Syrian state TV showed soldiers cheering near the garrison. State media said residents in government-held parts of the city were celebrating the advance.The Syrian Observatory for Human Rights said a nearby military air base and three districts remained under siege by IS.
