KAMLOOPS, B.C. — Help from other provinces and the federal government has begun to pour in for firefighters and thousands of evacuees grappling with more than 200 intense wildfires raging across British Columbia.About 300 firefighters and support staff from Alberta, Saskatchewan, Ontario and New Brunswick started to arrive Monday to help relieve the pressure on roughly 1,000 B.C. crew members battling the blazes.Prime Minister Justin Trudeau said he spoke with Premier Christy Clark as well as premier-designate John Horgan on Sunday night and the Canadian Armed Forces have sent aircraft and personnel to support the emergency response.Residents of Fort McMurray, Alta., who had to flee a massive wildfire last year, have also sprung into action by collecting donations of supplies, driving them to B.C. and offering support and advice on social media.Christopher Seguin, vice-president of advancement at Thompson Rivers University, said terrified evacuees arrived at a Kamloops reception centre with nothing, having "lost everything and having lost it quickly."He said four tonnes of supplies arrived from Fort McMurray including wrapped and sealed water, Gatorade and baby supplies. Volunteers were making sure the Kamloops food bank receives and distributes them.Seguin expressed his gratitude to the residents of Fort McMurray."Thank you. Thank you for giving back and thank you for going to an extraordinary effort to making sure we get exactly what we need at exactly the right time," he said.Provincial authorities said Monday that more than 215 fires were burning, with 29 breaking out on Sunday. The fire has scorched about 400 square kilometres of land and more than 14,000 people have been forced to leave their homes.The entire District of 100 Mile House, a community of roughly 1,800 people, was ordered evacuated Sunday night.Al Richmond, chairman of the Cariboo Regional District, said the last evacuees from 100 Mile House left around 2 a.m. Monday on a bus to Prince George to receive emergency assistance. Others headed to the Lower Mainland, he said.Some nearby communities were under evacuation alert and residents were told to prepare to leave at a moment's notice.Bob Turner of Emergency Management BC said there were no accidents or injuries as people rushed to flee 100 Mile House. He praised the "nimble and flexible" response and ongoing co-operation between the province, Ottawa and First Nations."Generally, we're still looking at a deteriorating situation," he added. OROVILLE, Calif. — Wildfires barrelled across the baking landscape of the western U.S. and Canada, destroying a smattering of homes, forcing thousands to flee and temporarily trapping children and counsellors at a California campground.Here's a look at the wildfires blackening the West.CALIFORNIA-Two major wildfires in California have sent nearly 8,000 people fleeing to safety.About 4,000 people evacuated and another 7,400 were told to prepare to leave their homes as fire swept through grassy foothills in the Sierra Nevada, about 60 miles north of Sacramento, the California Department of Forestry and Fire Protection said Sunday.The fire burned nearly 8 square miles (20 sq. kilometres ), destroyed at least 10 structures and damaged critical infrastructure, leading Governor Jerry Brown to declare a state of emergency to provide assistance to local authorities.Fire spokeswoman Mary Ann Aldrich said additional homes were destroyed overnight. An inspection team is trying to determine the extent of the damage.The area burning was about 10 miles (16 kilometres ) south of Oroville, where spillways in the nation's tallest dam began crumbling from heavy rains this winter and led to temporary evacuation orders for 200,000 residents downstream.In Southern California, at least 3,500 people evacuated as two fires exploded in size at separate ends of Santa Barbara County and a third one threatened homes near a town in San Luis Obispo County.One of the fires grew to 12 square miles (31 square kilometres ), traversing a mountain range and heading south toward coastal Goleta.There was minimal containment and flames shut down State Route 154, which is expected to remain closed for days. KAMLOOPS, British Columbia (Reuters) - As Western Canada's British Columbia battled 220 wildfires scattered across the province on Sunday, officials warned that they expect greater devastation with forecasts of more hot, dry weather over the coming week."Looking at the medley of forecasts out there, it's certainly not optimistic," British Columbia's chief fire spokesman Kevin Skrepnek said at a press briefing. "We are going to be at the mercy of the weather."The blazes took off on Friday when 138 fires started as electrical storms and brisk winds passed through the interior of the bone-dry province, which has not seen significant rains for weeks.British Columbia declared its first state of emergency since 2003, evacuated an estimated 7,000 residents from the path of the wildfires and deployed some 1,600 personnel to respond to the fires.Some 24,000 hectares (59,305 acres) were ravaged by wildfires as of midday Sunday, according to official tallies. Skrepnek said he believed the extent of the devastation was significantly higher."We pray for rain, but our prayers aren't always answered,” British Columbia Premier Christy Clark said while touring regional evacuation facilities in Kamloops, a town some 250 kilometers (155 miles) northeast of Vancouver.She announced a C$100 million ($78 million) fund for victims that the Canadian Red Cross will administer.It is modeled after one set up after last year's Fort McMurray fire in the neighboring province of Alberta, one the worst natural disasters in Canadian history. Power restored to thousands in Los Angeles after fire-[Reuters]-YAHOONEWS-JULY 9, 2017

(Reuters) - Power was restored to tens of thousands of residents in Los Angeles on Sunday after a fire damaged an electricity receiving station during a heat wave the previous day, authorities said.The fire broke out on Saturday at Receiving Station J, in the North San Fernando Valley, during a second straight day with temperatures that exceeded 90 degrees Fahrenheit (32 Celsius).At the height of the outage, 140,000 customers were without power, but service was eventually restored to all affected customers by Sunday morning after crews worked overnight at the electrical facility, the Los Angeles Department of Water and Power said in a statement.The fire damaged conductors, circuit breakers and transformers at the electrical facility, according to the LADWP, which provides power to 1.6 million customers in the city of Los Angeles.Although power was restored, crews continued to work repairing the damage on Sunday, LADWP said.(Reporting by Chris Michaud and Jonathan Allen; Editing by Robert Birsel and Chris Reese)

Valencia (Spain) (AFP) - Eight men in black robes, sitting in a circle on chairs in the street outside a cathedral look on, stony-faced, as a bailiff calls the accused. They form the Water Court of Valencia, a millennial institution in Spain.In just a few minutes and without any paperwork, this tribunal settles irrigation conflicts that erupt in the fertile plain that surrounds Valencia, Spain's third largest city, a Mediterranean region of orchards.UN cultural body UNESCO has included the court -- which bills itself as "the oldest institution of justice in existence in Europe" -- on its list celebrating the world's "intangible cultural heritage" which deserves protection.The tribunal's existence dates back at least to the 10th century when this region was ruled by Muslims and the Gothic cathedral where the tribunal meets today was a mosque.It deals with cases of stolen water, a precious resource in drought-prone Spain, or disagreements over the interpretation of rules managing the irrigation system.Disputes can happen at any time of the year but they are more frequent during droughts when special rules governing irrigation are imposed and "supervision is enforced to control the availability of water," said historian Daniel Sala, an expert on the Water Court.- 'No choice' -One recent case was brought forward by Vicent Marti, who has operated an ecological farm for over 30 years.He turned to the tribunal after noticing that the water arriving at his farm was polluted with traces of cement and paint thrown into the irrigation system by workers renovating a neighbour's house.After hearing both sides, and a brief debate among the tribunal members, the president of the court announced that Marti's neighbour was at fault.Following tradition, he indicated his acceptance of the ruling by saying "correct" and was later fined 2,000 euros ($2,285)."I felt bad reporting it because we are neighbours, but I did not have much choice," Marti told AFP.His farm produces ecological produce, which is subject to strict quality controls, and the "survival" of his business was at stake, he added.- Every Thursday -The court in its current form is made up of eight members, all of them men, who are elected by the roughly 10,000 farmers who use the irrigation system set up in the plains around Valencia.Each member of the tribunal represents one of Valencia's eight communities of irrigators, known as "acequias", which grow vegetables and tubers, such as tiger nuts that are pounded to make horchata, a popular Spanish drink.The court meets every Thursday at noon outside the Door of the Apostles of Valencia's cathedral, which houses a gold chalice said to be the one used by Jesus at the Last Supper.Its members wear a black robe similar to those used by judges but that only goes down to their waists.The proceedings, which are watched by a crowd of locals and tourists, are carried out in Valencian, the local language.All decisions are final and cannot be appealed. OTTAWA (Reuters) - After years of debt-happy Canadians being warned that borrowing costs would have to rise eventually, they may be about to face a reckoning if the Bank of Canada hikes interest rates next week, as many expect.Canada's likely "lift off" on Wednesday - which would bring the country's first interest rate increase in nearly seven years - comes at a time when the economy still faces a number of headwinds, including weak inflation and the expected renegotiation of the North American Free Trade Agreement (NAFTA).But with the economy and labor markets growing, the Bank of Canada began laying the groundwork for hikes with a sharp shift in tone last month. Markets are pricing in more than 90 percent odds of a quarter-percentage point increase on July 12, while a second hike is expected by the end of the year.Economists in a Reuters poll were more divided on whether the bank would move next week, with the median forecast pointing to a hike in the fourth quarter. [CA/POLL]Cindy Fuailefau is six months into a debt repayment plan after she accumulated more than C$41,000 ($31,847) in debt and was unable to keep up the payments after her husband stopped working due to a back injury."That was all just trying to live, not vacations or anything," the 56-year-old said.Canadians as a whole owe C$1.67 for every dollar of income, a near record high. Royal Bank of Canada, the country's biggest bank, has already raised rates on fixed-term mortgages ahead of the central bank announcement. Mortgage rates are typically based on 5-year bonds.That is an important signal to Canadian households that their situation may be about to change, said Frances Donald, senior economist at Manulife Asset Management."It also, critically, implies that the economy is already going to feel higher interest rates, even if the Bank of Canada holds (on) Wednesday," Donald said.While a 50-basis point increase would still leave rates at a relatively low 1 percent, it could be enough to prolong the recent cooling in the Vancouver and Toronto housing markets. BRUSSELS, Today, 17:46-Italy "needs time" to recover from its "decline" amid an "unpredictable" domestic political situation, said former prime minister Massimo D'Alema."It's difficult for Italy to come back to the 90s," when the country was "influential" and "unexpectedly" joined the euro, he told EUobserver in a recent interview."The former centre-left represented the most respected kind of [Italian] leadership in the last 30 years," he said, citing former prime ministers Carlo Azeglio Ciampi and Romano Prodi. D'Alema himself was the head of government from 1998 until 2000.He said that with the election of conservative politician Silvio Berlusconi, Italy entered an "economic, social and cultural decline," which it still has to exit.D'Alema, a member of the centre-left Democratic Party (PD), said that his party leader, Matteo Renzi, who resigned as prime minister in December, is also responsible for the current situation."Italy is the last to benefit from the EU recovery," he noted, pointing to the country's high unemployment, especially for young people. Youth unemployment is now around 38 percent, following a peak level of 42 percent in 2014."Renzi's story started with great success and expectations," D'Alema said, referring to Renzi's rise to power in February 2014. But "progressively, the PD has been losing ground, losing power, losing the confidence of citizens."If we take stock of the so-called Renzi reforms, the final outcome is not so brilliant," he said.In addition to the failed constitutional reform, which led to Renzi's resignation after it was rejected in a referendum, he said that Renzi's school reforms where "not accepted" and that the so-called job acts created inequalities between young and older workers.Now, ahead of a general election that could take place in February next year, the former Italian leader said that the political situation is "fragile" and public opinion is "uncertain".In June, local elections were marked by a low turnout and good results for right-wing parties at the expense of the PD and the populist Five Star Movement (M5S).Despite its good performance, "the right is recovering, but is still divided" between the far-right Northern League and Berlusconi's Forza Italia," D'Alema noted.The M5S, led by former comedian Beppe Grillo, performed badly in the local vote because of some scandals involving its mayors, like in Rome. Grillo's movement is not finished," D'Alema said.'M5S is unable to deliver'-"They are very strong in collecting discontent, but they seem to be unable to deliver," he said, warning that M5S is "unable to run the country, which is a big problem for Italy."He said that their programme is "partially unrealistic"."It's a mix of issues and ideas close to the left, and other close to the right. It's very difficult to classify," he said. "It is very ambiguous and contradictory."Grillo's party, which runs on an anti-establishment platform, has suggested holding a referendum on Italy's membership of the euro, but has taken no clear position on the issue."It is a political move. They hope to have the support of the Northern League," D'Alema said."The League's support could be a decisive support for M5S in order to run the country," he added. MOSUL, Iraq — Iraq on Monday declared "total victory" over the Islamic State group in Mosul, retaking full control of the country's second-largest city three years after it was seized by extremists bent on building a global caliphate."This great feast day crowned the victories of the fighters and the Iraqis for the past three years," said Prime Minister Haider al-Abadi, flanked by his senior military leadership at a small base on the edge of the Old City, where the final battles for Mosul unfolded.Al-Abadi alluded to the brutality of the battle for Mosul — Iraq's longest yet in the fight against IS — saying the triumph had been achieved "by the blood of our martyrs."While Mosul fell to IS in a matter of days in 2014, the campaign to retake the city lasted nearly nine months. (Reuters) - An Indian citizen pleaded guilty in a U.S. court on Monday to conspiring to aid an al Qaeda leader in Yemen and attempting to pay an undercover FBI agent $15,000 to murder a U.S. federal judge, authorities said.Yahya Farooq Mohammad, 39, who studied engineering at Ohio State University from 2002 to 2004 and married a U.S. citizen in 2008, pleaded guilty in U.S. District Court in Toledo to one count of conspiracy to provide and conceal material support to terrorists and one count of solicitation to commit a crime of violence, the Department of Justice said in a statement.Mohammad is expected to be sentenced to 27-1/2 years in prison and then deported under the terms of his plea agreement, according to the department.Mohammad and three co-defendants were charged in 2015 with conspiring to funnel money to Anwar al Awlaki and a Yemen-based affiliate of al Qaeda to support of attacks on U.S. forces.Awlaki, a cleric, was killed by a U.S. drone strike in Yemen in 2011. U.S. intelligence had identified him as the head of external operations for al Qaeda in the Arabian Peninsula, an offshoot of the militant group.In July 2009, Mohammad traveled with others to Yemen to deliver $22,000 that they had raised to Awlaki, according to prosecutors. The case against three other defendants is pending, and they have pleaded not guilty.While awaiting trial in April 2016, Mohammad admitted soliciting an undercover FBI agent posing as a hitman to kidnap and murder U.S. District Judge Jack Zouhary, who was assigned to his terrorism case. TRIPOLI (Reuters) - Clashes between rival Libyan factions east of Tripoli extended into a second day on Monday, keeping the coastal road shut and preventing residents from returning to their homes, a local town council spokesman said.The fighting began on Sunday when armed groups opposed to the U.N.-backed government in Tripoli tried to approach the capital and met resistance from rival groups that have aligned themselves with the government.It is the latest in a series of attacks by armed opponents of the Government of National Accord (GNA), which have continued despite the GNA's attempts to win the cooperation of militias operating in the city and to calm bouts of violence inside or close to the capital."At the moment we can hear heavy gunfire," said Al-Shareef Jaballah, a spokesman for the municipality of Garabulli, about 50 km (30 miles) from Tripoli, speaking to Reuters by telephone shortly after midday."The clashes have resulted in severe damage to houses and shops because of indiscriminate shelling, and forced a large number of residents ... to flee," he said."The coastal road is still closed. The residents who have fled their homes are trapped because of the closure of the road."The health ministry later confirmed that at least four people including two foreign workers had been killed and 21 wounded over two days of fighting.The GNA has struggled to impose its authority since arriving in Tripoli in March last year. The Ashkenazi chief rabbi of Israel on Sunday dismissed reports of a schism between Israel and US Jews over the Western Wall deal as “fake news,” claiming that the vast majority of American Jews never set foot in Israel anyway.He also issued a letter saying he was furious at the publication of a list of rabbis whom the Chief Rabbinate does not trust to confirm the Jewish identities of immigrants.Speaking at a conference organized by the ultra-Orthodox daily newspaper Hamodia, Rabbi David Lau said that the biggest issue facing US Jews was not the Western Wall or the conversion bill, but intermarriage and apathy about the Jewish state.“In the past two weeks we have been exposed to lies, that American Jews are tearing themselves away from Israel,” said Lau. “85 percent of American Jews have never stepped foot in Israel.”At the end of June, Prime Minister Benjamin Netanyahu and his government backtracked on a January 2016 plan to officially recognize a separate, permanent, pluralistic prayer area at Robinson’s Arch, adjacent to the main Western Wall prayer area, in a compromise reached after years of negotiations between liberal Israeli and American Jewish groups and the Israeli authorities. The frozen deal would have given non-Orthodox Jewish leaders a joint role in the oversight of the pluralistic site. Currently, a temporary prayer facility exists there.Under ultra-Orthodox management, the main Western Wall area is separated between men’s and women’s prayer sections.Lau rejected claims that the Western Wall was only for ultra-Orthodox Jews.“I was in the US a few months ago,” he said. “I was asked: Why do you not let people of other faiths come to pray at the Western Wall? I told them that is also false. I was at the Western Wall. Next to me was a man from Nigeria. I don’t know how he prayed, who he prayed to. But he stood there. Did I bother him? Did he bother me?”Lau quoted the verse that “My house is a place of prayer for all the nations,” saying that all were welcome to come and pray. He did not explain how those who want pluralistic prayer could do so, but he said those making a fuss about the mixed gender plaza weren’t interested in coming to Jerusalem to pray.Of the 15% of US Jews who have visited Israel, Lau said, many of them are Orthodox, or wanted only separate prayer at the Western Wall. He implied that the actual number who cared about a mixed plaza was insignificant.In the same meeting at the end of June, the cabinet also advanced a bill that would have granted the Israeli Chief Rabbinate, an ultra-Orthodox-dominated body, sole authority over recognized Jewish conversions within Israel. The conversion bill, however, was shelved on Friday for six months.Lau said this was also fake news and denied that the judges on the rabbinate conversion courts were out of touch with reality.“You should know that most of the judges in rabbinic courts were officers in the IDF,” he said. “They are connected to the Jewish experience as much as everyone else.”But he said that Israel cannot allow a situation where any three Jews can convene to form a conversion court, and award certificates of conversion. “They give a certificate,” he said, “but what about Judaism.”He stressed that Israel bears a responsibility to care for US and Diaspora Jews, who are “our brothers.” But the way to do that was not through the Western Wall or conversion, but through education and strengthening their Jewish commitment.Lau, along with Chief Sephardi Rabbi Yitzhak Yosef, were instrumental in pushing ministers to force the government to backtrack on the Western Wall deal. Just a week before the cabinet decision the rabbinate released a letter that condemned the plans to improve the mixed-gender prayer at the Wall.“The position of the Chief Rabbinate is that the government decision on dividing the Western Wall is invalid and cannot stand,” the letter said, according to a copy obtained by the Israel Hayom daily. “The Chief Rabbinate is the highest halachic [Jewish legal] authority in the state, and therefore it is entirely forbidden to hold mixed prayer, men and women together, at any site of the Western Wall.”The government’s reneging on the two decisions about the Western Wall and conversions were met with fierce opposition from American-Jewish groups, philanthropists, businessmen and various figures active in the Jewish world, as well as Israeli politicians, who expressed their dismay and disappointment. Some have intimated the decisions might impact financial contributions to Israel and warned of eroding support for the Jewish state.Also on Sunday, the Chief Rabbinate issued a list of some 160 rabbis from 24 countries who are not trusted to vouch for a person’s Jewish identity. Lau’s office published a letter saying that the list was not authorized by the Rabbinate, was made without consultation with the chief rabbi, and that he opposes both the list and its publication.The bureaucratic structure of the Rabbinate means that the chief rabbis are not involved in the decisions of Jewish identity for potential immigrants. One mid-level official, Rabbi Itamar Tubul, handles every claim. In December the chief rabbis set up a controversial committee to vet conversions, but it is not clear whether the committee approved the published list.

US President Donald Trump’s special envoy to the Israeli-Palestinian peace process, Jason Greenblatt, was due in Israel on Sunday night to advance the administration’s goal to restart negotiations.Greenblatt was set to meet with US Ambassador David Friedman after he arrives and with Prime Minister Benjamin Netanyahu on Wednesday.“While the primary purpose of his trip is to meet with the ambassador now that the ambassador is on the ground and fully installed in his position, Greenblatt will also likely be taking meetings relevant to both the Israelis and the Palestinians,” a senior White House official told The Times of Israel.“This trip is an interim visit as talks continue about potential next steps. [US] President Trump has made it clear that working toward achieving a lasting peace agreement between the Israelis and Palestinians is a top priority for him.”During his last visit to Israel at the end of June, Greenblatt accompanied Trump’s son-in-law and special adviser Jared Kushner to a meeting with Netanyahu and another with Palestinian Authority President Mahmoud Abbas, who the two US officials met in his West Bank headquarters in Ramallah.Palestinian sources told Hebrew and Arabic media later that the meeting had not gone well and that the Palestinian leader had accused the US of taking Israel’s side while refusing US demands that Ramallah cut off payments for some convicted terrorists and their families.Kushner reportedly began his meeting with Abbas by stating all the Israeli concerns, including stopping the payments, according to Hebrew media reports, angering Abbas.A senior Palestinian official said at the time that a preparatory meeting with Greenblatt a day before the meeting with Kushner had also not gone well and became tense over the payments to prisoners that Greenblatt had insisted come to an end.The official, speaking on condition of anonymity because he was discussing a closed diplomatic meeting, said the Palestinians had rebuffed Greenblatt’s pressure and demanded an Israeli settlement freeze.According to reports in Arabic media, the Americans watered down their demand about payments to prisoners. Originally, the US wanted all payments halted, but now they only want the Palestinians to stop paying salaries to some 600 prisoners who are serving life sentences and are responsible for the deaths of Israelis.Abbas has defended payments to Palestinian prisoners, including convicted terrorists, as a “social responsibility,” and said Israel was using the issue as a pretext to avoid peace talks.Abbas refused to end the payments to prisoners, instead insisting on restarting the trilateral committee on incitement. The committee includes Israeli, Palestinian and American officials and was formed as part of the Wye River Memorandum in 1998. Israeli soldiers arrested two Palestinians who crossed the border fence from the Hamas-ruled Gaza Strip into Israel, the Israeli military said on Sunday.The two were apprehended immediately after entering Israeli territory from southern Gaza, and were transfered to security authorities for questioning.The men were unarmed, the IDF said.The border fence contains a bevy of sensors and cameras to support the large number of soldiers who regularly patrol the area. Infiltrators are typically caught within moments.

The Foreign Ministry on Sunday clarified that its call for the Hungarian government to end a billboard campaign against Jewish billionaire and philanthropist George Soros was due to the perceived anti-Semitism and not because of criticism of the man himself.Billboards posted nationwide in Hungary show a grinning Soros, who was born in the country, and the words “Let’s not allow Soros to have the last laugh,” which Jewish leaders have said is provoking anti-Semitism.The Budapest government objects to Soros’ call for Hungary to allow migrants to enter the country. Many of the billboards have been defaced with anti-Semitic graffiti.Israel’s ambassador to Hungary had called on Saturday for a halt to the government campaign against the Jewish-American billionaire.But the Foreign Ministry issued a clarification Sunday, saying that Israel also objects to Soros’ activities.“Israel deplores any expression of anti-Semitism in any country and stands with Jewish communities everywhere in confronting this hatred,” said Foreign Ministry spokesman Emmanuel Nahshon in a statement. “This was the sole purpose of the statement issued by Israel’s ambassador to Hungary.“In no way was the statement meant to de-legitimize criticism of George Soros, who continuously undermines Israel’s democratically elected governments by funding organizations that defame the Jewish state and seek to deny it the right to defend itself,” Nahshon added.In his Saturday statement, Yossi Amrani, Israel’s ambassador to Budapest, had said, “I call on those involved in the current billboard campaign and those responsible for it to reconsider the consequences. Israel rounds up traffic-stopping stray camels-30 animals, which had been left to roam near roads, were treated by a vet, vaccinated, and returned to their owners, with a fine-By Times of Israel staff July 10, 2017, 12:09 amGovernment agencies on Sunday rounded up some 30 stray camels that were roaming near the road and posed a danger to drivers.

The Agriculture Ministry along with the Environmental Protection Ministry’s Green Police found the beasts in the south of the country, according to a statement from the ministry.The animals were taken to a facility belonging to the Agriculture Ministry, checked by a vet and vaccinated. Their owners were located and summoned for questioning.The animals were then returned to them, on condition that they not leave them untended near the road.Since the beginning of 2017, Agriculture Ministry inspectors in the south have taken over 200 camels found without grazing permits. The total fines given came to more than NIS 110,000 ($31,000). Some camels were found in IDF firing zones.Agriculture Minister Uri Ariel (Jewish Home) said that, “roaming camels are a real danger to drivers on the road, and they are the sole responsibility of their owners. Therefore, in the past year, we have increased our inspections of the roads in the south. We will use every effort to punish those who break the law and we will not allow lives to be put in danger.”A year ago, a woman was killed after her car hit three stray camels that had wandered onto a Negev highway.Stray camels wandering Negev roads are responsible for dozens of car accidents each year.

Among the largest was the Alamo fire in San Luis Obispo county, about midway between San Francisco and Los Angeles.Fire there has burned 23,867 acres (96.59 square kilometers) and was just 10 percent contained, officials said.Meanwhile, the Wall Fire in Butte county in the north-central part of the state saw 4,400 acres (17.8 square kilometers) consumed by flames.The fire there is just 17 percent contained and evacuations are in effect, Cal Fire said.That blaze destroyed 10 structures and threatened hundreds more, according to Cal Fire. It was centred about 555 miles (890 kilometres ) southwest of the southern tip of the Baja California Peninsula and was moving toward the north-northwest at 12 mph (19 kph).The centre said Eugene might strengthen a bit more during the night but would then begin losing power. LONDON (Reuters) - The cladding system used on London's Grenfell Tower would only have met British regulatory standards if the two main materials had passed a key safety test together, according to a Reuters analysis of the building code and data on the materials.Three weeks after the June 14 fire, neither the two companies involved in the cladding on the Grenfell Tower nor the local authority which enforces the building codes have addressed questions from Reuters about whether that test was ever conducted and its outcome.The test is required to show whether both materials when used together were sufficiently resistant to combustion.Without proof that it had been carried out, the cladding system would not have met building regulations.The cladding work carried about by Rydon Group Ltd, the main contractor on the 2014-2016 refurbishment of the building, and its subcontractor Harley Facades involved attaching insulation boards to the tower's concrete facade and covering them with aluminum composite panels.France's Saint Gobain said the insulation used was its brand of polyisocyanurate (PIR) called Celotex RS5000.The aluminum panels, which had a polyethylene plastic core were called Reynobond PE, and made by New York-based ArconicInc, previously known as Alcoa Inc.If all the elements of the insulation system had achieved a separate and demanding government standard called "limited combustibility", in separate tests, then a combined test would not have been necessary, according to the building regulations.But Reynobond PE and Celotex did not meet the combustibility test by themselves, according to safety experts and product specifications published by the manufacturers.This meant that the two materials combined would need to pass another test known as the BS 8414 test, according to the building regulations. This involves setting a fire under a three-storey mock-up of the proposed wall construction.Both standards, set out in the guidelines to the building code, aim to prevent a fire spreading quickly from inside and up the exterior walls, something that happened at Grenfell Tower.In a June 29 email, a spokeswoman for Rydon Group Ltd says it “met all building regulations” but did not say if the BS 8414test stipulated in the building codes had been conducted.The building control department of the local Royal Borough of Kensington and Chelsea council (RBKC), which is responsible for checking that the building and plans are consistent with regulations, declined to say if it had checked the tests had been carried out.Police think the cladding system at Grenfell Tower may have contributed to the rapid spread of last month's fatal fire. They have said they are investigating possible criminal behavior and the role of all the companies involved in the building.The Department for Communities and Local Government, the government department which is responsible for setting the regulations enforced by building control, has said the cladding system used at Grenfell did not comply with the building rules it oversees. It has not said why and declined to answer detailed questions on its legal reasoning.COMBUSTIBILITY-The test used to assess combined materials must be commissioned from a government approved independent testing agency. Reuters was unable to determine which, if any lab was used.Rydon, which had a turnover of 249 million pounds last year, told Reuters the materials it used were suitable for use in tall buildings.“Laboratory testing of the fire resistance of the cladding system used at Grenfell Tower was carried out prior to installation. Please see attached BBA certificate,” the spokeswoman said in the June 29 email.The certificate Rydon provided showed the panels met a separate standard on the surface spread of fire.Asked specifically about the BS 8414 test, the Rydon spokeswoman said: “More technical questions would be better directed at Harley as it’s their area of expertise.”Executives and a spokesman at Harley, a small company with few assets, declined to comment for this story. It said in a statement on its website last month it was not aware of any link between the fire and the exterior cladding to the tower.An official at RBKC, the Royal Borough of Kensington and Chelsea, declined to provide details of the specification it approved or what checks it conducted to ensure the actual construction met the approved plan, citing the ongoing police investigation into the fire.A spokeswoman for Saint Gobain said its BR 135combustibility certification of Celotex was based on tests conducted with a non-combustible cement façade panel. BOSASSO (Reuters) - Somali security forces said on Sunday they had killed 18 Islamist insurgents during an operation in the northern region of Puntland, although the militants denied sustaining any casualties."We killed 18 militants and burnt six of their bases in Galgala hills in an operation over four days to eliminate al Shabaab," said Colonel Mohamed Ismail, a senior officer in the Puntland Security Force."We also took their weapons. We burned their food and medicine stores."Puntland's security forces are trained and supported by a small number of U.S. operatives based in the semi-autonomous northern region. It was not clear whether the United States had any involvement in the operation.Al Shabaab, an al-Qaeda-linked insurgent group that wants to impose strict Islamic law, confirmed there was a raid but denied there were any casualties."Puntland attacked us today but we repulsed and chased them away. Jordan, Kuwait carriers lift laptop ban on US flights-[The Canadian Press]-YAHOONEWS-July 9, 2017

AMMAN, Jordan — The national carriers of Jordan and Kuwait announced Sunday that passengers will once again be allowed to carry personal electronics, including laptops, on board U.S.-bound flights, ending a ban that had been imposed in March.The U.S. had issued the ban over concerns Islamic State fighters and other extremists could hide bombs inside laptops.Royal Jordanian said Sunday it had implemented "enhanced security measures" in line with U.S. Department of Homeland Security requirements. The airline did not describe the new measures.Kuwait Airlines said the decision to lift the ban came after U.S. officials inspected the carrier's security measures.In March, the U.S. had banned laptops from airplane cabins on direct, U.S.-bound flights from 10 cities in the Middle East and Turkey.Several of these airlines have received clearance in recent days to lift the ban.Royal Jordanian operates 16 weekly non-stop flights to Chicago, New York and Detroit.The Associated Press.

TRIPOLI (Reuters) - Heavy clashes erupted on Sunday between rival factions on the coastal road east of the Libyan capital Tripoli, according to a witness and local reports.The clashes broke out when an armed group opposed to the U.N.-backed Government of National Accord (GNA) in Tripoli tried to approach the capital and were confronted by forces that have aligned themselves with the GNA, the witness said.The fighting exposes the GNA's vulnerability to militias that gained influence during and after Libya's 2011 uprising.The anti-GNA forces, which are aligned with a previous, self-declared government, were driven from Tripoli late in May and have been trying to regroup. The GNA recently issued a warning about a counter-attack on the capital.Since the GNA arrived in Tripoli last year it has co-opted some of the many armed groups that had a presence in the capital. But it has made little progress integrating them and the security situation has remained highly volatile.Groups aligned with the self-declared national salvation government and largely drawing on support from the western city of Misrata have battled to hold their ground.The two sides clashed on Sunday near the coastal town of Garabulli, about 50 km (30 miles) east of Tripoli."The ground is shaking under my feet," said a resident who asked not to be named. "The noise from the clashes is so loud that I think the groups fighting are using heavy artillery."GNA-aligned brigades closed the coastal road in Tajoura, an eastern suburb of Tripoli, and built sand barriers to try to block their rivals' advance.Local authorities were advising residents to evacuate and stay away from the area. MOSUL, Iraq (Reuters) - Iraqi Prime Minister Haider al-Abadi arrived in Mosul on Sunday and congratulated the armed forces for their "victory" over Islamic State after nearly nine months of urban warfare, bringing an end to jihadist rule in the city.Islamic State's defeat in Mosul three years after taking the city is a major blow for the hardline Sunni Islamist group, which is also losing ground in its operational base in the Syrian city of Raqqa from where it has planned global attacks.The group, however, still controls territory in Iraq and is expected to revert to more conventional insurgent tactics such as bombings as its self-proclaimed caliphate falls apart.The battle for Mosul - by far the largest city to fall under the militants' control - has left large areas in ruins, killed thousands of civilians and displaced nearly 1 million people."The commander in chief of the armed forces (Prime Minister) Haider al-Abadi arrived in the liberated city of Mosul and congratulated the heroic fighters and Iraqi people for the great victory," his office said in a statement.State television later showed Abadi touring Mosul on foot alongside residents of Iraq's second-largest city.Air strikes and exchanges of gunfire could still be heard in the narrow streets of Mosul's Old City, where the group has staged its last stand against Iraqi forces backed by a U.S.-led international coalition.Abadi met commanders in west Mosul who led the battle, but he has yet to issue a formal declaration that the entire city has been retaken from the group which is also known as ISIS.Abadi's spokesman, Saad al-Hadithi, said victory would not be formally declared until the few remaining Islamic State militants were cleared from Mosul.Still, France and Britain, members of the coalition that has conducted air strikes and provided training and assistance to Iraqi forces on the battlefield, welcomed the defeat."Mosul liberated from ISIS: France pays homage to all those, who alongside our troops, contributed to this victory," French President Emmanuel Macron tweeted."I congratulate Prime Minister Abadi, and the Iraqi forces who have been fighting on the ground with great bravery and care against a brutal opponent," British Defence Secretary Michael Fallon said in a statement.While celebrating "the removal of the death cult from Mosul", Fallon said the military operation was not over."This barbaric group remains dug in west of the Euphrates and clearing operations in and around Mosul will be needed because of the threat from improvised explosive devices."In Washington, National Security Council spokesman Michael Anton, when asked whether the battle for Mosul was complete, replied: "Situation not resolved, but we are monitoring."-"FIGHT TO THE DEATH"-Iraq still faces uncertainty and long-term stability will be possible only if the government contains ethnic and sectarian tensions which have dogged the country since the overthrow of Saddam Hussein in 2003.The fall of Mosul exposes fractures between Arabs and Kurds over disputed territories, and between Sunnis and the Shi’ite majority.The group vowed to "fight to the death" in Mosul, but Iraqi military spokesman Brigadier General Yahya Rasool told state TV that 30 militants had been killed attempting to flee by swimming across the River Tigris that bisects the city.Cornered in a shrinking area, the militants resorted to sending women suicide bombers among the thousands of civilians who are emerging from the battlefield wounded, malnourished and fearful, Iraqi army officers said.The struggle has also exacted a heavy toll on Iraq's security forces.The Iraqi government does not reveal casualty figures, but a funding request from the U.S. Department of Defense said the elite Counter Terrorism Service (CTS), which has spearheaded the fight in Mosul, had suffered 40 percent losses.The Department of Defense has requested $1.269 billion in U.S. budget funds for 2018 to continue supporting Iraqi forces, which collapsed in the face of the few hundred militants who overran Mosul in 2014.Backed by coalition air strikes, an array of Iraqi forces gradually clawed back territory from Islamic State until reaching Mosul, the group's de facto capital in Iraq, last October.It is almost exactly three years since the ultra-hardline group's leader, Abu Bakr al-Baghdadi, proclaimed a "caliphate" spanning Syria and Iraq from the pulpit of Mosul's medieval Grand al-Nuri mosque.Abadi declared the end of Islamic State's "state of falsehood" a week ago, after security forces retook the mosque - although only after retreating militants blew it up.The United Nations predicts it will cost more than $1 billion to repair basic infrastructure in Mosul.
