Returning to Israel on Thursday from a visit to Hungary, Prime Minister Benjamin Netanyahu rushed straight from the airport to the Defense Ministry in Tel Aviv to meet his security chiefs in a bid to defuse mounting Muslim anger over metal detectors on the Temple Mount.The meeting comes ahead of Friday prayers when tens of thousands of worshipers are expected to converge on the the flashpoint holy site, sparking fears of bloodshed, a week after the killing of two Israeli officers at the site by three Arab Israelis.At the meeting, scheduled for 8 p.m., officials are set discuss whether to remove the detectors that were placed at the Temple Mount after the killings that were launched from within the holy site.There are divisions among the Israelis, with the police and Public Security Minister Gilad Erdan in favor of leaving the metal detectors in place, while the Shin Bet and the IDF favor removing them, fearing widespread unrest if they remain.Police were preparing for the eventuality that the security officials will decided that the metal detectors remain in place, Channel 2 reported. Massive reinforcements have been sent to Jerusalem, while police are also said to be planning to limiting the number of Muslim worshipers allowed to enter the Temple Mount and blocking entry to the capital from other areas of the country.Thousands of troops and police are slated to be deployed in Jerusalem and the West Bank, according to a Channel 2 news report.Earlier Erdan, whose ministry includes responsibility for the Israel Police, said the metal detectors are essential to maintain security, despite a Muslim call for mass protests in the city if they are not removed.Erdan told Army Radio that Netanyahu will rule on the issue after he holds the security consultations.But Erdan rejected Arab accusations that new Israeli security measures are an attempt to expand control over the site and insisted they are necessary to carry out proper security checks.“The Israeli police needs these metal detectors so the security checks can give a proper response to the security considerations,” he said. “I assume there are contacts internationally to try to calm the situation, but in my eyes there is no reason why the situation should not be calm.”Earlier Thursday, police released videos of the terrorists and an accomplice smuggling the weapons used in the attack onto the Temple Mount without going through any security checks.Since the appearance of the detectors there have been daily protests outside the Lion’s Gate entrance to the Temple Mount compound, the scene of the deadly terror attack. As tensions ratchet up in Jerusalem’s Old City following Israel’s installation of metal detectors at gates to the Temple Mount in response to a terror attack there, attention has turned to the byzantine warren of authorities that control and manage the ultra-sensitive holy site.While Israel controls access to the compound, inside its nine gates the Jerusalem Awqaf Department — sometimes called the Islamic Religious Endowments Authority, or simply the Waqf — exerts near total control.The Waqf is entirely controlled and funded by the Jordanian government. It administers daily life on the Temple Mount, which includes the Al-Aqsa Mosque, Dome of the Rock, archaeological sites, museums and schools.Since Israel captured the site in 1967, an uneasy relationship between authorities and the Waqf has been maintained, with both saying they are committed to keeping the delicate status quo that allows non-Muslims to visit, but not worship, on the Mount.For many non-Muslims, both the Waqf and the status quo remain a mystery, and questions abound as to how the body has come to wield such power in a city that is ostensibly completely under the control of the state of Israel.-Flexing their muscles-The Temple Mount is the holiest site in Judaism, the place where the two ancient Jewish Temples stood. It is considered the third holiest site in Islam, the spot where the prophet Mohammed ascended to heaven.Ever-present acrimony between Israeli officials and the Waqf have come to a head since July 14, when three Arab-Israeli men opened fire on policemen guarding just outside the holy site, killing two. To understand the purpose of the institution known as the Jerusalem Waqf, it helps to know what a waqf is.In Islamic law, a person may decide to donate a property and its revenues to the public for charitable or religious purposes. This property then becomes a waqf, or holding, in perpetuity.Examples of waqfs (awqaf is the Arabic plural) can be homes, fields, water reservoirs, schools, orphanages and mosques.In Israel, the best known waqf property is the Temple Mount, known to Muslims as the Haram al-Sharif. For Muslims, the entire esplanade is considered a mosque.As the modern state grew in the Middle East through 19th and 20th centuries, these properties were taken under the authority of governments.Until 1917, waqf properties in Jerusalem were controlled by the Ottoman Empire.During the British Mandate period, responsibility for the awqaf was put under the control of the Supreme Muslim Council—the body of Palestinian Muslims appointed by the British colonial government to administer the Sharia courts and awqaf.In 1948, when the Hashemite Kingdom of Jordan took over the West Bank and East Jerusalem, it transferred responsibility for the city’s awqaf, including the Temple Mount compound, to its own ministry of awqaf.When Israel conquered East Jerusalem in 1967, then defense minister Moshe Dayan decided it would be best if the Jordanian Awqaf Ministry would continue to administer the site, in order to avoid a larger conflagration with the Muslim world. Jews would be allowed to visit, but not to pray, he decided — utilizing the rabbinical consensus in Jewish religious law that Jews should not set foot atop the Mount for fear of defiling the temples’ most sacred space, the Holy of Holies.From then on, it was agreed that Israel would be responsible for security around the perimeter of the site, while the Jordanian-controlled Jerusalem Waqf would be responsible for what happens within the compound.This situation continued informally until 1994, when Israel and Jordan signed a peace treaty.Article 9 of the treaty states: “Israel respects the present special role of the Hashemite Kingdom of Jordan in Muslim Holy shrines in Jerusalem. When negotiations on the permanent status will take place, Israel will give high priority to the Jordanian historic role in these shrines.”Jordan officially separated from the West Bank in 1988, in order to allow for Palestinian leadership to take over, but not from East Jerusalem.Jordan argued it would not allow a “protection gap” of Islamic holy sites in Jerusalem while the PLO and Israel were in negotiations over the future of the city.Up until 1994, the grand muftis of Jerusalem—who are considered the leading religious figures for Palestinians—were appointed by Jordan. But in a deal with the PLO, the role was transferred to Palestinian leadership that year.The current Grand Mufti of Jerusalem, Muhammad Hussein, who has played a central role in opposing Israeli measures since the shooting attack on Friday, was appointed by Palestinian Authority President Mahmoud Abbas in 2006, and his salary is paid by the PA.Jordan also considers itself to have a special historical relationship with Jerusalem, especially Al-Aqsa Mosque, since the time of the British Mandate.While the Supreme Muslim Council (SMC) was in charge of administering the site, the then ruler of Mecca and leader of the revolt against the Ottoman Empire Hussein ibn Ali al-Hashimi, whose son became the first king of Jordan, was accepted as its custodian by the SMC leadership. This custodianship has been passed down by to subsequent Jordanian kings.From 1921 to 2010, the Royal Jordanian Hashemite family spent over $1 billion on maintaining the Awqaf administration, according to the a report by independent Royal Islamic Strategic Studies Centre, located in Amman.A senior official the Jerusalem Waqf told the Times of Israel it currently employes 900 people.Today, the Jerusalem Waqf controls not only the Temple Mount, but also schools, orphanages, Islamic libraries and museums, mosques, the Sharia courts and many residential and commercial properties across the city of Jerusalem.

As he brought his official visit to Hungary to an end Thursday, Prime Minister Benjamin Netanyahu stopped at the “Shoes on the Danube Bank” Holocaust memorial in Budapest where he laid a small stone he had brought with him from Jerusalem.The memorial consists of 60 pairs of period shoes made out of iron to commemorate the hundreds of Jews who were brought to the spot by members of the Arrow Cross, a Hungarian fascist movement at the time. They were ordered to remove their shoes and then were shot so that their bodies fell into the river.Netanyahu visited the site on his way from Budapest to the airport ahead of his flight back to Israel at the end of his three-day visit. The prime minister was accompanied by his wife and United Torah Judaism party MK Yisrael Eichler, who read a chapter of Psalms.“This place expresses in such a tragic but also a clear way, the change in Jewish fate,” Netanyahu said. GAZA CITY, Gaza Strip (AP) — A power-sharing deal between two former arch foes is slowly taking shape in Gaza and could lead to big changes in the Hamas-ruled territory, including an easing of a decade-long border blockade.In the latest sign that the Egypt-backed understandings are moving forward, Hamas permitted more than 2,000 supporters of its former nemesis, Mohammed Dahlan, to stage a rally in Gaza City on Thursday. They held up banners with large photos of the ex-Gaza strongman and signs reading, “Thank you, Dahlan.”Dahlan backers also opened an office in Gaza last month as a springboard for political activity and began disbursing $2 million in Dahlan-procured aid from the United Arab Emirates to Gaza’s poor.All involved appear to benefit from the new deal for Gaza, described in detail by key players. — Egypt, which is battling Islamic extremist insurgents in the Sinai Peninsula next to Gaza, hopes to contain the Islamic terror group Hamas through new security arrangements. — Dahlan, forced into exile after falling out with Palestinian Authority President Mahmoud Abbas in 2010, is poised to launch a comeback and advance his Palestinian leadership ambitions. — Hamas gets a chance to prolong its rule with a promised easing of Gaza’s stifling border blockade. Egypt and Israel had imposed the closure after Hamas seized Gaza in a violent 2007 takeover that included battles with forces loyal to Dahlan.The three-way agreement aims to revive Gaza’s battered economy and restore a sense of normalcy for two million Gazans, who have largely been barred from travel and trade for the past decade and have endured rolling power cuts, most recently of up to 20 hours a day.Yet a stable Palestinian “mini-state” in Gaza could undermine long-standing Palestinian ambitions to set up an entity that is also meant to include the West Bank and east Jerusalem. By early June, delegations led by Dahlan and Sinwar were negotiating in Egypt, and participants said the two men established an easy rapport. The recent shift of Hamas’ power from exile in Qatar to Gaza, a result of leadership elections, also helped the deal by speeding up decision-making.Hamas spokesman Salah Bardaweel said this week that the deal with Dahlan and Egypt is moving forward.Egypt has begun sending fuel to Gaza’s only power-plant, helping ease a debilitating electricity shortage.Hamas, meanwhile, has been clearing brush to create a security buffer zone on the Gaza side of the border, and pledged not to give refuge to anti-Egypt insurgents from the Sinai.Egypt is refurbishing the now largely closed Rafah crossing with Gaza, and is to reopen it by the fall for passengers and goods, Bardaweel said. This came at the end of the first full round of Brexit discussions on Thursday (20 July).After agreeing to a negotiating calendar in a first round last month, the EU and the UK sides presented their positions this week, and attempted to identify points of agreement and disagreement."These were robust talks this week that require flexibility on both sides,” UK Brexit minister David Davis said in a joint press conference.But Barnier stressed that, for serious negotiations to begin, the UK needs to present its own position on how it wants to settle its financial obligations persisting after Brexit.“Clarification on the UK position is indispensable ... [what] we want is an orderly withdrawal for the UK. That means accounts must be settled,” the French politician said.The UK only accepted last week, in principle, that it would need to pay to settle its outstanding obligations with the EU after Brexit.During the second round of negotiations this week, the EU has presented the legal basis underpinning its argument for a financial settlement to the UK negotiators.For now, the only convergence between the two sides is on "the recognition of obligations surviving the withdrawal date”, a senior EU official said, adding that reaching a settlement will not be an incremental process.There was no exact figure presented by the EU, nor is it asked of the UK. At least 41 Cariboo homes have been destroyed by the wildfires burning through the region.Cariboo Regional District chair Al Richmond says district staff are going into areas hit by fires to assess damages whenever it's safe.He says the current number of homes lost only reflects what they have been able to find so far."As we go into areas, we don't know what to expect," he said. "I believe it's quite likely the number will still go up."District spokesperson Emily Epp says staff aim to be respectful in cataloguing destroyed homes and are attempting to notify the property owners before releasing anything publicly.Williams Lake in holding pattern-Williams Lake officials said on Wednesday that residents of the evacuated city should not expect an immediate return.The city and surrounding areas, which may have as many as 24,000 residents, were placed under evacuation order Saturday.Chief administrative officer Milo MacDonald says city staff are monitoring the situation in town carefully and are looking for the earliest possible time for residents to return home."That's still a little ways off based on the risk profile," he said. "But we're getting a lot closer to dealing with some of the logistics."Mayor Walt Cobb says the ultimate goal is to make the eventual return to the city "as safe as can be."

(Reuters) - A raging wildfire in central California that has forced thousands from their homes spread rapidly on Thursday, threatening a town outside Yosemite National Park, fire officials said.The so-called Detwiler Fire, which is menacing Mariposa and other communities in the Sierra Nevada foothills, is only 10 percent contained, the California Department of Forestry and Fire Protection, or Cal Fire, said on its website.More than 3,000 firefighters battled that fire that has advanced over 70,096 acres (28,366 hectares), Cal Fire said, an increase of more than 22,000 acres since early Thursday morning.The Detwiler Fire was threatening some 1,500 structures and power lines supplying electricity to Yosemite National Park, according to Cal Fire. The park remained open to visitors on Thursday.Mariposa is 50 miles from Yosemite National Park, Cal Fire spokeswoman Shanelle Saunders said on Thursday.Saunders said the biggest concern with the park right now was the air quality due to heavy smoke.Mariposa's 2,000 residents were told to leave town on Tuesday after its power and water links were damaged. Nearly 5,000 people are ordered to leave their homes, officials said. Governor Jerry Brown declared a state of emergency for Mariposa County on Tuesday.The town's hospital, the John C. Fremont Healthcare District, and its 14 patients were not evacuated, the facility's interim Chief Executive Matthew Matthiessen said.Lack of humidity overnight allowed the fire to quickly consume drought-stricken dense areas of shrubs and small trees, Cal Fire said. Parks Canada has restricted fishing in Cuthead Creek in Banff National Park to protect cutthroat trout from whirling disease.It is also restricting boating and swimming in the creek — although people will be allowed to wade across it on official trails if there is no bridge."Lab results have confirmed presence of whirling disease in Banff National Park," said Parks Canada in a statement."This parasitic disease affects some fish species but does not present any health risks for people or other mammals."Parks says the westslope cutthroat trout is a threatened species, so they are trying to protect its habitat from the whirling disease parasite.Violators could be charged under the Canada National Parks Act, which has a maximum penalty of $25,000.More information can be found on the Parks Canada website.

Sherin Khankan flits about the window sills, lighting wicks and placing bouquets of roses in just the right places as she prepares for Friday prayers.“We being women, there is always a lot of candles and flowers,” explains Denmark’s first female imam, placing a single, deep pink rose in a potted plant.A second-floor walk-up off an upscale street in Copenhagen, the Mariam mosque indeed feels as snug as it does spiritual, and is intended foremost as a faith community for Danish Muslims who’ve failed to find one at more traditional mosques.But the efforts here, the first of their kind in Denmark, could have a much wider impact. Ms. Khankan says by challenging patriarchal structures, she and other women imams – they use the term "imamas" – can help counter growing Islamophobia across Europe. The imamas are undertaking the challenge amid a spate of terrorist attacks by Islamist extremists and raging political and cultural debates over everything from burkinis to Islam’s place in Europe.“It’s very difficult to hold onto the narrative that Muslim women are suppressed, that Islam is a suppressive religion in its essence, when they can see that women are taking the lead and building up their own female-led mosque," says Khankan. "This is in itself proof that this anti-Islamic rhetoric is incorrect. It’s not the total picture.”The Mariam mosque is rare but is not the first of its kind. Women have served as imams since the early 19th century in China, and now preach from the United States to South Africa. In June a well-known Muslim feminist, Seyran Ates, whose parents came to Germany as Turkish guest-workers, opened a liberal mosque in Berlin to welcome all sects of Islam, Muslims of all sexual orientation, and men and women to worship together. “There's so much Islamist terror and so much evilness happening in the name of my religion,” she told the Associated Press, “it's important that we, the modern and liberal Muslims, also show our faces in public.”Mistrust of the Muslim community has deepened since 9/11, especially in the era of the so-called Islamic State. Denmark has not been spared. Copenhagen witnessed its own attack in February 2015. Ten years earlier, cartoons of the prophet Muhammad published by the Danish Jyllands-Posten newspaper sparked riots around the globe and thrust Denmark into the center of a debate over freedom of speech and cultural values. At the same time, many observers say the anti-Muslim rhetoric of the Danish People’s Party has hardened views, and politics, around immigration and Islam.Lissi Rasmussen, a pastor and chairwoman of the Center for Coexistence, says that in this environment, young Danish Muslims have trouble finding a place to worship that they can identify with. “The young people, most of them don’t go to established mosques where they speak of the politics of Turkey, for instance, with imported imams,” she says. “That’s the older generation. They don’t feel at home there.”That’s what has drawn many to the Mariam mosque. One member, Lea, who is half Iranian, half Nordic, attended a predominantly Shia mosque in Copenhagen before this but often found herself “irritated,” she says.“In Copenhagen, I feel a second-class citizen when I have to go all the way upstairs and not even look down at the men’s section,” she says. Instead, the 19-year-old gave her first khutbah (sermon) this day, after a rich, female voice sings the adhan (call to prayer).Her sermon was on the cultural traditions that get too easily conflated with the religion of Islam, including myths about forced marriage and polygamy. It’s a perfect 101 for non-Muslims, but a worshiper visiting the mosque for the first time also said afterwards that she planned to bring some of the lessons home to her own father.The Mariam mosque has been criticized on both sides. Traditionalists dismiss it as outside the realm of Islam. Ms. Khankan, the daughter of a Syrian refugee and Finnish mother who says she has bridged worlds her entire life, says not a single mainline imam from Denmark has visited. Progressives say it doesn’t go far enough. While the mosque is open to men and women, Friday midday prayers – the biggest weekly service – are reserved for women only, making them far less controversial than if women imams were to also preach to men.Khankan says she originally wanted to open it up to both but in hindsight says she’s happy she lost that fight. “When you want to create change you have to do it very slowly,” she says. “Now I can see that there is greater wisdom, because we are on totally safe ground.”Celebrating nearly one year since it opened for Friday prayers last August, today the mosque counts 100 members. They recently opened up a Sunday school for children and have performed over a dozen Islamic marriages – with Islamic contracts that enshrine a bride’s right to divorce and to the children on equal terms as the father in case of a divorce. The contract also says that in the cases of polygamy or violence, the marriage is annulled.On this day Khankan is in a lilac hijab and white jalabiyah, or robe covering, a gift from her father from Damascus, Syria, 15 years ago that she now wears as her “imama dress.” It’s symbolic because the inspiration to open this mosque came while she was doing her fieldwork for her thesis in Damascus, listening to the Grand Mufti and wondering what the words would be if he were a woman. “The inspiration came not from the West, but the East,” she says.Last year when she was getting dressed in the jalabiyah the day the mosque opened, her youngest daughter – then age 5 – had a friend over who was looking at her and whispered “What is an imama?”Khankan’s daughter, she says, looked at her mother and replied: “An imama is a woman who is doing great things.”A year later, she says, she does have faith that a small group of people can change mindsets. “I do believe that Islamophobes see progressive Muslims as a greater threat than Islamists,” she says, “because we are able to change the narrative of Islam in Europe.”

A sign has appeared outside a cemetery in the Quebec town of Saint-Honoré with an unmistakeable message, “Saguenay ville blanche.” The sign appeared shortly after the local Muslim association said it would attempt to revive a two-year-old plan to have space for Muslim burials in the town’s cemetery.The incident isn’t the first time the “Saguenay ville blanche” sign has been found. According to the Montreal Gazette, a similar sign appeared in 2014, along with xenophobic stickers.The town’s mayor has spoken out against the message behind the sign. In comments made to CBC, Saint-Honoré Mayor Bruno Tremblay said, “To have signs like this on our territory, it’s unacceptable.” The mayor was reportedly having breakfast at a diner when other patrons told him about the sign.“In 2017, we need to be more open-minded than that,” said Tremblay, adding that he had sent a work crew out to take the sign down. “Whether it’s a Muslim cemetery or a Catholic cemetery, or both, what does it change? … We’re all humans.”Much of the focus on cemetery spaces for the Muslim community only came to light after Alexandre Bissonnette killed of six worshippers at a Quebec City mosque while they were praying, one of the worst mass shootings in the country in years.The posting of the sign comes at an time of increased polarization between Quebecers and Muslims residents of the province. JERUSALEM (Reuters) - Prime Minister Benjamin Netanyahu considered removing on Thursday metal detectors at a Jerusalem holy site after their installation following a deadly attack last week stirred up Palestinian protests and threats of escalation.There have been nightly confrontations between Palestinians hurling rocks and Israeli police using stun grenades in Israeli-annexed East Jerusalem since the devices were placed on Sunday at entrances to the Temple Mount-Noble Sanctuary compound.Tensions were high ahead of Friday prayers when thousands of Muslims usually flock to al-Aqsa mosque, Islam's third holiest shrine, in the compound above Judaism's sacred Western Wall.Palestinian factions vowed it would be a "day of rage" and confrontation with Israeli forces, which put five army regiments on standby to reinforce troops in the occupied West Bank.Muslim religious authorities say the metal detectors violate a delicate agreement on worship and security arrangements at the Jerusalem site and have urged Palestinians not to pass through. Prayers have been held near an entrance to the complex.Netanyahu held security consultations over the issue on his return to Israel from visits to France and Hungary. Qatar crisis strains Saudi-led Arab alliance in Yemen war-[Reuters]-By Aziz El Yaakoubi-YAHOONEWS-July 20, 2017

DUBAI (Reuters) - A crisis between Qatar and four Arab countries is straining a Saudi-led coalition backing Yemen's government in a two-year war against Iranian-aligned Houthis and slowing the alliance's military advances.At the heart of the crisis is the accusation that Qatar supports the Muslim Brotherhood, an Islamist movement that coalition mainstays Saudi Arabia and the United Arab Emirates have designated a terrorist group.But Yemen's government is packed with supporters of the Islah party, an affiliate of the Muslim Brotherhood, threatening the unity of the alliance which has already been weakened by the withdrawal of Qatar's forces after the row erupted on June 5."The Gulf rift has cast a shadow on the government and could split it as ministers linked to Islah sympathize with Qatar," a senior official in the Yemeni government, who asked not to be named, told Reuters.The coalition is seeking to restore the internationally-recognized government of President Abd-Rabbu Mansour Hadi and backs forces fighting Houthi rebels and troops loyal to former President Ali Abdullah Saleh.Fighting near the Red Sea port city of al-Mokha, where a UAE-backed offensive was being prepared on the port of Hodeidah which handles most of Yemeni food imports, has slowed."The fighting has been frozen since the start of the dispute with Qatar, which reflects the extent of the UAE concerns over the strength of Islah in the province," a local official told Reuters. UAE officials did not respond to requests for comment.Saudi Arabia currently hosts the exiled Yemeni government which includes five cabinet ministers from the Islah party. The chief of staff also belongs to Islah and Vice President Ali Mohsen al-Ahmar is a close Islah ally.-TRIBESMEN, SOLDIERS CRITICAL-The party also has thousands of followers fighting against the Houthi forces who control the capital Sanaa with Saleh loyalists. Unusually in Yemen's fractured political landscape, Islah has supporters in the north and south of the country.Since the Saudi-led coalition intervened in Yemen in 2015, Islah has tried to distance itself from the Brotherhood, in deference to the government-in-exile's Saudi hosts. The coalition depends heavily on Islah fighters on the ground."Whatever Saudi Arabia's current view of the Muslim Brotherhood in other countries, in Yemen they are natural allies against the Houthi-Saleh alliance," April Longley Alley, a senior Arabian Peninsula analyst for the International Crisis Group (ICG) said."In many fighting fronts in the north, tribesmen or soldiers associated with Islah are a critical, if not the most important, part of the anti-Houthi fighting force."Saudi officials were not immediately available for comment.The Brotherhood has posed a big challenge to Arab rulers in the Middle East, where it has built a strong base opposed to the principle of dynastic rule.While Qatar has supported the movement, Gulf monarchies and emirates, including Saudi Arabia and the UAE, have spent billions trying to prevent the Brotherhood holding power in the Arab world since 2011 uprisings swept the region.-UAE UNCOMFORTABLE-The UAE, a crucial member of the coalition and which is more hostile to the Brotherhood than other members, appears to have been the most uncomfortable about its military fighting alongside Brotherhood-linked Islah forces.The UAE has also built a southern army that remains under the influence of southern Yemeni politicians who are hostile to the Brotherhood's ideology and want to break with the north.On the frontlines in the south, the offensive against the Houthis and Saleh forces has slowed down because of the UAE position on Islah, local officials said. UAE officials were not available to comment.Fighting in the two strategic provinces of Taiz and Marib has halted for more than a month, except for occasional air strikes and naval shelling on the rebels.Cracks in the Yemeni government on the Qatar crisis were highlighted when the quarrel broke out with Egypt, Saudi Arabia, Bahrain and the United Arab Emirates imposing travel and diplomatic sanctions on Qatar.Yemen's government rushed to express solidarity with Qatar on the state news agency website. Within two hours that message of support was wiped off. AL-HOCEIMA, Morocco (Reuters) - Police fired tear gas and used truncheons to scatter hundreds of protesters in northern Morocco, a Reuters witness said on Thursday, part of the biggest wave of demonstrations in the kingdom since Arab Spring-inspired rallies in 2011.People have taken to the streets in the Rif region around the town of Al-Hoceima since October over injustice, corruption and underdevelopment, and on Thursday thousands gathered to try to join in rallies that local authorities had banned.Police charged small groups of protesters around the town and forced many into side streets where authorities had set up a heavy security presence with checkpoints to block people joining the protests, the Reuters witness said.Cars and taxis drove around honking in support of the rally."Every time we come out, they don't even let us protest peacefully," said Warda, 19, a local demonstrator. "Our demands are simple, we want universities, and hospitals."Political protests are rare in the North African kingdom. But tensions have been simmering in Al-Hoceima since October when a fishmonger died after being crushed inside a garbage truck while trying to save his fish confiscated by police.Authorities have arrested more than 100 leaders and members of the movement, called Hirak al Chaabi in Arabic, since the end of May, and protests have vented over broader frustrations about the region's lack of development and economic problems."Our main call in this protest is to demand the release of the prisoners and to realize the initial demands of the Hirak movement from October," said Mohammed Al-Faqih 35, who said he has three cousins arrested for their role in protest.The Hirak movement was born after the death of fishmonger Mouhcine Fikri in Al-Hoceima, which sits on Morocco's Mediterranean coast. Local police confiscated fish they said he had bought illegally and dumped it in a garbage truck. Santiago (AFP) - A plan to ease Chile's total ban on abortion hit a legislative roadblock Thursday when a deputy abstained from a vote, kicking the bill to a cross-party committee for review.The setback was a blow to Presdent Michelle Bachelet's government, which for the past two years had shepherded the legislation through the National Congress. It won tough Senate approval on Wednesday before heading back to the Chamber of Deputies for the final vote.Until now, the South American country has been part of a small group of socially conservative nations that barred abortion under all circumstances -- including the Dominican Republic, El Salvador, Gabon, Haiti, Malta, Nicaragua, the Philippines and Senegal.The new legislation aims to allow abortion in cases of rape, if the mother's life is at risk, or if the fetus presents a deadly birth defect."This is lamentable," said lawmaker Karol Cariola, after a member of the ruling coalition's Christian Democratic Party, Marcelo Chavez, abstained from voting, causing the lower house to fall short of a quorum even though the law would have passed 60 to 40.Polls show that 70 percent of Chileans support legalized abortion under the three conditions introduced in the senate.But the conservative opposition has vowed to challenge the law if it is upheld by Chile's Constitutional Court.Chile had permitted abortion for more than 50 years -- only if the mother's life was in danger or if the fetus was not viable -- until it was strictly outlawed in 1989 during the final days of the Augusto Pinochet dictatorship.Under current law, abortion is punishable by up to five years in prison.About 30,000 provoked or spontaneous abortions are recorded each year in the country, though it is estimated that clandestine abortions could number around 160,000, according to a pro-abortion group.The Socialist president had pledged to see the easing of the ban enacted before she leaves office in March 2018.Conservative groups have historically had great influence in Chile, though they have lost ground in recent years.
