KAMLOOPS, B.C. — Ranchers in the centre of British Columbia's cattle country are facing "heartbreak" as they return to scorched fields, dead livestock and damaged infrastructure following weeks of wildfires.Kevin Boon, the general manager of the B.C. Cattlemen's Association, said the process of tallying losses has just begun and could take some time because the extreme heat of the wildfires would leave little evidence of  carcasses.He said it's expected hundreds if not thousands of cattle were killed or injured by the fires. "The devastating part is done, and now the work really does begin," Boon said Tuesday. "(The ranchers) have got a lot on their plate right now and the more that can be done to help them is going to be key to their ability to bounce back from this."Kilometres of fencing, equipment and infrastructure such as barns built over generations have been lost in some cases.Boon said the association is already working to replace fencing burned along major highways to prevent cattle from wandering into traffic.An estimated 377,000 hectares of land has been burned this season, and scorched fields mean ranchers will need to find other sources of feed.Boon said he's working with ranchers to find opportunities to relocate some of the cattle for the short term in northeast B.C.'s Peace region where conditions have been wetter.The devastation is expected to take an emotional toll on ranchers who have seen their livelihoods disappear in an instant, Boon said, adding it will continue to have long-term effects beyond the immediate costs of rebuilding.The fires have disrupted breeding season, meaning calving next spring will be delayed or significantly reduced, he said.While damages were being calculated, ranchers and communities remained on alert, bracing for the potential of more fires this summer."At any given time, a lightning event or some more hot dry weather like they're predicting is going to create that atmosphere for more fires, so where is the next one and with what severity?"  Boon said of the focus of ongoing emergency planning discussions.For the first time, the cattlemen's association is working directly with emergency response crews, a change Boon said has helped mitigate the extent of the losses by allowing some ranchers to return to their properties to protect them.Some ranchers have said their operational losses could be as high as $3 million due to the fires, so it's not surprising that a number of them have evaded evacuation orders to stay behind and defend their livelihoods, Boon said.Boon said he's encouraging ranchers and others to irrigate their fields to make them less vulnerable to future fires.He's also asking the government to support ranchers and rural-based industries such as forestry and mining so they can rebuild once the fire season is over."It's a matter of how do we pull them out of their low," Boon said.A spokeswoman for the federal Agriculture Department said ranchers can access a number of disaster response programs at the provincial and federal levels.Federal Public Safety Minister Ralph Goodale announced on Saturday that the costs to rebuild will be shared by provincial and federal governments.About 19,000 people who were forced to leave their homes due to wildfires remained displaced Tuesday, and fire officials warned that more winds are anticipated for southern parts of the province on Wednesday and Thursday.Despite the concerns, Williams Lake Mayor Walt Cobb said the city is ready to welcome thousands of residents home, as soon as fire officials give the OK.About 10,000 people from the Interior city had to leave more than a week ago when flames from several wildfires threatened to cut highway access.Chief fire information officer Kevin Skrepnek is warning those heading home to remain vigilant and have an emergency plan ready if they have to leave again.He said the worst fires typically occur at the end of July and warm temperatures with a chance of lightning in the days ahead could cause flare-ups.—By Linda Givetash in VancouverThe Canadian Press.

"We all gathered on the beach. 1-in-100-year rainfall triggers flood, safety warnings for Churchill River in Sask.-[CBC]-YAHOONEWS-July 25, 2017

Saskatchewan's Water Security Agency is warning people to use caution around waterways in the Churchill River basin after a massive rainfall on Monday.The area in northern Saskatchewan has been experiencing record or near record wet conditions since mid-April, says the agency.Buffalo Narrows, Sask., got 111.8 mm of rain on Monday, more than its average monthly rainfall for the entire month. Most of the rain fell within a 12-hour period. The Water Security Agency says it was in excess of a one in 100-year event.Flows on tributaries to the Churchill River are expected to increase over the next few days. Flows on the Churchill River itself, which were already at near-peak levels, are also expected to increase over the coming weeks.There is the potential for flood damage at areas upstream of Patuanak, Sask., as the water level in the Churchill River there was near a 50-year high before Monday's rainfall.The agency advises less experienced users to avoid the rivers in the Churchill basin altogether as deep, fast moving water can pose a serious hazard.

Rome (AFP) - Plans to ration water in drought-hit Rome could have serious consequences for public health, Italy's health minister warned Wednesday.The Lazio region has said that emergency measures to battle the prolonged dry spell could lead to staggered water supply shutdowns in neighbourhoods in the capital for eight hours daily, starting from this weekend.Such a move could "seriously compromise sanitary hygiene standards in accommodation structures and restaurants in the capital, as well as in all public offices," Health Minister Beatrice Lorenzin said."But above all it could lead to grave problems in providing essential health services," she said.The dry spell has deprived Italy of 20 billion cubic metres of water so far this year -- the equivalent of Lake Como.The region's rationing threat follows the decision to stop withdrawing water from Lake Bracciano near Rome because it had dropped to such a low level that it risked sparking an environmental disaster.Acea, the utility firm which runs Rome's water system, has slammed the stop on using water from the lake as "unnecessary" and said earlier this week that the move left it no choice but to cut off supplies to residents.A meeting between Acea and the region on Wednesday failed to resolve the crisis."We will continue to work to find a solution... we will look at all developments that arise, particularly with respect to the sanitary aspect," regional assessor Fabio Refrigeri said."We will find a solution shortly," he told journalists.Ten regions across the country have called for a state of emergency to be declared after Italy suffered the second-driest spring in 60 years and rainfall in the first six months of the year was down 33 percent.

PHILADELPHIA — A nearly life-sized statue missing from an Italian church is returning home after spending decades in a Philadelphia home as a woman's personal shrine.Ed Nader told WHYY-TV (http://bit.ly/2tDlxC4 ) he was visiting Montauro, Italy, the birthplace of his great-grandmother, when he mentioned the statue depicting St. Pantaleon, considered the patron saint of physicians, tied to a tree that she had kept in a closet.The town mayor — coincidentally also named Pantaleon — became excited, Nader said, and told them through an interpreter that it belonged to the church, where its place had been sitting empty for years. Nader agreed to return it and paid to have it sent back in time for the saint's feast day on Thursday.The statue had been in the U.S. since 1946 when a group of Montauro parishioners brought it to Boston for a feast day parade, Nader said. For some reason, they left it with his great-grandmother in Philadelphia and never returned to retrieve it.She kept it a walk-in closet on the third story of her rowhome and lit candles at its base."As kids, every time we went to the third floor to go to the bathroom, we'd run past that room," Nader said. "We were so frightened of that statue. My mother, me, my aunt, her children, my children."When Nader's great-grandmother died, the statue moved with him to Exton, where his wife kept it hidden under a sheet in the den."He's not something you want to look at every day," she said. "If he had more of a majestic pose, maybe I would keep him in the living room."The Naders said they planned to be in Montauro for the feast day celebration.The Associated Press.

BRUSSELS, Today, 18:41-The European Commission has urged member states to continue data-sharing on air passengers despite a court ruling that put its legal model in doubt.Julian King, the EU commissioner for security issues, told press in Brussels on Wednesday (26 July) that the verdict “does not affect member states’ obligations to implement what we agreed”.The EU has so-called Passenger Name Records (PNR) deals in place with Australia, Canada, and the US, as well as an internal EU version and bilateral accords.They enable security services to share data on points such as travellers’ names, itineraries, payment methods, health problems, and meal preferences, for counter-terrorist purposes.But the EU court in Luxembourg said earlier on Wednesday that the Canada deal went beyond what was needed and violated the “fundamental right to respect private life”.King said the commission would “engage with Canada” in light of the ruling to see “what we're going to do to take account of the [court’s] points”.But he added that “exchanges of information such as PNR are critical for the security of our citizens, and the European commission will do what is necessary to ensure they can continue in accordance with the court's opinion and in full respect of fundamental rights”.He said 10 EU states were dragging their heels on transposing the EU’s PNR deal into national law in time for the deadline next May.He said other countries worldwide would “also like to have agreements for PNR with us” later down the line.Wednesday’s court verdict said that retention, transfer, and use of passenger data was legal.But it said that the 2014 Canada deal, which has not yet entered into force, should specify what kinds of sensitive data could be shared and should restrict automated analysis of information.It also said that letting Canada keep the data in huge banks for up to five years and to share it with non-EU states went too far."The PNR agreement may not be concluded in its current form because several of its provisions are incompatible with the fundamental rights recognised by the EU”, it said.Fans of PNR, such as the centre-right EPP group in the European Parliament, backed King’s upbeat analysis of the court decision.Axel Voss, a German EPP deputy, noted the court had agreed on PNR “in principle” despite its quibbles.“The agreement itself has been confirmed even if some have tried to interpret the ECJ’s [EU court’s] decision differently,” he said, adding “the protection of the data of all citizens is less important than the protection of the individual”.-Call for suspension-But for Jan Philipp Albrecht‏, a German green MEP, the court ruling had more damaging implications.“Everybody should know that therefore every other PNR agreement with the EU, the EU PNR and national PNRs are illegal, too”, he said on Wednesday.The European Digital Rights group, a pro-privacy NGO, agreed."The proposed EU/Canada PNR agreement was considered to be the least restrictive of all of the EU's PNR agreements. Brussels, Today, 15:03-The European Commission has given the Czech Republic, Hungary and Poland one month to change their minds on participating in the EU's migrant relocation scheme.“There is still time to change everything and come back to normality,” said EU migration commissioner Dimitris Avramopoulos on Wednesday (26 July).He announced that the commission had taken the next step in a legal procedure against the three central and eastern EU countries, for their unwillingness to take any migrants from Italy or Greece through a mandatory quota plan.This so-called infringement procedure began last month, when the commission sent letters of formal notice.“In their reply, none of these member states indicated that they would relocate a number of applicants swiftly to their territory,” said Avramopoulos.The second stage of the procedure is also a letter, called a reasoned opinion. The Czech Republic, Hungary and Poland have one month to reply – normally, the period is two months.The decision comes on the same day that an advocate general for the Court of Justice of the European Union said that the relocation plan, decided in September 2015, was legal.Hungary and Slovakia had filed a case against the decision, which they thought went beyond what member states can decide in the Council of the EU.The Czech Republic, Hungary, Romania and Slovakia were outvoted when the decision was taken.Hungary and Poland have since not taken any migrants, while Slovakia has taken 16, from Greece, according to figures released by the commission on Wednesday.Romania has relocated 45 migrants from Italy and 665 from Greece. The Czech Republic has taken twelve from Greece.The commission's monthly relocation and resettlement report contained “some very good news”, Avramopoulos said.In June, some 2,000 migrants were relocated from Greece, and almost 1,000 from Italy.“Here we are finally starting to see proper solidarity,” the Greek EU commissioner noted.He commended Finland, Latvia, Lithuania, Luxembourg, Malta, and “in particular” Sweden, for their relatively high numbers of relocations.“The majority of European countries are making enormous efforts in a real European spirit,” said Avramopoulos.“At same time, I regret that other member states continue to show no solidarity and to ignore our repeated calls to participate in this common effort.”Avramopoulos did not mention Austria, a country which, like Poland and Hungary, has not taken up any people through the scheme, but steered clear of being targeted by the commission's infringement procedure.When asked by EUobserver why the commission has not started a legal procedure against Austria, a commission source later said that the country “has made pledges recently and we expect them to finalise their first transfers soon”.The commission said in the report that Austria “has recently made three pledges in May, June and July for 50 persons to be relocated from Italy”.“It is urgently expected that the first pledge will translate into effective relocations soon,” the report said.The infringement procedure against the three EU member states can end in the Court of Justice, which could hand out fines. One of the men convicted of plotting to derail a Via Rail passenger train between New York and Toronto is now being treated for schizophrenia and wants to appeal his life sentence, a court heard on Wednesday.Chiheb Esseghaier and his accomplice Raed Jaser were found guilty in 2015 of conspiring to commit murder for the benefit of, at the direction of or in association with a terrorist group, as well as several other charges.Esseghaier, who up until recently did not believe he was mentally ill and refused treatment, chose to represent himself at the trial, during which he ranted, fell asleep and spat in court.While both men have already launched an appeal of their conviction, Esseghaier is now being treated with anti-psychotic drugs and realizes the "significance" of his sentence, his court-appointed lawyer said Wednesday.Erin Dann said Esseghaier was suffering from schizophrenic delusions that caused him to believe he was going to die and ascend to heaven on December 25, 2014."He understands that to be a delusion. He understands it is currently 2017 and that his previous delusions in that regard were products of his mental illness," Dann said.Esseghaier has instructed Dann to ask the Ontario Court of Appeal for more time to appeal his sentence."The diagnosis of schizophrenia has now been confirmed by a number of doctors. He has been treated with anti-psychotic medication and he is certainly doing much better than when I spoke to him soon after the verdict," Dann said in an interview following a brief hearing on Wednesday.-'Errors' made at trial-While Esseghaier was never examined prior to or during his trial, he underwent two psychiatric assessments ahead of sentencing.Justice Michael Code ultimately ruled that Esseghaier was fit to be sentenced and there was not "a scintilla of evidence" from the pretrial and trial to suggest he was unfit to stand trial.But Dann will argue to the Court of Appeal that Esseghaier's mental state meant he was not "meaningfully present" during his trial and unable to "fully engage" with the justice system."I think there were errors made at the trial in that regard," she said.Esseghaier was initially imprisoned at a correction centre in Quebec, but Dann revealed on Wednesday that he has since been moved to a facility in Abbotsford, B.C.Dann said she does not know why this move was made or what led to Esseghaier's acceptance of his mental illness and treatment for it, something he had previously refused."I think it will be important to look at the progress he has made since coming under treatment for schizophrenia and the results of the treatment with anti-psychotics. That may also give us some insight into what bearing those mental health issues were having on him during the trial," Dann said.-Jaser appeal-Jaser's lawyer, John Norris, said questions about Esseghaier's are a big concern for his client.Jaser sought to be tried separately from Esseghaier but the request was denied."It has a direct bearing on the severance question. UNITED NATIONS (Reuters) - U.N. investigators accused a Saudi Arabia-led military coalition of carrying out a deadly March attack on a Somali migrant boat off Yemen and said the alliance had become a cover for some states to avoid individual blame, according to a confidential report seen by Reuters on Wednesday.The coalition fighting the Iran-allied Houthi militia in Yemen has denied striking the boat in the Red Sea near the port of Hodeidah. The investigators said the attack killed 42 people and injured 34 of the more than 140 people onboard."This civilian vessel was almost certainly attacked using a 7.62 mm caliber weapon from an armed utility helicopter," the investigators, who monitor sanctions in Yemen, wrote in a 185-page report to the U.N. Security Council on Monday."The Saudi Arabia led coalition forces are the only parties to the conflict that have the capability to operate armed utility helicopters in the area," the report said. It said the helicopter was likely operating from a naval vessel.The coalition intervened in Yemen in 2015 in support of the internationally recognized government of President Abd-Rabbu Mansour Hadi. WASHINGTON — Eager to punish Russia for meddling in the 2016 election, the House on Tuesday overwhelmingly backed a new package of sanctions against Moscow that prohibits President Donald Trump from waiving the penalties without first getting permission from Congress.Lawmakers passed the legislation, 419-3, clearing the far-reaching measure for action by the Senate. If senators move quickly, the bill could be ready for Trump's signature before Congress exits Washington for its regular August recess. The Senate, like the House, is expected to pass the legislation by a veto-proof margin. The bill also slaps Iran and North Korea with sanctions.The 184-page measure serves as a rebuke of the Kremlin's military aggression in Ukraine and Syria, where Russian President Vladimir Putin has backed President Bashar Assad. The chairman of the Knesset Constitution, Law and Justice Committee annulled a Tuesday vote advancing a bill that would make it harder to withdraw from parts of Jerusalem in a any peace deal.Nissan Slomiansky (Jewish Home) agreed to overturn the vote passed hours earlier after opposition lawmakers complained that the amendment was brought to a vote on a single day’s notice, preventing any serious debate, according to Israel Radio.The amendment to the Basic Law: Jerusalem would require the approval of 80 MKs — or two-thirds of the Knesset — for the handover of any part of the capital to a future Palestinian state.Following the cancellation, the committee is set to vote again on Wednesday. Then the bill is slated to face its first reading in the plenum later in the day.“The purpose of this law is to unify Jerusalem forever,” Jewish Home chairman Naftali Bennett said in a statement before introducing the legislation in June. “Reaching a majority of 80 MKs in order to divide Jerusalem is impossible and has no feasibility in the Knesset, which is why this law is so important.”Currently the Jerusalem Law, passed in 1980 and amended in 2000, states: “No authority that is stipulated in the law of the State of Israel or of the Jerusalem Municipality may be transferred either permanently or for an allotted period of time to a foreign body, whether political, governmental or to any other similar type of foreign body.”With no provision in the Basic Law specifying how it can be amended, it currently can be overturned with a simple majority. Muslim leaders advised worshipers to continue to stay away from the Temple Mount on Tuesday, even after Israel removed the metal detectors and security cameras that touched off a boycott of the holy site.The Waqf Islamic trust, which administers the site, said a decision to continue the boycott was pending a review of the new Israeli security arrangements there.Ikrema Sabri, the head of the Supreme Islamic Committee in the city, said such a review might be completed later on Tuesday.Muslim worshipers have stayed away from the sacred compound since Israel installed metal detectors there last week following a terror attack at the site on July 14. AMMAN, Jordan — Thousands of Jordanians chanted “death to Israel” as they attended the Tuesday funeral of a teenage assailant shot dead by an Israeli embassy security guard.Mohammed Jawawdeh, 17, was killed Sunday, when he attacked the guard with a screwdriver at the embassy compound.A second Jordanian was also killed, apparently by accident, and will be buried Thursday.The killings sparked a standoff between Israel and Jordan amid tensions over the Temple Mount, where Israel imposed new security measures after a deadly mid-July attack on police.Mourners set off with Jawawdeh’s coffin from Wihdat city, home to a large Palestinian refugee camp east of Amman, towards the cemetery in nearby Umm al-Hiran, where he was buried.They carried pictures of the 17-year-old along with Palestinian and Jordanian flags, and chanted “Death to Israel”.“We will go to Jerusalem as martyrs by the millions,” they chanted.Jawawdeh’s uncle, Sami, said the family is urging Jordan’s King Abdullah II to avenge his death “because he is the one who can decide in such matters”.“Mohammed’s blood did not flow in vain,” he added, saying it paved the way for Israel’s removal early Tuesday of metal detectors at entrances to the Temple Mount, which houses the Al Aqsa Mosque and the Dome of the Rock.Israel had installed the devices following a July 14 attack in which three Arab Israelis killed two policemen who were on duty just outside the compound. Les Waters will never forget his reaction after he ate a hamburger at a restaurant in January 2015."It's like your throat swells up, you can't breathe, your blood pressure drops, and you black out," said the 63-year-old man from Harcourt, a small community in eastern Ontario.Waters, an avid hunter and meat lover, learned he had developed a rare allergy to everything made from beef, pork and lamb.A bite from a tiny tick, recently spotted in Canada, is to blame.The culprit, the lone star tick, is named for the white dot or lone star on the back of the female. Native to the southeastern United States, it has slowly migrated north, hitching a ride on birds, deer, and domestic animals.Waters is not sure where the tick found him, but he suspects it might have been on a hunting trip in northern Quebec. The lone star tick has been found in neighbouring New Brunswick."The two we have which were contributed to us by people in New Brunswick, one fed from a human and one fed from a dog," said Prof. Vett Lloyd, a biologist at Mount Allison University in Sackville, N.B.Dr. Lloyd says the lone star tick, unlike other ticks, is aggressive. "It is one of the few that will actually chase their prey. Once they know that you're there, they will trundle towards you," she said.How these ticks cause the allergy that affects Waters, which was first identified in the 1990s, is complicated.When the tick bites a person, it spits a protein called alpha gal into the blood.That's a compound present in beef, pork and lamb, and humans usually digest it harmlessly. But when it appears elsewhere in a person's body, for example in the bloodstream, it causes a strong reaction.The body develops antibodies to fight back, and the battle causes symptoms that range from a general rash to a severe anaphylactic reaction. There is no treatment yet.It took almost two years for Waters to get a diagnosis from an allergist, and much of the work was through his internet sleuthing.Part of the problem is that the effects of this allergy, unlike food allergies, don't appear immediately. "It comes hours after I eat something. They [the doctors] had no clue, basically. Now they know about it. Not all of them, but they're getting better at it," he said.-'A novel allergy'-Dr. Gordon Sussman, an allergist in Toronto, says, "It's a novel allergy that sort of changes our concept because you can see reactions occurring several hours later. It's going to change the way we investigate allergies."Lloyd says that while sightings of the lone star tick are rare in Canada, that might soon change."There's going to be more of them simply with climate change, with the environment warming. Ticks that were comfortable in the south are going to be more comfortable in the north," she said.The Public Health Agency of Canada is aware that the lone star tick is expanding its range and is identifying Canadian locations that may soon fall within it.-A boring diet-As for Waters, who loves to hunt, there's an irony in developing this allergy. "I have all sorts of wild game in my freezer and I just have to give it away now. I'm just going to have to give this up," he says.He carries an EpiPen now and avoids red meat, although the temptation is always there.Waters calls the allergy "an annoyance."Still  for the diehard carnivore, it's a tough transition. Rome (AFP) - The historic fountains in Saint Peter's Square at the Vatican lay empty Tuesday after the tiny city state turned them off as Italy struggles with a prolonged draught.The dry basins of the two fountains by 17th-century sculptors Carlo Maderno and Gian Lorenzo Bernini were symbolic of a period of sweltering temperatures which have devastated farms and forced Rome to consider water rationing.Ten regions across the country have called for a state of emergency to be declared after Italy suffered the second-driest spring in 60 years and rainfall in the first six months of the year was down 33 percent.The dry spell has deprived Italy of 20 billion cubic metres of water so far this year -- the equivalent of Lake Como.And there is little hope for those anxiously watching the skies in the capital: the national meteorological service has predicted small showers in the coming days but not enough to relieve the pressure.Some 300 of the city's famous "big nose" public fountains -- so called because of their shape -- have already been turned off and more will follow.The Lazio region is considering rationing water in Rome from Saturday for 1.5 million inhabitants for up to eight hours a day -- though the proposal is being fiercely challenged by the city's anti-establishment mayor.The rationing threat follows the decision to stop withdrawing water from Lake Bracciano near Rome because it had dropped to such a low level that it risked sparking an environmental disaster.Acea, the utility firm which runs Rome's water system, has slammed the stop on using water from the lake as "unnecessary" and said the move left it no choice but to cut off supplies to residents.- 'Rome water network leaking' -Farmers from the southern island of Sicily to the country's northern plains are also raising the alarm.The Po river, on which 35 percent of the nation's agricultural production depends, lies 50 centimetres (20 inches) lower than the same period last year, according to Coldiretti, Italy's agricultural union.The union estimated that losses suffered by farmers and live-stock owners would exceed two billion euros ($2.3 billion), with production of crops from cereals to olives and tomatoes hit in two-thirds of the country.Geologist Mario Tozzi told AFP that fountains were not the problem, the real issue was wasted water."The water network in Rome is leaking, almost 40 litres out of 100 are lost," he said, adding that the cost of repairing damaged pipelines across Italy was estimated at about 60 billion euros.He also pointed the finger at the low price of water: "Farmers pay so little that they don't bother to put in place a system that would allow them to save water, it makes more sense for them to waste it," he said.

BALLARAT, Australia (Reuters) - One of the pope's top advisers, Cardinal George Pell, makes his first court appearance in Australia this week on charges of historic sex crimes, a bitter reminder for his home town reeling from more than a dozen abuse cases.Pell, the Vatican's economy minister, last month became the most senior Catholic to be charged with sex crimes. He has vowed to fight the still-unspecified charges, calling them false and the result of a "relentlelss character assassination". He declined to respond to interview requests for this story.He is expected to appear before Melbourne Magistrates' Court on Wednesday.Police have not released details of the charges, but the start of Pell's court battle in Melbourne revisits a troubled past for Ballarat, the former gold town of 100,000 people 75 miles (120 km) to the west where Pell grew up and cut his teeth as a priest in the 1970s and 1980s.Before a 2013 state government inquiry into institutional abuse, Ballarat was best known to Australians as the site of the Eureka Stockade, a bloody 1854 uprising by goldminers against colonial authorities.But the government inquiry exposed shocking accounts of child abuse and allegations of a cover-up in the Ballarat diocese over many generations, sparking a more powerful federal Royal Commission that heard testimony from hundreds of people, including allegations against 17 priests in Ballarat alone.At least five priests from the diocese have been jailed for abuse. Supporters of the victims have tied hundreds of colorful ribbons to the fence outside the city's main Catholic church, St Patrick's.Pell, 76, testified at both inquiries, mostly about his knowledge of the handling of complaints against the church when he was a young priest in the 1970s and 1980s. JERUSALEM (Reuters) - Israel removed metal detectors from entrances to the Aqsa mosque compound in Jerusalem's Old City on Tuesday in favor of CCTV cameras, hoping to calm days of bloodshed, but Palestinians said the modified security measures were still unacceptable.Israel installed the detectors at entry points to Al-Aqsa mosque compound in Jerusalem after two police guards were fatally shot on July 14, setting off the bloodiest clashes between Israelis and Palestinians in years.The spike in tensions and the deaths of three Israelis and four Palestinians in violence on Friday and Saturday raised international alarm and prompted a session of the United Nations Security Council to consider ways of defusing the crisis."All parties should work to reduce these tensions and we offer whatever assistance we can in helping to do this," Nikki Haley, U.S. ambassador to the United Nations, told the Security Council in New York. "At the holy sites, it's vital that both access and security be ensured." JERUSALEM — Muslim leaders urged the faithful Tuesday to keep up their prayer protests and avoid entering a contested Jerusalem shrine, even after Israel dismantled metal detectors that initially triggered the tensions.Israel said it would replace the metal detectors with new security arrangements based on "advanced technology" to be installed in the next six months. This reportedly refers to sophisticated cameras.Muslim clerics have demanded that Israel restore the situation at the shrine — the third-holiest in Islam and the most sacred in Judaism — to what it was before it installed the metal detectors last week.The clerics said Tuesday they need time to study the proposed new Israeli measures but suggested a decision could be made by the end of the day."We need to know all the details before we decide to pray inside the compound," said Mohammed Hussein, the top Muslim cleric, or mufti, in Jerusalem.Muslim worshippers heeded the clergy's call, with dozens performing noon prayers Tuesday in the streets outside the shrine.The continued protests meant that the escalating crisis between Israel and the Muslim world, which began in mid-July, was not defused, even after Israel backed down on the metal detectors.Jordan, the Muslim custodian of the shrine, has played a key role in trying to end the showdown over the holy site.Jordanian Foreign Minister Ayman Safadi said the kingdom wants "calm to return" to the shrine and to see a historic status quo there restored. He confirmed previous accounts that the guard fired after being attacked with a screwdriver by one of two Jordanians delivering furniture to a residential building linked to the embassy.The attack was preceded by a verbal dispute, the minister said.The Jordanian was later identified as Mohammed Jawawdeh, the 16-year-old son of the owner of a furniture store. The owner of the building, who stood next to Jawawdeh during the confrontation, also was hit by gunfire and later died of his wounds.Hundreds of mourners attended the teen's funeral. The Syrian military declared a cessation of hostilities there on Saturday.But Russia, a military ally of President Bashar al-Assad, dismissed reports of air strikes in the area as "an absolute lie" meant to discredit Moscow's peacemaking efforts."During working contacts with representatives of opposition groups in Eastern Ghouta it was confirmed that no military actions had been conducted in this de-escalation zone, there had been no air strikes," the Russian defense ministry spokesman said in a statement on Tuesday.Russia said on Monday it had deployed military police in Eastern Ghouta to try to enforce a de-escalation zone it said it had agreed with the Syrian opposition there.In a second statement, issued late on Tuesday, the Russian Defence Ministry said it had delivered 10 tons of food and medical supplies to Eastern Ghouta, and evacuated sick and injured civilians from opposition-held areas.Tuesday's shelling near the Russian embassy marked the first time rebels had hit government-held areas of central Damascus since the truce began.The Observatory said the overnight air strikes wounded 30 people in Eastern Ghouta while another four were injured by further air strikes that targeted the area on Tuesday morning.The Civil Defence for rural Damascus, a rescue service operating in the area, said the dead included five children and two women.In a statement on its Facebook page, it put the number of wounded and missing at 50. The air strikes hit the area at 11 p.m. (2000 GMT), it said.There was no immediate comment from the Syrian military on the report, and no mention of air strikes by state media.Witnesses said three mortar shells landed in the neighborhood where the Russian embassy is located in northeastern Damascus. DAMASCUS (Reuters) - Syria views a U.S. decision to halt CIA support to rebel groups fighting to topple President Bashar al-Assad as a "start" toward ending the six-year conflict, a government minister told Reuters."All these steps are the start to solving the Syrian crisis, and without that there is no solution," national reconciliation minister Ali Haidar said in an interview.But speaking generally about the conflict, he said what was really needed was for foreign states to completely seal off borders across which arms and fighters have flowed throughout the war, which has killed hundreds of thousands of people."As long as there are areas left like open wounds, there will be no solution," he said, without specifying which areas these were.Haidar also said the government intended to reach more "reconciliation agreements" with insurgents in parts of Syria delineated as "de-escalation zones" under diplomatic efforts led by Russia.His comments reflected the government's satisfaction with U.S. President Donald Trump's decision, announced by U.S. officials last week, to end the CIA program set up in 2013 to equip and train certain vetted rebels.The move marks a further blow to the opposition and a boost for Assad, whose position already appeared militarily unassailable. But Haidar said it was more of a U.S. admission of failure than a genuine policy shift."All the American attempts to fund and arm and train groups it called moderate factions ... have failed."The program overseen by the CIA has funnelled aid to rebels in southern and northern Syria, with support from Jordan, Saudi Arabia, Turkey, Qatar and the United Arab Emirates. The tweet was reported by the Syrian state news agency and state-run TV.Rebels have said the support always fell far short of what they needed to make a decisive difference in the war with Assad, who received more robust backing from his allies Russia and Iran.Assad's military advantage has helped the government suppress pockets of opposition in western Syria, through local deals in which rebels and civilians are given the choice of evacuating or accepting state rule.Haidar said the government intends to reach more such agreements with rebels. Russia has been working to establish de-escalation zones in the major rebel strongholds of western Syria, notably Idlib province in the northwest and the eastern Ghouta area near Damascus.Moscow and Washington have also brokered a separate ceasefire for southwestern Syria earlier this month."The Syrian government and allied countries are working on many details for the ... de-escalation zones to pave the way for real reconciliations," Haidar said."We will not accept anything less than that."Damascus describes such deals as a "workable model" that brings the country closer to peace. Arab states add 18 people, groups to terrorist lists: statement-[Reuters]-YAHOONEWS-July 25, 2017

DUBAI (Reuters) - Four Arab countries have added 18 more groups and individuals that they say are linked to Qatar to their "terrorist" lists, Saudi state news agency SPA reported on Tuesday, further escalating a row with Doha that has stoked regional tensions.The lists now include three Yemeni charities, three Libyan media outlets, two armed groups and a religious foundation, some of which are already subject to U.S. sanctions."The terrorist activities of the aforementioned entities and individuals have direct and indirect ties with the Qatari authorities," a statement issued by Saudi Arabia, Egypt, the United Arab Emirates and Bahrain said.The four states cut ties with Qatar - a major global gas supplier and host to the biggest U.S. military base in the Middle East - on June 5, accusing it of financing militant groups in Syria, and allying with Iran, their regional foe.The row erupted following remarks attributed to Qatar's emir, Sheikh Tamim bin Hamad al-Thani, in which he was quoted as praising Gaza's ruling Islamist Hamas movement and calling Iran an "Islamic power" on May 23. Qatar said the emir did not make the remarks and the agency's website had been hacked.Qatar has not yet commented on Tuesday's updated list, but last month it denied the allegations and dismissed charges of support for Islamist militancy, calling them "baseless allegations that hold no foundation in fact".Mediation efforts led by Kuwait and shuttle diplomacy by Western officials, including U.S. Secretary of State Rex Tillerson and Turkey's President Tayyip Erdogan have failed to end what has become the worst rift between Gulf Arab states in years.Tuesday's statement accused Qatari, Kuwaiti and Yemeni nationals of helping to raise funds for al Qaeda. Immigrants wept, pleaded for water and pounded on the truck-[The Canadian Press]-YAHOONEWS-July 24, 2017

SAN ANTONIO — The tractor-trailer was pitch-black inside, crammed with maybe 90 immigrants or more, and already hot when it left the Texas border town of Laredo for the 150-mile trip north to San Antonio.It wasn't long before the passengers, sweating profusely in the rising oven-like heat, started crying and pleading for water. Children whimpered. People took turns breathing through a single hole in the wall. They pounded on the sides of the truck and yelled to try to get the driver's attention. Then they began passing out.By the time police showed up at a Walmart in San Antonio around 12:30 a.m. Sunday and looked in the back of the truck, eight passengers were dead and two more would soon die in an immigrant-smuggling attempt gone tragically awry.The details of the journey were recounted Monday by a survivor who spoke to The Associated Press and in a federal criminal complaint against the driver, James Matthew Bradley, who could face the death penalty over the 10 lives lost."After an hour I heard ... people crying and asking for water. I, too, was sweating and people were despairing. That's when I lost consciousness," Adan Lara Vega, 27, told the AP from his hospital bed. By the time he came to, he was in the hospital, where his ID bracelet identified him by the last name Lalravega. Mexican consulate and U.S. officials later told AP the correct spelling was Lara Vega.Bradley, 60, of Clearwater, Florida, appeared in federal court on charges of illegally transporting immigrants for financial gain, resulting in death. He was ordered held for another hearing on Thursday.He did not enter a plea or say anything about what happened. But in court papers, he told authorities he didn't realize anyone was inside his 18-wheeler until he parked and got out to relieve himself.In addition to the dead, nearly 20 others rescued from the rig were hospitalized in dire condition, many suffering from extreme dehydration and heatstroke.Mexico's foreign ministry released a statement Monday night that said "according to preliminary information," 25 of the migrants inside the rig were Mexican.Four of those who died and 21 of those hospitalized are Mexican, the statement said. Some of the others inside the truck were from Guatemala.Many of the immigrants had hired smugglers who brought them across the U.S. border, hid them in safe houses and then put them aboard the tractor-trailer for the ride northward, according to accounts given to investigators."Even though they have the driver in custody, I can guarantee you there's going to be many more people we're looking for to prosecute," said Thomas Homan, acting director of U.S. Immigration and Customs Enforcement.Bradley told investigators that the trailer had been sold and he was transporting it for his boss from Iowa to Brownsville, Texas. After hearing banging and shaking, he opened the door and was "surprised when he was run over by 'Spanish' people and knocked to the ground," according to the criminal complaint.He said he did not call 911, even though he knew at least one passenger was dead.Bradley told authorities that he knew the trailer refrigeration system didn't work and that the four ventilation holes were probably clogged.The truck was registered to Pyle Transportation Inc. of Schaller, Iowa. President Brian Pyle said that he had sold the truck to someone in Mexico and that Bradley was supposed to deliver it to a pick-up point in Brownsville."I'm absolutely sorry it happened. I really am. It's shocking. I'm sorry my name was on it," Pyle said, referring to the truck. He said he had no idea why Bradley took the roundabout route he described to investigators.Bradley told authorities that he had stopped in Laredo — which would have been out of his way if he were travelling directly to Brownsville — to get the truck washed and detailed before heading back 150 miles (240 kilometres ) north to San Antonio. From there, he would have had to drive 275 miles south again to get to Brownsville."I just can't believe it. I'm stunned, shocked. He is too good a person to do anything like this," said Bradley's fiancee, Darnisha Rose of Louisville, Kentucky. "He helps people, he doesn't hurt people."One passenger described a perilous journey that began in Mexico, telling investigators he and others crossed into the U.S. by raft, paying smugglers 12,500 Mexican pesos (about $700), an amount that also bought protection offered by the Zeta drug cartel.They then walked until the next day and rode in a pickup truck to Laredo, where they were put aboard the tractor-trailer to be taken to San Antonio, according to the complaint. The passenger said he was supposed to pay the smugglers $5,500 once he got there.Another passenger told authorities that he was in a group of 24 people who had been in a "stash house" in Laredo for 11 days before being taken to the tractor-trailer.Lara Vega told the AP that he was told by smugglers who hid him and six friends in a safe house in Laredo that they would be riding in an air-conditioned space.The Mexican labourer from the state of Aguascalientes said that when they boarded the truck on a Laredo street Saturday night for the two-hour trip to San Antonio, it was already full of people but so dark he couldn't tell how many.He said he was never offered water and never saw the driver. Lara Vega said that when people are being smuggled, they are told not to look at the faces of their handlers — and it's a good idea to obey.Bradley told authorities that when he arrived in San Antonio, nobody met the tractor-trailer. But one passenger said six black SUVs were waiting to pick up the immigrants and were full in a matter of minutes.
