BRUSSELS, Today, 14:40-EU heads of state and government will be focusing on security and defence at a summit in Brussels next week on Thursday and Friday.Draft summit conclusions seen by EUobserver on Thursday (15 June) demand social media giants to develop "new technology and tools" to automatically remove any content that promotes incitement to violence.The proposal follows a joint UK-French campaign launched earlier this week to crack down on any content that promotes hate and terrorism.French president Emmanuel Macron and UK prime minister Theresa May had also suggested possible legal liabilities for firms that refuse to comply.Germany had already approved a bill in April that would impose fines of up to €50 million on social networking sites that fail to remove the offending content swiftly enough.The draft conclusions do not mention fines, but the push for industry to be more proactive will likely be a priority among EU leaders, given that the suggestion to efface the online content is listed as the first of 16 summit conclusions.Leaders are also asking the European Commission to come up with draft legislation based on the conclusions of a report from the so-called high-level expert group on interoperability.That report, published in May, suggests creating a European search portal, a shared biometric matching service, and a common identity repository.The European search portal would help police and customs officers to access several EU information systems simultaneously – receiving combined results on one single screen.The shared biometric matching service would allow authorities to search fingerprint data held in all information systems with a single search.The common identity repository means core identity data, such as the name, date of birth, or gender, would not be duplicated across the different databases."This is not about creating an enormous database where everything is interconnected," Julian King, the EU commissioner for security, had told MEPs last month.King had also noted that the EU commission would soon float a bill on greatly increasing the size of a Tallinn-based EU agency, which hosts large-scale IT security systems.-External security and defence-The draft summit conclusions also have leaders demanding a swift agreement on the European Defence Industrial Development Programme.The programme is part of the recently-launched European Defence Fund that seeks to use EU money to help finance defence research among EU member states.It also asks EU states to draw up a list of security and defence commitments, within three months, that they could share in the so-called Permanent Structured Cooperation (Pesco).Pesco gives a core group of participating EU member states the ability to launch joint security projects.-Migration-Leaders are also expected, according to the draft conclusions, to pile on the pressure to get countries in places like Africa to start accepting citizens who have been ordered to leave the EU.For years, the EU has been trying, with little success, to get foreign governments to accept special EU-drafted travel documents for people without IDs.They also want to step up the training of the Libyan naval coastguard, as a measure to prevent people from leaving the coast towards Italy.The Libyan coastguard has already returned an estimated 23,000 people since 2016, whereas in 2015, they only managed 1,000.Those rescued are then taken to any number of detention centres, where they are likely to face abuse and exploitation.Austria is pushing to set up reception centres in Egypt and Tunisia to screen asylum hopefuls, but EU officials have rejected such plans.Efforts are however underway to start sending people, who are stuck in Libya, back to their home countries under an assisted voluntary return scheme that is run by the Geneva-based International Organisation for Migration (IOM).The aim is to send at least 10,000 back to their home countries from Libya by the end of the year. So far, nearly 5,000 have already been dispatched from Libya this year under the IOM-run programme. Most are sent back to Nigeria, Senegal, and Mali.-No Brexit talk and other items-The draft conclusions make no mention of the brewing debate on the UK to leave the European Union, given that those discussions will take place in a separate meeting over dinner on Thursday (22 June) among the EU27 leaders.Britain has been pushing to start free trade negotiations in parallel to divorce talks. Trade does figure in the summit conclusions, but only in broad terms and asks, among other things, for the co-legislators to agree on "WTO-compatible trade defence instruments."The Paris agreement on climate change, the digital single market, and digital Europe also get special mentions.

PRAGUE, Today, 13:37-Theresa May's plan seemed so simple: we're way ahead in the polls, so let's call an election, grab a great majority and start building a strong and stable Britain.Instead, she found out that the British people are tired of empty slogans and that they don't believe she is the right person to lead the UK through the complex Brexit negotiations.Theresa May remains the British prime minister so far, and is willing to do anything it might take to get life support from the Northern Irish extremists, the Democratic Unionist Party (DUP).Nobody else is willing to touch the Conservatives, and thus May could soon be pushed out of 10 Downing Street.So far, her survival strategy was to ritually sacrifice her closest advisers – but it is not only foreign secretary Boris Johnson (despite the loud public denials) that is sharpening his knives.If May had learned her lesson from former UK prime minister David Cameron's EU referendum disaster and did not call the unnecessary election, London would be fully focused on finalising the preparations for Brexit negotiations right now.-Europe's strong hand-Europe is heading into the talks next week with a clear, detailed and published mandate, unanimously approved by all 27 member states.However, on the British side of the table, there will be representatives of a very weak government with an unknown mandate, since the unrealistic phrases from the Tory election manifesto are exactly that – unrealistic.Moreover, the European negotiators will have to keep asking: will our British partners even be at the table a few months down the road? Or will we have to go through every single issue again if there is another snap election and a new British government? Maybe Theresa May will strike the deal with the Northern Irish Unionists and survive, maybe it will be somebody else who will close the deal and replace the prime minister.But whatever survival agreement the Tories get, it will be very fragile and we may see another election in the fall.If the Brexit clock were not ticking, we could simply watch the unfolding situation as an interesting case study on how a formerly successful political party totally lost its feel for reality and made two very bad decisions within two years, under two leaders – the unnecessary referendum on EU membership and the unnecessary early election.-Weakening position-However, May started the two-year Brexit countdown at the end of March and so far achieved only two things – wasting three out of about 18 months we have to close the deal before it heads to national parliaments for approval, and significantly weakening the British position.May wanted the snap election to strengthen the Conservative majority, since her original majority of 17 votes was not enough to get many key things through the parliament.And Europe hoped a stronger majority would liberate May from the choke-hold of the Tory Brextremist MPs, and enable her to agree to a deal that makes sense for both sides.Instead, we will negotiate with a weak government that must rely on extreme partners and where basically every government MP holds a veto, thus reducing the trustworthiness of the British negotiators to almost zero.Whatever the British negotiators claim, there is simply no guarantee that any agreement will be passed by the current UK parliament.Unless there is a new election this fall that brings about a government with a reasonable majority, the risk of "no deal" scenario will increase immensely.And, if there is no deal, Britain will simply tumble out of the EU in March 2019.We will spend years fighting lawsuits about payments and liabilities, the Europeans will lose their rights in the UK, and British firms will smash their heads against the wall that will suddenly appear between the EU and the UK, as there will be no free trade deal in place.If this worst-of-all scenarios does materialise, the UK will pay a terrible price for the foolishness of David Cameron and Theresa May. He and his wife, Cindy, planned a Thursday news conference.The public appearance will be at Wyoming High School, one of Ohio's top-rated schools. Warmbier graduated from there in 2013 as class salutatorian and had played soccer.Residents of the northern Cincinnati suburb tied blue-and-white ribbons, the school colours , to trees near the family home. Joy at his release was mixed with concern after his parents said they were told he had been in the coma for over a year.Former New Mexico Gov. The assailant, who had nursed grievances against President Donald Trump and the GOP, fought a gun battle with police before he, too, was shot and later died.Colleagues said Scalise, who had been fielding balls at second base, dragged himself away from the infield, leaving a trail of blood before they rushed to his assistance. He was listed in critical condition Wednesday night at a Washington hospital, which said he will require several more operations.The shooter was identified as James T. Hodgkinson, a 66-year-old home inspector from Illinois who had several minor run-ins with the law in recent years and belonged to a Facebook group called "Terminate the Republican Party."Capitol Police officers who were in Scalise's security detail wounded the shooter, who was taken into custody. Israel is reportedly in talks with Egypt and the European Union to head of an impending humanitarian crisis in the Gaza Strip amid an escalating crisis over electricity supply to the Hamas-run Palestinian enclave, according to a report on Wednesday.Sources in Israel told the Israeli daily Haaretz on Wednesday that discussions were underway with Cairo and with European countries on ways to solve the power supply to the Strip, after Prime Minister Benjamin Netanyahu attempted to distance Israel from the situation by saying the matter was an internal Palestinian dispute between Hamas and the Palestinian Authority.Netanyahu’s comments came a day after the Israeli security cabinet decided Sunday night it would cut the amount of power it supplies to Gaza, at the request of Palestinian Authority President Mahmoud Abbas who is seeking to ramp up pressure on Hamas, the ruling party in the Strip and his Fatah party’s bitter rival.Egypt, meanwhile, which has tense relations with Hamas, has offered the terror group more freedom at its border and much-needed electricity, in exchange for it agreeing to a list of security demands, Arab media reported Tuesday.The list of includes a demand that Hamas hand over 17 men wanted by Cairo on terrorism charges, more protection by Hamas at the border, the cessation of weapons smuggling into the Sinai, and information on the movement of militants into Gaza via underground tunnels, the London-based Arabic daily Asharq al-Awsat reported.Gazans currently receive only three or four hours of electricity a day, delivered from the territory’s own power station and others in Israel and Egypt. In April, the PA told Israel that it would only pay NIS 25 million ($11.1 million) of the NIS 40 million ($5.6- 7 million) monthly bill. The feud between Palestinian factions that has led to an electricity crisis in the Gaza Strip has also brought about a serve shortage of medicine and medical equipment in the Hamas-run enclave, a rights watchdog said this week, detailing a worsening humanitarian situation.According to information given to Physicians for Human Rights (PHRI) Israel by Gaza’s Hamas-run health ministry, “one-third of essential medicines and more than 270 medical equipment items for operating rooms and intensive care units can no longer be obtained in the Health Ministry’s storerooms and in Gaza hospitals.“The organization said the cause of the shortages is the Palestinian Authority’s slashing of funds sent to Gaza, including for healthcare operations and medical supplies.The PA, according to information given to PHRI, used to pay $4 million monthly for the regular operations of 13 government hospitals and 54 primary care centers. In April it was down to $2.3 million, and in May it fell to just $500,000, the organization said.In April, the Israeli daily Haaretz quoted a senior adviser to PA President Mahmoud Abbas who said Ramallah is slashing the health care budget for Gaza as part of the series of measures meant to coerce Hamas to relinquish some control of the Strip and give it back to the PA.“We realize this sounds cruel, but in the end, after 10 years of the split and Hamas rule in the Strip, [Hamas] must decide whether it will control things in every sense, including ongoing expenses, or let the Palestinian government rule,” the adviser said.On Sunday, Israeli ministers decided to heed a request by Abbas to slash the amount of electricity provided to Gaza, significantly ramping up tensions with Hamas, which warned the move could lead to an outbreak of violence.Both Israel and the PA charge that Hamas would have the money to supply Gaza’s power needs if the group didn’t expend a large part of its resources on armament and preparation for future conflict with the Jewish state.With the cuts, the amount of power the Strip’s 2 million residents receive will be cut by around 45-60 minutes a day from the 4-6 hours they currently get.The power cuts could hit hospitals particularly hard, with little fuel to keep emergency generators running.According to a Gaza health ministry document given to The Times of Israel by PHRI, the stocks of fuel to power hospital generators will run out by mid-July.The monthly average fuel needed to meet the demand for the ministry’s hospitals, the document states, is 430,000 liters per month, costing approximately $450,000.According to the physicians group, there is also a severe lack of medicines and equipment in the Palestinian enclave.PHRI, quoting statistics from the Hamas-run ministry, said most cancer patients are not able to receive proper treatment because of shortfalls.One of the hardest hit groups due to the medicine shortage are 321 patients suffering from the chronic lung disease of cystic fibrosis, mostly children, who can’t get the relevant pills and vitamins.“In the Gaza Strip, there are 321 patients who require 40,000 Creon pills, but the storerooms are completely empty and the supply level reached zero,” said Ashraf A-Shanti, Chair of the Association of Cystic Fibrosis Patients in Gaza, according to a statement released by PHRI.The electricity crisis in the Strip also means the patients cannot use their breathing regulating devices due to the frequent power failures.In addition, some 240 infants with developmental deficits have no more access to therapeutic milk formula, to treat complicated severe acute malnutrition, which “is essential to the infants’ physiological and cognitive development,” PHRI said.PHRI Executive Director Ran Goldstein told The Times of Israel on Monday that he believes Israel is also partly responsible for the current crises in Gaza.“The responsibility is not only on one side.The fact that the PA isn’t transferring funding for the health system is their responsibility, but the fact that Israel still controls, together with Egypt, every port in Gaza…imports and exports, it still has a lot of responsibility,” he said.“Israel can choose a better approach that can save innocent people from dying,” he added.The Jewish state, he said, can provide funds, medicines, electric power and open Gaza to the outside world for “urgent” humanitarian help.Israel and Egypt maintain a blockade on the Strip, which Jerusalem says is needed to keep materials that could be used for terror activity or in fighting against Israel. WASHINGTON — US Secretary of State Rex Tillerson told senators on Tuesday that the Palestinian Authority has changed its policy and intends to stop paying the families of terrorists jailed for attacking or killing Israelis.“They have changed that policy and their intent is to cease the payments to the families of those who have committed murder or violence against others,” Tillerson said. “We have been very clear with them that this [practice of paying terrorists] is simply not acceptable to us.”Tillerson’s comments were made during a public hearing on Capitol Hill with the Senate Foreign Relations Committee about the US State Department’s budget. US President Donald Trump has proposed cutting the State Department funding levels by 28.7 percent.Asked about US foreign policy going forward, specifically pertaining to the Palestinian Authority’s policy of paying terrorists, Tillerson said that both he and Trump discussed the issue with Palestinian Authority President Mahmoud Abbas during their recent meetings in Washington and Bethlehem.“The president raised it, and I had a bilateral meeting with [Abbas] later and I told him: You absolutely have to stop this,” Tillerson said.When Trump met with Abbas in Washington on May 3, the White House said the US president brought up the issue with the Palestinian leader.“President Trump raised his concerns about payments to Palestinian prisoners in Israeli jails who have committed terrorist acts, and to their families, and emphasized the need to resolve this issue,” the White House said at the time.Many GOP leaders on Capitol Hill urged the US president to push Abbas on this practice before that meeting.Trump met a second time with Abbas, in Bethlehem, on May 23, and told him: “Peace can never take root in an environment where violence is tolerated, funded or rewarded.”In February, South Carolina Sen. London (AFP) - At least 12 people perished on Wednesday after a massive inferno tore through a London apartment block, with witnesses reporting terrified residents had leapt from the tower and dropped their children in a desperate bid for survival.As smoke continued to billow from the gutted building, survivors voiced anger over longstanding safety fears at the 24-storey Grenfell Tower, which was home to between 600 and 800 people.Parents wrapped wet towels around their children as they tried to escape, while others were seen desperately waving for help from the higher floors, which firefighters could not reach at the blaze took hold."There are now 12 people that have died that we know of," police commander Stuart Cundy told reporters at the scene."I do anticipate that the number of fatalities will sadly increase" he said, adding that he did not expect fire crews hunting through the debris to find any survivors.Seventy-eight people were being treated in hospitals, 18 of whom are in a critical condition.The alarm was raised just before 1:00 am (0000 GMT) and within an hour flames had engulfed the entire block of 120 flats.More than 200 firefighters had been tackling the blaze and managed to rescue 65 people.Some 16 hours on, pockets of flame were still burning inside, and fire crews had reached the top. (AP) — A rifle-wielding attacker opened fire on Republican lawmakers as they practiced for a charity baseball game Wednesday, critically wounding House GOP Whip Steve Scalise of Louisiana and hitting aides and Capitol police as congressmen and others dove for cover. The assailant, who had nursed grievances against President Donald Trump and the GOP, fought a gun battle with police before he, too, was shot and later died.Colleagues said Scalise had been fielding balls at second base at a local park in Alexandria, just across the Potomac River from the nation's capital, as the Republicans practiced for their annual game with Democrats. He dragged himself away from the infield leaving a trail of blood before fellow lawmakers could rush to his assistance. He was listed in critical condition Wednesday night at a Washington hospital, which said he will require several more operations.The shooter was identified as James T. Hodgkinson, a 66-year-old home inspector from Illinois who had several minor run-ins with the law in recent years and belonged to a Facebook group called "Terminate the Republican Party." He had been living out of his van in the Alexandria area in recent months, the FBI said.Capitol Police officers who were in Scalise's security detail wounded the shooter. He later died of his injuries, Trump told the nation from the White House."Everyone on that field is a public servant," Trump said, his tone somber, America's acrimonious politics set aside for the moment. Jun, 18:10-The European Commission has proposed the EU should be able to force important clearing houses to be based on its territory.The new rules, if adopted, could affect clearing houses in London after the United Kingdom leaves the EU. Ultimately, some London-based clearing houses could be forced to set up shop in the EU.Clearing houses, also known as central counterparties (CCPs), became more important after the 2008 financial crisis. They act as an intermediary between traders of financial products - such as currencies, interest rate derivatives, and credit default swaps.The idea is that CCPs reduce the risk of insolvency. They are subject to EU rules already, but the commission, on Tuesday (13 June), also proposed to increase its supervision of CCPs, given their increased importance.“CCPs were quite niche, but they have grown enormously,” said an EU official, who spoke on condition of anonymity.There are currently 17 such clearing houses in the EU, with most of them focusing on a specific type of financial product.The new rules proposed on Tuesday would make a distinction between clearing houses that posed no systemic risk to the EU's financial markets, those that are “systemically important” to the EU, and those that are “substantially systemically important”.“The more important for the EU a CCP is, the more intense the supervision will be,” said the EU official.It is not yet known which clearing houses would fall into which category, because that will be determined later.The proposal, part of the EU's Capital Markets Union strategy, would grant a bigger role to the European Securities and Markets Authority (ESMA), an EU agency based in Paris.The “substantially systemically important” clearing houses would be subject to more stringent controls by ESMA.If such a clearing house was in a non-EU country, but “substantially systemically important” to the EU, it would have to accept a certain degree of supervision from ESMA.If ESMA was unable to carry out that supervision satisfactorily, the EU commission could propose to member states that they demand the clearing house to be established in the EU. Extensive devastation was reported in the region. The landslides were the worst since 2007, when 127 people were killed in Chittagong.In Rangamati's remote Kawkhali area, about 5,000 homes were either destroyed or damaged, police chief Addul Karim said. He said authorities opened six temporary shelters.Experts say unplanned settlements at foothills and extraction of soil by unscrupulous traders were the main reasons behind such high death tolls.Bangladesh, a delta nation of 160 million people, is prone to natural disasters such as cyclones, floods and landslides. Beirut (AFP) - The battle to oust the Islamic State group from its stronghold of Raqa is creating daunting challenges for aid groups responding to the latest humanitarian crisis in the Syrian conflict.Tens of thousands of civilians have fled Raqa and its surroundings since the US-backed Syrian Democratic Forces (SDF) began its operation to capture the jihadist stronghold last year.But new waves of displacement are expected as the battle inside the city progresses.A key problem is getting aid supplies to the relatively remote desert region in Syria's north, with just a trickle of assistance currently crossing from neighbouring Turkey and Iraq."There is supply but it's very, very limited and the needs of the population are very high," said Puk Leenders, emergency coordinator for northern Syria for the group Doctors Without Borders (MSF).Turkey considers the key Kurdish component of the SDF a "terrorist" group and its border with the area north of Raqa is effectively closed.The border crossing with Iraq, over 300 kilometres (180 miles) east of Raqa city, is open to goods, but in practice sees little traffic, local officials say.The United Nations, which operates inside Syria with government permission, has been able to airlift supplies to the city of Qamishli, northeast of Raqa, from government-held Damascus.But "this offered limited capacity and was insufficient to meet all needs", said David Swanson, regional spokesman for the UN's Office for the Coordination of Humanitarian Affairs (OCHA).The UN is now hoping to start transporting aid from Aleppo to Qamishli, a distance of more than 400 kilometres, but the route must first be tested for security, said Swanson.- 'Volatile security situation' -An estimated 300,000 civilians once lived under IS rule in Raqa, including 80,000 displaced from other parts of Syria before the group seized the city.Tens of thousands fled Raqa and surrounding areas as the SDF closed in on the jihadist bastion.The UN estimates more than 169,000 people fled Raqa city and its environs in April and May alone, and thousands of displaced civilians are now living in overcrowded and underresourced camps.In Ain Issa, 50 kilometres (30 miles) north of Raqa, new arrivals say they are sleeping on the ground, with neither mattresses under them nor tents overhead."There are now more than 25,000 people in the Ain Issa camp, which was built with a capacity of 10,000," camp director Jalal Ayyaf told AFP."International organisations are providing support, but it's not sufficient for the numbers who are arriving."MSF's Leenders said up to 800 people were arriving at Ain Issa each day, and many more people were simply sleeping on roadsides or under trees in the countryside north of the city.The "highly volatile security situation" is another major concern for aid groups working in the region, said Paul Donohoe, senior media officer at the International Rescue Committee NGO."We know that there are many mines and IEDs (improvised explosive devices), there is also the risk of IS attacks and there have been reports of some fleeing civilians being killed by coalition air strikes.""It is thought up to half the population of Raqa could ultimately flee the city and they will still be very vulnerable to mines and IS snipers, as well as air strikes."- 'Impossible choices' -Arriving civilians are already presenting health problems ranging from dehydration to untreated chronic illness.And aid groups expect an uptick in wounded arrivals as the fighting intensifies.MSF is establishing stabilisation points near the frontline to provide emergency care to keep the seriously injured alive until they reach hospitals.But there is a severe shortage of qualified medical staff in the region, Leenders said, and medical facilities have also been affected by the fighting."Hospitals are being mined and it's really difficult to start those back up because they need to be demined... It can be extremely challenging."The most difficult problem of all may simply be reaching those in need."Many people fleeing... initially end up in locations too close to the frontline for aid agencies to safely respond," said Donohoe.And others cannot leave at all, with IS reportedly using threats, arrests and violence to prevent civilians fleeing.Those who do escape risk unexploded ordnance en route, and the threat of being mistaken for fleeing IS fighters by SDF forces or the US-led coalition.MSF warned last week that civilians in the city faced "impossible choices"."Either they stay in Raqa, subjecting their children to increased violence and air strikes, or they take them over the frontline, knowing they will need to cross minefields and may be caught in the crossfire."

Mexico City (AFP) - It can be deadly to ask questions about multibillion-dollar drug cartels or government corruption in Mexico, where more than 100 journalists have been killed since 2000.Ninety percent of those cases remain unsolved.At least five journalists have been killed here so far this year -- casualties in a wave of bloodshed that has left more than 200,000 people dead or missing in the past decade, as Mexico's rival cartels wage war on each other and the army.The most high-profile case is that of Javier Valdez, a noted crime reporter in the violent western state of Sinaloa who was gunned down on May 15.As with most of his murdered colleagues, little is known for sure about who killed him and why.The authorities frequently refuse to provide information, saying they cannot comment on ongoing investigations.Often, the reality is that "they've hardly done anything," according to Balbina Flores, who runs her own investigations for watchdog group Reporters Without Borders.One month after Valdez's murder, AFP compiled details on each journalist killed this year and the investigations into their deaths.- Cecilio Pineda, 39 -Pineda, the editor of regional newspaper La Voz, was shot by gunmen on March 2 as he relaxed in a hammock near his house in the southern state of Guerrero.A crime reporter and correspondent for national newspaper El Universal, he had received death threats and escaped an earlier attempt on his life in 2015.Guerrero state prosecutor Javier Olea said he could not comment on the investigation.- Ricardo Monlui, 57 -Monlui, the editor of daily newspaper El Politico, was shot on March 19 as he left a restaurant with his wife and son in the eastern state of Veracruz.An expert on the state's graft-stained politics, he also wrote a syndicated column.Veracruz state prosecutor Jorge Winckler declined to comment on the investigation.Winckler is currently under investigation by a state commission for accusations of systematically obstructing journalists' enquiries.- Miroslava Breach, 54 -Breach, a veteran crime and politics reporter for the newspapers La Jornada and Norte de Juarez, was found dead inside her car with gunshot wounds to the head on March 23 in the northern state of Chihuahua.One of her last stories was on a war between two rival capos in the Juarez drug cartel.State prosecutor Cesar Augusto Peniche said investigators have "100 percent identified" those responsible: a group of drug traffickers operating in the Chihuahua mountains.Peniche's office has now closed the investigation, even though no arrests have been made. He said state and federal authorities are working to detain the suspects.- Maximino Rodriguez, 71 -Rodriguez, a crime reporter with the blog Colectivo Pericu, was shot as he and his wife parked their car outside a store on April 14 in the northern state of Baja California Sur.The authorities have arrested four suspects and determined the motive for the killing was Rodriguez's journalism.According to his colleagues, the suspects are hitmen linked to the powerful Sinaloa drug cartel.- Javier Valdez, 50 -Valdez, the founder of weekly newspaper Riodoce, a longtime AFP contributor and author of several books on organized crime, was shot outside his paper's offices on May 15.He had recently been reporting on a war between rival factions of the Sinaloa cartel since its boss, Joaquin "El Chapo" Guzman, was extradited to the United States in January.Colleagues suspect the killing was in retaliation for an interview Valdez published with the head of one faction, Damaso Lopez Nunez, who is battling El Chapo's sons for control of the cartel.State prosecutors have refused to comply with a freedom of information request on their investigation, citing a new law that protects certain information such as suspects' identities.They initially said they were investigating the case as a robbery. Cairo (AFP) - A controversial agreement for Cairo to hand over two Red Sea islands to Saudi Arabia passed an Egyptian parliamentary committee on Tuesday, setting the stage for a vote in the house.Parliament's legislative committee agreed the treaty after heated debate, with opponents even interrupting one session with chanting.The agreement passed with 35 lawmakers for and eight against, member of parliament Mostafa Bakry told AFP.Parliament's defence committee will also examine the accord before it goes to a general vote.Courts had struck down the agreement, signed in April 2016, but a year later another court upheld it.The accord had sparked rare protests in Egypt, with President Abdel Fattah al-Sisi accused of having bartered the islands of Tiran and Sanafir for Saudi largesse.The government has said the islands were Saudi to begin with, but were leased to Egypt in the 1950s.Opponents of the agreement insist that Tiran and Sanafir are Egyptian.In the evening dozens of journalists protested against the agreement in central Cairo, before being dispersed by police, journalists' union official Gamal Abdel Rehim told AFP.Several were briefly arrested before being released but "three reporters are still detained, and contacts are being made with the interior ministry to get them released," he said.
