Boaters on at least three B.C. lakes are interfering with the firefighting activities of air tankers and water bombers, according to one official.Al Richmond, the chair of the Cariboo Regional District, says there have been several reports of boaters, wind surfers and kayakers preventing the air tankers from landing to fill up with water.The affected aircraft have been using Horse, Watson and Lac la Hache lakes to fight the South Cariboo wildfire near 100 Mile House, he said."It just takes one person and the aircraft can't safely come down," he said.That's why he is asking everyone to stay off the lakes being used by the air tankers or stick to the shorelines if they must be on the water.The RCMP could start issuing fines or even start confiscating boats if the trouble continues, he said, but he'd prefer if they did not have to."We could be using them to do more important things than trying to deal with the silliness going on out there and people's lack of consideration for the firefighting."He blamed the behaviour of the offending boaters on a lack of awareness and understanding of the needs of the aircraft.

Flooding in Pembina Highway underpass slowed traffic in Winnipeg-[CBC]-yahoonews-July 12, 2017

Winnipeg drivers faced delays on Wednesday due to standing water in the Pembina Highway underpass at Jubilee Avenue.Water started building up overnight on Tuesday, slowing traffic to a crawl during rush hour Wednesday morning.Late Wednesday morning, traffic was still down to one lane in each direction because of the flooding.All lanes were re-open and water had been cleared by Wednesday afternoon around 4 p.m., with the exception of lanes closed for ongoing construction.A spokesperson for the City of Winnipeg said the city dispatched a hydrovac vehicle to suck up the water and adjusted traffic lights at nearby intersections to improve traffic flow in the area while lanes were closed."The existing drainage system for the Jubilee underpass is in poor condition and occasionally causes flooding on Pembina Highway," the spokesperson wrote in an email.The area has been under construction since spring in an effort to widen Pembina Highway at the underpass from five to six lanes and improve drainage. The spokesperson said the project will prevent flooding in future.It's part of a $467-million project that includes the extension of Winnipeg's first transit corridor to the University of Manitoba.

BRUSSELS, Today, 17:33-The European Commission launched a legal probe on Thursday (13 July) into Hungary’s NGO law, which targets, among others, civil society groups partly funded by Hungarian-US billionaire and philanthropist George Soros.The EU executive said that the requirements in the legislation for NGOs, which receive funding from foreign organisations, infringe upon EU rules.Hungary’s government has one month to answer with legal arguments.It has argued that the aim of the legislation is to guarantee transparency, to crack down on money laundering and on financing terrorism.But NGOs and critics dispute this claim, saying that the legislation only serves to stigmatise the, and intimidate critics of Orban’s government.The government accused the NGOs of being agents of Soros, who - they claim - wants to transport a million migrants into Hungary and Europe.Soros’s spokesman, Michael Vachon, in a statement called this a “fantasy”."Soros’s actual position on migration is that the international community should provide more support to the developing countries that today host 89 percent of refugees, and that Europe should accept several hundred thousand fully-screened refugees through an orderly process of vetting and resettlement,” he added.The new law requires civil society groups that receive more than €24,000 funding per year from a foreign organisation to register as a “foreign-funded organisation” or risk closure.They also need to label themselves in all publications, websites and press materials as "organisations supported from abroad”.Dozens of civil society groups - dealing with children’s rights, the Roma people, journalism, and other social issues - pledged to fight the controversial legislation in court and not to comply.The legislation, passed a month ago, prompted mass protests in Hungary's capital city, Budapest.EU commission vice-president Frans Timmermans said in a statement that civil society’s work should not be unduly restricted."We expect that the Hungarian government will engage in dialogue to resolve this issue as soon as possible,” he added.The EU executive said the Hungarian law "interferes unduly with fundamental rights”, in particular the right to freedom of association.The commission says the law could prevent NGOs from raising funds and also restrict their ability to carry out their work.It added that the law introduces "unjustified and disproportionate" restrictions to the free movement of capital, and called the new registration requirement discriminatory.The law also raises concerns because it "does not strike a fair balance between transparency interests and the right of donors and beneficiaries to protect their personal data".The Hungarian government was not fazed by the commission’s decision.Pal Volner, state secretary of the justice minister, said in a statement on Thursday that the concerned organisations are "trying to weaken Hungary's defence capabilities in the fight against illegal immigration”.He also stressed that Soros "made it clear" through his spokesman that he wants to bring hundreds of thousands of immigrants in Europe, according to MTI news wire.The commission on Thursday also stepped up a probe into legislation that targets Central European University (CEU) in Budapest, founded by Soros 26 years ago.However, the EU executive declined to comment on the media campaign targeting Soros, which will be suspended because of a world aquatics championship starting on Friday in Budapest.

This is the current weather map compiled annually from field reports by dafne, the Donors and Foundations Network in Europe.The bad news of new restrictions, denunciation, and shutdowns comes not only from Russia and Turkey, but also from EU member states including Poland and Hungary, where a new NGO law has been passed last month that aims to isolate civil society from international funding.After decades of expansion in influence, not always uncontested, foundations in an increasing number of countries experience a new role: They are among the first victims of populists and autocrats.Perhaps most painfully, much of the crackdown against independent civil society comes not against but with popular support - easily mobilised through accusations including elitism, tax evasion, and outside influence.The fate of foundations is not a fringe issue. Philanthropy funds independent civil society and social innovation where government cannot or will not.Not all of it will prove effective or efficient, but philanthropy is behind some of the origin stories of social movements, as well as billion dollar markets for the good of all.Berlin-based historian Michael Borgolte has shown the strong correlation since antiquity between the number of foundations and the openness and prosperity of societies. When foundations go down, countries are in trouble.-'Shrinking space'-Foundations in Europe have now begun to raise their voice on behalf of their endangered peers - what is becoming known as the "shrinking space" for civil society. In early June, a "Warsaw Declaration" announced a long-term alliance and a new solidarity fund.However, much more needs to be done - and soon.First, philanthropy is an expression of free speech. Just as leaders are expected to speak up for imprisoned journalists, they also need to put foundations and civil society on the diplomatic agenda - from state visits to international treaties, and ultimately sanctions.Second, arbitrary and discriminating regulations, which prevent cross-border philanthropy, must disappear.There is a single market for goods and services in the EU, yet donations and civic engagement face restrictions amounting to €170m in costs for 300 leading foundations alone.This also prevents joint action against social injustice, threats to the environment, or against the challenges of migration and demographic change, according to an estimate by the European Foundation Centre.Finally, donors themselves need to keep their house in order to earn and keep public trust.If they do not increase transparency and act boldly against prejudices they will be easy prey for populists. Foundations need to ask tough questions about their impact, how they invest, and how they can improve accountability.Philanthropy is not an activity of a privileged few, for their own interests. That is the logic of autocrats.Today, everyone can be a philanthropist, as demonstrated by the rise of community foundations, online activism, and ad-hoc social movements.For most of its history, foundations have done well by adapting little to changing times. BRUSSELS, Today, 17:01-Stranded refugees on the Greek islands will soon have to rely on the Greek government for all basic services.Athens is set to nationalise services over the summer that were previously funded by the EU amid concerns that it won't be able to deliver, as some 60 people continue to arrive from Turkey to the islands on a daily basis.Greek socialist MEP Miltiadis Kyrkos, at a hearing on the issue at the European Parliament on Wednesday (12 July), said that the transition of aid from EU-funded NGOs to the Greek state will be a "disaster."Conditions at some of the camps on the islands remain deplorable, with asylum seekers setting fire to tents earlier this week at Moria in Lesbos.Crowded conditions, poor food, and lack of security has pushed many to the edge of exasperation.Human Rights Watch, an NGO, over May and June had also documented the mental health of asylum seekers and migrants on Lesbos.Self-harm, suicide attempts, aggression, anxiety, and depression are becoming more widespread, it noted. Around 14,000 people are stranded on the islands.Their plight is likely to become even worse amid persistent fears that Turkey may renege on its shaky deal with the EU to prevent Syrians from leaving towards Greece.Kyrkos said Lesbos currently hosts ten doctors, eleven nurses, and eight psychologists, who can be accessed 24-hours a day.Once the state takes over, Lesbos will have two doctors, one nurse, and one psychologist, with eight hours per day access, Kyrkos said."It is not possible to leave the islands to the Greek administration, you should intervene," he told Simon Mordue, the deputy director general at the European Commission's home affairs department, also present at the parliament hearing.The warning appears not to have been heeded.Mordue maintained that Greece must now "own the response" to the challenges and that the EU commission stands ready to provide the state with any further funding, in case of need.He also noted that a call for proposals to provide shelter for unaccompanied minors had ended on 30 June."These are currently under evaluation, and to be concluded, and I hope [them] to be signed by the Greek government by 1 August," he said.But broader questions persist on how well Greece has managed the EU funding, given the poor state of reception on the islands.Last winter, asylum seekers on the islands woke up in deep snow, despite assurances by Greek migration minister Yiannis Mouzalas that the camps had been winter-proofed.The EU has earmarked over €500 million for Greece between 2014 and 2020.An additional €362 million has been made available for emergency assistance, either directly to Greek authorities or international aid organisations and NGOs.The UN refugee agency (UNHCR) received a record €340 million from the EU between 2015 and 2016."We are absolutely ready to progressively step back and disengage from Greece as long as this done responsibly," said an official from the UNHCR.Greece has since published calls for reception services on the islands. ERBIL, Iraq (Reuters) - Human Rights Watch (HRW) accused Iraqi security forces on Thursday of forcibly relocating at least 170 families of alleged Islamic State members to a closed "rehabilitation camp" as a form of collective punishment.Prime Minister Haider al-Abadi announced victory over Islamic State in Mosul on Monday, three years after the militants seized the city and made it the stronghold of a "caliphate" they said would take over the world.Iraq's government now faces the task of preventing revenge attacks against people associated with Islamic State that could, along with Sunni-Shi'ite sectarian tensions, undermine efforts to create long-term stability in the country."Iraqi authorities shouldn’t punish entire families because of their relatives' actions," said Lama Fakih, deputy Middle East director at HRW. "These abusive acts are war crimes and are sabotaging efforts to promote reconciliation in areas retaken from ISIS (Islamic State)."An Iraqi military spokesman was not immediately available for comment.The HRW statement said the camp, which Iraqi authorities have described as meant for "rehabilitation", amounted to a detention center for adults and children who have not been accused of any wrongdoing. Fakih called on the families to be allowed to go where they can live safely.HRW said forced displacements and arbitrary detentions taking place in Anbar, Babel, Diyala, Salahuddin and Nineveh provinces have affected hundreds of families. It said Iraqi security and military forces have done little to stop the abuses and in some instances participated in them.The group said it had visited the Bartalla camp and interviewed 14 families, each with up to 18 members."New residents said that Iraqi Security Forces had brought the families to the camp and that the police were holding them against their will because of accusations that they had relatives linked to ISIS," the HRW statement said.It cited medical workers at the camp who said at least 10 women and children had died traveling to or at the camp, most because of dehydration.Separately, HRW said it had used satellite imagery to verify that a video published on Facebook on Tuesday, showing armed men in military uniforms beating a detainee before throwing him from a height and then shooting at him, had been filmed in west Mosul. The footage shows the men shooting at the body of another man already lying at the bottom of the perch.Interior Ministry spokesman Brigadier General Saad Maan told Al-Hadath television channel that rights abuses were unacceptable and the video needed to be investigated. Touring a West Bank settlement, Defense Minister Avigdor Liberman defended his proposal to allow Palestinians to expand the city of Qalqilya Wednesday, ahead of a cabinet meeting on the plan scheduled for that night.Qalqilya, which is surrounded on three sides by Israel’s security fence, is the West Bank’s most densely populated Palestinian city. Under Liberman’s plan, the Palestinian Authority would be allowed to double the size of the city by expanding into land that is currently under Israeli control, in a part of the West Bank known as Area C.The proposal was approved last year as part of Liberman’s policy of “carrots and sticks,” in which Palestinians would be rewarded for maintaining calm and swiftly punished for attacks and other disturbances to day-to-day life in the West Bank and Gaza.Amid recent pushback against the Qalqilya proposal by some members of the right-wing coalition government, the issue was brought back on the docket, with the possibility of having it overturned.During his tour of the West Bank settlement of Maale Shomron on Wednesday, Liberman described the ongoing fight over the plan as one aspect of a much larger ideological debate.“This is a dispute within the right wing, between a responsible and serious right wing and a messianic and populist right wing,” Liberman said, making a veiled reference to coalition rival Naftali Bennett, head of the Jewish Home party.“It starts with the question of if we want a Jewish state or a binational one, and goes to [the issue of] girls serving in the IDF,” he added. “Qalqilya is only an excuse.”The defense minister’s visit to Maale Shomron was organized by Samaria Regional Council Chairman Yossi Dagan, who vocally opposes the Qalqilya proposal.During the tour, Dagan called on Liberman to reconsider his support for the plan, which is set to be debated in the cabinet Wednesday evening, saying anyone who promotes these plans is advancing only the interests of Palestinians.Liberman also disputed Dagan’s claim that 14,000 Palestinian homes would be built under the Qalqilya plan, saying the number would in fact be closer to 6,000, which he said would be built over the next 18 years.The defense minister also told the settler leaders on the tour that the land was private Palestinian land.“We’re talking about 300-400 homes a year, that’s the whole story,” he said. “So I recommend that we really speak about the facts and be aware of the reality, and not just slogans.”Dagan, meanwhile, argued that the exact number of units wasn’t important.“Multiplying the terror city of Qalqilya endangers the residents of Judea and Samaria,” Dagan said, using the West Bank’s biblical name.Dagan’s designation of Qalqilya as a “terror city” was an odd one, as there have been no terror attacks carried out by residents of Qalqilya in the past two years, save possibly for one case in which an attack was attempted. Four children were treated for poisonous yellow scorpion stings in the southern Negev desert over Tuesday and Wednesday, two of them infants with serious injuries.All four are being treated at Soroka Hospital in Beersheba.On Tuesday, a 1-year old girl was brought in unconscious and in serious condition from a Bedouin encampment near the Negev city of Arad, while a 2-year old girl from Ramat Beka, south of Beersheba, was admitted, also in serious condition.On Wednesday, a 5-year-old boy came into the Arad clinic suffering from moderate injuries and a 4-year-old boy from the Bedouin city of Rahat was treated for light injuries.The Israeli yellow scorpion, also commonly known as the death-stalker, is a highly venomous species common in southern Israel.While its venom is not lethal for adults, it can be deadly for the young, elderly and infirm.The scorpion is drawn out into the open by the kind of high temperatures that have been scorching Israel over recent days.Israel is home to 21 species of scorpion, five of which are poisonous.

Spanish judges have scrapped motions favoring a boycott of Israel which were passed last year by the city councils of two municipalities.The rulings last week by separate tribunals in two of Spain’s autonomous regions bring to 20 the number of municipalities that, over the past three years, either reversed their motions of support for a boycott of Israel or had them nullified by the judiciary.In the northern region of Galicia, an administrative court in the regional capital of Santiago de Compostela last week reversed a motion passed on March 31 by the city council of Teo, a town of 18,000 residents, following a lawsuit filed by the pro-Israel ACOM group, ACOM said in a statement Tuesday.Separately, another administrative court in the eastern region of Valencia also last week scrapped a motion passed on March 26, 2016 by the local council of Catarroja, a suburb of the city of Valencia, which is Spain’s third-largest metropolis.As in previous rulings on petitions filed by ACOM or its affiliates — including rulings by two high courts — the administrative tribunals determined the motions passed in Teo and Catarroja were unconstitutional because they were discriminatory, and that they represented a breach of jurisdiction by municipalities unqualified to make foreign policy decisions.The Valencia court, in its verdict, reasoned that it nullified the motion declaring Catarroja an “Israel apartheid-free space,” as the original motion stated, because it “compromises the exercising of administrative discretion in the future, particularly pertaining to contracts” and that is “contravenes Article 14 of the Spanish Constitution by inciting and generating discrimination based on circumstances of birth, race, gender, religion opinion and any other personal or social circumstance,” as the ruling stated. Following the ruling, ACOM declared on its website both municipalities to be “anti-Semitism-free spaces.”Last month, the Superior Tribunal of Justice of Madrid affirmed a lower court ruling from January against a resolution last year endorsing the boycott by the city council of the Rivas Vaciamadrid suburb. The High Court said the council’s adherence to the Boycott, Divestment and Sanctions movement against Israel was “discriminatory.”The court also rejected explicitly the council’s argument that its boycott resolution was anchored in previous United Nations resolutions against Israel, ACOM wrote in a statement.In October, a Spanish High Court in the Asturias region declared a BDS resolution illegal and discriminatory in a lawsuit also filed by ACOM. The Hungarian government said Wednesday it will end a billboard campaign against Jewish billionaire and philanthropist George Soros deemed “anti-Semitic,” three days before before Prime Minister Benjamin Netanyahu is scheduled to visit the country.The posters show a large picture of the Hungarian-born Jewish emigre laughing, alongside the text: “Let’s not let Soros have the last laugh,” a reference to government claims that Soros wants to force Hungary to allow in migrants.Leaders of Hungary’s 100,000-strong Jewish community have said the campaign is provoking anti-Semitism.Since the posters appeared on billboards and at public spaces around the country last week, as well as on television, several incidents of anti-Semitic graffiti such as “Stinking Jew” and Stars of David daubed on them have been reported.On Tuesday, Soros released a rare statement saying he was “distressed by the current Hungarian regime’s use of anti-Semitic imagery as part of its deliberate disinformation campaign.”In a statement the government said that the anti-Soros campaign had reached its goals and was no longer necessary, according to Hungarian news outlets. Nine Turkish activists were left dead in the ensuing clashes. But the two countries normalized ties in June last year and rapidly begun discussing the gas pipeline project.Energy Minister Yuval Steinitz said both countries decided to accelerate efforts to conclude by the end of this year an intergovernmental agreement that will enable the construction of a pipeline from Israel to Turkey.“Hopefully, Mr. Albayrak will pay a visit to Israel this year in 2017, which will help us accelerate and try to conclude this agreement,” the minister said at the World Petroleum Congress in Istanbul after meeting Albayrak.He added that no exact date had been fixed but it would take place in the coming months.Turkey, which largely depends on foreign supplies for its energy needs, is keen to diversify resources and has a close eye on Israel’s own developing resources.Israel is searching for energy partners to develop its Leviathan natural gas field in a bid to make it economically feasible.“We want to build a pipeline stretching from Israel to Turkey in order to able to export natural gas from Israel to Turkey,” Steinitz said, adding that the Israeli gas could be delivered to Europe and to the Balkans through Turkey.

Unlikely predators: Owls, raccoons feast on endangered baby hawks-[CBC]-YAHOONEWS-July 11, 2017

The ferruginous hawk, North America's largest hawk, is a fierce predator that survives on a diet of small mammals.But their populations are in decline, and the species is designated as threatened in Canada.New research from the University of Alberta has revealed two unlikely predators: raccoons and great horned owls that attack baby ferruginous hawks in their nests at night.Digital video cameras set up to monitor 90 nests in southeastern Alberta and southwestern Saskatchewan in 2011, 2012 and 2013 recorded a total of four attacks on nestlings, two by raccoons and two by owls.Janet Ng, a U of A PhD candidate, said she and her fellow researchers were trying to discover ways to help slow the decline in the number of ferruginous hawks and help populations rebuild."Since about the 1990s they've lost about half their populations," Ng said. "They're not found in some of the places that they were before either, so these are all concerning things."Looking for ways to reverse population decline-The hawks nest primarily in lone trees, and occasionally artificial nest platforms.Researchers set up their cameras to learn more about what nestlings were eating.They were alerted to the predation problems after finding some nests that were empty."We were surprised when we came up to a nest that had three nestlings, and another one that had two nestlings, and these nests were empty," she said.The video footage, recorded on small, infrared home-security cameras, told the tale."We could see, wow, we had great horned owls attacking nestlings, we had raccoons attacking nestlings," Ng said. "It was really surprising to us."Parent hawks not able to protect nestlings-Researchers thought the parents would have been able to protect their babies, she said."Ferruginous hawks are really big, feisty predators. We wouldn't expect the nestlings to be quite so vulnerable."The attacks happened between 3 a.m. and 4 a.m., a time when raccoons and owls are busy hunting.That's when the hawks were likely roosting, sleeping nearby or circling the nest trying to ward off predators."The parents didn't come back to protect the nestlings and that's surprising because they are generally quite defensive during the day," she said.In one case, a raccoon bumped a female hawk mom right off her nestlings.Ng said researchers will now look into what percentage of nestlings are eaten by other predators, like raccoons and great horned owls."That's an important question to understand to better conserve and recover this population," she said.The research team said risk to ferruginous hawks can be reduced by placing nesting platforms away from known owl nests and including deterrents that prevent raccoons from climbing into nests.

BRUSSELS (Reuters) - NATO envoys and Russia were set to urge each other at a meeting in Brussels on Thursday to fly warplanes more safely over the Baltic Sea after the latest intercepts that both sides say involved dangerous pilot maneuvers.At the meeting of the NATO-Russia Council in Brussels, NATO ambassadors will press Moscow for Russian pilots to file flight plans, respond to air traffic control or identify themselves with cockpit transmitters, known as transponders."There have been a series of unsafe intercepts," a NATO official said of Russian pilots. "Risk reduction remains a concern."The Kremlin says all Russian flights over the Baltic are conducted in strict accordance with international law.Wrangling in the Baltic Sea between Moscow and the Western alliance is intensifying. TOKYO — North Korean leader Kim Jong Un is on the cusp of having something his father and grandfather could only dream of — the ability to unleash a nuclear attack on the United States.For anyone paying attention, the test launch of his country's first intercontinental ballistic missile on the Fourth of July came as little surprise.He has been racing to develop better and longer-range missiles and vowed this would be the year of the ICBM in his annual New Year's address. He made good on that vow with the launch of the "Hwasong-14."But that isn't all he's been doing.Here's a quick primer.___CLOSING THE GAP:North Korea's newest missile is called the Hwasong-14. Hwasong means "Mars."Experts believe the two-stage, liquid-fuel missile gives Kim the capability of reaching most of Alaska and possibly Hawaii. Some experts add Seattle and San Francisco. North Korea's missiles aren't very accurate, so big, soft targets like cities are what they would be aimed at.Big caveat: Kim's technicians still have a lot of work to do.It's not clear if this missile could be scaled up to reach targets beyond Alaska, like New York or Washington. Reliability is also a big issue that requires years of testing to resolve. While wildfires in the B.C. Interior have forced thousands of people to flee their homes, attention is now turning to how ranchers can save their livestock.The B.C. Cattlemen's Association is connecting ranchers who need to move their livestock with people who can help get horses and smaller animals out of evacuation areas with trailers. But the association says thousands of cattle can't be helped. According to general manager Kevin Boon, the challenge with most cattle is they are often spread out over thousands of acres of land, making it onerous to round them up."You might have a thousand head out on 40 or 50-thousand acres of land, and you have no way of pinpointing exactly where they are," said Boon.Ryan and Esther Maljaars were forced from their ranch in 100 Mile House in a hurry last Thursday due to the aggressive wildfire closing in on the town.They left with their four children, three dogs, and two cats, but had to leave their cattle — their livelihood."When we left the fire was bearing down pretty hard, and we chased[the cattle] down into a swamp area," said Ryan Maljaars.Maljaars managed to get back to his place on Saturday to get a look at his ranch."Everything was scorched until we came to our place ... most of the fields were burnt up around near the house. I came around the corner and there were all my cows just standing there."So that was the most welcome sight I've ever seen," said Maljaars.Checkpoints restricting access-Maljaars is among the lucky ones. His house is safe and his cows still have a week or two of grass to eat, but some of his neighbours lost their homes and grassland, leaving their cattle with little food.Maljaars still wants to get back to his ranch to tend to his livestock, but like many ranchers, he is being refused re-entry by the RCMP."The RCMP have a job to do, too. They can't just let anybody in. There's a lot of vacant houses out there, there's opportunity for looting," said Boon.Boon says the B.C. Cattlemen's Association is liaising with the RCMP to get people access at the checkpoints so they can transport or tend to their livestock.He estimates that 10,000 cattle are affected, and only a small portion have been moved.While Boon expects some cattle won't survive, he is confident many can endure the harsh conditions.He does worry cattle will start to range on their own and enter the highways as fences burn."We've already had an incident of animals being hit by traffic. "It's antsy."That's the assessment of Walt Cobb, the mayor of Williams Lake, B.C., as his entire city of 10,500 people sits under an evacuation alert."People are concerned, people are worried. With the smoke, you can hardly see more than about three blocks."For the last five days, as wildfires have raged across B.C.'s Interior, the largest municipality in the Cariboo has been an evacuation centre for those from surrounding areas.Now, it's people from Williams Lake lining up to register at the emergency operations building, in case they need to suddenly leave on Wednesday, when the potential fires from the west could encroach on the city."The problem is when the winds come up, and they suggest they'll increase on Wednesday, the fire will become more volatile and less predictable," said Al Richmond.Extra guard lines being put in place-The Hanceville wildfire is the series of fires, spanning approximately 25 kilometres by 40 kilometres that officials worry might sweep into Williams Lake on Wednesday in a worst-case scenario.But for now, the winds remain relatively low, allowing firefighters to strengthen their defences."We are getting some containment lines built through heavy equipment," said fire information officer Noelle Kekula."We're getting some gains on the guards. If weather permits. we will do some burning operations to try and strengthen those containment lines. We've got a bit more accuracy on the perimeters, and we've got more resources coming in."The best defence is wet weather — but that appears unlikely."It still continues to be very hot and dry out there," said Keklua, with daytime highs expected to be above 25 C for the forseeable future.Businesses closed, people evacuating-With the evacuation alert in place, and the health risk from pollutants in the Williams Lake air at 36 on a scale that normally only goes up to 10, many are already leaving town."All the banks and many other places have been closed since yesterday [Monday]," said Charlene Harrison, president of the city's Chamber of Commerce, who, herself, was leaving for Prince George when contacted by CBC News."Grocery stores are open and the gas stations are open and some of the restaurants are open ... but the staffing is the difficult part, because some of the areas around Williams Lake have been evacuated for a few days. To even have staff is limiting right now."Estimating exactly how many people remain in the city is difficult, said Cobb, because for every person that has already left, there could be another person who has arrived from another municipality as an evacuee."And because of the vast recreational [area] around it, it's very difficult to know who is at their recreational property at any certain time," he added. "But we know the numbers swell drastically."Evacuees would head to Prince George-If an evacuation order goes into place, people will be routed north on HIghway 97 to Prince George, where officials say the emergency centre is equipped to deal with 8,000 additional people.Military aircraft will be on standby to help with evacuations in the worst case scenario, said Bob Turner of Emergency Management B.C.In the meantime, Cobb hopes people in his city stay calm and regularly check official channels of information to make decisions going forward. LONDON (Reuters) - One of the biggest icebergs on record has broken away from Antarctica, scientists said on Wednesday, creating an extra hazard for ships around the continent as it breaks up.The one trillion tonne iceberg, measuring 5,800 square km, calved away from the Larsen C Ice Shelf in Antarctica sometime between July 10 and 12, said scientists at the University of Swansea and the British Antarctic Survey.The iceberg, which is roughly the size of the U.S. state of Delaware or the Indonesian island of Bali, has been close to breaking off for a few months.Throughout the Antarctic winter, scientists monitored the progress of the rift in the ice shelf using the European Space Agency satellites."The iceberg is one of the largest recorded and its future progress is difficult to predict," said Adrian Luckman, professor at Swansea University and lead investigator of Project MIDAS, which has been monitoring the ice shelf for years."It may remain in one piece but is more likely to break into fragments. Some of the ice may remain in the area for decades, while parts of the iceberg may drift north into warmer waters," he added.The ice will add to risks for ships now it has broken off. The peninsula is outside major trade routes but the main destination for cruise ships visiting from South America.In 2009, more than 150 passengers and crew were evacuated after the MTV Explorer sank after striking an iceberg off the Antarctic peninsula.The iceberg, which is likely to be named A68, was already floating before it broke away so there is no immediate impact on sea levels, but the calving has left the Larsen C ice shelf reduced in area by more than 12 percent.The Larsen A and B ice shelves, which were situated further north on the Antarctic Peninsula, collapsed in 1995 and 2002, respectively."This resulted in the dramatic acceleration of the glaciers behind them, with larger volumes of ice entering the ocean and contributing to sea-level rise," said David Vaughan, glaciologist and director of science at British Antarctic Survey."If Larsen C now starts to retreat significantly and eventually collapses, then we will see another contribution to sea level rise," he added.Big icebergs break off Antarctica naturally, meaning scientists are not linking the rift to manmade climate change. Jul, 19:25-Aviation executives warned MEPs on Tuesday (11 July) that Brexit could mean serious disruption to flights between the UK and the EU 27 if there was no agreement on the UK remaining part of Europe’s open skies policy.The chief executive of Irish low-cost airline Ryanair, Michael O'Leary, spelled out a dark future to the transport committee of the European Parliament.He said flights between the UK and Europe could come to a halt for several months in case of a hard Brexit.“There is a real prospect of no flights between the UK and Europe for weeks, or months,” O’Leary said.The European Union liberalised its aviation market 25 years ago, allowing EU carriers to fly to any airport within the bloc. This opened up the business to low cost carriers, as it created more choices for consumers.Travellers took advantage: In 1992, 360 million passengers flew within the EU. BRUSSELS, Today, 09:19-The EU naval operation Sophia in the Mediterranean, which aims to crack down on people smugglers, has resulted in an upsurge of deaths, according to a UK parliamentary report.The inquiry, published on Wednesday (12 July) by the cross-party House of Lords, says Sophia's sinking of boats has led to smugglers sending people on more unseaworthy vessels "resulting in more deaths at sea."The military naval mission has, so far, removed over 420 boats from the sea and apprehended 109 smugglers and traffickers since late 2015. Around 2,206 people have died in the attempt to cross from Libya towards Italy since January 2017.Similar concerns over drownings had already been raised last year when a spokeswoman at the EU's border agency, Frontex, told EUobserver that rubber boats were becoming more overcrowded following the Sophia boat seizures.She noted last August that the number of people travelling on 10-12 metre-long rubber dinghies had, at the time, risen by more than quarter. LONDON (Reuters) - The British government said on Wednesday it would not publish in full its report on the sources of funding of Islamist extremism in Britain, prompting opposition charges that it was trying to protect its ally Saudi Arabia.The report, commissioned in November 2015 by then-Prime Minister David Cameron, was handed to the government last year and ministers have been under pressure to release its findings following three deadly attacks in Britain since March which have been blamed on Islamist militants.But Home Secretary (interior minister) Amber Rudd said that though some extremist Islamist organizations were receiving hundreds of thousands of pounds, she had decided against publishing the review in full."This is because of the volume of personal information it contains and for national security reasons," she said in a written statement to parliament.The review found the most common source of support for these organizations was from small, anonymous donations from people based in Britain, according to Rudd.But it also found overseas funding was a significant source of income for a small number of organizations."Overseas support has allowed individuals to study at institutions that teach deeply conservative forms of Islam and provide highly socially conservative literature and preachers to the UK's Islamic institutions," Rudd's statement said. "Some of these individuals have since become of extremist concern."Critics were quick to see a cover-up to shield Saudi Arabia, a powerful Gulf ally of Britain and the world's biggest oil exporter.Lawmaker Caroline Lucas, co-leader of the Green Party who has been pressing the government to release the full report, said the statement from Rudd was unacceptable."The statement gives absolutely no clue as to which countries foreign funding for extremism originates from - leaving the government open to further allegations of refusing to expose the role of Saudi Arabian money in terrorism in the UK," she said.Britain's Henry Jackson Society (HJS) think tank last week released a report which said foreign funding for Islamist extremism in Britain primarily came from governments and government-linked foundations in the Gulf, as well as Iran."Foremost among these has been Saudi Arabia, which since the 1960s has sponsored a multimillion dollar effort to export Wahhabi Islam across the Islamic world, including to Muslim communities in the West," the report said.The Saudi government has demanded the HJS provide evidence for its claims, saying it was committed to fighting terrorism and violent extremism at home and across the world."If there is a list of names of Saudi individuals or organizations with proven links to UK terrorism, the think tank should present them and Saudi Arabia will deal with them," Saudi Information Minister Awwad Alawwad said in a statement.Liberal Democrat leader Tim Farron said the government should be naming and shaming "the perpetrators of vile ideologies (including) so-called allies like Saudi Arabia and Qatar"."It seems like the government, yet again, is putting our so called friendship with Saudi Arabia above our values," he said.After an attack by three Islamists on London Bridge last month in which eight people were killed, opposition Labour leader Jeremy Corbyn said Britain needed to have "some difficult conversations" with its ally Saudi Arabia and other Gulf states.(Additional reporting by Kylie MacLellan and William MacLean in Dubai; Editing by Mark Heinrich)

Refugees return to Syria from Lebanon in Hezbollah-mediated deal-[Reuters]-YAHOONEWS-July 12, 2017

ARSAL, Lebanon (Reuters) - A convoy of refugees began leaving the Lebanese border region for Syria on Wednesday, a security source said, the second group to return under an agreement brokered by the Lebanese Shi'ite group Hezbollah.The Lebanese army escorted around 250 people out of the border town of Arsal, a security source said. The refugees headed for the Syrian town of Asal al-Ward across the border, northeast of Damascus.A military media unit run by Damascus ally Hezbollah said the buses carried 60 families.It is the second batch of people to leave Arsal as part of an agreement for the return of refugees to their hometowns across the border. Hezbollah arranged the deal in indirect talks with the Syrian rebel group Saraya Ahl al-Sham, said an official in the alliance fighting in support of the Damascus government.Hezbollah also coordinated with the Lebanese military and with the Syrian government separately, securing crossings for refugees who want to leave, the official said.Since early in the Syrian conflict, Hezbollah has backed Syrian President Bashar al-Assad's government, along with Iran and Russia, sending thousands of its forces to fight the mostly Sunni Syrian rebels.More than 1 million registered Syrian refugees have fled to Lebanon, a quarter of its population, the United Nations refugee agency says. LONDON (Reuters) - The number of terrorist attacks resulting in fatalities in western Europe increased in 2016, despite an overall drop in the number of incidents taking place, according to data released by the Global Terrorism Database.The data shows that there were 30 such attacks resulting in fatalities in western Europe in 2016 and 23 in 2015. This compares with two attacks across the region resulting in fatalities in 2014 and five in 2013.In addition, terrorist attacks have become more deadly, with 26.5 people on average being killed in 2015 and 2016, up from an average of four a year in the preceding three years.The deadliest incident recorded in western Europe was the series of coordinated attacks on Paris in November 2015 that resulted in the deaths of 130 people and was claimed by Islamic State.Experts said ISIS, responsible for seven of the 10 deadliest attacks since 2012, was increasingly encouraging the use of knives and vehicles over firearms and explosives by their followers."It's very different to the al Qaeda threat, which was obsessed with mass casualties, bringing down airliners", Dr. Sajjan Gohel, International Security Director with the Asia-Pacific Foundation think tank told Reuters."What ISIS is trying to do is have a greater volume of attacks, but make it more cost effective and simpler."(Reporting by Mark Hanrahan and Jessica Wang; Editing by Hugh Lawson)

Iraq strikes Islamic State in Mosul days after declaring victory-[Reuters]-YAHOONEWS-July 12, 2017

MOSUL, Iraq (Reuters) - Iraqi forces clashed with Islamic State militants holding out in Mosul's Old City on Wednesday, more than 36 hours after Baghdad declared victory over the jihadists in what they had declared the de facto Iraqi capital of their "caliphate".Prime Minister Haider al-Abadi's victory announcement signaled the biggest defeat for the hardline Sunni group since its lightning sweep through northern Iraq three years ago. But pockets of Mosul remain insecure and the city has been heavily damaged by nearly nine months of grueling urban combat.About 900,000 people fled the fighting, with more than a third sheltered in camps outside Iraq's second largest city and the rest living with family and friends in other neighborhoods.Civilian activity has quickly returned to much of Mosul and work is underway to repair damaged homes and infrastructure, something the United Nations estimates will initially cost more than $1 billion.Newly trained local police are deployed in Mosul alongside the military, but authorities have not prepared a post-battle plan for governance and security in the city, officials say.Iraqi forces exchanged gunfire with the militants in their final Mosul redoubt just before midnight and through the day on Wednesday, three residents living just across the Tigris River from the area told Reuters.Army helicopters strafed the Old City and columns of smoke rose into the air, though it was unclear if these came from controlled explosions or bombs set off by Islamic State, the residents said by phone."We still live in an atmosphere of war despite the victory announcement two days ago," said Fahd Ghanim, 45. Another resident said the blasts shook the ground around half a kilometer away.An Iraqi military official attributed the activity to "clearing operations"."Daesh is hiding in different places," he said, using an acronym for Islamic State. "There are still going to be losses from the Iraqi security forces as they continue to secure Mosul."The coalition said it had conducted three air strikes on IS in the Mosul area on Tuesday, targeting militants, machine-gun emplacements and rocket-propelled grenade systems.South of the city, Iraqi security forces repelled an IS attack launched from western desert areas on the village of al-Jaran, a tribal fighter said.Reinforcements also arrived to help government forces oust militants armed with machine guns and mortars from the village of Imam Gharbi, further to the south.A policeman was killed and two others wounded in clashes on Wednesday, a security official said.
