Jailed former prime minister Ehud Olmert was rushed to the hospital Tuesday after suffering chest pains.Initial reports said that Olmert had suffered a suspected heart attack.Olmert, who is serving a 27-month sentence for various corruption convictions, was taken to Tel Hashomer Hospital near Tel Aviv.On Sunday, the Prisons Service parole board said it would announce next week whether it will grant an early release for Olmert, following a hearing with the one-time premier and former mayor of Jerusalem.The announcement came days after the State Prosecutor’s Office asked police to open a criminal investigation into Olmert over his alleged divulging of sensitive information in the memoirs he is writing.Olmert was one of eight former officials and businessmen convicted in March 2014 in the Holyland real estate corruption case, which has been characterized as among the largest graft cases in Israel’s history.In September 2016, he was sentenced to an additional eight months behind bars for the so-called Talansky affair. In that case, a court upheld a 2015 conviction over his accepting envelopes full of cash from American businessman and fundraiser Morris Talansky, in exchange for political favors during his decade-long term as mayor from 1993 to 2003.The Prisons Service refitted a wing in the Ma’asiyahu Prison in Ramle to house Olmert, the first former premier to serve jail time, keeping him in a separate complex shared only by carefully screened fellow convicts.Olmert, who began serving his sentence in February 2016, is seeking early release. The Palestinian Authority on Tuesday slammed Israel for breaking ground on a new West Bank settlement, saying the move was an attempt by Israel to scuttle efforts by US President Donald Trump to restart peace talks.“This is a serious escalation, an attempt to thwart the efforts of the US administration and to frustrate the efforts of US President Donald Trump,” Nabil Abu Rudeineh, a spokesperson for PA President Mahmoud Abbas, said in a statement posted on the official PA news site Wafa.The new settlement, to be known as Amichai, is being built to rehouse residents of the illegal Amona outpost, which was evacuated in February in line with court orders because it was built on private Palestinian land.The breaking of ground occurred just one day before senior White House adviser and Trump son-in-law Jared Kushner was set to arrive in Israel in an effort to advance peace efforts.Kushner, who will be joined by Trump’s special envoy Jason Greenblatt, will meet with Prime Minister Benjamin Netanyahu and Abbas separately in the coming days, to discuss “their priorities and potential next steps,” a senior White House official told The Times of Israel on Monday.Rudeineh said that the import of the start of construction on the new settlement, as is it coincides “with the arrival of the US president’s emissaries to the region, is that Israel is not interested in the US efforts, and is just as serious about thwarting them as it has been with previous US administrations.”The Palestinian Authority, along with much of the international community, considers all Israeli settlements to be illegal and has long argued they are an impediment to peace.Israel argues the West Bank is disputed territory, and the fate of settlements should be resolved in peace talks with the Palestinians.Netanyahu, who hailed the start of construction, is treading a fine line between US President Donald Trump’s request in February to “hold back” on settlement activity so as not to jeopardize peace moves and constant pressure from right-wing members of his party and coalition to expand settlement building and even to annex sections of the West Bank.“Today, ground works began, as I promised, for the establishment of the new community for the residents of Amona,” the prime minister tweeted in Hebrew.“After decades, I have the privilege to be the prime minister who is building a new community in Judea and Samaria.”The new settlement — which will be located near the settlements of Shiloh and Eli, north of Ramallah — will be the first of its kind to be constructed since the Israeli-Palestinian Oslo peace accords were signed in 1993.Israel Radio said the works started Tuesday involved laying the infrastructure for the settlement. Egypt said to ease Gaza power crisis with emergency fuel supply-Palestinian media says some 500 tons of diesel to be trucked in daily after Israel reduces electricity supply to the Strip-By Stuart Winer June 20, 2017, 10:21 am-THE TIMES OF ISRAEL
Egypt will provide hundreds of tons of fuel oil for the Gaza Strip’s only power station, a measure expected to ease the ongoing electricity crisis in the Palestinian enclave, local media reported Tuesday.The Safa news agency, which is close to Hamas, citing an unnamed official, said that 500 tons of fuel a day will be trucked through the Rafah border crossing between Egypt and Gaza, enough to bring the power station back on-line.The power station was expected to return to operation by Wednesday, however, even at full capacity it cannot supply all of Gaza’s electricity needs.Trucks will be able to enter Gaza even if the Rafa crossing is closed to other traffic, the official said. The report did not say how the cost of the fuel would be covered. Earlier this month a Hamas delegation traveled to Cairo for talks with Egyptian officials.Last week Arab media reported that Egypt offered Hamas more freedom at its border and much-needed electricity in exchange for the terror group agreeing to a list of security requests that included, among other things a demand that Hamas hand over 17 men wanted by Cairo on terrorism charges, the cessation of weapons smuggling into the Sinai Peninsula, and information on the movement of militants into Gaza via underground tunnels, the London-based Arabic daily Asharq al-Awsat reported.Safa did not report if the fuel oil truck supplies were dependent on Hamas agreeing to any of the Egyptian demands.The fuel development comes a day after Israel, at the request of the Palestinian Authority, began reducing the amount of electricity it provides Gaza. Supplies were to be gradually dropped until they matched only what the PA was prepared to pay for after earlier this year it said it would fund little more than half the amount it had paid for in the past.Israel had been supplying 125 megawatt-hours to Gaza and has been the Strip’s main source of power for over two months after the sole power station ran out of fuel in April, leaving the Hamas-ruled territory with just four to six hours of power a day.On Tuesday, Israel apparently further reduced the supply by another 8 megawatt-hours, the Palestinian Energy and Natural Resources Authority said on its website, adding that it was informed that the reductions would continue daily until they reach the desired cut requested by the PA.Qatar has in the past stepped in to buy fuel for the power plant, but has so far showed no intention of coming to the Strip’s rescue in the current crisis.In April the PA told Israel that it would begin to pay only NIS 25 million ($7 million) of the NIS 40 million ($11 million) it has been paying monthly for power to Gaza. Israel at the time supplied 125 megawatt-hours to Gaza, around 30 percent of what is needed to power Gaza for 24 hours a day.The power cuts, as well as a number of other steps taken by the PA since last month, are aimed at forcing Hamas to cede control of the Strip, or begin footing the bill itself. Hamas seized control of Gaza from PA President Mahmoud Abbas’s Fatah party in a violent 2007 takeover.The PA’s new strategy to squeeze Hamas out of power, which also includes cutting government salaries to Gazans and a massive reduction in medical aid supplied to the Strip, coincides with the 10-year anniversary of Hamas’s violent takeover of Gaza.Prime Minister Benjamin Netanyahu and Defense Minister Avigdor Liberman have both argued in recent days that Israel is not party to the internal Palestinian dispute between Hamas and the PA that has led to the power crisis in Gaza.Last week Hamas warned that Israel’s decision to accede to Abbas’s request and reduce Gaza’s already paltry power supply would have “disastrous and dangerous” results and could lead to an outbreak of violence.Both Israel and the PA charge that Hamas, which openly seeks the destruction of Israel, would have the money to supply Gaza’s power needs if it didn’t expend a large part of its resources on armament and preparation for future conflict with the Jewish state.The prospect of even lengthier blackouts in Gaza has raised fears of a new upsurge in violence. A proposed bill to have security cabinet members take an annual lie detector test in an effort to stamp out persistent leaks from meetings has the blessing of Defense Minister Avigdor Liberman, the Hebrew media Ynet website reported Tuesday.The bill is being proposed by MK Robert Ilatov from Liberman’s Yisrael Beytenu party and comes despite a recent attorney general’s office ruling that said that public servants can’t be compelled to undergo polygraph testing.Leaks from ministers and others are a regular part of the Israeli media landscape as politicians jockey to steer the narrative on various issues.The preamble to the bill states that it “is intended to provide tools to deal with the leaking of information, spying, and exposure of state secrets that can damage the national security of Israel.”“Members of the ministerial committee for national security are responsible for the security of classified information, the revelation of which to foreign bodies could harm the army and the security services, and in accordance with the level of sensitivity, the security of the country,” the bill notes.Ilatov told Ynet that “security cabinet debates cannot be a tool for political leverage.” Such leaks, he added, endanger the security of Israeli residents.The envisioned law would see ministers quizzed about their trustworthiness in keeping details from meetings to themselves.Last week Deputy Attorney General Dina Zilber sent a letter to all ministry legal advisers clarifying where the office stands on the use of polygraphs.Zilber wrote that a polygraph is test “involves a substantial violation of basic rights” to privacy, and even can be a violation of human dignity.The letter noted that use of a polygraph is only permitted for state authorities when it is specifically authorized by law. OTTAWA — The Trudeau government is sticking with its deadline to legalize recreational marijuana by July 2018, despite provincial fears that there's not enough time to address the legal, social and health challenges of ending Canada's pot prohibition.The federal Liberals delivered that message Monday after Manitoba's finance minister said he felt rushed by Ottawa's tight timeline and asked for an extension.In making his argument, Cameron Friesen said the provinces are bearing the bulk of the work involved, as well as the "very real" costs needed to create a regulated cannabis market.The federal government introduced legislation in April, with a goal of legalizing and regulating the use of recreational marijuana by July 2018.With the countdown underway, Friesen insisted there were still many unanswered questions on issues like public safety, enforcement and finding legal supplies of marijuana."We have one year on the clock to put all this in place," Friesen said before a meeting in Ottawa with his federal and provincial counterparts to discuss, among other issues, how best to tax Canada's forthcoming legal pot industry."This is a very significant shift in how we'll operate, and we need to have that adequate time to develop the tools that we will need as a province to be able to implement this the correct way."Friesen said he had already raised the idea of an extension with federal Finance Minister Bill Morneau and would push the issue again. St. Boniface General Hospital's decision to forbid medical-assisted deaths is drawing condemnation from end-of-life care advocates and an expert on medical ethics.Arthur Schafer, a founder of the University of Manitoba's Centre for Professional and Applied Ethics, described the recent board decision to ban medical-assisted deaths as "fundamentally wrong."The board of St. Boniface Hospital initially voted in favour May 29 of allowing doctors and other medical staff to assist some patients to die in special circumstances.But on May 30, the hospital's owners — Catholic Health Corp. of Manitoba — held a special meeting and appointed 10 new members of the board who overturned the policy two weeks later."They're not taking into account people's end-of-life comfort," said Schafer.As a publicly-funded institution, Schafer argues the board has no business dictating policy that flies in the face of an entitlement under Canadian law."The idea that the kind of care patients receive at the hospital has to conform to church doctrine even when that may be prejudicial to the well-being of the patients strikes me as ethically questionable," he said.St. Boniface should leave it up to individual doctors and other health-care providers to decide for themselves whether or not to provide a medical assisted death, Schafer said.Under the federal assisted-dying legislation, there is a law guaranteeing medical staff cannot be forced to help a patient die.-Dignified death advocate 'disgusted'-Sherry Marginet, a spokesperson with the Manitoba chapter of Dying with Dignity, a group that advocates on behalf of patients who require end-of-life care, said she was "disgusted" by the actions of the St. Boniface board."People who are looking for this aren't doing it for something to do. They're suffering," she said. "It makes me angry."Marginet, like Schafer, argues the church has no place deciding the care doctors can provide at a public hospital."People have consciences, businesses don't. And the hospital is a business that is funded by the government, by taxpayers of every faith," Marginet said."[Faith] shouldn't be part of the question. It's about illness."Along with assisted dying, St. Boniface Hospital also bans non-therapeutic abortions.-Hospital will do 'everything but' MAID-After the previous board chair resigned, Tom Carson, took over as chair of the board of St. Boniface Hospital earlier this month.While he said his personal beliefs may differ, Carson respects the decisions informed by faith, especially given the hospital was founded by the Grey Nuns and has along history of being governed by the Catholic church."St. Boniface will do everything but the shortening of somebody's life," Carson said.The hospital is one of only two in Winnipeg that provides palliative care — a service which focuses on reducing pain in terminally-ill patients. The other facility is at Riverview Health Centre.Carson said he and the remaining board members are focused now on making sure patients who require MAID do not have to face discomfort in their transfers to other facilities that provide medical-assisted deaths."For us, the issue really is how do we make sure that movement is the most compassionate it can be," he said.St. Boniface, like Concordia Hospital in Winnipeg, another faith-based institution, will allow medical assisted death assessments to take place on-site and assist in transferring patients to another hospital to receive MAID services. Misericordia Health Centre provides patients with materials on how to contact MAID.A written statement from Manitoba's Health Minister Kelvin Goertzen said the province respects the decisions by healthcare facilities who elect not to provide medical-assisted deaths."However those facilities that do not perform MAID are required to have protocols and procedures in place to transfer patients, in a manner that is safe and dignified, to an alternate facility," he said.Since March 2016, there have been 52 medical-assisted deaths in Manitoba.DEAD ANIMALS

Beetle infestation found in beehives imported from Ontario-[CBC]-YAHOONEWS-June 19, 2017

A beetle whose larvae can destroy beehives has been discovered in northeastern New Brunswick, where it arrived with Ontario bees imported to pollinate blueberry crops.The New Brunswick government says it has quarantined some honey bee colonies after the discovery of a small hive beetle infestation on the Acadian peninsula.Kevin McCully, the provincial director of agriculture, said officials are unsure how the beetle got past what he called a rigorous inspection process for imported bees.Beekeepers "have to send us their forms showing their inspection results, and they were all reported to not have any presence of small hive beetles in them," he said."So we were very surprised when we did some spot checks and found them."-Found in other provinces-The small hive beetle has been a problem in southern Ontario, but has also been found in Manitoba, Alberta and Quebec.Last year, New Brunswick increased the minimum rate of inspections of apiaries coming from Ontario to 50 per cent of colonies, and required inspections within 30 days, rather than six months, of the importation date.- 'Zombie' honeybees make first appearance in Canada -The beetles are mostly a threat to the bees' homes. Adult small hive beetles find places within honey bee colonies to lay eggs, typically eight. The larvae defecate on the honeycomb, causing the honey to ferment and spoil.There is now a no-movement quarantine on the bees that arrived from the beekeeper in Ontario. That means the bees are not allowed to be taken to any other part of New Brunswick and must be sent back to Ontario by June 22.-Would prefer not to import-In recent years, New Brunswick has put $100,000 a year into a honey bee expansion program to help increase the honey bee population native to New Brunswick.Meanwhile, New Brunswick has allowed 25,000 hives to be brought in from Ontario because they're needed for pollination."We'd rather not do that," McCully said. "We would rather have our own beekeeping to be able to provide that pollination."Government arrived at the large import number to get the maximum economic benefit, he said.The Agriculture Department said New Brunswick and Ontario will work together to see what went wrong this time.-A call for stronger regulations-But for some in the industry, checking to see what went wrong isn't enough.Calvin Hicks, president of the New Brunswick Beekeepers Association, said provincial regulations are not tough enough, and it's only a matter of time before the small hive beetle arrives."Right now, as far as we know, there hopefully aren't any small hive beetles affecting New Brunswick-owned hives," Hicks said in an interview Monday before news of the infestation on the Acadian peninsula.Nova Scotia has moved to ban importing bees from other provinces, but Hicks said that's not possible with the low population honey bee population in New Brunswick."Those requirements have been a bit too lax," he said.

Brussels, Today, 11:53-A proposal discussed by EU ministers in Luxembourg on Tuesday afternoon (20 June) lays out “objective criteria” to determine where the two London-based EU agencies should go after the UK leaves the bloc.However, the text does not say how the criteria should be weighed up.And since the decision will be taken by a vote, it is entirely possible that the country with the smartest lobbying, rather than objectively the best bid - if such a thing exists - wins the day.-Brexit-forced move-By March 2019, the UK is expected to no longer to be a member of the EU, which means the UK-based European Medicines Agency (EMA) and the European Banking Authority (EBA) need a new home.European Council president Donald Tusk and European Commission president Jean-Claude Juncker signed off on a proposal about “the recommended procedure” to select the new hosts of the EMA and the EBA.The text, dated 19 May, was revised last week and sent to member states. Brussels, Today, 07:21-Only four out of the 27 remaining EU member states do not want to host any of the two EU agencies currently located in the United Kingdom: Slovenia, and the three Baltic states – Latvia, Lithuania and Estonia.Diplomatic sources told EUobserver that the four countries will not make a bid to become the new home for the European Banking Authority (EBA) or the European Medicines Agency (EMA).On Tuesday (20 June), EU affairs ministers will meet in Luxembourg to discuss the procedure for deciding where to locate the EBA and EMA after the UK's exit from the EU.Some twenty member states have said they wanted the EMA, whereas six said they would like to host the EBA – some want both.In the end, EU member states themselves will decide on where the agencies should go, which means a lot of lobbying and tit-for-tat can be expected.But Lithuania, Latvia, Estonia, and Slovenia will not go through the laborious process of convincing their peers.“The whole lobby process is resource-consuming,” said one diplomatic source.The decisions not to make a bid are mostly based on an assessment of their chances.“We have evaluated our chances, looked at it realistically,” said a Lithuanian diplomatic source, noting that the conclusion was not to make a bid for the agencies.Another diplomatic source said the same about Lithuania's Baltic neighbour, Latvia.The Latvian cabinet had a discussion about the possibility, and decided that the competition would be too heavy.“We realistically looked at what a proposal would look like. LONDON — The rash of deadly terror attacks that has rattled Britain in recent months took an ominous new turn on Monday as Muslim worshippers became targets during the holy month of Ramadan, mowed down by an attacker who plowed a van into a crowd leaving prayers at two mosques in north London.It was the same tactic Islamic extremists used in recent assaults on Westminster Bridge and London Bridge. MOGADISHU, Somalia — At least 15 people are dead after a suicide car bomber posing as a milk delivery van detonated at a district headquarters in Somalia's capital, police said Tuesday.The death toll may rise, as some were badly hurt in the explosion at Wadajir district headquarters in Mogadishu, Capt. Mohamed Hussein told The Associated Press.Most of the dead were civilians, Hussein said. Aamin Ambulance service said it had transported 18 wounded, seven of them women. Two of the eight bodies it transported were women, it said.The al-Qaida-linked al-Shabab extremist group quickly claimed responsibility for the attack via its Shahada News Agency, according to the SITE Intelligence Group, which monitors jihadist groups.At the blast scene, debris was burning and bricks and body parts were scattered among destroyed cars. One man was pulled alive from under a large stone after a wall fell on him in the explosion.Weeping women stood nearby, anxiously waiting for news about loved ones.The blast comes less than a week after al-Shabab gunmen carried out an overnight siege on a popular restaurant in the Somali capital, killing at least 31 people.The Somalia-based al-Shabab often targets high-profile areas of Mogadishu, including hotels, military checkpoints and areas near the presidential palace. They deliberated for 52 hours over six days before announcing they were deadlocked on all three charges. It is not yet clear why jurors could not reach a verdict, or how close they came.Cosby, 79, has called the sexual encounter consensual. Prosecutors vowed to retry him, and O'Neill said he would hear the case within four months.Alternate juror Mike McCloskey said Monday he was "ridiculously sick" when he found out the main jury couldn't reach a verdict. He says he "probably" would have voted to convict, though he did not take part in the deliberations.
