BEIJING (Reuters) - China on Tuesday welcomed a softer stand taken by Southeast Asian countries on the disputed South China Sea at a weekend summit, saying it showed efforts to ease tension were working.The Association of South East Asian Nations (ASEAN) dropped references to "land reclamation and militarization" from its chairman's statement this year at the end of its summit in the Philippine capital, Manila.The reference had been included last year and was even in an earlier, unpublished version of the statement, seen by Reuters on Saturday.Two ASEAN diplomats said that this year, China had pressed ASEAN chair the Philippines to keep China's contentious activities in the strategic waterway off ASEAN's official agenda.China is not a member of the 10-member bloc and did not attend the summit but it is extremely sensitive about the content of its statements.It has often been accused of trying to influence the drafting of statements to muzzle what it sees as challenges to its sweeping sovereignty claim.Chinese Foreign Ministry spokesman Geng Shuang did not directly answer a question on whether China had exerted pressure over the statement."Since last year, with the joint efforts of China and ASEAN countries including the Philippines, temperatures in the South China Sea situation have gone down and things have eased up. This will take time,” he said.-Cherry-picking-EU officials also told FAZ that May thought she could opt-in to EU policies that she liked after the UK leaves.During the dinner, May cited an example in 2014 when Britain opted out of EU police and criminal justice measures, then opted back in to 35 of them.The EU has warned May several times that cherry-picking will not be possible.May reportedly also said she wanted the Brexit negotiations to be held in secret in monthly, four-day blocs.Juncker told her this was not possible because member states and the European Parliament need to be informed at each stage of the process.According to FAZ, May urged Juncker to make Brexit a success.Juncker told her he wanted good relations, but that Britain would have fewer EU perks when it left the single market and customs union.“This cannot be a success,” he said.-Breakdown?-After the meeting, Juncker put the chances of a breakdown in the negotiations at over 50 percent.According to the report, he was so alarmed that he called German chancellor Angela Merkel the next morning to say that May was "living in another galaxy" and "deluding herself”.Merkel later that day said in a speech that some in the UK government had “illusions” about the nature of the talks.Asked on Saturday at the EU summit about the FAZ scoop, Juncker said: “The meeting we had was a very constructive meeting, in a friendly atmosphere, privately everything went well, but in fact we have a problem. The Yukon government is taking stock of the damage from a couple of earthquakes that shook the territory early Monday morning. At least two buildings — a school and a Whitehorse office building — will remain closed Tuesday.A magnitude 6.2 earthquake hit Yukon and Alaska at about 5:30 a.m. local time Monday, causing power outages, damaging buildings and shaking people awake.Then another larger quake, magnitude 6.3, hit less than two hours later, about 7:20 a.m. PT. There were also a series of aftershocks.The first quake hit in British Columbia's far northwest, near the B.C.-Yukon border, about 85 kilometres northwest of Skagway, Alaska, according to the U.S. Geological Survey, while the second hit about 80 kilometres west of Skagway.Whitehorse residents told CBC News that they were falling out of their beds and dishes were coming down from shelves.The earthquakes were also felt in northern British Columbia."Incredible shaking felt in Whitehorse around 5:30 a.m. this morning," resident Jenni Beauregard said in an email to CBC, after the first quake.She said the tremors lasted about 30 seconds."Oh gee, I was laying in bed and I felt the double-wide place that I live in start to shake a bit, and I was wondering what was going on," Sheldon Miller told CBC News.Thinking it was just strong winds, Miller headed to the window."There was no wind, but then it started shaking pretty violently. ATCO Electric said 8,000 customers in Yukon were affected, most in the Whitehorse area, but also in the communities of Carcross and Teslin.Those customers had power back within an hour of the first quake, but about 3,000 of them saw their power knocked out again after the second quake. That outage was also less than an hour for most customers.Yukon Energy, meanwhile, checked its Whitehorse dam, substations and LNG plant for any damage on Monday morning, but has not reported any problems.Yukon Energy CEO Andrew Hall said the company's new LNG plant is designed to withstand an earthquake.

TORONTO — A series of blasts in Toronto's financial district that shut down the area Monday and sent commuters scrambling was caused by an overheated hydro vault fire, said officials.The first explosion was heard shortly after 5 p.m. and heavy black smoke was seen billowing from a set of grates outside a Royal Bank office building near King St. and Yonge St.The chaotic scene continued with sounds of underground blasts as officers herded crowds away from the scene."Did you hear those sounds? Those are explosions," an officer was heard yelling to bystanders.No one was injured, Toronto Fire Services said.Police cruisers blocked off streets in the area and officers were seen wearing surgical masks as smoke hung in the air.The incident shut down a nearby subway station and caused several streetcars to take detours. The Toronto Transit Commission said late Monday that subway service and some bus routes through the area had resumed but streetcars on King St. were still being diverted.A section of King St. remained closed early Friday and it was unclear whether it would open in time for the morning rush hour.The Royal Bank office building and parts of an underground shopping concourse were evacuated due to heavy smoke, fire officials said.Toronto Fire Platoon Chief Kevin Shaw said firefighters were able to contain the blaze within an hour. He added that once hydro workers were able to cut the power to the vault, firefighters would be able to go in and douse any remaining hot spots."It's energized electrical equipment that's in the vault, it overheats, starts melting down ... so that's where you're hearing the crackle and the popping," Shaw told reporters Monday night. "There (were) visible flames out of there probably a half hour ago, but we feel that it's definitely under control now."Shaw said the fire's cause would likely be determined once hydro crews could get access to the vault."It could be dampness, water or an aging hydro vault, or all of the above," Shaw said. "It all leads up to one of these fires."He said he has seen worse hydro vault fires downtown, but added that crews had to take precautions because it happened during rush hour.Toronto Hydro workers were still unable to get to the vault by 9 p.m. Monday, spokeswoman Tori Gass told reporters. The utility said its crews would continue working through the night.Gass said she could not provide any information about what caused the explosions because it was still to dangerous for crews to go in to inspect."It's going to be quite messy down there, quite toxic," Gass said. Black Lives Matter Toronto wants to eliminate the School Resource Officer Program, which stations uniformed officers in Toronto-area schools, as part of six changes targeting anti-black racism in the education system.Officers have been stationed at schools since 2008, which was funded by a federal grant.The Toronto group is demanding six specific changes to the primary and secondary education systems in the Greater Toronto Area, including implementing anti-black racism training at all levels of Toronto-area school boards and creating an advisory board of black parents.Black Lives Matter Toronto staged a walkout Monday to lay out its demands.It's in response to a report last week from a York University professor — that used TDSB data — to determine a large number of black students are being streamed into applied instead of academic programs and they are suspended at much higher rates.About 20 Toronto teachers also took part, Black Lives Matter Toronto said.Supply teacher Hawa Sabriye didn't accept work Monday to join the protest and lead one of the workshops, which are being offered to educators, parents and students to identify and combat anti-black racism. The workshops were held at York Woods Library in Toronto's Jane and Finch neighbourhood."I think going into so many different schools across the city, I've noticed many different educators and administrators that have anti-black assumptions for students," said Sabriye. "This is creating barriers for many black children across the TDSB (Toronto District School Board), but also the Peel District School Board and the York Region District School Board and it's really impacting, not only their educational futures, but also their family life."Sabriye said she joined the protest because she has a younger brother and cousins in the school system."There's an alarming number of black youth that aren't making it out of high school and I think the TDSB and other school boards have to acknowledge this and realize it's a real issue," she said.'Their intelligence is not being valued'-Pascale Diverlus, a Black Lives Matter Toronto co-founder, said the day of action will offer workshops aimed at ending racism in the classroom."It's about providing programming for educators and for parents, to be able to learn how to recognize anti-black racism within the school system and how to dismantle it," she said."Their intelligence is not being valued, so this day is about calling attention to those things. Arrests of undocumented immigrants increased by nearly one-third in the first three months of this year compared to the same period in 2016, according to the agency tasked with enforcing U.S. immigration laws.As May Day marchers in the U.S. on Monday protested deportation measures taken under the administration of President Donald Trump, statistics requested by CBC News from U.S. Immigration and Customs Enforcement showed arrests within the country and at the border rose to 35,147 in the first quarter of 2017, up from 26,471 the previous year. That amounts to a 33 per cent increase.Trump's stated deportation plan was to take aim at "bad hombres," or convicted serious felons living in America illegally. Judging by ICE's statistics, authorities also rounded up thousands of unauthorized immigrants with otherwise clean records.Nearly one-quarter of those arrested, or 8,557 people, had no criminal record in the first three months of 2017. That's because deportation cases can take several years to wind through backlogged courts. Border apprehensions often result in removal within days.ICE's deportation stats wouldn't account for the long lag times, whereas arrests are "clearly the initial enforcement activity," says Randy Capps, director of research for U.S. programs with Washington's Migration Policy Institute, a non-profit and nonpartisan think tank.Critics of Obama blasted him as "deporter in chief" owing to the spike in deportations to around 400,000 a year during the beginning of his term. Deportations fell after his executive action to relieve the pace of removals in November 2014, when his administration issued a memorandum prioritizing deportations for serious criminals and new arrivals.-Expanded deportation powers-The biggest change under Trump is a broadening of how ICE agents are free to interpret who should be deported. The expanded powers came courtesy of new immigration enforcement policies the president introduced in January executive orders.In practical terms, unauthorized immigrants settled in the U.S. as law-abiding residents, including some with citizen spouses, are now as vulnerable to removal proceedings as serious criminals. 13-year-old boy charged with vandalizing Regina synagogue-[CBC]-YAHOONEWS-May 1, 2017

A 13-year-old boy has been charged with mischief and break and enter after the Beth Jacob Synagogue was vandalized this weekend in Regina.Both the synagogue and Regina Police Service say the damage is not believed to be motived by anti-Semitism."As much as we regret that this has happened and we're quite upset about the damage that was done, we can say that this does not appear to be a hate crime of any kind," said Rabbi Jeremy Parnes.The Regina Police Service also does not believe this was in any way a hate crime.Police say they responded to the facility on Sunday after someone reported that there was damage done to the inside of the building. Furniture and other items in the school section were broken when police arrived at the scene.Given the size of the building several police units responded but once there, police determined that the break-in had occurred on Saturday.The 13-year-old has been charged with break and enter and mischief over $5,000. The youth's name will not be published in accordance with the Youth Criminal Justice Act.Parnes said nothing has been stolen from the synagogue and no significant items were damaged within that part of the building."There was no desecration of our sanctuaries or any kind of hate slogans painted or made in the building," he said.-Montessori school cancels classes-The damages caused have resulted in classes at the Montessori school, which is located in the synagogue, to be cancelled Monday.According to a letter sent home to parents, "the damage to the classrooms is mostly messy (e.g. paint splatter) but is substantial enough that it will require a disaster recovery service to clean the building and classrooms."Jeff Vall, chair of the board for Montessori Regina, said while clean-up is taking place they are looking for new locations to potentially hold classes."I've heard of parents offering up spaces at their home if they have availability," said Vall.Parents were informed of the break-in on Sunday."Parents probably are currently scrambling to find alternative arrangements for today [Monday] and staff at Montessori are looking for an alternative location," said Vall.-Local institutions quick to offer spaces-Jennifer Rathwell's two children attend the McTavish Street Montessori location. German official sees promise in expanding Russia-backed Syrian peace talks-[Reuters]-YAHOONEWS-May 2, 2017

BERLIN (Reuters) - Expanding the number of countries involved in Russian-backed peace talks for Syria could offer a chance to jumpstart negotiations on a political solution, Germany's top official for Russia policy said in an interview published on Tuesday.Gernot Erler suggested that German Chancellor Angela Merkel could raise the issue with Russian President Vladimir Putin when they meet in Sochi, Russia later on Tuesday."We have to acknowledge that all previous peace efforts have failed," Erler told the Berliner Zeitung newspaper, noting that neither the U.N. initiative led by diplomat Staffan de Mistura nor the Russia-brokered ceasefire had led to tangible results."As a result we have to think of something new. I think the German side should ask Putin if he can imagine including more countries in the negotiations. Rights group accuses Syria of several likely nerve agent attacks-[Reuters]-YAHOONEWS-May 1, 2017

UNITED NATIONS (Reuters) - Human Rights Watch on Monday accused Syrian government forces of likely dropping bombs containing nerve agents at least three times elsewhere in the country before an April 4 attack that killed dozens of people and sparked a retaliatory U.S. strike.The Syrian government has repeatedly denied using chemical weapons. The Syrian U.N. mission was not immediately available to comment on the allegations by Human Rights Watch, which cited interviews with witnesses and medical personnel.The Organisation for the Prohibition of Chemical weapons, a global watchdog, has said sarin or a similar banned toxin was used in the April 4 strike.Human Rights Watch said that before the April 4 attack on Khan Sheikhoun, government warplanes also appeared to have dropped nerve agents on eastern Hama on Dec. 11 and 12, 2016, and northern Hama, near Khan Sheikhoun, on March 30, 2017."All four of these attacks were in areas where opposition or ISIS forces were launching an offensive that threatened government military air bases," Human Rights Watch Executive Director Ken Roth told a news conference at the United Nations."The decision to ratchet up to this level seems to have been related to that unfavorable battlefield situation," he said.The report said an opposition-affiliated activist and local residents provided the names of 64 people they say died from exposure to chemicals in the December attacks, which were in an area controlled by Islamic State militants.It said no one died in the March 30 attack but dozens of people were injured, according to residents and medical workers."The pattern shows that the Syrian government retained sarin or some similar nerve agent after its August 2013 eastern Ghouta attack despite having agreed to hand over all chemical weapons to U.N. inspectors," Roth said.Syria agreed to destroy its chemical weapons in 2013 under a deal brokered by Moscow and Washington.Roth said Human Rights Watch found that the remnants of a bomb at the site of the April 4 attack "appear consistent with the characteristics with a Soviet-made air-dropped chemical bomb specifically designed to deliver sarin." The report said the remnants of the bomb appears similar to a KhAB-250.Human Rights Watch called on the U.N. It's a quiet Tuesday evening at Moscow's largest Kingdom Hall, a gathering point for Jehovah's Witnesses, and it's a hive of activity. In one room a few dozen people are engaged in Bible-reading; in another they are singing hymns.There is no outward sign of awareness that Russia's Supreme Court has just banned the Jehovah's Witnesses as an "extremist" group on a par with terrorist organizations like ISIS and Al Qaeda – nor that carrying out these very activities may soon be grounds for criminal charges and prison.It's a legal decision that looks portentous on many levels. It is the first major post-Soviet instance in which Russia has moved to outlaw an entire religion, deploying "extremism" laws against a group that poses no threat whatsoever of violence, racism, or hate speech.Recommended: Sochi, Soviets, and czars: How much do you know about Russia? Some see the hand of the powerful Russian Orthodox Church behind the decision. Others suggest it's part of a more general wave of "majoritarian" social conservatism that's enforcing a gradual homogenization on the entire society. Civil rights experts worry the move could presage a wider crackdown on "non-traditional" religious faiths, generally viewed as alien to Russia, that took root around the country in the wake of the Soviet Union's collapse a generation ago.But even among Russian Orthodox themselves, there is concern that the absolute ban of an entire sect goes too far. The faith has existed in Russia for more than a century, and is practically the only such group to have survived the long Soviet winter by developing underground networks that successfully defied the secret police of Stalin and Brezhnev eras."Banning [the Jehovah's Witnesses] from the legal space, excluding it from social life completely is an idea that didn't work even in Stalin's times," says Father Vsevolod Chaplin, a former spokesman for the Orthodox Church. "We should be wiser in this case."-THE 'YAROVAYA LAW'-The Supreme Court ban, which is one short appeal away from being handed to police to enforce, will mandate seizure of all the group's property and open its 175,000 Russian members to criminal charges if they persist in publicly expressing their beliefs and carrying out their active missionary work.The court verdict has been several years in the making, highlighting the way Russian authorities in the age of Vladimir Putin move slowly and methodically through the courts, rather than employing Soviet-style repression, to obtain the results they want.In the more than two decades since Russia passed a law limiting the legal rights of faiths that are not one of the country's four "traditional" religions – Orthodoxy, Judaism, Islam and Buddhism – the Jehovah's Witnesses have faced dozens of local bans, seen their literature prohibited as "extremist," and several of their activists jailed.But the new ruling comes under a new law signed by Mr. Putin last July. Known as the "Yarovaya Law" after its main author Irina Yarovaya of the pro-Kremlin United Russia party, the law authorized sweeping new powers for security services to crack down on all kinds of extremist activity.One little-noticed section of the law mandates much tougher restrictions on the activities of small religious denominations, particularly their ability to proselytize. The Jehovah's Witnesses, who see missionary work as a basic command from God, were on a collision course with the Russian state even before the latest court decision."I am instructed to go out and tell people what I have read in the Bible, and I will do that regardless of what decisions the government takes," says Yury Terteryan, a sports journalist and Jehovah's Witness. "How can you stop people from sharing good news?"Some analysts see this verdict as part of a full-blown comeback for Soviet-style forced conformity. "The totalitarian features of the present regime are becoming more evident," says Yevgeny Ikhlov, an expert with the public Movement for Human Rights in Moscow. "It is a feature of such regimes that they try to impose a single ideology. The Jehovah's Witnesses have been persecuted by totalitarian regimes from Hitler's to Stalin's, and it looks like they'll have to go underground again."Others suggest that, as with laws limiting public LGBT expression, the crackdown is not likely to affect most Russians and, indeed, few are likely to even notice it. The vast majority of Russians self-identify as Orthodox Christians, even if only a small percentage actively practice the faith.Ultimately, it's not clear exactly why the Russian state has targeted the Jehovah's Witnesses for punishment which, if fully carried out, could increase Russia's burgeoning prison population by 175,000."The supreme court case dealt mainly with technical issues, like their promulgation of 'extremist' literature and violation of previously-mandated restrictions," says Maria Kravchenko, an expert with the Sova Center in Moscow, which tracks extremist movements in Russia. Ms. Kravchenko's specialty is "abuse of the extremism laws," and she says her work load has been piling up lately."Perhaps it's because of their pacifism, that they reject military service, and encourage believers to leave their families. There are a lot of institutions in Russia that have reasons to be angered by them. I think the interests of the Orthodox Church is only one aspect of this, it's part of something much larger," she says.-THROWN TO THE LIONS?-Most "non-traditional" faiths have experienced difficulties trying to establish themselves in post-Soviet Russia. Even the powerful Roman Catholic Church, which has about 800,000 members in Russia, has found itself under pressure, often from zealous local Orthodox communities. But recent rapprochement between the Vatican and the Orthodox Church has probably eliminated any threat that Catholics might be targeted under the Yarovaya law.The Church of Scientology – which is controversial everywhere – was shut down by the Supreme Court last year, for "non-compliance" with laws regulating religious organizations. The Orthodox Church hailed that decision, publicly denouncing Scientology as an "affront to human freedom."Many other groups have experienced chronic problems, including Hindus, whose holy book the Bhagavad Gita was nearly banned as "extremist" by a local court five years ago. Baptists and other smaller evangelical Christian groups, who often do not register with authorities, report constant harassment from police and local Orthodox communities.Most of those who, like the Jehovah's Witnesses, make proselytizing a core activity, worry that they will be targeted more systematically, and treated as criminals, under the new Yarovaya law.For the Jehovah's Witnesses themselves, persecution is all too familiar. Indeed, they fondly liken themselves to early Christians being hunted down by the Romans. Which is not to say that they welcome it."I don't wish to be thrown to the lions," says Yevgeny Kandaurov, an elder of the congregation in Moscow. "That's not what I choose. But I will stick to my faith whatever happens."-'WE SHOULD BE MORE CAREFUL ABOUT THIS'-Even among Orthodox officials it's not easy to find supporters of the draconian verdict against the Jehovah's Witnesses."I agree that aggressive missionary activity should be prohibited [as per the Yarovaya law] for all religious groups," says Father Chaplin, the former Orthodox Church spokesman. "The state has the right to say that their ideology is anti-patriotic and doesn't reflect the feelings of most Russians... In the bodies of power, and for common people as well, there are questions about whether this organization serves the country's interests, or those of international forces looking to weaken Russia."Article 29 of Russia's Constitution prohibits any declaration of the superiority of religion. That's been cited against the Jehovah's Witnesses for proclaiming that theirs is the only true faith."I think we should be more careful about this," says Chaplin. "Every religion thinks it's the only true one. I am Orthodox, and I certainly believe that about my faith. If the state forbids us from saying that, it will put itself at odds with the majority of its citizens."Andrei Kuraev, a professor at the Orthodox Church's Spiritual Academy in Moscow, warns that all freedom of conscience is under attack."Sure, the Jehovah's Witnesses are far from blameless. They are a totalitarian sect who control their adherents and spread bad information about other faiths," he says. "But sometimes our Orthodox preachers do the very same things. I have personally taken part in debates with the Jehovah's Witnesses, and I believe that's how things should be handled. We should have equal conditions. The state should stay out of it and not under any circumstances try to play the role of arbiter."

A hunt for lost stories among Mount of Olives’ forgotten graves-Students and volunteers, sleuthing for information about soldiers who fell in state’s early days, gather at historic Jerusalem cemetery on Israeli Memorial Day-By Jessica Steinberg May 1, 2017, 4:45 pm-THE TIMES OF ISRAEL

It’s 10:15 a.m. on Israel’s Memorial Day, and Sarah Barnea is rushing around the burial plots on the Mount of Olives, making sure groups of high school students are finding the graves of the soldiers they’ve been researching for the last 10 weeks.“This place is my second home,” says Barnea ruefully with a little shrug of her shoulders.It’s a strange thing to say about the historic cemetery in the midst of the Arab neighborhood of a-Tur on the Mount of Olives, but it’s true for Barnea.She is one of some 25 volunteers of Giving a Face to the Fallen, a nonprofit organization dedicated to tracking down information about soldiers who fell in the early days of Israel’s establishment, and about whom little information is known.The organization’s volunteers become amateur sleuths in their search for background histories, which eventually culminate in state ceremonies in memory of the fallen soldiers with newly located long-lost relatives now able to visit the once-unattended gravesides on Memorial Day. The names of the fallen can also be added to the Yizkor Memorial website, the government site that lists the names and histories of each of Israel’s 23,544 war dead.Barnea is one of the regulars at the Mount of Olives cemetery. She has spent the last two-and-a-half months helping high school students from Jerusalem-area schools research the backgrounds of soldiers buried on this hill overlooking the Western Wall and the Dome of the Rock.On Memorial Day, the students returned to the Mount of Olives, prepared with the plastic-sleeved essays they wrote about their adopted soldiers, ready to stand at attention by these graves, as is the custom on this day of national mourning.“There will be hundreds of students here today,” said Barnea. “And their presence here is tremendously moving.”Two eleventh-grade students from Yeshivat Mekor Chaim, Naveh Hod and Yahel Shilyan, stood by the grave of Yafim Davidovich, a 54-year-old Russian colonel in the Red Army who spied for Israel and was given the rank of colonel by the Israeli army.“He had a really interesting story,” said Hod. “He had no reason to do what he did, he didn’t know Israel.”“Not like we do,” added Shilyan. “It makes you think about why people do what they do.”As the hour got closer to 11 a.m., when the memorial siren would sound for two minutes, Barnea continued to race around the different burial plots, making sure the students were able to find the graves of the fallen soldiers whose stories they had studied.The sun was warm, and most of the students were dressed in white shirts adorned with blue Memorial Day stickers. Some had their heads covered in white baseball hats emblazoned with the logo, “Going up to the Mount of Olives, 50 Years to Jerusalem’s Reunification,” as this year will mark 50 years since the Six Day War, when Israel gained control of East Jerusalem, including the Old City.The students, from both religious and secular schools, gathered together around various graves, the sounds of murmuring voices settling softly over the quiet cemetery, as teachers urged students to hear as many stories as possible.At one burial plot, on the side of the cemetery overlooking the Judean Desert, the students spoke to Yehudit Cohen, an older woman visiting the grave of her brother, Yitzhak Penso, who was killed in 1947 as he was attempting to load a truck with supplies from the Old City. Their family lived in Mamilla, said Cohen, referring to the neighborhood situated right outside Jaffa Gate, once home to families and merchants.Her other brother went missing, said Cohen, after running away to join the Palmach when Yitzhak, their older sibling, was killed.“I come here every year, because I’m the only one left who remembers them,” she said.There was a student who discovered a familial connection to Menachem Previs, who fell at 17 and was buried next to Moshe Levy, whose gravestone had finally been laid just three days earlier, said Barnea.There are still hundreds of fallen soldiers whose origins are unknown, and some 54 on the Mount of Olives that lack tombstones.Others have been well-marked for decades, like the grave of Heinz Beit, a German Jewish youth immigration official who was killed by gunfire in 1948 while riding with Golda Meir, then a new politician, up the blockaded road to Jerusalem. His history was being told by ORT Ramot tenth-graders Moshe Abulafia and Yotam Marsh to a soldier assigned to stand by Beit’s grave.The presence of soldiers at these long-neglected gravesides was an emotional sight for Barnea.“It’s a sign that something has changed, that we’re not the only ones paying attention to these graves,” she said.Just ahead of the 11 a.m. siren, many of the visitors gathered for the official ceremony held under a canvas covering at the front of the cemetery. Tourists, many of them German and Russian, sat quietly on the stone stairs overlooking the rows of graves. Behind them, a camel grunted and was quickly quieted by his owner, an Arab from the nearby village who was selling rides on the camel’s humped back.Throughout the half-hour ceremony, the rows of white stone graves beckoned, some attended by a pair of students, others by a single soldier.“It’s more than there’s ever been before,” said Barnea, who has been coming to the Mount of Olives to visit these long-dead soldiers for the last 15 years.Giving a Face to the Fallen is looking for more volunteers, as well as those with an interest in genealogy. The Israeli public will get its first look at the air force’s new F-35 jets on Tuesday, when the stealth fighters take part in the annual Independence Day flyover.Along with the F-35, the air force will show off some of its other hardware including trainers, fighter jets, transport planes, helicopters, and refueling aircraft.The decision to include the F-35 in this year’s flyover was made by the Israeli Air Forces’ top brass, including IAF commander Maj. Gen. Amir Eshel, according to Maj. G, one of the flyover’s organizers, who, in keeping with air force security precautions for pilots, can only be identified by his first initial.Israel is the first country outside the United States to receive the state-of-the-art F-35, which is manufactured by Lockheed Martin. In total, the country is planning to purchase 50 of the fifth-generation stealth aircraft, known in Israel as the “Adir,” or “mighty one,” and has thus far received five of them.Celebrations marking the the 69th Independence Day are scheduled to begin at 8 p.m. on Monday and continue through the following day.There will be four flybys on Tuesday.The main flyover will begin in Rahat, north of Beersheba, shortly after 10:30 a.m., traveling south to Yeruham and then north, past Arad, Jerusalem and the Jordan Valley to Katzrin, in the Golan Heights. From there, it will fly west to the coast, past Haifa and Tel Aviv to Ashdod. It will then go past Netivot to Beersheba, the last stop, before ending shortly before 1 p.m.The F-35 will only take part in some of that flyover. The aircraft will fly past Beersheba at 11:26 a.m., the Tel Nof air base at 11:44, Jerusalem at 11:50, the Ramat David air base at 12:03 p.m.; Haifa at 12:23, and Tel Aviv at 12:33, before returning to base.In total, the main flyby will travel approximately 850 kilometers (530 miles) on Tuesday, according to Maj. G.Southern Israel will enjoy its own flyby, albeit a more modest one. The Lavi, a trainer aircraft, and the F-16 Barak will fly from the northern Negev down past Sde Boker and Shizafon to the port city of Eilat and then north to Ketura and Sapir, before returning to base.The air force’s aerial acrobatic planes will begin to perform at 9:40 a.m. above the Ramat David air base in northern Israel. They will then travel to Haifa at 9:55 a.m., Tel Nof at 11:50, Tel Aviv at 12:05 p.m., the Air Force Museum in Beersheba at 1:35, and finally Jerusalem at 2.Finally, the Sikorsky CH-53 Sea Stallion heavy transport helicopter, known in the IAF as the Yasur, will fly past the center of the country, from Jerusalem to Haifa, beginning just before 11 a.m. and ending an hour and a half later.(A detailed timetable can be found below)-Maj. But that hasn’t happened,” a statement issued by Prime Minister Benjamin Netanyahu’s office said.“Hamas is attempting to fool the world, but it will not succeed,” David Keyes, a spokesperson for Netanyahu, told The Times of Israel on Monday, with the Palestinian organization set to present its new “policy paper” in Qatar.“Daily, Hamas leaders call for genocide of all Jews and the destruction of Israel,” Keyes said. “They dig terror tunnels and have launched thousands upon thousands of missiles at Israeli civilians. Schools and mosques run by Hamas teach children that Jews are apes and pigs. The United Nations’ cultural agency is set to pass a resolution on Tuesday — Israel’s 69th Independence Day — that indicates rejection of the Jewish state’s sovereignty in any part of Jerusalem. The resolution also harshly criticizes the government for various construction projects in Jerusalem’s Old City and at holy sites in Hebron, and calls for an end to Israel’s blockade of Gaza without mentioning attacks from the Hamas-run Strip.Submitted to UNESCO’s Executive Board by Algeria, Egypt, Lebanon, Morocco, Oman, Qatar and Sudan, the resolution on “Occupied Palestine” will most likely pass, given the automatic anti-Israel majority in the 58-member body. Its wording as of Monday was slightly less harsh on Jerusalem than previous resolutions, in that it does affirm the importance of the city to the “three monotheistic religions.”On Monday, Israeli diplomats were busy trying to prevent an European-Arab agreement that would see the council’s European members either vote in favor or abstain in exchange for a slightly softer text.Prime Minister Benjamin Netanyahu was said to be making phone calls to European leaders in a bid to convince them to reject the resolution.According to Israeli officials, Germany was a driving force behind a deal that would see all EU states abstain in exchange for the removal of the most incendiary anti-Israel passages. But on Monday, Italy announced that it would vote against the resolution, apparently ending the effort to forge a European consensus.“This [Italian stance] is without a doubt a positive development, which should tell the Germans that negotiating over a joint text with the Arabs is a mistake not just in Israel’s view but also in the eyes of several countries in the European Union,” Israel’s ambassador to UNESCO, Carmel Shama-Hacohen, told The Times of Israel.“Now we are focusing on our mission to make sure Italy will the first but not the last country to announce it does not want to be part of this deal with the Arabs and vote against the resolution.”Jerusalem prefers to see Western countries vote against an outrageous resolution, even if it passes, than a consensus in support of a milder text.Given that there no longer appears to be a European consensus, it is possible that Germany will also oppose the resolution. This development is likely behind the negotiations over an Arab-European compromise text, which would remove the most blatant anti-Israel elements.As it stood on Monday, Tuesday’s resolution, unlike previous resolutions, does not refer to the Temple Mount only as Haram al-Sharif, or to the Western Wall Plaza only as al-Burak plaza, the respective sites’ Muslim names. Six countries voted against and 26 abstained, and the resolution was adopted by the UNESCO’s Executive Board a few days later.Despite the stinging diplomatic defeat, that vote tally turned out better, from an Israeli perspective, than a vote on the same matter half a year earlier, which similarly turned a blind eye to the Jewish connection to the Temple Mount and the Western Wall.Seven countries that in April 2016 voted in favor of the resolution abstained in the second vote, among them heavyweights France and India.While the number of countries voting against the draft remained low at six — the US, Great Britain, Germany, the Netherlands, Lithuania and Estonia — this time around supporters of the resolution failed to garner an overall majority. In April, 33 states voted yes and 17 abstained. In an op-ed piece in The New York Times Monday, Public Security Minister Gilad Erdan wrote that a massive hunger strike by Palestinian prisoners is really an internal political play by the popular Palestinian Fatah leader Marwan Barghouti, a convicted murderer.Erdan’s column rejected charges leveled two weeks ago by Barghouti in the same newspaper, in a piece that condemned “Israel’s illegal system of mass arbitrary arrests and ill-treatment of Palestinian prisoners.”“Mr. Barghouti would like his audience to believe that the hunger strike is a reaction to the mistreatment of prisoners like him,” Erdan wrote. “In fact, it has nothing to do with their conditions, which meet international standards. This is reflected in the list of demands presented by Mr. Barghouti to the Israel Prison Service: the option to obtain university degrees, more family visits, access to more television channels, public telephones and private doctors.”Rather, Erdan stated, “the true motivation behind this strike is political jockeying. From prison Mr. Barghouti has become a major player in Palestinian politics, releasing regular statements on Palestinian affairs and backing candidates in elections.”Erdan argued that because the strike was about Fatah politics rather than the treatment of prisoners, Barghouti has gained no support from rival groups, including the Hamas terror organization.“The hunger strike is another step in his campaign to position himself as Mr. Abbas’s successor,” he wrote. “The political nature of the strike is a main reason the leaders of Fatah’s rival, Hamas, have not backed the strike.”Erdan said that despite attempts by Barghouti to rebrand himself as a “moderate” and Palestinian terrorism as “resistance,” Barghouti remains an unrepentant convicted murderer, responsible for the deaths of five people — Jewish, Christian and Druze.He accused the Palestinian Authority, led by Mahmoud Abbas, of encouraging terrorism through incitement, and particularly through payments to the families of those who commit terror attacks.Erdan called on the international community to put an end to incitement by ensuring the money does not reach terrorists.“The billions of dollars in international aid enable the authority to continue lining the terrorists’ pockets with cash,” he wrote. “Both politicians and ordinary citizens must demand an end to this gross abuse of international funds.”The New York Times took flak after publishing Barghouti’s op-ed for failing to note his murder convictions. Subsequently, the paper’s public editor, Liz Spayd, criticized the op-ed department, saying skimping on details of opinion writers’ biographical information is a repeated fault that discredits the paper.A subsequent editor’s note on the piece acknowledged the omission.Assaf Librati, a spokesman for the Israel Prison Service, said Monday that 870 prisoners are still on hunger strike, down from a peak of about 1,300 last week. More among Israel’s Arab community than its Jewish population are satisfied with life in Israel and slightly over half are proud to be Israeli citizens, according to a survey released on Sunday.The results of the poll, conducted by the Israel Democracy Institute and Tel Aviv University Peace Index, were released ahead of Israel’s 69th Independence Day that falls on Tuesday. The survey sought an appraisal of life in Israel, asking the question: “How’s it going?”Among Jewish respondents, 43.9 percent said they see Israel’s situation as “good” or “very good” while among Arabs the figure was nearly two-thirds at 66%. As for personal circumstances, nearly three-quarters of Jews (74%) said their situation is “good” or “very good” compared to 57% of Arabs who felt the same way.Similarly, according to the survey, 73% of Jews and 61 % of Arabs felt optimistic about Israel’s future, but while a majority from both communities were satisfied with Israel’s ability to maintain security in the country, only a small percentage of all Israelis felt that the government is attentive to their needs.“Only 2 percent of Jews and 5 percent of all Israelis think Israeli leadership is doing a moderately good or very good job at paying attention to what citizens want,” the IDI said in a press release.A majority of Jews believe the situation is not so good (47.9%) or not good at all (28.7%), according to the survey. In addition, over a third (35.6%) of those surveyed felt that when it comes to closing social gaps, the situation is “not so good” or “not good at all.”The good appeared to outweigh the bad, however, with some 80% of respondents saying they felt proud to be Israeli (51.1% among Arab respondents, 86.1% among Jewish respondents.)-Optimism was also high with 74% of Jews and 61% of Arabs responding positively to a question about how they feel about the future. The majority of the public (82% of Jews and 58% of Arabs) also feel “to a moderately large extent” or “to a very large extent” a part of the state of Israel and its problems, according to the survey.The country’s economic stability also ranked well with most Jews (62%) and Arabs (75%), who said Israel’s economic situation was “moderately good” or “good.”Medicine, health, and education services as well as science, ranked high with 70% of respondents seeing the country’s achievements in medicine and health as “moderately good” or “good.” Some 61% of Israelis felt the same way about achievements in education and science.The telephone survey, conducted on April 18-19, by the Midgam Research Institute, queried 600 respondents over the age of 18 who represented a national sample. Results have an error range of ±4.1% at a confidence level of 95%, the IDI said.

Amid a deepening crisis in bilateral ties, German President Frank-Walter Steinmeier is set to arrive in Israel next week, and it is currently unclear whether he will meet with the controversial Breaking the Silence NGO and thus risk being boycotted by Prime Minister Benjamin Netanyahu.Netanyahu last week canceled a planned meeting with German Foreign Minister Sigmar Gabriel when the latter refused to cancel a sit-down with Breaking the Silence.The schedule for Steinmeier’s three-day visit has not been completed, German and Israeli officials told The Times of Israel on Monday, refusing to comment on the possibility that Netanyahu would decline to meet the German head of state.Steinmeier, who became Germany’s president in March, is landing on Saturday. So far, a meeting with Netanyahu is part of Steinmeier’s preliminary schedule. But Netanyahu’s new policy to shun foreign dignitaries who meet with Breaking the Silence puts a question mark over the planned encounter.President Reuven Rivlin, who met Gabriel last week, will host Steinmeier for a working lunch on Sunday, after which the German guest will answer questions from the traveling press.According to Der Spiegel, one of the few confirmed items on Steinmeier’s itinerary is a speech at the Hebrew University of Jerusalem focusing on “the threats facing both German and Israeli democracy.”In his previous position as foreign minister, Steinmeier, a Social Democrat, did meet with Breaking the Silence, which publishes anonymous testimony of Israeli soldiers alleging human rights violations against Palestinians in the West Bank. Germany’s former president, Joachim Gauck, has on previous trips to Israel also met the group.Last week, already strained Germany-Israel relations hit a new low when Netanyahu boycotted Gabriel due to his refusal to cancel his scheduled meeting with Breaking the Silence.The controversy over Gabriel then intensified when, in a newspaper op-ed, he said that “the Social Democrats were, like Jews, the first victims of the Holocaust.” His office later corrected that sentence, replacing the word “Holocaust” with “Nazism.”Yad Vashem, Israel’s official Holocaust memorial authority, which Gabriel had visited on Holocaust Remembrance Day last week, condemned Gabriel for appearing to compare the suffering of Jews and Social Democrats during the Nazi era. “It is very unfortunate that an unnecessary and historically incorrect statement found its way into the political storm,” it said, according to Yedioth Ahronoth.Ties between Jerusalem and Berlin were further strained this week by Germany’s efforts to create a European consensus on a resolution critical of Israel to be passed Tuesday at UNESCO, the UN’s cultural agency.The Arab group at UNESCO has agreed to soften the text of its biannual resolution lambasting Israel for purported activities in and around Jerusalem’s Old City in exchange for abstentions from all EU member states. According to Israeli officials, who want Western nations to vote against the text, Germany was a driving force behind the Arab-European agreement that would see all EU states abstain.Berlin’s move at UNESCO preceded the spat over Gabriel, but the fact that Netanyahu publicly snubbed the German foreign minister certainly did not help ease the tensions, Israeli officials said this week.Relations between Berlin and Jerusalem have been frosty for years. Earlier this year, Merkel postponed joint Israeli-German government consultations originally planned for May 10, citing scheduling difficulties ahead of national elections in September. However, she did find time to host Palestinian leader Mahmoud Abbas last month. In private conversations, German and Israeli officials acknowledged that Merkel’s cancellation was due to her frustration over Israeli legislation to retroactively authorize illegal West Bank outposts.The latest saga started when Netanyahu’s office presented Gabriel with an ultimatum ahead of his first visit to Israel as foreign minister: Either he canceled his planned meeting with Breaking the Silence, or he would be disinvited from the Prime Minister’s Office. But Gabriel, a seasoned politician from Germany’s main center-left party, insisted on the meeting.The German foreign minister said he regretted Netanyahu’s decision, but added that it is “no catastrophe” and that bilateral relations will remain unchanged.“In the past, the German embassy always invited them [Breaking the Silence],” Gabriel said Tuesday in his first reaction to Netanyahu’s snub. “There were never any difficulties; they were even once on the guest list of the federal president, therefore [the cancellation] came as a surprise to us.”A spokesperson for Chancellor Angela Merkel said she found Netanyahu’s snub of Gabriel “regrettable.” Talks with non-governmental organizations were common during foreign travel and should not set off a rift between allies, he said. “It should not be problematic for foreign visitors to meet with critical representatives of civil society.”But Netanyahu said that Breaking the Silence, which relies on anonymous testimonies to accuse Israeli soldiers of serious human rights violations, was beyond the pale.“Diplomats are welcome to meet with representatives of civil society but Prime Minister Netanyahu will not meet with those who lend legitimacy to organizations that call for the criminalization of Israeli soldiers,” his office declared.His position was seen as broadly popular in the Israeli public and was supported by most right-wing and even centrist politicians. Deputy Foreign Minister Tzipi Hotovely branded the NGO an “enemy,” saying it was worse than other pro-Palestinian groups since, she said, it seeks to get Israel’s soldiers prosecuted for war crimes at the International Criminal Court in The Hague.This incident was not the first time a visiting dignitary’s meeting with leftist NGOs caused irritation in Jerusalem.In February, Netanyahu instructed the Foreign Ministry to reprimand the Belgian ambassador to Israel because the country’s prime minister, Charles Michel, had met with Breaking the Silence and another dovish NGO, B’Tselem, a visit Jerusalem “views with utmost gravity,” according to a statement the PMO issued at the time.
