BRUSSELS, Today, 09:18-A perceived threat from Russia has triggered a central European dash towards military spending.Figures presented on Monday (24 April) by the Stockholm International Peace Research Institute (Sipri) show military expenditures in Central Europe grew by 2.4 percent in 2016.Sipri researcher Siemon Wezeman in a statement said that the growth spurt can be attributed, in part, to the perception of Russia posing a greater threat following the country's annexation of Crimea in Ukraine."This is despite the fact that Russia’s spending in 2016 was only 27 percent of the combined total of European Nato members," he said.Latvia registered the biggest increase in military spending ($407 million) with a 44 percent jump from 2015 to 2016, followed by Lithuania at 35 percent ($636 million).Meanwhile, last year Russia increased its budget by 5.9 percent to $69.2 billion.Spending increases from 2015 to 2016 were also noted in all but three nations in western Europe - Belgium, and non-Nato countries Ireland and Sweden. Overall military expenditures in this same region rose by 2.6 percent.Italy registered the biggest defence spending spike in western Europe, with an 11 percent increase between 2015 and 2016. The spike partly reflects Italy's support for its local arms industry.The US has also seen its first significant growth in military spending in 2016 after five years of decline.The country increased spending by 1.7 percent to $611 billion last year, which is still 20 percent lower than the peak in 2010.

People affected by spring flooding in the Outaouais are starting to determine how much damage has been caused by the now-receding waters.People left their homes in some of the communities affected by higher-than-normal water levels last week, which was brought on by higher-than-normal rainfall.Residents in Gatineau, the Pontiac and Saint-André-Avellin, are returning home as the situation stabilizes, but life is not back to normal just yet.On Sunday night, the City of Gatineau said the situation is improving with water levels gradually decreasing. While some roads remain closed, anyone who left their homes can now safely return.The flood relief centre that opened a few days ago is now closed and the focus is shifting to inspecting roads and buildings for damage, along with cleaning up debris, according to a city spokesperson on Sunday.-1.5 metres of water-In Saint-André-Avellin, about 80 kilometres northeast of Gatineau, water levels are dropping and residents forced from their homes by flooding are starting to come back to get a sense of the damage.Jonathan St-Arnaud told Radio-Canada his mother's basement has about 1.5 metres of water in it and he's worried about mould.The owner of the restaurant Au Vieux Chaudron said one of her freezers in the basement was ruined and more of her equipment will likely end up damaged by the flood.The municipality's general manager, Marie-Claude Choquette ,told Radio-Canada on Sunday it's working with residents to help them receive compensation from the province for the flood damage, which has been offered to 10 municipalities in the Outaouais.The mayor of the Pontiac told Radio-Canada on Sunday water levels had stabilized in that area and the situation is heading in the right direction.The state of emergency was still in place on Monday morning and the help centre at the Luskville Community Centre was still open for people needing housing, food and toiletries.

Conservative leadership candidate Kellie Leitch is vowing to deport asylum seekers who are caught sneaking into Canada, following a visit to the Manitoba town that's been a hotspot for border crossers.Leitch was in Manitoba on Friday to meet with town officials and residents from the town of Emerson and also made stops in Altona and Morris, Man."This is a serious issue and it needs a plan," Leitch told CBC.Hundreds of asylum seekers have crossed the border near Emerson so far this year. Manitoba RCMP took 331 asylum seekers into custody from Jan.1 to March 31 alone.Many others crossed the border and made their way into Winnipeg without getting caught.Rita Chahal, the executive director of the Manitoba Interfaith Immigration Council, said Welcome Place, a newcomer settlement agency, has filled out paperwork for 425 refugee claimants so far this year as of last Friday.Leitch said she would take a hard-line stance on the issue."Individuals that enter our country illegally should be detained, should be questioned and sent back to the United States.""Illegal migration is unfair to those who apply properly and legally," she said.The Conservative leadership candidate scolded Prime Minister Justin Trudeau for not visiting Emerson himself — something she said town officials told her they were angry about."Our prime minister has acted irresponsibly," she said."It'd be nice to know that he is actually hearing what's going on and realizes what's happening," Emerson-Franklin Reeve Greg Janzen added.She said if an asylum seeker wants to make a refugee claim, they should show up to a port of entry where a border officer can screen them. "We'd probably be quite generous to them," she said.But Janet Dench, a national refugee advocate with the Canadian Council for Refugees, said it's not that simple."Obviously it's much better for them in so many ways if they could present themselves at a border."Dench said asylum seekers want to come to an official port of entry but most can't because of the Safe Third Country Agreement.The agreement forces asylum seekers to make a claim for refugee status in the first safe country they arrive in, meaning migrants who've arrived in the U.S. from another country aren't eligible to apply for refugee status in Canada, with few exceptions.One is that a claim can be heard if someone has found a way into Canada somewhere other than an official port of entry.Dench said some asylum seekers have made claims at the border but if they don't fall under one of the exceptions, the refugee claimant is sent back to the U,S. and barred from making a further claim.She said some have gone on to cross irregularly after being denied and have tried to make a refugee claim in Canada but they are denied because they've already tried once."And in those cases those people face being sent back to their home country. They cannot be sent back to the United States," Dench said.Dench said many of the asylum seekers who've entered Canada recently have fled persecution in a home country and many don't feel safe in the United States anymore."Refugees are asking us to help them save their lives."Janzen said he is in favour of ending a loophole in the agreement that lets asylum seekers make refugee claims if they've crossed irregularly.He said asylum seekers should have their claims instead heard at the border, so they don't have to sneak across it.Leitch said there would be no exceptions to her policy on border jumpers."My answer is not going to change no matter how many different ways you ask it. We have a system. Our system is fair and extremely generous," she said.

A group of Syrian refugee children in Ottawa helped clean a park near their home this weekend as a way to say thanks to the community that welcomed them a year ago.About 30 people gathered Sunday morning at Ogilvie North Park with gloves and garbage bags to pick up litter left around the grounds. The green space is located near two highrises at 1240 and 1244 Donald St. where approximately 400 Syrian refugees live."They're very excited, said Mohd Jamal Alsharif, who helped organize the event. "They want to clean the park where they play everyday and they want to help the community."As a refugee from Palestine, Alsharif said he knows firsthand the role volunteerism can play in helping newcomers integrate."I know how important it is to be a part of this community," he said.Originally from Damascus, 13-year-old Hamza Mohammed Ali said joining fellow members of his community to help tidy up the park reminded him of being back home."We're close to each other ... it's like [the] same in Syria" said the Henry Munro Middle School student.Beacon Hill–Cyrville Coun. Tim Tierney said this particular "Clean Up the Capital" event was quite different from others he's participated in."These kids [were] all excited to clean, " he said. "I think there's a lot to be said about the community here within the Donald Street area."The arrival of Syrian refugees has helped further transform his ward for the better, Tierney added."I'm very impressed with this community," he said. "It's changed dramatically over the six years I've been a councillor for the area, and I'm very proud of it."

In 2016 many were living in makeshift shelters or sharing crowded rooms.The number of attacks on refugee homes has declined for the first time since data started being collected in 2014. BRUSSELS, Today, 09:18-A perceived threat from Russia has triggered a central European dash towards military spending.Figures presented on Monday (24 April) by the Stockholm International Peace Research Institute (Sipri) show military expenditures in Central Europe grew by 2.4 percent in 2016.Sipri researcher Siemon Wezeman in a statement said that the growth spurt can be attributed, in part, to the perception of Russia posing a greater threat following the country's annexation of Crimea in Ukraine."This is despite the fact that Russia’s spending in 2016 was only 27 percent of the combined total of European Nato members," he said.Latvia registered the biggest increase in military spending ($407 million) with a 44 percent jump from 2015 to 2016, followed by Lithuania at 35 percent ($636 million).Meanwhile, last year Russia increased its budget by 5.9 percent to $69.2 billion.Spending increases from 2015 to 2016 were also noted in all but three nations in western Europe - Belgium, and non-Nato countries Ireland and Sweden. Overall military expenditures in this same region rose by 2.6 percent.Italy registered the biggest defence spending spike in western Europe, with an 11 percent increase between 2015 and 2016. The spike partly reflects Italy's support for its local arms industry.The US has also seen its first significant growth in military spending in 2016 after five years of decline.The country increased spending by 1.7 percent to $611 billion last year, which is still 20 percent lower than the peak in 2010.

TOKYO (Reuters) - Sales of nuclear shelters and radiation-blocking air purifiers have surged in Japan in recent weeks as North Korea has pressed ahead with missile tests in defiance of U.N. sanctions.A small company that specializes in building nuclear shelters, generally under people's houses, has received eight orders in April alone compared with six orders during a typical year.The company, Oribe Seiki Seisakusho, based in Kobe, western Japan, also has sold out of 50 Swiss-made air purifiers, which are said to keep out radiation and poisonous gas, and is trying to get more, said Nobuko Oribe, the company's director.A purifier designed for six people sells for 620,000 yen ($5,630) and one designed for 13 people and usually installed in a family-use shelter costs 1.7 million yen ($15,440).Concerns about a possible gas attack have grown in Japan after Prime Minister Shinzo Abe told a parliament session this month that North Korea may have the capacity to deliver missiles equipped with sarin nerve gas."It takes time and money to build a shelter. People affected by spring flooding in the Outaouais are starting to determine how much damage has been caused by the now-receding waters.People left their homes in some of the communities affected by higher-than-normal water levels last week, which was brought on by higher-than-normal rainfall.Residents in Gatineau, the Pontiac and Saint-André-Avellin, are returning home as the situation stabilizes, but life is not back to normal just yet.On Sunday night, the City of Gatineau said the situation is improving with water levels gradually decreasing. While some roads remain closed, anyone who left their homes can now safely return.The flood relief centre that opened a few days ago is now closed and the focus is shifting to inspecting roads and buildings for damage, along with cleaning up debris, according to a city spokesperson on Sunday.-1.5 metres of water-In Saint-André-Avellin, about 80 kilometres northeast of Gatineau, water levels are dropping and residents forced from their homes by flooding are starting to come back to get a sense of the damage.Jonathan St-Arnaud told Radio-Canada his mother's basement has about 1.5 metres of water in it and he's worried about mould.The owner of the restaurant Au Vieux Chaudron said one of her freezers in the basement was ruined and more of her equipment will likely end up damaged by the flood.The municipality's general manager, Marie-Claude Choquette ,told Radio-Canada on Sunday it's working with residents to help them receive compensation from the province for the flood damage, which has been offered to 10 municipalities in the Outaouais.The mayor of the Pontiac told Radio-Canada on Sunday water levels had stabilized in that area and the situation is heading in the right direction.The state of emergency was still in place on Monday morning and the help centre at the Luskville Community Centre was still open for people needing housing, food and toiletries.

Conservative leadership candidate Kellie Leitch is vowing to deport asylum seekers who are caught sneaking into Canada, following a visit to the Manitoba town that's been a hotspot for border crossers.Leitch was in Manitoba on Friday to meet with town officials and residents from the town of Emerson and also made stops in Altona and Morris, Man."This is a serious issue and it needs a plan," Leitch told CBC.Hundreds of asylum seekers have crossed the border near Emerson so far this year. Manitoba RCMP took 331 asylum seekers into custody from Jan.1 to March 31 alone.Many others crossed the border and made their way into Winnipeg without getting caught.Rita Chahal, the executive director of the Manitoba Interfaith Immigration Council, said Welcome Place, a newcomer settlement agency, has filled out paperwork for 425 refugee claimants so far this year as of last Friday.Leitch said she would take a hard-line stance on the issue."Individuals that enter our country illegally should be detained, should be questioned and sent back to the United States.""Illegal migration is unfair to those who apply properly and legally," she said.The Conservative leadership candidate scolded Prime Minister Justin Trudeau for not visiting Emerson himself — something she said town officials told her they were angry about."Our prime minister has acted irresponsibly," she said."It'd be nice to know that he is actually hearing what's going on and realizes what's happening," Emerson-Franklin Reeve Greg Janzen added.She said if an asylum seeker wants to make a refugee claim, they should show up to a port of entry where a border officer can screen them. A group of Syrian refugee children in Ottawa helped clean a park near their home this weekend as a way to say thanks to the community that welcomed them a year ago.About 30 people gathered Sunday morning at Ogilvie North Park with gloves and garbage bags to pick up litter left around the grounds. The green space is located near two highrises at 1240 and 1244 Donald St. where approximately 400 Syrian refugees live."They're very excited, said Mohd Jamal Alsharif, who helped organize the event. "They want to clean the park where they play everyday and they want to help the community."As a refugee from Palestine, Alsharif said he knows firsthand the role volunteerism can play in helping newcomers integrate."I know how important it is to be a part of this community," he said.Originally from Damascus, 13-year-old Hamza Mohammed Ali said joining fellow members of his community to help tidy up the park reminded him of being back home."We're close to each other ... it's like [the] same in Syria" said the Henry Munro Middle School student.Beacon Hill–Cyrville Coun. Tim Tierney said this particular "Clean Up the Capital" event was quite different from others he's participated in."These kids [were] all excited to clean, " he said. "I think there's a lot to be said about the community here within the Donald Street area."The arrival of Syrian refugees has helped further transform his ward for the better, Tierney added."I'm very impressed with this community," he said. "It's changed dramatically over the six years I've been a councillor for the area, and I'm very proud of it."

BERLIN (Reuters) - The number of migrant criminal suspects in Germany soared by more than 50 percent in 2016, data from the Interior Ministry showed on Monday - a statistic that could boost support for the anti-immigration party five months ahead of a federal election.More than a million migrants have arrived in Germany in the last two years. Fears about security and integration initially pushed up the poll ratings of the right-wing Alternative for Germany (AfD), but the party's support has slipped as the rate of arrivals has slowed.The number of suspects classed as immigrants - those applying for asylum, refugees, illegal immigrants and those whose deportation has been temporarily suspended - rose to 174,438, 52.7 percent more than the previous year.The number of German suspects declined by 3.4 percent to 1,407,062.Interior Minister Thomas de Maiziere said crimes committed by refugees had "increased disproportionately" last year and warned: "Those who commit serious offences here forfeit their right to stay here."But he said some migrants committed multiple offences, distorting the statistics, and that most migrants lived peacefully and obeyed German law.Migrants accounted for 8.6 percent of all crime suspects in Germany in 2016, up from 5.7 percent the previous year.De Maiziere said one reason for the high crime rate among migrants was likely to be their accommodation situation. In 2016 many were living in makeshift shelters or sharing crowded rooms.The number of attacks on refugee homes has declined for the first time since data started being collected in 2014. Some 995 were carried out in 2016, compared with 1,031 the previous year.Crimes motivated by Islamism increased by 13.7 percent, the report showed. LONDON (AP) — Britain's anti-EU U.K. Independence Party says it will promote social integration by banning face-covering veils and barring the opening of new Islamic schools.The right-wing party on Monday unveiled what it calls an "integration agenda" ahead of Britain's June 8 election.It includes bans on Sharia law and on wearing face-covering veils in public, and a call for prosecution of parents of girls subjected to female genital mutilation.Green Party lawmaker Caroline Lucas accused UKIP of "full-throttled Islamophobia."UKIP played a major role in Britain's decision last year to leave the EU but is struggling to remain relevant now that it has achieved its main goal.UKIP's only lawmaker in the House of Commons recently quit the party. Leader Paul Nuttall has not said whether he will run for Parliament.
