Prime Minister Benjamin Netanyahu is reportedly preparing a raft of goodwill gestures for the Palestinians following a request from US President Donald Trump, who wants to see the two sides back at the negotiating table.Netanyahu presented some of the measures to his cabinet in a meeting held Thursday night, according to a report published Monday in the Haaretz newspaper. The reported cited five participants in the closed-door meeting who spoke on condition of anonymity.Chief among the measures was allowing Palestinians to build in Area C of the West Bank, the part of the territory under full Israeli civil and military control.During the meeting, the prime minister also announced measures to limit building in the West Bank. He told his ministers that although the move is not part of an official agreement or informal understanding with the White House, he knows that the Trump administration will be keeping a very close eye on settlement construction.The Americans know about every home that is built in the settlements, he reportedly said.The prime minister also noted several times that Trump is determined to make progress on the Israeli-Palestinian issue and to reach a deal between the two sides. Netanyahu stressed the importance of Israel not being seen as the party that caused the process to fail.Trump will this week be meeting Arab leaders, who are likely to present him with a plan to get the Israelis and the Palestinian back to the negotiating table.In previous attempts, the Palestinians have demanded a complete freeze to settlement construction.While Netanyahu has close personal relations with Trump and views the new administration as much better for Israel than the Obama White House, he is nevertheless wary of antagonizing the American leader.“This is a very friendly administration and we need to be considerate of the president’s requests,” Netanyahu reportedly said, referring to Trump’s statements that he would like to see settlement construction limited.Although Netanyahu had said that there will be “no limits” on construction in Jewish neighborhoods in East Jerusalem, he stressed that “we have to act wisely,” Haaretz reported, implying that construction in the capital will not automatically be green-lighted.After ministers last Thursday approved a new settlement for the evacuees of the Amona outpost, the Prime Minister’s Office said overnight Thursday-Friday that any future construction would be limited to existing settlement boundaries or adjacent to them. If legal, security or topographical limitations do not allow adherence to those guidelines, however, new homes would be built outside the current settlement boundaries but as close as possible to them, the statement said.Israel will also prevent the construction of any new illegal outposts, Netanyahu told his ministers.The White House on Friday welcomed the new policy.Notwithstanding the Israeli unilateral steps to curry favor with the US, Israel Radio reported Sunday that the negotiations between Israel and the US over settlement construction were put on hold on Sunday morning after Netanyahu and Jason Greenblatt — Trump’s special envoy — and working groups on both sides failed to reach understandings on the issue.However, the White House told The Times of Israel later Sunday that it was not holding “formal negotiations” with Israel over the settlements. “I would dissuade you from the notion that there is some set of formal negotiations regarding settlements,” an administration official told The Times of Israel. “We continuously discuss a range of issues, including how to improve the overall climate.”

AFP — Three months after a landmark UN resolution condemning Israeli settlements, the measure has changed little on the ground and some analysts question whether it ever will.Security Council Resolution 2334, passed in December, did little to halt settlement building, with a raft of new projects announced by Israeli officials in the weeks that followed.At the same time, it is among the measures US President Donald Trump’s administration has cited in its argument that Israel is being unfairly targeted at the UN.Some diplomats see the resolution as increasingly irrelevant, even counterproductive.“It was a flash in the pan,” one said.It was passed in former president Barack Obama’s final days in office after the United States opted not to veto it, giving the green light for the first Security Council resolution condemning settlements since 1979.Trump had called for it to be vetoed.The Israeli government reacted fiercely, withdrawing ambassadors from countries that sponsored it and threatening sanctions.“Israel categorically rejects the despicable anti-Israeli resolution at the UN, and will not adhere to it,” the Prime Minister’s Office said in a seething statement after the council voted in favor of the motion 14-0, with the US abstaining. While the government gave its official approval last week to the establishment of a new settlement in the West Bank to replace the razed illegal outpost of Amona, it appears that no settlers are going to be moving in any time soon.A host of bureaucratic and logistic hurdles have to cleared first, and settler leaders fear that deliberate foot-dragging on the government’s part could delay the settlement’s creation for an indeterminate period.Even leftists who oppose settlement expansion estimate that it may take up to three years before anyone can move into the new community — even if the government goes full speed ahead.“It takes time to approve a new settlement; it’s a lot of work,” said Hagit Ofran, who analyzes settlement growth for Peace Now, a dovish organization opposed to Israel’s presence in the West Bank. “The government knows how to move such processes quickly, but it will not be finished by tomorrow morning.”If the government does decide to move fast on establishing the new settlement, it could take 12 to 24 months for the bulldozers to start rolling, and “another year, at least, until people can move in,” she said.On Thursday evening, the security cabinet voted unanimously in favor of a plan to establish a new community adjacent to Shiloh in the northern West Bank to resettle the evicted residents from Amona, an outpost razed in early February because the High Court of Justice ruled it had been built illegally on private Palestinian land.Prime Minister Benjamin Netanyahu had promised months ago to create the new settlement in exchange for the peaceful evacuation of Amona. If they wanted the plan to come to fruition tomorrow, it would happen tomorrow.”Revivi, who is also the mayor of Efrat, just south of Bethlehem, said he was disappointed that the government did not publish more information about its plans for the new settlement, but added that the Yesha Council was not going to embark on a vocal campaign to demand their speedy implementation.“Time will tell,” he said.According to Peace Now’s Ofran, if the government were serious in advancing the plans for the new settlement at the Geulat Zion site, the initial planning stage would likely last several months. After that, obtaining the necessary approvals for the plans would take between six months and a year, she estimated, “depending on how fast they want to work and how many legal problems and other planning obstacles they will encounter.”“Realistically speaking, I would say it takes between one and two years, if they work fast and seriously” to conclude the planning and approvals stage, she said. From the moment actual construction started it would take an additional 12 months or so until the settlers would be able to move into their new homes, she reckoned.On the other hand, if the government wanted to delay or entirely freeze the development of the Geulat Zion site — presumably in the framework of American efforts to restart Israeli-Palestinian peace negotiations — it would be very easy to stop the process, Ofran said.“If the government wanted to drag its feet, it could do so forever,” she said. “In the West Bank, everything can be stopped with a single order from the government. It’s occupied territory, so there’s no need for legislation. Theoretically, they can stop the process at any point and stall as long as they want.”

A senior police officer said Sunday that security will be bolstered in Jerusalem ahead of the upcoming Passover festival as a precaution against possible terror attacks.Speaking a day after a terrorist stabbed three people in Jerusalem’s Old City, Commander Doron Turgeman — who oversees security in the area — said terror groups seek to attack Israelis around the Jewish holidays.“Holidays and festivals over the years have caused higher tensions and sensitivity and are a preferred period for attacks,” Turgeman told Army Radio. “Ahead of the festival there will be wider deployment based on assessments of the situation. We are here in order to enable the holiday to go ahead as usual.”The weeklong Passover festival begins on April 10. Tens of thousands of people are expected to visit Jerusalem’s Old City during the holiday.On Saturday afternoon, a Palestinian terrorist stabbed two young men and the police officer in the Old City, wounding them, before being shot and killed by security forces.The two civilians injured in the attack were released from the Hadassah Ein Kerem hospital after being treated in the emergency room overnight, a hospital spokesperson said on Sunday. The injured police officer was being treated in the capital’s Shaare Zedek Medical Center. Three others remain in custody.Police said a group of youths approached the teen at a bus stop and questioned him. Upon learning he was an asylum-seeker, they chased him through the streets and beat him. The attack only stopped after police sirens could be heard and bystanders intervened. The teen’s two friends got away.The teen has been hospitalized with a fractured skull and a blood clot on the brain but police say he is starting to make a recovery and may be moved out of intensive care Monday.Detectives are trying to find the victim’s family, who live in Iran. He has not been named.As the investigation has progressed, police have increased their estimates of the number of people involved in the highly unusual incident.“I think this was probably confidence by numbers,” Detective Superintendent Jane Corrigan said. “It started off with this smaller group of people, who were joined by between 20 to 30, and they just viciously attacked these individuals because they were asylum-seekers.”The five people arrested by police are: Daryl Davis, 20, Danyelle Davis, 24, Barry Potts, 20, George Walder, 20, and Jack Walder, 24. LONDON (Reuters) - Babies cry more in Britain, Canada, Italy and Netherlands than in other countries, while newborns in Denmark, Germany and Japan cry and fuss the least, researchers said on Monday.In research looking at how much babies around the world cry in their first three months, psychologists from Britain have created the first universal charts for normal amounts of crying during that period."Babies are already very different in how much they cry in the first weeks of life," said Dieter Wolker, who led the study at Warwick University."We may learn more from looking at cultures where there is less crying -- (including) whether this may be due to parenting or other factors relating to pregnancy experiences or genetics."The highest levels of colic – defined as crying more than three hours a day for at least three days a week – were found in babies in Britain, Canada and Italy, while the lowest colic rates were found in Denmark and Germany.On average, the study found, babies cry for around two hours a day in the first two weeks. They then cry a little more in the following few weeks until they peak at around two hours 15 minutes a day at six weeks. "I am not ready to end debate on this issue. MOCOA, Colombia (Reuters) - Scores of decomposing cadavers were being released for burial on Monday as rescuers continued to search for victims of weekend flooding and landslides that devastated a city in southern Colombia, killing at least 262 people.Desperate families queued for blocks in the heat to search a morgue for loved ones who died when several rivers burst their banks in the early hours of Saturday, sending water, mud and debris crashing down streets and into houses as people slept.Bodies wrapped in white sheets lay on the concrete floor of the morgue as officials sought to bury them as soon as possible to avoid the spread of disease. The government will begin vaccination against infectious disease on Monday."My father's funeral is planned for this afternoon, but if his body becomes too fetid, we'll have to do it without the ceremony," said Maria Helena Benitez, a 50-year-old farming housewife.The death toll may rise further as rescuers searched with dogs and machinery in the mud-choked rubble.Many families in Mocoa spent all night digging through the debris with their hands despite a lack of food, clean water and electricity. Only about 45 bodies have been identified so far.President Juan Manuel Santos, who made a second visit to the area on Sunday, blamed climate change for the disaster, saying Mocoa had received one-third of its usual monthly rain in just one night, causing the rivers to burst their banks.Others said deforestation in surrounding mountains meant there were few trees to prevent water washing down bare slopes.More than 500 people were staying in emergency housing and social services had helped 10 lost children find their parents. MOCOA, Colombia (AP) — Jose Albeiro Vargas last saw his grandson the night fierce rain unleashed havoc on this small city surrounded by rivers and mountains in southern Colombia.From what Vargas has been able to gather, the torrents of mud, water and debris unleashed on the city of Mocoa by the rain-swollen river swept away his daughter and her 18-month-old grandson, Jadir Estiven. Ever since, has been searching for them without success."They were hit by the strongest avalanche," Vargas, a clothing store owner who was so exhausted he could barely speak or open his eyes, said Sunday.He is far from the only person in Mocoa searching desperately for young loved ones. At least 43 children were among the confirmed dead from the devastating flood, according to President Juan Manuel Santos. Santos later wrote on his Twitter account that he had been informed the overall death toll had increased to 254.The young may have been particularly vulnerable in this disaster because nearly all were in bed when the floods surged through the city of 40,000 Friday night and early Saturday.Maria Cordoba, 52, said two of her nephews, ages 6 and 11, were killed when their house was destroyed. "The mother as well was totally beaten up" but managed to save her 18-month-old baby, she said while at the river trying to clean items she salvaged from her home.The death toll from the flood, one of the worst natural disasters to strike the country in years, was expected to rise as many people were injured or remained unaccounted for, and bodies were still being pulled from the thick mud, tree limbs and debris that covered much of the city. "It rained in two hours what falls in a month in Bogota."A 1989 hydrology report for the Agricultural Ministry warned that just such a disaster could happen unless steps were taken to reinforce the riverbanks, channel water away from the town and restore some of the forest. It was not immediately clear why those steps had not been taken.Juan Chanchi de Ruiz, 74, said the noise of the surging flood woke her up and gave her enough time to get to higher ground. BERLIN (Reuters) - Germany has no plans to introduce an 'Islam law' codifying the rights and obligations of Muslims, a government spokesman said on Monday, dismissing an idea floated by allies of Chancellor Angela Merkel ahead of federal elections in September.Merkel, who will seek a fourth term in what is expected to be a close-fought ballot, has come under fire for opening Germany's doors to refugees, more than one million of whom - mostly Muslims - have entered the country over the past two years.Seeking to boost support for the chancellor's conservatives, senior Merkel ally Julia Kloeckner stoked the integration debate at the weekend by calling for stricter rules for Islamic preachers and a ban on foreign funding of mosques.Merkel's spokesman Steffen Seibert dismissed the idea, which Kloeckner - who is deputy leader of the chancellor's Christian Democrats (CDU) - and other senior party members want to enshrine in an Islam law."Such a law is now not an issue for government business," Seibert told a news conference, stressing the high regard Merkel's ruling coalition has for religious freedom in Germany.While stopping short of calling for an Islam law, Merkel said in her weekly podcast on Saturday that refugees in Germany must respect tolerance, openness and freedom of religion.The message backed up a less compromising tone on integrating migrants that Merkel set at a CDU party conference in December, when she called for a ban on full-face Muslim veils "wherever legally possible".By talking tougher on integration, Merkel is also seeking to reclaim support her party lost last year over her refugee policy to the anti-immigration Alternative for Germany (AfD) party, which punished the CDU in regional elections in 2016.The AfD has lost voter support this year, hurt by infighting that has sent its ratings down to around 8 percent from a high of 15.5 percent at the end of 2016.In the Netherlands, Prime Minister Mark Rutte used a similar tactic to win re-election this year, seizing back the initiative from anti-Islam populist rivals by matching some of their tough rhetoric on immigration.He told the country's half-million ethnic Turks that they should integrate and accept Dutch views on freedom of speech or "get lost" after some had been filmed behaving aggressively toward a reporter during a demonstration."Our norms and values are all or nothing: you can't pick and choose," he said in response to the footage in an interview last September.(Additional reporting by Thomas Escritt in Amsterdam; editing by John Stonestreet)

UN urges more support for states hosting Syria refugees-[AFP]-YAHOONEWS-April 3, 2017

Beirut (AFP) - Syrian refugees are increasingly desperate after years in exile and face rising social tensions in overstretched regional host nations, a UN representative warned Monday, urging more funds and resettlement."The refugee situation is not one country's problem, it's everyone's problem, and everyone has to respond together," said Mireille Girard, UN refugee agency UNHCR's representative in Lebanon.A conference in Brussels this week will seek to secure new funding and resettlement pledges from the international community, with Lebanese Prime Minister Saad Hariri expected to request upwards of $10 billion over five to seven years.More than one million Syrians have taken refuge in Lebanon since their country's conflict began in March 2011, equal to a quarter of the tiny nation's native population.The influx has strained Lebanon's limited resources and infrastructure, and caused resentment in some quarters."What we see at the moment is more tension between communities, we see demonstrations by some communities between the others," Girard said, echoing warnings from Hariri last week."We see some xenophobia mounting a bit, though... it's actually much less than in Europe," she added.Among the refugee population, she said, there was increasing desperation, with many dependent on shrinking assistance and unable to support themselves."The levels of vulnerability of people have increased tremendously over the last two years," she told AFP."If they don't pay bills, they don't pay their rent, they accumulate debt -- this is a cause of social tension."Girard said much of the Brussels conference's focus would be on funds for infrastructure, describing it as a way to create jobs, improve services and benefit host communities.Hariri last week warned that Lebanon was at "breaking point" and "facing a crisis" over the number of Syrian refugees."I fear civil unrest," he said, adding that he would ask the Brussels conference for funds to improve schools, roads and security in Lebanon.The Beirut government says the true number of Syrian refugees in the country is closer to 1.5 million rather than the official one million registered with the UN.The UN stopped registering refugee figures in Lebanon in 2015, at the government's request.
