18 That ye may eat the flesh of kings, and the flesh of captains, and the flesh of mighty men, and the flesh of horses, and of them that sit on them, and the flesh of all men, both free and bond, both small and great.

EZEKIEL 38:1-7
1 And the word of the LORD came unto me, saying,
2 Son of man, set thy face against Gog,(RULER) the land of Magog,(RUSSIA) the chief prince of Meshech (MOSCOW) and Tubal,(TOBOLSK) and prophesy against him,
3 And say, Thus saith the Lord GOD; Behold, I am against thee, O Gog,(LEADER OF RUSSIA) the chief prince of Meshech(MOSCOW) and Tubal:TOBOLSK)
4 And I (GOD) will turn thee back, and put hooks into thy jaws,(GOD FORCES THE RUSSIA-MUSLIMS TO MARCH) and I will bring thee forth, and all thine army, horses and horsemen, all of them clothed with all sorts of armour, even a great company with bucklers and shields, all of them handling swords:

2 And I will turn thee back,(RUSSIA-ARAB MUSLIM ISRAEL HATERS) and leave but the sixth part of thee,(5/6TH OR 300 MILLION DEAD RUSSIAN/ARAB/MUSLIMS I BELIEVE) and will cause thee to come up from the north parts,(RUSSIA) and will bring thee upon the mountains of Israel:
3 And I will smite thy bow out of thy left hand, and will cause thine arrows to fall out of thy right hand.
4 Thou shalt fall upon the mountains of Israel, thou, and all thy bands,( ARABS) and the people that is with thee: I will give thee unto the ravenous birds of every sort, and to the beasts of the field to be devoured.
5 Thou shalt fall upon the open field: for I have spoken it, saith the Lord GOD.
6 And I will send a fire on Magog,(NUCLEAR ATOMIC BOMB) and among them that dwell carelessly in the isles: and they shall know that I am the LORD.
7 So will I make my holy name known in the midst of my people Israel; and I will not let them pollute my holy name any more: and the heathen shall know that I am the LORD, the Holy One in Israel.
8 Behold, it is come, and it is done, saith the Lord GOD; this is the day whereof I have spoken.

Syria accuses Israel of strike near Damascus airport-[AFP]-Maher Al Mounes with Rana Moussaoui in Beirut-YAHOONEWS-April 27, 2017

Damascus (AFP) - Syria accused Israel of firing several missiles Thursday at a military position near Damascus airport, triggering a huge explosion and prompting a call from regime ally Russia for restraint.Israel has carried out multiple air strikes in Syria since the country's civil war erupted in 2011, most of which it has said targeted arms convoys or warehouses of its Lebanese arch-foe Hezbollah, which is a key supporter of the Syrian regime. In line with its usual practice, Israel's military declined to comment on the latest blast. But Israeli Intelligence Minister Yisrael Katz said it was consistent with his government's policy to prevent arms transfers to Hezbollah, while stopping short of confirming his country was behind any attack.Syria's state news agency SANA said several Israeli missiles hit near the airport causing material damage."A military position southwest of Damascus International Airport was targeted at dawn today by an Israeli aggression using several missiles fired from occupied territory, sparking explosions in the area," SANA said, citing a military source. In the terminology of the Syrian regime, occupied territory can refer to Israel inside its internationally recognised borders. The source did not specify whether the military position belonged to the Syrian army or one its allies.- 'Huge fireball' -Earlier, Hezbollah said the blast was "probably" the result of an Israeli air strike. The Lebanese militant group's Al-Manar television said the raid hit a warehouse and fuel tanks, without specifying whether they were its own or belonged to the Syrian army or another of its allies.Al-Manar said preliminary reports suggested the blast caused only material damage and no casualties. The Syrian Observatory for Human Rights, a Britain-based monitoring group, said the warehouse was largely empty and "probably" belonged to Hezbollah.A resident of the Dawwar al-Baytara neighbourhood in the southeast of the capital, who lives in a tower block that looks towards the airport area, said he had seen an immense fireball."Around 4:00 am (0100 GMT), I heard an enormous explosion," Maytham, 47, told AFP."I ran to the balcony and looking towards the south, in the direction of the airport, I saw a huge fireball," he said."There was a power cut and it was pitch black, and the fireball was clearly visible."- Kremlin calls for restraint -In Moscow, the Kremlin called for restraint and the foreign ministry condemned the attack."We continue to consider that all countries need to refrain from any kind of actions that lead to an increase in tension in this already restive region and call for respect of the sovereignty of Syria," Kremlin spokesman Dmitry Peskov said.Peskov did not confirm if Israel had warned Moscow of the strike, saying only that their defence ministries "are in constant dialogue".Russian foreign ministry spokeswoman Maria Zakharova later said: "Gross violations of Syrian sovereignty -- no matter how they are justified -- are unacceptable."The Israeli intelligence minister said the blast was in line with his government's policy of preventing advanced weaponry from reaching Hezbollah."We are acting to prevent the transfer of sophisticated weapons from Syria to Hezbollah in Lebanon by Iran," Katz told army radio."When we receive serious information about the intention to transfer weapons to Hezbollah, we will act. This incident is totally consistent with this policy."Israeli warplanes have hit the airport and other bases around the capital in the past, targeting what it said were weapons stockpiles destined for Hezbollah. The airport lies about 25 kilometres (15 miles) southeast of the city centre. It was hit by Israeli air strikes in December 2014, Syrian state media reported at the time.Israel does not usually confirm or deny each individual raid it carries out.But last month, it said it had carried out several strikes near the Syrian desert city of Palmyra, targeting what it said were "advanced weapons" belonging to Hezbollah. The strikes prompted Syria to launch ground-to-air missiles, one of which was intercepted over Israeli territory in the most serious flare-up between the two neighbours since the Syrian civil war began six years ago.Israeli Prime Minister Benjamin Netanyahu confirmed those strikes and vowed there would be more if necessary. On January 13, Syria accused Israel of bombing Mazzeh airbase in the western suburbs of the capital. There were several strikes near the same base last year.Israel and Syria are still technically at war, though the armistice line had remained largely quiet for decades until the Syrian conflict began.Israel and Hezbollah fought a 34-day war in 2006 which killed 1,200 people in Lebanon, mainly civilians, and 160 Israelis, mostly soldiers.

US Navy fires warning flare at Iran vessel in Persian Gulf-[The Canadian Press]-YAHOONEWS-April 26, 2017

DUBAI, United Arab Emirates — A U.S. Navy guided-missile destroyer fired a warning flare toward an Iranian Revolutionary Guard vessel coming near it in the Persian Gulf, an American official said on Wednesday, the latest tense naval encounter between the two countries. The incident happened Monday as the vessel attempted to draw closer to the USS Mahan despite the destroyer trying to turn away from it, said Lt. Ian McConnaughey, a spokesman for the Bahrain-based 5th Fleet. The "Mahan made several attempts to contact the Iranian vessel by bridge-to-bridge radio, issuing warning messages and twice sounding the internationally recognized danger signal of five short blasts with the ship's whistle, as well as deploying a flare to determine the Iranian vessel's intentions," McConnaughey said in a statement to The Associated Press. The Iranian vessel came within 1,000 metres (1,100 yards) of the Mahan during the incident, the lieutenant said. The vessel later turned and sailed away.Iranian authorities did not immediately report the incident on Wednesday. The U.S. and Iran routinely have tense encounters in the Persian Gulf and the nearby Strait of Hormuz, through which a third of all oil traded by sea passes. Iran views the American presence as a provocation and its paramilitary Revolutionary Guard shadows U.S. Navy ships in the Gulf, occasionally firing missiles or rockets nearby.Since the nuclear deal with world powers, the hard-line Revolutionary Guard has stepped up its encounters with the Americans. The Navy recorded 35 instances of what it describes as "unsafe and/or unprofessional" interactions with Iranians forces in 2016, compared to 23 in 2015. With Monday's event, there have been seven so far in 2017, McConnaughey said.Of the incidents last year, the worst involved Iranian forces capturing 10 U.S. sailors and holding them overnight.Jon Gambrell, The Associated Press.

Israel uncovers ancient Roman history at Mediterranean port-Agence France-Presse•April 26, 2017-YAHOONEWS

Caesarea (Israel) (AFP) - Israeli archaeologists working on a major Roman-era port city on Wednesday unveiled new discoveries including an altar dedicated to Augustus Caesar and a centuries-old mother-of-pearl tablet inscribed with a menorah. The finds at Caesarea, a complex on the Mediterranean coast 50 kilometres (30 miles) north of Tel Aviv, were the result of "one of the largest and most important conservation projects ever undertaken in Israel," the Israel Antiquities Authority said.Caesarea was established some 2,030 years ago by Roman-appointed King Herod the Great, who ruled what was then Judea.Today, the ruins are a popular tourist destination where concerts are still held in the remains of an ancient Roman theatre.Archaeologist Peter Gendelman, leading a tour of the site, said the preservation work was perhaps the most "complicated and interesting" project he had worked on in his 30-year career. Some of the finds are "completely changing our understanding of the dynamics of this area", he said.Authorities are planning to finish the excavations within months and open a visitors' centre built into ancient vaults to illustrate the city's history.Guy Swersky, vice chairman of the Rothschild Caesarea Foundation, said Caesarea was a major city from Roman times right through to the Crusader era."This was by far the most important port city in this area of the Middle East," he said. The Edmond de Rothschild Foundation and local authorities have allocated more than 100 million shekels ($27 million, 25 million euros) for the project. The site, which contains ruins from later periods including the Byzantine, Muslim and Crusader eras, has been the focus of major excavation work over the decades but recent work has revealed new secrets. The project also aims to preserve the remains of an ancient synagogue and a nearby aquaduct.Officials said a small mother-of-pearl tablet engraved with a menorah was testimony to an ancient Jewish presence at the site.Archaeologists said it likely dates to the fourth or fifth century AD.

Focus-Nordic and Baltic countries step up digitalisation efforts By Aleksandra Eriksson-EUOBSERVER

Oslo, 26. Apr, 14:23-Nordic and Baltic countries have joined hands in a bid to lead the digitalisation of Europe. At the occasion of Digital North, a conference that took place in Oslo on Tuesday (25 April), ministers from the Nordic and Baltic regions signed a declaration, by which they committed to step up their digitalisation efforts - not only within the countries, but also across borders."It should be possible to use the same e-ID in all the Nordic and Baltic countries. Our countries are well-integrated, but not so much when it comes to digital public services," said Norway's minister of local government, Jan Tore Sanner.Through the declaration, the ministers committed to promote closer cooperation between administrations, support the free movement of data and put in place the EU digital single market in the Nordic-Baltic region."We, in the Nordic countries, like to know our public sector as the best in the world. But as society is transforming, it means we have to re-organise our public services and allocate resources from administration to other services, such as healthcare," Sanner said."If we don't, citizens will lose trust in us and our parties will lose the elections," he added.Nordic countries are currently the front-runners of digitalisation in Europe, but this could change fast. The European Commission's Digital Economy and Society (Desi) index shows that Sweden, which has done little to upgrade its public services, is already falling behind its Nordic neighbours and could soon be overtaken by Estonia, currently listed as 10th and rapidly moving up the ranks.According to the Desi index, the EU is globally behind the US, Canada, and some Asian countries, such as South Korea and Japan. It is ahead of Russia, China and Turkey, but those countries are digitalising faster and could soon dethrone their EU rivals."There is not one country that can rest on its laurels," said Mari Kiviniemi, a former prime minister of Finland and the current deputy secretary general of the OECD, a club of rich nations."Many perform well, but all can do better," she added.Kiviniemi stressed, in particular, the challenge of governmental leadership in digitalisation, which gets lost in silos and lack of strategic thinking.Sanner, the Norwegian minister, said all countries were doing things a bit differently, meaning they could learn from each other.Denmark, for instance, made it mandatory to use digital services in 2010. The city of Copenhagen has introduced mobile civil servants on a special bicycle equipped with a computer, printer and wifi. They travel around the city helping less digitally savvy citizens to use such services as e-ID and digital post boxes."It's a little more difficult to cycle around Norway, but we should also find a way of being close to our citizens," Sanner said.Denmark is currently leading the Desi index, but Norway is challenging that position.Norway, albeit not a member of the EU, is part of the single market and worries that Europe's digitalisation is not happening fast enough.-Lagging behind-The European Commission had pledged to put in place a digital single market by 2018. But the mid-term review, which is currently underway, shows the plans are falling behind schedule.Norway does not have influence over the decisions, but wants to give the topic extra attention by making it a priority of its current presidency of the Nordic Council of Ministers - an intergovernmental forum gathering Denmark, Finland, Iceland, Norway and Sweden, as well as the Faroe Islands, Greenland and Aland.Sanner said the Nordic countries had a good starting point for digitalisation because they come from cultures of trust and high education. Their welfare systems combine flexibility and security, allowing those who lose their job, for instance, in the wake of digitalisation, to be re-trained for other jobs. But trust is also the result of well-functioning public services.Estonia, despite its very different legacy as a post-Soviet state, is currently ranked highest in the EU in terms of e-government. Trust in its e-services is so high that one third of the citizens vote electronically.Urve Palo, the minister of entrepreneurship and IT, told EUobserver that this trust had been build "step by step" over the last 17 years."In the 1990s, it was the banking industry that championed digitalisation, but in 2000, the government also made it a priority. Now we have to make sure that Estonia's traditional industries, which haven't digitalised to the same extent, are not left behind," she said."But citizens are fully digitalised, because it's so convenient. I filled out my tax form the other day and it took me ten minutes, because everything was already filled out," she said.Digitalisation will be a priority when Estonia assumes the rotating presidency of the European Council from July. Palo said that her main priority would be to unlock the proposal on free movement of data."The free movement of data should become the fifth freedom of the EU," she said.

Focus-Power struggle in Greenland: Three reasons why the EU should care By Martin Breum-EUOBSERVER

Copenhagen, 26. Apr, 15:43-On Monday (24 April), Greenland’s hard-hitting foreign minister, Vittus Qujaukitsoq, unexpectedly withdrew from Greenland’s cabinet and declared that he will challenge Kim Kielsen, Greenland’s premier, as leader of the self-rule government in Nuuk, the capital. It is all about more autonomy and eventual independence from Denmark, to which Greenland still belongs. It is going to be a nasty fight. Here are three reasons why Europeans should care:Firstly, Greenland holds vast deposits of minerals of strategic importance to industry. These include some of the largest deposits of rare earth minerals outside China, which controls some 90 percent of the world’s rare earth mineral production.Already in 2012, Antonio Tajani, the then vice-president of the European Commission, travelled to Nuuk to strike a deal that would keep Greenland’s rare earth minerals out of the hands of the Chinese. In exchange, Greenland got EU support to develop a mining sector. The mining industry, however, has been hesitant to invest in Greenland with its harsh climate and limited infrastructure. Political instability in Greenland could push mining in Greenland further into the future.Secondly, Greenland has been sympathetic to the EU’s wish to increase its role in the Arctic.Greenland withdrew from the EU in 1985, the first nation ever to do so, long before Brexit, but today it enjoys cooperation with the EU over fisheries, which provides substantial revenues and support.Other Arctic players – Russia and Canada, in particular – have proven far less friendly to the EU’s Arctic plans. Brussels needs to remain a close friend to whomever wins the top job in Nuuk. Finally, Greenland offers unique opportunities in the field of climate science. As this week’s report from AMAP, the Arctic Monitoring and Assessment Programme of the Arctic Council confirms, 70 percent of the Arctic’s contribution to rising sea levels comes from Greenland. If the EU is serious about climate science, Greenland is the place to be.Denmark and Greenland are preparing for a new scientific hub in Greenland. To come out on top, the EU needs to be part of it and able to navigate Greenland’s political elite.-Reshuffling problems-Foreign minister Qujaukitsoq's resignation was triggered by a cabinet reshuffle.Kielsen, the premier, wanted to relieve Qujaukitsoq of his responsibilities and have him focus on trade and industry.Feeling demoted, Qujaukitsoq announced his resignation and declared his intent to replace Kielsen at a conference of Siumut, the ruling party, this summer. The two disagree on how to continue Greenland’s long quest for increased autonomy and eventual independence from the Kingdom of Denmark.Kim Kielsen has stood by his party’s wish for full independence, but he wants firstly to prioritise education, job-creation and efforts to cure social ills.-Increasing impatience-Others in Greenland, including Qujaukitsoq, have become increasingly impatient with Kielsen’s course.Qjaukitsoq argues for increased Greenlandic powers over it’s foreign policy, which is controlled to a large degree by Denmark. He has called for renegotiation of the 1951 agreement between Washington and Denmark that gives the United States the right to operate Thule Air Base in northern Greenland. Last year, without consulting Kielsen, Qujaukitsoq lashed out at an “arrogant” Denmark, unleashing what he described as “75 years of pent up frustration”.Though he failed in 2014 to be elected to Inatsisartut, the national assembly, Qujaukitsoq became Greenland’s most dynamic cabinet member, attending meetings one week in Anchorage, in Beijing the next, to promote Greenland’s minerals, oil, gas, fish and tourism industry. The foreign affairs portfolio now passes to Suka K. Frederiksen, Greenland’s minister for independence, a portfolio only invented last year.Frederiksen has no former experience with foreign affairs.

MEPs act to strip Le Pen of immunity in fake jobs case By Eric Maurice-APR 27,17-EUOBSERVER

BRUSSELS, Today, 09:14-The European Parliament launched a procedure to lift immunity of French far-right leader Marine Le Pen on Wednesday (26 April) over claims she misused funds. The assembly's president Antonio Tajani announced that a request from French judges had been forwarded to its legal affairs committee. The process is scheduled to begin in June. The move comes as Le Pen, an anti-EU politician who has been an MEP since 2004, campaigns for the second round of the French presidential election on 7 May.French judges requested her immunity be lifted at the end of March over claims of undue payments to members of her National Front (FN) party. The parliament alerted the EU's anti-fraud office, Olaf, in 2015 after it discovered that about 20 people paid as assistants to FN MEPs were also listed as working at the party's headquarters near Paris.According to a report leaked by French media earlier this year, Olaf found that Le Pen signed work contracts for her bodyguard and her head of cabinet assistant. It said the contracts could constitute a "misappropriation of funds, or fraud and use of fraud".Last September, Le Pen was asked by the parliament to repay €339,946 to cover the salaries of the two assistants.Paris judges opened a case against the FN over embezzlement, organised fraud, forgery, and undeclared work. They searched the party's headquarters in February.Le Pen's head of cabinet, Catherine Griset, was charged a few days later.According to Le Monde newspaper, judges found a document that could prove that the FN established a system to fund the party with EU parliament money."In the coming years, we can manage only by making large savings thanks to the European Parliament and if we obtain additional transfers," FN treasurer Wallerand de Saint Just wrote in a note to Le Pen, according to Le Monde. On Thursday, the AFP press agency said parliament told judges the cost of the alleged fake jobs between 2012 and 2017 was €4,978,122.Le Pen has denied any wrongdoing and said that the case was "persecution by political opponents".She has so far refused to comply with court summonses, but losing her immunity would oblige her to obey. The EU parliament already lifted her immunity in an unrelated case in March. She is under investigation in France after posting on Twitter, in 2015, pictures of men being tortured and killed by the Islamic State (IS) militant group, to protest against the comparison between IS and her National Front party by a journalist.Le Pen, who came second in the election first round on Sunday, wants France to leave the euro and has promised to organise a referendum on the country's EU membership. In a TV interview on Tuesday, she said however that she was "not an adversary of Europe"."I feel European. I would like freely agreed accords between nations. This is this kind of Europe that I want to see emerge, and I want France to be behind that beautiful project, that beautiful initiative," she told TF1 channel. She said that she wanted to convince the EU "to negotiate" return of powers to France before give French voters "a final say" on the result.A week before, on the same channel, she had refused to be interviewed unless a European flag placed behind her was removed.

THE FIRST JUDGEMENT OF THE EARTH STARTED WITH WATER-IT ONLY MAKES SENSE THE LAST GENERATION WILL BE HAVING FLOODING
GENESIS 7:6-12
6 And Noah was six hundred years old when the flood of waters was upon the earth.
7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,
9 There went in two and two unto Noah into the ark, the male and the female, as God had commanded Noah.
10 And it came to pass after seven days, that the waters of the flood were upon the earth.
11 In the six hundredth year of Noah’s life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.
12 And the rain was upon the earth forty days and forty nights.

Vienna (AFP) - Africa's Sahel region has seen a three-fold increase since 1982 in destructive rainstorms that bring misery rather than relief, said a study Wednesday that pointed the finger at climate change. And unless global warming is halted, this vast semi-arid region will endure ever more frequent downpours that flood homes and crops and breed killer germs in countries with insufficient public infrastructure to fight back."We were shocked to see the speed of the changes taking place in this region," said Christopher Taylor, a meteorologist at the Centre for Ecology and Hydrology in Lancaster, England, who took part in the study.Taylor and a team used satellite observations of clouds from 1982 to 2016 to track the evolution of storm patterns in the region south of the Sahara Desert, including parts of Senegal, Mauritania, Mali, Burkina Faso, Niger, Nigeria, Chad, and Sudan. The researchers found that destructive storms known to meteorologists as "mesoscale convective systems" (MCS) grew in frequency from about 24 per rainy season in the early 1980s, to about 81 today. The rainy season lasts from about June to September. In the Sahel, MCS events are "some of the most explosive storms in the world", said the researchers, who presented their findings at a meeting of the European Geosciences Union in Vienna. The storms supply about 90 percent of the region's rainfall -- but more tempests do not equate to more water."We are not reporting a 'good' outcome," Taylor told AFP by email. While storms have become more frequent, annual average rainfall has remained unchanged for at least 15 years, he said."More intense rain means more water runs off and does not infiltrate into the soils where crops could benefit," Taylor explained. It also washes away nutrient-holding agricultural soil in a region still recovering from a historic 20-year drought between the 1970s and 1990s.- Warmer Sahara -Abdoulaye Diarra of the International Institute for Water and Environmental Engineering, in Ouagadougou, said cities with poor drainage systems are also hard hit by MCS events.Floods in Burkina Faso in September 2009 saw more than 50 percent of the capital, including its main hospital, deluged when more than 263 millimetres (10 inches) of rain fell in a few hours."Eight people died, more than 250 houses and 670 classrooms were destroyed, the main water purification plants for the city were out of use and nearly 150,000 people were affected," Diarra wrote in comment on the study, whose findings were published in the journal Nature. The research team was surprised to find that neither temperatures nor air humidity in the Sahel region rose in step with the increase in storm intensity.Usually, global warming is predicted to make storms more intense because there is more water-holding, warm air -- the fuel for torrential downpours. But looking beyond the Sahel, the team found their smoking gun in higher average land temperatures globally, and in the vast desert to the region's north. This finding "warns us that it may not be changes in local temperatures which drive changes in rainfall," said Taylor."In this instance it is the rapid warming of the Sahara which we think is responsible."Linking a past or current weather event to global warming with any certainty is a particular headache for climate scientists. But the consensus is that storms, floods, and droughts will become worse overall if planet-heating continues. The world's nations agreed in Paris in 2015 to limit average surface warming to two degrees Celsius (3.6 degrees Fahrenheit) over pre-industrial levels. This will be achieved by curbing the use heat-capturing greenhouse gases emitted by the burning of oil, coal and gas.

Russian navy intelligence ship damaged in collision off Turkish coast-[The Telegraph]-YAHOONEWS-April 27, 2017

A Russian navy ship collided with another vessel off the Turkish coast in the Black Sea Thursday, Russia's defence ministry said, adding that its crew was trying to keep it afloat. Some 78 crew members were rescued, according to a Turkish coastal safety official, who said the Liman's hull had been breached and was taking on water. The freighter, which was carrying livestock and flying the Togo flag, collided with the military ship 18 miles from Kilyos village, on the Black Sea coast just north of Istanbul. The Turkish official did not give any details on the freighter, or the condition of its crew. The Liman is a former research vessel that the Russian navy has retro-fitted into a reconnaissance ship.In February, military sources told Russian media that it would be observing NATO's Sea Shield exercise in the Black Sea.

Muslim cemetery opponents collect 40 signatures in effort to block project in Saint-Apollinaire-[CBC]-YAHOONEWS-April 26, 2017

Forty people in the town of Saint-Apollinaire, 35 kilometres southwest of Quebec City, have signed requests to hold a referendum on a zoning change to permit a dedicated Muslim cemetery in a wooded area on the outskirts of town. The town now has to verify the validity of those 40 signatures, but it would appear that number is sufficient to compel the municipality to move on to the next phase in a citizen-led referendum process that could block the project.Sunny Létourneau has been going door to door in Saint-Apollinaire trying to persuade residents to prevent a group of Quebec City Muslims from establishing an Islamic cemetery in the rural community of 6,400.Although Létourneau lives in Saint-Apollinaire, she does not live close enough to the proposed site for the cemetery to sign her own petition. However, she and about 20 other opponents from the area have formed a group to try to persuade those who do have a say in the matter to join their fight.Létourneau says the group — called the Association de l'alternative citoyenne —  doesn't believe people of different religions should have separate burial grounds. She says she's equally opposed to cemeteries designated for Catholics, which are common across the province."Cemeteries are a reflection of our society. When we live in our homes, we all live next to each other," she said.-No place to bury dead-Quebec City's Muslim community had been in discussions with the Harmonia funeral home in Saint-Apollinaire to buy land to establish their own cemetery since September 2016.The initiative came to new prominence last January, after six men were gunned down right after evening prayers at the Islamic Cultural Centre in the Quebec City suburb of Sainte-Foy.The men's families had nowhere nearby to bury their dead according to the rituals of the Islamic faith."We want land that belongs to us," Mohamed Kesri, the person responsible for the project, told Radio-Canada."We don't want to be renters. We want our own cemetery for Quebec Muslims."Some people in the Muslim community felt that the petition points to greater social issues."Every time we make an effort to be a part of the society, somebody comes with a hidden agenda and pushes us back as if we don't belong," said Hassan Guillet, spokesperson for the Quebec Council of Imams.-Mayor frustrated by process-The project has the full support of Saint-Apollinaire's mayor, Bernard Ouellet. But because the land in question has to be rezoned, it is subject to the referendum process. It's a complicated formula to determine precisely who has the right to block it, but it will come down to just a few neighbours of the proposed cemetery across a large, sparsely populated area."I think it's unfortunate. It's going to be two or three people who can make us lose the project. That's what's disappointing," Ouellet said.He said he'd be more comfortable if the entire community could vote on a project that he believes has wide support.Integration argument 'pretext': local funeral director-Létourneau insists most people she met as she went door to door support her drive, which, she said, is a sincere effort to help Quebec Muslims."If someone is in the process of completely isolating themselves from others, wouldn't it be a greater gesture to reach out a hand and try to help them go in the direction of integration — what we are doing now — rather than let them isolate themselves, and then maybe something bad will happen," she said, her voice trailing off."We don't want that," she concludes. The owner of the Harmonia funeral home, Sylvain Roy, is calling Létourneau and her group's integration argument a "pretext."Roy, who would manage the cemetery grounds if the project goes ahead, points out that current zoning rules already allow him to bury urns on the land."We already have a cemetery here. We have 200 people whose ashes are in the earth right now," Roy said."The difference is the people who want to buy this lot."

UK police arrest man with knives in Westminster in anti-terrorism operation-[Reuters]-By Kylie MacLellan and William James-YAHOONEWS-April 27, 2017

LONDON (Reuters) - British police said armed officers arrested a man carrying knives near Prime Minister Theresa May's office in Westminster on Thursday on suspicion of preparing an act of terrorism. The 27-year-old man was detained by counter-terrorism officers on Parliament Street, a stone's throw from the UK parliament building and May's Downing Street office, during a stop and search as part of an ongoing operation, London police said.No one was injured in the incident, and May's spokesman said the prime minister was not at Downing Street at the time. The incident comes just over a month after a British-born convert to Islam ploughed a car into pedestrians on nearby Westminster Bridge, killing four people, before stabbing to death a police officer in the grounds of parliament."Detectives from the Counter Terrorism Command are continuing their investigation, and as a result of this arrest there is no immediate known threat," police said in a statement."The man ... was arrested on suspicion of possession of an offensive weapon and on suspicion of the commission, preparation and instigation of acts of terrorism. Knives have been recovered from him."The BBC said the man was being followed and tracked by police as part of a counter-terrorism operation when the arrest took place.Pictures on social media showed a large group of heavily armed officers surrounding the suspect.A Reuters reporter and photographer saw police detaining a dark-skinned, bearded man dressed in a hooded, black coat. His right hand appeared to have a bandage wrapped around it.Reuters pictures showed police officers standing by three knives lying on the ground. Police said the man was being held at a south London police station.(Additional reporting by Toby Melville; Writing by Michael Holden; Editing by Estelle Shirbon and Guy Faulconbridge)

Libya lacks plan to prevent more migrants crossing to Europe - EU officials-[Reuters]-By Robin Emmott and Tom Körkemeier-YAHOONEWS-April 27, 2017

VALETTA (Reuters) - Libya's U.N-backed government has no clear plan to help prevent more migrants reaching Europe's shores this summer, European Union officials said on Thursday, citing confused requests for equipment to patrol its shores.Libya's newly trained coastguards lack a strategy on where to deploy or how to detect and intercept smugglers, officials told Reuters. They based their analysis on two documents prepared for EU defence ministers meeting in Malta, which lies on the route to Italy along which thousands of people drowned last year. The confidential EU assessment contrasts with the upbeat message the bloc has promoted after training 93 Libyan coastguards since late last year to tackle smugglers as the bloc scales back its plans to go into Libya's territorial waters. The European Union says it cannot go into Libyan waters without a United Nations Security Council mandate, which the EU says Russia is unlikely to provide because of grievances over the West's 2011 air campaign that helped oust Muammar Gaddafi."Our objective is not to be in the territorial waters of Libya. Our objective is that in the territorial waters of Libya, the work is done by the Libyans," the European Union's top diplomat Federica Mogherini said, arriving to chair the meeting of defence ministers to discuss the EU strategy. However, Germany's Defence Minister Ursula von der Leyen was cautious about handing over any military equipment to Libya, saying there was still too much uncertainty about the viability of the Libyan coastguard."The EU has to consider very carefully who to train in Libya and who is loyal at the Libyan coastguard," she told reporters. The European Union, which has five ships patrolling international waters near Libya, eventually aims to have 500 Libyans trained to catch people and arms traffickers off the shores of the North African country. To help Libya, where the government of Fayez al-Seraj has only a partial hold on the vast desert country, the European Union asked Tripoli to send its requests for equipment, in addition to the 10 patrol boats Italy is sending to the country.Still divided between rival factions after the civil war that ended Gaddafi's rule, Libya's instability has thwarted EU efforts to repeat a contentious migration deal with Turkey to halt migrants moving to Germany via Greece.-"SHOPPING LIST"-In the Libyan request, which EU officials referred to as a "shopping list", the government failed to ask for any aircraft to help patrol Libyan shores, which one official said was odd.Libyans wanted patrol boats with weapons but made no mention of the type of arms needed and provided only generic photographs of other equipment including outboard motors. The officials said the equipment lists also made no sense without an operational plan of how to use EU military assets. The European Union is concerned that equipment could fall into the hands of smugglers, although Antonello de Renzis Sonnino, a spokesman for the EU mission in the central Mediterranean said all Libyans chosen for training were vetted."So far, those newly trained members have returned for duty after rest periods, which is a sign of their commitment," he said on board the Italian ship that commands the mission. The EU's Mogherini also defended the bloc's training plans, saying it was imperative to deliver "the right assets to the right people" and monitor how equipment is used.NATO Secretary-General Jens Stoltenberg said in Malta his experts had met Libyan counterparts to discuss what kind of separate assistance the U.S.-led alliance could provide following a request for help in February.Stoltenberg stressed the need to build a defence ministry, something EU officials hope would make Libya an easier partner."We have to understand the importance of institutions because that's the foundation for security," Stoltenberg said."Of course it is important to train Libyans, but we have to make sure that when troops are trained, they are structured so you have them controlled and the troops are used in a good way."(Additional reporting by Gabriela Baczynska; Editing by Hugh Lawson and Pritha Sarkar)

Science minister mulls forcing universities to attract more female researchers-[The Canadian Press]-YAHOONEWS-April 27, 2017

OTTAWA — Canada's science minister says universities aren't doing the heavy lifting to appoint more female research chairs, so she wants to force their hands. On her way to give a speech Wednesday to Canada's university presidents in Montreal, Kirsty Duncan was handed the latest statistics on the number of men and women among applicants for new Canada Research Chair positions."They're dismal," Duncan said in an interview with The Canadian Press. "There were two times more men nominated than women."The Canada Research Chairs program was implemented 17 years ago to create 2,000 research positions at universities across the country to push for excellence in engineering, natural sciences, health sciences, humanities and social sciences. Canada spends $265 million a year on the program. As of December 2016, there were 1,612 filled positions, among which 30 per cent were women. That fits with the fact between 2000 and 2015, 31 per cent of applicants for the jobs were from women.Duncan said the latest figures show nothing has changed, a status quo she can't accept, since she made it known when she was sworn in to the Liberal cabinet that improving the gender balance would be a priority."The bar isn't moving and that can't continue," she said, noting that she even ad-libbed part of her speech because of it: "I let them know I was very disappointed with the results."In 2009, universities set targets to try and increase the number of research chairs who are women, visible minorities, indigenous people and people with disabilities. In 2012, universities had to start reporting their progress to meet these targets annually.Duncan said if the voluntary program isn't working, she is open to forcing the issue — but would not say how that would work.Last fall, Duncan implemented new equity rules for the Canada Excellence Research Chairs program. That program was launched in 2008 to provide grants of up to $10 million for universities to attract big-name talent in science and technology for seven-year terms. Only one of the 28 current CERC positions is held by a woman. In October, when the latest round of applications began, Duncan said universities had to include detailed equity plans and recruitment strategies in their applications. Duncan would not say if that is the path she will take for the Canada Research Chairs program as well.Canada lags behind other nations when it comes to women in science, she said; only 36 per cent of PhDs in science in Canada are earned by women, compared with 49 per cent in the U.K. and 46 per cent in the United States. In 1987, just 20 per cent of  the people working in science, technology, engineering and math fields were female, a number that has grown to just 22 per cent today."I believe (that) in a globalized competitive economy, we cannot afford to leave half our talent on the sidelines," she said.Ottawa also reinstated the University and College Academic Staff System survey through Statistics Canada last year to generate data on gender, age, rank and salary for university staff. Preliminary data on the number of teaching staff and salaries was released this week but the full release is expected this fall.Follow @mrabson on Twitter-Mia Rabson, The Canadian Press.

Kevin O'Leary quits Conservative leadership race, supports Maxime Bernier-[The Canadian Press]-YAHOONEWS-April 27, 2017

OTTAWA — Celebrity investor and reality-TV star Kevin O'Leary, who rattled Conservative cages three months ago when he joined the party's leadership race, did it again Wednesday by quitting a contest observers believe he had every chance of winning.O'Leary's stunning news — he's throwing his support behind Quebec rival Maxime Bernier — appeared to catch even some members of his campaign team off-guard as they gathered to prepare for Wednesday's final leadership debate.Behind the scenes, however, O'Leary has been mulling the idea for about a week, say sources, ever more convinced that as leader, he might never be able to rally enough support in Quebec to deliver a majority Conservative mandate in 2019."It's selfish to just take the leadership and say, 'Great, I'm the leader, now in 24 months I will lose for the party,'" the frank-talking "Shark Tank" star told a news conference in Toronto."That's not right. That's just wrong."The tipping point, he said, came when he saw Conservative membership numbers overall that were even higher than he expected, which meant he didn't have as large a share of the support as he thought he did. When he learned that ballots had already been printed and mailed, he decided to act, picking up a phone at 1:30 a.m. to call Bernier, a longtime Quebec MP, to pledge his support. The two share similar policies, while Bernier can deliver the number of seats the Tories need to form a majority government, O'Leary said.On the campaign trail, the two weren't exactly the best of friends. Bernier at one point called O'Leary a "loser," and each campaign more or less accused the other of voter fraud, though the allegations were never proven. But it was all smiles Wednesday as Bernier said the endorsement marks a turning point."As Kevin says, in Quebec the numbers for me are very good and the competition I had outside Quebec was really Kevin," Bernier said in French."And we're going to bring our forces together so we can win this race and then beat Justin Trudeau in 2019."O'Leary said he'll do whatever it takes to help Bernier, but defended the fact his campaign sent out a fundraising letter just hours before he dropped out. He said he still needs the funds and will continue to raise money, though he didn't explain why. His name will also remain on the ballot as the deadline to take it off has long passed.A lack of facility with French was always considered one of O'Leary's greatest liabilities.Still, O'Leary had plenty of assets: instant recognition, thanks to years of television exposure; a public image as a savvy financial manager; and a brash, no-nonsense, outsider approach that echoed the unlikely ascent of U.S. President Donald Trump.Interim Conservative Leader Rona Ambrose thanked O'Leary for taking part in the race and focusing on young Canadians, who she said will be saddled with the bad economic decisions of Prime Minister Justin Trudeau."Kevin brought thousands of young Canadians into the party with a common sense Conservative message," Ambrose said in a statement Wednesday night.Candidate Kellie Leitch, who has also ripped pages from Trump's populist playbook, said O'Leary's departure opens a door for her."I was phoning them throughout the day," she said of his supporters, and she suggested some of his campaign team had already joined hers. The Conservative party said Tuesday there are 259,010 members eligible to vote.O'Leary claims to have signed up just over 35,000, and there's no guarantee any or all will agree to back Bernier."This is terrible!" Facebook visitor Nathan Welbourn wrote on O'Leary's page after the news broke. "I don't even know what to say and I can reassure you Kevin my vote is not going to Bernier."As a citizen of Quebec I had a lot of hope (in) you. Extremely disappointed."A major point of divergence between the two candidates is supply management, a Canadian mechanism for supporting dairy farmers popular in Quebec that has been making headlines as Trump promises to do battle with Canada over trade.Bernier supports abolishing the system, while O'Leary has called it vital to Canada's agriculture sector. The other Quebec candidate in the race, Steven Blaney, said since he also supports supply management, he feels he can capitalize on O'Leary's Quebec support."It's an opportunity to go and court the voters who were ready to make their first choice Mr. O'Leary," Blaney said.Stephanie Levitz, The Canadian Press.

Unique mother-of-pearl menorah etching found in ancient Caesarea-Tablet decorated with candelabrum, likely part of a box for a Torah scroll, was found in ancient Roman temple and dates to circa 4th-5th century-By Ilan Ben Zion April 26, 2017, 1:05 pm-THE TIMES OF ISRAEL

A 1,500-year-old mother-of-pearl tablet inscribed with a six-branched menorah, which was likely part of a box housing a Torah scroll, was recently found at the ancient Roman city of Caesarea, on Israel’s coast, archaeologists announced Wednesday. The artifact, the first of its kind made of the precious material bearing Jewish iconography, was among an assortment of discoveries made by the Israel Antiquities Authority amid new excavations carried out as part of the restoration of the ancient port. It was found close to a Roman-era temple dedicated to Augustus Caesar that was constructed by King Herod in the first century BCE, but dates to the fourth or fifth centuries CE.The find was made just a few days before the Jewish festival of Passover, which began on April 10, said Israel Antiques Authority archaeologist Peter Gendelman. The announcement was made at a joint news conference to unveil parts of the NIS 100 million ($27 million) restoration project.According to Gendelman the small slab of mother-of-pearl, likely dating from the late Roman-Byzantine period of the 4th-5th centuries CE, “points to clear Jewish presence at Caesarea during this period.”The tablet came from what was “probably some kind of box,” he added, “I can even say probably for a Sefer Torah,” the handwritten scroll containing the first five books of the Old Testament that lie at the heart of Jewish law.It was found near the Augusteum, the temple dedicated to Herod’s patron Augustus, which dominated the harbor in antiquity. Gendelman and his team also found Augusteum’s altar and part of a Greek inscription that has yet to be studied.“We’re making new discoveries on a daily basis,” Gendelman told reporters. He said the mother-of-pearl etching was just “a small portion of the wealth of Caesarea.”The restoration is being carried out by the IAA, the Israel Nature and Parks Authority, the Edmond de Rothschild Foundation and the Caesarea Development Corporation, and focuses on the ancient harbor, its storehouses and the temple built on a podium atop the massive vaults. One of the major preservation projects focuses on the large, iconic aqueduct constructed by the Romans that brought water into the city from the north. Archaeologists plan to uncover another 10 arches of the large aqueduct, which was one of seven bringing water to Caesarea.Stuart Winer contributed to this report.

France says analysis shows Syria regime behind sarin attack-Kremlin rejects French report, argues evidence of nerve gas found in Khan Sheikhoun doesn’t prove who used it-By AP April 26, 2017, 1:44 pm-THE TIMES OF ISRAEL

PARIS — France’s foreign minister said on Wednesday that the chemical analysis of samples taken from a deadly sarin gas attack in Syria earlier this month “bears the signature” of President Bashar Assad’s government and shows it was responsible for the deadly assault.According to Foreign Minister Jean-Marc Ayrault, France came to this conclusion after comparing samples from a sarin attack in Syria from 2013 that matched. The findings came in a report published Wednesday. The Kremlin promptly denounced the French report, saying the samples and the fact the nerve agent was used are not enough to prove who was behind it.France knows “from sure sources” that “the manufacturing process of the sarin that was sampled is typical of the method developed in Syrian laboratories,” Ayrault added. “This method bears the signature of the regime and that is what allows us to establish its responsibility in this attack.”France’s Foreign Ministry said that blood samples were taken from a victim in Syria on the day of the attack in the opposition-held town of Khan Sheikhoun on April 4 in which more than 80 people were killed.Environmental samples, the French ministry said, show the weapons were made “according to the same production process of the one used in the sarin attack perpetrated by the Syrian regime in Sarabeq.”France’s presidency said the country’s intelligence services presented evidence which “demonstrate that the (Syrian) regime still holds chemical warfare agents, in violation of the commitments to eliminate them that it took in 2013.” It said the information will be made public. It’s thought that Assad’s government still has a stockpile hundreds of tons of chemical weapons despite saying it had handed over all of them.Speaking to reporters in Moscow, Kremlin spokesman Dmitry Peskov said Russia’s position on the attack is “unchanged” and that “that the only way to establish the truth about what happened near Idlib is an impartial international investigation.”Russia has previously urged for an international probe, and Peskov expressed regret that the Organization for the Prohibition of Chemical Weapons has turned down the Syrian government’s offers to visit the site of the attack and investigate. The United States has also blame Assad’s government for the April 4 attack in Khan Sheikhoun. The Trump administration fired cruise missiles at a Syrian airbase in retaliation for the attack and issued sanctions on 271 people linked to the Syrian agency said to be responsible for producing non-conventional weapons. Syria has strongly denied the accusations.Earlier Wednesday, Russian Foreign Minister Sergey Lavrov said the airstrike that the US launched at a Syrian military base in retaliation for the in Khan Sheikhoun attack damages the prospects of a political settlement for the war-torn country.Lavrov told a security conference in Moscow the US response “pushes the prospect for a wide international front on terror even further away.”Defense Minister Sergei Shoigu said Russia had to boost security measures at its air base in Syria after the US airstrike. Russia has provided an air cover for the government’s offensive on Islamic State militants.

Latest: PM says Israel preventing terror attacks on foreign embassies-Ya’alon: Israel’s political culture of ‘hatred’ a greater threat than terrorism-IDF thwarts second attempted stabbing near army base in northern West Bank in less than 24 hours; Palestinian assailant shot-By Tamar Pileggi April 26, 2017, 1:53 pm-THE TIMES OF ISRAEL

14:28-PM says Israel preventing terror attacks on foreign embassies-Prime Minister Benjamin Netanyahu says Israeli security is saving the lives of foreign diplomats, at a memorial ceremony for Israeli foreign service men and women who fell in the line of duty.“The State of Israel is preventing a great number of terror attacks on foreign embassies, in foreign countries,” he says at the Foreign Ministry, without elaborating.“Our activities save lives. They protect the lives of our men, of you, and also help protect the staff of the foreign services of other countries,” he tells the gathered diplomats and the families of 16 Israelis who were killed while serving the country abroad.Netanyahu says the Jewish state is currently “enjoying a massive flourishing” of its foreign relations that he says is “unprecedented.”“We’re considered a rising world power,” he adds.— Raphael Ahren-14:08-Ya’alon: Netanyahu culture of ‘generating hatred’ a greater threat than terrorism-Israel’s hawkish former defense minister is attacking the government as corrupt and extreme — pledging to challenge it in the next election.Moshe Ya’alon tells foreign reporters that Prime Minister Benjamin Netanyahu’s government “didn’t demonstrate its responsibility” and had undermined the country’s democratic values.Ya’alon, who now heads a new political movement, says the extremist culture of “generating hatred for short-term political benefits” posed a greater challenge to Israel than Islamic militants.A former IDF chief, Ya’alon was forced to resign last year after Netanyahu expanded his coalition government and offered the defense post to Avigdor Liberman, a firebrand leader of a hardline nationalist party.Netanyahu and Ya’alon had been at odds following a series of disagreements between political hardliners and IDF leaders, with Ya’alon backing the military.— AP-13:55-Palestinian shot in attempted stabbing attack on IDF troops-A Palestinian man attempts to stab IDF soldiers in the northern West Bank, the army says.A military spokesperson says the troops “responded with gunfire,” but the assailant’s condition was not immediately known. No Israelis are reported injured in the incident outside the Shomron Regional Brigade headquarters. The incident occurs at the same location where yesterday another Palestinian attempted to stab soldiers, but was shot and wounded before he could.— Judah Ari Gross.

Exclusive: China seeks to cement globalization credentials at Silk Road summit-[Reuters]-By John Ruwitch and Ben Blanchard-YAHOONEWS-April 26, 2017

SHANGHAI/BEIJING (Reuters) - China says its Silk Road initiative is helping create "a new era of globalization" open to all, according to a draft communique for a summit next month on the project, as Beijing burnishes its free trade credentials amid protectionist forces elsewhere.Leaders from 28 countries will attend the Belt and Road Forum in Beijing on May 14-15, an event orchestrated to promote Chinese President Xi Jinping's vision of expanding links between Asia, Africa and Europe underpinned by billions of dollars in infrastructure investment.Although only one Group of Seven leader is due to attend, the forum will be China's biggest diplomatic event of 2017.It offers Xi a chance to flesh out China's global leadership ambitions as U.S. President Donald Trump promotes "America First" and voters in some European nations turn against globalization. The government is pulling out the stops to make it a success, offering soothing words about sharing the bounty of economic growth and promising inclusivity.Companies in some host countries complain they are being frozen out of major "One Belt, One Road" projects while China's state-owned firms grab the lion's share. Many Western countries also worry about a lack of detail and transparency in the project and are suspicious about China's broader political intentions behind the Silk Road."Our joint endeavor to promote the Belt and Road Initiative provides new opportunities and impetus for international cooperation," said the draft communique, seen by Reuters but open to revisions."It helps to usher in a new era of globalization that is open, inclusive and beneficial to all."Diplomats briefed on China's thinking say Beijing hopes to make the summit an annual event.-"CIRCLE OF FRIENDS"-Chinese Foreign Minister Wang Yi last week compared the project to a "circle of friends" open to all countries that share the same goals, rather than an exclusive club.Still, state media has proclaimed China's key role in the Silk Road and how Beijing plans to use it to challenge the West. The official Xinhua news agency, in a commentary on the front page of the People's Daily earlier this month, lauded the project as the "China solution" for the world's economic woes.Zhao Lei, a professor at the influential Central Party School that trains rising officials, told the China Daily the initiative was "poised to provide more inclusivity than the Western-led elite clubs".A senior Beijing-based Western diplomat said the May forum was an attempt to "institutionalize" China's otherwise amorphous "One Belt, One Road" scheme, while building its clout.A senior Indonesian official told Reuters the Chinese were "gunning for" global leadership and that the summit would be a big deal.Others, meanwhile, think the "One Belt, One Road" forum is something positive for proponents of globalization, as the United States and parts of Europe retreat to more protectionist positions."The uncertainly over Trump and his 'America First' is leading countries to realize they need to get on good terms with China," said a senior Asian diplomat, whose country will be represented by a top leader at the summit."It's a great exercise in soft power for China and great timing."-PUBLIC GOOD-The proposed communique for the "leaders' roundtable" on May 15, drafted by the Chinese Foreign Ministry, is under discussion among countries planning to attend and revisions are likely, a source with knowledge of the process said.It said "One Belt, One Road" had already become "a major international public good" since its introduction three years ago.The focus was on enhancing connectivity between Europe and Asia but the scheme was "open to the rest of the world", it added. The communique, expected to be published at the end of the summit, backed "upholding the rules-based, transparent, non-discriminatory, open and inclusive multilateral trading system with the WTO at its core".Some of China's most reliable allies and partners will attend the forum, including Russian President Vladimir Putin, Pakistani Prime Minister Nawaz Sharif, Cambodian Prime Minister Hun Sen and Kazakh President Nursultan Nazarbayev. However, only the Italian prime minister will attend from the G7, according to China's foreign ministry.Diplomatic sources in Beijing said China had hoped for at least some senior Western leaders to attend to strengthen the plan's image and make it less China-centric.Beijing is sensitive to any suggestion that what it projects as benign intentions do not have a receptive global audience, especially in Western capitals. But suspicion about China's motives runs deep."It's not win-win, as the Chinese like to say," said a senior EU diplomat. "It is China seeking to dominate."Other Western diplomats have expressed concern in private about the attendance of Putin and other leaders from countries with poor human rights records, suggesting that has contributed to senior Western leaders staying away.(Additional reporting by Robin Emmott in Brussels and John Chalmers in Jakarta; Editing by Mike Collett-White)

REVELATION 12:7-12
7 And there was war in heaven: Michael and his angels fought against the dragon; and the dragon fought and his angels,
8 And prevailed not; neither was their place found any more in heaven.
9 And the great dragon was cast out, that old serpent, called the Devil, and Satan, which deceiveth the whole world: he was cast out into the earth, and his angels were cast out with him.
10 And I heard a loud voice saying in heaven, Now is come salvation, and strength, and the kingdom of our God, and the power of his Christ: for the accuser of our brethren is cast down, which accused them before our God day and night.
11 And they overcame him by the blood of the Lamb, and by the word of their testimony; and they loved not their lives unto the death.
12 Therefore rejoice, ye heavens, and ye that dwell in them. Woe to the inhabiters of the earth and of the sea! for the devil is come down unto you, having great wrath, because he knoweth that he hath but a short time.

China talking with European Space Agency about moon outpost-[Associated Press]-MATTHEW BROWN-YAHOONEWS-April 26, 2017

BEIJING (AP) — Representatives of China and the European Space Agency are discussing potential collaboration on a human outpost on the moon and other possible joint endeavors, according to a spokesman for the European agency and Chinese media reports. The secretary general for China's space agency, Tian Yulong, first disclosed the talks about the envisioned lunar base in Chinese state media. They were confirmed Wednesday by Pal Hvistendahl, a spokesman for the European Space Agency, or ESA."The Chinese have a very ambitious moon program already in place," Hvistendahl said. "Space has changed since the space race of the '60s. We recognize that to explore space for peaceful purposes, we do international cooperation."The director general of the 22-member ESA, Johann-Dietrich Woerner, has described its proposed "Moon Village" as a potential international launching pad for future missions to Mars and a chance to develop space tourism or even lunar mining.China arrived relatively late to space travel but has ramped up its program since its first manned spaceflight in 2003, more than 42 years after a Soviet cosmonaut became the first to reach orbit.Last week the China National Space Administration launched an unmanned spacecraft on a mission to dock with its currently unoccupied space station. It plans to launch a mission to collect samples from the moon by the end of this year and next year conduct the first mission to the moon's far side and bring back mineral samples. The ESA hopes to conduct a mission analysis on samples brought back by this year's Chinese mission, known as Chang'e 5, and also have a European flying on the Chinese space station at some future date, Hvistendahl said. Neither prospect has been finalized.China was excluded from the International Space Station mainly due to U.S. legislation barring such cooperation and concerns over the Chinese space program's strong military connections.___Follow Matthew Brown on Twitter at https://twitter.com/matthewbrownap

US sets up missile defense in S. Korea as North shows power-[Associated Press]-FOSTER KLUG-YAHOONEWS-April 26, 2017

SEOUL, South Korea (AP) — Hours after a display of North Korean military power, rival South Korea announced Wednesday the installation of key parts of a contentious U.S. missile defense system meant to counter the North.South Korea's trumpeting of progress in setting up the Terminal High-Altitude Area Defense system, or THAAD, comes as high-powered U.S. military vessels converge on the Korean Peninsula and as a combative North Korea signals possible nuclear and missile testing.North Korea conducted live-fire artillery drills on Tuesday, the 85th anniversary of the founding of its million-person Korean People's Army. On the same day, a U.S. guided-missile submarine docked in South Korea. And the USS Carl Vinson aircraft supercarrier is also headed toward the peninsula for a joint exercise with South Korea. The moves to set up THAAD within this year have angered not only North Korea, but also China, the country that the Trump administration hopes to work with to rid the North of nuclear weapons. China, which has grown increasingly frustrated with North Korea, its ally, and Russia see the system's powerful radars as a security threat.South Korea said in a statement Wednesday that unspecified parts of THAAD were installed. It said that Seoul and Washington have been pushing to get THAAD quickly working to cope with North Korea's advancing nuclear and missile threats. According to the Yonhap news agency, the parts include two or three launchers, intercept missiles and a radar. Some people near the site in the country's southeast are worried that THAAD may cause health problems, and thousands of police officers assembled Wednesday, blocking the main road, Yonhap reported. About 500 protesters rallied, and 13 villagers and police officers were injured in scuffles and treated at hospitals, reportedly for broken bones, according to the Seongju fire department.Chinese foreign ministry spokesman Geng Shuang said Wednesday that the system's deployment would "disrupt the regional strategic balance and further aggravate the tension on the peninsula."Geng said "China will firmly be taking necessary measures to defend our own interests" but offered no details. China's defense ministry has also repeatedly criticized THAAD's deployment and said the military will take unspecified actions in response. On Tuesday, North Korea conducted what it called its largest ever combined live-fire drills, near the east coast port city of Wonsan.North Korea's official media reported Wednesday that leader Kim Jong Un personally observed the exercises, which involved the firing of more than 300 large-caliber artillery pieces and included submarine torpedo-attacks on mock enemy warships.Along with sending U.S. military assets to the region in a show of force, President Donald Trump is leaning on China to exert economic pressure on North Korea. Chinese President Xi Jinping, who spoke to Trump on Monday, is urging restraint from both North Korea and the U.S.In Washington, top Trump administration officials are due to brief the entire U.S. Senate on Wednesday. A rapid tempo of North Korean weapons testing in the past year has pushed Kim Jong Un's authoritarian nation closer to developing a nuclear-armed missile that could reach the U.S. mainland.Republican Sen. Lindsey Graham voiced confidence that Trump won't allow North Korea to reach that point. Graham, a defense hawk who dined with Trump on Monday night, said North Korea should not underestimate the president's resolve. The USS Michigan, a nuclear-powered submarine, arrived Tuesday at the South Korean port of Busan for what was described as a routine visit to rest crew and load supplies. The U.S. 7th Fleet said two American destroyers were conducting simultaneous maritime exercises with naval ships from South Korea and Japan.North Korea routinely accuses the United States of readying for an invasion, and threatens pre-emptive strikes to stop it. An unidentified North Korean Foreign Ministry spokesman said the U.S. administration's policy to maximize pressure on North Korea was "little short of lighting the fuse of total war," the state news agency reported Tuesday. The streets of Pyongyang, however, were quiet for Tuesday's anniversary, which was overshadowed by April 15 celebrations of the birthday of the nation's late founder, Kim Il Sung, and were marked by a missile test the following day.On Friday, U.S. Secretary of State Rex Tillerson is to chair a special meeting of the U.N. Security Council.Tillerson will be "very vocal" about nations enforcing sanctions on North Korea, State Department spokesman Mark Toner said. Trump said Monday the council must be prepared to impose stronger sanctions.___Associated Press writers Hyung-jin Kim and Kim Tong-Hyung in Seoul, South Korea; Eric Talmadge in Pyongyang, North Korea; and Chris Bodeen in Beijing contributed to this report.

Dont expect 'quick fix' in Syria, China tells EU By Eric Maurice-APR 26,17-EUOBSERVER

BRUSSELS, Today, 09:08-The EU should not expect a "quick fix" in Syria, China's special envoy on the issue said on Tuesday (25 April), warning that "imposing a solution" from the outside would "not be workable".Xie Xiaoyan was in Brussels for the second time in a month and met officials from the EU external service before heading to Moscow. He told a group of journalists that China, a permanent member of the United Nations Security Council, had a "shared interest" with the EU to find a political solution in Syria. He said that Beijing agreed with the EU on the need to have a cease-fire and a political discussion on "a transitional authority, democratic elections and a rewriting of a constitution".While describing the talks with EU diplomats as a "useful, informative discussion", Xie admitted that China and the EU "may have different approaches as to how to resolve the crisis".He said that all parties involved, including the EU, should be aware that they would "meet difficulties, twists and turns, ups and downs, flips-flops"."It will not be a smooth sailing," he said, adding that the 6-year old conflict was "the most complicated issue in [his] diplomatic career", because "there are so many players".Earlier this month, EU foreign affairs ministers said that "there can be no lasting peace in Syria under the current regime" of Bashar el Assad. But for the Chinese envoy, "regime change will bring disaster" in Iraq and Libya, where Western powers took dictators Saddam Hussein and Muammar Gaddafi down."External forces have a role to play but there is a line beyond which it is meddling in internal affairs of another country," said Xie, insisting on a fundamental principle of China's diplomacy. He said that the future of the Syrian regime and of its leader - whose name he didn't use - as well as what kind of government would replace it, are "in nature internal affairs of Syria"."It's not our job to make a pre-judgement, it's not our duty to decide the future of that particular person," he added."Don't think we are more clever than the Syrian people himself," he insisted. He said that China "strongly advocates" the Syrian regime and the opposition to "engage in serious discussions and make progress". He added that both sides "should abandon the illusion that they can win militarily".The Chinese Syria envoy said that Beijing could talk with all parties involved in Syria, in the region and at a global level, and that it wanted to be "bridge the gaps" between all.-Common interest-He also suggested that no solution would be found if China's position were not taken into account. He said that if the UN Security Council, where Beijing holds veto power, was "split", it would "reduce its effectiveness".He said that despite the US shifting positions under president Donald Trump, Washington would play "a very important if not a vital role". He also said that the influence of Russia, whose army is in Syria to support Assad, would "remain very strong".He added that if the US and Russia could "continue their dialogue" it would be "a good omen for the region and for everybody".For the EU, his message was that "consultation and coordination" are needed."We don't have to see eye to eye on all the major issues," he noted. "As long as we have one common interest, we can work together."

Justin Trudeau offers new details on future of legalized pot in Canada-[Yahoo Canada News]-Jonathan Rumley-April 25, 2017

Prime Minister Justin Trudeau sat down with an audience at Vice headquarters in Toronto Monday night to answer questions about the future of legalized marijuana in Canada. As Vice points out, the prime minister offered a number of details regarding the new laws, such as plans to accommodate large and small licensed marijuana producers — comparing it to the beer industry where major brewers and craft brewers compete in the same marketplace. He also confirmed there are no plans to expand the law to make other drugs, such as opioids, legal for recreational use. Here are some other key new details we learned from the Trudeau’s open house discussion on pot legalization:-Canada learning from U.S. states-“We’ve been able to go down and learn from their successes, their failures that has definitely helped inform how we’re going to move forward on a legalization framework,” Trudeau said, referring to the eight U.S. states where marijuana is legal. The prime minister added that a state like Colorado has more of a “commercial mindset” while Canada is “approaching it from a purely public health and safety standpoint.” Boosting revenue is secondary to eliminating profits gained by organize crime organizations through the black market, Trudeau maintained.-Current law is the law for now-The prime minister explained why his government won’t implement decriminalization now as Canadians continue to face charges for possessing a drug that is expected to be legal to carry sometime next year.“If you’re decriminalizing, the only people who are going to be growing and allowed to sell it will be criminals themselves because if you’re decriminalizing possession but you’re not creating a legal framework for producing it, then it’s still going to be organized crime, Hells Angels, street gangs controlling the sale of marijuana. And we don’t want that,” he said.“Until we have a better system in place, the current system has to stand.”-Feds may consider pardons, eventually-After Trudeau spoke about his younger brother’s legal battle with pot possession charges, a Toronto man asked him whether the government would consider pardoning people with marijuana-related convictions.“We will start a process to look at how to make things fairer for those folks,” Trudeau responded.-Zero tolerance for black market-Responding to another question from the audience, the prime minister dismissed the notion of allowing Canadians to keep using their weed dealer of choice once legalization is implemented.“There’s no black market for beer,” he said. “There’s no black market for alcohol.”The prime minister insisted that “if prices were even, people would choose to buy legal,” especially if the government moves ahead with plans to regulate the drug for quality, strength, origin and purity.-Edibles could be ‘in the future’-The Liberal leader was careful not to make any promises regarding the potential legalization of edible marijuana products, such as weed brownies, which is not included in the current federal plan. Trudeau insisted that the government has to “get it right” before making edibles legal.“We don’t yet have full confidence that we know what regulated framework around edibles will look like,” he said. “That next step, we’re going to be working on it within the new framework, and it’s in the future.”-No changes to medical marijuana-While the government works toward a plan to legalize recreational marijuana use, a system is already in place to deal with Canadians wishing to use medical marijuana.“The current medical marijuana regime will stay in place exactly as is,” the prime minister told the audience. “We are not going to be removing or reducing or limiting in any way the medical marijuana field.”-Cannabis Act moving forward-If enacted, the move would allow for the government to strictly regulate and control marijuana across Canada. Provinces would have the ability to sell and distribute the substance as they see fit, with the freedom to set prices. The bill would make it legal for Canadians to carry as much as 30 grams of marijuana for those aged 18 years and older. Canadians would also have the ability to grow as many as four plants per household. Those who provide minors with marijuana or illegally traffic the drug could face up to 14 years in prison under the strict new framework. If the bill becomes law, marijuana would become legal for Canadians to use recreationally by July 1, 2018.Here are pot bill facts. pic.twitter.com/dMr54mEsX0— Tonda MacCharles (@TondaMacC) April 13, 2017.

NASA's Cassini poised to plunge beneath Saturn's rings-Kerry SHERIDAN, with Maritte Le Roux in Vienna-YAHOONEWS-April 25, 2017

Miami (AFP) - An unmanned NASA spacecraft, Cassini, is poised to plunge into the gap between Saturn and its rings, a pioneering journey that could offer an unprecedented view of the sixth planet from the Sun.The first of the spaceship's 22 deep dives between Saturn and its innermost ring is scheduled for April 26 at 5:00 am Florida time (0900 GMT), NASA said. Then comes a nail-biting wait.Communications with the spacecraft will go dark during the dive and for about a day afterward, while it makes scientific observations of the planet. If Cassini survives the trip, it could make radio contact with Earth as early as 3:05 am (0705 GMT) on April 27."Images and other data are expected to begin flowing in shortly after communication is established," NASA said.Cassini is a 20-year-old joint mission of NASA, the European Space Agency and the Italian Space Agency. The 22-foot-tall (6.7 meter) spacecraft launched in 1997 and began orbiting Saturn in 2004.Cassini is running low on fuel, and will make a death plunge into Saturn's surface on September 15.The decision to end the mission was made in 2010, to avoid damaging moons like Enceladus, which could be explored for signs of life in the future.- Dangerous moment -Venturing between the planet and its rings for the first time represents "a dangerous moment for the mission," Luciano Iess, Cassini team member at Italy's Sapienza University of Rome, said at a meeting of the European Geosciences Union in Vienna.Skimming Saturn at an altitude of about 1,800 miles (3,000 kilometers), the spacecraft will be closer than ever to the band of ice and space rocks that circle Saturn. The debris move at a speed of about 67,800 miles (109,000 kilometers) per hour. The rings around Saturn -- a gas giant that is second in size in our solar system only to Jupiter -- are thousands of miles (kilometers) wide, but only 30 to 300 feet (nine to 90 meters) deep. The spacecraft's final dives aim to offer a fresh look at the rings, potentially revealing more about their mass and whether they are old or new."If the rings are massive, this means that they are old. They can date back to the formation of the Saturnian system," Iess said."If the mass is small, then the rings are young and they have been formed by a different process."Some scientists believe that rings could have formed after asteroids smashed into some of Saturn's moons, creating a trail of debris.Saturn has more than 60 moons, and Cassini has made new discoveries on some of them, which may have conditions suitable for a form of life. The flyby should also provide more information about the interior of Saturn."We hope to get a measurement of the core mass, how many heavy elements are concentrated in the interior of Saturn," said Iess.Cassini dropped a European probe on Saturn's massive moon Titan and revealed its surface of methane liquid seas, including a complex system of methane rain and runoff. It discovered that the icy moon Enceladus conceals a subsurface, salty ocean beneath its crust, and may be able to support living microbes.Cassini also observed storms, lightning and clouds around Saturn for the first time.Cassini has made "a wealth of discoveries," said Nicolas Altobelli, Cassini project scientist with the European Space Agency."We will have to rewrite many textbooks on planetary science."

Exclusive: S. Africa considers strategic grain reserve as possible El Nino looms - minister-[Reuters]-By Ed Stoddard-YAHOONEWS-April 26, 2017

POTCHEFSTROOM, South Africa (Reuters) - South Africa, the continent's biggest maize producer and hard hit by an El Nino-triggered drought last year, is considering a strategic grain reserve as a buffer against future shortages, its agriculture minister told Reuters.Neighboring countries such as Zimbabwe and Zambia have such reserves, but it would entail a significant policy shift in South Africa, where commercial agriculture is market driven and the state does not act as a buyer and holder of crops.A strategic grain reserve usually involves the government buying crops and taking responsibility for their storage until they are needed to make up for shortfalls."Yes, we are thinking about it," Agriculture Minister Senzeni Zokwana told Reuters late on Tuesday when asked if a grain reserve was being considered."It is one of the things that the inter-ministerial committee on drought should look at," he said, referring to a cabinet committee set up in 2015 to look at ways of mitigating the drought.Zokwana did not go into specifics, such as budget allocations for such a project, which would be difficult in South Africa's strained fiscal environment after damaging ratings downgrades. In major global grain producer Russia, which has a strategic grain stockpile, budget cuts caused by the financial crisis in recent years have made it difficult for the agriculture ministry to build up the reserve and to service the storage of the current stock.South Africa will likely reap 14.54 million tonnes of maize in 2017, almost double last year's harvest and its second largest ever after good rains returned, the government's Crop Estimates Committee (CEC) said on Tuesday. This is more than 40 percent more than the roughly 10.5 million tonnes South Africa typically consumes of the crop, the staple of lower-income households which are a key political base for the ruling ANC and were hard hit last year by rising food prices and inflation linked to the drought. But the El Nino weather pattern, which faded in May of 2016, may reform again around September, just ahead of South Africa's maize planting season, according to a number of national and global forecasts."If we have a bumper crop this year how do we make sure that we have some grain that is reserved for darker days? El Nino is going to be with us, we have to adapt," Zokwana said, adding that commercial farmers should also hold some stocks."The challenge we are faced with as a country is that we need to engage with the private sector and say don't sell all you have because the El Nino may be on the door," Zokwana said.Grain SA, South Africa's largest grain producer group, said in response to questions from Reuters that it was "not in favor of government carrying a strategic stock. The market is already working on such signals of a potential El Nino."Some farmers and other market players may be tempted to hang onto stocks because prices have plummeted with the abrupt change in weather. But some may also need to sell as much as they can to service debts and other costs. The July white maize contract was 1.25 percent higher on Wednesday at 1,862 rand ($142) a tonne, around 65 percent lower than record peaks of more than 5,000 rand a tonne scaled early last year during the drought.El Nino is a warming of ocean surface temperatures in the eastern and central Pacific that occurs every few years, with global consequences. In Africa it often brings excessive rains to the east while the southern cone gets parched.(Additional reporting by Polina Devitt in Moscow; Editing by Louise Heavens and David Evans)

Analysis-Orban set to face down EU threats By Eszter Zalan-APR 26,17-EUOBSERVER

BRUSSELS, Today, 09:13-The European Commission is expected to take legal decisions against Hungary on Wednesday (26 April) over recently adopted laws, particularly its attempt to close down the Central European University.Prime minister Viktor Orban will take centre stage at a European Parliament debate on his country's backsliding on democratic values. It is the kind of scene Orban has been involved in repeatedly since his 2010 election. In 2011, the EU Commission launched a probe into his attempt to curb media freedom in 2011. A year later, the commission launched a series of investigations into whether Hungary had broken EU laws on the independence of institutions including the judiciary, the national bank and the data protection authority. He has defended himself in the European Parliament six times.Several infringement procedures followed, but most ended in political compromise. The commission received little encouragement from member states and Orban continued to enjoy domestic support in the face of a weak and divided opposition. An 18-month inquiry by MEPs produced a report on Hungary in 2013 that listed the problematic rules introduced by Orban's government and suggested setting up a special commission to examine threats to democracy and European values. However, it did not call for the Article 7 procedure that checks if there is a "clear risk of a serious breach by a member state" of the European values, dubbed the "nuclear option" because it can end up with the suspension of the country's voting rights. The difficulty of dealing with Orban's self-proclaimed "illiberal" democracy gave birth to the so-called rule of law framework now in motion over Poland's alleged breaches of EU rules.Yet, even two weeks ago, when commission vice-president Frans Timmermans announced that the executive would again scrutinise several Hungarian laws, he maintained the rule of law in Hungary does not face a systemic threat. Some had placed their hope in the political family of Orban's Fidesz party, the European People's Party (EPP), to bring Orban in line. But fellow EPP members did not go beyond scolding their stiff-necked colleague.-Over and over-On Wednesday, the commission could decide to launch new probes, particularly into the latest amendment to the higher education law that critics say target the EU over the mobility of non-EU researchers. It could announce further examination into a planned legislation on NGOs, on Hungary's treatment of migrants and on Roma integration.Orban, whose government runs a campaign called "Let's stop Brussels!" at home, will once again debate MEPs in the EP.According to Hungarian media, the Hungarian delegation of the EPP sent out a letter to fellow group members saying: "We'd also like to confirm that our party, Fidesz, and our prime minister are committed Europeans."The EPP leadership will discuss Fidesz on Saturday before the Brexit EU summit. Despite some frustration in the group, it is unlikely that they will sanction Orban.Sabine Verheyen, a German MEP from the EPP, who represented her group on Tuesday in an event supporting the Central European University, a school that has come under fire from the Hungarian government, told Euobserver that while "she is not happy with the what seems to be a direct attack on a university", the EPP must move carefully."You have to ask, if you want to have influence, is it easier with him [Orban] in the group or outside the group," she said. She pointed to Poland, saying while Hungary has tweaked some of its laws under EU pressure, there has been little impact in Warsaw.-Contamination-In 2015, EU Commission president Jean-Claude Juncker once greeted Orban with a jovial "Hello, dictator!". EPP chairman Joseph Daul amicably calls Orban the party's "enfant terrible" that one finds in every family.Belgian MEP Phillippe Lamberts, co-chair of the Green group in the EU parliament, has warned however that the risk Orban poses, as he constantly stretches the EU's red lines, is greater than that of the far-right politicians."I'm not so much afraid of the nationalist populist parties, I am much more afraid that they are contaminating traditional political families," he said on Tuesday at the CEU event.

Peel police chief 'very concerned' after Sikh officer denied promotion because of race-[CBC]-YAHOONEWS-April 25, 2017

The chief of the Peel Regional Police Service described an Ontario Human Rights Tribunal ruling that an officer was denied a promotion because of his race as "very concerning" — and said the force has since adopted different advancement criteria. The Human Rights Tribunal of Ontario found Friday not only that Staff Sgt. Baljiwan Sandhu had been denied a promotion to inspector based on his race and cultural background — but that Peel Regional Police didn't consider the portion of the 28-year veteran's work in diversity relations as "real police work."Chief Jennifer Evans did not respond to CBC's questions about the ruling.Instead, she issued a video statement Tuesday in which she said that such ambassador roles are critical to the success of Peel police."It's important to note that since 2013, Peel Regional Police have introduced changes to our promotional process," the chief said in the video. "The enhancements ensure all officers are recognized for the area they work in, be they front line or support services." -Not 'real police work'-While Sandhu's lawyer said his client was harassed since he was a cadet in 1989 — including an alleged incident in which fellow officers asked whether anyone ordered a cab when they saw Sandhu — it was the fact that his superiors didn't value the work they'd assigned him that prompted the complaint in 2013, Barry Swadron said.Sandhu emigrated to Canada from India in 1981; he speaks fluent English, Punjabi, Urdu and Hindi. The tribunal found that the officer's cultural and linguistic background resulted in his superiors routinely seconding him for assignments involving the South Asian community. And yet while those skills were considered an asset for those portfolios, his superiors said he needed more "traditional" front line policing experience to become an inspector, according to evidence submitted to the tribunal."The superiors in his particular case said that the work he did in diversity where he was an absolute star didn't really count because it wasn't real police work," Swadron said in an interview."To think that the brass of the Peel Regional Police Service take the position that diversity or officers who are not white are to be undervalued, it was too much to swallow."Other officers 'had no more experience' but had support for promotion.Among the 33 officers who applied for promotion to inspector in 2013, only Sandhu and another applicant failed to get the backing of their immediate supervisors. That support is required for an applicant to move forward. The other officer, however, met only the minimum requirements. Sandhu had held the role of staff sergeant or detective sergeant for about four years at the time, the tribunal adjudicator found in his decision. And many of the officers who moved on to the next round of process also "had no more experience supervising front line officers than did the applicant," the adjudicator found. In fact, one of the two inspectors who rejected Sandhu's application earned his own leadership experience by working in community support and internal affairs.Sandhu, meanwhile, excelled in his work with the South Asian community, earning 21 awards, including the Queen's Diamond Jubilee Medal."One South Asian newspaper in 2011 selected him as one of the three most influential South Asians in law enforcement in the country, along with Harjit Sajjan, who has since become Canada's Minister of Defence," the ruling reads.-'Troubling' findings: police board-Nobody from the Peel police board would agree to an interview with CBC Toronto. But in an emailed statement, the board's chairman, Amrik Ahluwalia, described the tribunal's findings as "troubling."Ahluwalia noted, too, that the police service recently hired a contractor to conduct an equity audit of its hiring practices to see whether its officers and staff reflect the diversity of their community. The police chief echoed that commitment to equitable hiring and promotion in her video statement.-What it means for Sandhu-Sandhu has 35 days to request "remedies" from the police force.Due to the stress caused by his dispute with the force, he has been on long-term disability for the past three years while the human rights hearings were underway, Swadron said, and it's unclear whether he will decide to return."What he wants is the police chief and the senior brass to recognize that there is a significant problem concerning race relations within the Peel Regional Police Service and it should be remedied."

Erdogan says Turkey won't wait at Europe's door forever-[Reuters]-By Samia Nakhoul, Nick Tattersall and Orhan Coskun-YAHOONEWS-April 25, 2017

ANKARA (Reuters) - Turkey will not wait at Europe's door forever and is ready to walk away from EU accession talks if rising Islamophobia and hostility from some member states persist, President Tayyip Erdogan told Reuters in a wide-ranging interview on Tuesday.Speaking at the presidential palace less than two weeks after winning sweeping new powers in a referendum, a relaxed Erdogan said a decision by a leading European human rights body to put Turkey back on a watch list was "entirely political" and that Ankara did not recognize the move. The Strasbourg-based Parliamentary Assembly of the Council of Europe said it put Turkey back on review over its crackdown on dissent since last year's coup attempt, rights violations, and concerns about Erdogan's increased grip on power.Turkey's relations with the EU soured further ahead of the referendum, when he accused Germany and the Netherlands of acting like Nazis by banning rallies by his supporters."In Europe, things have become very serious in terms of the extent of Islamophobia. The EU is closing its doors on Turkey and Turkey isn't closing its doors on anybody," Erdogan said, showing photos of vandalized mosques and supporters of the outlawed Kurdish militants rallying against him in Europe."If they're not acting sincerely we have to find a way out. Why should we wait any longer? We're talking about 54 years," he said, referring to the 1963 Ankara Agreement which acknowledged the long-term goal of Turkish membership of a united Europe. If necessary, he said, Turkey could hold a vote similar to Britain's on EU membership. He said Brexit had given Britain "peace of mind" and that it was "walking towards a new future".It is a critical week for Turkish-EU relations. EU lawmakers will debate ties on Wednesday, while the bloc's foreign ministers will discuss the issue on Friday.Erdogan said he would be closely watching."I'm very curious as to how the EU is going to act," he said, criticizing EU states that have called for an end to accession talks.Turkey, he said, was still committed to negotiations."There is not a single thing that we are not ready to do, the minute they ask for it. Whatever they wish, we do. But still they are keeping us at the door," he said.Erdogan pointed to the French presidential election, in which far-right leader Marine Le Pen has threatened to take France out of the European Union, and said the bloc was "on the verge of dissolution, of breaking up"."One or two countries cannot keep the EU alive. You need a country like Turkey, a different country symbolizing a different faith ... But EU member states don't seem to realize this fact. They are finding it very difficult to absorb a Muslim country like Turkey," he said.-BUFFER AGAINST SYRIA AND IRAQ-Europe, Erdogan said, had failed to appreciate Turkey's role in stemming the flow of migrants from neighboring Syria and Iraq across it borders, and said the burden had fallen on Turkey and other countries in the region including Lebanon and Jordan. He insisted there could be no solution to Syria's conflict while President Bashar al-Assad remains in power, and said Russian President Vladimir Putin had told him he was not personally committed to the Syrian leader."Assad is not the address for a prospective solution in Syria," Erdogan said, voicing frustration at international failure to compel the Syrian leader to leave."He has attacked his people with tanks, with cannons, with barrel bombs, with chemical weapons, with fighter jets. Do you think he could be the vehicle for a solution?"The Turkish leader hinted at a softening of Russia's support for the Syrian president. Putin, he said, had told him: 'Erdogan, don't get me wrong. I'm not an advocate for Assad, I'm not his lawyer'."Syria's war, pitting rebels mostly from its Sunni majority against a minority rule rooted in Assad's Alawite community, has killed 400,000 people, created millions of refugees, drawn in regional and global powers and allowed Islamic State to seize swathes of territory.Russia's dramatic military intervention in 2015, after four years of inconclusive fighting, tilted the balance of power in favor of Assad, who is also backed by Turkey's regional rival Iran.Turkey is part of the U.S.-led coalition against Islamic State in Syria and Iraq but its role has been complicated by U.S. support for the Syrian Kurdish YPG, viewed by Turkey as an extension of the Kurdistan Workers Party (PKK), which has waged a three-decade insurgency in Turkey's southeast.Turkish warplanes bombed Kurdish fighters in northern Iraq's Sinjar province and in northeast Syria on Tuesday, in a widening campaign against groups linked to the PKK.Turkey will not let Sinjar become a PKK base and will continue military operations there and in northern Syria "until the last terrorist is eliminated", Erdogan said.(Additional reporting by Tuvan Gumrukcu and Tulay Karadeniz; Editing by Andrew Roche)
