A settler leader vowed that there would be construction in all the West Bank settlements, and expressed frustration that limitations have not been lifted since the January inauguration of US President Donald Trump.“The decision of the leadership of the Yesha Council is that there will be construction in every settlement. We are longer in the Obama era, and it can’t be that the Trump era is even worse than the Obama era,” Army Radio on Monday quoted Avi Roeh, the leader of the settler umbrella group the Yesha Council, as telling a meeting of the group.Roeh was responding to an earlier Army Radio report that settler leaders fear the establishment of a brand new settlement for the evacuees of the illegal Amona outpost will lead to reduced construction elsewhere in the West Bank.Roeh told council members that the group will not tolerate restrictions on where settlement construction can occur.Despite hopes that the election of Trump would usher in a new period of large-scale settlement construction, the US president told Prime Minister Benjamin Netanyahu during a press conference at the White House in February that “I’d like to see you hold back on settlements for a little bit.”Prior to Netanyahu’s meeting with the US president in Washington, Trump told the Israel Hayom daily that “I am not somebody that believes that going forward with these settlements is a good thing for peace.”Following the meeting of the two leaders in February, Netanyahu said he was working with the US administration to establish a “mechanism” to coordinate new settlement construction.However, despite reportedly discussing the issue at length with Trump’s Special Envoy for International Negotiations Jason Greenblatt during his visit to Israel last week, an agreement has yet to be reached on the issue.Netanyahu has been trying to get the White House’s approval for the construction of a new settlement — the first in some 25 years — to replace the illegal outpost of Amona, which was evacuated and demolished last month.Last month, he indicated to members of his security cabinet that the government may have to back off the pledge, drawing vociferous protests from the settlers and their allies in the coalition.Before the meeting with Greenblatt on Thursday, by contrast, Netanyahu vowed that he would fulfill his promise to Amona residents to establish the new settlement.On Sunday, Netanyahu chief of staff Yoav Horowitz traveled to the US in order to continue discussions on the issue with Greenblatt alongside Israel’s Ambassador to the US Ron Dermer.Since Trump’s inauguration, Israel has approved the construction of some 6,000 news homes in the West Bank and East Jerusalem, although no new building plans have been announced since Trump’s comments in February.

An Israeli drone was downed in Syrian territory on Monday, the Israeli military said, confirming an earlier report in the Syrian and Lebanese media that the unmanned vehicle was shot down by Syrian aerial defense systems.Syria said the drone, a Skylark, was downed over Quneitra in the Syrian Golan Heights. Lebanese terror group Hezbollah posted pictures of the downed drone on its social media pages.The Israeli military said the circumstances of the incident were being checked, but that there were no immediate suspicions that classified data could be retrieved from the device.The “sky rider,” as it’s known in Hebrew, is a tactical surveillance drone created by Elbit Systems and operated by the IDF’s Artillery Corps. The miniature UAV can be launched by one or two people, depending on the model, and once airborne provides a live video feed to soldiers on the ground.Monday’s incident came after days of escalating tensions between Israel and Syria, set off by an early morning Israeli raid last Friday on a Hezbollah weapons convoy near Palmyra, with Syrian air defenses firing missiles at the Israeli planes.An Israeli army statement said “several anti-aircraft missiles” were fired following the raid, but that none hit their targets, dismissing a Syrian claim that one plane was downed and another damaged. One missile was intercepted by Israel’s Arrow missile defense battery, military officials said, in the first reported use of the advanced system.It was the most serious incident between the two countries since the Syrian civil war began six years ago.On Sunday, an Israeli drone strike reportedly killed a member of a Syrian pro-regime militia, striking a truck driving near the town of Khan Arnabeh in the Quneitra province, on the road to Damascus.The National Defense Force, a pro-regime militia set up in 2012, claimed the man killed was from among its ranks. It named the man as Yasser Hussien Assayed.The reported strike came hours after Defense Minister Avigdor Liberman threatened to destroy Syrian air defense systems, after Israeli aircraft were targeted during a bombing run early Friday morning.“The next time the Syrians use their air defense systems against our planes we will destroy them without the slightest hesitation,” Liberman said on Israel Radio.Late Sunday, Syria’s ambassador to the UN Bashar al-Jaafari said Syria’s response to Friday’s strike was a “game-changer.”Speaking on Syrian state TV, Jaafari said the military’s response was “appropriate and in line with Israel’s terrorist operation,” and that Israel “will now think a million times [before striking again],” according to a translation cited in Ynet.“Syria’s forceful response to the Israeli attacks changed the rules of the game,” he said.Israeli officials have warned of the possibility Hezbollah and Iran could attempt to set up a base to attack Israel near the border with the Israeli Golan Heights.Last week, Prime Minister Benjamin Netanyahu visited Moscow, where he asked the Kremlin to make sure Iran does not gain a foothold in the area.Israel has also repeatedly vowed to prevent Hezbollah from acquiring any advanced weaponry and several strikes on such convoys over the years since the Syrian civil war began in 2011 have been attributed to Israel. NEW YORK (AP) — They sat on either end of the congressmen’s couch, one a Jewish healthcare executive whose parents fled Germany in 1936, the other the Kashmiri Muslim chairman of a well-known American furniture chain. The men, Stanley Bergman and Farooq Kathwari, came to draw attention to an outbreak of hate crimes. But Bergman and Kathwari hoped their joint appearance would also send a broader message: that US Jews and Muslims could put aside differences and work together.“What drove us was the growing prejudice that has emerged in the United States,” Bergman said. “What starts small, from a historical point of view, often grows into something big.”The men lead the Muslim-Jewish Advisory Council, created last year by the American Jewish Committee and the Islamic Society of North America, amid a flowering of alliances between members of the two faiths. US Muslim and Jewish groups have been trying for years to make common cause with mixed success, often derailed by deep divisions over Israel and the Palestinians.But bigoted rhetoric and harassment targeting both religions since the presidential election has drawn people together. Jews have donated to repair mosques that were defaced or burned. Muslims raised money to repair vandalized Jewish cemeteries. Rabbis and imams marched together against President Donald Trump’s travel ban targeting majority Muslim countries.“I would never have thought I would see some people in conversation, or anywhere near each other. Then I saw people on Facebook standing next to each other at protests — Muslims and Jews,” said Aziza Hasan, executive director of NewGround: A Muslim-Jewish Partnership for Change in Los Angeles, which has run community relationship-building programs for more than a decade.Yet despite this surge of goodwill, questions remain about whether these new connections can endure. The sense of vulnerability Muslims and Jews share, and their need for allies at a difficult time, have not erased tensions that in the past have kept them apart.“This is a start and we’ll see how it goes,” said Talat Othman, a financial industry executive and Muslim-Jewish Advisory Council member, who offered an Islamic prayer at the 2000 Republican National Convention. “We are hopeful.”Jews and Muslims comprise the two largest non-Christian faith groups in the United States and have a long history of trying to work together.The chancellor of the Jewish Theological Seminary in New York, the flagship institution of Conservative Judaism, initiated a dialogue with Muslims in 1956, according to documents in the school’s archive. Rabbi Jack Bemporad, a pioneer in Muslim-Jewish dialogue and founder the Center for Interreligious Understanding in New Jersey, said his efforts started in the 1970s when he led a Dallas synagogue and local imams started attending his weekly Bible classes.Over the years, many initiatives on improving relations between the two faiths were organized internationally by governments and peace groups, while some American synagogues and mosques attempted to build friendships locally. Some progress was made, yet relations were often derailed when violence, war and policy disputes erupted in the Middle East.In Los Angeles, Hasan said local discussions between Muslim and Jewish leaders would falter when participants from one faith would demand those of the other condemn an action in Israel and the Palestinian territories. “It would go back and forth, then eventually Jews asked Muslims to condemn something they couldn’t so they walked away from the table,” Hasan said.Then came the Sept. 11 terrorist attacks, prompting a backlash against American Muslims, and efforts to create connections with Jews began moving “at warp speed,” said Rabbi Burton Visotzky, a Jewish Theological Seminary scholar and a longtime leader in Muslim-Jewish cooperation. Visotzky’s outreach has ranged from a 2008 global interfaith meeting convened by King Abdullah of Saudi Arabia to serving collard greens at a soup kitchen alongside members of a New York mosque.Still, the deep divide over Israel and the Palestinians remained an obstacle. Some Jews and Muslims pledged to avoid any mention of the Mideast as they sought common ground. Others hit the issue up front, but their talks foundered. Yehuda Kurtzer, president of the Shalom Hartman Institute of North America, an educational organization with extensive interfaith programs, said US Muslims and Jews, had become “proxy warriors” for conflicts thousands of miles away.At the same time, advocates for building ties between the faiths regularly encountered skepticism or outright hostility from within their own communities. “Many Jews feel that Muslims around the world are a source of threat to Jews, then why be in dialogue?” Kurtzer said.About six years ago, Bemporad organized a conference on Islamic and Jewish law, but the event was closed to the public, in part to avoid pushback against participants. “We had to break the ice somehow,” Bemporad said. “We thought the way we did it, you could be free to say whatever you wanted.”He said religious leaders working on such projects are much more open now. Still, the growth of the boycott, divestment and sanctions movement against Israel and in support of the Palestinians has further complicated relations.The movement, known as BDS, is decentralized and its supporters use different strategies, but many backers say interfaith dialogue with Zionists undermines the Palestinian cause. It has become common for American Jewish organizations to draw a hard line against working with backers of BDS — from any faith. Meanwhile, BDS activists consider it traitorous for Muslims to work with supporters of Israel.This issue came to the fore over the Shalom Hartman Institute’s Muslim Leadership Initiative, which brings American Muslims to Israel to study Judaism and Zionism. Kurtzer said the first year of the program was kept “completely under the radar.” When the participants became known in 2014, Muslims who took part were accused of allowing themselves to be manipulated and violating BDS.Among the participants was attorney Rabia Chaudry, a specialist in countering extremism and a longtime supporter of Palestinian rights. She acknowledged the risks from participating in the program, but said she did so hoping to find a new way forward. Last October, the Council of Islamic Organizations of Greater Chicago dropped plans to present her an achievement award because of her work with the Shalom Hartman Institute. Chaudry, now a member of the Muslim-Jewish Advisory Council, said she was not angry. “They felt terrible about it. They got even more criticism for rescinding it,” she said.Since Trump’s election, members of both faiths seem more willing to set aside such differences as they work on civil rights and other issues, said Abdullah Antepli, who was the first Muslim chaplain at Duke University and is co-director of the Shalom Hartman Institute’s Muslim Leadership Initiative.It’s impossible to know definitively whether harassment based on religion has increased. The FBI’s most recent data on hate crimes is from 2015. Still, the last year or so has seen some dramatic examples of bigotry, including the waves of phoned-in bomb threats to Jewish Community Centers around the country. Mosques in Florida and Texas were recently set on fire, and authorities were investigating whether the suspected arsons could be considered hate crimes.“It’s particularly a Trump effect,” Antepli said. “External forces make the Muslim and Jewish communities need each other’s friendship.”When New York Arab-American activist and BDS supporter Linda Sarsour recently helped raise more than $150,000 for the damaged Jewish cemeteries, some Jews debated whether it would be ethical to accept the donation. But in a sign of changing attitudes, several mainstream Jewish leaders who had worked with her previously defended her.This new dynamic was evident at a recent New York vigil organized by the Sisterhood of Salaam Shalom, a national organization that brings together Muslim and Jewish women. The gathering at the Jewish Theological Seminary was part of the organization’s response to Trump’s travel ban. At their vigil, they walked to the front of the room in pairs — a Muslim and a Jew — to offer readings and prayers in Arabic and Hebrew. After the ceremony, the women hugged and posed together for selfies.“There’s a sense of immediate rapport and connection,” said Donna Cephas, a national board member of the Sisterhood, which has added dozens of chapters in the past year. “There is a significant yearning to be in community with people who stand for what we stand for.”

For the first time in 30 years, not a single Israeli was killed by terror attacks emanating from the Gaza Strip in 2016, the head of the Shin Bet security service said Monday, noting that this was due largely to Israeli vigilance and not to a lack of desire by Palestinian terror groups.But even as Hamas and other groups were kept relatively quiet in Gaza, they were transferring much of their efforts to the West Bank, the Shin Bet chief Nadav Argaman told the Knesset’s Foreign Affairs and Defense Committee, as part of a yearly review.Hamas has “significantly increased its efforts to advance terror attacks in the West Bank and Israel,” Argaman said, referring specifically to mass-casualty attacks.“Hamas has found itself in strategic distress and is interested in undermining the security situation in the West Bank through bombings,” he said.To thwart those attempts, Israel has stepped up its crackdown on Hamas in the West Bank, arresting 1,035 suspected members. Some 114 terror cells were also broken up in 2016, as opposed to 70 the year before — a 62 percent increase, Argaman said.Some 184 shooting attacks, 16 kidnapping attempts and 16 suicide bombings were thwarted by the Shin Bet in 2016, as were 84 other assorted attacks, mostly stabbings and car-rammings, he said. These figures did not include attacks prevented by Israel’s other security services, like the Israel Defense Forces and Israel Police.Those efforts did not result in a dramatic decrease in the number of Israelis killed and injured by terror attacks during the same period.In 2016, 16 Israeli citizens and one foreign national were killed in terror attacks, and 149 civilians were injured. This was a relatively minor decrease from the year before, in which 20 people were killed and another 188 were wounded in attacks.However, for the first time in 30 years, not a single Israeli was killed by terror attacks emanating from the Gaza Strip in 2016, Argaman said. Though one Shin Bet agent was killed in a friendly-fire incident on March 8, 2016.In Gaza, the situation has remained calm following the 2014 war, with just less than two rockets, on average, fired from the Strip each month — or 23 in total — during 2016.Most of them were fired by salafist groups, hoping to stir up trouble for Hamas, as they know that the IDF will punish it, rather than them, in response to rocket attacks.In a public statement before Argaman’s full briefing to the committee, the Shin Bet chief warned that Hamas will likely try to carry out attacks during the Passover holiday next month, in an attempt to instigate large-scale clashes between Palestinians and Israelis.During the closed-doors discussion, Argaman provided the committee members with additional information on the potential for violence from the West Bank, Gaza and within Israel proper, according to a statement released by the committee after the meeting.The Palestinian Authority is in a holding pattern, waiting to understand the Middle East policies of US President Donald Trump, according to the Shin Bet chief.In the West Bank, young Palestinians still see violent attacks as “legitimate means of effecting change in the arena,” Argaman said, despite the fact that most Palestinians understand that there is a “cost” exacted on the population for terror attacks.Nitzan Nuriel, a former IDF general who once served as deputy commander of the Gaza Division, commented on Monday that terrorist groups in the Strip speak “the language of rockets.”“If you want to say something, you launch rockets. If you want to shout, you launch more rockets,” Nuriel told reporters during a phone briefing hosted by the Israel Project.Though Hamas has not itself been firing rockets at Israel since the latest Gaza war, it has not been sitting idly by.Over the past two-and-a-half years, the terrorist group has been rearming in preparation for future conflict with the Jewish state, Argaman told the Knesset committee.The Shin Bet chief warned that a breakdown in the humanitarian situation in Gaza could help push Hamas and Israel to war.

Ivanka Trump to get West Wing office, security clearance-First daughter to serve as informal adviser to president, will follow the ethics rules that apply to government employees-By Catherine Lucey March 21, 2017, 1:59 am-THE TIMES OF ISRAEL

WASHINGTON (AP) — Cementing her role as a powerful White House influence, Ivanka Trump is working out of a West Wing office and will get access to classified information, though she is not technically serving as a government employee, according to an attorney for the first daughter.Since President Donald Trump took office, his eldest daughter has been a visible presence in the White House, where her husband, Jared Kushner, already serves as a senior adviser. On Friday, she participated in a meeting on vocational training with the president and German Chancellor Angela Merkel.Jamie Gorelick, an attorney and ethics adviser for Ivanka Trump, said Monday that the first daughter will not have an official title, but will get a West Wing office, government-issued communications devices and security clearance to access classified information. Gorelick said Ivanka Trump would follow the ethics rules that apply to government employees.“Our view is that the conservative approach is for Ivanka to voluntarily comply with the rules that would apply if she were a government employee, even though she is not,” said Gorelick, who also helped Kushner with the legal strategy that led to his White House appointment. “The White House Counsel’s Office agrees with that approach.”Ivanka Trump’s role has already come under scrutiny because there is little precedent for a member of the first family with this kind of influence. The White House did not immediately respond to a request for comment.A person with knowledge of Ivanka Trump’s thinking, who requested anonymity to discuss private conversations, said she believes she can offer more independent perspective to her father by not serving as a White House staffer.A popular surrogate for her father on the campaign trail, Ivanka Trump moved her young family to Washington at the start of the administration and signaled plans to work on economic issues, like maternity leave and child care. In a statement, she said: “I will continue to offer my father my candid advice and counsel, as I have for my entire life.”Federal anti-nepotism laws prevent relatives from being appointed to government positions. But the Justice Department’s Office of Legal Counsel recently said the president’s “special hiring authority” allowed him to appoint Kushner to the West Wing staff. Gorelick noted the office also made clear that the president could consult family members as private citizens, arguing that this is what Ivanka Trump will be doing.The first daughter has sought to distance herself from the Trump Organization and her lifestyle brand, which offers shoes, clothing and jewelry. She has removed herself from executive roles and will have a more hands-off approach to the brand — though she will still get certain information and will have the power to veto new deals if they raise ethical red flags.Richard Painter, a University of Minnesota law professor who served as President George W. Bush’s chief White House lawyer on ethics, said that Ivanka Trump is effectively working as a White House employee. He said that “means that she, like her husband, has to follow the rules. It’s not a huge deal if she stays out of things that affect her financial interests.”Painter said that means Trump should avoid anything to do with foreign trade with countries where her products are made, as well as recuse herself from real estate matters, given Kushner’s family real estate business.Trump says she will follow ethics rules and some of her financial information will be included in Kushner’s official disclosures. She would have to disclose additional financial information if she were in a senior White House role, said Painter. That could include more details about her lifestyle brand, including her contracts and income.Attorney Andrew Herman, who has advised lawmakers on ethics issues, said he thought the administration should make her role official. He said: “I think the right way to do that is to make her a special government employee. But that implicates all kind of formal and disclosure issues.”Ivanka Trump continues to own her brand. But she has handed daily management to the company president and has set up a trust to provide further oversight. The business cannot make deals with any foreign state, and the trustees will confer with Gorelick over any new agreements. Ivanka Trump will also be able to veto proposed new transactions.Ivanka Trump has also barred the business from using her image to promote the products in advertising or marketing.To be sure, the trustees are in the family — her husband’s siblings Joshua Kushner and Nicole Meyer. But Gorelick said the goal of the trust wasn’t to shield Trump from everything, but to remove her from the day-to-day operations. Israel’s David’s Sling anti-missile battery will go operational within the next two weeks, providing the finishing touch of the Jewish state’s multi-tiered missile defense array, a senior Israeli Air Force officer said Monday.The David’s Sling, also known as the Magic Wand, will make up the middle tier of Israel’s multi-layer missile defense capabilities, and with it, Israel hopes to close the gaps in its missile defense capabilities, said Brig. Gen. Tzvika Haimovitch, head of the army’s Aerial Defense Command-Haimovitch did not give an exact date for the system’s deployment, but said on Monday afternoon that it should occur “around two weeks from today.”However, Haimovitch stressed that even with the new missile defense system, Israel is still vulnerable.The David’s Sling gives the Israel Defense Forces “more capabilities and more effectiveness,” he said, “but it’s never enough. It’s not hermetic.”The lowest layer is the Iron Dome system, capable of intercepting short-range rockets, small unmanned aerial vehicles and mortar shells like those that have been fired at Israel from the Gaza Strip or from southern Lebanon. It's a sure sign that your vacation is coming to an end.That moment when the flight attendant walks down the aisle of the plane, handing out declaration forms, as passengers scramble to find a pen.But the days of the paper form are numbered.Starting Monday, passengers arriving on international flights to the Ottawa airport are encouraged to use a self-serve kiosk, called a primary inspection kiosk, to speed up and streamline the arrival process.To verify a traveller's identity, the new kiosks will a take a photo and compare it to their passport picture.Travellers can either complete an on-screen declaration at the kiosk, or use the newly launched mobile app. Once downloaded, travellers can use it in airplane mode, allowing them to fill it out before they land.They'd then scan their phone at a kiosk before continuing on to baggage claim.NEXUS members will not be able to use the app, but still continue to use the NEXUS kiosks-Passengers waiting at baggage claim on Sunday applauded any process that would cut down their wait time."I was just in Cuba last week and there's a lot of lineup. There's a long bus ride, there's a lineup to check in, there's a lineup for security, then you're on the flight for a while. Another winter blizzard is hitting Churchill, where people are already desperate for groceries that have been delayed since the last blizzard two weeks ago."A lot of families are suffering because they have young children and they need milk," said local resident Lana Bilenduke.No bread or vegetables are for sale at the local store and meat is scarce, she said."Everyone's in a crisis until we get our groceries in."The northern Manitoba town is in the midst of near-zero visibility, wind gusts of 90 km/h and wind chill values in the –40s due to an intense low pressure system over Hudson Bay, according to Environment Canada.The blizzard conditions should ease late this afternoon or early this evening.The forecast calls for five more centimetres of snow, on top of the 60 cm that fell over three days during the previous blizzard. The town has been under a local state of emergency since then.Churchill Deputy Mayor Shane Hutchins said a freight train hasn't come into town in nearly three weeks, and people are still digging out from the earlier blizzard.Deliveries usually come once a week, but shelves are bare at the town's lone supermarket — the Northern Store, he said."I've lived here 50 years and no, we've never had anything like this."Hutchins said people in the town are becoming increasingly frustrated with OmniTrax, the Denver-based company behind the rail line that brings supplies into Churchill.He said there's been "nearly non-existent" communication between the company and the town since snow-clearing plows on the line shut down recently."There's a lot of frustration here," he said.An OmniTrax spokesperson couldn't say when the line would reopen but said the snow on the rail line to Churchill is abnormal and difficult for crews to get rid of."You can only do so much," said Ron Margulis.Margulis disputed Hutchins's assertion OmniTrax has not communicated properly with the town.Margulis said the company is working to get a train into the town and has sent notices to communities affected by the line's temporary closure.

New Delhi, Today, 09:25-Despite common interests, shared objectives and similar initiatives, biased perceptions have persistently hindered dialogue and cooperation between India and the European Union in Afghanistan.In New Delhi’s perspective, Brussels’ Common Foreign and Security Policy remains on paper and the EU’s efforts in Afghanistan are thus determined by the geostrategic interests of the United States and NATO.Europeans, in turn, tend to dismiss every Indian initiative in Afghanistan as a ploy against Pakistan that risks transforming the country into a proxy battleground.As President Donald Trump threatens to scale back American engagement globally, the EU and India will have to take on a more prominent role and cooperate to keep the United States involved and at the same time, rope in other stakeholders committed to supporting a democratic regime in Kabul.In a joint research project between Carnegie India and the Global Public Policy Institute (Berlin), we found significant areas of EU-India convergence that could facilitate cooperation in Afghanistan.-Work with Afghanistan's neighbors-First, the EU and India should not shy away from a frank dialogue on how best to balance incentives and disincentives to ensure that Pakistan plays a constructive role.Besides guaranteeing transit rights to ISAF, billions of US dollars and Euros in assistance have failed to force Islamabad to seal the Durand Line.As Pakistan’s largest trade partner and a major source of development assistance, Brussels must use its economic leverage to compel Pakistani civilian and military authorities to cease all support for terrorist organisations, isolate the Taliban, and normalise relations with Kabul.If the EU is serious about promoting regional cooperation in South Asia, it must also pressure Islamabad to stop impeding trade and transit between Afghanistan, India and the rest of South Asia.Second, Brussels and Delhi will have to learn how to talk to each other about talking to the Taliban.India has determinedly opposed any type of outreach to the insurgents but, below the radar, it has secretly built communication channels with several Pashtun factions to keep all options open.The EU, on the other hand, played an active role through the Quadrilateral Coordination Group to promote a reconciliation process with the “good” Taliban, and been more optimistic about the chances for a negotiated settlement.If Brussels and New Delhi develop a high-level and frank political dialogue on the potential and dangers of engaging the Afghan Taliban, it is likely that they will find a lot more common ground than expected.Third, Brussels and New Delhi will have to step up their commitments to ensure that the Afghan state’s capacity is further strengthened.The EU and India should pool efforts, for example through joint training for Afghan officials. By rotating through European and Indian institutions, Afghan civil service, military, police and intelligence officials would benefit from a comparative experience.Brussels and New Delhi should also consider joining hands in their democracy assistance projects, supporting Afghanistan’s nascent parliamentary, electoral and civil society institutions, with special emphasis on the rule of law, minority rights, and media freedom.Fourth, following the Iran deal and a timid rapprochement between Brussels and Moscow, there is now scope for greater EU-India convergence on the regional environment.-Iran, China, Russia-In order to avoid Afghanistan from turning into a turf for geopolitical rivalries, Brussels and Delhi must create conditions for greater dialogue and coordinated behaviour between the powers committed to supporting a stable, prosperous and democratic Afghanistan, including Russia, China, and Iran.By hosting the Brussels Conference on Afghanistan and the Heart of Asia ministerial conference, late last year, the EU and India indicated their commitment to this multilateral approach.Fifth, the EU and India have a shared interest in strengthening the Afghan economy by diversifying its external linkages.While Kabul has expressed a desire to join the China-Pakistan Economic Corridor, its excessive reliance on Pakistani trade routes will render it even more susceptible to pressure from Islamabad.Iran plays a key role in Afghan connectivity plans towards the West, via Turkey and Russia, and towards the South, to the Indian Ocean.The success of alternative Eurasian connectivity plans to China’s One Belt One Road, for example the International North-South Transport Corridor, will hinge on the EU’s willingness to lift restrictions on Teheran and, on the other hand, on India’s capacity to invest in infrastructure like Iran’s Chabahar port as a hub to Afghanistan.For EU-India coordination and cooperation to succeed on all these fronts, Brussels and Delhi must invest in a high-level bilateral dialogue on Afghanistan’s internal dynamics and its regional context, and also consider setting up a trilateral EU-India-Afghanistan consultative mechanism.As the United States abandons the driving seat and ceases to micromanage Kabul, the EU and India will have to step up and take on a leading role in support of a stable, united, democratic and prosperous Afghanistan.Constantino Xavier is a fellow, and Arushi Kumar is a research assistant at Carnegie India, in New Delhi, where they focus on India’s foreign and security policies towards the regional neighbourhood.Together with C. Almost half of Canadians want illegal border crossers deported - Reuters poll-[Reuters]-By Rod Nickel and David Ljunggren-yahoonews-March 20, 2017

WINNIPEG, Manitoba/OTTAWA (Reuters) - Nearly half of Canadians want to deport people who are illegally crossing into Canada from the United States, and a similar number disapprove of how Prime Minister Justin Trudeau is handling the influx, according to a Reuters/Ipsos opinion poll released on Monday.A significant minority, four out of 10 respondents, said the border crossers could make Canada "less safe," underlining the potential political risk for Trudeau's Liberal government.The increasing flow of hundreds of asylum-seekers of African and Middle Eastern origin from the United States in recent months has become a contentious issue in Canada.There has been broad bipartisan support for high levels of legal immigration for decades in Canada. But Trudeau has come under pressure over the flow of the illegal migrants. He is questioned about it every time he appears in parliament, from opponents on the left, who want more asylum-seekers to be allowed in, and critics on the right, who say the migrants pose a potential security risk.Canadians appeared to be just as concerned about illegal immigration as their American neighbors, according to the poll, which was conducted between March 8-9. Some 48 percent said they supported "increasing the deportation of people living in Canada illegally." But they fled for fear of being enmeshed in Trump's immigration crackdown.Kellie Leitch, a prominent contender to be leader of the official opposition right-leaning Conservative Party, said the opinion poll results reinforced her belief that Canadians did not want Ottawa to accept the asylum-seekers."I am happy to see that my position on illegal border crossers ... has support from the public," she said in an email.-WARMING WEATHER POSES RISK-In the poll, support for deportations was strongest among men, adults lacking a college degree, people who are older and those with higher levels of income."There are so many people in the world who want to come in and go through the right channels," said Greg Janzen, elected leader of a Manitoba border municipality that has seen many border crossers. "That's what's pissing most people off. These guys are jumping the border," he said.Forty-six percent of Canadians feel the influx would have no effect on safety, while 41 percent said it would make Canada less safe, according to the poll."Refugees are much more welcomed when we have gone and selected them ourselves as a country, as opposed to refugees who have chosen us," said Janet Dench, executive director of Canadian Council for Refugees.Of those polled, 46 percent disagreed with how Trudeau was handling the situation, 37 percent agreed, while 17 percent did not know. In January, a separate Ipsos poll found 59 percent of Canadians approved of Trudeau, while 41 percent disapproved.Trudeau faces no immediate threat, since the next elections are not until 2019. His office declined to comment on the poll.Brian Lee Crowley, head of the Macdonald-Laurier Institute public policy think-tank, said the number of illegal migrants could spike as the weather warms, and "if people become convinced there's a large uncontrolled flow of illegal immigrants, I think that will be a very serious political issue for the government."Authorities dismiss the idea they are being lax.Dan Brien, a spokesman for Public Safety Minister Ralph Goodale, said trying to slip across the border "is not a 'free' ticket to Canada," and noted that all the asylum-seekers are immediately arrested."If they are found to be inadmissible without a valid claim, deportation procedures are begun," he said when asked about the poll. Those who cannot be identified, are a flight risk or pose a public danger can be detained, he added.According to a separate Ipsos poll in Canada, 23 percent of Canadians listed immigration control as among the top national issues in March, up from 17 percent in December. It ranks behind healthcare, taxes, unemployment and poverty as top concerns.Ottawa set an immigration target of 300,000 for 2017, or just under 1 percent of the population, the same level as 2016. It reduced the 2017 target for resettled refugees to 25,000 from 44,800 in 2016, a year when it welcomed 25,000 Syrian refugees.The Reuters/Ipsos poll was conducted online in English and French throughout Canada. It included responses from 1,001 people 18 years or older. London, Ont. police arrest man for allegedly threatening to shoot people at mosque-[CBC]-YAHOONEWS-March 19, 2017

Police in London, Ont. have arrested a 24-year-old man for allegedly threatening to shoot people inside a mosque, but the mosque doesn't believe the incident was motivated by hate.Officers were called to the London Muslim Mosque on Oxford Street around 1:40 p.m. Sunday, police said in a release.Mosque members were directed to lock the doors while officers were en route. When they arrived shortly afterward, no firearm was located and the man was arrested.No one was injured in the incident and the man now faces charges of uttering threats.In a Facebook post Sunday evening, the mosque stressed that it does not consider the alleged threat to be hate-motivated and believes there is no "ongoing threat."The statement describes a "young man" entering the mosque during "a prayer service, looking for food and assistance."After being provided with food, it says, he "persisted in his asks," and a verbal confrontation ensued culminating in the alleged threats."Volunteers at the mosque have been trained to call London Police in any circumstance where there is any suggestion of a security threat, and this protocol was followed," said the statement."The mosque is currently open and operating under normal schedule," it said.Police continue to investigate.-Anyone with information is asked to contact London police at 519-661-5670 or leave an anonymous tip with Crime Stoppers by calling 1-800-222-TIPS (8477).

BAGHDAD (Reuters) - Islamic State militants captured an Iraqi police colonel and eight other officers in western Mosul after they ran out of ammunication during fierce clashes early Monday morning, an Iraqi Interior Ministry official said.The officers were caught around 3 a.m. on Monday in Bab Jadid district in Mosul, where Iraqi forces are battling to oust Islamic State after liberating the eastern half of the city. North Korea's nuclear threat: Where do the US and China go from here?-[Christian Science Monitor]-Michael Holtz-YAHOONEWS-March 20, 2017

For the Chinese, their proposal perhaps seemed obvious: North Korea would suspend its nuclear and missile tests in return for the United States and South Korea halting their annual joint military exercises. After the mutual displays of good faith, the two sides could reengage in negotiations.But the idea was quickly shot down in Washington, and Secretary of State Rex Tillerson rejected it again last week before visiting Beijing. It became yet another wishful attempt at compromise as the two heavyweights struggle to forge a common strategy over North Korea’s expanding nuclear program.As tensions escalate on the Korean peninsula, China’s patience with the US is growing thin, says Wu Riqiang, a nuclear expert at Renmin University in Beijing. With the North Korean threat growing – Kim Jong-un just tested a new high-thrust missile engine that analysts said could be used in an intercontinental missile – the question now is where the US and China go from here.-OUT OF PATIENCE-Early in his first term, former President Obama touted an new approach of “strategic patience.”  Rather than overreact to North Korea's every bomb and missile test, his administration elected to gradually ratchet up sanctions until the isolated county agreed to negotiate.But the policy was more akin to “malign neglect” in the eyes of its critics. By the time Mr. Obama left office earlier this year, experts estimated the North had acquired enough plutonium and highly enriched uranium to build 20 to 25 nuclear weapons. It now appears to be closer than ever to developing a nuclear-tipped ballistic missile capable of hitting the continental US.Few North Korea observers deny the failure of the strategy. On Friday, Secretary of State Tillerson made clear that the Trump administration would take a tougher approach.“The policy of strategic patience has ended,” Mr. Tillerson said in Seoul after visiting the heavily militarized border between the North and South Korea. “We are exploring a new range of diplomatic, security, and economic measures. All options are on the table."All options – including pre-emptive military action – except the mutual freeze proposed by the Chinese, that is. Chinese Foreign Minister Wang Yi, who proposed the confidence building measures that the US rejected, urged the US to take a "cool-headed” approach to the North.-‘A DIFFERENT COURSE’-Tillerson arrived in Beijing Saturday to try to narrow the strategic gap. President Trump tweeted Friday that China had “done little to help” on North Korea, a notion the Chinese state-run news agency Xinhua rejected in a commentary the next day.“Positive results require effort and good faith from both sides,” the commentary said. “China has never fallen short of offering its fair share. It's all up to Washington now.”Tillerson and his hosts managed to strike a cooperative tone, at least publicly, during his 24-hour visit, with Tillerson saying the two sides would work together to get North Korea to take “a different course.” And on Sunday, he said the US looked forward to stronger ties with China in his meeting with President Xi Jinping, who responded that “the China-US relationship can only be defined by cooperation and friendship.”But such cooperation needs careful shaping, says Yang Xiyu, a senior fellow at the China Institute of International Studies.“The most important thing for the meeting was eliminating the uncertainty in the relationship between China and the US,” he says. “For the next step, if the ‘double suspension’ doesn’t work, China will need to think about new ideas.”For now, Tillerson said Washington would focus on tightening UN sanctions against North Korea before pursuing military options. Analysts say he likely pressed Chinese leaders to more fully implement them or risk an expansion of the US air defense system in East Asia, known as THAAD, a move China strongly opposes.Beijing says it’s committed to enforcing economic sanctions. Last month it abruptly halted imports of coal from the North, ending one of Pyongyang's main sources of foreign currency. Still, a recent study by the Institute for Science and International Security, a Washington-based research organization, found that China has allowed materials used to make hydrogen bombs to cross the border. Beijing has long been wary of pushing Pyongyang too hard for fear of sparking a regime collapse and refugee crisis.Zhao Hai, a research fellow at the National Strategy Institute at Tsinghua University, says that he wasn’t surprised Tillerson left Beijing without concrete steps on North Korea. He says the real test will come next month when Xi and Trump meet in the US.“The US is still undergoing a review of its North Korean policy and China is also undergoing a domestic debate,” Professor Zhao says. “Both sides need to clarify their common goals so they can come up with common solutions.”-Xie Yujuan contributed reporting.

HANOI (Reuters) - Vietnam's Prime Minister sought support for the nation's stance in the South China Sea when he met South Korea's foreign minister in Hanoi on Monday.Vietnam is the country most openly at odds with China over the waterway since the Philippines pulled back from confrontation under President Rodrigo Duterte."The Prime Minister proposed that South Korea continue its support over the position of Vietnam and Southeast Asia on the South China Sea issue and to help the country improve its law enforcement at the sea", the government said in a statement on its website after the meeting between Prime Minister Nguyen Xuan Phuc and South Korea's Foreign Minister Yun Byung-se.The statement did not say whether South Korea backed Vietnam's position on the South China Sea.Yun did affirm his country's willingness to promote ties despite instability in South Korea after the ousting of President Park Geun-hye over a graft scandal.South Korea is Vietnam's biggest foreign investor thanks to companies like Samsung.South Korea and China are currently in dispute over deployment of the U.S. anti-missile defence system. South Korea on Monday has complained to the World Trade Organization about Chinese retaliation against its companies over the deployment.Last week, Vietnam demanded China stop sending cruise ships to the area in response to one of Beijing's latest moves to bolster its claims to the strategic waterway.China claims 90 percent of the potentially energy-rich South China Sea. Believe it or not, spring has arrived.Winter officially ended this morning at 3.29 a.m. PT when the sun moved directly over the equator, marking the spring equinox in the Northern Hemisphere.It's the time of year when the days grow longer, tree buds swell and temperatures rise.On Sunday, the sun came out — though temperatures remained chilly — giving B.C.'s Lower Mainland a partial taste of what's to come."Forget spring, I want summer," said Elia Chung, a vendor at the farmers market at Hastings Park."We've had way too much cold this winter."Last year at this time, Vancouver streets were already under a canopy of pink cherry blossoms. This year, it's a canopy of buds.Linda Poole, founder of the Vancouver Cherry Blossom Festival, said those the blossoms will arrive, they'll just be late."It will just go longer into May," Poole said.According to Environment Canada, temperatures will rise this week, up to 12 C in the Lower Mainland, but the rain returns Tuesday and will stay all week.With files from Deborah Goble.

WASHINGTON (Reuters) - The head of the FBI publicly challenged U.S. President Donald Trump on Monday, denying the Republican's claim that former president Barack Obama wiretapped his 2016 election campaign and confirming his agency had launched a criminal investigation into any collusion between Trump's campaign and Russia.FBI Director James Comey told a congressional hearing he had seen no evidence to support a claim by Trump that Obama had wiretapped his campaign headquarters in Trump Tower in New York.The president created a controversy in early March when he tweeted without giving evidence that Obama had wiretapped the campaign as the Republican businessman took on Democrat Hillary Clinton in the presidential race."With respect to the president's tweets about alleged wiretapping directed at him by the prior administration, I have no information that supports those tweets," Comey told the House of Representatives Intelligence Committee hearing."And we have looked carefully inside the FBI. The Department of Justice has asked me to share with you that the answer is the same for the Department of Justice and all its components: the department has no information that supports those tweets," he said.The committee is investigating accusations that Russia tried to influence the 2016 election by hacking Democratic operatives and releasing embarrassing information. Russia denies the allegations.-RUSSIA PROBE-Comey confirmed the FBI has been investigating since last July possible Russian government efforts to interfere in the election, including any links between Trump's campaign and Moscow."Because it is an open, ongoing investigation and is classified, I cannot say more about what we are doing and whose conduct we are examining," Comey said.
