TORONTO — Electricity bills in Ontario could be cut by ending mandatory time-of-use pricing, reducing the delivery charge for rural customers and renegotiating power contracts, the NDP proposed Monday.The party released its plan both for reducing hydro bills by up to 30 per cent and returning Hydro One to public ownership, ahead of an upcoming announcement from the Liberal government about how it will cut costs."I think it would be fantastic if the Liberals took this plan and implemented it," said NDP Leader Andrea Horwath."Electricity isn't a luxury. It shouldn't be priced like one and people want something done about it."The government faces no bigger political issue at the moment than hydro bills, which have about doubled in the last decade, and Premier Kathleen Wynne has promised that further relief — on top of an eight-per-cent rebate that took effect Jan. 1 — will be announced before the spring budget.Wynne has already signalled that more savings will be coming for rural and northern ratepayers, who face significantly higher costs than urban customers, and Energy Minister Glenn Thibeault suggested that changes are on the way for time-of-use pricing."Time of use is something that actually saves our system money, so we can't get rid of time of use altogether, but what we can do is ensure that people have a choice," he said."Eliminating time of use would actually mean that our peak hours, our peak demand would actually increase and that means we would need to create more generation, possibly."The NDP plan would see customers either choose to stay on time-of-use billing or pay a fixed rate of 10.3 cents per kilowatt hour, higher than the current off-peak rate but lower than the current mid- and on-peak rates."The time-of-use plan was a failure," said Horwath. "It didn't provide the kind of conservation or the kind of reduction in use that the Liberals had hoped and it didn't help people to keep their bills down."The Liberals responded considerably less favourably to the idea of not only stopping any further sale of Hydro One shares, but also buying back the 30 per cent already privatized."That is the one thing that would not take a penny off people's electricity bills," Wynne said in question period. In defending the partial privatization, the Liberals have often reminded that it's the Ontario Energy Board that sets rates.The NDP proposes buying those shares back at a cost of between $3.3 billion and $4.1 billion, financed through the province's share of its profit from Hydro One within eight years — assuming 70 per cent of the approximately $700 million in revenue it has previously generated for the province.As the utility is transitioned back to public ownership, the NDP said a $2.6-billion tax benefit given to Hydro One in the process of privatization could be used to subsidize a drop in bills of 3.2 per cent.The NDP's plan also includes capping profit margins for private power companies and establishing a panel to examine cancelling or renegotiating long-term power contracts at above-market rates.The Progressive Conservatives have also called for such contracts to be renegotiated. The Liberals frequently note they saved $3.7 billion by renegotiating a green energy deal with Samsung, but Thibeault said doing so with every contract would take years."They can't just be cancelled because it would cost us billions of dollars in terms of these cancelled contracts, which would then go back onto the ratepayer and we would be in court for every contract we would rip up," he said.The NDP also proposed making permanent the Liberal government's eight-per-cent rebate on bills while also negotiating with Ottawa to remove the federal portion of HST from bills.It wants to reduce the delivery charge for rural Hydro One customers so they pay the same fee as urban customers, funded through a water rental fee paid by Ontario Power Generation for water flowing through dams — between $330 million and $350 million per year.Allison Jones, The Canadian Press.

Despite unusually warm temperatures in parts of the country, a forecaster says bouts of late winter weather are expected for many through March, with more springlike temperatures to arrive by May.Chris Scott says The Weather Network spring forecast calls for Canadians to expect more storms before the wintry weather ends.Scott, chief meteorologist at The Weather Network, says the clash between warm weather coming up from the south and the fairly typical cold of Northern Canada will cause snow in March and rain in April and May.In concrete terms, he says that means residents of Western Canada have great conditions for skiing, people who live along Manitoba's Red River Basin should watch out for flooding and those in southern Ontario should keep their snow tires on.Residents of Quebec, the Atlantic provinces, Yukon, Northwest Territories and Nunavut can expect near normal temperatures and precipitation this spring.Scott says it's a continuation of one of the strangest Canadian winters on record."The weather patterns across Canada are pretty wild," said Scott.Some examples, he said, are snowstorms in Atlantic Canada, temperatures rising to the teens in southern Ontario and Quebec, and bigger snowbanks in Coquitlam, B.C., than in Toronto in February.One of the biggest factors affecting the winter weather are the unusually rapid shifts between El Nino, a climate cycle involving warmer-than-average waters in the Pacific Ocean, and La Nina, cooler-than-average waters in the same area.Even a small change in ocean temperatures will affect the amount of moisture in the air, which has an affect on the weather. Because El Nino and La Nina are located over wide swaths of the ocean, they can "change the overall weather patterns around the world," Scott said.Last year's El Nino was one of the strongest in history.A typical pattern would involve a switch to La Nina within a period of two to seven years. For that switch to occur in a matter of months is unprecedented.Scott said it has never happened before in the 75 years of recorded meteorological history."Within one year we've gone from a super El Nino, very strong, and then a weak La Nina, and all of a sudden back to El Nino," he said. A recurring flood on Route 106 near Dorchester isn't just an inconvenience to motorists, the local fire chief says. It's also a public safety risk."It's been affecting us for several years now," said Chief Gregory Partridge of Dorchester. "It affects us that we can't get to the rest of our territory most of the time."We just have to rely on our neighbouring fire department to cover our areas — if they can get their truck into there."On Monday, a flood forced the closure of Route 106 at Anderson Mill Road, roughly seven kilometres west of the Dorchester Penitentiary.As of 5 p.m., the road was still closed.This isn't the first time the road has flooded. In 2014, water covered a similar section of the road, the result of a clogged CN culvert.Now, there are several culverts sitting on the flooded roadside, but it's not clear to whom they belong.Stranded homes-According to Partridge, a section of the road was renovated, which means that floods strand fewer people.The chief said he thinks a flood near the railway tracks would affect one house. However, that number could rise to eight if Route 106 flooded in two places.This is "absolutely" a public safety issue, Partridge said, adding, "And it has been for years."The powers that be said [they're] coming up with solutions, but it's taken a long time."Those "powers" are the Department of Transportation and Infrastructure and CN, which Partridge said are working on the problem.He last heard from them a year ago."I'd like them to fix it once and for all," Partridge said. "Sometimes you drive by there and [there'd] be eight or 10 white hats standing there and no one coming up with a logical solution. So, there's got to be enough brains in this province to be able to fix that problem."-Detour to Sackville-Danny Lawrence, a Dorchester Penitentiary employee, had to take a different route to work on Monday.Leaving his home in Salisbury, Lawrence had to drive to Sackville and enter Dorchester from the opposite direction, thanks to the flood."It'd be nice if they'd figure it out and get it fixed," Lawrence said, standing outside of the Dorchester Ritestop.This has been in the works for about a year and, he said, despite the culverts, nothing seems to be happening."Hopefully, the water will be back down in the next day or two," he said.Until then, Lawrence said he has no choice but to keep driving through Sackville.A spokesperson for CN said the culvert had recently been replaced.CBC News called the provincial Department of Transportation and Infrastructure but has not heard back.

CAPE CANAVERAL, Fla. — SpaceX said Monday it will fly two people to the moon next year, a feat not attempted since NASA's Apollo heyday close to half a century ago.Tech billionaire Elon Musk — the company's founder and chief executive officer — announced the surprising news barely a week after launching his first rocket from NASA's legendary moon pad.Two people who know one another approached the company about sending them on a weeklong flight just beyond the moon, according to Musk. He won't identify the pair or the price tag. They've already paid a "significant" deposit and are "very serious" about it, he noted."Fly me to the moon ... Ok," Musk said in a light-hearted tweet following the news conference.Musk said SpaceX is on track to launch astronauts to the International Space Station for NASA in mid-2018. This moon mission would follow about six months later, by the end of the year under the current schedule, using a Dragon crew capsule and a Falcon heavy rocket launched from NASA's former moon pad in Florida.If all goes as planned, it could happen close to the 50th anniversary of NASA's first manned flight to the moon, on Apollo 8.The SpaceX moonshot is designed to be autonomous — unless something goes wrong, Musk said."I think they are entering this with their eyes open, knowing that there is some risk here," Musk told reporters in the telephone conference, a day after teasing via Twitter that an announcement of some sort was forthcoming."They're certainly not naive, and we'll do everything we can to minimize that risk, but it's not zero. Leer (South Sudan) (AFP) - Thousands of people at the epicentre of a man-made famine in South Sudan emerged from the safety of the swamps this past weekend hoping to receive emergency deliveries of food.For months now Bol Mol, a 45-year-old former oil field security officer, has struggled to keep his family alive, spearfishing in nearby rivers and marshes while his three wives gather water lilies for food.They eat once a day if they are lucky, but at least in the swamps they are safe from marauding soldiers."Life here is useless," Mol said, his hand clutching his walking stick as he waited with thousands of others beneath the baking-hot sun at Thonyor in Leer County.Aid agencies have negotiated with the government and rebel forces to establish a registration centre in the village ahead of food deliveries.The UN declared a famine in parts of South Sudan a week ago, but the hunger affecting an estimated 100,000 people is not being caused by adverse climate conditions.More than three years of conflict have disrupted farming, destroyed food stores and forced people to flee recurring attacks. Food shipments have been deliberately blocked and aid workers have been targeted.- 'It is not enough' -It is no coincidence that soaring levels of malnutrition have been found in Leer, a rebel stronghold and the birthplace of opposition leader Riek Machar, whose falling out with President Salva Kiir in December 2013 led to the civil war.Evidence of the devastating conflict is everywhere: in the burnt walls of schools and clinics, in the ruins of razed homes and public buildings, and in the desolation of the once-thriving market.A peace deal signed in August 2015 was never fully implemented. As recently as December the members of yet another 56,000 households were forced to flee to the safety of the swamps when yet another government offensive reached the area.The constant need to escape the war means people are unable to plant or harvest crops, and their livestock is often looted by armed men.With their livelihoods destroyed, people are reduced to gathering wild plants, hunting and waiting for emergency food supplies that come too rarely and are frequently inadequate."It is not enough," Mol said as he waited to register for the next food delivery.The fighting and the fleeing have interrupted all aspects of life: Mol said his children had not gone to school for the last three years."Right now the majority of the people are living in the swamps. Iraqi officers find Islamic State members hidden among refugees fleeing Mosul-[Reuters]-By Stephen Kalin-YAHOONEWS-February 28, 2017

SOUTH OF MOSUL, Iraq (Reuters) - A few hundred men who had scurried across front lines in a refugee exodus from Mosul sat on the ground in neat rows before an Iraqi intelligence officer who scanned the crowd for hidden militants.The officer pulled a teenager onto a raised platform and asked the group if he belonged to Islamic State (IS). Muffled groans were followed by nods and muttered comments.The youth was then dragged off to a pickup truck and his arms tied behind his back. He confessed to a three-month membership in IS and spending a week in a training camp, but said he had only been a cook and never carried a weapon.As growing numbers of residents flee fighting between insurgents and Iraqi military forces seeking to recapture the IS-held western half of Iraq's second largest city, security units have been transporting civilians to government-run camps and weeding out IS infiltrators.Just over a week into the offensive on the militants' last urban bastion in Iraq, some 14,000 inhabitants have slipped out of the city, trekking through stony desert. Most are women, children and elderly but there are also hundreds of young men who must pass screening by the security forces.All are hungry and thirsty after three months under a virtual siege of western districts by Iraqi forces. Some have been wounded in the crossfire of a battle that could deal a hammer blow to Islamic State's territorial ambitions.Up to 400,000 people may have to leave their homes during the new U.S.-backed offensive launched this month after Iraqi forces finished clearing districts east of the Tigris River that cleaves the city in Iraq's far north.The intelligence officer, who spoke to Reuters on condition of anonymity, said he had extracted seven suspected Islamic State members on Sunday, the first day of mass displacement from western Mosul. Those who are not Daesh are also afraid but it's different from the fear of those who are with Daesh," he said, without elaborating, using an Arabic acronym for Islamic State.The Iraqi military considers the screening process to be effective so far, but gives no figures.“We have a mechanism. We have names and sources but even so we don't know all of them. But there are people who cooperate; most of them are cooperative," the intelligence officer said.Some of those held in groups for interrogation were clearly motivated to expose IS supporters in their midst by the repression and brutality of Islamic State's rule in Mosul."People are cooperative because two years is a long time to be under constant pressure," the intelligence officer said."When you ask who among you is with Daesh, there are people who will point them out and say they did such and such. Like these guys, this morning I brought them one and asked if they knew him. Two of them got up and said he is Daesh."A U.S. intelligence official who asked not to be named said some Islamic State combatants had escaped Mosul as well as the Syrian city of Raqqa amidst the chaos of combat, but U.S.-backed forces' encirclement of both cities had reduced the risk of militants making their way out to carry out attacks elsewhere.-PERILOUS PASSAGE-People arrive at the initial screening site behind front lines just south of Mosul caked in dust, some carried on stretchers or the backs of others.The first thing they ask for is usually a cigarette. Smoking was forbidden under the Islamic State regime, but many people still risked lashes for a few puffs.Supplies of most commodities have run out and prices have skyrocketed in west Mosul since Iraqi forces cut off the last road westward to IS-controlled territory in Syria three months ago. Many families have subsisted on little more than bread.An elderly man waiting for security screening said people had died in their homes from hunger. "There was nothing to buy. You have money but what can you do, eat money?" he said."It's not that prices are high, (but that) there is no food. "Some people had to leave their dead relatives in their house."The journey out of western Mosul is treacherous and disorienting. Families are often separated and unsure when they will see each other again or where they will ultimately end up.Civilians say Islamic State has targeted them with mortars and snipers along the route, which takes at least an hour of walking and another half hour piled into military trucks.A 16-year-old shepherd lost part of his flock last week when a mortar crashed into it. He slaughtered the wounded animals and sold the meat to Iraqi policemen securing the area.This week, families were squatting in a ditch in the open desert waiting for trucks to carry them the rest of the way.A few women seized the opportunity to swap their black niqab veils for colourful headscarves, which show their faces and so were banned by Islamic State.Dawud Dargham was boarding a bus to a government-run camp after fleeing from a village near Mosul airport. He said he was anxious about the future. "There is a limit to what we can endure. United Nations (United States) (AFP) - Russia and China on Tuesday vetoed a Western-backed UN resolution that would have imposed sanctions on Syria over chemical weapons use, as peace talks in Geneva showed no signs of progress on ending the nearly six-year war.The Security Council resolution drafted by Britain, France and the United States won nine votes in favor while three countries opposed it -- China, Russia and Bolivia. EU founders speak of possible 'multispeed' future after Brexit-FEB 4,17

German Chancellor Angela Merkel and leaders of other founding states of the European Union spoke on Friday of some countries moving ahead faster than others with further integration.After a summit in Malta at which all national leaders discussed plans for a formal declaration in March on the future of the bloc following Britain's departure, Merkel and others offered endorsements of a so-called "multispeed Europe", which some governments fear could damage EU unity in the wake of Brexit.Though they disagree on details, Berlin, Paris and many of the 17 other states which use the euro currency are keen to bind the euro zone closer together after years of crisis in which investors have doubted the currency's survival. AMMAN-The Joint Committee of Al-Azhar Center for Dialogue and the Pontifical Council for inter-Religious Dialogue held a symposium at Al Azhar University in Cairo on February 22-23 titled, “The Role of Al Azhar Al- Sharif and of the Vatican in Confronting the Phenomena of Fanaticism, Extremism and Violence”. At the conclusion of the two-day symposium, the conferees issued the following statement: In the framework of the joint cooperation between Al-Azhar Center for Dialogue and the Pontifical Council for Inter-Religious Dialogue, the two Councils held a symposium at Al-Azhar Al-Sharif in Cairo in the period between 22th and 23th of February 2107 titled: “The Role of Al-Azhar Al- Sharif and of the Vatican in Confronting the Phenomena of Fanaticism, Extremism and Violence”. Representatives of Al-Azhar Center for Dialogue and the Pontifical Council for Inter-Religious Dialogue have participated in the symposium.The symposium was started by a speech of Professor Abbas Shauman, Deputy Al-Azhar, and Professor Mahmoud Hamdi Zakzouk, Head of Al-Azhar Center for Dialogue and a member of the Authority of Senior Scholars. Also, Cardinal Jean-Louis Tuaran delivered a speech.The speeches of the symposium were delivered over two days. The participants presented six research papers, in Arabic and English, on the following points: 1. First point: Fanaticism, its causes and ways to counter it. 2. Second point: Extremism, its causes and ways to counter it. 3. Third point: Violence, its causes and ways to counter it. The symposium has concluded the following recommendations: 1. The symposium recommends the significance of dialogue between Al-Azhar Al-Sharif and the Pontifical Council for inter-Religious Dialogue and activating the common human values to counter fanaticism, extremism and violence. 2. The symposium recommends the importance of respecting the religious diversity. 3. The symposium stresses the necessary of addressing causes of the phenomena of extremism, violence, poverty, ignorance and the political abuse of religion and incorrect understanding of religious texts. 4. The symposium recommends the necessity of paying attentions to the issues that concern young people, opining dialogue channels with them, explaining correct concepts ordained by religions, training them and developing. 5. The symposium reaffirms paying attentions to education curriculum that establish the common human values, taking into consideration women and youth issues and bearing the responsibility of caring for children. 6. The symposium stresses the values of mercy, love and respecting other official values in countering extremism, violence and intolerance. 7. The symposium stresses the necessary of difference management. Diversity in faith or sect does not mean to negate peaceful coexistence. 8. The symposium stresses the importance of cooperation between Al-Azhar Center for Dialogue and the Pontifical Council for inter-Religious Dialogue in terms of promoting coexistence and communication with the decision makers to cooperate in the areas of security and development. 9. The symposium confirms the position adopted by Al-Azhar Center for Dialogue and the Pontifical Council for inter-Religious Dialogue to consider dialogue as a basis for the relations between peoples, individuals, civilizations and religions in order to establish peace, security and stability. The symposium also rejects all forms of fanaticism, extremism and violence. 10. We recommend that such symposium and meetings between Al-Azhar Center for Dialogue and the Pontifical Council for inter-Religious Dialogue for clearing any misconceptions and confirming the values of tolerance and easiness among the followers of religions. 11. The symposium recommends all the international governments, organizations and authorities to cooperate with each other in countering extremist and violent groups. These groups have negatively impacted stability and peaceful coexistence among peoples. 12. Assisting the call to alleviate violence and stress among the followers of religions in many countries of the world and eliminating the phenomenon of developing the spirit of hatred and animosity for religions and defaming religious symbols, since these are some hostile actions. 13. rome-Starting tomorrow, Wednesday 22 until Thursday February 23, the president of the Pontifical Council for Interreligious Dialogue, C ardinal Jean-Louis Tauran, will be in Cairo, Egypt, to attend a seminar at the University of Al-Azhar, the most authoritative academic and theological center of Sunni Islam. The theme of the event is: The role of al-Azhar al-Sharif and of the Vatican in Countering the phenomena of fanaticism, extremism and violence in the name of religion.This was communicated by a note from the Vatican press office, explaining that Cardinal Tauran will be accompanied by the secretary of the dicastery, Archbishop Miguel Ángel Ayuso Guixot, and Msgr. Khaled Akasheh, head official for Islam. The prelate will lead the Catholic delegation, which will also include Msgr. Bruno Musarò, apostolic nuncio in Egypt. The meeting will take place, as on previous occasions, on the eve of February 24, in memory of Pope St. John Paul II’s visit to Al-Azhar, on that day in 2000.This is the first joint initiative between the two institutions after the resumption of direct talks, interrupted in 2011 after the bombing of the Coptic Orthodox Cathedral in Alexandria on New Year’s night. On that occasion, Pope Benedict XVI recalled the responsibilities of local authorities in the defense of Christians. The Pontiff’s words were interpreted by both the leaders of al Azhar, and the members of the Coptic Orthodox Patriarchate as an offensive towards faith. Despite the absence of official dialogue, in March 2014 Mahmoud Azab, representative of the Grand Imam of al-Azhar, attended a conference at the Vatican, and signed an interfaith declaration against human trafficking.The “thaw” took place exactly a year ago, in February 2016, with the visit of a delegation of the Pontifical Council for Interreligious Dialogue to the Egyptian University. The delegation was led by Msgr Guixot, accompanied by the nuncio Musarò. President Donald Trump has yet to appoint his ambassador to the Holy See, a decision which is likely to be made soon, particularly given Trump is expected to visit Pope Francis in May.Any foreign leader looking for advice on who to appoint as their envoy to the Vatican should look no further than Carla Powell, one of the best connected figures in Rome who frequently hosts cardinals and diplomats in her villa just outside the Eternal City.Lady Powell counts George W Bush, Henry Kissinger and Condoleezza Rice among her friends and instinctively knows the job of both an ambassador and how the Holy See works.She is married to Margaret Thatcher’s former foreign policy adviser Lord (Charles) Powell and, speaking from her home in Palombara Sabina, 25 miles outside of the city, she offered some advice to the president.Her five points of guidance include how the President should approach appointing his Ambassador to Italy which she included given some of the close cultural ties between the Vatican and Italy. Remember that Italy has built global links over centuries, whether the Roman legions or Marco Polo’s opening of trade routes to Cathay.” 3. “Avoid sending an Ambassador who is easily bewitched by charming courtiers with fictitious aristocratic titles. Choose someone who by his or her background will focus on those who represent the best of modern Italy: it’s engineers, its designers , it’s creative movers and shakers, it’s respected scholars . Someone who will break out out of the cloying and protocol obsessed circles of Rome and embrace the real Italy.”4. “Appoint someone who understands the value of using the Ambassador’s dinner table for informed and sophisticated discussion under so-called Chatham House Rules where no-one is quoted , rather than for purely social purposes . Italians more than others conceive and express their ideas though intense and lively discussion of substantive issues . ISMAILIA, Egypt — After Islamic militants barged into his uncle's house, shot him and his son dead, then looted the place and set it on fire, Said Sameh Adel Fawzy knew it was time to leave.The 35-year-old Christian, who owns a plumbing supply business in Egypt's troubled northern Sinai town of el-Arish, packed up a few belongings and brought his family to the Suez Canal city of Ismailia, joining hundreds of Christians fleeing a spate of sectarian killings last week."My cousin went to open the door after he heard knocking," Fawzy said, speaking from a youth hostel where authorities were putting up dozens of families who fled the town. "Masked extremists, terrorists with a pistol, took him inside and shot him in the head," then dragged his screaming mother out to the street half-dressed and killed her husband. The woman, still in shock after the Tuesday night slayings, sat nearby."They're thirsty for the blood of any Christian," said Wafaa Fawzy, the sister-in-law of Saad Hana, the man who was killed along with his son. "They were pretty clear when they said they won't leave any Christian in peace. They want an Islamic state."The killings, two of seven brutal slayings in recent weeks, come after a devastating IS suicide bombing at a Cairo church in December that killed nearly 30 people. The violence poses a fresh challenge to President Abdel-Fattah el-Sissi's government to put down an IS-led insurgency in northern Sinai and prevent spillover that at times has reached the mainland.The group's local affiliate recently vowed to step up a wave of attacks on the embattled Christian minority, pointing to a shift in tactics toward targeting Christians and their holy sites, which are less protected than the military and police installations that are their usual targets.Northern Sinai has for years been the epicenter of an insurgency by Islamic militants, and the area's few Christians have slowly been trickling out. But departures surged after suspected militants again gunned down a Christian man in front of his family two days after Fawzy's uncle and cousin were killed, stoking panic among Christians.No militant group claimed has responsibility for the attacks. But the IS affiliate, which is based in northern Sinai, released a video vowing to step up attacks against Christians, who it describes as "infidels" empowering the West against Muslims.Coptic Christians, who make up about 10 per cent of Egypt's population, have always been a favourite target of Islamic extremists. But attacks on churches have increased since the 2013 military overthrow of an Islamist president. Christians overwhelmingly supported the army chief-turned-president, el-Sissi, who led the ouster, and extremists have used their support as a pretext to increase attacks against them.The Christian exodus continued for a fourth day Sunday, bringing to more than 100 the number of families who have fled el-Arish, said Nabil Shukrallah, an official with the city's Evangelical Church.Families arrive frightened and in need of supplies, which are being stockpiled at the church from donations from several parishes, he said. They point to the fact that the government only agreed to put up the fleeing Christians in government housing after pressure on social media.Blacksmith Ezzat Yacoub Ishak said he and his two sons left their apartments carrying "absolutely nothing.""The security forces, they're all hiding and scared for their lives, scared to confront those people," he said, speaking from a Spartan room furnished with only a mattress in a rented apartment in Ismailia. "It's difficult to do anything. Most of my friends and family have left. And Muslims are scared too, of course.""In el-Arish, there are seven checkpoint buildings lining the road to town, but inside, you hardly see a soldier," said Nabil, who like other fleeing Christians declined to give his last name for fear of reprisals. "Whenever there's an attack they come after we telephone them, sometimes days later, and ask for descriptions of the killers. But that's all."At the Ismailia youth hostel where authorities were putting up some 45 families, luggage, boxes of food and the newly displaced arrived throughout the day."I don't want to stay there and die as a casualty in the war that has hit el-Arish," said Reda, a Christian civil servant who arrived two days earlier with six family members, including grandchildren. "If they allow us we will stay here until the terrorism is over and the government makes peace."At the Evangelical Church, a shop owner named Fayez arrived with a truckload of furniture ahead of his family to seek a place to relocate."Hopefully we'll find a home and be able to stay here, but I don't know how I would move my business," he said. UN lawyer to visit Manitoba to observe influx of asylum seekers-[CBC]-YAHOONEWS-February 27, 2017

The United Nations will send a human rights lawyer to Manitoba on an observation mission in the coming weeks related to the recent influx of refugees who have trickled into the province on foot after fleeing the United States."We're interested in seeing what the situation is there," said Azadeh Tamjeedi, a lawyer with the United Nations High Commissioner for Refugees.Tamjeedi plans to meet with asylum seekers, RCMP, the Canada Border Services Agency and refugee advocates in Winnipeg."It's just going to be an observation mission," she said.Tamjeedi said her mission will likely include a trip to the Emerson, Man., border and an investigation into how refugees are being processed by both RCMP and border agents.As CBC News revealed in January, hundreds of asylum seekers have crossed into Manitoba near Emerson over the past 10 months.Many have risked their lives crossing the border through snow-covered farm fields this winter, sometimes in frigid temperatures.The Canada-U.S. Safe Third Country agreement requires asylum seekers to make a refugee claim with the first country they arrive in. But an exemption allows those who enter the country through somewhere other than an official port of entry to make a claim for asylum.Critics argue that exemption encourages people to take desperate measures to get into Canada.UN has checked with Quebec-Tamjeedi said her visit will centre on the 1951 United Nations Refugee Convention, which forces Canada to take in asylum seekers who arrive in the country, but she said the UN has no mounting concerns with how officials have handled the situation so far."We're pretty happy with the system in Canada. It's a very robust system."Tamjeedi's colleague Jean-Nicolas Beuze has already visited Lacolle, Que., another border where asylum seekers have been walking into Canada."That mission went really smoothly. They were really happy with the way people were being processed," Tamjeedi said.Minister not convinced of trend-Immigration Minister Ahmed Hussen told CTV he is not convinced the number of asylum seekers crossing into Manitoba is a growing trend, despite concerns from local politicians and the Manitoba government.Hussen's comments came just hours after a CBC Manitoba journalist spoke to a group of seven refugee claimants who walked into Manitoba near Emerson in the wee morning hours.The minister said the federal government is monitoring the situation and it's still too early to tell if more asylum seekers will walk into Manitoba.Information Radio is live from Emerson on Monday morning. Two more asylum seekers were picked up by RCMP on Monday morning just minutes after the Canada Border Services Agency announced new resources to help with the influx of refugee claimants in southern Manitoba.RCMP said 143 asylum seekers have crossed on foot into Manitoba this year, including at least a dozen on Sunday and Monday.The Canada Border Services Agency has set up a trailer near the U.S. border to help asylum seekers through the refugee claim process and relieve some of the strain on emergency officials in the border town of Emerson, Man., about 100 kilometres south of Winnipeg.More than 400 asylum seekers have walked into Manitoba in the past 10 months, many arriving under the cover of darkness in Emerson, where they've been helped by local emergency officials.Expanded waiting room-The size of groups of border-jumping asylum seekers has increased in recent weeks, and border officers have been running out of space to temporarily keep asylum seekers in their office in Emerson."Our current office was being stretched," said Jeryn Peters, chief of operations with Canada Border Services Agency.The new trailer will function as an "expanded waiting room" for the time being, she said."We're very well-trained and experienced in processing refugees and other clients, so we adjust our operations to manage it effectively," Peters said.RCMP Chief Supt. Mark Fischer said asylum seekers appear to be crossing outside of what has become the normal range, "increasing the risk where they're crossing and the distance."Two men from Ghana lost fingers and toes to frostbite after making the trek into Manitoba on Christmas Eve.Refugees in homeless shelter-The Manitoba government announced funding for 14 additional emergency housing units Friday, as well as extra funds for refugee co-ordination services.Rital Chahal, director of refugee settlement agency Welcome Place, said the 14 units will hold up to 42 people. They won't be up and running until Wednesday and will only be available until the end of May, she added.The Salvation Army in Winnipeg stepped up earlier this month and offered up 30 beds in its homeless shelter to refugee claimants.About 350 of the shelter's 400 available beds are occupied on any given day of the year, Rob Kerr, a Salvation Army major, said Monday.As of Sunday night, 57 refugee claimants were staying in the shelter, he said."If the numbers keep increasing, and we don't see any of our current residents who are refugee claimants moving on, then it becomes a bit of a concern for us as to how we're going to do this going forward," he said. "Right now we're managing."Abdi Ahmed, an organizer in the Winnipeg Somali community, said former refugees who settled in Manitoba are chipping in where possible."People are opening their homes," he said. "The refugee claimants who came here last year are housing refugee claimants who have arrived recently."Premier Brian Pallister urged the federal government Friday to come to the table and work with the province to better co-ordinate border security and resettlement efforts in Manitoba.Safe 3rd Country-Many of the migrants to recently enter Manitoba first arrived in the U.S. and skirted the Safe Third Country agreement in the process when they crossed illegally into Canada on foot.The pact between U.S. and Canadian governments states asylum seekers must file for refugee status in the first "safe" country they land in. Exceptions are made for unaccompanied minors and people with blood relatives in Canada.Claimants trying to cross into Canada from the U.S. are supposed to be turned around at the border — that is, if they try to cross at an official border station. Trudge through a snow-covered Prairie field, and a United Nations convention on refugee protections kicks in that allows asylum seekers to file in Canada.The Safe Third Country agreement has been the subject of criticism since it came into effect in 2004.Critics and immigration lawyers have called for a suspension of the agreement claiming it encourages asylum seekers to risk their lives crossing through fields in the bitter cold.Canada's Immigration Minister Ahmed Hussen, himself a former refugee claimant from Somalia, has stood by the agreement and the notion that it helps prevent "asylum shopping" among newcomers.

The search lights flooding his windows, the helicopters overhead, the woman who knocked on his door late one night asking how to get to Canada — it has all become too much for Tim Lamb.The 25-year-old, who lives in Champlain, N.Y., within a few hundred metres of the border, decided to get a German shepherd to help him feel safe.But if this keeps up, he says, he may need to move."It's nerve-racking. It really sucks because it has such a nice yard," said Lamb, who relies on disability coverage to afford his one-room, $700-a-month trailer.Lamb is among the residents whose quiet lives have been upended by the recent surge in illegal crossings into Quebec.In January, 452 people claimed asylum at the Quebec border — a 230 per cent increase from the same month a year earlier. A gas station there with a Mini-Mart and a Dunkin' Donuts is the last stop before the border on a bus route bound for Montreal.A cab ride from the Greyhound stop to Roxham Road can cost between $40 and $50 US.Christian Gaudet, a dispatcher for City Taxi in Plattsburgh, says he routinely gets calls from the bus station or hotels around town requesting a trip to the border.Last Wednesday alone, 19 people walked across the muddy pathway that divides the two countries, an RCMP officer at the border said.Five more — a family of three from Turkey, and a married couple from Myanmar and Turkey — arrived Thursday morning in separate taxis.When asked why they were fleeing the United States, the Turkish man walking with his wife replied simply, "because it's not safe," after handing two $20 bills to the driver.'It shouldn't be that f---ing easy'-In another trailer a few doors down from Lamb, Gino Ramirez is taking a wrench to an oil barrel that he plans to convert into a barbecue for cooking chicken and deer.Ramirez, a veteran of both the Iraq and Afghanistan wars, lives with his twin three-year-old boys.He suspects many people are leaving because of Trump. But he doesn't have much sympathy for them."In my eyes, if you're not legal, you should be doing something to get legal," said Ramirez, whose grandparents immigrated to the U.S. from Mexico.Ramirez believes the government should build a border wall on the Canadian side — or at least increase patrols — to make it more difficult to cross in either direction."It shouldn't be that f--king easy," he said, quickly pointing out that he's not worried for his own safety. "I have a bunch of guns in the house if I need them."The number of people crossing into Canada is nothing like the influx seen in Europe and elsewhere, where thousands are living in refugee camps after fleeing violence in the Middle East.Canadian officials say there have been similar increases in asylum claims in the past because of policy shifts in the U.S., Canada or abroad.But the recent increase has, for some Americans living near the border, changed the way they see their northern neighbours."You guys treat them good, you give them a place to live, don't you?" said Harold Gonyo, 61, referring to Canada's handling of refugees.Gonyo, who has lived at the corner of Roxham Road for 30 years, said it "has always been hot spot" for illegal border crossings.But he, too, has noticed an increase in the past month. More than once, he's seen a van pull into his driveway; a family will scramble out, then head toward Canada.More recently, he said, marked taxis drive asylum seekers right to the border line.-Straddling the line in Trump country-Compared to Emerson, Man., where asylum seekers from the U.S. have to walk for hours across a barren landscape, often in brutal cold, crossing at Roxham Road is far shorter and less arduous.But Roxham Road isn't the only spot around Champlain where it is easy for asylum seekers to cross illegally.The area is filled with quiet country roads that end at the border line, like the one where Calvin Allen, a retired roofer, has lived for three decades.Over the years, Allen has come across clothing, an abandoned car and even financial documents with a Florida address in the forested area by his home.Last week, he spotted footprints going into Canada, but otherwise he hasn't noticed a huge increase in clandestine crossings.Despite the array of options when it comes to crossing into Canada, asylum seekers appear to prefer Roxham Road-It is close to the bus station and the public road goes right up to the border line, where RCMP officers stand guard. After all, they need to be arrested in order to exploit the loophole in the Safe Third Country Agreement.Like the majority of voters in upper New York state, Allen supported Trump, explaining that he detests Hillary Clinton."We're all sick of the politicians," he said.When asked why he thought some people were trying to leave the U.S., Allen said, "I've never been an immigrant, so I'm not sure what it's like."Lamb, out walking with Cocoa, the German shepherd he claimed from the pound, seemed particularly mystified by the situation unfolding on Roxham Road.One night, not long ago, a woman turned up at his door asking for help, but he couldn't understand what she was saying. "I couldn't even read her passport," he said."Why do they want to leave? Where are they coming from? Why don't they want to stay and try to find a job? It's all so strange."
