Exclusive: EDF tries new fixes in effort to restart nuclear reactors-[Reuters]-By Geert De Clercq-YAHOONEWS-March 15, 2017

PARIS (Reuters) - EDF is employing new techniques in a bid to restart four nuclear reactors that have been idled for months due to a series of glitches, a top executive at the French utility said.EDF had to close two of the reactors following the discovery of manufacturing problems and document falsification at the foundry of its supplier Areva, while the others were shut down by a sealing problem and an accident.The outages have led to higher power prices, are undermining France's security of supply and are costing EDF an average of one million euros in lost revenue per reactor per day, or nearly 1.5 billion euros ($1.6 billion) on an annual basis.Philippe Sasseigne, the head of EDF's 58 French nuclear power stations, said it had found several new technical fixes and that all four plants would restart this year if its proposals get the go-ahead from French nuclear regulator the Autorite de Surete Nucleaire (ASN)."We are confident that we will get approval to restart the four plants on the scheduled dates," Sasseigne told Reuters in a telephone interview. The restart schedule, published by grid operator RTE, runs between June and November.One of EDF's most pressing problems is the closure of Areva's Creusot Forge, which is under investigation by the ASN and is not expected to restart production before the summer.Creusot Forge is EDF's main supplier of steam generators, which turn a reactor's heat into the steam that drives its power turbines. Each EDF reactors is cooled by three to four steam generators and every year EDF needs to replace one or two.The huge steel vessels - which have life spans of 30 years or more - have thousands of individual tubes inside them which gradually develop leaks and need to be blocked.In October, an Areva-made steam generator set to be installed in EDF's Gravelines 5 reactor in northern France was found to contain serious anomalies. It is scheduled to restart on June 30.Sasseigne said the ASN last month allowed EDF to fix any leaks in the tubes by inserting new, smaller tubes in a process called "sleeving". This is already practiced in the U.S., Sweden and Belgium and can extend the life of the part by two years.EDF has no plans to use the procedure on other plants, although it could do so if necessary, Sasseigne said.While sleeving could be an important fallback if Creusot Forge does not restart in time, EDF could also turn to others such as Toshiba-owned Westinghouse or Mitsubishi Heavy Industries for its steam generators.-TINY LEAK-The Fessenheim 2 reactor in northeastern France has also been halted since June after Areva discovered that one of its steam generators had higher-than-expected carbon concentrations, which could weaken its steel.EDF is not planning to repair or replace that steam generator, but hopes to convince the ASN that Fessenheim 2 can operate safely.The utility sent a first dossier to the ASN last year, but the regulator asked for more information, forcing EDF to delay the planned restart. EDF will send the ASN more data by the end of April and hopes to restart the reactor by July 31.Sasseigne said EDF was now also close to finding a solution for sealing problems at its Bugey 5 reactor in eastern France which has been closed since August 2015 as EDF has been unable to find a tiny leak in the reactor building's steel inner lining.EDF planned to redo the sealing of the entire lower part of the lining, Sasseigne said, adding that it expects to get the ASN's approval for the repair in within days or weeks.Other 900 MW reactors tested for sealing issues had shown no problems, he said.The last reactor expected to return to service is Paluel 2 in northwestern France, where a steam generator was dropped on the floor of the reactor building last year.Checks have shown this had no impact on the building's integrity and EDF expects the reactor to restart on Nov. 30, Sasseigne said.This steam generator was removed from the building in January, and EDF now needs to take out another, fix the reactor pool and install new steam generators, which have already been delivered.However, before EDF can install the new generators, it needs to get ASN approval to overhaul the plant's lifting system."There is still some way to go, but as of today we are confident we can stick to that deadline," he said.(Editing by Adrian Croft and Alexander Smith)

WASHINGTON (Reuters) - The U.S. government on Wednesday unsealed charges against two Russian spies and two criminal hackers for allegedly pilfering 500 million Yahoo user accounts in 2014.The indictments, announced at a news conference in Washington, represent the first time the U.S. government has criminally charged Russian officials for cyber offenses.The contents of at least 30 million accounts were accessed as part of a spam campaign and at least 18 people who used other internet service providers, such as Google, were also victimized, the government charged.The officers of the FSB, Russia’s Federal Security Service, which is a successor to the KGB, were identified as Dmitry Dokuchaev and his superior, Igor Sushchin, the government said.Both men are in Russia, it said.Alexsey Belan, who is on the list of most-wanted cyber criminals, and Karim Baratov, who was born in Kazakhstan but has Canadian citizenship, were also named in the indictment.The Justice Department said Baratov was arrested in Canada on Tuesday and his case is pending with Canadian authorities.Belan was arrested in Europe in June 2013 but escaped to Russia before he could be extradited to the United States, according to the Justice Department."The criminal conduct at issue, carried out and otherwise facilitated by officers from an FSB unit that serves as the FBI’s point of contact in Moscow on cyber crime matters, is beyond the pale,” said Acting Assistant Attorney General Mary McCord.McCord said the hacking campaign was waged by the FSB to collect intelligence but that the two hackers used the collected information as an opportunity to "line their pockets."The United States does not have an extradition treaty with Russia, but McCord said she was hopeful Russian authorities would cooperate in bringing criminals to justice. The United States often charges cyber criminals with the intent of deterring future state-sponsored activity.The administration of former President Barack Obama brought similar charges against Chinese and Iranian hackers who have not been extradited.The 47-count indictment includes conspiracy, computer fraud and abuse, economic espionage, theft of trade secrets, wire fraud, access device fraud and aggravated identify theft.The charges are not related to the hacking of Democratic Party emails during the 2016 U.S. presidential election. Crews were able to clear Highway 13 on Wednesday morning and get traffic moving again.-'Exceptional' storm-The hours-long saga had officials scrambling to explain the slow response in a province habituated to major snowfalls.Speaking in Quebec City, Premier Philippe Couillard admitted the response was "lacking co-ordination."He said the storm was "exceptional" but that means it deserved "an exceptional response."The storm dumped nearly 60 centimetres on some parts of the Eastern Townships, while the Montérégie and Bois-Franc areas were hit with 75 centimetres.In Quebec City, Champlain Boulevard, a major street that runs along the Saint-Lawrence River, is partially closed to traffic due to flooding.Quebec City police are asking drivers to avoid the area.Highways 20 and 138 north of Quebec City were closed to traffic, while Highway 132 in the Gaspé was closed almost the whole way around the peninsula.-'You're just stuck'-Lee-Ann Kovacic, a bartender, was headed into downtown Montreal for work last night at 8 p.m. ET. She ended up getting stuck for nine hours on Highway 13. She said her car moved a few feet every 20 minutes.She told CBC News that police walked along the highway knocking on car windows, telling drivers one by one to turn around and drive the opposite way."There's no way to get off the 13, and once you were there, you're just stuck," she said.  "At one point, there was this man walking over with a thermos full of coffee handing it to everybody in the cars."In Montreal, cars are buried and early morning commuters struggled to dig out as cars were covered almost up to their rooftops. Collisions involving about 30 vehicles on a highway east of Toronto left one person dead, sent 28 others to hospital and caused a chemical spill that prompted road closures on Tuesday.Ontario Provincial Police said their investigation revealed there were two separate collisions that happened at about the same time on Highway 401 near Kingston, Ont., because of icy roads and blowing snow.Const. Sandra Barr said the first collision happened in the westbound lanes at about 2 p.m. just east of Highway 137 and involved five tractor trailers and one car. The second collision was also westbound, about one kilometre away from the first, and involved seven tractor trailers and three vehicles.Police said there were other crashes that then took place."There were multiple chain reactions after the fact behind those two collisions," Barr said in a news release. "In the same vicinity on eastbound Highway 401 three other tractor trailers were reported to have collisions."Police said one of the transport trucks involved in the collisions was leaking a toxic substance, prompting the evacuation of the immediate area around it.Barr said the driver of the truck was sent to hospital by ambulance, but succumbed to his injuries.The first responders who came to the driver's aid were sent to hospital for decontamination, she added.Kingston General Hospital spokeswoman Meagan Quinn said that a total of 29 people were treated at the hospital after the collisions, including the one fatality.Quinn said a decontamination bay was opened at the hospital for all those who were exposed to the chemical, noting that the substance had been confirmed as fluorosilicic acid.Quinn said 13 first responders underwent decontamination and were being held for observation as a precaution."Exposure to the chemical could cause irritation to the nose, throat, respiratory system, irritation, redness or swelling of the skin and severe eye irritation," Quinn said.The hospital was under a "code orange" after the crashes, meaning non-critical patients were temporarily re-routed to the nearby Hotel Dieu Hospital in Kingston."We had been asking the community and individuals with non-emergency care needs to go to Hotel Dieu," Quinn said Tuesday evening. "We are removing that now and we are accepting all cases in the emergency room."Quinn said some patients were being discharged from the hospital by Tuesday night.Police said homes around the highway did not have to be evacuated after the chemical spill, with Barr noting that the evacuation was only applied to the highway itself.She said the east and westbound lanes of Highway 401 will be closed to allow for the investigation, and detours have been set up.Poor weather conditions were also blamed for a highway pile-up south of Montreal.There was no immediate word on the number of people injured in that crash at about 3:30 p.m. on Highway 10 in the Magog area.Daniela Germano, The Canadian Press.

ADDIS ABABA, Ethiopia (AP) — The death toll from a collapse at a landfill outside Ethiopia's capital has risen sharply to 113, an Addis Ababa city official said Wednesday, as the country began three days of mourning for victims who were mostly women and children.Dagmawit Moges confirmed the new toll Wednesday evening. Meanwhile, Addis Ababa Mayor Diriba Kuma told state broadcaster EBC the search-and-rescue effort soon would be completed and an investigation into the cause of the accident would begin.Hopes were waning for survivors, though an official with the city's emergency department, Nigatu Mamo, said one person had been pulled out alive on Monday, two days after the disaster.Saturday's collapse of a mountain of garbage buried makeshift mud-and-stick homes inside the Koshe landfill on the outskirts of the capital. Excavators and rescuers have been pulling bodies from the black mud since then.Nigatu said excavators were being redeployed from various construction projects around Addis Ababa to help in the search."We will continue the effort until we are directed to stop it. Our rescuers are working in two shifts, day and night," the emergency official said.Residents have suggested various reasons for the collapse. Some blamed the dumping of trash that had resumed at the landfill in recent months after protests at a newer landfill site. NEW YORK/BOSTON (Reuters) - A late-season snowstorm swept the mid-Atlantic and northeastern United States on Tuesday, closing public school systems from Washington, D.C., to Boston, grounding thousands of airline flights and knocking out electricity to 200,000 customers.Tens of millions of residents from Maryland to Maine faced a "rapidly intensifying Nor'easter" that was rare for its arrival in mid-March, just a week before the official end of winter, according to the National Weather Service (NWS).The storm also capped an unusually mild winter that saw otherwise below-normal snowfalls for much of the Atlantic Coast.Many residents heeded official advice to stay home, as temperatures plunged 10 to 25 degrees below average across most of the eastern third of the country. Snow fell from the lower Great Lakes and central Appalachians to the eastern seaboard as far south as North Carolina.The heaviest snow, with accumulations of a foot (30 cm) or more, was reported across New England, upstate New York and parts of Pennsylvania. LIPSCOMB, Texas (Reuters) - When the Schwerzenbach family saw a wildfire racing toward their remote ranch in Lipscomb, Texas, there was no time to run."We had a minute or two and then it was over us," said 56-year-old Nancy Schwerzenbach.The fire, moving up to 70 miles per hour (112 kph), was one of several across more than 2 million acres (810,000 hectares) that hit the Texas Panhandle, Oklahoma and Kansas last week, causing millions of dollars of damage and killing thousands of livestock.Burning through nearly all 1,000 acres of the Schwerzenbach ranch, the fire killed some 40 cattle. A mile away, a young man in the rural community was killed."The fire was about two miles away before we knew what happened to us," she said.Numerous smaller fires burned in Colorado, Nebraska and the Florida Everglades, according to the National Oceanic and Atmospheric Administration.In Kansas, Oklahoma and Texas ranchers are returning home to survey the damage from the fires, fueled by tinder-dry vegetation and high winds. Local farmers from the Great Plains have helped those who have been affected by the wildfires by donating hay and fencing material.In Oklahoma, the fires scorched a Smithfield Foods Inc. hog farm in Laverne, killing some 4,300 sows."When we drive down the road and look out on the pasture lands, there's no grass. There's dead deer, dead cows, dead wildlife, miles of fence gone away. It looks like a complete desert," said Ashland Veterinary Center co-owner Dr. Randall Spare, who is helping in relief efforts in Clark County, Kansas.Oklahoma Department of Agriculture State Veterinarian Rod Hall said bulldozers were being used to bury dead animals."They're digging large pits and burying the animals in there," he said.In Texas, state government agencies estimate about 1,500 cattle were lost, according to Steve Amosson, an economist at Texas A&M AgriLife Extension."When we value the deaths of cattle at market value, including disposal costs, we're talking about $2.1 million at this point, and I expect that to go up," he said. "We're still dealing with chaos, they're still trying to find cattle."Amosson estimates it could cost $6 million to recover 480,000 acres burned in Texas fires along with $4.3 million to replace and repair fences in the northern Texas Panhandle either destroyed by the fire or by cattle trampling them to escape the blaze.Texas is the top U.S. cattle producing state with some 12.3 million head and Kansas is third at 6.4 million.For Troy Bryant, 34, a rancher in Laverne, Oklahoma, the impact from the fires has been devastating. Poultry breeder Aviagen culls U.S. flock over bird flu fears-[Reuters]-By Tom Polansek-YAHOONEWS-March 14, 2017

CHICAGO (Reuters) - Aviagen [EWESJA.UL], the world's leading poultry breeding company, has euthanized chickens at a farm in Alabama over concerns about bird flu, the company said on Tuesday, as likely cases of the disease emerged in a top chicken-producing state.Alabama officials said they suspected that poultry at three sites in the state were infected with the virus, about a week after some 90,500 chickens were culled over infections at two commercial operations across the border in Tennessee.Aviagen detected the presence of antibodies for the flu virus in a flock in Alabama that showed "no evidence of clinical disease," company spokeswoman Marla Robinson said in an email. The company is based in Alabama.The company euthanized the flock and "all eggs which were collected from that farm in the production system were traced and removed," she said. Aviagen did not respond to a question about how many birds were killed.Tony Frazier, Alabama's state veterinarian, said the company chose to cull about 15,000 birds. The U.S. Department of Agriculture (USDA) said the farm had 153,000 birds.A national USDA lab is testing samples from poultry in Alabama to identify the strain of the virus and how lethal it is for birds, after another agency-approved lab identified the H7 subtype of the disease in samples, USDA spokeswoman Lyndsay Cole said.The birds in Alabama did not show clinical signs of sickness, which indicates they did not have a highly lethal, or pathogenic, form of the virus, Cole said.In Tennessee, both cases were identified as H7N9. The USDA on March 5 confirmed that one was the United States' first infection of highly pathogenic flu in commercial poultry in a year. Days later, the state said it had found the other case nearby and it was low pathogenic.Highly pathogenic bird flu led to the deaths of about 50 million birds, mostly egg-laying hens, in the United States in 2014 and 2015.Another highly pathogenic outbreak would likely represent a financial blow for poultry operators such as Tyson Foods Inc and Pilgrim's Pride Corp because it would kill more birds or require flocks to be culled.It also would likely trigger more import bans from trading partners, after South Korea, Japan and other countries limited imports after the highly pathogenic case in Tennessee.Health officials have said the risk of bird flu spreading to people from poultry or making food unsafe was low.Separately, Frazier said the owner of a backyard flock suspected of having the virus chose to cull about 70 birds. The directives will go into the details of the negotiations, including on familiar issues such as the rights of EU citizens in the UK, and how much Britain will have to pay as it leaves the bloc.Those directives will then have to be adopted by the the general affairs council, the body of ministers responsible for EU affairs.A council meeting scheduled for 16 May could deal with the issue, but EU countries might decide to hold an extraordinary meeting to speed things up.Once the council adopts the directives, and gives a negotiating mandate to Michel Barnier, the EU commission's chief negotiator, talks can start.All in all, this could take 6-8 weeks following May's notification to Brussels.Barnier has said before that October 2018 is the latest feasible date for a draft Brexit deal, in order to provide enough time for the EU leaders and the European Parliament to approve it.This leaves a little over a year to hammer out a series of complex arrangements. According to Article 50, two years after the notification, the member state in question is automatically out of the EU, with or without a divorce deal.The EU 27 can unanimously decide to extend the time for negotiations, but it is unlikely to happen, as the member states and EU institutions will be preparing for the European Parliament elections in June 2019.

DAMASCUS, Syria — A suicide bomber detonated his explosives' vest inside the main judicial building in the Syrian capital on Wednesday, killing at least 30 people and wounding many others, state media said.The official news agency, SANA, said another suicide explosion struck a restaurant in Rabweh district of Damascus, leading to an unknown number of casualties.The bombing inside the Justice Palace, located near the famous and crowded Hamidiyeh market in Damascus, was the latest in a spate of deadly explosions and suicide attacks targeting government-controlled areas in Syria and its capital.It came as Syrians mark the sixth anniversary of the country's bitter civil war, which has killed more than 400,000 people and displaced millions of others. The conflict began in March 2011 as a popular uprising against President Bashar Assad's rule but quickly descended into a full-blown civil war. The chaos allowed al-Qaida and later the Islamic State group to gain a foothold in the war-torn nation.The recent attacks have struck at highly symbolic targets, and may mark the start of a new insurgency campaign by al-Qaida-linked militants to try and counter recent military advances by Assad's forces, backed by Russia and Iran.According to Damascus police chief Mohammad Kheir Ismail, the Justice Palace attacker struck in the early afternoon — at 1.20 p.m. A man wearing a military uniform and carrying a shotgun and grenades arrived at the entrance to the palace, the police chief told state TV.The guards stopped the man, took away his arms and asked to search him. MOGADISHU, Somalia — Armed men are demanding a ransom for the release of an oil tanker they have seized off the coast of Somalia and the crew is being held captive, the European Union anti-piracy operation in the region announced late Tuesday.An EU Naval Force statement said the operation had finally made contact with the ship's master, who confirmed that armed men were aboard the Comoros-flagged tanker Aris 13.Monday's hijacking was the first such seizure of a large commercial vessel off Somalia since 2012. It came as a surprise to the global shipping industry as patrols by the navies of NATO countries, as well as China, India and Iran, had suppressed Somali pirate hijackings for several years.However, the United Nations warned in October that the situation was fragile and that Somali pirates "possess the intent and capability to resume attacks." One expert said some in the region had let down their guard as the situation calmed. NATO ended its anti-piracy mission off Somalia in December.A Somali pirate who said he was in touch with the armed men aboard the tanker said the amount of ransom to demand had not yet been decided.Bile Hussein told The Associated Press that the armed men have locked most of the crew in one room and cut off communication lines. JERUSALEM (Reuters) - Israel ordered the closure of an office in Arab East Jerusalem on Tuesday saying it was funded by the Palestinian Authority and involved with monitoring the sale of Palestinian property to Jews, police said.Israel forbids any official activity by the Western-backed Palestinian Authority in Jerusalem, saying it breaches Israel's sovereignty over the city, which it has declared its indivisible capital, although this is not recognized internationally.But a Palestinian official said that the map office run by Khalil Tafakji, who was detained briefly by Israeli police, was not funded by the Palestinian Authority and was not in breach of any agreements.Although Israel forbids the Palestinian Authority from operating in Jerusalem, in the 1990s, after the Oslo interim peace accords were signed, then-Israeli foreign minister Shimon Peres promised the Palestinians in a letter not to harm their institutions in the city.Israel's internal security minister said the office, which drafts maps, was "monitoring and documenting" Palestinian-owned land in East Jerusalem, scrutinizing changes Israel has made to the terrain and passing on the names of landowners planning to sell."Internal Security Minister Gilad Erdan ordered the closure of the Palestinian map office which has resumed operations in Beit Hanina in Jerusalem," a police statement said.Palestinian chief negotiator Saeb Erekat called the closure a "provocative act" and part of an effort by Israel "to erase any Palestinian presence in the city".However, in a statement Erdan said: "The Palestinian map office is part of the PA's plan to harm our sovereignty in Jerusalem and to threaten Arabs selling real estate to Jews in the city. Iran has established rocket factories in Lebanon that are under the full control of the Hezbollah terror group, a top Iranian general told a Kuwaiti newspaper.Citing one of the deputy heads of the Iranian Revolutionary Guard Corps, the al-Jarida newspaper reported Monday that Iran in recent months has established factories for manufacturing both rockets and firearms in Lebanon.The newspaper did not say which of IRGC chief Maj. Gen. Mohammad Ali Jafari’s deputies made the assertion.The report came just days after Iran’s Defense Minister Hossein Dehghan, a former brigadier general in the IRGC, said Hezbollah is now capable of producing rockets that can hit any part of Israel. Dehghan offered no details of the new capabilities.The new factories, said to be located underground, have reportedly been in operation for the past three months.Among their staff are advisers from the IRGC, as well as Lebanese experts trained at the Imam Hossein University in Tehran, a key training institution for IRGC personnel. Hundreds have reportedly been trained by the university in rocket manufacturing techniques.The manufacturing sites are located some 50 meters (160 feet) underground, according to the report, and are protected by multiple layers of defenses from potential Israeli aerial bombardment. No facility produces rockets in their entirety; rather, each site produces separate parts that are then collected and assembled into complete rockets.The Iranian general was quoted by al-Jarida as saying that the decision to produce rockets indigenously in Lebanon came after Israel bombed weapons factories in Sudan and supply routes for Iranian rockets via Syria.The new factories would mark a dramatic upgrade in Hezbollah’s ability to acquire more, and more precise, rockets than ever before.Rockets produced by the new facilities have already been used by Hezbollah in battles in Syria, the report said.The development highlights the depth of Iran’s involvement in Syria and Lebanon. The next day, the Hezbollah terrorist group reported that it had retrieved pieces of the destroyed drone.The “sky rider,” as it’s known in Hebrew, is a tactical surveillance drone created by Elbit Systems and operated by the IDF’s Artillery Corps. Defense Minister Avigdor Liberman on Wednesday threatened to sever official recognition of the institutions associated with a rabbi who made a series of offensive statements against women serving in the military, if the rabbi doesn’t resign.Rabbi Yigal Levinstein, head of a religious pre-army academy and hesder yeshiva in the settlement of Eli, came under fire last week after a video emerged of him saying female soldiers were not Jews and military service had driven them “crazy.”He had been punished for making other statements against women and gays in the past as well.“In light of the fact that it is a constantly repeating issue, and with clear statements that you unquestionably stand behind them, I request that you resign from your position in the pre-army program and in the Hesder Yeshiva,” he said. “If you do not do so, I will be forced to use my authority to end the Defense Ministry’s recognition of the yeshiva in the West Bank town of Eli and will do everything in my power to stop the recognition of the pre-army program in Eli.”Currently, students at the hesder yeshiva can count part of their time at the institution toward mandatory army service. WASHINGTON — US President Donald Trump expressed a “strong desire” to achieve Israeli-Palestinian peace, in a meeting with Saudi Arabia’s Deputy Crown Prince Mohammed bin Salman, the White House said Wednesday.Trump also told the Saudi prince that he wanted to “evaluate and strictly enforce” the Iran nuclear accord struck by his predecessor in the Tuesday meeting.“The President expressed his strong desire to achieve a comprehensive, just, and lasting settlement to the Israeli-Palestinian conflict and to continue the two countries’ consultations to help reach solutions for regional issues,” the White House said in a statement.Trump’s statement came as his envoy for Mideast peace, Jason Greenblatt, was on a “listening tour” in the region, trying to arrive at understandings to strike a peace agreement.In the last two days, Greenblatt has met with both Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas.Israeli officials have hinted at a desire for Saudi Arabia to play a role in a regional Israeli-Palestinian peace effort and the US is reportedly also pushing for Riyadh to be involved.A statement by a senior adviser to Salman on the meeting carried by Bloomberg news made no mention of Israeli-Palestinian peace efforts, beyond accusing Iran of “obstructing of any deal to settle the Palestinian issue.”The adviser also said the two had discussed problems with the Iran nuclear deal.“Prince Mohammed bin Salman has stressed how bad and very dangerous the nuclear deal is on the region and that it is going to hold the Iranian radical regime back for a short period of time in their quest for producing a nuclear weapon. The prime minister replied that he was “fully committed to broadening prosperity for Palestinians,” seeing the issue “as a means of bolstering the prospects for peace.”And on Tuesday Greenblatt visited Ramallah, where he met with Palestinian Authority President Mahmoud Abbas. Abbas told the US envoy that he believes a “historic” peace deal with Israel is possible with President Donald Trump in office, according to a US Jerusalem Consulate General communique.Abbas committed to combat Palestinian incitement, the statement said. One possibility being considered is a regional summit, to be held in Egypt or Jordan. Former defense minister Moshe Ya’alon laid out a vision for a new Middle East that seemed decidedly similar, if not identical, to the positions of his boss-turned-rival, Prime Minister Benjamin Netanyahu.Speaking to reporters on Wednesday morning, Ya’alon described a Middle East in the throes of its “biggest crisis” since the spread of Islam throughout the region in the seventh century.Today, he said, Israel is in the position of being an enemy of several Sunni Arab states’ enemies, making it a de facto ally of those countries.The larger wars and conflicts in the region have also pushed the Palestinian issue down on those Arab countries’ lists of priorities, he said, speaking in the Olive Room of the King David Hotel in Jerusalem at a briefing organized by The Israel Project.Those views are shared by Netanyahu, whom Ya’alon has repeatedly maligned since being ousted from the government in May 2016.Ya’alon served in the Likud from 2009 until earlier this week, when he officially left the ruling right-wing party. He served as defense minister from 2013 until he was dismissed last year following a series of clashes with the prime minister, most notably on the Elor Azaria case, in which an IDF soldier shot dead a disarmed, incapacitated Palestinian assailant.Since leaving the government, Ya’alon has repeatedly accused Netanyahu of acting out of political expediency rather than true leadership, and compared him to a “weather vane,” going whichever way the wind blows.In his resignation speech in May 2016, Ya’alon vowed to return to politics and run for the leadership of the country. To Ya’alon, that means some continued settlement expansion, but not annexation of parts of the West Bank, as Education Minister Nafatali Bennett has proposed in the Knesset.For now, the Palestinians and Israel are like “Siamese twins,” with shared economic and security systems, he said.Palestinians use the Israeli shekel for their currency — “and not by accident.” Israel, meanwhile, relies on Palestinians for cheap labor, legally employing over 100,000 West Bank residents inside Israel proper (along with many, many more who work illegally, without permits) and another 60,000 who work inside Israeli settlements.“Can they survive without our economy?” he asked rhetorically.Israel and the Palestinian Authority also closely cooperate on many security issues in the West Bank.
